    France’s Electoral Abyss

    Across the globe, democracy appears to be in a curious state. One of the main indicators of the health or pathology of democracy is the turnout in elections. Some might claim that the high turnout for the Biden-Trump face-off last year was a sign of health for US democracy.

    But the aftermath — marked by the “stop the steal” movement, a riotous occupation of the Capitol building and a continued spirit of revolt by a significant proportion of the citizenry as well as some prominent politicians — reveals that the spectacular numbers achieved by both candidates in the presidential election were a sign of high fever in the body politic rather than healthy democratic engagement. Many commentators noticed that voting against a particular candidate — Hillary Clinton in 2016, Donald Trump in 2020 — rather than voting for a preferred candidate may have been the determining factor in those two elections.

    Iran’s presidential election on June 18 was notable for its low turnout. But that is what everyone expected. Iran’s centrally controlled electoral system, emanating from a strictly hierarchical governmental structure in which the power of the president is extremely restricted, produces elections that are more accurately referred to as “selections.”

    Though the two-party system in the US, sometimes referred to as a “duopoly,” leaves itself open to a similar critique, Western democracies still hold onto the idea that elections are expressions of vox populi, reflecting the will of the people. The general trend noted in recent years and in many democratic nations toward levels of abstention that often dip below 50% indicates that belief in democracy as a viable representative form of government may be far less solid than politicians and educators like to affirm.

    France set a record on June 20 for its combined departmental and regional elections, two distinct opportunities to vote on the same day in the same place. With nearly 33.3% showing up to vote, two-thirds of the electorate simply didn’t bother. The only worse showing was in a referendum in 2000, where only 30% of the electorate bothered to vote on shortening the length of a presidential term. On Sunday, the abstention figure was dramatic enough, in any case, for President Emmanuel Macron’s press secretary to term it “abyssale” (abysmal).

    Contextual Note

    Macron’s government has every reason to deem the result of this first round abysmal. Occurring less than a year before the 2022 presidential election in which Macron hopes to break the recent trend of one-term presidents (Nicolas Sarkozy and Francois Hollande), the media and the pollsters regarded these local elections primarily as an indicator of what to expect in next May’s contest. The majority party — itself a “bricolage,” an assemblage cobbled together after Macron’s freak parting of the Red Sea in 2017 — performed particularly badly, not even attaining the 10% required to remain in the running for the second round in five of the 13 regions.

    For most of his term, Macron has had low approval ratings. He has never earned the admiration of the masses that presidents of the Fifth Republic once managed to achieve, though there have been moments when the French were willing to respect his apparent competence. This was especially true after his initial response to the COVID-19 pandemic. But there are other moments, far more frequent, in which his popularity has not only faded, but Macron himself has become an object of public scorn. The yellow vest movement that raged in 2018 and 2019 is the closest thing in modern times to the kind of popular revolt immortalized during the French Revolution that more than two centuries ago, at least provisionally, abolished the monarchy.

    The commentators were even more surprised by the unexpectedly low score of Marine Le Pen’s right-wing populist party, the National Rally, formerly the National Front. The media have been building up the idea that the second round of next year’s presidential election will inevitably be a remake of 2017, with a rising Le Pen challenging a fading Macron, a recipe for anguished suspense among those less tempted by fascism. Over the next week, and immediately following the second-round results, the pundits will begin drawing conclusions about what this tells us about who will actually be present in the second round next year and how they may fare. 

    The same pundits may even decide that it means nothing at all, given the rate of abstention. Prognostication has suddenly become a more difficult exercise. The manifest indifference of the electorate to everything that politicians believe is important does, however, tell us something about the state of democracy in France in what may be the waning years of the Fifth Republic. L’Obs, a left-center weekly, cites what it calls “fatigue démocratique,” a weariness with the very rituals of democracy.

    Historical Note

    The one dramatic indicator early commentators have highlighted is the apparent victory of the traditional right that had formerly been humiliated, finding itself in a no-man’s-land between Emmanuel Macron’s increasingly right-wing neoliberal center and Marine Le Pen’s xenophobic right-wing nationalism. Some see it as a sign of rejuvenation for the Gaullist tradition. The leader of Les Républicains, Xavier Bertrand, has been trying to resist Macron’s sedulous attempt to laminate the traditional right by adopting not only its policy themes, but also the demagogic Islamophobia of Le Pen’s party.

    President Macron, the self-declared centrist, was counting on using his status as incumbent to position himself in a way that would make him attractive to a full range of voters on the right, while assuming that in his contest with Le Pen in the second round, he would also pick up most of the voters on the left who would be afraid to abstain. This could be compared on some points with Joe Biden’s successful strategy in the 2020 US presidential election.

    Les Républicains appear as the real winners for the moment, if only because they have thrown a wrench into Macron’s 2022 strategy. There now may be a stronger likelihood that Bertrand will reach the second round opposite Macron, or possibly even opposite Le Pen. This is a cause of deep embarrassment, if not consternation. The combination of Le Pen’s low score and the Républicains’ success means that the traditional right — whose continuity dates back to Jacques Chirac and, ultimately, Charles De Gaulle, the founder of the Fifth Republic — may have recovered its mojo that so suddenly faded in 2017 following the scandals of its leading candidate, Francois Fillon, and its most recent president, Nicolas Sarkozy. The latter was recently convicted for electoral fraud and has been sentenced to six months in prison.

    The media hasn’t begun asking the real historical question that underlies this curious drama. The parties are one thing, but what about the French people? What do they think, and what do they want at this historical “inflection point,” to quote Biden? The yellow vest spirit is still floating in the air, maybe even permeating the atmosphere.

    The only candidate to have dared to talk about the eventuality of a Sixth Republic is Jean-Luc Melenchon, the left-wing populist candidate who fared honorably in the first round of the 2017 election at a moment when the once conquering Socialist Party imploded. The French media refuse to take Melenchon seriously, except as a foil to the legitimate pretenders. He has been cast in the role of the French Jeremy Corbyn or Bernie Sanders, with a stronger intelligence, a more marked strain of rebelliousness against the establishment, but less charisma. Though he could never win a presidential election, he is still the strongest political personality on the left.

    With other crises brewing — a pandemic still dragging on, hints of a possible new global financial crisis, a deepening climate crisis, exacerbated European instability, complemented by shaky leadership in the US — the French may simply be wondering how voting for anyone promises to accomplish anything worthwhile.

    The Sad Reality of US Dealmaking

    The fallout from US President Joe Biden’s week in Europe has just begun. There was no dramatic moment that sums it up, though the media vaguely hoped the one-on-one with Russian President Vladimir Putin might produce something akin to the jabs, uppercuts and right crosses of Rocky Balboa vs. Ivan Drago in their opening round. But there was nothing to see. The fight wasn’t televised and Biden carefully avoided the risk of seeing both on stage in a joint press conference.

    Though no spectacular shift in US–Russia relations will likely appear in the months ahead as a result of the encounter, some aspects of Biden’s performance concerning the posture and attitude of the US on the world stage may prove pivotal. Biden’s actions and rhetoric in Europe have contributed in significant ways both to defining his presidential legacy and clarifying the shifting vocation of the US in a world that has become far more complex than the one previous presidents had to deal with.

    Biden’s Optimism vs. the Media’s Pessimism

    Biden seems to realize it as he frequently refers to this moment of history as an “inflection point.” He’s right, though he seems to have seriously misjudged the nature of the tectonic shift the world is undergoing. Biden defines such inflection points as “moments in time when we’ve made hard decisions about who we are.” But the era in which presidential decisions in themselves constituted historical inflection points probably ended in March 2003, when the US, under George W. Bush, invaded Iraq. Forces were then unleashed that no longer await presidential decisions. Powerful undercurrents of history, the economy and of nature itself — all beyond any politician’s control — have been fueling the largely unmanageable force behind today’s inflection.

    Jonathan Lemire and Aamer Madhani are the authors of an AP article that focuses on Biden as America’s pitchman to the rest of the world. The title of the article is: “Biden Abroad: Pitching America to Welcoming If Wary Allies.” Reduced to its essence, Biden’s pitch consisted of reassuring his allies that he can be trusted simply because he is not Donald Trump, even though his policies have shown little indication of breaking with the former president’s innovations.

    The world remembers Biden’s previous boss, Barack Obama, who before his election in 2008 claimed to represent a radical shift away from everything that Bush stood for. He even convinced the Nobel committee he was a prince of peace. Once in office, Obama prolonged most of Bush’s policies, including foreign wars, reinforcing the surveillance state and maintaining tax cuts for the wealthy, all of which imperiled the economy itself, leading to the 2008 financial crisis that he was tasked with solving.

    Lemire and Madhani note that whilst the allies in the G7 appeared relieved by the feeling that there was now “a steady hand at the wheel,” they were far from convinced that the US was permanently back on an even keel. They did end up agreeing to the general drift of Biden’s campaign to highlight the opposition between democracy (the West) and autocracy (China and Russia). 

    At the same time, the authors remarked that “Germany, Italy and the representatives for the European Union [were] reluctant to call out China, a valuable trading partner, too harshly.” More significantly, they noted that there was “a wariness in some European capitals that it was Biden, rather than Trump, who was the aberration to American foreign policy and that the United States could soon fall back into a transactional, largely inward-looking approach.”

    Transactional:

    An adjective that describes not only the willingness to make deals with others, but also the refusal to recognize the existence of anything other than calculation of individual interest in the conduct of one’s affairs and relationships even with permanent partners and allies.

    Contextual Note

    After his meeting with Putin, Biden declared: “This is not about trust. This is about self-interest and verification of self-interest.” He needed to reassure the American electorate that, unlike Trump, he had nothing but mistrust for Putin. But he may have been signaling what most Americans always want to hear: that nobody should be trusted, because all relationships begin — and most end — with the assertion of self-interest. America’s European allies have understood that, despite protestations of solid alliances, special relationships and undying friendship, Trump’s approach of reducing everything to a transactional deal was a true description of the reality of US policy under every recent president.

    The language used by the media demonstrates this reality with some clarity. The AP journalists already described Biden’s action as “pitching America.” In an article with the title, “Biden Struggles to Sell Democracy Abroad When It Faces Challenges at Home,” The Washington Post described Biden’s behavior in Europe to that of a street barker. “But then, like any good pitchman, Biden quickly regained his footing,” the Post reports. Diplomacy always involves self-interest and always contains an agenda, but when it consistently appears as a pitch, potential customers begin to doubt the sincerity. The authors of the AP article make it clear that, however persuasive the pitch, Biden has not yet closed any deal. They even seem to doubt one is likely.

    Historical Note

    Writing for Spectator World, historian Andrew Bacevich commented that Joe Biden’s premise concerning US leadership of democratically-inclined allies sounds like a desire to return to an imagined status quo that, following the collapse of the Soviet Union, appeared to be heralding what George H.W. Bush called “a new world order.” But in this century, history has moved on in ways Biden and most American politicians appear either not to have noticed or persist in willingly ignoring. “The idea that a US-led bloc of Western nations will determine the future of the planet will become increasingly implausible,” Bacevich explains.

    The historian puts in perspective Biden’s insistence on managing an inflection point: “While repeatedly insisting that history had reached ‘an inflection point’, he simultaneously reiterated the claim made by every US president since Harry Truman (Trump excepted) that ‘the partnership between Europe and the United States’ will determine the fate of humankind.”

    The G7 is that partnership, which now includes Japan. But the fate of humankind will rely on the interplay of forces that no single nation or group of nations controls. If there were a way of getting humankind itself into the picture through, say, a global democratic revolution that respects the classic democratic dictum of one man, one vote, the combat to promote democracy over autocracy might make some sense. But that is on no one’s agenda. The degree of inequality between nations and within nations may now have reached a point of no return.

    Trump’s presidency taught the Europeans about the dangers of getting on board with grand US-led projects. They are beyond risky. The Joint Comprehensive Plan of Action (JCPOA), even more than the Paris climate accord, provides a perfect example. At a truly interesting historical moment marked by the election this weekend of a new president in Iran, the US actually has an opportunity to push toward a solution that would involve reconciling a number of competing interests stretching across a wide expanse of the globe.

    The New York Times believes that the election of Ebrahim Raisi as Iran’s new president may be the perfect opportunity for Biden. Its reasoning makes sense. If Raisi makes the concessions necessary to remove US sanctions, Iranians will have the hope of returning to a prosperous economy. Still, the heritage of Donald Trump has seriously weakened US credibility. “The Iranians have demanded a written commitment that no future American government could scrap the deal as Mr. Trump did,” the Times reports. “They want something permanent — ‘a reasonable-sounding demand,’ in the words of one senior American official, ‘that no real democracy can make.’”

    What the official means is that a real democracy could make that “reasonable-sounding demand,” but not the US version of democracy. The Times explains: “Mr. Biden, like President Barack Obama before him, could never have gotten the consent of two-thirds of the U.S. Senate. So it is termed an ‘executive agreement’ that any future president could reverse, just as Mr. Trump did.”

    Bacevich is right. The US, even with Europe, cannot “determine the future of the planet.” It can’t even define a line of policy that will hold for more than four years. The most powerful nation in the world is also the most powerless.

    The Reality of Abortion in Northern Ireland

    In April, the UK House of Commons formally approved a new directive requiring Northern Ireland’s Department of Health to take “concrete steps” to ensure full abortion services in the north before summer. The directive, which came after years of pressure from inside and outside the north, is the result of the Northern Ireland executive’s delay in commissioning services that were formally decriminalized in 2019.

    It is time for Northern Ireland’s secretary of state, Brandon Lewis, to ensure that reproductive rights in the north are safe, legal and accessible to all who need them. The complicated politics of Northern Ireland have led to this dilemma of jurisdiction. The House of Commons was able to decriminalize abortion services in the north specifically because there was no sitting Northern Ireland executive in Stormont. However, now that there has been a sitting government in Stormont for over a year, many are calling for an end to the executive’s stall tactics.

    How Did We Get Here?

    Abortion services in the United Kingdom were legalized by the 1967 Abortion Act. Despite the fact that Unionists in the north of Ireland repeatedly call for increased recognition as part of the UK, the Democratic Unionist Party (DUP) has refused to allow this to extend to reproductive rights. Northern Ireland remains home to one of the most restrictive abortion regimes in the world, forcing pregnant people to travel across the Irish Sea to access services.

    UN committees and the Human Rights Council have released numerous reports stating that the UK has been breaching the rights of pregnant people in the north by limiting their access to abortion services. These same reports were a driving force behind the 2018 referendum on abortion in the Republic of Ireland, which passed affirmatively with nearly 70% of civilians supporting wide-reaching abortion reform. Pregnant people in the north have been forced to travel either to the republic or to mainland UK, which presents an enormous barrier to access.

    Despite the majority of Northern Ireland’s citizens saying that they would like abortion to be legalized, consistent vetoes by the DUP have blocked the power-sharing government from passing abortion reform.

    Lack of Government: An Opportunity

    The legacy of the 1998 Good Friday Agreement in Northern Ireland requires a power-sharing government between the nationalist and unionist communities. This means that neither party can be in position without the other. While this has been the reality for the past two decades, the issue rose to prominence in January 2017, with the resignation of the nationalist Sinn Fein’s Martin McGuinness as deputy first minister. This led to the collapse of the executive in Stormont, which continued until January 11, 2020.

    During this period of three years, the country had no power-sharing assembly to carry it through Brexit negotiations with the European Union, deal with rising turmoil in the north over the impact of these talks, and no opportunity to potentially build on momentum around abortion rights coming from the Republic of Ireland.

    The collapse of the executive allowed the British Parliament to pass legislation legalizing gay marriage and abortion in the north, bringing it in line with mainland UK laws, the Republic of Ireland’s laws since 2018 and international human rights norms. The move — which is only possible due to the legacy of The Troubles and the Good Friday Agreement, which allows for direct rule from London — was cause for enormous celebration by abortion rights activists.

    The proposal from Labour MP Stella Creasy was supported by 332 votes to 99, which forced decriminalization on October 21, 2019, if the Northern Ireland government was not restored. Despite attempts by the DUP to form a government in order to avoid the decriminalization, Michelle O’Neill and Sinn Fein resisted efforts, allowing the laws to be passed. Notwithstanding arguments against direct intervention from Westminster, the decision was applauded by pro-choice activists across the island.

    The new directive requires the Department of Health to take “concrete steps” to ensure full abortion services in Northern Ireland before the summer. This comes after pressure from within and without, with the Northern Ireland Human Rights Commission recently issuing legal action against the Stormont executive over the delay in commissioning services.

    What Does the Decision Mean?

    Over a year and a half after the British Parliament decriminalized abortion, the UK government has formally reprimanded the Northern Ireland executive for “dragging its feet.” Parliament has formally approved regulations that enable Secretary Lewis to roll out abortion services across the north. This move is long overdue and is a response to stall tactics by the DUP government over the past year.

    The delays have meant that the burden has fallen on health trusts to carry out interim services for abortions up to 10 weeks, forcing pregnant people seeking terminations beyond 10 weeks to travel to mainland UK for services. Without adequate funding or resources from the Department of Health, these trusts have been had to either provide limited services or suspend them altogether.

    The Northern Irish executive must move, without delay, to create an abortion regime that adheres to international human rights norms and that is accessible to all those who need to access care. However, it appears unlikely that the two majority parties, the DUP and Sinn Fein, will be able to reach an agreement on the services after the resignation of First Minister Arlene Foster. Her successor, Edwin Poots, caters toward the hyper-Christian base of the DUP, publicly opposing adoption by gay couples, supporting conversion practices and restrictions on abortion.

    Through the rules that govern the Northern Ireland executive and power-sharing agreement, Lewis has both the legal authority and the financial abilities to “compel Stormont to commission full abortion services if there is no movement by the summer.” However, in the absence of clear decisions from Lewis, coupled with a Stormont executive that refuses to move forward with their own directives, the responsibility has fallen on community organizations such as the Alliance for Choice to provide access to abortion services across the north.

    The COVID-19 pandemic has exacerbated the fact that health professionals are already stretched thin throughout the north. Many of them do not have the financial or staffing resources to continue to provide services for those seeking an abortion. While a truly free, safe and legal abortion regime will look different everywhere, it is clear that the current model in the north is not working. In the absence of appropriate action from the Northern Ireland executive, and to assume the burden from already-stretched-thin community organizations, Secretary Lewis must act now to create a government-financed and government-run centralized model for abortions without restrictions in the north.

    Biden’s Optimism vs. the Media’s Pessimism

    Media commentators initially gave good ratings to US President Joe Biden after his meeting with Russian President Vladimir Putin. They expressed a sense of relief, in large part due to the contrast in tone with Donald Trump’s performance in similar situations, guaranteed to produce a sense of unexpected drama. Biden confirmed his image of a seasoned diplomat capable of engaging in civil dialogue, setting the stage for eventual problem-solving.

    But the event left US media with mixed emotions. Calm problem-solving may be good in the abstract, but isn’t Russia the evil empire? Isn’t a president’s mission the humiliation of the enemy? The New York Times, for example, has recently been praising Biden as a transformative president. But the Gray Lady has also been locked in a pattern of blaming Russia for every bit of unwelcome news affecting the US, from cybercrime and UFOs to directed energy attacks and more.

    Prior to the summit, the Times and other outlets prepared their public to expect Biden to charge Putin with a litany of accusations he could not deny. Though no serious journalist expected the script of the meeting to result in a first-round knockout, followed by Putin’s emotional confession of all the crimes he has shamelessly committed against American democracy, they clearly were interested in counting the punches Biden might land to make the Russian leader wince.

    That clearly didn’t happen. Less obsessed by the Russian bugbear, Axios coolly analyzed what it called “Biden’s two-step negotiating process,“ highlighting the fact that his “approach with Putin followed his approach to Congress: try to take the most optimistic path, give it some time and be prepared to march ahead with consequences.”

    CNN and The New York Times showed the kind of impatience outlets obsessed with prosecuting Russia for its endless crimes feel obliged to display. Kaitlin Collins, a reporter at CNN, accused Biden to his face of being “confident” Putin would “change his behavior,” clearly unnerving the president. Michael D. Shea, the White House correspondent at the Times, made a point of expressing that impatience when he wrote: “Mr. Biden’s response to his Russian adversary underscored a persistent feature of his presidency: a stubborn optimism that critics say borders on worrisome naïveté and that allies insist is an essential ingredient to making progress.”

    Contextual Note

    Some attribute to P.T. Barnum the phrase, “Never give a sucker an even break.” Barnum did say, “There’s a sucker born every minute.” The idea that they never deserve an even break has become the equivalent of a wise saying for many Americans in the world of business.

    The US owes its position as the world’s dominant economy to its ruthlessly competitive business culture. But this harsh reality sits alongside a deep-seated belief in popular democracy and the rosy fantasy of the power of the people. This contrast has spawned an interesting divide within society itself. The capitalists — the makers and doers — in the business world tend to be pessimists. Believers in democracy are optimists. Successful capitalists with a true competitive spirit see most other people — competitors and customers alike — as suckers who deserve to be taken advantage of. This pessimistic disdain for other people is sometimes highlighted as the virtue of assertiveness.

    In contrast, the conviction that democracy is the true model of social relations correlates with optimism and trust. For many, this sums up the distinction between the culture associated with Republicans and Democrats. Individualistic Republicans celebrate the assertive winners, whose winning takes place at the expense of the losers, the suckers. Democrats pity the losers, believing they should be encouraged to succeed. Success is most satisfying when it is shared.

    Biden will always play the role of optimist. But that doesn’t imply that he always thinks like an optimist. To be successful during a long career usually requires applying the lessons of pessimism. The “liberal media” in the US — which includes The New York Times, The Washington Post, MSNBC, CNN and others — must pay lip service to optimism. But to achieve the success they have achieved, they must also be ready to criticize the optimists and even accuse them of naivety. And when it comes to Russia, everyone has been taught to be a pessimist.

    Explaining his diplomatic approach, Biden seems to be saying: I start as an optimist and then shift to pessimism when things start to become serious. It is a well-worn strategy in the American tradition. The problem for media like the Times or CNN is that they have designated Russia as the arch-villain in the story. True heroes must never be indulgent with the dragons they are on a mission to kill.

    Historical Note

    During Joe Biden’s jaunt to Europe, the media focused on deciphering his attitude not only toward the enemy, Vladimir Putin, but also to his allies at the G7 summit. None showed an interest in the clues Biden provided of his thinking about the rest of the world. At his June 13 press conference in Cornwall, Biden’s improvised remarks tell a subtle but sad story about his vision of the world. It is fundamentally that of the leader of an increasingly rudderless empire posing as an enlightened democracy.

    Biden began by defining the role of the US and the G7 in these most condescending terms: “Everyone at the table understood and understands both the seriousness and the challenges that we’re up against, and the responsibility of our proud democracies to step up and deliver for the rest of the world.” Perhaps Biden thinks of himself as the equivalent of Jeff Bezos, whose mission is to deliver goods to the rest of the world at a profit.

    The president follows that with this syntactically broken train of thought: “The fact is that we — the U.S. contribution is the foundation — the foundation to work out how we’re going to deal with the 100 nations that are poor and having trouble finding vaccines and having trouble dealing with reviving their economies if they were, in the first place, in good shape.” On one side, there is “the foundation,” the US. On the other, there are 100 helpless, nameless struggling nations. This is Biden’s polite version of Donald Trump’s standard motif: We are the winner and everyone else is a loser.

    He then embarrassingly explains the importance of what he repeatedly calls the “COVID project,” having apparently confused the disease with COVAX, the international program to distribute vaccines to low and middle-income countries. In its transcript, the White House discreetly added COVAX after each mention of “COVID.”

    Perhaps the most rational and realistic — but at the same time troubling — thing Biden had to say in his speech was what sounds like his promise that “there will be future pandemics.” In other words, he looks forward to new occasions where the US will “step up and deliver for the rest of the world.” He even repeats the promise a few lines later: “And there will be others.”

    After applauding his own effort to impose a 15% tax on corporate profits — which may even lead to more inequality among nations — Biden lauds his Build Back Better World Partnership (B3W) designed to counter China’s Belt and Road Initiative. To anyone familiar with the history of US marketing, it sounds a lot like Pepsi seeking to dethrone Coca-Cola. At least Biden has his acronym and maybe will soon have a logo.

    In the most embarrassingly stupid moment, which should make professional marketers cringe, Biden describes the B3W strategy: “By harassing the full potential of those who are harassing, we’re going to have to try and change things.” Apart from the difficulty of harassing someone else’s “full potential,” we are left wondering how he could think he is doing a service to needy countries by proposing a policy of harassment. It may be better than a military invasion and decades of drone warfare, but if that’s the best the US has to offer the developing world, it might be better just to stay at home and focus on America’s own infrastructure needs.

    From that point on, his speech, Biden’s syntax and train of thought become even more incoherent, but there is too much to highlight in this short article. More to come next week.

    How the G7 Intends to Build the World Back Better

    The US Senate recently demonstrated that the only adhesive capable of uniting the two parties is a good, old-fashioned enemy. Although the Democrats and Republicans continue to bicker over the Biden administration’s infrastructure legislation, they achieved rare accord in passing a major technology bill that directs investment into key sectors of the economy.

    Why the sudden bipartisanship? China. The $250 billion investment into semiconductor production, scientific research, space exploration and the like is intended to decrease dependency on inputs from China and maintain a US lead in critical technologies.

    The Biden administration is now eager to replicate that experience on the global level. At last week’s G7 summit in the UK, the United States again used China as a threat to forge transnational solidarity around a global infrastructure deal. Despite some misgivings from Germany and Italy, President Joe Biden managed to steer the group toward something called the Build Back Better World (B3W) initiative, which incidentally sounds a lot like Biden’s 2020 campaign slogan. But that slogan itself echoed a catchphrase adopted by the UN in 2015 to characterize its response to humanitarian disasters. So, B3W can sound both authentically multilateral and distinctively Bidenesque at the same time.

    In the face of the global tragedies of the COVID-19 pandemic and climate change — not to mention the sustained attacks by Donald Trump and other right-wing populists on the global order — it was entirely appropriate for the G7 to come up with a bold approach to addressing global economic inequities in a sustainable manner. Alas, B3W raises as many questions as it addresses.

    For instance, is B3W more than just a fancy name attached to already committed financing and existing institutions like the Blue Dot Network? Isn’t the World Bank supposed to be closing the infrastructure gap between the have-lots and the have-littles? And shouldn’t China be a collaborator in this effort rather than its chief antagonist?

    Improving Upon Belt and Road?

    China launched its Belt and Road Initiative (BRI) in 2013. Its aim has been thoroughly Keynesian: to pump money into the economies on China’s borders — as well as some further away — in order to sustain China’s own economic growth. The more these economies are dependent on Chinese financing, Chinese inputs and Chinese know-how, the more they will ultimately contribute to China’s global economic dominance.

    Is China creating some kind of global alternative to capitalism like the Soviet Union’s old Comecon? No, Beijing is thoroughly capitalist in its orientation, though it pushes a version that rubs many laissez-faire purists the wrong way.

    Is China determined to use BRI to consolidate an anti-democratic bloc of nations? Although Beijing may well prefer to deal with more predictable partners — and democracies can elect some pretty outrageous wildcards — it is ultimately agnostic about the political governance of its BRI collaborators. There are 140 nations participating in the BRI, including 18 countries in the European Union. For every Belarus and Cuba, there’s an Estonia and a Chile.

    Well, then, isn’t China using BRI to build a kind of covert military bloc? Critics, for instance, have pointed to the deal China negotiated with Sri Lanka around the port it helped to finance in Hambantota. Struggling with loan repayments in 2017, Sri Lanka signed a 99-year lease arrangement with a Chinese firm. Couldn’t Beijing now turn this port into a military base?

    In fact, Sri Lanka continues to own the facility, though the Chinese commercial firm operates much of the port and thus gets much of the profit. Despite US government claims, China is not and doesn’t seem to have any intention of conducting military business at Hambantota. Two Chinese subs entered the port before the 2017 deal, and Sri Lanka has barred such visits ever since.

    The Sri Lankan example has often been used as exhibit A in the case of China’s use of the “debt trap” to advance its global objectives. According to this scenario, Beijing extends loans through BRI, the target country defaults, and China grabs the assets. It sounds plausible. Except that there’s no evidence that China actually operates that way, including in the Sri Lankan case.

    The Belt and Road Initiative has many flaws, to be sure. It has facilitated large-scale corruption, for instance, in Malaysia. It has promoted dirty energy, including 240 coal projects and billions of dollars in oil and gas investments.

    But it’s not as if China is the only country with dirty hands. Corruption is endemic in infrastructure projects, accounting for as much as 45% of construction costs. And when it comes to fossil fuels, the US was the largest oil exporter in the world last year as well as the fourth-largest exporter of coal.

    So, why did the G7 think it was so important to come up with an alternative to China’s Belt and Road rather than work with Beijing to build back better together?

    Beat ‘em Rather than Join ‘em?

    The United States likes being number one. The success of Trump’s political campaign and his various hyperbolic slogans testify to the endurance of American exceptionalism. The stridency of these exceptionalist claims, however, introduces a measure of doubt. Front-runners who are anxious about their status generally compensate by raising their voices and thumping their chests harder. In this way, we betray our simian origins.

    China has challenged the US status by growing what is now, measured by purchasing power parity, the world’s largest economy. Thanks to its performance in 2020 during the pandemic, China will likely become the world’s undisputed number one economy sometime around 2026.

    But China is also challenging the global economy by establishing its own institutions parallel to the World Bank and the International Monetary Fund (IMF), like the Asian Infrastructure Investment Bank. The BRI, by encompassing so much of the world, is just the kind of grand initiative that number-one economies set up to maintain their dominance.

    The United States is not so enthusiastic about relinquishing its top status. Ditto all the countries that have hitched themselves to the US economic locomotive. With Trump out of the White House, Washington has eschewed machismo in favor of multilateral and moral arguments against the Belt and Road Initiative: China is throwing developing countries into debt dependency; China is bolstering the power of authoritarian leaders; China is fostering unacceptable work environments including forced labor.

    Those criticisms ring hollow. The developing world is already in debt dependency to the G7 and its financial institutions. The World Bank and IMF worked closely with dictators for decades. Western corporations long turned a blind eye to horrifying working conditions in the countries where they set up operations.

    And the $40 trillion infrastructure gap between have-lots and have-littles that B3W is supposed to bridge? It’s because of this gap that China was so successful in reaching out to the Global South in the first place. In charge of the global economy since 1945, the richest countries failed miserably to achieve a modicum of global economic equity — because that was never really their goal.

    But Can It Help?

    For the sake of argument, let’s put all this history aside. Regardless of the mixed intentions of its backers, can B3W actually help countries that want to catch up to the rest of the world in a way that doesn’t further accelerate the climate crisis?

    The experience of the Blue Dot Network is not encouraging. Established by Japan, Australia and the US in 2019 — after a series of failed infrastructure initiatives like the Asia-Africa Growth Corridor and the Trilateral Partnership — the Blue Dot Network essentially establishes a Good Housekeeping seal of approval for infrastructure deals that meet more stringent requirements around governance, finance, labor conditions and the like. But here’s the problem: The Blue Dot Network doesn’t actually provide credit-hungry countries with access to any new pots of money.

    B3W looks like it might be a similar example of grand rhetoric and few resources. It is articulating the same kind of criteria for investments as the Blue Dot Network. As for the financing, the G7 has promised to mobilize private sector funding — in other words, they aren’t ponying up any money of their own. This is no surprise. The Biden administration is hard-pressed to pass its own domestic infrastructure bill. Fat chance it can get Republicans on board to send similarly earmarked funds abroad, even under the rubric of challenging China.

    Nevertheless, the White House is talking big: “B3W will collectively catalyze hundreds of billions of dollars of infrastructure investment for low- and middle-income countries in the coming years.” The word “catalyze” sounds very dynamic, but frankly, it’s just a fancy way of saying: We will beg and wheedle and maybe twist an arm or two, but frankly we can’t promise much of anything. As Reuters wryly concluded in its article on the initiative, “It was not immediately clear how exactly the plan would work or how much capital it would ultimately allocate.”

    The bottom line is that the world desperately needs a green B3W. It needs to find a way to close the infrastructure gap by providing the funds and financing for the developing world to leapfrog into a clean energy future. At the moment, the Belt and Road Initiative does not do that. And neither does B3W.

    So, how about it, Washington and Beijing? Why not get together to see if you can turn two wrongs into a right and collaborate on a global Green New Deal?

    How the Radical Right Bullied Professors in 1920s Austria

    As universities across the United Kingdom scramble to use the COVID-19 pandemic as an excuse to sack unwanted lecturers and professors, it becomes increasingly urgent to remember the history of labor organizing in higher education. What has and hasn’t worked in the past?

    The University and College Union is currently fighting job cuts and the closure of courses, departments and even entire campuses at 16 universities across the country, including the universities of Chester, Leeds, Leicester, Liverpool, Portsmouth and Sheffield. Teaching has finished for the year in most places, so the strikes, boycotts and protests are relying primarily on the assumption that it is possible to shame university managers into upholding long-cherished norms about the intrinsic value of education. In several cases, the cuts are a response to the UK government’s decision to reduce funding to the Performing and Creative Arts, Media Studies and Archaeology by half. The wave of redundancies is seen as evidence that many university leaders value profit and political expediency more than research and education.

    Whether a strategy of petitions and public shaming will work remains to be seen, but the way that universities responded to political and economic pressure during the crisis of postwar reconstruction does not bode well for the unions. In 1920s Austria, university leaders proved willing to sacrifice academic standards and the jobs and physical safety of their staff in order to placate violent bullies on the radical right.

    Austria in the 1920s

    Austrian universities struggled to stay open during World War I, welcoming women and refugees as students and offering “war degrees” for soldiers who could take crash courses and simplified exams while on leave from the front. Once the war was over, students flooded back to campuses, many of them veterans who had been forced to postpone their studies during the war. Whereas before the war students had come from across the Habsburg Empire, now that the empire had collapsed, university admissions officers privileged students who were citizens of the new Austrian Republic.

    A reforming, left-wing government in Vienna tried to reorganize the education system and bring institutions of higher education under the control of the Ministry of Education. Outside of Vienna, in particular, many university leaders resisted centralizing efforts in the hope that the republic would collapse and be absorbed into a greater German nation-state. As old power structures crumbled and new, ethnically-based democracies were established across the region, right-wing students attempted to take advantage of the upheaval to impose their agendas on universities.

    Antisemitic riots and violence against Jewish students plagued universities in at least 11 European countries during the early 1920s, as students demanded that Jews be banned from attending universities and that Jewish or left-wing professors be expelled. Students targeted individual professors, including celebrated scientists such as Albert Einstein and Julius Tandler, disturbing their lectures and vandalizing laboratories. Despite condemning the violence, in the vast majority of cases, university leaders made concessions to the students by preventing Jews from sitting their exams and, in some cases, even introducing strict quotas on the number of Jews allowed to enroll.

    The case of Professor Alfons Leon at the Technical University in Graz is particularly instructive. An acclaimed researcher in technical mechanics with a host of accolades to his name, Leon was dean of the School of Civil Engineering for three years. His state-of-the-art laboratory was the envy of his colleagues.

    But, in 1922, he insisted that students who were war veterans sit rigorous exams when some of the other professors had been willing to let them pass without having studied the material. Leon was a known socialist and the disgruntled students began sending him threats and complaining about him to the university. The students were members of the same right-wing fraternities that were responsible for the antisemitic riots. That November, they challenged one of Leon’s teaching assistants to a duel. As the duel was clearly directed at Leon himself, he refused to allow his assistant to fight, which the students took as an insult to the honor system that fraternity life was based on.

    Rather than support their professor, the university leadership launched an inquiry into Leon’s alleged misconduct and forced him to take a leave of absence. The investigation lasted 10 years, with Leon making skillful use of the university’s established rules and procedures to keep his job and insist that he had done nothing wrong.

    In the process, it became apparent that several of his senior colleagues supported the students because they were alumni of the same fraternities that were persecuting Leon. Professor Fritz Postuvanschitz, in particular, led the attack on Leon because he had refused to fabricate evidence that would have helped Postuvanschitz’s son escape being convicted of fraud. Other senior figures in the university sided with the students because they sympathized with their right-wing politics and disliked Leon as a graduate of Viennese universities they saw as their rivals. Eventually, Leon was forced into early retirement, but only after the collapse of democracy in Austria and the rise of an Austrofascist government.

    Lessons for Today

    Leon’s story teaches several lessons that are still relevant today. First, it reminds us that universities are eminently political places, where personal ambitions, petty jealousies and party politics frequently matter more than credentials or upholding academic standards. Second, it reveals how easily university managers are manipulated by student violence, especially when those students are supported by influential voices in the community. Third, it shows that it is indeed possible to resist managerial bullying by appealing to labor laws and following established procedures, even though doing so might be exhausting, detrimental to one’s health and, ultimately, futile. But fourth, and most importantly, it shows that even when one occupies the high moral ground, it is often impossible to shame university administrators when they cherish political power and entrenched interests over what they claim to be the values of their institutions.

    For those lecturers fighting for their jobs today, Leon offers hope that resistance is possible, but also a warning that exposing management’s cupidity and disrespect for academic values might not be enough.

    Democracy Is Down but Not Out

    Alexander Lukashenko, the Belarussian dictator, snatches a dissident from midair. Military strongman Assimi Goita launches another coup in Mali. Benjamin Netanyahu escalates a military conflict to save his own political skin in Israel. In the United States, the Republican Party launches a full-court press to suppress the vote.

    Authoritarianism, like war, makes headlines. It’s hard for democracy to compete against political crackdowns, military coups and unhinged pronouncements. Sure, democracies engage in periodic elections and produce landmark pieces of legislation. But what makes democracy, like peace, successful is not the unexpected rupture, such as the election of Barack Obama, but the boring quotidian. Citizens express their opinions in public meetings. Lawmakers receive constituents in their offices. Potholes get fixed. That’s not exactly clickbait.

    Because the absence of war doesn’t make headlines, as Stephen Pinker has argued, the news media amplifies the impression that violence is omnipresent and constantly escalating when it splashes mass murder, genocide and war crimes on the front page. Peace may well be prevalent, but it isn’t newsworthy.

    The same can be said about democracy, which has been suffering for some time from bad press. Democracies have been dragged down by corruption, hijacked by authoritarian politicians, associated with unpopular economic reforms and proven incapable (so far) of addressing major global problems like the climate crisis. After a brief surge in popularity in the immediate post-Cold War period, democracy according to the general consensus has been in retreat.

    Judging from recent quantitative assessments, the retreat has become a rout. The title of the latest Freedom House survey, for instance, is “Democracy Under Siege.” The report details how freedom around the world has eroded for the last 15 years, with 2020 featuring the greatest decline yet. The Economist Intelligence Unit, which produces a Democracy Index every year, promoted its 2020 report with the headline, “Global Democracy Has a Very Bad Year.” The authoritarian responses to the COVID-19 pandemic contributed to the worst showing so far for the model, with the average global score plummeting from the previous year. Meanwhile, the Rule of Law Index for 2020 also registered a drop for the third year in a row.

    If we extrapolate from the current trend lines, democracy will be gone in a couple of decades, melted away like the polar ice. But it’s always dangerous to make such extrapolations given history’s tendency to move in cycles not straight lines. So, let’s look at some reasons why democracy might be in for a comeback.

    The Pandemic Recedes in America

    Much of the reason for democracy’s dismal record in 2020 was the expansion of executive power and state controls in response to the COVID-19 outbreak. Some of those power grabs, such as Vladimir Putin’s constitutional changes in Russia, are still in place. Some countries, like India and Brazil, are still struggling with both COVID-19 and powerful authoritarian leaders.

    But even with the continued high rate of infection in a number of countries, the overall trajectory of the disease is downward. Since peaking in late April, the reported number of global cases has dropped nearly by half. So, two trend lines are now intersecting: the lifting of pandemic restrictions and the backlash against hapless authoritarians.

    Americans, for instance, are coming to terms with both the retreat of COVID and the removal of Donald Trump from the White House, Facebook and Twitter. The Biden administration is undoing many of Trump’s undemocratic moves, including those imposed during the pandemic around immigration and refugees. The attempts by the Republican Party to tamp down voter turnout proved spectacularly unsuccessful in 2020, which despite the pandemic featured the largest-ever increase in votes from one election to the next. In terms of the voting-age population, you have to go back to 1960 to find an election with a higher percentage turnout than the 62% rate in 2020.

    This surge in voters helped put Joe Biden over the top. It has also motivated the Republican Party to redouble its efforts, this time at the state level, to suppress the vote. It is doing so under the false narrative that electoral fraud is widespread and that President Biden’s victory is somehow illegitimate. And it is setting the stage to orchestrate an authentic election theft in 2024.

    The backlash against these anti-democratic moves has been encouraging, however. When the state of Georgia passed its voting restrictions in April, pressure from voting rights advocates forced prominent Georgia corporations like Coca-Cola and Delta to reverse themselves and come out against the bill (though only after the bill had already passed). Major League Baseball pulled its all-star game from Atlanta, and Hollywood has also threatened a boycott.

    These moves motivated Texas-based companies to protest that state’s version of voting restrictions before the legislature scheduled a vote. None of that stopped Texas Republicans from pushing ahead with the bill. So, last weekend, Texas Democrats had to deploy the nuclear option of walking out of the chamber to stop the vote suppression bill from passing. These courageous Texans, up against a powerful and determined state Republican Party, are now looking to the federal government to safeguard voting rights.

    At the federal level, the Democrats have put forward for the second time a comprehensive voting reform bill, the For the People Act, to expand access, reduce corruption and limit the impact of money on politics. The House approved a version of this bill in 2019, but it died in the Republican-controlled Senate. The House passed the reboot in March, but it again faces a difficult road to passage in the Senate because filibuster rules require at least 60 votes to pass and Democrats can muster only 50 (plus the vice-president’s).

    A failure to find “10 good Republicans” for this bill, the cadre that Senator Joe Manchin naively expected to step forward to pass legislation creating a commission to investigate the January 6 insurrection on Capitol Hill, may finally push the Democrats to scrap or at least significantly modify the filibuster rules, which were famously used to block further enfranchisement of African-Americans in the 20th century.

    High voter turnout and efforts to secure voting rights are not the only signs of a healthy US democracy. Last year, the largest civic protests in US history took place as tens of millions of Americans expressed their disgust with police violence in the wake of the killing of George Floyd in Minneapolis. Civic organizations stepped forward to fight the pandemic and ensure more equitable access to vaccines. Young people, in particular, are engaged in large numbers on the climate crisis, gun control and reproductive health. After a long winter of discontent under Trump, perhaps it’s time for an “American Spring.”

    Mixed Record Elsewhere for Democracy

    Europe, meanwhile, is coming out of the pandemic in slightly stronger shape politically. The budget compromise that took place at the end of 2020, which ended up providing considerable relief to the economically disadvantaged countries of the southern tier, effectively saved the European Union from disintegrating out of a lack of solidarity. Alas, the compromise also watered down the EU’s criticism of its easternmost members, particularly Poland and Hungary, for their violations of the bloc’s commitments to human rights and rule of law.

    But there’s hope on the horizon here as well. Eastern Europe appears to be on the verge of a political sea change. Voters brought down Bulgaria’s right-wing populist leader Boyko Borissov in elections in April, and the new caretaker government has begun to dismantle his political system of cronyism. In Slovenia, tens of thousands of protesters have massed in the capital of Ljubljana, the largest demonstration in years, to demand the resignation of the Trump-like prime minister Janez Jansa. The near-total ban on abortion orchestrated by the right-wing government in Poland has motivated mass protests by women throughout the country, and even “Polish grannies” have mobilized in support of a free press and the rule of law. A finally united opposition in Hungary, meanwhile, is catching up in the polls to Prime Minister Viktor Orban ahead of elections next year.

    The far right, with their contempt for human rights, free media, rule of law and political checks and balances, are the greatest threat to democracy within democracies. Fortunately, they are not doing very well in Western Europe either. The anti-immigrant Alternative für Deutschland has witnessed a significant drop in support in Germany, while Lega in Italy has also declined in popularity. Golden Dawn has disappeared from the scene in Greece. Vox is still the third most popular party in Spain, but it hasn’t managed to rise much above 15% in the polls, which is the same story for the Sweden Democrats (stuck at around 19%). Only in France and Finland are the far-right parties continuing to prosper. Marine Le Pen currently leads the polls against French President Emmanuel Macron ahead of next year’s election, while the Finns Party leads by a couple of percentage points in the polls but with elections not likely before 2023.

    Elsewhere in the world, the pandemic may result in more political casualties for far-right populists, as they get caught in the ebbing of the Trump wave. Brazilians are protesting throughout the country under the banner of impeaching Jair Bolsonaro, a president who, like Trump, has compiled a spectacularly poor record in dealing with COVID-19. Bolsonaro’s approval rating has fallen to a new low under 25%. The still-popular former leader Luiz Inacio Lula da Silva, recently cleared by the courts to run again for office, appears to be assembling a broad political coalition to oust Bolsonaro in the elections set for next year.

    Hard-right leader Ivan Duque has achieved the distinction of being the least popular leader in Colombian history. Politically, it doesn’t matter so much, since he can’t run again for president in next year’s election. But the public’s disgust with the violence in Colombia and the economic inequality exacerbated by the pandemic will likely apply as well to any of his would-be hard-right successors.

    The extraordinary mishandling of the pandemic in India has had a similar effect on Prime Minister Narendra Modi’s popularity, which has also recently fallen to a new low. However, after seven years in office, he remains quite popular, with a 63% approval rating.

    Modi’s Teflon reputation speaks to the fragility of democracy in many parts of the world. Many voters are attracted to right-wing nationalists like Modi — Recep Tayyip Erdogan in Turkey, Rodrigo Duterte in the Philippines, Nayib Bukele in El Salvador — who promise to “get the job done” regardless of the political and economic costs. Such leaders can rapidly turn a democratic country into a putatively democratic one, which makes the step into authentic authoritarianism that much easier.

    The coups in Mali and Myanmar, China’s crackdown in Hong Kong, the enduring miseries in North Korea, Venezuela and Eritrea — these are all reminders that, however fragile democracy might be in formally democratic states, politics can always get a lot worse.

    Lukashenko: Strong or Weak?

    Take the example of Belarus, where Alexander Lukashenko has ruled supreme since 1994. Thanks to his own ruthlessness and the patronage of neighboring Russia, Lukashenko has weathered mass protests that would have ousted leaders of weaker disposition.

    His latest outrage was to order the grounding of a Ryanair flight from Greece to Lithuania as it was flying over Belarus — just so that he could apprehend a young dissident, Roman Protasevich, and his Russian girlfriend, Sofia Sapega. Virtually everyone has decried this blatant violation of international laws and norms with the exception, of course, of Putin and others in the Russian president’s orbit. The editor of the Russian media conglomerate RT, Margarita Simonyan, tweeted, “Never did I think I would envy Belarus. But now I do. [Lukashenko] performed beautifully.”

    Lukashenko indeed came across as all-powerful in this episode. But this is an illusion. Putin has not hesitated to assassinate his critics, even when they are living outside Russia. Lukashenko doesn’t have that kind of reach or audacity, so he has to wait until dissidents are within his own airspace to strike. I’d like to believe that the opposition in Belarus takes heart from this desperate move — is Lukashenko really so scared of a single dissident? —  and doubles down on its efforts to oust the tyrant.

    Outside of Putin and his toadies, Lukashenko doesn’t have many defenders. This elaborate effort to capture a dissident only further isolates the Belarussian strongman. Even putatively democratic states, like Poland and Hungary, have unequivocally denounced Lukashenko.

    Anti-democratic actions like the Ryanair stunt capture headlines in ways that pro-democratic efforts rarely do. Honestly, had you even heard of Roman Protasevich before this affair? Along with all the other depressing news of the day, from Texas to Mali, this brazen move suggests that democracy is teetering on the edge of an abyss.

    But all the patient organizing against the strongmen that doesn’t make it into the news will ultimately prove the fragility of tyranny. When it comes to anti-democrats like Lukashenko, they will one day discover that the military, the police and the party have abandoned them. And it will be they who teeter at the abyss, their hands scrabbling for a secure hold, when along comes democracy to give them a firm pat on the back.

    US, NATO and the Question of Russia

    If the question of a rising China and its possible collision with the United States is a central issue in world affairs today, then the rivalry between Russia and the US is the most pressing security challenge in the European theater. From the second half of the Obama administration, through Donald Trump’s first term and now President Joe Biden’s initial mandate, the US has ramped up pressure on Russia. Washington has imposed sanctions, expelled Russian diplomats, strengthened the North Atlantic Treaty Organization (NATO), rotated troops through Poland and the Baltic states and conducted military drills next to the Russian border. Defender Europe 2021, “One of the largest US-Army led military exercises in decades,” will run until June, with 28,000 total troops from 27 nations taking part.

    If we are to believe the prevalent narrative that Beijing is Washington’s most dangerous rival, then the US and its allies who fear Russia and are hell-bent on defending Europe from supposed Kremlin interference are misguided — or are they?

    Security Dilemma

    Much like the tensions around the status of Taiwan, for instance, Ukraine is a hotspot for the complex power struggle between East and West on the European continent. Ukraine as a sovereign state and Taiwan as a self-governing entity share common features: Both are located in dangerous geopolitical regions on the periphery of the US-led order, and both are increasing their military spending. Furthermore, the US provides no explicit security guarantees for either. In somewhat different ways, both Beijing and Moscow do not think that Taiwan (in case of China) and Ukraine (in case of Russia) have a right to self-determination, especially in the domain of foreign policy.

    However, there is a major difference between the two. When it comes to Ukraine, events have probably passed a point of no return, especially with regards to Crimea, which Russia annexed in 2014 in what some argue was a preemptive effort to prevent the peninsula from becoming a potential NATO naval base in the future.

    Supposedly defensive moves by Russia to increase its own security in areas along its periphery are perceived by the US and NATO member states as offensive, compelling countervailing actions. These include increased US military presence in the Baltics and elsewhere along NATO’s eastern borders and further expansion into southeastern Europe. The measures, in turn, provoked retaliatory steps from Moscow, such as nuclear military modernization, taking aggressive positions toward neighboring states or fanning the flames of internal crisis in Montenegro in 2015-16 and the Republic of Northern Macedonia in 2017-18. This month, Russia and Serbia launched joint military exercises to coincide with the Defender Europe drills being held in neighboring Balkan states.

    The US-Russia dyad in Europe is not only about a security dilemma. Moscow keeps its adversaries in check with ambiguity as well. For example, Russian President Vladimir Putin has openly warned the West of undeclared red lines. He amassed and then begun the withdrawal of more than 100,000 troops from Ukraine’s border to demonstrate Russia’s capacity to both escalate and de-escalate the conflict in eastern Ukraine but without revealing Moscow’s strategic plans.

    Moscow is on a mission to correct “the greatest geopolitical catastrophe of the century,” as President Putin once described the collapse of the Soviet Union. Russia is seriously interested in replacing the existing US-led liberal order, primarily the one extended beyond the Iron Curtain, with favorable and less democratic European regimes that fit Russia’s mold. These ideas were widely propagated by Russia’s neo-Eurasian movement since the 1990s. Igor Panarin, professor at the Diplomatic Academy of the Russian Ministry of Foreign Affairs, advocated in favor of a Eurasian Union with four capitals, for example, including one in Belgrade.

    More recently, Anton Shekhovtsov, the director of the Centre for Democratic Integrity, has highlighted a critically important tendency: the growing links between Russian actors and Western far-right politicians to gain leverage over European politics and undermine the Western liberal order. In so doing, as David Shlapak writes for RAND, “Russia would seek to divide the [NATO] alliance to the point of dissolving it, break the transatlantic security link, and re-establish itself as the dominant power in Eastern and Central Europe.”

    Power Projection

    Some may argue that Russia’s goals are tangential. What really matters is Moscow’s capability to project hard power across the European continent. In this regard, skeptics largely question Russia’s ability to challenge the European nations in a scenario where the US stops extending protection to its European allies. Their typical point of reference is that Russia is but a “giant gas station” or that its annual GDP is “smaller than Italy’s.” However, what is usually overlooked here is Russia’s nuclear capability “to destroy the United States — and, not incidentally, its European allies — as a functioning society.” While it is highly unlikely that Moscow will ever resort to such an extreme, the fact that it does have the nuclear option should serve as a reminder of its power potential.

    Russia’s sheer size, vast natural resources and an impressive cyberweapons arsenal have also enabled the Kremlin to punch above its weight and pursue not just defensive policies, as we have seen in Georgia in 2008, and in eastern Ukraine and Crimea in 2014. Russia has sent troops into Syria and mercenaries into Libya, and provided support to Venezuela’s embattled president, Nicolas Maduro. Then there was the alleged interference in the 2016 US presidential election and the more recent SolarWinds cyberattack attributed to Russian hackers. Moreover, according to Rand Corporation analysis, Russia could inflict a decisive defeat on NATO forces in the Baltic region and reach the outskirts of Tallinn and Riga within 60 hours.

    If the US decided to diminish its presence in the European theater, much like it has done in the Middle East under Donald Trump, Russia would face little pushback to the expansion of its sphere of influence in eastern Europe. The European continent would no longer be unified and free in accordance with collective security and liberal principles. Populist and nationalist governments in central and southeastern Europe would be tempted to seek other security solutions. One can only imagine a European subsystem in Russia’s image, divided between European poles trying to balance against each other.

    Skirmishes over new borders in the Balkans, for example, recently discussed in a “disputed non-paper,” could potentially spin out of control and into new regional wars. America’s allies in western Europe would not only be disappointed but fearful for their own future. Finally, other US allies around the world, especially members of the balancing coalition in Asia Pacific, such as Australia, would also know that they could no longer count on Washington.

    So far, no US administration has shown any intention to leave Europe as a vital area of America’s global footprint in which it had invested a vast amount of blood and treasure over the past century. Russia also wants what every nation wants — security and the absence of competition along its borders. This brings us to what the historian Michael Howard once called “the most dangerous of all moods,” in which the US would not accept relegation to the second rank in the European subsystem. Russia would also never tolerate a similar outcome for itself in its own neighborhood.

    Thus, Ukraine, which the US is not treaty-bound to defend, will remain a hotspot. The most exposed states — Latvia, Lithuania and Estonia — to which the US does have an obligation under NATO’s Article 5, will remain vulnerable largely for reasons of their geography. Other central and eastern European countries, such as Poland, Romania or Bulgaria, will continue to harbor fears of Russian geopolitical ambitions. The only question is how long this strategic rivalry may mitigate the most dangerous outcome and evade a spiral toward a wider European disorder.
