    Macron Claims Islam Is in “Crisis.” Erdogan Disagrees

    In France, Samuel Paty was beheaded on October 16 near Paris. He was a history teacher who had shown caricatures of Prophet Muhammad to his students in a lesson on freedom of speech and freedom of conscience.

    Paty’s killer, Abdullakh Anzorov, is an 18-year-old of Chechen origin. He arrived in France at the age of 6 as a refugee and was granted asylum. In an audio message in Russian, Anzorov claimed to have “avenged the prophet” whom Paty had portrayed “in an insulting way.” Before he was murdered, Paty was the victim of an online hate campaign orchestrated by the father of a student who reportedly might not even have been in the class.

    As Agnès Poirier wrote in The Guardian, since the Charlie Hebdo attacks in January 2015, the French seem to be “living [their] lives between terrorist assaults.” Since then, she writes, “Islamists in France have targeted and murdered journalists, cartoonists, policemen and women, soldiers, Jews, young people at a concert, football fans, families at a Bastille Day fireworks show, an 86-year-old priest celebrating mass in his little Normandy church, tourists at a Christmas market… the list goes on.”

    Yet Paty’s killing has touched a chord. Arguably, no country venerates its history teachers more than France. After defeat against Prince Otto von Bismarck’s Prussia in 1870, the Third Republic emerged. In the 1880s, it took away education from the Catholic Church, making it free, mandatory and secular. Poirier observes that the “peaceful infantry of teachers” has since “been the bedrock of the French republic.”

    She poignantly points out that the first generations of teachers were nicknamed “the Black Hussars of the Republic” because they had to battle the local priest for influence. Thanks to these teachers, as per Poirier, “religion was eventually relegated to the spiritual realm.” More than others, history teachers are the keepers of the revolutionary and republican flame, exposing young minds to Voltaire, Rousseau, Diderot et al and emancipating their thinking.

    French President Emmanuel Macron called the brutal beheading an “Islamist terrorist attack.” At a ceremony at Sorbonne University, he conferred the Légion d’honneur on Paty. Macron awarded France’s highest honor posthumously to the late history teacher because he died for trying to explain freedom of speech.

    Macron has since defended the right of French citizens to publish anything, howsoever offensive others might find that to be. Earlier this month, he claimed, “Islam is a religion that is in crisis all over the world today, we are not just seeing this in our country.” His comments enraged many Muslims inside and outside France.

    Paty’s killing has shaken France to the core. After more than a century, religion is back to the forefront in the country. This time, it is not Catholicism but Islam.

    A History of Blood and Gore

    At the heart of the matter is a simple question: Does Islam lead to violence and terrorism? Many Islamic scholars and political analysts argue in the negative. After all, the Catholic Church burned Giordano Bruno and launched the Inquisition. Jews fled Spain to find refuge in Ottoman lands. These authors take the contrarian view that Islam can only be a religion of peace after it conquers the world and establishes a supremacy of sharia.

    Writing about Islam’s links to violence and terrorism is sensitive and controversial. There are nuances to be sure. However, most scholars know fully well that Islam has a just war theory. It rests on the assumption that justice would not be served unless the will of Allah is established all over the world. As per this theory, non-believers in Islam have three choices.

    First, they can convert to Islam and become part of the umma, the global community of Muslims who recognize there is no god but Allah and Muhammad is his final messenger. Second, they can refuse to submit to Allah, but they must then flee their homes or face the sword. Third, they can surrender to Muslims and pay jizya, a poll tox for non-Muslims in a state run according to Islamic principles.

    Both Sunnis and Shias prize jihad, which denotes both personal struggle and just war. Both Sunnis and Shias believe that jihad is the duty of an Islamic state, should certain conditions arise. There is little daylight between Sunnis and Shias on their ideas of jihad against non-believers. Many Muslim jurists considered the non-acceptance of Islam by non-Muslims an act of aggression that had to be countered through jihad. Like Christianity, Islam lays claim to universality and jihad is its version of a crusade.

    Arguably, the most interesting reform of Islamic law occurred when Arabs conquered Sindh in the eighth century. For the first time, Islam encountered Hindus, Buddhists and Jains. A puritanical Abrahamic faith encountered much older spiritual traditions of the Indus and Gangetic river basins. These pagan polytheists were not covered by the Quran. Its verses recognized Jews, Christians, Zoroastrians and the imprecisely defined Sabians. These religions are based on divine revelations and came to be known as Ahl al-Kitab, the People of the Book.

    The Indo-Gangetic spiritual traditions were clearly not the People of the Book. When Muhammad bin Qasim conquered Sindh, he approached the then-caliph in Damascus for how to deal with Indian polytheists. The fuqaha (Islamic jurists) and the ulema (clergy) in Damascus ruled that these new religions ultimately believed in the very same god as Muslims and the People of the Book. Therefore, through the exercise of qiyas — analogical reasoning as applied to the deduction of Islamic juridical principles — these non-Muslim Sindhis were to be treated as protected minorities if they paid the jizya.

    As waves of Muslim invaders came to the Indian subcontinent, conversion took place both through peaceful and violent means. Lower-caste Hindus turned to Islam because it offered a greater sense of community, charity for the poor and egalitarianism. Yet violence was par for the course too. Idols were smashed, temples desecrated and local communities slaughtered.

    Muslims who claim that theirs is a religion of peace could do well to remember that even the golden age of Islam is full of blood. The first three caliphs were assassinated. Ali ibn Abi Talib and Khalid ibn al-Walid were brave generals who led aggressive armies and did not hesitate to spill blood.

    The Battle of Karbala exemplifies the violence that has accompanied Islam from its early days. In 680, Umayyad Caliph Yazid I’s troops massacred the grandson of the Prophet Muhammad and son of Ali ibn Abi Talib, the fourth caliph. For Shias, it remains an annual holy day of public mourning. This was a bloodthirsty struggle for succession and has led to a Shia-Sunni divide that runs deep to this day.

    The Umayyad Empire’s extravagance and decadence led to a successful Abbasid rebellion in 750. The victors invited over 80 Umayyad family members to a grand feast on the pretext of reconciliation. In reality, this feat was the infamous Banquet of Blood in which the Umayyads were killed in cold blood. Abd al-Rahman I was the only Umayyad who escaped, and he fled all the way to Spain to set up the kingdom of al-Andalus.

    Violence in Modern Times

    Over time, Arab rule became benign. There is a strong argument to be made that Muslim rule was more tolerant than Christian rule in many matters. Minorities who paid jizya carried on with their business and way of life. The Ottomans, the Safavids and the Mughals governed multi-ethnic empires even as Europe imploded into religious wars.

    Once Europe took to technological, industrial and military innovation, the rest of the world fell under its sway. Tottering Muslim empires were no exception. This defeat still rankles among many Muslims. Many have turned inward and hark back to a glory period of Islamic dominance. They dream of the days when Muslim armies swept all before them, including Jerusalem in 1187 or Constantinople in 1453.

    After World War II, European colonial rule has been replaced by American economic domination. Oil was discovered in key parts of the Muslim world, including Saudi Arabia and Iran. However, it was Western companies that took much of the profits. Till today, the price of oil is denominated in dollars. The formation and domination of Israel in the Middle East added to this Muslim angst. In 1979, a millenarian revolution succeeded in Iran. In the same year, militants seized the Grand Mosque of Mecca, and it took two weeks of pitched battles for Saudi forces to regain control. The militants might have lost, but Saudi Arabia emulated Iran in hardening sharia and giving more power to the ulema.

    In Iran, the new regime killed thousands who did not agree with it. They included liberals and leftists. Led by hardline clerics, the Iranian regime liquidated the minority Bahai sect in Iran. It set out to export its Islamic revolution. In response, the Saudis began to export their own puritanical Wahhabi Islam. Saudi money poured all the way from Indonesia and India to Bosnia and Chechnya.

    This took place at the height of the Cold War. This was a time when the West in general and Washington in particular were terrified of the Soviet Union. The fear of communism led Americans to intervene in Iran, Vietnam and elsewhere. They made a Faustian pact with militant Islam. The CIA worked with god-fearing Islamists to fight godless communists. These Islamists went on to become a trusty sword arm for the US against the communist menace of the Soviet Union. Nowhere was this best exemplified than the jihad Americans funded in Afghanistan against the Soviets. As is hilariously captured in Charlie Wilson’s War, the Saudis matched the Americans dollar for dollar.

    Eventually, the Soviet Union fell and the West won. As nationalism, socialism and pan-Arabism stood discredited, the battle-hardened jihadis stood ready to take their place. Conservative, fundamentalist, extreme and radical Islamists soon found their spot in the sun. The Molotov cocktail of violence and terrorism spread throughout Muslim societies. Disgruntled young Muslim men in the West found this cocktail particularly irresistible. In the post-9/11 world, there is a mountain of literature that chronicles all this and more.

    American action after the attacks on September 11, 2001, have strengthened rather than weakened this culture of violence and terrorism. George W. Bush’s war on terror has proved an unmitigated disaster. In 2003, the Americans unleashed chaos in Iraq by dismantling the Baathist regime and leaving nothing in its place. A Shia-Sunni civil war followed. Iran became a touch too powerful in Iraq. Sunnis who had been dominant during the Baathist era under Saddam Hussein were left leaderless and felt marginalized. In the aftermath, the Islamic State emerged in the vacuum. Syria imploded as well and the Sykes-Picot construct collapsed. The Islamic State’s messianic message of violence and terrorism not only garnered local support, but it also drew in recruits from Europe, South Asia and elsewhere.

    Eventually, Syria, Iran and Russia allied together even as the UK and the US collaborated quietly to crush the Islamic State. They were able to destroy it militarily, but radical Islamist ideology lives on. It is the same ideology that powered the Iranian Revolution, the Afghan jihad and Osama bin Laden’s al-Qaeda. Now, it is inspiring Anzorovs to behead Patys.

    A Clash of Cultures

    In the aftermath of Paty’s beheading, France and Turkey have fallen out. Macron has championed freedom of expression, which includes the liberty of publishing cartoons of Prophet Muhammad. Like many of his countrymen, Macron sees freedom of expression as an essential part of France’s secular values. Laïcité, the French version of secularism, is enshrined in the very first article of the constitution. It declares, “France shall be an indivisible, secular, democratic and social Republic.” Macron has pledged to “to defend secular values and fight radical Islam.”

    Turkish President Recep Tayyip Erdogan takes objection to Macron’s position. He believes that there must be limits to freedom of expression. With millions of Muslims in France and over a billion around the world, the French should desist from insulting Prophet Muhammad. Erdogan sees Macron as having a problem with Islam and Muslims. In a speech, the Turkish leader declared, “Macron needs treatment on a mental level.” In response, France has said Erdogan’s comments are unacceptable and recalled its ambassador to Turkey.

    A new kind of Islamism has now entered the scene. Unlike clerics in Iran or royals in Saudi Arabia, Erdogan is a democratically elected leader. Ironically, he rose to power in Turkey thanks to the country’s growing democratization, which in turn was fueled by its quest to join the European Union. In Mustafa Kemal Ataturk’s secular Turkey, the Islamist Erdogan seized power and brought in a very different vision for the future.

    Erdogan jettisoned Ataturk’s Europeanization of Turkey. Instead, he decided to become the popular, democratic voice for Islam. He has championed causes like Palestine, Kashmir and Xinjiang that resonate with Muslims worldwide. Even as the Turkish economy stumbles, Erdogan is taking on Macron as a defender of Islam. Erdogan gains inspiration from the Ottoman Empire. Until a century ago, the Ottoman sultan was also the caliph, the spiritual leader of the Sunni world. In fact, Mahatma Gandhi’s first mass movement in 1919 demanded the restoration of the Ottoman caliphate.

    President Erdogan wants to bring back Ottoman cultural glory to Turkey. One by one, he is smashing up the symbols of secular Turkey. A few years ago, Erdogan built a 1,000-room white palace on 50 acres of Ataturk Forest Farm, breaking environmental codes and contravening court orders. On July 10, 2020, he reversed the 1934 decision to convert Hagia Sophia into a museum. Now, this architectural marvel is a mosque again.

    France is a land of joie de vivre, which favors bikinis over burkinis. Laïcité emerged after a bitter struggle with the Catholic Church, is central to the republic and is an article of faith. In contrast, Turkey is rolling back Ataturk’s version of laïcité. Erdogan is striving to emerge as the popular Islamic leader who takes on the West, India and even China. He has thus thrown the gauntlet to Macron.

    Erdogan has geopolitical reasons to rile Macron. Turkey and France are on opposing sides in Libya’s civil war as well as the ongoing conflict between Armenia and Azerbaijan. France has deployed jets and frigates to counter Turkish oil and gas exploration in disputed waters in the eastern Mediterranean. Now, the two countries are squaring off on religion.

    The Turkish president is not alone in criticizing Macron. Pakistani Prime Minister Imran Khan has also accused Macron of “attacking Islam.” Erdogan is urging a boycott of French goods. Many others in the Muslim world are also calling for such a boycott. Some shops in Kuwait, Jordan and Qatar have already removed French products. Protests have broken out in Libya, Syria and Gaza.

    Secularism vs. Faith

    Erdogan’s actions and the support they have garnered raise uncomfortable questions. In the Westphalian system of nation-states, what right does he have to tell Macron how to run his country? More importantly, his rhetoric raises a key question about the world. Who decides what is offensive? Can a popularly elected leader of a former imperial power speak up for co-religionists to another former imperial power or anyone else? If so, are we seeing a drift toward Samuel Huntington’s famous proposition about a clash of civilizations?

    This question assumes importance in the light of the past. When Spanish conquistadores took over Latin America, they did not just rape, torture and kill. They killed the local gods and ensured the triumph of the Christian one. In “Things Fall Apart,” the great Nigerian writer Chinua Achebe chronicles how Christianity went hand in hand with colonization in Africa. In India, Muslim invaders sacked temples. In Iran, Safavids destroyed Sunni mosques and converted them into Shia ones. In recent years, many have seen secularism as a way out of this maze of centuries-old religious conflict.

    Intellectually, secularism is the legacy of the Renaissance and the Enlightenment. It involves the shrinking of religion from the public to the private sphere. After all, religious wars tore apart Europe for more than a century and a half. Today, France is thankfully not ruled according to l’ancien regime’s dictum of “un roi, une foi, une loi” (one king, one faith, one law). Unlike Huguenots, Muslims have not been subjected to St. Bartholomew’s Day massacre. Laïcité may not be perfect, but it is much better than the alternative.

    Unfortunately, Muslim societies have failed to embrace secularism. From Indonesia and Pakistan to Iran and Turkey, there is a disturbing intolerance afoot. Of course, the West fanned the flames, but now this conflagration inspired by religion is singeing societies, states and even the international order. Earlier this year, the Islamic State group massacred Sikhs in Kabul. By September, most of the Hindus and Sikhs had left Afghanistan. It is important to note that these communities had lived in Afghanistan for centuries and even stayed on during the heydays of the Taliban.

    After the collapse of the Soviet Union and the failure of American-style capitalism to provide prosperity or opportunity, people are turning again to religion. On October 22, a Polish court banned almost all abortions. In Eastern Europe and Russia, the influence of the church has been increasing. Even benign Buddhists have turned malign and are targeting minorities in Myanmar and Sri Lanka. Yet the scale of what is going on in the Muslim world is different. There are tectonic shifts underway from Islamabad to Istanbul that are disturbing. Minorities are fleeing Muslim countries and radical Islamists like Anzorov are taking to the sword.

    Amid Normalization With Israel, Sudan’s Future Hangs in the Balance

    On October 23, the Trump administration announced the agreement between Israel and Sudan to normalize relations. Ordinarily, such an agreement would be good for both countries. But for Sudan, still struggling with imposing democratic norms after decades of brutal dictatorship, it could come at a price. The accord marks another step toward Israel’s long-sought acceptance in the Middle East. The agreement is especially noteworthy for Sudan’s role in the notorious Khartoum Resolution’s “Three Nos” — no negotiation, no recognition and no peace with Israel – declared at the Arab League summit in 1967 following the Arabs’ embarrassing defeat by Israel in the Six-Day War.

    The agreement hardly portends the economic, trade and security benefits that will follow from Israel’s earlier agreements with the United Arab Emirates or even Bahrain. Sudan’s economy is on the ropes, suffering from a brittle political climate, rampant corruption, punishing sanctions imposed by the US since 1993 as a state sponsor of terrorism (SST) and the concomitant economic isolation, the sharp fall in oil revenues following South Sudan’s independence, and continuing internal instability. Israel stands little to gain other than one more embassy in an Arab nation.

    Normalization Amidst a Transition

    Sudan, on the other hand, could potentially benefit longer term from Israel’s vaunted economy and the resulting technology transfer and investment. But the latter depends on the very action that the accord could jeopardize. Sudan is engaged in an existential transition. Its former dictator, Omar al-Bashir, was overthrown in April last year following five months of massive and violent popular demonstrations throughout the country, especially in the capital Khartoum. Among his many crimes, al-Bashir had allowed al-Qaida to set up operations in Sudan in the 1990s and had ordered a genocide in the Darfur region in the early 2000s.

    Al-Bashir’s successor was also removed as Sudanese opposition groups united to assert their growing power and demands for democratic reforms in the country. But merely removing two autocrats wasn’t sufficient, and the opposition has been locked in negotiations with entrenched interests among the security and intelligence services and the armed forces over the country’s political future.

    A transitional government, led by technocratic Prime Minister Abdalla Hamdok, is now engaged in a herculean effort to shed Sudan’s international pariah status, reintegrate the country into the international community, activate a moribund economy and establish the foundations for a durable democracy. To complicate his task, Hamdok faces resistance from the recalcitrant, self-interested class of al-Bashir leftovers in the armed forces and security and intelligence services. In addition, he must also now contend with dissent within the democratic opposition. Key members of this fragile coalition of opposition groups backing democracy have already announced their opposition to normalization.

    So, Sudan’s future hangs in the balance. Mixing the Israel normalization agreement into this steaming political cauldron is hardly likely to quell things. For one, there has been no public dialog about normalization after more than a half-century of estrangement from and antipathy toward the Jewish state. With national elections still two years away, Hamdok rightly understood that as interim prime minister he had no mandate to proceed with normalization and told US Secretary of State Mike Pompeo as much earlier this month. He likely recalled the similarly rushed Israel-Lebanon peace agreement in the midst of the Lebanese Civil War in 1983, subsequently revoked by the Lebanese parliament after less than a year. (The Israelis may also be thinking the same thing.)

    However, Trump and Pompeo had Hamdok and the interim government over a barrel. Sudan’s efforts to return to the international economic fold hinged on the US lifting its sanctions on Sudan. The government had already agreed to pay $335 million in reparations to the victims and families of the Dar es Salaam and Nairobi embassy bombings, which had been the principal condition for lifting the sanctions. Pompeo already had the authority to lift the onerous SST restrictions.

    Desperate Need of Votes

    Donald Trump’s flagging political fortunes intervened. He calculated that notching a third Arab country on his Israel normalization belt would burnish his foreign policy credentials in the election. He even tried to win Benjamin Netanyahu’s endorsement in a phone call, asking the Israeli prime minister if he thought “Sleepy Joe,” a disparaging reference to his Democratic opponent, former Vice President Joe Biden, could have negotiated such a deal. The supremely wily Israeli politician demurred, however, merely expressing Israel’s appreciation for all of America’s efforts on behalf of Israel. Israelis watch American polls, too.

    In an act of what only can be seen as desperation in the face of trailing numbers in US national presidential polls, Donald Trump bragged to Netanyahu of a diplomatic achievement in negotiating — let’s call it by its real name, strong-arming — a weak and struggling nation into accepting a normalization deal with Israel. In an even more obvious sign of Trump’s fear of becoming a one-term president, he pressured a country he likely had in mind in his infamous declaration on “shithole countries” in January 2018.

    Sudan isn’t good enough for Trump’s America, but it will do as Israel’s newest diplomatic partner. That Trump did not grasp this irony only underscores his gross ineptitude and neophyte status in foreign policy. The real tragedy, however, is that the Sudanese people’s heroic struggle for democracy, already pursued at great sacrifice, is further freighted. Regardless of how the Sudanese may feel about their nation’s new ties to Israel, the enemies of their freedom and democracy will surely use this as a political cudgel to thwart Prime Minister Hamdok and the allied groups. Normalization with Israel could have waited. Democracy cannot.

    Does Saad Hariri Really Believe He Can Save Lebanon?

    My parents used to say, “Eat with your mouth and not your eyes.” This may be good advice for newly-minted Lebanese Prime Minister Saad Hariri. He is clearly unable to resist trying once again to raise Lebanon from its deathbed, and this time the consequences may be more disastrous than just a bit of heartburn. Yes, I’m sure his supporters see this as the ultimate act of patriotism, and hopefully, he will be successful, but the odds are against him.

    First of all, Hariri is a well-known figure who understands the political calculus of his supporters and opponents. Yet this is not similar to his deal that brought the presidency to Michel Aoun in 2016. The reforms called for, and that Hariri has said he supports, are literally aimed at dismantling the edifice of economic and political corruption that has led to the erosion of Lebanon’s well-being.

    Secondly, there is the matter of the timeframe called for under the French plan for change that serves as Hariri’s point of reference. It calls for significant reforms underway in six months as well as capital controls, anti-corruption measures, a robust social safety net and radical changes to how the government and banking system operate. Hariri, a three-time prime minister, has said that he will accept a government with a shelf life of six months and focus on the political and economic reforms to refresh and reinvigorate the country.

    Will the oligarchy, of which he is a member, yield to his office the necessary executive authority to bypass parliament to enact laws and regulations? There is no brotherly bond or even public tolerance between Hariri and Gebran Bassil, leader of the Christian Free Patriotic Movement. So, will the prime minister’s reliance on Hezbollah’s support bring him into the cross-hairs of US sanctions?

    A major sticking point will be the composition of the Hariri cabinet, which he promised will be made up of “nonpolitically aligned experts with the mission of economic, financial, and administrative reforms contained in the French initiative road map.” The downfall of the most recent prime minister, Mustapha Adib, was over this exact point, and it is a road too far for many of the political elites.

    Finally, how much longer will the Lebanese people put up with leaders who are more concerned with their patrimony and their constituents rather than the health, safety and well-being of the country? Hariri may have the best of intentions, but we know which way that road can lead. As Al Jazeera reports, “Hariri’s return marks the biggest challenge yet for activists involved in the nationwide uprising against the country’s corrupt political class that had led to the resignation of Hariri and his coalition government last year.”

    The economic realities are well known, ranging from extensive corruption to government mismanagement and a failed government model built on cronyism. Soon, more than 70% of the people could be below the poverty line as the Lebanese pound has lost 80% of its value, unemployment is around 35% and people struggle with restrictions limiting access to their funds in banks. According to journalist Souad Lazkani, as many as 1 million will be unemployed by 2021 unless, by some miracle, reforms are urgently implemented by the new government.

    Deja Vu

    Hariri’s restart as prime minister is dreaded by many in the street who feel a sense of deja vu from the last decade. “Hariri’s return is the peak of the counter-revolution,” Nizar Hassan, a political activist told Al Jazeera. “A pillar of the political establishment, a multi-millionaire who represents the banks and foreign interests, and a symbol of inefficient governance and widespread corruption: He represents everything we revolted against.”

    So, the demonstrators who have been protesting for several months have to decide whether to publicly oppose these latest steps to maintain the status quo or come up with an alternative that, hopefully, will be nonviolent. With the hyperinflation that has caused shortages of basic goods like medicine and foods, the growing instability and dwindling prospects for change, Lebanon faces a very difficult winter.

    This is Hariri’s multilayered and multifaceted challenge. As he assembles his cabinet and prepares his ministerial statement of his government’s vision, he will be watched closely by people hoping that he can rise above the sectarian politics of the past, as well as by those who are most threatened by reforms. It is a difficult road ahead indeed.

    When It Comes to Israel, Saudi Arabia Is Playing an Astute Game

    The lengthy interview that Prince Bandar bin Sultan gave to Al Arabiya English has been the subject of much commentary. On October 9, the BBC weighed in with an article headlined “Signs Saudis Edging Toward Historic Peace Deal.” Analysis by security correspondent Frank Gardner drew heavily on the Bandar interview to argue that “a Saudi-Israeli peace deal, while not necessarily imminent, is now a real possibility.” Gardner suggested that the changes initiated by the “maverick” Crown Prince Mohammed bin Salman augured well for such a deal: “Women can now drive, there is public entertainment, and the country is slowly opening up to tourism.” A very conservative society was being readied for a potentially dramatic move — the recognition of the state of Israel.

    Had Prince Bandar’s been the only recent voice of a senior ruling family member on the Palestinian-Israeli conflict, then it could be said that such a move was well and truly underway. However, like Bandar, another former Saudi ambassador and intelligence head had given interviews in English to both Arabian Business and to CNBC. His comments, however, have received little analysis.

    Whereas Prince Bandar had castigated the Palestinian leadership for failing to grasp numerous opportunities — “they always bet on the losing side” was one of his more pungent denunciations — Prince Turki bin Faisal did not follow the same path. He chose to reiterate Saudi government support for the 2002 Arab Peace Initiative that called for recognition of the state of Israel by all Arab countries in return for the withdrawal of occupation forces and settler communities from the West Bank, recognition of a border on the 1967 Green Line and East Jerusalem as the capital of an independent Palestine.

    Where the Kingdom Stands

    Speaking to Arabian Business on September 26, Prince Turki was unequivocal: “Government officials have expressed the view that the kingdom is committed to the Arab Peace Initiative and will not change that position until there is a sovereign Palestinian state with its capital as East Jerusalem. We have not moved from that position in spite of what Mr. Netanyahu is throwing in, either through innuendo or smirk, smirk, winks at, particularly, Western media. … This is where the kingdom stands on this issue.”

    He made no mention of Jared Kushner’s Peace to Prosperity plan that would see much of the West Bank, including the Jordan Valley, annexed by Israel with Palestinians left with non-contiguous pockets of land, without East Jerusalem as a capital and a very constrained and encumbered semi-state beholden to the Israelis for its survival. In other words, the Swiss-cheese effect that Israeli Prime Minister Benjamin Netanyahu has long privately presented as his ultimate solution to the Palestinian question is realized with the Kushner deal.

    Turki did, however, comment favorably on a Joe Biden presidency, saying that the former vice president “is not ignorant of the value of the relationship, he knows the kingdom and recognizes the importance of this relationship.” In endorsing Biden, the prince took a sly, though unstated, dig at the ignorance of President Donald Trump and his attitude that the Saudis are a cash cow, useful for weapons sales and little else unless that be to normalize relations with Israel.

    He had been less diplomatic in the interview with CNBC’s Hadley Gamble on September 23. Gamble had asked him if his father, King Faisal, would have been disappointed with the United Arab Emirates and Bahrain’s recognition of Israel without a two-state solution for the Palestinians being first arrived at. “Most definitely,” he replied, “that’s my personal view knowing his commitment to getting a quid pro quo between Israel and Arab countries.” He noted the oil sanctions that Faisal had invoked in 1973 during the Ramadan War was to “force the United States to be an honest broker between Israel and the Arab world. I must say that President Trump is not such an honest broker, so yes, I think the late king would have been disappointed.” Prince Turki carefully sidestepped a question about splits in the ruling family over Palestine while noting that the Arab Peace Initiative has been “reaffirmed by King Salman many times, most recently in cabinet meetings last week and the week before.”

    Astute Game

    Gardner, in his piece about Bandar’s attack on the Palestinian leadership, writes: “Such words, said a Saudi official close to the ruling family, would not have been aired on Saudi-owned television without the prior approval of both King Salman and Crown Prince Mohammed Bin Salman.” He is entirely correct in that statement, and the same is true for Prince Turki. He, too, could only have spoken so frankly with the knowledge that his comments had prior approval. So what is going on here with these very different takes on the Israel-Palestine conflict from two royal greybeards who have, thus far, survived the several purges Mohammed bin Salman has inflicted on the ruling family?

    A clear indication that Turki al Faisal was on secure ground were the comments by the Saudi foreign minister, Prince Faisal bin Farhan Al Saud, as part of a lengthy interview he gave to the Washington Institute on October 15. Prince Faisal averred that the kingdom was committed to the process of finding a solution to the Arab-Israeli conflict and part of the process was “an eventual normalization with Israel as envisioned by the Arab Peace Plan.” Regarding Bandar’s attack on the leadership he said: “That’s Prince Bandar’s opinion. I believe that the Palestinian leaders genuinely want what’s best for their people.”

    Take it all as a sign that in this, at least, the often headstrong Saudi crown prince is playing a more astute game: on the one hand supporting the Trump line on Palestine and normalization while on the other implacably rejecting it. Maybe, Mohammed bin Salman seems to be saying, we are for it but then maybe we are not. If so, it is an eerie echo of what President Trump said when asked if the crown prince had ordered the killing of the Washington Post journalist Jamal Khashoggi: “It could very well be that the crown prince had knowledge of this tragic event — maybe he did and maybe he didn’t!”

    The Future of the Iran Nuclear Deal

    The future of the Joint Comprehensive Plan of Action (JCPOA) — the Iran nuclear deal — is uncertain. In the absence of US leadership, representatives of the United Kingdom, Germany, France, China, Russia and Iran met on September 1 in Vienna to discuss the accord.

    The deal, which imposes limitations on Iran’s civilian nuclear enrichment program, was agreed in July 2015 between the Iranians and the P5+1 group — China, Britain, France, Germany, Russia and the United States — and implemented six months later. The deal was struck when the Obama administration was in the White House following years of negotiations. The JCPOA gave Iran relief from international economic sanctions in return for dismantling major parts of its nuclear program and giving access to its facilities for inspection.

    Yet ever since Donald Trump was elected president of the United States in November 2016, the future of the JCPOA has hung in the balance. Trump made it a campaign promise to pull out of the Iran deal. He kept his word and officially withdrew the United States from the JCPOA in May 2018, saying the deal is “defective” and did not address Iran’s ballistic missile program or its interference in the affairs of other countries in the Middle East.

    Washington has since reinstated US sanctions on Iran and sought to penalize any nation doing trade with the Iranians, which has led to widespread criticism. In response, Iran has resumed its uranium enrichment at the Fordow nuclear plant, which is banned under the JCPOA.

    The events surrounding the Iran deal have seen their ups and downs, but one thing is for sure: The collapse of the JCPOA is in no one’s best interest.

    A Rocky Year

    Several incidents have marked 2020 as a critical year for Iran. In January, the US assassinated Iranian General Qasem Soleimani in an airstrike in Baghdad, which led to a further escalation in tensions. In response, Iran’s supreme leader, Ayatollah Ali Khamenei, said, “Severe revenge awaits the criminals.” The Iranians later revealed they would no longer comply with the limits set to uranium enrichment under the nuclear deal.

    In July, a fire broke out in Natanz, Iran’s enrichment site. The Iranian Atomic Energy Organization claimed the explosion was the result of “sabotage,” and officials further stressed that the incident “could slow the development of advanced uranium enrichment centrifuges.” Both the assassination of Soleimani and the explosion in Natanz have rocked the nuclear deal, which is standing on its last legs.

    Making Promises and Breaking Them

    The JCPOA is not the first international agreement the US has withdrawn from under the Trump administration. In August 2019, the US officially pulled out of the Intermediate-Range Nuclear Forces (INF) Treaty, an agreement signed by Washington and Moscow in 1987 that sought to eliminate the arsenals of short and intermediate-range missiles of both countries. Russia reciprocated and called the INF Treaty “formally dead.” Just months later, in May 2020, the US announced its decision to withdraw from the Open Skies Treaty, an accord that allows unarmed aerial surveillance flights over dozens of countries.

    When it comes to bilateral agreements, the world has experienced challenges with enforcing arms control and nonproliferation agreements, particularly since Trump was elected. The New Strategic Arms Reduction Treaty (New START) — which, despite its own uncertainty, is the last remaining arms control pact between the US and Russia — is one clear example. The fact that Trump wants to strike a new deal with Iran but is quick to pull the trigger at torpedoing international agreements — including the 2015 Paris Climate Accord — does not bode well for building trust with the Iranians.

    Considering that US–Iran diplomatic relations are a nonstarter under the Trump administration, the result of the US presidential election on November 3 will be critical. President Trump has promised to reach a new deal with Iran “within four weeks” if he is reelected. If he wins, his administration would have to reshape its approach toward Iran in a constructive way to meet the timeline he has set. On the other hand, if Democratic nominee Joe Biden wins, his administration would likely rejoin the JCPOA, as well as seek additional concessions from Tehran. In a recent op-ed for CNN, Biden stated, “If Iran returns to strict compliance with the nuclear deal, the United States would rejoin the agreement as a starting point for follow-on negotiations.”

    Biden served as the vice president under the previous Obama administration, which, together with the P5+1 group, negotiated the JCPOA back in 2015. Therefore, it is safe to say that the future of the nuclear deal might just rest on the outcome of the US election.

    A Regional Arms Race

    For now, however, the US withdrawal from the JCPOA has weakened the impact of the accord. More importantly, the near-collapse of the deal could have a direct impact on the next Non-Proliferation of Nuclear Weapons Review Conference in 2021, potentially drawing criticism from non-nuclear-weapon states that may wish to pursue civilian programs of their own.

    The JCPOA is not only important for global nonproliferation efforts, but also for stability in the Middle East. The complete failure of the deal would have severe implications. It would make neighboring countries feel less secure. As a result, this would encourage not just states but potentially non-state actors — such as terrorist groups — to focus on developing nuclear weapons. This would lead to an arms race in the geostrategic Middle East.

    Developing a civilian nuclear program is a long and expensive process that involves extensive oversight by international bodies. Therefore, while it may be an unlikely scenario, regional states like Saudi Arabia and the United Arab Emirates may think that nuclear weapons are essential for national security due to their rivalry with Iran and start building their own arsenal. The potential collapse of the JCPOA clearly has global ramifications that could be catastrophic for nuclear nonproliferation.

    Sanctions on Iran

    On August 20, France, Germany and the UK issued a joint statement saying they do not support the US request for the UN Security Council to initiate the “snapback mechanism” of the JCPOA, which would reimpose the international sanctions against Iran that were lifted in 2015. As the US is no longer a party to the JCPOA, it has limited influence over its enforcement. Therefore, the Security Council rejected the US move.

    The Iranian economy was already fragile before President Trump withdrew from the JCPOA, and US-enforced sanctions are further complicating the situation. High living costs, a deep recession and plummeting oil exports are just the tip of the iceberg.

    The Instrument in Support of Trade Exchanges (INSTEX) is seen as an important mechanism to organize trade between Germany, France and Britain on the one side, and Iran on the other. INSTEX allows European companies to do business with Iran and bypass US sanctions. On March 31, these three European countries confirmed that INSTEX had “successfully concluded its first transaction, facilitating the export of medical goods from Europe to Iran.”

    Although INSTEX can be helpful for Iran, US sanctions have dealt a fatal blow to the country’s economy. According to the World Bank, Iran’s GDP “contracted by 7.6% in the first 9 months of 2019/20 (April-December 2019),” mostly due to a 37% drop in the oil sector.

    For the US, sanctions are a strategic way to deter Tehran from obtaining a nuclear weapon. Yet they can also be counterproductive. Iran is aware of the strategic benefit the JCPOA has for other states. This includes global and regional security. In this regard, the joint statement on upholding the nuclear deal during the recent meeting in Vienna came as no surprise. But if multilateral sanctions are reimposed, that could be the final straw for Iran. This may lead the Iranians to walk away from the JCPOA and up the game with its nuclear program.

    Nuclear Nonproliferation

    With all of this in mind, it is vital that the remaining parties to the JCPOA continue with constructive dialogue to try to uphold the agreement. Everyone benefits from the deal, and its success depends on each side’s fulfillment of their responsibilities and commitments, particularly Iran’s full compliance.

    Most importantly, the Joint Comprehensive Plan of Action is necessary for the future of nuclear nonproliferation. If the deal collapses, then the world enters uncharted territory.

    What Would a Biden Victory Spell for US-Turkish Relations?

    In an interview for a new book from Washington Post journalist Bob Woodward, US President Donald Trump says: “I get along very well with Erdogan, even though you’re not supposed to because everyone says, ‘What a horrible guy.’” A lot is revealed in that statement. The key lies in the phrase “you’re not supposed to.” It implies there is a moral authority vetting such preferences and that he is dismissive of that moral authority.

    Of course, it says more about the moral fault lines at the heart of US politics than it does about US-Turkish relations. These fault lines are being given the scorched earth treatment once more as the election season draws to a close. But what does the future hold for US-Turkish relations, once so unshakable and now so fractious, despite President Trump’s personal warmth toward Recep Tayyip Erdogan? Will it make any difference if the old man at the helm is Joe Biden instead?

    Let the Old Men Talk

    As the above quote reveals, much about US-Turkish relations today is being driven by personalities. Individuals always matter in international relations, but their importance is accentuated by the rise of figures who command strong populist appeal, who are firmly embedded in positions of power and who espouse an essentially patriarchal and conservative vision of the exercise of that power. It means relations are not the smooth ride they were during the Cold War era. Today, these populist figures thrive on being bullish and awkward leaders.

    In Donald Trump, Turkey’s leader, like many others, has found a man with whom they can engage. Indeed, President Erdogan is said to have a regular hotline to the White House. The US president is openly admiring of strong and often autocratic leadership. It’s a style he clearly feels he epitomized in the business world and which he has brought to his presidency. That his tenure as the president of the United States may be briefer than that of many of the populist and autocratic leaders he admires is the one spoiler.

    It may also be a spoiler for the US more broadly. In the past few years, such world leaders have grown self-confident in the global order lead by Donald Trump. A Biden administration that chastises them for their faults on human rights, conflict resolution or democratic norms might well receive a hostile response. This poses a conundrum for the United States. A president who set out specifically to put America first may have made it far harder for a successor who wants to begin collaborating again.

    What Would Biden Do?

    The signs are that as president, Joe Biden would not have as easy a relationship with Erdogan as Trump has had. Given that getting on with Turkey has increasingly come to mean getting on with its president, this matters a great deal. Almost a year ago, Biden said in an interview with The New York Times that he regarded Erdogan as an “autocrat.” He also expressed misgivings about Turkey’s actions in Syria, confrontations in the eastern Mediterranean about energy resources, and the stationing of NATO nuclear weapons on Turkish soil.

    Though these comments went unacknowledged at the time, the Turkish government has since raised heated objections as Biden’s presidential bid has gathered steam. There will also be real concerns in Ankara about Biden’s longstanding support for Kurdish rights, including his belief that President Trump has dealt shoddily with his nation’s Kurdish allies in Syria after they helped to subdue the Islamic State group. Such a position would bring back some of the tensions of the Obama presidency.

    Clearly, upon gaining the presidency, one would expect a measure of realignment from the Biden White House. The former vice president’s strong stance against Erdogan would have to become more nuanced as occurs for all those who gain actual power. President Erdogan is not an autocrat. He may have authoritarian instincts, but autocrats do not allow elections with credible results, nor do they allow their opponents to win the mayoralty in their largest cities. 

    The complex and competing tensions of the region in which Turkey lies will necessitate the US working with Turkey to a large degree. That requires finding common ground and mutual interest. But necessity can only get you so far. To generate any real warmth to his relationship with President Erdogan, Joe Biden will have to reveal some dissatisfaction with the global status quo or at least some sympathy with those, such as the Turkish president, who are driven by this belief.  That such concern genuinely motivates Biden might be a hard sell.  

    No Smooth Rides

    Nothing about the past few years of US-Turkish relations has been smooth, from the furor over the jailing of American pastor Andrew Brunson to the simmering Turkish anger at US refusal to extradite Fethullah Gulen, the head of the movement held responsible in Turkey for the failed 2016 coup attempt. That incident, which has defined the trajectory of the country over the past five years, was a pivotal one not only internally but also externally.

    Russian President Vladimir Putin was quick and decisive in backing Erdogan at a point when the success of the coup was still unclear. The US, on the other hand, was less wholehearted, and there was the sense that it hesitated and that US personnel might even have been complicit at the Incirlik airbase in southeastern Turkey. In moments of crisis, you learn whom you can really trust. In the personality politics of today, President Erdogan learned much from that episode. It fed into his already established worldview in which the West was inherently predatory and untrustworthy.

    None of this means that Turkey or its president are wedded to deep friendships with US opponents such as Russia, Iran or China. Indeed, Turkey’s relations with Russia over the past five years have been exceptionally turbulent. But it does mean that Turkey has, in President Erdogan, a pugnaciously nationalist leader who is unafraid of picking fights. It means he has picked several with the US itself, and yet, with President Trump at the helm, you always feel that, however unsavory things get, the Turkish president is always half-admired for his obstinate aggression.

    If there is a new president in the Oval Office come 2021, it will pose many more challenges for both sides. The relationship will not be easy, and without the bromance that occasionally surfaces between the current leaders, it could be a more dangerous one. US-Turkish strategic goals have been diverging for years. This causes systemic strain to the relationship. The Trump presidency may, inadvertently, have eased some of that strain, but it will not go away. A president less in tune with the current administration in Ankara could tear it further apart. For bilateral relations, for NATO and for the whole Middle East and Mediterranean region that could be a very destabilizing prospect.

    Will Idlib Be the Final Move on Syria’s Chessboard?

    Recent rumblings portend a grim new episode for Syria’s Idlib province. Stretching along the northwestern border with Turkey, Idlib became the last redoubt of forces that oppose President Bashar al-Assad’s regime, namely Hayat Tahrir al-Sham (HTS) and the National Liberation Front,  when Moscow and Ankara announced the creation of a de-escalation zone in the area two years ago. The 2018 agreement halted a Syrian government offensive that would have brought devastation to Idlib. An uneasy calm hangs over the province, but the delicate diplomatic balance that brought respite now looks close to collapse. Notably, Russian Foreign Minister Sergei Lavrov visited Syria in September prompting speculation that Moscow and Damascus are set to make a northward push against rebel forces.

    Around the same time, reports emerged of Syrian regime forces shelling opposition frontlines, while Turkey has brought military hardware across the border to bolster anti-Assad forces in the Idlib countryside. Local observers relate that both Russian and Turkish reconnaissance drones have been active over the city of Idlib and the surrounding areas. Syrian forces, backed by Russian airpower, now appear to be hitting HTS positions with more intensity.

    Entangled International Interests

    Idlib may prove to be the final chapter of the Syrian Civil War. But here, Turkey and Russia are the main players. Turkey has long propped up anti-Assad factions and has maintained a military presence in Syria’s north for several years. Meanwhile, it was the assertive intervention of Russia in 2015 that turned the war in Assad’s favor. Russian airpower has been a key factor in Syrian government forces’ advance toward Idlib and the regime’s ability to reclaim rebel-held territory.

    In our research into the impacts of proxy actors in Middle Eastern conflicts, we interviewed a range of Syrian activists. All of them noted a tangle of relationships and alliances between a plethora of Syrian organizations and international sponsors. In particular, they highlighted the roles of Turkey and Russia, both in the conflict and in the humanitarian crisis Syria faces. One opposition figure expressed his gratitude to Turkey for accommodating Syrian refugees. Yet at the same time, he felt that Turkey’s military involvement had made a complex conflict environment more difficult to resolve. Another activist who had participated in ceasefire negotiations in 2015 noted the dominant role that Russia played in securing agreements.

    In general, Syrian figures we spoke with expressed concern at the intentions foreign powers may harbor for Syria. The prevalent feeling among our interviewees was that the challenges that Syria faces are ultimately for Syrians to solve and that foreign interventions made solutions even harder to find. Major powers jockeying for an advantage over regional rivals have clear geopolitical goals, the pursuit of which generally overrides the interests of local people.

    Local Impacts

    Even after the Russia-Turkey accord reached in 2018, Idlib has not been spared hostilities. As elsewhere in the Syrian conflict, civilians have borne the brunt of the violence. A UN report recorded “rampant human rights violations” in Idlib and western Aleppo in late 2019 and early 2020 as Assad’s forces pushed to retake the province despite the de-escalation agreement. Up to a million civilians were uprooted, the largest single displacement of people during the entire war. UN investigators detailed numerous instances where pro-regime forces bombarded schools, markets and hospitals. Investigators also accused HTS of indiscriminately targeting civilian areas.

    In February, 33 Turkish soldiers were killed in a Syrian airstrike spurring Turkey to undertake a spate of retaliatory attacks. In the wake of this flare-up, Ankara and Moscow reached another deal to curtail hostilities. This latest agreement demonstrates once more that the fates of Syria and its hapless people are largely in the hands of external powers. It seems that the conflict is only in abeyance while powerful actors maneuver for advantage across the chessboard that Syria has become.

    In Idlib, the interests of the key players are clear. Ankara wants to maintain a foothold in Syria. Long calling for the removal of Assad and championing anti-regime forces, it plays the role of protector to Idlib’s militias and civilians fleeing the regime’s advance. Should Idlib fall, a new wave of refugees would surge toward Turkey, something that Ankara can ill afford. Russia, meanwhile, retains access to its only Mediterranean naval base thanks to its relationship with Assad, and thus Moscow wants to ensure the Syrian president’s longevity.

    Linking Damascus and the northern city of Aleppo, Idlib is a central piece of the strategic jigsaw for Assad. Retaking the province, which has been an opposition stronghold since 2015, would be highly symbolic, drastically weakening rebel groups and being another step toward the regime’s final victory.

    Machinations in Moscow and Ankara

    Domestic concerns in Turkey and Russia also come into play in what happens on the ground in Syria. Turkish President, Recep Tayyip Erdogan and Russian President Vladimir Putin have both used international adventures to further their own agenda. Erdogan’s approval surged after authorizing forays into Syria against Kurdish-led forces in Afrin in early 2018 and in the northeast in late 2019. More recently he has intervened in Libya in support of the Government of National Accord. For his part, Putin rose to prominence at the turn of the millennium fighting Chechen insurgents and underlined his tough-guy credentials by strutting into Georgia in 2008 in a conflict over the breakaway region of South Ossetia.

    Both leaders are currently under pressure, Erdogan as Turkey’s economy falters, and Putin facing criticism after the poisoning of Russia’s prominent opposition figure, Alexei Navalny. Creating a distraction by upping the ante in Idlib would be a convenient way of rallying domestic support. Heightened tensions between Russia and Turkey, each of which backs different sides both in Libya and in the escalating conflict in Nagorno-Karabakh, further complicate matters.

    Significantly, other international interventions by Russia and Turkey have been against considerably weaker opponents. Do Eurasia’s two military heavyweights really want to directly face off in Idlib? Turkey and Russia maintain outwardly amicable relations, but they have different goals in Syria. Decisions made in Moscow and Ankara will determine whether the tenuous peace in Idlib endures. Should it fracture, it will be the long-suffering people of Syria, yet again, who will bear the greatest cost.

    Reworking US Policy in the Middle East and North Africa

    US foreign policy has shifted dramatically from just a brief 20 years ago. This is not the making of Donald Trump, Xi Jinping or Vladimir Putin. Rather, they are symptoms of forces that have been building since the post-Soviet era.     In less than three generations, we are now less sure of our leadership and concerned — as are other nations — with the contradiction of a great power festering internally. Yes, the US certainly retains the world’s strongest military, economy, number of Nobel Prize winners and sometimes even Olympic gold medals. But America’s leaders are unsure of its place in the world, and they disagree on key issues: climate change and the environment, sustainable economic growth, support for international organizations, reengineering the social contract and similar deep-seated concerns.

    The US in the Region

    It is no surprise that there are many opinions on what US foreign policy in the Middle East and North Africa (MENA) region will look like under an administration led by Joe Biden or Donald Trump. The only clear agreement is that there is no going back to 2000, 2008 or 2016. The world has changed in many respects. While we can discern a pattern of Trump’s preferences, Biden’s policies would reflect what he and his team learned from their time in the White House under Barack Obama and, hopefully, what he has learned in his almost 50 years of being in Washington. 

    Opinions about a return of Trump’s world vision run the gamut from doomsday to what could be better? For example, writing for Brookings, Thomas Wright exclaimed that “a second Trump term would make a lasting impact on the world right when it is at a particularly vulnerable moment. U.S. alliances would likely crumble, the global economy would close, and democracy and human rights would be in rapid retreat.”

    This is hardly the view of the president’s supporters. They believe that international alliances, the global economy and promoting democracy and human rights have not secured stability or prosperity for the US, so why continue with policies that do not serve America’s vital interests? This brings us to the nub of the question: What are those interests that are literally worth fighting for?

    On the macro-level in the MENA region, it used to be simple: Israel and oil, with a secondary nod to trade and arms sales. This is no longer the case. Trump has put Israel on the road to control over its future by pressuring Iran and Hezbollah, continuing bilateral defense arrangements that enhance Israel’s qualitative edge, sealing the normalization of relations between the Israelis and some Arab countries, and ensuring that the UN Security Council will never pass another annoying resolution challenging Israel’s worldview.

    In world energy markets, Saudi Arabia has found itself outmaneuvered as the US can shift the supply paradigms to Asian markets by increasing its exports, which now makes America a more dangerous competitor than Russia. Even in arms sales and commerce, the US finds itself in tough competition with Russia, China and a host of regional producers — from Turkey to France and the UK.

    Regarding who are US allies and who are not, it appears that Trump favors leaving the Middle East and North Africa to its own devices, which includes supporting leaders who reflect his values of disdain for democratic limitations on their exercise of decision-making. This includes Turkey’s Recep Tayyip Erdogan, Egypt’s Abdel Fattah el-Sisi, Saudi Arabia’s Mohammed bin Salman and the UAE’s Mohammed bin Zayed. Trump’s penchant for transactional diplomacy is well illustrated by his treatment of the Kurds, Iraqis, the Syrian opposition, Turks, Iranians and others, often viewing diplomacy as a zero-sum competition.

    Does this mean a Trump foreign policy in the MENA region is without merit? Not if you are a supporter of Israel’s security, a hard-line approach on Iran’s dysfunctional role in the region and beyond, pro-arms sales as a tie that binds the US to its friends, and ending what seem to be “endless wars” that make no sense to many American voters.

    A Second Trump Administration?

    If Trump wins a second term in office, his administration would further refrain from direct action in places like Yemen, Libya, Jordan, Morocco, Tunisia, Algeria and Egypt, again focusing on the benefit to US interests as the guiding principle. For weak states like those in North Africa as well as countries such as Lebanon, it will continue to be a tug-of-war within the State Department as to how best to support US interests in any bilateral relationship. The bigger the country (Egypt), the better endowed with energy resources (Algeria) or the more likely to be convinced that normalizing ties with Israel will be tolerated by its citizens (Sudan), the more attention it will get. As has been noted by a former US ambassador, “This will become a major priority of the next Trump administration and they will make foreign aid contingent on normalization agreements.”

    How this shakes out for Morocco and Saudi Arabia, both of which are targets of US-Israel diplomacy, is not clear as the two countries have special ties to Jerusalem not easily superseded by realpolitik. Don’t plan on seeing any reduction in US support for the Saudis in Yemen unless the Senate goes to the Democratic Party, which may force the president to deal with his friends in the Gulf.

    Somalia remains an outlier, although its fits and starts toward democracy may draw the attention of policymakers who realizes the threat of the geostrategic encroachment of China and Russia in the Horn of Africa. As for Mauritania and Djibouti, like many Americans, most members of Congress can’t find them on a map, which leaves these countries open to the jaws of Russia and China.

    The great powers game in the MENA region is just beginning to be engaged as China has expanded its ports to the Red Sea and the Mediterranean. Its economic diplomacy is making inroads in a long and patient march to North Africa. Russia is not leaving Syria anytime soon and will continue to press Lebanon and Egypt to accept military assistance, as it will also do in Iran, much to the detriment of US–Israel interests.

    It would be quite short-sighted to minimize the roles of Iran and Turkey as regional powers in being able to affect key issues: Libya, Lebanon, Syria, eastern Mediterranean energy, Hezbollah, Hamas, the Muslim Brotherhood, Qatar, the use of mercenaries, arms sales and taking risks that are considered illogical to some Washington policymakers. Each must be considered on its own terms and with a close eye on their often expressed interests and weakening domestic support. While a paper can be written on each of these countries, suffice it to say that a second Trump administration will have to use much greater diplomatic finesse in convincing Erdogan to work with rather than against Washington’s interests.

    And a Biden Administration?

    The biggest challenge to an incoming Biden administration is to indicate how it will retain the best policies of the Obama administration while introducing initiatives that will strengthen perceptions of US commitment to act decisively. Many people in the Middle East and North Africa look at President Obama’s hesitation to act firmly in Syria and Libya, the hands-off treatment over Hosni Mubarak in Egypt, and the uneven commitment to human rights as indications of weakness and inconsistency.

    A Biden administration would begin from a different set of values that define different interests than the Trump White House. Ironically, Joe Biden’s values have more in common with the internationalist agendas of Bill Clinton, George W. Bush and George H.W. Bush than with the current Republican administration. The cornerstones of Biden’s platform include the primacy of diplomacy, building relationships and alliances, emphasizing multilateralism for conflict-resolution, and greater attention to human rights and rule of law.

    As an open letter of endorsement for Biden by former US ambassadors and Middle East experts states, while “each country faces its own unique issues, the core complaints of poverty, corruption, and a scarcity of freedom are a common challenge.” Many of Biden’s positions are aspirational — for example, assuming that the right combination of sticks and carrots will bring Iran back to the bargaining table while Russia and China are already working to bolster their regimes militarily and economically.

    Promoting human rights and democratic values are front and center, but one wonders how those values resonate with the current generation of leaders, many of whom ignore and suppress expressions of dissension and calls for change. Part of Biden’s pledge is to support economic and political reforms, which may be opposed by those regimes he seeks to move toward. These reforms include greater inclusiveness and economic development for the young, women and marginalized groups.

    Biden claims that his administration would not countenance regimes that deny the basic civil rights of their citizens, nor ones built on widespread corruption and cronyism or those that meddle in the affairs of neighboring states. There is a gnawing fear among pro-Israel Americans that he will veer from his traditional uncritical support for Israel and insist on an end to actions that undermine the possibility of a two-state solution between the Israelis and Palestinians. These include halting the construction of Israeli settlements in the West Bank and stopping the annexation of Palestinian territory. Biden has already noted that he will restore economic and humanitarian assistance to the Palestinians and reopen the US Consulate in East Jerusalem that serves the Palestinian communities.

    Regarding Lebanon, the former vice president favors assisting its civil society and citizens to develop and implement policies that will be inclusive, and also supporting a dynamic state that reflects democratic values of equality and fairness. He mirrors the Trump administration in promising to continue support for the Lebanese armed forces. Biden also recognizes the need to sustain extensive humanitarian assistance to Syrian refugees and host communities in Jordan, Lebanon and Turkey. What Biden won’t do, according to his statements, is continue to tolerate support for Saudi Arabia’s war in Yemen and its pursuit and punishment of dissidents and critics inside the kingdom and elsewhere.

    While no specifics are mentioned regarding Biden’s policy on Syria beyond “standing with civil society and pro-democracy partners on the ground,” his campaign platform maintains the role of US leadership in the coalition to defeat the Islamic State group and restore stability and promote a political solution in partnership with others in the region.

    Although not an Arab country, Iran plays an outsized role in the Middle East. Biden has already noted that he will renegotiate the Joint Comprehensive Plan of Action — the 2015 nuclear deal with Iran — with a broader focus on ending Tehran’s regional interference, support of terrorism and militias, and production of missiles. A similar agreement tailored to the specifics of Erdogan’s endgame in the region is also critical if any of the goals mentioned by a Biden administration are to be realized.

    While these goal statements are well-crafted, the lack of details — while understandable — raises concerns considering challenges, such as needing to reenergize a dispirited US diplomatic corps, indifferent or hostile players in the region, and unsure allies in Europe and the Middle East and North Africa. The critical need to focus on America’s domestic economic and psychological revival in the coming years will also compete with international priorities. Of course, the disposition of the races in the Senate and House of Representatives are also critical to closing the gap between aspiration and implementation.

    The authoritarian regimes in the MENA region prefer the devil they know. Yet the youth, women and those who are marginalized are desperate for changes that incorporate their aspirations and are built on equality, justice and opportunity. Donald Trump and Joe Biden are both known in the Middle East and North Africa. It will be quite interesting to see how the region reacts on November 4.
