    Discovery of Natural Gas Exposes Turkey’s Political Rifts

    President Recep Tayyip Erdogan’s announcement on August 21 that Turkey had discovered some 320 billion cubic meters of natural gas in the Black Sea has exposed the acutely divided domestic political environment in the country. Whereas the pro-Erdogan camp hailed the development as an important milestone toward the government’s declared ambition to become a leading global power — it has the potential to significantly reduce Turkey’s current account deficit — the opposition, particularly the Republican People’s Party (CHP), sent out messages that disdained the importance of the discovery by declaring it financially unfeasible.

    The secretary general of the CHP, Selin Sayek Boke, went so far as to argue that Erdogan is going to use the gas for his own ends. Engin Atalay, the deputy chairman of CHP’s parliamentary group, had previously declared that “Even if the government has done the best thing in the world, we will unconditionally criticize and refuse it,” which is indicative of the opposition’s modus operandi.

    So, what explains the opposition’s hostility toward this seemingly groundbreaking development in the Black Sea, as well as its steadfast total rejection of government actions? Simply put, it is part of the opposition’s long-time perception that Erdogan is consolidating his power and that the hydrocarbon discovery may serve his interests. This state of mind is also a reflection of the opposition’s fear that it is running out of options to stop Erdogan’s rise.

    Safety Valve

    Since CHP’s inception on September 9, 1923, by Mustafa Kemal, a secular nationalist and founder of modern Turkey, the CHP elite has considered itself entitled to govern the country. Having completely severed ties with the Ottoman past, Kemal crafted the state on the strict interpretation of Westernism and secularism. The CHP elite assumed the responsibility of upholding those principles by perpetuating the CHP single-party regime by suppressing any opposition. This state of privilege and entitlement lasted until 1950. That year, the first democratic elections in the history of modern Turkey were held as a prerequisite for receiving funds as part of the Marshall Plan, which the CHP desperately needed given the abysmal state of the economy after World War II despite Turkey’s neutrality.

    The opposition, under Adnan Menderes, a conservative who overtly displayed his Muslim identity, won the elections by a landslide, allowing him to form a single-party government — a blow to the CHP elite. In his 10-year tenure, Menderes defied the Kemalist establishment by, among others, reverting the Muslim call to prayer to Arabic, and allowing the education of the Quran in primary school. He declared in 1951 that “Turkey is a Muslim country and will remain so.” Secular CHP’s three electoral defeats against Menderes convinced the CHP elite that democracy is not an option to regain what they believe was theirs and that the erosion of the Kemalist principles can only be halted by force.

    In 1960, the Kemalist Turkish armed forces (TAF) stepped in and toppled Menderes, executing him and the two other prominent cabinet members. This launched the tradition of military coups in Turkey, where the TAF assumed the guardianship (praetorian) role of the Kemalist principles, specifically secularism. In the next 50 years, the TAF would “keep the civilians in line” by stepping in three more times, in 1971, 1980 and 1997. It made its presence known to governments through the supreme national security council, in which top generals dictated domestic and foreign policy recommendations to civilian government members. 

    Fast forward to 2002, when Erdogan’s ascent to power and the beginning of the Justice and Development Party’s (AKP) single-party rule in Turkey heralded the impending clash with the military reminiscent of the Menderes era. This time the Kemalist military would lose. Erdogan had long believed that the military’s interpretation of strict secularism, particularly in the 1990s, suppressed the pious masses to which he belonged. He skillfully used Turkey’s European Union accession process to take on the military. He did this by zealously implementing EU guidelines, among which was the “civilianization” of politics requiring the demilitarization of the supreme national security council. In 2004, for the first time since its inception in 1938, a civilian, Mehmet Yigit Alpogan, became the secretary general of the council.

    The Turkish military would strike back in April 2007 by issuing a stern warning against the election of Erdogan’s then-comrade, Abdullah Gul, as president. The move backfired, and the AKP won the general election by a landslide that summer, heralding the beginning of total civilian control over the Turkish armed forces. It is this loss of the Kemalist “safety valve” that began to raise alarm bells for the CHP. The abortive coup of July 15, 2016, was probably the oppositions last dimming hope. To its dismay, the popular resistance against the coup resulted in failure, along with the widespread purge of the supporters of Fethullah Gulen — Erdogan’s “public enemy number one” — in the military, judiciary and law enforcement, allowed Erdogan to further consolidate his grip on power. 

    The New System

    An unexpected glimmer of hope for the opposition in its effort to topple the invincible Erdogan emerged with the introduction of the presidential system in 2017, which replaced the parliamentary system. In the parliamentary system, the main opposition party, the CHP, had no chance of forming a government, mostly due to unfavorable demographic realities. Its numbers consistently hovered around 20%-25%, whereas the AKP doubled that. In the new two-round presidential elections, a candidate is required to obtain at least 50%+1 of the popular vote in order to be elected. If no overall majority is reached, then a runoff is held between the two most popular candidates from the first round.    

    The first such election was held in June 2018, where four major parties — the AKP, the CHP, the People’s Democratic Party (HDP) and the Good Party — nominated their candidates, with President Erdogan polling highest. With what is now called the People’s Alliance, where the AKP and the right-wing Nationalist Movement Party (MHP) formed an official pact, Erdogan won 52% of the popular vote. However, a win by a slight margin convinced the opposition that in a 50%+1 system, it may have a chance against him. Therefore, in an unprecedented turn in Turkish politics, the opposition began to coalesce around the idea “anybody but Erdogan.”

    The opposition formed what is now called the Nation Alliance, where the CHP and the Good Party created an official pact with the HDP and the Felicity Party (SP, Erdogan’s former party) throwing in their unofficial support. The Good Party, with its moderate nationalist ideology, did not want to enter into an official pact with the Kurdish nationalist socialist-leaning HDP, which is the political arm of the outlawed PKK terrorist organization. The prospect of this new style of opposition was first tested in the March 2019 mayoral elections.

    To ensure success, the Nation Alliance nominated only the candidates whose party had the highest chance of winning against the People’s Alliance. This tactic seemed to have worked. For the first time in 30 years, a party with a manifestly leftist and secular worldview and with the support of the rest of the opposition, the CHP, won the mayoral elections in Turkey’s four biggest cities: Istanbul, Ankara, Izmir and Adana.

    However, in the aftermath of this success, the anyone-but-Erdogan alliance began showing signs that it was headed for a catastrophic failure. One of the biggest problems was that the alliance had only one requirement — without any meaningful policy contribution to Turkish politics — for the completely opposite political views, and that was to coexist in the name of toppling Erdogan. The right-wing Turkish nationalist Good Party constituency grew resentful of the de facto alliance with the HDP. Furthermore, the HDP’s claim that “without its some 1 million votes [10-12% of total votes], the anti-Erdogan alliance would not have won the elections in Istanbul” further inflamed the Good Party base, which represented some 7%-8% of voters. This led to the resignation of five Good Party deputies.

    Moreover, in order to appeal to conservative constituents, which was necessary to take on Erdogan, the leftist-secular CHP nominated former ultranationalists and conservatives as mayoral and presidential candidates. For instance, the current mayor of Ankara, Mansur Yavas, is listed as affiliated with the CHP, but he used to be a prominent member of the MHP, which is currently in an official alliance with Erdogan. Yavas’ newly surfaced undated video where he called Deniz Gezmis and his friends — the icons of the Turkish leftist movement who were executed in 1972 on charges of communist affiliations — a “bunch of thugs” drew criticism from certain leftists within CHP.

    The biggest threat to the alliance appeared to be Muharrem Ince, who unsuccessfully contested the current CHP premier Kemal Kilicdaroglu for the seat of party chairman. He has sternly criticized Kilicdaroglu for being undemocratic and lambasted him for leading the CHP astray from Mustafa Kemal’s interpretation of secularism and nationalism (ulusalcilik) by courting the former conservative candidates and aligning with the Kurdish secessionist HDP. Ince, poised to form his own party, drew criticism from the anti-Erdogan coalition for dividing the much-needed block of votes.

    Foreign Entities Against Erdogan  

    With the armed forces now under Erdogan’s full command following the July 15 coup, Turkey began to display activism abroad, which once again is perceived by the opposition as part of Erdogan’s powerplay. Since 2016, Turkey has successfully conducted three incursions into Syria, saved the UN-recognized Libyan government from implosion, and defended its maritime claims in the Eastern Mediterranean against a coalition of countries including Greece, France and the United Arab Emirates.    

    The anybody-but-Erdogan coalition has harshly criticized the president’s virtually every foreign policy move. The “What are we doing in …?” phrase has become an iconic expression the anti-Erdogan block used to decry Turkey’s military involvements in Syria, Libya and the Eastern Mediterranean, which pro-Erdogan circles see as a crucial matter of national security.

    In the name of weakening Erdogan, the members of the opposition have not shied away from supporting foreign countries and entities that Turkey is known to clash with militarily and politically. For instance, as opposed to Erdogan, Kilicdaroglu does not recognize the PKK’s Syria branch, the YPG, as a terror organization. Whereas Erdogan has expressed his desire to remove Syrian President Bashar Assad, Kilicdaroglu advocated dialogue with him.

    Kilicdaroglu believes Turkey has no business in Libya, whereas the government states it is an important move to counter the Greek maritime claims in the East Mediterranean that could cripple Turkey’s ability to navigate in those waters. Moreover, the CHP mayor of Istanbul, Ekrem Imamoglu, criticized the government for converting the Hagia Sophia from a museum into a mosque, which led the pro-Erdogan circles accusing Imamoglu of being a “Greek spy.”

    Despite these appeals, the Turkish opposition has very few prospects to receive meaningful support from abroad. The bygone days when the Western governments were able to wield absolute influence on the Turkish authorities are just that — gone. The inability of the US and EU to dissuade Turkey from dislodging the PKK from northern Syria is a clear sign of a relative weakening of Western influence over Turkey, conversely signaling Erdogan’s ever-growing power. Likewise, last week’s refusal of EU members — Germany, Spain, Italy, Hungary and Malta — to adopt the sanctions against Ankara proposed by Greece indicates that Erdogan’s Turkey is much more important to Germany in the post-COVID-19 world than a member state’s declared interests in the Mediterranean. What is more, France was dismayed when President Emmanuel Macron could not convince NATO that Turkey was at fault in the naval incident where Turkish and French frigates dangerously came too close off of Libya in July. Finally, Greeks mourn that Europe has bowed to Erdogan on Hagia Sophia.  

    The entitled CHP elite still resents that the country it believes it founded has been taken over by what it sees as a conservative Muslim. What is more disappointing for the CHP is that the Turkish military’s DNA to meddle with domestic politics has been removed, leaving little chance for a coup. It also appears that growing infighting among the members of the anti-Erdogan coalition after the successful 2019 local elections is likely going to affect the opposition’s prospects of taking on Erdogan in 2023.

    The impression that, in the name of weakening Erdogan, it would rather collaborate with foreign entities hostile to Turkey will further damage the opposition. Most Turks are wary of this type of political game. Perhaps some sort of cooperation with Erdogan is a must for the Turkish opposition to save itself from extinction.

    Britain Fails Its Exams

    The Advanced Level Certificate (A-level), together with the General Certificate of Education (GCSE), is one of two sets of exams students across England, Wales and Northern Ireland (Scotland has its own system) sit in the summer. The GCSE is a ticket to spending two years studying for A-levels, itself a ticket to university, where 40% of England’s schoolchildren end up. The results are released in August by the Office of Qualifications and Examinations Regulation (Ofqual.)

    This year, there were no exams because the United Kingdom locked itself down against COVID-19. Instead, teachers supplied predicted grades. Teachers make these predictions every year, and it is with these in mind that universities make the offer of a place. Offers are made either unconditionally or with the proviso that the predictions are realized or bettered. In recent years, more and more offers have been made unconditionally, and these now comprise around a third of the total.

    Universities do this because they are dependent upon the fees each student pays: no students, no fees, no university. The pressure rises as universities expand, and each finds itself having to attract a greater share of a shrinking number of school leavers. Restrictions imposed by a hostile immigration service on international students’ movements, and now in response to COVID-19, have made matters worse.

    The Algorithm

    This year was also different because, when the results were issued on August 13, it was obvious that Ofqual had intervened. The grades awarded to many students bore little resemblance to the schools’ predictions. Worried that teachers were being too generous and that this would undermine the credibility of the exams, Ofqual devised and applied a mathematical formula to moderate the results. The algorithm took account of the students’ mock results and the performance of each school in previous years, amongst other variables. The calculations determined that 40% of grades should be reduced. This threw offers and plans into doubt, causing umbrage among students, parents, teachers and universities.

    Gavin Williamson, the education secretary, stuck resolutely to his guns. By August 17, he had abandoned them, and the original predicted results were reinstated. Williamson had been blindsided by Ofqual, he claimed, and only became aware of the full implications of the recalculations over the weekend. Ofqual struck back, saying that Williamson had known difficulties were brewing ever since March, when he ordered the regulator to adjust grades if they appeared inflated.

    It was then made known that the head of Ofqual, Roger Taylor, established and ran a firm implicated in the Mid Staffs Hospital scandal. His firm, Dr Foster,  had come up with an algorithm enabling the hospital to present its mortality rates as low when, in fact, they were dangerously high and its patients were being dreadfully mistreated.

    Just what had Gavin Williamson been levelling at? The entire mess was completely avoidable and unnecessary. No exams had been taken, so there were no exams to be brought into disrepute. And there had been no exams because of exceptional circumstances. So why treat the teacher’s predictions as an assault on standards, especially when predictions are made every year and unconditional offers are issued to a fair proportion of students as a matter of course?

    Whatever the answer, the response was immediate. Gasps of disbelief at the secretary’s sheer incompetence (“He’s fucking useless,” declared one vice chancellor) were combined with emotional outbursts from students worried that their lives had been ruined, from parents trying to deal with the fallout at home, and from university staff whose summer breaks were interrupted.

    All parties most likely suspected that things would eventually sort themselves out if only because chancellors are desperate to fill seats. Having said that, the government and Ofqual displayed a complete absence of trust in teachers and schools. Most disgraceful was the treatment of students with potential and drive who had worked hard against the odds in schools assessed as poor over the last few years. At a macro-level, it meant that the proportion of the most deprived pupils (the bottom third) who achieved a Grade C or better fell by nearly 11%, while the independent schools saw their proportion of A and A* grades increase by nearly 5%.

    An education secretary, whose only claim to the job is that he was not educated at an independent school and did not go to Oxford or Cambridge, willfully took away the ladder from the very kids it is meant for. A more callous and spiteful decision in the name of equality is difficult to imagine. However, the farrago matters for another, even more important, reason. It illustrates just how superficial education has become.

    Grades Are Everything

    The A-levels are not just a passport to university. A school whose students’ average grades fall too far will come under greater scrutiny from the government, which can end in sanctions of one sort or another. These include changing staff pay and conditions; removing staff and governing bodies; turning the school’s budget over to an interim board; closing the school; or handing it (minus its former staff) to an academy. Academies, though state-funded, have more control over management, curriculum, pay, the selection of students and staff, and the freedom to attract money from private sponsors.

    Of the 3,400 or so state-funded secondary schools (3.25 million pupils), nearly three-quarters (about 2.3 million children) are now academies. If an academy fails, then it, too, is either absorbed by a more successful one or closed. Independent schools judged to be failing can also find themselves in trouble. For instance, they may be prohibited from taking on new pupils, fined or closed. Proprietors who do not respond adequately to enforcement notices can end up in prison.

    Grades, then, have come to mean everything. And because they mean everything, what they are supposed to signify has come to mean very little at all. The education system — and “system” is a good description — barely manages to educate. Where a good education is found in English schools, it is provided by teachers and parents despite the vast amount of nonsensical instructions (misleadingly entitled “guidelines”) issued by the government. In these oases of levelheadedness, staff teach outside the system’s narrow confines, helping children to explore more rounded and deeper understandings of the world, introducing them to new ways of thinking.

    The problem is not just that teachers are weighed down and worn out by red tape. To avoid falling foul of the government and its quality enforcers, teachers must consume millions of words of legislation, statutory instruments, notices and guidance that lay out in extraordinary detail everyday practice within the school. It is that education — or rather the fulfillment of standards dictated by the government — has become a bureaucratic procedure, a glorified exercise in form-filling, in which content, imagination, experimentation and sustained and unconventional thought no longer matter.

    Children and teachers must do what they are told to do in the way they are told to do it. “Best practice” holds sway over fresh thought. The student must see the world as directed. Thus, for instance, a play is a composite of meaning shaped by literary and dramatic devices. History is an unstable melange of constructions arrived at by historians through their interpersonal relationships. The economy must be studied through the application of the correct economic models. Only by breaking the mind into a kaleidoscope of skills through which patchworks of information are collected and assembled, declare geography teachers, can social and natural worlds be understood. Facts, interpretations and evidence are set out in neat bullet points so they can be memorized and marshalled in the correct way and in the correct place.

    All of this and more — such as precisely defined “command words” like “analyze” and “suggest,” and the marks to be awarded for each correctly placed fact or argument — is found in thick, glossy volumes of “specifications,” “amendments,” “sample assessments,” published “resources,” “mark schemes,” “specimen papers,” “exemplar material,” “schemes of work,” “skills for learning and work” and “topic materials” produced by exam boards for each subject.

    Officialism smothers all schools. But when parents are well educated and bring up their children to read, learn, write, talk and think coherently, teachers have an easier time of it. Children are confident, and this shows in class and in their work. Teachers know that as far as the exams are concerned, their students can, to all intents and purposes, teach themselves. A teacher’s immediate job is to make sure a child is practiced in the bureaucracy and is given the required information. This will deliver the grades.

    The second, and more important job, is to lead their children out and well beyond those limitations. It is this — a passion for their subject and a willingness to go further — that really prepares the child for university and beyond. Most, though not all, of these schools are independent and selective.

    State-funded schools are far more constrained by the system, and it is all they can do to meet its demands. The bureaucracy does not allow them the time, freedom, money or incentive to instill in children and parents the outlooks, values, beliefs, practices and confidence that will enable them to see beyond the government’s petty world view.

    I should say that the distinction I make between independent and state is too stark. There are some excellent state schools, and there are some terrible independent schools — unhappy little communities tucked away in some old building in the countryside. My point is simply that education, rather than its bureaucratized version, is found unevenly and rarely, and is more likely where teachers and parents have the wherewithal and determination to play the system and so keep it from dragging them and their children down into a mire of niggling and pointless tasks, boredom and despondency.

    Not Much Help

    British universities have not been much help. Rather than find common cause with schools and encourage them in fostering a university-style education, universities have gone along with government reforms all too easily and are becoming more like brash, over-confident schools. The university has become a brand, an experience, a rite, designed to extract as much cash as possible from students. Walk away with a good degree, the student is told, and our brand will confer upon you a charisma, a light, a duende that will set you up for life or at least give you a foot in a door so that you show an employer what you can do. Meanwhile, behind all the pizzazz, the content of the degree is scratched away at and the process through which the certificate is awarded becomes more bureaucratic.

    The trend is especially obvious in universities without a well-established pedigree. Why should a student pay tens of thousands of pounds for a certificate from a university no one has heard of? The answer is “relevance,” and relevance means “skills.” As the degree is hollowed out, the space is filled with an omnium-gatherum of skills: cognitive skills, intellectual skills, key skills, transferable skills, employment-related skills, practical skills, applied skills, inter-personal skills, writing skills, reading skills, thinking skills, networking skills, team-working skills, observational skills, speaking skills, speech-making skills, analytical skills, editing skills, note-taking skills, research skills, computing skills, entrepreneurial skills, lab skills, creative skills, leadership skills, work ethic skills and ethical skills.

    Choose a verb or adjective, put the word “skill” after it, and it becomes teachable, assessable and marketable. To write an essay or a thesis or to take an exam is to engage in a piece of bureaucracy, an updated form of medieval scholasticism, in which all these skills are stitched together, tracked and traced.

    By lifting a corner of the veil, the A-level fiasco exposes a little of the humbug swirling around the government’s education system and something of the cynicism with which the government treats the people it claims to represent. Just how deep this cynicism goes, however, is revealed by a matter from which the farce distracted public attention over the last week — a week that I suspect will prove deadly. I say deadly because it will be difficult in the time left to deter the government from repeating the same mistakes it made at the start of the pandemic that cost over 40,000 lives.

    At present, the UK government and its scientific advisers are busy saturating the press with its claim that the “life chances” of children will be damaged irreparably if schools stay closed. A generation of children will “fall behind,” many of those who rely on schools to feed them will go hungry, and many others, forced to stay at home, will be at greater risk of physical, sexual and emotional abuse.

    The government’s chutzpah is breathtaking. To indict the produce of its own policies and then use that indictment as cheap blackmail in support of those same policies is surely the height of contempt. A fifth of the population is poor because of government actions and inactions over many years. It is these “ordinary” people, as ministers like to call them, who are most under pressure to go work because of cuts to welfare, changes in benefit rules and threats from government.

    It is also they who, last time around, suffered most from a virus allowed to run loose. And it is their children who are most likely to bring it back home after struggling on public transport and spending hours in crowded classrooms working on pointless and soul-destroying bureaucratic techniques. The only strand of reasoning that makes some kind of sense in this tangled web of lunacy is a ruthless one: the primary function of the education system is to keep Britain’s labor force — and especially its cheaper end — at work.

    Will Millennials and Zoomers Save the Future?

    “All of you young people who served in the war. You are all a lost generation.” This famous phrase is credited to Gertrude Stein by Ernest Hemingway, who popularized it in the epigraph to his 1926 novel “The Sun also Rises.” The phrase encapsulates the feelings of a generation, disillusioned by the civilizational breakdown witnessed during the Great War, the loss of faith in the ideals and values that had marked their pre-war youth, which left them empty and cynical. In Europe, many of them would ultimately find a new purpose in the ranks of Mussolini’s squadristi, Hitler’s Sturmabteilung and the various fascist movements that sprang up in their wake — with disastrous results.

    It might appear preposterous to compare today’s younger generations, millennials and zoomers (aka Generation Z), to Hemingway’s cohort of young women and men on both sides of the Atlantic. And yet there are good reasons to presume that today’s younger generations are going to be as deeply, if not more, scarred — socially, economically and psychologically — by COVID-19 as the Lost Generation was by World War I.  

    Foretaste of Things to Come

    The travails of COVID-19, as has been frequently noted, are just a foretaste of things to come. The combination of climate change and the destruction of natural habitats has made the outbreak of infectious diseases spreading from animals, such as bats and birds, to humans increasingly likely. As a landmark study published in Nature put it a decade ago, “mounting evidence indicates that biodiversity loss frequently increases disease transmission.” Or, to put it differently, “current evidence indicates that preserving intact ecosystems and their endemic biodiversity should generally reduce the prevalence of infectious diseases.”

    Unfortunately, the opposite has been the case. The current rate of extinction is “tens to hundreds of times higher than the average over the past 10 million years — and it is accelerating.” By now, humanity, which accounts for not more than a small sliver of life on this planet, is responsible for the loss of more than 80% of all wild mammals and half of all plants. The consequences are potentially catastrophic.

    For the moment, concerns about global warming and the rapid loss of biodiversity has been overshadowed by the all-consuming issue of COVID-19. And for good reasons. The novel coronavirus has severely disrupted life as we have come to know and expect it. And there is no end in sight. Its social, economic and psychological consequences, in addition to its impact on public health, has been profound and far reaching, particularly for the younger generations. Millennials, already pummeled by the fallout from the Great Recession of 2008, have been hit hard once again. For zoomers, the generation born between the mid-1990s and the early 2010s, COVID-19 is likely to be the formative experience shaping the rest of their lives.

    For both generations, the economic impact of the pandemic has been disastrous. Already last year, months before the pandemic hit the United States full force, Annie Lowrey wrote in The Atlantic that millennials were “likely to be the first generation in modern economic history to end up worse off than their parents. The next downturn might make sure of it, stalling their careers and sucking away their wages right as the Millennials enter their prime earning years.” The pandemic confirmed her worst fears. Early this year, Lowrey characterized the pandemic as a “financial tsunami for younger workers.”

    According to preliminary data, after the onset of the pandemic, “a staggering 52 percent of people under the age of 45 have lost a job, been put on leave, or had their hours reduced due to the pandemic, compared with 26 percent of people over the age of 45.” Federal aid was likely to do little to nothing to alleviate their financial woes.

    The outlook is equally bleak for zoomers. According to the consulting firm Delloite, in April and May 2020, 30% of Zoomers reported having lost their job or having been put on temporary, unpaid leave. This is particularly ironic. As Mathew Goodwin has recently noted, zoomers “find themselves in a strange position — on the one hand, they are on track to be the most well-educated generation in history but, on the other, they are entering the labour market amid one of the most challenging periods in history.” Given their educational background and levels of skills, their prospects in the labor market should be bright; instead, they are nothing short of bleak.

    At least for the moment, opportunities for internships have largely dried up, entry positions are rare and, for those who manage to get one, the pay is low. And things are unlikely to get better any time soon, given the depth of the coronavirus-induced recession. As an essay in The Economist recently put it, “Economic misery has a tendency to compound. Low wages now beget low wages later, and meagre pensions after that. The prospect of middle-aged drudgery beckons.”

    After Us, the Deluge?

    The Lost Generation’s soul-shattering experience of senseless death during the Great War turned many of them cynical while leading them into aimless and reckless pursuit of vacuous, decadent hedonism, reflected in the writings of F. Scott Fitzgerald and the paintings of George Grosz. Given the circumstances, one might expect history to repeat itself, not as a “grand tragedy” but as a “rotten farce,” as per Karl Marx’s “The Eighteenth Brumaire of Louis Napoleon,” reflected in the infamous “COVID parties” on the beaches of Florida, with their flair of Russian roulette, scripted according to the adage “after me, the deluge,” or, more prosaically, “who gives a shit about the future.”

    As it turns out, zoomers do — or so a growing number of recent studies suggest, whether produced by think tanks or by business consulting firms seeking to exploit Gen Z’s consumer potential. The results are nothing short of stunning, the implications potentially revolutionary. Take global warming. In 2019, an Amnesty International-sponsored survey found more than 40% of young people considering global warming the most important global issue. At the same time, however, almost half of zoomers and more than 40% of millennials thought that it was already too late to repair the damage caused by climate change.

    This, however, does not seem to have turned them cynical, self-centered, apathetic or escapist. On the contrary. An article in Forbes, written at the height of last year’s global mass demonstrations calling for action to confront climate change, put it best, claiming that Gen Z was “a force to be reckoned with. They’re not trying to change the world; they’re already doing it and, in many cases, they’re leading the way.”

    Recent studies support this contention. They find that the younger generation holds deeply engrained values that more often than not are in complete opposition to the values that dominated advanced capitalist societies pre-coronavirus. In the face of a resurgence of ethnocentrism and tribalism, they cherish diversity while rejecting the knee-jerk nationalism that has been the hallmark of right-wing populism currently en vogue from Britain to Denmark, from Italy to the United States.

    Unlike their elders, who for decades allowed themselves to be subjected to incessant neoliberal indoctrination claiming that the state is part of the problem, that only markets get things right, that society does not exist, and that everybody fends for themselves, zoomers are pro-government and supportive of a strong state. COVID-19 has not only validated and reaffirmed their belief in government action and the extension of social welfare policies but also in the necessity of fundamental, radical change.

    With Gen Z, the old slogan from the student movement of the 1960s that “the personal is political” has come back with a vengeance — and a new meaning. We have seen it with the controversies over the wearing of masks that have shown how quickly and to what degree personal choice turns into political statement these days. Today, as a number of top-notch business consulting firms have affirmed, this is particularly true with respect to consumption patterns and consumer choices. Veganism, for instance, is not only a lifestyle choice — it is also, and in some instances even predominantly, a political statement. As Deborah Kalte has recently noted, the “vast majority of vegans is politically motivated and aims to induce change in society at large.”

    In the past, as Thorstein Veblen and Pierre Bourdieu have argued and shown, consumption served as a marker, a sign of distinction, and this in a very material sense. Today, or so a number of studies suggest, at least with the younger generation, consumption is tied in with ideals and values, which makes it highly political.

    The Personal Is Political

    Even before the onset of the pandemic, business reports noted the central importance of sustainability for the younger generation. In 2015, a Nielsen report found more than 70% of global millennials were willing to pay more for sustainable goods. Five years later, a First Insight report found that “the vast majority of Generation Z shoppers prefer to buy sustainable brands, and they are most willing to spend 10 percent or more on sustainable products.” At the same time, the report noted that Gen Zers and millennials “are the most likely to make purchase decisions based on values and principles (personal, social, and environmental).”

    And the revolution does not stop here. Business consultants have already set their eyes on Generation Alpha — the offspring of the millennial generation and younger siblings of Gen Z — who populate today’s cradles and kindergartens. As an article in Wired puts it, the “latest age group to emerge are barely out of diapers, and the internet is already serving them ads.”

    Raised and influenced by their millennial parents and Gen Z siblings, they are expected to be just as progressive and radical — even more so — as their immediate elders, or so a recent report from the e-commerce consulting firm Wunderman Thompson Commerce wants us to believe. Confronted with myriads of global crises — humanitarian, ecological, economic, social — they are characterized as “uniquely ethically inclined and value-led.” This is based on the finding that more than two-thirds “of 6 to 9 year olds say that saving the planet will be the central mission of their careers in the future, joining the fight that current Gen Zs are leading.” An equally large proportion indicated they would like to buy from companies that “are trying to do good in the world.”

    If the findings of these studies are true, things are likely to heat up considerably in the near future, both socially and politically. What the younger generations represent is a reality that is fundamentally at odds with the one peddled by Donald Trump, Boris Johnson, Jair Bolsonaro and Scott Morrison (Australia’s champion of coal), to name but a few. There is a huge gap between the perceptions and values of the younger generations and those of the older generations, as most recently seen once again with COVID-19, whether with regard to wearing masks or accepting track-and-trace apps. Today, the fate of the planet is to a large extent in the hands of generations that are unlikely to experience the full force of the disasters their actions and inactions have caused. The reality is that governments, corporations and the older generation have largely failed the younger generations and continue to do so — with catastrophic consequences.  Over the past several decades, governments have piled up huge amounts of national debt.  With COVID-19, they have added further layers, bound to impose yet another enormous burden on today’s youth.     

    Under the circumstances, it might be tempting to dismiss them as another Lost Generation. It bears remembering, however, that it was the original Lost Generation that was instrumental not only in the rebuilding of much of Europe after the Great War, but also in the establishment of the postwar liberal order — “embedded liberalism” — and the entrenchment of the social-democratic welfare state. 

    Today, we confront another crucial moment. Once again hope rests on the younger generations to provide the vision and energy not only to meet the numerous social, economic, cultural and particularly ecological challenges that threaten to overwhelm humanity. All available data suggest that they are quite prepared to meet the challenge, if only because they don’t have much of a choice. Chances are that the young people will make a difference — provided their parents and grandparents will take them and their concerns and worries seriously, rather than dismissing them as alarmism or folly.

    The Future Doesn’t Look Good

    Let me be blunt. This wasn’t the world I imagined for my denouement. Not faintly. Of course, I can’t claim I ever really imagined such a place. Who, in their youth, considers their death and the world that might accompany it, the one you might leave behind for younger generations? I’m 76 now. True, if I were lucky (or perhaps unlucky), I could live another 20 years and see yet a newer world born. But for the moment at least, it seems logical enough to consider this pandemic nightmare of a place as the country of my old age, the one that I and my generation (including a guy named Donald J. Trump) will pass on to our children and grandchildren. 

    Back in 2001, after the 9/11 attacks, I knew it was going to be bad. I felt it deep in my gut almost immediately and, because of that, stumbled into creating TomDispatch, the website I still run. But did I ever think it would be this bad? Not a chance.

    I focused back then on what already looked to me like a nightmarish American imperial adventure to come, the response to the 9/11 attacks that the administration of President George W. Bush quickly launched under the rubric of the “global war on terror.” And that name (though the word “global” would soon be dropped for the more anodyne “war on terror”) would prove anything but inaccurate.

    After all, in those first post-9/11 moments, the top officials of that administration were thinking as globally as possible when it came to war. At the damaged Pentagon, Secretary of Defense Donald Rumsfeld almost immediately turned to an aide and told him, “Go massive — sweep it all up, things related and not.” From then on, the emphasis would always be on the more the merrier.

    Bush’s top officials were eager to take out not just Osama bin Laden’s al-Qaeda — whose 19 mostly Saudi hijackers had indeed attacked the US in the most provocative manner possible (at a cost of only $400,000 to $500,000) — but the Taliban, too, which then controlled much of Afghanistan. And an invasion of that country was seen as but the initial step in a larger, deeply desired project reportedly meant to target more than 60 countries.

    Above all, President Bush and his top officials dreamed of taking down Iraqi autocrat Saddam Hussein, occupying his oil-rich land and making the US, already the unipolar power of the 21st century, the overseer of the greater Middle East and, in the end, perhaps even of a global Pax Americana. Such was the oil-fueled imperial dreamscape of Bush, Dick Cheney, Rumsfeld and the crew (including that charmer and now bestselling anti-Trump author John Bolton).

    Who Woulda Guessed?

    In the years that followed, I would post endless TomDispatch pieces, often by ex-military men, focused on the ongoing nightmare of our country’s soon-to-become forever wars (without a “pax” in sight) and the dangers such spreading conflicts posed to our world and even to us. Still, did I imagine those wars coming home in quite this way? Police forces in American cities and towns thoroughly militarized right down to bayonets, MRAPs, night-vision goggles and helicopters, thanks to a Pentagon program delivering equipment to police departments nationwide more or less directly off the battlefields of Washington’s never-ending wars? Not for a moment.

    Who doesn’t remember those 2014 photos of what looked like an occupying army on the streets of Ferguson, Missouri, after the police killing of a black teenager and the protests that followed? And keep in mind that, to this day, the Republican Senate and the Trump administration have shown not the slightest desire to rein in that Pentagon program to militarize police departments nationwide. Such equipment (and the mentality that goes with it) showed up strikingly on the streets of American cities and towns during the recent Black Lives Matter protests.

    Even in 2014, however, I couldn’t have imagined federal agents by the hundreds, dressed as if for a forever-war battlefield, flooding onto those same streets (at least in cities run by Democratic mayors), ready to treat protesters as if they were indeed al-Qaeda (“VIOLENT ANTIFA ANARCHISTS”), or that it would all be part of an election ploy by a needy president. Not a chance.

    Or put another way, a president with his own “goon squad” or “stormtroopers” outfitted to look as if they were shipping out for Afghanistan or Iraq but heading for Portland, Albuquerque, Chicago, Seattle and other American cities? Give me a break! How un-American could you get? A military surveillance drone overhead in at least one of those cities as if this were someone else’s war zone? Give me a break again.

    Never in my wildest dreams did I think I’d live to witness anything quite like it or a president — and we’ve had a few doozies — even faintly like the man a minority of deeply disgruntled Americans but a majority of electors put in the White House in 2016 to preside over a failing empire.

    How about an American president in the year 2020 as a straightforward, no-punches-pulled racist, the sort of guy a newspaper could compare to former segregationist Alabama governor and presidential candidate George Wallace without even blinking?

    Admittedly, in itself, presidential racism has hardly been unique to this moment in America, despite Joe Biden’s initial claim to the contrary. That couldn’t be the case in the country in which Woodrow Wilson made D.W. Griffith’s “Birth of a Nation,” the infamous silent movie in which the Ku Klux Klan rides to the rescue, the first film ever to be shown in the White House. Nor the one in which Richard Nixon used his “Southern strategy” — Republican presidential candidate Barry Goldwater had earlier labeled it even more redolently “Operation Dixie” — to appeal to the racist fears of Southern whites and so begin to turn that region from a Democratic stronghold into a Republican bastion. Nor in the land where Ronald Reagan launched his election campaign of 1980 with a “states’ rights” speech (then still a code phrase for segregation) near Philadelphia, Mississippi, just miles from the earthen dam where three murdered civil rights workers had been found buried in 1964.

    Still, an openly racist president (don’t take that knee!) as an autocrat-in-the-making (or at least in-the-dreaming), one who first descended that Trump Tower escalator in 2015 denouncing Mexican “rapists,” ran for office rabidly on a Muslim ban and for whom black lives, including John Lewis’, have always been immaterial? A president now defending every Confederate monument and military base named after a slave-owning general in sight, while trying to launch a Nixon-style law-and-(dis)order campaign? I mean, who woulda thunk it?

    And add to that the once unimaginable: a man without an ounce of empathy in the White House, a figure focused only on himself and his electoral and pecuniary fate (and perhaps those of his billionaire confederates). A man filling his hated “deep state” with congressionally unapproved lackies, flacks and ass-kissers, many of them previously flacks (aka lobbyists) for major corporations. (Note, by the way, that while The Donald has a distinctly autocratic urge, I don’t describe him as an incipient fascist because, as far as I can see, his sole desire — as in those now-disappeared rallies of his — is to have fans, not lead an actual social movement of any sort. Think of him as Benito Mussolini right down to the look and style with a “base” of cheering MAGA chumps but no urge for an actual fascist movement to lead.)

    And who ever imagined that an American president might actually bring up the possibility of delaying an election he fears losing, while denouncing mail-in ballots (“the scandal of our time”) as electoral fraud and doing his damnedest to undermine the Post Office that would deliver them amid an economic downturn that rivals the Great Depression? Who, before this moment, ever imagined that a president might consider refusing to leave the White House even if he did lose his reelection bid?

    Tell me this doesn’t qualify as something new under the American sun. True, it wasn’t Trump who turned this country’s elections into 1% affairs or made contributions by the staggeringly wealthy and corporations a matter of free speech(thank you, Supreme Court). But it is Trump who is threatening, in his own unique way, to make elections themselves a thing of the past. And that, believe me, I didn’t count on.

    Nor did I conceive of an all-American world of inequality almost beyond imagining. A country in which only the truly wealthy (think tax cuts) and the national security state (think budgets eternally in the stratosphere) are assured of generous funding in the worst of times.

    The World to Come?

    Oh, and I haven’t even mentioned the pandemic yet, have I? The one that should bring to mind the Black Death of the 14th century and the devastating Spanish Flu of a century ago, the one that’s killing Americans in remarkable numbers daily and going wild in this country, aided and abetted in every imaginable way (and some previously unimaginable ones) by the federal government and the president.

    Who could have dreamed of such a disease running riot, month after month, in the wealthiest, most powerful country on the planet without a national plan for dealing with it? Who could have dreamed of the planet’s most exceptional, indispensable country (as its leaders once loved to call it) being unable to take even the most modest steps to rein in the COVID-19 disease, thanks to a president, Republican governors and Republican congressional representatives who consider science the equivalent of alien DNA? Honestly, who ever imagined such an American world? Think of it not as “The Decameron,” that 14th-century tale of 10 people in flight from a pandemic, but the Trumpcameron or perhaps simply Trumpmageddon.

    And keep in mind, when assessing this world I’m going to leave behind to those I hold near and dear, that COVID-19 is hardly the worst of it. Behind that pandemic, possibly even linked to it in complex ways, is something so much worse. Yes, the coronavirus and the president’s response to it may seem like the worst of all news as American deaths crest 160,000 with no end in sight, but it isn’t. Not faintly on a planet that’s being heated to the boiling point and whose most powerful country is now run by a crew of pyromaniacs.

    It’s hard even to fully conceptualize climate change since it operates on a time scale that’s anything but human. Still, one way to think of it is as a slow-burn planetary version of the atomic bombings of Hiroshima and Nagasaki.

    And by the way, if you’ll excuse a brief digression, in these years, our president and his men have been intent on ripping up every Cold War nuclear pact in sight, while the tensions between two nuclear-armed powers — the US and China — only intensify and Washington invests staggering sums in “modernizing” its nuclear arsenal. (I mean, how exactly do you “modernize” the already-achieved ability to put an almost instant end to the world as we’ve known it?)

    But to return to climate change, remember that 2020 is already threatening to be the warmest year in recorded history, while the five hottest years so far occurred from 2015 to 2019. That should tell you something, no?

    The never-ending release of greenhouse gases into the atmosphere has been transforming this planet in ways that have now become obvious. My own hometown, New York City, for instance, has officially become part of the humid subtropical climate zone and that’s only a beginning. Everywhere temperatures are rising. They hit 100 degrees (37.7 C) this June in, of all places, Siberia. (The Arctic is warming at twice the rate of much of the rest of the planet.) Sea ice is melting fast, while floods and mega-droughts intensify and forests burn in a previously unknown fashion.

    And as a recent heatwave across the Middle East — Baghdad hit a record 125 degrees (51.6 C) — showed, it’s only going to get hotter. Much hotter and, given how humanity has handled the latest pandemic, how will it handle the chaos that goes with rising sea levels drowning coastlines but also affecting inland populations, ever fiercer storms, and flooding (in recent weeks, the summer monsoon has, for instance, put one-third of Bangladesh underwater), not to speak of the migration of refugees from the hardest-hit areas? The answer is likely to be: not well.

    And I could go on, but you get the point. This is not the world I either imagined or would ever have dreamed of leaving to those far younger than me. That the men (and they are largely men) who are essentially promoting the pandemicizing and over-heating of this planet will be the greatest criminals in history matters little.

    Let’s just hope that, when it comes to creating a better world out of such a god-awful mess, the generations that follow us prove better at it than mine did. If I were a religious man, those would be my prayers.

    And here’s my odd hope. As should be obvious from this piece, the recent past, when still the future, was surprisingly unimaginable. There’s no reason to believe that the future — the coming decades — will prove any easier to imagine. No matter the bad news of this moment, who knows what our world might really look like 20 years from now? I only hope, for the sake of my children and grandchildren, that it surprises us all.

    The Bologna Attack of 1980: Italy’s Unhealed Wound

    The clock struck 10:25 am on August 2, 1980, when a bomb exploded at Bologna’s Central Train Station. The attack plunged the city, known at the time for its left-wing politics and home to one of the oldest universities on the continent, into chaos. One of the deadliest terrorist attacks in Europe, the explosion had a devastating effect, killing 85 people and injuring over 200. After years of investigations, trials and false leads, Francesca Mambro and Giuseppe Fioravanti, members of the right-wing terrorist organization Armed Revolutionary Nuclei (NAR), were sentenced to life imprisonment in November 1995. Both, however, have always maintained their innocence.

    Many others were also put on trial, some of whom eventually received prison sentences for supporting the terrorists or for obstruction of justice. Among them were Licio Gelli, head of the infamous Propaganda Due lodge, and Pietro Musumeci, an officer in the Italian military secret service.

    Not All Terrorists Want to Claim Responsibility for Attacks

    Despite these convictions, the Strage di Bologna, or the Bologna massacre, as the attack is now known, continues to be a source of heated debate in Italy, and serious doubts remain as to whether the masterminds behind the attack have really been caught. Every now and then, for example, the Italian judiciary issues new sentences in connection with the attack. Moreover, as recently as January this year, nearly 40 years after the incident, Gilberto Cavalli was found guilty of aiding and abetting Mambro and Fioravanti.

    The ongoing sentencing seems to confirm the widespread belief that we still do not know the whole story and that Italy has struggled to come to terms with this horrible act of terrorism. This state of seeming paralysis is symbolized by the fact that the main station’s clock has not been replaced and, as a reminder for future generations, still shows the exact time of the attack.

    A New Lead? The Palestinian Theory

    Former politicians, judges and magistrates, as well as investigative journalists and academics, have often added to the confusion and uncertainty surrounding the attack. Manifold theories about the true masterminds exist, alternately accusing left-wing terrorists, the Mafia or Gladio of having orchestrated the attack. In 2008, Francesco Cossiga, member of the former Christian Democratic Party (DC) who served as minister of interior between 1976-78 and held the title of prime minister between 1979-80 and president of Italy from 1985 to 1992, cast doubt on the culpability of the neo-fascists.

    In an interview with an Israeli newspaper, he argued that the Bologna attack was an act of retaliation by Palestinian terrorists because the government in Rome had violated the so-called Lodo Moro — a decades-old secret agreement between Rome and the Palestinian Liberation Organizations (PLO), in which the Palestinians offered to spare Italy from PLO orchestrated terrorist attacks in return for Rome’s diplomatic support and for allowing the PLO to roam freely in Italy. In July 2016, Rosario Priore, who has investigated right-wing terrorism in Italy for years, propagated Cossiga’s thesis in his book, “I segreti di Bologna: La verità sull’atto terroristico più grave della storia italiana” (“The Secrets of Bologna: The Truth About the Most Serious Attack in Italy’s History”).

    According to Priore, everything started in November 1979 when the Carabinieri arrested three left-wing extremists — Daniele Pifano, Giuseppe Nieri and Giorgio Baumgartner — and a Palestinian man, Abu Anzeh Saleh, for arms smuggling. When the Italian government declined to release Saleh, the Popular Front for the Liberation of Palestine (PFLP) under George Habash contacted Libyan leaders Muammar Gaddafi, who in turn asked the Venezuelan militant Ilich Ramirez Sanchez — better known as Carlos the Jackal — to retaliate against the Italians. The German Thomas Kram, a member of Carlos’ group, was duly dispatched to Bologna to carry out the bombing. However, Kram and Carlos denied any involvement, arguing that Kram was under constant surveillance by the Italian police as soon as he entered Italy and therefore could not have carried out the attack undetected.

    Nevertheless, the question remains: Were the Palestinians really responsible, in one form or another, for the terrorist attack in Bologna? As time goes by and more and more archives declassify their documents and make them available for researchers, we may be able to get closer to the truth. In the meantime, however, as historians, we can try to sort myth from reality by contextualizing the events and critically examining the arguments presented. This approach reveals that the Palestinian theory is not as cut and dried as Priore and others claim.

    We do not currently have any evidence that the PFLP and its main leaders, Habash and Bassam Abu Sharif, or any other Palestinian group actually demanded the release of Saleh. Furthermore, bombings were not typically the first weapon of choice for Palestinian terrorists, who preferred kidnappings and taking hostages at the time. In addition, the Palestinians usually claimed responsibility for terrorist attacks they committed. Even Carlos, who worked for the PFLP until 1975, usually claimed responsibility for his actions.

    Moreover, neither the Palestinians nor the Italian government would have gained anything from a stand-off caused by the arrest of one person and the confiscation of weapons. Given the vulnerability of the Italian economy and its dependence on Arab oil, Rome continued to negotiate with rather than confront the PLO. In June 1980, for example, the European Council under Italian leadership issued a statement in favor of the PLO. In addition, in 1980, the various factions within the PLO — including Habash’s PFLP — supported Yasser Arafat’s more cautious and diplomatic approach toward the European countries.

    Why would the PFLP, whose leadership had been weakened when Habash suffered a stroke in 1980, go through all this trouble when there was really nothing to gain? Only when Arafat’s leadership role was challenged in 1982 did Palestinian attacks in Europe resume, with the Achille Lauro affair of 1985 serving as a prime example.

    Going back to Francesco Cossiga’s testimony, it seems that he used the 2008 interview primarily to present himself in a favorable light for the newspaper’s Israeli readership by rejecting any involvement in the pact between Rome and the PLO. He claimed that the secret service did not tell him any details about the agreement between Rome and the Palestinians, which, considering his positions at the highest level of government, is hardly convincing. In addition, by blaming foreign terrorists for the deadliest attack in Italy’s history, he avoided taking responsibility for neglecting and underestimating homegrown terrorism.

    Moreover, we should not forget the tensions between the leadership of what was formerly known as the Christian Democratic Party and the Italian judiciary. Cossiga’s interview shows his distrust toward the judiciary and might have also been an attempt to undermine their authority, by implying that they were unable to find and prosecute the real perpetrators of the attack despite all these years that have passed since.

    A Familiar Pattern: Right-Wing Terrorism

    Considering these points, it seems unlikely that the Bologna attack was an act of retaliation against Italy orchestrated by the PFLP. The extent of Gaddafi’s involvement might tell a different story, but only further investigation and declassification of documents will clarify that case. As it stands, all the concrete evidence and indications we do have point to Italy’s extreme radical right.

    The Bologna attack mirrored how right-wing terrorists have previously operated in Italy, particularly during the strategy of tension period between 1969 and 1974. Though skeptics may claim that the attack was designed to mimic the tactics of the extreme radical right and thus shift blame, it was not just the attack itself — the indiscriminate bombing without anyone claiming responsibility — but also the target that reminded many contemporaries of the chaos right-wing terrorists inflicted on Italy a decade earlier: placing bombs in or close to trains in the summertime, thus causing maximum civilian casualties.

    On August 4, 1974, for instance, right-wing terrorists of the group Black Order carried out an attack on the Italicus express, killing 12 people and injuring 48. The Italian singer and songwriter Claudio Lolli commemorated the attack in his famous song “Agosto”— August — which experienced a revival after the Bologna attack.

    One important aspect of the strategy of tension, however, was missing in 1980, thus implying that it was not just a copycat attack. In contrast to the early 1970s, the attempts to blame the Italian left for the attack were marginal and had not been picked up by Italy’s major newspapers. It shows that the perpetrators were able to adapt to a new socio-political situation. Blaming the Italian left, which had established itself as an integral part of the Italian political landscape in 1980, for the Bologna attack would have been a lost cause.

    That does not mean, however, that the right-wing terrorists did not attempt to influence Italian politics. Bombings, bloodshed and chaos on the streets usually favor conservative groups who claim to be the protectors of law and order. Why right-wing terrorists thought 1980 would be a good year to launch another campaign to push Italy further to the right can only be fully understood when we contextualize Bologna within Italian and European history of the time.

    Given the rising tensions between the West and the Eastern Bloc since 1979, anti-communism became a powerful recruitment tool for the radical right in Europe and again offered an opportunity to form alliances with the conservative milieu, including elements of the state secret services. Thus, it comes as no surprise that everywhere in Europe, extreme parts of the radical right started a new campaign of terror to influence the politics of their respective countries and push them further to the right. The campaign started in February 1980 and lasted, with pauses, at least until 1984-85, when the regime in Moscow began to noticeably decline.

    France and Spain experienced a series of right-wing attacks, and after Bologna, a bomb exploded at the Oktoberfest in Munich on September 26, 1980, killing 13 people. Given the latter’s proximity to the Bologna attack, rumors quickly circulated that some kind of connection must have existed between the Italian terrorists and the German perpetrator, Gundolf Köhler. In 2014, the German federal prosecutor general decided to reopen the case due to inconsistencies and omissions in the original investigations. Until July 2020, when the case was closed again, over 300,000 pages of evidence were examined and over 1,000 witnesses interviewed. In the end, however, the prosecutor could not find additional co-conspirators or backers as possible evidence was carelessly — some would argue deliberately — destroyed early on.

    He did, however, establish that Köhler indeed committed a right-wing terrorist attack to shape West Germany’s politics and was more than just a disgruntled youth. Köhler wanted to influence the political landscape in his country in favor of conservative change — after all, parliamentary elections in West Germany occurred only a couple of days after the bombing, and Franz-Josef Strauß, the candidate of the conservative CDU, was known for his anti-communist stance.

    Fluid Politics

    In Italy, the political situation in 1980 was also fluid, even though no general election was on the horizon. Francesco Cossiga formed a fragile coalition government in April 1980 between his Christian Democratic Party, the Republican Party and the Socialist Party under Bettino Craxi. In the regional election in June 1980, the Christian Democrats gained new seats, and right-wing terrorists might have thought that by destabilizing public order this trend could be pushed even further, maybe resulting in an end to the Socialist’s government involvement.

    Also, the city of Bologna as a target can be taken as a clear sign that it was the extreme radical-right milieu that sought to benefit from public turmoil: Bologna was a, if not the symbol in Italy for a successful, leftist local government: Since 1970, Renato Zangheri, a member of the communist party, has served as the mayor of the city.

    Last but not least, we should also consider the Italian extreme right-wing terrorist scene at the time. Internal rivalry between different factions within a terrorist milieu is often an important factor to explain a process of radicalization. While the strategy of tension of the early 1970s was dominated by a form of reactionary right-wing terrorism, the second half of the decade saw the emergence of a heterogenous right-wing “armed spontaneity” that showed similarities to the American idea of leaderless resistance of the 1970s and 1980s.

    During the second half of the 1970s, former heroes of the strategy of tension like Stefano Delle Chiaie were sidelined. When the security apparatus was able to arrest exponents of the armed spontaneity faction, and when the Cold War tensions once again increased, the old guard of Italian right-wing terrorism might have seen an opportunity to regain control over the country’s radical-right extremist milieu.

    One last question remains, however: Why do the arrested right-wing terrorists deny all the charges? Should we believe them? Despite the fact that nearly everyone who was accused of having committed the terrorist bombing in Bologna has denied their involvement, the right-wing terrorists have another motif: Spreading terror and fear is a core aspect of every terrorist group. So, when they deny their involvement in the attack, which remained shrouded in mystery for decades, they increase a sense of unease, fear and terror — a feeling that something similar can happen anywhere and at any time because the true puppet masters are still out there, giving even those who have been accused of or arrested for a crime the opportunity to advance the group’s agenda.

    On this 40th anniversary of the Bologna attack, the citizens of Bologna will observe a minute of silence as they have done every year since 1980, commemorating the 85 victims whose names are enshrined on a plaque with the title “Victims of Fascist Terrorism.” Like each year before, the anniversary will be accompanied by newspaper articles and commentaries, continuing the controversial debates surrounding the attack. These discussions, however, should not distract from the fact that currently the judicial and the historical evidence point only to one group of perpetrators: right-wing terrorists.

    However, as long as theories and rumors circulate and documents remain classified, the victims and their families still await closure. Even if the terrorists might have not succeeded in their ultimate goal, the fear and terror they unleashed on August 2, 1980, still haunts Italy’s public memory — and Bologna’s main station, with its stricken clock — to this day.

    What Has COVID-19 Done to Small Businesses?

    Small and medium-sized enterprises (SMEs) are businesses with revenues, assets or employees below a certain threshold. SMEs are important to the health of any country as they tend to form the backbone of the economy. When compared to large enterprises, SMEs are generally greater in number, employ far more people, are often situated in clusters and typically entrepreneurial in nature. They drive local economic development, propel job creation and foster growth and innovation.

    According to the World Bank, SMEs represent about 90% of businesses and 50% of employment worldwide. In the United States, 30 million small businesses make up 44% of GDP, 99% of the total businesses and 48% of the workforce, amounting to 57 million jobs. In India, the SME sector consists of about 63 million enterprises, contributing to 45% of manufacturing output and over 28% of GDP while employing 111 million people. SMEs in China form the engine of the economy comprising 30 million entities, constituting 99.6% of enterprises and 80% of national employment. They also hold more than 70% of the country’s patents and account for more than 60% of GDP, contributing more than 50% of tax collections.

    Different Countries Define SMEs Differently

    Though most experts agree on the crucial role SMEs play in any economy, the definition of an SME varies by country. In the US, the Small Business Administration (SBA) defines SMEs broadly as those with fewer than 500 employees and $7 million in annual receipts, although specific definitions exist by business and sector. Annual receipts can range from $1 million for farms to $40 million for hospitals. Services businesses such as retail and construction are generally classified by annual receipts, while manufacturing and utilities are measured by headcount. In June, the Indian government revised its SME definitions, expanding the revenue caps on medium and small enterprises from $7 million and $1.5 million to $35 million and $7 million respectively. In the United Kingdom, a small business is defined as having less than 50 employees and turnover under £10 million ($12.7 million), whereas a medium business has less than 250 employees and turnover under £50 million.

    Proper definitions matter. If SMEs are classified well, their access to capital and other resources can improve. They can apply for grants, get tax exemptions, collaborate on research with governments or universities or access other schemes. This gives SMEs better opportunities to survive and thrive.

    Since SMEs tend to be the biggest employers in most economies, a good policy to promote them creates jobs and develops worker skills. Furthermore, proper definitions enable governments to focus their efforts regarding SMEs and level the playing field for them vis-a-vis large corporations.

    Given the scale and nature of their business models, SMEs operate at the mercy of vagaries of the economy, geopolitical events and local policies. They battle competition from multinational giants, volatile cash flows, fickle customers, demanding suppliers and constantly churning employees. But the COVID-19 pandemic has crossed all boundaries. While the 2000 crisis was a dot-com bust and 2008 was a collapse of the financial systems, 2020 is clearly the SME crisis. It is Murphy’s Law at its extreme — anything that can go wrong has indeed gone wrong.

    The coronavirus crisis started off in early 2020 as a supply shock, which has now turned into a demand shock, impacting customers, employees, markets and suppliers alike. The consequences can be potentially catastrophic with the International Monetary Fund estimating that SME shutdowns in G20 countries could surge from 4% pre-COVID to 12% post-COVID, with bankruptcy rates in the services sector increasing by more than 20%.

    SMEs are bearing the brunt of the economic and financial fallout from the COVID-19 pandemic, not least because many were already in duress before the crisis. This could have a domino effect on the economy, given the pivotal role played by SMEs. Therefore, it comes as no surprise that most governments have sought to intercede legislatively with their fiscal might to ameliorate the predicament of SMEs.

    Indian and American Response

    It is instructive to note how different countries have responded to the economic crisis. India is a good country to start with. In early May, the government announced a 20-trillion-rupee ($250 billion) stimulus package called Atmanirbhar, equivalent to 10% of India’s GDP. It was a mixture of fiscal and monetary support, packed as credit guarantees and a slew of other measures. The centerpiece was an ambitious 3-trillion-rupee ($40 billion) initiative for SMEs, including instant collateral-free loans, subordinate debt of 200 billion rupees ($2.5 billion) for stressed micro, small and medium enterprises (MSMEs), and a 500-billion-rupee ($6.5 billion) equity infusion. Perhaps the largest component of the stimulus was the Emergency Credit Line Guarantee Scheme (ECLGS) that provides additional working capital and term loans of up to 20% of outstanding credit. 

    Although the scheme received positive feedback, the initial uptake was slow. On the supply front, bankers fretted about future delinquencies arising out of such accounts as the credit guarantees only covered incremental debt. On the demand side, SMEs were worried about taking on additional leverage when there is uncertainty about economic revival. Moreover, a 20% incremental loan may not suffice to service payrolls and operating expenses and keep business alive.

    Also, while this scheme addressed existing borrowers, the fate of those who are not current borrowers is unclear. While initial traction for the scheme was low, the recent momentum has been encouraging. The finance ministry reports that as of July 15, banks have sanctioned 1.2 trillion rupees ($16 billion), of which 700 billion rupees ($9 billion) have been disbursed largely by public sector banks, although private sector banks have joined in lately.

    Meanwhile, even the largest global economy has struggled with its SME relief program. In mid-March, US President Donald Trump approved a $2.2-trillion package under the Coronavirus Aid, Relief and Economic Security (CARES) Act to help Americans struggling amid the pandemic. One of the signature initiatives under the act was the $660-billion Paycheck Protection Program (PPP) aimed at helping small businesses with their payroll and operating expenses. This program was distinct from its peers in its loan forgiveness part, in which the repayment of the loan portion used to cover the first eight weeks of payroll, rent, utilities and mortgage would be waived. 

    The program, though well-intentioned, has struggled with execution issues exacerbated by labyrinthian rules. Matters came to a head when the initial tranche of $349 billion ran out in April. The program had to be refinanced but, by June, it was closed down with $130 billion of unused funds in its coffers. The program was restarted again and extended to August by Congress.

    Worse, the program saw refunds from borrowers who were unclear about the utilization rules. Loan forgiveness would be valid only if the amount was utilized within eight weeks. This stipulation made SMEs wary because their goal was to use cash judiciously and optimize the use of the borrowed amount to last as long as possible. These rules have since been amended by the Small Business Administration. It now gives SMEs 24 weeks to use the borrowed funds and allows them more flexibility on the use of funds. In any case, questions have been raised about capital not reaching targeted businesses and unintended parties benefiting instead. 

    Despite the changes in SBA rules, the jury is still out on whether more SMEs will take out PPP loans. Some are lobbying for full loan forgiveness. However, dispensing of repayment requirements essentially creates handouts that could lead to the lowering of fiscal discipline and increasing incentive for fraud. A recent proposal by two professors, one from Princeton and the other from Stanford, suggests “evergreening” of existing debt, a practice that involves providing new loans to pay off previous ones. Though innovative, it is not quite clear how such a policy would provide better benefits compared to a loan repayment moratorium, especially when it comes to influencing future credit behavior. 

    In addition to the PPP program, the SBA has announced the Economic Injury Disaster Loans (EIDL) program. This offers SMEs working capital loans up to $2 million to help overcome their loss of revenue. The program was closed down on July 13 after granting $20 billion to 6 million SMEs. Maintaining equitability and efficacy in the distribution process has been a challenge, though.

    European Responses

    Europe’s largest economy, on the other hand, has fared relatively better. In early April, German Chancellor Angela Merkel announced a €1.1-trillion ($1.3 trillion) stimulus termed the “bazooka.” This constituted a €600-billion rescue program, including €500 billion worth of guarantees for loans to companies. The German state-owned bank KfW is taking care of the lending. The program also includes a cash injection of €50 billion for micro-enterprises and €2 billion in venture capital financing for startups, which no major economy has successfully managed to execute. Notably, the centerpiece of the German program is the announcement of unlimited government guarantees covering SME loans up to €800,000. These loans are instantly approved for profitable companies.

    Berlin’s relief measures were specifically targeted at supporting Germany’s pride, the Mittelstand. This term refers to the 440,000 SMEs that form the backbone of the German economy. They employ 13 million people and account for 34% of GDP. Many of these firms manufacture highly-specialized products for niche markets, such as high-tech parts for health care and auto sectors, making them crucial to Germany’s success as an export giant. Not surprisingly, these companies have seen a contraction in revenues, especially the ones that depend on global supply chains.

    The swift implementation of these initiatives, coupled with the resilience of the Mittelstand, is demonstrating that SMEs can survive and thrive in this environment. The Germans have also been preaching and practicing fiscal prudence in normal times, which has now worked in their favor. Germany can afford to inject capital and do whatever it takes to save its SMEs.

    Since its first stimulus, Berlin has followed up with an additional €130-billion package consisting of tax, SME loans and spending measures aimed at stimulating demand. This included a €46-billion green stimulus focused on innovation and sustainable projects such as e-mobility and battery technology. In keeping with the German tradition, the SMEs who make the Mittelstand have stayed agile as well. They are diversifying their customer base and pivoting their business models to more recession-proof sectors. 

    The UK, another major world economy, also launched an array of relief measures, including the Coronavirus Business Interruption Loan Scheme (CBILS) worth £330 billion ($420 billion). This was designed to support British SMEs with cash for their payroll and operating expenditure. It also announced the Bounce Back Loan Scheme (BBLS) focused on smaller businesses. This enjoyed a better launch than CBILS because the latter, with its larger loan quantum, required more vetting and paperwork.

    Loans from the CBILS initiative, although interest-free for a year, are only 80% guaranteed by the government. This makes banks less willing to lend during these troubled times because they are afraid of losing 20% of the loan amount. This slows credit outflow and starves SMEs of much-needed capital. As of July 15, less than 10% of the allotted capital had been utilized, which banks blame on an inadequately designed scheme. By mid-July, only £11.9 billion had been disbursed to 54,500 companies through the CBILS and £31.7 billion to 1 million smaller firms through the BBLS.

    Businesses have sought modifications from policymakers to existing schemes. These include hiking government guarantees for loans to 100% and waiving personal guarantees for small loans. The Treasury has agreed to some of these demands. Critics also point to structural deficiencies in the system. They believe the administrative authority for SME loans should be a proper small business bank instead of the British Business Bank, which was not designed for SMEs. Already, the UK government has warned that £36 billion in COVID loans may default. More drastic measures seem to be on the way, including a COVID bad bank to house toxic SME assets.

    Responses Elsewhere

    Economies around the world have been responding to disruption by COVID-19. It is impossible to examine every response in this article, but Japan’s case deserves examination. The world’s third-largest economy had been battling a recession even before the pandemic. Declining consumption, falling tourism and plunging exports were increasing the pressure on an aging society with a spiraling debt of over $12.2 trillion. The pandemic has strained Japan’s fiscal health further.

    In response to the pandemic, the Bank of Japan announced a 75-trillion-yen ($700 billion) package for financing SMEs, which included zero-interest unsecured loans. Additionally, the National Diet, Japan’s parliament, enacted a second supplementary budget, which featured rent payment support and expanded employment maintenance subsidies for SMEs.

    The execution of these programs has been tardy. The government’s 2015 digitalization drive is still incomplete, impacting the distribution of subsidies and the implementation of other relief measures. Of the more than 400,000 applications for employment adjustment subsidies, only 80,000 companies received aid by mid-June. Application procedures are unnecessarily complex, adding to the woes of SMEs.

    Any discussion on SMEs in the global economy would be incomplete without examining China, which was the first country to deal with the COVID-19 disease. In February,  the government announced a 1.2-trillion-renminbi ($174 billion) monetary stimulus. Large state-owned banks were ordered to increase lending to SMEs by at least 30% in the first half of 2020. Three of these banks alone were supposed to lend 350 billion renminbi ($49.7 million) to small businesses at preferential rates. In addition, Beijing encouraged local policymakers to provide fiscal support to keep SMEs afloat.

    China’s stimulus seems more understated compared to other major economies and their own 2008 bailout package. After controlling the first COVID-19 wave in March, the Chinese have focused on restarting the economy and reopening businesses instead of relief measures and bailouts.

    In February, surveys in China showed that 30% of SMEs had experienced a 50% decline in revenue. Surveys also found that 60% of SMEs had only three months of cash left. At the end of March, almost half a million small businesses across China had closed and new business registrations fell by more than 30% compared to last year. The resumption of work has been an uphill struggle. In April, the production rate of SMEs had crossed 82% of capacity, but the sentiment had remained pessimistic. Notably, the Small and Medium Enterprise Index (SMEI) had risen from 51.7 in May to 53.3 in June, indicating that SMEs are slowly reviving.

    With the easing of lockdown measures, domestic demand in China has picked up, driving SME sales. In turn, greater demand is increasing production activity and accelerating capacity utilization, causing a mild rise in hiring. The green shoots of recovery of Chinese SMEs should encourage authorities worldwide. 

    Policy Lessons for the Future

    Governing nation-states is an arduous task at the best of times and especially so in a nightmarish year of dystopian proportions. No wonder governments worldwide have appeared underprepared to combat the COVID-19 crisis. Whilst predicting a global pandemic of this scale would be next to impossible, there were early warning signs that severe disruptions to global health care, supply chains and business models were imminent. Yet scenario planning and stress testing of economic models has been flawed, impacting the swift rollout of relief measures.

    The crisis has also underlined the importance of fiscal discipline when economies are doing well. Countries that do so can build a robust balance sheet to leverage during troubled times. This crisis also brings home the importance of evaluating and reevaluating the efficacy of the entities that deal with SMEs. Policymaking is an iterative process, especially when it comes to SMEs and bodies that oversee them must be overhauled periodically.

    Importantly, policies pertaining to SMEs must have inputs from those with domain expertise. Structures must take into account execution capabilities and speed of delivery. Instant loan approvals with suboptimal due diligence have to be constantly balanced against longer vetting but slower turnarounds. Similarly, policymakers have to analyze the various types of instruments, fiscal and monetary, that can be used for SMEs. What works in one country may not work for another. 

    It is important to remember the nuances of different policy measures, such as guarantees, forgiveness, monitoring and moratoriums. Guarantees are a sound instrument for relief but are potential claims on the government’s balance sheet and contingent liabilities. They also have little economic value if capital is not promptly delivered to SMEs. Forgiveness provisions have their own issues. They may be important in a crisis but could incentivize subpar credit behavior in the future. Similarly, monitoring is important but is impractical when millions of SMEs are involved. There is no way any authority can keep a tab on the intended usage of funds. Finally, moratoriums have their own problems. Businesses could misuse moratoriums, putting pressure on banks and making accounting difficult. They were cheered at the onset of the crisis but further extensions could be costly to the ecosystem. 

    Going forward, governments need to prepare for the long haul. The consequences of the COVID-19 pandemic will stay with us for the foreseeable future. What began as a liquidity crisis might well become a solvency crisis for SMEs despite the best attempts to avoid that eventuality. If that does happen, governments will need to plan for efficient debt restructuring. They will have to institute insolvency management processes while figuring out how to handle bad asset pools. In simple language, governments will have to make tough decisions as to distributing gains and losses not only among those living but also future generations.

    India Must Abandon Nehru’s Failed Non-Aligned Policy to Confront China

    Troops from India and China have clashed this year in Ladakh and North Sikkim at the border between the two countries. Although there are immediate reasons for the clash, the deeper causes of India’s border disputes with both China and Pakistan are its post-independence historic blunders. India has catastrophically failed to establish, delineate and demarcate its boundaries when it was in a position to do so.

    Jawaharlal Nehru, the first Indian prime minister after independence in 1947, was a man of the leftist mold and so were many of his confidantes. They ignored reports of Chinese atrocities and progressive occupation of Tibet sent by Sumal Sinha, the Indian consul general in Lhasa, and Apa Pant, the dewan, the de facto prime minister, of the Himalayan kingdom of Sikkim, which at that time was a protectorate and is now a state of India.

    Two influential Indians emerge with much discredit. One is V.K. Krishna Menon, India’s defense minister from 1957 to 1962, who resolutely maintained that India had nothing to fear from China. The other is K.M. Panikkar, India’s ambassador to China from 1950 to 1952, whose advice “proved to be unwise.” Panikkar persuaded Nehru to recognize China’s sovereignty over Tibet when Mao Zedong’s People’s Liberation Army (PLA) took over this de facto independent buffer state in October 1950. The historian T.R. Ghodbole records that Panikkar “advised Nehru not to raise the border issue” with China as the price for accepting the conquest of Tibet.

    One Indian leader shines in contrast. Sardar Vallabhbhai Patel, India’s first home minister and Nehru’s deputy, was prescient about the Chinese threat. He wrote a now well-known letter, to the prime minister, calling Chinese action “little short of perfidy.” Patel, a Gandhian from the right of the Indian National Congress party, argued that Chinese irredentism and communist imperialism were “ten times more dangerous” than Western expansionism or imperialism because it wore “a cloak of ideology.” The wise home minister died soon after writing this letter. Now, Indian policy was firmly in the hands of leftist ideologues who failed to take any of the steps he advocated to safeguard the country’s security interests.

    Misunderstanding China and Abandoning Tibet

    Nehru soon embarked on his misconceived policy of non-alignment. He wanted to be the moral leader of the Third World who pioneered a policy of peace in contrast to the militaristic policies of imperial powers. As a result, India failed to build up its own capabilities to defend its sovereignty and territorial integrity. Nehru forgot to heed the Roman doctrine that if “you want peace, be prepared for war; therefore, let him who desires peace get ready for war.” He also forgot the ancient Indian strategist Chanakya who postulated that “every neighbor is a potential enemy and an enemy’s enemy is a friend.”

    It was this complete absence of strategic thinking that led to the debacle in Tibet in 1950. Even as China was building up its strength and repudiating so-called unequal treaties imposed by imperial powers, Nehru was content to swan around on the world stage as a moral, peaceful beacon for the world. It was this naive thinking that led the country to take the issue of Kashmir to the United Nations and fail to press home its military advantage in 1948. Back then, India was in a position to claim the entire state of Jammu and Kashmir, including the parts that China now controls.

    India failed to understand China’s worldview. Henry Kissinger, the former US secretary of state under President Richard Nixon, had his finger on the Chinese pulse in his book, “World Order.” He observes that China has considered itself as “the sole sovereign government of the world’ since its unification in 221 BC. It did not consider other monarchs as equal. They were mere “pupils in the art of governance, striving towards civilization.” The Chinese emperor commanded “all under heaven,” tianxia in Chinese parlance. China forms the central, civilized part, “the Middle Kingdom” of tianxia. It is supposed to inspire and uplift the rest of humanity.

    Chinese President Xi Jinping is the son of an ardent Maoist. Like Mao, he has emerged as a modern-day Chinese emperor. Xi has reintroduced this idea of tianxia. His first act when he became the leader of the Chinese Communist Party (CCP) in 2012 was to visit the Museum of Revolution. There he declared that China was ready to be a world leader “because of its 5,000-year-old history, the CCP’s 95-year historical struggle and the 38-year development miracle of reform.” This is the danger that Patel foresaw but Nehru did not.

    In 1950, India could have prevented the Chinese takeover of Tibet. It could have strengthened its garrison in Lhasa instead of withdrawing its troops, used its air force and supported the poorly equipped Tibetan forces. China was isolated internationally in the 1950s. The Western powers were anti-communist and did not like Chinese interference in Vietnam. China’s relations with the Soviet Union spiraled downward after 1955. India failed to build a coalition against China even when the West had shown interest in supporting the Tibetans. Indeed, as Atul Singh, Glenn Carle and Vikram Sood record in a detailed article on Fair Observer, India inexplicably turned down a permanent seat at the United Nations Security Council.

    Once China conquered Tibet, it was at India’s doorstep. In the 1950s, it stealthily took over 37,244 square kilometers of Aksai Chin and built a road connecting southern Tibet to Xinjiang. It also started claiming large chunks of Indian territory such as Arunachal Pradesh and parts of Ladakh. Indeed, the Chinese claim line extends right up to the plains of Assam.

    Singh, Carle and Sood have examined in some detail the various boundaries the British drew as their boundary with the Qing. China was in turmoil after its revolution of 1911-12 and Tibet was de facto independent. It was a buffer state where the British had many strategic assets, which India inherited but soon gave up to China. Released files of the Central Intelligence Agency reveal the extent of Nehru’s capitulation to Mao. India signed a treaty with China and inexplicably agreed to withdraw troops from Tibetan towns of Yatung and Gyantse, which were mainly trading posts, and also wind up the garrison in Lhasa. It handed over control of postal, telegraph and telephone facilities to the Chinese.

    None of these concessions satisfied the Chinese. Instead, these missteps whetted the appetite of a resurgent Middle Kingdom. China did not accept any of the lines the British had drawn on the map and kept claiming more and more of Indian territory. Finally, war ensued. In 1962, China handed India a devastating defeat that continues to haunt the country to this day.

    The two countries severed diplomatic relations after the war. They restored them only in 1984. Since then, they have conducted several rounds of negotiations and signed several agreements but never been able to agree to define and demarcate the line of actual control (LAC), the de facto line dividing Indian and Chinese territory, or agree upon an international boundary. Despite India’s repeated efforts to get the LAC demarcated, the Chinese have been intransigent. It is far too convenient for them to have an undefined LAC, which allows them to alter it for strategic advantage whenever they have an opportune moment.

    China’s Expansionist Policy and Indian Response

    Chinese intransigence is the key reason why the two countries have been unable to come to an agreement. In 1960, Zhou Enlai, the Chinese premier, proposed formalizing the status quo. He suggested India keep what is now called Arunachal Pradesh while China would retain Aksai Chin. Later, Deng Xiaoping reiterated Zhou’s position. In 1962, Chinese troops largely withdrew from Indian territory and even vacated the strategic town of Tawang, a great center of Buddhist learning and pilgrimage.

    As per these actions, one could infer the Chinese took what they want. Sadly, this is not true. The Chinese have been consistently and persistently moving the goalposts. China now refuses to accept the McMahon Line in Arunachal Pradesh as the international boundary and is claiming Tawang again on the ground that the sixth Dalai Lama was born here. It is important to remember that the border alignment agreed by China with Myanmar follows roughly this very line.

    China has been constantly upgrading its military and building up its border infrastructure. It has also been breaching all the agreements that it signed with India. The only exception is the exchange of maps relating to the middle sector bordering the Indian state of Uttarakhand in 2005.

    This year, China has displayed unusual belligerence far exceeding past practices. It has exerted pressure in both North Sikkim and Ladakh. The proximate reason lies in India belatedly boosting its border infrastructure. It has built the world’s highest airfield at Daulat Beg Oldi (DBO). An all-weather road now goes east from Leh, the capital of Ladakh, to Durbuk and then further east to the Shyok river, from where it turns north and runs all along the LAC right up to DBO. This airfield sits at the base of a historic pass through the Karakoram and gives India access to Central Asia. It is also close to the strategic Siachen Glacier where India controls the commanding heights and dominates Pakistan.

    For decades, India neglected its border infrastructure. Defeat to China in 1962 scarred the country. Its policymakers went into a defeatist mindset. They thought good roads would be used by the Chinese to speed into Indian territory while rugged undeveloped terrain would slow down Chinese advance. Domestic organizations and foreign private companies have now dramatically altered the ground situation, especially in the western sector. This has made China nervous. It feels the China-Pakistan Economic Corridor (CPEC) — a trade route that is important for Beijing’s Belt and Road Initiative and its geopolitical strategy in South Asia — might be under threat. Indian troops could block off its access to Gilgit-Baltistan.

    Possibly as a reaction, Chinese troops have been pressing at strategic points on the Ladakh border such as Gogra Hot Springs, Depsang Bulge, Galwan Valley and Pangong Tso Lake. They want to make sure that the road India has built to its airfield at DBO comes within range of Chinese gunsights. Nibbling Indian territory has been the general strategy for a long time. The Chinese are infamous for following “salami tactics” not only with India but also with other neighbors like Vietnam or Japan.

    Increasingly, China appears to be unnerved by India’s strategic direction. In 2017, New Delhi was firm in defending Bhutan’s territory in Doklam Plateau, which China lays claim to. India has strengthened ties with Australia, the European Union and the US. The specter of the Quad, an alliance of India, Japan, Australia and the US, blocking the Straits of Malacca — an international waterway — haunts China. In particular, China fears that the US is backing India to be a counterweight to China in Asia.

    Under President Xi, China has been increasingly aggressive on its borders. It has also been repressive internally. China has tightened the screws on Hong Kong, Tibet and Xinjiang. The Belt and Road Initiative is another example of Chinese expansionism.

    China’s recent belligerence might come from a deep sense of insecurity due to several recent developments. The US has unleashed a trade war that has hit China’s export-oriented economy hard. Furthermore, capital and manufacturing have been moving to Indonesia and Vietnam. India has now made a play for that capital as well. In addition, Western countries have criticized China for its domestic as well as external actions. The COVID-19 pandemic has blotted its record and lowered its global image. India has supported the US in calling out China on its suppression of information about the pandemic and in instituting an inquiry into the origins of the COVID-19 disease.

    India has long borne the brunt of Chinese aggression. It has never raised the issue of an independent Tibet in the international arena. It was the first non-socialist country to recognize China. Yet China has consistently acted against India’s interests. It has used Pakistan as a proxy against India. Beijing has even provided nuclear technology and fissile material to Islamabad. It blocks India’s membership of the Nuclear Suppliers Group, an organization of nuclear-supplier countries. It has built a port in Sri Lanka and instigated the communist government in Nepal to act against India’s interests.

    The time has come for India to stand up to China’s bullying. The nation cannot allow China to keep gobbling up Indian territory. India has to keep modernizing its military, building up its border infrastructure and developing closer ties with other nations threatened by China. Most importantly, India has to recognize that China is its principal strategic enemy, both in the short and the long term. Therefore, India has no option but to cast off its failed non-aligned policy and ally with the US against China. Only a full-fledged military alliance between the world’s two largest democracies will deter the world’s biggest tyrannical regime.

    The Mount of Autocrats

    Donald Trump would dearly like to add his face to Mount Rushmore as the fifth presidential musketeer. His fireworks-and-fury extravaganza on July 3 was the next best thing. Trump’s dystopian speech was almost beside the point. Much more important was the photo op of his smirking face next to Abraham Lincoln’s.

    More fitting, however, would be to carve Trump’s face into a different Rushmore altogether. This one would be located in a more appropriate badlands, like Mount Hermon in Syria near the border with Israel. There, Trump’s visage would join those of his fellow autocrats, Vladimir Putin and Xi Jinping. To honor the illiberal locals, the stony countenances of Bashar al-Assad and Benjamin Netanyahu would make it a cozy quintet.

    Let’s be frank: Thomas Jefferson and George Washington are not the company that Trump keeps, despite his “America First” pretensions. His ideological compatriots are to be found in other countries: Jair Bolsonaro of Brazil, Narendra Modi of India, Rodrigo Duterte of the Philippines, Daniel Ortega of Nicaragua, Viktor Orban of Hungary and so on. Alas, this global Rushmore of autocrats is becoming as crowded as a football team pressed together for a selfie.

    But Putin and Xi stand out from the rest. They get pride of place because of their long records of authoritarian policies and the sheer brazenness of their recent power grabs. By comparison, Trump is the arrogant newcomer who may well not last the season, an impulsive sprinter in the marathon of geopolitics. If things go badly for Team Trump in November, America will suddenly be busy air-brushing 45 out of history and gratefully chiseling his face out of the global Rushmore. Putin and Xi, however, are in it for the long haul.

    Leader for Life

    At the end of June, Russia held a referendum on a raft of constitutional changes that President Putin proposed earlier in the year. In front of Russian voters were over 200 proposed amendments. No wonder the authorities gave Russians a full week to vote. They should have provided mandatory seminars on constitutional law as well.

    Of course, the Russian government wasn’t looking to stimulate a wide-ranging discussion of governance. The Russian parliament had already approved the changes. Putin simply wanted Russian voters to rubber-stamp his nationalist-conservative remaking of his country.

    At the same time, a poor turnout would not have been a good look. To guarantee what the Kremlin’s spokesman described as a “triumphant referendum on confidence” in Putin, workplaces pressured their employees to vote and the government distributed lottery prizes. Some people managed to vote more than once. On top of that, widespread fraud was necessary to achieve the preordained positive outcome.

    Instead of voting on each of the amendments, Russians had to approve or disapprove the whole package. Among the constitutional changes were declarations that marriage is only between a man and a woman, that Russians believe in God and that the Russian Constitution takes precedence over international law. Several measures increased executive power over the ministries and the judiciary. A few sops were thrown to Putin’s core constituencies, like pensioners. Who was going to vote against God or retirees?

    But the jewel in the crown was the amendment that allows Putin to run for the presidency two more times. Given his systematic suppression of the opposition, up to and including assassination, Putin will likely be in office until he’s 84 years old. That gives him plenty of time to, depending on your perspective, make Russia great again or make Russia into Putin, Inc.

    The Russian president does not dream of world domination. He has regional ambitions at best. Yet these ambitions have brought Russia into conflict with the United States over Ukraine, Syria, even outer space. And then there’s the perennial friction over Afghanistan. Much has been made in the US press about Putin offering the Taliban bounties for US and coalition soldiers. It’s ugly stuff, but no uglier than what the United States was doing back in the 1980s.

    Did you think that all the US money going to the mujahideen was to cultivate opium poppies, run madrasas and plan someday to bite the hand that fed them? The US government was giving the Afghan “freedom fighters” guns and funds to kill Soviet soldiers, nearly 15,000 of whom died over the course of the war. The Russians have been far less effective. At most, the Taliban have killed 18 US soldiers since the beginning of 2019, with perhaps a couple tied to the bounty program.

    Still, it is expected that a US president would protest such a direct targeting of US soldiers even if he has no intention to retaliate. Instead, Trump has claimed that Putin’s bounty program is a hoax. “The Russia Bounty story is just another made up by Fake News tale that is told only to damage me and the Republican Party,” Trump tweeted.

    Knowing how sensitive the US president and the public are to the death of America soldiers overseas, Putin couldn’t resist raising the stakes in Afghanistan and making US withdrawal that much more certain. Taking the United States out of the equation — reducing the transatlantic alliance, edging US troops out of the Middle East, applauding Washington’s exit from various international organizations — provides Russia with greater maneuvering room to consolidate power in the Eurasian space.

    Trump has dismissed pretty much every unsavory Kremlin act as a hoax, from US election interference to assassinations of critics overseas. Trump cares little about Ukraine, has been lukewarm if not hostile toward US sanctions against Moscow, and has consistently attempted to bring Russia back into the G8. Yet he has also undermined the most important mechanism of engagement with Russia, namely arms control treaties.

    President Trump’s servile approach to Putin and disengaged approach to Russia is the exact opposite of the kind of principled engagement policy that Washington should be constructing. The United States should be identifying common interests with Russia over nuclear weapons, climate, regional ceasefires, reviving the Iran nuclear deal — and, at the same time, criticizing Russian conduct that violates international norms.

    Territory Grab

    China’s Xi Jinping has already made himself leader for life, and he didn’t need to go to the pretense of a referendum on constitutional changes. In 2018, the National People’s Congress simply removed the two-term limit on the presidency and boom: Xi can be on top ‘til he drops. Forget about collective leadership within the party. And certainly forget about some kind of evolution toward democracy. Under President Xi, China has returned to the one-man rule of the Mao period.

    So, while Putin was busy securing his future this past weekend, Xi focused instead on securing China’s future as an integrated, politically homogeneous entity. In other words, Xi moved on Hong Kong.

    Hong Kong once had great economic value for Beijing as a gateway to the global economy. Now that China has all the access to the global economy that it needs and then some, Hong Kong has only symbolic value, as a former colonial territory returned to the Chinese nation in 1997. To the extent that Hong Kong remains an enclave of free-thinkers who take potshots at the Communist Party, Beijing will step by step deprive it of democracy.

    On June 30, a new national security law went into effect in Hong Kong. “The new law names four offences: secession, subversion, terrorism, and collusion with foreign forces,” Matt Ho writes in the South China Morning Post. “It also laid out new law enforcement powers and established government agencies responsible for national security. Conviction under the law includes sentences of life in prison.”

    The protests that have roiled Hong Kong for the past many months, from Beijing’s point of view, violate the national security law in all four categories. So, violators may now face very long prison sentences indeed, and police have already arrested a number of people accused of violating the new law. The new law extends to virtually all aspects of society, including the schools, which now must “harmonize” their teaching with the party line in Beijing.

    What’s happening in Hong Kong, however, is still a dilute version of the crackdown taking place on the mainland. This week, the authorities in Beijing arrested Xu Zhangrun, a law professor and prominent critic of Xi. He joins other detainees, like real-estate mogul Ren Zhiqiang, who was linked to an article calling Xi a “clown with no clothes on who was still determined to play emperor” and Xu Zhiyong, who called on Xi to resign for his handling of the coronavirus crisis.

    Meanwhile, Beijing’s treatment of Muslims in Xinjiang province amounts to collective punishment: more than a million consigned to “reeducation camps,” children separated from their families, forced sterilization. Uighur exiles have charged China with genocide and war crimes before the International Criminal Court.

    Like Putin, Xi has aligned himself with a conservative nationalism that appeals to a large portion of the population. Unlike Putin, the Chinese leader doesn’t have to worry about approval ratings or periodic elections. He is also sitting on a far-larger economy, much greater foreign currency reserves, and the means to construct an illiberal internationalism to replace the Washington consensus that has prevailed for several decades. Moreover, there are no political alternatives on the horizon in China that could challenge Xi or his particular fusion of capitalism and nationalism.

    Trump has pursued the same kind of unprincipled engagement with China as he has with Russia: flattery of the king, indifference toward human rights and a focus on profit. Again, principled engagement requires working with China on points of common concern while pushing back against its human rights violations. Of course, that’s not going to happen under the human rights violation that currently occupies the White House.

    And Trump Makes Three

    Trump aspires to become a leader for life like his buddies Putin and Xi, as he has “joked” on numerous occasions. He has similarly attacked the mainstays of a democratic society — the free press, independent judges, inspectors general. He has embraced the same nationalist-conservative cultural policies. And he has branded his opponents as enemies of the people. In his Rushmore speech on July 3, Trump lashed out against:

    “… a new far-left fascism that demands absolute allegiance. If you do not speak its language, perform its rituals, recite its mantras, and follow its commandments, then you will be censored, banished, blacklisted, persecuted, and punished. It’s not going to happen to us. Make no mistake: this left-wing cultural revolution is designed to overthrow the American Revolution. In so doing, they would destroy the very civilization that rescued billions from poverty, disease, violence, and hunger, and that lifted humanity to new heights of achievement, discovery, and progress.”

    He went on to describe his crackdown on protesters, his opposition to “liberal Democrats,” his efforts to root out opposition in schools, newsrooms and “even our corporate boardrooms.” Like Putin, he sang the praises of the American family and religious values. He described an American people that stood with him and the Rushmore Four and against all those who have exercised their constitutional rights of speech and assembly. You’d never know from the president’s diatribe that protesters were trying to overthrow not the American Revolution but the remnants of the Confederacy.

    Trump’s supporters have taken to heart the president’s attacks on America’s “enemies.” Since the protests around George Floyd’s killing began in May, there have been at least 50 cases of cars ramming into demonstrators, a favorite tactic used by white supremacists. There have been over 400 reports of press freedom violations. T. Greg Doucette, a “never Trump” conservative lawyer, has collected over 700 videos of police misconduct, usually violent, toward peaceful demonstrators.

    As I’ve written, there is no left-wing “cultural revolution” sweeping the United States. It is Donald Trump who is hoping to unleash a cultural revolution carried out by a mob of violent backlashers who revere the Confederate flag, white supremacy and the Mussolini-like president who looks out upon all the American carnage from his perch on the global Rushmore of autocrats.
