    The Role Turkey Can Play in Afghanistan

    Turkish President Recep Tayyip Erdogan caused waves at the NATO summit in June, announcing that Turkey would continue to protect Kabul airport following the complete NATO withdrawal from Afghanistan. Kabul airport is Afghanistan’s principal air connection to the outside world, and it is vital for the security of diplomats and aid workers in the country.

    The proposal needs to be seen in the context of the broad militarization of Turkish foreign policy. In recent years, Ankara has deployed armed forces for geopolitical leverage in Syria, Somalia, Libya, the Eastern Mediterranean and Azerbaijan. The associated costs have remained very low, further emboldening Turkish policymakers. In Somalia and Syria, the Turkish military also gained experience operating in theaters where armed militants pose significant security challenges.

    The main factor behind the airport proposal, however, is Turkish-American relations. Ankara hopes to regain favor with Washington after a string of diplomatic crises. The Turkish side knows its hand is weakened by issues such as its acquisition of the Russian S400 air defense system and Washington’s responses, including CAATSA sanctions and removing Turkish manufacturers from the supply chain for the new F35 warplane. The Countering America’s Adversaries Through Sanctions Act, known as CAATSA, is a law passed by the US Congress in 2017 that intended to penalize Russia. In December 2020, Turkey was added to the sanctions list for its purchase of the S400. The proposal to help out in Afghanistan emerged as an obvious way to improve bilateral relations with the US.

    A Good Reputation

    As the only Muslim-majority member of NATO, Turkey played important roles in Afghanistan. Former Turkish Foreign Minister Hikmet Cetin served as NATO’s first senior civilian representative in Afghanistan and Turkish officers twice commanded the International Security Assistance Force (ISAF). There are currently 500 Turkish soldiers serving with the NATO mission. Turkey never deployed a combat force, however. The Taliban, in turn, avoided targeting Turkish forces; there has only been one attack on a Turkish unit.

    Additionally, Turkish state institutions and NGOs conduct a broad range of cultural and educational activities and supply extensive humanitarian aid. Reports confirm the ability of Turkish officials and volunteers to engage with Afghan society on equal terms. Shared religious and cultural elements certainly help. Although the Taliban accuses of Ankara being too pro-Uzbek, Turkey is viewed very positively across Afghan society. This, together with its ability to talk with all sides and its non-combat role in ISAF, places Turkey in a unique position.

    However, protecting Kabul airport would change the nature of Turkey’s involvement. While the Afghan government welcomed the idea, the Taliban have repeatedly declared that they will not tolerate even a residual foreign force. That implies that the Taliban would target Turkish troops, risking drastic consequences for Turkey. To avoid this, Turkey’s extended stay requires prior agreement with all Afghan parties, and Ankara will use its diplomatic capacity to seek such an agreement. Moreover, rather than focusing solely on leaving a residual force, Turkey could use its diplomatic and humanitarian leverage to pursue a more comprehensive approach to the Afghan problem.

    Intra-Afghan Agreement Needed

    The current peace agreement involves only the United States and the Taliban. There is as yet no peace agreement between the Afghan government and the Taliban. As the withdrawal of NATO forces accelerates, the conflict is now between the Taliban and Afghan government forces. Despite NATO’s decades of investment, the Afghan army is no match for the Taliban. In fact, a major Taliban offensive is already underway. Kabul may not fall immediately, but time is on the side of the insurgents. But if the Taliban overplays its hand and tries to dominate the entire country, there will be a backlash, particularly from the non-Pashtun ethnic communities.

    In that case, Afghanistan is likely to descend back into civil war. Under such circumstances, a Turkish military presence would be too risky and unsustainable, even with agreements with the government and the Taliban. Rather than focusing only on protecting Kabul airport, Turkey should place its diplomatic weight behind a peaceful settlement between the Taliban and the government before violence spirals out of control. The first step toward a broader agreement between the Afghan parties themselves would be for Ankara to reach an agreement with each of them. This road is arguably a stony one, but it offers much greater rewards. Turkey would certainly need the support of other countries to overcome the obstacles involved.

    The first challenge is to bring the Taliban to the negotiating table with the Afghan government, which Turkey and the international community have so far failed to achieve. Here, Turkey can benefit from its exceptionally good relations with Pakistan and Qatar. Qatar is home to the Taliban’s only external office and relations are cordial. Pakistan, where many senior Taliban leaders reside, has the greatest leverage. Even though large segments of Afghan society frown on Pakistan’s involvement in their country, its influence over the Taliban would be crucial for reaching a negotiated settlement.

    Europe should be more active and support Turkey’s efforts diplomatically and economically. As well as that being the morally right thing to do, Europe has a tangible interest too. A resurgence of fighting in Afghanistan would trigger a wave of migration. Afghans are already the second-largest migrant community in Turkey after the 3.6 million Syrian refugees. They also formed the second-largest group of new asylum applications in Germany in 2020. Given Iran’s open-door policy, it would be realistic to expect waves of Afghan migration to Turkey and on to Europe. The specter of a new refugee crisis looms.

    Britain Must Protect Afghanistan’s Chevening Scholars

    On June 1, the UK defense and home secretaries announced that the local staff who worked for the British government in Afghanistan, including many interpreters for the British military, would be eligible for expedited relocation to the UK under the Afghan Relocation and Assistance Policy (ARAP).

    The new policy states that “any current or former locally employed staff who are assessed to be under serious threat to life are offered priority relocation to the UK regardless of their employment status, rank or role, or length of time served.” To date, more than 1,300 Afghans and their families have been relocated to the United Kingdom. Another 3,000 more are expected to relocate.

    Scholars Under Threat

    The ARAP rightly assesses that the local Afghan staff who have worked for the British over the past 20 years are at risk. However, it fails to recognize that Afghan graduates of British universities face a similar threat. These graduates have been one of the main drivers of development in Afghanistan. They have worked for the United Nations, the World Bank and various government entities around the country. They have also promoted British cultural values in Afghanistan. Naturally, the Taliban does not view them favorably.

    In particular, the Chevening scholars attract the ire of the Taliban. Over the years, the British Foreign, Commonwealth and Development Office (FCDO) has given out scholarships to some of the most promising Afghan students. Their identification with Britain has attracted special attention from the Taliban, who have called them the “spies of the Englishmen” and “children of the devil ” among other things. Such sayings have not been reported in Western media, but Afghans know this only too well.

    International forces have just withdrawn from the Bagram airbase. The Taliban are gaining ground and have even captured the main border crossing to Tajikistan. The Afghan government forces are crumbling. Kabul is already a dystopian city. The progress Afghanistan made around human rights, women’s empowerment, education, economic development and in other areas is already being rolled back. The Taliban view of the world is almost medieval. Harsh Islamic law that bans modern banking, women’s rights and fundamentals such as freedom of expression will soon hold sway again. Chevening scholars are likely to be hunted down and slaughtered, often publicly, because they are tarred by their association with Britain.

    The Taliban have a terrible track record. In the past, they have killed thousands of people, closed down schools for girls and imposed draconian punishments, often as a public spectacle. It is an open secret that al-Qaeda used Afghanistan as a base during the reign of the Taliban. Those dark days are about to return, and anyone associated with the West will be targeted. Those associated with the US and the UK are already paying with their lives.

    Three Good Reasons

    The British government has a moral obligation not only to the local staff but also to the Chevening scholars. The ARAP should cover the latter too. The very scholarship the FCDO granted to promising Afghan students has now become a noose around their necks. The Chevening scholarship has opened new doors for Afghan graduates, but it has also marked them down as Western collaborators in the eyes of the Taliban. Women scholars in particular face a risk. They are often seen as corrupted by Western values and a threat to the traditional Islamic order. Abandoning these scholars to their fate would be the wrong decision for any fair-minded British government.

    There is also an economic argument for admitting Afghanistan’s Chevening scholars. In the post-Brexit era, the UK wants to be a global hub for talent. It is in the self-interest of the British government to attract highly skilled and driven professionals from around the world. The Chevening scholars have been trained in the finest British universities. Many of them have also worked abroad or have professional experience with international organizations. They have the skills, the resilience and the initiative to contribute greatly to the British economy. 

    There is a social argument for Chevening scholars too. They are some of the most cosmopolitan and cultured people in Afghanistan. While studying in the UK, many were active in student life, organizing discussions, volunteering with charities and hosting cultural events. They have an ability to assimilate into the British culture while adding a distinctive flavor to an increasingly multicultural nation. The Afghan scholars are likely to contribute to the arts, civic engagement and the communities they join. They will be an asset to the UK just as the Huguenots, the Jews, the Pakistanis, the Indians and countless others have been in the past.

    So Far, Biden’s Foreign Policy Is Proving Too Conventional

    On the domestic front, Joe Biden is flirting with transformational policies around energy, environment, and infrastructure. It’s not a revolution, but it’s considerably less timid than what Barack Obama offered in that pre-Trump, pre-pandemic era.

    When it comes to foreign policy, however, the Biden administration has been nowhere near as transformational. The phrase Joe Biden has used so often is “America is back.” That sentiment certainly captures some aspects of Biden’s relationship with the international community, such as repairing relations with the World Health Organization and rejoining the Paris climate accords. In these ways, the administration has brought America back to the status quo that existed before Trump was unleashed on the world stage.

    But on some very important issues — China, Iran, Cuba, North Korea — President Biden hasn’t managed to restore even the previous status quo. His approach to military spending and the arms race is decidedly hawkish. His message on immigration, as expressed by Vice President Kamala Harris on a visit to Guatemala earlier this month, effectively erases the inscription on the Statue of Liberty by telling potential border crossers in the region to stay home. Okay, foreign policy is not a winning issue at the ballot box, and Biden certainly has a lot on his agenda. But even the notoriously cautious Obama took some courageous steps with Tehran and Havana.

    It’s possible that Biden is focusing on America first before turning to the world as a whole. It’s also possible that he’s simply not interested in altering US foreign policy in any significant way beyond removing US troops from Afghanistan. True, it was exhilarating to have a conventional president again after Trump. But conventional, when it comes to US foreign policy, is just not good enough.

    Confronting China

    If the Biden administration’s overriding domestic preoccupation is a sustainable economy, then its dominant foreign policy obsession is China. Biden and Xi have spoken only once, by telephone in February. Xi participated in Biden’s virtual climate confab in April. They are likely to meet face to face sometime this year, possibly around the G20 summit in Rome in October. There’s been talk of greater cooperation on addressing the climate crisis. And there haven’t been any overt military confrontations in the South China Sea or elsewhere.

    But otherwise, Biden and Xi have not really gotten off on the right foot. It was a no-brainer for the new Biden administration to lift the Trump-era tariffs on Chinese products and de-escalate the trade war that unsettled manufacturers and consumers on both sides of the Pacific. The Biden team is ostensibly doing a review of US-China trade policy with a focus on whether Beijing has met its commitments under the “phase one trade deal” signed back in January 2020 (so far, it’s been a mixed record of China meeting some targets for US imports and missing others).

    The review is more than just bean-counting. In a marked departure from the usual neoliberal trade talk coming out of Washington, US Trade Representative Katherine Tai has said, “I want to disconnect this idea that the only way we do affirmative trade engagement, trade enhancement is through a free trade agreement.” Tai prefers to operate according to a “worker-centric trade policy” that evaluates China on issues of forced labor, workers’ rights and the environment. A more nuanced approach to trade is all to the good, of course, and Tai should be commended for breaking with the Washington consensus.

    But taken in conjunction with other Biden administration policies, the reluctance to lift tariffs on Chinese goods is part of a full-court economic press on the country. The Biden administration has effectively continued the Trump approach of not only lining up allies in the region to contain China (the Quad, the Blue Dot Network) but enlisting European countries as well to join the bandwagon. In his recent trip to Europe, Biden corralled the G7 to create the Build Back Better World (B3W) initiative, a purported alternative to China’s Belt and Road infrastructure program, and twisted some arms to get NATO to prioritize China as part of its mission.

    NATO’s new emphasis on China reflects the Pentagon’s shift in focus. Trump might have loudly proclaimed his anti-China animus, but the Biden administration is determined to close what it calls the “say-do gap” by expanding capabilities beyond the Navy to challenge China in the air and above.

    China’s moves in Hong Kong, Xinjiang and the South China Sea are deeply troubling. Nor is Beijing doing nearly enough to green its Belt and Road Initiative. But the Biden administration needs to think creatively about how to leverage China’s own multilateral aspirations in order to address global problems. Trade tensions and disagreements about internal policies are to be expected. Yet the Biden administration has an urgent and historic opportunity to work with China (and everyone else) to remake the international community.

    Sparring With Iran

    Another no-brainer for the Biden administration was reviving the Iran nuclear agreement that Trump tried to destroy. Granted, it was tricky to unwind the sanctions against Tehran and address Iran’s demands for compensation. It wasn’t easy to reassure the Iranian leadership of the sincerity of US intentions given not only Trump’s past hostility but the current animosities of congressional Republicans. And there was also Israel, which was doing everything within its power to scuttle diplomacy up to and including sabotaging Iran’s nuclear facilities and assassinating Iranian scientists.

    These obstacles notwithstanding, the Biden team could have gotten the job done if it had started earlier and been more flexible. Not wanting to open itself up to criticism from hawks at home, however, the administration argued for a mutual, step-by-step return to the agreement. By contrast, Iran quite sensibly argued that the United States, since it attempted to blow up the agreement, should be the first to compromise by removing sanctions, a position that some US policymakers have also supported.

    Meanwhile, the Biden administration is continuing a tit-for-tat confrontation with militias aligned with Iran. This week, the administration launched airstrikes against facilities on the Iraq-Syria border from which these militias have allegedly attacked US.bases in Iraq. US forces in Syria subsequently came under rocket fire.

    Why are there still US soldiers in Iraq and Syria? Didn’t the Biden administration commit to ending America’s endless wars? Although US forces are scheduled to depart Afghanistan in September and Washington has pledged to remove troops from Iraq as well, negotiations around the latter have yet to produce a timetable. Removing 2,500 US soldiers from Iraq would please the government in Baghdad, remove an irritant in US-Iranian relations and take US personnel out of harm’s way. What’s not to like, Joe?

    Getting Nowhere With Cuba and North Korea

    Late in his second term, Barack Obama orchestrated a bold rapprochement with Cuba. After lifting financial and travel restrictions, Obama visited the island in March 2016 to meet with Cuban leader Raul Castro. It wasn’t a full opening. Washington maintained a trade embargo and refused to close its anomalous base in Guantanamo. But it was a start. Donald Trump brought a quick end to that fresh start by reimposing the restrictions that Obama had lifted.

    Joe Biden promised to resurrect the Obama policy. Trump’s reversals, he said as a candidate, “have inflicted harm on the Cuban people and done nothing to advance democracy and human rights.” And yet, as president, he has done nothing to reverse Trump’s reversals.

    As Karen de Young writes in The Washington Post, “Under Trump restrictions, non-Cuban Americans are still prohibited from sending money to the island. Cruise ships are banned from sailing from the United States to Cuba, and the dozens of scheduled U.S. commercial flights to Cuban cities have largely stopped. Tight limits remain in place on commercial transactions.”

    The reason for the new administration’s lack of action, beyond its concerns about human rights in Cuba and its fear of Republican opposition in Congress, boils down to domestic politics. Robert Menendez, the Democratic senator from New Jersey who never liked the Obama-era détente with Cuba in the first place, represents a key obstacle in Congress. Public opinion in Florida among Cuban-Americans, which had swung in favor of rapprochement during the Obama period, has now also swung decisively in the other direction, thanks to a steady diet of Trumpian demagoguery.

    Here, the Biden administration could try something new by closing Guantanamo. The administration is already launching a quiet effort to close the detention facility at the base by resolving the status of the several dozen inmates. He should go even further by rebooting Guantanamo as a center for US-Cuban environmental research, as scientists Joe Roman and James Kraska have proposed.

    North Korea, meanwhile, is the one place in the world where Trump sought to overturn decades of US hostility. His attempts at one-on-one diplomacy with North Korean leader Kim Jong-un didn’t achieve much of anything, but it still might have served as a foundation for future negotiations. Biden has instead followed the script of all the administrations prior to Trump: review policy, promise something new, fall back on conventional thinking.

    The administration finished its review of the North Korea policy in April. Biden rejected his predecessor’s approaches as misguided and has relied on the usual big-stick-and-small-carrot policy that stretches back to the 1990s. On the one hand, Biden extended sanctions against the country and has maintained a military encirclement. On the other, his emissaries have reached out to Pyongyang, with Special Representative for North Korea Sung Kim saying this month that the United States would meet with Pyongyang “anywhere, anytime, without preconditions.” “Without preconditions” is fine. But what about “with incentives”?

    Because of the COVID-19 pandemic, North Korea is more shut off from the world than usual. It is preoccupied with the economic challenges associated with its increased isolation. In his annual address in January, Kim Jong-un made the unusual admission that the government’s economic program fell short of its goals. More recently, he has said that his country is “prepared for both dialogue and confrontation, especially … confrontation.”

    Biden should focus on the first half of Kim’s sentence. South Korea’s progressive president, Moon Jae-in, nearing the end of his own tenure, very much wants to advance reconciliation on the peninsula. Instead of beefing up its military containment of the isolated country, Washington could work with Seoul to break the current diplomatic impasse with a grand humanitarian gesture. Whether it’s vaccines, food or infrastructure development, North Korea needs help right now.

    Military Exceptionalism

    It’s still early in the Biden administration. Remember: Obama didn’t achieve his major foreign policy milestones in Iran and Cuba until later in his second term. Biden no doubt wants to accumulate some political capital first by repairing relations with allies and participating in multilateral fora on the global stage and achieving some economic success on the home front.

    The administration’s position on military spending, however, suggests that Biden is wedded to the most conventional of thinking. The United States is poised to end its intervention in Afghanistan and reduce its commitments in the Middle East. It is not involved in any major military conflicts. Everyone is wondering how the administration is going to pay for its ambitious infrastructure plans.

    So, why has Biden asked for a larger military budget? The administration’s 2022 request for the Pentagon is $715 billion, an increase of $10 billion, plus an additional $38 billion for military-related spending at the Energy Department and other agencies. True, the administration is hoping to boost non-military spending by a larger percentage. It is planning to remove the “overseas contingency operations” line item that funded the wars in Afghanistan and Iraq.

    But if there ever was a time to reduce US military spending, it’s now. The pandemic proved the utter worthlessness of tanks and destroyers in defending the homeland from the most urgent threats. Greater cooperation with China, a renewed nuclear pact with Iran and a détente with both Cuba and North Korea would all provide powerful reasons for the United States to reduce military spending. To use Joe Biden’s signature phrase, “C’mon, man!”

    Joe Biden Meets Afghanistan’s Leaders as the Country Faces Collapse

    The security situation in Afghanistan is deteriorating dramatically. The Taliban have captured the country’s border crossing to Tajikistan. Prospects of civil war have risen.

    Even as the US withdrawal gains momentum, Afghan leaders are visiting Washington to meet President Joe Biden on June 25. This includes President Ashraf Ghani and Abdullah Abdullah, the chairperson of the High Peace Council for Reconciliation.

    The Taliban are filling the vacuum that Americans are leaving behind. Violence has surged across Afghanistan and the government is losing territory by the day. As September 11, the deadline for the departure of American troops, draws nigh, the Taliban are becoming increasingly emboldened.

    The government in Kabul has a reputation for corruption and is proving to be ineffective. People are dying every day in cities, towns and villages from terror, crime and hunger. The US is leaving behind a royal mess. If its presence in Afghanistan was problematic, its withdrawal promises to be doubly so.

    Ghani Is Running Out of Time

    Stakes are high in Biden’s first meeting with the Afghan leaders even if expectations are low. Ghani is not an ideal interlocutor. He has presided over a notoriously corrupt administration of a failing state. Kabul’s writ does not even run in the city. Even if Biden and Ghani do a dream deal, the latter is highly unlikely to be able to uphold his part of the bargain.

    Biden wants to bring back American troops and minimize the instability that will inevitably follow in Afghanistan. He needs a good partner to work with. Once, Ghani was the blue-eyed boy of Washington. His academic credentials and bureaucratic experience gave him a halo that few Afghans possessed. Ghani has squandered all the resources that the US provided him. He has few, if any, opportunities left. Ghani’s government is on the verge of total collapse.

    According to a new assessment of the US intelligence community, Ghani’s government could collapse within six months of the American military withdrawal from Afghanistan. The government has lost credibility because it has failed to provide basic public services to the people. Consequently, the people have lost hope. Yet again, Afghans are voting with their feet and leaving the country in droves.

    Like many African strongmen, Ghani has surrounded himself with sycophantic cronies. He sees himself as the savior and messiah of Afghanistan. The president has no idea that he has lost all credibility in his second term. His lofty rhetoric fails to reflect Afghanistan’s grim realities.

    Ghani is not entirely delusional, though. He realized fully well that he occupies his fancy palace in Kabul thanks to the barrels of American guns. Once the Americans leave, he is toast. Therefore, he has opposed Biden’s peace plan that calls for a political settlement between warring parties, including the Taliban. Unsurprisingly, Pakistani Prime Minister Imran Khan has lauded Biden’s plan. 

    What Joe Biden Must Do

    Afghans fear that the US might be leaving their country to the mercy of the Pakistani generals. After the last Soviet troops departed from Afghanistan in 1989, the Pakistan-trained Taliban took over. This provided Pakistan with strategic depth, jihadis to send to India and a bargaining chip vis-à-vis Washington. History might be about to repeat itself and Afghans are terrified of another tragedy.

    Biden is meeting Ghani to reassure Afghans that he is not leaving them to the Taliban wolves. The official American line is that the US will continue to support the legitimately elected government in Kabul. Yet the Americans are infamous for short attention spans and Afghans fear they will be forgotten again. After all, Charlie Wilson could raise a ton of money to fight the Soviets but very little for schools or hospitals afterward. As the iconic American movie on the late congressman records, no one cared.

    There is another historical parallel. When US troops left Saigon in 1975, the Viet Cong overran Vietnam. As the last American planes fly back from Bagram, the Taliban could do the same in Afghanistan. Washington must act differently this time around. The US has to back Afghan security forces, put its weight behind a people-centered peace process and uphold Biden’s much-touted democracy agenda.

    If the US fails, the Taliban will be in charge. Pakistan will make Afghanistan a puppet state. Bagram, the closest American airbase to China’s western borders, might well fall to Beijing. China’s Belt and Road Initiative (BRI) might expand into Afghanistan too. The risks for Afghanistan, the region and the US are only too real.

    In an article for The Washington Post, David Ignatius argues that “a summer of pain awaits” Afghanistan. Over the years, American leaders have found themselves in a Catch-22 regarding Afghanistan. They cannot tell the public that Afghanistan deserves American blood and treasure forever. Nearly 20 years have passed since the tragic 9/11 attacks in the United States. American troops have patrolled Afghanistan’s dusty roads, fighter jets have flown endless sorties and drones have liquidated fearsome foes. Yet peace is nowhere in sight. At the same time, packing up and leaving only fuels the raging violence further, leaves behind a geopolitical vacuum and allows rival powers leverage against American interests.

    Donald Trump promised American troops would come home when he was president. Biden has set a date for the final withdrawal. By doing so, he has tied his hands. The Taliban now know that American troops are preparing to leave and will soon be gone. In their worldview, the Taliban have made history. After humbling the Soviets, they have defeated the evil Uncle Sam. They see themselves as superiors of super powers in their own backyard. With morale sky high, they have launched bold military operations to take over Afghanistan. It seems the US can do little to prevent the Taliban from taking over.

    Yet things are never as dire or as rosy as they seem. Many Afghans have fought the Taliban and are willing to fight them again. The Ghani government may be incorrigibly corrupt, but its officials want to avoid the fate of the Soviet-backed leader Mohammad Najibullah whose corpse was strung for public display. Crises tend to focus minds and this might be the best time to deal with Afghanistan’s manifestly flawed leaders.

    Even as American troops are leaving, Biden must support Afghan leaders against the Taliban. He must make that support conditional on Ghani and his cronies leaving office by a certain date. They must put in place a more credible Afghan leadership to take on the Taliban. After all, the British replaced Neville Chamberlain with Winston Churchill during World War II. For Afghanistan, this is a time of national crisis.

    The Taliban could take over much of the country but will struggle to hold it together. A civil war might break out. The disintegration of Afghanistan might move from the realm of possibility to reality. Ambitious powers in the near neighborhood will take advantage of the ensuing chaos. Unlike Vietnam, Afghanistan will not become a nation of high literacy, low infant mortality and better nutrition. It will yet again become an impoverished land where fanatics and terrorists will find refuge and a base for their global jihadist operations.

    President Biden has long declared that “America is back.” Afghanistan could smash that assertion to smithereens and demonstrate that America is just going back home. If he is serious about American leadership and holding aloft the torch for democracy, Biden cannot throw Afghanistan to the dogs of war. He has to build an international coalition that pushes through a peace process, backs credible leaders in Afghanistan and provides aerial, if not ground assistance to those putting their lives on the line against the Taliban.

    UAE Diplomats Accused in International Gold Smuggling Syndicate

    The United Arab Emirates is one of the world’s major gold trading hubs. In 2019, it was the fifth-biggest importer and fourth-biggest exporter globally. During the COVID-19 pandemic, international demand has surged. But as Reuters reported in 2019, much of this gold is smuggled from West Africa and produced by artisanal and small-scale gold mining, a trade that funds armed conflict, costs producing countries in lost tax revenue and has significant consequences on public health and the environment.

    This is a story that has long been in the public domain: In 2020, the Financial Action Task Force published a report that stated: “The UAE’s understanding of the risks it faces from money laundering, terrorist financing and funding of weapons of mass destruction is still emerging … The risks are significant, and result from the UAE’s extensive financial, economic, corporate and trade activities, including as a global leader in oil, diamond and gold exports.”

    In 2018, a UN report stated, “In every state [in the Economic Community of West African States region], it was reported that most of the gold exported from the region is destined for Dubai. Most of this gold is thought to be exported by plane; gold is thought to be smuggled, for the most part, out of the region through airports.”

    The UAE authorities have been facing increasingly strenuous calls to clean up their bullion trade. In 2019, an International Crisis Group report called on them to ensure income from the gold trade is not used to finance terrorism. In December 2020, the UK Home Office national risk assessment stated: “These deficiencies expose the UAE, and other countries, to abuse by international controller networks which continue to launder the proceeds of crime to and from countries including the UK. These criminal networks exploit features of the UAE’s laws and systems, in order to move cash and gold easily into and out of the country, as well as engage in money laundering through the UAE property market, international trade, and newer areas such as crypto assets.”

    Last year, the London Bullion Market Association (LBMA), the world’s most influential gold market authority, threatened to stop UAE bullion from entering the mainstream market if it failed to meet regulatory standards. Since gold was the UAE’s largest export after oil in 2019, a trend that in a post-oil age looks only set to grow, the authorities responded by quickly pledging support for an LBMA initiative in December 2020 to crack down on illegal gold trading and improve regulation around issues like money laundering and unethical sourcing.

    Gold Discovered in India

    But recent developments in a court case in India are once again calling into question the UAE’s commitment to clean up its bullion trade. In June 2020, Indian customs discovered over 30 kilograms of gold worth — at the official market rate — more than $2.1 million. The gold was found in diplomatic baggage addressed to the UAE Consulate-General Office in Thiruvananthapuram, the capital of the southern Indian state of Kerala; it had been listed as bathroom fittings, noodles, biscuits and dates. The subsequent investigation has opened a Pandora’s Box of organized crime that has already led to around 30 arrests, including a host of alleged facilitators, financiers, gold traders, former employees of the UAE Consulate and a principal secretary to the Kerala chief minister.

    The National Investigation Agency (NIA), which is India’s counterterrorism task force, and at least four other central government agencies are now conducting separate but related investigations into a US dollar smuggling operation from Thiruvananthapuram airport to Cairo via Muscat. The operation was allegedly run by the former UAE Consulate Finance Department head, Khaled Ali Shoukry, an Egyptian national. The other investigations involve corrupt schemes related to various local government projects in Kerala, including the Wadakanchery LIFE Mission housing project, which is funded by the UAE Red Crescent, and the Kerala Infrastructure Investment Fund Board.

    This is the first time UAE diplomats have ever been publicly implicated in gold smuggling. Emirati authorities have promised to cooperate, claiming they were duped by their Indian and Egyptian staff. But the former UAE consul general, Jamal Hussain al-Zaab, and Admin Attaché Rashed Khamis Ali Musaiqri both fled home last year before they could be questioned and are now claiming diplomatic immunity.

    However, a steady stream of information has been coming to light through disclosures in Kerala High Court. The NIA said 150 kilograms of gold was smuggled through Thiruvananthapuram airport in the last six months in a similar fashion, and most of the money was used for funding terrorism. According to sources quoted in Indian media, over 20 such consignments allegedly came to India from Dubai since September 2019, around 19 of which were addressed to the UAE consul general and one was in the name of the admin attaché. At the same time, senior Indian politicians linked to the case were enjoying five-star trips to the UAE.

    The Claims

    In March, the political temperature rose significantly when two of the key accused, Indian nationals employed in the consular office, testified that the UAE consul general was personally involved in the criminal enterprise. Swapna Suresh, formerly the consul general’s Arabic-language translator, and another employee, Sarith P.S., stated in an affidavit that the consul general, as well as several senior Indian politicians, were aware of the gold and dollar smuggling activities and were coordinating illegal financial dealings under the cover of various projects run by the state government.

    “Swapna and Sarith [the accused] stated that it was a common practice among foreign nationals, including diplomats working at UAE Consulate, to carry currency notes above permitted limits. We suspect that they were engaged in hawala activities to fund smuggling of gold from Dubai to Kerala. Similarly, they also smuggled goods from abroad using diplomatic privileges and sold them in the Kerala market. Many Indian employees of the consulate were aware of such activities and they will be questioned soon” an Indian customs official reportedly said.

    The UAE consul general, Swapna alleged, split a 3-million UAE dirham ($817,000) commission for the Wadakkanchery project three ways between himself, Shoukry and her. Another accused claimed the consul general and Shoukry were carrying out illegal gold smuggling activities while working in the UAE Mission in Vietnam before coming to Thiruvananthapuram.

    The Indian Ministry of External Affairs recently issued permission to arraign the former consul general and admin attaché who served at the UAE Consulate in Thiruvananthapuram. “Both of them assisted Swapna Suresh and Sarith PS to clear the baggage containing gold that arrived from the UAE. They also were receiving remuneration as per the quantity of gold smuggling on 21 occasions. They are equally involved as other accused persons,” an Indian customs official reportedly said.

    Modi’s BJP Lost to Mamata’s TMC Because of Bengali DNA

    In early May, the eastern Indian state of West Bengal went to the polls. The state elections attracted global attention. The BBC’s analysis of the election was headlined, “West Bengal Election: Modi Loses a Battle in the ‘War for Indian Democracy.’”

    Such attention to a state election is surprising. West Bengal is not the richest, the largest or the most populous state in India. Yet it has always been an important part of the country. The British started the colonization of the Indian subcontinent by winning the Battle of Plassey in 1757. Calcutta, or Kolkata as it is now called, was the capital of British India for more than a century. Of course, West Bengal did not exist then. Bengal was the name of the British province and included modern-day Bangladesh, Bihar and Orissa then.

    History Matters

    It was Bengali intellectuals such as Raja Rammohan Roy, Ishwar Chandra Vidyasagar, Bankim Chandra Chattopadhyay, Swami Vivekananda and Rabindranath Tagore who led the first Indian cultural renaissance. The founder of the Bharatiya Jan Sangh, the forerunner of the ruling Bharatiya Janata Party (BJP), was Syama Prasad Mukherjee, a Bengali. Manabendra Nath Roy, the founding father of Indian communism and the founder of the Mexican Communist Party, was Bengali too. So was Subhas Chandra Bose, India’s iconic freedom fighter who defeated Mahatma Gandhi’s candidate, in the party elections of the Indian National Congress.

    Suffice to say, Bengal has played a larger than life role in the political and cultural life in modern India. Yet it is important to remember that this region has always sung to its own tune. Whenever a Delhi-based empire weakened, Bengal was the first province to sound the bugle of independence. Since independence, West Bengal has continued this timeworn tradition. Iconic chief ministers of West Bengal, such as Bidhan Chandra Roy and Siddhartha Shankar Ray, dealt with powerful Indian prime ministers such as Jawaharlal Nehru and his daughter Indira Gandhi as equals.

    The first sustained challenge to the Congress party came from West Bengal. It was here that the communists won a historic electoral victory in 1977 and remained in power until 2011. Bengal has thrived on an us-versus-them mindset vis-à-vis the national capital, New Delhi. Bengalis believe they have been wronged by New Delhi and have to retain their independence from India’s overbearing capital. In this narrative, West Bengal is the last bastion standing against the invaders from the north, and this is the essence of Bengali pride.

    Mamata Banerjee overthrew the longstanding communist government in 2011 and has been in power since. She is a feisty leader whom her admirers call “Didi,” a Bangla word for elder sister. This spinster in Kolkata has taken on the bachelor in New Delhi and won. Fittingly, a meme doing the rounds on social media adapts Asterix to Indian political lore: “One small state of Ben-Gaul still holds out against the invaders. And life is not easy for the Gow-Man believers who make the camps of Fascism, Hindutvam and Religious Extrememum…” Other variants spoke about Ben-Gaul holding out against the all-conquering North Indian invaders and their emperor, “Modius.”

    How Ben-Gaul Knocked out the BJP?

    Before the election, many deemed Banerjee’s victory in West Bengal unlikely. Two BJP members of parliament confidently told one of these authors that their party was headed to a victory. Banerjee’s All India Trinamool Congress, abbreviated as TMC, was facing local anger. Many accused the TMC of “misgovernance — including corruption, nepotism and high-handedness— seemed” to have put the party in peril. The BJP was promising Bengalis rapid industrialization and high growth after years of economic stagnation.

    Banerjee’s right-hand man, Suvendu Adhikari, decamped to the BJP, as did many other key party members. In fact, Adhikari went on to defeat Banerjee in Nandigram, her own constituency. When the dust settles, it is clear that the BJP had reasons to be confident. Yet India’s ruling party led by Prime Minister Narendra Modi was stung by Didi’s ferocious counterpunching and was eventually knocked out. What happened?

    First, the BJP did not announce a local chief ministerial candidate. It did not promote any “son-of-the-soil Bengali leader” and even mighty Adhikari was left to play a supporting role to Modi. In India’s largest state of Uttar Pradesh (UP), this strategy had worked. In West Bengal, the strategy backfired. The mother of one of the authors grew up in Kolkata and presciently remarked that Modi’s speeches in Hindi would not go down well among a people with immense linguistic pride. Modi did not even use an interpreter to translate his speeches into Bangla. Banerjee portrayed herself as the local Didi and slammed the BJP as outsiders insulting Bengali pride and even identity. It turns out that her narrative resonated with the voters.

    Second, the local BJP leaders acted sycophantically. This was not in keeping with the Bengali traditions of local leaders acting as equals of leaders in New Delhi. Bengalis feared that the BJP would reduce West Bengal into vassal status. The historic suspicion of Gujaratis and Marwaris, the trading castes who once collaborated with the British, also kicked in. Modi and his chief aide, Amit Shah, are both Gujaratis. When local leaders invoked the two national leaders repeatedly as Modiji and Amitji, they offended Bengali sensibilities and triggered old suspicions.

    Third, the BJP failed to take into account the legacy of India’s first cultural renaissance. This intellectual, social and cultural movement that began in the late 18th century and continued till the early 20th century continues to shape the Bengali ethos. It challenged pernicious customs such as caste, dowry and sati, the burning of wives on their husband’s pyres. Inspired by secularist, modernist and humanist ideals, Bengali intellectuals set out to modernize not only Bengali but also Indian society. Middle-class Bengalis have long seen themselves as “bhadralok,” well-mannered persons. Modi himself constantly pays homage to Swami Vivekananda, a charismatic Bengali spiritual figure. Yet he was unable to appeal to the bhadralok legacy of West Bengal. Too many Bengalis saw Modi as peddling a revanchist version of Hinduism that they had fought hard to reform.

    A case in point is the BJP’s crusade against the consumption of beef. Unlike much of India, meat eating has never been taboo in the Bengali tradition. Even saints have not ordained against eating meat or fish. West Bengal remains one of the few states where beef is freely sold. The BJP used strategies that worked elsewhere in states like UP and Bihar. The party failed to keep its finger on the unique Bengali pulse that beats to a more self-proclaimed liberal rhythm. The caste-based politics by the BJP had limited success, as did the specter of moral policing as under UP’s hardline Hindu chief minister, Yogi Adityanath.

    Fourth, the BJP’s narrative of local Hindus getting subsumed by Bangladeshi Muslim immigrants failed against the TMC’s narrative of New Delhi reducing Kolkata to feudatory status. Under Banerjee, Bangladeshi immigration has increased and caused unease among many voters. Yet there is a strong linguistic and regional identity in West Bengal. The partition of 1947 has not cast such a bitter memory as in Punjab. Bangladesh itself broke away from Pakistan in 1971 on linguistic grounds. Bengali pride trumped Hindu identity at least this time around.

    Fifth, Banerjee deserves much credit for campaigning with great energy and a clear message. West Bengal has done well in reducing poverty and achieving higher agricultural growth than in the rest of the country even if overall economic growth has been low. Also, Banerjee’s schemes for the rural poor and women have won her much support. Modi has won a majority of the women’s vote because of his last-mile welfare programs. Here, Banerjee won most of the women’s votes in a fundamentally matriarchal society that worships the goddesses Durga and Kali. 

    Finally, there is a politically incorrect point that analysts often overlook. One of the authors is Bengali and can attest that bhadralok culture has prized learning over wealth. In part, this might have been a defense mechanism to cope with the poverty the British inflicted on this part of the world. In part, this might be a reaction to the Marwari pursuit of wealth by collaborating with the British. To this day, many Bengalis distrust Gujaratis and Marwaris, whom they see as money-grubbing soulless creatures. The older generation still professes wistful love for the old multinational firms that dominated Kolkata till the 1970s such as Burn Standard, Andrew Yule and Balmer Lawrie.

    Arguably, the Bengali distrust of money has led to low growth in the state. The Bengali diaspora around the world wax lyrical about the preservation of their distinctive “Bangaliyana” and how they are culturally different from the rest of India. Yet, unlike Gujaratis, very few Bengalis invest in their home state. They invest in West Bengal only when they return to retirement in Kolkata. Like many cities in Italy, Kolkata is becoming a city of geriatrics with the young leaving in droves for jobs elsewhere.

    Even in 2021, Bengalis tend to be employees, not entrepreneurs. They flock to all parts of India and indeed much of the world to work as doctors, lawyers, accountants, academics, administrators and more. In the last few years, startups have taken off in India, including economic backwaters like Kerala and Odisha. Yet West Bengal still lacks any meaningful startup culture.

    The BJP’s constant championing of development, industrialization and growth might have rubbed off this deep-seated suspicion of entrepreneurship, business and wealth in the Bengali psyche. It did not help that Modiji and Amitji were Gujaratis spouting Hindi in a state that is proud of its distinctness from India. As mentioned earlier, the province of Ben-Gaul has historically been the first to secede from pan-North Indian empires. No wonder Didi beat Modi.

    Narendra Modi, the prime minister of India, has completed seven years in office. At the same time, his autocratic leadership has brought the simmering discontent in the foreign policy establishment out in the open. Some members of the Forum of Foreign Ambassadors of India signed an open letter slamming critics of Modi’s foreign policy. On May 31, the government notified the Central Civil Services (Pension) Amendment Rules, 2020, to further muzzle dissent by retired bureaucrats.

    Although rare, such vocal disagreements are not new in India. However, with its economy in shambles and a spate of downgrades by reputed international agencies on democratic values, human development, press freedom and hunger index, the foreign affairs discord will further diminish its global stature.

    India Is Slowly Evolving Into a Market Economy

    Over the decades, India has seen several significant changes in the way it looks at the world. It went from the idealistic Non-Aligned Movement in the 1950s to a close relationship with the Soviet Union during the Cold War. Now, India has cozied up to the United States to form the Quad, a strategic partnership to counter China that also includes Japan and Australia. India also flirted with BRICS nations for a brief while to form a coalition of developing countries — Brazil, Russia, China and South Africa — which seems to be dying a quiet death.

    All along, India has prided itself in maintaining strategic autonomy. Modi’s megalomania made him believe that he would suddenly catapult India to global power status. Unfortunately, his terms in office have left a muddled mess in its wake.

    Strong Start

    In today’s world of modern warfare and geopolitics, which includes nuclear-armed neighbors in Pakistan and China, Modi’s early years saw inane chatter about “Akhanda Bharat,” the ruling Bharatiya Janata Party’s (BJP) term for undivided India. This idea seeks to regain ancient India’s lost glory by spreading Hinduism’s influence across South Asia. Barring such misplaced euphoria, Modi rode the wave of international goodwill to regularize the border with Bangladesh.

    In western Asia, the Middle East was warming up to Indian influence. Progress was made on a deal to develop Iran’s strategic Chabahar port, which would facilitate overland access to Afghanistan. In 2017, Modi became the first Indian prime minister to visit Israel. India has also improved its relationships with Saudi Arabia and the United Arab Emirates. Yet since the 2017 Doklam standoff on the India-China border that Modi’s team handled well, Beijing has succeeded in building more infrastructure in the region than New Delhi. Though it could also be considered a strategic tie. Despite US objections, the decades-old India-Russia defense partnership evolved from New Delhi being a technology buyer to the recipient of technology transfer and, finally, a defense research and development partner — an evolution that has continued under Modi.

    India’s perpetual see-saw with Pakistan has continued throughout Modi’s tenure. His initial outreach by inviting then-Prime Minister Nawaz Sharif to his inauguration in 2014 and a surprise stopover in Lahore a year later quickly fizzled out. In 2016, Pakistan-based militants carried out terrorist attacks near the town of Uri in the Indian state of Jammu and Kashmir. In response, India conducted “surgical strikes” across the Line of Control (LoC), which separates the disputed Kashmir region. In 2019, Pakistani militants attacked Indian soldiers in Kashmir. For the first time since 1971, India entered Pakistani airspace to bomb locations that New Delhi claimed to be terrorist training camps.

    The situation between India and Pakistan did not change much. Tensions between the two countries persist. But Modi was reelected in 2019 on the promise of this altered equation of India swiftly and boldly following up on terrorist attacks by Pakistan-based militants.

    The reality was much more nuanced. Despite Indian claims and Pakistani counterclaims, international observers concluded that the two cross-border raids by India were not particularly effective. By blocking access to bombed sites, Pakistan’s side of the story seemed flimsy. However, Islamabad’s downing of an Indian fighter jet in February 2019 and capturing an Indian pilot, who was returned a few days later, appeared to expose holes in India’s defense preparedness. Nonetheless, Modi managed to isolate Pakistan globally and, in 2018, have it included in the gray list of the Financial Action Task Force, the global agency tracking terror financing.

    India’s relations with the West did not improve much. In Europe, other than the Rafale warplanes agreement in 2016, the Modi government was unable to make progress on the stalled trade deal with the EU. To be fair, Brussels was busy rebuilding after the Great Recession and the chaos caused by Brexit. Across the Atlantic, there was optimism in the air. During his final term, US President Barack Obama reluctantly embraced Modi. Later, the bonhomie between Donald Trump and Modi could not prevent a trade war.

    However, India-US defense and strategic cooperation strengthened as Modi built on the hard work of his predecessors, Atal Bihari Vajpayee and Manmohan Singh. The rising threat of China also played its part in developing this relationship. The 2015 agreement between Obama and Modi on nuclear liability issues was followed by a bilateral Logistics Exchange Memorandum of Agreement in 2016 and a Communications Compatibility and Security Agreement in 2018. The Quad seems to be a natural extension of this closer US-India partnership, India’s Act East policy and the Asian pivot of the United States.

    What Changed?

    After a reasonably strong start, Modi’s India has found itself in a muddle. India’s foreign policy failures closely follow the country’s economic decline since 2017-18 and steadily rising majoritarianism. Trump’s erratic, isolationist policies and India’s widening geopolitical deficit vis-à-vis China played a role, but most of Modi’s wounds are self-inflicted.

    For his narrow domestic agenda and to pass the Citizenship Amendment Act (CAA), Modi selectively gave a pathway to citizenship to non-Muslims from the neighboring countries of Afghanistan, Bangladesh and Pakistan. Because it excluded Muslims, even persecuted ones, from these countries, the CAA was criticized and deemed discriminatory.

    In doing so, Modi alienated Bangladesh, which is rapidly modernizing and leaving India behind on most human development and economic indicators. Bangladesh swiftly showed India its place through a diplomatic snub and demonstrated its desire to walk into China’s open arms. Sustained diplomacy over the past year, combined with Modi’s recent trip to Bangladesh and India’s donation of COVID-19 vaccines, repaired some of the damage. While cooling down the CAA rhetoric might help, India’s weakened economy could still push Bangladesh closer to China.

    Under the Trump administration, the US held a tough stance against Pakistan over what it called “Islamabad’s failure to take action against militant groups.” Aid from Saudi Arabia also dried up due to strained relations between Riyadh and Islamabad. As a result, Pakistan is beholden to China. The China-Pakistan Economic Corridor (CPEC), which passes through Gilgit and Baltistan, a disputed region that both India and Pakistan claim sovereignty over, has cemented China’s grip on Pakistan. New Delhi has not approached the recent ceasefire agreement with Islamabad and the resumption of peace talks from a position of strength. Rather, it is a tacit admission by both weakened parties that peace is mutually beneficial.

    Relationships with the Arab world and Israel remain strong, but Modi has lost the plot with Iran and is losing some ground with Russia. Beijing recently signed a 25-year strategic deal with Tehran and, with its economic clout, is pulling the Kremlin into its sphere of influence. In the pre-Modi era, as a rising economic power, India managed to carve out exceptions for itself to bypass US sanctions against Iran and Russia. Throughout Modi terms in office, China has steadily widened the economic and geopolitical gap with India. New Delhi’s growing weakness vis-a-vis Beijing has resulted in India kowtowing to the US and losing its strategic autonomy.

    Britain’s need for trade partners following its departure from the European Union might lead to a favorable India-UK deal. But a free trade agreement between India and the EU has not seen any significant movement under Modi. US President Joe Biden does not seem to be in any rush to end the trade war his predecessor began with India.

    For all the buzz surrounding The Quad, India is the junior partner that has little to offer to others in terms of economic benefits. New Delhi will enhance its strategic and military cooperation with other like-minded democracies, but it is unlikely to intervene if there is a full-scale confrontation between India and China. Unless the Indian economy becomes efficient and tightly integrates itself with Quad countries, its usefulness to other partners will be limited to its size and strategic location.

    In the Cold War, the US aligned with autocrats and religious fundamentalists, most notably in China and Pakistan, to defeat the Soviet Union. In the new brewing cold war between Washington and Beijing, Quad countries will pay lip service to building democratic institutional capacity in India. However, if push comes to shove, they will partner with an authoritarian India to counter China, which will serve their narrow self-interests.

    India-China Relations

    Modi’s biggest foreign policy failure is India’s frayed relationship with China. His misplaced overconfidence forced him to reject conventional wisdom and embark on a charm offensive with Chinese President Xi Jinping. Modi ignored the Doklam warning and kept expecting Xi to treat India as an equal, despite the crumbling Indian economy. Meanwhile, China had already started reducing New Delhi’s sphere of influence through its outreach to India’s neighbors and offers of economic and strategic partnerships. In 2019, Modi scrapped Article 370 of the Indian Constitution to downgrade the state of Jammu and Kashmir to a union territory status. His deputy, Amit Shah, made unrealistic claims about taking back the China-controlled Aksai Chin. In response, Xi directly occupied Indian territory in Ladakh for almost a year.

    China’s strength and India’s decline are best captured through the different ways the countries approach bonds. China is selling its government bonds internationally at a negative interest rate despite a raging pandemic, ongoing border clashes with India and a 300% debt-to-GDP ratio. Indian bond investors are demanding higher yields even though India’s debt-to-DGP ratio is below 100%.

    With a sizable military and tactical superiority, India was unlikely to lose territory to China. However, through emergency weapons purchases during the Doklam standoff, India paid dearly for Modi and Shah’s hubris and prioritizing domestic politics over national interest.

    Weakened on the World Stage

    Through his speeches, photo-ops with world leaders and tweets, Modi keeps peddling lies and projecting strength to voters. While India’s financial health has deteriorated significantly, the BJP has raised — through anonymous electoral bonds — millions in political donations that fuel Modi’s formidable propaganda machine.

    The world knows that India is run by a narcissist who has built a false domestic narrative of the country’s global standing to keep winning elections. The West will keep hoping that India gets its act together economically and stops destroying independent institutions so that it becomes a democratic counterweight to China. But that is a battle only Indian voters can lead.

    As India warms up to the Quad, where does it go from here? As a new cold war brews, lessons from the past are informative. While the US used China and Pakistan to dismantle the Soviet Union, China cleverly used its leverage to strengthen its economy and authoritarian communist rule. Meanwhile, Pakistan indulged its military and majoritarian religious leadership to destroy itself from within.

    With his dismantling of democratic institutions and promotion of religious bigotry, Modi has left Indian foreign policy in doldrums. If voters want it to become a vibrant, democratic counterweight to China and a global player that does justice to its potential, India will have to find a leader who understands that issues like a strong economy, independent judiciary and social stability cannot be divorced from its foreign policy but are integral to it.

    Democracy Is Down but Not Out

    Alexander Lukashenko, the Belarussian dictator, snatches a dissident from midair. Military strongman Assimi Goita launches another coup in Mali. Benjamin Netanyahu escalates a military conflict to save his own political skin in Israel. In the United States, the Republican Party launches a full-court press to suppress the vote.

    Authoritarianism, like war, makes headlines. It’s hard for democracy to compete against political crackdowns, military coups and unhinged pronouncements. Sure, democracies engage in periodic elections and produce landmark pieces of legislation. But what makes democracy, like peace, successful is not the unexpected rupture, such as the election of Barack Obama, but the boring quotidian. Citizens express their opinions in public meetings. Lawmakers receive constituents in their offices. Potholes get fixed. That’s not exactly clickbait.

    Because the absence of war doesn’t make headlines, as Stephen Pinker has argued, the news media amplifies the impression that violence is omnipresent and constantly escalating when it splashes mass murder, genocide and war crimes on the front page. Peace may well be prevalent, but it isn’t newsworthy.

    The same can be said about democracy, which has been suffering for some time from bad press. Democracies have been dragged down by corruption, hijacked by authoritarian politicians, associated with unpopular economic reforms and proven incapable (so far) of addressing major global problems like the climate crisis. After a brief surge in popularity in the immediate post-Cold War period, democracy according to the general consensus has been in retreat.

    Judging from recent quantitative assessments, the retreat has become a rout. The title of the latest Freedom House survey, for instance, is “Democracy Under Siege.” The report details how freedom around the world has eroded for the last 15 years, with 2020 featuring the greatest decline yet. The Economist Intelligence Unit, which produces a Democracy Index every year, promoted its 2020 report with the headline, “Global Democracy Has a Very Bad Year.” The authoritarian responses to the COVID-19 pandemic contributed to the worst showing so far for the model, with the average global score plummeting from the previous year. Meanwhile, the Rule of Law Index for 2020 also registered a drop for the third year in a row.

    If we extrapolate from the current trend lines, democracy will be gone in a couple of decades, melted away like the polar ice. But it’s always dangerous to make such extrapolations given history’s tendency to move in cycles not straight lines. So, let’s look at some reasons why democracy might be in for a comeback.

    The Pandemic Recedes in America

    Much of the reason for democracy’s dismal record in 2020 was the expansion of executive power and state controls in response to the COVID-19 outbreak. Some of those power grabs, such as Vladimir Putin’s constitutional changes in Russia, are still in place. Some countries, like India and Brazil, are still struggling with both COVID-19 and powerful authoritarian leaders.

    But even with the continued high rate of infection in a number of countries, the overall trajectory of the disease is downward. Since peaking in late April, the reported number of global cases has dropped nearly by half. So, two trend lines are now intersecting: the lifting of pandemic restrictions and the backlash against hapless authoritarians.

    Americans, for instance, are coming to terms with both the retreat of COVID and the removal of Donald Trump from the White House, Facebook and Twitter. The Biden administration is undoing many of Trump’s undemocratic moves, including those imposed during the pandemic around immigration and refugees. The attempts by the Republican Party to tamp down voter turnout proved spectacularly unsuccessful in 2020, which despite the pandemic featured the largest-ever increase in votes from one election to the next. In terms of the voting-age population, you have to go back to 1960 to find an election with a higher percentage turnout than the 62% rate in 2020.

    This surge in voters helped put Joe Biden over the top. It has also motivated the Republican Party to redouble its efforts, this time at the state level, to suppress the vote. It is doing so under the false narrative that electoral fraud is widespread and that President Biden’s victory is somehow illegitimate. And it is setting the stage to orchestrate an authentic election theft in 2024.

    The backlash against these anti-democratic moves has been encouraging, however. When the state of Georgia passed its voting restrictions in April, pressure from voting rights advocates forced prominent Georgia corporations like Coca-Cola and Delta to reverse themselves and come out against the bill (though only after the bill had already passed). Major League Baseball pulled its all-star game from Atlanta, and Hollywood has also threatened a boycott.

    These moves motivated Texas-based companies to protest that state’s version of voting restrictions before the legislature scheduled a vote. None of that stopped Texas Republicans from pushing ahead with the bill. So, last weekend, Texas Democrats had to deploy the nuclear option of walking out of the chamber to stop the vote suppression bill from passing. These courageous Texans, up against a powerful and determined state Republican Party, are now looking to the federal government to safeguard voting rights.

    At the federal level, the Democrats have put forward for the second time a comprehensive voting reform bill, the For the People Act, to expand access, reduce corruption and limit the impact of money on politics. The House approved a version of this bill in 2019, but it died in the Republican-controlled Senate. The House passed the reboot in March, but it again faces a difficult road to passage in the Senate because filibuster rules require at least 60 votes to pass and Democrats can muster only 50 (plus the vice-president’s).

    A failure to find “10 good Republicans” for this bill, the cadre that Senator Joe Manchin naively expected to step forward to pass legislation creating a commission to investigate the January 6 insurrection on Capitol Hill, may finally push the Democrats to scrap or at least significantly modify the filibuster rules, which were famously used to block further enfranchisement of African-Americans in the 20th century.

    High voter turnout and efforts to secure voting rights are not the only signs of a healthy US democracy. Last year, the largest civic protests in US history took place as tens of millions of Americans expressed their disgust with police violence in the wake of the killing of George Floyd in Minneapolis. Civic organizations stepped forward to fight the pandemic and ensure more equitable access to vaccines. Young people, in particular, are engaged in large numbers on the climate crisis, gun control and reproductive health. After a long winter of discontent under Trump, perhaps it’s time for an “American Spring.”

    Mixed Record Elsewhere for Democracy

    Europe, meanwhile, is coming out of the pandemic in slightly stronger shape politically. The budget compromise that took place at the end of 2020, which ended up providing considerable relief to the economically disadvantaged countries of the southern tier, effectively saved the European Union from disintegrating out of a lack of solidarity. Alas, the compromise also watered down the EU’s criticism of its easternmost members, particularly Poland and Hungary, for their violations of the bloc’s commitments to human rights and rule of law.

    But there’s hope on the horizon here as well. Eastern Europe appears to be on the verge of a political sea change. Voters brought down Bulgaria’s right-wing populist leader Boyko Borissov in elections in April, and the new caretaker government has begun to dismantle his political system of cronyism. In Slovenia, tens of thousands of protesters have massed in the capital of Ljubljana, the largest demonstration in years, to demand the resignation of the Trump-like prime minister Janez Jansa. The near-total ban on abortion orchestrated by the right-wing government in Poland has motivated mass protests by women throughout the country, and even “Polish grannies” have mobilized in support of a free press and the rule of law. A finally united opposition in Hungary, meanwhile, is catching up in the polls to Prime Minister Viktor Orban ahead of elections next year.

    The far right, with their contempt for human rights, free media, rule of law and political checks and balances, are the greatest threat to democracy within democracies. Fortunately, they are not doing very well in Western Europe either. The anti-immigrant Alternative für Deutschland has witnessed a significant drop in support in Germany, while Lega in Italy has also declined in popularity. Golden Dawn has disappeared from the scene in Greece. Vox is still the third most popular party in Spain, but it hasn’t managed to rise much above 15% in the polls, which is the same story for the Sweden Democrats (stuck at around 19%). Only in France and Finland are the far-right parties continuing to prosper. Marine Le Pen currently leads the polls against French President Emmanuel Macron ahead of next year’s election, while the Finns Party leads by a couple of percentage points in the polls but with elections not likely before 2023.

    Elsewhere in the world, the pandemic may result in more political casualties for far-right populists, as they get caught in the ebbing of the Trump wave. Brazilians are protesting throughout the country under the banner of impeaching Jair Bolsonaro, a president who, like Trump, has compiled a spectacularly poor record in dealing with COVID-19. Bolsonaro’s approval rating has fallen to a new low under 25%. The still-popular former leader Luiz Inacio Lula da Silva, recently cleared by the courts to run again for office, appears to be assembling a broad political coalition to oust Bolsonaro in the elections set for next year.

    Hard-right leader Ivan Duque has achieved the distinction of being the least popular leader in Colombian history. Politically, it doesn’t matter so much, since he can’t run again for president in next year’s election. But the public’s disgust with the violence in Colombia and the economic inequality exacerbated by the pandemic will likely apply as well to any of his would-be hard-right successors.

    The extraordinary mishandling of the pandemic in India has had a similar effect on Prime Minister Narendra Modi’s popularity, which has also recently fallen to a new low. However, after seven years in office, he remains quite popular, with a 63% approval rating.

    Modi’s Teflon reputation speaks to the fragility of democracy in many parts of the world. Many voters are attracted to right-wing nationalists like Modi — Recep Tayyip Erdogan in Turkey, Rodrigo Duterte in the Philippines, Nayib Bukele in El Salvador — who promise to “get the job done” regardless of the political and economic costs. Such leaders can rapidly turn a democratic country into a putatively democratic one, which makes the step into authentic authoritarianism that much easier.

    The coups in Mali and Myanmar, China’s crackdown in Hong Kong, the enduring miseries in North Korea, Venezuela and Eritrea — these are all reminders that, however fragile democracy might be in formally democratic states, politics can always get a lot worse.

    Lukashenko: Strong or Weak?

    Take the example of Belarus, where Alexander Lukashenko has ruled supreme since 1994. Thanks to his own ruthlessness and the patronage of neighboring Russia, Lukashenko has weathered mass protests that would have ousted leaders of weaker disposition.

    His latest outrage was to order the grounding of a Ryanair flight from Greece to Lithuania as it was flying over Belarus — just so that he could apprehend a young dissident, Roman Protasevich, and his Russian girlfriend, Sofia Sapega. Virtually everyone has decried this blatant violation of international laws and norms with the exception, of course, of Putin and others in the Russian president’s orbit. The editor of the Russian media conglomerate RT, Margarita Simonyan, tweeted, “Never did I think I would envy Belarus. But now I do. [Lukashenko] performed beautifully.”

    Lukashenko indeed came across as all-powerful in this episode. But this is an illusion. Putin has not hesitated to assassinate his critics, even when they are living outside Russia. Lukashenko doesn’t have that kind of reach or audacity, so he has to wait until dissidents are within his own airspace to strike. I’d like to believe that the opposition in Belarus takes heart from this desperate move — is Lukashenko really so scared of a single dissident? —  and doubles down on its efforts to oust the tyrant.

    Outside of Putin and his toadies, Lukashenko doesn’t have many defenders. This elaborate effort to capture a dissident only further isolates the Belarussian strongman. Even putatively democratic states, like Poland and Hungary, have unequivocally denounced Lukashenko.

    Anti-democratic actions like the Ryanair stunt capture headlines in ways that pro-democratic efforts rarely do. Honestly, had you even heard of Roman Protasevich before this affair? Along with all the other depressing news of the day, from Texas to Mali, this brazen move suggests that democracy is teetering on the edge of an abyss.

    But all the patient organizing against the strongmen that doesn’t make it into the news will ultimately prove the fragility of tyranny. When it comes to anti-democrats like Lukashenko, they will one day discover that the military, the police and the party have abandoned them. And it will be they who teeter at the abyss, their hands scrabbling for a secure hold, when along comes democracy to give them a firm pat on the back.
