    Tunisia: The Pending Goals of the Revolution

    A decade after the Arab Spring, Tunisians have made significant progress in the field of democratization with respect to the constitution and the guarantee of public and private freedoms. However, economic performance remains modest, and many of the demands of the Tunisian Revolution are still pending.

    Tunisia commemorated the 10th anniversary of the revolution with violent youth protests alongside peaceful demonstrations in major cities like Tunis, Sousse and Nabeul, and inland cities of Siliana, Kasserine and Kairouan. The protesters demanded employment and comprehensive development. They expressed their discontent with high prices, monopolies and the deterioration of the purchasing power of citizens. There was also consternation about the increasing number of COVID-19 victims and the mishandling of the pandemic.

    The reality is that the demands for employment are stagnating, ending the isolation of marginalized areas is still a distant dream, and achieving transitional justice is at a stalemate. While the population of Tunisia suffers, many members of the former regime who opposed the revolutionary struggle are still there at the forefront of the media, clinging to impunity.

    The Youth Unemployment Problem

    Tunisia has not yet succeeded in developing effective solutions to the unemployment problem that first sparked protests in December 2010. According to the National Institute of Statistics, the unemployment rate in the country during the third quarter of 2020 was 16.2% of the total active population, translating to approximately 6,766,000 people. This figure includes no fewer than 225,000 university graduates, with the rate rising to between 30% and 40% in several inland governorates.

    The youth population in Tunisia is the most vulnerable to joblessness. The latest field survey on employment by the National Institute of Statistics showed that around 70% of all those unemployed are below 30 years of age. Unemployment is effectively marginalizing youth in Tunisia and is among the main reasons behind both the 2010 revolution and the current protests. The continuing absence of employment opportunities for young people, the spread of favoritism among government and business elites, the rampant administrative and financial corruption and nepotism resulted in a perception of injustice that fueled discontent among many of those who have been unemployed for a long time.

    While some impacted by the unemployment crisis attend sit-ins or demonstrate, others risk death on the high seas in search of work that guarantees dignity. In 2020, nearly 10,000 Tunisians arrived in Europe illegally. According to Romdhane Ben Amor, spokesman for the Tunisian Economic and Social Rights Forum, between 150 and 200 families have left Tunisia to Europe clandestinely over the last year, evading the Tunisian coast guard.

    A report by the forum found that “most of the illegal immigrants, aged between 18 and 30, share a fundamental characteristic as they lived the ‘school failure experience’ through early drop-out. They refer such drop-out to several reasons ranging from economic difficulties, and reluctance to continue to study, because the school, in their view, is no longer useful in light of the high unemployment of high-ranking people.” In addition, many who give up hope either take the path of organized crime or get involved with international terrorist networks.

    There is an urgent need to develop inclusive strategies aimed at empowering youth in the labor market. This is possible through the development of educational programs, vocational services and training courses to enhance the social investment role of the state by creating new productive projects directed at the domestic or foreign consumer market that would create jobs for the young.

    Marginalized Regions Remain Isolated

    A decade after the revolution, the inland and remote governorates have not yet gotten their share of comprehensive development. Rather, they are still suffering from marginalization, the ravages of high rates of illiteracy, poverty, unemployment and school dropouts. They lack basic facilities such as infrastructure, health services and educational institutions even though the new constitution stipulates the necessity of implementing a policy of positive discrimination concerning these underprivileged areas. It is not known where the financial allocations and in-kind assistance that the successive governments, the European Union and the Gulf states have allocated to those governorates have gone.

    It is worth noting that, according to the European Commission, “Since 2011, EU assistance to Tunisia has amounted to almost €3 billion (over €2 billion in grants and €800 million in macro-financial assistance).” With an average of €300 million ($360 million) per year between 2017 and 2020, these funds go toward the “Promoting good governance and the rule of law,” “stimulating a sustainable economic growth generating employment” and “Reinforcing social cohesion between generations and regions.” It is likely that these marginalized areas suffer locally from financial corruption and administrative misbehavior and are dominated by bureaucratic lobbies. Such underprivileged areas are often exploited politically by party and trade union elements to serve as a reservoir of popular protest against government policies.

    Likewise, ruling parties only pay attention to these marginalized regions during election campaigns. This has made the residents suffer the brunt of inequality and injustice. It leaves them with a difficult choice: to continue staying in neglected regions despite dire conditions or to leave their lands for major cities or to board migration boats to Europe. There is a definite need to improve the living conditions of the inhabitants of these regions, to provide them with resources for a decent living, to encourage greater investment in these regions and to revive the spirit of citizenship that will help regain confidence in the state.

    No Truth or Dignity

    In another context, the demand for justice for the victims of tyranny that the revolutionaries called for back in 2010 has not yet been fulfilled in an atmosphere where the transitional justice process is still stumbling. This includes the many obstacles that the Truth and Dignity Commission, which carries the mandate of investigating human rights abuses by the state, has faced — a lack of cooperation from state agencies and executive institutions being one of them. Observers have noticed that the perpetrators of violations did not attend the hearings and did not respond to lawsuits by judicial departments.

    This failure reinforces the culture of impunity and intensifies the suffering of the victims of the dictatorial regimes of President Habib Bourguiba (1956-1987) and his successor, Zine El Abidine Ben Ali (1987-2011). The state must make use of its authority to bring to justice the perpetrators, apologize to the victims and authorize reparations for their material and mental suffering so that they can resume their lives as part of the Second Republic.

    It is true that the revolution has, to some extent, removed the fear of the government and led to a decline in repression and the power of the president, the censors and the police. Critics were also released, the culture of protest spread, politics became a public affair and governance an ordinary exercise in which competing parties maintained an atmosphere of peace and democracy, with no single party having a monopoly.

    However, it is evident that some of the revolution’s goals have not been implemented. What is required is to make those goals not just promises and slogans, but a reality. The need of the hour for Tunisia is to further reform the judicial and government systems, ensure decentralization and comprehensive development to win citizens’ trust in the state, the revolution and the project of democratization.

    The US Will Need Turkey to Counter Russia

    When it comes to the already abysmal Turkish-American relations, Joe Biden’s presidency is being viewed as an ominous train wreck waiting to happen. The president-elect has previously signaled that his administration would “tame” Turkey for policies Ankara has pursued in Syria, Nagorno-Karabakh and the eastern Mediterranean. Moreover, in a sensational video that surfaced last summer, Biden hinted that his administration would provide all necessary tools (with the exception of military equipment) to the Turkish opposition in its endeavor to oust President Recep Tayyip Erdogan, who went ballistic over the revelations.

    To make things worse for bilateral relations, in December 2020, Ankara was slapped with the Countering America’s Adversaries through Sanctions Act for the procurement of the Russian S-400 high-altitude defense system. However, there are mounting signs that the Biden administration will be reluctant to tighten its grip on Turkey, which would compel Washington to find ways to work with Ankara.

    Denouncing President Donald Trump’s denigration of the transatlantic alliance, Biden underscored NATO’s critical role in US national security, writing in Foreign Affairs last year: “To counter Russian aggression, we must keep the alliance’s military capabilities sharp. We must impose real costs on Russia for its violations of international norms.” The reality for the next administration is that Russia cannot be countered without Turkey being on board, given that its combat-proven military is considered to be a valuable NATO pillar and its unique geopolitical location has historically acted as a bulwark against Russia’s expansionist instincts.

    There is the perception that Turkey had drifted into the Russian orbit after the procurement of the S-400 system. However, due to having to frequently work with Moscow, Ankara has single-handedly developed capabilities and has taken steps in the Black Sea region, the South Caucasus and Syria that have proven to be effective in limiting Russian influence.  

    The Black Sea 

    The 2015 Maritime Doctrine of the Russian Federation clearly prioritizes the Black Sea as a pillar of Moscow’s power projection. In the last two decades, Russia has consolidated its Black Sea presence by annexing Georgia’s breakaway Abkhazia region in 2008 and Ukraine’s Crimea, home to the Sevastopol naval base, in 2014. Other strategic locations include the Baltic Sea and the Alaska region of the North Pacific, where American and Russian militaries frequently come dangerously close to physically clashing.

    Last August, two Russian Su-27s intercepted a US Air Force B-52 strategic bomber over the Black Sea, about which General Jeff Harrigan, commander of US Air Forces in Europe and Africa, warned of possible future mid-air collisions. All things considered, Turkey has the means to limit Russian influence and has displayed resoluteness to not let the Black Sea be turned into “a Russian lake.” 

    In case of Russian aggression, Turkey’s support would be critical to any NATO or US response because of Turkish naval capabilities and responsibility for the straits under the Montreux Convention. The RAND Corporation’s 2018 Black Sea simulation suggests that effective deterrence will require a NATO Black Sea Center of Excellence to be established in Turkey alongside an active use of the Turkish straits. As Sweden’s former Prime Minister Carl Bildt succinctly puts it, “What happens on the Bosporus affects us all.” 

    Turkey has made moves in the Black Sea by establishing robust political and military cooperation with Ukraine. This particularly drew Moscow’s ire given the ongoing conflict between Russian-backed separatists in the Donbas region of eastern Ukraine. Last year, Turkish drone manufacturer Baykar Makina and the Ukrainian defense company Ukrspecexport signed an agreement involving the development and production of “sensitive technologies in defense and aerospace.” Furthermore, Ukraine is poised to purchase 50 Turkish-made Bayraktar TB2 UAVs, which have a proven record of destroying sophisticated Russian-made arms such as S-300, Pantsir C1 and TOR-M.

    The success of the Turkish defense industry in the recent conflict in Nagorno-Karabakh has inspired experts to float the idea that the Ankara-Kyiv military cooperation may very well tip the balance in Donbas and Crimea in favor of Ukraine. Despite the potential of straining relations with Russian President Vladimir Putin, Erdogan has conveyed Turkey’s support for Ukraine’s territorial integrity, a rare area of mutual agreement between Washington and Ankara. Erdogan went so far as to support the Ukrainian Orthodox Church in its row against the Moscow Patriarchate. Finally, Ankara has expressed its full support for the admission in NATO of the Black Sea nation of Georgia, Turkey’s neighbor, a move Putin has declared as a “red line.” 

    Caucasus and Syria 

    Turkey’s explicit military and political support for Azerbaijan in its decisive victory against Armenia over the disputed region of Nagorno-Karabakh at the end of last year has propelled Turkey to major-player status in the South Caucasus, traditionally Russia’s backyard. For the first time in more than a century — the last time being the Battle of Baku of 1918 — Turkish military is to be deployed to the South Caucasus after Ankara and Moscow agreed to monitor the ceasefire. The uncomfortable reality for Russia here is, at the end of the day, that soldiers from a NATO member country will be present in its “near abroad.” If Russia had been as strong in the region as it was once believed, it could have singlehandedly navigated the Azeri-Armenian conflict without having to concede to Turkey’s demands.  

    Even more disturbing for Moscow is Turkey’s acquisition of a physical route via Armenian territories to Azerbaijan, which is being dubbed as the Pan-Turkic superhighway, referring to Turkey’s uninterrupted physical link to its ethnic brethren in Azerbaijan and the Turkestan region in Central Asia —  another one of Russia’s post-Soviet satellites. Turkey has, since the fall of the Soviet Union, aspired to establish itself as the leader of the Turkic world. The last thing Moscow would want is to deal with is an ascendant Turkey in Turkestan. As the recent crisis in Kyrgyzstan has shown, Russia may be losing influence there.

    Turkey’s rising influence in the South Caucasus has also raised fears in Iran, home to some 30 million Azeri Turks whose secessionist feelings are now stronger than ever after Azerbaijan’s Nagorno-Karabakh victory. With Turkey’s permanent presence in the South Caucasus, Russia and Iran will have to take Ankara more seriously in their regional calculations, particularly in Syria. All things considered, President Putin appears to have accepted Turkey’s broader role in the Caucasus. When asked about the topic on Russian television, he conceded: “What can I tell you. It’s a geopolitical fallout from the downfall of the Soviet Union.”

    In Syria, as in the Caucasus, Russia has found itself having to work with Ankara. Through a series of accords like the Sochi Agreements of 2018 and 2019, as well as the ongoing Astana Process launched in 2017, Moscow has had to agree (to a certain extent) to concede to Ankara’s demands. Most importantly, Ankara has been able to keep Russia from employing Grozny-style destruction of Idlib province, the last rebel stronghold along Turkey’s border that is home to some 4 million civilians. When 33 Turkish soldiers were killed in an assault by the forces of President Bashar al-Assad last February, Turkey did not hesitate to retaliate by killing hundreds of Russian-backed Syrian army soldiers and destroying countless Syrian tanks and weaponry, which prompted Putin’s plea for a ceasefire agreement with Turkey. 

    If President Biden is serious about containing Russia through reinvigorating NATO, he will need Turkey’s geopolitical standing as well as its military and political clout, both of which have grown exponentially in recent years. The Biden administration will soon have to decide whether US national interests dictate a perpetual punitive approach toward the second-largest NATO member or a better understanding of Turkey’s concerns, particularly when it comes to the Syrian YPG (the Kurdish People’s Protection Units) and the need for a high-altitude missile defense system.  

    Turkey under President Erdogan has grown to be more self-confident. Pushing Ankara away may result in the complete loss of a valuable NATO ally. As James Jeffrey, the former US envoy to Syria, stated, “We really can’t do the Middle East, the Caucuses, or the Black Sea without Turkey.  And, Turkey is a natural opponent of Russia and Iran.” Losing Iran in 1979 cost the United States a strategic foothold in the region. Losing Turkey altogether may cost it Eurasia, where Russia — in tandem with China — has already been steadily building up its standing in defiance of American hegemony.

    JCPOA 2.0: A Pinch of Hope and a Dose of Reality

    On January 18, in an interview with Bloomberg, Qatari Foreign Affairs Minister Sheikh Mohammed bin Abdulrahman Al Thani, speaking in the wake of the settlement of the Gulf feud, took the opportunity to argue that the Gulf Cooperation Council (GCC) should sit down with Tehran. “The time should come,” he said “when the GCC sits at the table with Iran and reaches a common understanding that we have to live with each other. Sheikh Mohammed expressed optimism that with the Biden administration in place, Iran and the US will “reach a solution with what will happen with JCPOA” and that, in turn, will “help (relations) between the GCC and Iran. Everything is interconnected at the end of the day.”

    The fact that Joe Biden is bringing many of Barack Obama’s staff back to the White House, in particular Wendy Sherman as deputy secretary of state, is what may have buoyed the Qatari foreign minister’s optimism about a renewed Joint Comprehensive Plan of Action (JCPOA). Sherman was the lead US negotiator for the initial nuclear deal with Iran. Her new boss at the State Department will be Antony Blinken, a harsh critic of President Donald Trump’s decision to withdraw from the agreement. Biden’s designated national security adviser is Jake Sullivan. Both men are on record as wanting to bring America back into a JCPOA 2.0.

    Obama 3

    Though Oman played a key role in negotiations with the Iranians in the first deal, other Gulf states (Saudi Arabia and the UAE) were left out of the loop, which only added to their anxiety that the Americans were being played for suckers by Tehran. This time around, it is to be hoped (in what has been called by some analysts “Obama 3”) that lessons have been learned and there will be consultation with the GCC as new negotiations with Iran get underway.

    If that happens, the Bloomberg interviewer asked, would the Qataris be interested in playing a lead role as facilitators this time around? Sheikh Mohammed replied that “we want the accomplishment, we want to see the deal happening. … If Qatar will be asked by the stakeholders to play a role in this, we will be welcoming this idea.” He affirmed that Qatar will support anyone conducting the negotiations because Doha has good relations with both Washington and Tehran: “Iran is our neighbor … they stood with us during the crisis.”

    That fact alone may give the Qataris the inside track should the Americans choose to use them as a bridge to the Iranians. And it would be a role that the Saudis, in their efforts to curry favor with the Biden administration while wanting to appear to stand up strongly to Iran, may find useful as well.

    Saudi Foreign Affairs Minister Faisal bin Farhan Al Saud has already staked out the kingdom’s position. In an interview he gave just ahead of the rapprochement with Qatar, he said Saudi Arabia was “in favor of dialogue with Iran” as well as “in favor of dialogue between the United States and Iran.” He went on to argue that the Trump administration had been open to dialogue but that it was “Iran that closed the doors to that dialogue.” That, it could be argued, is somewhat disingenuous, since Trump had adamantly refused, as a means of getting the Iranians to the table, to ease sanctions. Indeed, in the waning months of his presidency, he had ramped them even higher.

    Prince Faisal, though he called for talks, was clear that there must be “real dialogue” that “addresses significant issues of concern — not just nuclear non-proliferation … but also ballistic missiles and, most importantly, the destabilizing activity … Without addressing Iran’s malign role and Iran’s funding of armed groups and terrorist organizations in the region and its attempts to impose its will by force on other states,” Prince Faisal said, “we are not going to have progress.” In a message intended for the incoming president’s ears, he concluded: “I sincerely hope that the Biden administration will take that into account when it formulates its policy in the region, and I believe they will.”

    Time for War

    Meanwhile, a conservative Israeli think tank, the Jerusalem Institute for Strategy and Security (JISS), has just released a paper that says, forget about dialogue — it’s time for Israel to go to war with Iran. That sentiment is rooted in the author’s belief that the Iranians are hell-bent on securing nuclear weapons. Professor Efraim Inbar, the JISS president, writes that “Iran-Israel relations are essentially a zero-sum game, leaving Israel little choice but to act upon its existential instincts.” Noting numerous strikes by the Israel Defense Forces on Hezbollah in Syria and on Iranian-backed militias in Iraq, he argues that Israel is already at war: “Indeed, Israel has decided to wage a low-profile limited war, ‘the campaign between wars,’ to obstruct Iranian attempts to transform Syria and Iraq into missile launching pads.”

    Iran, Professor Inbar argues, will play a game of “talk and build” pretending to be serious about meaningful negotiations while building its nuclear capability — a point John Bolton, Mike Pompeo and others from the Trump administration have consistently made. “Essentially,” Inbar writes, “inconclusive talks preserve a status quo, a tense standoff in which Iran can go on uninhibited with its nuclear program. Indeed, bargaining, at which Iranians excel, and temporary concessions postpone diplomatic and economic pressures and, most importantly, preventive military strikes.” His solution is to suggest Israel “strike to pre-empt the return of Iran to the negotiating table.”

    And, despite the Abraham Accords, he doesn’t put much stock in Israel’s new friendships in the Gulf. To the contrary, he worries that “as Iran becomes more powerful in the region and the US security umbrella becomes less reliable, reorienting their foreign policy towards Tehran might become more attractive.”

    Granted, it is unlikely that Benjamin Netanyahu — preoccupied with keeping his political career alive as a way of avoiding prison — will seize on the professor’s bellicose strategy. That will be a relief, no doubt, to the Gulf states. The last thing they need is a war unleashed by their new Israeli friends right on the doorstep. Still, it points to the huge difficulties President Biden faces in attempting to revive the nuclear deal. His political foes and the right-wing media in America will move quickly to paint him as Tehran’s patsy. Regardless, the first step is to get the Iranians and the Americans around the table. Doha may be just about the best place to do that.

    The World Must Not Forget Yemen

    In 2020, 24.3 million people, or 80% of the population in Yemen, were at risk of hunger and disease, with 14.4 million in acute need of assistance. A political solution is necessary to end the war and achieve lasting peace. This may take time. The international community must provide the necessary funding for the various UN agencies, the World Bank and NGOs on the ground. In the long term, Yemen will need continued funding and support to rebuild its infrastructure that has been devastated by the war. In addition to addressing the humanitarian crisis, investing in Yemen is important to the stability of the region.

    Yemen has suffered the world’s most severe humanitarian crisis since 2017. Nearly a quarter of a million people have died, over half from indirect causes such as a lack of food, health services or necessary infrastructure. As Abeer Fowzi, the deputy nutrition coordinator at the International Rescue Committee, has put it, “Never before have Yemenis faced so little support from the international community — or so many simultaneous challenges.” The conflict, which began in 2014, has devastated Yemen’s economy. The Yemeni rial has depreciated to an all-time low, making essential goods unaffordable. Foreign reserves, necessary to maintain the stability of a currency, have dried up.

    Funding Draught

    In addition to dealing with the economic costs of war, external factors like the COVID-19 crisis and increases in oil prices have created further barriers. Remittances are down 70%, largely due to decreased wages abroad caused by the pandemic. At the same time, a spike in international oil prices has created fuel shortages, particularly in the northern governorates. Decreased mobility has created a barrier to delivering goods and services while constraining access to income opportunities. Overall, reducing the ease of transport has limited basic commerce and increased the difficulty of delivering humanitarian aid while reducing access to critical hospital care.

    The war between the Yemeni government and the Houthi rebels sparked a humanitarian crisis, and the economic crisis has made the situation more desperate. Yemen was already the poorest country in the Arab world before the war broke out in 2014. Deteriorating economic conditions could leave Yemen the poorest country in the world this year if a peace deal is not reached and critical humanitarian aid is not delivered.

    The economic effects of war combined with a strong dependency on imports have forced the country to be highly reliant on international humanitarian aid. This has proved to be a challenge in 2020. Of the $3.4 billion required by the UN, $1.5 billion — less than half — has been delivered as of December 2020. Donor country budget constrictions due to the pandemic are largely to blame.

    “This is the worst humanitarian crisis in the world, yet we don’t have the resources we need to save the people who are suffering and will die if we don’t help. The consequences of underfunding are immediate, enormous and devastating. Nearly every humanitarian worker has had to tell a hungry family or someone who is ill that we can’t help them because we don’t have funding,” said Lise Grande, humanitarian coordinator for Yemen, in a statement in September.

    Until the Yemeni government and Houthi rebels reach peace, Yemen will continue to rely on external actors to prevent further loss of life. Donor countries should continue their financial commitments in order for immediate humanitarian aid to be delivered. The World Bank plays a crucial role in Yemen, providing $1.8 billion in emergency interventions. Support for these projects is vital: If the current trajectory continues, the number of food-insecure people could reach 17 million, or nearly two-thirds of the population.

    Immigration restrictions provide yet another obstacle. Remittances from abroad play a considerable role in the country’s economy. As the rial continues to weaken, foreign currency sent by Yemenis abroad is essential for basic necessities. As the newly sworn-in Biden administration lifts the “Muslim ban,” it will make it easier for Yemenis to establish themselves in the United States and provide remittances for their families at home, in addition to providing another lifeline to the 3.6 million Yemeni refugees.

    Until the Violence Stops

    Full economic recovery is not possible until the violence stops. However, foreign exchange injections are critical to stabilizing the rial in the meantime. If Yemen can increase its foreign exchange reserves, inflation will decrease, making basic goods and services affordable. In the long term, Yemen, like many war-torn countries, will need more than humanitarian aid to achieve stability. Funding should be used toward rebuilding hospitals; nearly one in five districts currently lack doctors. Rebuilding the broken education system is also a critical infrastructure project. Almost 2 million children are out of school, and three-quarters of public-school teachers across 11 governorates have gone without pay for two years.

    A vital step to economic stability is a stable central bank. Because the Houthi rebels were able to seize the capital Sanaa, the Yemeni government relocated the central bank to the port city of Aden, essentially dividing the bank in two. The new location is under constant attack. Earlier this year, southern separatists seized a consignment of $20 million intended for the central bank. Unifying the divided banks will not be likely until peace is achieved.

    While millions of Yemenis anxiously await a resolution to the conflict, now in its seventh year, donor countries must do their part to mitigate the humanitarian catastrophe. If peace is reached, for Yemen to fully recover from the economic devastation of war, it will need help beyond humanitarian aid: rebuilding its schools, hospitals, roads, government infrastructure and cultural institutions — everything that is critical to future generations and a self-sufficient economy. Investing in Yemen is a commitment not only to ending the most devastating humanitarian crisis of our time, but also to the future stability of the Middle East.

    Is GCC-Qatar Rapprochement Good or Bad News for Turkey?

    Turkey deepened its cooperation with Qatar during the blockade imposed by the Arab quartet in 2017, when the tiny emirate was most vulnerable and highly reliant on outside assistance for food supplies and security against perceived threats from its neighbors as well as the threat of an internal coup. Given that restoring diplomatic ties announced earlier this month with the Gulf Cooperation Council (GCC) and the opening of borders and airspace will make Qatar less dependent on Turkey, it might appear surprising that President Recep Tayyip Erdogan welcomed the agreement and expects benefits for Turkey and the Gulf states.

    The current “solidarity and stability” deal between Qatar and the GCC plus Egypt makes no mention of the 13 demands of 2017, which included closing the Turkish military base and halting military cooperation with Ankara. While full clarification of the deal’s terms and impact will have to wait, it clearly does not resolve all the problems between Qatar and its Gulf neighbors. There are challenges ahead, with three plausible consequences for Turkey.

    Three Scenarios

    First is the continuation of the status quo, where relations between Qatar and Turkey carry on largely unchanged. Although Doha’s relations with Riyadh improve, the rivalry between the United Arab Emirates and Egypt remains, and Qatar will not necessarily change its foreign policy. Saudi Arabia and its Arab quartet allies — the UAE, Bahrain and Egypt — cannot achieve with carrots what they failed to accomplish with sticks.

    Continuation of the status quo would not, however, make Qatar Turkey’s unconditional ally; Ankara never had absolute influence over Doha. While Qatar did refuse to endorse an Arab League condemnation of Turkish military operations in Syria and Iraq in 2016, it chose not to block a later communique reflecting the same sentiment. Qatar Petroleum also joined ExxonMobil in signing exploration and production-sharing contracts with Cyprus in 2017, which contradicts Turkey’s Eastern Mediterranean policy. In this scenario, Turkey’s proactive, militaristic foreign policy will continue unchanged, from Syria to Libya. But Ankara will need to spend more effort on maintaining its relationship with a more independent Qatar.

    The second scenario is regional isolation. If Turkey loses its influence over Qatar as the latter’s relations with its neighbors revive, this will leave Ankara further isolated in the region. The Arab quartet had hoped that blockading Qatar would draw Doha away from Turkish and Iranian influence and squash its independent foreign policy. The plan failed and brought about the opposite effect: Qatar increased its cooperation with Turkey and deepened its ties with Iran.

    Following reconciliation, Saudi Arabia and its allies might pursue a more realistic, limited set of goals such as curbing rather than eradicating Turkish presence and influence in Qatar. This approach has a better chance of achieving results and would be a challenge to Turkey. Following the GCC summit, UAE Foreign Minister Anwar Gargash said that some issues would take longer to fix than others: “One of the big things will be the geostrategic dimensions, how do we see regional threats, how do we see the Turkish presence? Is Turkey’s presence in the Gulf going to be permanent?”

    Finally, there is the option of reconciliation with the Gulf region. Turkey’s disputes with Saudi Arabia and the UAE did not start with the Qatar blockade and will not end with its lifting. However, by agreeing to end the blockade without asking Qatar to concede any of their original main demands, Saudi Arabia and its allies have acknowledged a new power balance in the Gulf. That might give Qatar the leverage to mediate between Turkey and Saudi Arabia. Turkey would then benefit from the thaw.

    Separate reconciliation processes are already underway between Turkey, Saudi Arabia, Israel and Egypt. According to Mithat Rende, former Turkish ambassador to Qatar, at the same time as communication was reestablished between Qatar and Saudi Arabia, another channel was opened between Istanbul and Riyadh. Ankara has also engaged in backdoor diplomacy and intelligence cooperation with Israel and Egypt.

    A Truce

    There can be no reconciliation without an agreement to seek common ground regarding geostrategic approaches in the region. The price for Ankara could be to moderate its approaches across the Arab world and exercising restraint in Libya, Syria and Iraq. The fact that the Saudis are currently more focused on potential threats from Iran rather than on Turkish intervention in the Middle East provides a promising context for negotiations. Reconciliation between Turkey and Saudi Arabia would also constrain the Emiratis and the Egyptians, for whom stopping Turkey’s activities is more urgent than Qatar downgrading its ties with Iran.

    Turkish-Saudi efforts to find a compromise may receive a boost from Qatar. In Doha, Turkey now has a well-connected ally in the Gulf that could serve Ankara’s ends, which are also in its own interests. Although it is unlikely that Ankara will change its geostrategic direction in order to gain friendlier relations with the Gulf states, it will still benefit from Doha restoring relations with Riyadh and its allies.

    To use an analogy from war, the GCC deal is a truce rather than a peace agreement. And it is still work in progress. If rapprochement within the GCC facilitates reconciliation with Turkey, this could lead to a broader process potentially including Israel, which is itself in a parallel process of normalizing relations with Arab countries such as Bahrain, the UAE, Sudan and Morocco. If, on the other hand, the GCC and Egypt manage to gradually detach Qatar from Turkey, this will have negative repercussions for Turkey’s militaristic policies in Syria and Libya, at least financially — as Qatar funds Turkey’s partners and proxies — and politically.

    Greater regional isolation and reconciliation with the Gulf would both constrain Turkey’s activities in conflicts such as Syria and Libya. European engagement, in the form of pressure on all sides to achieve resolution, would be useful. By contributing to stability in the region such efforts could ameliorate the associated security and migration challenges.

    Saudi-Qatar Reconciliation Provides New Opportunities for the Biden Administration

    The incoming Biden administration was presented with a most welcome development when it was announced on January 4 that an agreement has been reached to end the three-year rift between Qatar and Saudi Arabia, Egypt, the United Arab Emirates and Bahrain. On November 27, the Financial Times carried a long report headlined “Saudi Arabia seeks to resolve Qatar crisis as a ‘gift’ to Joe Biden.” Essentially, the newly announced rapprochement has the potential to enable the Biden administration to accomplish major goals in the Gulf region as well as in the overall Middle East.

    A good deal of credit for the breakthrough goes to Kuwait’s ruler, Emir Sheikh Nawaf. Kuwaiti Foreign Minister Ahmad Nasser al Sabah explained that “Based on Sheikh Nawaf’s proposal, it was agreed to open the airspace and land and sea borders between the Kingdom of Saudi Arabia and the State of Qatar.” Al Sabah added that Sheikh Nawaf had spoken with Qatar’s emir, Sheikh Tamim bin Hamad Al Thani, and Saudi Arabia’s crown prince, Mohammed bin Salman. According to AP,  “The conversations ‘emphasized that everyone was keen on reunification,’ and would gather in Al-Ula to sign a statement that promises to ‘usher in a bright page of brotherly relations.’”

    By way of background, on June 5, 2017, the Arab quartet severed diplomatic relations with Doha and imposed a land, sea and air blockade based upon contested accusations that Qatar supported Islamist extremist groups. Saudi Arabia and Bahrain also objected to Qatar’s relations with Iran. As a result, with some exceptions, notably to allow Qataris into Saudi Arabia to perform the Islamic hajj pilgrimage, Qatar’s only land border has remained closed, thus denying the import of products ranging from food to medical supplies to construction materials.

    The rift with Qatar also resulted in the separation of families, especially those who had intermarried on both sides of the border. In addition, Saudi Arabia prohibited Qatari planes from flying over its airspace, which forced its national airline to take longer and more costly routes. It has been estimated that Qatar pays up to $100 million in annual fees to fly over Iran.

    The Saudi decision to end the embargo is a major step forward, but it must be followed by additional initiatives by the other nations that had backed the boycott of Qatar. This was acknowledged by the UAE’s minister of state for foreign affairs, Anwar Gargash, who tweeted that while Abu Dhabi hopes to restore Gulf unity, “We have more work to do and we are in the right direction.”

    Essentially, while ending the rift among the Gulf nations is important for the region, it also establishes new realities and opportunities for the Biden administration. It will enable the new administration to develop even closer relations with Qatar and set the tone for warmer than previously predicted relations with Saudi Arabia.

    Beginning in 1992, Qatar has developed close military ties with the United States and is now the location of US Central Command’s Forward Headquarters and the Combined Air Operations Center. Qatar hosts the strategically important Al Udeid Air Base, which is staffed by more than 10,000 American service personnel and strike force aircraft used in campaigns against the Islamic State. Improved US-Qatari relations will enable the two nations to build upon their efforts against terrorism. In fact, as the White House website points out, President Donald Trump thanked Emir Tamim in January 2018 for efforts “to counter terrorism and extremism in all its forms.” Washington is also grateful to Doha for hosting a Taliban mission, thereby facilitating the Afghan peace talks. The Biden administration may also work with Qatar in at least four additional areas.

    Following up on the UAE and Bahrain reaching normalization deals with Israel sets the stage for Qatar to play a larger role in pursuing Israeli-Palestinian peace. Qatar is quietly providing humanitarian support for Palestinians in Gaza, which helps in keeping that conflict more manageable and could enable Doha to serve as an intermediary to deal with the wider conflict.

    Similarly, Qatar maintains good relations with both the United States and Iran. President-elect Biden and his top foreign policy officials have stated their hope that a new treaty can be worked out with Iran, one that builds on the nuclear pact negotiated by the Obama administration and then rejected by the Trump White House. Qatar is in a unique position to facilitate these diplomatic efforts. Significantly, Iran’s Foreign Minister Mohammad Javad Zarif tweeted that he hopes reconciliation in the Gulf “contributes to the stability and political and economic development for all peoples of our region.”

    Qatar has also expressed its support for a number of other top priorities enunciated by the Biden administration, including dealing aggressively with climate change and distributing vaccinations to get the COVID-19 pandemic under control. Improved Gulf relations can also help Saudi Arabia to build warmer ties with the Biden administration than might otherwise have been the case.

    Joe Biden has called for a reevaluation of US relations with Riyadh during the Trump administration, which began when Donald Trump chose to visit Saudi Arabia as his first overseas destination as president and then extended to arms sales, a lax view of the war in Yemen and virtually excusing Saudi leaders for their role in the murder of Washington Post columnist Jamal Khashoggi in 2018. In sum, while the final details of the deal that has been under discussion for several months is still in flux, it has the potential to shape a more positive agenda for the Biden administration.

    Ethiopia’s Heavy Hand in Tigray Sends a Message

    The crisis in Ethiopia’s Tigray region has come to an end — at least on the surface. In November 2020, the Ethiopian National Defense Force quickly recaptured all urban areas in Tigray with the support of the Amhara Fano militia and the Eritrean military. Although the parties avoided major confrontation, the military operation left hundreds of casualties on the ground and displaced an estimated 1 million people across the region, with over 50,000 refugees crossing the border to Sudan.

    In the meantime, the Tigray People’s Liberation Front (TPLF) leadership went underground, probably in the remote mountains of Tigray. Despite the initial bravado, the TPLF was unable to conduct guerrilla warfare against the Ethiopian forces, finding itself encircled and losing a considerable portion of its military assets. The TPLF’s very survival will depend on popular support, which, in turn, will depend on how the Ethiopian authorities are going to handle the Tigray region and its civilian population in the foreseeable future. The situation on the ground convinced Prime Minister Abiy Ahmed to declare the mission accomplished.

    Israel’s Comeback in the Horn of Africa

    The heavy hand adopted against the TPLF sent a strong message in multiple directions. Domestically, it targeted Abiy’s Oromo and Amhara allies, but also the movements that currently defy the federal government across Ethiopia. Externally, the prime minister made it clear that the Tigray crisis was essentially a domestic issue, signaling to friends and foes that neither the country’s unity nor is his vision of an Ethiopia-centered regional order is under question. But why was such message deemed necessary in Addis Ababa and what impact did it have?

    A System Under Strain

    The label of “African Yugoslavia” has been hanging over Ethiopia for quite some time. Both states have enshrined a multi-ethnic, multi-religious society reflected in a federal constitutional system. Both countries have been ruled by a strong single party that initially controlled the political system from the center but subsequently gave way to regional, ethno-nationalist components. This shift eventually caused the violent break-up of Yugoslavia in the early 1990s. In today’s Ethiopia, strong party leadership might ensure a different outcome.

    Since Abiy Ahmed came to power in 2018, some events made observers doubt his ability to carry out his reform program and keep Ethiopia’s federation together. In June 2019, an attempted coup orchestrated by the head of the Amhara security forces led to a series of clashes between the Ethiopian army and groups of Amhara rebels. In August 2019, violent protests broke out in Hawassa as local ethnic movements demanded the formation of their own state in the south. On June 29, the killing of a famous Oromo singer sparked widespread riots in Oromia, while a series of ethnic-based murders further inflamed the political climate across the country.

    Then came the constitutional quarrel with the TPLF. Back in June, Addis Ababa indeterminably postponed parliamentary elections due to the COVID-19 pandemic. The move was criticized by all opposition parties, yet only the TPLF defied the federal government and organized local elections, resulting in a relatively high turnout in support of the Tigrayan leadership. The situation spiraled out of control amid reciprocal accusations of illegitimacy. Ultimately, the TPLF attacked the bases of the Northern Command of the Ethiopian army on the night of November 3. Abiy’s response was swift and resolute, sending a convincing message regarding the state of the federation and his personal leadership.

    The operation targeted the main rival of Abiy’s political project. The Tigrayans bore the brunt of the war against Eritrea and Ethiopia’s Derg regime despite being a small minority in the country. When it came to power in 1991, the TPLF managed to design an ethnic federation and dominate it for nearly 30 years. This was made possible through a careful political strategy that pitted the Oromo and the Amhara, the two major ethnic groups, against one another.

    After his appointment as prime minister, Abiy heralded a new course for Ethiopia based on the unity between the Amhara and Oromo elites within his Prosperity Party. Along with his allies, he began to sideline the Tigray leadership through economic reforms and judicial prosecutions against security officers. This included an array of privatizations of Tigray-dominated public companies and tighter controls over financial flows that curtailed Tigrayan leaders’ grip on the Ethiopian economy. Now, by squashing the TPLF, the prime minister has killed two birds with one stone, eliminating his main domestic opposition and boosting unity among his allies.

    The View from Outside

    Prime Minister Abiy managed to convey a strong message abroad as well. Its first recipients have been Ethiopia’s neighbors in the Horn of Africa. The heavy hand in Tigray signaled that Ethiopia’s internal divisions did not affect the Addis Ababa-centered regional order currently under construction. When he came to power, Abiy understood that his country needed stability around its enormous borders in order to prosper and shield its periphery from instability. This is the reason why he developed strong relations with his Sudanese counterpart, Prime Minister Abdalla Hamdok, and, most notably, with Ethiopia’s traditional foes: Eritrea and the Somali federal government.

    The peace with Asmara, in particular, which won Abiy the Nobel Prize in 2019, marked a revolution in Ethiopian foreign policy. One of Addis Ababa’s key priorities is access to the Red Sea, a lack of which has made land-locked Ethiopia overly dependent on neighboring Djibouti. The main obstacle to the Asmara-Addis Ababa relations was once again the Tigrayans, Eritrea’s traditional enemies. Consequently, the operation against the TPLF will help consolidate the partnership between Prime Minister Abiy and Eritrea’s President Isaias Afewerki.

    One collateral victim of the Tigray crisis is the African Union (AU). The Addis Ababa-based organization has become a recognized peacemaker across the continent, as witnessed in Somalia and Sudan. Last year, the Ethiopian prime minister was praised by the AU as an example of African leadership and empowerment. In turn, he demanded the union’s intervention in the mediation over Ethiopia’s dispute with Egypt over the Grand Ethiopian Renaissance Dam (GERD). While Abiy accepted to meet with AU’s envoys, he made it clear that the Tigray crisis was a domestic issue. This approach undermined the AU’s peacemaking role by revealing that its efficacy is limited to small or failed states while it exerts very little influence over large African nations.

    Finally, the message targets friends and foes in the Middle East, where all the regional powerhouses, especially in the Gulf, have stakes in the Horn of Africa. The United Arab Emirates has launched numerous investment projects in Ethiopia and opened a military base in Eritrea. The Tigray crisis represents a direct threat to its interests in the region and possibly provided a reason for alleged air support for the Ethiopian military operation, coupled with calls for mediation.

    Cairo was also closely monitoring the operation in Tigray. With Ethiopia’s dam project threatening Egypt’s water security, Cairo has considered all options, including military ones, as was echoed by US President Donald Trump during a phone call with Abdalla Hamdok and Israeli Prime Minister Benjamin Netanyahu. In addition, there were allegations suggesting Egyptian support for anti-government riots that swept Oromia in the summer. The Tigray crisis could have looked like another opportunity to weaken Addis Ababa as part of the complex chess game around the GERD. But by swiftly suppressing the TPLF insurgency, Abiy eliminated a potential back door for any external power to exert pressure over his government.

    Although the TPLF has never posed a serious military threat to the federal army, the impact of the Tigray conflict on the future of Ethiopia is unquestionable. It laid bare the weaknesses of the country’s ethno-federal system and its propensity for crisis. At the same time, it convinced the prime minister to embrace a tougher approach to domestic challenges. The heavy hand used against the TPLF has delivered a powerful message aimed at consolidating the Amhara-Oromo partnership within the Prosperity Party and drew a red line for other opposition parties that may have considered defying Addis Ababa. Likewise, the military operation signaled to external actors that Ethiopia’s position in the region and beyond is not under discussion.

    Whether this new approach to Ethiopian politics will suffice to keep the federation together is yet to be seen. But the Tigray crisis has shown that Prime Minister Abiy Ahmed will no longer tolerate direct challenges to his leadership or to Ethiopia’s unity.

    Washington’s Sanctions on Turkey Are Another Gift to Putin

    The latest sanctions against Turkey introduced by Washington on December 13 were invoked under the Countering America’s Adversaries Through Sanctions Act, a US federal law that imposes economic sanctions on Iran, Russia and North Korea.     As reported by AFP, “The sanctions target Turkey’s Presidency of Defense Industries, the country’s military procurement agency, its chief Ismail Demir and three other senior officials. The penalties block any assets the four officials may have in U.S. jurisdictions and bar their entry into the U.S. They also include a ban on most export licenses, loans and credits to the agency.”

    Long Anticipated

    The decision, long anticipated — and long resisted by President Donald Trump — came about because of Ankara’s refusal to back down from the purchase of the Russian S-400 missile defense system. Turkey announced back in 2017 it was going ahead with the deal, after feeling it had been rebuffed in its efforts to acquire the US Patriot system at what it considered a fair price and by the refusal of the US to allow for a transfer of the system’s technology.

    Tied into the politics swirling around the S-400 is the F-35, the stealth fighter jet the sale of which to the United Arab Emirates has caused ripples of anxiety in Israel. And given the ambitions of and mutual animosities between Mohammed bin Zayed, the Abu Dhabi crown prince and de facto UAE ruler, and Turkey’s President Recep Tayyip Erdogan, there are, without doubt, similar feelings of anxiety in Ankara, though for different reasons.

    The Americans took the sale of 100 F-35s to Turkey off the table because of concerns that the presence of the S-400 would potentially enable the Russians to acquire in-depth knowledge of the stealth fighter. In July last year, the White House released a statement that said, in part, that “Turkey’s decision to purchase Russian S-400 air defense systems renders its continued involvement with the F-35 impossible. The F-35 cannot coexist with a Russian intelligence-collection platform that will be used to learn about its advanced capabilities.”

    It was a decision that President Trump, eyeing the half a billion dollars the deal was worth, only grudgingly agreed to. “It’s not fair,” he said. And he groused: “Turkey is very good with us, very good, and we are now telling Turkey that because you have really been forced to buy another missile system, we’re not going to sell you the F-35 fighter jets. It’s a very tough situation that they’re in, and it’s a very tough situation that we’ve been placed in, the United States.”

    Trump, it hardly needs to be said, blamed the Obama administration, claiming his predecessor had blocked the sale. As ever with this president, that’s not true.     Though Erdoğan and Trump have had a good relationship, the US president has no time now for anything other than his increasingly pathetic and forlorn crusade to stay in the White House. He couldn’t be bothered to veto the bipartisan decision to invoke sanctions on Turkey. It was left to the outgoing Secretary of State Mike Pompeo to try to paper over the cracks. In a statement couched in a tone of “more in sorrow, than in anger,” Pompeo said: “Turkey is a valued ally and an important regional security partner for the United States,” adding that “we seek to continue our decades-long history of productive defense-sector co-operation by removing the obstacle of Turkey’s S-400 possession as soon as possible.”

    The Turks were having none of it. And from them, there was plenty of anger and no sorrow. Calling the decision “inexplicable,” the Turkish Foreign Ministry delivered a blunt rejoinder: “We call on the United States to revise the unjust sanctions (and) to turn back from this grave mistake as soon as possible. Turkey is ready to tackle the issue through dialogue and diplomacy in a manner worthy of the spirit of alliance. (The sanctions) will inevitably negatively impact our relations, and (Turkey) will retaliate in a manner and time it sees appropriate.”

    Purring like the proverbial Cheshire cat was Vladimir Putin. The sanctions, though less harsh than might have been anticipated, play well to his strategy of pulling a NATO member, one with the second-largest standing army in the pact, closer to Moscow. Building on initiatives in Syria where Russian and Turkish forces are jointly policing a shaky ceasefire and on the deal the two countries brokered in the Nagorno-Karabakh conflict, the Russian president has further strengthened his hand.

    Faced with an already challenging Middle East portfolio, it is yet another Trumpian mess that the incoming president, Joe Biden, and his pick as secretary of state Antony Blinken, will have to contend with.
