    Agriculture Is India’s Ray of Hope in Time of Crisis

    As India completes 73 years of independence, agriculture has emerged as a mainstay of the economy. Despite the COVID-19 crisis, Indian agriculture is poised to grow by an estimated 3% in 2020-21. Shaktikanta Das, the governor of the Reserve Bank of India (RBI), has acknowledged that agriculture remains a “beacon of hope” at a time the economy is shrinking.

    The government has announced a new agricultural policy that has drawn both supporters and detractors. Farmer protests have broken out in parts of the country. About 50,000 have marched to New Delhi from the agrarian state of Punjab, objecting to the loosening of price, storage and sales regulations that have traditionally shielded India’s farmers from the free market forces.

    As of August 25, the International Monetary Fund projected India’s real GDP growth to be 4.5% in 2020. This shrinking of the economy in a country with a growing population could lead to a major crisis. Already, jobs are scarce, industrial production has declined, services have suffered and demand has plummeted. Even after decades of independence, agriculture remains “the largest source of livelihoods in India.” As India gears up to celebrate Mahatma Gandhi’s 151st birthday, there is no better time than now to achieve the Gandhian vision of rural self-reliance.

    Blessing in Disguise

    COVID-19 has made rural areas more important than ever. On March 25, Indian Prime Minister Narendra Modi announced a nationwide lockdown. It took the country by surprise. Millions of urban migrant workers were left with little choice but to walk home to their villages. Carrying their meager household possessions and with their small children in tow, many walked hundreds of kilometers, suffering thirst, hunger and pain. Some died en route.

    India’s Economic Survey 2016-17 estimated the “annual inter-state migration [to be] about 5-6.5 million between 2001 and 2011.” In 2020, this migration has been reversed. People who fled rural areas for urban jobs have returned home. Chinmay Tumbe, a professor of economics at the Indian Institute of Management Ahmedabad and an expert on migration, estimates that 30 million migrants might have returned to their villages since the lockdown began. The number could be as high as 70-80 million if reverse intrastate migration is accounted for.

    The reverse migration from urban to rural areas might be a blessing in disguise. Over the last few decades, urban migration has led to overcrowding of cities, the proliferation of slums and much misery for poor migrants. In cities, they have lacked community, cultural moorings and social safety nets. The massive migration to India’s cities was a result of failed economic policies that focused on megacities while neglecting villages. Several studies have found that at least 60% to 70% of the migrant workers who returned to their native places are unlikely to return back to the cities, at least not in the near future. The millions of migrant workers, whom I refer to as agricultural refugees, flocked to cities because the government’s economic policies kept them impoverished.

    A recent study by the Organisation for Economic Co-operation and Development in collaboration with ICRIER, a New Delhi-based think tank, concluded that Indian farmers suffered a cumulative loss of Rs. 45 lakh crore (over $600 billion) between 2000 and 2016-17 because of such policies. Subsequently, the NITI Aayog, a policy think tank of the government of India, admitted that, between 2011-12 and 2015-16, the growth in real farm incomes was less than 0.5% every year. It was 0.44% to be exact.

    Since then, the growth in real farm incomes has been near zero. With farm incomes growing painfully slowly and then stagnating, what else could be expected from the rural workforce but migration to cities where menial jobs as daily wage workers give many the only shot at survival?

    Despite the Hardships

    Despite these hardships, Indian farmers have toiled hard to produce a bumper harvest year after year. This has led to overflowing food stocks. Reports show that this abundance of food grains has come in handy. The government has been able to provide subsidized rations to over 720 million people during the four months of the post-COVID-19 lockdown. In addition, the government has been able to provide free rations to the needy.

    A buoyant agricultural output has hidden a severe agrarian crisis. Farmers get little money for their produce. With less money available in their hands, rural demand has dipped. This had led to a slowdown in the Indian economy even prior to the lockdown. In a country where the agricultural workforce accounts for nearly 50% of the population, the surest way to bolster the economy is to create more rural demand. This involves providing farmers with decent incomes.   

    The lockdown has increased downward pressure on farm incomes. It coincided with the rabi (winter crop) harvest season and resulted in a crash in demand for winter produce. Farmers suffered huge losses in the case of perishables such as vegetables, fruits, flowers, poultry, dairy and fish. Not all news is grim though. On May 15, the United States Department of Agriculture estimated that India is on course to produce “a record 295.7 million metric tons, with estimated record rice, wheat and corn production.”

    For the next kharif (monsoon crop) season, the sowing area coverage of summer crops has increased by 13.92% as compared to last year. With rains expected to be normal, and with a much higher area under cultivation, the kharif harvest will be bountiful just like the rabi one. It seems that in these times of crisis, agriculture alone provides a ray of hope in India.

    Aim for an Economic New Normal

    The coronavirus pandemic has come as a timely reminder of the limitations of dominant economic thinking. Its inherent bias and blind spots stand exposed. For the last two centuries and more, economics has sacrificed agriculture on the altar of industry. The dominant assumption is that industry drives productivity and growth.

    India has never quite managed to industrialize like, for example, the US or China. Still, it has kept farm incomes low and neglected public investment in agriculture for many decades. As per the RBI, this investment hovered around 0.4% of the GDP between 2011-12 and 2017-18. It is little surprise that agriculture has floundered in India.

    The time has come to change outdated economic thinking. Agriculture matters to India because it employs a majority of the country’s population. It provides food security to 1.3 billion people whose ancestors suffered repeated famines until a few decades ago. COVID-19 gives the country the opportunity to return not to normal, but to a new normal.

    The return of migrant labor to villages gives India the opportunity to reinvigorate its rural economy. The country must tap the socioeconomic wealth of rural enterprise, its diversity, and the traditional knowledge base. Prime Minister Narendra Modi’s vision of Atmanirbhar Bharat — a self-reliant India — can only be achieved through a focus on agriculture. A sharp focus, sensible policies and public investment can unleash growth not only in the sector but also in the country.

    Land Reform Can Transform India’s Economy

    According to the Centre for Monitoring Indian Economy, India faces a serious decline in employment due to the COVID-19 crisis. An estimated 122 million people lost their jobs during the first quarter of 2020. Streams of migrant workers returned to their villages — often the only fallback option for the millions working in urban informal sectors. Regardless of their vows to never come back to the cities, the majority of them will likely have to return in order to earn their livelihood. In the present state of affairs, agriculture, the mainstay of rural India, cannot offer them incomes comparable to industries and construction firms in cities.

    Despite its falling share in the economy, agriculture is India’s most important sector. Its contribution to the country’s GDP has decreased from 51.81% in 1950-51 to 15.87% in 2018-19, but it still employs about 42% of the country’s workforce. While increasing shares of secondary and tertiary sectors is a natural phenomenon of economic growth, in India, this has happened without maximizing the potential for growth in agriculture. Per-acre yields of rice and wheat in India are drastically lower than those of other BRICS nations.

    The shift in GDP share is the result of high growth rates in secondary and tertiary sectors despite relative stagnation in agriculture. The agricultural sector still has a massive scope to generate greater income and employment. However, this can be done only with the spirit of liberalization, similar to what other sectors of the economy have received since the 1990s.

    Overregulation and Underutilization

    Soon after independence, land reform laws were enacted throughout the country with the objective of distributing land equitably and increasing the efficiency of farm operations. This produced only partial success due to a variety of reasons. The ownership of only 4% of operated land could be transferred to cultivators, 97% of which lies in just seven states — Assam, Gujarat, Himachal Pradesh, Karnataka, Kerala, Maharashtra and West Bengal. Notwithstanding this uninspiring outcome, land reform laws foisted excessive restrictions on the tenancy of agricultural land.

    This has adversely affected the growth of agriculture in the country. Landowners are reluctant to lease out their land under formal tenancy due to their fear of losing it permanently. According to National Sample Survey Reports, about 15 million tenants cultivate 10 million hectares of land on an informal basis; 92% of these tenants are landless laborers or marginal farmers. They have no security of tenure or access to institutional credit, crop insurance and other benefits offered to farmers under government schemes. Due to legal restrictions on tenancy, many landowners who cannot cultivate themselves prefer to leave their land fallow. In 2015-16, 26.72 million hectares of land were left fallow across India.

    These restrictions on access to cultivable land not only deprive poor people in rural areas of opportunities to enhance their incomes, but also have a detrimental effect on the growth of the entire agriculture sector. Simply formalizing tenancy and cultivating millions hectares of fallow land can be a game-changer for agriculture in India. Once tenants get security of tenure and access to institutional credit, they will have requisite incentives and funds to make long-term investments on their land.

    This can be achieved only with immediate and effective policy interventions by state governments. The National Institution for Transforming India, the premier policy think tank of the government of India, has set the ball rolling by publishing the Model Agricultural Land Leasing Act, 2016, to help the states enact new laws or make required changes to their existing laws on the tenancy. The Model Act seeks to formalize tenancy agreements, circumventing the restrictions imposed by the land-reform laws of the state. It aims to integrate the security of tenure along with the protection of ownership. However, until now, only a few states have gone ahead in this direction.

    Uttar Pradesh, Uttarakhand and Madhya Pradesh have amended their existing laws to allow the renting of agricultural land on liberal terms. The Maharashtra Agricultural Land Leasing Bill, 2017, now awaits the assent of the president of India. The Andhra Pradesh Land Licensed Cultivators Act, 2011, was enacted even before the Model Act of 2016 was framed. This special law has recently been replaced with the Andhra Pradesh Crop Cultivator Rights Act, 2019. The other states also need to implement this vital reform to transform agriculture in their states.

    Alternate Solutions

    The enactment or amendment of laws is only a first step in improving the access of the rural poor to the land. Even in states where these laws have been enacted, very few landowners and tenants have come forward to enter formal agreements. Landowners are still apprehensive of losing their land, and tenants are still afraid of getting ousted if they insist on formal agreements. Therefore, state governments also need to effectively communicate with tenants and landowners to allay their fears and convey the benefits of formal agreements to them.

    Until the time when requisite laws are enacted effectively, group loans can provide relief to informal tenants. In Kerala, where tenancy is illegal, about 250,000 informal tenants have organized themselves into joint liability groups. These groups receive crop loans from banks without requiring formal tenancy agreements. The guidelines of the Reserve Bank of India and the National Bank for Agriculture and Rural Development allow such agreements without requiring formal tenancy. Alternatively, Odisha has recently launched the Balaram scheme to provide agricultural credit to groups of landless laborers. Other states should also liaise with banks to provide credit to informal tenants until the time when legal provisions for allowing tenancy are put in place.

    Such reforms have enormous potential to revamp and develop Indian agriculture, especially during the ongoing economic turmoil. At the national level, the central government has shown the way forward by deregulating agricultural markets. Now it is time for states to act decisively.

    Saudi Arabia’s Mission to Correct “Distorted Narrative”

    The virtual G20 Leaders’ Summit hosted by Saudi Arabia this past weekend was intended to be a moment of triumph for Riyadh and Crown Prince Mohammed bin Salman. It was the first time an Arab state has hosted the gathering, which represented a golden opportunity to flaunt on the global stage the many changes the kingdom has undergone in a very short period of time — changes that frequent visitors to the kingdom have remarked upon with a degree of amazement.

    They speak about that which was previously forbidden: concerts with pop stars from the West, movie theaters, cultural exhibitions and sporting events such as the World Wrestling Entertainment Super ShowDown at the Mohammed Abdu Arena in Riyadh in February and the just-concluded inaugural Aramco Saudi Ladies International golf tournament, all with mixed audiences of men and women. And, of course, seeing women driving — a right that was granted in June 2018.

    The relaxation of the male guardianship system in August of this year has also been hailed as a significant advance for women. At the time, the decision was celebrated by Princess Reema bint Bandar Al Saud, the Saudi ambassador in Washington. Gathering together a group of female employees in the embassy, she said: “You have unalienable rights now, the right to your own identity, to move, dream, work.”

    Correcting the Narrative

    Speaking on November 19, the ambassador discussed the importance of gender equity and women’s advancement as a cornerstone of Vision 2030, Mohammed bin Salman’s ambitious and audacious program of economic and social transformation. She also took up a theme often expressed by Saudi authorities: Hers was a country “too often misunderstood, our remarkable progress, reform and change too often overlooked.” She added, “We need to do a better job of correcting an inaccurate and distorted narrative.”

    That was what the G20 summit was designed to do — to shift the narrative away from the negative. But COVID-19 intervened, and what was to have been a glittering showcase of Saudi innovation, creative drive and women’s empowerment became a flat Zoom reality. The opportunity to press the flesh and wow their guests with trips to sites like the $500-billion futuristic Neom city now under construction morphed into a dull screen of faces. Still, there was one moment of technical wizardry projecting a group photo of G20 leaders onto the walls of the historic ruins of the city of Diriyah on the outskirts of Riyadh.

    But haunting that moment was another image, cast onto the Louvre museum in Paris. It was of three women activists detained in Saudi prisons: Loujain al-Hathloul, Nassima al-Sadah and Samar Badawi. Their plight and the plight of other women prisoners is the subject of a just-released report by Baroness Helena Kennedy, QC. She cites multiple Saudi and international laws and agreements that have been violated during the arrests and detention of the women. She details credible allegations of torture and names two individuals very close to the Saudi crown prince either directly engaged in or presiding over torture. The torture, the report says, included beatings, electric shock, sexual assault and threats to rape and kill family members.

    The two named individuals are Saud al-Qahtani, implicated in the murder of Washington Post journalist Jamal Khashoggi in the Saudi consulate in Istanbul, Turkey, in October 2018, and Mohammed bin Salman’s younger brother and the former ambassador in Washington, Khalid bin Salman. Al-Qahtani escaped prosecution in Saudi Arabia for the killing of Khashoggi but remains on the US sanctions list he was put on shortly after the murder; in July, his name was added to the UK sanctions list.

    Khalid bin Salman, while serving as ambassador to the US, reportedly encouraged Jamal Khashoggi in the belief that he could return safely to Saudi Arabia. Prince Khalid left the United States shortly after details of the killing began to emerge. He returned briefly, then quit his post. In February 2019, he was appointed deputy defense minister. His older brother, the crown prince, is defense minister. As Helena Kennedy’s report states:

    “Al-Qahtani personally tortured Loujain on a number of occasions. Al-Qahtani’s involvement is also attested to by the former female inmate of Dhabhan, who stated that one of the Women’s Rights Activists had told her that Saud Al-Qahtani was present at the unofficial facility for much of the time she was there, directed a number of both individual and group torture sessions, threatened her with rape, and sexually abused her. She also told the former inmate that she had witnessed Saud Al-Qahtani sexually assaulting several other Women’s Rights Activists in their rooms, including Loujain Al-Hathloul and Eman Al-Nafjan.

    Additionally, the former female inmate of Dhabhan reports that Khalid bin Salman was occasionally present at the unofficial facility, and would sometimes attend interrogations. One of the Women’s Rights Activists told her that he would threaten rape and murder when overseeing interrogations, and would boast about his position and power, saying ‘do you know who I am? I am Prince Khalid bin Salman, I am the ambassador to the US, and I can do anything I like to you’, or words to that effect.”

    These are very serious allegations. However, they are not proven and the Saudi authorities have consistently denied the claims. But rather than have an independent investigation, the authorities have chosen to take the view that those detained and the manner of their detention are internal issues for the Saudi courts to deal with. It’s a position they took in convicting eight individuals and sentencing them to between seven and 20 years in jail for the murder of Jamal Khashoggi. Saud al-Qahtani was not among those charged.

    “People Have Not Been Fair”

    In an interview with the BBC’s Lyse Doucet, Adel al-Jubeir, the Saudi minister of state for foreign affairs, said, “Our judiciary is independent and we do not allow people to lecture us or tell us what we should or shouldn’t do.” The minister claimed that Loujain al-Hathloul was not detained for her women’s rights activism but because she was being investigated as a national security risk. In 2018, Mohammed bin Salman called her a spy and said he would produce evidence “the next day” to prove it, but no such evidence has emerged.

    Al-Jubeir also complained, as has Princess Reema, that Riyadh is a victim of unwarranted criticism: “I think that people have not been fair when it comes to dealing with the Kingdom of Saudi Arabia,” he told Doucet. “I think they always look for the negative part of it rather than the positive part of it.”

    Had US President Donald Trump secured reelection earlier this month, telling that “positive part” would have been less challenging. As it was, with the Saudis attempting to focus the summit on the global battle against COVID-19, Trump made a brief appearance via Zoom to extol his administration’s efforts at combating the pandemic and then left to play a round of golf. Joe Biden described Saudi Arabia as a “pariah” state in 2019, stating in October that his administration would “reassess our relationship with the Kingdom, end US support for Saudi Arabia’s war in Yemen, and make sure America does not check its values at the door to sell arms or buy oil.”

    The Saudis are hoping that was just electioneering talk. Speaking to Reuters in a virtual interview on the sidelines of the G20 summit, Prince Faisal bin Farhan Al Saud, the Saudi foreign minister, said: “I’m confident that a Biden administration would continue to pursue policies that are in the interest of regional stability.” The foreign minister is likely correct in that assessment. But with the current abysmal state of human rights in the kingdom, it is far less likely that the Biden White House will buy into the positive narrative of reform and change Princess Reema has been deployed to sell in Washington.

    Facial Recognition and the Convenience of Injustice

    Some people are concerned that the latest generation of powerful technology tools now being developed and deployed may undermine important features of civilized societies and human life itself. Notably, Elon Musk is so worried about the danger of artificial intelligence (AI) that he invested in accelerating its development.

    Musk has voiced his concern while simultaneously expressing the hope that if good, stable and responsible people such as Elon himself develop AI before the evil people out there get their hands on it, his company SpaceX will succeed in moving the human race to Mars before AI’s quest to enslave humanity is complete. Fearing people may not make it to Mars in time, Musk launched Neuralink, a company that promises to turn people into cyborgs. Its technology, implanted in people’s brains, will presumably put a transformed race on the same level as AI and therefore allow it to resist AI’s conquistadors.

    Although this story of the race to the future by opposing forces of good and evil may sound like the plot of a sci-fi comic book, Musk has on various occasions said things that actually do resemble that scenario. In the meantime, AI is being put to use in numerous domains, theoretically with the idea of solving specific problems but, more realistically, according to the time-honored laws of consumer society as a response to the perennial pursuit of convenience.

    In the quest for convenience, one of the tasks people have assigned to AI is facial recognition. Apparently, it has now become very good at using the image of a face to identify individuals. It may even perform better than Lady Gaga in the knotty problem of distinguishing Isla Fisher from Amy Adams.

    Facial Recognition Technology and the Future of Policing

    Law enforcement in the US has demonstrated its interest in the added productivity facial recognition promises. Like everyone else, the police like to know who they are talking to as well as who they should go out and arrest. The problem is that they sometimes arrest and incarcerate people that AI’s facial recognition has mistakenly identified. The accuracy of the existing tools diminishes radically with non-Caucasian faces. That means more wrongful arrests and indictments for black suspects.

    The New York Times makes a timid attempt to delve into this ethical issue in an article that bears the somewhat tendentious title, “A Case for Facial Recognition.” The article sums up the case in the following terms: “The balancing act that Detroit and other U.S. cities have struggled with is whether and how to use facial recognition technology that many law enforcement officials say is critical for ensuring public safety, but that tends to have few accuracy requirements and is prone to misuse.”

    Here is today’s Daily Devil’s Dictionary definition:

    Critical (for):

    A deliberately imprecise term used to evaluate the importance of an act that exists on a sliding scale between absolutely essential and probably useful, making it a convenient way of creating the belief that something is more important than it really is.

    Contextual Note

    The adjective “critical” derives from the Latin word “criticus” and relates to the idea of “crisis.” It came into the English language in the mid-16th century with the meaning “relating to the crisis of a disease.” When The Times article tells us that “many law enforcement officers” say facial recognition “is critical for ensuring public safety,” we need to realize that those officers are not referring to a crisis but to their own convenience. Facial recognition can, of course, produce a crisis when it misidentifies a suspect. But the crisis is for the suspect, not for the police.

    The expression “critical for” has come to signify “really important in my view,” a very subjective appreciation in contrast to the far more factual sounding “crucial,” which comes from the idea of the “crux” or the core of a problem. The article underlines this question of subjectivity when it reports that a black officer it quotes “still believed that, with oversight, law enforcement would be better off using facial recognition software than not.” “Better off” is not quite the same thing as “critical.”

    But let’s take a closer look at the claim that “law enforcement would be better off.” How do we parse the subject, “law enforcement,” in this sentence? The term “law enforcement” can be an abstract noun meaning the official function of monitoring behavior in a community to ensure optimal compliance with laws. This appears in sentences such as “one of government’s responsibilities is to provide the community with the means of law enforcement.”

    But law enforcement can also refer to the police themselves, the officials who are empowered to apprehend and deliver to the judicial system those who are suspected of infringing the laws. Which one is “better off” thanks to facial recognition? In the first case, abstract law enforcement — we are speaking of the safety of the community. “Better off” would then mean more optimally and more fairly conducted. In the second it is the men and women doing the job. For them “better off” basically means improved convenience.

    So which one is the article’s author, Shira Ovide, referring to? Clearly, the following explanation indicates that for her, law enforcement refers to the police and not to the needs of the community. “That’s the position of facial recognition proponents: That the technology’s success in helping to solve cases makes up for its flaws, and that appropriate guardrails can make a difference.” It’s all about the job of “helping to solve cases.” Ovide is a technology specialist at The Times, which might explain her focus on convenience rather than the ethics of policing.

    What Ovide says is superficially true, but the same logic could be applied to slaveholding. If we admit the argument that slavery helped to boost agricultural production — which of course it did — we could point out that the boost it provides makes up for its flaws. That was how slaveholders reasoned. The crucial difference — rather than critical — lies in examining the nature and the impact of those flaws. After all, slaveowners also thought about “appropriate guardrails.” They simply called them “slave patrols.”

    This is where, for Ovide, bureaucracy comes to the rescue of the logic of convenience and reveals the underlying logic of modern law enforcement: “The new guidelines limited the Police Department’s use of facial recognition software to more serious crimes, required multiple approvals to use the software and mandated reports to a civilian oversight board on how often facial recognition software was used.”

    The article ends on a slightly ambiguous note but fails to go into any depth on the moral question and its civic consequences. It seems to endorse the idea that with the right procedures, the gain in efficiency is worth the random damage it will produce.

    Historical Note

    The above reference to slave patrols may sound exaggerated, but it is not trivial. As Chelsea Hansen at the Law Enforcement Museum points out, slave patrols were “an early form of American policing.” The strategies and organizational principles that grew out of slave patrols influenced the evolution of policing in the United States. Race has always been a major, but usually unacknowledged feature of American law enforcement culture.

    The late anthropologist David Graeber put it brutally when he noted that the criminal justice system in the US “perceives a large part of that city’s population not as citizens to be protected, but as potential targets for what can only be described as a shake-down operation designed to wring money out of the poorest and most vulnerable by any means they could.” Mass incarceration has, among other things, enabled a modern form of slave labor.

    In other words, there is a vast historical and cultural problem the US needs to solve. That is precisely what’s behind the idea formulated as “defund the police.” The slogan itself is misleading. What it really means is “rethink the police.” But asking Americans to rethink any problem appears to be beyond their capacity. It’s always easier just to point to one simple practical task, like defunding.

    The debate about face recognition in policing should not focus on the tasks of police officers and the convenience it affords them but on the relationship between law enforcement and the community. But that would ultimately require weaning the consumer culture of its addiction to the idea of convenience.

    For Biden, Anything’s Possible

    In speech after speech, US President-elect Joe Biden has affirmed the basis of his future agenda in no uncertain terms. It consists of a single word and amounts to the kind of religious dogma that requires an effort of belief on the part of the faithful — his voters. The word is “possibilities.” 

    In his victory speech on Saturday, Biden confessed once again: “I’ve always believed we can define America in one word: possibilities.” Does it matter that equating an existing nation with the open-ended concept of “possibilities” makes no sense, logically, linguistically or even rhetorically? His audience is best advised to treat this as a feeble attempt at political poetry.

    Biden never tires of explaining “possibilities” as the nation’s ability to achieve whatever it sets out to achieve, his interpretation of the American dream applied not to individuals, but to the nation as a whole. In his closing remarks he returned to his favorite, endlessly repeated cliché about the nation, the idea that “there has never been anything we have not been able to do when we’ve done it together.”

    Here is today’s 3D definition:

    Never:

    The negation of “ever” that serves to deny the existence or even possible existence of an event within a given period of time, a concept essential to the rhetoric of politicians who, in their commitment to an idealized hyperreality, use it to exclude obvious aspects of reality from the public’s consideration.

    Contextual Note

    Logicians may find it paradoxical that Joe Biden’s thought processes allow him to juxtapose two apparently contradictory concepts. He insists on unrestricted “possibilities” but simultaneously reduces the range of possibility by proposing a litany of things that can “never” happen in America. He has, in other words, excluded those events from the realm of possibility, including the idea that the US may not achieve any of its goals. That is how hyperreality works: It excludes visible reality while supporting the illusion of inclusion.

    Biden was born into a world where reality still had a strong claim on people’s lives. In 1942, a war was raging in Europe and the Pacific. Soldiers on the ground were killing other soldiers, unlike the reality of today’s wars, all of which Biden has consistently promoted and supported. Today our drones rather than actual soldiers do the killing, turning death itself into a mere forgotten feature of the hyperreality’s elaborate decor.

    We can thus forgive Biden for committing the mistake that no true proponent of hyperreality is permitted to make: the sin of hinting that reality might be a “possible” alternative to hyperreality. That explains why Biden feels the need to appeal to the absurd idea of “never.” He must assert through denial what people in a hyperreal world are expected to take for granted.

    A close reading of Biden’s language can prove useful in situating the borderline in his mind between the real and the hyperreal. At one point, Biden says, “You see, I believe in the possibility of this country.” This implies that some people do not believe in it. But what can “the possibility of this country” possibly mean? Has he been reading Michel Houellebecq’s “The Possibility of an Island”? Unlike the French author, who poetically and philosophically imagined that “in the realm of time, there exists the possibility of an island,” Biden more prosaically seems to be saying,” Give me a chance to try some things out, because anything is possible,” without even hinting at what it is he would like to try out.

    He then attempts to add some precision: “We’re always looking ahead. Ahead to an America that’s freer and more just. Ahead to an America that creates jobs with dignity and respect. Ahead to an America that cures disease … Ahead to an America that never leaves anyone behind.” He fails to mention the logical corollary of this, that if America is always looking ahead, it is because, contrary to his claim, it has never managed to accomplish any of these goals it set out to achieve in the past.

    Another interpretation is possible. He could mean that “looking ahead” is a good enough solution, a proof of virtue. No result is required. In reality, his message is that because none of these goals have been satisfactorily accomplished, it’s now time to act. A cynic might say, “Joe, you’ve been in politics for 45 years and at the highest level for 8 years, why are there no results?” Another cynic might answer that accomplishing these things would impede politicians from having any serious promises to make to get elected.

    Biden then offers a trio of clichés that Americans of Biden’s generation never tire of hearing: “an America that never gives up, never gives in,” “a great nation” and, finally, “we are a good people.” This serves as a setup for the patented line he used over and over again in the debates and his stump speeches. The transcript reads: “This is the United States of America. And there has never been anything, never been anything we’ve been able, not able to do when we’ve done it together.” In this version, before catching himself, he nearly repeated his embarrassing Freudian slip when he said at this year’s Democratic National Convention that “there’s never been anything we’ve been able to accomplish when we’ve done it together.” Had Freud heard this repeat performance, it would have jolted the Viennese psychoanalyst to attention.

    True to his time-honored vocation of a plagiarist, Biden even quotes Warren Buffett without citing him: “It’s always been a bad bet to bet against America.” This was probably just a sop for his Wall Street donors to reassure them that he won’t try too hard to ensure that America “never leaves anyone behind.”

    The majority of Americans deservedly find themselves in a joyful mood after Biden’s defeat of the inveterate liar, cheater and thief who has occupied the White House for the past four years and still managed to get nearly 71 million people to vote for him. With Trump’s lies out of the way, Biden’s electors need to begin listening closely to the new president’s words as well as to examine his deeds.

    Historical Note

    Joe Biden’s belief in “possibilities” is fraught with deeper levels of ambiguity than mere wishful thinking about doing things better in the future. It implies a vision or philosophy of history that he expects Americans to share with him, a philosophy that most young people are no longer ready to adhere to. It’s the Panglossian idea that US history is the story of one long progress toward greater and greater perfection.

    A linguist or philosopher might point out that Biden’s statement, “we can define America in one word: possibilities,” is a truism. It also signifies that the nation has no definition. But the events of history provide a definition, reducing the extent of possibilities. In 1861, it was still possible that the South could end up winning the Civil War, sundering the American nation in two. In 1933, the so-called Business Plot could have overthrown Franklin D. Roosevelt and effectively installed a fascist pro-Nazi government. History decided otherwise.

    Most Americans today, and certainly Joe Biden, are happy that those two events never occurred, though we may suspect that many of Donald Trump’s supporters disagree. A separate Confederacy and a fascist US were real historical “possibilities.” And that should tell us that Biden’s celebration of possibilities may have its dark side, one requiring everyone’s vigilance.

    Another possible reading of US history points to the systematic closing, rather than the opening of, possibilities. The South lost the Civil War and slavery was abolished. But, with Jim Crow, the US immediately put into place an alternate system that perpetuated racism and the continued marginalization of black Americans. Even after the civil rights movement, new tactics have permitted racism to perdure. The possibility of equality and justice has been effectively countered.

    The Business Plot was foiled, but what it aimed at fell into place after World War II with the establishment of a militarized economy controlled by dominant financial and industrial interests and protected by a political class that, with one exception in 1961, has consistently refused to pronounce the dreaded phrase, military-industrial complex. Biden is right. When Americans set their mind to it, they can make any possibility real. But not all possibilities are equal.

    Samuel Paty, a schoolteacher who showed his students the derogatory cartoons of Prophet Muhammad that inspired the 2015 attack on the offices of the satirical magazine Charlie Hebdo in Paris, was killed by an 18-year-old Chechen refugee, Abdoullakh Anzorov. When French President Emmanuel Macron defended the display of the cartoons, which are considered by Muslims to be extremely offensive, as a matter of freedom of expression, the ongoing tension between the French state and its roughly 6 million-strong Muslim population (or 10%) is, in fact, a manifestation of a much deeper crisis, heralding what seems to be a growing trend across Western civilization.

    French Islam

    For France, the issue has its roots in the country’s domestic and international politics. The concept of radical assimilation has been a part of France’s governance tradition since its colonial reign. In the 19th and 20th centuries, in Francophone Africa, the natives were considered “French” and “civilized” as long as they rejected their own cultures in favor of that of the colonial power.

    The same mentality applies to the immigrants who have moved to France from former African colonies, particularly Algeria, Tunisia, and those countries across West Africa. This strict interpretation of the assimilation policy is further reinforced at home by the rigorous redefinition of French secularism, or laïcité, whereby the visibility of religion, particularly Islam, is suppressed in the public sphere, and the responsibility of immigrants, and Muslims in particular, is to demonstrate their attachment to French values and culture.

    The suppression of religion in the public sphere has created enormous friction between the secular state and Muslims, whose faith requires observance around the clock. For example, the arrest of Muslims who have had to pray in the streets due to lack of mosques has become commonplace. In a striking display of French secularism, a Muslim woman was forced on a beach in Cannes in 2016 by police to remove her Islamic burkini and given a citation for “wearing an outfit that disrespects good morals and secularism.” France’s aggressive attempt to create nationwide equality has naturally led to repression of diversity, forcing Muslims to retreat to ghettoized suburbs. This in turn created discrimination and a fear of social rejection among France’s rapidly growing Muslim population.

    This brings us to how Islam is viewed in France. Much as across Europe, Islam is the fastest-growing faith in France. French Muslims are much younger and have considerably more children than other French nationals. Correspondingly, Christianity in France is in free fall. According to the survey by St. Mary’s University, London, only 25% of the French between the ages of 16 and 29 identify as Christian. What is even more concerning for the French state is that the number of people converting to Islam is on the rise as well. Out of France’s 6 million Muslims, 200,000 are estimated to be converts, among whom are celebrity figures such as the rapper Diam’s and footballer Franck Ribery. Conversion to Islam is particularly prevalent among women, which has created a body of research examining this trend.

    The increasing demographic disparity between Islam and Christianity, coupled with an increasing refugee influx from Muslim countries, has given rise to the notion that within two generations, Muslims are going to be the majority in Europe. Naturally, this argument has been used by right-wing politicians across Europe. France is no exception. Marie Le Pen, the leader of the far-right National Rally, has skillfully used this argument throughout her political career. In the first round of the 2017 French presidential elections, Le Pen garnered a sizable 21.3% of the vote against Emmanuel Macron’s 24%, only to lose in the run-off election. The 2017 election clearly showed that right-wing politics are on the rise in France and elsewhere in Europe.

    Macron’s harsh stance toward French Muslims should also be seen from this angle. In the 2022 French presidential race, Macron is expected to seek a second term against Le Pen, his most likely contender. To the president’s dismay, the current polls suggest that at 26%, Le Pen has an edge over his 25%. This being the case, the incumbent Macron is clearly courting the far-right constituency by adopting Islamophobic policies that would be expected from a Le Pen presidency.

    More Problems

    The current atmosphere is highly conducive for a further rise of the far right across Europe. Adolf Hitler’s rise to power was facilitated by the Great Depression of 1929 and its devastating impact on Germany. Likewise, the 2008 global financial crisis jolted the West so much that we have been witnessing the demise of the center-left and the gradual rise of the radical right in Poland, Hungary, France, Germany, Italy, Britain and the United States.

    Macron’s current effort to elevate Islam as France’s biggest problem should also be seen as an attempt to distract the public from his failures at home and abroad. The rapidly deteriorating economy, austerity measures, heavy taxation and the proposed pension reform have inspired the yellow vests movement that has been staging violent demonstrations against the government since 2018. Abroad, France appears to be bogged down in its never-ending wars in former African colonies as French casualties pile up. In Libya, Macron has failed to secure warlord Khalifa Haftar’s rule. In the East Mediterranean, France has failed to secure the interests of Greece, an ally.

    There is one country that France has had to unsuccessfully counter in the above-mentioned regions: Turkey. It is for this reason that Macron has consistently perceived Turkey’s President Recep Tayyip Erdogan as his archrival and increased his anti-Turkey rhetoric. Furthermore, Erdogan, at the moment the most outspoken critic of the Charlie Hebdo cartoons, is the only world leader who can influence Muslims in France, and Macron knows it. Erdogan’s call on Muslims for a worldwide boycott of French products prompted the French government’s plea to the Muslim world to denounce the boycott. While the economic effect of the boycott is not known yet, Macron seems to be softening his tone on the cartoon issue.               

    France’s unsuccessful assimilation policies, rapidly deteriorating economy, failed foreign policy alongside the ensuing rise of the far right have all contributed to the current demonization of Muslims in the country. As Western values such as democracy, human rights and equality are losing relevance, there is little hope that this trend will change any time soon.

    Four years ago, Donald Trump presented himself as the ultimate populist, as the one candidate who listened, who understood, who felt “your pain.” The tragedy is, of course, that those who fell for him did so because they actually did feel pain. A lot of it. Their pain was real, and still is, perhaps even more so than four years ago. It is easy to dismiss Trump’s 2016 supporters as misguided hoopleheads, ignorant and unsophisticated. This is what Hillary Clinton did at the time, and she paid dearly for it.

    There is a kernel of truth to the disparaging notion of the East Coast elites who are largely clueless with regard to the rest of the country. Otherwise how to explain the wave of journalists from The New York Times, The Boston Globe and The Washington Post rushing to obscure places in flyover country in a quest to find out how “these people” ticked. There is also more than a kernel of truth to the charge that the liberal elite has nothing but disdain if not outright contempt for “ordinary people” and a complete disinterest in their daily struggles to make ends meet. Unfortunately enough, today more than ever over the past few decades, the United States abounds in those who are in this predicament. According to official estimates, already in 2017, more than 50% percent of Americans did not have enough cash to cover a $500 unexpected expense. Amid the COVID-19 pandemic, things have hardly improved.

    Trump won in 2016 because he managed to eke out a tiny advantage in critial swing states. Among the most prominent of these were Ohio and Pennsylvania. Once in the heartland of American industrial might, both states were devastated by deindustrialization. Documentary filmmaker Michael Moore confronted the American public with the heart-wrenching story of Flint, Michigan, once a major hub of the American automotive industry.

    Flint, however, was only one of many stories of the collapse of the American Dream, the end of an era where Americans still were the most prosperous people on the planet, where anyone who managed to expertly wield a screwdriver could aspire to a middle-class life with a housewife, two children and two cars. As it turned out, Flint was paradigmatic of what had happened throughout the Midwest, from northern Indiana to Ohio to western Pennsylvania.

    American liberals are quite inconsiderate. They have come up with a number of denigrating notions, such as “flyover country” for the vast swath of land between the two coasts. For the states devastated by deindustrialization, the moniker is “Rust Belt.” Pennsylvania, Ohio, Michigan — all of them are part of the Rust Belt — remnants of a bygone era, mired in nostalgia for a time when work in the steel mills was “recognized as challenging, dangerous, and important.” These were the days when cities, such as Youngstown, Ohio, Flint, Michigan, and Scranton, Pennsylvania, still counted for something, unlike today.

    Failed to Deliver

    Trump may lose tomorrow’s election because he fundamentally swindled his Rust Belt voters, much as he did his coal constituency. In both cases, he promised at the time of his election in 2016 that he would revive ailing industries. He failed to deliver on both counts. Steel and car manufacturing have not come back to the upper Midwest, and coal has virtually collapsed in crucial mining states such as West Virginia.

    To be sure, this was inevitable, given international competitive pressures engendered by globalization. Only, during his 2016 campaign, Trump chose a rhetoric of resentment instead of telling it “as it is.” Among other things, he blamed deindustrialization and massive job losses on unfair competition from low-wage emerging and developing countries that “enriched” themselves “while leaving the United States littered with abandoned factories and underemployed workers.”

    Not surprisingly, Trump’s rhetoric found open ears and minds among working-class communities in the Midwest hit hard by offshoring and deindustrialization. And for good reasons: Ordinary people could care less about the dynamics of international commodity markets, the profit margins of large corporations, shareholder value or the pressures exerted by financial markets. What they care about is primarily their ability to put food on the table, their concern that their children will lead a better life, and their concrete worries about the future. What they care about is that good-paying jobs return to their communities. This is what Trump promised in 2016.  This is what he failed to deliver.

    Trump’s working-class constituency should have taken notice as early as 2017 when the president sought “job-creation advice” from the leaders of corporations that were shedding thousands of workers as they moved production abroad to Mexico, India, China and elsewhere. In fact, as a recent Public Citizen’s Global Trade Watch report revealed, during Trump’s nearly four-year tenure, more than 200,000 workers lost their jobs as a result of corporate offshoring. Altogether, more than 300,000 jobs were lost to trade during his presidency.

    To add insult to injury, about “one of every four taxpayers’ dollars spent by the federal government on procurement contracts during the Trump administration went to the pockets of companies that offshored American jobs during his administration.” In fact, half of the top 10 recipients of public contracts were companies that were offshoring jobs during Trump’s tenure.” Trump also did little to dissuade corporations from continuing to close down factories in the American “heartland.”

    Decline

    Take the case of Youngstown, Ohio, one of Trump’s campaign hotspots in 2016 and one of those industrial cities where many former Democrats switched to Donald Trump. Once a flourishing industrial city, by the turn of the new century, it was little more than a shadow of its former self. Youngstown’s decline started in the late 1970s with the collapse of the steel industry. In the years that followed, the region lost more than 50,000 jobs. It never recovered. In the first decade of the 21st century, the region saw the largest population decline of any of the nation’s 100 largest metro areas. By 2018, it was among the fastest-shrinking cities in the United States.

    In late 2018, General Motors (GM) announced it would shut down its plant in the region, leaving 1,500 workers without a job. This came in addition to some 3,000 workers that had been let go since 2017. In 2016, some 40% of unionized auto workers (UAW) had voted for Trump. Yet when UAW leaders appealed to Trump to save their plant, he did not respond. When he finally met with GM’s CEO, she noted that the only thing that concerned her was “shareholder value.” Shareholders appreciated her determination. In late 2018, the industry’s leading trade magazine named her, for the second time, “Industry Leader of the Year.” So much for Trump’s heartfelt concern for the plight of ordinary American workers.

    And then there is coal. In 2017, a few days after taking office, Trump praised “beautiful clean coal” and viewed his administration was “going to put our miners back to work. Miners are going back to work. Miners are going back to work, folks. Sorry to tell you that, but they’re going back to work.” They didn’t. On the contrary, under Trump, the coal industry has virtually collapsed. By early 2020, not least as a result of the COVID-19 pandemic, there were “more job losses and mine closures in the coal industry than at any time since Dwight Eisenhower was president 60 years ago, and despite Donald Trump’s fervent promises to revive the coal sector.”

    This has been good news for the environment, but bad news for coal miners. The reality is, coal is one of the most toxic and harmful sources of energy — nothing beautiful or clean about it. The burning of massive amounts of coal in Siberia some 250 million years ago caused the most extensive extinction of living species in our planet’s history, wiping out 96% of all marine species and around 70% of terrestrial vertebrates. Of course, coal miners in West Virginia, Kentucky, Arizona and elsewhere could care less what happened some 250 million years ago. What concerns them is the fact that over the past four years, the source of their livelihood has virtually disappeared under their feet, Trump’s assurances notwithstanding.

    A Bad Deal

    And yet, some voters in West Virginia, the Appalachian state hit particularly hard by the collapse of coal, still maintained their loyalty to a president who had made boisterous promises and delivered little, if not nothing. Attracted by his “America First” rhetoric and his stance on abortion, they continued to support Trump as “the only one standing in the way of the entire industry closing down.” At the same time, they seemed more intent on blaming their predicament on those liberals harping on about climate change than on embracing policy options propagating a reasonable alternative to coal.

    One way Trump sought to make good on his promises is protectionism. By now, the story is familiar, particularly with respect to Trump’s trade war with China. Hardly surprising, the most important target of American protectionism was steel. By raising tariffs on steel — under the guise of security considerations — Trump intended to shield domestic producers against international competition and allow them to raise their prices. The policy was a great success. According to informed calculations, the tariff did raise the price of domestic steel considerably, boosting the earnings of the US steel industry and creating some 8,700 new jobs. At the same time, higher prices pushed up the costs for steel users by a whopping $5.6 billion. This meant that steel users had to “pay an extra $650,000 for each job created” in the steel industry. The art of the bad deal.

    Trump promoted himself in 2016 as a savvy businessman with vast experience in the art of the deal. As it turned out, his deal-making skills were more hot air than reality. Esquire magazine explored the huge gap between claim and reality as early as mid-2018, suggesting that “maybe the president isn’t actually that good a negotiator and/or businessman.” There was “abundant evidence,” the article charged, “that Trump, the consummate tough guy, often comes off worse in negotiations because he doesn’t actually know any details about the issues at hand and actually does not like confrontations.”

    The disastrous course of Trumpian brinkmanship in his confrontation with China was glaring proof of Trump’s ineptness — with dramatic consequences. One of the sectors affected by Trump’s tariffs on Chinese imports were health-related goods, comprising a quarter of all imported medical products. Trump slapped tariffs on nearly $5 billion of US medical imports from China. With the global supply of medical wares drying up at the beginning of the pandemic, the United States faced serious shortages of vital medical equipment at a time it needed it most, partially crippling the country’s ability to confront the pandemic.

    To be sure, there are many reasons Donald Trump may lose the election. His letting down of his core constituencies in the Rust Belt is only one of many. At the moment, polling shows Trump’s challenger, former Vice President Joe Biden, leading in the critical Rust Belt states of Michigan, Pennsylvania and Wisconsin, with the two currently tied in Ohio. In-depth studies over the next few weeks and months will undoubtedly reveal whether Trump lost support among major constituencies that four years earlier had been seduced by his rhetoric and personal style. In the end, however, Lincoln’s purported phrase may once again prove its worth. After all, you can’t fool all people all of the time, not even all of your former supporters.

In reality, his campaign is aimed at bolstering his chances of winning a second term in the 2022 presidential election.

    The Muslim world’s reaction to Macron’s crusade has been one of stunned bewilderment. In an interview with Al Jazeera on Saturday, the president offered no apologies and instead sought to explain his motives: “I understand the sentiments being expressed and I respect them. But you must understand my role right now, it’s to do two things: to promote calm and also to protect these rights.”

    Here is today’s 3D definition:

    Promote calm:

    Engage in any action — however ill-conceived, unjust or destructive — that affords peace of mind to a politician worried about his diminishing chances of winning the next election.

    Contextual Note

    Can President Macron be serious when he says that his actions and discourse have served to promote calm? Has the world or France itself become calmer since his speech at the beginning of October, when he declared that Islam was in crisis globally? Can he be unaware that when a Western leader announces what Al Jazeera describes as “his plan ‘to reform Islam’ in order to make it more compatible with his country’s republican values,” some may interpret that as a sign of aggression against their culture by a European who appears to have retained a neocolonial mindset?

    Does Macron believe that by providing a supplementary motive to unhinged individuals driven by fanaticism and ready to engage in murderous violence against his own people he is promoting calm and protecting rights? President Donald Trump might claim the same thing when he encourages white supremacists and the police to attack protesters in the name of “retribution.” The only logical perspective that could lead to calm in the struggle he describes would be total victory. In other words, crushing and humiliating the other side. But even that would be a failed plan. Humiliation brings short-term peace but sets the stage for major revolt as soon as the winner’s grip begins to loosen.

    Macron proudly announces: “I will always defend in my country the freedom to speak, to write, to think, to draw.” The only threat to that freedom can come from institutions with the power to repress it, not from individuals who react irrationally to what some people write, think and draw. Macron’s language is fundamentally dishonest. The controversy that has been going on for over a decade is not about the right to speak, think and draw. It concerns the possible social consequences of publishing, disseminating and amplifying messages that some may interpret as an expression of hateful and discriminatory intimidation.

    Jules Ferry, the virulently anticlerical father of laïcité, created France’s modern public education system. As minister of education in 1883, he instructed teachers to speak “with the greatest reserve, whenever you risk even brushing against a religious sentiment of which you are not the judge.” He insisted that if “a single honest man may take offense at what you are going to say … abstain from saying it.” Macron has a different reading of laïcité. In fact, the controversy turns around a bigger problem at the core of today’s civilization: the role of the media. In its quest to increase its audience, the media routinely amplifies every difference of opinion or quarrel that it presents as a cause to be defended, on one side or the other. In such circumstances, every word and gesture may be perceived as a provocation of the other side. 

    By way of contrast, in a society that encourages healthy dialogue and debate, friction and tension will inevitably exist, but they contribute to building a culture of tolerance and open exchange. Social dialogue can have its ugly moments, as parties directly challenge each other. But respectful dialogue creates networks of understanding rather than pockets of conflict. As soon as debates are turned into defending “a cause,” dialogue disappears.

    Causes kill debate by invoking a higher principle that often exists only in the purveyor’s mind. Emmanuel Macron’s formulation of the idea of freedom is far more absolute than its actual practice in France, where restrictions on freedom of speech, including libel and hate speech, incitement to violence and insulting public servants, exist and are enforced. Jules Ferry would have expected his teachers to reflect on whether the Charlie Hebdo cartoons fell into any of those categories.

    French political culture has traditionally reserved a special status for satire. Its preservation ensures that the people may criticize the government and institutions of authority. The government is free to counter with its own arguments but runs the risk of being held to account if it goes too far in restricting citizens’ rights. The cartoons in question had nothing to do with the questioning of national authorities. They were much closer to nationalistic propaganda.

    The controversy over the cartoons appears to cross an invisible borderline between satire and gratuitous and xenophobic insult. There is no readily identifiable borderline but a culture that pretends to be as rational as France’s vaunted Enlightenment culture claims to be should acknowledge the reality of the borderline. Even in his attempt at an apology in the Al Jazeera interview, Macron clearly refuses to do so.

    It is a well-known fact that politicians distort everything to attain their ends. It is part of their job profile. Macron distorts even the idea of distorting. He complains about “distortions” that led people “to believe that the caricatures were a creation of the French state.” That is clearly a distortion on his part. No serious voice has made that claim. He then generously notes that “in the world there are people who distort Islam and in the name of this religion that they claim to defend, they kill, they slaughter.” That may be true, but the effect of his speeches has been to distort the nature what he calls the “global crisis” of Islam.

    Al Jazeera’s senior political analyst, Marwan Bishara, sagely and humbly expresses the wish that Macron “should begin to improve the atmosphere between France, Europe, and the Muslim world.” Bishara nevertheless implies that is unlikely. On this occasion, he doesn’t mention the reason why, which he is well aware of. There will be a new presidential election in 18 months.

    Historical Note

    Samuel Paty, the assassinated teacher at the heart of all this, undoubtedly believed that the Charlie Hebdo cartoons, originally published in 2015, belonged to history and could be treated as artifacts of the past when he presented them in a civics class. After all, political cartoons published in newspapers are essentially ephemera. They quickly disappear from everyone’s cultural memory. The Greeks understand that since their word for newspaper is εφημερίδα — ephemerida. 

    If Paty believed that the cartoons belonged only to the past, he was wrong. Because of the media’s and politicians’ obsession with causes and the fact that the Charlie Hebdo murder trial was currently underway, the issues around the cartoons were very much alive. 

    In the late 20th century, Ireland endured a prolonged conflict between Protestants and Catholics marked by terrorism. The IRA was better organized and better equipped than any of today’s loose Muslim extremist networks. We might wonder today whether it would have made any sense for Protestant cartoonists to publish cartoons of the pope as a terrorist? (They obviously could not have taken Jesus as their target because both of the warring religions were Christian). 

    The answer is simple. It didn’t happen. Everyone understood the conflict had nothing to do with religion and everything to do with communities and conflicting loyalties. This is perfectly illustrated in a joke from that time: It’s night and a man is walking on the streets of Belfast. Suddenly a shadowy figure leaps out and thrusts him against a wall in a dark alley. He feels a gun pressed up against his skull. A voice shouts, “What religion are you?” He thinks: “If I say Catholic and he’s Protestant, he’ll kill me. If I say Protestant and he’s Catholic, I’m dead.” Thinking quickly, he said, “I’m Jewish.” He then heard the voice blurt out, “I must be the luckiest Palestinian in Ulster.”

    Now that is meaningful and effective satire. Though troubling, it can elicit a laugh from people of any religion.
