    Mohammed bin Salman’s Neom: A Case of Giga-Narcissism

    Despite rumors to the contrary due to the somewhat soiled reputation of a leader better known for, according to US intelligence, commanding the murder of a Washington Post journalist than his contribution to the future of humankind, Business Insider reassuringly reports that “work is pressing ahead at Crown Prince Mohammed bin Salman‘s prized gigaprojects, a key pillar of his dream of modernizing Saudi Arabia.”

    The young man known as MBS has a confirmed habit of spending vast amounts of money on anything that may redound to his personal glory. And nothing redounds better than immensely costly, futuristic public projects that defy description. His discreetly managed construction of his own Chateau Louis XIV in Louveciennes, just a few kilometers from Versailles itself, got very little publicity, due undoubtedly to the fact that it was just an example of narcissistic indulgence.

    The New York Times has referred to it as “the most expensive house in the world,” though there appear to be other candidates, such as Antilia in Mumbai, whose cost of construction estimated at between $1 and $2 billion dwarfs the $300 million that Mohammed bin Salman’s Chateau is worth. That nevertheless qualifies it for the title of the most elegant expensive house in the world and possibly the most respectful of its environment, nestled discreetly within the charming forest of Louveciennes.

    For all its splendor and expense, Chateau Louis XIV doesn’t is no gigaproject. The Times calls it a “bauble” for MBS. It has nothing to do with “modernizing Saudi Arabia” since it doesn’t even modernize France. The real future jewel in the crown prince’s crown is a delirious vision of the future called Neom.

    Contextual Note

    Business Insider gives its readers an idea of what MBS wants Neom to become. It is not just a hypermodern resort for billionaires, like Dubai, but a bold, forward-looking gigaproject that will generously advance the interests of science, the environment and especially human beings addicted to sci-fi literature and film and willing to pay to see and experience technoscientific fantasies materialized in front of their very eyes. “The city, named Neom, would be carbon neutral and have artificial rain, a fake moon, flying taxis, and robotic maids, according to early blueprints drawn up by consultants. It has since branded itself as a future hub for pioneering clean energy development,” Bill Bostock writes.

    It sounds as if the consultants were asked to physically combine Las Vegas, Universal Studios, Disneyland and Dubai and shape them into a doughy ball that MBS could then roll out across a stretch of Arabian Desert. Business Insider explains that Mohammed bin Salman’s aim is to “inspire awe,” as if the daring murder and dismembering of journalist Jamal Khashoggi hadn’t already achieved that effect.

    But there is an even more serious objective. MBS wants Neom and two other gigaprojects to “substantiate his self-styled image as a reformer, while adding new strings to Saudi Arabia’s economic bow.” No other reformer of the past — from Martin Luther to Martin Luther King — has had the temerity and deep sense of empathy toward suffering humanity capable of guiding them toward the coveted goal of creating a society with artificial rain and a fake moon.

    In an earlier article, Business Insider describes Neom as “the world’s first ‘cognitive city.’ It is designed to “anticipate residents’ needs,” which it does by harvesting “an unprecedented amount of data from future residents.” It follows the Google model, offering something deemed valuable for free to gain control of all the forces underlying its consumers’ behavior. Both Google and MBS deploy a strategy that consists of confusing the random, artificially stimulated desires of their customers with needs.

    At least the Chinese model of social credits, denounced throughout the West as a totalitarian tool, derives from the value of “harmony” at the core of Chinese culture. Technology now enables every government in the world to encourage not just spying on its citizens, but monitoring every individual’s behavior. Democratic regimes do it one way. Despotic regimes do it another way. What varies is the type of hypocrisy used to justify it.

    Historical Note

    In recent history, the idea of reform, especially in the context of democracy, referred to measures that served to reduce injustice and promote equality. As a supremely autocratic monarchy, Saudi Arabia is the opposite of a democracy. When commentators such as Thomas Friedman detect the utilization of despotic powers to promote conformity with the global economic system imposed by the United States on the rest of the world, they call those who initiate such processes reformers. For Friedman, the world loses its asperities and becomes “flat” — in his reading, fair and just as well as economically dynamic — whenever money and monopoly-orientated technological innovation are brought together and stimulated by visionary political leadership. The symbiosis of Wall Street and Silicon Valley sums up Friedman’s ideal. Mohammed bin Salman encapsulated that ideal.

    The political stakes are undeniable. Business Insider cites the opinion of a former US diplomat who explained that the Saudi crown prince’s political future is “to a considerable extent tied to the success of” these gigaprojects. In today’s economy, commercial success, especially when technology is involved, is the key to pardoning crimes that can be henceforth reclassified as unfortunate episodes of history that deserve to be erased from our collective memory.

    The challenge nevertheless remains of ensuring such projects are successful. Money alone won’t do the trick. Overly ambitious projects, however well-funded, are risky, just as dismembering a journalist in an Istanbul consulate may prove risky. If the project doesn’t live up to its ambitions, danger lurks. The higher and more unrealistic the ambition, the greater the chances of humiliating failure. And the more enticing the promise — in this case, of accelerating scientific progress — the more disappointing even partial success will prove to be. With the right engineering and adequate investment, as a theoretical proposition, Neom may today seem technically feasible — just like Elon Musk’s idea of thriving colonies on Mars — but the willingness of humans to live in such artificial worlds and their ability to adapt to radically different living conditions may fail to meet the designers’ optimistic expectations.

    If Dubai has proved successful, it is because — despite its pretensions of grandeur — its hyperreality has never crossed the invisible line of credibility. It has simply taken and exaggerated every notable trend in the consumer society. Its unoriginal architecture imitates existing models. How many buildings in Dubai look like cheap imitations of New York’s Chrysler building or the British Parliament? Hyperreality is about imitation and illusion, not innovation. Neom appears to want to merge both and to be honored for advancing human science.

    Andrew Hudson-Smith, a professor of digital urban systems at University College London, believes Neom’s success is possible. “People will buy into this as long as they’re given an incentive for it,” he told Business Insider. “That may be better healthcare, which is what Neom has said.” A Saudi analyst offered this optimistic take: “People will value the convenience and the associated elimination of bureaucracy … over sharing their digital data that many assume is already in the public domain given the technology that they use.” It’s the Google-Facebook principle.

    This thinking is consistent with the ingrained ideology of the consumer society. Offer people something new that seems to solve a problem or offer a new convenience and they will readily accept the associated constraints, so long as those constraints don’t become too visible. But there’s a significant flaw in the reasoning. Consumer society’s success in the 20th century rested on the idea that it was about limitless choice. Neom and Musk’s Mars colonies neglect the fact that choice implies the ability to change one’s choice once the consumer discovers the drawbacks. The worst thing that can happen to consumers is to feel they have become the prisoner of their choices.

    Business Insider claims the “experts are excited about Neom” before adding “the caveat that smart cities rarely resemble their original blueprints.” The experts have the luxury of simply drawing up new blueprints. Those who have committed to living there may feel locked in by circumstances or by their sense of shame at having made the wrong consumer choice.

    Macron’s Campaign to Reveal France’s Historical Sins

    One of the worst humanitarian disasters of the past 30 years took place in 1994 in Rwanda. Approximately 800,000 people died in a genocidal campaign led by the Hutu majority against the Tutsi minority. The rampage began after Hutu President Juvenal Habyarimana’s plane was shot down. The Hutus immediately blamed the Tutsis and initiated a “well-organized campaign of slaughter” that lasted several months. A new French report on the Rwandan genocide has revealed some uglier truths about the role played by Western powers — particularly France.

    Since his election, French President Emmanuel Macron has demonstrated what some French patriots feel is a morbid curiosity about the history of France’s relations with the African continent. In the first three months of 2021, two reports by French historians tasked by Macron to tell the truth have been released. The first concerns France’s role in the Algerian War of Independence between 1954 and 1962, and the second, the Rwandan genocide.

    Le Monde describes the 1,200-page Rwandan report as “solid, established by independent researchers and founded on newly opened archives.” Shortly after taking office in 2017, Macron asked historian Vincent Duclert to elucidate France’s role in the Rwandan genocide. Al Jazeera describes the report as criticizing “the French authorities under [Francois] Mitterrand for adopting a ‘binary view’ that set Habyarimana as a ‘Hutu ally’ against an ‘enemy’ of Tutsi forces backed by Uganda, and then offering military intervention only ‘belatedly’ when it was too late to halt the genocide.”

    Contextual Note

    In the aftermath of the genocide, analysts speculated about whom to blame, not only concerning the genocide itself but also the failure to prevent it from spinning out of control. As the leader of the nation whose role as “policeman of the world” became consolidated after the fall of the Soviet Union, US President Bill Clinton exhibited an apparent “indifference” to tribal slaughter in Africa. It included deliberate “efforts to constrain U.N. peacekeeping.” Canadian General Romeo Dallaire accused Clinton of establishing “a policy that he did not want to know,” even though since 1992, US intelligence had been aware of a serious Hutu plan to carry out genocide.

    French President Francois Mitterand’s guilt, it now turns out, was far more patent and direct than Clinton’s. The historians who authored the French report call it “a defeat of thinking” on the part of an administration never held accountable for its “continual blindness of its support for a racist, corrupt and violent regime.” Astonishingly, the report reveals that “French intelligence knew it was Hutu extremists that shot President Habyarimana’s plane down, which was seen as the trigger for the genocide.” Le Monde attributes Mitterand’s blindness to his “personal relationship” with the slain Hutu president.

    Historical Note

    By sneaking through the gaping cracks in the traditional parties on the right and left to be elected president, Emmanuel Macron became the leader of a new party created for the purpose of providing him with a majority in the 2017 parliamentary election that followed his historic victory. As a political maverick, Macron felt himself liberated from at least some of the shackles of history.

    He first dared to do what Fifth Republic presidents of the past had carefully avoided when, as a candidate, he attacked the very idea of colonization, which not only played an essential role in France’s past, but continued to produce its effects through the concept of Francafrique. In an interview in Algiers, the Algerian capital, early in the 2017 presidential campaign, Macron described colonization as a “genuinely barbaric” practice, adding that it “constitutes a part of our past that we have to confront by also apologising to those against whom we committed these acts.”

    Politicians on the right predictably denounced what they qualified as Macron’s “hatred of our history, this perpetual repentance that is unworthy of a candidate for the presidency of the republic.” This is the usual complaint of the nationalist right in every Western nation. Recently, columnist Ben Weingarten complained that Nikole Hannah-Jones’ 1619 Project for The New York Times Magazine was motivated by “hatred for America.” Patriots in every country tend to believe that exposing any embarrassing historical truth is tantamount to hate and intolerance of their own noble traditions. Telling the truth is treasonous.

    In January 2021, the historian Benjamin Stora presented the report Macron commissioned him to produce on France’s historical relationship with Algeria. Stora proposed the “creation of a joint ‘Memory and Truth’ commission.” The report also recommended “restitution, recognition of certain crimes, publication of lists of the disappeared, access to archives” and “creation of places of memory.” Suddenly, Macron realized that he had received more than he bargained for. As the website JusticeInfo.net reported, “The French presidency said there was ‘no question of showing repentance’ or of ‘presenting an apology’ for the occupation of Algeria or the bloody eight-year war that ended 132 years of French rule.”

    These two examples demonstrate France’s curious relationship with history. They also tell us about how powerful nations elaborate and execute their foreign policy. France is not alone. Every nation’s policy starts from a sense of national interest. The ensuing analysis begins by assessing threats to it. These may be military, economic or even cultural. In the case of military threat, the nation in question will be branded either an enemy or, if diplomatic politeness prevails, an adversary. When the discord is purely economic, the other nation will most likely be called a competitor or a rival. When the threat is cultural — as when Lebanon and Israel square off against each other about who makes the most authentic hummus — foreign policy experts will simply shut up and enjoy the show.

    On the other hand, three forms of cultural competition — linguistic, tribal and religious rivalries — have real implications for the exercise of power and may seriously influence the perception of whether what is at stake is enmity, rivalry or friendly competition. The danger in such cases lies in confusing cultural frictions with political ambitions.

    The two French reports reveal that the very idea of “national interest” may not be as innocent as it sounds. It can also mean “extranational indifference,” or worse. Indifference turns out to be not just a harmless alternative to the aggressive pursuit of national interest. In some cases, it translates as a convenient pretext for the toleration or even encouragement of brutally inhuman practices. That is why Rwanda may be a stain on both Francois Mitterand’s and Bill Clinton’s legacies.

    Another feature of modern policy may appear less extreme than the tolerance of genocide while being just as deadly. As Noam Chomsky, Medea Benjamin and Nicolas J.S. Davies and others have repeatedly asserted, the imposition of drastic sanctions has become a major weapon in the US foreign policy arsenal. Sanctions essentially and often sadistically target civilian populations with little effect on the targeted leaders. Sanctions have become an automatic reflex mobilized not just against enemies or rivals, but also against the economically disobedient, nations that purchase goods from the wrong designated supplier.

    In 2012, Saeed Kamali Dehghan, writing for The Guardian, noted that the Obama administration’s sanctions on Iran were “pushing ordinary Iranians to the edge of poverty, destroying the quality of their lives, isolating them from the outside world and most importantly, blocking their path to democracy.” Nine years later, those sanctions were made more extreme under Donald Trump and continue unabated under President Joe Biden. All the consequences Dehghan listed have continued, with no effect on the hard-line Iranian regime’s hold on power. Can anyone pretend that such policies are consistent with a commitment to human rights? Do they reveal the existence of even an ounce of empathy for human beings other than one’s own voters?

    The French at least have solicited truthful historical research about their past. But politicians like Macron, who have encouraged the research, inevitably turn out to be too embarrassed by the truth to seek any form of reparation. After commissioning it, they prefer to deny the need for it.

    How Joe Biden Looks at the World

    In his first foreign policy speech as president, delivered at the State Department on February 4, 2021, Joe Biden laid out his vision of America’s engagement with the world. In its conventional combination of the stick of military power and the carrot of diplomacy, Biden’s address heralded a return to the foreign policy status quo of the “a la carte multilateralism” that has characterized the US global approach since the end of the Cold War.

    As Biden explained, US engagement is based, first and foremost, on US global power, “our inexhaustible source of strength” and “abiding advantage.” That power has historically consisted of military force, economic pressure and diplomatic engagement. Rhetorically at least, Biden has favored a recalibration away from a reliance on the military, insisting that force will be a “tool of last resort.”

    Biden’s America Is the New “Middle Kingdom”

    In practice, however, Biden has adopted a more ambiguous position toward military power. Reflecting both budgetary concerns and public skepticism of America’s recent record of military interventions, the new president has promised a global posture review of the US military footprint overseas, which would likely lead to a redeployment rather than a radical reduction of American military power.

    Biden’s early actions have reflected this cautious approach, ending US support for offensive military operations in the Saudi-led war in Yemen but freezing some of the troop withdrawals his predecessor had instituted at the end of his term. Looking to the future, the president has promised to phase out America’s “forever wars” but has also pledged to focus more on pushing back against other great powers, namely Russia and China.

    Because the February 4 speech took place in front of an audience of diplomats, Biden unsurprisingly focused most of his remarks not on the hard power wielded by the Pentagon, but the “smart power” of diplomacy. The president pledged to renew alliance relationships that “atrophied over the past few years of neglect and, I would argue, abuse.” At the same time, he stressed the importance of diplomacy even when “engaging our adversaries and our competitors.”

    MAGA Lite?

    In what marked perhaps the most significant break with the foreign policy of his immediate predecessor, Biden promised to restore the United States as a full participant, if not a leader, in working multilaterally to solve global problems. He identified those problems as global warming, the ongoing COVID-19 pandemic, cybersecurity, the refugee crisis, attacks on vulnerable minorities, racial inequality and the persistence of authoritarianism. Although the president mentioned a few global institutions and agreements, notably the World Health Organization (WHO) and the 2015 Paris climate agreement, the emphasis was clearly on the US reclaiming global leadership rather than leading “from behind,” as the Obama administration famously said about its involvement in efforts against former Libyan leader Muammar Qaddafi in 2011.

    In establishing the tone of his administration’s foreign policy, Biden didn’t enunciate a new doctrine. Rather, in what might be called an approach of “multilateral restoration,” he sought to repudiate the inconsistent, unilateral and anti-global positions of former President Donald Trump, while placing his own administration in the comfortable, pre-Trump foreign policy mainstream that European and Asian allies have come to expect and that is embodied, for instance, in the Franco-German-led Alliance for Multilateralism.

    Given Biden’s role as vice-president in the Obama administration and his appointment to high-level positions of many policymakers from that period — Secretary of State Antony Blinken, National Security Adviser Jake Sullivan, climate czar John Kerry, UN Ambassador Linda Thomas-Greenfield, Indo-Pacific Coordinator Kurt Campbell — many observers believe that his presidency will represent Obama 2.0, a resumption of the globally aware, generally predictable, but periodically unorthodox foreign policy of the earlier administration.

    The world of 2021, however, is very different from the one that Barack Obama and Joe Biden navigated across their two terms in office. New global problems have emerged such as COVID-19, while others have become more urgent, such as the climate crisis. The four years of Trump’s presidency weakened certain traditional elements of statecraft, such as arms control.

    Given the persistence of American exceptionalism under Biden, it’s difficult not to view his foreign policy approach as MAGA Lite: making America great again with the assistance of foreign partners rather than over their objections. As Steven Blockmans of the Centre for European Policy Studies in Brussels puts it, “In all but name, the rallying cry of America First is here to stay,” reflected in the Biden administration’s prioritization of domestic investments over new trade deals and his expansion of Buy American provisions in federal procurement. Whether represented as America First, MAGA Lite or even liberal internationalism, the conventional US approach to multilateralism has been instrumental, as a means to the end of preserving US global power.

    Executive Orders

    At the same time, the inconsistency of US foreign policy over the years — seesawing back and forth from Bill Clinton’s modified multilateralism to George W. Bush’s aggressive unilateralism to Obama’s cautious multilateralism to Trump’s anti-globalist posturing — has led both allies and adversaries alike to hedge their bets by investing their political capital either in other alliances or in more self-reliant economic and security strategies. The most dramatic examples of this hedging have been China’s establishment of rival multilateral economic institutions and the European Union’s investment into autonomous military structures.

    The Biden administration’s rapid use of executive orders to reverse Trump’s positions — for instance, bringing the United States back into the WHO and the Paris climate agreement — has been welcomed in many of the world’s capitals. But it also confirms what many in the international policymaking community have long viewed as America’s overly volatile foreign policy. The new administration’s reversals of Trump policies extend to immigration, as Biden has canceled the “Muslim travel ban” and ended funding for the largely unbuilt wall on the border with Mexico. He quickly hit rewind on the environmental deregulations of the Trump administration and the previous president’s approval of the Keystone XL pipeline. In addition, the Biden team has taken steps to reenter the 2016 Iran nuclear deal, has revived arms control negotiations with Russia and plans at least to mitigate the impact of the trade sanctions against China.

    But if Trump could reverse Obama’s positions on all these matters, and Biden with a stroke of the pen could do the same to Trump’s reversals, who’s to say that the next president in 2024 will not perform the same U-turns?

    Indeed, as it looks to engage more deeply on these issues, the Biden administration faces a number of obstacles to realizing even its modest multilateral restoration: congressional opposition, corporate lobbying, public indifference or hostility, the mistrust of allies and bureaucratic inertia. It also must deal with a set of interlocking crises on the home front, from the pandemic and the resulting contraction of the US economy to crumbling infrastructure, endemic racial inequality, political polarization and rising poverty rates.

    Finally, the administration must reckon with challenges within the multilateral project itself, including a democratic deficit and the problem of non-compliance. But on certain key issues, such as global health and environmentalism, progressives will have an opportunity to push US policy in the direction of greater equitable international engagement during the Biden years. On a case-by-case basis rather than through a transformative agenda, then, the Biden administration might alter — or be pushed to alter — the way the United States engages the world.

    The Other Side of the Indian Farmers’ Protests

    In November 2020, the Friedrich Ebert Foundation published an article by Paul Nemitz and Matthias Pfeffer on the threat to digital sovereignty in Europe. They called attention to the need in Europe for “decentralised digital technologies” to combat a trend they see as essential for preserving “a flourishing medium-sized business sector, growing tax revenues, rising prosperity, a functioning democracy and rule of law.” 

    The authors felt encouraged by the fact that the European Council was at last looking at challenging the US tech platforms that dominate global cyberspace: Google, Amazon, Facebook, Apple and Microsoft. Europe appears ready to draft laws that would impose targeted regulation strategies different from those that apply to “small and medium-sized actors, or sectoral actors generally.”

    There are multiple reasons for such a move, which will inevitably be attacked by the corporations as violating the sacrosanct principle of free trade. Nemitz and Pfeffer recognize the complexity of the implicit goal, to ensure “strategic autonomy while preserving an open economy.” Besides the threat to traditional businesses incapable of competing with the platforms, they cite the fact that “unregulated digitalisation of the public sphere has already endangered the systemic role of the media in two respects” to the extent that 80% of “online advertising revenues today flow to just two corporations: Google and Facebook.” This threatens the viability of “costly professional journalism that is vital for democracy.”

    Europe is struggling to find a solution. In the context of the farmers’ protests in India, the Joint Action Committee Against Foreign Retail and E-commerce (JACAFRE) recently took an emphatic stand on the same subject by publishing an open letter addressed to Prime Minister Narendra Modi. In this case, the designated culprits are the US powerhouses of retail commerce, Amazon and Walmart, but the authors include what they see as a Quisling Indian company: the mega-corporation, Reliance Industries.

    The giant conglomerate claims to be “committed to innovation-led, exponential growth in the areas of hydrocarbon exploration and production, petroleum refining and marketing, petrochemicals, retail and telecommunications.” JACAFRE suspects it may also be committed to the idea of monopolistic control. It complains that Reliance’s propensity for establishing partnerships with Facebook and Google is akin to letting the fox in the henhouse. This has less to do with the platforms’ direct action than the coercive power their ever-increasingly possession and control of data represents. “If the new farm laws are closely examined,” the JACAFE’s authors claim, “it will be evident that unregulated digitalisation is a very important aspect of them.”

    Contextual Note

    Three years ago, Walmart purchased the Indian retailer Flipkart. Interviewed at the time, Parminder Jeet Singh, the executive director of IT for Change, complained that the data controlled by e-commerce companies is no longer limited to patterns of consumption but also extends to production and logistics. “They know everything, who needs it, when they need it, who should produce it, who should move it, when it should be moved, the complete control of the data of the whole system,” he said. That capacity is more than invasive. It is tantamount to omniscient and undetectable industrial spying combined with forms of social control that are potentially as powerful as China’s much decried social credit system.

    In 2018, Singh appeared to worry more about Walmart than Facebook or Amazon, because it represents the physical economy. The day US companies dominate both the data and the physical resources of the Indian economy, Singh believes it would “game over” for Indian economic independence. He framed it in these terms: “If these two companies become a duopoly in the e-commerce sector, it’s actually a duopoly over the whole economy.” 

    On the positive side, he insisted that, contrary to many other countries, India has the “digitally industrialized” culture that would allow it not only to resist the domination of a US-based global company, but also permit it to succeed in building a native equivalent. He viewed Flipkart before Walmart’s takeover as a successful Indian company that had no need of a monopolistic US company to ensure its future growth. 

    Historical Note

    Fair Observer’s founder, CEO and editor-in-chief, Atul Singh, recently collaborated with analyst Manu Sharma on an article debunking the simplistic view shared across international media that persists in painting India’s protesting farmers as a David challenging a globalized Goliath insidiously promoted by Narendra Modi’s government. The Western media’s narrative puts the farmers in the role of resistance heroes against a new form of market-based tyranny.

    But as Singh and Sharma point out, this requires ignoring history and refusing to recognize the pressing need to move away from a “Soviet-inspired model” that ended up creating pockets of privilege and artificial dependence. These relics of India’s post-independence past became obstacles not only to productivity but to justice as well, to the extent that the existing system favored those who had learned to successfully exploit it.

    Singh and Sharma highlight the incoherence of a system that risks provoking deeper crises. Does that mean that Modi’s proposed reform is viable and without risk? The two authors acknowledge the very real fear farmers feel “that big private players will offer good money to farmers in the beginning, kill off their competition and then pay little for agricultural produce.” They realistically concede that, once in place, “India’s agricultural reforms will have intended and unintended consequences, both positive and negative.”

    But there may be more to the story. From the JACAFE’s perspective, the farmers’ instincts are correct. Their fear of the big players leveraging their clout in the traditional marketplace by exercising discretionary control of production and distribution becomes exponentially greater when considering that, thanks to their mastery of data, their control is not limited to the commodities themselves. It extends to all the data associated not only with the modes and means of production, but also with the channels of distribution and even habits of consumption. That explains why the JACAFE sees the 2018 takeover of Flipkart by Walmart as particularly foreboding.

    This dimension of the issue should also help us to understand why Prime Minister Modi has recently been playing cat and mouse with both Jeff Bezos of Amazon and Mark Zuckerberg of Facebook. At some point, the purely rhetorical game that even a mouse with a 56-inch chest can play while dodging the bite of a pair of voracious and muscular cats (Amazon and Walmart) has its limits. India is faced with a major quandary. It needs to accelerate its development of domestic resources in a manner that allows it to control the future economic consequences for its population but must, at the same time, look abroad for the investment that will fund such endeavors.

    In a recent article on foreign direct investment (FDI) and foreign portfolio investment (FPI) in India, Singh and Sharma noted that the recent flood of cash can be attributed to the fact that “corporations from the US and the Gulf have bought big stakes in Reliance Industries, India’s biggest conglomerate. They are also buying shares in Indian companies. In effect, they are betting on future growth.” The problem with all foreign investment is that while it is focused on growth, the growth that investors are targeting is the value of their own investment and its contribution to augmenting their global power. From the investors’ point of view, the growth of the Indian economy is at best only a side-effect. The case of Reliance in particular will need to be monitored.

    In December 2020, Reliance’s chairman, Mukesh Ambani, promised a “more equal India … with increased incomes, increased employment, and improved quality of life for 1 billion Indians at the middle and bottom of the economic pyramid” thanks to the achievement of a $5-trillion economy by 2025. While reminding readers that “Facebook and Google are already partnered with Reliance and own stakes in Jio Platforms,” the Deccan Herald reports that the three companies have joined hands again to “to set up a national digital payment network.” The question some may be asking is this: When three partners occupy a central place in expanding Asia’s second-largest economy, who are the foxes and who are the hens?

    Bangladesh Celebrates 50 Years of Independence

    On March 26, Bangladesh will be celebrating the golden jubilee of its freedom. Few outside South Asia remember that Bangladesh was once part of Pakistan. From 1947 to 1971, modern-day Pakistan was West Pakistan and Bangladesh was East Pakistan. They were both incongruously part of the same new country even though they were more than 2,200 kilometers apart.

    A Tortured Past

    Soon after Pakistan’s creation in 1947, the east was subjected to discrimination and repression. East Pakistanis demanded the recognition of Bengali as an official language. Their western brethren rejected that demand. In March 1948, Muhammad Ali Jinnah, the founder of Pakistan, visited the eastern part of the country for the first time and emphatically declared that “the state language of Pakistan [was] going to be Urdu and no other language, and anyone who [tried] to mislead [them] was really the enemy of Pakistan.”

    Jinnah’s view that Pakistan would not remain unified without a single national language did not take into account East Pakistani aspirations. Protests broke out in Dhaka, the capital of modern-day Bangladesh, and the situation remained volatile till 1952. That year, the constituent assembly declared Urdu to be Pakistan’s national language. This caused students in Dhaka to protest and clash with security forces. Hundreds were injured and five died during the clashes. Today, the United Nations marks February 21, the day of the Dhaka killings, as International Mother Language Day.

    For the next two decades, West Pakistan continued to oppress East Pakistan. It became the dominant of the two halves of the country. Its military was dominated by Punjabis and Pashtuns. Its bureaucracy was staffed by muhajirs, the Urdu-speaking refugees who had fled west from India. Bangladeshis found themselves increasingly marginalized in the power structures of the new state. Jinnah’s two-nation theory assumed all Muslims were equal in a new Islamic nation. Instead, in this new state, taller and fairer Muslims were more equal than shorter and darker Muslims.

    West Pakistan continued the British policy of economic exploitation of East Pakistan. Between 1947 and 1970, only 25% of industrial investment and 30% of imports went to East Pakistan, which provided 59% of the exports. West Pakistan gorged on the meat, leaving only bones for East Pakistan. West Pakistanis did so because they saw their eastern brethren as culturally and ethnically inferior. East Pakistanis seethed but could do little against a state controlled by an ever more powerful military.

    On November 11, 1970, a major cyclone hit East Pakistan. With winds over 240 kilometers per hour, it left 500,000 people dead and 2.5 million homeless. West Pakistan responded slowly and poorly. As little relief trickled in, resentment grew. Things came to a head in the 1970 elections. Many parties divided the vote share in West Pakistan. In contrast, the Awami League, led by East Pakistani leader Sheikh Mujibur Rahman, won a resounding victory in the national election. He had campaigned on the plank of Bengali autonomy. This was unacceptable to General Yahya Khan, the president of Pakistan, who instituted martial law. Protests erupted in East Pakistan. Emulating Mahatma Gandhi, Rahman called for a civil disobedience movement on March 7, 1971.

    Campaign of Terror

    Khan and Rahman met from March 16 to 24 but failed to come to an agreement. On the night of March 25, Rahman was arrested and Khan launched Operation Searchlight to restore the writ of the federal government. In reality, it was what the BBC has called a “campaign of terror.” Members of the Awami League, members of the intelligentsia, the Hindu minority comprising 20% of the population in East Pakistan and other perceived opponents of the West Pakistani regime were mercilessly killed.

    Troops indulged in “kill and burn missions,” pogroms and mass rape. About 200,000 to 400,000 women and girls were raped. Anthony Mascarenhas, a courageous Pakistani reporter from a small community of Goan Christians in Karachi, broke the news to the world. On June 13, 1971, The Sunday Times published his story titled, “Genocide.” Mascarenhas was not far off the mark. This story captured global attention. George Harrison, the lead guitarist of the Beatles, along with Indian classical music maestro Ravi Shankar and other friends, organized a concert for Bangladesh at Madison Square Garden on August 1.

    Not only journalists and artists but also intelligence officials and diplomats became increasingly disturbed about West Pakistani actions in East Pakistan. Archer Blood, the US consul-general in Dhaka, sent a telegram to Washington that has since come to be known as the “Blood Telegram,” the subject of a multiple award-winning book. He accused his superiors of failing to prevent genocide. In his view, US President Richard Nixon and National Security Adviser Henry Kissinger supported a military regime in West Pakistan that was crushing democracy and slaughtering innocent people. The two hated Indian Prime Minister Indira Gandhi whom they saw as a strong Soviet ally and who had termed West Pakistani brutality a “genocide” as early as March 31, 1971. Nixon and Kissinger labeled Blood “the maniac in Dhaka,” recalled him to Washington and continued to back its Cold War ally in complete disregard of its wanton use of violence.

    West Pakistani brutality triggered “the largest single displacement of refugees in the second half of the 20th century.” An estimated 10 million East Pakistanis sought refuge in India, forcing the country to intervene. Initially, India backed Mukti Bahini, the Bangladeshi guerrilla resistance movement. Then, it prepared for war. When West Pakistani aerial strikes hit 11 air bases in India on December 3, 1971, Indian troops invaded East Pakistan. On December 16, Dhaka fell and 93,000 West Pakistani troops surrendered. With the war over, Bangladesh was born.

    Different Memories Drive Different Trajectories

    The 1971 war has left different memories in the three countries of Bangladesh, India and Pakistan. In Bangladesh, the war itself is seen as one of liberation, though different parties spin the narrative to suit themselves. Rahman’s daughter, Sheikh Hasina, is prime minister, a position she has occupied since 2009. For India, the war is often regarded as the nation’s finest moment. It liberated David from Goliath and won its greatest military victory. In Pakistan, the war is airbrushed out of history, but its military elite has never forgotten its humiliating defeat. It embarked on using asymmetric warfare by using state-sponsored terrorism against its bigger neighbor, India. Pakistan has also sought to cultivate strategic depth by dominating Afghanistan to counter New Delhi.

    In contrast to Pakistan, Bangladesh retains a close bond with India. Both countries share many commonalities. Both nations have settled their border disputes peacefully by signing the historic 2015 Land Boundary Agreement. India transferred 111 enclaves comprising 17,160.63 acres to Bangladesh, while the latter transferred 51 enclaves comprising 7,110.02 acres to India. Residents of these enclaves were offered citizenship of either country and, though it is early days yet, the agreement has held up remarkably well.

    Bangladesh is India’s biggest trading partner in South Asia. India has given away millions of COVID-19 vaccines to Bangladesh for free. South and Southeast Asian nations, including Pakistan, have also benefited from India’s generosity that has been termed “vaccine diplomacy” in many circles. This diplomacy has worked exceptionally well with Bangladesh. Indian Prime Minister Narendra Modi is to be the guest of honor on March 26, Bangladesh’s national day. In his first overseas visit since the COVID-19 pandemic began, Modi will visit Sheikh Mujibur Rahman’s memorial, two historic temples and sign a deal or two. It almost seems that this golden jubilee is rekindling an old love affair.

    Wealth Inequality Breeds Health Inequality

    Natasha Frost at The New York Times reports on how wealth inequality has led to vaccine inequality, with the potentially disastrous effect of prolonging an already year-old global pandemic. She blames the various political establishments that have allowed this to happen. “It didn’t have to be like this,” she writes. “Western governments have resisted the call from global health officials to use rarely employed aggressive powers that could have forced companies to publish vaccine recipes, share their knowledge and ramp up manufacturing, in turn leading to broader vaccine access.”

    Contextual Note

    Military aggression (invasion, war, bombing campaigns) and economic aggression (sanctions, embargoes, boycotts) are the two policy instruments contemporary governments privilege to defend what they deem to be their “national interest.” Democratic nations continue to claim, against all evidence, that aggressive and fundamentally destructive actions taken against other peoples or nations — to kill, maim or simply create economic deprivation — are efficient means designed to protect their own people’s interest. Since commercial media never question this logic, discussion of what “national interest” implies never even enters the public’s field of awareness. War and sanctions sound virile and so must be good.

    Whereas the English language has easily accepted “military aggression” and “economic aggression” as useful descriptive terms, the idea of “health aggression” has no place in anyone’s vocabulary. Health is not something the political infrastructure believes it can or should do anything “aggressive” about. It is both too personal and too profitable. In the US in particular, health is not considered to be something to strive for, but simply as a marketplace in which, as Cole Porter once said, anything goes (to make a profit).

    In an AP article by Cheng and Lori Hinnant that appeared earlier this month, the authors explain that the marketing policies of pharmaceutical companies are the source of what is quickly becoming a desperate situation for the majority of humankind. Companies “that took taxpayer money from the U.S. or Europe to develop inoculations at unprecedented speed say they are negotiating contracts and exclusive licensing deals with producers on a case-by-case basis because they need to protect their intellectual property and ensure safety.”

    Any rational human being with a basic understanding of language should be shocked by two words in the concluding phrase of that sentence. The first is “their.” The companies believe they exclusively own what a community built and paid for. Analyzing the logic of a supply chain and production line makes it clear that the areas they have invested in turn out to be testing, redesign, packaging and delivery. These are important features of any product. But they do not justify the claim of exclusive ownership.

    The second shocking term is “safety.” The firms deem themselves protectors of their customers’ “safety.” Their role in the process of combating the virus consists of refining the product and testing it to meet public safety standards. But the marketing attitude that guides their actions continues to privilege the idea of hoarding, seeking monopolistic advantage and exploiting scarcity in a marketplace. This poses a serious risk of undermining public safety and preventing the coordinated action that alone could lead to the elimination of a global pandemic.

    Historical Note

    During the discussions to fund the vaccines, the private companies selected for the honor of producing the vaccines destined to save the world in all probability declined to take on the burden without the assurance that the research would be fully funded and the intellectual property (IP) would be assigned to them as a guarantee of future profit. The politicians who accepted those terms were undoubtedly guided by the wisdom of the economics 101 course they attended decades ago in their youth that taught them how the focus on profit is the key to economic efficiency. The higher the profit, the greater the efficiency, they were told.

    In the past four decades, this logic has even been applied to the universities that offered those courses. They have become profit-focused institutions, dedicated to supporting the bloated salaries of the administration that “ensures” efficiency rather than the educational vocation of the institution.

    Today’s drama could stand as a model lesson for a future economics 101 course, though few would imagine that profit-driven universities will be very keen on the update. If the universities refuse, it should be taught in every high-school civics class on earth. Economics 101.1 would emphasize the perversity of an economic system that forces ordinary citizens in wealthy countries to finance through taxes the research that their government will then donate to private companies that, in turn, will inevitably claim the IP without ever investing a penny of their own money.

    This pattern of socializing private companies and endowing them with product lines that ensure massive future profits through monopolistic exploitation is not limited to the pharmaceutical sector. The giants of Silicon Valley have grown into mastodons who control not just their highly-profitable marketplace, but also people’s lives (their behavior) and minds (their thoughts), thanks to the same process.

    How did we get to this point? To answer that question would require an encyclopedia delving into questions of finance, technology, politics and culture. One obvious factor is the triumph of the idea of globalization that became an article of faith for all “serious thinkers” and most politicians in recent decades. Thomas Friedman famously summed it up with the idea that “the world is flat.” It turns out that when the only recognized motivator of any kind of action concerning human health and safety — or indeed anything else — is money and profit, any other of the needs we expect the economy to address become secondary. In classic economics, a situation of needs not being met will create the demand that a new enterprise will seek to fulfil.

    Our pundits and economic thinkers imagine that, in a global economy, the process will be even more efficient because competition can come from any direction and supply chains can be easily reconfigured. In no time at all, the needs will be effectively and efficiently addressed. But the conditions for any new competitor to realize such a scenario require three largely unattainable conditions: extravagant funding to attain a scale of credible performance, recognition by public authorities (which often requires prior contributions to their political campaigns), and the belief in the possibility of a monopolistic position. 

    Guaranteed monopoly is the hardest to achieve for a newcomer, which is why over the past two decades, pundits have highlighted the necessity of disruptive innovation. This generally means focusing on a specific market opportunity rather than addressing a fundamental need. It also means that if the need is global, there is absolutely no chance of a newcomer having an impact. The major players are safe from new competition. Disruptive innovation is a wonderful way to spawn new gadgets or convenience products. Unfortunately, global societal needs require global societal reflection, research, coordination and concerted action.

    During the wars of the 20th century, democratic nations mobilized the “aggressive powers” provided by their laws to respond to the emergency of global conflict. This posed no challenge to the principles of democracy, where all shared the idea that such measures were required for the safety of the national population. War profiteering existed, since any intense effort creates new areas of economic opportunity, but governments were guided by the collective needs of the nation. They refused to allow policy to be dictated by the profiteers.

    With the first of what may become a series of pandemics converging with an impending global climate crisis, it might just be time for politicians to show their aggression by putting public safety ahead of private profit, even if it means revising the syllabus of economics 101.

    How Stable Is Antony Blinken’s Idea of Stability?

    We recently observed in this column that US President Joe Biden’s embrace of an anti-Russia, Cold War mentality may have been guided by the desire to comfort media outlets such as MSNBC and The New York Times, which over the past five years have staked their reputations on that same commitment. For the Democrats, Russia serves as the incarnation of political evil. Calling Russian President Vladimir Putin a killer devoid of a soul fit the script of hyperreal melodrama to which Democrats seem addicted. Without a named person to play the role of incarnate evil, Democrats feel the American public may stop believing in the nation’s predestined goodness.

    Like most powerful leaders, Chinese President Xi Jinping leads a government that has had people killed and routinely does things contrary to the taste of American politicians. But the image of Xi, a calm, rational bureaucrat, does not resemble the kind of theatrical villain the American public loves to hate. He lacks the character traits, the posture, the gestures, the gait and the sheer stage presence that defined leaders like Adolf Hitler, Joseph Stalin, Fidel Castro, Ayatollah Ruhollah Khomeini, Saddam Hussein, Osama bin Laden and even Hugo Chavez. Perhaps this lack of a recognizable villainous foil to the heroic US president explains why Biden’s bureaucratic secretary of state, Antony Blinken — rather than Biden himself — has assumed the task of defining the terms of the new Cold War with China that is brewing.

    Here is how Blinken makes his case for a warlike posture: “China is the only country with the economic, diplomatic, military, and technological power to seriously challenge the stable and open international system — all the rules, values, and relationships that make the world work the way we want it to, because it ultimately serves the interests and reflects the values of the American people.”

    Contextual Note

    Blinken succinctly describes what is meant by American exceptionalism. He distinguishes it from former President Donald Trump’s policy of “America First,” which focused on domestic issues, such as closing off the southern border to immigration and allowing real Americans to concentrate on the essential business of “winning” as they compete against their rivals and neighbors. Blinken feels that Trump’s idea that every nation should pursue its particular interest without regard for the others was a recipe for instability. In contrast, America’s imposition of leadership on dependent allies will ensure stability.

    Blinken and Biden apparently believe in international solidarity — provided, of course, that it is structured around themes the US chooses. “Another enduring principle,” Blinken intones, “is that we need countries to cooperate, now more than ever. Not a single global challenge that affects your lives can be met by any one nation acting alone.” But a closer look at his idea of cooperation reveals an idea closer to former President George W. Bush’s “coalition of the willing” than open concertation. He also makes it clear that even though Russia, Iran and North Korea stand out as a vague equivalent of Bush’s “axis of evil,” China is the real threat against which an effective coalition must be assembled.

    The Biden administration simply refuses to acknowledge that China’s rise, which has effectively lifted more than 800 million people out of poverty, should be considered as having any redeeming factors that might lead the US to promote a policy of cooperation with China rather than confrontation. It may be the administration’s belief in the theory of the “Thucydides trap,” which, if taken seriously, fatalistically supposes that a waning power and a rising power must not seek to cooperate, but must be resigned to confronting each other, forcing the weaker to submit.

    In his speech, Blinken made this intriguing comment about cooperation: “That requires working with allies and partners, not denigrating them, because our combined weight is much harder for China to ignore.” He is undoubtedly thinking about Trump’s propensity to lambaste US allies in Europe and elsewhere. This may also explain why the Biden administration has avoided reproaching Saudi Arabia with its crimes and blatantly undemocratic behavior.

    Blinken asserts that “as the President has promised, diplomacy — not military action — will always come first.” But, contrary to most expectations, there has been no diplomacy with Iran, and the attempt at diplomacy with China last week in Alaska turned to the kind of confrontation that precedes military action. At the same time, Admiral Philip Davidson has indicated that he believes war with China will be inevitable because of the US commitment to defending Taiwan’s independence. The Financial Times notes that “Biden has taken a tough rhetorical posture towards China over its military activity around Taiwan and in the South and East China Seas.” The tone in Washington seems closer to preparation for war than an intensification of diplomacy.

    The Chinese have expanded their geopolitical activity with a focus on infrastructure rather than military presence. The US sees this as an assault on its global hegemony. Underlying this feeling is the reality that since the beginning of the century, the US has seen a decline in its influence across the globe. The rise of China means that any new president of the United States must feel that getting tough with China will be electorally advantageous. But posturing with an eye to seducing the electorate can sometimes lead to actions that severely undermine the very stability Blinken believes must be ensured through American leadership.

    Historical Note

    Antony Blinken’s logic can be seen as the application of John Mearsheimer’s notion of US hegemony as the central feature of a “realist” foreign policy. That realism reflects a binary vision of the world, as a choice between hegemony and anarchy. Hegemony is the lesser of the two evils and is therefore deemed good. No great power should renounce its quest for hegemony. For the US, ever since the Monroe Doctrine established in 1823, regional hegemony has become the reigning orthodoxy.

    As a realist, Mearsheimer opposes the “neo-liberal” idea that US hegemony should be guided by the belief in a moral mission. Because hegemony is good, its abuses will always be tolerable as conditions for maintaining the good. Mearsheimer even had a soft spot for Trump’s “America First” approach. Secretary Blinken and President Joe Biden have chosen to deviate from Mearsheimer by promoting a version of hegemony that relies on a return to the moralism of the neo-liberal agenda. They paint the US as a force for promoting democracy and human rights across the globe. Biden called it leading by the force of example rather than the example of force.

    Blinken offers some examples. “It requires standing up for our values when human rights are abused in Xinjiang or when democracy is trampled in Hong Kong, because if we don’t, China will act with even greater impunity.” Does “standing up for” mean envisioning war? The absurdity of his statement becomes clearer when one imagines the way the Chinese might reformulate it to criticize the US: It requires standing up for our values when human rights are abused among the black population in America’s inner cities or when democracy is denied and trampled in Puerto Rico, because if we don’t, the US will act with even greater impunity. Only a global hegemon “stands up” in that manner.

    The realists correctly point out that the attitude that consists of feeling justified to use force on the grounds that another nation is not living up to one’s own rigorous moral or political standards is at best a distraction and at worst an invitation to chaos. Realists, like Mearsheimer or Henry Kissinger, respect power alone rather than any abstract notion of virtue. They see moral considerations as irrelevant, though they tend to think that, according to some mysterious metaphysical principle, the values of the US are more valid or trustworthy than those of other nations.

    Power will always assert itself. Superior power will usually win every spontaneous contest. That is the reality of politics. But is that a recipe for stability? The real question that every honest human being must consider is this: Should politics and political thinking alone rule human society? Is there a place for morality and not just as a feature of political rhetoric?

    Biden’s America Is the New “Middle Kingdom”

    For decades, The New York Times has tried to manage the image it once created for itself as a “progressive” newspaper. On various occasions, its ineptness at this game has been so patent that its reputation as the “paper of record” appeared irreparably tarnished. Its support of George W. Bush’s campaign to invade Iraq in 2003 is just one prominent example. Nevertheless, since no other US newspaper can compete with its brand, The Times not only holds pole position in reporting the news but is also assured of winning the race on most headline political stories in the US news cycle.

    Thanks to its stable of high-profile editorialists, its specially cultivated relationship with government insiders and the intelligence community, and its occasionally thought-provoking in-depth features, The Times commands the respect of an elite, “politically-aware” class of readers. Even when the paper’s editorial stance appears totally skewed on a major issue, its position will be deemed worthy of attention. Despite multiple failures, this particularly applies to US foreign policy.

    The key to The Times maintaining its image as a voice of progressive values lies less in its willingness to air progressive ideas than in the persistent belief Americans have that the Democratic Party is more progressive than the Republican Party. In other words, because Democrats read The Times, it has no need to sound progressive. Like the Democratic Party itself, The Times’ editorial policy over at least the past three decades has increasingly distanced itself from most traditional progressive themes, particularly on foreign policy.

    Still, the newspaper feels the need to at least seem progressive. It finds itself faced the difficult task of navigating very real pressures within the Democratic Party. With the arrival of a new Democratic administration and the continued suspense concerning what its policies will actually look like, The New York Times is now making an effort to assess the trends.

    In an article on March 11, Michael D. Shear, Carl Hulse and Jonathan Martin provide an example of tracking the trends. “Even as Mr. Biden’s stimulus victory lap will be embraced by the left,” they write, “he remains in the cautious middle so far on foreign policy, easing off on punishing the crown prince of Saudi Arabia for ordering the killing of a Washington Post journalist and imposing only modest sanctions on Russia for the poisoning and jailing of Aleksei A. Navalny, the opposition leader there.”

    Cautious middle:

    The position that defines how Democratic politicians may hold onto power and mainstream journalists hold onto their jobs. Only Republicans politicians and journalists may be allowed to deviate from it.

    Contextual Note

    Citing the notion of cautious middle would seem to imply that, in contrast, there may also be an incautious middle. But the concept is difficult to imagine. The expression sounds like a pleonasm. The whole point of placing oneself in the middle is to avoid being conspicuous. This raises the question of what The Times means by “cautious.” Does caution mean using one’s rational faculties to steer clear of danger, or does it signify abandoning one’s own principles and beliefs for the sake of survival?

    The two cases cited leave the reader wondering. President Joe Biden has promised no punishment for Saudi Crown Prince Mohammed bin Salman (MBS), whom the CIA blames as the man directly responsible for the murder of US resident Jamal Khashoggi, a Saudi journalist who worked for The Washington Post. In contrast, Biden has imposed “modest sanctions” on President Vladimir Putin’s government and directly maligned Putin himself for the poisoning of a Russian citizen with no connections to the US. Does Biden think MBS has a soul? How afraid is Biden of Saudi Arabia? Should this really be called caution?

    Then there is the question of defining what The Times means by “the middle”? When polls show that a significant majority of Americans wish to see single-payer health care, the withdrawal of US troops from the Middle East, a $15 minimum wage and increased taxes on the wealthy, does it have any meaning to call Biden’s position — who appears to oppose all of these issues — “the cautious middle”? Perhaps The Times imagines Biden’s foreign policy position should be called “the cautious middle” because it sits somewhere between MBS and Israel’s Benjamin Netanyahu, or between India’s Narendra Modi and the UK’s Boris Johnson.

    Historical Note

    The independent journalist Matt Taibbi, who has never sought the middle but always taken seriously the notion that the media’s first responsibility in a democracy is to stand up to power and challenge its orientations, has noticed how, with the arrival of Joe Biden in the White House, most of the press — and in particular The New York Times and the Washington Post — have abandoned any pretense of critical appraisal of the sometimes incomprehensible caution of the new administration. He compares their reporting to “embarrassing, Soviet-style contortions,” bordering on hagiography.

    He notes how Biden and his Democratic colleagues are not alone in seeking shelter within the “cautious middle.” So are most journalists, even Republican stalwarts working for the media. He cites the case of New York Times conservative columnist David Brooks who, as a philosophically-focused Republican, “spent his career penning paeans to ‘personal responsibility’ and the ‘culture of thrift,’ but is now writing stories about how ‘Joe Biden is a transformational president’ for casting aside fiscal restraints in the massive Covid-19 bill.”

    Taibbi speculates that Brooks may be undergoing the same “evolution” as Biden, leading him to some kind of safe haven where those who have some power over his future — his employer, The New York Times — want to be sure he will not deviate from the party line. Taibbi compares Brooks to a lot of people in the corporate press “who are searching out the safest places on the op-ed page, the middle of the newsroom middle, in desperate efforts to stay on the masthead.”

    Being in the cautious middle is now perceived by many to be the key to survival in the new political-media complex, even if being in the middle rhymes with irrelevance, inefficacy and refusal to implement or even take into account the will of people. The political middle is no longer the position in the center of people’s real interests or even of the spectrum of popular opinion. The middle appears to exist as a theoretical point of absolute stasis in which changing as little as possible while finding ways to reassure the discontents by acts of verbal bravado defines a decent strategy of governance.

    In 2008, Barack Obama ran as the anti-George W. Bush candidate. Once in office, Obama maintained most of Bush’s heritage, from disastrous tax cuts for the rich to maintaining and prolonging the Bush wars that he had railed against. Biden has come into office as the anti-Donald Trump, ready to bring things back to a middling “normal” presumably defined by the status quo of the Obama period. Just like Obama, President Biden appears to have accepted the new “middle” defined by his predecessor rather than realizing his own stated ambition during the 2020 campaign to become a “new FDR,” the Democratic president, Franklin D. Roosevelt, who in the 1930s decisively overturned the policies of his Republican predecessors.

    For the moment, Biden is showing no signs of listening to the needs of the populace beyond offering a quick fix of injected cash ($1,400). And, apart from the symbolic move of rejoining the 2015 Paris climate accord, Biden has maintained nearly all of Trump’s foreign policy legacy, including refusing to cancel Trump’s sanctions on Iran that followed the US withdrawal from the nuclear agreement with the Iranians. A mere reduction of those sanctions might have modestly pointed toward a return to the status quo ante-Trump. In his various actions concerning China, Iran and Saudi Arabia and even Venezuela, Biden appears to be paying homage to Trump’s leadership rather than blazing a new path in international diplomacy.

    In a famous moment during a vice-presidential debate in 1988, Democrat Lloyd Bentsen cut his young opponent, Dan Quayle, down to size with a remark that followed Quayle’s attempt to compare himself to President John F. Kennedy. Bentsen reminded Quayle that he had served under the assassinated president before concluding, “Senator, you’re no Jack Kennedy.” Bentsen was a child of 12 when Roosevelt began the first of his four terms as president. If he were alive today, Bentsen might have the gall to say to Biden: You’re no FDR.
