<p>Ever since Washington <a href=”https://www.theguardian.com/world/2025/mar/05/us-stops-sharing-intelligence-on-russia-with-ukraine” target=”_blank” rel=”noreferrer noopener nofollow”>withheld</a> battlefield intelligence from Kyiv <a href=”https://time.com/7265679/satellites-front-failing-hundreds-dead-fallout-trump-ukraine-aid-pause/” target=”_blank” rel=”noreferrer noopener nofollow”>in 2025</a>, European intelligence agencies have been <a href=”https://www.independent.co.uk/news/world/europe/us-signal-intelligence-sharing-five-eyes-b2722663.html” target=”_blank” rel=”noreferrer noopener nofollow”>pulling back</a> from their American counterparts and <a href=”https://www.politico.eu/article/europe-intelligence-spies-donald-trump-russia-security-politics/” target=”_blank” rel=”noreferrer noopener nofollow”>drawing closer</a> to one another. In the first open admission of its kind, intelligence chiefs in the Netherlands recently <a href=”https://www.dutchnews.nl/2025/10/dutch-intelligence-services-now-share-less-information-with-us/” target=”_blank” rel=”noreferrer noopener nofollow”>described</a> withholding information from the Americans. While this is a sensible hedge against the political and structural factors <a href=”https://thedispatch.com/article/espionage-cia-doge-intelligence/” target=”_blank” rel=”noreferrer noopener nofollow”>undermining</a> American intelligence, it leaves the deeper vulnerabilities in Europe’s security architecture untouched.</p>

<h2 class=”wp-block-heading”>Foreign intelligence networks in the EU</h2>

<p>It is an open secret that foreign intelligence networks operate widely in the EU, exfiltrating valuable information and distorting the workings of democratic institutions. The scale borders on absurdity: Belgian security officials <a href=”https://www.politico.eu/article/eu-spy-problem-heres-why-its-so-difficult-to-catch-them-espionage-russia-china/” target=”_blank” rel=”noreferrer noopener nofollow”>estimate</a> that some embassies are one-fifth intelligence. <a href=”https://www.euronews.com/my-europe/2024/04/26/is-the-european-parliament-under-threat-from-espionage” target=”_blank” rel=”noreferrer noopener nofollow”>For years</a>, “[i]ntelligence agencies have been sounding the alarm that authoritarian networks are using espionage tactics to gain political, military and diplomatic advantages across Europe” — an assessment borne out by a succession of scandals that have left deep, unaddressed wounds in Europe’s democratic institutions.</p>

<p>From <a href=”https://www.politico.eu/article/european-union-corruption-pfizergate-ursula-von-der-leyen-impunity/” target=”_blank” rel=”noreferrer noopener nofollow”>cash-for-influence</a> scandals to brazen <a href=”https://www.bbc.com/news/articles/c627685p21eo” target=”_blank” rel=”noreferrer noopener nofollow”>espionage rings</a> to operations against <a href=”https://www.ft.com/content/0b351091-3f82-4f2f-bef2-a52a35f009f2″ target=”_blank” rel=”noreferrer noopener nofollow”>critical infrastructure</a>, foreign interference has become a fact of European life. This is the direct result of a structural flaw that Europe has refused to correct: the lack of a purpose-built central capacity to defend the EU against hostile intelligence work. </p>

<p>To be clear, Europe’s problem is not a lack of intelligence agencies; France alone has six, but they all have a <a href=”https://www.clingendael.org/sites/default/files/EU-intelligence-cooperation.pdf” target=”_blank” rel=”noreferrer noopener nofollow”>mandate</a> to protect national institutions, not EU ones. While Belgium technically has jurisdiction, Member of the European Parliament (MEP) immunity is <a href=”https://www.euractiv.com/news/investigation-european-parliament-tells-belgian-prosecutor-to-stay-in-lane-on-corruption-probes/” target=”_blank” rel=”noreferrer noopener nofollow”>blocking</a> the country’s <a href=”https://www.euractiv.com/news/belgium-under-growing-scrutiny-over-stalled-eu-corruption-probes/” target=”_blank” rel=”noreferrer noopener nofollow”>floundering efforts</a> to police the hemicycle. It is hard enough to enforce the rules against <a href=”https://ec.europa.eu/olaf-report/2024/investigative-activities/protecting-eu-funds/investigations-in-eu-member-states_en.html” target=”_blank” rel=”noreferrer noopener nofollow”>home-grown corruption</a>, but foreign-directed subversion requires dedicated counterintelligence capabilities that Europe simply does not possess. European counterintelligence rests on <a href=”https://doi.org/10.1093/oxfordhb/9780199546282.013.0044″ target=”_blank” rel=”noreferrer noopener nofollow”>weak</a> structures which <a href=”https://www.statewatch.org/media/documents/news/2016/may/eu-intcen-factsheet.pdf” target=”_blank” rel=”noreferrer noopener nofollow”>lack</a> operational or enforcement powers; the European Union Intelligence and Situation Centre (EU-INTCEN) has been <a rel=”nofollow” href=”https://spectator.clingendael.org/en/publication/closer-eu-intelligence-cooperation-four-opportunities”>des</a><a href=”https://spectator.clingendael.org/en/publication/closer-eu-intelligence-cooperation-four-opportunities” target=”_blank” rel=”noreferrer noopener nofollow”>c</a><a rel=”nofollow” href=”https://spectator.clingendael.org/en/publication/closer-eu-intelligence-cooperation-four-opportunities”>ribed</a> as “merely a mixing bowl of liaison officers.”</p>

<h2 class=”wp-block-heading”>Scandals and limitations</h2>

<p>The limitations of Europe’s fragmented intelligence architecture were laid bare during the terrorist attacks of the 2010s, most notoriously the Paris attacks of November 13, 2015 — the <a href=”https://www.statista.com/statistics/541483/worst-incidences-of-terrorism-eu/” target=”_blank” rel=”noreferrer noopener nofollow”>deadliest</a> in Europe that decade. The <a href=”https://www.theguardian.com/world/2016/jul/05/paris-attacks-inquiry-multiple-failings-french-intelligence-agencies” target=”_blank” rel=”noreferrer noopener nofollow”>missteps</a> were legion. Before the attack, various agencies in France knew the attackers had been radicalized but failed to communicate amongst themselves; meanwhile, Belgian failures to share information with EU partners allowed the ringleader to evade Greek authorities before the attack <em>and</em> for the only surviving attacker to flee France in the aftermath. </p>

<p>Europe’s spy agencies have even come perilously close to the worst-case scenario, as seen in the <a href=”https://www.politico.eu/article/vladimir-putin-austria-spy-service-bvt-government-intelligence-wirecard-jan-marsalek-freedom-party/” target=”_blank” rel=”noreferrer noopener nofollow”>incredible story</a> of Russia’s infiltration — verging on takeover — of Austria’s domestic intelligence agency. The penetration was so complete, and its failures of such <a href=”https://www.janes.com/osint-insights/defence-news/austrian-intelligence-service-under-pressure-to-reform” target=”_blank” rel=”noreferrer noopener nofollow”>magnitude</a>, that the agency was <a href=”https://www.washingtonpost.com/national-security/2022/07/05/austria-russia-infuence/” target=”_blank” rel=”noreferrer noopener nofollow”>disbanded</a>.</p>

<p>In a testament to how long Europe allowed its heartland to become a staging ground for Moscow, Russia’s operations in Austria are now so well-known that they merit a dedicated <a href=”https://en.wikipedia.org/wiki/Austria_and_Russian_intelligence” target=”_blank” rel=”noreferrer noopener nofollow”>Wikipedia entry</a>. The same counterintelligence fight extends throughout the rest of Europe, with similar high-level intelligence agency breaches from <a href=”https://www.nytimes.com/2023/02/17/world/europe/germany-russia-spies.html” target=”_blank” rel=”noreferrer noopener nofollow”>Germany</a> to <a href=”https://www.theguardian.com/world/2025/sep/11/european-operation-identifies-alleged-belarusian-spy-ring” target=”_blank” rel=”noreferrer noopener nofollow”>Moldova</a>.</p>

<p>This permeability is being thoroughly exploited, but the public is only beginning to understand how deeply European institutions have been compromised. The outrageous case of Latvian MEP Tatjana Ždanoka, exposed in January 2024 by <a href=”https://theins.ru/en/politics/268694″ target=”_blank” rel=”noreferrer noopener nofollow”><em>The Insider</em></a> as a Russian Federal Security Service asset, poses two questions: why would such a revelation come from investigative journalists, not European security services, and how is it possible that Ždanoka was allegedly reporting to Moscow for two full decades before being discovered?</p>

<p>But what truly showed the frailty of the system is the fact that Ždanoka remained an active MEP for six months after the allegations became public, facing only a nominal fine of <a href=”https://www.politico.eu/article/european-parliament-fines-mep-tatjana-zdanoka-accused-spying-russia/” target=”_blank” rel=”noreferrer noopener nofollow”>€1,750</a>, or five days’ parliamentary allowance. This scandal was closely followed by another related to Russian influence in Parliament (revolving around the now-sanctioned <a href=”https://www.politico.eu/article/voice-of-europe-russia-influence-scandal-election/” target=”_blank” rel=”noreferrer noopener nofollow”>Voice of Europe</a> network) that further illustrated how <a href=”https://www.atlanticcouncil.org/blogs/ukrainealert/putin-is-weaponizing-corruption-to-weaken-europe-from-within/” target=”_blank” rel=”noreferrer noopener nofollow”>corruption</a> is eroding European democracy. </p>

<p>These are <a href=”https://securingdemocracy.gmfus.org/a-spate-of-scandals-europes-response-to-foreign-interference/” target=”_blank” rel=”noreferrer noopener nofollow”>not</a> isolated <a href=”https://www.politico.eu/article/belgiam-prosecutor-open-probe-pro-russia-network-accused-pay-mep/” target=”_blank” rel=”noreferrer noopener nofollow”>incidents</a>. In 2024, an advisor to Maximilian Krah, far-right MEP of the <em>Alternative für Deutschland </em>(AfD) party and <a href=”https://europeantimes.news/2021/05/member-of-the-european-parliament-maximilian-krah-congratulates-the-tibet-autonomous-region-on-its-70th-anniversary/” target=”_blank” rel=”noreferrer noopener nofollow”>vice chairman</a> of the China-EU Friendship Group, was <a href=”https://www.theguardian.com/world/2024/apr/23/afd-politician-employee-arrested-germany-on-suspicion-of-spying-for-china” target=”_blank” rel=”noreferrer noopener nofollow”>arrested</a> on charges of spying for China as part of a <a href=”https://www.dw.com/en/germany-arrests-chinese-national-on-suspicion-of-spying/a-70373632″ target=”_blank” rel=”noreferrer noopener nofollow”>wide-ranging</a> espionage operation. The <a href=”https://www.economist.com/europe/2024/05/02/espionage-scandals-are-hurting-germanys-far-right” target=”_blank” rel=”noreferrer noopener nofollow”>AfD’s troubles</a> did not begin or end with Krah; in the same month, it emerged that another AfD candidate, Petr Bystron, <a href=”https://www.euronews.com/my-europe/2024/04/26/is-the-european-parliament-under-threat-from-espionage” target=”_blank” rel=”noreferrer noopener nofollow”>was accused</a> of accepting €20,000 to spread Kremlin propaganda. The prior year, Krah’s involvement in a “<a href=”https://www.t-online.de/nachrichten/deutschland/innenpolitik/id_100247784/afd-maximilian-krah-das-geld-aus-china-und-die-geheimdienste.html” target=”_blank” rel=”noreferrer noopener nofollow”>lobbying network</a>” for China had already been revealed, and he had been <a href=”https://www.politico.eu/article/germany-arrests-eu-parliament-afd-staffer-afd-spy-china-jian-g-mep-krah/” target=”_blank” rel=”noreferrer noopener nofollow”>questioned</a> “over alleged payments from sources close to the Kremlin.” At the time of this publication, both <a href=”https://www.europarl.europa.eu/meps/en/197481/MAXIMILIAN_KRAH/home” target=”_blank” rel=”noreferrer noopener nofollow”>Maximilian Krah</a> and <a href=”https://www.europarl.europa.eu/meps/en/256928/PETR_BYSTRON/home” target=”_blank” rel=”noreferrer noopener nofollow”>Petr Bystron</a> remain active MEPs. </p>

<p>But none of these scandals is as well-known as <a href=”https://www.politico.eu/article/european-parliament-qatargate-corruption-scandal-leaked-documents-pier-antonio-panzeri-francesco-giorgi-eva-kaili/” target=”_blank” rel=”noreferrer noopener nofollow”>Qatargate</a>, which uncovered that MEPs (including the <a rel=”nofollow” href=”https://www.politico.eu/article/eva-kaili-francesco-giorgi-couple-heart-european-parliament-qatargate-scandal/”>then-Vice President</a>) and their staff had accepted cash bribes from Qatar, Morocco and Mauritania. Qatargate exposed both blatant corruption and the <a href=”https://www.dw.com/en/qatargate-one-year-on-eu-cash-for-influence-scandal-still-far-from-over/a-67670541″ target=”_blank” rel=”noreferrer noopener nofollow”>paralysis</a> of Europe’s defenses: nearly three years on, no one implicated in the case is behind bars, and the more recent <a href=”https://www.lemonde.fr/en/economy/article/2025/03/14/chinese-company-huawei-suspected-of-bribing-15-meps_6739124_19.html” target=”_blank” rel=”noreferrer noopener nofollow”>Huaweigate</a> may be headed down <a href=”https://europeannewsroom.com/from-qatargate-to-huaweigate-eu-graft-fuels-public-distrust/” target=”_blank” rel=”noreferrer noopener nofollow”>a similar path</a>. The stagnant, opaque response speaks to the need for an EU-level counterintelligence service nearly as much as the scandals themselves.</p>

<h2 class=”wp-block-heading”>Internal divisions and the EU’s security crisis</h2>

<p>Why, when faced with such overwhelming evidence, can the EU not form a coherent policy response? One answer is that internal threats have compromised unity. Some Member States have deployed advanced spyware against political opponents, including EU officials, while others have degraded the collective security of Europe by tolerating the operation of hostile intelligence services on their soil. Traces of Pegasus, Candiru and Predator spyware have been found on MEPs’ devices, which may have originated from both <a href=”https://www.europarl.europa.eu/RegData/etudes/BRIE/2024/766262/EPRS_BRI(2024)766262_EN.pdf” target=”_blank” rel=”noreferrer noopener nofollow”>EU and non-EU</a> governments. The Hungarian national intelligence service has also <a href=”https://www.politico.eu/article/hungary-viktor-orban-cia-spy-wiretap-hack-laptop-eu-officials-information-office-budapest-olaf/” target=”_blank” rel=”noreferrer noopener nofollow”>allegedly</a> wiretapped and hacked EU officials, cementing Budapest’s role as pre-eminent spoiler under Prime Minister Viktor Orbán. </p>

<p>Europe now faces a dual crisis of vulnerability and mistrust. The <a href=”https://www.wilsoncenter.org/article/niinisto-report-enhancing-european-unions-resilience-future-uncertainties” target=”_blank” rel=”noreferrer noopener nofollow”>Niinistö report</a> brought this debate into the open, but like the EU reports on <a href=”https://www.appf.europa.eu/cmsdata/277388/Foreign%20electoral%20interference%20affecting%20EU%20democratic%20processes.pdf” target=”_blank” rel=”noreferrer noopener nofollow”>Foreign Electoral Interference</a> and <a href=”https://www.eeas.europa.eu/sites/default/files/documents/2024/EEAS-2nd-Report%20on%20FIMI%20Threats-January-2024_0.pdf” target=”_blank” rel=”noreferrer noopener nofollow”>Foreign Information Manipulation and Interference</a>, it has been followed by resounding inaction. Clearly, Europe does not need more reports; it needs actual capacity — in this case, a purpose-built counterintelligence institution with a proactive mandate and enforcement capabilities. </p>

<p>Critics warn that former Finnish President Sauli Niinistö’s vision of a more integrated European intelligence structure threatens national sovereignty. But nothing erodes sovereignty faster than letting foreign powers buy, blackmail or infiltrate their way into Europe’s political process. The risks surrounding American intelligence cooperation are real, but they have become a convenient distraction from the harder work Europe must do at home.</p>

<p>Freezing out the United States is a defensive gesture, not a strategic solution. What Europe truly needs is a joint counterintelligence body with the authority to investigate malign activity across borders and initiate arrests, giving Europe the moral authority to raise concerns of compromise with intelligence partners when necessary. </p>

<p>Most will say that political realities make such reform impossible, but those political realities have been engineered by the very infiltration and exploitation that reform would combat. To resist change now is to concede the success of a subversion project still in progress. The question is whether action will come in time to prevent not only the next catastrophic breach, but the complete loss of faith in the European system of governance.</p>
