Mr. Vought led the White House Office of Management and Budget during the second half of President Trump’s first term. Now, he will head the administration’s effort to overhaul the federal bureaucracy and help craft the president’s annual budget. During his Senate confirmation hearing, Mr. Vought indicated that Mr. Trump intended to test the law when it comes to Congress’s power over federal spending.

Senate Democrats held an overnight talkathon to protest Mr. Vought’s nomination, calling him dangerous and condemning his role in Mr. Trump’s now-rescinded federal funding freeze.
