    Trump Administration Halts Funding for Legal Representation of Migrant Children

    The Trump administration notified aid organizations across the country on Friday that it would cancel a contract that funds the legal representation of more than 25,000 children who entered the United States alone, a decision that leaves them vulnerable to swift deportation.In a memo reviewed by The New York Times, the government instructed more than 100 nonprofits to immediately cease their work representing the minors. It terminated a contract that was up for renewal on March 29.Advocates said the move would fast-track the children’s court cases, to their disadvantage, because many would be left without counsel in adversarial immigration proceedings. Children as young as 2 who are survivors of trafficking, trauma and abuse, and who are often too young to understand their legal rights, would be returned to countries where they could face harm, the advocates said.“Children cannot be expected to navigate the harsh and complicated immigration legal system without an attorney,” said Ashley Harrington, managing attorney for the children’s program at Rocky Mountain Immigrant Advocacy Network in Colorado.“This brazen, heartless act endangers children’s lives,” she said.The nonprofit represents about 200 minors, including three siblings, ages 7 to 13, who fled to the United States from Honduras alone last year after their parents were killed by gang members.The number of children who have crossed the southern U.S. border each year without a parent or legal guardian has increased sharply in the last decade or so, reaching 128,000 in the 2022 fiscal year, according to government data.     Trump Administration Dropped Policy Prohibiting Contractors From Having Segregated Facilities

The memo, which applies to all civilian federal agencies, was among the many directives from agencies aiming to purge safeguards put in place in the 1960s to comply with executive orders issued by President Trump on race and gender identity. In his first days in office, Mr. Trump directed agencies to rid themselves of “harmful” and “wasteful” diversity policies, and “gender ideology extremism.”The memo, which came to light after it was reported by National Public Radio this week, drops several clauses from the G.S.A.’s Federal Acquisition Regulation, which is used to solicit contracts for services and supplies. The memo said the wording was “not consistent with the direction of the president.” Among the deletions is a policy, last updated in 2015, that stipulated federal contractors couldn’t have “segregated facilities,” such as waiting rooms, work areas, restrooms, lunchrooms and water fountains.The Civil Rights Act of 1964 still bars discrimination, and segregated facilities, in the United States. But civil rights groups have feared that Mr. Trump’s war on D.E.I. programs has signaled the federal government’s willingness to retreat from enforcing it.Dariely Rodriguez, the acting co-chief counsel for the Lawyers’ Committee for Civil Rights Under Law, said that like Mr. Trump’s revocation of a decades-old order issued by President Lyndon B.     Why the Pentagon Scuttled Its Briefing of Elon Musk on China War Plans

    “You wouldn’t show it to a businessman,” President Trump said in denying that Elon Musk was to be briefed on top-secret plans in the event of war with China.Over the past 24 hours, my colleagues’ report that Elon Musk was set to be briefed on the military’s top-secret plans in the event of war with China has shaken Washington. It even seemed to take President Trump by surprise.Musk’s planned visit to a secure room in the Pentagon was called off after The Times published its article on the visit, according to a person with knowledge of the matter.This morning, Trump denied the briefing had been planned. But he also made clear that he thought Musk should not have access to such war plans.“Certainly, you wouldn’t show it to a businessman who is helping us so much,” Trump said. He added, “Elon has businesses in China, and he would be susceptible perhaps to that.”I called Eric Schmitt, a Times national security reporter, who kindly stepped into one of the few Pentagon hallways where you can actually get cell service, and asked him to bring us up to speed.JB: Let’s start at the beginning. What did you learn yesterday about what was originally planned?ES: The Pentagon was scheduled to give a briefing to Musk this morning on the classified war plan for China.     Aviation Chaos Can Quickly Spiral, Despite Contingency Plans

    Airlines, airports and air traffic controllers prepare for chaos. But that doesn’t make responding to it any less complicated.The global aviation system is deeply interconnected and responding to a disruption — especially one as severe as a power outage at a global airport hub — is a delicate balancing act. For airlines, moving even a small number of flights can have cascading effects.“They’re thinking not just in terms of a single day, but recovery,” said Dr. Michael McCormick, a professor of air traffic management at Embry‑Riddle Aeronautical University, who managed the federal airspace over New York during the Sept. 11 terrorist attacks. “They have to look at where passengers with bags, aircraft and aircrews need to be tomorrow, the next day, and the next day.”When crises occur, airline network operation centers go into overdrive. The centers are the nerve centers of carriers — typically large, quiet, secure rooms with power backups and protections against severe weather and disasters.At large airlines, operations centers are staffed around the clock with teams that monitor the weather, manage planes, communicate with air traffic control, schedule crews and much more.Small disruptions can be handled surgically — a sick pilot can be replaced or a broken plane swapped out for another. But bigger disruptions like the one at London’s Heathrow Airport can require scrapping and reworking intricate plans while taking into account a wide range of limitations.Planes differ in how many people they can carry and how far they can fly, so a small plane used for shorter domestic flights cannot easily be swapped in for a larger one used on longer flights. They also must be fueled adequately and their weight balanced appropriately, needs that must be adjusted if planes are rerouted.Regulations require that pilots and flight attendants are not overworked and are allowed to rest after certain number of hours on the clock. If a flight takes too long to depart, a crew can time out. When schedulers do reassign crews, they also have to take into account where those pilots and flight attendants are needed next, or they could risk more disruptions later.Airlines, of course, do not operate in isolation. As they change plans, they need to work with airport and air traffic control officials who may have limited resources to accommodate the changes. Airports are limited not just in how many flights they can receive, but also, in some cases, what types of planes they can safely accept.     Trump’s Tariffs Against Canada Can’t Be About Trade

    I’ll admit that I was sympathetic to Donald Trump’s heresy on trade, during his first term. His tariffs on China and his bid to renegotiate NAFTA prompted much pearl clutching from economists and pundits, but I knew from my reporting how many people in factory towns across America wanted him to do those things. The renegotiation of NAFTA was, ultimately, a bipartisan success story. It passed overwhelmingly. By the end of his first term, many people — including Democrats — acknowledged quietly that tariffs on China and updating NAFTA were necessary. President Joe Biden didn’t reverse them. He built on them. But now Trump seems to have lost the plot.He is tearing up that deal that he himself created by imposing 25 percent tariffs on Mexico and Canada, our largest trading partners. What gives?In the case of Mexico, there have been legitimate concerns that China is getting around U.S. tariffs by building or taking over factories in Mexico. That’s one of a few reasons the U.S. trade deficit with China has declined — to $295 billion last year from $418 billion in 2018 — at the same time the trade deficit with Mexico ballooned to $172 billion last year from roughly $78 billion in 2018, according to Census Bureau data.If you worry about chronic trade deficits, as Trump does, that’s a problem. But Trump’s ire at Canada is a mystery. The U.S. trade deficit with Canada is one of the smallest that we have — it was about $19 billion in 2018 and $63 billion last year. Virtually all of it can be explained by U.S. purchases of oil, gas and electricity, a reminder that Canada is critical to U.S. energy security.Without energy, the United States actually runs a trade surplus with Canada. Canada is the top export market for 34 states — or at least it was.Trump’s targeting of Canada has bewildered even his own political allies on trade. “On Canada, he’s just wrong,” one told me. I can’t pretend to understand what goes on in Trump’s brain. But this much is clear: It ain’t about trade.If you listen to his words, Trump is declaring economic war on Canada, our loyal and peaceful neighbor, because he wants to bring it to its knees and take it over as a 51st state. He’s wielding tariffs as a weapon, not to defend American workers, but to execute a hostile takeover of a country.     ‘Severance’ Season 2 Finale Recap: Mark vs. Mark

    The season ended with a bizarre but moving episode that found the Lumon employees’ inner and outer selves at cross purposes.Early in the Season 2 finale of the acclaimed, much-memed Apple TV+ series “Severance,” a man has a spirited debate that ends up encapsulating much of what keeps the show’s fans watching. The person he is talking to? Himself, via an old video camera. Mark (Adam Scott) records messages for Mark. And Mark replies.Created by the writer Dan Erickson in collaboration with the producer and frequent director Ben Stiller, “Severance,” which was just renewed for another season, is centered on a cultlike company named Lumon that allows employees to “sever” their work lives and their home lives via a chip surgically inserted into their brains. The people who clock in every day — the “innies” — have no idea what their “outies” do after quitting time, and vice versa.At the end of Season 1, Mark’s innie led his office-mates Dylan (Zach Cherry), Helly (Britt Lower) and Irving (John Turturro) in a mini-rebellion, executing “the overtime contingency,” which allowed them all, very briefly, to live their outies’ lives. This is how Mark learned that his outie’s wife Gemma (Dichen Lachman) — presumed dead in the outside world — was still alive as an innie at Lumon.Season 2 has been primarily driven by outie Mark’s efforts to reintegrate his consciousness with innie Mark, in hopes of rescuing Gemma from Lumon. In the finale, the two Marks argue over whose needs are more important: If Gemma leaves Lumon, will outie Mark terminate his employment there — and in the process terminate innie Mark?“Severance” Season 1 arrived not long after the pandemic, at a time when people were questioning how much of their lives were being spent in an office — and how much needed to be. As the story has expanded into more existential mysteries, it has spoken more to the “rise and grind” mind set sweeping through much of the modern world, where having relationships or hobbies — or even a good night’s sleep — is considered somewhat suspect. The Season 2 finale brings to a head some of the story lines inspired by our increasingly out-of-whack work-life balance.At the end of Season 1, Helly learned her outie is Helena Eagan, the daughter of Lumon’s chief executive Jame Eagan and the granddaughter of the company’s founder Kier Eagan.     Long-Lost Klimt Portrays African Prince

    A rediscovered painting of an African prince by Gustav Klimt that captured visitors’ attention at the TEFAF Maastricht fair in the Netherlands is under negotiation for sale, the Vienna-based gallery offering the work said as the event closed on Thursday evening.The early, almost photorealistic head-and-shoulders portrait of Prince William Nii Nortey Dowuona, shown against a floral background, had been on display at the booth of Wienerroither and Kohlbacher, priced at 15 million euros, or about $16.4 million.“We are in active negotiations with a major museum,” said Lui Wienerroither, the gallery’s co-founder, though he declined to name the institution. Unlike at contemporary art fairs, high-value sales at TEFAF Maastricht, which specializes in older art, are often finalized after the event to allow buyers time to investigate questions of provenance or attribution. “Processes of due diligence have to be followed,” Wienerroither said.The man depicted in this 26 inch-high painting was a member of a group of Africans from the Gold Coast (a former British colony now known as Ghana) who were live exhibits in colonial “human zoos” that toured Europe at the end of the 19th century. In the summer of 1896, they were put on display in a mock-African village in Vienna’s Zoological Garden, where Klimt might have seen them. The highly popular show, which attracted 5,000-6,000 visitors a day, was vividly evoked by the contemporary Austrian writer Peter Altenberg in his novel, “Ashantee.”Wienerroither and Kohlbacher says Klimt’s painting came to light in 2023 when an Austrian couple brought the unsigned work, crudely framed and in a grimy condition at the time, into the gallery. The dealers say they discovered a barely legible Gustav Klimt estate stamp on the back of the canvas and confirmed with Alfred Weidinger, the author of a definitive catalog of Klimt’s works, that Klimt was known to have painted a portrait of a prince of the Osu people in what is now Ghana, though the painting’s whereabouts had been unknown for many years.Subsequent research revealed that the painting was still in Klimt’s possession when he died in 1918 and was sold by auction from his estate in 1923.
