    The Myths and Realities of South Korea’s Green New Deal

    The Green New Deal is a progressive wish list that combines the reduction of carbon emissions with investments in Green technologies and Green jobs. In the United States, the Green New Deal has largely remained aspirational: a non-binding resolution that has not yet come to a vote in Congress.

    In South Korea, on the other hand, the Green New Deal is a policy reality. In 2020, the ruling Democratic Party of Korea (DPK) put its version of a Green New Deal at the center of its platform. When South Korea held its parliamentary election that April in the middle of a worldwide pandemic, that platform helped propel the liberal DPK bloc to a landslide victory and a legislative super-majority. Emboldened by this victory, the liberal Moon Jae-in administration officially made the Green New Deal a part of government policy several months later.

    It wasn’t the first time that a South Korean government tried to address these problems. “When we heard about the Green New Deal in 2020, I asked myself, ‘Haven’t we seen this policy before?’ We had a pretty similar policy in the Lee Myung-bak administration that was called Green Growth,” remembers Lee Taedong, a political scientist at Yonsei University. Beginning in 2008, the conservative Lee Myung-bak government had indeed promoted a green stimulus program that addressed the twin crises of climate change and economic stagnation.

    For President Moon’s government, which took office in 2017, the Green New Deal was not just an electoral ploy. South Korea was facing a reputational crisis. Successive governments had stressed the importance of addressing climate change. But the country was, as of 2018, the seventh-largest emitter of carbon in the world.

    “South Korea is the ninth-largest consumer of energy in the world, and 95% of that energy is imported from outside,” notes Hong Jong Ho, an economist at Seoul National University. “It has the highest nuclear power plant density in world and the lowest renewable proportion among the 38 countries of the Organization for Economic Cooperation and Development.”

    Contributing to South Korea’s dirty profile was its export of coal-fired power plants. “Along with Japan and China, South Korea was a lead financer of coal projects, mainly in Southeast Asia,” explains Kim Joojin, the managing director of the Korean NGO Solutions for Our Climate. “Because of abundant financing, countries like the Philippines, Indonesia and Vietnam had a lot of new coal-fired power plants in their future that were really straining the global carbon budget.”

    Korean climate activists have worked hard to narrow the gap between the government’s rhetoric and its actual behavior. A key part of Korea’s climate action community are young people. “It’s limited how much pressure we can exert, as youth, on the government,” points out Kwon Yoo-Jung, an activist with Green Environment Youth Korea (GEYK). “But we have to communicate that we are aware of the financing of coal-fired plants abroad and we’re not proud of it and it has to stop, even though the government is not doing this in front of us but in other countries.”

    Thanks to a sustained campaign of civic activism, the South Korean government finally announced this year that it would no longer finance overseas coal-fired plants. The Moon government also pledged in the lead-up to the Glasgow climate summit that it would, by 2030, reduce greenhouse gas emissions to 40% below 2018 levels on the way to becoming carbon neutral in 2050. It has also promised to increase wind and solar energy production by more than double by 2025.

    One of the chief sticking points in the country’s overall energy transition, however, has been South Korea’s singular focus on rapid economic growth. In the early 1960s, South Korea’s per capita GDP was comparable to that of Ghana or Haiti and 40% of the population lived in absolute poverty. But in the space of little more than a single generation, South Korea became a wealthy country and, by 1996, had joined the Organization for Economic Cooperation and Development (OECD). Fossil fuel, almost all of it imported, was an essential ingredient of that economic success.

    Today, the country struggles to define a different kind of economic success and a different approach to energy policy. South Korea’s Green New Deal is the latest attempt to square the often-conflicting demands for growth and environmental action. It has proved to be simultaneously an inspiration for other countries and a lightning rod for criticism of Korea and the Moon administration.

    Origins of the Green New Deal

    In 1998, the Kim Dae-Jung administration began to organize South Korea’s first serious response to climate change with a top-level committee on the topic and a comprehensive national plan. Not much came of it. It wasn’t until a decade later that Korea became more proactive.

    Lee Myung-bak had built a reputation as the head of Hyundai’s engineering and construction division. As mayor of Seoul, he developed a new profile as something of an environmentalist when, among other things, he removed an old elevated highway in the capital to restore an old waterway. Nicknamed the “bulldozer,” Lee entered the presidential office with the potential to combine both economic growth and sustainability.

    Shortly after becoming president in 2008, Lee unveiled his “Green Growth” program. “Lee Myung-bak’s policy vision was one of Green competitiveness,” explains Lee Taedong. “He wanted to make South Korea the seventh-largest economy by 2020 and the fifth-largest by 2050.” The new president also pledged considerable government funds — 56.9 trillion won or about $60 billion — for the mitigation of climate change and the securing of energy independence. Another $30 billion was allocated to creating new engines of economic growth, while $30 billion more went into improving quality of life and enhancing the country’s international standing.

    The Green Growth program aimed to decouple growth and carbon emissions by reducing fossil fuel use, expanding green infrastructure and growing the economy, albeit sustainably. Expanding nuclear power was a key part of the Green Growth plan, to reduce reliance on fossil fuels and lessen the country’s reliance on imports. Nuclear energy currently provides between one-quarter and one-third of the country’s electricity.

    Lee also imagined that South Korea could become a green growth leader in the international community. He attracted the Global Green Growth Initiative, an intergovernmental development organization, to establish its headquarters in Seoul in 2010. That same year, the UN organization devoted to assisting the Global South in addressing climate change, the Green Climate Fund, also set up shop in Seoul.

    Central to the Green Growth program was separating growth from its usual connection to increased carbon emissions. “Some European countries achieved decoupling of economic growth and greenhouse gas emission,” Lee Taedong explains. “Those that engaged in an emission trading system are more likely to achieve decoupling.”

    South Korea under Lee Myung-bak did not, however, achieve decoupling. The country’s economy grew modestly during his five-year term, but its greenhouse gas emissions also continued to rise. Nor did the Green Growth plan achieve much in the way of economic equity. “One big part of Green Growth was the aim to create jobs,” Lee Taedong continues. “However, there is no measure or report of how many jobs were created.”

    Another criticism of the Green Growth initiative was all the money that went into construction projects. “We spent a lot of money,” Lee points out, “but we didn’t get a lot of environmental goods from it. For the future, we need to consider how we steer these stimulus funds to make sure that we build up real green infrastructure.”

    Elements of the Green New Deal

    South Korea’s most recent parliamentary elections took place in April 2020. The ruling DPK, along with its partner Platform Party, won 180 out of the 300 seats. With the Green New Deal as a centerpiece of its platform, the DPK increased its parliamentary delegation by 57 seats and gained a legislative supermajority.

    The ruling party’s Green New Deal manifesto contributed to its electoral success. “The key concepts of the Green New Deal manifesto were to achieve carbon neutrality and achieve a carbon-zero society vision by 2050,” explains Kim Joojin. “It promoted market mechanisms including RE100 [a global initiative bringing together the world’s most influential businesses committed to 100% renewable electricity] and allowed more renewable energy producers to supply renewable energy to more consumers. It prohibited coal financing by public institutions. It talked about reforming the power sector and how that sector has not been helpful in terms of renewable energy deployment, which is still an ongoing problem.”

    In July, after considerable discussion of the need for a pandemic-related economic stimulus, the government announced the Green New Deal as official policy in July 2020. But, as Kim points out, the new initiative was not focused on climate issues. It devoted only $65 billion to the reduction of carbon emissions by about 12 million tons by 2025. “That’s about $5,000 per ton,” he says. “The current price of carbon is $33 ton, so reducing carbon emissions was not really part of the discussion.”

    Instead, the focus was on infrastructure — such as zero-energy buildings, restoring ecosystems and creating safe water management systems — as well as Green innovation with renewables, electric vehicles and other Green technologies. “My intuitive sense is that it’s really a repackaging of already existing policies,” Kim continues. “So, there was a lot of criticism coming from the public, especially young people, who were asking, ‘Is it a Green New Deal or a Grey New Deal?’”

    The price tag for the program is 73.4 trillion won or about $62 billion. The funding is thus less than what the earlier administration devoted to the Green Growth initiative.

    Another key element of the program is the creation of 659,000 jobs by 2025. Lee Taedong warns that the Green Growth initiative didn’t follow through on its job promises. “We don’t want to see the same outcome from the Green New Deal. If we don’t see clear evidence, this policy won’t be worth very much,” he suggests.

    The Green New Deal is part of a larger government stimulus package that includes a “Digital New Deal” and a stronger social safety net. It is intriguing that the Korean government separated out the environmental component of its stimulus package from the equity elements and the high-tech digital projects. It is also interesting that, although the investments into digital infrastructure are less than half of those going into the Green New Deal, they were projected to create many more jobs (903,000) by 2025.

    Many environmental activists in Korea view the Green New Deal as necessary but insufficient. Six youth organizations held a press conference two months before the government released the program demanding that the government detail how South Korea would reach net carbon zero in 2050, that it protect and retrain workers in carbon-intensive industries, and that it create a mandatory educational curriculum for climate change and the environment. In addition, the groups demanded that the government phase out coal by 2030 and increase the share of renewable energy.

    When it was launched, the Green New Deal reflected only a small portion of these demands. Still, one of those youth groups, the Green Environment Youth Korea (GEYK), participated in a video commending the Korean Green New Deal. “We considered the Green New Deal a milestone,” explains GEYK activist Kwon Yoo-Jung. “We wanted our youth to understand why it was so important, to make sure that they understand that it’s a Green New Deal not a Grey New Deal.”

    Korea’s Overall Energy Picture

    Lee Myung-bak had hoped that his Green Growth program would catapult South Korea to the very top ranks of the global economy. By 2020, South Korea had risen from 16th place to the 10th spot, just ahead of Russia. The country hadn’t become the seventh-largest economy in the world as Lee had hoped, but it was still an impressive achievement.

    That growth was accompanied by increased carbon emissions, which peaked finally in 2018. Traditionally, Korean economic growth has been associated with heavy industry: car manufacturing, shipbuilding, steel production. And that industry has drawn heavily on the energy derived from fossil fuel.

    Currently, Korea is home to three of the largest oil refineries in the world, all located near the zones of heavy industry in the southeast: the SK energy complex in Ulsan, the GS-Caltex refinery in Yeosu and the joint project of Aramco and Hanjin also in Ulsan. South Korea also has three of the top seven coal-fired power plants in the world at Taean, Dangjin and Yeongheung. These and other facilities have helped make South Korea a leader in the production of fine particulate matter (PM) — a key element of air pollution — with the highest PM2.5 concentration in the OECD.

    These fossil fuel interests form a powerful lobbying force in Korean society that has made a transformation of the energy infrastructure very difficult. “The industry-related stakeholders, including academics in government, are very powerful, their lobbying power is very strong,” notes Hong Jong Ho.

    This is not just a domestic problem. South Korea has also been a key player in promoting fossil fuels around the world. Until recently, it was financing coal-fired power plants, particularly in Southeast Asia. Its shipping yards also produce many of the vessels that transport fossil fuels. For instance, South Korean companies have a virtual lock on the production of liquefied natural gas (LNG) tankers, manufacturing 98% of them in 2018 and securing 94% of orders so far this year.

    “The Korean Export-Import bank provides a lot of money for oil and gas financing,” explains Kim Joojin. “In fact, it’s 13 times higher than coal financing.” South Korea is no longer financing overseas coal projects, but it didn’t join the 20 countries that agreed in Glasgow to end public financing of all overseas fossil fuel projects by the end of 2022. Earlier, the Asian Development Bank made a similar pledge, so Korea is increasingly out of step with the region as well. “There’s a discussion in Korea as well as in Europe about whether gas can be considered Green, and behind that is a strong gas lobby,” Kim continues. “COP26 struck a critical blow against coal. The next climate discussion will be gas.”

    Given the power of fossil fuel interests, it’s not surprising that South Korea has such a dismal record of incorporating renewable energy into its overall electricity generation. “In 2020, renewables in South Korea were only 7.2% of its energy,” explains Hong Jong Ho. “The OECD average is over 30%. Germany and the UK are close to 50%, while Denmark and Austria are around 80%. Even Japan and China are close to 20%.”

    Most of South Korea’s electricity production is derived from coal, liquefied natural gas and nuclear energy. “South Korea has the highest nuclear power plant density in world,” Hong continues. “Korea is the only OECD country with over 90% of its electricity coming from the traditional three sources (nuclear, coal, natural gas).”

    Moon Jae-in ran on an anti-nuclear energy platform but has since embraced nuclear power as a way to reduce carbon emissions and maintain economic growth. But nuclear energy is not carbon-neutral. When factoring in the entire life cycle of a nuclear power plant — construction, operation, transport of spent fuel, decommissioning — such facilities produce three to four times as much carbon emissions as solar panels across their life span.

    Another important aspect of Korea’s energy market is the pricing. “The energy market is so distorted,” Hong Jong Ho points out. “No country in the OECD has this type of energy price system. The government totally controls the price of energy.” Electricity is generated by the Korean Electricity Power Company (KEPCO), whose six subsidiaries effectively form a monopoly and which favors through its pricing the coal, gas, and nuclear facilities. The market power of KEPCO keeps the prices of renewable energy inflated and discourages the entrance of private actors into the renewable sector.

    The overemphasis of coal, gas, and nuclear also has employment implications. “If you can expand the renewable energy sector alone, we can create a lot of jobs in the coming years,” Hong continues. “Compared to nuclear or coal, the renewable sector can create many more jobs.” According to his calculations, a moderate transition scenario would create 24,000 jobs by 2050, an advanced scenario would generate 270,000 jobs, and a 100% renewable future would create 500,000 jobs. In comparison, about 490,000 Koreans are currently employed directly and indirectly in the auto sector.

    The resistance to renewables doesn’t come only from the coal, gas and nuclear lobbies. Farmers are often uncomfortable with on-shore wind power while fisherfolk are often opposed to off-shore wind. It’s not just a question of livelihoods. It’s often a question of values.

    “The older generation, including my parents, endured prolonged poverty in the 1960s,” Hong recalls. “Their goal was the modernization of Korea. They all know that fossil fuel and nuclear have been the driving source of energy to have the rapid economic growth in the 1960s, 1970s and 1980s. They are so accustomed to this idea of supply-oriented, centralized generation. On the other hand, renewable wind and solar are very different, with distributed generation and an emphasis on demand management, energy efficiency and reducing energy consumption. This is an idea very different from what the older generation has become accustomed to.”

    Hong laughs when he thinks about how his parents view his work. “Whenever I talk to my parents, my father scolds me. ‘Your idea is wrong,’ he says. ‘How can wind and solar generate enough electricity to continue to power our economic growth in Korea. That’s absurd!’”

    The focus on overcoming poverty, dealing with political disruptions and ensuring that Korea becomes an advanced industrialized country has meant that “Koreans generally focus on the present,” Hong adds. “The future is not something they have the presence of mind to consider. But the climate crisis is a long-term problem that requires a consistent policy to be successful.” Still, the situation is changing. “The Korean people are slowly trying to understand the circular relationship between economy, climate and jobs,” he continues, “and familiarize themselves with the virtuous cycle between climate, economy and more employment.”

    One hopeful sign is a statement on June 5, 2020, from 226 local government heads — mayors and provincial governors — that declared a climate emergency and called for a transition to a sustainable society. Since there are only 229 local autonomies in Korea, this list represents virtually all the heads of local governments.

    “Irrespective of political party or whether they’re liberal, conservative, or progressive, they all joined together to say that the climate emergency is a critical issue,” Hong points out.

    Overseas Coal Financing

    Over the years, South Korea has financed coal-powered plants in India, Morocco and Chile. But it has focused on Southeast Asia where it financed three projects in Indonesia and seven in Vietnam. This kind of financing was long considered a natural extension of South Korea’s own coal-powered industry.

    But that picture began to change about four years ago. Civic pressure on industry and government was enormous. “There were ads in publications with global circulation, like one that said, ‘President Moon, is this really Korea’s idea of a Green New Deal?” Kim Joojin recalls. “And there was one in the Financial Times that read, ‘Samsung, make the right call on coal.’ There were demonstrations in front of big institutions.”

    Young people were a major part of that civic pressure. Established in 2014, the Green Environment Youth Korea (GEYK) is an organization of around 60 youth activists who are working to ensure that youth are at the forefront globally to press for climate justice. In a busy district of Seoul, they participated in a campaign of chalk painting on the sidewalk devoted to phasing out coal as well as a social media campaign that bombarded key players — Hanabank, KEPCO, the Blue House — to communicate that citizens were not happy with their policies. Back in 2017, they were involved in a coal-ending bicycle trip from the city of Cheonan to Dangjin, where the largest coal plant in the world at the time was located.

    “This plant was not something to be proud of,” says GEYK activist Kwon Yoo-Jung. “It was something to be ashamed of given the impact of the coal-fired plants on community health.”

    In 2017, debate over coal financing began in the Korean parliament. “In 2018, two Korean pension funds announced that it would make no new coal commitments,” Kim Joojin continues. “In 2020, KEPCO, the national utility finally decided to no longer sponsor coal projects. Samsung said it would not do any more coal financing in the future. Also that year, there was a national debate around the Korean-financed projects in Indonesia and Vietnam. Those projects eventually went forward, but close to 100 financial institutions committed to not financing coal projects. Coal became a no-go zone in our financial sector.”

    As part of their activism, GEYK members went to the areas overseas where the coal plants were planned under the banner, “People Live Here.” South Korean activists linked up with residents in Indonesia who were protesting the plants. “Due to the impact of the coal plant emitting so much air pollution, they can’t continue their way of living,” Kwon Yoo-Jung notes. “This is a moral question as well. Local residents had no say in the decision-making process, even though they suffer all the impact from the project. The community faces severe health issues. People are moving out of village.”

    Furthermore, she explains, the coal-fired plant in Indonesia will soon become a “stranded asset,” because electricity from solar energy will be cheaper to produce than electricity from coal three years after the plant comes on line.

    The pressure campaign culminated in April 2021 at a summit convened by US President Joe Biden when Moon Jae-in announced no more coal-financing projects in 2021. It was part of a trend. “Japan made a similar announcement at the G20 in the United Kingdom the following June,” Kim Joojin notes. “At the UN General Assembly in September, Xi Jinping said that China would no longer finance coal. There’s some discussion about how specific these commitments are and what they will cover, but the heads of the state of these economies were saying that coal financing was wrong.”

    As a result of these announcements, “Indonesia and Vietnam had to dramatically cut their coal portfolios, especially new coal projects,” he adds.

    Phasing out coal is an integral part of reforming Korea’s energy sector. The official date for a phase-out is 2050, though the National Council on Climate and Air Quality, chaired by former UN General Secretary Ban Ki-moon, has recommended an earlier date of 2040 or 2045. “Five years ago, there was not much discussion of whether coal is the right thing to do,” Kim continues. “There were 11 coal-fired plants commissioned in 2016-17, and seven began construction. But then came efforts from provincial governments, and the social license of coal power dramatically changed.”

    “The reality is that our government can provide a more ambitious coal phase out, for instance, in the 2030s,” he points out. “But what’s bogging down our government is how to compensate the already made investments. The same discussion is taking place in Germany around coal phase-out, but here in Korea, at least there is practically no coal mining.”

    Korea has made a commitment to net zero carbon in 2050. But with such a large coal portfolio, meeting the goals in the near term will be difficult. Cutting carbon emissions by 40% by 2040 “relies on overseas offsets and carbon sinks that are not considered policies with the most environmental integrity,” Kim notes.

    With its Green New Deal, South Korea is addressing both climate change and economic equity. But the effort is not yet commensurate with the challenge. Quoting Kathy Jetnil-Kijiner, a poet from the Marshall Islands who addressed the UN Climate Summit in 2014, Kwon Yoo-Jung concludes: “We deserve to do more than just survive. We deserve to thrive.”

    10 Problems With US Foreign Policy Under Biden

    The Biden presidency is still in its early days, but it’s not too early to point to areas in the foreign policy realm where we, as progressives, have been disappointed — or even infuriated. 

    There are one or two positive developments, such as the renewal of Barack Obama’s New START Treaty with Russia and Secretary of State Antony Blinken’s initiative for a UN-led peace process in Afghanistan, where the United States is finally turning to peace as a last resort, after 20 years lost in the graveyard of empires.

    By and large, though, President Joe Biden’s foreign policy already seems stuck in the militarist quagmire of the past 20 years, a far cry from his campaign promise to reinvigorate diplomacy as the primary tool of US foreign policy. In this respect, Biden is following in the footsteps of Obama and Donald Trump, who both promised fresh approaches to foreign policy but, for the most part, delivered more endless war.

    By the end of his second term, Obama did have two significant diplomatic achievements with the signing of the Iran nuclear deal in 2015 and the normalization of relations with Cuba in 2014. So, progressive Americans who voted for Biden had some grounds to hope that his experience as Obama’s vice-president would lead him to quickly restore and build on the achievements of his former boss with Iran and Cuba as a foundation for the broader diplomacy he promised.

    Instead, the Biden administration seems firmly entrenched behind the walls of hostility Trump built between America and its neighbors — from his renewed Cold War against China and Russia to his brutal sanctions against Cuba, Iran, Venezuela, Syria and dozens of countries around the world. There is also still no word on cuts to a military budget that keeps on growing.    

    Despite endless Democratic condemnations of Trump, President Biden’s foreign policy so far shows no substantive change from the policies of the past four years. Here are 10 of the lowlights.

    1) Rejoining the Iran Nuclear Agreement

    The administration’s failure to immediately rejoin the Joint Comprehensive Plan of Action (JCPOA) — aka the Iran nuclear deal — as Senator Bernie Sanders promised to do if he had become president, has turned an easy win for Biden’s promised commitment to diplomacy into an entirely avoidable diplomatic crisis.

    Trump’s withdrawal from the JCPOA in 2018 and the imposition of brutal “maximum pressure” sanctions on Iran were broadly condemned by Democrats and US allies alike. But now, Biden is making new demands on Iran to appease hawks who opposed the agreement all along, risking an outcome in which he will fail to reinstate the JCPOA. As a result, Trump’s policy will effectively become Biden’s policy. The administration should reenter the deal immediately, without preconditions.

    2) Waging Bombing Campaigns

    Also following in Trump’s footsteps, Biden has escalated tensions with Iran and Iraq by attacking and killing Iranian-backed forces in Iraq and Syria who played a critical role in the war against the Islamic State (IS) group. US airstrikes have predictably failed to end rocket attacks on deeply unpopular American bases in Iraq, which the Iraqi parliament passed a resolution to close over a year ago.

    US attacks in Syria have been condemned as illegal by members of Biden’s own party, reinvigorating efforts to repeal the 2001 and 2002 Authorizations for the Use of Military Force that presidents have misused for 20 years. Other airstrikes the Biden administration is conducting in Afghanistan, Iraq and Syria are shrouded in secrecy, since it has not resumed publishing the monthly airpower summaries that every administration has published since 2004 but which Trump discontinued in 2020.

    3) Refusing to Hold Mohammed bin Salman Accountable

    Human rights activists were grateful that President Biden released the intelligence report on the gruesome murder of Washington Post columnist Jamal Khashoggi that confirmed what we already knew: that Saudi Crown Prince Mohammad bin Salman approved the killing. Yet when it came to holding him accountable, Biden choked. 

    At the very least, the administration could have imposed the same sanctions on Mohammed bin Salman, including asset freezes and travel bans, that the US imposed on lower-level figures involved in the murder. Instead, like Trump, Biden is wedded to the Saudi dictatorship and its diabolical crown prince.

    4) Recognizing Juan Guaido as President of Venezuela

    The Biden administration missed an opportunity to establish a new approach toward Venezuela when it decided to continue to recognize Juan Guaido as “interim president,” ruled out talks with the Maduro government and appeared to be freezing out the moderate opposition that participates in elections.

    The administration also said it was in “no rush” to lift the Trump sanctions. This was despite a recent study from the Government Accountability Office detailing the negative impact of sanctions on the economy and a scathing preliminary report by UN Special Rapporteur Alena Douhan, who noted their “devastating effect on the whole population of Venezuela.” The lack of dialogue with all political actors in Venezuela risks entrenching a policy of regime change and economic warfare for years to come, similar to the failed US policy toward Cuba that has lasted for 60 years.

    5) Following Trump on Cuba Instead of Obama

    On Cuba, the Trump administration overturned all the progress toward normal relations achieved by President Obama. This included sanctioning the Cuban tourism and energy industries, blocking coronavirus aid shipments, restricting remittances to family members, putting Cuba on a list of “state sponsors of terrorism,” and sabotaging the country’s international medical missions, which were a major source of revenue for its health system.

    We expected Biden to immediately start unraveling Trump’s confrontational policies. But catering to Cuban exiles in Florida for domestic political gain apparently takes precedence over a humane and rational policy toward Cuba.

    Biden should instead start working with the Cuban government to allow the return of diplomats to their respective embassies, lift all restrictions on remittances, make travel easier and work with the Cuban health system in the fight against COVID-19, among other measures.

    6) Ramping Up the Cold War With China

    Biden seems committed to Trump’s self-defeating Cold War and arms race with China, talking tough and ratcheting up tensions that have led to racist hate crimes against East Asian people in the United States.

    But it is the US that is militarily surrounding and threatening China, not the other way round. As former President Jimmy Carter patiently explained to Trump, while the United States has been at war for 20 years, China has instead invested in 21st-century infrastructure and in its own people, lifting 800 million of them out of poverty.

    The greatest danger of this moment in history, short of all-out nuclear war, is that this aggressive military posture not only justifies unlimited US military budgets, but it will gradually force China to convert its economic success into military power and follow the Americans down the tragic path of military imperialism.

    7) Failing to Lift Sanctions During a Pandemic

    One of the legacies of the Trump administration is the devastating use of US sanctions on countries around the world, including Iran, Venezuela, Cuba, Nicaragua, North Korea and Syria. UN officials have condemned them as “crimes against humanity” and compared them to “medieval sieges.” 

    Since most of these sanctions were imposed by executive order, President Biden could easily lift them. Even before taking power, his team announced a thorough review, but months later, it has yet to make a move. 

    Unilateral sanctions that affect entire populations are an illegal form of coercion — like military intervention, coups and covert operations — that have no place in a legitimate foreign policy based on diplomacy, the rule of law and the peaceful resolution of disputes. They are especially cruel and deadly during a pandemic, and the Biden administration should take immediate action by lifting broad sectoral sanctions to ensure every country can adequately respond to the health crisis.

    8) Doing Enough for Yemen

    Biden appeared to partially fulfill his promise to stop US support for the Saudi-led war in Yemen when he announced that the US would stop selling “offensive” weapons to Saudi Arabia. But he has yet to explain what that means. Which weapons sales has he canceled?

    We think he should stop all weapons sales to Saudi Arabia and the United Arab Emirates, enforcing the Leahy Law, which prohibits military assistance to forces that commit “gross human rights violations,” and the Arms Export Control Act, under which imported US weapons may be used only for legitimate self-defense. There should be no exceptions to these US laws for Saudi Arabia, the UAE, Israel, Egypt or other allies around the world.

    The US should also accept its share of responsibility for what many have called the greatest humanitarian crisis in the world today, and provide Yemen with funding to feed its people, restore its health care system and rebuild its devastated country. A recent donor conference netted just $1.7 billion in pledges, less than half the $3.85 billion needed. Biden should restore and expand funding for the US Agency for International Development (USAID) and American financial support to the UN, the World Health Organization and World Food Program relief operations in Yemen. He should also press the Saudis to reopen the air and seaports and throw US diplomatic weight behind the efforts of UN Special Envoy Martin Griffiths to negotiate a ceasefire.

    9) Backing Diplomacy With North Korea

    Trump’s failure to provide sanctions relief and explicit security guarantees to North Korea doomed his diplomacy. It became an obstacle to the diplomatic process underway between Korean leaders Kim Jong-un of North Korea and Moon Jae-in of South Korea. So far, Biden has continued this policy of Draconian sanctions and threats.

    The Biden administration should revive the diplomatic process with confidence-building measures. This includes opening liaison offices, easing sanctions, facilitating reunions between Korean-American and North Korean families, permitting US humanitarian organizations to resume their work when COVID-19 conditions permit, and halting US-South Korea military exercises and B-2 nuclear bomb flights.

    Negotiations must involve concrete commitments to non-aggression from the US side and a commitment to negotiating a peace agreement to formally end the Korean War. This would pave the way for a denuclearized Korean Peninsula and the reconciliation that so many Koreans desire and deserve.

    10) Reducing Military Spending

    At the end of the Cold War, former senior Pentagon officials told the Senate Budget Committee that U.S. military spending could safely be cut by half over the next 10 years. That goal was never achieved. Instead of a post-Cold War “peace dividend,” the military-industrial complex exploited the crimes of September 11, 2001, to justify an extraordinary one-sided arms race. Between 2003 and 2011, the US accounted for nearly half of global military spending, far outstripping its own peak during the Cold War.

    Now, the military-industrial complex is counting on Biden to escalate a renewed Cold War with Russia and China as the only plausible pretext for further record military budgets that are setting the stage for World War III.

    Biden must dial back US conflicts with China and Russia and instead begin the critical task of moving money from the Pentagon to urgent domestic needs. He should start with at least the 10% cut that 93 representatives and 23 senators already voted for in 2020. In the longer term, Biden should look for deeper cuts in Pentagon spending, as in Representative Barbara Lee’s bill to cut $350 billion per year from the US military budget, to free up resources we sorely need to invest in health care, education, clean energy and modern infrastructure.

    A Progressive Way Forward

    These policies, common to Democratic and Republican administrations, not only inflict pain and suffering on millions of our neighbors in other countries, but they also deliberately cause instability that can at any time escalate into war, plunge a formerly functioning state into chaos or spawn a secondary crisis whose human consequences will be even worse than the original one.

    All these policies involve deliberate efforts to unilaterally impose the political will of US leaders on other people and countries, by methods that consistently only cause more pain and suffering to the people they claim — or pretend — they want to help.

    President Biden should jettison the worst of Obama’s and Trump’s policies and instead pick the best of them. Trump, recognizing the unpopularity of US military interventions, began the process of bringing American troops home from Afghanistan and Iraq, which Biden should follow through on.  

    Obama’s diplomatic successes with Cuba, Iran and Russia demonstrated that negotiating with US enemies to make peace, improve relations and make the world a safer place is a perfectly viable alternative to trying to force them to do what the United States wants by bombing, starving and besieging their people. This is, in fact, the core principle of the United Nations Charter, and it should be the core principle of Biden’s foreign policy.

    9/11 and the American Collective Unconscious

    A little more than a month ago, the most newsworthy controversy surrounding the imminent and highly symbolic 20th anniversary of 9/11 concerned the message by families of the victims that Joe Biden would not be welcome at the planned commemoration. They reproached the US president for failing to make good on last year’s campaign promise to declassify the documents they believe will reveal Saudi Arabia’s implication in the attacks.

    That was the story that grabbed headlines at the beginning of August. Hardly a week later, everything had changed. Kabul, the capital of Afghanistan, fell to the Taliban and soon the 20-year war would be declared over.

    Though few paid attention to the phenomenon, this also meant that the significance of a commemoration of the attacks, would be radically different. For 19 years, the commemoration served to reinforce the will and resolution of the nation to overcome the humiliation of the fallen twin towers and a damaged wing of the Pentagon.

    Redefining the Meaning of the Historical Trauma

    In the aftermath of the attacks on September 11, 2001, politicians quickly learned to exploit the date as a painful reminder of a tragedy that had unified an otherwise chaotically disputatious nation in shared horror and mourning. Ever since that fatal day, politicians have invoked it to reinforce the belief in American exceptionalism.

    The nation is so exceptional in generously providing its people with what President George W. Bush called “our freedoms” — and which he identified as the target of the terrorists — that it was logical to suppose that evil people who didn’t possess those freedoms or were prevented from emigrating to the land of the free would do everything in their power to destroy those freedoms. To the degree that Americans are deeply thankful for possessing such an exceptional status, other ill-intentioned people will take exception to that exceptionality and in their unjustified jealousy will threaten to destroy it.

    On a less philosophical and far more pragmatic note, the remembrance of the 9/11 attacks has conveniently and consistently served to justify an ever-expanding military budget that no patriotic American, interested in preserving through the force of arms the nation’s exceptional status, should ever oppose. It went without saying, through the three previous presidencies, that the annual commemoration provided an obvious explanation of why the forever war in Afghanistan was lasting forever.

    The fall of Kabul on August 15, followed by the panicked retreat of all remaining Americans, caught everyone by surprise. It unexpectedly brought an official end to the war whose unforgettable beginning is traced back to that bright September day in 2001. Though no one has yet had the time to put it all in perspective, the debate in the media has shifted away from glossing the issues surrounding an ongoing war on terror to assessing the blame for its ignominious end. Some may have privately begun to wonder whether the theme being commemorated on this September 11 now concerns the martyrdom of its victims or the humiliation of the most powerful nation in the history of the world. The pace of events since mid-August has meant that the media have been largely silent on this quandary.

    So, What About Saudi Arabia?

    With the American retreat, the controversy around Biden’s unkept campaign promise concerning Saudi Arabia’s implication in 9/11 provisionally took a backseat to a much more consequent quarrel, one that will have an impact on next year’s midterm elections. Nearly every commentator has been eager to join the fray focusing on the assessment of the wisdom or folly of both Biden’s decision to withdraw US troops from Afghanistan and his seemingly improvised management of the final chaotic phase.

    The human tragedy visible in the nightly news as throngs of people at Kabul airport desperately sought to flee the country easily eclipsed the genteel but politically significant showdown between a group of American citizens demanding the truth and a government committed to protecting the reputations of friends and allies, especially ones from oil-rich nations.

    The official excuse turns around the criterion that has become a magic formula: national security. But the relatives of victims are justified in wondering which nation’s security is being prioritized. They have a sneaking suspicion that some people in Washington have confused their own nation’s security with Saudi Arabia’s. Just as John Mearsheimer and Stephen Walt not long ago revealed that plenty of people within the Beltway continue to confuse US foreign policy with Israel’s, the families may be justified in suspecting that Saudi Arabia’s interest in hiding the truth trumps American citizens’ right to know the truth.

    To appease the families of 9/11 victims and permit his unimpeded participation in the commemorations, Biden offered to release some of the classified documents. It was a clever move, since the new, less-redacted version will only become available well after the commemoration. This gesture seems to have accomplished its goal of preventing an embarrassing showdown at the commemoration ceremonies. But it certainly will not be enough to satisfy the demands of the families, who apparently remain focused on obtaining that staple of the US criminal justice system: “the truth, the whole truth and nothing but the truth.”

    Mohammed bin Salman (MBS), the crown prince of Saudi Arabia, may have shown the way concerning the assassination of journalist Jamal Khashoggi in 2018. Like MBS, the White House prefers finding a way to release some of the truth rather than the whole truth — just the amount that doesn’t violate national security or tarnish the reputations of any key people. Those two goals have increasingly become synonymous. If the people knew what actual political personalities were doing, the nation’s security might be endangered, as the people might begin to lose faith in a government that insists on retaining the essential power of deciding how the truth should be told.

    Here is how the White House officially formulates the legal principle behind its commitment to unveiling a little more truth than is currently available. “Although the indiscriminate release of classified information could jeopardize the national security — including the United States Government’s efforts to protect against future acts of terrorism — information should not remain classified when the public interest in disclosure outweighs any damage to the national security that might reasonably be expected from disclosure.”

    The White House has thus formulated an innovative legal principle brilliantly designed to justify concealing enough of the naked truth to avoid offending public morals by revealing its stark nakedness. Legal scholars of the future may refer to it as the “indiscriminate release” principle. Its logical content is worth exploring. It plays on the auxiliary verbs “could” and “should.” “Could” is invoked in such a way as to suggest that, though it is possible, no reasonable person would take the risk of an “indiscriminate release of classified information.” Later in the same sentence, the auxiliary verb “should” serves to speculatively establish the moral character of the principle. It tells us what “should” be the case — that is, what is morally ideal — even if inevitably the final result will be quite different. This allows the White House to display its good intentions while preparing for an outcome that will surely disappoint.

    To justify its merely partial exposure of the truth, the White House offers another original moral concept when it promises the maximization of transparency. The full sentence reads: “It is therefore critical to ensure that the United States Government maximizes transparency.”

    There is of course an easy way to maximize transparency if that is truly the government’s intention. It can be done simply by revealing everything and hiding nothing within the limits of its physical capability. No one doubts that the government is physically capable of removing all the redactions. But the public should know by now that the value cited as overriding all others — national security — implicitly requires hiding a determined amount of the truth. In other words, it is framed as a trade-off between maximum transparency and minimum concealment. Biden has consistently compared himself to President Franklin D. Roosevelt. Perhaps that trade-off between transparency and concealment is what historians will call Biden’s New Deal.

    But the White House’s reasoning is not yet complete. The document offers yet another guiding principle to explain why not everything will become visible. “Thus, information collected and generated in the United States Government’s investigation of the 9/11 terrorist attacks should now be disclosed,” it affirms, “except when the strongest possible reasons counsel otherwise.” Those reasons, the document tells us, will be defined by the Federal Bureau of Investigation during its “declassification reviews.” This invocation of the “strongest possible reasons” appears to empower the FBI to define or at least apply not only what is “strongest,” but also what is “possible.” That constitutes a pretty broad power.

    The document states very clearly what the government sees as the ultimate criterion for declassification: “Information may remain classified only if it still requires protection in the interest of the national security and disclosure of the information reasonably could be expected to result in damage to the national security. Information shall not remain classified if there is significant doubt about the need to maintain its classified status.” The families of the victims can simply hope that there will not be too much “significant doubt.” They might be forgiven for doubting that that will be the case.

    One September Morning vs. 20 Years of Subsequent Mornings

    Twenty years ago, a spectacular crime occurred on the East Coast of the United States that set off two decades of crimes, blunders and judgment errors that, now compounded by COVID-19 and aggravated climate change, have brought the world to a crisis point unique in human history.

    The Bush administration, in office for less than eight months at the time of the event, with no certain knowledge of who the perpetrator might have been, chose to classify the attack not as a crime, but as an act of war. When the facts eventually did become clearer after a moment of hesitation in which the administration attempted even to implicate Iraq, the crime became unambiguously attributable, not to a nation but to a politically motivated criminal organization: Osama bin Laden’s al-Qaeda that back then was operating out of Afghanistan, which was ruled by the Taliban.

    The administration’s choice of treating the attack as an act of war not only stands as a crime in itself, but, as history has shown, as the trigger for a series of even more shameless and far more destructive — if not quite as spectacular — crimes that would roll out for the next two decades and even gain momentum over time. Had the 9/11 attacks been treated as crimes rather than acts of war, the question of national security would have had less importance in the investigation. By going to war with Afghanistan, the Bush administration made it more difficult to investigate all the possible complicities. Could this partially explain its precipitation to start a war?

    Bin Laden, a Saudi, did not act alone. But he did not act in the name of a state either, which is the fundamental criterion for identifying an act of war. He acted within a state, in the territory of Afghanistan. Though his motive was political and the chosen targets were evocatively symbolic of political power, the act itself was in no way political. No more so, in any case, than the January 6 insurrection this year on Capitol Hill.

    Though the facts are still being obscured and the text describing them remains redacted in the report of the 9/11 Commission, reading between the redacted lines reveals that bin Laden did have significant support from powerful personalities in Saudi Arabia, many of them with a direct connection to the government. This foreknowledge would seem to indicate complicity at some level of the state.

    On this 20th anniversary of a moment of horror, the families of the victims quite logically continue to suspect that if a state was involved that might eventually justify a declaration of war by Congress (as required by the US Constitution), the name of that state should not have been Afghanistan, but Saudi Arabia. It is equally clear that the Afghan government at the time was in no way directly complicit.

    When the new version of the 9/11 Commission’s report appears with its “maximum transparency,” meaning a bare minimum of redaction, the objections of the victims’ families will no longer be news, and the truth about the deeper complicities around 9/11 will most probably remain obscured. Other dramas, concerning the state of the COVID-19 pandemic, the increasingly obvious consequences of climate change and an upcoming midterm election will probably mean that next year’s 21st commemoration will be low-keyed and possibly considered unworthy of significant mention in the news.

    In 2021, the world has become a decidedly different place than it has been over the past two decades. The end of a forever war simply promises a host of new forever problems to emerge for increasingly unstable democracies to deal with.

    Liberalizing India’s Economy Is Critical for Global Stability

    The COVID-19 pandemic is increasing inequality globally and even advanced economies have not been spared. Before the pandemic began in 2020, inequality was on the rise. Decades of globalization, loose monetary policy and the rise of oligopolies have contributed to this phenomenon. In many ways, globalization has kept inflation down. When Walmart imports Chinese goods, Americans get more for less.

    China can manufacture cheaply because labor costs are low. The Chinese Communist Party (CCP) also runs an authoritarian regime. The regime has repressive land and labor laws with scant regard for human rights. Legally, the CCP owns all the land in China and can appropriate any property it wants. Similarly, workers have little recourse to courts and sometimes work in slave-like conditions.

    A rising China is challenging the postwar global order. Democracies, including the United States, are finding it difficult to meet the challenge for two reasons. First, loose monetary policies in recent years have brought back the specter of inflation. Second, no economy other than China’s can meet the supply needs of advanced economies. From laptops to toys, most goods are made in China.

    Labor arbitrage has defined globalization from its early years. Companies set up factories where wages tend to be lower. This increases revenues and profits, making consumers and shareholders happy. Given rising inflationary expectations, advanced economies need labor arbitrage to keep costs of goods down. At the same time, these democratic societies want to decouple their supply chain from China.

    With the size of its young workforce, India has a unique opportunity to become the new workshop of the world and emerge as a stabilizing global force in a multipolar world. To grasp this historic opportunity, it has to liberalize its economy wisely.

    The Legacy of the Past

    India could do well to heed the lessons of the past. The Soviet Union, Western Europe and the US emerged as strong economies after World War II by leveraging their manufacturing base. The war economy had led to a relentless focus on infrastructure, mass production and industrialization. In the case of Western Europe, the Marshall Plan helped put shattered economies back on track.

    Over time, these advanced economies deindustrialized and production started shifting to emerging economies. China’s rapprochement with the US allowed it to enter the postwar Western economic system. Reforms in 1978 were critical to its success. The fall of the Soviet Union in 1991 created a brave new world where companies chased cheap production. China, with its size, scale and speedy centralized decision-making, emerged as the big winner.

    As production moved to China, workers lost jobs in advanced economies and other industries did not emerge to retrain and employ them. The Rust Belt in the US has become a synonym for down-at-heel places left behind by globalization. Even as workers grew poorer, shareholders grew wealthier, exacerbating inequality.

    Today, the United States finds itself in a complicated position with China. On the one hand, the Middle Kingdom steals intellectual property, transgresses international law and challenges the US. On the other hand, it supplies American consumers with cheap goods they need. America’s economic stimulus during the pandemic has, in fact, reinforced the country’s dependency on China. So, Washington cannot hold China’s feet to the fire and penalize its bad behavior. Beijing follows its policy of pinpricks short of outright conflict.

    The US dollar is the reserve currency of the world. Since the days of Alan Greenspan, the Federal Reserve has followed a loose monetary policy. After the 2007-08 financial crisis, the US adopted the Japanese playbook from the 1990s and introduced quantitative easing. In practice, this means buying treasury and even corporate bonds to release money into the economy after interest rates touch zero. Such increased liquidity in the US has led to bloated company valuations and allowed the likes of Amazon or Uber to expand their operations. The cost of capital has been so low that profitability in the short or even medium run matters little.

    Loose monetary policy has enabled the US to counter China’s state-subsidized companies to some degree. Yet both policies have distorted the market. The US can only continue with loose monetary policy as long as inflation is low. Should inflation rise, interest rates would also have to rise. This might trigger a stock market collapse, increase the cost of capital for its companies and weaken the global dominance of the US economy.

    To persist with its economic model and simultaneously contain China, the US needs to curb inflation. This is only possible by shifting some if not all production away from China. Mexico, Vietnam and Bangladesh are possible alternatives. Mexico has a major drug, violence and governance problem. Vietnam and Bangladesh benefit from huge Chinese investment. Therefore, they might not be the best hedge for securing supply chains from the Middle Kingdom, especially if the companies manufacturing in these countries are Chinese.

    As a vibrant democracy with a formidable military, India offers the US and the West a unique hedge against China. For geopolitical reasons alone, manufacturing in India makes sense. However, doing business in the country continues to be difficult because of red tape, corruption, erratic policymaking, a colonial bureaucracy with a socialistic culture and more.

    India’s Nehruvian past still hobbles the nation’s economy. The country adopted socialist command-and-control policies using a colonial-era bureaucracy that prevented the economy from achieving high economic growth. Manufacturing suffered the most. To start a factory, any entrepreneur needed multiple licenses that cost time, money and energy. Poor infrastructure made it difficult for manufacturers to compete with their East Asian counterparts. While wages were low in India, the cost of doing business made many manufacturers uncompetitive.

    Acquiring land in India is still a challenge. The experience of the Tata group in Singur revealed both political and legal risks that still exist. Similarly, convoluted labor laws made hiring and firing onerous, rendering companies inflexible and unable to respond quickly to market demand. Liberalization in 1991 improved matters, but the state continues to choke the supply side of the Indian economy.

    In the second half of the 1990s, liberalization lost momentum. Coalition governments supported by strong interest groups stalled reforms. In fact, India drifted back to left-leaning policies starting 2004 and this severely limited economic growth. For instance, many industrial and infrastructure projects were killed by ministers to protect the environment. India’s toxic legacy of Nehruvian socialism persisted in terms of continuing state intervention. The country never meaningfully transitioned from an agricultural to an industrial economy and still suffers from low productivity. This in turn has constrained consumption and slowed down growth.

    India’s much-heralded information technology sector only grew because it was new. The government did not exactly know what was going on and, as a result, there were fewer regulations to constrain this sector. Fewer regulations meant that the likes of Infosys and Wipro had greater autonomy in decision-making and fewer bribes to pay.

    Reduce Red Tape

    The first thing that India needs is an overhaul of its colonial-era bureaucracy that resolutely strives to occupy the commanding heights of the economy. It foists endless red tape on business, strangles entrepreneurship and takes too long to make most decisions. Government service is seen as lifelong employment. Once people become bureaucrats, they have little incentive to perform. Like their colonial predecessors, they lord over citizens instead of serving them. Rarely do they craft sensible policies. Even when a government comes up with a good policy, bureaucrats implement it poorly when they are not sabotaging it actively. This must change. Bureaucrats must be accountable to citizens. Performance-linked promotions and dismissal for underperformance are long overdue.

    Over the years, politicians have tried to deliver benefits and services to citizens to win reelection. To get around a corrupt, colonial and dysfunctional bureaucracy, they instituted direct benefit transfers for welfare schemes, emulating other emerging economies like Brazil. This move is necessary but not sufficient. India needs sound economic policymaking directed by domain experts in each administrative department.

    Only members of the Indian Administrative Service (IAS) occupy key positions in the finance ministry. Instead, India needs economists, chartered accountants, finance professionals and those with varied skill sets in this ministry. The treasuries of the US, Britain, Germany and almost every advanced economies have this diversity of talent in their upper echelons.

    There is no reason why economic policymaking in 21st-century India should be monopolized by an archaic IAS. The government has made noise about the lateral entry of professionals into policymaking, but tangible results have been few and far between.

    If the bureaucracy holds India back, so does the judiciary. Nearly 37 million cases are pending in the courts. It takes around six years for a case to be resolved in a subordinate court, over three years in the high courts and another three years in the supreme court. A case that goes all the way to the supreme court takes an average of 10 years to resolve. Many cases get stuck for 20 to 30 years or more.

    India needs to reform its judicial system if its economy is to thrive. Justice is invariably delayed, if not denied, and it also costs an arm and a leg. Not only does it add to transaction costs, but it also undermines business confidence. Virtual courts have already shown the way forward during the pandemic. A higher number of judges using both in-person and online technology could reduce the seemingly unending number of pending cases.

    Create Efficient Markets

    To improve labor productivity and consumption, the government must reduce inflation and improve purchasing power. For decades after independence in 1947, India was united politically but divided economically. Producers in one state could not sell in other states without paying taxes and, in some cases, bribes. In agricultural markets, they could not even sell in other districts. India’s new goods and services tax (GST) might be imperfect, but it has already made a difference. Even during a pandemic, interstate goods movement rose by 20% and menu costs, a term in economics used for the costs of adapting to changing prices or taxes, dropped because tax filings were done online.

    The 2016 Insolvency and Bankruptcy Code has led to major efficiency gains. Now, lenders can recover their debt more speedily. Bankruptcy proceedings are now much simpler even if haircuts remain high. Unsurprisingly, India has risen in the World Bank Doing Business rankings from 130 in 2016 to 63 in 2020.

    As Atul Singh and Manu Sharma explained in an article on Fair Observer in 2018, non-performing assets of Indian banks have led to a financial crisis. The government could do well to adopt some if not all the reforms the authors suggested. Given rising inflationary pressures because of rising oil prices, India’s central bank can no longer cut rates. So, the government has to be creative in tackling its banking issues and free up liquidity for Indian businesses with great potential to grow. Banks burnt by poor lending in the past and fearful of corruption charges as well must discover the judgment and appetite to lend to deserving businesses in a fast-growing economy that needs credit for capital formation.

    A little-noticed need of the Indian economy is to strengthen its own credit rating systems and agencies. Capital flows are aided by accurate corporate and political risk assessment. The US enjoys a global comparative advantage in attracting investments thanks to the big three homegrown agencies: S&P, Moody’s and Fitch. These agencies tend to fall short in their India assessment. The standards they set give American companies an advantage over Indian ones.

    Therefore, both the private sector and the government must strengthen Indian rating agencies such as CRISIL and ICRA. These agencies are improving continuously. They now have access to increased digital high-frequency data, which they can interpret in the domestic context. As a result, Indian agencies can benchmark corporate or sovereign risk better than their American counterparts for domestic markets. A better benchmarking of risk is likely to deepen the bond market and cause a multiplier effect by enabling companies to raise money for increased capital expenditure.

    For decades, India followed a socialist model of agriculture, doling out large unsustainable subsidies. As Singh and Sharma explained in a separate article, the Soviet model was the inspiration for the Indian one. Indian agriculture denuded groundwater, emptied government coffers and lowered farm productivity. The current reforms allow farmers to grow what they want and sell wherever they want to bypass parasitic middlemen. The new legislation emulates the US farm bills and promises to boost agricultural production, lower inflation and increase exports. This legislation might also lower rural hunger and improve India’s human capital in the long term.

    India has to transition hundreds of millions from agriculture to industry. Currently, 58% of the country’s population is dependent on agriculture and contributes just 20% to gross domestic product (GDP). All advanced and industrialized economies have a much lower percentage of their populations engaged in agriculture. In the US, the figure is 1.3% and in Vietnam, 43% work in agriculture. The last time the US had 50% of its population engaged in agriculture was in 1870.

    Improve Infrastructure

    To facilitate movement from agriculture to industry, India must invest in infrastructure and urbanization. For decades, its infrastructure has been woefully inadequate. Indian cities are known to be chaotic and do not provide basic services to their citizens. Recently, India launched a $1.9-trillion National Infrastructure Pipeline that is engaged in a rollout of road, rail, seaport and airports to connect centers of manufacturing with points of export. This focus on infrastructure has to be consistent and relentless.

    India could emulate Chinese cities like Chongqing and Shenzhen that could be home to industry and hubs of trade, both domestic and international. Projects like the smart city in Dholera, 80 kilometers from Gujarat’s capital of Ahmedabad, are the way forward. Similarly, the new Production Linked Incentive scheme is the sort of policy India needs. The Tatas are setting up a plant to manufacture lithium-ion batteries under this scheme. Not only could Indian industry meet the needs of a fast-growing market, but it could also be a source of cheap imports for many other countries.

    India must not only focus on metropolises, but also smaller cities and towns where the cost of living is lower. Digitalization of work will allow people to stay in such urban areas. Of course, they will need investment and organization for which India must tap capital and talent not only nationally but internationally. For instance, pension funds in North America and Europe are seeking growth to meet their increasing liabilities. If India could get its act together, investment into Indian markets could be significant.

    A key part of infrastructure that needs reform in a low energy consumption society is the power sector. Gujarat’s growth is underpinned by increased production and improved distribution of electricity. The rest of the country must emulate this westernmost state and Gujarat itself must bring in further reforms. Renewable energy sources such as gas, solar, wind and hydro must grow further. A nationwide energy market would bring in efficiency gains and boost growth.

    A focus on renewable energy also brings risks and opportunities. Currently, China controls critical metals and rare earths required in electric vehicle and battery manufacturing. Beijing has an effective monopoly over 80% of the world’s cobalt, 50% of lithium, 85% of rare earth oxides and 90% of rare earth metals. A decarbonized future cannot be intrinsically linked to an authoritarian state that has a history of not playing by free market rules.

    India’s $1.1-billion “Deep Ocean Mission” offers a unique opportunity for the country to provide energy security to democratic nations in North America, Europe and elsewhere. As they transition to clean technologies, India can provide a safer, more reliable and benign alternative to an increasingly belligerent China.

    In 2021, India has a historic opportunity to enter a new economic arc. The global conditions could not be more favorable. Advanced economies are looking to decouple from China without triggering inflation. India is the only country with the size and the scale to be an alternative. Its large youth population and rising middle class are powerful tailwinds for high economic growth. Indeed, India owes it not only to its citizens, but also to the rest of the world to get its act together and become a force for global stability at a time of much volatility and uncertainty.

    Welcome to Our Extreme World

    Admittedly, I hadn’t been there for 46 years, but old friends of mine still live (or at least lived) in the town of Greenville, California, and now, well, it’s more or less gone, though they survived. The Dixie Fire, one of those devastating West Coast blazes, had already “blackened” 504 square miles of Northern California in what was still essentially the (old) pre-fire season. It would soon become the second-largest wildfire in the state’s history. When it swept through Greenville, much of downtown, along with more than 100 homes, was left in ashes as the 1,000 residents of that Gold Rush-era town fled.

    I remember Greenville as a wonderful little place that, all these years later, still brings back fond memories. I’m now on the other coast, but much of that small, historic community is no longer there. This season, California’s wildfires have already devastated three times the territory burned in the same period in 2020’s record fire season. And that makes a point that couldn’t be more salient to our moment and our future.

    A heating planet is a danger, not in some distant time, but right now — yesterday, today, and tomorrow. Don’t just ask the inhabitants of Greenville, ask those in the village of Monte Lake, British Columbia, the second town in that Canadian province to be gutted by flames in recent months in a region that normally — or perhaps I should just say once upon a time — was used to neither extreme heat and drought, nor the fires that accompany them.

    In case you hadn’t noticed, we’re no longer just reading about the climate crisis; we’re living it in a startling fashion. At least for this old guy, that’s now a fact — not just of life but of all our lives — that simply couldn’t be more extreme and I don’t even need the latest harrowing report of the UN’s Intergovernmental Panel on Climate Change (IPCC) to tell me so.

    Whether you’ve been sweating and swearing under the latest heat dome; fleeing fires somewhere in the West; broiling in a Siberia that’s releasing startling amounts of heat-producing methane into the atmosphere; being swept away by floodwaters in Germany; sweltering in an unprecedented heat-and-fire season in Greece (where even the suburbs Athens were being evacuated); baking in Turkey or on the island of Sardinia in a “disaster without precedent”; neck-deep in water in a Chinese subway car; or, after “extreme rains,” wading through the subway systems of New York City or London, you — all of us — are in a new world and we better damn well get used to it.

    Floods, megadrought, the fiercest of forest fires, unprecedented storms — you name it and it seems to be happening not in 2100 or even 2031, but now. A recent study suggests that, in 2020 (not 2040 or 2080), more than a quarter of Americans had suffered in some fashion from the effects of extreme heat, already the greatest weather-based killer of Americans and, given this blazing summer, 2021 is only likely to be worse.

    By the way, don’t imagine that it’s just us humans who are suffering. Consider, for instance, the estimated billion or more — yes, 1 billion — mussels, barnacles and other small sea creatures that were estimated to have died off the coast of Vancouver, Canada, during the unprecedented heatwave there earlier in the summer.

    A few weeks ago, watching the setting sun, an eerie blaze of orange-red in a hazy sky here on the East Coast was an unsettling experience once I realized what I was actually seeing: a haze of smoke from the megadrought-stricken West’s disastrous early fire season. It had blown thousands of miles east for the second year in a row, managing to turn the air of New York and Philadelphia into danger zones.

    In a way, right now it hardly matters where you look on this planet of ours. Take Greenland, where a “massive melting event,” occurring after the temperature there hit double the normal this summer, made enough ice vanish “in a single day last week to cover the whole of Florida in two inches of water.” But there was also that record brush fire torching more than 62 square miles of Hawaii’s Big Island. And while you’re at it, you can skip prime houseboat-vacation season at Lake Powell on the Arizona-Utah border, since that huge reservoir is now three-quarters empty (and, among Western reservoirs, anything but alone).

    It almost doesn’t matter which recent report you cite. When it comes to what the scientists are finding, it’s invariably worse than you (or often even they) had previously imagined. It’s true, for instance, of the Amazon rainforest, one of the great carbon sinks on the planet. Parts of it are now starting to release carbon into the atmosphere, as a study in the journal Nature reported recently, partially thanks to climate change and partially to more direct forms of human intervention.

    It’s no less true of the Siberian permafrost in a region where, for the first time above the Arctic Circle, the temperature in one town reached more than 100 degrees Fahrenheit on a summer day in 2020. And yes, when Siberia heats up in such a fashion, methane (a far more powerful heat-trapping gas than CO2) is released into the atmosphere from that region’s melting permafrost wetlands, which had previously sealed it in. And recently, that’s not even the real news. What about the possibility, according to a new study published in the Proceedings of the National Academy of Sciences, that what’s being released now is actually a potential “methane bomb” not from that permafrost itself, but from thawing rock formations within it?

    In fact, when it comes to the climate crisis, as a recent study in the journal Bioscience found, “some 16 out of 31 tracked planetary vital signs, including greenhouse gas concentrations, ocean heat content, and ice mass, set worrying new records.” Similarly, carbon dioxide, methane and nitrous oxide “have all set new year-to-date records for atmospheric concentrations in both 2020 and 2021.”

    Mind you, just in case you hadn’t noticed, the last seven years have been the warmest in recorded history. And speaking of climate-change-style records in this era, last year, 22 natural disasters hit this country, including hurricanes, fires and floods, each causing more than $1 billion in damage, another instant record with — the safest prediction around — many more to come.

    “It Looked Like an Atomic Bomb”

    Lest you think that all of this represents an anomaly of some sort, simply a bad year or two on a planet that historically has gone from heat to ice and back again, think twice. A recent report published in Nature Climate Change, for instance, suggests that heat waves that could put the recent ones in the US West and British Columbia to shame are a certainty and especially likely for “highly populated regions in North America, Europe, and China.” (Keep in mind that, a few years ago, there was already a study suggesting that the North China plain with its 400 million inhabitants could essentially become uninhabitable by the end of this century due to heatwaves too powerful for human beings to survive.) Or as another recent study suggested, reports The Guardian, “heatwaves that smash previous records … would become two to seven times more likely in the next three decades and three to 21 times more likely from 2051-2080, unless carbon emissions are immediately slashed.”

    It turns out that, even to describe the new world we already live in, we may need a new vocabulary. I mean, honestly, until the West Coast broiled and burned from Los Angeles to British Columbia this summer, had you ever heard of, no less used, the phrase “heat dome” before? I hadn’t, I can tell you that.

    And by the way, there’s no question that climate change in its ever more evident forms has finally made the mainstream news in a major way. It’s no longer left to 350.org or Greta Thunberg and the Sunrise Movement to highlight what’s happening to us on this planet. It’s taken years, but in 2021 it’s finally become genuine news, even if not always with the truly fierce emphasis it deserves.

    The New York Times, to give you an example, typically had a recent piece of reportage (not an op-ed) by Shawn Hubler headlined, “Is This the End of Summer as We’ve Known It?” Hubler wrote: “The season Americans thought we understood — of playtime and ease, of a sun we could trust, air we could breathe and a natural world that was, at worst, indifferent — has become something else, something ominous and immense. This is the summer we saw climate change merge from the abstract to the now, the summer we realized that every summer from now on will be more like this than any quaint memory of past summers.” And the new IPCC report on how fast things are indeed proceeding was front-page and front-screen news everywhere, as well it should have been, given the research it was summing up.

    My point here couldn’t be simpler: In heat and weather terms, our world is not just going to become extreme in 20 years or 50 years or as this century ends. It’s officially extreme right now. And here’s the sad thing: I have no doubt that, no matter what I write in this piece, no matter how up to date I am at this moment, by the time it appears it will already be missing key climate stories and revelations. Within months, it could look like ancient history.

    Welcome, then, to our very own not-so-slow-motion apocalypse. A friend of mine recently commented to me that, for most of the first 30 years of his life, he always expected the world to go nuclear. That was, of course, at the height of the Cold War between the US and the Soviet Union. And then, like so many others, he stopped ducking and covering. How could he have known that, in those very years, the world was indeed beginning to get nuked, or rather carbon-dioxided, methaned, greenhouse-gassed, even if in a slow-motion fashion? As it happens, this time there’s going to be no pretense for any of us of truly ducking and covering. 

    It’s true, of course, that ducking and covering was a fantasy of the Cold War era. After all, no matter where you might have ducked and covered then — even the Air Force’s command center dug into the heart of Cheyenne Mountain in Colorado — you probably wouldn’t have been safe from a full-scale nuclear conflict between the two superpowers of that moment, or at least not from the world it would have left behind, a disaster barely avoided in the Cuban Missile Crisis of 1962. (Today, we know that, thanks to the possibility of “nuclear winter,” even a regional nuclear conflict — say, between India and Pakistan — could kill billions of us, by starvation if nothing else.)

    In that context, I wasn’t surprised when a homeowner, facing his house, his possessions, and his car burned to a crisp in Oregon’s devastating Bootleg Fire, described the carnage this way: “It looked like an atomic bomb.”

    And, of course, so much worse is yet to come. It doesn’t matter whether you’re talking about a planet on which the Amazon rainforest has already turned into a carbon emitter or one in which the Gulf Stream collapses in a way that’s likely to deprive various parts of the planet of key rainfall necessary to grow crops for billions of people, while rising sea levels disastrously on the East Coast of the United States. And that just begins to enumerate the dangers involved, including the bizarre possibility that much of Europe might be plunged into a — hold your hats (and earmuffs) for this one — new ice age!

    World War III

    If this were indeed the beginning of a world war (instead of a world warm), you know perfectly well that the United States like so many other nations would, in the style of World War II, instantly mobilize resources to fight it (or as a group of leading climate scientists put it recently, we would “go big on climate” now). And yet in this country (as in too many others), so little has indeed been mobilized.

    Worse yet, here one of the two major parties, only recently in control of the White House, supported the further exploitation of fossil fuels (and so the mass creation of greenhouse gases) big time, as well as further exploration for yet more of them. Many congressional Republicans are still in the equivalent of a state of staggering (not to say, stark raving mad) denial of what’s underway. They are ready to pay nothing and raise no money to shut down the production of greenhouse gases, no less create the genuinely green planet run on alternative energy sources that would actually rein in what’s happening.

    And criminal as that may have been, Donald Trump, Mitch McConnell and crew were just aiding and abetting those that, years ago, I called “the biggest criminal enterprise in history.” I was speaking of the executives of major fossil-fuel companies who, as I said then, were and remain the true “terrarists” (and no, that’s not a misspelling) of history. After all, their goal in hijacking all our lives isn’t simply to destroy buildings like the World Trade Center, but to take down Earth (Terra) as we’ve known it. And don’t leave out the leaders of countries like China still so disastrously intent on, for instance, producing yet more coal-fired power. Those CEOs and their enablers have been remarkably intent on quite literally committing terracide and, sadly enough, in that — as has been made oh-so-clear in this disastrous summer — they’ve already been remarkably successful.

    Companies like ExxonMobil knew long before most of the rest of us the sort of damage and chaos their products would someday cause and couldn’t have given less of a damn as long as the mega-profits continued to flow in. (They would, in fact, invest some of those profits in funding organizations that were promoting climate-change denial.) Worse yet, as revealing comments by a senior Exxon lobbyist recently made clear, they’re still at it, working hard to undermine US President Joe Biden’s relatively modest green-energy plans in any way they can.

    Thought about a certain way, even those of us who didn’t live in Greenville, California, are already in World War III. Many of us just don’t seem to know it yet. So, welcome to my (and your) extreme world, not next month or next year or next decade or next century, but right now. It’s a world of disaster worth mobilizing over if, that is, you care about the lives of all of us and particularly of the generations to come.

    When Truth No Longer Matters

    An effective communicator with a questionable past builds a successful campaign as an outsider disinterested in everyday, run-of-the-mill politics. He smartly taps into the fears and anxieties of voters and projects himself as the only person who can fix the supposedly broken system.

    Despite warnings from ex-associates and journalists regarding his sociopathic behavior, he decries the media and political opponents as unpatriotic. Policy wonks and veterans in his party are sidelined to create a personality cult unmoored from any ideology. Social media is used daily for dog-whistle rhetoric to promote the cultural supremacy of his ilk.

    By blaming all the socio-economic ills on outsiders, previous administrations and “others,” he builds a narrative of victimhood. His devoted followers start living in an alternate universe. Once in power, he uses his bully’s pulpit to undermine all democratic institutions.

    Riding Out the Storm

    You would be forgiven for thinking that this was about Donald Trump. But this is the story of India’s prime minister, Narendra Modi. The similarities end there, however. While the United States managed to pull back from the brink after the Capitol Hill insurrection of January 6, Indian democracy is in a dangerous downward spiral.

    To understand these divergent trajectories of the oldest and the largest democracies in the world, it is instructive to examine the key differences between Trump’s and Modi’s personalities, the maturity of democratic institutions in the United States and India, and the histories of these two republics.

    In the US, Trump’s effort to subvert democratic institutions has been well documented, with commentators still writing about how close the country had come to a constitutional crisis in his final days in office. Trump tried his best to manipulate all the American institutions, but there was rarely any method to his madness. Unlike Modi, he was more interested in vanity than power.

    On a given day, he could draw lines on a map for petty reasons and undermine the National Oceanic and Atmospheric Association or brazenly call the officials in Georgia and ask them to “find” enough votes in Trump’s favor to reverse the election result in the state. As much as Trump and his partner-in-crime, Attorney General William Barr, tried, they could not corrode the integrity of the system beyond a certain point.

    Despite Trump’s vilification, the media stayed strong and kept hammering home the truth. While Trump tried to use the judiciary to run down the clock on several grave constitutional issues, scores of judges, including several appointed by the president, stood up to him when it mattered the most. The legislature impeached but failed to convict him twice. However, when push came to shove, it certified the votes and declared Joe Biden as the legitimate winner of the 2020 election.

    Barring a few minor missteps, the FBI withstood a concerted pressure campaign from Trump and his allies. The Federal Reserve, the Federal Election Commission, the intelligence agencies, vast bureaucracies and diplomats around the world kept their heads down and rode out the storm. With more than two centuries of experience, most American institutions have learned the importance of guarding their turf.

    Taming the Bureaucracy

    In India, on the other hand, while running his home state of Gujarat before becoming prime minister, Modi had perfected the art of taming the bureaucracy to his will, manipulating or marginalizing the media and polarizing the electorate for his narrow purposes. While he did deliver on a few key infrastructure promises, he also carefully crafted a larger-than-life persona around himself. As soon as he became prime minister, he stopped interacting with the media.

    Well before facing reelection in 2019, he enacted an anonymous political funding system and used it to build a formidable social media propaganda machine to fabricate an alternate universe for his voters. Behind the scenes, he methodically started dismantling the democratic checks and balances. While Trump’s Senate Majority Leader Mitch McConnell might not have been intent on destroying American institutions, Modi proved to be more like McConnell than Trump — someone playing the long power game.

    While previous governments of opposing parties were often guilty of undermining democracy, the brazenness and the cold, calculating manner in which Modi has approached it are astonishing. By using obscure parliamentary maneuvers, the prime minister has repeatedly sidelined or manipulated the Rajya Sabha, the upper house of Parliament, to pass laws that have long-term and far-reaching social consequences.

    In addition to passing questionable constitutional amendments to enact his anonymous political funding scheme, the Right to Information Act (the equivalent of the American Freedom of Information Act) was amended so that those ensuring public access to non-classified government records lost their independence. As a consequence, it became increasingly difficult to shed light on the government’s opaque decision-making.

    The enormous war chest built through anonymous political donations, the government’s sizable advertising budget and the threat of central investigative agencies were used to browbeat most of the media outlets into submission. A top Election Commission official who took a stand against Modi’s incendiary rhetoric in the run-up to his reelection was reassigned to the Asian Development Bank, headquartered in the Philippines.

    The Reserve Bank of India, in charge of the country’s monetary policy, has been repeatedly coerced into taking unsound policy decisions and covering up for the government’s fiscal and economic policy failures. Policymaking powers of at least two states, Jammu and Kashmir and Delhi, have been curtailed through potentially unconstitutional means, disturbing India’s federal structure. The military has been repeatedly co-opted for Modi’s photo-ops to promote phony nationalism. Meanwhile, the Supreme Court has been a mute spectator, keeping on hold the hearing of cases related to some of the most pressing constitutional issues.

    As the unfolding global Pegasus spyware scandal indicates, Modi has probably compromised the judiciary’s independence as well. By allegedly hacking the phones of everyone from political rivals, constitutional authorities, judges, their staffers to activists, journalists and even his own ministers and friends in the private sector, Modi seems to have established an Orwellian surveillance-coercion state in which it is extremely difficult, if not impossible, to challenge the power of his executive branch.

    Opposite Paths

    Why have India and the US embarked on such opposite paths? One reason is the difference between the two leading men themselves. A devoted foot soldier of right-wing Hindu majoritarian ideology, Modi rose through the political ranks and served more than two terms at the helm of the state of Gujarat before running for the highest office in the land. He had carefully studied all levers of executive and bureaucratic power and, along with his deputy, Amit Shah, had already gained notoriety as one of the country’s most ruthless politicians.

    While both ran their campaigns as outsiders, Trump’s understanding of the government machinery was limited. As former National Security Adviser John Bolton recently pointed out, Trump is incapable of staging a coup because he lacks the attention span required for it. With no discernible political acumen, Trump was incapable of looking beyond the next news cycle or his narrow self-interest.

    The American system dodging the Trump bullet and the Indian system crumbling under Modi also reflect the wide gulf in their socio-cultural values. By insisting on universal adult suffrage from its inception, the founding fathers of the Republic of India expressed tremendous faith in the citizenry and future leaders despite a severe resource crunch, a moribund economy and near-total absence of infrastructure for health, education or even basic transportation.

    While giving every adult the right to vote is hailed as a quintessentially Indian revolution, and rightly so, it has been a double-edged sword. On one hand, it has dismantled the centuries-old feudal social structures and slowly empowered historically oppressed castes. On the other, limited institutional capacity and lack of appreciation for their independence among voters have made the Indian system susceptible to demagoguery in the short run. This will change as India becomes more prosperous and internalizes the benefits of decentralizing power, but that brings into sharp relief Modi’s betrayal of his mandate.

    Fledgling Democracy

    At 75, India is still a fledgling democracy. It has already gone through one emergency under former Prime Minister Indira Gandhi, when all institutions, state and national elections, and fundamental rights were suspended amid near-total media censorship. While the Supreme Court took corrective action after the emergency, widespread poverty and, until recently, low levels of literacy have hampered rapid institutional capacity building in India. Corruption is endemic to all branches of government, making them easy targets for manipulation.

    In its short history as a republic, the socialist economic model adopted by India’s pre-1990 governments has also created a new feudal system in the form of political patronage. With the government tightly controlling the economy, politicians became the new overlords picking winners and losers. As the initial euphoria and idealism following independence faded, criminals came to dominate politics. Corruption became the mainstay of political life.

    While these might be birth pangs of any new republic — and might find parallels in the early decades of the existence of the United States — complacency and arrogance of the Indian National Congress (INC), India’s GOP, has fueled the rise of Modi.

    A Modi-fied India Has Weakened on the World Stage

    In the 1970s and 1980s, a 21-month-long national emergency, followed by legislative action favoring minorities to protect the INC’s own vote banks, had led to resentment among the Hindu majority. Instead of correcting some of these historic wrongs to move the discourse to a liberal center, Modi has swung it to the extreme right. He has not taken any overt steps that resemble the emergency that Indira Gandhi declared in 1975. Instead, he has chosen covert means to slowly and deliberately dismantle the Indian system of governance.

    More importantly, while Gandhi’s methods were largely populist, Modi has added toxic majoritarianism to it, making this movement more dangerous, with potentially longer-lasting consequences. For someone who claims that he developed his political consciousness during the emergency, Modi’s assault on the liberal system that enabled his rise from humble beginnings is truly ironic.

    A leader who promised to decentralize power and dismantle India’s new feudal system of political patronage now presides over one of the most centralized decision-making structures. When the framers of the Indian Constitution chose universal adult suffrage, they also expected elected leaders to nurture democratic institutions until they can stand on their own feet. Modi’s betrayal of that mandate, more so than Gandhi’s, will affect India for a generation, if not longer.

    Dark Phase

    Lastly, while the American system was built on an ethos of “don’t tread on me” and a desire to keep government out of people’s lives, historical factors like entrenched feudalism and extreme cultural diversity made India choose a cradle-to-the-grave approach to governance with a strong central executive.  

    Americans instinctively question authority and are suspicious of the government, whereas Indians, by and large, have tremendous faith in the government as a source of good and are still coming out of the shadows of colonialism. American society values individual liberty, privacy and agency, while Indians gravitate toward collectivism and fatalism.

    Perhaps the most telling indicator of this difference was the fact that Trump’s approval rating never crossed 45% while Modi commands favor among 60% to 70% of Indians despite his mismanagement of the pandemic, a series of foreign policy failures and the economic destruction under his watch.

    Indian democracy is going through a dark phase, and all eyes are on the Indian Supreme Court to see if it will push back against Modi’s draconian executive branch. Even if the courts start asserting their independence again, India will pay a steeper price than the US did under Trump before it becomes a healthy democracy again. For the sake of their own democratic future, one can only hope that Indians start questioning their government more, hold it accountable and insist on securing privacy and liberty.

    While fast, centralized decision-making might seem seductive in the short run, India will reap long-term benefits if it can turn its latent admiration of developed Western countries into a deeper appreciation for the checks and balances that enable their stability. Against all odds, India has stared down some of the toughest challenges so far. With some more patience, if it can focus on building institutional capacity and spreading awareness about their importance through rapid upgrades in the quality of education, it will live up to its potential of becoming a liberal, democratic counterweight to China.

    Meanwhile, supporters of republican values in the United States will do well to learn from the goings on in India and count their blessings, or institutions, that helped the union survive Trump. In early August, as members of the House committee investigating the failed insurrection of January 6 heard gut-wrenching testimonies from Capitol Police, some of their Republican colleagues held press conferences blaming House Speaker Nancy Pelosi for the tragic events.

    As the January 6 commission has reconvened and subpoenaed scores of records from the government and private phone companies, Trump and his congressional supporters are back at it again, claiming executive privilege and threatening private companies with consequences if they cooperate with the commission to prevent it from shedding light on the truth.

    The GOP leadership is keen on winning back both the houses of Congress in 2022 and knows the damage this fact-finding mission will do to electoral prospects. Some pushback or false equivalence is par for the course in this political game. However, the brazenness of the lies and fealty to Donald Trump more than six months after his ignominious While House exit is mind-boggling. Without condoning the messy last days of the US war in Afghanistan, they can take a leaf out of President Biden’s book to square with Americans about the systemic risk Trumpism poses to the system.

    As national attention shifts from the Afghanistan war to other domestic and foreign policies, insisting on the truth by supporting the January 6 investigation, even at the cost of losing one election cycle, would be a small price to pay for the conservatives to preserve the republic.

    COVID-19: The Lab Leak Theory Makes a Comeback

    The sudden reemergence of the lab leak theory earlier this year — that COVID-19 was made in and escaped from the Wuhan Institute of Virology — has hit international media and occasioned nervous reactions from the Biden administration, which demanded a conclusive report on the origins of the pandemic within 90 days. That deadline has just expired, with little result. As the head of the World Health Organization’s (WHO) emergencies program, Michael Ryan, stated last week, “The current situation is that all of the hypotheses regarding to the origins of the virus are still on the table.”

    The radical right has, in the meantime, become obsessed with the lab leak idea. Those of us who have experienced — and survived — coordinated campaigns of abuse on social media recognize the signs: Suddenly and seemingly out of nowhere, people you have never heard of begin to spam your email or social media accounts. Someone has pointed the trolls in your direction, and you start to wonder, who and why?

    Someone’s Errands

    In the final days of May, “Mikael” emailed me: “So the most likely truth about Corona is a conspiracy idea that is a threat against democracy? What kind of nut are you that is so wrong? Who’s errands do you run?”

    The background to his kind email, followed up by another a few days later, was an article published a week earlier in the right-leaning Swedish journal Kvartal. Here, journalist Ola Wong suggested that a report — I happen to be its author — published by the Swedish Civil Contingencies Agency (MSB) aims to serve the Chinese Communist Party (CCP). In a gross simplification of what the report actually stated, Wong alleged that it “cautions against blaming China” and “goes so far as to claim that searching for an answer to the origin of the virus and the responsibility for its spread basically amounts to a desire to find a ‘scapegoat’. MSB says that this is the hallmark of conspiracy theories and a threat to democracy.”

    What I did in my report was provide an overview of how conspiracy theories around COVID-19 are part of what the WHO has branded the “infodemic” — an infected infoscape in which different actors spread disinformation for various purposes, such as to denigrate their political opponents and attack expert knowledge. I distinguish between six areas of conspiratorial imagination in relation to the pandemic: origins, dissemination, morbidity and mortality, countermeasures in politics and public health, vaccination and metatheories.

    Both separately or in various combinations, all these six categories have fueled conspiratorial meaning-making. In some cases, they have driven processes of radicalization toward violent extremism, such as attacks against 5G technology, mass demonstrations leading to political violence or disgusting displays of racist stereotypes.

    Moreover, as a historian of ideas, I don’t study the root causes of or treatments for a contagious virus that has killed millions across the globe but rather the conceptions and discourses connected to it. In that sense, I am less interested in what really caused the pandemic and more invested in studying how different concepts — for instance about its origins — are used in (conspiratorial) rhetoric around the subject. It is also not my ambition or task to investigate the likeliness of a lab leak or the possibility that the COVID-19 vaccine contains a microchip. So, first of all, Wong — and, as we will see, others alongside him — has failed to capture the basic premises of the report. Just to make my case, the passage Wong reacted to (the MSB report will soon be available in an English translation), reads:

    “The question about the origin of the virus and the disease is infected because there is an underlying accusation of guilt. Could anyone who might have known about the existence of the virus also have stopped its dissemination? Was the outbreak of the virus covered up? Was the virus created in a lab or by transmission from animal to human? Questions like these are of course reasonable to ask, but already early on they were connected to what is an attribute of conspiracy theories: to place blame on someone and point out scapegoats. … By calling COVID-19 ‘the China-virus’ a narrative was established in which China was made responsible for the pathogen, disease and in extension its dissemination. In the trail of imposing guilt, racist Sino/Asiaphobic stereotypes were expressed against people with Asian appearance across the globe.”

    I then made a parallel to the famous claim made by former President Donald Trump and his followers that climate change is a “Chinese hoax to bring down the American economy” and that, in continuation of this line of thought, COVID-19 now is inserted into the narrative with the twist that it would benefit the Democrats in the 2020 election. I concluded that “in both conspiratorial narratives, scientific expertise is rejected.” Furthermore, I quoted an expert from Yale Medical School (Wong wrongly frames it as my opinion) stating that it is both incorrect and xenophobic to “attach locations or ethnicity to the disease.” I also mentioned that the spread of the virus was blamed on a cabal between the CCP and the Democrats.

    Nowhere in the entire report is it ever claimed or even hinted at that it somehow would be wrong or illegitimate to investigate the origins of the virus as a lab leak. It is true that conspiracy theories typically use scapegoating as one of many rhetoric strategies, and that they are, by extension, threatening democracy for multiple reasons. But it is utterly wrong to suggest, as Wong does, that the report somehow alleges that it would be a threat to democracy to investigate the origins of the pandemic as a lab leak or that the report dismissed such claims as a conspiracy theory.

    Wong writes: “But if you mention China, you risk being labeled as a racist or accused of spreading conspiracy theories. Why has the origin of the virus become such a contentious issue?” But anyway, “MSB’s message benefits the CCP” and its narrative “that the pandemic is a global problem” (well, isn’t it?) and “not a problem originating from China to which the world has the right to demand answers.”

    Chinese Propaganda Machine

    Wong identifies such deflection as an outcome of a cunning Chinese propaganda machine, quoting an article that remembers how the US was blamed for the origin of AIDS/HIV in the 1980s in a similar conspiracy mode. Well, had Wong turned a page of the MSB report, he would have found a passage with the heading “The US-virus,” which exactly explains that another conspiratorial narrative about the origin of the virus also exists. Consequently, it would have similarly been completely absurd to state that the report “serves the interests of the US” since it treats the narrative about the “US virus” as a typical conspiracy theory.

    But such inconsistencies are of no interest to Wong. Instead, he now delves into the by now well-established “new evidence” (it was always suggested as a possibility) that he claims to have “disappeared from the global agenda” (did it really?) about the lab leak theory. The reason why the theory was suppressed, he argues, was because “The media’s aversion to Trump created a fear of association,” and “Because of the general derision for Trump, the established media chose to trust virologists such as [Dr. Peter] Daszak rather than investigating the laboratory hypothesis.”

    Wong then extensively quotes from science journalist Nicholas Wade pushing for the explanation that “gain-of-function” experiments were carried out in Wuhan and that zoonotic transmission seems unlikely: “What Wade describes is not a conspiracy, but rather an accident for which no one has wanted to assume responsibility.” Wong is obsessed with responsibility and “the day of reckoning” that yet is to come, when China’s guilt finally will be revealed to the global audience. As much as he seems to long for this day when justice will prevail, he implores at the very end of his article to not “let sweeping allegations of conspiracy theories and racism undermine the work to trace the origins of the virus.”

    Wong’s article left me puzzled in many ways, almost unimpressed. I did not state anything in my report that Wong purports I did, so it is difficult to understand why a journalist would find it worthwhile challenging the Swedish Civil Contingency Agency with an argument that has no basis whatsoever.

    Lab Leak Whispers

    Just two days later, Swedish public service radio P1 invited both myself a Wong to come on its morning program to address the question of “What are you allowed to say about the origin of COVID-19?” — stipulating that there is some sort of censorship around the subject. Wong was unable to produce any credible evidence that the CCP ever has called the lab leak theory a conspiracy. There might be, and I am interested to read more about this attribution and its rhetorical function; the Chinese embassy in Washington later used such terminology.

    By then, the fringes of the Swedish radical right had already sniffed out the potential of the story, propelled by the tabloid Expressen, which in bold letters ran the story, “MSB dismisses the lab-leak entirely: follows the line of China.” The article reiterates Wong’s one, but manipulates the content of the MSB report further, alleging that accusations of racism and conspiracy theories stifle the investigation of the origins of COVID-19.

    Radical-right agitator Christian Palme posted Wong’s article on one of Sweden’s Facebook pages for academics, Universitetsläckan, which kicked off a wave of conspiratorial debate. Per Gudmundsson, of the right-wing online news outlet Bulletin, stated in an op-ed that the MSB report made him suspicious. Hailing Hunter S. Thompson’s paranoid style of reporting, Gudmundsson alleges that the Swedish Civil Contingency Agency wants to pacify the people with calming messages. He ridiculed attempts to discuss what is reasonable to do when planning interventions and designing counternarratives to toxic disinformation that can act as drivers of radicalization while at the same time exercating Islamist extremism, without any interest in countering it.

    Finally, the gross simplifications of Wong’s article had reached the outer orbits of the alternative radical-right media in Sweden, Fria Tider and Samnytt. Fria Tider referenced the controversial Swedish virologist Fredrik Elgh, stating that it is “senseless” that MSB had dismissed the lab leak hypothesis as a conspiracy theory (it did not). Samnytt, in turn, amplified the Chinese whispers started in Kvartal to a completely new level. In its own version of reality, the MSB report was allegedly released in order to prevent any investigation of China (not true). Under the heading “Prohibited to ask questions,” Samnytt states: “the message of the report is that it is not allowed to ask questions about the origin of the virus” (also not true).

    Moreover, referring to and quoting Gudmundsson’s article on Bulletin, it goes on to state that “instead of questioning the established truths, the report recommends ‘to be in the present and to plant a tree’” — right quote but wrong context — “or to use other methods to calm your thoughts.” The author of the article is Egor Putilov, a pseudonym of a prolific character in the Swedish radical-right alternative media.

    And now back to Mikael. Curious to drag out trolls from under their stones (they might explode in daylight), I answered the first email he sent to me; he replied. Mikael characterized himself as a disabled pensioner (Asperger’s) living in a Swedish suburb among “ISIS-fans, clans, psychopath-criminals and addicts etc. which you most likely have taken part in to create/import.” He asserted to have insights about what is happening behind the scenes related to COVID-19 and that the recent reemergence of the lab leak theory only demonstrated his superiority in analyzing world matters: “If I think something controversial, the rest of Sweden frequently thinks the same twenty years later.”

    He recommended I look for knowledge outside the small circle of disinformed and obedient yes-people within the “system.” I must admit that Mikael’s email was one of the friendlier online abuses I have experienced. On the same day, I also received a message from “Sten” titled “C*ck” and containing a short yet threatening line, “beware of conspiracy theories and viruses… .”

    What If the Scientists Were Wrong?

    As historian and political analyst Thomas Frank eloquently has pointed out, we should expect a political earthquake if a lab leak is indeed confirmed. Frank claims that what is under attack is science itself. Science, we were told, held the answers on how to combat the pandemic. Experts in public health provided scientific evidence for political countermeasures, despised by those who routinely reject science or feel that their liberties have been infringed upon.

    If it is proven that “science has failed the global population,” either by accident, by gain-of-function research getting out of control or, worse, by deliberately creating a bioweapon, both scientists and those who rely on their expertise will come under attack and their authority will be seriously undermined, with unpredictable consequences. Why would people have reasons to believe that climate change is real, that 5G technology is harmless or that cancer might be cured with rDNA treatment? Frank posits that what is at stake is a liberal “sort of cult” of science that was developed against the “fool Trump.” Should it turn out that scientists and experts were wrong, “we may very well see the expert-worshiping values of modern liberalism go up in a fireball of public anger.”

    Frank and others, such as Wade and his Swedish apologist Wong, allege that it somehow was the media’s fault to cement the lab leak origin as a crazy conspiracy theory just because it was peddled by a president who made more than 30,000 false or misleading claims while in office. When the “common people of the world” find out that they might “have been forced into a real-life lab experiment,” a moral earthquake will be on its way since they will come to the ultimate realization “that here is no such thing as absolute expertise.”

    In the end, this will imply that populism was right all along about the existence of an existential dualism between “the people” and the well-to-do, well-educated ruling “elite” minority that creates and manages an eternal cycle of disasters affecting the majority. I tend to agree: This dualism is in fact a strong driver of populist mobilization and one that reoccurs in most conspiracy theories: we, the suffering people, the victims, against them, the plotting elite, the perpetrators.

    But I would like to add to Frank’s conclusions, that the (social) media outlets as much as the radical-right propagandists were immediately able to smell out the potential of the lab leak as a typical frame by which “the people” like Mikael, Sten, Martin and Per (more and more of them — all male — have started contacting me directly) could be pitched against “fake science,” government agencies and politicians.

    I would say that this, in fact, is the real purpose. In reality, the radical right does not care one bit about the origins of the virus but has discovered a perfect trope with which public distrust in authority can be deepened further. This is the reason why Wong needed to unleash an unsubstantiated attack against the Swedish Civil Contingencies Agency. He, as much as Gudmundsson, despises any attempt to provide citizens with tools to decode disinformation and conspiracy theories as to allow informed members of society to judge the accuracy of various claims beyond populist apocalypticism. If media literacy and the ability to detect conspiratorial messages increase, sensationalist media outlets will lose their power.

    One of the three key elements of populism as defined by Benjamin Moffit is a permanent invocation of crisis, breakdown or threat. If this perpetuum mobile is disrupted, the source of populist power is dismantled, which is why Wong and others have to target the firefighters, and why Gudmundsson doesn’t want to hear about how to counter radicalization. The eternal flame of catastrophe is the campfire of populist socialization. Right now, the lab leak theory is a giant burning log providing heat for all these gratifying marshmallows to be grilled and fed to “the people.”

    But there might also be other reasons. By pushing the lab leak hypothesis, the radical right makes the case that “Trump was right” about the “China virus” and, if so, he might also be right about the “stolen” election and all other 29,998 lies uttered during his presidency. Moreover, it was the liberal mainstream media’s fault that the lab leak was “buried” (which it never was) because they are all agents of Chinese disinformation (and communism, as we all know, is the great evil of the 20th century), classical guilt by association. So, in the bigger picture, the lab leak is needed as proof of the infallibility of the great leader in his quest to “drain the swamp.” QAnon will celebrate on the ruins of Capitol Hill.

    However, what worries me most is that the lab leak theory is used by the radical right as an attempt to minimize the danger of anti-Asian racism or any other racist attribution and abuse in case of earlier or later crises and catastrophes. Somehow, not only will science be proven wrong and the great leader right, but racism will be defended as a rational and normal reaction to pandemics. Wait, didn’t the Jews poison our wells at one point?

    Are Online Spaces Safe for Queer People in India?

    Indian queer cyberspace has evolved drastically over the years. The internet arrived in India in 1995, and high-speed broadband technologies started only in 2004. Before that, queer mobilizing mostly took place through informal and clandestine channels. It was only in 1991 that the first Indian queer organization was formed in London, the Naz Project, which eventually established a presence in Delhi through its sister group, the Naz Foundation, in 1996.

    The late 1990s were a time when offline contact between Indian queers for non-sexual purposes was largely unimaginable, possibly because homosexuality itself was still a crime back then. Moreover, public attitudes toward homosexuals were fiercely negative, even among liberals. “When I was active in the women’s movement in Delhi from 1978 to 1990 as founding co-editor of Manushi, India’s first feminist journal, homosexuality was rarely if ever discussed in left-wing, civil rights, or women’s movements, or at Delhi University, where I taught,” recounts historian Ruth Vanita.

    Globalization of Gay Rights

    With time, things began to change. The policies of globalization, liberalization and privatization of the late 1990s opened up sections of the Indian economy to the world market in novel ways. These policies, which were a part of India’s overall structural adjustment program, marked a tectonic shift from old dirigiste ways of working and heralded a new era of sweeping economic reforms.

    A chief consequence of these changes was the information technology boom of the 1990s. Starting in the 1970s, it eventually led the way for the proliferation of new technologies on the Indian market throughout the late 1990s and early 2000s. These included Nokia smartphones, desktop computers like the famed HEC-2M, black-and-white television sets and so on. Over the years, not only did these technologies evolve, but so did their ownership patterns. In 2012, Neilsen reported that the number of smartphone users in urban India was approximately 27 million. That number shot up to 76 million in 2013 for urban and rural India, and has been rising steadily ever since. By 2025, India is projected to have approximately 974 million smartphone users.

    These economic changes, however, weren’t merely restricted to urban areas. A 2019 report by the Internet & Mobile Association of India and Nielsen found that with 227 million active internet users, rural India had already surpassed urban India’s 205 million users. With 504 million active internet users over five years of age in 2019, India was the second-largest internet-user market in the world, just behind China with its 850 million users. The United States, by comparison, has 280-300 million users.

    What did the changing contours of the digital landscape in India mean for queer people? The late 1990s were a time when the Indian government finally allowed certain sectors of the economy like IT and telecommunications to engage private investment. As the strangleholds of the erstwhile permit-license raj began to loosen, queer activism also witnessed a genesis of sorts. In 1994, AIDS Bhedbhav Virodhi Andolan (ABVA) filed the first-ever petition in the country’s history against Section 377 of the Indian Penal Code, an infamous British-era law that criminalized homosexuality in postcolonial India.

    Various lesbian support groups also emerged during this time in response to widespread protests by Hindu right-wing groups that displayed violent disdain over the screening of Deepa Mehta’s lesbian romance film, “Fire.”

    These changes were intimately related to the economic transformations of the time resulting from the transnational circulation of capital, ideas, people and funding that helped give the queer movement the impetus it needed to thrive and survive. The advent of gay rights mobilization in India, for instance, arose as a consequence of international funding for HIV/AIDS prevention in the late 1980s and early 1990s.

    The easing of certain regulations in the Indian economy and the greater flow of capital and people from abroad also paved the way, directly and indirectly, for the eventual scrapping of Section 377. As one scholar succinctly put it, “queer politics in India has come to be embroiled in the politics of globalization, and many believe that this history of queer politics is inseparable from the rise of neoliberal agendas in the Indian sub continent.”

    Queering Cyberspace

    A lot has changed over the years. Most notably, in 2014, India’s Supreme Court recognized the third gender in its landmark NALSA judgment. In 2018, the same court decriminalized homosexuality. By constitutionally recognizing these hitherto delegitimized subjects, the very shape and form of queer politics had radically transformed. Today, queer identification in urban pockets is more common than ever before. Corporations have also joined the queer bandwagon by placating homocapitalist sentiments under the problematic guise of LGBTQ+ inclusivity.

    With the COVID-19 pandemic having haltered in-person queer events around the world, much of queer organizing, dating, socializing and networking has now shifted online. This is a space that continues to boom.

    On the one hand, online spaces can be liberating for those who can access them. These spaces promise queer people the possibility of digitally connecting with others with a mere click of a button. This is why the IT boom was so significant: It paved the way for greater internet access and made it possible for marginalized and discreet queer people to explore their identities in ways their geographic locations wouldn’t otherwise allow.

    While no official government data on queer populations exist (for obvious reasons), and despite the police and the state actively harassing queer people over the years — even after decriminalization, they continue to do so — technology has ushered in what some are calling a “sexual revolution in India.” The technological boom has ignited and kindled a new generation of young Indians’ desires for sex, romance, intimacy, and even sex work in unimaginable ways.

    These desires and aspirations are being facilitated through chat rooms, instant messaging applications like WhatsApp and social media platforms like Facebook, Twitter, Instagram and Snapchat. Indeed, these changes have “teased the imagination of a young India, expanding her horizons and aspirations with the click of the button.”

    However, such spaces also feature as sites of discrimination, bullying and violence. Take, for instance, Rohit Dasgupta’s assertion in his 2017 book, “Digital Queer Cultures in India,” that “The concept of being ‘too transgressive’ is a growing issue within queer representations in India.” Thus, only certain queer bodies and identities are typically seen as normative in queer spaces; for example, gay men who pass as straight. Those who transgress cis-normative and heteronormative ideals — like effeminate gay men — are typically shunned by queer people (mostly gay men).

    Caste Supremacy

    It has been argued that even though the 1991 reforms had a positive impact on India’s economic performance, their uneven implementation exacerbated existing socio-cultural inequalities. We see these inequalities manifest in queer cyberspace today, where certain privileged queer voices (mostly dominant caste, urbanized and Westernized gay men) dominate, while others (mostly queer women, and queer people from marginalized castes and classes) are systematically silenced by those in power.

    On the issue of caste, for example, there is a deafening silence among queer activists in India to even acknowledge the presence of caste inequalities within the movement. This should come as no surprise because most queer activists in India (including the author of this article) belong to oppressor castes. Because of this, the issues, concerns and traumas of queer people from marginalized castes such as those from Dalit, Bahujan and Adivasi communities are sidelined.

    While most of this marginalization is implicit, some of it also happens explicitly. Take, for example, writer-director Aroh Akunth’s account of how caste intimately shapes desires on gay dating platforms. Thus, “attractiveness,” skin color and a “good background” become ideas projected onto a caste, while politics of “respectability” becomes a politics of caste supremacy.

    Another pressing issue in queer cyberspace is the growing popularity of right-wing homo-Hindu nationalist aspirations. It should be noted that this problem plagued the queer movement long before the pandemic pushed everyone online. It’s just that these groups, like many others, have adapted to the new normal by moving online. They fashion themselves as advocates for queer rights while simultaneously peddling jingoism, Islamophobia anti-Black Lives Matter/Dalit Lives Matter propaganda as well as casteism.

    Take for instance, “hindu_lgbt,” an Instagram handle that affiliates itself with the right-wing Hindu nationalist group, the Rashtriya Swayamsevak Sangh (RSS), which supports the decriminalization of homosexuality in India but not the legalization of same-sex marriage. As an ideology, Hindu nationalism is premised on the political and cultural construction of citizen-state relationships and subjectivities that are homogenized and in synch with orthodox notions of the Hindu faith, sometimes referred to as Hindutva philosophy.

    It should be noted that there are many social formations in India that support this ideology. The protests against Deepa Mehta’s film “Fire,” for instance, were spearheaded by the Mahila Aghadi of Shiv Sena, Bajrang Dal and others, while resistance to decriminalize homosexuality in India came, in part, from Bharatiya Janata Party (BJP) and RSS ideologues.

    However, RSS views of gay rights have drastically changed over the years — perhaps more so than the views of orthodox Christian and Muslim organizations — partly due to the ruling BJP Hindu nationalist government’s relative silence on the issue, and partly because the RSS is itself trying to grapple with the ongoing social changes in India. In order to brand itself as an upholder of “inclusive” traditional family values, the RSS approach seems, on the one hand, to respect the Supreme Court’s judgment on Section 377 while, on the other hand, refuse to support any further legislation, such as the legalization of same-sex marriage, that might radically challenge existing family structures in India.

    Web Citizenship

    With the third COVID-19 wave expected to hit India in the coming months, online spaces will, in all likelihood, continue to facilitate queer networking for the foreseeable future. But with greater smartphone access and the increased democratization of content creation — what some scholars have called the rise of “web citizenship” — queer advocacy in contemporary India faces newer challenges.

    The first is an issue of privacy. In its 2017 Puttaswamy judgment, the Supreme Court of India recognized sexual orientation as an intrinsic part of privacy but was silent about its applicability in the online realm, where catfishing and identity theft are rampant. The second is an issue of legality. Digital spaces transcend the boundaries of nation-states, thereby calling into question the juridical purview of national privacy and security laws. How do queer people facing harassment, bullying and extortion from international actors report such crimes to the police in India?

    A contemporary example of this was the infamous gay marriage scam, as detailed in a UK-based investigation by VICE. This expose sent shockwaves through sections of the queer circles both in India and abroad, bringing to the fore the inadequacy of Indian laws, which, unlike those in the UK, neither recognize gay marriage nor extortion that specifically targets queer populations.

    The queer movement in India is currently at a crossroads. On the one hand, it has to tackle the increasing popularity of right-wing Hindu nationalist sentiments; on the other, manage the tensions and contradictions associated with Indian law.

    Indeed, the challenges are many and the means to address them are few. One way of effecting change is by pursuing the law and lobbying lawmakers like Dr. Shashi Tharoor of the Indian National Congress, Supriya Sule of the Nationalist Congress Party and Tejasvi Surya of the ruling BJP, all of whom have expressed support for queer rights in India. While some scholars are skeptical of using the law as a vehicle for bringing about social change in India, others, like Arvind Narrain, are less skeptical. To date, this dispute remains unsettled — as does the inclusion of the BJP into this discussion.

    The other way of effecting change is by radically reimagining queer spaces as zones where people of all identities can be made to feel safer. This exercise is perhaps harder to carry out because it has no prescriptions and is contingent on the ability of privileged queers to self-reflect. Thus, would dominant-caste queer men be willing to cede space to marginalized-caste queer women and transgender people? We should hope so. All in all, queer cyberspace in India is both a stuffy and an expansive zone. Its contradictions and contestations make it an exciting site for further scholarship into queer mobilization in India.
