    The US Must Pay Attention to Displaced Nicaraguans

    The Biden administration has made it clear that US engagement with the Western Hemisphere is a priority. Much of its early focus has been on Mexico, Guatemala, Honduras, and El Salvador, as forced displacement from these countries is such a pressing concern. But a worrying crackdown in Nicaragua is going largely unnoticed. Nicaragua’s political crisis could soon have major humanitarian consequences and further destabilize an already fragile situation in the region. The United States must act.  

    Nicaragua’s latest crisis began in 2018 with a small demonstration against President Daniel Ortega’s changes to the nation’s pension system. Since then, Ortega and pro-government groups have waged a brutal crackdown on protesters, leaving more than 300 people dead and over 2,000 injured.

    The situation is becoming increasingly alarming in the run-up to the presidential election on November 7. Last month, Ortega’s government carried out sweeping arrests of top opposition leaders and silenced dissenting voices. There is almost no likelihood of a free and fair election later this year. The government’s actions have also contributed to Nicaragua’s perilous economic situation, which could impede the country’s COVID-19 recovery. Only 2.5% of the Nicaraguan population has been fully vaccinated against COVID-19 and even fewer have received only one dose.

    Political repression and economic despair have forced over 100,000 Nicaraguans to flee the country. Costa Rica has generously hosted nearly 80% of those who left. Thousands more have gone to Mexico, Panama and the United States. In fact, apprehensions of Nicaraguans at the US southern border increased by 670% between January and May of this year. A recent CID Gallup (Interdisciplinary Development Consultants, Inc.) survey revealed that nearly two out of every three Nicaraguans still in the country want to migrate to the United States, Spain or Canada, due mainly to Nicaragua’s sociopolitical crisis.

    Though Nicaraguan refugees and asylum seekers have been generally well-received by their neighbors, the Costa Rican system is under strain as more Nicaraguans — as well as Venezuelans, Cubans and other asylum seekers — seek protection. Nicaraguans in Costa Rica also face barriers to full economic integration and were hard-hit by the COVID-19 pandemic. Many lost jobs in the informal economy and more than three-quarters of Nicaraguans in Costa Rica are experiencing immense hunger. Even more alarming, nearly 60,000 Nicaraguans in Costa Rica made the harrowing decision to return home as opposed to continue living in their host country with limited support.  

    Take Notice of Nicaragua

    The United States should take several steps to address the ongoing displacement and suffering of Nicaraguans.  

    First, the Biden administration should support Costa Rica in its efforts to receive, protect and integrate Nicaraguans. During a recent visit to Costa Rica, Secretary of State Antony Blinken sent a valuable signal of US engagement. The administration should convey strong public support for Costa Rica, as a democratic leader in the region that is making serious efforts to provide safety to those in need.

    The US government should also look for opportunities — directly or through international organizations like the UN High Commissioner for Refugees (UNHCR) — to support Costa Rica’s asylum system and continue to strongly back the Comprehensive Regional Protection and Solutions Framework (MIRPS), the regional initiative to address forced displacement in Central America and Mexico.

    Second, as Costa Rica steps up the provision of COVID vaccines for its population, the Biden administration should explore with agencies, such as UNHCR and the International Organization for Migration (IOM), the provision of humanitarian aid to the Costa Rican government bodies and civil society groups supporting the needs of Nicaraguans receiving protection in Costa Rica.

    The administration recently announced its plan to distribute approximately 6 million vaccines through the COVAX initiative to Latin American countries, including Costa Rica. This is a welcomed step in supporting Costa Rica during this tenuous time. Yet Washington could go further by supporting assistance to address job losses and food insecurity that Nicaraguans in Costa Rica have faced amid the pandemic, as well as efforts to ensure that these vulnerable individuals remain protected while they await their vaccinations.

    Third, the Biden administration must comply with its own laws and international obligations by permitting Nicaraguans fleeing political persecution to seek asylum at the US southern border with Mexico. The US should commit to ending a near-complete ban on asylum applications and stop sending people back to dangerous situations. Nicaraguan asylum seekers should have their claims assessed — with access to counsel and without being subjected to detention.  

    As the situation in Nicaragua becomes increasingly dire, these measures would be a step in the right direction and would have a positive impact on displaced Nicaraguans, the government of Costa Rica and the region.

    When Technology Cancels Anonymity

    Only days after The Washington Post’s startling revelations of abuse by various governments using Israeli firm NSO’s Pegasus spyware, Axios reports on the case of a Catholic Church official in the US, Monsignor Jeffrey Burrill, who resigned after being shamed as apparently gay by the Catholic news outlet The Pillar. The publication claims to have conducted an investigation that involved considerable expense. It required purchasing a trove of data that had been analyzed by a technically qualified consulting firm to charge its victim.

    Concerning the collection of personal data, technology providers are required to protect the identity of users by formatting the data in such a way that, even when all the details of a person’s behavior are analyzed to produce a consumer profile, the user’s identity remains hidden. To solve this problem, The Pillar’s team worked in two stages. 

    The first stage consisted of purchasing data from a firm that exercises the new profession that Tech Crunch refers to as “data brokers.” The data in question is the result of tracking the user’s behavior while using apps or consulting internet sites. Data brokers collect and store the result of that permanent tracking before selling it to advertisers who can then “profile you, understand your tastes, your hobbies and interests, and use that information to target you with ads.”

    The data thus serves to create consumer profiles. The brokers may not legally associate the data they sell with named individuals. They must anonymize the data before selling it to a third party. But inevitably, among the mass of behavioral information collected, clues will be present enabling anyone with the requisite time, patience, analytical skills and sheer animus to make the attribution.

    Once the data was in its hands, The Pillar hired consultants to set about deciphering it to identify a culprit. The consultants narrowed down all the connections, including geographical data, that eventually led with near-absolute precision to the individual The Pillar suspected, Msgr. Burrill. Not only did The Pillar carry out the investigation in what it deemed to be the public interest, it immediately reported it, thereby shaming the victim and forcing him to resign.

    Axios points out that awareness of the ethical issues linked to this system of recording and marketing the behavior of individuals is not new. “Privacy experts have long raised concerns about ‘anonymized’ data collected by apps and sold to or shared with aggregators and marketing companies.” This may, however, be the first time those concerns have proven justified. “Some privacy experts,” according to The Washington Post, “said that they couldn’t recall other instances of phone data being de-anonymized and reported publicly.” The experts add “that it’s not illegal and will likely happen more as people come to understand what data is available about others.”

    Contextual Note

    Axios explains why this affair is significant: “The small Catholic outlet, The Pillar, was able to achieve this by obtaining ‘anonymized’ data from a broker, and having a consulting firm analyze it and link it to the church official — showing how easy and legally this can now be done.” In the age of cancel culture, we finally have the ideal toolset to get the job done.

    What was the monsignor’s crime that justified The Pillar’s “investigation”? As it reports, “Burrill’s mobile device shows the priest … visited gay bars and private residences while using a location-based hookup app in numerous cities from 2018 to 2020.” That is something the public definitely needs to know.

    “No federal laws prohibit buying this data,” The Post reminds its readers. One expert cited by The Post explains that users “have no idea where this data actually lives. But it’s out there, and it’s for sale.” That may sound shocking, but it corresponds to a deeper logic at the core of today’s economic culture. The syllogism goes like this. Premise one: Data has value. After all, it is the key to Google’s and Facebook’s prosperity. Premise two: Anything that has value can be sold. In any commercial setting, it is likely to be sold. Conclusion: Data, however damaging its dissemination may be, will be sold and then either exploited for another purpose or disseminated. This correlates with another law of modern economics: If you don’t sell what has value, you are a loser.

    Making money out of data has become the first principle and the central axiom of what we call “the information society.” Data is a valuable commodity. Human dignity and social integrity may be worthy ideals, but they will always be deemed secondary because they cannot be transformed into a commodity. The Pillar understands that principle and calls that choice “investigative reporting.”

    Historical Note

    In 1974, the distinguished 69-year-old French theologian, Jesuit cardinal and elected member of the French Académie, Jean Danielou, died in the apartment of a young female “friend.” The 24-year-old blonde was known to have financial problems. In particular, she hoped to pay for a lawyer for her Corsican husband in prison for pimping. Gilberte worked in a bar frequented by underworld figures, where she went by the name of Mimi or Gaby. Some suspected she had different ways of supplementing her income.

    Monsignor Danielou was said to have been a frequent visitor to her apartment. At the time of his death, he had 3,000 francs on his person. (New York governor and Republican presidential contender Nelson Rockefeller appears to have died in a manner similar five years later.) The French media, often with a touch of irony, noted these facts and assumed that the truth may have been slightly different than the official explanation, that the theologian was paying a pastoral visit to his friend in need, Gilberte.

    In its account, the French newspaper Le Parisien noted that five years before his death, Danielou had proclaimed that “sexuality is a gift of God,” adding: “I understand personally that certain priests may be sensitive to the beauty and charms of a woman.” He insisted that “we expect too much from a priest since he is only a man.”

    In an article in the National Catholic Reporter, theologian Steven P. Millies explains the ethical principle The Pillar seems to ignore: “I am a sinner. So are you. So is Msgr. Jeffrey Burrill. Not one of us has a personal life that would withstand the sort of scrutiny The Pillar has applied to Burrill.” Millies identifies a problem that goes beyond the question of the ethics of the Catholic clergy and is of particular concern in American society today. The mission to shame and cancel other people has become perversely elevated to the status of an act of virtue.

    Millies cites Canon Law: “No one is permitted to harm illegitimately the good reputation which a person possesses nor to injure the right of any person to protect his or her own privacy.” While exposing other people’s sins harkens back to the Puritanical roots of the Anglo-Saxon American experiment, the role of technology has turned this nasty trait into an authentic social plague.

    In the European Catholic tradition, sexual excess (lust) has always been considered one of the seven deadly sins. It has also been the one easiest to forgive and the most prone to being charitably confused with the ultimate virtue in Christian ethics, love. If Don Giovanni (Molière’s Don Juan) — an ancient but less slimy version of Harvey Weinstein — deserves his final plunge into hell, Christian audiences can’t help secretly sharing Leporello’s admiration for his accomplishments (“mille et tre”). After all, unlike Weinstein or Jeffrey Epstein, the Don carried them out with style.

    In the case of Cardinal Danielou, the French media and people took the case in stride, laughing about the embarrassing allegations. Charlie Hebdo and the Le Canard Enchainé stand as exceptions since both are always ready to mercilessly exploit any apparent hypocrisy for humor. But on the whole, the French avoided impugning the reputation of an authentic thinker who, though a conscientious priest, was also a man and, therefore, a sinner.

    Sam Sawyer S.J., the senior editor of the Jesuit publication “America,” pinpoints the outcome of The Pillar’s article by noting that “what the church is left with is the specter of effectively unlimited retroactive surveillance, deployed under private direction at The Pillar’s discretion for the purpose of policing failures in celibacy through the threat of public disclosure.” 

    More broadly, society is left with a similar specter of “unlimited retroactive surveillance” by anyone, public or private, with the financial means to carry it out and an undisclosed motive for doing so. In such circumstances, Monsignor Burrill’s real sins and other people’s crimes may be exposed, but the notion of trust within the community will be the ultimate victim. In an era in which social media is used for increasingly aggressive antisocial behavior, trust was already on the defensive. Thanks to our deteriorating social climate crisis that parallels in intensity the physical climate crisis, trust may be the first species to go extinct.

    Confronting America’s Drive to Collective Amnesia

    It seems that there is a deep pent-up desire in America to avoid meaningful change at all cost. It is hard enough to confront issues honestly and forthrightly in the best of times. But it is nearly impossible to do so in an environment that prizes consensus over responsibility. The vocabulary of avoidance is everywhere and reaching epic proportions.

    Nowhere is this more obvious and dangerous than the way in which the vaccinated dance around the unvaccinated. If you are paying attention, there is simply no good excuse not to be vaccinated against COVID-19 in America, with some very minor medically-sound exceptions. But instead of just saying that in a straightforward way and then demanding policies and programs that mandate vaccinations, we are acting like vaccinations are some prize for knocking over a stack of steel bottles at a carnival stand: “Step right up, little lady, a quick flick of the needle and you are on your way with this keepsake stuffed elephant. Bring that big guy along with you, and you win the daily double, the stuffed elephant and a genuine MAGA hat.”

    It is time to stop begging ignorant people to do something smart, and selfish people to do something selfless. How about: “Step right up little lady and show me your vaccination certificate if you want to eat here. Same for you big guy.” Or: “Mom, your kid wants to play high school football, but he hasn’t turned in the required COVID vaccination certificate.” Or my personal favorite: “I would have invited you to join us, but you are not vaccinated, and adding someone so stupid and selfish to the group seemed like a bad idea that would only serve to validate your stupidity and selfishness.”

    Validating willful ignorance is never a good idea, but it is a really bad idea when doing so puts people at risk. Further, most of us usually try to avoid truly selfish people, so let’s double down now to contribute to the common good. For impact, we have to be willing to tell the ignorant and selfish what we are doing and why. We have to be willing to demand that our institutions meet this challenge as well. It is beyond time for the Centers for Disease Control and Prevention (CDC) to aggressively mandate vaccinations wherever they are authorized to do so.

    Another useful component of the avoidance vocabulary is the word “colleague.” The word seems to imply someone with whom you work, a co-worker. It shouldn’t apply to the SOB in your midst who seeks to undo everything you are trying to do. So, stop using the word “colleague” for those you believe to be willfully ignorant, selfish, dangerous and/or just plain too stupid to get out of your way. This is particularly so in the public arena, where every moron seems to be somebody’s colleague during any discourse — “My colleagues are unable to see that making it harder for black people to vote is racist behavior.” They could either not be your “colleague” or not be “racist,” but they shouldn’t ever be both.

    Normal vs. New Normal

    How about “normal” and “new normal” to make things sound just great as we surge forward as a nation? Returning to “normal” only works if your “normal” was fine with you. It avoids the uncomfortable truth that many people don’t want to return to their “normal,” because it sucked. As for a “new normal,” it is hard to imagine a less precise way of confronting the critical need for change to actually achieve a more perfect union. It surely creates an easy path to avoiding any measured discussion about hunger, poverty, access to meaningful health care, access to quality education, rampant gun violence, and racial and social justice, among other difficult issues.

    So, when I hear people say they want a “new normal,” it sounds a lot to me like they are talking about some vision of a better world that will miraculously emerge if we hold hands and pray a lot. What is needed is not a “new normal” but a new and transformed America where eliminating poverty is more important than giving up a tax break for your vacation home, where health care isn’t rationed by insurance companies and their medical allies, where school buildings and the teachers in them provide the same resources to black children that are provided to white children, and no child, not a single one, goes to bed hungry in America.

    That’s the America that I want to see and to which there is so much resistance. “Normal” and “new normal” are comfort food concepts to spare the already comfortable the discomfort of sacrifice for the common good.

    And then just when you think you might be getting at least some Americans to turn their attention to a better life on Earth for the community of man, along comes billionaire space “tourism” to further distract a population grasping for the most banal of distractions. If you can’t afford Disneyland, an RV or even a trip to Taco Bell, America’s wealthy can give you the illusion of tourism in space. It is truly heartening to hear the mega brats talk so lovingly of opening up space to the masses, while working so hard to avoid sharing their wealth with those same masses. And take note that this illusion is getting enough attention and gushing goodwill to give us another touchstone on the golden road to “normal.”

    While I await my economy center seat with Kim Kardashian on one side and Martha Stewart on the other, I am getting pumped up for the debates to come as schools are about to open and the parental handwringing season of rage is commencing. This is so much fun, because in America’s dysfunctional democracy school decisions are seen as local decisions, thereby ensuring that everything from masks to midriffs, from black books to white books, from defunding teachers to defunding cops and the like, will be on the agenda somewhere everyday beginning now.

    This will be fine theater that is inconsistent with informed dialogue and ensures further avoidance of confronting systemic issues of import. Optics again will win the day, and the symbolism of preserving norms will overwhelm the content of change. The real losers this time will be the kids who will have to watch their parents stuff social, political, economic and moral genies back into the bottles from which they have again emerged, while further polluting the minds of the same kids they say they are trying to save.

    It seems beyond hope that all of this avoidance of meaningful change and the vocabulary that enables that avoidance will engender an equal and opposite reaction. The reason is simple: Only the forgotten are seeking meaningful change while so many in the rest of the nation want nothing more than continued amnesia.

    Biden’s Pirates of the Caribbean

    On July 12, following an outburst of protest by Cubans responding to a raft of ills that plague the island, the White House issued US President Joe Biden’s message of apparent solidarity. “We stand with the Cuban people and their clarion call for freedom and relief from the tragic grip of the pandemic and from the decades of repression and economic suffering to which they have been subjected by Cuba’s authoritarian regime.”

    Today’s Daily Devil’s Dictionary definition:

    The sound of a high-pitched trumpet calling troops to battle in the 14th century or, when evoked by a politician in the 21st century, the sound of a high-pitched ideologue pretending (but not necessarily intending) to go to battle in the name of a claimed ideal

    Contextual Note

    Whenever an American politician evokes the question of Cuba, one can be sure that clichés will abound. The Oxford Dictionary defines “clarion” as “A shrill-sounding trumpet with a narrow tube, formerly much used as a signal in war.” This sounds like an apt description of today’s US politicians. They know that to win elections they must always sound shrill and ready for war, in their intentions if not in their tone.

    Biden uses the cliché of promising to “stand with the Cuban people.” He then invokes “the tragic grip of the pandemic,” but somehow forgets to mention the far more serious and tragic grip of a 60-year US blockade of Cuba that cut off the nation and its people from the global economy, forcing the regime to improvise a form of near autarchy in an increasingly interconnected world. For much of that time, Cubans depended for their survival on a lifeline from the Soviet Union (later Russia) and various assorted US enemies, such as Venezuela.

    Like Lewis Carrol’s Walrus about to eat the oysters he has befriended, Biden explains how he “deeply sympathizes” with the Cuban people. He offers Cuba’s leaders this advice: “The United States calls on the Cuban regime to hear their people and serve their needs at this vital moment rather than enriching themselves.” Does he seriously expect them to take on board his wise counsel? Can the president of a nation that made 638 attempts to assassinate Fidel Castro pretend to be someone who can be trusted to “hear their people and serve their needs?”

    The statement’s litany of clichés continues with the claim that this is a “vital moment.” Biden optimistically envisions a counterrevolution provoked by the intense suffering imposed on the Cuban people as a result of the combined force of a pandemic, an endless embargo and US sanctions. These have created a situation beyond any government’s control. Biden’s irony then intensifies with the implicit reproach, “rather than enriching themselves.” Spoken by the president of a recognized plutocracy and the father of Hunter Biden, this remark merits some serious laughs.

    Biden clearly knows something about politicians enriching themselves and their families. A growing trove of evidence reveals that, during the years of Joe Biden’s vice presidency, his son Hunter demonstrated exceptional skill trading on his father’s name, apparently with dad’s complicity. Hunter Biden’s lifestyle alone bears witness to the moral vision of a family and a class culture with few scruples about pushing ethical and legal limits in the interest of “enriching themselves.”

    Forbes states that Joe Biden’s net worth is “only an estimated $8 million.” That puts him above the poverty line but, in the eyes of most of the billionaire elite, classifies him as a loser. To maintain his image of “middle-class Joe,” Biden may have been motivated to seek ways of enriching his son, perhaps as a ploy to dodge inheritance tax. He even apparently relied on his son’s generosity to cover some of the domestic costs his $8 million fortune didn’t permit him to cover. Hunter’s net worth is unknown, but Newsweek says it “could be millions.” Such a paltry fortune for someone with his surname and admittedly illustrious career (drug addiction and adultery apart) may help to explain Hunter’s sudden need to sell his artwork at exorbitant prices.

    CNN reports that “the White House has been forced to deal with ethics questions about people buying the artwork for huge sums as a way to curry favor with President Joe Biden.” That is not only a fair description of the context but fits with the whole pattern of Hunter Biden’s career. Wondering whether his art had value, CNN interviewed art critic Sebastian Smee, who judged that Biden’s “work has the feeling of an afterthought.” It didn’t need “to be made, except perhaps as a therapeutic exercise.” His work is now expected to command “prices ranging from $75,000 to $500,000.”

    So how does this compare with Cuban politicians’ enriching themselves? The website Celebsblurb weighed in on the question of current president Miguel Diaz Canel’s fortune without providing a figure. “Being active in the political field since 1993, Miguel has earned a handsome amount of salary” the site claims. He enjoys “a lavish lifestyle with the aid of his enormous net worth.” Fidel Castro’s fortune was evaluated at under “about $900 million,” which is impressive, but he fell short of becoming a billionaire. According to the website Wealthy Persons, Fidel’s brother, Raul, who reigned for several years, reached $150 million, nearly 20 times that of Joe Biden.

    Could Biden be expressing his jealousy when talking about Cuban leaders enriching themselves? They have certainly outpaced the American president. Running a communist country pays, especially if you’re good at preserving a precarious stability in the face of a permanent assault by a neighboring superpower. If you think of the Cuban people as the board of directors of Cuba Inc., their compensation scheme reflects their CEO’s performance. Another way of calculating Fidel’s claim to such a fortune could be by putting a price of $1.4 million on each foiled CIA assassination attempt. As ransoms of national leaders go, that is a very modest figure.

    “Working-class Joe” seems to have secured a comfortable situation for his family, even if he can’t compete with “revolutionary Fidel.” But Castro’s fortune may have had less to do with personal greed than with a trend that affects all fragile developing nations — the need their leaders feel to secure the degree of financial autonomy that allows them to counter the inevitable initiatives of hostile superpowers to unseat them. In contrast with Cuba, US plutocracy has refined the art of spreading wealth around the entire oligarchic class. Politicians merit the millions they receive from the billionaires. That’s enough to ensure their loyal obedience. On the US political chessboard, the politicians are the pawns.

    Historical Note

    In the past week, US media outlets have expressed their hope that Cuba’s economic disaster may provoke the always desired outcome known as regime change. The current crisis in Cuba is attributable to the combined effects of a decades-long embargo, supplementary punitive sanctions imposed by Donald Trump and maintained by Biden, and a government with limited influence on the international stage and insufficient management skills. The overthrow of the current government thanks to pressure and assistance from the US would simply produce chaos and possibly a civil war on a scale similar to what Libya has experienced for the past 10 years.

    Therein lies the biggest mystery concerning Biden’s Cuba policy: With all his experience dating back to the Vietnam War, including decades of sanctions, invasions and assassinations, Biden has seen enough history to understand that US wars and sanctions have produced mountains of tragedy and absolutely nothing to rejoice about other than pleasuring the military-industrial complex. The much younger Barack Obama seemed at least to have partially learned the lesson of history when he sought to open the dialogue with Cuba.

    US democracy fatally and repeatedly produces the same consistent effect. In 2008, Americans elected Obama in the hope (his word) of ending the Bush administration’s wars. Obama maintained those wars and expanded them to at least three other nations. In 2020, the electorate voted to overturn Trump’s radical reengineering of US foreign policy (supposedly dictated by Russia). Americans voted in Biden to overturn Trump’s legacy. What has their champion done so far? He has prolonged it and, in some cases, intensified it. This is bad news for Cuba, but possibly even worse news for the US.

    The Politics of American Protest: A North Korean Twist

    Gwen Berry recently protested the playing of the US national anthem by turning away from the flag and holding up a shirt that read “activist athlete.” The protest took place at the Olympic trials in Oregon where Berry had placed third in the hammer throw competition. Her action immediately drew angry responses from the right-wing side of the political spectrum.

    A number of right-wing politicians and commentators called her unpatriotic and demanded that she be kicked off the Olympic team. As Tom Cotton, the Republican senator from Arkansas, put it: “If Gwen Berry is so embarrassed by America, then there’s no reason she needs to compete for our country at the Olympics.”

    Conservative outrage at protests against the American flag and the national anthem is not unusual. When NFL player Colin Kaepernick knelt during the national anthem in the 2016 season to protest racial injustice in the United States, he was roundly criticized in conservative circles. When he became a free agent the next year, no football team would sign him, despite his obvious talents as a quarterback.

    Taking a Stand

    Gwen Berry and Colin Kaepernick are both African Americans. At one level, they are protesting the history of racial injustice in the United States, represented by the national anthem. “The Star-Spangled Banner” was written by Francis Scott Key, who once declared that black people were “a distinct and inferior race.” His composition includes a verse, rarely sung, that criticizes black Americans who fought on the British side in the War of 1812 in order to gain their freedom from slavery. “The Star-Spangled Banner” became the national anthem only through the efforts of groups that supported the losing Confederate side of the Civil War.

    At another level, Berry and Kaepernick are protesting the current racial injustices in the United States, particularly the police violence against African Americans. The murder of George Floyd in Minneapolis in May 2020 is only the most famous example of the brutality that African Americans have experienced at the hands of police forces throughout the country.

    Berry and Kaepernick are not alone in their outrage. The demonstrations in the wake of Floyd’s murder, which involved between 15 and 26 million people, were the largest in American history. Protests also spread to over 60 countries around the world. So right-wing critics are not just responding to the symbolism of these athletes taking a stand. They are deeply uncomfortable with the popularity of those sentiments. Most of these critics are the white men and women who dominate the Republican Party and the right-wing media. But one voice raised against Gwen Berry’s action was truly unexpected. It came from a North Korean defector.

    Yeonmi Park is a human rights activist who was born in North Korea and left the country as a teenager with her mother. She has acquired an international reputation on the basis of several speeches and a book that details her harrowing experiences leaving North Korea and making her way, eventually, to the United States. Her story has also generated considerable controversy for its numerous inconsistencies.

    Park has become something of a celebrity in right-wing circles in America. After Berry’s protest, Park appeared on the Fox News show “Fox & Friends” to denounce the American athlete. “If she did the exact same thing at this very moment, if she was North Korean, not only herself will be executed, [also] eight generations of her family can be sent to political prison camp and execution,” Park declared. “And the fact that she’s complaining about this country, the most tolerant country, she doesn’t really understand history.”

    Park’s comments are exceptionally strange. By her reasoning, no one should protest anything in the United States because the conditions here are better than in North Korea. And American protesters shouldn’t exercise their freedom to protest … because no such freedom exists in North Korea.

    A Better Place

    Of course, the opposite is true. The ability to protest peacefully is what makes the United States a great country, and Gwen Berry and fellow protestors are proving that point, over and over again. Indeed, the country has made great strides because of peaceful protests, not despite them. The civil rights movement, the women’s movement, the peace movement, the LGBTQ movement: All of these protests have made America an infinitely better place. America is not a particularly tolerant country, as the response to Gwen Berry’s protest demonstrates. But it has become a more tolerant country over time because of this history of protest. That is the history that Yeonmi Park so obviously doesn’t understand.

    There is another implication in Park’s words: that the suffering of African Americans is somehow less painful or legitimate than the suffering of North Koreans. “I was a slave,” Park told the Fox program. “I was sold in China in 2007 as a child at 13 years old … There is actual injustice.”

    Suffering is not a competitive sport. What many North Koreans experience in their country and North Korean defectors suffer in China is truly awful. And what many African Americans experience in the United States is also truly awful. They are not comparable, however. They have to be understood in their own contexts. And activists must fight against these injustices here, there and everywhere — preferably together rather than at cross-purposes.

    The sad truth is that Yeonmi Park has become a mouthpiece for the American right wing. Fox News delights in showcasing her views. On one program, for instance, she compares her studies at Columbia University to the brainwashing that she experienced in North Korea, leading her to conclude that the US future “is as bleak as North Korea.”

    On another occasion, she combined both her own knowledge of North Korean rhetoric with the similar-sounding nationalist slogans of Trump supporters when she told Fox Business that the American ”education system is brainwashing our children to make them think that this country is racist and make them believe that they are victims. It’s time for us to fight back. Otherwise, it might be too late for us to bring the glory of this country back.”

    Since she knows a thing or two about brainwashing, Yeonmi Park might want to take a more critical look at the propaganda of the American right wing. If she does, she might just see that Gwen Berry’s protest is what makes America great. And she might understand how the nationalism and intolerance of Fox News and the Republican Party are pushing the United States ever closer to the North Korean reality that she so despises.

    America’s Afghan War Is Over. But What About Iraq and Iran?

    At Bagram air base, Afghan scrap merchants are already picking through the graveyard of US military equipment that was until recently the headquarters of America’s 20-year occupation of their country. Afghan officials say the last US forces slipped away from Bagram in the dead of night, without notice or coordination. 

    The Taliban are rapidly expanding their control over hundreds of districts in Afghanistan, usually through negotiations between local elders, but also by force when troops loyal to the Kabul government refuse to give up their outposts and weapons. A few weeks ago, the Taliban controlled a quarter of the country. Now it’s a third. They are taking control of border posts and large swathes of territory in the north of the country. These include areas that were once strongholds of the Northern Alliance, a militia that prevented the Taliban from unifying the country under their rule in the late 1990s.

    People of goodwill all over the world hope for a peaceful future for the people of Afghanistan, but the only legitimate role the United States can play there now is to pay reparations, in whatever form, for the damage it has done and the pain and deaths it has caused. Speculation in the US political class and corporate media about how the US can keep bombing and killing Afghans from “over the horizon” should cease. The US and its corrupt puppet government lost this war. Now it’s up to the Afghans to forge their future. 

    Iraq

    So, what about America’s other endless crime scene: Iraq? The US corporate media only mention Iraq when our leaders suddenly decide that the over 150,000 bombs and missiles they have dropped on Iraq and Syria since 2001 were not enough, and dropping a few more on Iranian allies there will appease some hawks in Washington without starting a full-scale war with Iran.

    But for 40 million Iraqis, as for 40 million Afghans, America’s most stupidly chosen battlefield is their country, not just an occasional news story. They are living their entire lives under the enduring impacts of the neocons’ war of mass destruction.

    Young Iraqis took to the streets in 2019 to protest 16 years of corrupt government by the former exiles to whom the United States handed over their country and its oil revenues. The protests were directed at the Iraqi government’s corruption and failure to provide jobs and basic services to its people, but also at the underlying, self-serving foreign influences of the US and Iran over every Iraqi government since the 2003 invasion.

    A new government was formed in May 2020, headed by Iraqi Prime Minister Mustafa al-Kadhimi, previously the head of Iraq’s intelligence service and, before that, a journalist and editor for the Al-Monitor website. Kadhimi has initiated investigations into the embezzlement of $150 billion in Iraqi oil revenues by officials of previous governments, who were mostly former Western-based exiles like himself. He is now walking a fine line to try to save his country, after all it has been through, from becoming the front line in a new US war on Iran.

    Recent US airstrikes have targeted the Hashd al-Shaabi, known in English as the Popular Mobilization Forces (PMF). The PMF, which is made up of mostly Iraqi Shia armed groups, was formed in 2014 to fight the Islamic State (IS). At the time, IS had seized territory spanning both Iraq and Syria, breaking the border between the two countries and declaring a caliphate. The PMF comprises about 130,000 troops in 40 or more different units. Most of them were recruited by pro-Iranian Iraqi political parties and groups. Now, the PMF is an integral part of Iraq’s armed forces and is credited with playing a critical role in the war against IS.

    Western media represent the PMF as militias that Iran can turn on and off as a weapon against the United States. But the PMF has its own interests and decision-making structures. When Iran has tried to calm tensions with the US, it has not always been able to control the PMF. General Haider al-Afghani, the Iranian Revolutionary Guard officer in charge of coordinating with the PMF, recently requested a transfer out of Iraq. He complained that the PMF paid no attention to him.

    Ever since the US assassination of Iran’s General Qasem Soleimani and PMF commander Abu Mahdi al-Muhandis in January 2020, the PMF has been determined to force the last remaining US occupation forces out of Iraq. After the killing, the Iraqi national assembly passed a resolution calling for US forces to leave Iraq. Following US airstrikes against PMF units in February 2021, Iraq and the US agreed in early April that American combat troops would soon depart. 

    But no date has been set, no detailed agreement has been signed, many Iraqis do not believe US forces will leave, nor do they trust the Kadhimi government to ensure their departure. As time has gone by without a formal agreement, some PMF forces have resisted calls for calm from their own government and Iran and stepped up attacks on US forces. 

    At the same time, the Vienna talks over the Iran nuclear agreement have raised fear among PMF commanders that Iran may sacrifice them as a bargaining chip in a renegotiated nuclear agreement with the United States. So, in the interest of survival, the commanders have become more independent of Iran and cultivated a closer relationship with Kadhimi. This was evidenced in Kadhimi’s attendance at a huge military parade in June to celebrate the seventh anniversary of the PMF’s founding.

    The next day, the US bombed PMF forces in Iraq and Syria, drawing public condemnation from Kadhimi and his cabinet as a violation of Iraqi sovereignty. After conducting retaliatory strikes, the PMF declared a new ceasefire on June 29, apparently to give Kadhimi more time to finalize a withdrawal agreement. But six days later, some of them resumed rocket and drone attacks on US targets.

    Whereas Donald Trump only retaliated when rocket attacks in Iraq killed Americans, a senior US official has revealed that President Joe Biden has lowered the bar, threatening to respond with airstrikes even when Iraqi militia attacks do not cause US casualties. But US air strikes have only led to rising tensions and further escalations by Iraqi militia forces. If American forces respond with more or heavier airstrikes, the PMF and Iran’s allies throughout the region can respond with more widespread attacks on US bases. The further this escalates and the longer it takes to negotiate a genuine withdrawal agreement, the more pressure Kadhimi will get from the PMF and other sectors of Iraqi society to show US forces the door.

    The official rationale for the US presence and that of NATO training forces in Iraqi Kurdistan is that the Islamic State is still active. In January, a suicide bomber killed 32 people in Baghdad. The group still has a strong appeal to oppressed young people across the Arab and Muslim world. The failures, corruption and repression of successive post-2003 governments in Iraq have provided fertile soil.

    Iran

    But the United States clearly has another reason for keeping forces in Iraq, as a forward base in its simmering war on Iran. That is exactly what Kadhimi is trying to avoid by replacing US forces with the Danish-led NATO training mission in Iraqi Kurdistan. This mission is being expanded from 500 to at least 4,000 forces, made up of Danish, British and Turkish troops. 

    If Biden had quickly rejoined the nuclear agreement with Iran after taking office in January, tensions would be lower by now and the US troops in Iraq might well be home already. Instead, Biden obliviously swallowed the poison pill of Trump’s Iran policy by using “maximum pressure” as a form of “leverage,” escalating an endless game of chicken the United States cannot win — a tactic that Barack Obama began to wind down six years ago by signing the JCPOA.

    The US withdrawal from Iraq and the Iran nuclear deal are interconnected, two essential parts of a policy to improve US–Iranian relations and end Washington’s antagonistic and destabilizing interventionist role in the Middle East. The third element for a more stable and peaceful region is the diplomatic engagement between Iran and Saudi Arabia, in which Kadhimi’s Iraq is playing a critical role as the principal mediator.    

    The fate of the Joint Comprehensive Plan of Action (JCPOA), as the Iran deal is formally known, is still uncertain. The sixth round of shuttle diplomacy in Vienna ended on June 20 and no date has been set for a seventh round yet. Biden’s commitment to rejoining the JCPOA seems shakier than ever. Ebrahim Raisi, the president-elect of Iran, has declared he will not let the Americans keep drawing out the negotiations.

    In an interview in June, US Secretary of State Antony Blinken upped the ante by threatening to pull out of the talks altogether. He said that if Iran continued to spin more sophisticated centrifuges at higher and higher levels, it will become very difficult for the United States to return to the original deal, which was signed in 2015 under Obama. Asked whether or when the US might walk away from negotiations, he said, “I can’t put a date on it, [but] it’s getting closer.”

    What should really be “getting closer” is the US withdrawal of troops from Iraq. While Afghanistan is portrayed as the “longest war” the United States has fought, the US military has been bombing Iraq for most of the last 30 years. The fact that the US military is still conducting “defensive airstrikes” 18 years after the 2003 invasion and nearly 10 years since the official end of the war proves just how ineffective and disastrous this US intervention has been.

    Biden certainly seems to have learned the lesson in Afghanistan that the US can neither bomb its way to peace nor install puppet governments at will. When pilloried by the press about the Taliban gaining control as US troops withdraw, Biden said: “For those who have argued that we should stay just six more months or just one more year, I ask them to consider the lessons of recent history.” He added: “Nearly 20 years of experience has shown us, and the current security situation only confirms, that ‘just one more year’ of fighting in Afghanistan is not a solution but a recipe for being there indefinitely. It’s the right and the responsibility of the Afghan people alone to decide their future and how they want to run their country.”  

    The same lessons of history apply to Iraq. The US has already inflicted so much death and misery on the Iraqi people, destroyed so many of its beautiful cities and unleashed so much sectarian violence and IS fanaticism. Just like the shuttering of the massive Bagram base in Afghanistan, Biden should dismantle the remaining imperial bases in Iraq and bring the troops home.

    The Iraqi people have the same right to decide their own future as the people of Afghanistan. All the countries of the Middle East have the right and the responsibility to live in peace, without the threat of American bombs and missiles always hanging over their heads. 

    Let’s hope Biden has learned another history lesson: that the United States should stop invading and attacking other countries.

    We Are Not Worthless: Resentment, Misrecognition and Populist Mobilization

    We live in resentful times. Dare we even utter these words? They sound as trite and cliché as that time-honored opening sentence that has introduced so many articles on populism in recent years, “A specter is haunting Europe.” It can easily apply to Latin America, or the United States or, why not, India, Turkey or the Philippines. But, to abuse a well-known adage, only because something is trite does not necessarily mean that it isn’t true.

    The fact is that we do live in an age of resentment, and populism has been among its main political beneficiaries. Resentment has been credited for propelling Donald Trump into the White House in 2016, contributing to the narrow success of the Brexit vote, playing a major role in Jair Bolsonaro’s election in 2018, and fueling the most recent upsurge in support for radical right-wing populist parties in Europe. Those who vote for them are said to be “fearful, angry and resentful of what their societies have done for them over the years.” Those of us who have been studying these developments for the past several decades could not agree more.

    Unsocial Passion

    Populism derives much of its impetus from the force of the emotions it evokes. The arguably most potent of these emotions is resentment. Unfortunately, more often than not, the link between resentment and populism is merely asserted, as if it were self-evident. As a result, resentment is either trivialized or comes to stand for about any emotion considered objectionable.

    The reality is, however, that resentment is a highly complex, equivocal and ambiguous emotion.  Etymologically, resentment derives from the French verb ressentir, which carries the connotation of feeling something over and over again, of obsessively revisiting a past injury (from the outdated se ressentir). It is for this reason that Adam Smith, in his 1759 treatise on moral sentiments ranks resentment among the “unsocial passions.” This is not to say that resentment is an entirely odious and noxious passion. On the contrary, Smith makes a strong argument that resentment is “one of the glues that can hold society together.” For, as Michelle Schwarze and John Scott have pointed out, “we need the perturbing passion of resentment to motivate our concern for injustice.”

    On this view, resentment represents what Sjoerd van Tuinen has called “a mechanism of retributive justice” that “prevents and remedies injuries.” It is from this sense that Smith’s notion of resentment as the glue that holds society together derives its logic and justification. If resentment is an unsocial passion, it is, as Jerry Evensky has argued, that resentment, if “unregulated … can be the most socially destructive of all passions.” Here, resentment is nothing but vindictiveness and rancor, the urge to find malicious pleasure in revenge. This is the dark side of resentment.

    The other, positive side to resentment is what Smith calls the “safeguard of justice and the security of innocence.” In this iteration, resentment serves as a mechanism that “prompts us to beat off the mischief which is attempted to be done to us, and to retaliate that which is already done; that the offender may be made to repent of his injustice, and that others, through fear of like punishment, may be terrified from being guilty of the like offence.” This type of resentment is, as Jonathan Jacobs has put it, “vitally important to maintaining the proper regard for the status of persons as equal participants in a common moral world.”

    As a moral emotion, Elisabetta Brighi has stated, “resentment is not only an appropriate individual response to failures of justice, but it is also an indispensable attitude to cultivate if an overall degree of fairness is to be maintained in society.”

    An excerpt from a speech by Frederick Douglass, the prominent 19th-century African American abolitionist, orator and preacher illustrates the point. Speaking before the American and Foreign Anti-Slavery Society in 1853, Douglass noted that it was “perhaps creditable to the American people” if European immigrants from Ireland, Italy or Hungary “all find in this goodly land a home.” For them, he continued, “the Americans have principles of justice, maxims of mercy, sentiments of religion and feelings of brotherhood in abundance.” When it came to “my poor people (alas, how poor!) enslaved, scourged, blasted, overwhelmed, and ruined,” however, “it would appear that America had neither justice, mercy, nor religion.” As a result, he charged, African Americans were aliens “in our native land.”

    Strangers in Their Own Land

    The irony should not be lost on anyone who has followed the course of American politics in recent years. In 2016, Donald Trump not only secured the Republican nomination, but he was also elected president of the United States. He did so on a platform that catered to the disenchantment of large swaths of the country’s white population with a political class that appeared to care little about their concerns. Trump scored particularly big among the millions of white Americans who thought of themselves as having become, in Arlie Russell Hochschild’s words, strangers in their own land.

    Similar sentiments have been reported from the eastern part of Germany. A study from 2019 by one of Germany’s leading public opinion firms came to the conclusion that 30 years after unification, “many eastern Germans still feel like aliens in their own home.” The political fallout has been dramatic: The “feeling of alienness” has informed party preferences more than have differences between political agendas.

    Other studies have shown that a significant number of eastern Germans see themselves as second-class citizens. Talia Marin, who teaches international economics at the technical university in Munich, traces these sentiments to the fact that after unification, many eastern Germans were being told in not particularly subtle ways that their skills and experience acquired during the communist period “had no value in a market economy.” Confronted with this “feeling of worthlessness,” they “lost their dignity.” A representative survey from 2019 provides evidence of the extent to which eastern Germans continue to feel slighted. In the survey, 80% of respondents agreed with the statement that their achievements in the decades following unification have not received the recognition they deserve.

    Dignity, studies have shown, is central to contemporary politics of recognition. It is at this point that resentment and populism meet. For, as Grayson Hunt has argued, resentment represents “an interpersonal dynamic which desires the restoration of respect.” Recognition, Charles Taylor has noted, constitutes a “vital human need.” Recognition entails, in Avishai Margalit’s words, “acknowledging and honouring the status of others.”

    The opposite is misrecognition. Misrecognition, in turn, is a major source of resentment. Pierre Rosanvallon, in a recent essay on populism, ranks resentment among what he calls the “emotions of position.” These are emotions that express “rage over not being recognized, of being abandoned, despised, counting for nothing in the eyes of the powerful.” In his view, what provokes these emotions is the huge gap that often exists between objective reality, such as the fact that, in terms of GDP, France is ranked fifth among industrialized economies. Subjectively, however, the daily lived experience of a substantial number of French people is quite different who face difficulties making ends meet.

    France is hardly unique. As early as 2008, one of the BBC’s top executives, Richard Klein, noted that “the people most affected by the upheaval” that had characterized Britain during the past decade, both economic and cultural, “have been all but ignored.” Klein’s comments were made at the occasion of a BBC documentary series on Britain’s white working class. The documentary revealed a profound sense of “victimhood, rage, abandonment and resentment” among these strata. Not even the Labour Party, once the protector of working-class interests, seemed to consider them important. As a result, they felt completely abandoned, no longer worthy of dignity and recognition.

    This is what also seems to have happened in post-unification eastern Germans, or at least not in the perceptions of eastern Germans. Otherwise, they would hardly consider themselves second-class citizens, not on an equal footing compared to westerners. The result has been widespread resentment, surfacing, for instance, during the refugee crisis of 2015-16. At the time, the priority was to integrate the hundreds of thousands of newcomers Angela Merkel’s government had allowed to enter the country. For good reasons, in the east, the mood was one of irritation, if not outright hostility.

    The predominant notion was that the government should first integrate what was once communist East Germany. Eastern Germans complained that in the years following unification they had been asked to fend for themselves. Yet a few decades later, the state was lavishing benefits and support on refugees. For them, eastern Germans grumbled, the state did have money, for “us,” not.

    Misrecognition

    The eastern German case is a classic example of misrecognition, defined as the denial of equal worth, which prevents its victims from interacting on par with the rest of society. It denies its victims mutual recognition and, in the most extreme case, excludes them from equitable and just (re)distribution. Objectively, this might sound like a thoroughly unfair assessment. After all, for decades, the German government transferred a massive amount of funds to former East Germany (GDR). German taxpayers were forced to pay a “solidarity surcharge” designed to finance Aufbau Ost, a program of reconstruction designed to allow the eastern part of the country to catch up with the west.

    Yet none of these measures appear to have substantially reduced the lingering sense of resentment prevalent among large parts of the eastern German population. In 2019, around 60% of respondents in the state of Brandenburg considered themselves second-class citizens, while some 70% resented the economic and political dominance of westerners. Two years later, a few days prior to the regional election in Sachsen-Anhalt in June 2021, 75% of respondents there agreed with the statement that “in many areas eastern Germans continue to be second-class citizens.”

    Federico Tarragoni, a leading French expert on populism, provides another illustration of misrecognition, this time not from Western Europe but Latin America or, more precisely, from Venezuela. Tarragoni is primarily interested in explaining the widespread support Hugo Chavez garnered among large parts of Venezuela’s population. On the basis of discussions with ordinary Venezuelans living in the outskirts of Caracas, he reports the profound sense of injury and injustice experienced on a daily basis by the inhabitants of these barrios, who have a strong sense that nobody has any interest in them. They are cut off from the rest of Caracas. As one resident puts it, these are places where taxis don’t go. For Venezuela’s high society, these barrio dwellers are nothing but “savages” for whom they have nothing but disdain and contempt.

    It should come as no surprise that contempt on the part of one side breeds resentment on the part of the other. Resentment, in turn, evokes a panoply of related emotions, such as anger, rage, even hatred, and particularly a wish for vengeance. When unfulfilled, however, when justified grievances are met with smug indifference on the part of those in charge, the wish for vengeance is likely to turn into resignation. In the sphere of politics, resignation is reflected in a drop in electoral participation, at least as long as there is no credible alternative. This is where populism comes in.

    Feeding on Resentment

    Populism feeds on resentment. Populist discourses of resentment “encode reactions to a sense of loss, powerlessness, and disenfranchisement; they consolidate feelings of fear, anger, bitterness, and shame.” The targets of populist discourses are, however, rarely the institutions and policies responsible for socio-economic problems, such as neoliberalism, international financial markets or transnational corporations. Rather, they are found in groups that appear to have gained in visibility and recognition, such as ethnic and sexual minorities, while others have been losing out. Populists channel the resulting wish for vengeance to the one place where everybody, independent of their social status, has a voice — at the polls.

    Election time is payback time. This is how two prominent Austrian political scientists commented on the fulminant upsurge of support for the Austrian Freedom Party (FPÖ) under its new leader, Jörg Haider, in the late 1980s. In the years that followed, the Austrian experience was replicated in a number of Western European countries, most notably Italy, Switzerland and across Scandinavia. The arguably most egregious case in point, of course, was Donald Trump’s victory in 2016 — an act of vengeance, at least in part, against a political establishment that more often than not appeared to show little more than thinly veiled contempt for ordinary people and their increasingly dim life chances (viz Hilary Clinton’s “basket of deplorables”).

    The vote for Trump was an instance of what Andrés Rodríguez-Pose, from the London School of Economics, has characterized as “the revenge of the places that don’t matter.” These are once-prosperous regions that have fallen on hard times, walloped by the decline of mining, by deindustrialization and offshoring: the Rust Belt in the United States, northern England in the UK, Wallonia in Belgium, the Haut-de-France region in the north of France. These areas have been left behind in the race to remain competitive — or regain lost competitiveness — in the brave new world informed by financialization and globalization.

    To be sure, these developments have been going on for some time. More than a decade ago already, the French political geographer Christoph Guilluy drew attention to the emergence of what he called “la France périphérique” — peripheral France. These are areas increasingly cut off from the dynamic urban centers. These are the areas, Guilluy noted, where the large majority of the “new popular classes” live, far away from the “most active job markets.” Thus, Guilluy charged, “for the first time in history, the popular classes no longer reside ‘where the wealth is created’ but in a peripheral France, far from the areas that ‘matter.’”

    The demographer and historian Hervé le Bras has extended the territorial analysis to include France’s educated middle class. He finds that “territorial segregation” increasingly also affects these social strata, segregation largely dictated by educational level. The higher the level of education, the closer a person lives to the urban center. The opposite is true for those disposing of lower levels of schooling who, as a result, see their upward mobility effectively blocked. The situation of qualified workers is hardly any better. Their qualifications progressively devalorized, they too find themselves relegated to the periphery, far away from the most advanced urban centers, more often than not forced to do work below their qualifications.

    Brave New World

    In this brave new world, it seems, a growing number of people are left with the impression that they have become structurally irrelevant, both as producers, given their lack of sought-after skills, and as consumers, given their limited purchasing power. Unfortunately for the established parties, as Rodriguez-Pose readily acknowledges, the structurally irrelevant don’t take their fate lying down. Telling people that where they live, where they have grown up and where they belong doesn’t matter, or that they should move to greener shores where opportunities abound more often than not has provoked a backlash, which has found its most striking expression in growing support for populist movements and parties, both on the left and on the right.

    The eastern part of Germany is a paradigmatic case in point. British studies suggest that there is a link between geographical mobility — and the lack thereof — and support for populism. To be sure, there are plenty of people who insist on staying in their familiar surroundings for various perfectly sensible reasons, such as family, friends and proximity to nature. At the same time, however, there are also plenty of people who stay because they have no options, which, in turn, breeds resentment.

    As Rodríguez-Pose has observed, “the lack of capacity and/of opportunities for mobility implies that a considerable part of the local population is effectively stuck in areas considered to have no future. Hence, the seed for revenge is planted.” This is what has happened in parts of eastern Germany. One of the most striking demographic characteristics of eastern Germany is its skewed age distribution, disproportionately dominated by the elderly. And for good reason: After unification, many of those who could get away left in search of better life chances in the west.

    The German ethnologist Wolfgang Kaschuba has characterized the rise of the Alternative for Germany (AfD) in the east as “the revenge of the villages.” In fact, a number of studies have shown that the AfD did best in structurally weak areas, characterized by demographic decline and lack of perspectives for the future. The most prominent example is Lusatia, a region in eastern Brandenburg and Saxony, bordering on Poland. In the regional elections in 2019, the AfD reached some of its best results in Lusatian villages, in some cases almost 50% of the vote.

    The region is known for lignite mining, which during the GDR period represented a major industrial sector, attracting a number of industries and providing employment for the whole region. After unification, however, most of these industries closed down, resulting in mass unemployment and a large-scale exodus of anyone who could. The recent reversal of Germany’s energy policy, which entails a drastic reduction of coal in the energy mix, means that the days of lignite mining are counted — another blow to the region, rendering it even more economically marginal — if not entirely irrelevant. Under the circumstances, resentment is likely to remain relatively high in the region and with it continued support for the AfD.

    Resentment, the Presbyterian bishop, theologian and moral philosopher Joseph Butler insisted in a sermon from 1726, is “one of the common bonds, by which society holds itself” — a notion later adopted by Adam Smith. Today, the opposite appears to be the case. Today, more often than not, resentment is the main driver behind the rise of identity-based particularism (also known as tribalism) and affective polarization, both in the United States and a growing number of other advanced liberal democracies.

    Diversity in its different forms, with ever-more groups seeking recognition, breeds resentment among the hitherto privileged who perceive their status as being assaulted, lowered and diminished. The current stage of liberal democracy, or so it seems, generates myriad injuries and grievances and multiple perceptions of victimization, each one of them prone to fuel resentment, providing a basis for new waves of populist mobilization.

    Populist mobilization, in order to have a chance to succeed at the polls, has to offer a positive motivation to those who experienced disrespect, contempt, slight or a general lack of recognition or appreciation. This is, to a certain extent at least, what is meant when we talk about the “populist valorization” of the experiences of ordinary people. Valorization means in this context taking ordinary people, their concerns and grievances seriously. Populist valorization, however, falls far short of the norms of recognition, which are based on mutual respect and esteem.

    It represents nothing more than what Onni Hirvonen and Joonas Pennanen characterize as a “pathological form of politics of recognition” centered upon “the in-group recognition between the members of the populist camp” and the denigration of anyone outside. As such, it cannot but “contribute to the feelings of alienation and social marginalization” that were the source of resentment in the first place. It is unlikely to assuage the profound political disaffection permeating contemporary advanced liberal democracies. In the final analysis, the only ones who truly benefit from the politics of resentment are populist entrepreneurs.

    Haiti’s Whodunnit Raises Serious Historical Questions

    Not since the former slave Toussaint L’Ouverture successfully revolted against the island’s colonial masters has Haiti’s politics inspired anyone’s admiration. Toussaint’s quixotic adventure predictably ended badly for himself and perhaps even worse for his nation, whose political independence he single-handedly crafted. The French duly liberated the slaves several decades after Toussaint’s revolution but replaced the chattel slavery with economic slavery that would last for nearly two centuries and has left indelible traces today.

    Last week, chaos returned in the most absolute form to a nation in a perpetual state of chaos. A hit squad assassinated President Jovenel Moise in the middle of the night. Days later, the media are left wondering about the “continuing mystery over who was behind the attack on Mr. Moïse’s residence.”

    In the immediate aftermath, Al Jazeera reported the “shock and revulsion to the assassination of Haiti’s President Jovenel Moise” by world leaders. Colombia’s notably urged “the Organization of American States [OAS] to send an urgent mission to Haiti to ‘protect the democratic order.’”

    Contextual Note

    The author of the message urging the OAS intervention was none other than Colombian President Ivan Duque Marquez, who deplored “a cowardly and barbaric act against the entire Haitian people” and expressed his “solidarity with the sister nation and the family of a great friend of Colombia.”

    Almost simultaneously with Duque’s impassioned call for democratic order in Haiti, the BBC reported on condemnation of Colombia by the Inter-American Commission on Human Rights for “‘excessive and disproportionate’ use of force in response to this year’s anti-government protests, in which dozens died.” Since April, Colombia has been riddled by daily protests calling for Duque’s impeachment. The New York Times explained: “The fuse for the protests was a tax overhaul proposed in late April by Mr. Duque, a conservative, which many Colombians felt would have made it even harder to get by in an economy squeezed by the pandemic.” Duque has been consistently supported by the US, which sees him as the key to undermining the current government of Venezuela.

    Covering the events in Haiti, CNN reporter John Berman asked the White House spokesperson, Jen Psaki, an extraordinary question that clearly reveals how both the political class and the media see everything that lies beyond the borders of the US. “What is the United States willing to do,” he asked, “to keep that island stable?”

    The first thing a quibbler might notice is that Haiti is not an island. Instead, it occupies just over one-third of the surface of the island of Hispaniola. The Dominican Republic occupies the other two-thirds. A more obvious problem lies in Berman’s uncritical supposition that the US has the capacity to guarantee another nation’s stability. Worse, Berman’s suggestion that it is a question of keeping the nation “stable” reveals his ignorance of the growing instability that surrounded the personality of Moise and his style of governance.

    Moise’s combination of action (consolidating his personal power, removing judges from the supreme) and inaction (allowing parliamentary rule to expire while insisting on his right to remain in office for another year) produced conditions that led to severe unrest. In such circumstances of grave democratic disorder, no one should be surprised that the assassination of a contested leader might take place.

    Psaki, apparently at a loss for words, called it a “tragic tragedy.” Her pleonastic epithet is revealing. In the language of Washington, DC, the death of any politician who is not an enemy of the US is by definition a tragedy. But the death of one who had been cooperating with the US and depends on its aid — however corrupt and unpopular that leader may be among the people — merits the dual qualification of “tragic tragedy.”

    Colombia’s Duque, the White House, the OAS and American media appear to agree that any government supported by the US — no matter how fundamentally chaotic or despotic its mode of governance — can be thought of as an example of “democratic order.” The US supported Moise’s controversial election back in 2016, an election in which only 18% of the electorate voted.

    The United States also supports Duque’s contested leadership in Colombia and Jair Bolsonaro’s in Brazil, where today a clear majority wants to see him impeached. At the time of the 2018 presidential election, the US knew that Bolsonaro’s chances of victory depended on a fabricated accusation of corruption (since annulled by the courts) against former President Luiz Inacio Lula da Silva by a group of politicians who were truly and visibly corrupt. US support of assaults on popular democracy in Bolivia and Ecuador reflects the same trend.

    Most Haitians understood that, according to the terms of the constitution, Moise’s term expired at the beginning of 2021. Tamanisha John, writing for The Conversation, explains that in March, “the U.S. State Department announced that it supported Moïse’s decision to remain in office until 2022, to give the crisis-stricken country time to ‘elect their leaders and restore Haiti’s democratic institutions.’”

    In all fairness, given Haiti’s permanently dysfunctional history, the case could be made that Moise was doing his damnedest to reform a dysfunctional system and pushing for a long-term solution. That was the official view Haiti’s ambassador in Washington formulated in February. But the reality of the situation in Haiti has long been evident. As Maria Abi-Habib points out in The New York Times, “Haiti is less a failed state than what an analyst called an ‘aid state’ — eking out an existence by relying on billions of dollars from the international community. Foreign governments have been unwilling to turn off the spigots, afraid to let Haiti fail.”

    The US, of course, has been foremost among them. But besides providing aid that goes into the pockets of politicians, it notoriously used its brutal, if not sadistic, sanctions against Venezuela to deprive Haiti of that nation’s generous offer to provide oil on favorable conditions. The US sanctions policy magnified the crisis not just in Venezuela, but also in Haiti and elsewhere in the Caribbean.

    Historical Note

    CNN’s John Berman clearly has a weak understanding of Haiti’s geography. But when he assumes the US can simply step in to restore stability, there is a precedent in this sometimes forgotten historical fact: “Following the assassination of the Haitian President in July of 1915, President Woodrow Wilson sent the United States Marines into Haiti to restore order and maintain political and economic stability in the Caribbean.”

    For its readers, The New York Times sums up Haiti’s history in three chapters: “Haiti’s troubled history goes deep, lying in its roots as a former slave colony of France that gained its independence in 1804 after defeating Napoleon’s forces, and later suffered more than two decades of a brutal dictatorship, which ended in 1986.” Then it mentions the 2010 earthquake, an occasion for a display of charity by the Clinton Foundation.

    For The Times, Haiti disappeared from history between the 1820s and “Papa Doc” Duvalier’s reign of terror, largely supported by the US, that began in 1957. What events has The Times forgotten between 1804 and 1986? France’s second abolition of slavery followed Napoleon’s restoration of the institution first abolished by the French Revolution in 1794. But France’s definitive abolition in 1838 saddled the nation with a monumental debt in the guise of reimbursing slaveowners. The repayment of that debt, finally acquitted in 1947, crippled Haiti’s economic development. The Times also forgets another significant event: the US occupation of Haiti that resulted in decades of forced labor, an effective modern version of slavery.

    Ever the optimist, Toussaint L’Ouverture famously proclaimed: “In overthrowing me you have cut down in Saint Domingue only the trunk of the tree of liberty; it will spring up again from the roots, for they are numerous and they are deep.” Were he in a position to look back from today’s vantage point, he would probably end up agreeing with Mexico’s 19th-century dictator, Porfirio Diaz: “Poor Mexico, so far from God and so close to the United States.”
