projectiles and projectile fragments. The ammunition was both hollow point and frangible. The headstamps of these shell casings indicate manufacturers, SIG, NORMA, and Truelove Maclean (T&M). Fifteen (15) spent shell casings were located in the hallway and twenty-nine (29) spent casings were found in Tanner Auditorium/room 166. Within the auditorium, police also found two high capacity magazines, with capacities of around thirty (30).
Evidence was later submitted to the State of Connecticut, Division of Scientific Services in Meriden, Connecticut. DNA profiles were developed from the submission of various pieces ballistic evidence from the crime scene. Specifically, a prominent major full DNA/STR profile from the fired cartridge casings was obtained and was entered into CODIS and returned as having no matches. This profile is of sufficient quality for comparison. Additionally, there is a different full DNA/STR profile that is observed in all of the samples collected from the two submitted magazines, and all cartridges received within those magazines. This profile was also entered into CODIS and returned as having no matches.
Law enforcement teams conducted surveillance video canvas of all surrounding areas. From the collective surveillance, a suspect (hereafter “Suspect”) was identified that appears across video sources. A systematic review of those video sources revealed that the Suspect was circling the immediate area earlier in the day, at approximately 10:35 hours in the Manning and Cooke Streets. There are several instances where this Suspect is captured on video surveillance from| Cooke Street, including at 10:37, 10:56, 14:00, 14:52. This Affidavit contains a more complete video timeline with still images for reference. They are all incorporated by reference.
The Suspect appears as a heavy-set male, wearing a face mask covering his lower face, a two-toned dark jacket, a winter hat, black pants, and black sneakers. At times, he appears with a black satchel across his body and on other videos the black satchel is not visible. He walked with a distinct walking gait and his right hand appeared to be in his jacket pocket in several video clips. He is then observed circling that same area at 14:00 hours on Cooke Street, Manning Street, and later George Street, walking in the direction of Governor Street. At 14:16 the Suspect is seen on George Street, encountering another individual, initially unknown but later identified as John. (hereafter “John”). The Suspect runs away from John. John then runs after the Suspect in the same direction. Immediately after that interaction, the Suspect and John are seen in close proximity. At approximately 15:15, the Suspect is observed on Governor Street, George Street, Cooke Street, and Benevolent Street. It should be noted that this residential neighborhood is within one to three blocks from the Barus Holley building.
The Suspect is observed on video surveillance walking from Manning Street to Hope Street, then on a Brown University exterior camera crossing Hope Street into the parking lot abutting Hope Street where the Barus Holley building is located. This was observed to be at 14:56, before the shooting. It should be noted that the Barus Holley building is equipped with only two exterior cameras but has multiple entrances/exits and areas of ingress and egress and interior cameras do not cover Room 166 and the hallways immediately surrounding it. However, one of the video sources was obtained from a camera recording on a Brown University shuttle bus driving nearby immediately after the shooting through a parking lot abutting | Hope Street and captured the Suspect walking away from the area of the Barus Holley building. This was observed to be at 16:03, immediately after the shooting. The Suspect is then captured on video surveillance at the corner of Hope Street and Waterman Street, continuing down Waterman and eventually onto Pittman Street.
A height analysis was performed by FBI investigators. They used two still images from a ring camera video at Manning Street. These still images showed the Suspect in full erect stature. They compared this Suspect with the height of fixed landmarks like a fence gate, calculating to account for distance. This height analysis showed the Suspect’s height range between 5’7 and 5’9.
Based on your Affiant’s training and experience, and the training and experience of numerous members of the investigative team, after an analysis of all accumulated video surveillance of the Suspect on December 13, 2025, both before and after the shooting, there is a common gait and body movements of the Suspect. This
