    So Far, Biden’s Foreign Policy Is Proving Too Conventional

    On the domestic front, Joe Biden is flirting with transformational policies around energy, environment, and infrastructure. It’s not a revolution, but it’s considerably less timid than what Barack Obama offered in that pre-Trump, pre-pandemic era.

    When it comes to foreign policy, however, the Biden administration has been nowhere near as transformational. The phrase Joe Biden has used so often is “America is back.” That sentiment certainly captures some aspects of Biden’s relationship with the international community, such as repairing relations with the World Health Organization and rejoining the Paris climate accords. In these ways, the administration has brought America back to the status quo that existed before Trump was unleashed on the world stage.

    But on some very important issues — China, Iran, Cuba, North Korea — President Biden hasn’t managed to restore even the previous status quo. His approach to military spending and the arms race is decidedly hawkish. His message on immigration, as expressed by Vice President Kamala Harris on a visit to Guatemala earlier this month, effectively erases the inscription on the Statue of Liberty by telling potential border crossers in the region to stay home. Okay, foreign policy is not a winning issue at the ballot box, and Biden certainly has a lot on his agenda. But even the notoriously cautious Obama took some courageous steps with Tehran and Havana.

    It’s possible that Biden is focusing on America first before turning to the world as a whole. It’s also possible that he’s simply not interested in altering US foreign policy in any significant way beyond removing US troops from Afghanistan. True, it was exhilarating to have a conventional president again after Trump. But conventional, when it comes to US foreign policy, is just not good enough.

    Confronting China

    If the Biden administration’s overriding domestic preoccupation is a sustainable economy, then its dominant foreign policy obsession is China. Biden and Xi have spoken only once, by telephone in February. Xi participated in Biden’s virtual climate confab in April. They are likely to meet face to face sometime this year, possibly around the G20 summit in Rome in October. There’s been talk of greater cooperation on addressing the climate crisis. And there haven’t been any overt military confrontations in the South China Sea or elsewhere.

    But otherwise, Biden and Xi have not really gotten off on the right foot. It was a no-brainer for the new Biden administration to lift the Trump-era tariffs on Chinese products and de-escalate the trade war that unsettled manufacturers and consumers on both sides of the Pacific. The Biden team is ostensibly doing a review of US-China trade policy with a focus on whether Beijing has met its commitments under the “phase one trade deal” signed back in January 2020 (so far, it’s been a mixed record of China meeting some targets for US imports and missing others).

    The review is more than just bean-counting. In a marked departure from the usual neoliberal trade talk coming out of Washington, US Trade Representative Katherine Tai has said, “I want to disconnect this idea that the only way we do affirmative trade engagement, trade enhancement is through a free trade agreement.” Tai prefers to operate according to a “worker-centric trade policy” that evaluates China on issues of forced labor, workers’ rights and the environment. A more nuanced approach to trade is all to the good, of course, and Tai should be commended for breaking with the Washington consensus.

    But taken in conjunction with other Biden administration policies, the reluctance to lift tariffs on Chinese goods is part of a full-court economic press on the country. The Biden administration has effectively continued the Trump approach of not only lining up allies in the region to contain China (the Quad, the Blue Dot Network) but enlisting European countries as well to join the bandwagon. In his recent trip to Europe, Biden corralled the G7 to create the Build Back Better World (B3W) initiative, a purported alternative to China’s Belt and Road infrastructure program, and twisted some arms to get NATO to prioritize China as part of its mission.

    NATO’s new emphasis on China reflects the Pentagon’s shift in focus. Trump might have loudly proclaimed his anti-China animus, but the Biden administration is determined to close what it calls the “say-do gap” by expanding capabilities beyond the Navy to challenge China in the air and above.

    China’s moves in Hong Kong, Xinjiang and the South China Sea are deeply troubling. Nor is Beijing doing nearly enough to green its Belt and Road Initiative. But the Biden administration needs to think creatively about how to leverage China’s own multilateral aspirations in order to address global problems. Trade tensions and disagreements about internal policies are to be expected. Yet the Biden administration has an urgent and historic opportunity to work with China (and everyone else) to remake the international community.

    Sparring With Iran

    Another no-brainer for the Biden administration was reviving the Iran nuclear agreement that Trump tried to destroy. Granted, it was tricky to unwind the sanctions against Tehran and address Iran’s demands for compensation. It wasn’t easy to reassure the Iranian leadership of the sincerity of US intentions given not only Trump’s past hostility but the current animosities of congressional Republicans. And there was also Israel, which was doing everything within its power to scuttle diplomacy up to and including sabotaging Iran’s nuclear facilities and assassinating Iranian scientists.

    These obstacles notwithstanding, the Biden team could have gotten the job done if it had started earlier and been more flexible. Not wanting to open itself up to criticism from hawks at home, however, the administration argued for a mutual, step-by-step return to the agreement. By contrast, Iran quite sensibly argued that the United States, since it attempted to blow up the agreement, should be the first to compromise by removing sanctions, a position that some US policymakers have also supported.

    Meanwhile, the Biden administration is continuing a tit-for-tat confrontation with militias aligned with Iran. This week, the administration launched airstrikes against facilities on the Iraq-Syria border from which these militias have allegedly attacked US.bases in Iraq. US forces in Syria subsequently came under rocket fire.

    Why are there still US soldiers in Iraq and Syria? Didn’t the Biden administration commit to ending America’s endless wars? Although US forces are scheduled to depart Afghanistan in September and Washington has pledged to remove troops from Iraq as well, negotiations around the latter have yet to produce a timetable. Removing 2,500 US soldiers from Iraq would please the government in Baghdad, remove an irritant in US-Iranian relations and take US personnel out of harm’s way. What’s not to like, Joe?

    Getting Nowhere With Cuba and North Korea

    Late in his second term, Barack Obama orchestrated a bold rapprochement with Cuba. After lifting financial and travel restrictions, Obama visited the island in March 2016 to meet with Cuban leader Raul Castro. It wasn’t a full opening. Washington maintained a trade embargo and refused to close its anomalous base in Guantanamo. But it was a start. Donald Trump brought a quick end to that fresh start by reimposing the restrictions that Obama had lifted.

    Joe Biden promised to resurrect the Obama policy. Trump’s reversals, he said as a candidate, “have inflicted harm on the Cuban people and done nothing to advance democracy and human rights.” And yet, as president, he has done nothing to reverse Trump’s reversals.

    As Karen de Young writes in The Washington Post, “Under Trump restrictions, non-Cuban Americans are still prohibited from sending money to the island. Cruise ships are banned from sailing from the United States to Cuba, and the dozens of scheduled U.S. commercial flights to Cuban cities have largely stopped. Tight limits remain in place on commercial transactions.”

    The reason for the new administration’s lack of action, beyond its concerns about human rights in Cuba and its fear of Republican opposition in Congress, boils down to domestic politics. Robert Menendez, the Democratic senator from New Jersey who never liked the Obama-era détente with Cuba in the first place, represents a key obstacle in Congress. Public opinion in Florida among Cuban-Americans, which had swung in favor of rapprochement during the Obama period, has now also swung decisively in the other direction, thanks to a steady diet of Trumpian demagoguery.

    Here, the Biden administration could try something new by closing Guantanamo. The administration is already launching a quiet effort to close the detention facility at the base by resolving the status of the several dozen inmates. He should go even further by rebooting Guantanamo as a center for US-Cuban environmental research, as scientists Joe Roman and James Kraska have proposed.

    North Korea, meanwhile, is the one place in the world where Trump sought to overturn decades of US hostility. His attempts at one-on-one diplomacy with North Korean leader Kim Jong-un didn’t achieve much of anything, but it still might have served as a foundation for future negotiations. Biden has instead followed the script of all the administrations prior to Trump: review policy, promise something new, fall back on conventional thinking.

    The administration finished its review of the North Korea policy in April. Biden rejected his predecessor’s approaches as misguided and has relied on the usual big-stick-and-small-carrot policy that stretches back to the 1990s. On the one hand, Biden extended sanctions against the country and has maintained a military encirclement. On the other, his emissaries have reached out to Pyongyang, with Special Representative for North Korea Sung Kim saying this month that the United States would meet with Pyongyang “anywhere, anytime, without preconditions.” “Without preconditions” is fine. But what about “with incentives”?

    Because of the COVID-19 pandemic, North Korea is more shut off from the world than usual. It is preoccupied with the economic challenges associated with its increased isolation. In his annual address in January, Kim Jong-un made the unusual admission that the government’s economic program fell short of its goals. More recently, he has said that his country is “prepared for both dialogue and confrontation, especially … confrontation.”

    Biden should focus on the first half of Kim’s sentence. South Korea’s progressive president, Moon Jae-in, nearing the end of his own tenure, very much wants to advance reconciliation on the peninsula. Instead of beefing up its military containment of the isolated country, Washington could work with Seoul to break the current diplomatic impasse with a grand humanitarian gesture. Whether it’s vaccines, food or infrastructure development, North Korea needs help right now.

    Military Exceptionalism

    It’s still early in the Biden administration. Remember: Obama didn’t achieve his major foreign policy milestones in Iran and Cuba until later in his second term. Biden no doubt wants to accumulate some political capital first by repairing relations with allies and participating in multilateral fora on the global stage and achieving some economic success on the home front.

    The administration’s position on military spending, however, suggests that Biden is wedded to the most conventional of thinking. The United States is poised to end its intervention in Afghanistan and reduce its commitments in the Middle East. It is not involved in any major military conflicts. Everyone is wondering how the administration is going to pay for its ambitious infrastructure plans.

    So, why has Biden asked for a larger military budget? The administration’s 2022 request for the Pentagon is $715 billion, an increase of $10 billion, plus an additional $38 billion for military-related spending at the Energy Department and other agencies. True, the administration is hoping to boost non-military spending by a larger percentage. It is planning to remove the “overseas contingency operations” line item that funded the wars in Afghanistan and Iraq.

    But if there ever was a time to reduce US military spending, it’s now. The pandemic proved the utter worthlessness of tanks and destroyers in defending the homeland from the most urgent threats. Greater cooperation with China, a renewed nuclear pact with Iran and a détente with both Cuba and North Korea would all provide powerful reasons for the United States to reduce military spending. To use Joe Biden’s signature phrase, “C’mon, man!”

    Christianism: The Elephant in the Extremism Room

    I contend that my subject matter is something of an elephant in our global room, but I should warn that it is equally a thoroughly unhappy one: religiously-inspired, revolutionary political violence. For nearly 20 years now, scarcely a day has gone by without reportage on Islamism. This type of extremism remains present in our global room, and no one can claim it is unseen.

    That is of course with good reason: On 9/11, nearly 3,000 people were brutally murdered by violent jihadi Islamists in the worst sub-state terrorist attack in history. But there is something that has long vexed me, in keeping with the New Testament injunction to take the “log out of your own eye, and then you will see clearly to take the speck out of your brother’s eye.” I have referred to this phenomenon for more than a dozen years but have never had the opportunity to properly delineate what I think is again becoming an urgent subject matter, namely Christianism.

    Perversion of Christianity

    As I have written earlier, “Whereas religious politics, in a banal sense at least, may be observed wherever clerics become directly involved in politics, the term ‘Christianism’ is intended to denote a more radical, revolutionary approach to secular politics.” Christianism may have Christian connotations and indeed draw upon Christian language but, like Islamism, it is essentially appropriative. It allows an entirely secular Anders Behring Breivik (now known as Fjotolf Hansen) who murdered 77 in Norway on July 22, 2011, to term himself a “cultural Christian” — not on account of any metaphysical belief, but because he believed it was a useful framework with which to attack Muslims and Europe and, using an anti-Semitic dog whistle, “cultural Marxists.”

    Christianism, therefore, is a secular doctrine that is different from, alternatively, evangelicalism, political Christianity and fundamentalism. Joas Wagemakers makes a similar claim about the distinction of Islamism from types of religious fundamentalism such as Salafism. This is a political ideology appropriating religion, not the other way around. But I would go further than Wagemakers does in describing Islamism as “a political application of Islam.” Instead, I would suggest that both violent and non-violent forms of Islamism, in their very nature, reject pluralism and advance a doctrine of supremacy that is the hallmark of extremism — whether ethnic, national or religious.

    Moreover, it is precisely the political violence exemplified by the horrors unleashed by Breivik that Christianism is intended to denote. In short, this is a distinct, ideological perversion of Christianity that is, at the same time, distinct from older and more familiar forms of Christian nationalism and even from the theologically-based exclusion or persecution that has marred Christianity no less than other monotheistic faiths. One need not be a Christian to be a Christianist, nor is Christianism driven by the same impulse as the regrettably all too familiar instances of tribalism in Christian history.

    It scarcely should need saying, but Islamism is an extremist perversion of one of our world’s leading faiths. As a revolutionary ideology born of the 20th century, it can be directly traced from the interwar Muslim Brotherhood under Hasan al-Banna, for example, and the doctrines of Sayyid Qutb in postwar Egypt to the quasi-state terrorism of the Islamist death cult, Daesh. For all of its supposed medievalism, then, Islamism is a product, and not merely a rejection, of modernity.

    A similar perspective can be taken on Christianism. So, first, a banal point: Believers have politics, just as do non-believers. For this reason, I am wary of constructions like “political Christianity” or “political Islam” for the same reason I’m only marginally less wary of constructions like “apolitical Christianity” or “apolitical Islam,” though I accept, of course, that different forms of hermeticism stretch across most faith traditions.

    Thus, Christianism doesn’t refer to a form of Christian nationalism that is evident in the contemporary US (although not only there). One might observe the heart-breaking scenes in early April of Protestant loyalists rioting in Belfast with the frightening implications for the Good Friday Agreement in Northern Ireland, or indeed the conflict acting as the midwife for the long struggle over the six counties, the Great War. Throughout that conflict, scholars have clearly shown that both Protestant and Catholic confessions anointed or, better, armed their nations with justifications of a holy war. Christian churches’ injunctions to fight for God and nation is but one example of Christian nationalism, and there are countless others like it in the Christian tradition as there are in other faith traditions. It is far from new.

    Sacrazlied Politics

    This particular sense of Christian nationalism, likewise, has been extensively studied in the American context, with particular focus on white evangelicalism. In the compelling empirical account, “Taking America Back for God,” Andrew Whitehead and Samuel Perry conclude that “those who embrace Christian nationalism insist that the Christian God formed, favors and sustains the United States over and above the other nations in the world.” It is in this sense that Rogers Brubaker refers to adherents of Christianism in a 2017 article, whereby “Christianity is increasingly seen as their civilizational matrix, and as the matrix of a whole series of more specific ideas, attitudes, and practices, including human rights, tolerance, gender equality, and support for gay rights.”

    Yet here too we may be seeing a case of old wine in new bottles, whereby reactionary and even tribal expressions of a faith — in this case Christianity — which seem to belong to a tradition that, in American terms, stretches from John Winthrop’s “city on a hill” to the televangelists of our day. Even cast in such civilizational terms, these forms of Christian tribalism are of a different stamp than the tradition I’d like to indicate. It is first and foremost ideological and emerged between the two world wars to afflict all three principal confessions in Europe: Protestantism, Catholicism and Orthodoxy.

    To take but one example of from each of these confessions, consider first the Romanian Orthodox ideologue, Ion Moţa, a key leader of militant fascist mystics, the Legion of Archangel Michael. Just before he was killed by Republicans in what he understood as a holy war in Civil War Spain, Moţa declared: “No force, no love exists which is higher than that of the race (and can only be realized in the race), except for the force of Christ and love of him. We are defending Christianity in a foreign land, we are defending a force which wells up from the force of our people, and, spurred on by our love for the Cross, we are obeying here in Spain our love for the Romanian people.”

    Underscoring that his views were scarcely marginal, a mortuary train carried Moţa’s body from the Spanish battlefield across Europe in winter 1937 into Bucharest, where he was received by hundreds of thousands of devotees, helping to nearly triple the mystical fascist party — the Romanian Iron Guard — membership to 272,000 by the end of that year. No doubt many of these supporters later took part in the earliest massacres during the wartime Holocaust, murdering more than 100,000 Jews in pogroms across Romania in 1940.

    This form of sacralized politics was not limited either to the laity or to Orthodox fascists. In Nazi Germany, the regime initially supported the mistitled German Christians as an expression of what was termed “Positive Christianity” in the NSDAP program. Under Reichsbishop Heinrich Müller, the German Christians promoted the Führerprinzip in the country’s Protestant churches, aiming for complete coordination between a totalitarian state and a totalitarian church.

    A picture of what this looked like can be glimpsed from these selections of Muller’s 1934 rendering of Christ’s “Sermon on the Mount”. Thus, “Blessed are the meek” becomes “Benevolence to him who bears his suffering manfully,” while “Blessed are the peacemakers” is mongered into “Benevolence to those who maintain peace with the members of the Volk.” Most sacrilegiously, the categorical “turning the other cheek” is turned to the following:  “I say to you: it is better, so to live with other members of your Volk that you get along with each other. Volk community is a high and sacred trust for which you must make sacrifice. Therefore come out to meet your opponent as far as you can before you completely fall out with him. If in his excitement your comrade hits you in the face, it is not always correct to hit him back.”

    So far did this heresy go that the German Christians even sought the “liberation from the Old Testament with its cheap Jewish morality” by attempting to simply expunge it from the Bible. The genocidal analogue of this attempted erasure was the Holocaust, which was powered by what Saul Friedlander has aptly called “redemptive antisemitism.”

    Clerical Fascism

    Yet fighting a holy war against socialists in Spain or advocating genocide from the pulpit was not Christianist enough for the Independent State of Croatia, the Catholic wartime ally of Nazi Germany under the rule of the Ustasa, rightly described as “the most brutal and most sanguinary satellite regime in the Axis sphere of influence.” The Ustasa methods of killing were so sadistic that even the Nazi plenipotentiary based in Croatia recoiled. For instance, consider the words of Dionizije Juričev, the head of State Direction for Renewal, from October 22, 1941:

    “In this country only Croats may live from now on, because it is a Croatian country. We know precisely what we will do with the people who do not convert. I have purged the whole surrounding area, from babies to seniors. If it is necessary, I will do that here, too, because today it is not a sin to kill even a seven-year-old child, if it is standing in the way of our Ustaša movement … Do not believe that I could not take a machine gun in hand just because I wear priest’s vestments. If it is necessary, I will eradicate everyone who is against the Ustaša.”

    These words were targeted not only at the demonized victims of Nazism such as Jews, Roma and Sinti Travelers, but also at the Orthodox Serbs who were the largest victims of the Ustasa “policy of thirds” — kill one-third, expel one-third and forcibly convert one-third of their enemies. This sacrilege culminated in the only extermination center not directly run by the Nazi SS — the Jasenvocac camp, less than 100 miles from the Croatian capital Zagreb.

    Jasenovac, where some 100,000 ethnic or religious victims were brutally murdered, was commanded by Miroslav Filipovic-Majstorovic, a serving priest. Though he was later defrocked and ultimately hanged in 1946, both his wartime actions and the escape of so many of his allies on the Catholic “ratline” to South America, including the Ustasa leader, Ante Pavelic — who spent more than a dozen years hidden in Argentina after the war — suggests that, in much the same way that fascism could appeal to seduced conservatives, Christianism could also appeal to Christian tribalists.

    The case of such priests during the fascist era led to the useful term “clerical fascism,” characterized as a hybrid between the Christian faith and fascism. Yet in a manner inverse to Christian nationalism, which can be entirely secular, clerical fascism suggests a phenomenon from, and within, Christian churches. With respect to Christianism in our (arguably) secularizing world, this would exclude self-described “cultural Christians” like Anders Breivik, whose 775,000-word manifesto is clear on his secular appropriation of Christianity for the purposes of attacking cultural Marxism.

    So too with the civilizational frame adopted by conspiracist proponents of the “great replacement,” which alleges a Muslim plot to destroy Christian civilizations from within. The convicted terrorist Brenton Tarrant, the murderer of 51 Muslim worshippers at Friday prayers in Christchurch, New Zealand, on March 15, 2019, was aimed at countering this so-called “white genocide,” itself a neo-Nazi term coined by the convicted race murderer David Lane (also notorious for popularizing the “14 words”: “we must secure the existence of our people and a future for white children”). Like Breivik, Tarrant’s 74-page manifesto, “The Great Replacement,” specifically addresses itself to Christians:

    “Let the fire of our repentance raise up the Holy War and the love of our brethren lead us into combat. Let our lives be stronger than

    death to fight against the enemies of the Christian people.

    Pope Urban declared the First Crusade in 1095, opening one of the darkest chapters in Christian history.

    Although modern and revolutionary, Christianism need not be defined as a theological stance. One can be agnostic on the issue of faith and still be a Christianist. More important is the Durkheimian religious behavior toward the sacred and the profane, which closely links clerical fascists with cultural Christians of Tarrant and Breivik’s stripe. This leads to the definition of Christianism as a modern, ideological appropriation of Christianity based upon a secular vision of redemption through political violence against perceived enemies.

    Relevant Again

    While it might be tempting to think that the era of fascism has left Christianism in our bloody past, this construction feels relevant again in the wake of the Capitol Hill insurrection earlier this year in Washington, DC. True, Identity Christians, the Army of God and many similar groups emerged after 1945, but these were tiny and fringe extremist movements. By contrast, what makes Christianism today the elephant in the room is precisely how widespread it appears to be developing in a new guise — and radicalizing.

    In the US, for instance, according to recent polling reported by The New York Times, nearly “15 percent of Americans say they think that the levers of power are controlled by a cabal of Satan-worshiping pedophiles, a core belief of QAnon supporters.” That equates to some 50 million Americans. That this ideological crusade is “infecting” Christian churches, indeed conquering them, is borne out by a similar Axios report indicating that this virus stretches across confessions: “Hispanic Protestants (26%) and white evangelical Protestants (25%) were more likely to agree with the QAnon philosophies than other groups. (Black Protestants were 15%, white Catholics were 11% and white mainline Protestants were 10%.)”

    We should not delude ourselves that this is, or will always be, a non-violent movement. Already, nearly 80 “conspiracy-motivated crimes” can be laid at the QAnon Christianists’ door — and that’s before ascribing to them a key role in the January 6 insurrection, also partly fomented by then-President Donald Trump. The fusion of QAnon with Christianity — an exemplary case of Christianism — is chillingly evidenced by a professionally shot video released this New Year’s Day, just days before the attempted coup in Washington. Even if this ideological call to battle ends with the canonical Lord’s Prayer familiar to Christians, salvation is emphatically this-worldly and focused on a “reborn” US in a manner quite familiar to scholars of fascism.

    It is for this reason that Christianism is very much the elephant in the room. As such, it needs to be confronted and rejected both politically and theologically — first and foremost by Christians themselves. This repudiation would not simply be for the sake of the self-preservation of the faith in the face of its heretic form and not just for the protection of life that will be an increasing concern in the months and years to come. It is necessary because this is a syndrome not unfamiliar to other faiths but has yet to be named as such among mainstream Christian confessions.

    We must not look away from this. Let us not go back to the genocidal years of clerical fascism in Europe, spawned by ideology and bloodlust, and let us stand tall against what is so obviously sacrilege. Both faith and civic duty command it. That is because, put in more familiar terms in William Faulkner’s “Requiem for a Nun,” “The past is never dead. It’s not even past.”

    The Reassuring Presence of Multiple Threats

    In April, the US director of national intelligence, Avril Haines, presented an important document produced by the nation’s intelligence community, the 2021 Annual Threat Assessment. It was designed to demonstrate that the newly inaugurated president, Joe Biden, is ready to respond to any or all of the manifold threats, fear of which has been the key to unifying the nation.

    China and Iran figure prominently, as do the Islamic State (IS) and al-Qaida. Beltway politicians will find the continuity with the fears of previous administrations reassuring. Even though the last three — the Islamic Republic of Iran, IS and al-Qaida — would not even exist today had the United States not actively provoked them into existence through its obsessive meddling in Middle Eastern affairs, many will be pleased to note that their confirmed presence on the list continues to justify the intelligence community’s ever-expanding scope. China, of course, is a special case because it has never threatened the US militarily or economically. Yet the headline of a New York Times article on the report reads, “China Poses Biggest Threat to U.S., Intelligence Report Says.”

    How indeed should we understand the Chinese threat, announced as the biggest of them all? Haines explains that China is guilty of “employing a comprehensive approach to demonstrate its growing strength.” The Chinese leadership has apparently failed to understand that only one nation in the world is authorized to “demonstrate its growing strength.” They should accept that it is madness to think there may be a need for China’s strength to increase. If the Chinese simply allow the US to govern the world’s affairs, they can be assured that they will always be in safe, democratic hands.

    Russia predictably appears in the full list of threats, although Haines admits that it “does not want a conflict with the United States.” That may be so, but everyone who has paid the slightest attention to the verities associated with Russiagate should now realize that Vladimir Putin’s cronies or lackies have developed a quasi-nuclear capacity to publish misinformation on Facebook, a reprehensible act that no other nation, party or person would ever think of doing. It appears that such practice can be fatal for democracy, even leading to the corrupting of an American election, the pristine model of transparent democratic procedure. 

    Haines focuses on Russia’s use of “malign influence campaigns.” This apparently means cherry-picking only negative things to say about the United States, whether factual or invented. Haines recycles the favorite trope of Russiagate enthusiasts over the past five years when she speaks of Russia’s intent to “sow discord.” Whenever Americans don’t agree on some fundamental things about their own country, the Russians must have had something to do with it.

    Haines gets to the end of her list without mention one nation some people find profoundly disturbing: Saudi Arabia, known for its extremely repressive social practices, its summary justice against anyone suspected of “sowing discord” (which may even include Washington Post journalists) and its brutal military campaigns designed to produce the world’s worst humanitarian disasters. But for the fact of its special relationship with the US based on oil and money, there might be some merit in considering Saudi as a possible threat, especially after the 2019 shooting of three Americans by a Saudi officer in Pensacola, Florida and the assassination of journalist Jamal Khashoggi in 2018.

    New evidence emerged this week concerning the training in the US of Khashoggi’s murderers. It revealed a suspicious level of complicity between the Saudi regime, which has funded terrorism for decades, and the US State Department, which authorized the educational collaboration. When asked for comment, State Department spokesman Ned Price explained: “This administration insists on responsible use of U.S. origin defense equipment and training by our allies and partners, and considers appropriate responses if violations occur. Saudi Arabia faces significant threats to its territory, and we are committed to working together to help Riyadh strengthen its defenses.”

    For the US government, any person, group, nation or even abstract idea that in any way challenges the global network of bulwarks and bastions, weapons and sanctions that constitute a body of resources dedicated to national defense, equally including the regimes of sanguinary dictators, predatory businesses and the actions of irresponsible mercenaries, all of whom are guided by the democratic ideals that drive such policies and actions

    Contextual Note

    The twin concepts of threat (the action of others) and defense (our actions) sum up the logic of the security state. So long as a threat exists — and the more that can be listed the merrier — the system of defense can thrive and grow. Haines calls the money spent on defense and surveillance an investment, which most experts on Wall Street and any true economist might find slightly abusive. Here is how she describes the value of the intelligence assessment of threats: “In short, at no point has it been more important to invest in our norms and institutions, our workforce, and the integration of our work. Doing so, provides us with the opportunity to meet the challenges we face, to pull together as a society, and to promote resilience and innovation.” Investment, in this sense, simply means more money that the US can spend, basically on creating or entertaining fear.

    Fomenting fear is easy, especially if you have the means (unlimited budget) of making it appear serious, detailed and scientific. Interestingly, in her quest for thoroughness, Haines correctly designates climate change and the COVID-19 pandemic as major threats. Everyone already knows the threat is real. Rather than using her platform to trumpet what everyone knows, it might be more productive to look at mobilizing resources to confront such threats. She could, for example, have signaled the urgency of finding ways to allow the developing world to produce its own vaccines rather than beg for Western handouts. But that would raise the delicate question of pharmaceutical patents, which must be protected even at the cost of the world’s health. Instead, the threat she chooses to highlight is the “vaccine diplomacy” of Russia and China.

    As for climate change, Haines highlights the grim perspective for the globe itself and especially for “vulnerable populations.” But there is nary a word about the contributing causes or the prospect for possible solutions, such as calling into question the economic system that feeds the crisis. This in spite of Haines’ insistence that the intelligence agencies are not simply Cassandras, put in place to strike fear into brave citizens’ hearts, but have a positive role to play. “The American people should know as much as possible about the threats facing our nation and what their intelligence agencies are doing to protect them,” she says. It would be nice to learn more about the “doing” part of it.

    Historical Note

    Since the Second World War, the entire pattern for economic success and industrial growth has been structured around the notion of fear. The Cold War officialized fear as the major motivating factor serving to keep capitalism intact, essentially by transforming free market capitalism into monopolistically structured state capitalism (privatized socialism), in which the needs of defense drive innovation. In the first half of the 20th century, free market capitalism had begun to reveal all the contradictions Karl Marx predicted for it. After the Wall Street crash in 1929, capitalism was on the brink of collapse in the US, which also happened to be the nation that controlled the debt of the European nations who had spent all their capitalistic resources in a catastrophic world war.

    During the 1930s, Nazism and Soviet communism, two brands of militaristic totalitarianism, became the principal objects of fear for Americans. The business class feared the communists and the working class, decimated by capitalism’s failure, feared the fascists. The Nazis emerged as the threat that justified the war effort. Once that was successful, Washington’s elite elected the Russian communists to play the role.

    After the fall of the Soviet Union in 1989, Islamist terrorism eventually slid into the role of existential threat number one. But the policies mobilized to defeat it had the effect of seriously weakening the American system of state capitalism. With things becoming desperate, new threats were needed. Avril Haines and the Biden administration have produced the updated catalog.

    Iran’s Hardliners Are Back

    To some critics, US elections are managed affairs. According to this cynical view, the “powers that be” narrow the field of candidates, the two parties don’t represent the real range of public opinion in the country, and periodic elections are just shadow plays staged by powerbrokers behind the scenes. In this way, US democracy is a sham.

    Although certainly distorted by the powerful, US democracy is not entirely scripted. If nothing else, the victory of Donald Trump in 2016 should have dispelled this particular misconception since the array of forces within the Republican Party, the intelligentsia and Wall Street were initially unified against him. By the same token. the come-from-behind victory of Black Lives Matter activist Cori Bush in her House race in Missouri in 2020 also demonstrates, on a smaller scale, that US elections cannot be predicted in advance.

    Iranian elections, on the other hand, are generally considered semi-democratic at best. Here, a true deep state of clerics and security organs really does stage-manage the elections in often quite transparent ways. This year, for instance, the Guardian Council of clerics and lawyers qualified only seven presidential candidates out of the 592 that registered. Forty women threw their hats into the ring, but the council rejected all of them. It also made sure that no viable reformist candidates would compete in the race.

    As a result, hardliner Ebrahim Raisi handily won the election last week. Just as US President Joe Biden was declaring in his first European trip that “America is back” — by which he meant that an internationally engaged America is back — the recent Iranian election has been an opportunity for the Iranian conservatives known as principlists to declare their return to power. Raisi will take over from the reformist President Hassan Rouhani, who had staked his political career on a nuclear deal with the United States and a reduction of US economic sanctions, which was initially a winning bet. Thanks to Trump’s rejection of that nuclear deal and his ratcheting up of sanctions, however, the reformist agenda lost credibility, if not among the population then at least among Iran’s ruling elite.

    Many Iranian voters were so disgusted by what was on offer in the recent election that they refused to vote. The turnout, under 50%, was the lowest since the revolution of 1979. Perhaps most telling was the candidate who came in second place. Actually, it wasn’t a person at all: it was “void.” More than 4 million votes were declared invalid.

    Combined with the number of voters who stayed home, those who voided their ballots sent a signal that they, at least, know a sham when they see one. If one wants to be optimistic, the low-turnout election reveals just how strong the pro-democratic constituency is in the country. And ironically, this poor showing demonstrates that elections do matter in Iran since the Guardian Council had to go to great lengths to guarantee its preferred outcome.

    When Trump won in 2016, he set about transforming US foreign and domestic policy. The swing in Iranian governance from reformist to conservative might be expected to produce a similar sea change in how Iran deals with the economy, its nuclear program and the outside world. But Raisi may end up selling the reformist agenda better than the reformists themselves.

    The Nuclear Deal

    The United States and Iran have just concluded a sixth round of negotiations on reviving the Iran nuclear deal, formally known as the Joint Comprehensive Plan of Action (JCPOA). It’s just possible that the two sides, in negotiations facilitated by the European Union, will come to an agreement before Raisi assumes the presidency in August. Iranian Foreign Minister Javad Zarif, for instance, is upbeat about a quick and positive conclusion to the talks.

    But even if such an early agreement is not forthcoming, there’s no reason to expect that Iran will suddenly pull out of the negotiations. True, the JCPOA was integral to the reformist program, and the reformists were just voted out of office. But Ayatollah Ali Khamenei backed the agreement in 2015 and continues to do so. Raisi himself has expressed support for the deal, with the caveats that it was America’s fault for jeopardizing the agreement and that he’s no fan of negotiations for the sake of negotiating.

    Raisi is looking to tread a fine line. His election campaign was based largely on improving the Iranian economy, and that will require the reduction and eventual elimination of nuclear-related sanctions. At the same time, he has made clear that he’s not interested in following the reformist agenda of using the nuclear deal as a cornerstone of rapprochement with the West. He stated this week that Iran’s missile program is not up for discussion — something that might have figured in post-JCPOA negotiations — and he is not looking to meet with President Biden.

    “The Americans trampled on the JCPOA and the Europeans failed to live up to their commitment,” Raisi pointed out. “I reiterate to the US that you were committed to lifting the sanctions — come back and live up to your commitments.”

    That’s a fair assessment of what happened under Trump (the trampling part) and what has so far failed to happen under Biden (the lifting of sanctions part). Still, if both sides return to the JCPOA even without future agreements, it would be an improvement over the dangerous impasse of the last few years.

    So, the message is acceptable. The messenger, however, is problematic. Accused of gross human rights violations from his time as a prosecutor in the 1980s and a judge after that, Raisi was included in a 2019 Treasury Department sanctions list. So, Iran’s new president is going to face some difficulties traveling to the West and will not likely give a speech at the UN General Assembly meetings in New York as his predecessors routinely did. Given his reception in the West, it’s not surprising that Raisi is unenthusiastic about a detente with his detractors.

    Yet because Raisi will now be presiding over a state that hews closer to the conservative views of the clerical establishment, there will be less political infighting at the top and Raisi may very well be able to sell an agreement at home more effectively than the reformists.

    The Economy

    The Iranian economy is a mess. Before the COVID-19 pandemic hit, the country experienced significant contractions in GDP of 6% in 2018 and nearly 7% in 2019. With Trump applying maximum pressure on Iran, Europe was supposed to pick up the slack. In fact, trade with Europe dropped by an astonishing 85% after 2017 as European countries buckled under the threat of secondary sanctions from the Trump administration.

    The rise in prices for consumer goods, particularly gas, prompted widespread protests throughout Iran at the end of 2019, to which the government responded with force. US-imposed sanctions, the disruptions of COVID-19 and chronic budget deficits have all contributed to the inflation that generates a good deal of public discontent in the country.

    In the late 1990s and the 2000s, Iran experienced a huge expansion of its middle class from below 30% of the population to nearly 60%. This middle class generally supported the modern, outward-looking agenda of reformists like Rouhani, who served two presidential terms beginning in 2013.

    Instead of cultivating that constituency, however, the Trump administration undercut the reformists by withdrawing from the JCPOA in 2018 and applying punitive measures that hurt the middle class. This was not a case of unintended consequences. As Ryan Costello explains at Responsible Statecraft, elements of the US far right quite consciously supported hardliners in Iran as the political figures most likely to unwittingly precipitate an uprising and, ultimately, the collapse of the regime. The maximum pressure campaign of the Trump years was designed with the same ends in mind.

    Instead of mobilizing another Green Movement, which protested the last hardliner to preside over Iran’s political system, Mahmoud Ahmadinejad, the return of the conservatives to power will more likely provoke apathy or even eventually support for anti-Western policies. “A decade of economic stagnation caused by sanctions and broken international promises has brought Iran’s middle class to a point that it may reconsider its future as a force for political moderation and globalization,” economist Djavad Salehi-Isfahani concludes.

    Raisi, meanwhile, has promised to fight corruption and economic mismanagement in the Iranian economy. He has his work cut out for him. The country ranks 149 out of 180 countries on Transparency International’s Corruption Perceptions Index. Bribery and favoritism are widespread, while a number of officials have been prosecuted for embezzlement and influence-peddling. It’s going to be difficult to root out corruption since the system basically runs on clientelism. The new patrons who take over the government apparatus expect to siphon off a portion of the state’s wealth for distribution through their patronage system.

    As a result, Raisi might find it easier to improve Iran’s economy by negotiating a reduction of external sanctions than a reduction of internal corruption.

    Regional Relations

    One of the side benefits of the Biden administration’s rethink of relations with Saudi Arabia is that it has forced Riyadh to hedge its bets in the region. Trump lavished praise on the Saudis, even as they were killing Yemenis, assassinating a Washington Post columnist and jailing human rights activists. Under Trump, the United States and Saudi Arabia bonded on their anti-Iran agenda.

    Now, with the Biden administration pulling back from its support for the Saudi-led war in Yemen and criticizing the Saudi record on human rights, Riyadh has begun secret negotiations with Iran to mend their relationship. Those discussions, which began last month in Baghdad, cover a number of flashpoints, but particularly the places where the two countries are competing for influence such as Yemen and Iraq.

    Shortly after his electoral victory, Raisi announced that he wanted to improve relations with the Gulf Arab states. He singled out Saudi Arabia, which severed diplomatic ties with Iran in 2016. “There are no obstacles from Iran’s side to re-opening embassies,” Raisi said. “There are no obstacles to ties with Saudi Arabia.”

    A rapprochement between these two regional hegemons, however superficial, could significantly improve the prospects for reducing tensions in the region. And that, in turn, could be good news for a Biden administration that so desperately wants to shift its attention away from Middle East conflicts.

    In contrast to hawks like Elliott Abrams, I certainly do not root for the hardliners to win in Iranian elections. I believe that the Iranian system, led by the reformists, can evolve in a more democratic, more peaceful and more equitable direction.

    But in the short term, the victory of Ebrahim Raisi might just be good news. After all, he supports the nuclear deal, needs the reduction of US sanctions to fulfill his economic promises and is open to better relations with his neighbors. Imagine if Ahmadinejad, Iran’s version of Trump, had returned to power. Fortunately, the Guardian Council disqualified him as well. That’s not a bad lesson for Congress, as it confronts the possibility of Trump’s return to public office.

    Joe Biden Meets Afghanistan’s Leaders as the Country Faces Collapse

    The security situation in Afghanistan is deteriorating dramatically. The Taliban have captured the country’s border crossing to Tajikistan. Prospects of civil war have risen.

    Even as the US withdrawal gains momentum, Afghan leaders are visiting Washington to meet President Joe Biden on June 25. This includes President Ashraf Ghani and Abdullah Abdullah, the chairperson of the High Peace Council for Reconciliation.

    The Taliban are filling the vacuum that Americans are leaving behind. Violence has surged across Afghanistan and the government is losing territory by the day. As September 11, the deadline for the departure of American troops, draws nigh, the Taliban are becoming increasingly emboldened.

    The government in Kabul has a reputation for corruption and is proving to be ineffective. People are dying every day in cities, towns and villages from terror, crime and hunger. The US is leaving behind a royal mess. If its presence in Afghanistan was problematic, its withdrawal promises to be doubly so.

    Ghani Is Running Out of Time

    Stakes are high in Biden’s first meeting with the Afghan leaders even if expectations are low. Ghani is not an ideal interlocutor. He has presided over a notoriously corrupt administration of a failing state. Kabul’s writ does not even run in the city. Even if Biden and Ghani do a dream deal, the latter is highly unlikely to be able to uphold his part of the bargain.

    Biden wants to bring back American troops and minimize the instability that will inevitably follow in Afghanistan. He needs a good partner to work with. Once, Ghani was the blue-eyed boy of Washington. His academic credentials and bureaucratic experience gave him a halo that few Afghans possessed. Ghani has squandered all the resources that the US provided him. He has few, if any, opportunities left. Ghani’s government is on the verge of total collapse.

    According to a new assessment of the US intelligence community, Ghani’s government could collapse within six months of the American military withdrawal from Afghanistan. The government has lost credibility because it has failed to provide basic public services to the people. Consequently, the people have lost hope. Yet again, Afghans are voting with their feet and leaving the country in droves.

    Like many African strongmen, Ghani has surrounded himself with sycophantic cronies. He sees himself as the savior and messiah of Afghanistan. The president has no idea that he has lost all credibility in his second term. His lofty rhetoric fails to reflect Afghanistan’s grim realities.

    Ghani is not entirely delusional, though. He realized fully well that he occupies his fancy palace in Kabul thanks to the barrels of American guns. Once the Americans leave, he is toast. Therefore, he has opposed Biden’s peace plan that calls for a political settlement between warring parties, including the Taliban. Unsurprisingly, Pakistani Prime Minister Imran Khan has lauded Biden’s plan. 

    What Joe Biden Must Do

    Afghans fear that the US might be leaving their country to the mercy of the Pakistani generals. After the last Soviet troops departed from Afghanistan in 1989, the Pakistan-trained Taliban took over. This provided Pakistan with strategic depth, jihadis to send to India and a bargaining chip vis-à-vis Washington. History might be about to repeat itself and Afghans are terrified of another tragedy.

    Biden is meeting Ghani to reassure Afghans that he is not leaving them to the Taliban wolves. The official American line is that the US will continue to support the legitimately elected government in Kabul. Yet the Americans are infamous for short attention spans and Afghans fear they will be forgotten again. After all, Charlie Wilson could raise a ton of money to fight the Soviets but very little for schools or hospitals afterward. As the iconic American movie on the late congressman records, no one cared.

    There is another historical parallel. When US troops left Saigon in 1975, the Viet Cong overran Vietnam. As the last American planes fly back from Bagram, the Taliban could do the same in Afghanistan. Washington must act differently this time around. The US has to back Afghan security forces, put its weight behind a people-centered peace process and uphold Biden’s much-touted democracy agenda.

    If the US fails, the Taliban will be in charge. Pakistan will make Afghanistan a puppet state. Bagram, the closest American airbase to China’s western borders, might well fall to Beijing. China’s Belt and Road Initiative (BRI) might expand into Afghanistan too. The risks for Afghanistan, the region and the US are only too real.

    In an article for The Washington Post, David Ignatius argues that “a summer of pain awaits” Afghanistan. Over the years, American leaders have found themselves in a Catch-22 regarding Afghanistan. They cannot tell the public that Afghanistan deserves American blood and treasure forever. Nearly 20 years have passed since the tragic 9/11 attacks in the United States. American troops have patrolled Afghanistan’s dusty roads, fighter jets have flown endless sorties and drones have liquidated fearsome foes. Yet peace is nowhere in sight. At the same time, packing up and leaving only fuels the raging violence further, leaves behind a geopolitical vacuum and allows rival powers leverage against American interests.

    Donald Trump promised American troops would come home when he was president. Biden has set a date for the final withdrawal. By doing so, he has tied his hands. The Taliban now know that American troops are preparing to leave and will soon be gone. In their worldview, the Taliban have made history. After humbling the Soviets, they have defeated the evil Uncle Sam. They see themselves as superiors of super powers in their own backyard. With morale sky high, they have launched bold military operations to take over Afghanistan. It seems the US can do little to prevent the Taliban from taking over.

    Yet things are never as dire or as rosy as they seem. Many Afghans have fought the Taliban and are willing to fight them again. The Ghani government may be incorrigibly corrupt, but its officials want to avoid the fate of the Soviet-backed leader Mohammad Najibullah whose corpse was strung for public display. Crises tend to focus minds and this might be the best time to deal with Afghanistan’s manifestly flawed leaders.

    Even as American troops are leaving, Biden must support Afghan leaders against the Taliban. He must make that support conditional on Ghani and his cronies leaving office by a certain date. They must put in place a more credible Afghan leadership to take on the Taliban. After all, the British replaced Neville Chamberlain with Winston Churchill during World War II. For Afghanistan, this is a time of national crisis.

    The Taliban could take over much of the country but will struggle to hold it together. A civil war might break out. The disintegration of Afghanistan might move from the realm of possibility to reality. Ambitious powers in the near neighborhood will take advantage of the ensuing chaos. Unlike Vietnam, Afghanistan will not become a nation of high literacy, low infant mortality and better nutrition. It will yet again become an impoverished land where fanatics and terrorists will find refuge and a base for their global jihadist operations.

    President Biden has long declared that “America is back.” Afghanistan could smash that assertion to smithereens and demonstrate that America is just going back home. If he is serious about American leadership and holding aloft the torch for democracy, Biden cannot throw Afghanistan to the dogs of war. He has to build an international coalition that pushes through a peace process, backs credible leaders in Afghanistan and provides aerial, if not ground assistance to those putting their lives on the line against the Taliban.

    How Biden Helped Hardliner Raisi Win in Iran

    It was common knowledge that a US failure to rejoin the Joint Comprehensive Plan of Action (JCPOA) before the Iranian presidential election would help conservative hard-liners to win. Indeed, on June 18, the conservative Ebrahim Raisi was elected as the new president of Iran.

    Raisi has a record of brutally cracking down on government opponents, and his election is a severe blow to Iranians struggling for a more liberal, open society. He also has a history of anti-Western sentiment and says he would refuse to meet with US President Joe Biden. While incumbent President Hassan Rouhani, considered a moderate, held out the possibility of broader talks after the US returned to the JCPOA, Raisi will almost certainly reject broader negotiations with Washington.

    Could Raisi’s victory have been averted if Biden had rejoined the Iran nuclear deal right after coming into the White House and enabled Rouhani and the moderates in Iran to take credit for the removal of US sanctions before the election? Now we will never know. 

    The US withdrawal from the agreement under Donald Trump in 2018 drew near-universal condemnation from Democrats and arguably violated international law. But Biden’s failure to quickly rejoin the deal has left Trump’s policy in place, including the cruel “maximum pressure” sanctions that are destroying Iran’s middle class, throwing millions of people into poverty, and preventing imports of medicine and other essentials, even during a pandemic. 

    US sanctions have provoked retaliatory measures from Iran, including suspending limits on its uranium enrichment and reducing cooperation with the International Atomic Energy Agency (IAEA). Trump’s, and now Biden’s, policy has simply reconstructed the problems that preceded the JCPOA in 2015, displaying the widely recognized madness of repeating something that didn’t work and expecting a different result.

    If actions speak louder than words, the US seizure of 27 Iranian and Yemeni international news websites on June 22, based on the illegal, unilateral US sanctions that are among the most contentious topics of the Vienna negotiations, suggests that the same madness still holds sway over US policy.

    Biden Takes His Time

    Since Biden took office on January 20, the critical underlying question is whether he and his administration are really committed to the JCPOA or not. As a presidential primary candidate, Senator Bernie Sanders promised to simply rejoin the nuclear deal on his first day as president. Iran has always said it was ready to comply with the agreement as soon as the United States rejoined it.

    Biden has been in office for five months, but the negotiations in Vienna, Austria, did not begin until April 6. His failure to rejoin the agreement on taking office reflected a desire to appease hawkish advisers and politicians who claimed he could use Trump’s withdrawal and the threat of continued sanctions as “leverage” to extract more concessions from Iran over its ballistic missiles, regional activities and other questions. 

    Far from extracting more concessions, Biden’s foot-dragging only provoked further retaliatory action by Iran, especially after the assassination of an Iranian scientist and sabotage at Iran’s Natanz nuclear facility, both probably committed by Israel. 

    Without a great deal of help, and some pressure, from America’s European allies, it is unclear how long it would have taken Biden to get around to opening negotiations with Iran. The shuttle diplomacy taking place in Vienna is the result of painstaking negotiations with both sides by former European Parliament President Josep Borrell, who is now the European Union’s foreign policy chief.

    The sixth round of shuttle diplomacy has now concluded in Vienna without an agreement. President-elect Raisi says he supports the negotiations, but would not allow the US to drag them out for a long time. 

    An unnamed US official raised hopes for an agreement before Raisi takes office on August 3, noting that it would be more difficult to reach an agreement after that. But a State Department spokesman said talks would continue when the new government takes office, implying that an agreement was unlikely before then. 

    Will They or Won’t They?

    Even if Biden had rejoined the nuclear deal, Iran’s moderates might still have lost this tightly managed election. But a restored JCPOA and the end of US sanctions would have left the moderates in a stronger position. It would have also set Iran’s relations with the United States and its allies on a path of normalization that would have helped to weather more difficult relations with Raisi and his government in the coming years.

    If Biden fails to rejoin the JCPOA, and if the US or Israel ends up at war with Iran, this lost opportunity to quickly rejoin the deal during his first months in office will loom large over future events and his legacy as president.

    If the United States does not rejoin the JCPOA before Raisi takes office, Iran’s hard-liners will point to Rouhani’s diplomacy with the West as a failed pipe-dream, and their own policies as pragmatic and realistic by contrast. In the US and Israel, the hawks who have lured Biden into this slow-motion train-wreck will be popping champagne corks to celebrate Raisi’s inauguration, as they move in to kill the JCPOA for good, smearing it as a deal with a mass murderer.

    If Biden rejoins the JCPOA after Raisi’s inauguration, Iran’s hard-liners will claim that they succeeded where Rouhani and the moderates failed and take credit for the economic recovery that will follow the removal of US sanctions. 

    On the other hand, if Biden follows hawkish advice and tries to play it tough, and Raisi then pulls the plug on the negotiations, both leaders will score points with their own hard-liners at the expense of majorities of their people who want peace. In doing so, the United States will be back on a path of confrontation with Iran. While that would be the worst outcome of all, it would allow Biden to have it both ways domestically, appeasing the hawks and telling liberals that he was committed to the nuclear deal until Iran rejected it. Such a cynical path of least resistance would very likely be a path to war.

    Move Faster

    On all these counts, it is vital that Biden and the Democrats conclude an agreement with the Rouhani government and rejoin the JCPOA. Rejoining it after Raisi takes office would be better than letting the negotiations fail altogether, but this entire slow-motion train-wreck has been characterized by diminishing returns with every delay, from the day Biden took office. 

    Neither the people of Iran nor the people of the United States have been well served by Biden’s willingness to accept Trump’s Iran policy as an acceptable alternative to Barack Obama’s, even as a temporary political expedient. To allow Trump’s abandonment of Obama’s agreement to stand as a long-term US policy would be an even greater betrayal of the goodwill and good faith of people on all sides — Americans, allies and enemies alike.

    Biden and his advisers must now confront the consequences of the position their wishful thinking and dithering has landed them in. They must make a genuine and serious political decision to rejoin the JCPOA within days or weeks.

    NATO’s New Challenge in East Asia

    US President Joe Biden used the occasion of his trip to Europe for the G7 summit to attend his first NATO meeting. His influence on the meeting appeared unambiguously when a communiqué by the NATO alliance designated China’s influence on the world stage as a military challenge. 

    NATO was born in the aftermath of the Second World War as the West’s response to the ambitions of the Soviet Union, which controlled large portions of Eastern Europe and represented an ideology considered inimical to Western political and economic culture. This gave rise to the Cold War, framed as the rivalry between two systems of social and economic organization: capitalism (supported by democracy) and communism (the dictatorship of the proletariat).

    Because humanity had entered the nuclear age, the Cold War cultivated a permanent and universal feeling of potential terror, unlike tensions and wars of the historical past. Its name, “Cold War,” has been attributed to George Orwell, who didn’t live long enough to see how it would develop. The author of “1984” imagined “two or three monstrous super-states, each possessed of a weapon by which millions of people can be wiped out in a few seconds.” In the end, there were only two major players. The laws of hyperreality, just like the laws of conventional information technology, require reducing the governing logic to a binary opposition. The age of quantum logic, which humanity is only just now discovering, had not yet begun.

    The Cold War was cold in relative terms, simply because the heat that a real nuclear war might produce would have dwarfed anything humanity had ever experienced. As soon as a nuclear war started it would be over, as no one would be left standing. This too reflected the binary logic of the time. There were exactly two choices: hot war or cold war. There could be no warm war between the two proud rivals. A cold war was clearly preferable in the eyes of anyone who wielded power. The leaders in the US understood how to profit from that preference. It justified the creation and rapid growth of a powerful military-industrial complex at the core of the American empire.

    The Cold War marked a moment of history in which military technology was undergoing its most radical paradigm change, thanks to the invention of nuclear weapons in the US and their capacity for devastation demonstrated by their operational deployment in Japan that put an exclamation point on the end of the World War. The entire world became gripped in a state of permanent fear, attenuated only by the sense that because no leader would likely be suicidal enough to engage in open conflict, the actors of the economy were free to realize their boldest ambitions.

    In the West, the Cold War produced an odd cultural effect of “carpe diem,” the feeling that it was necessary to “seize the day” and have fun, because there may be no tomorrow. This feeling drove both the rapid growth of the consumer society and the cultural liberation movements we associate with beatniks and hippies. It also proved fatal for the Soviet Union’s false utopia of worker solidarity that depended on accepting austerity for the good of the collectivity.

    NATO should have become obsolete after the fall of the Soviet Union in 1989. But the camp built around the clout of the US military-industrial complex could not simply be dismantled and put to pasture. Two presidents, George H.W. Bush and Bill Clinton, had little choice but to maintain NATO because the entire US economy now revolved around the logic of the military-industrial complex.

    That militarized economy had become the key to installing a global, neocolonial system capable of replacing Europe’s colonial system that was in the decades following World War II. Because it was industrial as well as military, it spawned the technologies that began to dominate the global economy. These new technologies conveniently straddled the pragmatic (civil applications) and the political (military applications), providing a new motor for the late 20th economy that we all live under today.

    Though NATO had lost its initial geopolitical justification, it continued to operate as a pillar of the new military-economic system. It influenced the evolution of the formerly isolated regime of communist China, destined to become a major actor in the global economy. There was only one model for any large nation that wished to participate effectively in the global economy. It had to encourage capitalism and have its own military-industrial logic. China has succeeded, thanks to the global consumer market spearheaded by the US. For various reasons, India, which might have moved in that direction, failed.

    NATO now finds itself in an odd position. Contested by the mercurial Donald Trump, its members greeted with a sigh of relief the electoral victory of a conventional Cold War establishment politician, Joe Biden. For the past five years, Biden’s Democratic Party has sought to revive the ambience and ethos of the Cold War, focusing on Russia. But Russia simply isn’t a serious rival of the US. Both major US parties have designated China as the bugbear to focus on. But China falls way outside NATO’s “North Atlantic” purview.

    Nevertheless, Biden appears to have persuaded NATO to include China in its official discourse. The communiqué from this week’s meeting makes the case: “China’s stated ambitions and assertive behaviour present systemic challenges to the rules-based international order and to areas relevant to Alliance security.”

    Systemic challenge:

    A politically correct euphemism for “serious threat,” applied to anything that calls into question the weaknesses and vices of an existing system, especially when that system’s weaknesses and vices have become dramatically visible

    Contextual Note

    The unresolved pandemic that has been raging for nearly a year and a half and the growing crisis of climate change have created a situation in which the system now being challenged has been found seriously wanting. Defending the status quo has become an ungratifying task. All lucid observers agree that the political and economic system inherited from the 20th century needs either to evolve radically or be replaced by something new. 

    It is equally clear that Beijing has no alternative system to propose. This is partly because China’s success is due largely to its adaptation to and integration within the system being challenged, but equally because the Chinese system of autocratic communism is a failed model itself and the Chinese themselves know it.

    NATO worries about China’s “stated ambitions and assertive behaviour.” But in reality, its ambitions appear modest and the behavior, while certainly assertive, cannot compare with the historically aggressive behavior of the US, so clearly demonstrated in Korea, Vietnam and the Middle East.

    Historical Note

    As for the “systemic challenges to the rules-based international order,” the rules that existed at the time of the creation of the United Nations and the establishment of the Bretton Woods system have long been challenged by the Western powers, to the point of being distorted beyond recognition.

    Even the reference to “areas relevant to Alliance security” needs to be put in historical perspective. NATO is nominally focused on one area in the world: the North Atlantic. But for the past two decades, it has ventured further and further, not only into Eastern Europe, but also Afghanistan, presumably turning Central Asia into an area of “Alliance security.” With the political turmoil that emerged in 2016 in both the US (Donald Trump) and Europe (Brexit), there should be enough to feel insecure about within NATO’s traditional sector of the North Atlantic. Reaching out to China’s area of influence would be a real stretch.

    It’s true that China’s Belt and Road Initiative (BRI) seeks to extend its influence across both Asia and Europe. This could be interpreted as potentially encroaching on the North Atlantic military fiefdom. But the BRI’s character is economic and clearly not military. It is soft power rather than hard power.

    Most lucid observers in the West, conscious of the current system’s growing incapacity to deal with any global problem — whether it’s a pandemic, war, migration, domestic tranquility or climate change — find themselves looking for something that could be called a “systemic challenge” to the current unproductive and often unjust system of doing things. At the end of the day, the systemic challenge at home will likely have more impact than China’s.

    How the Tech Giants Work for the Security State

    The United States proudly believes in its uniqueness as the one nation in this corrupt world that remains dedicated to the freedom of its citizens. That belief is part of the nation’s founding myth. Americans see their nation as representing an ideal, a model for all other nations to emulate. They continue to believe that their government is committed to their own unassailable freedom, even after the increasingly visible stranglehold over all of its institutions by the military-industrial complex, a process already well underway when President Dwight Eisenhower denounced it 60 years ago. 

    The takeover has been confirmed by numerous events, including a series of costly and futile wars in Southeast Asia and the Middle East. Despite the obvious lessons of recent history, Washington’s political class consistently demonstrates its inability to oppose policies that lead to more failed wars or to rein in an ever-expanding military budget. It would be more accurate to call the USA the UCA, the United Complex of America. Militarism in body and spirit defines its unity.

    As a corollary of their conviction that their system of government represents an ideal the rest of the world should emulate, Americans believe that all other nations, even their Western allies, have less freedom. The populations of these nations willingly accept being ruled over by invasive governments that exercise unjustified control over their citizens’ lives, limiting their right to the pursuit of happiness.

    After all, every one of them boasts one form or another of the tyrannical practice known as “socialized medicine.” Most of them even have national identity cards, symbols of all-seeing, all-controlling administrations. Those two horrors — socialized medicine and identity cards — define cowardly peoples who have renounced their basic rights (including the right to arm oneself for rebellion), something Americans will always refuse to do.

    In an article detailing the complex relations between tech giants and law enforcement, three New York Times reporters reveal how, in the home of the brave and the land of the free, the citizens deemed to be brave have ended up accepting a truly invasive system they naively believe makes them free. Without having to invent a visibly centralized system of control, their government has perfected its strategies for spying on, managing and when necessary, directly controlling the lives of its citizens.

    Thanks to the culture of the consumer society, the methods devised turned out to be simple to put in place. It begins with an immediately acceptable ideological principle that already applies to practically everything in the American way of life. The most powerful government in the world delegates an important part of the task of control to private enterprises. Just as American foreign wars, once prosecuted by a national, conscripted army, have veered toward the logic of mercenary armies, the US government’s surveillance — though clearly present in its vast, centralized intelligence community and security state — relies on private tech companies to provide the direct interface with its citizens. Distracted by the glitz, glamor and freebies offered by successful tech enterprises, the American people fail to recognize how they are being monitored and manipulated. 

    The hyperreal illusion is facilitated by Americans’ belief that because private companies are focused on profit, they, as the customers who enable the firms’ profitability, are in good hands. Profit, they have been taught, is the secret weapon that preserves apolitical virtue. Americans feel they can entrust every aspect of their life to companies like Google, Facebook, Apple, Microsoft and Amazon, who have no political agenda other than expanding the boundaries of citizens’ freedom by offering them access to platforms that, in turn, offer them more and more free or discounted goods and services.

    Focusing on the example of Apple, the Times article highlights the kind of ambiguity that exists when politically motivated persons of authority use that authority to subpoena not people, but the data collected by the admittedly greedy but supposedly politically neutral tech companies. Users have nothing to fear because the companies all have policies designed to protect the confidentiality of their customers’ data. It is written into their contracts.

    But in a world where the population has been told terrorism is always lurking in the shadows, law enforcement and national security sometimes need to access that data. They use the law to accomplish their goal. The companies, to respect their contract with users, have the right to refuse. “But more frequently than not,” the article tells us, “the companies comply with law enforcement demands. And that underlines an awkward truth: As their products become more central to people’s lives, the world’s largest tech companies have become surveillance intermediaries and crucial partners to authorities, with the power to arbitrate which requests to honor and which to reject.”

    Supposedly uninvolved, neutral bystanders who have been given the task of hoarding the data that can be used, when needed, to restore order or achieve any other ends deemed essential to the security of those in power.

    Contextual Note

    These practices are now being exposed in the courts. According to the understanding Americans have of a democratic system based on the subtle play of “checks and balances,” freedom and justice, even when challenged, will always prevail. Or will they? It is one thing to know how the system was designed. Another is to understand how it works.

    The Times reporters reveal that “more frequently than not, the companies comply with law enforcement demands.” The number of those requests “has soared in recent years to thousands a week.” Analyzing the statistics, they note that over a six-month period in 2020, for example, Apple challenged 238 demands. That corresponds to 4% of the total. Blind compliance with the government thus occurs 96% of the time. That translates as the same figure for non-compliance with the terms of their own contract with their customers.

    President Joe Biden’s attorney general, Merrick B. Garland, justifies this arrangement, not because it is founded in law but because it is the result of “a set of policies that have existed for decades.” Blame it on tradition. Or rather don’t blame it at all. That is the ransom people pay to their need for security. The article describes the use of “gag orders that authorities placed on the subpoenas.” Apple and Microsoft agreed, under constraint, not to inform those whose information was targeted. “In Apple’s case, a yearlong gag order was renewed three separate times.”

    Historical Note

    In 2013, Edward Snowden revealed to the world that the US spies on its own citizens. The shock of 9/11 put in place a state of permanent paranoia that allowed Americans to accept any measure proposed to protect them from terrorists. All the data that exists about the citizens themselves, most of it now generated and stored by private companies, may play a role in controlling their behavior. It helps the government detect sedition and terrorism. For the companies, it is merely the key to generating profits by understanding and influencing the behavior of consumers.

    In recent years, the media have reported extensively on the social credit system China is currently putting in place. It appears to use invasive technology to produce the equivalent of George Orwell’s Big Brother in “1984.” For that reason, it is anathema to freedom-loving Americans. What the Times article reveals is that, contrary to China, whose government exclusively defines and operates the system, Americans get two surveillance operators for the price of one.

    If an intrusive government is the enemy of the people’s freedom, the Chinese at least have the advantage of knowing who the enemy is. In the US, where the government has set up a central system of what we might call “control of acceptable values” (i.e., values that do not lead toward terrorism), there is a second set of operators: the platforms that organize all the data that may prove useful to the needs of the central surveillance system. The people trust the companies, who are only interested in the cash advantages produced by citizens’ data. But the government is interested in everything else, from basic security to partisan political exploitation.

    Americans traditionally fear “big government,” a Godzilla-like monster that may be surveilling them. That fear is so deeply instilled, they will never notice, let alone fear surveillance intermediaries.
