As a young college graduate, Johnson was befriended by Senator Kennedy while she worked in his office; a few years later she interviewed the young Oswald soon after he showed up in Moscow wishing to defect to the Soviet Union.After the assassination, Johnson was given exclusive access to Oswald’s Russian widow, Marina, and her ensuing book, Marina and Lee (1977), became a key document in establishing Oswald as a lone disturbed assassin. It also prompted many researchers to point to Johnson’s close ties to the US intelligence community, not least when she received similarly exclusive access to Joseph Stalin’s daughter, Svetlana Alliluyeva, when she defected to the US, and worked with her through translating her bestselling 1967 memoir Twenty Letters to a Friend.Johnson’s career grew from her unexpected interest in Russian language and culture. Her father, Stuart Johnson, a financier, was heir to a textile fortune; he was her mother, Mary Eunice Clapp’s, second husband. Patricia was born in Glen Cove, New York, and grew up on the family’s estate, Kaintuck Farm, in Locust Valley, Long Island.She was educated at Brearley school in New York, then at Bryn Mawr College, Pennsylvania, one of the elite “seven sisters” female colleges, where she became the first graduate majoring in Russian studies and was active in the United World Federalists (UWF), dedicated to effective world cooperation, primarily to prevent nuclear war.After an MA at Radcliffe College (now part of Harvard University), in 1953 she joined the staff of the newly elected senator Kennedy, researching French Indochina. They became friends; he would call her regularly for chats. She denied any romance, “I didn’t love him; he was mesmerising but he was just someone I knew.” She was rejected when she applied to join the CIA, ostensibly because of her ties to the UWF. Oddly, her interviewer was Cord Meyer, who in 1947 had been the first president of the UWF; now he headed the CIA’s Operation Mockingbird, aimed at influencing media. She did translation work for a review of the Soviet press, spending much time in Russia. On Kennedy’s recommendation, she received a grant to study the Soviet legal system, and again did translation work at the US embassy. She met Truman Capote, travelling with a US production of Porgy and Bess, and is mentioned in his book The Muses Are Heard.In 1958 she joined the North American News Alliance (NANA), and in November 1959 arrived in Moscow just a day after Aline Mosby of United Press International had filed a story on Oswald’s defection. The US consul John McVickar, himself a CIA man, recommended she interview Oswald, who was at her hotel; her report on the four-hour session appeared in NANA-affiliated papers.Mosby noted that Johnson lived in the Metropol, unlike other press in their state-assigned office/residence, saying “she was a very nice person and had good connections”. Johnson was one of many journalists expelled from Russia in the wake of the Russians shooting down of an American U2 spy plane; Oswald had been a radar operator at the Atsugi, Japan base from which U2s flew.She became a visiting fellow at the Russian research centre at Harvard, returning to Russia in 1962 and writing a memorable piece for Harper’s magazine about the Soviet writer Boris Pasternak’s funeral. On her return she was interviewed by Donald Jameson, the head of the CIA’s Soviet Russia division, who described her in a memo as someone who could “be encouraged to write the articles we want … but it’s important to avoid making her think she’s being used as a propaganda tool.”Then, in November 1963, came the news of Kennedy’s assassination by Oswald; Johnson gasped as she realised: “I know that boy.” Her 1959 profile of Oswald was immediately reprinted, but with a few changes, including a final line that did not appear in the original: “This was the stuff of which fanatics are made.”In 1964, when Marina was being held incommunicado, under threat of deportation, Johnson moved in with her. With her Russian and knowledge of Lee, she won Marina’s trust, but her book did not appear until 1977. While researching it, Johnson co-edited a collection of essays, Khrushchev and The Arts: The Politics of Soviet Culture (1965). She returned to Kaintuck, where Alliluyeva lived while they worked on her memoir.Johnson married the journalist George McMillan in 1966; he covered the civil rights movement in the south, and published, in 1977, Making of an Assassin, showing how Martin Luther King’s alleged assassin, James Earl Ray, acted alone. They divorced in 1980.Marina and Lee: The Tormented Love and Fatal Obsession Behind Lee Harvey Oswald’s Assassination of John F Kennedy finally appeared, coincidentally, just as the House select committee on assassinations reopened the case. Johnson testified in closed session; large sections of her HSCA testimony are redacted whenever she is asked about her intelligence connections. Her book was a major influence on Norman Mailer’s Oswald’s Tale; Mailer blamed Oswald’s killing of the president on his sexual frustration with Marina, and jealousy of JFK. By this time Marina began to distance herself from Johnson’s conclusions, saying “it was up to Priscilla to fish out all the facts and everything”.In 1988, Johnson added another line to her Oswald interview, telling Dan Rather of CBS that Oswald had told her: “I want to give the people of the US something to think about.” Eventually, Marina would claim she was “misled by the ‘evidence’ presented to me by government authorities … I am now convinced Lee was an FBI informant and did not kill President Kennedy”.Priscilla’s obituary of Edward Teller, father of the H-bomb, in the Bulletin of Atomic Scientists led to her being asked to write about the hearings that declared J Robert Oppenheimer, the “father” of the atomic bomb, a security risk when he opposed building an H-bomb.She received extensive access to the archives of the Los Alamos Atomic Laboratory, but as with Marina and Lee, the research overwhelmed the writing. When The Ruin of J Robert Oppenheimer and the Birth of the Modern Arms Race finally appeared in 2005, it was a year after a massive Oppenheimer biography by Kai Bird and Martin Sherwin had won a Pulitzer prize. But her portrayal of the political shift that left Oppenheimer on the outside won praise.On the 50th anniversary of the assassination, Marina and Lee was reissued. Johnson wrote of Oswald’s “unfitness for any conspiracy outside his own head”.     Last Best Hope by George Packer review – shrewd analysis of America’s ruptures

    George Packer’s incisive, deftly argued book about the moral and political quandary of the United States begins and ends with his declaration: “I am an American.” The statement is self-evident but also self-congratulatory: Americans regard their citizenship as a spiritual credential, a gesture of faith in the country that has always claimed to be the last, best hope of beleaguered mankind. Packer’s native land, however, no longer deserves to be quite so certain of its exceptional virtue or its automatic pre-eminence. Early in the pandemic it had to accept charitable handouts from Russia and Taiwan, and Packer sadly accepts a new, reduced reality by calling America “a beggar nation” and even “a failed state”. After this he twists his title from a boast into an abject plea: “No one is going to save us. We are our last best hope.”The need for salvation became urgent before the election last November when Packer, having moved his family from Brooklyn to a Covid-free rural retreat, noticed a sign beside the road on a neighbouring farm. His car headlights flashed across a red rectangle branded with five white capital letters. Even here, Packer realised with a shudder, he was not safe. He doesn’t need to say what the letters spelled out: they were as succinctly satanic as the number 666 – the mark of the beast in the Book of Revelation – which made Nancy Reagan alter the street address of a house where she and the retiring president were due to live in Los Angeles.Superstitiously refusing to name Trump when he reads the campaign sign, Packer eventually recognises his “reptilian genius” – a talent for sniffing out and then stoking up the grudges of voters in the “terra incognita” that lies between America’s shining seas. A self-accusing shock follows. As the election draws near, Packer sees shop owners fortifying their premises. “Millions of people were arming up,” says this impeccably liberal urban man. He then adds: “I wondered if I should do the same.” Of course he decides not to, but the damage is done: his panicked reaction testifies to the collapse of the trust in others that sustains democracy. The problem, Packer acknowledges, is “not who Trump was, but who we are”. The first verb in that sentence is happily in the past tense, but the second remains in the troubled present: the populace empowered the vicious populist in the first place, and may yet allow him to revive his lawless, larcenous, nepotistic sideshow.Packer – who as well as contributing to the New Yorker and the Atlantic has edited collections of George Orwell’s essays – goes on to attempt something close to the ideological fables in Animal Farm or Nineteen Eighty-Four. He dramatises a “cold civil war” between four incompatible versions of the US: the Free America of libertarian Reagan, the Smart America of Clinton-era technocrats, the Real America of Trump the bottom-feeding demagogue, and the Just America of #MeToo and BLM. Each has its own narrative, abhors the others as existential enemies, and regards compromise as betrayal.The US has had many crises: a nation founded on a messianic idea can redeem itself by reaffirming first principles“I don’t much want to live in the republic of any of them,” Packer concludes. He smirks about customers at Walgreen drugstores and members of Rotary clubs in the heartland, snidely notes Sarah Palin’s post-political career as an “autographed merchandise saleswoman”, and even derides the “sagging bellies” of the marauders who invaded the Capitol on 6 January, as if their obesity was the worst thing about them. But all these alien groups have to be included in democracy’s gathering of “We the people”: Packer’s sniffy attitude is a symptom of the problem he defines. An “epistemic rupture”, he says, has made Americans “profoundly unreal to one another”; lacking a shared reality, they have burrowed into partisan encampments or sealed themselves in digital ghettoes, echo chambers of angry prejudice.The relevance of this depressing analysis extends across the ocean. Disaffected American activists in red and blue states fantasise about secession; here a fraying union is much more likely to fall apart. Packer believes that his country’s dualistic political parties have in effect changed places, with the Democrats now “the home of affluent professionals, while the Republicans… sound like populist insurgents”. Hasn’t the same switchover happened with Labour and the Tories? Packer calls Trump “an all-American flimflam man”; Boris Johnson is our homegrown equivalent, the embodiment of all that is bogus, smug and sloppily amateurish in this country – though at least Trump transmitted a sulphurous “dark energy”, whereas Johnson mainly gives vent to verbal flatulence. Trump, Packer says in passing, “levelled everyone down together”: that exposes Boris’s blather about “levelling up” as an empty, opportunistic play on words. Commenting on an American meritocracy whose sole merit is its luck on the stock market, Packer predicts: “As with any hereditary ruling class, political power will fall into the hands of increasingly inferior people.” To prove his point locally, I nominate slick Sunak, shifty Hancock, Patel the bully and Williamson the schoolroom dunce.Packer is still able to cheer himself up at the end by reiterating: “I am an American and there’s no escape.” After our own disastrous epistemic episode, what can we say? We’re no longer Europeans, and only foreigners call us Brits, which they generally do while rolling their eyes in exasperation. Belonging by birth to none of the UK’s four tribes, I sometimes feel like a stateless refugee holed up in the republic of my house. Although America suffered through what Packer calls “a near-death experience” with Trump, it has had many such crises and has recovered from them all: a nation founded on a messianic idea can always redeem itself by reaffirming first principles, as Joe Biden seems determined to do. The UK lacks an originating myth or mission, and thus has no sense of purpose, no means of renewal, and nothing to look forward to but pitiful decline. Despite imperial puffery, we may never have been the best, but we used to be better than this. Now we seem doomed to be last, and there’s no hope anywhere. More

    ‘Nixon is much more serious than Trump’: Michael Dobbs and the tale of the White House tapes

    “I love you, as you know,” says Richard Nixon. “Like my brother.”The 37th president is bidding farewell to chief of staff Bob Haldeman in an unexpectedly intimate phone call that, half a century later, lingers in the air like a ghost.Donald Trump had tweets but Nixon had tapes: 3,700 hours of them, secretly recorded by a White House system the East German Stasi might have envied. The conversations were released between 2007 and 2013, an eavesdropping opportunity never likely to be repeated.They have proved a goldmine for Michael Dobbs, a British-born author and journalist whose elegantly written book, King Richard – Nixon and Watergate: An American Tragedy, zooms in on the hundred days that followed Nixon’s second inauguration and led to his downfall.The narrative follows Nixon from room to room, day by day, sometimes minute by minute. It tells how the tapes capture ice cubes tinkling in a glass, Nixon’s voice softening when his 24-year-old daughter Julie calls and, as the world knows, some bilious rants about the media as the Watergate scandal deepens.Why did this famously secretive president leave such an incriminating trace? Nixon never intended for the tapes, made between February 1971 and July 1973, to become public. But he did have an eye on posterity.“It’s a bit like Churchill said: ‘History will be kind to me because I intend to write it myself,’” says Dobbs, 70.“That was Nixon’s idea as well. This is one difference from Trump: [Nixon] really had studied history in some depth, and compared himself to people like Churchill and De Gaulle. He wanted to write memoirs that would justify his place in history and particularly undercut any attempts by uppity aides like [Henry] Kissinger to claim all the credit for his foreign policy initiatives.The tapes force a writer to step into his shoes and to see events from his point of view so you see him destroy himself“So he never imagined that the tapes would become public. He thought they were just going to be his private property that he could draw on for writing his memoirs. Of course, he didn’t really understand that just to go back and listen to these tapes, he’d have to spend his entire retirement trying to decipher them. The tapes became completely out of control in the end.”Lyndon Johnson recorded about 800 hours of phone calls but Nixon took it to a whole new level. Dobbs says: “The difference with Nixon was that he was so ham-fisted and a bit of a klutz that he didn’t know how to turn tape recorders on and off so they invented a system which turned out to be completely diabolic: it would just turn on by itself. It recorded absolutely everything without any sort of input from him, which is what really did him in in the end.”Sometimes Nixon could forget the tapes were running as he and his aides plotted dirty tricks, unleashed crude diatribes or made racist asides. In one, Haldeman suggests that the White House counsel, John Dean, must have been taking out “all his frustrations in just pure, raw, animal, unadulterated sex”.Nixon’s Trump-like loathing of the media includes a boast that he “really stuck ’em in the groin”. It also crops up in a conversation with his special counsel, Chuck Colson, on the eve of his inauguration. Dobbs says: “He’s about to give this speech and he’s gloating with Colson, his hatchet man, about how he’s going to stick it to the Washington Post and drive the Post’s share price down. He generally calls the reporters ‘the bastards’.”At this point, Nixon was riding high after a thumping election victory and with a near-70% approval rating. The break-in at the Democratic National Committee offices at the Watergate complex, seven months prior, was seemingly behind him despite the efforts of Washington Post reporters Bob Woodward and Carl Bernstein.“But then, within just a few weeks and months, the whole thing has completely unravelled and you have all these people within the White House at each other’s throats and, as Nixon says, ‘pissing on each other’ and eventually pissing on the president. So it’s an amazing three-month period in which probably one of the most disciplined White House operations in history completely falls apart.”By July 1973, some of Nixon’s advisers were pleading with him to destroy the tapes lest they reveal his part in the Watergate cover-up. He felt they would strengthen his defence. He was wrong.The supreme court ordered the release of a “smoking gun tape” confirming Dean’s testimony that Nixon told aides to order the CIA to shut down the FBI investigation into the burglary. Nixon lost the confidence of fellow Republicans and was forced to resign in August 1974, before he could be impeached.Dobbs reflects: “At a certain point, it becomes Dean’s word against Nixon’s word. There wasn’t sufficient evidence to impeach the president at that point. The only reason that he was forced to resign was because the tapes started coming out and that went all the way to the supreme court. Without the tapes, there would not have been a sufficient basis to force Nixon out of office.”And yet, as Dobbs listened, he also found the tapes that ruined Nixon’s reputation in the moment could yet provide a measure of redemption.“What they do is to force a writer to step into his shoes and to see events from his point of view so you see him destroy himself and destroy his presidency and the pain and agony that he feels.“Unless you’re an absolute dyed-in-the-wool Nixon hater, you have to feel some sympathy for the man, not because you approve of what he did, but just on a personal level.”The president’s conversations with his daughters help humanise him.“You can relate to him the way he talks to Julie, particularly if you’ve listened to the previous tape of him talking to Haldeman. Suddenly he’s switching from being an irascible president who’s barking orders at people to being a loving father.”Then there is that wistful call with Haldeman, who knew the president better than anyone.“Nixon never invited him to a family meal, never shook hands with him, and then suddenly here is Nixon saying, ‘I love you like my brother.’ If you know the background of Nixon’s two brothers dying from tuberculosis when he was a young man, it’s extraordinary.”Dobbs wrote the book during Trump’s scandal-peppered, twice-impeached, one-term presidency. Parallels with Nixon were inescapable: the exploitation of racial resentment, the whipping up of the “silent majority”, the hostility towards the press and east coast elites. But he believes there are key differences too.“Nixon is a much more substantive, serious person than Trump and he had a real sophisticated understanding of history and foreign policy. We don’t know how Trump is going to be treated by historians, 40, 50 years later, but I find Nixon a more empathetic character than Trump.“To some extent, Nixon has succeeded in rehabilitating himself, or at least we have a more nuanced picture of Nixon now. I’m not sure that Trump is going to be rehabilitated, at least among historians.”The author, a dual British-American citizen who has worked for the Guardian and Washington Post, continues: “One distinguishing thing between the two of them is the whole claim that the election was rigged and stolen from Trump. Although Nixon did have a lot of grudges about particularly the 1960 election and felt the Kennedys had stolen it from him, he did not go public with that and he did not try to dispute it in any serious way.“He accepted it because he thought that was one rule of the game. Trump completely threw that rule of the game overboard. Nixon is within the mainstream American presidents. Trump is outside the mainstream.”It remains to be seen whether historians will regard Trump as a Shakespearean figure or conclude he was simply not that psychologically interesting. Dobbs believes Nixon, who rose from poverty to the presidency only to endure catastrophe, does meet the King Lear standard. Along with its theatrical title, the book is divided into four “acts” and has a list of “dramatic personae”.“To call him a Shakespearean tragic hero does not mean that you approve of him or you like him,” Dobbs says. “It means that you’re just struck by this fall from grace and you’ve become aware of the suffering involved.     Zero Fail review: US Secret Service as presidential protectors – and drunken frat boys

    At times, the US Secret Service has resembled a bunch of pistol-toting frat boys on a taxpayer-funded spring break. In the words of a drunken supervisor speaking to his men in the run-up to a 2012 summit in Cartagena, Colombia: “You don’t know how lucky you are … You are going to fuck your way across the globe.”Disturbingly, the debacle in Colombia was not a one-off, as Carol Leonnig makes clear. Rather, it was the most glaring episode in an accumulation of horribles. Six agents were dismissed, another six disciplined.Leonnig knows of what she writes. She won a Pulitzer for her reporting on security lapses at the Secret Service, including the “Vegas bachelor party” in South America, and was part of the Washington Post team that scored a Pulitzer for its work on Edward Snowden’s war on the National Security Agency.She also worked with Philip Rucker on A Very Stable Genius, one of the better and more informative books on Donald Trump’s time in the White House. Now she delivers her first solo work, Zero Fail. It paints an alarming portrait of those dedicated to protecting the president and offers a comprehensive look at an agency that has seen better days.In 2009, Michaele and Tareq Salahi slipped through White House security, attended a state dinner and met Barack Obama. In 2015, a pair of soused senior agents crashed an official car into the White House complex.There are incidents of shots being fired into the White House, an intruder making it into the building and an agent on Mike Pence’s detail hooking up with a hooker.The Secret Service’s motto? “Worthy of Trust and Confidence.”Leonnig tells of agents taking selfies with Donald Trump’s sleeping grandson. Trump asked their supervisor, “These guys weren’t being pervs, right?”The response: “They were just being idiots.”Zero Fail convincingly argues that the men and women who guard the president, the vice-president and their families are overworked. Leonnig also contends the Secret Service is a victim of mission creep, a buddy system saddled with out-of-date technology, a culture wedded to doing things because that is how they have always been done.When one young agent brought a pair of fresh eyes to the situation, he was dropped. His critique is now the stuff of in-house legend.Once part of the US Treasury, the Secret Service is presently housed within the Department of Homeland Security – a change that ultimately made little difference. Being swallowed by a bureaucratic Frankenstein did not help morale. The Secret Service became another body-part stitched to a cabinet ministry cobbled together in the aftermath of 9/11.A boost to the budget was not sustained. Trump’s persistent travels to Mar-a-Lago left the Secret Service operating on a shoestring.“Trump has set back this agency 10 years,” one former agent who departed during Trump’s tenure confides to Leonnig. “The overall culture and way of doing things took a big step back.”Time has dulled the images of selflessness displayed in Dallas in November 1963 and outside the Capitol Hilton in 1981. Clint Hill threw himself on to President Kennedy’s limousine. Rufus Youngblood Jr used his body to shield Lyndon Johnson. Tim McCarthy took a bullet meant for Ronald Reagan. Jerry Parr bundled the president away.Unwelcome occurrences are not always gamed out. As former agent Jonathan Wackrow puts it: “The policies and procedures of the Secret Service are born out of blood.”When the planes slammed into the World Trade Center, agents removed Dick Cheney from his office but were delayed in delivering the vice-president to a secure location. Chains of command stymied his immediate entry into a designated shelter. That and the lack of a key.In chronicling the heroics, failures and foibles of the Secret Service, Leonnig also opens a window on the families the agents served. Not surprisingly, some fare better than others. The Clintons and Carters trail the Bushes and Reagans.The agents respected and admired George and Barbara Bush. The feeling was mutual. The Bushes “treated the Secret Service agents who protected them and their large brood like part of the extended family – not like ‘the help’.” At Christmas, the Bushes delayed their celebration so agents could be home with their families. The former head of the Bush detail told Leonnig: “That’s why people would do anything for the President and Mrs Bush.”The Clintons stood on the other end of the spectrum. Bill’s priapic adventures were a headache and Hillary came to be loathed. As for Chelsea, Leonnig tells of her cutting short a telephone conversation with a friend as agents arrived.“I’ve got to go,” the youngest Clinton is remembered saying. “The pigs are here.”Reminded that the agents’ job was to “stand between you, your family and a bullet”, Chelsea reportedly responded: “Well, that’s what my mother and father call you.”The story spread. Suffice to say, Hillary’s “foul mouth” didn’t help her standing with those who protected her. Nor for that matter did the Secret Service’s personnel and culture, which leaned conservative and Republican. Bill and Hillary were children of the 60s. Military service and baking cookies were not for them.Whether and how the Secret Service rebounds remains to be seen. In the aftermath of the insurrection of 6 January, “one Secret Service officer called the armed protesters ‘patriots’ seeking to undo an illegitimate election”, according to Zero Fail. The agent also “falsely claimed to her friends that disguised antifa members had started the violence”, a view still held by the former president’s minions. Members of the Trump detail have been reassigned.To rejuvenate the Secret Service, work needs to be done. At a minimum, Leonnig’s book will get people talking and thinking. More

    What next? Three books for America after Trump

    On 3 November, a majority of the US electorate voted to eject the president from the White House. Yet Donald Trump still refuses to accept the verdict. Populism’s pretense of devotion to “the will of the people” lies in shambles. Conservatives have demonstrated their readiness to jettison democracy for the sake of clinging to power or appeasing an unhinged man-child.Ominously, Gen Michael Flynn has demanded martial law and suspending the constitution. Elsewhere, one Michigan Republican called for voiding the vote in Wayne county, thereby disenfranchising Detroit. At the same time, the president and his allies remain committed to burnishing the legacy of long-dead Confederate generals, even if means killing a pay increase for US troops.As Thomas Ricks reminds us in First Principles, the paradox of equality melded to racism dates back to the founding. The most famous pronouncement in the Declaration of Independence, “that all men are created equal”, was written by a slave-owner, Thomas Jefferson.A Pulitzer-winning author and military historian, Ricks also observes that one of our two parties has felt perpetually compelled to offer a “home to white supremacists, up to the present day”. First the Democrats, now the Republicans.Case in point: the fight over DC statehood. Back in June, the Arkansas senator Tom Cotton argued that the majority-minority District of Columbia (population 684,000) did not deserve to be a state because it lacked the “well-rounded working class” of Wyoming (population: 577,000).Elsewhere, Mike Pompeo, Trump’s secretary of state, recently tweeted that it was “essential” to “keep Ethiopia on the path to democracy”. The US has seen this movie before, back when the cold war turned hot and the rice paddies of south-east Asia became killing fields.While freedom was supposedly on the march overseas, the home front was markedly different. Black churches were bombed. Martin Luther King was jailed, stabbed, assassinated. John Lewis was beaten in Selma. Others were sent to an early grave.Jon Meacham is a native of Tennessee, a biographer of George HW Bush and now a speechwriter for Joe Biden. In His Truth is Marching On, his new book about the young Lewis, Meacham says “the hypocrisy of an America fighting for liberty abroad while tolerating white supremacy at home” characterised the Vietnam era.And yet as Edmund Fawcett, a self-described “leftwing liberal” and former writer at the Economist, notes in his new book, Conservatism, “although liberal democracy is a child of the left, its growth and health have relied on support from the right.” Half a century ago, Senate Republicans defeated a southern Democratic-led filibuster and enacted the 1964 Civil Rights Act. Those days are gone.He also posits that “when, as now, the right is divided, the haves sleep less easily that government is in safe hands.” Said differently, monied America is not simply about tax cuts. It can even come with a conscience, a reality that troubles both the president and the woke left. Philadelphia’s upscale suburbs made the difference for Biden in Pennsylvania, and possibly the US.Fawcett is keenly aware of the rise of the hard right, of Trumpism in America, of Marine Le Pen in France, UKIP in Great Britain and the AfD in Germany. “The arrival of a new century,” he writes, “scrambled assumptions and shook the conservative center.” These tremors continue. Brexit tethered to a pandemic is expensive – and lethal.Amid America’s winter of political discontent, Ricks, Meacham and Fawcett are well worth reading. Each conveys a message that deserves our attention as we strive to exit, or at least better understand, the morass.The way of CincinnatusSpurred by the seismic shock of the 2016 election, First Principles focuses on America’s first four presidents, George Washington, John Adams, Thomas Jefferson and James Madison, their education and outlooks. In Ricks’ view, ancient Greece and Rome influenced these men more than contemporary religion.“Christianity simply did not loom as large in colonial America as it would a century later,” Ricks writes, “or indeed does now.” The Declaration of Independence summons the Creator and Nature’s God but Jesus does not appear. The constitution refers to religion but is silent as to a deity.Between Greece and Rome, Ricks contends the latter held sway over the early presidents, with the exception of Jefferson. In the run-up to and aftermath of the revolutionary war, Rome came to exemplify republicanism, civic virtue and stoicism, as well as a cautionary tale of decline and tyranny. It came as little surprise that Washington would lead the new nation. More remarkable was the fact that he did not seize power and instead stepped down voluntarily. Cincinnatus, the citizen-soldier, was the paragon, Caesar the anathema.Even so, it is Jefferson, Greece and the epicurean notion of happiness that mark our Fourth of July celebrations. America’s Declaration of Independence hinged on a country dedicated to “life, liberty and the pursuit of happiness”, instead of John Locke’s formulation of government existing explicitly to protect property. Importantly, for Jefferson happiness was about more than just the right to party. Rather, it spoke to a general tranquility and the possibility of a common purpose.His subtle shift in wording was seismic: the landless could no longer be so easily marginalized or subordinated. A single phrase would help incubate the seeds of Jacksonian democracy. “America works best when it gives people the freedom to tap their own energies and exploit their talents,” Ricks concludes.‘The way of Jesus’Under the subtitle John Lewis and the Power of Hope, Meacham covers the first 28 years of the civil rights leader’s life, from his birth in 1940 to the murders of Dr King and Robert Kennedy in 1968. It is practically a hagiography, portraying Lewis as saint and hero – and yet imperfect.As a boy, Lewis preached to the chickens on the family farm. Later he attended American Baptist College in Nashville, Tennessee. He was ordained as a minister but instead of settling into a pulpit, he took up the cross and threw his body and soul into the civil rights movement.In Meacham’s telling, Lewis “rejected the tragedy of life and history” and “embraced the possibilities of realizing a joyful ideal”. The late congressman “seemed to walk with Jesus himself”, making the cause of the poor, the downtrodden and the oppressed his own.Meacham’s religious tenor is organic. He is a believing Christian who discounts a wholly secular public square. Instead, he observes that “one way to a nation where equality before the law and before God is more universal, is the way of King and of Lewis. Which is also the way of Jesus.”Unlike Ricks, Meacham sees the constitution as a distinctly Calvinist document. It is “theological and assumes our sinfulness and that we will do the wrong thing far more often than the right thing”. He adds: “We have done everything since then to prove them right.”Fittingly, Meacham gives Lewis the final say in the book’s “afterword”, in which the congressman plays off the text of the Gospel of John, proclaiming that America’s “moral compass comes from God, is of God, and is seen through God”.More hauntingly, Lewis writes: “And God so loved the world that he gave us countless men and women who lost their homes and their jobs for the right to vote” and the “children of freedom who their lives in a bombing in Birmingham and three young men who were killed in Mississippi”.In other words, Christ’s Passion can be relived and reimagined; suffering can bring redemption in this world. Those who bled and died were more than just historic figures.The way of Weimar?If anyone needs further reminder of the American right’s apparent discomfort with universal suffrage, Fawcett offers a telling examination of extreme libertarianism and populism. He recalls the work of Jason Brennan, a Georgetown business school professor who complains of “ignorant majorities” and their capacity to “thwart” economic growth.Unmentioned is Palantir’s Peter Thiel and his infamous 2009 take: that women and minorities have mucked things up. Thiel has since partnered with the Trump administration, and holds a passel of government contracts.Back then, he wrote: “Since 1920, the vast increase in welfare beneficiaries and the extension of the franchise to women – two constituencies that are notoriously tough for libertarians – have rendered the notion of ‘capitalist democracy’ into an oxymoron.”Fawcett also calls our attention to the tension between populism and participatory democracy. His characterizations are borne out by the last gasps of Trump’s presidency. He asserts that “populists are ill at ease with multi-party competition” and “indifferent or hostile to countervailing powers within the state or society”.Here, Fawcett is dead on. Trump’s campaign cries of “lock her up”, branding the press as “the enemy of the people” and bashing the “deep state” are cut from the same cloth.The final paragraphs of Conservatism pose these questions regarding the center-right: “Do they side with the hard right and leave liberal democracy to the mercies of uncontrolled markets and national populism? Or do they look for allies with whom to rebuild a shaken center?”If the response of Republican congressional leadership to Trump is a case study, the answer is discouraging.     Eleanor review: sensitive and superb biography of a true American giant

    As the 2020 US presidential election winds toward a tortuous and dysfunctional certification, it is tempting to imagine that intrigue and machinations belong only to this particular heated moment in American life and history. That would be wrong.There is always intrigue in American politics, though nothing approaching the current state of near-sedition. We would be also be wrong if we dated the role of iconic first ladies only as far back as Michelle Obama and Hillary Clinton, or even Jackie Kennedy. Before there was Jackie or Hillary or Michelle, there was Eleanor. Niece to one president, wife to another; activist, global citizen; mother of the Democratic party in the mid-20th century, when the mother of the party was still a thing.You will find all these identities in David Michaelis’s elegant new biography of Eleanor Roosevelt, but the beauty of this robust volume is that there are so many more Eleanors to meet. Awkward girl; yearning and unappreciated wife; shy but committed romantic; resolute partner; distant mother. Michaelis, a veteran biographer, shows us all these many faces, rendering a complex and sensitive portrait of a woman who bridged the 19th and 20th centuries, reimagining herself many times with both courage and resilience.Born into the strictures of upper-class white womanhood, Eleanor was conversant with and adjacent to political power from an early age. Born to a beautiful, critical mother and an affectionate, drug- and alcohol-addicted father, she might well have been identified in the 21st century as an adult child of an alcoholic, with all the needy and compliant behavior implied. Her mother, Anna, consumed with keeping up appearances, was no better than any other woman of her class; indeed, her constant mockery of the young Eleanor certainly compounded the child’s insecurity and desire to truly belong. Michaelis writes with great sensitivity, utilizing Eleanor’s own recollections and other research materials to set the backdrop for recurring themes in his young subject’s life, including her mother’s “ritualized humiliation … as often as not in front of company”, including her mocking nickname of “Granny”.With both parents and a brother dead by the time she was 10, Eleanor found herself introduced to tragedy – as well as to something steadfast within herself: “No matter what happened to one in this world, one had to adjust to it.” And adjust she did, to her grandmother’s strictures, her mother-in-law’s disdain, the ambitions of her husband, Franklin Delano Roosevelt. This biography gives equal weight to Eleanor’s personal and political longings, her frustrations with her husband and her fury at his indiscretions; and her own loves, requited and otherwise.At the same time, however, Michaelis reveals, again and again, that Eleanor found her truest self through duty, hard work and sometimes punishing overachievement. She felt most loved in partnership and was misled by the illusion of it. Longing to be the center of one person’s love, she settled instead for the larger, public love of a generation as she wrote, traveled and agitated to change the world. What is especially refreshing about this biography are the ways in which Michaelis refuses to hide the fact that Eleanor’s struggles for justice had limits, drawn not only by her grudging acceptance of a political spouse’s role, but also through the limitations of her race and class.Impressively, the author does not sugarcoat or diminish the casual racism and xenophobia of the age, highlighting FDR’s use of the N-word and comfort with segregation, as well as the well-documented anti-Asian racism undergirding the internment of Japanese citizens during the second world war. Indeed, Michaelis’s framing of these deficiencies in American political life helps us to trace their provenance in our own era and allows us to see what Eleanor was up against in her bravest as well as her most timid moments.Her commitment to global citizenship and human rights served to mirror white activists in that period as well as this one: they find the courage to fight for human rights and dignity in the far corners of the globe yet choke at the exact moment when their courage could be most effective. She found herself in full command of the symbolic gesture – making it possible for Marian Anderson to sing on the steps of the Lincoln memorial and resigning from the Daughters of the American Revolution but refusing to attend the concert herself, at a moment when such a symbolic gesture might have made a greater difference.These sections will not surprise many African or Japanese Americans. Such readers will likely have personal experience with the failures of white Americans who talk a good game about democracy and equal justice under law, but who can’t deliver when the chips are down. Indeed, Michaelis does such an excellent job of outlining Eleanor’s grueling work to bring to fruition the Universal Declaration of Human Rights that the country’s domestic deficiencies during and after FDR’s presidency are drawn in sharp relief.     Strongmen review: a chilling history for one nation no longer under Trump

    This terrific history of strongmen since Mussolini makes it clear that despite a horrific pandemic and massive economic disruption, ordinary democratic Americans have more to be thankful for this Thanksgiving than ever before.Comparing the gruesome, granular details of the reigns of Mussolini, Franco, Hitler, Gaddafi, Pinochet, Mobuto, Berlusconi and Erdoğan to the acts and aspirations of Donald Trump, New York University professor Ruth Ben-Ghiat makes a powerful argument that on the scary road to fascism, America just came perilously close to the point of no return.Almost everything Trump has done has come straight from the authoritarian playbook. Every dictator, for example, has built on the accomplishments of his predecessors.“Just as Hitler watched Mussolini’s actions carefully,” Ben-Ghiat writes, “so did Gaddafi learn from Lt Col Gamal Abdul Nasser’s 1952 overthrow of the monarchy in Egypt.” Then in the 1980s and 90s, Ronald Reagan and Newt Gingrich served as models for Europeans looking for “a more radical form of conservatism”. Gingrich’s 1994 Contract with America was echoed a year later by the Front National, with its “contract for France with the French”. Berlusconi’s Contract with Italians followed six years later.In Egypt, Nasser hired “former Nazi propagandists for their expertise in antisemitic messaging”. In Zaire, from 1965, Mobutu Sese Seko’s media handlers reimagined Leni Riefenstahl’s image of Hitler descending from the sky by opening the television news each night with a picture of the dictator’s face, hovering up in the clouds.The parallels between Trump and his role models are endless. Ben-Ghiat writes of “watching Trump retweet neo-Nazi propaganda, call for the imprisonment [of Hillary Clinton] and lead his followers in loyalty oaths at rallies seemed all too familiar”– and how it filled her “with dread”.Before the Putin-Trump bromance there was Putin and Berlusconi, grinning at each other from Zavidovo to Sardinia. The way Trump talked about Mexicans was hardly different from Hitler’s words about the Jews or Berlusconi’s about Africans. The Italian media mogul and prime minister was himself just a pale imitation of Mussolini. In the pre-war period, he was responsible for the deaths of 700,000 Libyans, Eritreans, Somalis and Ethiopians.Every authoritarian regime has seen a crucial alliance between big business and the dictator, from Putin and his oligarchs to Hitler and German industrialists and Trump and the Wall Street elite. The German businessman Ernst von Hanfstaengl, Ben-Ghiat writes, introduced a “cleaned-up Hitler to the moneyed social circles that mattered” – just as Blackstone chief executive Stephen Schwarzman helped legitimize Trump with tens of millions in campaign contributions to him and his Republican allies.Like all his role models, Ben-Ghiat sees in Trump a “drive to control and exploit everyone and everything for personal gain. The men, women and children he governs have value in his eyes only insofar as they … fight his enemies and adulate him publicly. Propaganda lets him monopolize the nation’s attention, and virility comes into play as he poses as the ideal take-charge man.”The US has done so much to promote authoritarianism abroad during the last 100 years, it’s actually surprising it took so long before we had to confront it at home.When Mussolini desperately needed international legitimacy and economic aid in 1926, it was a fascist proselytizer and JP Morgan partner Thomas Lamont who rescued him, brokering a $100m US government loan. Fifty years later, Richard Nixon and Henry Kissinger told CIA director Richard Helms to make Chile’s “economy scream”, so Gen Augusto Pinochet could overthrow the socialist Salvador Allende. Kissinger and William F Buckley became fervent Pinochet apologists, even as thousands were tortured and disappeared. More

    The Upswing review – can Biden heal America?

    So the Biden-Harris ticket has won, but by narrow margins in some of the battleground states. How did partisanship reach such a pitch that Donald Trump’s tribal appeal easily cancelled doubts about his manifest unfitness for office? And what can Joe Biden do to patch together a frayed nation? The political scientists Robert Putnam, author of the acclaimed Bowling Alone, and Shaylyn Romney Garrett provide a wealth of sociologically grounded answers in The Upswing. Although the title is reassuringly buoyant, this is a tale of two long-term trends, one benign, the other a dark descent. An unabashed centrism prevails: political stability, the authors recognise, is a dance that requires a measure of cooperation and disciplined deportment from both parties.At the book’s core is a set of graphs describing the broad contours of American social, political, economic and cultural life over the past 125 years. All the graphs broadly conform to a common hump-like pattern: a growing swell over half a century or so of greater social trust, equality, bipartisanship and civic do-gooding peaking around the 1960s – followed by a marked and steady decline in all these criteria in the subsequent 50 years.The bad news is that we are living through the worst of the downswing, amid gross inequalities, corporate exploitation of the vulnerable and uncompromising hyper-partisanship. The good news is that the US has been here before – in the late 19th-century Gilded Age – and successfully pulled itself out of the mire. An antidote emerged to the robber baron industrialists, social Darwinists and anti-corporate populists of the Gilded Age in the form of the Progressive movement, whose ideals attracted reformers from within both main parties. Indeed, the short-lived Progressive party of the 1910s was an offshoot from Theodore Roosevelt’s “Bull Moose” brand of reformist Republicanism.Although Republican moderates managed to see off this third-party threat, Progressive ideals – the replacement of oligarchy, clientilism and corruption with modern, scientifically informed administration by middle-class professionals – endured as a significant strand in Republican politics. Progressive sentiments informed the New Deal of Roosevelt’s distant Democrat cousin FDR, but also the politics of mid 20th-century accommodationist Republicans such as Wendell Willkie and Thomas Dewey.The finest exemplar of harmonious “Tweedledum-Tweedledee” politics was General Eisenhower who, declining the opportunity to run for president as a Democrat, campaigned as a non-partisan Republican and governed as a big-spending progressive. The “low tide” of partisanship came in the mid-1960s when Lyndon Johnson’s war on poverty, the introduction of Medicare and implementation of black civil rights enjoyed support across the aisle from Republicans.Putnam and Garrett perceive an upswing in the position of women and African Americans before the rights revolution of the 60sIn this age of “depolarisation”, the real ideological divisions lay within parties, between liberal Republicans and anti-New Deal conservative isolationists, between unionised northern blue-collar Democrats, many of them Catholic, and southern Democrats – predominantly Protestant segregationists whose cultural values belonged far to the right of liberal Republicans. The authors note that on issues of race and gender progressive Republicans were often to the left of Democrats, and that as late as the 1960s Democrats were more likely to be churchgoers.Politics was, however, only one strand in “the Great Convergence” described by Putnam and Garrett. It was an age not only of growing income equalisation but of volunteering. Americans participated in huge numbers in chapter-based civic associations, such as the Elks and Rotarians, the Knights of Columbus and African American Prince Hall freemasonry. The mainstream Protestant churches themselves converged, favouring an ecumenical, theologically slender, all-American religion of social service and helping out.Staggeringly hard as it is now to believe, the Southern Baptists initially welcomed the pro-choice result in the Roe v Wade abortion case of 1973. Indeed, Putnam and Garrett perceive a long unobtrusive upswing in the position of women and African Americans before the rights revolution of the 60s. The black-to-white income ratio improved 7.7% per decade between 1940 and 1970.But the pendulum had already begun to swing in the other direction. Most of us might guess that it was the election of Ronald Reagan in 1980 that initiated the turn to inequality and division. Not so, insist Putnam and Garrett, for the Reagan counter-revolution turns out to be a “lagging indicator”. More ambiguous is the presidency of Richard Nixon, who appears here in strongly contrasting tones: a liberal Keynesian Republican on the policy front, but hard-boiled and amoral when electioneering.Adding a green tinge to progressive Republicanism, Nixon established the Environmental Protection Agency and signed a clean air act. Yet ultimately ideals were a front for the harvesting of votes. Cynically alert to Southern Democrat disenchantment with Johnson’s civil rights legislation, Nixon embarked on a Southern strategy to woo the solidly Democratic South for the party of Abraham Lincoln. The process took decades, and explains one of today’s most glaring and historically illiterate ironies: the flying of Confederate flags by rural Republican-supporting northerners.However, as Putnam and Garrett demonstrate, the Great Divergence is about much more than political realignment. The great arc of modern American history concerns economic outcomes, social trends and a range of cultural transitions that the authors describe as an “I-We-I” curve. Things started to go awry on a number of fronts from the 1960s. Both the libertarian New Right and the countercultural New Left offered different routes to personal liberation. But individual fulfilment came at a cost in social capital.Escape from the drab soulless conformity associated with the 1950s ended up all too often in lonely atomisation. A long road led from the straitjacket of early marriage in the 1950s via the freedom of cohabitation to the growing phenomenon of singleton households. Chapter-based voluntary organisations that involved turning up for meetings and activities gave way to impersonal professionally run non-profits whose Potemkin memberships existed only as mass mailing lists. Unions ceased to be focal points of worker camaraderie and sociability, and shrivelled to a core function of collective bargaining.The authors believe that the new group loyalties of Republicans and Democrats are only weakly ideological, and are based rather on emotional allegiances of a tribal natureWhat’s more, the great mid-century levelling of incomes went into reverse. First, the gap grew between the middle and the bottom, then the incomes of the elite raced away from those of struggling middle-earners, and finally, as Putnam and Garrett show, the wealth of the top 0.1% vastly outgrew that of the top 1%.The downswing America described in this book contains some surprising features. Partisan antipathy has risen to a high pitch as – seen over the long term – the intensity of religious and racial hostilities has mellowed. The authors believe that the new group loyalties of Republicans and Democrats are only weakly ideological, and are based rather on emotional allegiances of a tribal nature.Today’s partisans do not simply dislike their opponents: they loathe them, and assign character flaws to their rivals. This helps explain why Trump was able to usurp the Republican party and its followers, while to all intents and purposes jettisoning a whole slew of traditional Republican policieslike a new football manager who changes a team’s style of playwithout losing the allegiance of its hardcore fans. We might be tempted to blame social media for this state of affairs, but Facebook and Twitter have an “ironclad alibi”. The beginnings of the Great Divergence predate the internet by decades.A Biden presidency brings into focus the difficult job of healing and reconciliation. But here Putnam and Garrett run into trouble, for it is impossible to identify a single decisive factor that caused the downswing. Rather the authors identify a range of “entwined” trends “braided together by reciprocal causality”. Just as diagnosis of ultimate causes is treacherous, so too is finding a compelling plan for throwing the Great Downswing into reverse. The authors look for the green shoots of a new Progressive movement in various forms of grassroots activism, but are worried that they have yet to see this take a “truly nonpartisan” form. They try to be upbeat, but the dominant note is wistful.Yet even on their terms the election does present limited grounds for optimism. The energetic campaigning efforts of the Lincoln Project and other Biden-endorsing Republicans shows that the party – though long since abandoned by its liberal progressives – still contains several mansions. Consider the crossover potential of libertarians, Republican-inclined, who offer an unpredictable smorgasbord of options for jaded partisan palates: laissez-faire on morals as well as markets. In tight races in Arizona, Wisconsin and Georgia, Jo Jorgensen, the third-party Libertarian candidate, drew small but significant numbers of disaffected Republicans away from Trump.And what are we to make of the quiet Trump phenomenon, the huge numbers of voters who unostentatiously turned to him, largely, it seems, because of the economy? That electorate – however narrowly self-interested – is at least amenable to reason. Despite all the worrying auguries, the election was not a straightforward scrap between whites and minorities. Trump lost white males to Biden, but gained surprising proportions of Latinx and African-American voters, and won niche groups such as older Vietnamese-Americans.
