    Nato summit: leaders declare China presents security risk

    Nato leaders have declared China presents a security risk at their annual summit in Brussels, the first time the traditionally Russia-focused military alliance has asserted it needs to respond to Beijing’s growing power.The final communique, signed off by leaders of the 30-member alliance at the urging of the new US administration, said China’s “stated ambitions and assertive behaviour present systemic challenges to the rules-based international order”.After the summit, Joe Biden said that the US had a “sacred commitment” to come to the defence of its Nato allies in an effort to soothe residual nervousness in the wake of Donald Trump’s hostility. Biden said that his fellow leaders at the summit knew most Americans were committed to democracy and that the US was a “decent, honourable nation”.On the question of potential Ukrainian membership of Nato, Biden said the Russian occupation of Crimea would not be an impediment, but that Ukraine still had work to do on corruption before it could join a membership action plan.“It depends on whether they meet the criteria. The fact is, they still have to clean up corruption,” Biden said.The Nato leaders declared their concern about China’s “coercive policies” – an apparent reference to the repression of the Uyghur Muslims in Xinjiang – the expansion of its nuclear arsenal and its “frequent lack of transparency and use of disinformation”.The language, notably stronger than the China remarks contained in the G7 statement agreed on Sunday, follows lobbying and pressure by the Biden administration, seeking to create a counterweight of democratic nations in response to Beijing’s growing economic and military might.However, Nato’s secretary general, Jens Stoltenberg, insisted China was “not an adversary”, saying instead the emerging strategy was to address “the challenges” posed by Beijing, which will “soon be the biggest economy in the world” and “already has the second-largest defence budget, the biggest navy”.At the beginning of the summit, Biden said there was a growing recognition that Nato faced new challenges. “We have Russia, which is acting in a way that is not consistent with what we had hoped, and we have China.”Nato, founded in 1949 at the start of the cold war, was created to respond to the Soviet Union and more recently Russia, while Beijing rarely posed a serious security concern for its members.China had never previously been mentioned in a Nato summit declaration, apart from a brief reference in 2019 to the “opportunities and challenges” the country posed for members of the western alliance – a time when Biden’s predecessor, Donald Trump, was president.On Sunday night, Jake Sullivan, the US national security adviser, promised Nato would increase its focus on Beijing, saying that China “will feature in the communique in a more robust way than we’ve ever seen before”.Other countries have highlighted the importance of striking a balance. Boris Johnson, the UK prime minister, said as he arrived at the gathering: “I think when it comes to China, I don’t think anybody around the table today wants to descend into a new cold war.”G7 leaders criticised Beijing over human rights in its Xinjiang region, called for Hong Kong to keep a high degree of autonomy and demanded a full investigation of the origins of the coronavirus in China.China’s embassy in London said such mentions of Xinjiang, Hong Kong and Taiwan distorted the facts and exposed the “sinister intentions of a few countries such as the United States”. It added: “China’s reputation must not be slandered.”Stoltenberg also said the alliance’s relationship with Russia was at “its lowest point since the end of the cold war”. He blamed Russia’s “aggressive actions” for the deterioration in relations at the start of a one-day summit attended by Biden for the first time since he took office.Alliance members had hoped for a strong statement of support for Nato from Biden after several years in which Donald Trump dominated the summits, threatening to pull out of Nato in 2018 and storming home early in 2019.“Nato is critically important for US interests in and of itself,” Biden said as he met Stoltenberg. The president described Nato’s article 5, under which an armed attack against one member is deemed an attack against them all, as “a sacred obligation”.He added: “I want Nato to know America is there.”The allies denounced Moscow’s “hybrid actions”, “widespread disinformation campaigns”, “malicious cyber activities”, and election interference directed against Nato members. “Until Russia demonstrates compliance with international law and its international obligations and responsibilities, there can be no return to ‘business as usual’,” the statement said. “We will continue to respond to the deteriorating security environment by enhancing our deterrence and defence posture.”Alliance members agreed a new cybersecurity strategy in response, and will for the first time help each other out in the case of “cyber-attacks of significance”, mirroring Nato’s obligation of collective defence in the traditional military sphere, enshrined in article 5.     Joe Biden to use Nato summit to atone for damage of Trump years

    Three years ago it was Donald Trump who stunned Nato members at a summit in Brussels, warning that he may be prepared to pull the US out of the western military alliance if its other members did not increase their defence spending.At a summit in the same city on Monday, it falls to Joe Biden to repair the damage from four years of his predecessor’s freewheeling theatrics, although experts caution that the Trump era will have lasting consequences.Rhetorically, at least, the omens are favourable. The US president declared Nato’s article 5, under which an armed attack against one member is deemed an attack against them all, a “sacred commitment” last week.Similar language and a respectful tone, long a Biden trademark, are expected in the Belgian capital, not least because the US wants Nato, along with the G7, to take a more robust line against Russia, particularly on cyberwarfare, and even China, not traditionally seen as an opponent.US officials were confidently briefing before the summit that “this will be the first time that the Nato countries will be addressing the security challenge from China”.The alliance’s secretary general, Jens Stoltenberg, has promised a new cybersecurity policy and has said relations with Russia, from where most hacking emanates, were at their lowest point since the end of the cold war.Karin von Hippel, the director general of the Royal United Services Institute thinktank, said: “Biden is arguably the United States’ most experienced foreign policy president. He really does value alliances and knows they are needed to tackle problems like China.“But Nato allies also know that four years can go by pretty quickly in world affairs. They know that Trump, or a politician like him, could return to the presidency soon. They have to imagine a world where the US is not there all the time.”Until Biden’s election, Nato had been paralysed or in retreat. Three years ago, Trump arrived late to a morning session and bulldozed into a discussion about Ukraine’s application for membership and the situation in Afghanistan with a theme of his own.The president accused the German chancellor, Angela Merkel, of refusing to spend more on defence and went on to declare that Nato allies would have to raise their spending by January 2019 or Washington would go it alone.No firm commitments were extracted in the emergency discussion that ensued and most leaders left hastily, but Trump held a press conference and declared, in a parallel universe, that the summit had been a great success. “I’m very consistent. I’m a very stable genius,” he said, repeating an already familiar phrase.Nato officials pared back the 2019 summit in London but Trump ensured it was even shorter anyway, storming out after a group of leaders were caught on video ridiculing his lengthy press conferences. The Canadian prime minister, Justin Trudeau, was two-faced, Trump said, accusing Ottawa of not spending enough on defence.It was almost something of a relief that the coronavirus pandemic intervened in 2020, although Trump ordered the withdrawal of 12,000 US troops from Germany, a decision Biden has reversed. The idea that other Nato members should increase their defence spending and share more of the burden has, however, united a string of US presidents.At the Nato summit in Cardiff in 2014, when Barack Obama was president and Biden his deputy, members agreed to reverse cuts in defence spending and lift it above 2% of GDP. Helped somewhat by falls in GDP related to the pandemic, the UK will hit 2.29% in 2021 and France 2.01%, but Germany’s spending stands at 1.53%.Nor is Biden’s commitment to US militarism absolute. He followed through with Trump’s announcement of a withdrawal from Afghanistan, even though other Nato allies such as the UK would have preferred to continue the long-running peacekeeping mission.Stoltenberg was asked at a press conference on Friday whether Trump’s absence would allow other alliance members to go easy on defence spending. During his reply, he argued that the “transatlantic bond in Nato goes beyond individual political leaders”.Von Hippel, however, cautioned against over-confident talk at what is likely to be an upbeat gathering. “The threat of another Trump should make the Europeans less complacent,” she said.     Joe Biden’s reforming agenda at risk of dying a slow death in Congress

    Joe Biden’s first hundred days surpassed progressive expectations with the scope of their ambition. His second hundred days are being mugged by reality: the one that says Washington DC is a place where dreams go to die.A once-in-a-generation investment in infrastructure and the climate crisis has hit a wall. Reforms on gun safety, immigration and police brutality are in limbo. Legislation to expand voting rights and reduce the influence of money in politics appears doomed.The stalled agenda reflects Republican obstruction, Democratic disunity and the inherent messiness of “sausage-making” on Capitol Hill. But it also shines a light on taken-for-granted structures of American government and democracy that many argue are no longer fit for purpose because they favor gridlock and militate against sweeping change.“The American system of government is a beta form of democracy,” said Ezra Levin, a former congressional staffer who is co-executive director of the grassroots movement Indivisible. “We have a presidential system that hasn’t really substantially been updated since the 19th century.“Nobody designing a democracy today would create as many veto points as we have and nobody, including the original founders, would have developed a system like the Senate filibuster where theoretically senators representing 11% of the population can veto legislation that is wildly popular.”Much has been written about Biden’s prospects of emulating Franklin D Roosevelt (FDR) and Lyndon B Johnson (LBJ) with a transformational presidency and eclipse Barack Obama by throwing caution to the winds. The excitement only grew with the passage of a $1.9tn coronavirus relief package in March.But that, it transpires, was the exception not the rule. The Democrats’ progressive wing is becoming increasingly frustrated as other promises go unrealised, fearing an all-too-familiar pattern of hopes dashed and dreams deferred that will only feed anti-Washington resentment.Ro Khanna, a congressman from California who was a co-chair of Senator Bernie Sanders’ presidential campaign, told the Associated Press: “There’s a lot of anxiety. It’s a question really for President Biden: what kind of president does he want to be?”Joe Biden won a fairly significant personal victory but the 2020 elections were hardly a victory for the Democratic party as a wholeThe first problem is that Biden does not have a Roosevelt-like majority in Congress. Democrats have only a wafer-thin advantage in the House of Representatives. The Senate is evenly divided between 50 Democrats and 50 Republicans, giving Vice-President Kamala Harris the tie-breaker vote. It is hardly a recipe for revolution.Bill Galston, a senior fellow at the Brookings Institution thinktank in Washington, said: “There was always the brute fact that the Democrats had the slimmest margin in the House of Representatives they’ve enjoyed since the 1940s and you can’t get any closer in the Senate than a tie broken by the vice-president.“So the fact of the matter is that Joe Biden won a fairly significant personal victory but the 2020 elections were hardly a victory for the Democratic party as a whole. Anything but. So I really had to shake my head and chuckle when I read all of those early comparisons to FDR and LBJ.”The balance of power leaves Biden’s entire legislative agenda subject to the whims of any individual senator. He got a taste of this last weekend when Joe Manchin, a conservative Democrat from West Virginia, declared his opposition to the For the People Act, a voting rights bill that many activists regard as crucial to protecting democracy and a direct response to restrictive new voting laws being passed in Republican-led states.In a newspaper column, Manchin described the bill as the “wrong piece of legislation to bring our country together” and a barrier to Senate bipartisanship. This was despite polls showing clear support for it in his home state. His stand provoked anger among progressives and prompted civil rights leaders to meet Manchin on Tuesday.Mondale Robinson, founder of the Black Male Voter Project, a member of the Just Democracy coalition, said: “There is nothing partisan about this. What’s partisan is what’s happened since 2020 where you have Republican state legislatures proposing bills and enacting laws that will restrict Black and brown people all over this country from being able to participate in our democracy.“That’s sad to me. especially because some of the Black men that we talk to voted for the first time in 2020 in ways that are no longer legal in some of the states in this country, simply because Republicans saw that if they allow people to vote by mail or use drop boxes, which are some of the most secure ways to vote, they lose elections.”Manchin has also joined the Democratic senator Kyrsten Sinema of Arizona in publicly refusing to end the filibuster, a procedural rule that requires 60 votes to advance most legislation, meaning that at least 10 Republicans would need to cross party lines to help Democrats achieve their priorities. Some senators propose reducing the voting threshold to 51.Activists increasingly regard blowing up the filibuster as essential and fundamental. Robinson added: “The fact that Joe Biden has been more progressive than I thought is a testament to him understanding the moment and I feel like some other elected officials aren’t reading the tea leaves. Roosevelt had a majority that Joe Biden can only dream for and we don’t have those majorities right now.What our lawmaking process does is make it all but impossible to enact sweeping, comprehensive change“So what it all leads back to is a need to eliminate the filibuster. We need to continue to make it clear to Senator Manchin he has a choice to do something or do nothing, and then someone has to press upon him that history will remember those choices.”America’s founding fathers constructed a government of checks and balances that guarded against rash action: a chief executive, a bicameral Congress with veto power, an independent judiciary. Washington mythology held that they invented the filibuster to guard against the tyranny of the majority but this has repeatedly been debunked by scholars who say it was created by mistake and first used in 1837.William Howell, a political scientist at the Harris School of Public Policy at the University of Chicago, said: “The framers didn’t create the filibuster. It’s excessive even by their standards.“What our lawmaking process does generally, and what the filibuster does in particular, is make it all but impossible to enact sweeping, comprehensive change. It leaves in its wake pervasive gridlock and sporadic opportunity to make incremental changes and that’s about it.”Every major piece of legislation successfully enacted over the past decade has circumvented the filibuster through a process called budget reconciliation, Howell noted. This tool may allow Democrats to go it alone with the American Jobs Plan, which would invest heavily in bridges, railways and roads, “soft” infrastructure such as caregiving and clean energy.Sheldon Whitehouse, a Democratic senator for Rhode Island, tweeted that he is “nervous” about Congress doing too little to address the climate crisis. “We must get Senate Dems unified on climate on a real reconciliation bill, lest we get sucked into ‘bipartisanship’ mud where we fail on climate,” he wrote.The filibuster is hardly the only design fault. It comes on top of a Senate that is deeply unrepresentative because each state gets two seats, no matter the size of its population. That means small, predominantly white states carry as much heft as huge, racially diverse states such as California. An effort to make the District of Columbia the 51st state would begin to redress the balance but Manchin has again vowed opposition.Levin, the Indivisible organiser, said: “The 50 Democratic senators represent 41 million more Americans than the 50 Republican senators. I think anybody objectively looking at how legislation is passed in this country has to come away with the conclusion that we are not set up to tackle 21st-century problems with a 19th-century democracy.”I don’t think it’s fair to say that an op-ed from a single senator dictates the future of that legislationDespite these headwinds, Levin is not giving up on Biden’s progressive project, pointing out that Democratic presidents have been here before. In 1964, under Johnson, the Civil Rights Act passed the Senate after overcoming a 54-day filibuster, and the following year the Voting Rights Act took more than a month of full Senate debate to escape the threat.“Neither of those things were passed with the snap of a finger,” he said. “It is fair to say the For the People Act is a tough fight. I don’t think it’s fair to say that an op-ed from a single senator dictates the future of that legislation. It’s always easy to be cynical about these things but there’s reason to hope. There are very real pathways forward to get this done.”Groups supporting the legislation intend to press ahead with a $30m campaign pressing Democratic senators to rewrite filibuster rules and pass the bill. Manchin has talked about supporting another voting bill, the John Lewis Voting Rights Act, but activists insist that both pieces of legislation are needed.LaTosha Brown, co-founder of Black Voters Matter, said: “What we are seeing is that, as America becomes younger and more diverse, the reality is we currently do not have a political infrastructure that can support the kind of democracy that is laid out in the constitution where people have free and fair access to the ballot.“We need the For the People Act and the John Lewis Voting Rights Act as a step closer to strengthening our democracy and protecting those elements that have literally been fought and won through protest, through giving of lives.” More

    ‘Unique problem’: Catholic bishops split over Biden’s support for abortion rights

    At some point this weekend, Joe Biden will take his place in a line of people approaching the altar of a Catholic church to receive communion.The US president, a devout Catholic whose speeches regularly include biblical references and who carries a rosary that belonged to his late son, attends Mass every weekend – in Washington, his home town of Wilmington in Delaware, or wherever he happens to be traveling. If the traditional Sunday morning Eucharist service is not possible because of his schedule, he will receive the sacrament on Saturday evening as permitted by the Roman Catholic church.“It’s really an encounter with God,” Father Kevin Gillespie of Holy Trinity in Washington, the church Biden usually attends in the capital, told the Atlantic earlier this year. For Biden, this “sacred and intimate moment” is a “gift that enhances his faith”, and “we most certainly encourage him to improve his intimacy with God through the Eucharist”.But not everybody in the Catholic church in America is quite so keen on Biden receiving communion. Next week, a national online meeting of US bishops will discuss whether the president and other high-profile political figures should be denied the sacraments because of his stance on abortion rights.“How can he say he’s a devout Catholic and he’s doing these things that are contrary to the church’s teaching?” archbishop Joseph Naumann, chair of the US Conference of Catholic Bishops’ (USCCB) committee on pro-life activities, asked last month. Biden’s position was a “grave moral evil” which presents a “unique problem” for the church, Naumann said.Cardinal Raymond Burke, a leading conservative and critic of Pope Francis, has gone further, saying that politicians who “publicly and obstinately” support abortion are “apostates” who should not only be barred from receiving communion but deserve excommunication.At their meeting, the bishops will consider a document aimed at clarifying the church’s position on the Eucharist, and decide whether to commission further work on the circumstances in which the sacraments may be denied. The proposal needs the support of at least two-thirds of the 280 bishops in the USCCB – and more than 60 have already requested a suspension of all discussion, citing divisions within the conference.Among opponents of the move is Robert McElroy, the bishop of San Diego, who wrote in America Magazine, the Jesuit journal, that “the Eucharist is being weaponised and deployed as a tool in political warfare. This must not happen.”A letter from a senior Vatican official last month urged US bishops not to rush any debate and decision, and there has been speculation that the first meeting between President Biden and Pope Francis could take place at the Vatican the day before the USCCB’s virtual session opens. That would be seen as a strong signal from Rome.Whatever the outcome of the USCCB’s deliberations, the decision on whether an individual parishioner should be denied communion lies with the local bishop. Wilton Gregory of Washington and Francis Malooly of Wilmington, Delaware, have both made it clear that Biden is welcome to receive communion at churches in their dioceses.Father Gillespie’s public defence of Biden attending Mass has drawn angry phone calls, letters and emails. He told the Guardian it seemed best to refrain from speaking further on the matter, but said the president “has and will be welcomed to receive the Holy Eucharist” at his church.Biden, the second Catholic to occupy the White House after John F Kennedy, has said his faith shapes “all that I do” and will “serve as my anchor” through his term in office. In his book, Promises to Keep: On Life and Politics, he wrote: “My idea of self, of family, of community, of the wider world comes straight from my religion.”On abortion, Biden has said he personally believes life begins at conception but recognises others do not share his view. “What I’m not prepared to do is impose a precise view that is borne out of my faith on other people,” he said in 2015.In recent months, the Biden administration has lifted restrictions on federal funding for research involving human foetal tissue, rescinded a Trump policy barring organisations that refer women for abortions from receiving federal grants, and allowed women to remotely obtain a prescription for an abortion pill during the pandemic.The Catholic church says that Catholics in public life should uphold principles consistent with its doctrine. But in a survey carried out by the Pew Research Center in March, more than two-thirds of US Catholics said Biden’s views on abortion should not disqualify him from receiving communion.According to exit polls taken during last November’s presidential election, just over half of US Catholics (51%) voted for Biden, compared with 45% who voted Democrat in 2016; and 47% voted for Trump, compared with 52% in the previous election.Andrew Chesnut, professor of religious studies at Virginia Commonwealth University, said the USCCB’s proposal “serves to further polarise an already sharply divided episcopy, some of whom have been outspoken opponents of Pope Francis’s relatively progressive papacy.“The proposal to exclude Biden and all election officials who support legal abortion from communion is an effort on the part of conservative bishops to shore up their base of regular Mass-goers who are the life blood of the church. But exclusionary ecclesial policies will only lead to greater defection from the pews, especially among Millennials and Generation Z.”Michael Budde, professor of Catholic studies and political science at DePaul University in Chicago, said barring Biden from communion “will be rightly seen as a move of desperation, an attempt to coerce what has not been won by persuasion or dialogue”.He added: “There is no consensus among the Catholic faithful on this measure; significantly, there is no real support for it at the level of the worldwide Catholic communion as voiced by Pope Francis. That there are finally some important US cardinals and bishops who are tired of this can’t-win strategy may be an indication that someday a better vision might finally emerge.”A scathing editorial in the National Catholic Reporter earlier this month said the “tragic reality” of proceeding with the proposal was that “it will seal the deal on the branding of Catholicism in the United States as a culture war project.“This culture war … is not the church of mercy and encounter that Pope Francis is trying to offer the world.     The Guardian view on an Atlantic charter: new rules for new threats | Editorial

    Before the second world war, states acted as they wished in international affairs, limited only by their resources and power. These circumstances began to change in August 1941, before America joined the allied cause. On a battleship off the coast of Newfoundland, the US president Franklin Roosevelt and the British prime minister Winston Churchill issued the Atlantic charter at a time when Nazi Germany appeared to be decisively winning the European war. A few months later, America, Britain, the Soviet Union and 23 other governments declared in the name of “United Nations” an intention to regulate the postwar world based on three revolutionary principles: free trade, non-aggression and democracy.Eighty years later, Joe Biden and Boris Johnson have signed a new Atlantic charter, to reflect a world of different threats and one in which the UK is a much diminished power. Mr Biden looks out and sees an increasingly dangerous world. In some ways the vista resembles the 1930s – with populists, nationalists and demagogues on the rise, European powers divided, and democracy vulnerable to foreign manipulation. There’s no mention of China in the 604-word charter, but it is the undeclared target of many of the policies regarding debt transparency, freedom of navigation and protecting the west’s “innovative edge”.There is much to agree with in the text, especially the focus on the climate crisis and promoting sustainable global development. It also calls for both countries to adhere to “the rules-based international order”, a welcome snub to the Trumpian idea that this was a threat to US power. However, the 2021 text is a pale imitation of its 1941 forerunner. There’s nothing remotely as bold as a new international law on governing relations between states.The original document’s genius was the realisation that the time to think and plan is not at the end of a crisis, but as it unfolds. For the past 15 months, Covid-19 shut down large swathes of the planet amid what was initially a chaotic me-first approach. The pandemic has accelerated trends already in progress and will usher in a new geopolitical era. As the grip of the pathogen loosens, the world will need new principles to address the deeper issues that led to a decline in international cooperation, creeping illiberalism, and a shift in the balance of power away from democracies.Mr Biden is looking for allies in his mission to ensure that the world remains conducive to a liberal, democratic way of life. Mr Johnson is looking for a role for Britain outside of the EU, and London almost always dances to Washington’s tune. But Mr Johnson’s inability to stick to the Northern Ireland protocol of the Brexit deal he negotiated saw the US issue a reprimand this week. Washington bluntly told Mr Johnson to come to a “negotiated settlement” with Brussels and accept, if needed, “unpopular compromises” – even if that means London temporarily aligning with EU rules on agriculture and slowing progress on a future UK-US trade deal. Mr Biden understands that allies will not begin to forge a better future by falling out with one another.Nations need international agreements to promote and protect their own interests. Cooperation between states requires rules. Attempts to abandon the idea of international restraint and go it alone usually end badly. There’s nothing in the new charter that other members of the G7, or the EU, could not sign up to. The world does not govern itself, and leading powers cannot abdicate their role in shaping international institutions – and mobilising others to defend them. If the world’s democracies were to turn away, then either others would step in or the world risks a descent into chaos as it did in the 1930s. More
