    Mexico City Bans Traditional Bullfights for Violence-Free Option

    Showdowns between people and bulls can still go on, but the animals can no longer be hurt or killed. Some bullfighting proponents said the law imperils an ancient tradition.In the biggest bullfighting city in the largest bullfighting country in the world, Mexico City lawmakers overwhelmingly voted on Tuesday to ban traditional bullfighting — a move that was supported by Mexico’s president, Claudia Sheinbaum, but was fiercely opposed by backers of the centuries-old custom.The legislation, approved by a 61-1 vote, prohibits the injuring or killing of bulls for sport, in or outside of the arenas. It will allow for what proponents call “bullfighting without violence,” in which rules determine how long a bull can be in the ring and limit bullfighters to using only capes.“My heart always beats for animal welfare,” said Xochitl Bravo Espinosa, a Mexico City legislator who helped spearhead the effort.But Ms. Bravo Espinosa said that legislators tried to find a balance in which the bullfights could go on, albeit modified, so that people who made a living off the industry could continue working.     Inside the 24-Hour Scramble Among Top National Security Officials Over the J.F.K. Documents

    President Trump’s national security team was stunned and forced to scramble after he announced on Monday that he would release 80,000 pages of documents related to the assassination of President John F. Kennedy with only 24 hours’ notice.Administration officials had been working on releasing the records since January, when Mr. Trump signed an executive order mandating it. But that process was still underway on Monday afternoon when Mr. Trump, during a visit to the John F. Kennedy Center for the Performing Arts, said the files would be made available the next day.By the time the files were made public on Tuesday evening, some of the country’s top national security officials had spent hours trying to assess any possible security hazards under extreme deadline pressure.John Ratcliffe, the director of the Central Intelligence Agency, had been emphasizing to senior administration officials that some documents had nothing to do with Mr. Kennedy and were developed decades after the assassination, according to four people with knowledge of the discussions. He wanted to make sure that other officials were fully aware of what the files contained and would not be caught off guard, but he was clear that he would not seek to impede any files from being released, the people said, speaking on the condition of anonymity to discuss sensitive internal deliberations.Soon after Mr. Trump spoke on Monday afternoon, officials at the National Security Council quickly convened a call to map out a plan to take stock of which documents still needed to be unredacted. The release had to be coordinated with the National Archives and Records Administration. Some officials raised concerns about unintended consequences of rushing the release of the files, including the disclosure of sensitive personal information like the Social Security numbers of people who were still alive, the people said.Officials involved in the process of declassification said the number of files had expanded greatly over many decades because, with each investigation into Kennedy-related material, information that had nothing to do with the assassinated president has come under that umbrella.     Families and immigration lawyers argue not all of the deportees sent to a prison in El Salvador over the weekend had ties to gangs.In the days since the federal government sent hundreds of Venezuelan immigrants to a prison in El Salvador, Washington has been debating whether the White House did indeed defy a federal judge who ordered the deportation flights to turn around and head back to the United States.But beyond the Trump administration’s evident animus for the judge and the court, more basic questions remain unsettled and largely unanswered: Were the men who were expelled to El Salvador in fact all gang members, as the United States asserts, and how did the authorities make that determination about each of the roughly 200 people who were spirited out of the country even as a federal judge was weighing their fate?The Trump White House has said that most of the immigrants deported were members of the Venezuelan gang Tren de Aragua, which, like many transnational criminal organizations, has a presence in the United States. On Tuesday afternoon, he ordered the Justice Department to submit a sealed filing by noon on Wednesday detailing the times at which the planes had taken off, left American airspace and ultimately landed in El Salvador.More than half of the immigrants deported over the weekend were removed using an obscure authority known as the Alien Enemies Act of 1798, which the Trump administration says it has invoked to deport suspected Venezuelan gang members age 14 or older with little to no due process. TikTok’s owner is the Chinese internet company ByteDance, and its Chinese ties have raised questions about whether the app poses a national security threat in the United States.At Tuesday’s meeting, the aides also raised the topic of whether Oracle would be involved in running TikTok, after a recent Politico report that the company was in talks with the White House over a deal, one of the people said. The aides sought assurances from Oracle that any deal would comply with the law.     Review: Eight Andrew Scotts in a Heartbreaking Solo ‘Vanya’

    In the original text it is merely a kiss, or as mere as a kiss can be between a beautiful young woman and her husband’s handsome doctor. In any case, knowing as we do from the long-simmering buildup how much the doctor loves her — and likely she him — we accept and even require their moment of consummation, sensing it will be the only deep happiness either ever feels.That kiss, between Astrov and Yelena, as their names are traditionally given, is the sadder of the two sad climaxes of “Uncle Vanya,” Chekhov’s tragicomic comic tragedy about work and waste. (The funnier sad climax occurs when the title character tries to shoot the husband and misses, twice, at close range.) Whatever else happens in a production of the play, the would-be lovers’ intimacy needs to mark an extreme turn in the characters’ lives and in the narrative’s emotional temperature as it comes in for its final landing.So you’d think the moment would totally flop if both he and she were played by one actor.Yet in “Vanya,” the Chekhov adaptation that opened on Tuesday at the Lucille Lortel Theater, the encounter is about as erotic as any the legitimate stage has offered, even though it involves just a door, two arms and the human Swiss Army knife Andrew Scott.Granted, it’s more than a smooch. Scott basically humps the door. And when he claws off his shirt, it is from both characters’ backs.But this is not just a stunt to see whether a single actor can pull off a full-cast classic. As adapted by Simon Stephens, the author of “Heisenberg,” “Sea Wall” and other gripping dramas, “Vanya” is deeply serious and generally faithful in its engagement with Chekhov, offering not just a modernized gloss on the play’s language and settings (the husband is a pompous old filmmaker instead of a pompous old scholar) but also a new way of seeing into the heart of its beauty.And anyway, what’s so wrong with a stunt when it becomes a tour de force? Who doesn’t gasp with delight at a bicyclist doing cartwheels on a tightrope? Scott is endlessly and polymorphously resourceful, with an armamentarium of voices, faces, postures and ideas that in various combinations add up to a thousand specific effects.     ‘Amerikin’ Review: A White Supremacist’s Undoing: DNA

    The protagonist of Chisa Hutchinson’s new play is proud of his racial heritage, until he gets some unexpected test results.There was a guy I knew when I was in my teens. Blond and blue-eyed, popular at the beach, he named his puppy after a superstar. It made him laugh to let people in on the gut-punch nasty joke behind it: that, as far as he was concerned, both were black female dogs.Chisa Hutchinson’s layered new play, “Amerikin,” has me thinking about that for the first time in decades. Her central character, Jeff, has named his own dog in the same spirit — after a racist slur that he is not shy about shouting into the neighborhood to summon his pup. I’d hate for anyone to think that detail was too exaggerated. Not in these United States it isn’t.Directed by Jade King Carroll for Primary Stages, “Amerikin” is set in Sharpsburg, Md., which was Confederate country back when the bloody Battle of Antietam was waged nearby during the Civil War. In 2017, it is Trump country, and when the working-class Jeff (Daniel Abeles) and his wife, Michelle (Molly Carden), take their newborn son home, Jeff is eager to give the child he adores every social advantage in their small town.If that means accepting an invitation from his pal Dylan (Luke Robertson) to join the local white supremacist group, Jeff would be honored. It would bolster his sense of belonging in this place where he’s lived since childhood.But his nomination comes with an asterisk: He must take a DNA test to prove that he is 100 percent white. To his alarm, the results say otherwise — and even though his tech-savvy best friend, Poot (Tobias Segal), doctors the results, word gets out.And you know what happens when a band of white racists discovers a nonwhite family living in its midst.     J.F.K., Blown Away, What Else Do I Have to Say?

    Why the newly released documents won’t put out the fire.On his third day in office in January, President Trump ordered the release of documents from the National Archives related to the assassinations of John F. Kennedy, his brother Robert and the Rev. Dr. Martin Luther King Jr. As Trump declared on the campaign trail, “It’s been 60 years, time for the American people to know the TRUTH.”The truth is that nothing in the archives is going to dispel the fog of hypothesis, rumor and speculation that swirls around these killings. The assassinations of the 1960s — President Kennedy’s in particular — remain the source and paradigm of modern conspiratorial thinking, a style of argument to which the current president is passionately committed. Whatever details emerge now are unlikely to settle the ongoing debates, which are less about what happened in Dallas in 1963 (or Memphis and Los Angeles five years later) than about the character of the American state and the nature of reality itself.Was Kennedy killed by the Mafia? By the C.I.A.? Was he an early, liberal victim of what modern conservatism has come to call the Deep State? A lot of people think so, and there may be unanswered questions hovering around his death. But there’s a thin line between skepticism and paranoia, between reasonable guesses and wild invention. The American imagination often gravitates to the far side of that line, and the Kennedy assassination was one of the shocks that pushed us over it.By 1963, we were already headed in that direction. Suspicion was part of the atmosphere of the Cold War years, when what Kennedy himself called the “twilight struggle” between the United States and the Soviet Union was accompanied by the rapid growth of the American security state, which rested equally on paperwork and secrecy. Through the years of McCarthy, Sputnik and the quiz show scandals, paranoia was in the air.Kennedy’s killing was almost immediately folded into a narrative structure that had already surfaced in popular culture as well as politics, a mode of storytelling that treated public events as the expressions of secret plots. Richard Condon’s Cold War thriller “The Manchurian Candidate” (published in 1959 and adapted by Hollywood in 1962) and Thomas Pynchon’s shaggy-dog experimental whodunit “V.” are among the best-known pre-assassination examples of this paranoid style in American fiction. (The phrase “paranoid style” comes from an influential essay on political conspiratorialism by the Columbia University historian Richard Hofstadter, originally delivered as a lecture shortly before the assassination and published in Harper’s in 1964.)That same year, the Warren Commission Report emphatically concluded that Oswald was the sole shooter and the only party responsible for Kennedy’s killing. Yet the report did anything but close the case.
