    No Clear Vision to End Violence in Afghanistan

    Afghanistan has been engulfed in bloodshed and confusion for decades. The deal between the United States and the Taliban signed on February 29 in Doha, Qatar, has added more tension to the conflict by creating competition among anti-government militants. Groups such as the Islamic State Khorasan (ISK) compete with the Taliban for political success and influence by perpetrating more violence. At the same time, they look to each other’s success as a source of inspiration and cooperation.

    On November 2, Afghanistan was shocked by an attack on Kabul University that killed 35 students and wounded 50; officially, the death toll stands at 22, with 27 wounded. It was the latest of the many attacks on the country’s educational institutions. On October 24, a suicide bomber targeted the Kawsar-e Danish education center in western Kabul, killing at least 43 and wounding a further 57. In August 2018, another suicide attack in western Kabul on the Mawud tutoring center, which, like Kawsar-e Danish, was located in a Shai-dominated area, killed at least 48 and wounded 60. The victims at both schools were under the age of 20, some of them were as young as 14.

    Who Killed the Students?

    Due to the highly complex environment, survival for the people of Afghanistan is just a matter of chance. Sajjad Nijati was wounded in the attack on Kabul University. He is also one of the survivors of the attack on the Mawud education center. He has lost three of his family members in the attack on Kawsar-e Danish.

    ISK claimed responsibility for all three attacks, while the Taliban denied any connection. However, the Taliban attack on the American University of Afghanistan in August 2016 killed 14 and wounded 35, again mostly students. The attacks on Kawsar-e Danish and Mawud were mainly against the Shia Hazaras, a historically persecuted group that has invested in education as a strategy to break the cycle of its precarious position inside Afghanistan. Shamsea Alizada, a survivor of the attack on Mawud, topped the country’s national university tables by achieving the highest score out of nearly 200,000 students this year. When the attack happened, she was 15 and could have lost her life like many of her friends.

    The day after the university attack, students protested and carried slogans against the Islamic State and the Taliban that read “Don’t kill us.” All in all, 13 people have been detained for their failure to prevent the attack, including the security commander of Kabul University and the district chief of police. However, Vice President Ambrulah Saleh reversed the decision arguing that the problem is systematic and needs broader attention. It is still unclear whether those arrested have been released.

    The question remains unanswered as to how the three gunmen entered the university campus. Kabul University has three main gates that are blocked by police checkpoints. The terrorists entered from the north gate, which is usually overseen by a large number of police officers who check all visitors’ IDs. With no sign of an explosion at the gate, Saleh, hours after the attack, called it an “intelligence failure.”

    Research shows that Afghan universities have been exposed to extremism in recent years and have become fertile ground for recruitment for groups like ISK and the Taliban; in July 2019, Afghan security agencies arrested three ISK recruiters at Kabul University. On November 14, Vice President Saleh announced that security forces have arrested the mastermind behind the attack on Kabul University. According to Saleh, Adel Mohammad was recruited by the Haqqani Network, a branch of the Taliban based in Miramshah, Pakistan, and had gone missing three years ago after completing his third year at Kabul University’s faculty of sharia law.

    Proxy War, Terrorism, Confusion

    In their peace deal with the US, the Taliban agreed to stop bombing urban centers and cut ties with other terrorist groups such as al-Qaeda. However, according to the US special inspector general for Afghanistan reconstruction, attacks by the Taliban have increased by 50% in the past three months, to at least 55 attacks per day around the country. Since the official inauguration of the intra-Afghan talks in Qatar on September 12, the has been no reduction in civilian casualties. The Taliban use military operations as a bargaining chip in the talks, which has increased concerns about the group establishing a totalitarian and discriminatory regime in the country if it comes to power as a result of the negotiations.

    The frequently reported links between the Taliban and al-Qaeda remain another concern. Last month, Afghan security forces killed a senior al-Qaeda leader in Ghazni province in areas controlled by the Taliban. Another al-Qaeda member was killed in a Taliban-influenced area in Farah province, in the west. Research also shows that there has been cooperation — as well as clashes — between the Taliban and ISK in the past.

    Many in Afghanistan view the Taliban as responsible for hosting and cooperating with various terrorist groups. The continued war by the Taliban has severely undermined Afghanistan’s political stability, economic development and security. This has weakened the government’s functionality and territorial control, opening the door for other militant groups such as ISK. Both ISK and the Taliban have similar ideological positions toward secular education, and the situation on the ground today makes it clear that the war has turned into a deliberate strategy of indiscriminate violence against education centers and youth in the country.

    There are three theories about recent urban attacks in Afghanistan. The first is that the Taliban organize the attacks but deny responsibility to benefit from the chaos and backlash against the government, which allows ISK to claim responsibility. Vice President Saleh claimed that the ISK claiming the attack on Kabul University was fake. Saleh pointed to a Taliban flag apparently found at the scene as evidence of Taliban involvement. According to the vice president, the weapons found at the scene do not match those in photos released by ISK. The Taliban, however, rejects these claims.

    The second theory is that the Haqqani Network, a branch of the Taliban close to Pakistan’s Inter-Service Intelligence (ISI), is carrying out attacks in urban areas. Some experts argue there is a disagreement between the Quetta Shura and the Haqqani Network branches. Therefore, without Quetta Shura’s approval, the Haqqani Network attack on urban areas but under the ISK name; since the appearance of ISK, the Haqqani Network did not claim most of the bigger urban attacks, with ISK taking responsibility instead. According to this theory, the main actor behind terrorist activity in Afghanistan is the Haqqani Network rather than ISK. It has been argued that the Haqqani Network has strong links and levels of cooperation not just with the ISI, but also al-Qaeda and ISK. Those who believe in this theory argue that there is a close relationship between the Haqqani Network and ISK.

    The third theory is that the ISK organizes urban attacks independently, such as the one on Kabul University. According to this analysis, ISK today has more influence in urban areas. At the moment, however, this argument does not have many supporters among experts and Afghan security officials. From the Afghan government’s point of view, ISK is a platform for Pakistan’s clandestine activities, where ISK is an umbrella for many actors including the Haqqani Network and the Pakistani Taliban (TTP) for attacking targets in Afghanistan. Pakistan’s former ambassador to the US, Hussain Haqqani, believes that ISK is supported by the same forces in Pakistan that back the Haqqani Network.

    Death by a Thousand Cuts

    The conflict in Afghanistan doesn’t have a single dimension. It is a combination of proxy wars and terrorism. The proxy dimension of the war since the 1980s produced countless intended and unintended consequences such as state fragility, terrorism, sectarianism, war crimes, social fragmentation and radicalization. Kabul University has found itself at the center of this strife over the four decades of war. In late 1983, a bomb was placed under a dining room table at the university, killing many. Later on, Brigadier Mohammad Yousaf, who was leading the Afghan Bureau of ISI at the time, revealed in his memoir that the attack was part of Pakistan’s strategy of “death by thousand cuts.”

    This specter of history is fresh in Afghanistan’s collective memory. Taliban sanctuaries in Pakistan enabled the group to intensify the conflict. The complicated links and cooperation between the Taliban, ISK and al-Qaeda make it difficult to believe that they did not join forces to target educational institutions and carry out assassinations. At the same time, contextualizing the war in Afghanistan by considering the long history of cooperation between militant groups and the intelligence services in the region make the proxy dynamic of the war more apparent.

    With mistakes made on all sides, especially by the Trump administration in Washington, created both inspiration and hope for many extremist groups in the region. Particularly, the US-Taliban deal turned the country into a playground for various extremist groups and their supporters trying to either outdo each other or build tactical collaboration to defeat the Afghan government. Even Pakistani extremist groups have called upon the Afghan government to surrender to the Taliban.

    These groups are trying to build leverage through violence and claiming the honor of resisting the US and its partners. They are fighting to create frustration and chaos in order to expand their operational reach and lethality, thereby creating transnational inspiration for the movement. Unless there is a policy change to effectively deal with this threat, there is no clear vision for ending all this violence.

    India-US Relationship Is Now Official

    After decades of dithering, India has finally opted for American-led security architecture in Asia. In the latest US-India 2+2 meeting of foreign and defense ministers, the two countries concluded a fourth foundational agreement. The four key agreements between the United States and India to date include the Communications Compatibility and Security Agreement (COMCASA, 2018), Logistics Exchange Memorandum of Agreement (LEMOA, 2016), General Security of Military Information Agreement (GSOMIA, 2002) and, as of October this year, the Basic Exchange and Cooperation Agreement (BECA). This alphabet soup of little-known pacts has created the basis of a US-India entente.

    The seeds of a new architecture have been germinating in the form of the Quad, a grouping of India, Australia, Japan and the United States. Indian scientists have gone on a missile testing spree, and the political leadership in New Delhi is not softening its stand on the India-China border. India is also boosting its defense ties with Southeast Asian nations threatened by China. It has offered the BrahMos supersonic cruise missile to the Philippines. BrahMos can be used against both land and sea targets. As an anti-ship missile, it has few peers. This missile effectively denies area entry to enemy surface combatants.

    In addition to BrahMos, India might soon start selling Akash air defense missiles to its Southeast Asian friends. New Delhi is now clearly making moves to counter Beijing, and closer cooperation with the US seems to be part of India’s new grand strategy.

    The Ghosts of 1962

    In the war of 1962 over a disputed border, India lost disastrously to China, yet it did not establish closer relations with the anti-communist US for largely ideological reasons. The then-prime minister, Jawaharlal Nehru, was a socialist. Deeply influenced by the Soviet Union, he was one of the founders of the Non-Aligned Movement. Poor at realpolitik, Nehru tried to cultivate the US after 1962 even as he continued to remain close to the Soviet Union. The effort did not lead to much, and Beijing concluded that an Indo-US entente was improbable.

    Since 1962, the Chinese People’s Liberation Army (PLA) has adopted an aggressive stance against the Indian Army. In contrast, India was chastened by the loss of territory and prestige. Therefore, successive Indian governments have adopted a diffident stance vis-à-vis Beijing. In 2020, this has changed. The brutal killing of an Indian colonel by the PLA triggered a ferocious response from Indian troops. A surge of patriotism followed. The Modi-led nationalist Bharatiya Janata Party (BJP) government drew a line in the Himalayas and has stood up to its northern neighbor.

    Many in the English-speaking Indian and Anglo-Saxon media expected and predicted Indian capitulation, defeat and disgrace. The turn of events has proved them wrong. India has conducted its quickest Himalayan mobilization. It has used creative tactics, nibbled some territory hitherto held by the Chinese and put all three of its armed forces — Army, Navy and Air Force — in a state of high operational readiness. India has also conducted special operations inside Chinese territory and openly used Tibetan troops for the first time in its history. 

    New Entente

    In October, Modi’s government has shed India’s traditional Nehruvian diffidence and embraced the US wholeheartedly. Secretary of State Michael Pompeo and Secretary of Defense Mark Esper joined Indian Defense Minister Rajnath Singh and Foreign Minister S. Jaishankar for the third annual US-India 2+2 Ministerial Dialogue in New Delhi.

    By signing BECA, India has gained access to valuable geospatial data, improving situational awareness for military operations and increasing the accuracy of its missile systems. COMCASA enabled Indian and US military platforms to network with each other. LEMOA allowed Indian and US militaries access to each other’s refueling facilities and military material. GSOMIA started the sharing of sensitive military intelligence data.

    These four agreements enable logistics, communication and geospatial data sharing are in place, making India a de facto US ally. India has turned decisively to the US in part because it has lost faith in Russia’s ability to contain China. Since the collapse of the Soviet Union in 1991, India and the US have steadily moved closer. However, relations have been greatly influenced by the chemistry of those in power in Washington and New Delhi. Successive governments have blown hot and cold. When there has been a change of power in either democracy, their relations have suffered in the transition.

    Now, the 2+2 dialogue has moved decisively toward operationalizing the Quad. Previously, the Quad had not quite taken off. Australia and Japan have all shied away from closer engagement. This year, Australian sailors are joining the navies of Japan, India and the US for the Malabar naval exercise. This is a major change in political and military alliances in the region.

    The latest meeting marks a watershed in US-India relations. No longer will American policy change if a new administration enters the White House. Even as Donald Trump leaves and Joe Biden takes over, the trajectory of US-India relations is likely to remain the same. Many in New Delhi fear that Biden is likely to initiate a rapprochement with China and pressure India to kick-start talks with Pakistan. Even if that turns out to be true, ties between India and the United States have now been institutionalized, and the countries have entered an entente, if not an alliance.

    India’s New Education Policy: Not Paying Attention

    It was instructive that probably the most consequential event in the life of the Indian Republic merited nothing more than three pro-forma single-sentence references to “epidemics and pandemics” in the recently-adopted National Education Policy 2020. The policy must have been discussed and agreed by the Union Cabinet wearing masks, a clear and present reminder of how much has changed. Yet the document approved acknowledges COVID-19 only to exhort higher education institutions to undertake epidemiological research and advocate greater use of technology in delivery mechanisms.

    That is a pity. COVID-19 has brought lessons in its wake that we will ignore at our peril. In a societal sense, the pandemic has laid bare the fragile and counterproductive assumptions that underpin the way we have organized ourselves. Education, as the primary mechanism that drives long-term change in a society, must respond in a way that protects and strengthens children today and the nation tomorrow.

    What We Value

    Three important mechanisms of social organization that have been taken for granted in education during recent decades are institutionalization, urbanization and globalization. If COVID-19 is not a one-off event — and there is no reason to assume that it is given how exploitative our engagement with our environment continues to be — each one of them must be reassessed for worth, especially for how they affect the future of our children.

    Institutionalization has promoted the idea that the only learning worth our children’s time and our money is the one that is provided in schools, colleges and universities. Across most of the world, this has made learning information-centric and uncritical. It has packed children into rows and columns in classrooms and made them unfamiliar with their surroundings. It has taken them away from the productive use of their hands and bodies, and valorized “brain work,” creating an artificial crisis of periodic unemployment even before the unimaginable destruction of employment caused by COVID-19.

    It has snapped children’s’ connections with their land, their environment, their culture and their communities, replacing them with words in ink on paper or typeface on a computer screen. In India, a mindless pedagogy has further ensured that institutionalization fails even in its own objectives as student achievement in “learning metrics,” mainly focused on literacy, numeracy and data, has kept falling.

    With pre-school centers closed, COVID-19 has brought attention squarely to the role of parents in the holistic development of their young children. (We started Sajag, a program for coaching caregivers in nurturing care in April 2020. It now reaches over 1.5 million families and is set to expand further. Many others have started similar programs.) By forcing the closure of schools and colleges, COVID-19 presents us with the opportunity to explore what exactly is being lost when schools close. It also creates the possibility that we will discover how much there is to learn in communities, on land, in relationships and in discovery and invention, outside the school. It has the promise of suggesting a radical overhaul of what we value in education.

    Organized for Economic Efficiency

    Urbanization has caused us to believe that ghettoization of people in cities is inevitable as we “develop.” With economic and social policies in most countries oriented toward this shibboleth, we have seen unhygienic conditions grow exponentially in cities, even as rural communities have been devastated by the loss of populations. Mental health challenges in urban communities have become alarming, accentuated simply by the inhuman stresses that accompany urban living. For our young, it has meant few physical spaces for wholesome growth and play, little opportunity for meaningful community engagement, and a social landscape tragically barren of nurturing experiences.

    By attacking densely-packed urban communities disproportionately, COVID-19 has laid bare the fallacy of organizing ourselves solely for economic efficiency. It asks us to reconsider how physical communities should be laid out, how large they should be, how they should harmonize into the surrounding landscape and how their cultural, economic and political sinews should function. We have also been fed the inevitability of globalization, almost as a primal force. It is true that it promises economic efficiency, but we have, in the process, lost much.

    Diversity is the essence of risk reduction and long-term survival and thriving, whether at the level of an organization, a community, a nation or, indeed, evolution of life itself. In a few short decades, blinded by the promise of economic efficiency, we have traded diversity away for massive inequality and loss of local skills, trades, crafts, self-reliance, agency and autonomy. Our textbooks, the only source of information promoted by our policies, have consistently failed to ignite an examination of the underlying assumptions and the all too visible outcomes among our children.

    COVID-19 has alerted us to the downsides of these Faustian bargains. Its dramatic spread is certainly a result of our way of life, with air travel being the primary vector. The heart-breaking spectacle of tens of millions of migrant workers walking hundreds of kilometers and sleeping on asphalt roads in India’s scorching summer heat is another. They discovered that they had no means of support, no community, no fallback when their employment ceased. COVID-19 has also awakened us rudely to the reality that having the world’s fastest GDP growth rate is no protection against ending up with the world’s steepest fall in GDP and widespread misery.

    Globalizing Impulse

    The globalizing impulse has led to entire education systems being unmoored from authentic experience and unresponsive to local needs. As a result, it has fostered and valorized the creation of an alienating and alienated elite. The reaction to that is a distressing level of anti-intellectualism throughout the world. That, of course, creates the fodder for the assembly line that is perhaps the holy grail of the globalizing philosophy in the first place, but it also creates a dangerous level of instability and irrationality in society that can eventually only tear everything apart.

    To the extent that we continue to regard globalization as self-evidently good, we create the potential for damaging our children, inhibiting their learning and creating a world that is less fit for them. Time has come to drop the fiction that local wisdom is somehow inferior and to engage in a meaningful dialogue that hasn’t foreclosed on the alternatives.

    To disregard such fundamental questions in an education policy adopted in the middle of the pandemic makes little sense. These should be the subject of widespread dialogue, including in our schools and colleges, before and after the adoption of the policy. The sensibilities that arise from such deliberations must inform our liberal education as well as the conduct of professions such as engineering, town planning, medicine, economics, sociology and, indeed, education. An education policy that doesn’t even consider the questions relevant to how our education system should be structured has surely not paid attention.

    India’s New Education Policy Is Full of Hodge-Podge Nonsense

    The union cabinet of the government of India recently announced its 2020 National Education Policy (NEP). This is the first education policy developed by a non-Congress party government since independence. Coming 34 years after the last formulation of a fully-fledged education policy, Indians anticipated a significant pivot in the education system to leverage the country’s demographic dividend. India’s current political leadership claimed it wanted to make the country a “vishwa guru,” the Sanskrit word for a world teacher, and would dramatically reform its education. Therefore, great expectations from the NEP seemed natural.

    Prima facie, the NEP might make many Indians happy because it has something in it for everyone. However, a careful read reveals that the NEP does little to change the direction of our education. It largely promises cosmetic changes. In essence, the NEP is a collection of myriad aspirational expressions, not a coherent policy framework.

    The ideologues of the ruling Bharatiya Janata Party (BJP) may find the references to ancient wisdom of India heartening. It might lead to young Indians learning that Banabhatta outlined 64 forms of art or Sushruta pioneered glorious surgical techniques. However, it does little to prepare the young to shape the future.

    Given my advocacy of long-term policymaking, I should have reasons to thank those who drafted the NEP. They have taken a 20-year view and set goals for 2040. Just as we plan over a 20-year timespan, not a five-year one, for our children, so should our national plans. Yet a bad 20-year plan is worse than its bad five-year counterpart, and that is my problem with the NEP.

    What Are the Changes Proposed?

    Let me pick on a key aspect of the plan. The NEP proposes the three-language formula. This means that, all over the country, students will learn three languages. These are Hindi, English and the regional language of the respective state. The government believes that it is abolishing language barriers in the country. Instead, this has triggered off a storm in non-Hindi speaking states. In Tamil Nadu, there has been long-standing opposition to Hindi as compulsory learning or administration. The three-language formula has been around since 1968 but failed to take off because parts of India resent the domination and imposition of Hindi.

    There is another tiny little matter. Demand for learning in English has taken off around the country, including and especially in Hindi-speaking areas. Thanks to the legacy of colonization, the advent of globalization and a host of other factors, English has emerged as the language of success in India. The people do not care for the three-language formula one jot. Yet the BJP’s NEP is flogging a dead horse.

    Many have lauded the NEP for promoting multidisciplinary education. This has long been discussed. At far too young an age, Indians are cast into rigid silos of arts, science and commerce. As a result, they lose love for learning and end up at lower-productivity levels than their counterparts in Europe or East Asia. The NEP allows students to change disciplines more easily along the same lines as in the US. However, this flexibility will only benefit the country if quality education is offered in different disciplines. For instance, English and history are taught terribly in a rote-based manner in most schools. Shifting from science or commerce to study either subject might enable a student to pass more easily but would achieve little else.

    The NEP offers greater flexibility in earning degrees either over a period of time or across subjects. Offering multiple entry and exit points in higher education is a good idea. It may help people find their true interests and give them second or third chances in life. However, the key logical next step is to unlink degrees from jobs, where academic degrees are immaterial. A new form of recruiting that is based on demonstrated merit and knowledge of the work itself is the way forward for the country. The NEP has missed that opportunity to curb India’s fixation with degrees and promote a culture of focus on work.

    Supporters claim that the NEP is focusing on work by combining vocational education with school and college education. In due course of time, vocational education will be on par with other degree programs. A carpenter, a plumber or an electrician will command the same respect as someone with a master’s degree in literature, history or sociology. This argument is disingenuous. Increasing “respect” for vocational programs involves changes in social perceptions. It requires much deeper and drastic changes than those envisaged by the NEP.

    Bad Thinking and Poor Drafting

    In fact, the NEP is full of seemingly good ideas that have simply not been thought through. It has passing references to fostering creativity and instituting a 360-degree view in student report cards. It also throws in digital education, adult learning and lok-vidya (folk education) about local heritage and culture. Yet the NEP fails to tell anyone how these ideas will come into practice.

    The drafters of the NEP forget that soundbites are not policy. Nor are tweaks. Turning a 5+3+2+2 system into a 10+2 or 5+3+3 one does not change the way students are taught or the way they learn. Similarly, giving a certificate after year one, a diploma after year two and a bachelor’s after year three does not change syllabi, pedagogy and learning. Yes, a student can drop out after a year with a certificate, but would that be worth the paper it was written on?

    To change education, India must improve the quality and commitment of its teachers. Training them in institutions with new names or giving students multiple exits or entries in a four-year bachelor of education program offers flexibility in getting a degree but does not improve the quality of their instruction.

    In comparison with earlier education policies, the National Education Policy is a poorly-drafted document. It is a testament to how India has regressed under the BJP. The demonetization policy was instituted by a hasty, poorly-drafted document. It seems that the government does not have the intellectual policymaking firepower of its predecessors.

    One sentence in paragraph 4.13 on page 14 of the NEP captures drafting woes common to recent government documents when it proclaims: “In particular, students who wish to change one or more of the three languages they are studying may do so in Grade 6 or 7, as long as they are able to demonstrate basic proficiency in three languages (including one language of India at the literature level) by the end of secondary school.”

    Does this mean that students can change the languages they are learning as long as they can travel into the future, i.e., Grade 12, and prove they are proficient in the new languages they choose? Or does it mean that students must be prepared to prove proficiency in the languages they choose in Grade 12? Sadly, the NEP is full of such unadulterated absolute nonsense.

    The Indian Government Is Not Letting a Pandemic Go to Waste

    Indian culture venerates tools of trade. Indeed, a special day in the festival calendar is dedicated to worshiping them. In this context, tractors and farm implements are considered almost sacred. Burning a tractor is one of the most symbolic forms of protest. Members of the main opposition party decided to engage in precisely this act. They recently burned a tractor in the high-security zone of India Gate in New Delhi.

    As per the World Bank, 41.5% of Indians are employed in agriculture. Another 20% are dependent on it. This has implications for Indian politics. Support of farmers is critical to winning elections. Agriculture is to India what the military-industrial complex is to the US. Politicians promise goodies and operate elaborate patronage systems in rural India to secure votes.

    The chaos, unruliness and terrible state of Indian cities can partly be explained by the disproportionate doling out of subsidies to rural areas. This leaves little money for urban infrastructure, which is almost invariably ramshackle across the country. Most state governments in India are headed by rural politicians. Even Karnataka, which is home to Bengaluru, the information technology capital of the country, is no exception.

    The Biggest Reform Since 1991

    With such powerful vested interests, hinting at reform is a tall proposition. The Bharatiya Janata Party (BJP) government led by Prime Minister Narendra Modi has done the unthinkable. It has dismantled state control over agricultural markets. Opposition parties are protesting because they represent rural power brokers who are deeply upset. By freeing farmers from such power brokers, the Modi government has ushered in a brave new era both for Indian politics and the economy. 

    A little bit of context is essential to understand the true implications of this move. Until now, farmers were forced to sell their produce to agricultural produce market committees (APMCs). They are dominated by rural politicians and local bigwigs who exploit farmers. For decades, farmers got pitiably low amounts while consumers paid ridiculously high prices. The middlemen who run APMCs pocketed the difference.

    At a time when GDP has been shrinking and COVID-19 has been barely tackled, the Modi-led government has introduced the most significant economic reforms since 1991. In that historic year when the US fought Iraq in the Gulf War and the Soviet Union fell, India liberalized its economy and ushered in an era of high growth. The liberalization of agricultural markets will boost farm incomes significantly. With about 60% of India’s population reliant on agriculture and allied activities, this move will increase domestic demand and bolster Modi’s political base. In addition to this, Modi is also pioneering a scheme inspired by Peruvian economist Hernando De Soto’s work that seeks to better define the property rights of the farmers.

    Other Major Measures

    Apart from agricultural liberalization, the Modi government has instituted other far-reaching reforms. It has simplified longstanding labor laws that held back manufacturing. The Modi government has also curbed the flow of foreign funding into India’s nonprofits. Many of them have been opponents of the Modi government and its policies. Now, these nonprofits stand weakened, leaving the BJP in a stronger position.

    Another development has strengthened the BJP. For decades, Bollywood has been a bastion for opponents of the ruling party. Recently, the film industry has been in trouble. The death of a small-town actor has put the spotlight on nepotism and corruption in Bollywood. Some key figures are now under investigation. As a result, Bollywood’s criticism of the BJP has become muted in some quarters but more strident in others. Bollywood’s target is a section of the media that it deems to be sympathetic to the BJP’s brand of politics.

    Such is the BJP’s domination that its ambitious legislative agenda has escaped public scrutiny and effective opposition. In June, these authors sent out a brief that explained how the ruling party needed just seven more members of parliament to control the 245-member Rajya Sabha, the upper house of the parliament. Now, the BJP has achieved that control and its MPs are ramming through reforms their party deems fit.

    Foreign correspondents working for big media outlets in New Delhi who frequent the Khan Market have failed to understand the major implications of recent moves. The Modi-led government has embarked on a new chapter. The legislative reforms it is pushing through are ambitious, far-reaching and potentially transformative. While COVID-19 is ravaging the country and China is making threatening moves on its border, India has bet boldly on big reforms. The BJP might reap a rich political harvest as a result.

    Yet even as it seems all smooth sailing for the BJP, the ruling party faces a big risk. Voters expect it to govern well. So far, several key reforms and policy initiatives have failed miserably. India’s colonial-era bureaucracy has built toilets and opened bank accounts because these did not threaten its power. In contrast, measures that threatened bureaucratic privilege, such as manufacturing reforms or indirect tax reforms, have been quietly scuttled.

    If India’s powerful bureaucracy tries similar tricks with the latest set of reforms, the ambitious Modi government might finally turn on the purveyors of red tape themselves.

    Indigenous Communities Can Counter Naxals and Protect Forests in India

    On the night of July 11, Naxalites blew up 12 buildings in the forest department’s field office-cum-quarters in the Berkela forest area of Pashchimi Singhbhum district in Jharkhand, India. Naxalites are Maoists who have fought a bloody insurgency against the Indian state in some rural and forest areas for over six decades. In 2006, Manmohan Singh, the prime minister at the time, called this insurgency “the single biggest internal-security challenge” the country has ever faced.

    In recent years, the Naxalite insurgency has ebbed. So, this attack sent shock waves across administration in general and the forest department in particular. Fortunately, no one died in the attack. The Naxals asked staff to vacate the premises and warned of consequences if police were informed before destruction. Even as the police swung into action to apprehend the attackers, forest officials huddled together for introspection.

    Forests, Minerals and Indigenous People

    I have served in the jungles of Jharkhand as a forestry professional. The attack has made me reflect deeply. Naxalite attacks in Jharkhand are not new. For years, Naxals have intimidated state functionaries through various means, including attacks and assassinations. To understand the persisting nature of the Naxalite insurgency, we have to examine Jharkhand closely.

    Jharkhand is a state that lies to the south of Bihar and the west of Bengal, two fertile Gangetic states of India. To its southeast and southwest, it borders two other poor but resource-rich states of Chhattisgarh and Odisha. Jharkhand literally means “bushland.” It is endowed with rich natural resources, including both forests and minerals such as coal, iron, copper, mica and uranium.

    Jharkhand is predominantly inhabited by diverse indigenous communities. The Indian Constitution gives these communities a “scheduled tribes” status. As per the 2011 census, they comprise 8.2% of India’s population. In contrast, scheduled tribes form a much higher 26.3% of the population in Jharkhand. Historically, Jharkhand was a part of Bihar and the people of Jharkhand felt neglected and marginalized. Therefore, they agitated for a separate state both to safeguard their identity and to achieve control over their rich resources of “jal, jungle aur jameen,” Hindi for water, forests and land.

    On November 15, 2000, Jharkhand was formed. I remember the date fondly. A grand function was held in Ranchi’s Raj Bhawan, the governor’s house. I was still what is called a “probationer” in government parlance. As an officer of the Indian Forest Service (IFS), I was doing my training at the Shri Krishna Institute Public Administration just across the road from the Raj Bhawan. Many officers were visiting from Patna and staying at the institute’s guest house. They were also milling around the resplendent surroundings of the Raj Bhawan.

    The staff of the guest house who belonged to the scheduled tribes were in a jubilant mood. I asked one of them, a gentleman named Khalkho, as to what the formation of Jharkhand meant for him. His instant response, “abua dishum, abua raj,” which translates as “our state, our rule,” still rings in my ears. Khalkho also went on to inform me that henceforth it would be his children, not dikus, the local term for outsiders, who would get preference in  jobs.

    Despite two decades of abua raj in abua dishum, all is clearly not well in Jharkhand. Berkela is barely 15 kilometers from Chaibasa, the district headquarters of Pashchimi Singhbhum. Scheduled tribes form 67.3% of the population in the district, and the region is rich both in mineral and forest resources. Forest cover forms about 47% of the area, making the district rich in biodiversity. The famous Saranda forest, known for excellent Sal trees and its natural regeneration, is also located here. Much of the Jharkhand’s mineral wealth, especially iron ore, is found under these forests.

    These rich resources have not improved the living standards of scheduled tribes of the area. Instead, the forests have become home to the Naxals who take refuge there. Various development agencies have shied away from this area. Only the forest department dares to venture there to fulfill its duty to protect and conserve Pashchimi Singhbum’s forests for posterity. The Naxal attack will certainly sap the department’s morale.

    To combat Naxalism, the forest department has to connect with local communities. Addressing their livelihood issues is essential for winning the trust of marginalized people in a resource-rich land. Only winning goodwill in Pashchimi Singhbhum and elsewhere would help combat the Naxal menace.

    Yet there is a problem. First, the mandate of the forest department is mainly the protection, conservation and development of forests, not providing livelihood or improving living standards for local communities. Second, the department lacks adequate resources to reach out to communities even if it was given the mandate to do so. The budget allocations for forest departments across India have been low and Jharkhand is no exception.

    Involve Indigenous Communities to Save Forests

    Few realize that forests and indigenous communities have a symbiotic relationship whether in the Amazon or in Pashchimi Singhbhum. They worship nature and tend to revere trees. They have used forest resources sustainably for centuries if not millennia. Therefore, it is important for any forest department to work with these communities. To be fair to the forest department in Jharkhand, it is already making an effort to do so. However, it faces a vicious timber mafia that is hell-bent on chopping down trees to meet rising urban demand. Mining — legal and illegal — is another threat to forests and local communities. Too often, the forest department finds itself outgunned and is unable to protect these communities or the forests they live in.

    Goal 15 of the Sustainable Development Goals of the United Nations aims to “protect, restore and promote sustainable use of terrestrial ecosystems, sustainably manage forests, combat desertification, and halt and reverse land degradation and halt biodiversity loss.” To achieve this, the government of Jharkhand has to focus on people-oriented natural resources governance. Simply put, they have to involve local communities in the conservation of forests and make the forest department work closely with them.

    My experience of working in various forests in Jharkhand tells me that sometimes, overzealous measures by dogmatic forest officials do more harm than good. They often take draconian action against indigenous communities for petty offenses that probably should not have been illegal in the first place. After all, these communities have to live. The forests are their only sustenance. So, draconian implementation of some laws leads to the forest department losing the trust and faith of the indigenous communities.

    Of course, there are many forest officials who are empathetic, courageous and exceptional. They interact with local communities on a day-to-day basis. Indeed, these officials maintain high moral standards even when their very lives are in danger.

    The Naxals are not like Russian or Chinese communists of the last century. They do not really have any ideology. Instead, they have become a vocation for unemployed, disgruntled and misguided youths. Many Naxals are recruited by intimidation and are then subjected to indoctrination. Quite a few of them start enjoying the power that comes from wielding a gun. These youths invariably come from marginalized indigenous communities and find Naxal propaganda seductive.

    To counter the Naxals, both the state and central governments must gain the confidence of the indigenous communities living in the forests. To do so, the government must protect their forest-based livelihood. It must also generate sustained employment through forest-based skill development programs that teach indigenous communities to put their incredibly rare know-how to good use.

    Such policies would increase the living standard of local people. They would also turn the indigenous communities into the eyes and ears of the government, thwarting Naxal violence. These policies would also involve the delegation of some powers and financial authority to local forest officials and indigenous communities. It would be fair to say that it is time for a real abua raj in abua dishum.

    A Year On, the Clean India Mission Falls Short

    Research amidst the COVID-19 pandemic has shown that the virus is transmitted through wastewater. This makes it crucial to revisit the goals of India’s ambitious Swachh Bharat Mission (Clean India Mission, or SBM) that came to a close almost exactly a year ago. While there were substantial improvements made in toilet coverage, a lack of data clarity muddies an understanding of exactly how large these improvements were across the country. According to government estimates, national sanitation coverage was 51% in 2014 when SBM began and reached 78% in 2018, less than a year prior to the end of the program. While this certainly shows progress — the national average was just under 26% in 1999 — no one would think to take these numbers and simply round up to 100%.  

    But at the close of the SBM last fall, this is exactly what Prime Minister Narendra Modi did. Speaking to a crowd, Modi proclaimed that India was now completely open defecation free (ODF), with sanitation coverage reported by the SBM portal as 100% in rural areas and, inexplicably, 105% in urban areas. From the start of the 2014 campaign, the central government maintained that in just five short years, India would be ODF. Despite the gains made, a singular focus on meeting steep targets in a very short amount of time seems to have put Modi in a tight spot by the time October 2019 rolled around. 

    Caste Politics Overshadow Sanitation Issues in India

    The gaps have been, at times, glaring. News reports from established outlets all over the country reported open defecation in areas that were already recorded as ODF. A 2018 study by the Rice Institute estimated an open defecation rate of 44%, meaning nearly half of the sampled population was still engaging in the practice hardly a year before SBM ended. In urban areas the picture looks a bit better: 95% of urban households access an improved toilet. But this includes community toilets, which may be used by hundreds of other families and are often plagued with maintenance, hygiene and safety issues. Furthermore, one survey from 18 states identified over 48,000 manual scavengers still cleaning “dry” toilets which do not discharge into sewer lines.

    Social Pressure-Cooker

    What explains these inconsistencies? The use of shame-based tactics to stop open defecation, alongside a rush to meet ODF goals, have built up a pressure-cooker environment. The SBM has continued prior national efforts that deemphasized technical solutions and focused heavily on strategies to encourage behavior change at the local level. One such strategy is Community-Led Total Sanitation (CLTS), which hinges on “triggering” disgust and extreme emotions among community members to spur the abandonment of open defecation. Despite some concerns about shame-based approaches, the SBM continued with the CLTS Foundation and others as implementation partners.

    But open defecation is an issue that needs more than short-term emotional reactions. The longstanding practice is mired in cultural tradition, casteist taboos and environmental factors, among others. Some reasons people give for it is that they do not wish to empty a pit themselves, that it is considered more hygienic to defecate further away from the home — certainly reasonable considering how few poor Indian homes have running water — or that community toilets are dirty and unsafe, so squatting in a quiet area nearby is actually preferable.

    In the SBM environment, people who have not built a toilet, for whatever reason, are highly likely to experience retaliation for continuing to defecate in the open. Because Indian culture is quite collective — the actions of one person are seen to have radiating effects on the family and community — sometimes social pressure can play a role in nudging behavior change. However, this is a slippery slope. In India’s highly unequal society, characterized by stark gender and caste-based hierarchies amidst a wide array of languages and ethnicities, such strategies have the potential to be misused, with large social costs.

    There is ample evidence to show this. In June 2017, Zafar Hussein, a local community leader agitating against the eviction of his settlement in Rajasthan, was allegedly beaten to death by local officials for trying to stop officials from taking photographs of women defecating in the open. His death was reported by multiple outlets. In other areas of Maharashtra, people have been followed by a loud band, jailed or fined for defecating in the open.

    Walls of shame have been instituted by local village councils onto which the names and photographs of people defecating openly are be pasted. These individuals were often removed from eligibility for local government programs. The previously mentioned Rice Institute study also recorded coercion and threats of the loss of government rations as a way to bring down open defecation rates. Notably, the study found that Dalits and Adivasis were the most likely to face such behaviors. India’s Health Ministry has publicly denounced the results of the Rice survey. But in September last year, weeks before Modi’s ODF declaration, two young Dalit children were beaten to death in their village in Madhya Pradesh for defecating in the open.

    Numbers, Strategies and Health Equity

    These debates over sanitation data are not merely academic exercises. They have real, material impacts on people. In some ways, the above tragedies are not surprising. If a hasty approach is taken toward declaring areas ODF, it follows that any activity hinting that this claim is not matched by reality will be quashed. Despite this, the Bill and Melinda Gates Foundation bestowed the Global Goalkeeper Award upon Modi last year. It is surprising that one of the largest, most influential health organizations in the world, committed to facts and data, accepted without question the Indian prime minister’s claims, failing to consider all the evidence to the contrary.

    So what is the solution? Certainly, the answer is not to give up on sanitation programming as the need remains great. There are several organizations on the ground that have successfully integrated mobilization with communities, technical expertise and a sustained presence through which people are not merely pressured to stop a practice but meaningfully guided toward an alternative and given the facts and tools to integrate that alternative into their lives.

    However, this takes a more long-term presence, a less single-minded focus on quick targets, a commitment toward waste management infrastructure besides just toilets, and a willingness to meet people where they are. Further, the same people who have fallen through the gaps in the SBM are those with a lot to lose during the current pandemic: the rural poor, slum-dwellers, sanitation workers, manual laborers and migrants. Brutal crackdowns against those who kept working amidst India’s COVID-19 lockdown illustrate that retaliation cannot continue to be a solution when reality does not match the official word. Amidst the pandemic, sanitation infrastructure and the transparency of data surrounding it are necessities that cannot afford to wait.

US President Donald Trump’s taxes were the talk of the town, before he landed in hospital with COVID-19 himself. In such a milieu, it is easy to overlook a tempest in Asia. On October 5, China threatened to make India’s latest strategic tunnel unserviceable even as Indian engineers race against time and tough conditions to bolster their country’s border infrastructure.

    Han and Hindu Nationalism Come Face to Face

    For the last few months, India and China have been clashing over icy heights on the roof of the world. Their undefined border and contesting claims are causing increasing unease in the world’s largest and most populous continent. They are also leading to new moves on the geopolitical chessboard that might have historic consequences.

    Tibetan Troops, Article 370 and Ladakh

    Tenzin Nyima, a company leader in India’s shadowy Special Frontier Force (SFF) and a stateless Tibetan refugee, died on the contested Line of Actual Control that separates territories controlled by India and China. Hundreds of thousands of Tibetan refugees have lived in India since the Dalai Lama’s flight to the country in 1959. A select few serve in the SFF, an extremely tough outfit that excels in high-altitude operations.

    The Tibetan Kashag was the de facto independent government of Tibet before the invasion by China’s People’s Liberation Army (PLA) in 1950, which was condemned by the United Nations General Assembly. The SFF fights under the snow lion flag of the Tibetan Kashag. The Central Tibetan Administration, known as the Tibetan Government in Exile, also uses the same flag. Understandably, the PLA, the Communist Party of China (CCP) and Chinese nationalists are not too fond of this symbol.

    Nyima’s funeral in Ladakh occurred with much honor. Importantly, Ram Madhav, then the general secretary of India’s ruling Bharatiya Janata Party (BJP), was present at the funeral. His admirers refer to him as the “Kissinger of India.” More pertinently, Madhav is one of the most influential political figures in India and a key ideologue on strategic matters. He was a key architect of the BJP’s Kashmir policy and was instrumental in removing Article 370 last year, which ended Jammu and Kashmir’s autonomy. By honoring Nyima, Madhav is making a symbolic but profound point: He is signaling support for the Tibetan cause.

    As most Indians and India hands know, the BJP had been vowing to remove Article 370 for decades. Once Prime Minister Narendra Modi won historic reelection last year, the BJP made a bold bet and removed this article from the constitution. It carved out Ladakh from the state of Jammu and Kashmir as a separate union territory. The people of this land practice Tibetan Buddhism, share ethnic kinship with Tibetans and follow the Dalai Lama. By removing Article 370 and giving Ladakhis their own territory, India has upset not only Pakistan but also China.

    Salami Tactics

    Historically, India’s stand on Tibet has been ineffectual. Despite domestic opposition, Jawaharlal Nehru acquiesced to the Chinese conquest of Tibet. Even after the disastrous defeat of 1962, India’s first prime minister did not come down on the side of the Tibetans. The Dalai Lama has lived in India for decades, but Delhi has never openly supported Tibetan independence or autonomy. In contrast, China has allied with Pakistan and opposed India’s interests in Jammu, Kashmir and Ladakh.

    Since Modi came to power in 2014, he has met Chinese President Xi Jinping 18 times. He has been conciliatory and accommodating to Xi. Even before Modi, India opened its markets to Chinese products. This economic engagement was for a strategic reason: India wanted peace with its larger neighbor and aimed to wean it away from Pakistan. Instead, China has consistently followed salami tactics, and, this year, it cut off a larger slice of Indian territory.

    Chinese actions led to Modi losing face earlier this year. The Indian National Congress (INC) party tried to paint him as the new Nehru. For the Nehru dynasty that still leads the INC, a debacle for Modi would wash off Nehru’s sins and damage the BJP. In the brutal battle for national dominance, an embarrassment for Modi would boost the INC. Hence, it is no surprise that Modi and Madhav are pushing back so strongly against China.

    In recent years, India has been preparing for a two-front war. In 2018, India’s Air Force conducted its largest exercise to counter a joint China-Pakistan invasion. The junior minister in charge of border roads is General V.K. Singh, the former army chief. More than most, he understands the key need for border infrastructure and has been pushing hard for it. This has caused the Chinese grief because Indian infrastructure upgradation of its Central Asian tracts chips away at the PLA’s strategic advantage.

    Public Sympathy

    In recent weeks, Modi has gained public sympathy. The Indian public blames Xi for backstabbing him and the Indian intelligentsia for being too naive, if not deluded, about China. This public support has allowed Modi to take a stronger stance against Beijing. The PLA and Xi have been caught off guard. At high altitudes, Chinese troops have been weighed, measured and found wanting. Indian troops have not rolled over as in 1962. In fact, they have given the PLA a bloody nose. This is deeply embarrassing for a country with superpower pretensions. China is setting itself up as a counterpart to the US. Anything short of a conclusive victory against a country China deems to be its inferior would be nothing short of a national disaster.

    As two of the authors explained in a historical analysis of the India-China conflict, Beijing has become more aggressive since Xi came to power. The PLA has consistently and constantly claimed territory India considers its own. As a result, confrontations have been on the rise. There is a real risk that Xi might be overplaying his hand.

    What Xi fails to appreciate is that 2020 is not 1962. Over the last few months, China has lost the element of surprise. Indian troops are mobilized all along the border and have more experience of high altitudes. Furthermore, Tibetans and other mountain troops fighting for India are local lads with old scores to settle with the PLA. They come from communities who practice Tibetan Buddhism. Hence, they resent Beijing for cultural genocide in Tibet and do not want to live under its yoke. These troops are fighting for their freedom and are in a do-or-die mood. The next clash could easily spill over into an all-out war.

    Xi forgets that India has less to lose in case of war. A decisive defeat would merely confirm its underdog status and win international sympathy. Even if India loses but its troops acquit themselves well, China would be humbled. However, if China loses, Xi himself and his CCP might find themselves in trouble. On a simple cost-benefit calculus, a Xi-led China has no rational reason to go to war against a Modi-led India.

    There is another key reason for China to wind down tensions. After decades of licking their wounds, Tibetans have now openly entered the fray under their fabled snow lion flag and with the blessing of India’s political leadership. It is no longer two militaries clashing for icy crags but two ideas colliding head-on. A military clash might be about to turn into a political, religious and cultural conflict.
