    Saving Democracy by Destroying It

    Arizona’s Maricopa County is ground zero in the continuing debate over election integrity in the United States. The so-called audit of the 2.1 million votes cast in that county in last year’s presidential election — by the almost comically inept firm Cyber Ninjas — was supposed to arrive at the Arizona Senate this week. But delivery was once again delayed as three members of the five-person ninja team contracted COVID-19.

    The Maricopa “audit” has assumed such mythic proportions among the Trump diehards who insist that their Il Duce won the presidential election that some QAnon believers have insisted that the Taliban takeover of Afghanistan is a hoax — to distract attention from the allegations of vote-tampering in Arizona. No doubt rumors have begun somewhere in cyberspace that the forest fires, earthquakes, hurricanes and droughts sweeping across the world are also “false-flag operations” designed by the Biden camp to help them erase evidence of election fraud.

    The Trump forces that have taken over the Republican Party regularly fulminate against The Squad, antifa, that “socialist Biden” and other convenient punching bags. But the real target of their ire is closer to home: Republicans who have refused to join the Trump personality cult.

    Maricopa County Recorder Stephen Richer is a very conservative Republican who supported Donald Trump as his party’s leader. He has also refused to lie for the president. Prior to the release of the Cyber Ninja “audit,” he reiterated that a tri-partisan (Republican, Democrat, Libertarian) hand count of the ballots immediately after the election matched the machine count 100% while a live-streamed assessment of the tabulation equipment revealed no manipulations whatsoever.

    The thanks Richer has gotten for standing up for the rule of law? Death threats and ridiculous trolling for being a RINO (Republican In Name Only).

    Bill Gates is an Arizona Republican who serves on the Maricopa Board of Supervisors, which oversaw the 2020 election and certified the results. Gates is one of four Republicans who serve on the five-person board. He and his colleagues resisted calls for the Cyber Ninja audit even as his GOP colleagues in the Arizona Senate unanimously supported a resolution calling to arrest all the supervisors for contempt.

    In a telling passage in Jane Mayer’s recent New Yorker piece on the financing of the anti-democratic initiatives of the far right, Gates spoke of the death threats that he received for what would ordinarily be the routine actions of the Board of Supervisors. “Part of what had drawn Gates to the Republican Party was the Reagan-era doctrine of confronting totalitarianism,” Mayer writes. “He’d long had a fascination with emerging democracies, particularly the former Soviet republics. He had come up with what he admits was a ‘kooky’ retirement plan—‘to go to some place like Uzbekistan and help.’ He told me, ‘I’d always thought that, if I had a tragic end, it would be in some place like Tajikistan.’ He shook his head. ‘If you had told me, You’re going to be doing this in the U.S., I would have told you, You’re crazy.’”

    Democracy promotion — it was supposed to be a method by which the US remade the world to look more like us. Thus, the interchangeability of Uzbekistan and Tajikistan in the above passage couldn’t be more revealing. In traditional democracy promotion, the foreign contexts have been wildly diverse — and largely irrelevant. The important part of the equation has never been the various facts on the ground but, rather, the verities of the American constitutional system.

    These verities are now under attack as insurrectionists, vigilante groups and conspiracy theorists attempt to undermine the fundamental principle of one person, one vote. With Democrats rushing to promote democracy at home, Americans are now getting a taste of our own medicine. Actually, given the rapid spread of the anti-democratic disease, we’re in desperate need of a full course of antibiotics.

    Destroy Democracy to Save Democracy?

    After the January 6 insurrection, I wrote about the future of democracy promotion overseas, concluding that the concept was still viable as long as democracy means not only checks and balances, but also grassroots efforts to promote racial justice, reduce economic inequality and address the climate crisis. At the end of the piece, though, I noted that “at some point in the future, we may need to call upon the international community to help us save our democracy as well.”

    So, only six months later, how close is America to sending out that SOS? For the time being, much depends on Trump.

    In the best-case scenario, Trump exits the political scene as smoothly as he did the White House after one disastrous term. He continues to poll poorly in the country as a whole with a 60% disapproval rating (and only 76% of Republicans viewing him favorably). Still banned from Facebook and Twitter and largely ignored by the mainstream media, he lacks a platform to appeal beyond his base. And let’s not forget the multiple lawsuits he faces from election tampering, inciting violence on Capitol Hill, sexually assaulting at least two dozen women and engaging in myriad corrupt business practices.

    If Trump drops out of political life, his followers in the Republican Party will be left leaderless, though any number of rogues aspire to take his place. Without a broadly popular standard-bearer, the Trump forces would disintegrate and the Republican Party would face the inevitable. America is becoming increasingly multiracial (and the Republican Party isn’t). Climate change is raging across the country (and the Republican Party remains in denial). The US needs to retool its economy to meet the demands of the global market and the constraints of natural resources (and the Republican Party still has its head in the tar sands).

    In this scenario, Trump has been little more than a deus ex machina inserted into the final act of the Republican Party’s story to enable it to escape, momentarily, its self-inflicted marginality. Trump has been the last-ditch effort of America’s version of the Nationalist Party in South Africa, the minority Afrikaner party that presided over apartheid, to preserve white power.

    Trump or no Trump, the Republican Party extremists have latched onto an age-old method of maintaining control: voter suppression. Democrats have demography on their side: African-American voters supported Biden over Trump by a margin of seven to one, Latinos by two to one and Asians by almost two to one. Instead of trying to woo the non-white vote, which is growing every election cycle, Republicans have decided simply to make it as hard as possible for those folks to vote.

    So far in 2021, 17 states have passed 28 laws making it harder to vote. Democrats in Texas fled the state to prevent one more such vote from passing, but that looks to be only a temporary gambit. Meanwhile, the omnibus voting rights bill (For the People Act) has attracted exactly zero Republican support in the Senate, which means that it will die without some modification of the filibuster. The narrower bill that just passed the House along party lines, the John Lewis Voting Rights Advancement Act, faces a similar fate in the Senate.

    Then there’s the effort among some Republican extremists to do an end run around the popular vote altogether by empowering state legislatures to pick electors in the Electoral College and thereby determine the outcome of presidential elections. They call it the “independent state legislature doctrine,” and unfortunately it has even attracted some support from four Supreme Court justices. In one 2024 scenario, Richard Hasen writes in Slate, “Republican legislatures in states won by the Democratic candidate could seize on some normal election administration rule created by a state or local election administrator or some ruling from a state court, and argue that implementation of the rule renders the presidential election unconstitutional, leaving it to the state legislature to pick a different slate of electors.”

    So, all those careful arguments about Trump’s unpopularity, the divisions within the Republican Party, and the demographic transformation of the United States mean little in the face of a brazen power play by Republican stalwarts who have already demonstrated on multiple occasions that they could care less about rules, law or the rule of law. Like the US Army units in the Vietnam War that were determined to “save” Vietnamese villages by destroying them, the Republican Party is mission-driven to “save” American democracy in their own special way.

    In between the voter suppression laws and ploys like the “independent state legislature doctrine” are the more insidious efforts to call into question the integrity of all elections that produce outcomes that Trump supporters simply don’t like. The spread of insane conspiracy theories undermines not only the impartiality of elections, but the verifiability of their integrity. Conservative Republicans have time and again debunked the outlandish claims of “voter fraud” in Maricopa County, but that has not silenced the crazies.

    Multiply Maricopa by the hundreds, even the thousands, and US elections will no longer reflect popular will but extremist skepticism. When faith in elections erodes, democracy can’t endure.

    Geopolitical Implications

    It would be comforting to report that the defeat of Trump in 2020 has taken the wind out of the sails of the far right around the world. But the success of the far right relies on a globally networked set of ideas — the failures of neoliberal globalization, the perfidy of “globalists” in supporting this failed project and the perception of immigrants as the foot soldiers of globalization — not any one figure.

    In fact, Trump proved to be something of a liability to the global far right. He’s an American (a no-no among the anti-American right), a nationalist (who believes that America is better than everywhere else) and an ignoramus (whose gaffes are so gross as to embarrass the more discerning members of the far right). In America, Trump was the perfect candidate to unite disaffected independents, traditional conservatives and the American alt-right. As his would-be Svengali Steve Bannon discovered in his failed effort to create a nationalist international, Trump was not a grand unifier on the international stage.

    Without Trump in the White House, the far right continues to prosper. In Europe, right-wing nationalists remain securely in power in Poland, Hungary and Slovenia. A neo-fascist party leads the polls in Italy, the far-right Sweden Democrats are poised to exercise real power after helping to oust the Social Democratic prime minister, and the extremist Marine Le Pen continues to run head-to-head with Emmanuel Macron in France’s presidential polls (though her Nationalist Rally didn’t do so well in recent regional elections).

    Authoritarian nationalists still preside over the largest countries in the world: China, India, Russia, Brazil, Turkey. The Taliban have taken over in Afghanistan, the conservatives have come to power in Iran and the Saudis are still running their extremist theocracy. In the one Arab Spring success story, Tunisia, Kais Saied just extended the state of emergency he declared last month. Coup leaders continue to control Thailand and Myanmar. It’s hard to find good news on the democracy front in Africa. Colombia, Honduras, El Salvador, Nicaragua, Venezuela: all still run by strong-arm caudillos despite significant public protests.

    All of this means that the list of countries that can pitch in to save American democracy is a short one. New Zealand and Iceland can teach Americans how gender equality is central to a healthy political system. South Korea can give us some pointers on how to put a Green New Deal at the center of national policy. A number of European countries can provide guidance on the importance of strong social policy for any thriving democracy.

    US President Joe Biden plans to invite these countries to his Summit for Democracy in December. The three pillars of this initiative are reasonable: “defending against authoritarianism, addressing and fighting corruption, advancing respect for human rights.” Given the trends in the world, however, the gathering has a whiff of the desperate. It threatens to be a farewell party: Alas, poor democracy, I knew it well for it hath borne me on its back a thousand times.

    It would be a different matter if Biden convened the summit as a true listening session. The Summit for Democracy could be an opportunity for America to admit that it has a problem and submit to a 12-step program of self-help, perhaps with a couple of sponsors (South Korea, Costa Rica) to keep us on the road to political health.

    But that’s just a fantasy. The United States doesn’t listen to other countries. America is like the alpha male who refuses to ask for directions even when he’s dangerously lost. Right now, America is heading into uncharted political territory. Will any of our leaders ask for directions before it’s too late?

    US Media Amplifies Afghan Chaos

    The Fading Horizon of US Middle East Politics

    US foreign policy has always sought effective metaphors intended to express the nation’s exceptional virtues, often framed in terms of vision, resolution, industriousness or simply noble intentions. The Afghan war was baptized, “Operation Enduring Freedom.” The war in Iraq gave us “Operation Iraqi Freedom” and “Operation New Dawn.” 

    Ever since Woodrow Wilson’s promise to “make the world safe for democracy” expressed America’s aptitude for entering wars, securing privileged access to resources, engaging in economic colonialism and intimidating uncooperative nations, slogans have served to clarify the direction of US policy. In recent years, the public has periodically learned about a “reset,” a “rebalance” or a “pivot” that announces a creative shift of perspective or intent.

    Faced with the quandary of military withdrawal from the “forever wars” inherited from the three previous administrations, the Biden team has crafted a new metaphor intended to reassure a concerned public. Following the definitive overthrow of the US-supported Afghan government and the definitive withdrawal of foreign troops, President Joe Biden made the solemn promise “to retain an over-the-horizon capacity” as the appropriate response to any attempts by the Taliban government to threaten US interests. Biden defines this as the capacity “to take them out, surgically.”

    Over the horizon:

    Belonging to an imaginary domain where everything is perfectly coordinated and clearly efficient, an update of the “over the rainbow” capacity of Dorothy in the Wizard of Oz

    The Context

    As Oliver Knox pointed out in The Washington Post, that “phrase has been a staple of Biden’s rhetoric on the troop withdrawal.” If all human efforts fail, whether with soldiers or diplomats, Americans tend to believe that their superior technology will respond to every need. The same reasoning has been consistently applied to the climate crisis, which, in the interest of economic growth, will continue to worsen because at the end of the day a technology fix will miraculously ride into the frame of the movie from over the horizon to save the enterprising pioneers in the wagon train.

    What if the Taliban Were to Keep Their Promises?

    With the sudden collapse of the Afghan government, Taliban spokesman Mohammad Naeem declared that the war that began 20 years ago was now “over.” In its initial reaction, The New York Times agreed, summing up the event with the headline: “Kabul’s Sudden Fall to Taliban Ends U.S. Era in Afghanistan.” This calm description more appropriate to a report on a thrilling chess match made it sound as if a noble chapter of history has now been closed.

    The drama that ensued led even The Times to change its tone. For the Afghans or at least the Taliban, the invader has finally been defeated. For the US, a dolorous reckoning is taking place. And while, among the confusion, the level of fear and anguish has never been higher, especially for those Afghans who cooperated with the US and the fallen government, coldly reasoning Americans (if such creatures exist) should take comfort from the promises the Taliban have made to “allow Afghans to resume daily activities and do nothing to scare civilians.”

    Naeem sought to reassure the US about Taliban 2.0. Even members of the 2001 Bush administration should be impressed, those who justified the war against Afghanistan on the grounds that the country was “harboring terrorists.” “We will not allow anyone,” Naeem insisted, “to use our lands to target anyone, and we do not want to harm others.”

    Target:

    In the domain of foreign relations, a polite synonym of kill, torture, injure and oppress with a sense of total impunity

    The Context

    What more could Americans ask for? Mission finally accomplished. If the Afghans no longer allow anyone to use their lands to target anyone else (for example, tall buildings in New York), all will be well with the world. Lower Manhattan’s traders can carry on their business in total tranquility. The Taliban leaders have even promised to improve the lives of Afghan women, as well as hinting they will tone down at least some of their traditional fanaticism. So, why is everyone so upset?

    Could it be that Americans feel destabilized by the realization, nearly half a century after the fall of Saigon, of the utter futility of building such a powerful military machine that, no matter where it is deployed, will accomplish nothing other than intimidate its own allies while producing monumental profits for the defense industry? Who doesn’t remember George W. Bush boasting about the most powerful military in the history of mankind that was “supported by the collective will of the world?”  

    Now, it is the Taliban who have seized the pen that writes the rules in Afghanistan. Despite the official promise to go easy on collaborators, US media have expressed “growing doubts about that pledge.” It leaves the impression that critics of the US withdrawal would be disappointed if no spectacular reprisals were to occur. Americans need their enemies to live up to the image they have created of them. The Times predicts that the “Taliban may indeed engage in reprisal killings, as they did when they took over in Afghanistan more than 20 years ago.” If the US defined the rules of the game through its own violence, ineptness and prevarication over two decades, the Taliban could at least demonstrate their own ability to play by those rules. Stick to the script, guys! We need your cooperation.

    There are legitimate reasons to fear the worst from a group defined by its religious fundamentalism seeking control of a chaotically divided nation of warlords and competing ethnic groups in which the idea of getting revenge on the invader and occupier motivates a lot of people. But the message today, as expressed by Abdul Qahar Balkhi from the Taliban’s Cultural Commission, is clearly different from the Taliban’s historical past.

    In another article, The Times mocks the very idea of the Taliban’s effort to “make nice.” This too reads like a case of futuristic schadenfreude sending the implicit message: Let’s hope they don’t succeed in making nice because our nation and its people need to remain convinced that the Taliban are evil enough to make our 20-year war on them appear justified.

    The State Department’s Philosophy of Trickle-down Sharing

    In February, Biden made a point of reassuring the nation’s European allies, who during the four years of Donald Trump’s tragicomic reign had begun to have doubts about the solidity of promises made by an American president. “Let me erase any lingering doubt,” Biden insisted, “the United States will work closely with our European Union partners and capitals across the continent, from Rome to Riga, to meet the shared challenges we face.”

    It didn’t take long for the first of such challenges to appear.

    Shared challenge:

    A crisis created by a powerful nation such as the United States, who generously offers other friendly nations the opportunity to accompany it in the experience of responding to the crisis, which will last as long as it serves the initiator’s interests, while at the same time avoiding bothering the partners with the annoyance of trying to work out collegially an appropriate and honorable solution

    The Context

    Since the end of World War II, the United States has assumed the noble responsibility of managing the foreign affairs of its largely docile allies, while at the same time finding multiple ways of disrupting the foreign affairs of rogue nations that irresponsibly refuse to have their affairs managed from Washington. In the intervening decades, this has worked quite well. It has enabled an enduring system called a “rules-based order,” whose efficiency depended on one nation having the exclusive right not just to define the rules, but also to enforce them.

    With the chaos surrounding the US withdrawal from Afghanistan, the first signs are appearing that the vaunted efficiency of the rules-based order has become counterproductive. Yahoo cites Dave Keating, a senior fellow with the Atlantic Council, who explains that Europeans are angry “that they weren’t consulted about the withdrawal plan and were treated as an afterthought even though this was supposed to be a NATO joint endeavor.” Everyone — Americans and Europeans alike — has suddenly become aware of “the tremendous loss of money and lives spent on the NATO mission in Afghanistan over the past two decades that now seems very difficult to justify.”

    Some observers pointed out in late 2001 that waging an open and easily extendible war to counter a specific crime by a small group of people might be “difficult to justify.” But in the rule-based order, at a time of exaggerated emotions, a firm and resolute decision by the drafter of the rules was as good as formal law and much better than moral law in redefining the rules and having everyone abide by them.

    Credibility Ratings Are the Diplomatic Equivalent of Credit Ratings

    The Washington Post understands the imperatives associated with the task of maintaining the image of an imperial power and the sacrifices it requires. Last week, following the debacle of Kabul, The Post’s editorial board explained how feasible it would have been for the US not to shamelessly abandon Afghanistan: “A small U.S. and allied military presence — capable of working with Afghan forces to deny power to the Taliban and its al-Qaeda terrorist allies, while diplomats and nongovernmental organizations nurtured a fledgling civil society — not only would have been affordable but also could have paid for itself in U.S. security and global credibility.”

    Global credibility:

    The impression retained by other nations and peoples that a superpower is ready, willing and able to subjugate any other group of people through the use of military might, technology, economic sanctions and any other appropriate means it possesses that sets it apart from the rest of humanity

    The Context

    The Post routinely supports establishment Democrats such as Biden, especially in opposition to dangerous progressives within the same party. But in this case, Jeff Bezos’ paper dared not only to criticize its hero, but even to accuse him of relying on clichés to support his reasoning. “Contrary to his and others’ cliches about ‘endless war,’ though, U.S. troops had not been in major ground operations, and had endured very modest casualties, since 2014,” The Post reports.

    The Trojan War left traumatic traces on ancient Greek civilization because it lasted what felt to its contemporaries like an eternity: 10 years. To expiate the guilt associated with that enduring drama, Odysseus was condemned to another 10 years of wandering. At least, that’s how the editorial board that produced the Iliad and Odyssey seemed to see things. For the Greeks, 20 years of testing their manliness in war and Odysseus’ forced peregrination provided the matter that would define who they were as a civilization. A few centuries later, they offered the world the philosophy of Socrates, Plato and Aristotle, the drama of Aeschylus, Sophocles and Euripides and the Aphrodite of Praxiteles, as well as the radically unarmed Venus de Milo.

    The key to the liberating Greek civilization from what Homer consistently described as a permanent manipulation of human heroes by capricious, undisciplined gods was the fact that a seemingly endless war did end. Once Odysseus, after a decade of wandering, had cleared his home of the crowd of suitors that had assembled coveting his neglected wife, the nation as a whole could settle down to producing a civilization in which art and intellect flourished (punctuated by an occasional war against Persians or even civil war between rival cities, just to keep everyone alert).

    The Greeks understood that some seemingly endless things actually do need to end. The Washington Post — but more fundamentally, the deeply militarized economy of the US that The Post is wont to defend and promote — haven’t yet learned that lesson.

    Like Lebron James and the late Kobe Bryant, two basketball legends, Ben Cohen and Jerry Greenfield are so famous that only their first names are needed to identify them. This is true, in any case, so long as the two names are paired together, since the first names Ben and Jerry lack the uniqueness of Lebron and Kobe. The two men from Merrick, New York, launched what became the most famous ice cream brand in the United States more than 30 years ago. They became celebrities thanks to the quality of their products but even more so to their marketing skills, which included a dose of sincere social concern and political awareness, something most successful businesses usually seek to avoid. Unlike the many brands that suddenly discovered their love for Black Lives Matter after the murder of George Floyd in 2020, their commitment to causes never reflected pure marketing opportunism.

    The two Jewish boys no longer run the business, but they have imprinted on it its dimension of social awareness. Consistently with the company’s moral conscience, the company Ben & Jerry’s decided to stop sales in the Israeli-occupied Palestinian Territories. Consistently with a certain style of propaganda designed to legitimate policies and actions even more openly racist and oppressive than police brutality in the United States against blacks, the state of Israel itself and numerous organizations have accused Ben and Jerry’s of anti-Semitism.

    The Times of Israel reports on demonstrations in front of a Ben & Jerry’s in New York by militant Zionists who “led chants of ‘Shame on you, Ben & Jerry’s,’ ‘Everyone deserves ice cream’ and ‘From the river to the sea, Israel will always be.’”

    Deserve:

    Enjoy one of the rights essential to one’s well-being within a human community, a category that includes abstract notions such as the right to vote in a democracy and, more recently, following the logic of the consumer society, the right to purchase any commercial commodity

    The Context

    In the latest news, according to The Hill, Florida Senator Rick Scott is “calling for a federal investigation into Ben & Jerry’s over its decision to stop selling ice cream in occupied Palestinian territory.” This moment may appear as the most telling sign of the irreversible decline of a great democracy that once at least pretended to set standards for the rest of the world.

    In its famous 2010 Citizens United decision, the Supreme Court pushed the idea of freedom of speech to the point of authorizing corporations to undermine democratic processes by calling their use of money to influence elections “free speech.” Now, the idea that American citizens and corporations might use the feeble force of their refusal to consume products originating in a foreign country deemed virulently anti-democratic for its treatment of the populations living within its borders has already been condemned as unpatriotic and anti-Semitic. Florida and many other states have passed anti-BDS laws punishing efforts to boycott Israel, a country that practices policies similar to South Africa’s notorious apartheid system.

    Ben & Jerry’s isn’t even proposing a boycott, which is the refusal to buy goods from a particular source. Ben & Jerry’s sell; they don’t buy. They aren’t even aiming at Israel as a nation, but will only refuse to sell in those parts that have been identified by the United Nations as illegally colonized. Scott, a Republican senator, wants the company investigated, condemned and presumably sanctioned for failing to blindly endorse an apartheid-style occupation conducted by a foreign country. He appears to think that the US Constitution’s First Amendment protects the right of Americans to speak out against the policies of one’s own country but not those of Israel.

    The key word is of course anti-Semitism, now considered to be identical with any form of criticism of Israel and a shortcut for letting original forms of white supremacy off the hook. The word has become a magic wand of the right in many Western countries. A conservative or even a liberal establishment politician can wave it in the air with appropriate gestures to shame anyone who dares to spout progressive themes about oppressed peoples and expect the media to respond.

    It’s curious that so few people who follow the media will stop to think about how paradoxical it may appear that a company founded by two Jewish guys, who remain the source of the firm’s social conscience, are labeled anti-Semitic by a US senator defending the right of another nation to practice an aggressive form of apartheid, one of the most extreme historical examples of white supremacy.

    Obama Hosts the Jet Set While Biden Plays the Propeller

    As Barack Obama held a lavish do at his Martha’s Vineyard manor, US President Joe Biden tweeted his satisfaction with what appears to be a major accomplishment, getting an infrastructure bill halfway home through a vote in the Senate. “As we did with the transcontinental railroad and the interstate highway,” he proudly proclaimed, “we will once again transform America and propel us into the future.”

    Propel:

    Provide a force that establishes new momentum, with or without the means to control the direction of the resulting motion

    The Context

    In the first part of his tweet, Biden explained that his “Infrastructure Deal signals to the world that our democracy can function, deliver, and do big things.” Some may read this as meaning that Biden’s pride in this partial accomplishment proves that in exceptional circumstances — by definition extremely rare — US democracy is capable of functioning.

    The corollary is that most of the time that must not be the case, an idea most people tend to agree with. But the politicians in Congress, on both sides of the aisle, appear ready to play a game of chicken. In the barnyard of the Beltway, Biden should know how perilous it can be to count your chickens before they hatch, especially when expecting one of the hatched chickens not only to cross the road (to work on repairing its potholes), but even to be propelled across it.

    Christopher Wilson at Yahoo observes that nine “moderate House Democrats on Friday threatened to blow up infrastructure negotiations, highlighting the delicate line that party leadership is trying to walk as it pushes two bills totaling over $4 trillion.” At the same time, the progressive wing has threatened to withdraw its support if the $1-trillion bill passed by the Senate is not coupled with a bill for $3.5 billion that covers some of the most urgent needs.

    Biden’s idea that the nation is being “propelled” into the future contains the odd suggestion that the future will not happen without this exceptional force. We might ask ourselves how 78-year-old Joe Biden envisions his own future, let alone the nation’s and the world’s. In the complete statement put out by the White House, a familiar Biden theme concerning the future reappears. It states that the “agreement will help ensure that America can compete in the global economy just when we are in a race with China and the rest of the world for the 21st Century.”

    Speculating about whether the US “can compete” reveals how skewed the notion of competition has become in US culture. Of course, the US can compete. Even if China does eventually overtake the US as the world’s biggest economy, the US will still be in the competition. In a fair game — even a game of chicken — everyone is expected to compete. That is the principle at the core of capitalism. What Biden literally means is that it’s all about winning, or rather dominating, and not about competing. For nearly a century, the US has seen its role, not as that of a competitor, but of a dictator. Competing means exercising the power to deprive other nations of even being allowed to compete. That’s what wars, invasions and sanctions are all about.

    The other complementary oddity in this statement is Biden’s idea that the 21st century is a prize to be won by a single nation. This is an idea he has repeatedly insisted on. It leaves the impression, confirmed by recent history, that as humanity prepares for a multipolar world, the US will resist to the death any challenge to its will to dominate. This bodes ill for the future of both Americans and everyone else at a time when it has become increasingly apparent that global problems can only be solved if all the nations and peoples of the world are involved.

    The New York Times Is Suffering From a Cold War Syndrome

    The New York Times continues to be hot on the trail of the tragic tale of the “Havana syndrome.” In its latest installment in the ongoing series of articles intended to demonstrate the paper’s failure to notice that tragedy has definitively morphed into comedy, The Times’ White House and National Security correspondent, David Sanger, offers this summary: “While the leading theory in the ‘Havana syndrome’ cases is directed microwave attacks, a classified session for senior government officials said months of investigation were inconclusive.”

    Leading theory:

    For government-led investigations, any theory, however improbable or utterly unlikely that points toward a hypothesis consistent with the requirements of the perpetrator’s agenda of political marketing

    The Context

    The New York Times appears to believe that “inconclusive” means worth writing about as if it was true until the whole thing ends up in the waste bin of history. For some historical perspective, the Warren Commission’s hasty and highly motivated conclusion in 1964 that Lee Harvey Oswald acted alone in the killing of President John F. Kennedy became the “leading theory” of the time. It has remained officially the “leading theory” ever since and has even profited from the trend created in the early history of the CIA of dubbing a “conspiracy theory” any theory that differs or deviated from the “leading theory.”

    This is in spite of a mountain of forensic evidence as well as willfully ignored testimony that has emerged over time pointing to the involvement or complicity of the CIA, or at least some members of the CIA, most likely with the discreet assistance from the Mafia. Film director Oliver Stone is still bravely working on the case. Despite his new documentary on the JFK assassination that was featured last month at the Cannes film festival, The New York Times didn’t bother to review or even mention it. If it wasn’t financed by Hollywood, no movie is worth reviewing.

    The Havana syndrome story has turned into high and, as usual, expensive comedy because of the monumental efforts required to ensure that the “leading theory” continues to hold its lead even after multiple contradictory hypotheses emerge. In Sanger’s article, one quote by CIA Director William J. Burns gives the game away. Explaining his hesitation to charge Russian President Vladimir Putin with the crime, Burns responded: “Could be, but I honestly cannot — I don’t want to suggest until we can draw some more definitive conclusions who it might be. But there are a number of possibilities.” The Times has not just been suggesting it, but claiming it for at least the past year.

    Sanger seems unaware of the comic effect of what he reports in the paragraph following Burns’ admission: “This spring, for example, American military personnel operating in Syria suspected that a sudden illness may have been caused by a Russian aircraft that could have directed microwaves at them; it was later determined they had food poisoning.” Those who have followed the story over the past five years know that the initial cases in Cuba that gave the official title to the syndrome produced the first comic trope when, after the victims submitted recordings of the sounds identified as the source of their woes, a study by a team of biologists “said it matched the mating song of the Indies short-tailed cricket found around the Caribbean.”

    Could the Russians have been genetically engineering the crickets to produce the kind of microwave suspected (but never identified) of causing the damage? The idea that it is a sonic attack in the form of aggressive microwaves is still nothing but that: an idea or, as Burns would admit, one of “a number of possibilities” — alongside food poisoning.

    Can The New York Times be suffering from what should be called the “Havana syndrome syndrome”? It appears so, as it continues to feature the latest “inconclusive” official moves as a breaking news story that is literally devoid of content. Sanger obviously has a direct line to the State Department and the CIA, and probably knows that if he has nothing else to report about how frightening the Russians or the Chinese have become, he can always come back to the Havana syndrome. 

    As with the narrative around UFOs, explaining the state of play of the unexplained, especially if fear is involved, will always attract readers, even when the explanation amounts to affirming that there is no explanation. Meanwhile, the investment of taxpayer money continues. The National Security Council, according to a senior administration official, is “leveraging a broad array of scientific and medical expertise from within the government and outside of it to explore multiple hypotheses and generate new insights.” Their aim is of course to “protect our personnel and identify who or what is responsible.” If they aren’t even sure if they’re looking for a “who” or a “what,” there will indeed be a lot of expensive work to do.

    Whose Reason Will Prevail in the Cuba Debate?

    Following recent protests in Cuba, people find themselves struggling with what politicians and the media want to frame as a simple binary problem. To the question of what has caused the misery in Cuba, Jorge Salazar-Carrillo, writing in The Conversation, notes that  “many analysts and activists — and the Cuban government — argue that this is due to American sanctions on Cuban goods” and counters that “the embargo is not the main reason Cubans are in dire straits now.”

    Main reason:

    One of many probable causes of a particular disaster, cited by a person who seeks to reduce the problem to a single cause so as to put all the blame on an adverse party and deny any responsibility from the speaker’s own side

    The Context

    Claiming to offer “perspective,” Salazar-Carrillo writes: “consider that Cuba’s income per capita back in the 1950s was one of the highest in the Western Hemisphere. Today it has one of the lowest.” He chooses to forget another critical historical fact reported by Marianne Ward and John Devereux in an academic article with the title “The Road Not Taken: Pre-Revolutionary Cuban Living Standards in Comparative Perspective.” The authors describe a Cuba dominated by US business and Mafia interests. They explain that “between 1920 and the 1950s per capita income was declining while the revenues of the richest Cubans were increasing exponentially.”

    Castillo conveniently fails to observe that, despite the decline in income per capita since the revolution, income equality is much greater than it was under Batista’s rule. Ward and Devereux explain that in pre-revolutionary Cuba, “U.S. financial interests included 90 percent of Cuban mines, 80 percent of its public utilities, 50 percent of its railways, 40 percent of its sugar production and 25 percent of its bank deposits. In return, Cuba got hedonistic tourists, organized crime and General Fulgencio Batista” who “appointed himself president by way of a military coup in 1952.”

    To make matters worse, “Not only was the economy weakening as a result of U.S. influence, but Cubans were also offended by what their country was becoming: a haven for prostitution, brothels and gambling.” Is this the situation Castillo and other Cuban exiles wish to return to? Does this explain why a six-decade-long embargo that deprives an entire nation of interacting economically with the dominant economies of the world is not the “main reason” for its economic woes?

    The Hyperreality of a Liberal Identity in the US

    New York Times columnist Ross Duthout used the example of Tucker Carlson’s fawning interview with Hungarian Prime Minister Victor Orban to make an important point about “the ever-lengthening list of people who have had careers derailed for offenses against progressive norms.” He adds that frequently, “they are heterodox liberals rather than conservatives, because conservatives are rare in elite institutions and less interesting to ideological enforcers.” 

    Heterodox liberals:

    Either a real subcategory of a totally imaginary category of Americans or an imaginary subcategory of a real category of Americans. Let the reader decide.

    The Context

    In the US, everyone is taught from birth that society can be divided into two opposing camps: liberals and conservatives. Growing up, most young people feel pressure to decide which side they are on. Typically, they accept their chosen label for the rest of their lives, though converts do exist, some of whom make a point of broadcasting to the world how they were “born again” politically as living examples of a “great awakening.”

    Criticizing the tyranny of thought exercised by what he calls “intolerant progressivism,” Douthat somehow misses the real and obvious vice in the system. The intolerant progressives he despises have adopted a behavior perfectly consistent with one of the core values in US culture. We could call it “the culture of aggressive community enforcement or negative branding.”

    The idea of law and order resonates strongly in US culture. People can believe and think anything they like, but there are laws that define the limits on their actions. On the other hand, the belief in the abstract notion of “freedom” as something divinely ordained tells them that there should be no limit on what they can do. This has led the culture to adopt a compromise position formulated in the traditional idea that you can wave your arms around as much as you like, but your freedom to do so stops when it enters another person’s space. There is even a consecrated expression: Your personal liberty to swing your arm ends where my nose begins.

    In other words, Americans think of themselves as free swingers, but they acknowledge that there are instances in which it may be necessary to restrain the movement. That produces a psychological dilemma that can be resolved either by disciplining one’s own movements (respecting other people’s space) or simply by avoiding other people altogether and retreating into one’s own private reality. This implicit choice has a major impact on how people choose to live their lives. The bold take risks and cultivate a carefully managed discipline of assertiveness. The shy crawl back into their shell.

    Douthat asks an interesting question: “But where can you go to vote for a different ruling ideology in the interlocking American establishment, all its schools and professional guilds, its consolidated media and tech powers?” The answer is nowhere, but not for the reason he expects. The “ruling ideology” isn’t the regime of political correctness he excoriates. There is a superior, universal ruling ideology shared by all but a few lucid and utterly marginalized critics. It bears the name “American exceptionalism.”

    Douthat has no problem with that imposed ideology that indeed interlocks everything in the political economy. Its effects may lead to the destruction of humanity. But what Douthat thinks we really need to worry about is political correctness.

    Forget Climate: Rick Scott Wants to Protect Jobs, Mainly His Own

    In an interview with NPR’s Ari Shapiro, Republican Senator Rick Scott of Florida weighed in on the question of climate change. In the past, Republican politicians have preferred to dismiss the topic as fake news. Not Rick Scott, who tells us: “I think we clearly want to, and need to, address the impacts of climate change, and we’ve got to protect our environment, but we’ve got to do it in a fiscally responsible manner. We can’t put jobs at risk.”

    Fiscally responsible:

    Possessing the theological virtue in the capitalist religion of being socially irresponsible, thanks to a divine decree that places the health and prosperity of investments above the health and prosperity of the people

    The Context

    Scott added, “We’ve got to focus on the impacts of climate change, but you’ve got to do it in a manner that you don’t kill our economy.” Many economists agree with the Biden administration’s stated belief that aggressively countering climate change will not only save the planet but also produce jobs and permanently improve the economy. If that is true, what is the basis of Scott’s fear of killing the economy?

    The short answer that Republican lawmakers are well aware of is that stimulating a new direction for the economy will deprive some in the rentier class of monopolists their flock of geese that have so consistently laid golden eggs. The economists counter that promoting economic transformation may create new wealth. But the problem for someone like Scott is that new wealth takes years to build the reserves required for it to engage in serious Beltway lobbying and the active funding of political campaigns for incumbent senators.

    In China, Cuba and Ohio, Reform and Inertia Go to Battle

    This week, before glancing at political division in the US, we look at what is shaping up to be a game-changing development in China. Bloomberg’s reporters refer to it as a “policy bombshell,” but mainstream media in the West have largely ignored it. This neglect may have something to do with the conviction in the West that, though there are monumentally important problems to deal with, the inertia of the political and economic system we have today is such that no one believes that anything we decide to do will ever change anything. Could China be on course to become the century’s new “exceptional nation”?

    Xi’s Promise of a New Great Leap Forward

    In his successful 2008 campaign, Barack Obama railed against George W. Bush’s tax cuts and wars, only to maintain both during his two terms in office. In his campaign last year, Joe Biden lamented Donald Trump’s provocative policies regarding Cuba and Iran as well as Trump’s tax cuts. But after six months at the helm, he has shown no serious intent to reverse those policies. 

    Both Democratic presidents claimed they would effect change (Obama) and be transformative (Biden), hiding they would be acting to reduce the inequality between makers and takers that Republicans promoted as an illustration of capitalist virtue. Both Democrats have shown themselves ready to accommodate and defend the interests of the 1% who supported their campaigns while expressing a sentimental commitment to improving everyone’s lives. The structure of US democracy seems to make challenging the status quo an impossible task. Sentiments consistently fail to influence reality.

    China is governed by an exclusive elite, the Communist Party. Its monopoly on power spares its leaders the trouble of having to invent campaign promises to seduce ignorant voters. Many have noticed the comfortable complicity of China’s communist leaders with an economy that has become a decidedly capitalist power structure. If the US has cultivated an efficient, legally validated system of structured private capitalist corruption that offers the wealthy class the privilege of controlling politics, the Chinese have perfected a system of state corruption that offers the politically powerful direct control of wealth itself.

    All recent US regimes have had no choice but to capitulate to the private interests that literally own the economy. The Democratic Party’s public war against the progressive reformers within its midst provides a good demonstration of the phenomenon. The democratic processes laid out in the US Constitution have been successfully manipulated over time to comfort oligarchy. This makes it particularly remarkable today that China’s authoritarian regime under President Xi Jinping, a true and largely unassailable oligarchy, appears to be providing the rare example of a government intent on taking action against the powerful interests that control the global economy. Xi appears to be taking steps to move China’s political economy in a more egalitarian direction. It may not be Karl Marx, but it clearly isn’t Milton Friedman.

    According to Bloomberg journalists, Tom Hancock and Tom Orlick, “Xi is engaging in a “capitalist smackdown” that will change the way the Chinese economy works in the coming years. Xi’s new agenda “puts three priorities ahead of unfettered growth.” The first, which should surprise no one, is national security. It “includes control of data and greater self-reliance in technology. All nations in our dangerous world are enamored of security. The second is far more radical: “Common prosperity, which aims to curb inequalities that have soared in recent decades.” The third is consistent with traditional Chinese culture: “Stability, which means tamping down discontent among China’s middle class.” In Chinese culture, this is the effect of the virtue of harmony.

    In other words, Xi is attempting to do what Joe Biden has ominously warned he might do: use his authoritarian power to achieve pragmatic goals in the name of the people that are difficult to achieve in the kind of democracy practiced in the US.

    Common prosperity:

    The opposite of the now current regime of private prosperity that works by undermining what was once idealized in the notion of the commonwealth, implying a fraternal sharing of national wealth

    The Context

    Xi appears to be announcing a quiet but stern revolution that has already provoked panic among many of the vested interests in the world of finance, both foreign and Chinese. Forty years ago, Deng Xiaoping’s departure from Mao Zedong’s radical communist egalitarianism and his encouragement of Western-style economic freedom led to China becoming a fixture of the global capitalist system. It achieved this goal by exciting the appetites of both Western and Chinese economic opportunists, leading to a record-breaking expansion of the Chinese economy.

    The new policy aims at relieving the suffering of “stretched workers, stressed parents, and squeezed start-ups.” The article’s authors designate the losers: “tech billionaires and their backers in the stock market, highly leveraged property companies including China Evergrande Group, and foreign venture capital firms that had hoped to take Chinese companies public in the U.S.” The Economist describes the intended outcome in these terms: “Alibaba in e-commerce or Tencent in payments and entertainment will be around but less overweening — and less lucrative. Policies to curb their market power will redistribute some of their profits to smaller merchants and app developers, and to their workers.”

    Xi’s gambit doesn’t appear to be merely rhetorical. Whether he can accomplish his goals remains an open question. He has undoubtedly set the scene for a major drama that, as it plays out, will most likely dominate the decade to come. Both the world of global capital and the declining US empire will react. It could lead to war. It could also lead to radical restructuring of the current geopolitical order in what may become a more multipolar world. For the moment, we the spectators are simply discovering the dialogue of Act I, Scene 1.

    Can Xi Really Corral Such Ferocious Animals?

    The same Bloomberg article explains Xi’s political motivation for his “capitalist smackdown.”  To ensure the population’s acceptance of his hold on the reins of power, Xi wants to reassure the middle class that he is defending their interests. There may be more complex geopolitical causes, but that motivation clearly explains the urgency of the shift. The authors go on to evoke the possible downside of Xi’s new agenda: “The bigger risk for Beijing: Heavy state intervention might dampen the animal spirits that drive private investment and reverse an integration with the global economy that has helped drive growth in the last four decades.”

    Animal spirits:

    The spontaneous exuberance attributed to unthinking creatures with energy to expend, an unbridled appetite and scorn for anything that stands in their way

    The Context

    Xi is undoubtedly a clever geopolitical strategist. He can see clearly the issues Western empires have struggled with in past centuries. China had a privileged vantage point for observing the British Empire’s strengths and weaknesses after experiencing a pair of Opium Wars in the 19th century. The incoherence of nationalistic rivalries in Europe ultimately undermined the British Empire that had reduced much of Asia, and particularly India and China, to a state of economic submission, if not slavery. 

    Two world wars that included an emerging Japanese Empire eventually cleared the space for the USA’s consumer society-led neo-colonial, officially apolitical but heavily militaristic empire that eventually crafted a productive role for China’s post-Marxist economy. The Chinese “workshop of the world” became a vital feature of a system focused on permanent growth and obsessively stoked consumerism. Following World War II, American consumers became literally addicted to falling prices on consumer goods. China, with help from US capitalists, could step in to provide an ever-expanding cornucopia of goods at lower prices.

    Xi is aware that the entire Western world, struggling with various imperfect models of democracy, has reached a tipping point regarding two existential problems: health and wealth. Both are clearly out of control. Governments in the West have demonstrably failed to address both the health of the planet, increasingly subjected to climate chaos, and the health of their people. None more so than the US, a nation that continues to resist even the idea of universal health care and persists in spectacularly bungling most of its initiatives with regard to the COVID-19 drama.

    With its retrograde approach to the distribution of vaccines, the intellectual ownership-obsessed West, guided by the wisdom of Bill Gates, has failed to live up to its image as the putative provider of global solutions. As it focuses on protecting and exploiting its supposed intellectual property in competition with the rest of the world, the West has, embarrassingly for itself, allowed spectacular chaos to continue and amplify. As for wealth, the effects of the pandemic have aggravated the growing and insurmountable gap between the hyper-rich and the rest of humanity. The idea that everyone can someday become a millionaire has been replaced by the clear perception that the super-wealthy will do everything in their power to ensure that only a select few will ever be admitted into their club.

    China’s authoritarian system has made it easier to enact and implement policy. Powerless to solve problems, Western governments, captured by binary logic, prefer to explore hypothetical consequences and debate what emerge as two contradictory positions. With his Belt and Road Initiative, Xi has already expertly used the contrast between the image of constructive cooperation and the American addiction to war, military operations and sanctions as the solution to all problems. Xi’s gambit may translate more as image-building than economic realism, and it may rely as much on corruption as the will to collaborate, but it stands as an effective example of soft power.

    Now Xi can remake his image as a populist hero at home. His announced policies even correspond to the fantasies of populists on the right and left who would love to see the financial operators ushered out the door, replaced by laws and practices that at least appear to be transferring power to the people under the protection of the government. Xi promises to put a leash on the over-exuberant animals who alone make the law in the capitalist West.

    Antony Blinken Worries About China’s Ambitions

    The Biden administration has apparently decided that the key to consolidating its image with voters lies in a foreign policy that consists of getting tough on the nations that refuse to get in line behind US leadership. The first among them and the one most likely to inspire the kind of fear that galvanizes American voters is, of course, China. With nearly four times the population of the United States, the quantity of fear it can generate will be spectacular. And in politics, it’s the spectacle that counts.

    Bloomberg has published an article by Peter Martin with the headline, “Blinken Warns Asian Nations of China’s Growing Nuclear Ambitions,” in which he cites the US secretary of state’s “‘deep concern’ over China’s growing nuclear arsenal.” 

    Deep concern

    The emotion politicians claim to have, thanks to their privileged knowledge of geopolitical realities, which, when communicated to the people, generates the degree of fear that justifies risky and aggressive policies, including war

    The Context

    Reuters reports Secretary Blinken’s complaint that “Beijing has sharply deviated from its decades-old nuclear strategy based on minimum deterrence.” China is expected to understand that only the US is authorized to practice maximum deterrence. The following two paragraphs in the Reuters article give an idea of why Blinken’s concern is so “deep”:

    “A 2020 Pentagon report estimated China’s nuclear warhead stockpile in ‘the low 200s’ and said it was projected to at least double in size as Beijing expands and modernizes its forces.

    Analysts say the United States has around 3,800 warheads, and according to a State Department factsheet, 1,357 of those were deployed as of March 1.”

    Who wouldn’t be concerned with only 3,800 warheads to ensure peace in the world? Bloomberg quotes Chinese Foreign Minister Wang Yi, who disapproves of “countries interfering in each other’s internal affairs.” Wang added a casual historical observation “that Asian nations had been bullied by others in the past and didn’t require ‘teachers’ or ‘saviors.’” The Opium Wars apparently left an indelible smoky taste in the Chinese collective unconscious.

    The Latest Skirmish Inside the Increasingly Divided US Democratic Party

    As the Republican Party continues its existential anguish surrounding the role of Donald Trump, the Democratic Party struggles to define whether its loyalty is to the people or the lobbies that fund its campaigns. The drama played out this past week in a special election pitting two African American women against each other.

    The Los Angeles Times provides its explanation of the come-from-behind victory of mainstream Shontel Brown over progressive Nina Turner in a high profile Democratic primary election for a congressional seat in Ohio: “Brown’s primary win is a boost for moderate Democrats who have been in increasingly testy tussles with progressive activists and gives a new voice in Congress for voters who are more hungry for calm pragmatism than for the passionate populism that animates Sanders’ followers.”

    Calm pragmatism:

    The fear of calling into question the visible cause of one’s suffering because the status quo has proved so destructive that people think any change will make things even worse

    The Context

    One Democratic political consultant in Cleveland explained what he thought “calm pragmatism” amounts to: “People are tired and worn out after the last four or five years.” They have stopped thinking about the implications of political choices and simply hope there will be a new status quo. The loser, Nina Turner, claimed that her campaign “didn’t lose this race. Evil money manipulated and maligned this election.” She has a point, since the effect on politics of money — once deemed in the Christian West to be “the root of all evil” — now dominates the rhetoric deployed in campaigns to the point of definitively crippling and even excluding serious political debate. Populist passion is real, but so is the passion of fear-mongering that incites voters to retreat into the illusion of calm pragmatism.

    On an unrelated topic, Al Jazeera’s senior political analyst, Marwan Bishara, has expressed his surprise at the African Union’s acceptance of Israel as an observer despite its consistent criticism of what it qualifies as Tel Aviv’s apartheid policies. Bishara explains that African nations may “reckon that Israel has major sway in Washington and may be of help to influence the decisions of the world’s superpower in their favour.” He then adds, “Indeed, such pragmatism — read opportunism — may have worked for the likes of Sudan in getting US sanctions lifted after it began normalising relations with Israel.”

    Bishara thus equates “calm pragmatism” with “cynical opportunism.” Can the Ohio voters who chose Brown over Turner be accused of opportunism? Undoubtedly no, if only because they have nothing specific to gain from Brown’s election. The true explanation is the “evil money” Turner complains about paid for yet another media campaign based on stoking voters’ fear of the unknown. Democratic Party stalwarts — which included Hillary Clinton, Jim Clyburn and their sources of corporate money — effectively countered the successful grassroots funding of Turner’s campaign and turned the tide in Brown’s favor. Those stalwarts and their backers are the opportunists. The voters persuaded by their fear of the unknown were their dupes.

    What links these two stories together is what a significant factor in Brown’s primary victory. As the Times of Israel explains, a lobbying group, “Democratic Majority for Israel (DMFI) threw its support behind Brown.” The DMFI reportedly contributed nearly $2 million to Brown’s campaign. Why? Because they know that Turner is one of the rare American politicians who has the independence of thought to criticize Israel, something no US politician is permitted to do on pain of being branded anti-Semitic. The idea that Turner might challenge the unconditional commitment of the US to supporting Israel galvanized the white suburban voters who ended up giving Brown the majority.

    The lockstep alignment of the US with Israel has been as important a factor as access to oil in determining US Middle East policy in recent decades. That policy has been disastrous for the region, the US and the world in a variety of ways. Is that the result people still expect from following a policy of calm pragmatism?

    A Washington Post Columnist’s Shameful Feinting With Damned Praise

    Conservative Washington Post columnist Marc A. Thiessen quite logically makes it clear that he is ready to come to the defense of black Cubans as the most effective way of undermining pretentions of the most vocal black US Americans: “As the Cuban people — up to 75 percent of whom have Afro-Cuban ancestry — rose up to demand their freedom, the Black Lives Matter Global Network Foundation issued a statement praising the brutal regime that oppresses them and calling on the Biden administration to lift the U.S. embargo on Cuba.”

    Praise:

    Make an objectively true statement describing a complex situation that includes a reference to a regime that has been labeled for ideological reasons as a diabolical enemy of every moral (i.e., economic) principle the United States is believed to stand for

    The Context

    In July, protests spread in Cuba provoked by a variety of ills for which many Cubans, succumbing to conditions of severe deprivation, wish to hold their government to account. US media predictably seized upon the occasion to nourish the dream of various interested parties in the US — mostly located in the quintessential swing state, Florida — to restore the situation of effective neo-colonial rule that the US enjoyed over the island from 1915 to 1959.

    The first thing to notice in Thiessen’s piece, as in most of the media treatment in the US, is the facile use of the term “the Cuban people.” When a crowd of protesters appears, they become “the Cuban people.” Many of the same pundits in 2003 claimed that an overwhelming majority of Iraqis were ready to toss flowers at US soldiers invading their country. Honest reporters might write “a significant number of discontented Cubans” or some variation on that idea, but the dishonest ones simply declare that the protesters, some waving US flags, are synonymous with “the Cuban people.”

    Thiessen reveals his utter dishonesty when he complains that Black Lives Matters was “praising the brutal regime” in its statement. Thiessen links to a BLM statement on Instagram that begins by condemning “the U.S. government’s inhumane treatment of Cubans.” At no point does it praise the Cuban government other than citing an objective fact of “the country’s strong medical care and history of lending doctors and nurses to disasters around the world.” The BLM statement notes one other objective fact concerning a government’s policies, that “the United States has forced pain and suffering on the people of Cuba” through its embargo.

    Anyone inclined to doubt that fact need simply refer to the State Department memorandum of April 6, 1960, that describes a policy that has been in place for the last 60 years: “The only foreseeable means of alienating internal support is through disenchantment and disaffection based on economic dissatisfaction and hardship.” It recommends “every possible means should be undertaken promptly to weaken the economic life of Cuba … to decrease monetary and real wages, to bring about hunger, desperation and overthrow of government.”

    Although the sanctions regime was loosened in 2015 by Barack Obama, Donald Trump scaled back and imposed new crippling measures. During his campaign last year, candidate Joe Biden proclaimed: “I’d try to reverse the failed Trump policies that inflicted harm on Cubans and their families.” Instead, he has maintained Trump’s sanctions and last week added new ones, while promising even “more to come.”

    The Musical Is Political: Black Metal and the Extreme Right

    There has been an association between the occult, paganism and the extreme right ever since the evolution of the National Socialist German Workers’ Party from the Thule Society. In the last few years, however, commentators are noting the return to prominence of racist occultism and heathenry among the far right and have called for some of these groupuscles, such as the Order of Nine Angles, to be banned. The majority of mainstream liberal heathen groups are similarly concerned about the manner in which their contemporary religion is being appropriated by the extreme right and are organizing to resist.

    The Far Right’s Alternative History

    What is particularly disturbing is the recognition that many recent violent crimes perpetrated by the extreme right seem to be connected or influenced by such worldviews. Anders Breivik, responsible for bombings and the shooting of 77 people in Norway in 2011, identifies as an Odinist. James Alex Field, arrested for the murder of Heather Heyer in Charlottesville, Virginia, in 2017, marched alongside a flag depicting the black sun, a Nazi symbol drawing directly on Germanic heathen Ariosophic imagery, which in turn had inspired the formation of the Thule Society.

    This same black sun emblem appeared on the front and last pages of the manifesto of the Christchurch mass murderer in March 2019. The manifesto ended with the clarion call: “see you in Valhalla.” In the UK, Thomas Mair, who murdered West Yorkshire MP Jo Cox, was reported as being influenced by racist Ariosophic literature too.

    Gospel of Hate

    The internet, the dark web, online gaming forums and encrypted messaging services are frequently accused of helping to spread this gospel of hate. Thus, some academics, such as Steven Woodbridge, have cautioned of the need to watch the uses of “historical themes, imagery and language” that are used in these forums to promote their particular brand of violent political discourse. One of these potential memes is black metal music and its offshoot, national socialist black metal (NSBM). Indeed, Nicholas Goodrick-Clarke, in “Black Sun: Aryan Cults, Esoteric Nazism, and the Politics of Identity,” states that black metal and its “fascination with the occult, evil, Nazism and Hitler” were a possible motivation behind the 1999 massacre, on Hitler’s birthday, of 12 students and a teacher at Columbine High School in Colorado.

    Black metal is also associated with a series of church burnings across Norway in the 1990s by Varg Vikernes, a racist heathen and black metal musician. More recently, it was reported that Holden Matthew, the 21-year-old charged with burning down three black churches in Louisiana, was also influenced by black metal and held racist heathen beliefs. Some of black metal’s aesthetics even appear to have influenced the violent imaginary of the neo-Nazi Atomwaffen Division. Plato may have been correct when he warned “about the interconnectivity of politics and music.”

    Black metal is an extreme genre of heavy metal that first emerged in the UK with the band Venom. The subgenre took its name from the title of Venom’s second album, “Black Metal,” released in 1982. It was intended as a rejection of the commercialization of heavy metal as well as a critique of modern secular society. A second wave of the movement, which was more ideological in orientation and often emphasized Satanism or paganism, became infamous for promoting a series of church burnings. It emerged primarily in Norway in the 1990s and is exemplified by such bands as Burzum.

    This Norwegian second wave helped to popularize the genre even further and led to the creation of other black metal bands across Europe and the globe. So influential has this genre now become that one commentator said that “black metal has arguably become Norway’s greatest cultural export.”

    Karl Spracklin defines black metal as “a form of extreme metal typified by evil sounds and elitist ideologies,” with a number of bands drawing on “nationalist and fascist images and themes.” Its sound is generally characterized by shrieking and growling vocals, disjointed guitar riffs, a frenetic pace and an emphasis on atmosphere, often deliberately created through the implementation of a raw, lo-fi quality of the recording. Many black metal performers tend to adopt pseudonyms and dress in a kind of Kiss-inspired corpse paint. Upside-down crucifixes and medieval weaponry, alongside Satanic and pagan imagery, additionally appear with relative frequency on black metal websites, CD covers and tattoos.

    Other common musical and visual leitmotifs include war, death, fantasy, the apocalyptic and the mythological. Norwegian Satanic black metal band Gorgoroth, for example, took the inspiration for its name from a fictional setting in Tolkien’s land of Mordor. Although such motifs might be viewed as deliberately transgressive in order to attract devotees, some have suggested that black metal practitioners also intend the genre to function “as a springboard from which violent actions could logically emerge” with the specific intent of “reclaiming … a pagan heritage.”

    National Socialist Black Metal

    Defenders of the genre, however, argue that it “is not a unified, monolithic culture” and that accusations of violence are too frequently “fabricated by conservative groups seeking to impose their own moral agendas.” Indeed, bands such as the Rolling Stones and Eagles have been linked erroneously with a Satanic agenda as early as the late 1960s. Cronos of Venom also denies outright any religious affiliations, stating: “We are entertainers first and foremost — if I wanted to be a murderer or a Satanist, I’d do that full time instead of playing songs for a living.”

    The genre is notoriously difficult to define, with a litany of subgenre offshoots, including unblack/Christian, depressive suicidal and ambient black metal, to name but a few extreme variants. Black metal followers also argue, in their defense, that the music is primarily mystical, celebrating a romantic and idealized view of the past which is heavy on ritual and critical of secularism. Aron Weaver, of the US black metal and heathen-inspired band Wolves in the Throne Room, describes it “as an artistic movement that is critiquing modernity on a fundamental level, saying that the modern world view is missing something.”

    Some contemporary UK black metal bands, such as Winterfylleth, while admitting that their “musical influence … unashamedly borrows from Burzum” and other black metal bands of an extremist predisposition, say that they do “not necessarily” believe the message behind those bands. A number of black metal followers would agree, as Spracklin points out, with many fans making “a distinction between the sound and the ideologies.” There are also heathen black metal bands, such as Norway’s Enslaved, that are avowedly anti-Satanic and anti-fascist.

    Some black metal musicians are openly Satanist but reject Nazism. King ov Hell, who played in Gorgoroth, states that “I am totally against every form of flock ideology. Nazism is an ideology of the flock.” There is even a countermovement against Nazism within the black metal music scene, evidenced by the US-based band Neckbeard Deathcamp and its 2018 album, “White Nationalism is for Basement Dwelling Losers.” The latter is a satirical critique the NSBM subgenre, which is avowedly pro-Nazi.

    Black Metal Against Racism

    While it is important to point out that national socialist black metal remains a minority element within black metal, signs of far-right extremism similarly contaminate related musical genres such as goth, industrial and neofolk. The latter incorporates elements of traditional European folk and reconstructed medieval instruments, exemplified by such bands as Fire, Sol Invictus and Death in June. The latter take their name from the Night of the Long Knives, when Hitler arranged the murder of his rivals in the Sturmabteilung critical of his policies. Nazi imagery, including the death head worn by the SS, is a consistent theme on their album covers, as are such Germanic runes like Algiz and Odal that were appropriated by neo-Nazis into their blood-and-soil ideology.

    According to one Death in June fan on Nordic Elite in a post now removed, “European Civilisation … is going down the drain with the jewish/American mulicultural invasion.” But in the neofolk scene, too, there are recently established bands that are explicitly anti-racist and who reach a much larger, liberal audience. The band Heilung, for instance, recently issued a statement on the alleged harassment of a black woman at a performance in New York: “Apparently some people attended our ritual with the idea that Heilung is only for white people … This is not the case. Heilung is for ALL people, regardless of the color of the skin. And we are sorry that this happened at our show. We do not tolerate hate speech and racism.”

    The neofolk band Wardruna, the authors of the soundtrack to the History Channel series “Vikings,” has made prominent anti-racist statements. In a blog promoting “antifascist neofolk bands from around the world,” the band’s lead singer, Einar Selvik, states: “It is a very positive effect, that increased interest does not allow the subculture on the extreme right wing to use our history in peace. We have somehow taken our own story back.”

    Whilst outright extremism in the neofolk, black metal and related music scenes is not the norm, it is important to address this problem as well as to draw attention to instances in which such prejudice is less explicit. The Manchester-based Winterfylleth may denounce Nazism by labeling it “the first attempt at some kind of tyrannical EU,” but their critique of extremist politics is reserved. Note that they were “not necessarily” believers in national socialism — this is far from outright rejection.

    Winterfylleth are overtly nationalistic and “unashamedly Anglo-Saxon in their approach” to their music, expressing a particular concern about a loss of national English identity. Hence their recent turn from black metal to a more lyrical folk black metal style, evidenced by their 2018 song “The Hallowing of Heirdom” with its melancholic refrain, “So who are we now?” Fandom comments on the latter signify an ambiguous range of responses to their politics and new musical direction, from the negative (“its like countryfile meets the druids”), to the more enthusiastic (“Celebrate that you are English… hail Woden”).

    Another English pagan metal or folk metal band, Forefather, like Winterfylleth also celebrates its Anglo-Saxon roots. Intriguingly, with these UK bands, a broadly Germanic influence has become explicitly rooted more in specific English heathen blood-and-soil themes, exemplified in songs such as “When Our England Died.” Fan comments tend to praise the greatness of Anglo-Saxon culture and critique other foreign elements.

    Beyond the Footnote

    Given that not all black metal fans are fascists or Satanists, that many are simply intrigued by the genre’s ability to shock and entertain, and that some are genuinely attracted to the genre for its interest in ancient heathen religion, an even more specific blood-and-soil subgenre emerged from within black metal, the NSBM. National socialist black metal aimed to specifically distinguish its politics and religiosity much more clearly than black metal. It mixes extreme-right racism with paganism, is explicit in its rejection of Judaism, Christianity and Islam, and was very much influenced in its development by the actions of Varg Vikernes. It is also violent, exemplified by the German NSBM band Absurd and their killing of a 15-year-old boy, which they also then referenced on the cover of their 1995 album, “Thuringian Pagan Madness.”

    According to Benjamin Hedge Olson, NSBM “reskins the classical fascist ideological elements and combines them with racist and ethnic Paganism.” Critics state that NSMB is deliberately being utilized “as a vehicle to spread hate and radicalize nominally apolitical metal fans.” While many of these NSBM bands appear to be primarily Ukrainian and Scandinavian, the subgenre has become global. According to Celan Brill-Voelkle, “When the keywords ‘national socialism’ are searched in ‘the metal archives’, there are an astounding 774 results of active bands worldwide.”

    Ian Stuart Donaldson, former lead singer of the English Nazi rock band Skrewdriver, once stated that “A pamphlet is read only once, but a song is learnt by heart and repeated a thousand times.” Given their global reach and violent messaging, NSBM and other extremist elements within black metal can be seen to promote “paganism and Nordic folk myths … far more effectively than any number of meetings and marches could.” While others have commented on the way in which Christian nationalists are trying to infiltrate and influence mainstream Christian groups “in order to pull Christians to the far right,” there is an urgent need to monitor more closely a similar development within heathenry.

    The black metal genre, alongside the existence of extremist racist heathen groups such as the O9A, is interesting for another theoretical reason too. It reinforces the conclusion made by Graham Macklin more than 15 years ago that if scholars of the far right in the UK look beyond a traditional narrow political lens, they will see that a study of fascism in Britain, given its wide cultural influence, deserves more than a mere epilogue or footnote in the history books.

    It’s Time to Make India’s Education Good Enough for All

    The COVID-19 pandemic has detrimentally impacted education systems worldwide. Of the 1.2 billion children that the coronavirus has thrown out of classrooms, at least one-third have no access to remote learning and hence no access to education. The UN estimates that 24 million children will not return to school due to the fallout from the pandemic. Solving the education crisis needs to be a priority for governments.

    This issue is of particular significance in India, where the pandemic has steeply, and perhaps irreversibly, increased education inequality. Over 1.5 million schools have closed down, depriving 6 million children of basic education. The government has been preoccupied with issues such as the pandemic, the migrant crisis, the farmer protests and state elections. It has failed to focus on education.

    Exacerbated Negatives

    Even as capitalist a country as the United States provides its populace with free public schooling. In contrast, a supposedly socialist India is unable to educate its children. India, currently in its youth-bulge phase, has 600 million citizens under the age of 25. The education of these young people can and should be India’s catalyst for economic, social and political growth.

    The socioeconomic benefits of education outweigh its costs. For example, the pervasiveness of child marriage among girls with no education is 30.8% versus 2.4% for girls who have received higher education. Bearing in mind the fact that more than one out of four Indian child brides become teenage mothers, providing girls with education could help solve the problem of child marriage, which would subsequently combat teenage pregnancy and high infant mortality rates. Education could also reduce the rampancy of child labor while also reducing rates of preventable diseases. 

    Unfortunately, the Right of Children to Free and Compulsory Education Act, 2009 (RTE) and India’s new education policy have no provision for dealing with the current crisis. Its Constitution declares India to be a “sovereign, socialist, secular, democratic republic.” Many politicians claim to be socialists. Yet the pandemic has proven that socialism is merely an empty slogan in India. Health and education are highly privatized. Citizens have to pay for basic treatments and for half-decent schools.

    The education system had many issues long before COVID-19 made matters worse. The pandemic has only exacerbated the negatives. The RTE had noble intentions but mixed results. India needs a modern education system that expands both the minds of the young and the arc of their opportunities. The pandemic has been terrible for students, but it provides a great opportunity for reform. It remains to be seen if the government will grasp the opportunity.

    Legislating Education

    Under the current legislation, both the central government in Delhi and the state governments individually can pass laws concerning education. Generally, schools are administered by the state departments of education, while the central government dictates overall guidelines and policy. The Ministry of Human Resource Development oversees the education and literacy of the entire country, conducted in three types of schools: private unaided, private aided, and government-funded and government-run public schools. According to data from the Indian Education Ministry, 75% of all schools are government-owned, responsible for the education of approximately 65% of all school students, or 113 million, across 20 states.  

    According to Oxfam India, 80% of students in government schools have received no education since the pandemic began. Furthermore, despite the government broadcasting certain classes on television, many students have been unable to access them because they lack basic infrastructure at home. Over 200 million Indians do not own a television, phone or radio. Additionally, this method of teaching and learning is not interactive, with students finding it difficult to grasp the material.

    While poor government schools remain closed, private schools have adapted to virtual learning. However, only 23% of all Indian households have access to a computer. This figure drops to only 4% among the rural population. Rural areas in particular are struggling with the fallout from the pandemic such as the migrant crisis and rampant unemployment, so education ranks low on local governments’ priority lists.

    To make matters worse, the closing of schools in early 2020 translated to the effective cancellation of the Mid-Day Meal Scheme that provided 116 million schoolchildren with hot meals. The central government has drafted guidelines for states and union territories to supply cooked meals or food-security allowances to schoolchildren. However, it is clear that various municipalities have failed to implement these guidelines. For instance, Bihar took 44.6 million tons of grains from the central government in 2019 to feed schoolchildren; in 2020, this figure dropped to zero. Children are not only missing out on education but also on nutrients. This is reversing years of progress that India had made in combating malnutrition. It is well known that malnutrition hinders intellectual development and can lead to poor academic performance, disease and even death. Children in poor families now face an increased risk of malnutrition as the gap between them and their more prosperous counterparts increases by the day.

    But even children from more affluent families are struggling to cope with online learning. Depression and anxiety are on the rise. In India, board examinations — the final set of tests for students graduating from high school — have been canceled. This has left millions of students worrying about their future. 

    Misguided Provisions

    One of the key problems with the Right of Children to Free and Compulsory Education Act is that it is poorly drafted. It is unclear and repetitive. According to the District Information System of Education, as of 2016, only 13% of all Indian schools achieved compliance with RTE norms. As a national act, the RTE establishes certain parameters, procedures and standards for both private and public schools to follow. It places a primary emphasis on the idea of education for all by dictating that every child between the ages of six and 14 must be eligible to receive free education. However, Indian children are still struggling to obtain the education promised to them.

    The most adversely affected are the children living in rural areas who make up 73% of Indian youth. About 90% of the facilities in these districts are government-run public schools that struggle with untrained teachers and poor infrastructure, failing to meet the standards set by the RTE. Schools that do not follow these standards are forced to shut down. In many cases, these schools are the only option available.

    According to the India School Closure Report published by Centre for Civil Society in India, between April 2015 to March 2018, 2,469 schools were closed in 14 states due to RTE non-compliance, while 4,482 were threatened with closure and a further 13,546 were served closure notices. In line with Luis Miranda’s analysis for Forbes India, if we assume an average of 200 students per institution in Punjab, the closure of 1,170 schools there as of August 2015 amounted to 234,000 students being unable to attend a school of their choice or to receive an education at all in just one state.

    For several states, data on the extent of school closures remain missing. As of 2016, total enrolment in public schools was only 1% higher for elementary schools and 2% higher for secondary schools compared to 2000. Data from 2016 reveal that enrolment decreased in states such as Madhya Pradesh, Assam and West Bengal.

    The RTE has misguided provisions that may be well-meaning but are highly damaging. The act mandates a 25% quota to be reserved at the entry-level of educational institutions for students from economically weaker sections and disadvantaged groups. The law states that the central government must reimburse schools for the costs incurred due to the quota by either paying schools’ per-child expenses or the fees charged, whichever is lower.

    However, this provision has been implemented unevenly. In 2013-14, Madhya Pradesh filled 88.2% of the 25% quota and Rajasthan filled 69.3%, while states like Uttar Pradesh managed only 3.62% and Andhra Pradesh just 0.21%. Furthermore, corruption under the quota provision is also rampant. Parents often issue fraudulent income certificates to qualify under the quota, and schools do not oppose bribery as they favor students from affluent families. When wealthy private schools try to integrate economically weaker students, existing students often withdraw their admission due to a broad physical, infrastructural and cultural chasm between the classes. In India, there is still a stigma around studying with someone from a vastly differing economic background. 

    Adding Insult to Injury

    There is another problem with the quota system for economically underprivileged children. The central government is supposed to reimburse state governments who fund schools for filling their quota. Unfortunately, there is no methodology for this. The central government decides on an ad hoc basis what any state is supposed to get. For example, in India’s most populous state of Uttar Pradesh, expenditure per child per year is 3,064 rupees, or approximately $41. However, the central government gives this state of 236 million people only 450 rupees, or around $6, for every poor child. Naturally, schools have little incentive to fill their quota for economically underprivileged children, meaning that a mere 3.62% of the seats are filled. 

    More significantly, the RTE has failed to address the fundamental issue of the lack of quality in Indian education. According to the 2018 “Annual Status of Education Report,” 55% of fifth graders in public schools could not read a second-grade textbook. The quality of teachers tends to be poor. Their pedagogies are almost invariably outdated. Teachers often lack motivation and training. In 2015-16, 512,000 teachers — or one in six — in elementary government schools were untrained.

    One nationwide survey revealed a teacher absentee rate of 23.6% in rural areas. In states like Uttar Pradesh, teachers are hired by paying bribes. Often, they are barely literate. When teachers are qualified, they often run private coaching businesses instead of teaching in the schools. 

    To add insult to injury, untrained teachers use curricula that have little relevance to the lives of poor schoolchildren. They champion rote-based learning and, more often than not, destroy creativity. Many schools lack proper buildings, decent roofs and proper toilet facilities, especially for girls. Blackboards, basic learning aids and even chalk can run short. In 2018-19, only 28% of all government schools had computers and only 12% had an internet connection. Despite the government campaigning for a digital India, it has done little to provide computers and internet connectivity to schools across the country.

    Time for Reform

    As of 2020, India spent just 3.1% of its GDP on education. Importantly, every national policy since 1968 has recommended a figure of 6%. Other developing countries such as South Africa and Brazil spend 6.5% and 6.3% respectively. The government of India could start with emulating its BRICS counterparts in increasing the amount it spends on rearing the next generation.

    Even the little amount India spends on education often does not reach schoolchildren, the intended beneficiaries of the system. Like all aspects of Indian life, corruption causes much harm to the most vulnerable of the country’s citizens. The upper and middle classes almost invariably send their children to private schools, as do officials in charge of drafting India’s education policy. It is only the children of the poor who end up in government education, with parents having little knowledge or influence to demand either accountability or quality.

    Officers of the Indian Administrative Service (IAS) preside over all ministries in India from finance and industry to culture and education. These IAS officers have little if any experience in education. These officers often spend their time trying to get postings to departments with more power and greater opportunities for corruption. They have little incentive to reform the broken system either at the level of the state or national government. Politicians see little gain from focusing on education either. They are always too busy with the next election.

    India’s citizens have to demand better use of their taxpayer money. The best use of that money in the long term is investment in education, not only in as funding but also good policymaking. Politicians must entrust this policy to educationists, not IAS officers. In the past, India’s great institutions were set up by the likes of Rabindranath Tagore, Madan Mohan Malaviya and Sir Syed Ahmad Khan, not faceless bureaucrats.

    India needs educational reform now more than ever. The pandemic has been devastating for hundreds of millions of students. If the government fails to act now, India will become an even more unequal and divided nation than it is today. Without high-quality mass education, the country will never have the skill or the knowledge base to be a truly dynamic economy. India’s government schools need to be good enough for the children of top politicians, not just for its poor downtrodden masses.

    We Are Not Worthless: Resentment, Misrecognition and Populist Mobilization

    We live in resentful times. Dare we even utter these words? They sound as trite and cliché as that time-honored opening sentence that has introduced so many articles on populism in recent years, “A specter is haunting Europe.” It can easily apply to Latin America, or the United States or, why not, India, Turkey or the Philippines. But, to abuse a well-known adage, only because something is trite does not necessarily mean that it isn’t true.

    The fact is that we do live in an age of resentment, and populism has been among its main political beneficiaries. Resentment has been credited for propelling Donald Trump into the White House in 2016, contributing to the narrow success of the Brexit vote, playing a major role in Jair Bolsonaro’s election in 2018, and fueling the most recent upsurge in support for radical right-wing populist parties in Europe. Those who vote for them are said to be “fearful, angry and resentful of what their societies have done for them over the years.” Those of us who have been studying these developments for the past several decades could not agree more.

    Unsocial Passion

    Populism derives much of its impetus from the force of the emotions it evokes. The arguably most potent of these emotions is resentment. Unfortunately, more often than not, the link between resentment and populism is merely asserted, as if it were self-evident. As a result, resentment is either trivialized or comes to stand for about any emotion considered objectionable.

    The reality is, however, that resentment is a highly complex, equivocal and ambiguous emotion.  Etymologically, resentment derives from the French verb ressentir, which carries the connotation of feeling something over and over again, of obsessively revisiting a past injury (from the outdated se ressentir). It is for this reason that Adam Smith, in his 1759 treatise on moral sentiments ranks resentment among the “unsocial passions.” This is not to say that resentment is an entirely odious and noxious passion. On the contrary, Smith makes a strong argument that resentment is “one of the glues that can hold society together.” For, as Michelle Schwarze and John Scott have pointed out, “we need the perturbing passion of resentment to motivate our concern for injustice.”

    On this view, resentment represents what Sjoerd van Tuinen has called “a mechanism of retributive justice” that “prevents and remedies injuries.” It is from this sense that Smith’s notion of resentment as the glue that holds society together derives its logic and justification. If resentment is an unsocial passion, it is, as Jerry Evensky has argued, that resentment, if “unregulated … can be the most socially destructive of all passions.” Here, resentment is nothing but vindictiveness and rancor, the urge to find malicious pleasure in revenge. This is the dark side of resentment.

    The other, positive side to resentment is what Smith calls the “safeguard of justice and the security of innocence.” In this iteration, resentment serves as a mechanism that “prompts us to beat off the mischief which is attempted to be done to us, and to retaliate that which is already done; that the offender may be made to repent of his injustice, and that others, through fear of like punishment, may be terrified from being guilty of the like offence.” This type of resentment is, as Jonathan Jacobs has put it, “vitally important to maintaining the proper regard for the status of persons as equal participants in a common moral world.”

    As a moral emotion, Elisabetta Brighi has stated, “resentment is not only an appropriate individual response to failures of justice, but it is also an indispensable attitude to cultivate if an overall degree of fairness is to be maintained in society.”

    An excerpt from a speech by Frederick Douglass, the prominent 19th-century African American abolitionist, orator and preacher illustrates the point. Speaking before the American and Foreign Anti-Slavery Society in 1853, Douglass noted that it was “perhaps creditable to the American people” if European immigrants from Ireland, Italy or Hungary “all find in this goodly land a home.” For them, he continued, “the Americans have principles of justice, maxims of mercy, sentiments of religion and feelings of brotherhood in abundance.” When it came to “my poor people (alas, how poor!) enslaved, scourged, blasted, overwhelmed, and ruined,” however, “it would appear that America had neither justice, mercy, nor religion.” As a result, he charged, African Americans were aliens “in our native land.”

    Strangers in Their Own Land

    The irony should not be lost on anyone who has followed the course of American politics in recent years. In 2016, Donald Trump not only secured the Republican nomination, but he was also elected president of the United States. He did so on a platform that catered to the disenchantment of large swaths of the country’s white population with a political class that appeared to care little about their concerns. Trump scored particularly big among the millions of white Americans who thought of themselves as having become, in Arlie Russell Hochschild’s words, strangers in their own land.

    Similar sentiments have been reported from the eastern part of Germany. A study from 2019 by one of Germany’s leading public opinion firms came to the conclusion that 30 years after unification, “many eastern Germans still feel like aliens in their own home.” The political fallout has been dramatic: The “feeling of alienness” has informed party preferences more than have differences between political agendas.

    Other studies have shown that a significant number of eastern Germans see themselves as second-class citizens. Talia Marin, who teaches international economics at the technical university in Munich, traces these sentiments to the fact that after unification, many eastern Germans were being told in not particularly subtle ways that their skills and experience acquired during the communist period “had no value in a market economy.” Confronted with this “feeling of worthlessness,” they “lost their dignity.” A representative survey from 2019 provides evidence of the extent to which eastern Germans continue to feel slighted. In the survey, 80% of respondents agreed with the statement that their achievements in the decades following unification have not received the recognition they deserve.

    Dignity, studies have shown, is central to contemporary politics of recognition. It is at this point that resentment and populism meet. For, as Grayson Hunt has argued, resentment represents “an interpersonal dynamic which desires the restoration of respect.” Recognition, Charles Taylor has noted, constitutes a “vital human need.” Recognition entails, in Avishai Margalit’s words, “acknowledging and honouring the status of others.”

    The opposite is misrecognition. Misrecognition, in turn, is a major source of resentment. Pierre Rosanvallon, in a recent essay on populism, ranks resentment among what he calls the “emotions of position.” These are emotions that express “rage over not being recognized, of being abandoned, despised, counting for nothing in the eyes of the powerful.” In his view, what provokes these emotions is the huge gap that often exists between objective reality, such as the fact that, in terms of GDP, France is ranked fifth among industrialized economies. Subjectively, however, the daily lived experience of a substantial number of French people is quite different who face difficulties making ends meet.

    France is hardly unique. As early as 2008, one of the BBC’s top executives, Richard Klein, noted that “the people most affected by the upheaval” that had characterized Britain during the past decade, both economic and cultural, “have been all but ignored.” Klein’s comments were made at the occasion of a BBC documentary series on Britain’s white working class. The documentary revealed a profound sense of “victimhood, rage, abandonment and resentment” among these strata. Not even the Labour Party, once the protector of working-class interests, seemed to consider them important. As a result, they felt completely abandoned, no longer worthy of dignity and recognition.

    This is what also seems to have happened in post-unification eastern Germans, or at least not in the perceptions of eastern Germans. Otherwise, they would hardly consider themselves second-class citizens, not on an equal footing compared to westerners. The result has been widespread resentment, surfacing, for instance, during the refugee crisis of 2015-16. At the time, the priority was to integrate the hundreds of thousands of newcomers Angela Merkel’s government had allowed to enter the country. For good reasons, in the east, the mood was one of irritation, if not outright hostility.

    The predominant notion was that the government should first integrate what was once communist East Germany. Eastern Germans complained that in the years following unification they had been asked to fend for themselves. Yet a few decades later, the state was lavishing benefits and support on refugees. For them, eastern Germans grumbled, the state did have money, for “us,” not.

    Misrecognition

    The eastern German case is a classic example of misrecognition, defined as the denial of equal worth, which prevents its victims from interacting on par with the rest of society. It denies its victims mutual recognition and, in the most extreme case, excludes them from equitable and just (re)distribution. Objectively, this might sound like a thoroughly unfair assessment. After all, for decades, the German government transferred a massive amount of funds to former East Germany (GDR). German taxpayers were forced to pay a “solidarity surcharge” designed to finance Aufbau Ost, a program of reconstruction designed to allow the eastern part of the country to catch up with the west.

    Yet none of these measures appear to have substantially reduced the lingering sense of resentment prevalent among large parts of the eastern German population. In 2019, around 60% of respondents in the state of Brandenburg considered themselves second-class citizens, while some 70% resented the economic and political dominance of westerners. Two years later, a few days prior to the regional election in Sachsen-Anhalt in June 2021, 75% of respondents there agreed with the statement that “in many areas eastern Germans continue to be second-class citizens.”

    The Politics of Recognition vs. Redistribution

    Federico Tarragoni, a leading French expert on populism, provides another illustration of misrecognition, this time not from Western Europe but Latin America or, more precisely, from Venezuela. Tarragoni is primarily interested in explaining the widespread support Hugo Chavez garnered among large parts of Venezuela’s population. On the basis of discussions with ordinary Venezuelans living in the outskirts of Caracas, he reports the profound sense of injury and injustice experienced on a daily basis by the inhabitants of these barrios, who have a strong sense that nobody has any interest in them. They are cut off from the rest of Caracas. As one resident puts it, these are places where taxis don’t go. For Venezuela’s high society, these barrio dwellers are nothing but “savages” for whom they have nothing but disdain and contempt.

    It should come as no surprise that contempt on the part of one side breeds resentment on the part of the other. Resentment, in turn, evokes a panoply of related emotions, such as anger, rage, even hatred, and particularly a wish for vengeance. When unfulfilled, however, when justified grievances are met with smug indifference on the part of those in charge, the wish for vengeance is likely to turn into resignation. In the sphere of politics, resignation is reflected in a drop in electoral participation, at least as long as there is no credible alternative. This is where populism comes in.

    Feeding on Resentment

    Populism feeds on resentment. Populist discourses of resentment “encode reactions to a sense of loss, powerlessness, and disenfranchisement; they consolidate feelings of fear, anger, bitterness, and shame.” The targets of populist discourses are, however, rarely the institutions and policies responsible for socio-economic problems, such as neoliberalism, international financial markets or transnational corporations. Rather, they are found in groups that appear to have gained in visibility and recognition, such as ethnic and sexual minorities, while others have been losing out. Populists channel the resulting wish for vengeance to the one place where everybody, independent of their social status, has a voice — at the polls.

    Election time is payback time. This is how two prominent Austrian political scientists commented on the fulminant upsurge of support for the Austrian Freedom Party (FPÖ) under its new leader, Jörg Haider, in the late 1980s. In the years that followed, the Austrian experience was replicated in a number of Western European countries, most notably Italy, Switzerland and across Scandinavia. The arguably most egregious case in point, of course, was Donald Trump’s victory in 2016 — an act of vengeance, at least in part, against a political establishment that more often than not appeared to show little more than thinly veiled contempt for ordinary people and their increasingly dim life chances (viz Hilary Clinton’s “basket of deplorables”).

    The vote for Trump was an instance of what Andrés Rodríguez-Pose, from the London School of Economics, has characterized as “the revenge of the places that don’t matter.” These are once-prosperous regions that have fallen on hard times, walloped by the decline of mining, by deindustrialization and offshoring: the Rust Belt in the United States, northern England in the UK, Wallonia in Belgium, the Haut-de-France region in the north of France. These areas have been left behind in the race to remain competitive — or regain lost competitiveness — in the brave new world informed by financialization and globalization.

    To be sure, these developments have been going on for some time. More than a decade ago already, the French political geographer Christoph Guilluy drew attention to the emergence of what he called “la France périphérique” — peripheral France. These are areas increasingly cut off from the dynamic urban centers. These are the areas, Guilluy noted, where the large majority of the “new popular classes” live, far away from the “most active job markets.” Thus, Guilluy charged, “for the first time in history, the popular classes no longer reside ‘where the wealth is created’ but in a peripheral France, far from the areas that ‘matter.’”

    The demographer and historian Hervé le Bras has extended the territorial analysis to include France’s educated middle class. He finds that “territorial segregation” increasingly also affects these social strata, segregation largely dictated by educational level. The higher the level of education, the closer a person lives to the urban center. The opposite is true for those disposing of lower levels of schooling who, as a result, see their upward mobility effectively blocked. The situation of qualified workers is hardly any better. Their qualifications progressively devalorized, they too find themselves relegated to the periphery, far away from the most advanced urban centers, more often than not forced to do work below their qualifications.

    Brave New World

    In this brave new world, it seems, a growing number of people are left with the impression that they have become structurally irrelevant, both as producers, given their lack of sought-after skills, and as consumers, given their limited purchasing power. Unfortunately for the established parties, as Rodriguez-Pose readily acknowledges, the structurally irrelevant don’t take their fate lying down. Telling people that where they live, where they have grown up and where they belong doesn’t matter, or that they should move to greener shores where opportunities abound more often than not has provoked a backlash, which has found its most striking expression in growing support for populist movements and parties, both on the left and on the right.

    The eastern part of Germany is a paradigmatic case in point. British studies suggest that there is a link between geographical mobility — and the lack thereof — and support for populism. To be sure, there are plenty of people who insist on staying in their familiar surroundings for various perfectly sensible reasons, such as family, friends and proximity to nature. At the same time, however, there are also plenty of people who stay because they have no options, which, in turn, breeds resentment.

    As Rodríguez-Pose has observed, “the lack of capacity and/of opportunities for mobility implies that a considerable part of the local population is effectively stuck in areas considered to have no future. Hence, the seed for revenge is planted.” This is what has happened in parts of eastern Germany. One of the most striking demographic characteristics of eastern Germany is its skewed age distribution, disproportionately dominated by the elderly. And for good reason: After unification, many of those who could get away left in search of better life chances in the west.

    The German ethnologist Wolfgang Kaschuba has characterized the rise of the Alternative for Germany (AfD) in the east as “the revenge of the villages.” In fact, a number of studies have shown that the AfD did best in structurally weak areas, characterized by demographic decline and lack of perspectives for the future. The most prominent example is Lusatia, a region in eastern Brandenburg and Saxony, bordering on Poland. In the regional elections in 2019, the AfD reached some of its best results in Lusatian villages, in some cases almost 50% of the vote.

    The region is known for lignite mining, which during the GDR period represented a major industrial sector, attracting a number of industries and providing employment for the whole region. After unification, however, most of these industries closed down, resulting in mass unemployment and a large-scale exodus of anyone who could. The recent reversal of Germany’s energy policy, which entails a drastic reduction of coal in the energy mix, means that the days of lignite mining are counted — another blow to the region, rendering it even more economically marginal — if not entirely irrelevant. Under the circumstances, resentment is likely to remain relatively high in the region and with it continued support for the AfD.

    Resentment, the Presbyterian bishop, theologian and moral philosopher Joseph Butler insisted in a sermon from 1726, is “one of the common bonds, by which society holds itself” — a notion later adopted by Adam Smith. Today, the opposite appears to be the case. Today, more often than not, resentment is the main driver behind the rise of identity-based particularism (also known as tribalism) and affective polarization, both in the United States and a growing number of other advanced liberal democracies.

    Diversity in its different forms, with ever-more groups seeking recognition, breeds resentment among the hitherto privileged who perceive their status as being assaulted, lowered and diminished. The current stage of liberal democracy, or so it seems, generates myriad injuries and grievances and multiple perceptions of victimization, each one of them prone to fuel resentment, providing a basis for new waves of populist mobilization.

    Populist mobilization, in order to have a chance to succeed at the polls, has to offer a positive motivation to those who experienced disrespect, contempt, slight or a general lack of recognition or appreciation. This is, to a certain extent at least, what is meant when we talk about the “populist valorization” of the experiences of ordinary people. Valorization means in this context taking ordinary people, their concerns and grievances seriously. Populist valorization, however, falls far short of the norms of recognition, which are based on mutual respect and esteem.

    It represents nothing more than what Onni Hirvonen and Joonas Pennanen characterize as a “pathological form of politics of recognition” centered upon “the in-group recognition between the members of the populist camp” and the denigration of anyone outside. As such, it cannot but “contribute to the feelings of alienation and social marginalization” that were the source of resentment in the first place. It is unlikely to assuage the profound political disaffection permeating contemporary advanced liberal democracies. In the final analysis, the only ones who truly benefit from the politics of resentment are populist entrepreneurs.

    America, the Stumbling Giant

    The United States has been the most powerful country in the world for 130 years and has actively led the international community for 75. With only 4.25% of the world’s population, the US still accounts for a little more than 24% of the world’s GNP. Its military is by far the world’s most powerful, with a budget larger than the next 12 biggest militaries combined. The US has the highest per capita income of any major country and the most diverse and creative economy the world has ever seen. It leads in virtually every technology critical for economic and military predominance, from artificial intelligence to materials science. Its democracy has set a standard the world has looked up to for 240 years.  

    But the American giant is stumbling. Today, Americans fear that the US is in decline. Its economy is progressively skewed to the ultra-rich. Its national government is almost paralyzed. China is challenging Washington’s international power and leadership. American society is more divided than at any time since the Civil War, with up to 40% of Americans believing that a “strong man” leader — a fascist — is preferable to democracy.

    Almost all Americans worry that for the first time in history, their children will be poorer than they are. Many of America’s political moderates and progressives fear that America’s democracy will be replaced by fascistic autocracy and consider former president Donald Trump and the current Republican Party fascist. Yet on the other side of America’s political divide, an NPR/Ipsos poll in December 2020 found that 39% of Americans believe that the country is controlled by a sinister “deep state,” and this enrages them.

    Social Stresses

    My family and I are literally what made America. Since my ancestors arrived in 1620 on the Mayflower off the shore of Cape Cod, in Massachusetts, America was created by “White Anglo-Saxon Protestants,” popularly known as WASPs. The culture that shaped the United States for 350 years was overwhelmingly English, then Western European, with a dominant Puritanical, Protestant ethos.

    For 15 generations, America was also culturally and legally a society for whites. Even for my generation growing up in the 1950s and 1960s, many Americans still changed their surnames to sound more “Anglo” — dropping the last vowel, say, from the Italian (and Catholic) “Lombardi” to “Lombard,” to appear more WASP-like and less “ethnic” or un-American. Fully 10% of the population was black, but they were excluded from power and lived on the cultural periphery. Half the nation still lived in an apartheid “whites only” regime, the legacy of centuries of white domination and black slavery. In the media, one saw only white faces like mine, except in subordinate or, rarely, in “exotic” roles. And, of course, America, like the rest of the world since time immemorial, was only a man’s world.

    But with the passage of the Civil Rights Act of 1965, America began a stupendous social change, with blacks and women gaining unprecedented rights. Furthermore, non-WASP immigrants have arrived in the US by the tens of millions. When I was born, America was over 88% white. By the year 2045, under 50% will be white. The trend has already been clear for decades. In the past dozen years, the US has elected a black president twice, a black-Indian female vice president, and its second Catholic president.

    Today, the US has a vibrant black middle class. Its Asian population is growing rapidly. Asian and Indian Americans hold many prominent positions in the country’s economic and scientific establishments. Women now hold countless key positions in all sectors of the US economy, including boardrooms. This demographic and social revolution has diversified America but also engendered a nativist, racist reaction and the rise of a fascist: Donald Trump.

    Socially conservative whites — especially the least educated — have literally taken to the streets to “save” their country from these changes. Donald Trump voices their anger and their demands. Having lost the presidential election of 2020 yet having refused to accept verified results, the Republican Party has taken dozens of measures to restrict voting access for non-whites. There has been talk of civil war, and there has been an insurrection.

    Economic Stresses 

    Real incomes have largely stagnated for about 40 years. Globalization has destroyed entire sectors of America’s middle-class economy. Much of US manufacturing has moved abroad to lower-wage economies. In the 1960s, the single male income earner could provide a middle-class life for most families. Today, 60% of families require two full-time incomes to maintain a middle-class life. According to a Brookings paper, women account for “91% of the total income gain for their families.”

    In 2019, a Federal Reserve study found that almost 40% of Americans “wouldn’t be able to cover a $400 emergency with cash, savings or a credit-card charge that they could quickly pay off.” With $41.52 trillion in assets, the top 1% of households control more than 32% of the country’s wealth. With just $2.62 trillion in assets, the bottom 50% own a mere 2%. This concentration of wealth is creating social and political strains.

    The Republican Party has based its appeal on these grievances for decades, and Trump, the classic demagogue, exploited them all the way to the presidency. Blaming stagnation and increasing economic insecurity of ordinary Americans — and their loss of white social status — on globalization has been a ploy of Republicans since the mid-1960s. The party has progressively based its appeal on such tropes and fears since.

    Today, Republicans systematically oppose any action by the federal government as a threat to “freedom.” They seek to reduce taxes, gut economic regulations, lower investments in infrastructure and slash expenditure on education, which they deem to be a means of dangerous social engineering. 

    Political Stresses

    As McKay Coppins has pointed out in The Atlantic, after emerging as the leader of the Republican Party in 1994, “Newt Gingrich turned partisan battles into bloodsport, wrecked Congress, and paved the way for Trump’s rise.” As speaker of the House of Representatives, Gingrich sought to demonize and destroy the Democratic Party. He refused to cooperate, let alone compromise with the Democrats at any level either in the White House or Congress.

    When Barack Obama was elected president, Republican Senate Majority Leader Mitch McConnell acted ruthlessly to oppose everything the Obama administration proposed. Before the 2010 midterm elections, McConnell declared: “The single most important thing we want to achieve is for President Obama to be a one-term president.” Today, McConnell has stated that “100% of his focus is on blocking” President Biden’s agenda.

    Since the mid-1990s, American politics has turned increasingly polarized, its federal government almost paralyzed. There are two principal reasons the US suffers from political rigor mortis. First, the Republican Party has become increasingly intransigent and partisan. The Democratic Party remains more moderate and open to compromise but has gotten little in return from the Republicans. Second, America’s electoral structures accord a disproportionate weight to rural districts, which is where the anxious, angry and reactionary WASPs and other whites live. The more ethnically diverse, urban and educated citizens tend to live in the major cities, heavily concentrated on the country’s Atlantic and Pacific coasts. 

    On July 1, 2019, Wyoming’s population was 578,759 while California’s numbered 39,512,223. In the presidential elections, Wyoming receives three electoral college votes; California receives 55. This means a vote for president in Wyoming is worth more than 3.72 times a vote in California. However, it is in voting for the US Senate where Wyoming really has an edge. Every state in the US elects two senators, regardless of its population. This makes a vote in Wyoming 68.27 times more valuable than a vote in California. 

    This structural bias toward less populous rural states gives Republicans a tremendous political advantage. It has enabled them to triumph in two of the last six presidential elections despite winning a minority of the popular vote and to frequently hold a majority in Congress and Senate, despite receiving lower overall votes. America is so evenly divided politically that one party often controls the White House while the other dominates Congress, or at least one of its two chambers. Given the partisan gridlock in the US, this virtually brings legislation to a halt.

    The consequences of this electoral and institutional schizophrenia are everywhere to see and experience: American roads, bridges, water mains, harbor facilities and education now lag far behind most developed countries and even many emerging economies. Some foreign visitors to the US have commented that American infrastructure reminds them of the 1950s — which is precisely when much of it was built. The Shinkansen, Japan’s bullet train network, awes Americans, including myself, and it is 50 years old. America has always been a “third-world country” for the ethnically excluded. Now, the strains and failures of America’s social, economic and political paralysis extend more broadly through society. Even the WASPs are not spared.

    Global Stresses 

    Two global issues in particular shape American public life and self-doubts. First, the US is no longer the only great power. China’s rise has been breathtaking. Beijing challenges American preeminence in trade, technology, diplomacy and military strength, posing the greatest challenge to the US since World War II. Many Americans fear that China’s rise is a sign of American decline.  

    Second, global warming threatens the American way of life and shapes much of the political debate about the environment, the economy and the role of government. Signs of a literal cataclysm are already upon us. The West Coast has experienced the worst forest fires in recorded history and is living through the worst drought in 500 years. In 2012, the US Geological Survey estimated that sea levels would rise on the East Coast by nearly 50 centimeters by 2050. In 2021, the National Oceanographic and Atmospheric Association projects the same level of sea rise in Boston and Massachusetts. By 2050, the spot where my Mayflower ancestors began the American experiment 400 years ago will be swallowed by the sea.

    Yet even global warming divides America. Most of the Republican Party believes that global warming is a hoax perpetrated by the “deep state” so that scientists can have jobs. Some even assert that the California wildfires are linked to “Jewish space lasers.” These Republican beliefs are an amalgam of lunacy and old fascist tropes. That one of the country’s two major political parties believes such dangerous lies and delusions bodes ill for America’s future.

    During his campaign and since becoming president, Joe Biden has declared that the next four years will be a “battle for the soul of the nation.” He and his party have to end the paralysis of America’s public institutions and democracy, heal social divisions, and reduce growing economic inequality. They must rebuild America’s crumbling infrastructure and rise to the challenge of China as a fast-emerging peer competitor in international and economic affairs.

    The Republican Party and nearly 40% of the American population will oppose every step Biden attempts. The rural bias in the country’s political structures consistently grants this 40% control of about half the House of Representatives and Senate. Biden must win majorities to implement his transformative economic, social, political and diplomatic policies with only the slimmest majority possible in the legislature.

    Furthermore, this majority is fragile. Of the 100 seats in the Senate, Republicans have 50, Democrats 48 and independents two, both of whom caucus with the Democrats. The vice president presides over the Senate and supports the president but may only vote in the event of a 50-50 split. Historically, most presidents have struggled to enact their agenda even with strong electoral majorities.

    No president since Abraham Lincoln in 1861 has had to deal with such an array of grave social, political and economic crises. Throughout history, many states have proven unable to address structural, systemic problems with legislation and policies that do not profoundly alter these structures or systems. In most instances, however, this requires major social and political upheaval, sometimes even revolution. This has happened before in America — in 1776, when there was revolution, in 1861, when there was civil war, and in 1929, when there was economic collapse. 

    Within the current framework of American democracy, Biden can probably only succeed in radically addressing America’s daunting democratic, diplomatic, social, political and economic challenges if his party wins a more solid majority in both chambers of Congress. Thus, all eyes, hopes and fears turn to America’s congressional elections of 2022, now only 16 months away. This historic vote may well decide who wins the “battle for the soul of the nation.”
