    Mohammed bin Salman’s Neom: A Case of Giga-Narcissism

    Despite rumors to the contrary due to the somewhat soiled reputation of a leader better known for, according to US intelligence, commanding the murder of a Washington Post journalist than his contribution to the future of humankind, Business Insider reassuringly reports that “work is pressing ahead at Crown Prince Mohammed bin Salman‘s prized gigaprojects, a key pillar of his dream of modernizing Saudi Arabia.”

    The young man known as MBS has a confirmed habit of spending vast amounts of money on anything that may redound to his personal glory. And nothing redounds better than immensely costly, futuristic public projects that defy description. His discreetly managed construction of his own Chateau Louis XIV in Louveciennes, just a few kilometers from Versailles itself, got very little publicity, due undoubtedly to the fact that it was just an example of narcissistic indulgence.

    The New York Times has referred to it as “the most expensive house in the world,” though there appear to be other candidates, such as Antilia in Mumbai, whose cost of construction estimated at between $1 and $2 billion dwarfs the $300 million that Mohammed bin Salman’s Chateau is worth. That nevertheless qualifies it for the title of the most elegant expensive house in the world and possibly the most respectful of its environment, nestled discreetly within the charming forest of Louveciennes.

    For all its splendor and expense, Chateau Louis XIV doesn’t is no gigaproject. The Times calls it a “bauble” for MBS. It has nothing to do with “modernizing Saudi Arabia” since it doesn’t even modernize France. The real future jewel in the crown prince’s crown is a delirious vision of the future called Neom.

    Contextual Note

    Business Insider gives its readers an idea of what MBS wants Neom to become. It is not just a hypermodern resort for billionaires, like Dubai, but a bold, forward-looking gigaproject that will generously advance the interests of science, the environment and especially human beings addicted to sci-fi literature and film and willing to pay to see and experience technoscientific fantasies materialized in front of their very eyes. “The city, named Neom, would be carbon neutral and have artificial rain, a fake moon, flying taxis, and robotic maids, according to early blueprints drawn up by consultants. It has since branded itself as a future hub for pioneering clean energy development,” Bill Bostock writes.

    It sounds as if the consultants were asked to physically combine Las Vegas, Universal Studios, Disneyland and Dubai and shape them into a doughy ball that MBS could then roll out across a stretch of Arabian Desert. Business Insider explains that Mohammed bin Salman’s aim is to “inspire awe,” as if the daring murder and dismembering of journalist Jamal Khashoggi hadn’t already achieved that effect.

    But there is an even more serious objective. MBS wants Neom and two other gigaprojects to “substantiate his self-styled image as a reformer, while adding new strings to Saudi Arabia’s economic bow.” No other reformer of the past — from Martin Luther to Martin Luther King — has had the temerity and deep sense of empathy toward suffering humanity capable of guiding them toward the coveted goal of creating a society with artificial rain and a fake moon.

    In an earlier article, Business Insider describes Neom as “the world’s first ‘cognitive city.’ It is designed to “anticipate residents’ needs,” which it does by harvesting “an unprecedented amount of data from future residents.” It follows the Google model, offering something deemed valuable for free to gain control of all the forces underlying its consumers’ behavior. Both Google and MBS deploy a strategy that consists of confusing the random, artificially stimulated desires of their customers with needs.

    At least the Chinese model of social credits, denounced throughout the West as a totalitarian tool, derives from the value of “harmony” at the core of Chinese culture. Technology now enables every government in the world to encourage not just spying on its citizens, but monitoring every individual’s behavior. Democratic regimes do it one way. Despotic regimes do it another way. What varies is the type of hypocrisy used to justify it.

    Historical Note

    In recent history, the idea of reform, especially in the context of democracy, referred to measures that served to reduce injustice and promote equality. As a supremely autocratic monarchy, Saudi Arabia is the opposite of a democracy. When commentators such as Thomas Friedman detect the utilization of despotic powers to promote conformity with the global economic system imposed by the United States on the rest of the world, they call those who initiate such processes reformers. For Friedman, the world loses its asperities and becomes “flat” — in his reading, fair and just as well as economically dynamic — whenever money and monopoly-orientated technological innovation are brought together and stimulated by visionary political leadership. The symbiosis of Wall Street and Silicon Valley sums up Friedman’s ideal. Mohammed bin Salman encapsulated that ideal.

    The political stakes are undeniable. Business Insider cites the opinion of a former US diplomat who explained that the Saudi crown prince’s political future is “to a considerable extent tied to the success of” these gigaprojects. In today’s economy, commercial success, especially when technology is involved, is the key to pardoning crimes that can be henceforth reclassified as unfortunate episodes of history that deserve to be erased from our collective memory.

    The challenge nevertheless remains of ensuring such projects are successful. Money alone won’t do the trick. Overly ambitious projects, however well-funded, are risky, just as dismembering a journalist in an Istanbul consulate may prove risky. If the project doesn’t live up to its ambitions, danger lurks. The higher and more unrealistic the ambition, the greater the chances of humiliating failure. And the more enticing the promise — in this case, of accelerating scientific progress — the more disappointing even partial success will prove to be. With the right engineering and adequate investment, as a theoretical proposition, Neom may today seem technically feasible — just like Elon Musk’s idea of thriving colonies on Mars — but the willingness of humans to live in such artificial worlds and their ability to adapt to radically different living conditions may fail to meet the designers’ optimistic expectations.

    If Dubai has proved successful, it is because — despite its pretensions of grandeur — its hyperreality has never crossed the invisible line of credibility. It has simply taken and exaggerated every notable trend in the consumer society. Its unoriginal architecture imitates existing models. How many buildings in Dubai look like cheap imitations of New York’s Chrysler building or the British Parliament? Hyperreality is about imitation and illusion, not innovation. Neom appears to want to merge both and to be honored for advancing human science.

    Andrew Hudson-Smith, a professor of digital urban systems at University College London, believes Neom’s success is possible. “People will buy into this as long as they’re given an incentive for it,” he told Business Insider. “That may be better healthcare, which is what Neom has said.” A Saudi analyst offered this optimistic take: “People will value the convenience and the associated elimination of bureaucracy … over sharing their digital data that many assume is already in the public domain given the technology that they use.” It’s the Google-Facebook principle.

    This thinking is consistent with the ingrained ideology of the consumer society. Offer people something new that seems to solve a problem or offer a new convenience and they will readily accept the associated constraints, so long as those constraints don’t become too visible. But there’s a significant flaw in the reasoning. Consumer society’s success in the 20th century rested on the idea that it was about limitless choice. Neom and Musk’s Mars colonies neglect the fact that choice implies the ability to change one’s choice once the consumer discovers the drawbacks. The worst thing that can happen to consumers is to feel they have become the prisoner of their choices.

    Business Insider claims the “experts are excited about Neom” before adding “the caveat that smart cities rarely resemble their original blueprints.” The experts have the luxury of simply drawing up new blueprints. Those who have committed to living there may feel locked in by circumstances or by their sense of shame at having made the wrong consumer choice.

    It’s Time to Act, Not React, on North Korea

    Although things have been quiet in recent months and there has been no active dialogue between North Korea and the United States, developments in recent days suggest that Pyongyang is back on the agenda of the international community.

    First, it became known that the US has been reaching out to North Korea through several channels, starting in mid-February, but it has not heard back. North Korea then published two statements within as many days by two high-ranking officials. On March 16, Kim Yo-Jong — the sister of North Korean leader Kim Jong-Un — criticized the joint US-South Korea military exercise, warning that if Seoul dares “more provocative acts,” North Korea may abrogate the Inter-Korean Comprehensive Military Agreement of 2018. She also cautioned the US that if it “wants to sleep in peace for [the] coming four years, it had better refrain from causing a stink at its first step.” Two days later, First Vice Foreign Minister Choe Son-Hui was quoted saying that North Korea sees no reason to return to nuclear talks with Washington, calling its outreach a “cheap trick.”

    These statements coincided with a warning issued by the head of the US military’s Northern Command that North Korea might begin flight testing an improved design of its intercontinental ballistic missiles “in the near future.” On March 23, Pyongyang tested two cruise missiles before qualitatively upping the ante with a short-range ballistic missile test on March 25, constituting a breach of UN Security Council resolutions.

    Although these developments may suggest that a further escalation on the Korean Peninsula is inevitable, North Korea has thus far been following its traditional playbook by signaling a message that leaves all options on the table, ensures maximum room for maneuver and, at least from Pyongyang’s view, places the ball in Washington’s court. North Korea is raising the stakes ahead of the conclusions of the policy review process in the US, while simultaneously conveying the message that the door is open for reengagement at some point. “In order for a dialogue to be made,” Choe said, “an atmosphere for both parties to exchange words on an equal basis must be created.”

    Biden’s North Korea Policy Review

    Further developments in US-North Korea relations will, to a significant extent, depend on the outcomes of the policy review process. Although this process is not yet complete, it is apparent that the policies of the Biden administration will differ significantly from those of the previous administration under Donald Trump.

    First, we should not expect Trump’s personalized diplomacy to continue under President Joe Biden. Rather, the US is trying to restore a consultative process by involving the regional actors in Northeast Asia more directly in the North Korea question — and possibly trying to (once again) multilateralize the nuclear issue in the longer run.

    During the visits of Secretary of State Antony Blinken and Secretary of Defense Lloyd Austin to Japan and South Korea earlier this month, Blinken stated that the Biden administration was consulting closely with the governments of South Korea, Japan and other allied nations. He also acknowledged that Beijing “has a critical role to play” in any diplomatic effort with Pyongyang. Whether more consultation leads to actual consensus remains to be seen.

    Second, the US will most likely propose a processual solution to the nuclear issue. In an op-ed for The New York Times in 2018, Blinken himself argued that the best deal the US could reach with North Korea “more than likely will look like what Barack Obama achieved with Iran.” He wrote that an interim agreement “would buy time to negotiate a more comprehensive deal, including a minutely sequenced road map that will require sustained diplomacy.”

    Third, the new administration seems to place a greater focus on the human rights issue in its policies on North Korea. During his visit to Seoul, Blinken made clear that the US would not only address security concerns, but also the North Korean government’s “widespread, systematic abuses” of its people.

    Three Lessons From the Past

    Act, not react: As past experiences with North Korea have shown, it is now critical for the United States to act quickly and clearly communicate its new North Korea strategy to both its allies and Pyongyang. If official communication channels are blocked, the facilitation activities of individual European Union member states and/or Track 1.5 intermediaries could be helpful. Until then, it is crucial not to get sucked into rhetorical tugs-of-war with North Korea.

    If the international community fails to act quickly on North Korea, Pyongyang will likely once again resort to a crisis-inducing policy, thus forcing the international community to react to its expected provocations, rather than preventing further escalation in the first place.

    Separate the issues: The North Korean nuclear issue is complex. Solving the military and security components of this issue will inevitably require addressing a range of related political, diplomatic, economic and even historical issues. As the case of the Six-Party Talks has shown, however, one individual negotiation process can quickly become overwhelmed by the multitude of challenges and issues associated with the nuclear issue. As such, it is essential to establish adequate formats with the right participants to address the respective issues and challenges.

    There is a role for Europe: Although there is no doubt that the EU is only a peripheral player in Korean Peninsula security issues, the current debate on a new Indo-Pacific strategy provides an important opportunity for Brussels to critically reflect on its own approach to North Korea, as it has failed to achieve its stated goals — i.e., denuclearizing the peninsula, strengthening the nonproliferation regime and improving the human rights situation in the Democratic People’s Republic of Korea.

    Although the denuclearization of the Korean Peninsula will not be front and center of this new strategy, the EU needs to show greater political will to contribute toward solving the pending security issues in the region if it wants to strengthen its profile as a security actor in the region.

    Turkey Doubles Down on Hard Power

    A few years ago, the very notion of Turkish foreign military interventions would have seemed extraordinary. The Turkish republic has been, for most of its history, determinedly introspective. Until the 20th century, it was largely disengaged from its immediate neighborhood, favoring ties with the West. Great power architecture tends to subdue regional tensions. Whether it’s unilateral US power or bilateral umbrella organizations like the European Union or NATO, a deterrent to regional conflict has been present.

    Yet with the waning of such architecture and the changing internal dynamics of Turkish politics, Turkey has engaged in a number of foreign military interventions in recent years — in Iraq, Syria, Libya and, most recently, in Azerbaijan’s conflict with Armenia over the disputed Nagorno-Karabakh region.

    The prevailing assumption is that Turkey won a strategic battle in this war that has shifted the balance of power in the region. But this ignores a deeper malaise in Turkey’s foreign policy direction. It may be winning hot fights today, but the wider cold war it is entering with a ring of neighboring states will damage Turkey’s ability to project power in the longer term.

    Unfriendly Neighbors

    Only a decade ago, under the guidance of then-Foreign Minister Ahmet Davutoglu’s “zero problems with neighbors” doctrine, Ankara was on historically good terms with Armenia. At the time, there was a sense that Turkey was leaving behind the traditional republican mindset of being beset on all sides by threats.

    This mindset, rooted in the dissolution of the Ottoman Empire and the war of independence that thwarted Great Power designs on the partition of Anatolia among the victors in World War I, persisted throughout much of the 20th century. However, by 2014, Ankara had signed bilateral High-Level Strategic Cooperation Council agreements with Iran (2014), Iraq (2009), Lebanon (2010) and even, strange though it may now seem, Syria (2010).

    Even Greece and Armenia, traditionally viewed as the most ardent foes due to the religious divide, had become amicable neighbors. In April 2014, Turkish President Recep Tayyip Erdogan even offered condolences to the grandchildren of Armenians killed in 1915, in a major shift in official Turkish rhetoric. This was perhaps the zenith of Turkish soft power in its neighborhood. All that has changed since Erdogan moved his ruling Justice and Development Party (AKP) decisively in a nationalist direction.

    It is often observed that Erdogan is a leader in the mold of Russian President Vladimir Putin. His increasing use of opportunistic hard power to meet strategic foreign policy objectives is seen as part of the classic Putin playbook. Yet this analysis overlooks some important facts.

    At the most fundamental level, Turkey is not Russia. The two states have some striking similarities — such as an imperial legacy on the periphery of Europe that has tended to reinforce a sense of ethnic and cultural isolation and exceptionalism. However, they are simultaneously very different.

    Russia only lost its empire in 1991, while Turkey’s vanished 70 years earlier. Despite the loss of empire, Russia maintains considerable de facto power in the ex-Soviet space. Not only that, but Russia can be said to still be a significant empire, given that Moscow controls what are effectively non-Russian republics within the Russian Federation.    

    The same is not true of Turkey. For half a century, the Turkish republic largely ignored the Ottoman Empire’s former imperial possessions. In the 20th century, ethnic outreach toward Turkic or co-religious communities in the Balkans, the Caucasus and the Middle East and North Africa has increased, but never with the same level of hard power control Russia wields in its former imperial space. Further, the only significant non-Turkish population under Ankara’s direct control is the Kurds of southeastern Turkey.

    The result is that the projection of purely hard power can have useful results for Russia in its former imperial space in a way that is more complicated for Turkey. The Nagorno-Karabakh conflict can be said to occur in both Russian and Turkish former imperial space, but this is much more immediately true of Russia. Armenia is dependent on Russia as a client state in a way that Azerbaijan is not dependent on Turkey.

    What’s more, for Turkey, conflict with the states encircling it leads to far greater problems. Russia is difficult to encircle. It is geographically too extensive. There is always room to maneuver. Turkey currently has very difficult relations with Armenia, Iraq, Syria, Cyprus and Greece. This leaves precious little goodwill to help project soft power. Everything must be won by hard power.

    A High Price on Everything

    There is no question that in the Nagorno-Karabakh conflict, Turkey’s backing of Azerbaijan was pivotal, leading to a strategic success akin to that achieved shortly beforehand in Libya. Turkish hard power had been decisive and influence dramatically increased in Baku, as it was in Tripoli.

    Yet it came at the price of establishing Armenia as an even more implacable enemy than it already was, just as the success in Libya established Egypt, Greece and the United Arab Emirates as even more implacable enemies than they already were. In the context of the eastern Mediterranean, it could be argued that the action in Libya was non-negotiable for Turkey. It had to act. But in Azerbaijan, it was much more nuanced.

    The Turkey of the Davutoglu era might well have acted as a go-between, defusing tensions between Armenia and Azerbaijan, all the while quietly increasing Turkish influence across the entire region. Instead, the result is hostile battle lines. Turkey may have the upper hand today, but newly embittered enemies will await any opportunity to inflict harm. This does not build a sustainable, peaceful, long-term strategic vision for Turkey within its neighborhood.

    Macron’s Campaign to Reveal France’s Historical Sins

    One of the worst humanitarian disasters of the past 30 years took place in 1994 in Rwanda. Approximately 800,000 people died in a genocidal campaign led by the Hutu majority against the Tutsi minority. The rampage began after Hutu President Juvenal Habyarimana’s plane was shot down. The Hutus immediately blamed the Tutsis and initiated a “well-organized campaign of slaughter” that lasted several months. A new French report on the Rwandan genocide has revealed some uglier truths about the role played by Western powers — particularly France.

    Since his election, French President Emmanuel Macron has demonstrated what some French patriots feel is a morbid curiosity about the history of France’s relations with the African continent. In the first three months of 2021, two reports by French historians tasked by Macron to tell the truth have been released. The first concerns France’s role in the Algerian War of Independence between 1954 and 1962, and the second, the Rwandan genocide.

    Le Monde describes the 1,200-page Rwandan report as “solid, established by independent researchers and founded on newly opened archives.” Shortly after taking office in 2017, Macron asked historian Vincent Duclert to elucidate France’s role in the Rwandan genocide. Al Jazeera describes the report as criticizing “the French authorities under [Francois] Mitterrand for adopting a ‘binary view’ that set Habyarimana as a ‘Hutu ally’ against an ‘enemy’ of Tutsi forces backed by Uganda, and then offering military intervention only ‘belatedly’ when it was too late to halt the genocide.”

    Contextual Note

    In the aftermath of the genocide, analysts speculated about whom to blame, not only concerning the genocide itself but also the failure to prevent it from spinning out of control. As the leader of the nation whose role as “policeman of the world” became consolidated after the fall of the Soviet Union, US President Bill Clinton exhibited an apparent “indifference” to tribal slaughter in Africa. It included deliberate “efforts to constrain U.N. peacekeeping.” Canadian General Romeo Dallaire accused Clinton of establishing “a policy that he did not want to know,” even though since 1992, US intelligence had been aware of a serious Hutu plan to carry out genocide.

    French President Francois Mitterand’s guilt, it now turns out, was far more patent and direct than Clinton’s. The historians who authored the French report call it “a defeat of thinking” on the part of an administration never held accountable for its “continual blindness of its support for a racist, corrupt and violent regime.” Astonishingly, the report reveals that “French intelligence knew it was Hutu extremists that shot President Habyarimana’s plane down, which was seen as the trigger for the genocide.” Le Monde attributes Mitterand’s blindness to his “personal relationship” with the slain Hutu president.

    Historical Note

    By sneaking through the gaping cracks in the traditional parties on the right and left to be elected president, Emmanuel Macron became the leader of a new party created for the purpose of providing him with a majority in the 2017 parliamentary election that followed his historic victory. As a political maverick, Macron felt himself liberated from at least some of the shackles of history.

    He first dared to do what Fifth Republic presidents of the past had carefully avoided when, as a candidate, he attacked the very idea of colonization, which not only played an essential role in France’s past, but continued to produce its effects through the concept of Francafrique. In an interview in Algiers, the Algerian capital, early in the 2017 presidential campaign, Macron described colonization as a “genuinely barbaric” practice, adding that it “constitutes a part of our past that we have to confront by also apologising to those against whom we committed these acts.”

    Politicians on the right predictably denounced what they qualified as Macron’s “hatred of our history, this perpetual repentance that is unworthy of a candidate for the presidency of the republic.” This is the usual complaint of the nationalist right in every Western nation. Recently, columnist Ben Weingarten complained that Nikole Hannah-Jones’ 1619 Project for The New York Times Magazine was motivated by “hatred for America.” Patriots in every country tend to believe that exposing any embarrassing historical truth is tantamount to hate and intolerance of their own noble traditions. Telling the truth is treasonous.

    In January 2021, the historian Benjamin Stora presented the report Macron commissioned him to produce on France’s historical relationship with Algeria. Stora proposed the “creation of a joint ‘Memory and Truth’ commission.” The report also recommended “restitution, recognition of certain crimes, publication of lists of the disappeared, access to archives” and “creation of places of memory.” Suddenly, Macron realized that he had received more than he bargained for. As the website JusticeInfo.net reported, “The French presidency said there was ‘no question of showing repentance’ or of ‘presenting an apology’ for the occupation of Algeria or the bloody eight-year war that ended 132 years of French rule.”

    These two examples demonstrate France’s curious relationship with history. They also tell us about how powerful nations elaborate and execute their foreign policy. France is not alone. Every nation’s policy starts from a sense of national interest. The ensuing analysis begins by assessing threats to it. These may be military, economic or even cultural. In the case of military threat, the nation in question will be branded either an enemy or, if diplomatic politeness prevails, an adversary. When the discord is purely economic, the other nation will most likely be called a competitor or a rival. When the threat is cultural — as when Lebanon and Israel square off against each other about who makes the most authentic hummus — foreign policy experts will simply shut up and enjoy the show.

    On the other hand, three forms of cultural competition — linguistic, tribal and religious rivalries — have real implications for the exercise of power and may seriously influence the perception of whether what is at stake is enmity, rivalry or friendly competition. The danger in such cases lies in confusing cultural frictions with political ambitions.

    The two French reports reveal that the very idea of “national interest” may not be as innocent as it sounds. It can also mean “extranational indifference,” or worse. Indifference turns out to be not just a harmless alternative to the aggressive pursuit of national interest. In some cases, it translates as a convenient pretext for the toleration or even encouragement of brutally inhuman practices. That is why Rwanda may be a stain on both Francois Mitterand’s and Bill Clinton’s legacies.

    Another feature of modern policy may appear less extreme than the tolerance of genocide while being just as deadly. As Noam Chomsky, Medea Benjamin and Nicolas J.S. Davies and others have repeatedly asserted, the imposition of drastic sanctions has become a major weapon in the US foreign policy arsenal. Sanctions essentially and often sadistically target civilian populations with little effect on the targeted leaders. Sanctions have become an automatic reflex mobilized not just against enemies or rivals, but also against the economically disobedient, nations that purchase goods from the wrong designated supplier.

    In 2012, Saeed Kamali Dehghan, writing for The Guardian, noted that the Obama administration’s sanctions on Iran were “pushing ordinary Iranians to the edge of poverty, destroying the quality of their lives, isolating them from the outside world and most importantly, blocking their path to democracy.” Nine years later, those sanctions were made more extreme under Donald Trump and continue unabated under President Joe Biden. All the consequences Dehghan listed have continued, with no effect on the hard-line Iranian regime’s hold on power. Can anyone pretend that such policies are consistent with a commitment to human rights? Do they reveal the existence of even an ounce of empathy for human beings other than one’s own voters?

    The French at least have solicited truthful historical research about their past. But politicians like Macron, who have encouraged the research, inevitably turn out to be too embarrassed by the truth to seek any form of reparation. After commissioning it, they prefer to deny the need for it.

    Will Multilateralism Be Great Again?

    A few weeks ago, six eminent world leaders — including UN Secretary-General Antonio Guterres, European Commission President Ursula von der Leyen and German Chancellor Angela Merkel — called for the revitalization of multilateral cooperation. They reminded us of the UN Millennium Declaration, which was signed by 189 countries in 2000. The declaration expressed the confidence of the international community that multilateral policies could defeat global challenges such as “hunger and extreme poverty, environmental degradation, diseases, economic shocks, and the prevention of conflicts.”

    The declaration marked the heyday of multilateral optimism. But contrary to the millennial vision of global governance, international affairs today are dominated by entrenched mistrust between governments.

    Sadly, the above-mentioned article by the six world leaders does not explain what went wrong in the 21st century. Without such an analysis, however, appeals for changing course risk being little more than aspirational talk. To really make multilateralism great again, we have to ask: Why did things go astray?

    The Adverse Effects of Nasty Surprises

    Harold Macmillan, the British prime minister between 1957 and 1963, is frequently quoted as having said that what he feared most in politics were “Events, dear boy, events.” This catchy phrase points to the proverbial overlooked elephant that has rampaged through international affairs in the last two decades. Apparently, unexpected events, escalating into major crises and global disruptions, have driven the international community apart and contributed decisively to the demise of multilateralism.

    To their credit, the world leaders are aware of this. They accurately state that major crises remind us of how interdependent we are, referencing the global financial crisis of 2008 and the current COVID-19 pandemic. However, there have been far more important disruptions in the past two decades: the 9/11 attacks in 2001; the popular revolts in the Middle East in 2011, which escalated into civil wars in Libya, Syria and Yemen; the eurozone crisis; Russia’s annexation of Crimea in 2014; the 2016 Brexit referendum in the United Kingdom; and the presidency of Donald Trump in the United States. More could easily be added to the list.

    These disruptions shattered international cooperation. Economic crises intensified cleavages within as well as between societies. Austerity and social inequality championed populist and anti-liberal sentiments that were expressed through battle cries of “take back control” and “America First.” Following 9/11, the 2003 war in Iraq split the West, whereas the military confrontations in Libya and Syria continue to divide the international community. Russia was suspended from the G8 after its territorial aggression against Ukraine, closing an important channel of communication with the Kremlin.

    The cumulative effect of these disruptions has been a significant decline in the willingness of governments to collaborate. International organizations and multilateral agreements have become political battlegrounds. Many administrations, including those in the United States, China, Russia, India, the United Kingdom and the European Union, prioritize policies such as decoupling, self-sufficiency and strategic autonomy. Consequently, the COVID-19 pandemic is unfolding as a dual crisis of global connectivity and global governance.

    Credible Foresight Creates Trust in Multilateral Cooperation

    In their article, the world leaders shied away from the conclusion that global disruptions are not only a result of, but also an important catalyst for many governments retreating from multilateralism. That is why they are missing the low-hanging fruit for policy innovation: Avoiding nasty surprises by cultivating anticipatory governance — for instance, by investing in multilateral foresight and forecasting capabilities.

    Hardly any of the major disruptions in international affairs have come as a surprise. Genuine “black swans” are very rare: The 9/11 Commission Report pointed out that several American agencies had been collecting evidence that al-Qaeda was planning attacks; there were plenty of reports from the Middle East and North Africa region analyzing the widespread dissatisfaction with repressive governments and bad governance; experts had frequently warned about the global financial crisis, the eurozone and the pandemic; and the referendum in the United Kingdom and the elections in the United States could only have had one of two outcomes. So, the lack of preparations for the unexpected results had more to do with wishful thinking than surprise.

    The exception to the rule is the annexation of Crimea. That the Kremlin would drastically change course instead of waiting out the developments in Kiev, which had proved a winning strategy for Moscow after 2004, came as a real surprise. But in all other cases, plenty of unheeded warnings lined the road to the tragedy of multilateralism.

    Of course, governments’ reluctance to trust forewarnings is understandable. The track record of expert predictions is not that impressive. Quite often, they turn out to be wrong. And crying wolf has consequences: Policymakers might be criticized by their opponents, the media, courts of auditors or the public when they order, for example, vaccines but a pandemic does not materialize as expected. This happened in 2009 with the swine flu scare, when policymakers in Europe and the United States learned a lesson that partly explains the inadequate preparations for COVID-19.

    But some predictions are better than others. Research has shown that the best forecasters achieve up to 30% higher prediction accuracy than analysts with access to classified material. Diversity and multi-perspectivity are important criteria for the success of forecasting teams that consistently outperform their competitors. Policymakers should harvest this knowledge. Investing in multilateral foresight and forecasting capabilities promises not only to increase timely awareness of future events. Collectively anticipating risks and opportunities could also stimulate international cooperation and joint policymaking.

    The US Joins the “Rules-Based World” on Afghanistan

    On March 18, the world was treated to the spectacle of US Secretary of State Antony Blinken sternly lecturing senior Chinese officials about the need for China to respect a “rules-based order.” The alternative, Blinken warned, is a world in which might makes right, and “that would be a far more violent and unstable world for all of us.”

    Blinken was clearly speaking from experience. Since the United States dispensed with the UN Charter and the rule of international law to invade Kosovo, Afghanistan and Iraq, and has used military force and unilateral economic sanctions against many other countries, it has indeed made the world more deadly, violent and chaotic. When the UN Security Council refused to give its blessing to US aggression against Iraq in 2003, President George W. Bush publicly said the UN would become “irrelevant.” He later appointed John Bolton as UN ambassador, a man who famously once said that, if the UN building in New York “lost 10 stories, it wouldn’t make a bit of difference.”

    But after two decades of unilateral US foreign policy in which Washington has systematically ignored and violated international law, leaving widespread death, violence and chaos in its wake, US foreign policy may finally be coming full circle, at least in the case of Afghanistan. Secretary Blinken has taken the previously unthinkable step of calling on the United Nations to lead negotiations for a ceasefire and political transition in Afghanistan, relinquishing America’s monopoly as the sole mediator between the Kabul government and the Taliban.

    So, after 20 years of war and lawlessness, is Washington finally ready to give the “rules-based order” a chance to prevail over US unilateralism and “might makes right,” instead of just using it as a verbal cudgel to browbeat its enemies? President Joe Biden and Secretary Blinken seem to have chosen America’s endless war in Afghanistan as a test case, even as they resist rejoining Barack Obama’s nuclear agreement with Iran, jealously guard America’s openly-partisan role as the sole mediator between Israel and Palestine, maintain Donald Trump’s vicious economic sanctions, and continue the United States’ systematic violations of international law against many other countries. 

    What’s Going on in Afghanistan?

    In February 2020, the Trump administration signed an agreement with the Taliban to fully withdraw US and NATO troops from Afghanistan by May 1, 2021. The Taliban had refused to negotiate with the US-backed government in Kabul until the US and NATO withdrawal agreement was signed. But once that was done, the Afghans began peace talks in March 2020. Instead of agreeing to a full ceasefire during the talks, as the US government wanted, the Taliban only agreed to a one-week “reduction in violence.”

    Eleven days later, as fighting continued between the Taliban and the Afghan forces, the United States wrongly claimed that the Taliban were violating the agreement they signed with the United States and relaunched its bombing campaign. Despite the fighting, the Kabul government and the Taliban managed to exchange prisoners and continue negotiations in Qatar, mediated by US envoy Zalmay Khalilzad, who had negotiated the US withdrawal agreement with the Taliban. But the talks made slow progress and now seem to have reached an impasse.

    The coming of spring in Afghanistan usually brings an escalation in the war. Without a new ceasefire, a spring offensive would probably lead to more territorial gains for the Taliban, who already control at least half of Afghanistan. This prospect, combined with the May 1 withdrawal deadline for the remaining 3,500 US and 7,000 other NATO troops, prompted Blinken’s invitation to the UN to lead a more inclusive international peace process that will also involve India, Pakistan and the United States’ traditional enemies: China, Russia and, most remarkably, Iran.

    This process began with a conference on Afghanistan in Moscow on March 18-19, which brought together a 16-member delegation from the Afghan government in Kabul and negotiators from the Taliban, along with Khalilzad and representatives from the other countries. The conference has laid the groundwork for a larger UN-led conference to be held in Istanbul in April to map out a framework for a ceasefire, a political transition and a power-sharing agreement between the Afghan government and the Taliban.

    UN Secretary-General Antonio Guterres has appointed Jean Arnault to lead the negotiations for the United Nations. Arnault previously negotiated the end to the Guatemalan Civil War in the 1990s and the peace agreement between the Colombian government and the Revolutionary Armed Forces of Colombia (FARC) in 2016. He was also the secretary-general’s representative in Bolivia from the 2019 coup until a new election was held in 2020. Arnault also knows Afghanistan, having served in the UN Assistance Mission in Afghanistan from 2002 to 2006.

    If the Istanbul conference results in an agreement between the Afghan government and the Taliban, US troops could be home sometime in the coming months. Trump, who belatedly tried to make good on his promise to end that endless war, deserves credit for beginning a full withdrawal of US troops from Afghanistan. But a withdrawal without a comprehensive peace plan would not have ended the conflict. The UN-led peace process should give the people of Afghanistan a much better chance of a peaceful future than if US forces left with the two sides still at war, and reduce the chances that the gains made by women over these years will be lost.

    “Muddle Along”

    It took 17 years of war to bring the United States to the negotiating table and another two-and-a-half years before it was ready to step back and let the UN take the lead in peace negotiations. For most of this time, the US tried to maintain the illusion that it could eventually defeat the Taliban and “win” the war. But US internal documents published by WikiLeaks and a stream of reports and investigations revealed that US military and political leaders have known for a long time that they could not win. As General Stanley McChrystal, the former commander of NATO forces in Afghanistan, put it, the best that US forces could do in Afghanistan was to “muddle along.” 

    What that meant in practice was dropping tens of thousands of bombs, day after day, year after year, and conducting thousands of night raids that, more often than not, killed, maimed or unjustly detained innocent civilians. The death toll in Afghanistan is unknown. Most US airstrikes and night raids take place in remote, mountainous areas where people have no contact with the UN human rights office in Kabul that investigates reports of civilian casualties. Fiona Frazer, the UN’s human rights chief in Afghanistan, admitted to the BBC in 2019 that “more civilians are killed or injured in Afghanistan due to armed conflict than anywhere else on Earth. … the published figures almost certainly do not reflect the true scale of harm.” 

    No serious mortality study has been conducted since the US-led invasion in 2001. Initiating a full accounting for the human cost of this war should be an integral part of UN envoy Arnault’s job, and we should not be surprised if, like the Truth Commission he oversaw in Guatemala, it reveals a death toll that is 10 or 20 times what we have been told.

    If Blinken’s diplomatic initiative succeeds in breaking this deadly cycle of “muddling along,” and brings even relative peace to Afghanistan, that will establish a precedent and an exemplary alternative to the seemingly endless violence and chaos of America’s post-9/11 wars in other countries. The United States has used military force and economic sanctions to destroy, isolate or punish an ever-growing list of countries around the world, but it no longer has the power to defeat, restabilize and integrate these countries into its neocolonial empire, as it did at the height of its power after the Second World War. America’s defeat in Vietnam was a historical turning point: the end of an age of Western military empires.  

    All the United States can achieve in the countries it is occupying or besieging today is to keep them in various states of poverty, violence and chaos — shattered fragments of empire adrift in the 21st-century world. US military power and economic sanctions can temporarily prevent bombed or impoverished countries from fully recovering their sovereignty or benefiting from Chinese-led development projects like the Belt and Road Initiative, but America’s leaders have no alternative development model to offer them. The people of Iran, Cuba, North Korea and Venezuela have only to look at Afghanistan, Iraq, Haiti, Libya or Somalia to see where the pied piper of American regime change would lead them.

    What’s This All About?

    Humanity faces truly serious challenges in this century, from the mass extinction of the natural world to the destruction of the life-affirming climate that has been the vital backdrop of human history, while nuclear mushroom clouds still threaten us all with civilization-ending destruction. It is a sign of hope that Biden and Blinken are turning to legitimate, multilateral diplomacy in the case of Afghanistan, even if only because, after 20 years of war, they finally see diplomacy as a last resort. 

    But peace, diplomacy and international law should not be a last resort, to be tried only when Democrats and Republicans alike are finally forced to admit that no new form of force or coercion will work. Nor should they be a cynical way for American leaders to wash their hands of a thorny problem and offer it as a poisoned chalice for others to drink.

    If the UN-led peace process Secretary Blinken has initiated succeeds and US troops finally come home, Americans should not forget about Afghanistan in the coming months and years. We should pay attention to what happens there and learn from it. And we should support generous US contributions to the humanitarian and development aid that the people of Afghanistan will need for many years to come. This is how the international “rules-based system,” which US leaders love to talk about but routinely violate, is supposed to work, with the UN fulfilling its responsibility for peacemaking and individual countries overcoming their differences to support it.

    Maybe cooperation over Afghanistan can even be a first step toward broader US cooperation with China, Russia and Iran that will be essential if we are to solve the serious common challenges confronting us all.

    How Joe Biden Looks at the World

    In his first foreign policy speech as president, delivered at the State Department on February 4, 2021, Joe Biden laid out his vision of America’s engagement with the world. In its conventional combination of the stick of military power and the carrot of diplomacy, Biden’s address heralded a return to the foreign policy status quo of the “a la carte multilateralism” that has characterized the US global approach since the end of the Cold War.

    As Biden explained, US engagement is based, first and foremost, on US global power, “our inexhaustible source of strength” and “abiding advantage.” That power has historically consisted of military force, economic pressure and diplomatic engagement. Rhetorically at least, Biden has favored a recalibration away from a reliance on the military, insisting that force will be a “tool of last resort.”

    Biden’s America Is the New “Middle Kingdom”

    In practice, however, Biden has adopted a more ambiguous position toward military power. Reflecting both budgetary concerns and public skepticism of America’s recent record of military interventions, the new president has promised a global posture review of the US military footprint overseas, which would likely lead to a redeployment rather than a radical reduction of American military power.

    Biden’s early actions have reflected this cautious approach, ending US support for offensive military operations in the Saudi-led war in Yemen but freezing some of the troop withdrawals his predecessor had instituted at the end of his term. Looking to the future, the president has promised to phase out America’s “forever wars” but has also pledged to focus more on pushing back against other great powers, namely Russia and China.

    Because the February 4 speech took place in front of an audience of diplomats, Biden unsurprisingly focused most of his remarks not on the hard power wielded by the Pentagon, but the “smart power” of diplomacy. The president pledged to renew alliance relationships that “atrophied over the past few years of neglect and, I would argue, abuse.” At the same time, he stressed the importance of diplomacy even when “engaging our adversaries and our competitors.”

    MAGA Lite?

    In what marked perhaps the most significant break with the foreign policy of his immediate predecessor, Biden promised to restore the United States as a full participant, if not a leader, in working multilaterally to solve global problems. He identified those problems as global warming, the ongoing COVID-19 pandemic, cybersecurity, the refugee crisis, attacks on vulnerable minorities, racial inequality and the persistence of authoritarianism. Although the president mentioned a few global institutions and agreements, notably the World Health Organization (WHO) and the 2015 Paris climate agreement, the emphasis was clearly on the US reclaiming global leadership rather than leading “from behind,” as the Obama administration famously said about its involvement in efforts against former Libyan leader Muammar Qaddafi in 2011.

    In establishing the tone of his administration’s foreign policy, Biden didn’t enunciate a new doctrine. Rather, in what might be called an approach of “multilateral restoration,” he sought to repudiate the inconsistent, unilateral and anti-global positions of former President Donald Trump, while placing his own administration in the comfortable, pre-Trump foreign policy mainstream that European and Asian allies have come to expect and that is embodied, for instance, in the Franco-German-led Alliance for Multilateralism.

    Given Biden’s role as vice-president in the Obama administration and his appointment to high-level positions of many policymakers from that period — Secretary of State Antony Blinken, National Security Adviser Jake Sullivan, climate czar John Kerry, UN Ambassador Linda Thomas-Greenfield, Indo-Pacific Coordinator Kurt Campbell — many observers believe that his presidency will represent Obama 2.0, a resumption of the globally aware, generally predictable, but periodically unorthodox foreign policy of the earlier administration.

    The world of 2021, however, is very different from the one that Barack Obama and Joe Biden navigated across their two terms in office. New global problems have emerged such as COVID-19, while others have become more urgent, such as the climate crisis. The four years of Trump’s presidency weakened certain traditional elements of statecraft, such as arms control.

    Given the persistence of American exceptionalism under Biden, it’s difficult not to view his foreign policy approach as MAGA Lite: making America great again with the assistance of foreign partners rather than over their objections. As Steven Blockmans of the Centre for European Policy Studies in Brussels puts it, “In all but name, the rallying cry of America First is here to stay,” reflected in the Biden administration’s prioritization of domestic investments over new trade deals and his expansion of Buy American provisions in federal procurement. Whether represented as America First, MAGA Lite or even liberal internationalism, the conventional US approach to multilateralism has been instrumental, as a means to the end of preserving US global power.

    Executive Orders

    At the same time, the inconsistency of US foreign policy over the years — seesawing back and forth from Bill Clinton’s modified multilateralism to George W. Bush’s aggressive unilateralism to Obama’s cautious multilateralism to Trump’s anti-globalist posturing — has led both allies and adversaries alike to hedge their bets by investing their political capital either in other alliances or in more self-reliant economic and security strategies. The most dramatic examples of this hedging have been China’s establishment of rival multilateral economic institutions and the European Union’s investment into autonomous military structures.

    The Biden administration’s rapid use of executive orders to reverse Trump’s positions — for instance, bringing the United States back into the WHO and the Paris climate agreement — has been welcomed in many of the world’s capitals. But it also confirms what many in the international policymaking community have long viewed as America’s overly volatile foreign policy. The new administration’s reversals of Trump policies extend to immigration, as Biden has canceled the “Muslim travel ban” and ended funding for the largely unbuilt wall on the border with Mexico. He quickly hit rewind on the environmental deregulations of the Trump administration and the previous president’s approval of the Keystone XL pipeline. In addition, the Biden team has taken steps to reenter the 2016 Iran nuclear deal, has revived arms control negotiations with Russia and plans at least to mitigate the impact of the trade sanctions against China.

    But if Trump could reverse Obama’s positions on all these matters, and Biden with a stroke of the pen could do the same to Trump’s reversals, who’s to say that the next president in 2024 will not perform the same U-turns?

    Indeed, as it looks to engage more deeply on these issues, the Biden administration faces a number of obstacles to realizing even its modest multilateral restoration: congressional opposition, corporate lobbying, public indifference or hostility, the mistrust of allies and bureaucratic inertia. It also must deal with a set of interlocking crises on the home front, from the pandemic and the resulting contraction of the US economy to crumbling infrastructure, endemic racial inequality, political polarization and rising poverty rates.

    Finally, the administration must reckon with challenges within the multilateral project itself, including a democratic deficit and the problem of non-compliance. But on certain key issues, such as global health and environmentalism, progressives will have an opportunity to push US policy in the direction of greater equitable international engagement during the Biden years. On a case-by-case basis rather than through a transformative agenda, then, the Biden administration might alter — or be pushed to alter — the way the United States engages the world.

    The Missing Pieces to Avoid a Climate Disaster

    After stepping down as Microsoft CEO in 2000, Bill Gates gradually shifted his focus to the operations of the Bill & Melinda Gates Foundation, which set out to improve global health and development, as well as education in the US. Partially through his role with the foundation, Gates came to learn more about the causes and effects of climate change, which was contributing to and exacerbating many of the problems he and his wife were looking to remedy.

    Outside of the foundation, he has become more vocal about climate change and has founded and funded a number of ventures that address innovation challenges connected to climate change. His recently published book, “How to Avoid a Climate Disaster,” continues this path. It summarizes what the last decades have taught him about the drivers of climate change and plots a path of necessary actions and innovations.

    Greenhouse Gas Emissions

    The book spends only a few initial pages making the argument for the anthropogenic nature of climate change, as it is clearly intended for readers who accept the scientific consensus for it. Early on, Gates asserts that the mere reduction of greenhouse gas (GHG) emissions is not sufficient to avoid a climate disaster. The only real goal, according to Gates, must be achieving net-zero emissions, taking as much GHG out of the atmosphere as we put in, year by year. 

    However, significant political, economic and infrastructural hurdles have to still be overcome to electrify personal transport. Decisions to exit or curtail carbon-free nuclear power production seem to largely be following public opinion rather than science. These examples demonstrate that scaling viable, existing carbon-neutral solutions is already hard. Finding and utilizing affordable green alternatives to problems where we currently have none is even harder.

    Gates points to the fact that without finding scalable carbon-neutral ways of producing steel, cement or meat, we will not be able to arrive at a net-zero economy in the 21st century. Even if humanity was able to produce all of its energy in carbon-neutral ways and cut carbon emissions from transport, agriculture and deforestation, as well as from heating and air conditioning by half, we would still be left with more than half of the GHG emissions we currently produce. This point is further exacerbated once we consider the growing global population and rising wealth and consumption in populous countries like China, India or Nigeria.

    What’s More Important Than Innovation?

    Innovation, for Gates, does not stop with technology. It is of little help if a revolutionary technological solution is developed, but there is no way or incentive for an individual person, company or city to use it. Innovation, to use Gates’ words, “is also coming up with new approaches to business models, supply chains, markets, and policies that will help new innovations come to life and reach a global scale.” Ideas like carbon taxation and regulation, which are often cited as crucial incentives for climate innovation, may trouble some free market enthusiasts, but, as Gates argues, it is important to realize that getting to net-zero is also a “huge economic opportunity: The countries that build great zero-carbon companies and industries will be the ones that lead the global economy in the coming decades.”

    Gates heavily utilizes the concept of a “Green Premium,” which he understands as the extra cost of a carbon-neutral alternative compared to today’s carbon-producing equivalent. For example, today, the Green Premium of an advanced biofuel is 106%, making biofuel 206% as expensive as gasoline. He stresses that innovation cannot only aim to develop carbon-neutral alternatives. It must also make them competitive and accessible, lowering green premiums as far as possible and driving infrastructural and political incentives.

    It should not come as a surprise that Gates approaches the challenge of getting to net-zero as a capitalist and a technology optimist. He firmly believes that a dollar in the Global North is better spent on carbon innovation than on disincentivizing the utilization of carbon-intensive products and services — a doctrine that his own investments certainly follow. However, spending public climate funds on research and development in cement production or generation IV nuclear reactors, rather than on bike paths in Berlin, Paris or New York, will be a difficult sell.

    A Clear Roadmap

    Bill Gates has received criticism of varying degrees of legitimacy for many of the stances he has taken, going back to the United States v. Microsoft antitrust litigation and beyond. With “How to Avoid a Climate Disaster,” however, he has achieved what many of our political leaders have not: clearly defining and communicating a holistic and evidence-based roadmap that leads us to a net-zero carbon future and mitigates the most horrific scenarios of runaway, anthropogenic climate change.

    “Show me a problem, and I’ll look for a technology to fix it,” Gates proclaims. Being a believer not only in his own, but also humanity’s ability to innovate its way out of the gloomiest odds, he remains optimistic, whilst conceding the momentous nature of the challenge we face: “We have to accomplish something gigantic we have never done before, much faster than we have ever done anything similar.”
