    In China’s Net City, Opportunity Comes at Uncertain Costs

    The one thing the city of Shenzhen — whose nearly 13 million people comprise the industrial engine of China’s Guangdong province — seems unwilling to reimagine is its name. The name Shenzhen, which loosely translates to “irrigation ditch” or “drainage dump,” is the only piece of the city’s incredible story that remains stuck in the past.

    Beginning in 2020, Shenzhen, in partnership with Chinese tech behemoth Tencent and NBBJ Architects, embarked on the design of a coastal, sustainable, state-of-the-art neighborhood called Net City to serve as the exclamation point capping Shenzhen’s status as China’s Silicon Valley. And yet, upon its completion in 2027, Net City, like Shenzhen itself, will represent far more than just another technology company’s tricked-out corporate campus. In fact, Net City might just set the global standard for urban development in the 21st century. That is if it can navigate the perilous waters that have sunk so many similarly intentioned projects in the past.

    Policies, Principles, People

    Green, tech-infused infrastructure is no longer groundbreaking in and of itself, but neither is the desire of major global firms to directly fund urban investment as a business strategy. Examples of this often quixotic foray range from Google’s disappointing but understandable discontinuation of investments in a Toronto smart city project to Fordlandia, Ford Motor Company’s failed Amazonian utopia chronicled brilliantly in Greg Grandin’s 2009 award-winning book. For both the Googles of today and those of generations past, it appears that products remain significantly easier to manufacture than physical places.

    Any local economic development professional, or for that matter anyone who has tried to renovate a kitchen, will tell you that construction projects, no matter their scale, are marked by an eternal struggle between the perfect and the possible. What, then, can set Tencent’s Net City apart from these previous failures? To borrow the time-honored language of geopolitical analysis, the potential answers come in three “buckets”: policies, principles and people.

    On the policy front, the analysis must begin with the fact that there exists no better example of the opening of markets, however gradually and cautiously, as an accelerant for innovation, growth and prosperity than Shenzhen. It is stunning how much economic dynamism has been unleashed in this former fishing village over the past few decades, and the same innovation-spurring economic policy framework that enabled the city’s rise will similarly nurture the growth and ongoing vitality of the Net City project as it matures.

    That said, Shenzhen is not the only part of China that has grown. And, in immediate relevance to Net City, it would not be the only place where China has invested untold billions only to end up with what are commonly referred to now as ghost cities. A Net City skeptic might point to both the ambiguous nature of the true costs of this ambitious urban development and those still unoccupied, debt-funded townscapes littering China’s interior still awaiting their first residents as the fodder for their wariness.

    Product and Place

    Skeptics are also right to cite the lingering uncertainty of COVID-19 and fissures with nearby Hong Kong as risks to the sizable foreign direct investment Shenzhen has enjoyed throughout its rise. While the Chinese government and Tencent have every incentive to ensure the successful development of Net City, even these giants are not immune to the conditions of the world economy and thus should double down on the (relatively) open policy frameworks and diversified, reliable financing strategies that have thus far enabled Shenzhen’s rise.

    Next, as it relates to the principles upon which Net City has unapologetically been founded, its focused, intentional blending of work and leisure with the natural world place sustainability at its core in a manner and at a scale no previous corporate community can claim. Limitations on cars in favor of pedestrian-friendly walkable spaces coupled with reliance on renewable energy sources will provide a rising China with beautiful, tangible evidence that it, too, is taking steps to combat climate change and to shape the next century of life on this planet in ways the rest of the world might cheer.

    These commitments to sustainability, while encouraging, cannot only be for show. Net City provides China with an opportunity to demonstrate not only its desire to lead the world as a center of innovation, but as an upholder of the shared values and responsibilities that come with the terra firma for any global power.

    Lastly, as it relates to the people who will someday call this new neighborhood home, it is possible that no single neighborhood in the world has ever rooted itself so enthusiastically in the philosophy of user-centered design as Net City. The blurring of lines between work and play to come upon its completion will pale in comparison to the implications of Net City’s more meta-level, but no less intentional, blurring of product and place. But just as fatefully as the designers of Fordlandia discovered that places are not products, so too must Net City’s master planners remember that people are not products either.

    Net City’s development has begun at a moment when the familiar dueling concepts of work and life have also merged into one amorphous, quarantine soup of time and space. While billions around the world cannot wait to return to certain elements of pre-COVID work-life balance, a more realistic forecaster will admit that work and life have become intertwined in ways that have transformed experiences on both fronts and will not soon be undone.

    This march may appear inevitable, but it remains an open question how much further people will willingly participate in the elimination of boundaries between home and work, of private and public spaces and of restrictions instead of rights. Whether discussing a new piece of technology or a new smart city, the tired bargain between new features and old freedoms is a false one. Smart cities need not — and should not — dangle the possibility of positive environmental outcomes behind the acceptance of stricter, tech-fueled surveillance states.

    The ongoing development of this initiative will fascinate global analysts for the majority of the next decade that stands to reveal the level of commitment its designers have to the lofty promises they have made at its outset. But beneath all that potential and possibility Net City might also reveal the answer to a deeper question: Is the internet a place we want to live?

    Joe Biden Will Face a Much-Changed and Skeptical World

    Joe Biden was not elected for his positions on foreign policy and national security. Few US presidential candidates are. In his debates with outgoing President Donald Trump prior to the election, those issues were hardly discussed. So, the success or failure of the Biden presidency will not be determined by foreign policy.

    For President-elect Biden and Vice President-elect Kamala Harris, domestic policy will dominate their time and efforts. Overcoming the coronavirus pandemic, ensuring that newly released vaccines are quickly and effectively administered, and righting a still stressed US economy will be their top priorities in the first year. It is what the American people want and expect. Furthermore, there is America’s worsening and more pernicious longer-term problems: increasing economic inequality, continuing racial injustice and growing political polarization.

    These will be profoundly difficult problems to address successfully, especially as President Biden could face a US Senate controlled by the Republican Party and a thinner Democratic Party majority in the House of Representatives.

    First, Image Repair

    Nevertheless, after four years of an unprecedentedly destructive foreign policy and simply by virtue of the fact he will lead still the world’s most powerful and wealthiest nation, Joe Biden cannot ignore foreign policy. In fact, amidst his formidable domestic challenges, he must confront serious foreign policy challenges vital to America’s interests and to those of its many friends and allies around the world.

    We may already have caught a glimpse of how different Joe Biden’s foreign policy will be from Donald Trump’s, considering the first officials named to his senior foreign policy team: Antony Blinken as secretary of state, Linda Thomas-Greenfield as US ambassador to the UN with cabinet rank, Jake Sullivan as national security adviser, Avril Haines as director of National Intelligence and Katherine Tai as the US trade representative. They are all highly experienced, proven, knowledgeable, principled and committed public servants. Under President Trump, we saw few of those and many more self-interested, self-promoting political hacks and ideologues.

    One of the first jobs Biden must tackle is America’s badly damaged reputation around the world. Donald Trump undermined critical alliances, pointlessly insulted and demeaned allies, abandoned international agreements and institutions, embraced autocrats and dictators from Russia to North Korea, discarded traditional free trade principles and turned America’s back on core values of human rights, democracy and rule of law. In short, it was a side of America no one had ever seen, certainly not in the history of the modern presidency. Most profoundly, it raised the question: Who is America?

    Joe Biden must try to answer that question, and not just with the eloquent prose of President Barack Obama, under whom he served as vice president. The world expects and will demand to see concrete action, preferably guided by some overarching policy that can show to the world that the United States can still play — and indeed, must play — a leadership role again on the global stage.

    There are some decisions that Joe Biden has indicated he will make right out of the starting block when he takes office on January 20. He will rejoin the Paris Climate Agreement and the World Health Organization. Those are relatively easy and straightforward but also very necessary. He is also likely to make clear in his inauguration address that America will return to be the leading voice for democracy, human rights and rule of law in the world, starting first at home but also unafraid to speak in their defense abroad.

    Then begins the hard part. One priority he has made clear that his administration will take on immediately is reaffirming American membership in and commitment to its alliances and critical partnerships. These constitute America’s competitive advantage in global affairs and remain the heart of its still formidable soft power in the world. After Trump’s destructive practices, Biden will have to appeal to America’s allies in Europe, e.g., NATO and the EU, and in Asia and the Pacific, like Japan, South Korea, Australia and others. And he’ll have to do it with humility, understanding that under his predecessor, America seemingly abandoned principles that had previously united them all.

    China: Work With Allies, Pursue Hard-nosed Diplomacy

    China will be Joe Biden’s biggest challenge. On trade, defense, the South China Sea, Taiwan, cybersecurity, human rights and global leadership, China presents a daunting challenge. We should expect his administration to drive a hard bargain with Beijing but to use a very different approach than his predecessor. Pursued smartly, however, he may be surprised by the inherent advantages America still holds. For example, fortifying the alliances and partnerships as previously mentioned will aid his administration in addressing the China challenge. In fact, if he is to succeed on this account, he will need those allies and partners with him at the negotiating table. Another advantage: He will likely have bipartisan support in an otherwise partisan Congress for taking a strong position on China.

    Trade is the clearest area where the US can capitalize on its extensive network of allies. China’s most important trading relationships — those with the EU and the East Asian nations — also happen to be America’s closest allies. The most effective approach will be one that joins their efforts with the administration to address China’s aggressive and predatory trade practices. Those range from intellectual property theft to intimidation and threats against foreign businesses to coopting confidential and proprietary techniques, practices and technology. But this approach works only if the new administration can establish that it can be trusted again, and not only on trade. If the US can succeed in its trade negotiations with China, it opens opportunities on other fronts.

    The objective must be clear: The US isn’t interested in standing in China’s way as it progresses to superpower status. However, China must understand that it must do so within an international community governed by collaboratively set rules.

    Renewed US Global Leadership: Climate and Global Health

    Climate and global health are two other priority issues for Biden. He has indicated he will want not only to reestablish America’s commitment to them but also to take the lead. Rejoining the Paris accords won’t be enough. The US must marshal a critical mass of other nations in joining a reinvigorated effort to go beyond the mandates of Paris. In that, he’s likely to garner support from the EU and other developed nations. Appointing former Secretary of State John Kerry as his special envoy on climate change demonstrates Biden’s seriousness about the issue and the intention to take a much-needed lead role on this global existential challenge.

    The COVID-19 pandemic raging at home makes it imperative that President-elect Biden make global health security a clear foreign policy priority. If there is one thing Americans have learned from the novel coronavirus, it’s that there is no greater threat to America’s national security and economic prosperity than another pandemic, especially one perhaps more catastrophic than COVID-19. If America is to be better prepared for the next pandemic, so must be the rest of the world.

    As he did for climate, Biden may even wish to name a special envoy for global health to begin galvanizing America’s efforts and those of the rest of the world to prepare and coordinate global initiatives for preventing, containing and treating the next pandemic.

    Climate and global health present the Biden administration with just the sort of challenge-cum-opportunity to which America was known to rise in the past. They are issues on which it is uniquely positioned to lead by virtue of its power, size, wealth and technological prowess. To reassume the mantle of global leadership, President-elect Biden must lead the global effort to combat climate change and strengthen the international community’s capacity to address pandemics.

    In the Middle East, Iran and Then Everything Else

    Unlike for the US administrations dating back to Jimmy Carter, the Middle East will not be a top-five priority in 2021. Americans have lost their appetite for inserting themselves into problems that the region’s residents cannot or will not work to resolve themselves. Biden and his foreign policy team recognize this, even as they know they can’t turn their backs on this dangerously volatile region.

    But there remains one exception. Iran is a grave problem, perhaps less for the US than for Washington’s allies in the Middle East, most especially Israel and Saudi Arabia. It also constitutes a major challenge to America’s traditionally unflinching support for the Nonproliferation Treaty. Nothing could be more destabilizing in that region than the introduction of nuclear weapons. It will require almost immediate attention from President Biden.

    The Trump administration’s policy of “maximum pressure” via its punishing sanctions has indeed inflicted enormous economic pain on Iran and its people. But it hasn’t changed Tehran’s behavior. Iran today has begun to reconstitute the nuclear program that had been effectively contained under the Joint Comprehensive Plan of Action (JCPOA), negotiated under President Obama in 2015 and then abandoned by Trump in 2018.

    The purpose of the sanctions cannot be inflicting pain on the Iranian people, who are not responsible for their government’s policies. The objective of sanctions and an overall policy toward Iran must be to change its behavior. By that measurement, the Trump administration’s pressure campaign has not worked. Iran continues to: develop and build longer-range missiles; support malign behavior through the Islamic Revolutionary Guard Corps and its Shia proxies throughout the region, from Iraq and Yemen to Syria and Lebanon; senselessly threaten Israel; and deny the most basic human rights to its own citizens, most especially women, journalists, perceived political opponents and religious minorities.

    Whatever trust President Obama and then-Secretary of State Kerry may have been able to build with the Iranians in reaching the JCPOA has been largely destroyed now. So, short of immediately rejoining that agreement, which would be unwise, face-to-face negotiations between Washington and Tehran will not be in the offing for at least one year.

    In fact, to tackle the Iran question, Biden and Blinken must address the failures of the Obama approach. That will mean: (a) turning to America’s P5+1 partners — the UK, France and Germany — to work out a modus operandi for rejoining the JCPOA while simultaneously securing a commitment to negotiate a stronger JCPOA version 2.0; (b) consulting regularly and frequently with key regional allies to ensure their concerns and interests are addressed in any follow-on agreement with Tehran; and, most important, (c) including key congressional members in the negotiation process, at least on the Washington end. The last is most vital because the absence of Congressional support was ultimately Barack Obama and the agreement’s downfall. Any new accord negotiated must have the support of a majority of the Congress if it is to avoid the fate of the JCPOA, even it isn’t submitted for formal approval to the Congress. All of these are sine qua non for successfully addressing the Iranian challenge and securing a durable solution.

    While the Iran portfolio remains an urgent priority for Joe Biden, it won’t be one resolved in his first year and perhaps not until well into his second. His administration and the Congress must understand that the US cannot not sanction, bomb, assassinate or otherwise forcibly compel Iran into complying with its norms for behavior. It will take patient, deliberate and determined diplomacy.

    Can’t Ignore the Rest

    These are likely to be President Biden’s top priorities. But they won’t be his only ones. His administration and the US also face serious challenges from a menacing and malign Russia, an arms control agreement with whom due to expire within weeks of his taking office; still extant terrorism and cybersecurity threats; a wave of autocrats with a full head of steam, from Turkey and Hungary to Venezuela and the Philippines; ill-behaved and irrationally aggressive regional actors vying for preeminence in the Middle East; continuing conflict and humanitarian crises in the Middle East, Africa and the Caucasus and elsewhere.

    Joe Biden will be the most experienced and knowledgeable president on foreign policy since George H.W. Bush. As such, he surely knows that it is issues like these that can suddenly rise to crisis proportions and take over his foreign policy or even his presidency. So, they won’t be far from his attention. But a clear-eyed view of what is most important will drive Biden toward those highlighted above.

    However, there is likely to be a critically important domestic component of the Biden foreign policy agenda. This gets to the Achilles heel of previous administrations’ foreign policies that Donald Trump cleverly exploited. Biden and his administration must be able to convincingly articulate to the American people a foreign policy that they will see as in their interests. That will mean a policy that protects American jobs, addresses threats to climate and the environment, ensures security and offers a promise of a better future.

    Crafting a policy that meets these criteria may be Joe Biden’s biggest challenge, especially in view of the historic disconnect between foreign policy and the American people and polarization of the American public exacerbated by four years of Donald Trump. But if this administration is to be successful in confronting and capitalizing on America’s many challenges abroad, it must be able to show that it holds the interests of Americans uppermost — and that they stand behind this policy.

    The Rapid Growth of Emmanuel Macron’s Authoritarianism

    In early October, French President Emmanuel Macron, as a preparation for the 2022 election, made the decision to mount a campaign blaming France’s Muslims for their failure to embrace the country’s increasingly dogmatic “Republican culture.” To counter Marine Le Pen’s anti-immigration extreme right, Macron calculated that his shambolic center-right party needed to find a way of steering votes away from the passably racist National Rally led by Le Pen.

    In Macron’s eyes, French Muslims have failed to prove the sincerity of their expected conversion to France’s national religion of laicité, or secularism, that has now definitively supplanted the traditional role of the Catholic Church. To outdo Le Pen, he deviated the blame to the world’s entire Muslim population, claiming that Islam was in the thralls of a global crisis that offended French republican sensibilities. Its credo of “equality, liberty, fraternity” now excluded tolerance for any group of people who did not unanimously adopt all its trappings. Fraternity has its limits.

    Even before the gruesome assaults on a schoolteacher and three citizens in a church in Nice that horrified the French nation, through his rhetoric about a global Islamic threat, Macron managed to convince a number of governments in Muslim countries that France was at war with their religion. Several nations responded by recommending a boycott of French products.

    Emmanuel Macron Defends His Crusade

    Some went further. Since Macron felt himself in a position to signal their crisis, some Muslim authorities were tempted to focus on his own. Noticing that the French president was proposing increasingly authoritarian laws that had the effect of targeting Muslim children in schools, Pakistan’s Federal Minister for Human Rights Shireen Mazari penned a tweet comparing Macron’s proposed laws, which included attributing ID numbers to school children, to the Nazi policy of requiring Jews to wear yellow stars.

    Mazari initially made the accusation on the basis of an article that was later amended to state that the IDs would be required for all children, not just Muslims. The reform aimed at obliging every child in France to receive civic instruction teaching them the “values of the Republic.” Those values include celebrating the publication of insulting cartoons that may even express bigotry and limiting the freedom to don clothing or symbols that may signify affiliation with a religion other than republicanism. Because France’s values are universal, they trump anyone else’s particular values. Conformity is a core republican value.

    France’s Foreign Ministry wasted no time reacting to Mazari’s comparison of the new measures with Nazi practices. NBC News’s headline on the story read: “France ‘deeply shocked’ as Pakistan minister compares Macron to Nazis.”

    The French Foreign Ministry didn’t quite frame the message in the same terms as Captain Renault. NBC reports that “the minister spoke in ‘deeply shocking and insulting terms’ of Macron and the whole of France.” The ministry added, “These hateful words are blatant lies, imbued with an ideology of hatred and violence.” Clearly, Mazari had fallen into the trap of Godwin’s law (citing Nazis invalidates any argument) and the ministry jumped on it.

    France’s proposed law clearly applies the French anti-discriminatory republican rule that procedures must apply equally and uniformly to everyone. Unlike the policies of the Nazi regime, it doesn’t seek to exclude or eliminate groups of people considered different. Marine Le Pen’s party might be tempted to envisage measures of exclusion, but not France’s traditional parties. Not even Macron’s non-traditional Republic on the Move, which was cobbled together in 2017 by attracting a variety of traditional personalities from the political establishment to provide the president with a majority in parliament.

    The republican credo elevates universal civic values to the level of an alternative moral system, replacing all the traditional bases of morality, including the Christian principles of compassion, non-violence and concern for the oppressed. Universality implies uniformity. Individuals must show themselves not so much worthy of their neighbors and their community, but of the republic itself. In that sense, the spirit of the new policies put forward by Macron do vaguely resemble Hitler’s belief in a singular Aryan ideal.

    Historical Note

    Macron’s vision of la république takes Charles de Gaulle’s meme of aspiring to “a certain idea of France” beyond mere aspiration. Macron seeks to codify and monitor the behavior of individuals, who must now prove their conformity with the civic ideal.

    Recently, China’s President Xi Jinping inveighed against a trend that when translated into English is rendered as “splitism.” China is an immense country with a dominant ethnic group, the Han, and the ambition to control territory that includes other ethnicities and cultures. China enjoys the security that comes from governing a population that not only believes in its overwhelming ethnic unity but also, largely as a reaction to its humiliation by Western powers in the 19th century, embraces a fervent form of nationalism. This has permitted Xi in the 21st century to consolidate and reinforce the authoritarianism that Mao Zedong had pushed to a chaotic extreme half a century ago.

    Macron’s links his idea of Muslim separatism in France to the entire Muslim world. This curiously echoes Xi’s complaint about “splitism.” The two ideas are fundamentally different, of course, since Xi worries that the cultures and traditions of autonomous regions, such as Tibet or Xinjiang, might lead to movements of political independence. No risk exists in France of a Muslim nation splitting off, whereas in the past, there have been very real threats of Breton, Alsatian or Basque separatism.

    Historically, France achieved a sense of national unity by imposing the French language on its linguistically diversified regions. Forcing children whose native language was Breton, Alsatian, Basque or Occitan to think in French and imagine themselves as descendants of the Gauls (who obviously didn’t speak French) led to the virtual disappearance of the regional languages. Macron probably sees this historical reality as a policy that paid off in the end. Why not apply it to another important component of contemporary French demography: Muslims?

    Macron is now discovering that there are a number of problems with this approach. Unlike Basques or Bretons, French Muslims are geographically dispersed across the nation. The history of their relations with the French formerly colonialist nation is extremely complex. And the fact that it is their religion rather than their ethnicity or their geographical origin that defines them means that treating them as a coherent group is not just perilous, but impossible, especially if the reasoning is restricted to France itself. An important part of their identity derives from a global community that is also extremely diverse.

    This may help to explain why Macron believes that Islam is in a crisis. Someone who has a “certain idea” of France itself expects other nations and groups of people to have a certain idea of themselves. For the universalist republican Macron, anything that isn’t uniform and unified must be in a state of crisis.

    By taking on the entire Muslim world, Macron may end up disastrously achieving the goal of unifying Muslims by posing as their common enemy. His policies that now insist on shaping all young Muslims in France into the universalist republican mold is creating rather than resolving tension. For one thing, it inevitably provokes more irrational attacks by unhinged fanatics — and every community has its unhinged fanatics.

    Norimitsu Onishi and Constant Méheut writing in The New York Times call the system Macron is putting in place “France’s Dragnet,” a policing campaign that now focuses on Muslim children as young as 10. Teachers have been instructed to denounce children who show signs of thinking differently about the values of the republic. It has already left numerous children “traumatized” and fearful to speak freely in class for fear of being suspected of terrorist intentions. That is how, in the wake of drama surrounding the Charlie Hebdo cartoons, France promotes its republican version of “freedom of expression.”

    In Asia, a New Kid on the Trade Bloc

    History undergoes serious change thanks in particular to slow events that fly below the media’s radar. Focusing on dramatic, immediate events, the media tends to neglect the major shifts that unfold over time. Paradoxically, slowly developing events that often go unreported tell the true story of history. Most often, the exciting, explosive events that dominate the news merely serve to accelerate longer-term trends.

    There is a simple scientific reason for this. Systems react immediately to dramatic events that occur quickly and unexpectedly. They typically mobilize their defenses to improvise a rapid reply. Rather than signaling change, such actions serve to protect and reinforce the status quo.

    The 9/11 attacks, clearly the most dramatic event of the past two decades, provoked a massive response from the US government. The effort to oppose the emergence of the new shape of terrorism appeared to mark a decisive shift in contemporary political history. The response consisted of a global military alliance intent on defending the prevailing “rule of law” and the elaboration of a powerful security state.

    The effort piloted by George W. Bush and Tony Blair ended up simply reinforcing the focus of Western nuclear powers on the idea that sophisticated military technology provided the key for governing the world. It confirmed and consolidated the long-term trend of building the entire Western economy and culture around the American military-industrial complex.

    Distracted by a relatively meaningless transfer of power in the US following Joe Biden’s election and other colorful events such as the comic melodrama of relations within British Prime Minister Boris Johnson’s chaotic Brexit team, today’s media have paid scant attention to one event of monumental importance that took place on Sunday. The event itself was unremarkable, but it is a powerful indicator of historical change. The signing on Sunday of the act that brought Asia’s Regional Comprehensive Economic Partnership (RCEP) into existence marked a crucial moment in a slowly evolving shift that began nearly a decade ago and will have a profound impact on history in the coming years.

    In its article on the event, Al Jazeera quotes one American expert, Jeffrey Wilson, who sees RCEP as “a much-needed platform for the Indo-Pacific’s post-COVID recovery.”

    Contextual Note

    The New York Times notes that RCEP has been in the plans for eight years and describes it as “designed by Beijing partly as a counterweight to American influence in the region.” In other words, this is a chapter of a story that lives within the context of a massive and continual decades-long shift of momentum in the global economy. The center of gravity of the global economy has been silently but steadily migrating from the North Atlantic following World War II on a south-eastward course toward Asia.

    Back in 2015, Reuters market analyst John Kemp pointed to the West’s failure to sense this movement, stating that “Most western policymakers and journalists view the world economy through a framework that is 10-15 years out of date.” He further points out that “India’s economy has also started to become a major source of global growth, which will ensure the centre of gravity continues to move more deeply into Asia over the next 50 years.” Analysts who have even attempted to assess the speed of the shift appear to agree on a “rate of about 100 kilometres or more per year.” It may have accelerated since 2015, and even intensified as a consequence of the implicit isolationism of Trump’s “America First” philosophy.

    Fearful of the threat to US hegemony posed by the RCEP, the Obama administration launched the Trans-Pacific Partnership (TPP), designed to eclipse the RCEP and protect some of the key historical advantages that underpinned US economic hegemony. Once Trump decided to leave the TPP, the US could no longer take advantage of its provisions to protect industrial property rights or oblige other nations to respect unified labor standards.

    The US has literally been left behind in the race to define and enforce the rules that will govern commerce and economic development throughout the Asia zone over the next 50 years. Most commentators suspect that once president-elect Joe Biden is in office, he will not in the short term make an effort to catch up. In the midst of a complex health and economic crisis, there are other priorities. But Jeffrey Wilson’s comment about “Indo-Pacific’s post-COVID recovery” reveals that Asia, under China’s leadership, today has a clear head start and can set the tone for what a post-coronavirus world will look like. This is a question every nation is grappling with. There are no obvious answers. But there can be little doubt that the world that emerges once COVID-19 is completely under control or eradicated will be very different from what preceded the pandemic.

    The Times signals the fact that “to some trade experts, the signing of the R.C.E.P. shows that the rest of the world will not wait around for the United States.” Many commentators have noted that four years of Donald Trump have convinced European leaders that depending on the ideological and geopolitical framework provided by the US is too risky an engagement. It may even transpire that, despite the intensified military cooperation between India and the US directed against the Chinese threat, as reported in this column by Vikram Sood, Atul Singh and Manu Sharma, India could eventually be attracted to the RCEP. Security is one thing. A humming economy is another.

    India could, for example, be positioned to profit from a key feature of RCEP. The Times quotes Mary Lovely, a senior fellow at the Peterson Institute for International Economics in Washington, who notes that “R.C.E.P. gives foreign companies enhanced flexibility in navigating between the two giants. Lower tariffs within the region increase the value of operating within the Asian region, while the uniform rules of origin make it easier to pull production away from the Chinese mainland while retaining that access.” Narendra Modi’s India has not yet managed to fulfill its promises to expand manufacturing in India. Could RCEP be the key to providing conditions favorable to that evolution?

    In short, the world is faced with a formidable number of variables that combine in a variety of different ways. As Brexit demonstrated, today’s political alignments can be nullified in a trice as the perception of economic opportunities and the pressure of uncontrollable crises such as the COVID-19 pandemic lead to new geopolitical configurations. Those trends are far more powerful than bilateral agreements.

    Historical Note

    Asia’s Regional Comprehensive Economic Partnership will only begin to produce practical effects two or three years down the line. But it already opens channels of communication and coordination between fifteen countries. This will not only confirm the shift of the global economy’s center of gravity but also accelerate the shift toward a new power relationship between the US and China. As the recent presidential campaign highlighted, Americans tend to see this as a binary relationship. Yet all the indicators point toward a multipolar reordering.

    The Times article reminds readers of the historical situation when RCEP was first proposed: “The prospect of China’s forging closer economic ties with its neighbors has prompted concern in Washington. President Barack Obama’s response was the T.P.P.” Trump’s action upon taking office of killing the TPP before it could be signed opened the door to the eventual 15 nation agreement, with the roles of the US and China inverted. Obama designed the TPP to allow China in through the back door. RCEP is designed to allow the US in through the back door.

    The world awaits the evolution and hoped-for denouement of a series of crises nested each within the other. However painful and disruptive, these crises have the merit of signaling the existence of a common interest for all of humanity in stark contrast with the traditional model of geopolitical reasoning based on national rivalries. It is in everyone’s interest to keep our eyes fixed on the slow but deep movements of history as well as the superficial ones that the media throw in our faces every day.

    Why Is the US Losing Against China in an Espionage War?

    Chinese espionage cases in the US have assumed alarming proportions. On July 7, Christopher Wray, the director of the Federal Bureau of Investigation, declared: “We’ve now reached the point where the FBI is opening a new China-related counterintelligence case about every 10 hours. Of the nearly 5,000 active FBI counterintelligence cases currently underway across the country, almost half are all related to China.”

    Since the mid-1990s, evidence of Chinese espionage in the US had been mounting. However, it is only recently that the US began taking this issue seriously. Washington’s inability to recognize the threat from Beijing early on is due to its failure to understand Chinese espionage culture. This, in turn, is because the US lacks a strategic counterintelligence culture and focuses excessively on operations.

    Historical Roots of Chinese Espionage Culture

    Americans see the worsening of Sino-US relations from the prism of “betrayal” and “surprise.” This is because the US considers the 1972 US-China rapprochement as a watershed moment. Many in Washington believe the US was singularly responsible for the dramatic economic rise of China. Consequently, they had assumed that the Middle Kingdom would be grateful for American help and adopt Western norms over time. To their surprise, this did not happen. Beijing never really displayed gratitude and it has become increasingly defiant as it has become more powerful. The rising threat of espionage, both security and commercial, is just one of the many manifestations of this defiance.

    A simple question arises: Why did the US fail to foresee the threat of espionage by China? The answer lies in the chronic inability of American intelligence and intelligentsia to pay adequate attention to the intelligence cultures of other countries. As early as the 1980s, this lacuna had been pointed out by some academics who understood the perils of neglecting foreign cultures. Their advice went unheeded, though.

    To understand Chinese intelligence culture, the operative date is not 1972 but the first recorded interaction between the Chinese and Western civilizations. In the 16th century, Italian-born Father Matteo Ricci led a team of Jesuit missionaries to the village of Shanghai. In a way, these missionaries were the first Western intelligence operatives in China. They came with the mission of converting the Chinese to Christianity. The Jesuits assumed that the lure of superior Western science and technology would convince the Chinese to embrace Christianity. This didn’t happen. By the end of the 19th century, the Jesuits concluded that their mission had been a “total failure.”

    The reason behind this failure is fairly straightforward. Hostility toward foreigners was deeply entrenched in the Chinese psyche. Any foreigner was categorized as “inferior” and “barbaric.” The missionaries were only welcome as long as they imparted knowledge in the scientific and technological realms. Beyond that, when they tried to propagate religion and philosophy, they were punished and sometimes executed. In essence, the Chinese saw the missionaries akin to a fat cow that was to be milked and then slaughtered. This episode offers important insights for understanding modern Chinese espionage culture.

    Today, China is again milking the West for advanced scientific and technical knowledge. This time, it has sent Chinese spies to infiltrate citadels of Western knowledge, especially in the US.

    Reassessing Chinese Espionage Operations

    Studies on Chinese intelligence have mostly focused on operational level analysis. Analysts have largely failed to place individual espionage operations within the cultural context. Few Americans understand that the principles guiding Chinese espionage operations are fundamentally at odds with western ones.  

    This difference could be spotted as early as the mid-20th century when the Chinese Communist Party (CCP) was building up its intelligence infrastructure with the help of the Soviet Union. Subsequently, the CCP intelligence apparatus cooperated closely with Soviet intelligence. Yet, despite tutelage and operational cooperation, the influence of Soviet intelligence practices on the Chinese remained minimal.

    Just as 16th century China had welcomed Western science and discarded Western philosophy, the CCP followed the same practice. Operationally, the CCP intelligence services were keen to learn the tricks of the trade from the Soviets. However, they stuck with their ancient philosophies on the subject. In particular, the Chinese stayed true to Sun Tzu, the famous military strategist of the 6thcentury BCE. There was “no imitation or even emulation” of Soviet intelligence practices, but only “customization and improvisation.”

    One such customization can be seen in how the Chinese have employed the Sun Tzuvian concept of “expendable spies,” which conflicts with the Western philosophy of “ethical spying.” Empirical studies on the British, American and Soviet experience in running human intelligence operations reveal a remarkable degree of concern for field agents. In particular, Western intelligence agencies have historically shown great regard for the lives and security of their informers. The Americans and the British treated Russian informers like Adolf Tolkachev and Oleg Gordievsky rather well. The Soviets also took good care of strategic informants like the Cambridge Five. Western handling officers often insist on “informant security.”

    The “expendable spies” doctrine, on the other hand, does not extend to the field agents the privileges that come with “ethical spying.” The arrest of Candace Claiborne, the State Department official, illustrates this point. Claiborne’s true identity was revealed when she unsuspectingly accepted a compliment from an undercover FBI operative that she was one of the “highest regarded” assets of the Ministry of State Security (MSS), the intelligence, security and secret police agency of China. This incident reveals that Chinese intelligence seems to have offered zero security training to an agent who enjoyed top-secret clearance. The CCP treats agents as “disposable” because it still follows Sun Tzu’s theory of “expendable spies.”    

    The expendable and ethical schools of intelligence lead to a qualitative versus quantitative dichotomy when it comes to informer networks. Western agencies look for a few reliable informers who can be secured. The Chinese employ a vacuum cleaner approach and prefer using a large number of intelligence collectors instead of a few trained professionals. This qualitative-quantitative distinction is certainly well known, but few Americans appreciate its historical origins that date back to the formative years of the CCP intelligence apparatus.

    Beijing has used the quantitative approach relentlessly when it comes to commercial espionage. In 2015, John Lewis of the Obama administration insisted to his Chinese counterpart that they discuss this thorny issue. After a few failed attempts at dodging it, the Chinese official made a rather candid observation. According to the official, the Chinese intelligence culture did not distinguish between espionage for national security and for economics. Such a dichotomy was solely a Western one. For the Chinese, it did not exist. Despite this clear confession, it took another five years for the American establishment to completely wake up to the reality of the Chinese threat.

    Fixing the American Culture of Counterintelligence

    The US can contain the Chinese threat by effective counterintelligence. However, the current state of play does not inspire much confidence. American misreading of Chinese espionage culture has given birth to an inadequate counterintelligence response. The US focuses too much on individual cases and not enough on developing a strategic counterintelligence doctrine.

    In such a strategy, the US would employ offensive operations to disrupt enemy intelligence goals. Instead, the FBI currently deploys a defensive strategy that involves the prosecution and conviction of foreign agents. This has two obvious flaws.

    First, prosecution takes up scarce time, energy and money. It has an opportunity cost. It fails to exploit a compromised spy who could be used as a double agent. Prosecution also alerts enemy intelligence agencies who can then cover up their tracks.

    Second, convictions are hard to obtain in intelligence matters. Evidence is often insufficient, critical details of operations cannot be revealed and the gray matters of espionage do not translate as easily to the cut and dried approach of the court of law. This makes convictions difficult to secure. In fact, the shrinking arrest-to-conviction ratio feeds into the Chinese intelligence offensive, which feeds on accusations of racism and witch-hunting by the Americans. Every person accused by the FBI who walks away free adds to China’s psychological operations (PSYOP).

    In theory, PSYOP is shaped and targeted at a particular set of audiences to achieve a well-defined set of objectives. By accusing Americans of racism, the CCP aims to appeal to the sentiments of the American people in order to turn them against the FBI. In this regard, Beijing seems successful as American academic and scientific institutions have repeatedly resisted the FBI’s requests to monitor Chinese students. These institutions fear accusations of racism and perhaps a drying up of Chinese money. China has cleverly created rifts between American security agencies and its intellectual institutions to further its own purposes.

    To extricate American counterintelligence from this imbroglio, the US will have to embrace a strategic counterintelligence doctrine. It will have to use PSYOP effectively too. In particular, it could focus on China’s violations of human rights such as the brutal “traitor weeding” program followed by its intelligence agencies. Already, educated Americans are turning against Chinese actions in Xinjiang, Hong Kong and Tibet.

    Therefore, the need of the hour is for Americans to embrace the famed Sun Tzuvian dictum: “[K]now thyself and know thy enemy; a thousand battles, a thousand victories.”

    Does Beijing Prefer Biden or Trump?

    Few major events occur in the world now occur without China having a stake, directly or indirectly, in their outcome. That is because Beijing has become a force to be reckoned with, and its influence has grown to rival or even surpass that of the US in many parts of the world. Just as elections throughout the world have historically implied some sort of impact on Washington, now the world is becoming accustomed to the same being true for Beijing.

    The US presidential election is certainly no exception. At least part of the reason that matters to Washington is because, for the first time since America became a global superpower, it now has a proper peer. The former Soviet Union may have been a military peer, but it was not a peer on any other level. That is not true with China, which now rivals the US in some arenas or is on its way to doing so. In some aspects of science, technology, the global economy, diplomacy and political influence, Beijing is already more consequential to much of the rest of the world than America is.

    Given its single-minded focus on creating an alternative world order crafted in Beijing’s image, as well as the tremendous resources it is devoting to that task, there is little reason to believe that China’s trajectory will change in the coming decade and beyond. One could argue, in fact, that the outcome of the election matters almost as much to Beijing as it does to America, for it will define the type and scope of headwind Beijing faces for at least the next four years.

    A second Trump term of course implies more of the same: trade war, challenging Beijing at every opportunity, the war of words, and not giving an inch on anything. But it also implies four more years of discord and disarray between America and its many allies. Both America and China have paid a serious price for having Donald Trump in the White House, but Beijing has certainly benefitted while Washington has suffered from the fractious nature of America’s relationship with its allies.

    Under a Biden presidency, that is likely to be greatly reduced, which should concern Beijing a lot, for it has enabled the Communist Party of China (CPP) to act with virtual impunity on the global stage while America and its allies passively look on. That is what has enabled Beijing to expropriate and militarize the Spratly and Paracel Islands, bulldoze its way into more than 70 countries without opposition via the Belt and Road Initiative, and significantly increase its influence in the world’s multilateral organizations, among other things. That damage has already been done and, in truth, there is relatively little Joe Biden or any subsequent US administration may be able to do about it.

    What Biden can do in response is repair those alliances and lead an effort to coordinate and unify the West’s future responses to Beijing’s actions. It is by acting in unison that the West will not only get Beijing’s attention, but begin to reverse the tide. Beijing has few real allies, and some of its “allies” have dual allegiances between Beijing and Washington. When push comes to shove in a time of crisis, Saudi Arabia, for example, is not likely to pivot in Beijing’s direction, despite China’s growing economic ties with the kingdom. The same is true with a variety of other allies that China believes are in its camp but which Washington has cultivated over the decades. Beijing is a new arrival to the party.

    So, what is at stake for Beijing is an unfortunate choice: endure four more years of Trump’s tirades or (at least) four years of a US administration that values America’s alliances and intends to reinvigorate them. Biden is not likely to try to reverse the course Trump has embarked upon with Beijing. That ship has sailed. US Congress is on board with Trump’s contention that Xi Jinping and the CCP are bad actors and that the Chinese government is America’s greatest adversary. Biden’s foreign policy is unlikely to be substantively differently oriented.

    In that regard, while this is undoubtedly the most important election of most Americans’ lifetimes, it is also crucially important for Beijing. The gloves are off on both sides and they are not going to be put back on. The question is, does Beijing prefer Trump or Biden? While the answer is probably neither, knowing that bilateral relations are not going to revert to where they were under Barack Obama, Beijing may actually prefer Trump over Biden in the hope that the damage done to America’s alliances may become permanent. In the meantime, the CCP will continue to use Trump to whip up nationalism at home, which of course suits its ultimate objective of strengthening Xi’s and the CCP’s grip on power.

    Will Laos Become a Model for China’s Economic Colonialism?

    The small Southeast Asian nation of Laos stands out as a success story in COVID-19 control. With only 23 confirmed cases, it has gradually lifted lockdown measures. Success on the medical front, however, will not be enough to carry the country through the economic whiplash that pandemic containment had on the informal economy. Laos’ reliance on remittances from abroad is not unique in the region, and while it has thus far averted a coronavirus-induced health crisis, its economy is expected to contract, according to World Bank estimates.

    Incomes from tourism, remittances and the informal gig economy are expected to be hit hardest by the pandemic. Director general of the Laotian Department of Labor Skill Development at the Ministry of Labor and Social Welfare, Anousone Khamsingsavath, has voiced concerns about exacerbated poverty under COVID-19. Migrant workers have been returning from abroad due to evaporated opportunities, and the sudden influx of job seekers, coupled with a precarious economy, makes countries like Laos particularly susceptible to economic — and thus political — influence from outside.

    Against the backdrop of the pandemic, countries whose economies are large enough to weather the storm have a unique opportunity to extend their influence vis-à-vis their smaller neighbors. A case in point: China and Laos. Earlier this year, Beijing began to build diplomatic goodwill in Vientiane by sending supplies, health advisers and medical staff, as well as offering loans and development opportunities to help Laos recover from the crisis. Existing power imbalances between the two states will likely be exacerbated, and China is well positioned to further consolidate support for its ally.

    Golden City

    China was the first country to be hit by the pandemic, and its economy, the second largest in the world, is now showing signs of recovery. Beijing has already unveiled a 3.6-trillion yuan ($506-billion) stimulus package, suggesting that China intends to continue work on its existing projects, with the Belt and Road Initiative being the crown jewel among them. As part of this initiative unveiled in 2013, China has been working to extend its land and maritime transportation networks through infrastructure built with the agreement of partner countries.

    One of the initiative’s branches that has thus far received little attention is the China-Laos railway, which stretches from Mohan, in China’s Yunnan province, to the Laotian border town of Boten, before reaching the capital, Vientiane. Once adjoining railways are complete, the segment is projected to be part of a pan-Asian network that joins Yunnan’s capital Kunming with Bangkok, Kuala Lumpur and Singapore. The project has been underway since 2016. Laos is the only landlocked country in Southeast Asia, and due to the lack of ports that can offer counterbalancing sources of income and connectivity, it is particularly dependent on Chinese investment in towns like Boten. The town was designated a special economic zone (SEZ), its casinos drawing in massive numbers of tourists from mainland China, where gambling is illegal.

    Touted by both governments as a partnership of mutual prosperity, local Laotians complained of the disrespect and one-sided decision-making from the new arrivals. This was the case when casinos in Boten were shut down in 2010 by the Chinese Ministry of Foreign Affairs over accusations of crime and prostitution. The town, whose economy centered around gambling, went into decline even as construction of the railroad continued. Two years later, however, Laotian officials decided to give the original sponsor of Boten’s failed project a second chance. The sponsor partnered with another industrial group and signed a new agreement to shift the town’s focus from gambling to commerce, rechristening “Golden Boten City” as “Beautiful Boten Specific Economic Zone.”

    It is unclear whether this new venture is a result of or is intended as an extension of the railway being constructed. What is clear is that China does not intend for the BRI to be an isolated transportation framework in Boten’s case. Railway construction naturally brings an influx of Chinese laborers who prefer Chinese goods and Chinese services, but an injection of Chinese cash into the local economy could also add to the local government’s incentive to cooperate with construction. The businesses and the railway can then form an economic feedback loop that justifies each other’s existence.

    Business Model

    This business model would not be so worrying if the local Laotian government retained significant regulatory power over the venture. However, the Chinese-funded Boten Economic Zone Development and Construction Group has been given the responsibility of charging taxes and building both utility and telecommunications infrastructure. This calls into question the sovereignty of the host nation’s government, and one of the group’s buyers stationed in Boten went so far as to say the company basically controlled the entire growing city.

    SEZs like Boten may become the next model of economic colonialism in Southeast Asia, where Chinese investors lease large tracts of land for a substantial period, import Chinese workers to build infrastructure around railway stations, and create economies that cater specifically to Chinese patrons and Chinese interests. This form of colonialism doesn’t have to be directly affiliated with the Communist Party, as China has more than enough corporations with deep pockets that can withstand the risk of investment and provide the much-needed capital to rural areas whose native government do not have the means for development.

    As COVID-19 ripples through Southeast Asia, countries in the region can be expected increasingly to look abroad for any kind of financial buffer that will help them survive the economic shockwaves. Even countries like Laos that have avoided a health crisis cannot avoid suffering indirectly from the economic contractions of their less proactive neighbors. Regional governments will be tempted to grant more concessions in the hopes of bringing more jobs to locals out of work, and capital from China will be alluring, even as it inevitably comes with economic dependence and the local influence of powerful Chinese corporations.

    Developments in little-known outposts with potential, such as Boten, rarely make the headlines. But make no mistake: China was already making its way steadily through Southeast Asia, and the ongoing pandemic is only likely to increase its pace.
