    Radical Republicans Are Not Conservatives

    The House Freedom Caucus is routinely described as conservative, by its members, by the mainstream media and by Wikipedia. The caucus, which draws together 45 Republican Party members of the House of Representatives, is the furthest to the right of any major political formation in the United States. The most extreme and flamboyant politicians in America, like scandal-plagued Matt Gaetz of Florida and gun-toting Lauren Boebert of Colorado, are proud to call the caucus their political home. Even Marjorie Taylor Greene of Georgia, after threatening to form an explicitly racist “America First” caucus, chose ultimately to continue promoting her nativist, QAnon-inspired beliefs from within the Freedom Caucus.

    By any reasonable measure, the Freedom Caucus and its members are not conservative. Because of their disruptive tactics and rhetoric, their contempt for bedrock conservative values like the rule of law and their embrace of the most radical populist in modern US history, they are more akin to European far-right politicians like those in the Alternative for Germany and Fidesz. Traditional Republicans recognize that the caucus and its members have nothing to do with the party they joined many years ago. Former House Speaker John Boehner, a more traditional Republican, gave an apt description of the caucus when he said in 2017, “They’re anarchists. They want total chaos. Tear it all down and start over. That’s where their mindset is.”

    The misidentification of the Freedom Caucus as “conservative” is not the only example of the misuse of this term. At various points over the last four years, Donald Trump was called a “conservative” president. Certain policies, like the dismantling of environmental regulations or the promotion of laissez-faire economics, have also been erroneously called “conservative.” Various media outlets and personalities, from One America News to Glenn Beck, have likewise been mislabeled “conservative.” When The Washington Post tries to rectify the problem by labeling far-right activist Ali Alexander an “ultraconservative,” it only makes matters worse. An ultraconservative should be even more determined to uphold the status quo rather than, like Alexander, trying to undermine it.

    The recent ouster of Liz Cheney from her position as the third highest-ranking Republican in the House has only further muddied the waters of this definitional quagmire. True, Cheney has upheld law and order in defending the integrity of the 2020 election against the revolutionary fervor of the “Trump Firsters” in her party. Prior to her recent stand, however, Cheney herself flouted many of the principles of conservativism by embracing the more radical policies of the Trump-inflected Republican Party, voting with the former president over 92% of the time on such issues as gutting the environment.

    The misuse of the term “conservative” is the result not only of a structural quirk of American politics, but also the evolution of political ideology in the United States.

    The Europeans

    In Europe, multi-party systems allow for greater nuance in political labeling. Thus, conservatives in the various Christian Democratic parties compete for votes against far-right populist parties that embrace anti-democratic, racist and even fascist positions. America’s two-party system, on the other hand, collapses such distinctions into a binary opposition between a single “liberal” and a single “conservative” party. If a faction emerges within the Republican Party, therefore, it is by definition “conservative” even if it so obviously isn’t. It’s as if politics in America is digital — either one or zero — while European politics reflect all the messy gradations of the analog realm.

    At the same time, ideologies have evolved considerably in the United States over the last half-century. “Conservative” once stood for preserving traditional arrangements in society such as family, faith, community and small business against the modernizing forces of the market. Conservatives have also adopted the British philosopher Edmund Burke’s distaste for the Enlightenment project of human rights and egalitarianism. Conservatives were also once conservationists (remember: it was Richard Nixon who, in 1970, created the Environmental Protection Agency and signed the Clean Air Act Extension).

    The Reagan/Thatcher revolution changed all that. Conservatives suddenly became ultra-liberal in the economic sense. They wholeheartedly embraced the free market in their eagerness to deploy any powerful force against what they considered to be the primary evil in the world: big government. They supported laissez-faire economics — essentially, no government controls on the economy — even though unrestrained market forces tear apart communities, break apart families, undermine faith, destroy family farms and sweep away small businesses. But since such a market served as a counterforce to government authority, the neo-liberal conservatives prepared to throw out whatever babies were necessary in order to get rid of the bathwater.

    A further revolution in conservative thought came with the neoconservatives. These foreign policy hawks discovered a fondness for human rights and a taste for revolutionary change, as long as it was in countries the United States opposed. Overthrowing the Taliban, Saddam Hussein and Muammar Qaddafi, which required a revolutionary destruction of the status quo, became a new addition to the conservative agenda.

    In some respects, Trump attempted to purge the conservative movement of these two newer tendencies through his rejection of both the cherished free trade of the neoliberals and the “forever wars” of the neoconservatives. In their place, the new president reverted to the older right-wing ideology of nationalism, populism and racism of the Know-Nothing Party of the 1850s and the America First movement of the 1940s. At the same time, however, Trump retained the allegiance of these newfangled conservatives by slashing government involvement in the economy and championing higher Pentagon spending.

    As a result, the current Republican Party features a dog’s breakfast of right-wing ideologies. You can still find ardent neoliberals like Senator Rob Portman of Ohio who espouse free-trade economics and a few neocons like Senator Tom Cotton of Arkansas who rail against neo-isolationism. A solid majority of the party, Cheney notwithstanding, backs Trump no matter how much he deviates from conservative values.

    The Media

    Given the inability of Republicans to define themselves with any degree of precision and their preference for hiding behind labels like “conservative,” it’s no wonder that the media has difficulty parsing right-wing terminology. If the Freedom Caucus calls itself “conservative,” and the American Conservative Union agrees, should it really be the job of The New York Times to correct the record?

    And yet, that’s precisely what the mainstream media does for other ludicrously inapt designations. No major newspaper believes that North Korea is democratic simply because its official name is the Democratic People’s Republic of Korea. No mainstream journalists would mistake the far-right Sweden Democrats for the US political party of the same name. As for Russia’s Liberal Democratic Party, it is nothing of the sort, since it’s only the personal political vehicle of the raving extremist Vladimir Zhirinovsky, and pity the poor reporter who takes the party at face value.

    It’s long past time for the mainstream media to apply these common-sense rules of nomenclature to American politics.

    There are several efforts ongoing to wean the Republican Party of its addiction to Donald Trump. Perhaps a more important first step would be to reclaim the term “conservative” so that it applies in the United States to the same system of values that inspires conservative parties in Europe. Only then will the Republican Party have a chance of becoming once again a defender of the status quo rather than its chief wrecking ball.

    Benjamin Netanyahu’s Nine Political Lives

    When Benjamin Netanyahu became prime minister for the second time in March 2009, it was not long after Israel had conducted three weeks of sustained air attacks on the enclave of Gaza. More than 1,100 Palestinians died in that campaign. About a dozen Israelis also perished, four from friendly fire, the rest from rockets coming from Gaza.

    Operation Cast Lead, as it was called, was supposed to eliminate the offensive capabilities of Hamas, a Palestinian faction with political and military wings that had taken over Gaza the year before. The Israeli operation also featured a ground offensive with thousands of troops and tanks. There was nothing surgical about the strikes or the intervention. At least half of the Palestinian casualties were estimated to be civilians. The UN-sponsored Goldstone report identified “actions amounting to war crimes” committed by both sides.

    From the start, the conflict pitted David against Goliath, with their Biblical roles reversed. Israel deployed overwhelming force on top of the economic blockade it had imposed on Gaza after Hamas took over. It was the Israeli Goliath that declared a unilateral ceasefire in January 2009 from what it considered a position of strength. Although the Palestinian David didn’t come close to knocking out the Israeli giant, Hamas did manage to survive the onslaught. It has remained in control of Gaza ever since.

    Acting With Impunity

    Operation Cast Lead took place during the lame-duck period before Barack Obama took over from George W. Bush. The Bush administration followed several decades of US foreign policy by supporting Israel during the conflict, as did Congress. The Obama administration did not substantially deviate from this consensus, but it did attempt modestly to level the playing field by criticizing Israel’s aggressive settlement policy and providing a bit more assistance to the Palestinian Authority.

    Netanyahu, when he took over in 2009, understood that Israel could act largely with impunity in Gaza. Because of its militant and fundamentalist orientation, Hamas didn’t generate a lot of warm fuzzy feelings in the West, or even in some quarters of the Palestinian community for that matter. So, Israel felt confident enough to ignore the UN inquiry and shrug off the Obama’s administration’s mild criticisms. Meanwhile, it continued to outsource its policing of the West Bank to the Palestinian Authority (portrayed in graphic detail in the Israeli TV show “Fauda”).

    In November 2012, Israel launched another attack against Hamas and Gaza, Operation Pillar of Defense, that ended with a ceasefire brokered largely by Egypt. This time, however, Netanyahu was attuned to the political advantages of attacking his nemesis. The prime minister had already called for early elections, which would take place in January 2013. The week-long bombardment of Hamas — on top of the exchange that freed Israeli soldier Gilad Shalit in 2011 — made it relatively easy for Netanyahu to win the election and form a new government.

    The 2012 ceasefire didn’t last. Both sides continued sporadic attacks, and Israel maintained its economic blockade of Gaza. A reconciliation between Hamas and Fatah led to a unity government for the Palestinians in June 2014, which Netanyahu saw as a threat to his divide-and-conquer tactics.

    All of this served as a backdrop to a more sustained third round between Israel and Hamas that took place over the summer of 2014. It was another lopsided conflict that left more than 2,200 Gazans and 73 Israelis dead. Another UN report detailed potential war crimes on both sides. And Netanyahu’s Likud scored another political victory in national elections the following March, after the prime minister vowed that he would prevent a Palestinian state if he won.

    Political Survivor

    Bibi is a political survivor. He is now Israel’s longest-serving prime minister. He has weathered social protests, a raft of corruption charges and the persistent condemnation of international authorities for policies that trample the rights of Palestinians and military actions that have killed scores of civilians.

    One major reason for his political longevity is the collapse of the Israeli left. The Labor Party has seen a catastrophic drop in its vote totals, and it now has only one more seat in the Knesset than the other left-wing party, Meretz (together the two parties have 13 seats, less than half of what Likud alone controls). To stave off the centrist parties, Netanyahu has at one point or another counted on the political support of actors further to his right, like the Religious Zionist Party and Avigdor Lieberman’s Yisrael Beiteinu.

    But it’s really been Hamas that has saved Bibi’s skin time and again. In 2009, Hamas served as a justification for steering the country into an even more hard-right direction. In 2012, the Israeli government killed Hamas commander Ahmed Jabari, which precipitated the rocket attacks from Gaza that in turn served as the pretext for Operation Pillar of Defense. This year, Netanyahu could count on Hamas again to launch rocket attacks in response to Israel’s eviction of Palestinians from East Jerusalem, itself part of a much wider effort to displace Palestinians in favor of Jewish settlers, as well as a police raid on al-Aqsa mosque during Ramadan prayers.

    The Palestinian Authority protested both actions. So did the Arab world, the international community and demonstrators throughout the United States. But it was Hamas and its perennial quest to become the face of Palestinian resistance that once again has served as the anvil for Bibi’s hammer. In the 1980s, Israeli hard-liners helped create the organization to divide and weaken the Palestinian movement.

    Hamas has been a gift to hard-liners ever since. And, once again, Palestinians have suffered the most from this confrontation. In the current conflict, the death toll in Gaza has risen above 200, half of them women and children. Around a dozen Israelis have died in the rocket fire from Gaza. The only winner: Benjamin Netanyahu.

    What’s Next for Netanyahu?

    Netanyahu has managed to sell himself as indispensable to the Israeli right, which has been ascendant ever since he appeared on the political scene in the 1990s. His alliance with Trump produced nearly everything Israel’s right wing has wanted from the United States. The Trump administration gave the okay to Israel’s annexation of the Golan Heights and the transfer of the US Embassy to Jerusalem. It supported without reservation the Jewish settlement of the Occupied Palestinian Territories. It removed funding and recognition from Palestinian entities.

    As he promised in 2015, Netanyahu has moved the goalposts in Israel’s struggle with Palestinians to such a degree that the two-state solution has practically disappeared from the political agenda. With Israel blockading Gaza and whittling away at Palestinian territory in the West Bank, Palestinians have less and less of a state to stand in. The Palestinian Authority, led by Mahmoud Abbas for as long as Netanyahu has been prime minister, has been incapable of stopping Bibi.

    Abbas and his Fatah party have lost so much support among Palestinians that they had to postpone elections this year to avoid outright repudiation at the polls. Only Hamas, with a fanaticism equal to Netanyahu’s, has put up any significant resistance.

    Netanyahu is seven years younger than Joe Biden and three years younger than Donald Trump. He has no intention of retiring to an olive farm any time soon. He is staying in power not simply because he likes the perquisites of the office like Trump or because he has some vision of “building back better” like Biden. Bibi dreams of annexing as much of the West Bank as he can, defeating Hamas militarily and politically, and reducing the Palestinian community to nothing more than a source of cheap labor for Israeli farms and factories. Nearly everything he has done geopolitically has been toward that end, like negotiating diplomatic recognition deals with Arab states (UAE, Morocco) and humoring Jared Kushner’s “deal of the century” of buying Palestinian sovereign aspirations with the Gulf’s largesse.

    Of course, Netanyahu would also like to see regime change in Iran and the neutering of Hezbollah in Lebanon, but those longer-term goals depend a great deal on factors beyond his immediate control. Trump was an ideal partner for realizing these dreams. No doubt Bibi imagined that he could continue to change enough facts on the ground during Trump’s second term to reduce Palestine to the level of Abkhazia or, better yet, the former state of Biafra. But for the voters in a few key swing states, Netanyahu nearly got what he wanted.

    Meanwhile, in the last two years alone, Israel has had four national elections, and the only constant has been Bibi. The corruption charges against him alone should have doomed his career. He faces three cases of bribery, fraud and breach of trust. In Trumpian fashion, Bibi has tried to turn the tables by asserting that the charges are an “attempted coup.” In the most recent election, Netanyahu and his allies didn’t win enough votes to form a new coalition government. Opposition leader Yair Lapid was given a chance to form an anti-Netanyahu coalition spanning the political spectrum. He was in the middle of fashioning this unwieldy coalition when the current crisis conveniently (for Netanyahu) broke out.

    Biden vs. Bibi

    Joe Biden is cut from the same cloth as Obama when it comes to US policy toward Israel. Once elected, Biden quickly restored aid to Palestinian organizations and resumed diplomatic relations with the PLO, though both efforts now run up against provisions enacted by the Trump administration.

    But in other respects, Biden has made it clear that he does not want to put additional pressure on Israel. He’s not going to reverse Trump’s moves on the Golan Heights and Jerusalem. He lacks even the lukewarm determination of Obama to push back on Israeli settlements. In the current conflagration, the most he’s willing to do is support a ceasefire but so far, he’s leaving it up to the combatants to find their own way to a settlement.

    Netanyahu might have worried that he would be dealing with “Obama part two” with Biden. Instead, he faces an American president who has no real interest in investing any political capital to achieve an Israeli-Palestinian deal. The Middle East is knocking on America’s door, and Biden is pretending to be focussing on home repairs.

    The problem for Biden is that others want to change the foreign policy consensus on Israel. Criticism of Israeli policy is becoming more commonplace in Congress, with several US politicians now willing to call the socio-ethnic division in the country by its true name: apartheid. Opposition to an over $700 million arms package to Israel was gaining ground within the Democratic Party before the Biden administration managed to persuade the chairman of the House Foreign Affairs Committee to reverse his plea to postpone the deal.

    Meanwhile, protests in solidarity with Palestinians are spreading around the United States, with an astonishing 4,000 people mobilizing in Patterson, New Jersey. Even within the American Jewish community, the disgust with Netanyahu and the direction he has taken Israel has become palpable. Peter Beinart, who has been forced by Israel’s occupation and settlement policies to reevaluate his liberal Zionism, recently wrote in The New York Times in support of a Palestinian right of return as a first step in rewinding the historic injustices that Netanyahu has only aggravated.

    But, of course, Beinart is not the Israeli prime minister. Nor is he the US president or even the head of the American Israel Public Affairs Committee. His views, however commendable, lack any traction among the powerful in Washington and Jerusalem — for now, at least.

    Cycle of Violence

    Just before the current violence broke out, Netanyahu was facing the prospect of a broad coalition forming a new government and ousting him from his position. That coalition fell apart shortly after the conflict commenced. So, either Netanyahu will manage to woo a couple more politicians to join his camp or there will soon be yet another election. Either way, as in 2013, Netanyahu will likely solidify his hold on power thanks to his hard-line approach to Hamas.

    It’s hard not to conclude that the Israeli prime minister deliberately stoked tensions and escalated the conflict for his own political benefit. Bibi has been wagging the dog practically since he took office. After each cycle of divisive politics within Israel and fratricidal violence between Israel and Palestine, Netanyahu has emerged victorious. To break the cycle of violence that has engulfed the region in 2009, 2012, 2014 and now today, the Israeli opposition has to break Netanyahu politically once and for all.

    Given how right wing the political climate has become in Israel, defeating Netanyahu won’t immediately end settlements, lift the blockade on Gaza or usher in the right of return for Palestinians. Indeed, many Israelis are willing to support political forces even more right-wing and militant than Netanyahu. But the dozen years of Netanyahu’s reign have been a terrible era for Palestine, a second nakba, a death by a thousand cuts. Sending Bibi into retirement would create at least a chance of something new — perhaps something better.

    Why the US Will Not Achieve Herd Immunity

    The problem with the COVID-19 pandemic is that we don’t know if we’re coming or going. It’s as if we’re swimming far from shore, overwhelmed by one wave after another, and we’re unsure if we’re heading toward land or away from it.

    China was the early face of COVID-19, but it hasn’t faced many infections since spring 2020. Europe, like the United States, has experienced successive outbreaks. Brazil continues to be hit hard, while Turkey is seeing a reduction of cases from a mid-April surge. Thailand and Cambodia are only now dealing with their first major upticks in the disease.

    Where India Went Wrong

    But the real surprise has been India. Early on in the pandemic, journalists and scientists were trying to figure out why the coronavirus had made so little mark on the subcontinent and left so few deaths in its wake. Now, after a collective sigh of relief following a modest surge in late summer and fall last year, India is now overwhelmed by over 400,000 cases and more than 4,000 deaths a day, which are both likely to be undercounts.

    There are several reasons for India’s current catastrophe. A more infectious variant started to appear in the population, which the World Health Organization this week labeled a global health risk. The Indian government was not only unprepared for the crisis, but it was dangerously cavalier in its approach to the disease. After last year’s surge, it grew lax on testing and contact tracing. Nor did it put resources into the country’s inadequate medical system or in stockpiling key supplies like oxygen.

    Then there are the errors of commission. The government did nothing, for instance, to prevent Kumbh Mela, a Hindu religious event last month that drew millions of pilgrims to a holy location on the Ganges, from turning into the largest super-spreader event on the planet. Prime Minister Narendra Modi even continued to hold mass political rallies as the COVID numbers began to rise.

    When it comes to vaccines, the government has been slow to order doses, distribute them to the population and secure the raw materials to scale up manufacturing. Although India is the world’s largest producer of COVID vaccines, less than 3% of Indians are fully inoculated against the disease.

    Well, that’s India, you might be saying to yourself. They have a Trump-like fanatic for a leader. Their medical system has long been inadequate. It’s an obvious place for COVID to have a final encore.

    In the United States, meanwhile, the number of cases has fallen dramatically since January. Hospitals no longer face overcrowding. More than a third of the population is fully vaccinated. The Biden administration is expecting that the country will return to some semblance of normality this July. But wasn’t it a similar complacency that proved India’s undoing? So, is India the ghost of America’s past or a taste of things to come.

    Our Herd Problem

    In early 2020, the scientific community went into hyperdrive to develop not one but several vaccines against COVID-19. In the US, the government and the medical community worked overtime to set up the infrastructure to get doses into arms around the country. Clinics and volunteers have jumped into action at a community level to make sure, as of this week, that 58% of adults have gotten at least one shot and over 70% of those older than 65 are fully vaccinated.

    But all this effort is now hitting up against resistance. Or hesitancy. Or barriers to access. States are cutting back on their vaccine orders from the federal authorities. Daily vaccination rates have dropped nearly 20% from last week. Employers are basically bribing people to get their shots. Millions of people aren’t even bothering to show up for their second doses.

    Barriers to access is perhaps the easiest problem to address. According to a recent survey, 72% of African-Americans and Latinos want to get vaccinated, but 63% reported that they didn’t have enough information about where to get a shot.

    While lack of information may well be the reason why some Americans have yet to sign up for their vaccinations, a hard-core resistance has developed to vaccines in this country — and COVID vaccines in particular. According to polling in April, around 45% of Republicans report that they’ll never get the vaccine. In all, as much as 37% of Americans are now saying that they’re going to opt-out. That means that tens of millions of doses are now chasing the remaining 5% of Americans who want to be vaccinated and haven’t yet gotten their first shot.

    This resistance has nothing to do with a lack of information about how to sign up for a shot. It’s all about misinformation: that the vaccine is unnecessary, that it’s dangerous, that it comes with a microchip that will track you forever.

    Recently, Republican pollster Frank Luntz set up a focus group of vaccination-hesitant, Donald Trump voters to see what it would take to convince them to get shots. It was not an easy crowd. The husband of one of the participants had gotten seriously ill from COVID — and she stilldidn’t want to get vaccinated. In over two hours of discussion, Luntz brought in such vaccine-boosters as a former head of the Centers for Disease Control and Prevention (CDC), Senator Bill Cassidy, and House Minority Leader Kevin McCarthy — and still, the participants barely budged.

    Only after several emotional stories from former New Jersey Governor Chris Christie and a final round of facts from the CDC official did they start to change their minds. “I would say I was probably 80% against when this started today,” one man said. “Now I’m probably 50-50-ish.”

    Luntz considered that a success. But in this age of Twitter, it’s not a workable model to expect skeptics to sit still for more than two hours while Republican Party grandees and noted doctors barrage one small group after another with stories and facts.

    A more representative reaction to such attempts by Republican Party influencers is what happened when Ivanka Trump posted selfies of her own vaccination. Twitter responses included: “‘Love your family but this is a huge NO for me & my family. Will be praying you do not get any of the horrible [side-effects].’ Others replied, ‘Please stop promoting this nonsense,’ ‘HARD PASS,’ and ‘Sorry, don’t trust it.’”

    Even more concerning, some anti-vaxxers are already planning to use fake vaccination cards to get into public events. Hundreds of sellers have appeared on eBay, Facebook and Twitter to hawk such cards. In this way, “live free or die” is quickly becoming “live free and kill.”

    In a nutshell, the US won’t achieve herd immunity because a significant portion of the herd is suffering from mad cow disease. Whatever the reasons for this obstinacy — anti-government, anti-science, anti-liberal — it will ensure that large pockets of this country will continue to play host to a very infectious disease.

    This resistance potentially puts the US in the same category as the Seychelles. An island nation in the Indian Ocean, the Seychelles has the highest rate of vaccination in the world. More than 60% of the population is fully vaccinated. But that still hasn’t been enough to ward off COVID. The Seychelles is now experiencing its largest outbreak, which, on a per capita basis, is even larger than what has overtaken India.

    The same thing might happen again in America, for instance in states with very low vaccination rates, like Mississippi and Idaho. When it comes to COVID-19, the US is only as strong as its weakest links.

    Perennial Pandemic

    When I lived in New York City, I used to wonder why my apartment was so overheated in the winter. It turns out that the heating systems in old buildings had been designed (or redesigned) to accommodate open windows in winter. During the flu pandemic in 1918-19, open windows and greater circulation of air were supposed to guard against infection.

    Modern societies were once structured to handle periodic outbreaks of infectious diseases, from the steam heating in buildings to the TB sanatoriums that dotted the landscape. Americans braced for outbreaks with greater frequency than the cyclical reappearance of the cicadas. Three major waves of cholera struck the United States between 1832 and 1866. Typhoid killed 25,000 people in New York in 1906-07. The flu in 1918, diphtheria in the 1920s, polio in the first half of the 20th century: Americans became accustomed to infectious diseases as a way of life.

    COVID-19 isn’t going to disappear completely. It will return, again and again, just like variants of the flu or that other coronavirus, the common cold. If we’re lucky, it will come back in a less virulent form or the antibodies in our systems — those of us who received vaccinations — will render it so. If we’re not lucky, COVID-19 will generate ever more infectious strains that overwhelm us on a periodic basis.

    In the best-case scenario, what’s happening in India today is COVID-19’s last gasp. With the worst-case scenario, India is our future. So, don’t delete your Zoom app or give up your home office. Don’t throw away those masks. When it comes to infectious disease, we are all dependent on the herd.

    That’s great if you’re living in South Korea or New Zealand where compliance is second nature. But in America, the home of the free, the brave and the stupid, the herd may prove to be our collective undoing.

    Immigration Is the Solution for the Falling US Birth Rate

    Germany faces a major crisis. The German birth rate is considerably below what’s needed to replace the population. German seniors, meanwhile, are living longer and drawing more on state resources for their pensions and health care. There are basically two ways out of this demographic crisis.

    First of all, Germany could boost its birth rate. The German state provides generous family leave and child-care policies — not to mention the famous Kindergelt, the direct monthly payments of child benefits — and the fertility rate has indeed edged up over the years from 1.24 children per woman in 1994 to 1.57 today. But the trend in industrialized countries suggests that it will be difficult to push the rate much higher. The closest to the replacement rate of 2.1 children that any European Union country gets is France at 1.88.

    The second way out of Germany’s crisis would be through immigration. The country could throw open its doors to people from all over the world to take unwanted and unfilled jobs, pay taxes and support the increasingly aging population.

    Germany’s Refugees Face a Future Without Angela Merkel

    That is exactly what Germany did. The government of Angela Merkel, in 2015 and 2016, accepted over a million refugees from the Middle East and North Africa. Germany now has the fifth largest population of refugees in the world (after Turkey, Colombia, Pakistan and Uganda).

    This headline-grabbing decision, five years later, has been a remarkable success. The million refugees have prospered, reports the Center for Global Development:

    “Today, about half have found a job, paid training, or internship. On arrival, only about one percent declared having good or very good German language skills. By 2018, that figure had increased to 44 percent. … Such successful integration also has impacted the local German population. For example, between 2008 and 2015, the number of employees in companies founded by migrants grew by 50 percent (to 1.5 million). It has also mobilized civil society. A survey by the Allensbach Institute for Public Opinion Research suggests that 55 percent of Germans have contributed to the integration of refugees since 2015.”

    In 2015, nearly everyone in the media — German, European, international — referred to the millions of desperate people trying to get into Europe as an “immigration crisis.” They should have given it a different label: the immigration solution to Europe’s demographic crisis. Germany wisely chose to take advantage of this opportunity, while the countries of Eastern Europe, by and large, have embraced demographic suicide.

    The naysayers had a field day back in 2015 with their predictions of political failure for Merkel and social chaos for Germany. Today, Germany continues to be the strongest European economy. It has struggled during the COVID-19 pandemic but is now rapidly scaling up its vaccinations. And the anti-immigrant backlash, represented by the far-right Alternative for Germany, has ebbed, with the popularity of the party falling to 11% in recent polls. Meanwhile, with its liberal platform on immigration, the Green Party has surged to 25% and may well win the elections in September.

    It’s useful to bear the German experience in mind as the United States once again tackles its own “immigration crisis.”

    Immigrants Are a Gift

    The United States has been the exception to the demographic rule for industrialized countries. The US fertility rate, at 1.73, is also well below replacement. But because of a constant stream of immigrants, America has managed to grow at a healthy clip.

    That began to change in the 2010s. According to the latest census numbers, the US grew at the second-slowest rate over the last decade since the founding of the country. The culprits were a declining fertility rate — the birthrate has declined 19% since peaking in 2007 — and a reduction in the number of immigrants. The impact of the pandemic — in terms of mortality, long-term disability and anxiety over economic insecurity — will only make matters worse.

    America has always depended on immigrants and undocumented workers. That dependency has only grown more acute over the years. Let’s take a look at four critical sectors.

    Between half and three-quarters of the farmworkers who ensure a supply of food to the American population are undocumented workers, and many of the rest are recent immigrants. The pandemic hit farmworkers and food manufacturing workers hard, and even the Trump administration had to acknowledge them as essential workers in reducing their risk of deportation (though not providing them additional protection against infection).

    Even before the pandemic hit, the food sector faced a shortage of workers. “In a 2017 survey of farmers by the California Farm Bureau, 55 percent reported labor shortages, and the figure was nearly 70 percent for those who depend on seasonal workers,” according to The New York Times. Meanwhile, Congress (read: Republicans in the Senate) has failed to provide a legal framework for what remains an essential workforce, pandemic or no pandemic, though the recent Farm Workforce Modernization Act has a shot of passing with bipartisan support to provide a million undocumented farmworkers with legal status.

    The health-care sector similarly depends on immigrants. Of the nearly 15 million people working in the health sector, about 18% are immigrants. COVID-19 is going to exact a heavy toll on this sector, though. According to a recent Washington Post poll, one in three health-care workers are thinking about exiting the profession: “Many talked about the betrayal and hypocrisy they feel from the public they have sacrificed so much to save—their clapping and hero-worship one day, then refusal to wear masks and take basic precautions the next, even if it would spare health workers the trauma of losing yet another patient.”

    Even without pandemic-related job changes, the United States has been looking at a major upcoming nursing shortage: over a million new registered nurses are needed by 2022. Nursing schools are just not keeping up with the demand created by retirement.

    Manufacturing, challenged by foreign competition and outsourcing, has infamously declined in the United States. Despite the spread of automation, this sector too needs more workers. There are currently 500,000 job openings, and one recent report estimates 2.1 million unfilled manufacturing jobs by 2030.

    Then there’s domestic work, one of the fastest-growing sectors of the US economy. Home health aides, child-care providers, housecleaners: the vast majority are women and more than one-third are foreign-born. “By 2026, care jobs will constitute one of the fastest growing professions in the country, and we will need more caregivers and nannies than we have ever needed before,” writes the National Domestic Workers Alliance. “Home-based elder care is already the single fastest growing occupation in our entire economy due to the rapidly growing aging population.”

    Home health aides directly take care of aging Americans. But the United States needs younger workers across all professions to keep alive federal programs like Social Security that support aging Americans. The cohort of people aged 55 to 64 grew by 70% between 2000 and 2016 while the working-age population expanded by only 15%. That’s bad news for people looking to retire in the future on their Social Security benefits.

    Fortunately, immigrants have come to the rescue. They are overwhelmingly working age and have a higher participation rate in the labor force than the native-born. Their contributions to Social Security help keep the system afloat. The undocumented have been even more generous, providing an estimated $12 billion to the Social Security system through payroll taxes in 2010 alone (without much hope of ever drawing from the system themselves).

    Even with these contributions, however, Social Security is still expected to face a major funding shortfall by 2035 under current projections. One answer: more immigrants. If this story were a fairy tale, the immigrant would be the goose that lays the golden egg. Immigrants didn’t just build America. They are essential to the health and prosperity of the country today. Immigrants are the gift that keeps on giving.

    Whenever a goose starts laying golden eggs, however, someone invariably starts talking about wringing the poor animal’s neck and impoverishing everyone involved.

    The Politics of Immigration

    The Republican Party remade itself into an anti-immigrant force before Donald Trump entered the political scene. Tea Party insurgents called for closing the border with Mexico. David Brat, an unknown economist, ousted House Majority Leader Eric Cantor in a 2014 Virginia race by hammering at the immigration issue. Trump, however, took immigration and ran with it, promising to build a new wall along the southern border, shut down travel from predominantly Muslim countries and make it nearly impossible for refugees and asylum-seekers to find haven in the United States.

    Because of Trump’s success in turning his extreme positions into federal policy, immigration largely disappeared as an electoral issue in 2020. The Republican Party focused instead on economic attacks (Joe Biden as a “socialist”) and cultural broadsides (the perennial racist and misogynist dog whistles).

    But with the Democrats back in the White House and in control of Congress, immigration will likely become again a major campaign issue in the midterm elections. The economy is on an upswing, the pandemic is waning and the Biden administration has been competent and relatively scandal-free. Without an actual platform of their own since they decided to turn their party into a personality cult, the Republicans will inevitably characterize the influx of people over the border as a “crisis” and the president’s “biggest failure.”

    The numbers at the border have indeed increased, with the influx for April near a 20-year high. Despite the Republican Party criticisms, these numbers are not the result of Biden administration policies. The number of people apprehended at the border, for instance, spiked in 2018, under Trump, at more than 850,000, which obviously had nothing to do with President Biden.

    The surge so far this year is largely seasonal, a result of pent-up demand from the COVID-19 border closures and a function of all the applicants stranded south of the border by Trump’s “Remain in Mexico” policy. The numbers already appear to be plateauing. And the number of unaccompanied minors being held in Border Patrol facilities dropped dramatically in the last week.

    The Biden administration has reversed many of Trump’s policies, canceling funding for the border wall, reversing the “Muslim travel ban” and dismantling the “Remain in Mexico” program. Without any fanfare, the president also allowed the ban on guest-worker visas to expire at the end of March. Pictures of joyful family reunifications at the border are now replacing Trump-era images of children separated from the parents.

    The administration has also pledged to address the root causes of migration by funding initiatives in Central America that will reduce violence and corruption, stabilize economies and address humanitarian crises. That, of course, is easier said than done given the authoritarian leadership in El Salvador, Guatemala and Honduras. Tasked with tackling this issue, Vice-President Kamala Harris is well aware of the folly of funneling aid into corrupt governments, and she is reportedly lining up civil society representatives to meet on upcoming visits to the region. A long-term strategy of fostering political and economic transformation in the region, however, won’t win any points with Republicans or most voters in the United States in the short term.

    The recent kerfuffle around refugee policy illustrates the political stakes. As a candidate, Biden promised to bring US policies on refugees and asylum in line with international standards and raise the annual ceiling to more or less the level of the Obama years. Because of a failure to file the necessary paperwork, however, the number of refugees admitted into the United States in the first months of the Biden administration remained extremely low. Because refugees are often conflated in the public mind with immigrants — and the administration’s immigration policy was getting poor marks in the polls — the president tried to get away with suppressing the number of incoming refugees. Challenged by members of his own party, Biden again reversed himself, returning to the previous promise of a cap for the remainder of this year of 62,500 and an annual ceiling of 125,000 for 2022.

    The back-and-forth on refugee policy is an unusual deviation from an otherwise consistent set of policies coming from the administration. It’s a sign that immigration will continue to be subject to finger-in-the-wind calculations rather than rational debate. It’s a shame that it will require enormous political courage to embrace policies that are in the best interest of the United States, whether from the point of view of the labor force, the sustainability of the social welfare system or the livelihoods of the newest residents of the country.

    Republicans, with their steadfast commitment to political divisiveness and firearms, love to shoot themselves in the foot. There’s no reason for the rest of the country to follow suit. Maybe a delegation of Syrian-Germans can come to America on a speaking tour to explain how a “crisis” is really an opportunity.

    Are Americans Waiting for a Cyber Apocalypse?

    America has a serious infrastructure problem. Maybe when I say that what comes to mind are all the potholes on your street. Or the dismal state of public transportation in your city. Or crumbling bridges all over the country. But that’s so 20th century of you.

    America’s most urgent infrastructure vulnerability is largely invisible and unlikely to be fixed by the Biden administration’s $2-trillion American Jobs Plan. I’m thinking about vulnerabilities that lurk in your garage (your car), your house (your computer) and even your pocket (your phone). Like those devices of yours, all connected to the internet and therefore hackable, American businesses, hospitals and public utilities can also be hijacked from a distance thanks to the software that helps run their systems. And don’t think that the US military and even cybersecurity agencies and firms aren’t seriously at risk, too.

    Such vulnerabilities stem from bugs in the programs — and sometimes even the hardware — that run our increasingly wired society. Beware “zero-day” exploits — so named because you have zero days to fix them once they’re discovered — that can attract top-dollar investments from corporations, governments and even black-market operators. Zero days allow backdoor access to iPhones, personal email programs, corporate personnel files and even the computers that run dams, voting systems and nuclear power plants.

    It’s as if all of America were now protected by nothing but a few old padlocks, the keys to which have been made available to anyone with enough money to buy them (or enough ingenuity to make a set for themselves). And as if that weren’t bad enough, it was America that inadvertently made these keys available to allies, adversaries and potential blackmailers alike.

    The recent SolarWinds hack of federal agencies, as well as companies like Microsoft, for which the Biden administration recently sanctioned Russia and expelled several of its embassy staff, is only the latest example of how other countries have been able to hack basic US infrastructure. Such intrusions, which actually date back to the early 2000s, are often still little more than tests, ways of getting a sense of how easy it might be to break into that infrastructure in more serious ways later. Occasionally, however, the intruders do damage by vacuuming up data or wiping out systems, especially if the targets fail to pay cyber-ransoms. More insidiously, hackers can also plant “timebombs” capable of going off at some future moment.

    Russia, China, North Korea and Iran have all hacked into this country’s infrastructure to steal corporate secrets, pilfer personal information, embarrass federal agencies, make money or influence elections. For its part, the American government is anything but an innocent victim of such acts. In fact, it was an early pioneer in the field and continues to lead the way in cyberoperations overseas.

    The US has a long history of making weapons that have later been used against it. When allies suddenly turn into adversaries like the Iranian government after the shah was ousted in the 1979 revolution or the mujahideen in Afghanistan after their war against the Red Army ended in 1989, the weapons switch sides, too. In other cases, like the atomic bomb or unmanned aerial vehicles, the know-how behind the latest technological advances inevitably leaks out, triggering an arms race. In all these years, however, none of those weapons has been used with such devastating effect against the US homeland as the technology of cyberwarfare.

    The Worm That Turned

    In 2009, the centrifuges capable of refining Iranian uranium to weapons-grade level began to malfunction. At first, the engineers there didn’t pay much attention to the problem. Notoriously finicky, such high-speed centrifuges were subject to frequent breakdowns. The Iranians regularly had to replace as many as one of every 10 of them. This time, however, the number of malfunctions began to multiply and then multiply again, while the computers that controlled the centrifuges started to behave strangely, too.

    It was deep into 2010, however, before computer security specialists from Belarus examined the Iranian computers and discovered the explanation for all the malfunctioning. The culprit responsible was a virus, a worm that had managed to burrow deep into the innards of those computers through an astonishing series of zero-day exploits.

    That worm, nicknamed Stuxnet, was the first of its kind. Admittedly, computer viruses had been creating havoc almost since the dawn of the information age, but this was something different. Stuxnet could damage not only computers but the machines that they controlled, in this case destroying about 1,000 centrifuges. Developed by US intelligence agencies in cooperation with their Israeli counterparts, Stuxnet would prove to be but the first salvo in a cyberwar that continues to this day.

    It didn’t take long before other countries developed their own versions of Stuxnet to exploit the same kind of zero-day vulnerabilities. In her book, “This Is How They Tell Me the World Ends,” New York Times reporter Nicole Perlroth describes in horrifying detail how the new cyber arms race has escalated. It took Iran only three years to retaliate for Stuxnet by introducing malware into Aramco, the Saudi oil company, destroying 30,000 of its computers. In 2014, North Korea executed a similar attack against Sony Pictures in response to a film that imagined the assassination of that country’s leader, Kim Jong-un. Meanwhile, Perlroth reports, Chinese hackers have targeted US firms to harvest intellectual property, ranging from laser technology and high-efficiency gas turbines to the plans for “the next F-35 fighter” and “the formulas for Coca-Cola and Benjamin Moore paint.”

    Over the years, Russia has become especially adept at the new technology. Kremlin-directed hackers interfered in Ukraine’s presidential election in 2014 in an effort to advance a far-right fringe candidate. The next year, they shut down Ukraine’s power grid for six hours. In the freezing cold of December 2016, they turned off the heat and power in Kyiv, the Ukrainian capital. And it wasn’t just Ukraine either. Russian hackers paralyzed Estonia, interfered in the UK’s Brexit referendum and nearly shut down the safety controls of a Saudi oil company.

    Then, Russia started to apply everything it learned from these efforts to the task of penetrating US networks. In the lead-up to the 2016 presidential election, Russian hackers weaponized information stolen from Democratic Party operative John Podesta and wormed their way into state-level electoral systems. Later, they launched ransomware attacks against US towns and cities, hacked into American hospitals, and even got inside the Wolf Creek nuclear power plant in Kansas. “The Russians,” Perlroth writes, “were mapping out the plant’s networks for a future attack.”

    The United States did not sit idly by watching such incursions. The National Security Agency (NSA) broke into Chinese companies like Huawei, as well as their customers in countries like Cuba and Syria. With a plan nicknamed Nitro Zeus, the US was prepared to take down key elements of Iran’s infrastructure if the negotiations around a nuclear deal failed. In response to the Sony hack, Washington orchestrated a 10-hour internet outage in North Korea.

    As the leaks from whistleblower Edward Snowden revealed in 2013, the NSA had set up full-spectrum surveillance through various communications networks, even hacking into the private phones of leaders around the world like Germany’s Angela Merkel. By 2019, having boosted its annual budget to nearly $10 billion and created 133 cyber mission teams with a staff of 6,000, the Pentagon’s Cyber Command was planting malware in Russia’s energy grid and plotting other mischief.

    Unbeknownst to Snowden or anyone else at the time, the NSA was also stockpiling a treasure trove of zero-day exploits for potential use against a range of targets. At first glance, this might seem like the cyber-equivalent of setting up a network of silos filled with intercontinental ballistic missiles (ICBMs) to maintain a rough system of deterrence. The best defense, according to the hawk’s catechism, is always an arsenal of offensive weapons.

    But then the NSA got hacked. In 2017, an outfit called the Shadow Brokers leaked 20 of the agency’s most powerful zero-day exploits. That May, WannaCry ransomware attacks suddenly began to strike targets as varied as British hospitals, Indian airlines, Chinese gas stations and electrical utilities around the US. The perpetrators were likely North Korean, but the code, as it happened, originated with the NSA. The bill for the damages came to $4 billion.

    Not to be outdone, Russian hackers turned two of the NSA zero-day exploits into a virus called NotPetya, which caused even more damage. Initially intended to devastate Ukraine, that malware spread quickly around the world, causing at least $10 billion in damages by briefly shutting down companies like Merck, Maersk, FedEx and, in an example of second-order blowback, the Russian oil giant Rosneft as well.

    Sadly enough, in 2021, as Kim Zetter has written in “Countdown to Zero Day,” cyberweapons “can be easily obtained on underground markets or, depending on the complexity of the system being targeted, custom-built from scratch by a skilled teenage coder.” Such weapons then ricochet around the world before, more often than not, they return to sender. Sooner or later, cyber-chickens always come home to roost.

    Trump Makes Things Worse

    Donald Trump notoriously dismissed Russian interference in the 2016 election. His aides didn’t even bother bringing up additional examples of Russian cyber-meddling because the president just wasn’t interested. In 2018, he even eliminated the position of national cybersecurity coordinator, which helped National Security Adviser John Bolton consolidate his own power within the US administration. Later, Trump would fire Christopher Krebs, who was in charge of protecting elections from cyberattacks, for validating the integrity of the 2020 presidential election.

    The SolarWinds attack at the end of last year highlighted the continued weakness of this country’s cybersecurity policy and Trump’s own denialism. Confronted with evidence from his intelligence agencies of Russian involvement, the president continued to insist that the perpetrators were Chinese.

    The far right, for partisan reasons, abetted his denialism. Strangely enough, commentators on the left similarly attempted to debunk the idea that Russians were involved in the Podesta hack, 2016 election interference and other intrusions, despite overwhelming evidence presented in the Mueller report, the Senate Intelligence Committee findings and even from Russian sources. But this denialism of the right and the left obscures a more important Trump administration failure. It made no attempt to work with Russia and China to orchestrate a truce in escalating global cyber-tensions.

    Chastened by the original Stuxnet attack on Iran, the Putin government had actually proposed on several occasions that the international community should draw up a treaty to ban computer warfare and that Moscow and Washington should also sort out something similar bilaterally. The Obama administration ignored such overtures, not wanting to constrain the national security state’s ability to launch offensive cyber-operations, which the Pentagon euphemistically likes to label a “defend forward” strategy.

    In the Trump years, even as he was pulling the US out of one arms control deal after another with the Russians, The Donald was emphasizing his superb rapport with Vladimir Putin. Instead of repeatedly covering for the Russian president — whatever his mix of personal, financial and political reasons for doing so — Trump could have deployed his over-hyped art-of-the-deal skills to revive Putin’s own proposals for a cyber-truce.

    With China, the Trump administration committed a more serious error. Stung by a series of Chinese cyber-thefts, not just of intellectual property but of millions of the security-clearance files of federal employees, the Obama administration reached an agreement with Beijing in 2015 to stop mutual espionage in cyberspace. “We have agreed that neither the U.S. [n]or the Chinese government will conduct or knowingly support cyber-enabled theft of intellectual property, including trade secrets or other confidential business information for commercial advantage,” Barack Obama said then. “We’ll work together and with other nations to promote other rules of the road.”

    In the wake of that agreement, Chinese intrusions in US infrastructure dropped by an astonishing 90%. Then, Trump took office and began to impose tariffs on Chinese goods. That trade war with Beijing would devastate American farmers and manufacturers, while padding the bills of American consumers, even as the president made it ever more difficult for Chinese firms to buy American products and technology. Not surprisingly, China once again turned to its hackers to acquire the know-how it could no longer get legitimately. In 2017, those hackers also siphoned off the personal information of nearly half of all Americans through a breach in the Equifax credit reporting agency.

    As part of his determination to destroy everything that Obama achieved, of course, Trump completely ignored that administration’s 2015 agreement with Beijing.

    Head for the Bunkers?

    Larry Hall once worked for the Defense Department. Now, he’s selling luxury apartments in a former nuclear missile silo in the middle of Kansas. It burrows 15 stories into the ground and he calls it Survival Condo. The smallest units go for $1.5 million and the complex features a gym, swimming pool and shooting range in its deep underground communal space.

    When asked why he’d built Survival Condo, Hall replied, “You don’t want to know.” Perhaps he was worried about a future nuclear exchange, another even more devastating pandemic or the steady ratcheting up of the climate crisis. Those, however, are well-known doomsday scenarios, and he was evidently alluding to a threat to which most Americans remain oblivious. What the Survival Condo website emphasizes is living through five years “completely off-grid,” suggesting a fear that the whole US infrastructure could be taken down via a massive hack.

    And it’s true that modern life as most of us know it has become increasingly tied up with the so-called Internet of Things (IoT). By 2023, it’s estimated that every person on Earth will have, on average, 3.6 networked devices. Short of moving to a big hole in the ground in Kansas and living completely off the grid, it will be difficult indeed to extricate yourself from the consequences of a truly coordinated attack on such an IoT.

    A mixture of short-sighted government action — as well as inaction — and a laissez-faire approach to markets have led to the present impasse. The US government has refused to put anything but the most minimal controls on the development of spyware, has done little to engage the rest of the world in regulating hostile activities in cyberspace, and continues to believe that its “defend forward” strategy will be capable of protecting US assets. (Dream on, national security state!)

    Plugging the holes in the IoT dike is guaranteed to be an inadequate solution. Building a better dike might be a marginally better approach, but a truly more sensible option would be to address the underlying problem of the surging threat. Like the current efforts to control the spread of nuclear material, a nonproliferation approach to cyberweapons requires international cooperation across ideological lines.

    It’s not too late. But to prevent a rush to the bunkers will take a concerted effort by the major players — the US, Russia and China — to recognize that cyberwar would, at best, produce the most pyrrhic of victories. If they don’t work together to protect the cyber-commons, the digital highway will, at the very least, continue to be plagued by potholes, broken guardrails and improvised explosive devices whose detonations threaten to disrupt all our lives.

    Does Afghanistan Have a Green Future?

    Everyone has a different doomsday scenario for Afghanistan once US and NATO troops withdraw by September 11. The Taliban will take over and reimpose their repressive social agenda. Al-Qaeda will multiply rapidly and again become a global threat. Rival warlords will split apart the country. Another wave of Afghan refugees will overwhelm Europe. And then there’s the scenario in which China basically takes over the country, or at least the most sought-after parts of the country: the resources that lie beneath Afghan soil.

    “Afghanistan is one of the richest mining regions in the world, holding untapped mineral wealth and rare Earth elements estimated at roughly $3 trillion,” writes Chris Dolan in The Hill. “Competition with China over mineral wealth is intensifying and Afghanistan presents China with a new opportunity to expand its mining and transportation projects in the Belt and Road initiative.”

    So far, the China “threat,” like all the others, is hypothetical since Beijing has been hesitant to invest a lot into the war-torn country. In 2007, China contracted to build a large copper mine at Mes Aynak but has done so little to set up operations there that the Afghan government is considering retendering the contract to another investor. The Chinese have their own complaints about the Mes Aynak arrangement, particularly around security and renegotiating some of the terms of the contract. Other than the stalled copper mine and some oil exploration, Chinese investments in Afghanistan have been minimal compared to what Beijing is pouring into neighboring Pakistan.

    Whether to block China, thwart al-Qaeda or muscle through a power-sharing deal with the Taliban, the United States has no plans to abandon Afghanistan completely. The Biden administration is looking to move US bases there to another country, perhaps in Central Asia. In the meantime, Washington will maintain its air war from aircraft carriers or from more distant points in the Middle East, and it will continue to train and provide financial support for the Afghan army.

    As for ensuring that Afghanistan rises from the bottom of the world’s social and economic indices — currently, it’s the least peaceful, one of the most corrupt and one of the worst-off countries in terms of human development — the US appears to be washing its hands of any responsibility. So much for the Pottery Barn rule. From Washington’s perspective, Afghanistan was broken long before the 2001 invasion. Mission (never-to-be) accomplished.

    Indeed, in his remarks last week on “the way forward in Afghanistan,” President Joe Biden had very little to say about Afghanistan itself, aside from its military and the various threats the country poses to the United States. He said virtually nothing about the Afghan economy, Afghan society or the Afghan people. At most, the United States appears to be bracing for the worst-case scenario and preparing to minimize the impact on US national interests.

    A Different Future for Afghanistan

    When Seth Warren Rose looks at Afghanistan, he doesn’t see red, he sees green: the green of money, yes, but more importantly the green of environmental sustainability. “I grew up with Vietnam being considered a war not a country,” he told me. “Afghanistan is the same. Americans think of Afghanistan only as a war. But there are 30 million-plus people living there.”

    Rose’s outfit, the Eneref Institute, is gathering support from Afghan politicians for a bold initiative to make Afghanistan carbon-neutral. “If you look at the carbon footprint of Afghanistan, it’s minimal,” Rose continued. “They haven’t really industrialized. Obviously, they’ll let the world in once they establish a peace. But why don’t they establish a mechanism, as long as they’re selling their resources, to do so in a way that’s non-toxic, energy-efficient, and net-carbon zero?”

    As Rose explained to me, Eneref’s proposal is to keep Afghanistan’s oil in the ground but to develop methods of extracting other valuable underground resources in an environmentally more sustainable manner. In this way, the country could “use its mineral wealth to leapfrog industrialization.” This Lead the Leap campaign has lined up a number of prominent Afghans as advisers and secured the support of the Afghan senate.

    Extracting Afghanistan’s mineral wealth in a carbon-neutral fashion is easier said than done. Extractive industries are notoriously dirty, responsible for 80% of the planet’s biodiversity loss and half the world’s carbon emissions (and that’s just in the extraction process). Workers die in large numbers in the mining sector, whether immediately in accidents or through exposure to dangerous substances over the long term. Communities around mines have to deal with often-horrifying pollution in their air, land and water. And wherever mines extract valuable substances, conflict is sure to follow (see, for example, “blood diamonds”).

    Nor is it so easy to leapfrog over the extraction industry into a clean energy future. Many green technologies, such as solar panels, are dependent on an array of minerals like copper and zinc, while wind turbines and electric vehicles require inputs like cobalt, lithium and rare earth elements.

    Eneref’s bid to green Afghanistan’s mining sector is part of a much larger effort to make the entire production chain of the extraction industry sustainable. The World Bank, for instance, has launched a Climate Smart Mining initiative that focuses on using renewable energy in mining operations, preventing deforestation and promoting sustainable land-use strategies, and reusing minerals to minimize waste.

    The mining industry is also responsible for its share of “greenwashing,” making only cosmetic changes before proceeding with business as usual. Civil society organizations, shareholders and committed politicians can put pressure on companies to adhere to international regulations and corporate codes of conduct. But particularly in poor countries like Afghanistan, which are desperate enough for revenue in the short term to overlook longer-term environmental consequences, mining companies are more willing to cut corners when it comes to carbon emissions.

    But there’s another option.

    The Next OPEC?

    Afghanistan has little leverage over mining operations beyond the $3 trillion of natural resources beneath its soil. That wealth is useless, however, if Afghanistan can’t get it out of the ground. Perhaps the Chinese reluctance to invest more into copper extraction is a godsend. China, after all, pays little attention to sustainability in its extraction operations overseas.

    Many countries, like Congo and Venezuela, are in the same position as Afghanistan. If they rebuff China or any other potential investor, the latter can turn to more amenable investment opportunities elsewhere.

    Unless, of course, all mineral-rich countries form a new cartel. Let’s call this cartel OMEC, the Organization of Mineral-Exporting Countries. This mineral-version of OPEC could impose its own carbon-reducing restrictions on the extraction industry. “No one country has the wherewithal, the power, the influence, to demand that Russia, China and the United States follow carbon-neutral rules,” Rose concluded. “So, let’s gather a third of the world to create a union.”

    Remember, the Organization of the Petroleum Exporting Countries (OPEC) wasn’t just a mechanism to extract more money from the petroleum-desperate. It was originally designed to restrict oil production. As Lester Brown recounts in “Building a Sustainable Society,” the founder of OPEC, Venezuelan Minister of Mines and Hydrocarbons Juan Pablo Perez Alfonso, believed that “his mission in life was to stop the waste of valuable energy resources. When describing his early vision of OPEC, he said, ‘Most people see OPEC as a way to raise oil prices, but I see it as a way to lower the use of energy.’ Shortly before he died in late 1979, he referred to OPEC as the ‘leading ecology group in the world.’”

    OMEC could similarly perform a valuable ecological function by regulating the extraction of minerals to keep the price high, reduce waste and help turn countries like Afghanistan into the mineral equivalent of a Gulf state. Of course, to avoid the “resource curse,” OMEC members would have to submit to serious anti-corruption programs, devote profits to communal advancement rather than individual wealth and set aside a portion of proceeds to future contingencies (like Norway’s oil fund).

    But most of all, OMEC members must leverage their relatively small carbon footprints into economic advantage. I’ve written elsewhere about how a country like North Korea, which lags far behind South Korea on virtually every economic and social indicator, could parlay its single advantage of a smaller carbon footprint into a clean energy future that would lead the Korean peninsula and the region. Like Afghanistan, North Korea has significant mineral resources that could finance such a transformation.

    For decades, countries like North Korea and Afghanistan were promised material advancement — leading perhaps someday to membership in the club of richest nations called the Organization of Economic Cooperation and Development (OECD) — if they just followed the conventional path of industrialization. The poorest of the poor haven’t made much progress in the last couple decades, and that industrial model has proved disastrous on a number of levels. Perhaps it’s finally time for them to band together according to an entirely different model of economic cooperation and development.

    The Spread of Global Hate

    One insidious way to torture the detainees at Guantanamo Bay was to blast music at them at all hours. The mixtape, which included everything from Metallica to the Meow Mix jingle, was intended to disorient the captives and impress upon them the futility of resistance. It worked: This soundtrack from hell did indeed break several inmates.

    For four years, Americans had to deal with a similar sonic blast, namely the “music” of President Donald Trump. His voice was everywhere: on TV and radio, screaming from the headlines of newspapers, pumped out nonstop on social media. MAGAmen and women danced to the repetitive beat of his lies and distortions. Everyone else experienced the nonstop assault of Trump’s instantly recognizable accent and intonations as nails on a blackboard. After the 2016 presidential election, psychologists observed a significant uptick in the fears Americans had about the future. One clinician even dubbed the phenomenon “Trump anxiety disorder.”

    The volume of Trump’s assault on the senses has decreased considerably since January. Obviously, he no longer has the bully pulpit of the Oval Office to broadcast his views. The mainstream media no longer covers his every utterance. Most importantly, the major social media platforms have banned him. In the wake of the January 6 insurrection on Capitol Hill, Twitter suspended Trump permanently under its glorification of violence policy. Facebook made the same decision, though its oversight board is now revisiting the former president’s deplatforming.

    It’s not only Trump. The Proud Boys, QAnon, the militia movements: The social media footprint of the far right has decreased a great deal in 2021, with a parallel decline in the amount of misinformation available on the Web.

    And it’s not just a problem of misinformation and hate speech. According to a new report by the Center for Strategic and International Studies (CSIS) on domestic terrorism, right-wing extremists have been involved in 267 plots and 91 fatalities since 2015, with the number of incidents rising in 2020 to a height unseen in a quarter of a century. A large number of the perpetrators are loners who have formed their beliefs from social media. As one counterterrorism official put it, “Social media has afforded absolutely everything that’s bad out there in the world the ability to come inside your home.”

    So, why did the tech giants provide Trump, his extremist followers and their global counterparts unlimited access to a growing audience over those four long years?

    Facebook Helps Trump

    In a new report from the Global Project Against Hate and Extremism (GPAHE), Heidi Beirich and Wendy Via write: “For years, Trump violated the community standards of several platforms with relative impunity. Tech leaders had made the affirmative decision to allow exceptions for the politically powerful, usually with the excuse of ‘newsworthiness’ or under the guise of ‘political commentary’ that the public supposedly needed to see.”

    Even before Trump became president, Facebook was cutting him a break. In 2015, he was using the social media platform to promote a Muslim travel ban, which generated considerable controversy, particularly within Facebook itself. The Washington Post reports:

    “Outrage over the video led to a companywide town hall, in which employees decried the video as hate speech, in violation of the company’s policies. And in meetings about the issue, senior leaders and policy experts overwhelmingly said they felt that the video was hate speech, according to three former employees, who spoke on the condition of anonymity for fear of retribution. [Facebook CEO Mark] Zuckerberg expressed in meetings that he was personally disgusted by it and wanted it removed, the people said.”

    But the company’s most prominent Republican, Vice-President of Global Policy Joel Kaplan, persuaded Zuckerberg to change his position. In spring 2016, when Zuckerberg wanted to condemn Trump’s plan to build a wall on the border with Mexico, he was again persuaded to step back for fear of seeming too partisan.

    Facebook went on to play a critical role in getting Trump elected. It wasn’t simply the Russian campaign to create fake accounts, fake messaging and even fake events using Facebook, or the theft of Facebook user data by Cambridge Analytica. More important was the role played by Facebook staff in helping Trump’s digital outreach team maximize its use of social media. The Trump campaign spent $70 million on Facebook ads and raised much of its $250 million in online fundraising through Facebook as well.

    Trump established a new paradigm through brute force and money. As he turned himself into clickbait, the social media giants applied the same “exceptionalism” to other rancid politicians. More ominously, the protection accorded politicians extended to extremists. According to an account of a discussion at a Twitter staff meeting, one employee explained that “on a technical level, content from Republican politicians could get swept up by algorithms aggressively removing white supremacist material. Banning politicians wouldn’t be accepted by society as a trade-off for flagging all of the white supremacist propaganda.”

    Of course, in the wake of the January 6 insurrection, social media organizations decided that society could indeed accept the banning of politicians, at least when it came to some politicians in the United States.

    The Real Fake News

    In the Philippines, an extraordinary 97% of internet users had accounts with Facebookas of 2019, up from 40% in 2018 (by comparison, about 67% of Americans have Facebook accounts). Increasingly, Filipinos get their news from social media. That’s bad news for the mainstream media in the Philippines. And that’s particularly bad news for journalists like Maria Ressa, who runs an online news site called Rappler.

    At a press conference for the GPAHE report, Ressa described how the government of Rodrigo Duterte, with an assist from Facebook, has made her life a living hell. Like Trump, President Duterte came to power on a populist platform spread through Facebook. Because of her critical reporting on government affairs, Ressa felt the ire of the Duterte fan club, which generated half a million hate posts that, according to one study, consisted of 60% attacks on her credibility and 40% sexist and misogynist slurs. This onslaught created a bandwagon effect that equated journalists like her with criminals.

    This noxious equation on social media turned into a real case when the Philippine authorities arrested Ressa in 2019 and convicted her of the dubious charge of “cyberlibel.” She faces a sentence of as much as 100 years in prison.

    “Our dystopian present is your dystopian future,” she observed. What happened in the Philippines in that first year of Duterte became the reality in the United States under Trump. It was the same life cycle of hate in which misinformation is introduced in social media, then imported into the mainstream media and supported from the top down by opportunistic politicians.

    The Philippines faces another presidential election next year, and Duterte is barred from running again by term limits. Duterte’s daughter, who is currently the mayor of Davao City just like her father had been, tops the early polls, though she hasn’t thrown her hat in the ring and her father has declared that women shouldn’t run for president. This time around, however, Facebook disrupted the misinformation campaign tied to the Dutertes when it took down fake accounts coming from China that supported the daughter’s potential bid for the presidency.

    President Duterte was furious. “Facebook, listen to me,” he said. “We allow you to operate here hoping that you could help us. Now, if government cannot espouse or advocate something which is for the good of the people, then what is your purpose here in my country? What would be the point of allowing you to continue if you can’t help us?”

    Duterte had been led to believe, based on his previous experience, that Facebook was his lapdog. Other authoritarian regimes had come to expect the same treatment. In India, according to the GPAHE report, Prime Minister Narendra Modi’s Bharatiya Janata Party:

    “… was Facebook India’s biggest advertising spender in 2020. Ties between the company and the Indian government run even deeper, as the company has multiple commercial ties, including partnerships with the Ministry of Tribal Affairs, the Ministry of Women and the Board of Education. Both CEO Mark Zuckerberg and COO Sheryl Sandberg have met personally with Modi, who is the most popular world leader on Facebook. Before Modi became prime minister, Zuckerberg even introduced his parents to him.”

    Facebook has also cozied up to the right-wing government in Poland, misinformation helped get Jair Bolsonaro elected in Brazil, and the platform served as a vehicle for the Islamophobic content that contributed to the rise of the far right in the Netherlands. But the decision to ban Trump has set in motion a backlash. In Poland, for instance, the Law and Justice Party has proposed a law to fine Facebook and others for removing content if it doesn’t break Polish law, and a journalist has attempted to establish a pro-government alternative to Facebook called Albicla.

    Back in the USA

    Similarly, in the United States, the far right have suddenly become a big booster of free speech now that social media platforms have begun to deplatform high-profile users like Trump and take down posts for their questionable veracity and hate content. In the second quarter of 2020 alone, Facebook removed 22.5 million posts.

    Facebook has tried to get ahead of this story by establishing an oversight board that includes members like Jamal Greene, a law professor at Columbia University; Julie Owono, executive director at Internet Sans Frontiere; and Nighat Dad, founder of the Digital Rights Foundation. Now, Facebook users can also petition the board to remove content.

    With Facebook, Twitter, YouTube and others now removing a lot of extremist content, the far right have migrated to other platforms, such as Gab, Telegram, and MeWe. They continue to spread conspiracy theories, anti-COVID vaccine misinformation and pro-Trump propaganda on these alternative platforms. Meanwhile, the MAGA crowd awaits the second coming of Trump in the form of a new social media platform that he plans to launch in a couple of months to remobilize his followers.

    Even without such an alternative alt-right platform — Trumpbook? TrumpSpace? Trumper? — the life cycle of hate is still alive and well in the United States. Consider the “great replacement theory,” according to which immigrants and denizens of the non-white world are determined to “replace” white populations in Europe, America and elsewhere. Since its inception in France in 2010, this extremist conspiracy theory has spread far and wide on social media. It has been picked up by white nationalists and mass shooters. Now, in the second stage of the life cycle, it has landed in the mainstream media thanks to right-wing pundits like Tucker Carlson, who recently opined, “The Democratic Party is trying to replace the current electorate of the voters now casting ballots with new people, more obedient voters from the Third World.”

    Pressure is mounting on Fox to fire Carlson, though the network is resisting. Carlson and his supporters decry the campaign as yet another example of “cancel culture.” They insist on their First Amendment right to express unpopular opinions. But a privately-owned media company is under no obligation to air all views, and the definition of acceptability is constantly evolving.

    Also, a deplatformed Carlson would still be able to air his crank views on the street corner or in emails to his followers. No doubt when Trumpbook debuts at some point in the future, Carlson’s biggest fan will also give him a digital megaphone to spread lies and hate all around the world. These talking heads will continue talking no matter what. The challenge is to progressively shrink the size of their global platform.

    The US Needs to Uncancel the ICC

    When the loony right gathered at the Conservative Political Action Conference back in February, the theme of the Trump-heavy gathering was “America Uncanceled.” Speaker after speaker railed against “political correctness” in American culture, from “woke mobs” to “censorship” in the mainstream news media. Incredibly, they tried to transform so-called cancel culture into the single greatest problem facing a United States still reeling from COVID-19 and its economic sucker punch. And yet, time and again, it has been the loony right that has been so eager to hit the delete button.

    These supposed defenders of everyone’s right to voice opinions attempted to cancel an entire presidential election because it failed to produce their preferred result. They’ve spent decades trying to cancel voting rights (not to mention a wide variety of other rights). They’ve directed huge amounts of time and money to canceling social benefits for the least fortunate Americans. Throughout history, they’ve mounted campaigns to cancel specific individuals from Colin Kaepernick and Representative Ilhan Omar to the black lists of the McCarthy era. They’re also not above canceling entire groups of people, from the transgender community all the way back to the original sin of this country, namely the mass cancelation of Native Americans.

    Then there’s foreign policy. The Trump administration never met an international agreement or institution — the Paris climate accord, the Iran nuclear deal, the World Health Organization — that it didn’t want to cover with “cancel” stamps.

    One institution that has elicited particular ire from the far right has been the International Criminal Court (ICC). On April 2, the Biden administration took a step toward mending the rift between the United States and the ICC. It didn’t go far enough.

    Blocking the International Criminal Court

    In 2000, the Clinton administration signed the Rome Statute that established the International Criminal Court, which has focused on bringing to international justice the perpetrators of war crimes, genocide, crimes against humanity and (beginning in 2017) crimes of aggression. In 2002, the Bush administration effectively unsigned the agreement and Congress pushed to shield all US military personnel from ICC prosecution. Although the Obama administration cooperated with the court, it was still worried about possible investigations into the US “war on terrorism.”

    Ambivalence turned to outright hostility during the Trump years. National Security Adviser John Bolton made it his special mission to attack the ICC as “ineffective, unaccountable, and indeed, outright dangerous.” Among Bolton’s many spurious arguments about the court, he claimed that the body constitutes an assault on US sovereignty and the Constitution in particular, a favorite hobbyhorse of the loony right. But the “supremacy clause” of the US Constitution (Article VI, clause 2) already establishes the primacy of federal law over treaty obligations. So, can someone please get those supposed legal scholars to actually read the pocket constitutions they carry around so reverently?

    Bolton’s off-base analysis came with a threat. “We will respond against the ICC and its personnel to the extent permitted by U.S. law,” he warned. “We will ban its judges and prosecutors from entering the United States. We will sanction their funds in the U.S. financial system, and, we will prosecute them in the U.S. criminal system. We will do the same for any company or state that assists an ICC investigation of Americans.”

    In 2020, the Trump administration began to implement Bolton’s attack plan by imposing sanctions against ICC officials. Prosecutor Fatou Bensouda and senior prosecution official Phakiso Mochochoko were placed under travel restrictions and an asset freeze because they were investigating possible US war crimes in Afghanistan. This blacklisting of ICC investigators sent a chilling signal that the United States would attempt, much like a rogue authoritarian country, to obstruct justice at an international level.

    An equally vexing issue involves a war crimes investigation in the Occupied Palestinian Territories. Although the ICC investigators looked at atrocities committed by Israelis and Palestinians, both Israel and the US condemned the investigation, arguing that Israel isn’t an ICC member and so the international body lacks jurisdiction. The United States has made the same argument about the investigation into the conduct of American soldiers in Afghanistan, since the US is not a party to the ICC.

    But the ICC’s jurisdiction is quite clear: it extends to crimes “committed by a State Party national, or in the territory of a State Party, or in a State that has accepted the jurisdiction of the Court.” Palestine, an ICC member since 2015, requested the investigation. And Afghanistan is also an ICC member.

    Biden’s Response

    Earlier this month, US President Joe Biden lifted the Trump administration’s sanctions. European allies, in particular, were enthusiastic about this additional sign that the United States is rejoining the international community. “This important step underlines the US’s commitment to the international rules-based system,” said EU foreign policy chief Josep Borrell.

    But the Biden administration’s move comes with an important caveat. In his statement on the lifting of the sanctions, Secretary of State Antony Blinken noted that “we continue to disagree strongly with the ICC’s actions relating to the Afghan and Palestinian situations. We maintain our longstanding objection to the Court’s efforts to assert jurisdiction over personnel of non-States Parties such as the United States and Israel.”

    When it comes to the ICC, then, a disturbing bipartisan consensus has emerged on its supposed encroachment upon US sovereignty. It’s OK for the ICC to prosecute the actions of countries in the Global South, but hand’s off the big boys, a status the United States generously extends to Israel. In the Senate, Ben Cardin and Rob Portman put out a letter last month criticizing the ICC’s investigation in Palestine, which attracted the support of 55 of their colleagues (down from 67 for a similar letter last year).

    Together with Israel, the US continues to abide by an exceptionalism when it comes to international law that it shares with several dozen states, including quite a few that the United States generally doesn’t like to be associated with, such as North Korea, Myanmar, Russia, China, Egypt, Belarus and Nicaragua.

    Of course, it hasn’t just been Bolton and a few outlaw states that have criticized the ICC. African countries in particular have accused the institution of bias. The Court has indeed opened investigations in a disproportionate number of African states: the Democratic Republic of Congo, Cote d’Ivoire, the Central African Republic, Sudan, Kenya, Libya and Uganda. Preliminary investigations also took place in Gabon, Guinea and Nigeria and were slated to start in Burundi. All of the 46 individuals facing charges before the court are African.

    In response to this perceived bias, the African Union, in 2017, called for a mass withdrawal of its members from the ICC. Burundi left the court that year, the first country in the world to do so (other countries, like the US and Russia, “withdrew” but hadn’t actually ratified the treaty in the first place). Two other countries that seemed on the verge of withdrawal, South Africa and Gambia, ultimately changed their minds.

    Bias or Backbone?

    The ICC was supposed to put an end to the era of imperial justice by which the winners determine who is guilty of war crimes, a bias that pervaded the Nuremberg trials. It has appointed judges and investigators from the Global South: Fatou Bensouda is Gambian, for instance, while Phakiso Mochochoko is from Lesotho. Still, the preponderance of investigations in Africa should give pause. The ICC has obviously had some difficulty making a transition to this new era. But let’s point out some obvious counter-arguments.

    First, the ICC doesn’t have an anti-African bias. It discriminates against African dictators and warlords. If anything, the court has a pro-African bias by standing up for the victims of violence in Africa. Other continents should be so lucky to have the ICC looking out for them. Second, the ICC has more recently begun to challenge major powers, including Russia for its actions in Georgia and Ukraine. It has also investigated the actions of Israel and the United States. These moves come with considerable risks, as the Trump sanctions painfully revealed. Third, the ICC has considerable jurisdictional restrictions. It can’t investigate crimes against humanity in North Korea since the latter isn’t a member. The same applies to China and its actions in Xinjiang.

    Instead of complaining about the ICC’s blind spots and shortcomings, the United States should get on board and put pressure on other countries to do likewise. Americans can’t pretend to support the rule of law, to loudly promote it around the world, and then turn around and say: Oh, well, it doesn’t apply to us. If the American justice system can prosecute perpetrators in blue like Derek Chauvin, the US can permit an international justice system to prosecute perpetrators in khaki who have killed civilians on a larger scale.

    So, Biden deserves praise for reversing the Trump administration’s brazen and embarrassing attack on the ICC. But that doesn’t constitute actual support for international law. It’s time for the United States to uncancel the International Criminal Court.
