    The Role Turkey Can Play in Afghanistan

    Turkish President Recep Tayyip Erdogan caused waves at the NATO summit in June, announcing that Turkey would continue to protect Kabul airport following the complete NATO withdrawal from Afghanistan. Kabul airport is Afghanistan’s principal air connection to the outside world, and it is vital for the security of diplomats and aid workers in the country.

    The proposal needs to be seen in the context of the broad militarization of Turkish foreign policy. In recent years, Ankara has deployed armed forces for geopolitical leverage in Syria, Somalia, Libya, the Eastern Mediterranean and Azerbaijan. The associated costs have remained very low, further emboldening Turkish policymakers. In Somalia and Syria, the Turkish military also gained experience operating in theaters where armed militants pose significant security challenges.

    The main factor behind the airport proposal, however, is Turkish-American relations. Ankara hopes to regain favor with Washington after a string of diplomatic crises. The Turkish side knows its hand is weakened by issues such as its acquisition of the Russian S400 air defense system and Washington’s responses, including CAATSA sanctions and removing Turkish manufacturers from the supply chain for the new F35 warplane. The Countering America’s Adversaries Through Sanctions Act, known as CAATSA, is a law passed by the US Congress in 2017 that intended to penalize Russia. In December 2020, Turkey was added to the sanctions list for its purchase of the S400. The proposal to help out in Afghanistan emerged as an obvious way to improve bilateral relations with the US.

    A Good Reputation

    As the only Muslim-majority member of NATO, Turkey played important roles in Afghanistan. Former Turkish Foreign Minister Hikmet Cetin served as NATO’s first senior civilian representative in Afghanistan and Turkish officers twice commanded the International Security Assistance Force (ISAF). There are currently 500 Turkish soldiers serving with the NATO mission. Turkey never deployed a combat force, however. The Taliban, in turn, avoided targeting Turkish forces; there has only been one attack on a Turkish unit.

    Additionally, Turkish state institutions and NGOs conduct a broad range of cultural and educational activities and supply extensive humanitarian aid. Reports confirm the ability of Turkish officials and volunteers to engage with Afghan society on equal terms. Shared religious and cultural elements certainly help. Although the Taliban accuses of Ankara being too pro-Uzbek, Turkey is viewed very positively across Afghan society. This, together with its ability to talk with all sides and its non-combat role in ISAF, places Turkey in a unique position.

    However, protecting Kabul airport would change the nature of Turkey’s involvement. While the Afghan government welcomed the idea, the Taliban have repeatedly declared that they will not tolerate even a residual foreign force. That implies that the Taliban would target Turkish troops, risking drastic consequences for Turkey. To avoid this, Turkey’s extended stay requires prior agreement with all Afghan parties, and Ankara will use its diplomatic capacity to seek such an agreement. Moreover, rather than focusing solely on leaving a residual force, Turkey could use its diplomatic and humanitarian leverage to pursue a more comprehensive approach to the Afghan problem.

    Intra-Afghan Agreement Needed

    The current peace agreement involves only the United States and the Taliban. There is as yet no peace agreement between the Afghan government and the Taliban. As the withdrawal of NATO forces accelerates, the conflict is now between the Taliban and Afghan government forces. Despite NATO’s decades of investment, the Afghan army is no match for the Taliban. In fact, a major Taliban offensive is already underway. Kabul may not fall immediately, but time is on the side of the insurgents. But if the Taliban overplays its hand and tries to dominate the entire country, there will be a backlash, particularly from the non-Pashtun ethnic communities.

    In that case, Afghanistan is likely to descend back into civil war. Under such circumstances, a Turkish military presence would be too risky and unsustainable, even with agreements with the government and the Taliban. Rather than focusing only on protecting Kabul airport, Turkey should place its diplomatic weight behind a peaceful settlement between the Taliban and the government before violence spirals out of control. The first step toward a broader agreement between the Afghan parties themselves would be for Ankara to reach an agreement with each of them. This road is arguably a stony one, but it offers much greater rewards. Turkey would certainly need the support of other countries to overcome the obstacles involved.

    The first challenge is to bring the Taliban to the negotiating table with the Afghan government, which Turkey and the international community have so far failed to achieve. Here, Turkey can benefit from its exceptionally good relations with Pakistan and Qatar. Qatar is home to the Taliban’s only external office and relations are cordial. Pakistan, where many senior Taliban leaders reside, has the greatest leverage. Even though large segments of Afghan society frown on Pakistan’s involvement in their country, its influence over the Taliban would be crucial for reaching a negotiated settlement.

    Europe should be more active and support Turkey’s efforts diplomatically and economically. As well as that being the morally right thing to do, Europe has a tangible interest too. A resurgence of fighting in Afghanistan would trigger a wave of migration. Afghans are already the second-largest migrant community in Turkey after the 3.6 million Syrian refugees. They also formed the second-largest group of new asylum applications in Germany in 2020. Given Iran’s open-door policy, it would be realistic to expect waves of Afghan migration to Turkey and on to Europe. The specter of a new refugee crisis looms.

    America’s Afghan War Is Over. But What About Iraq and Iran?

    At Bagram air base, Afghan scrap merchants are already picking through the graveyard of US military equipment that was until recently the headquarters of America’s 20-year occupation of their country. Afghan officials say the last US forces slipped away from Bagram in the dead of night, without notice or coordination. 

    The Taliban are rapidly expanding their control over hundreds of districts in Afghanistan, usually through negotiations between local elders, but also by force when troops loyal to the Kabul government refuse to give up their outposts and weapons. A few weeks ago, the Taliban controlled a quarter of the country. Now it’s a third. They are taking control of border posts and large swathes of territory in the north of the country. These include areas that were once strongholds of the Northern Alliance, a militia that prevented the Taliban from unifying the country under their rule in the late 1990s.

    People of goodwill all over the world hope for a peaceful future for the people of Afghanistan, but the only legitimate role the United States can play there now is to pay reparations, in whatever form, for the damage it has done and the pain and deaths it has caused. Speculation in the US political class and corporate media about how the US can keep bombing and killing Afghans from “over the horizon” should cease. The US and its corrupt puppet government lost this war. Now it’s up to the Afghans to forge their future. 

    Iraq

    So, what about America’s other endless crime scene: Iraq? The US corporate media only mention Iraq when our leaders suddenly decide that the over 150,000 bombs and missiles they have dropped on Iraq and Syria since 2001 were not enough, and dropping a few more on Iranian allies there will appease some hawks in Washington without starting a full-scale war with Iran.

    But for 40 million Iraqis, as for 40 million Afghans, America’s most stupidly chosen battlefield is their country, not just an occasional news story. They are living their entire lives under the enduring impacts of the neocons’ war of mass destruction.

    Young Iraqis took to the streets in 2019 to protest 16 years of corrupt government by the former exiles to whom the United States handed over their country and its oil revenues. The protests were directed at the Iraqi government’s corruption and failure to provide jobs and basic services to its people, but also at the underlying, self-serving foreign influences of the US and Iran over every Iraqi government since the 2003 invasion.

    A new government was formed in May 2020, headed by Iraqi Prime Minister Mustafa al-Kadhimi, previously the head of Iraq’s intelligence service and, before that, a journalist and editor for the Al-Monitor website. Kadhimi has initiated investigations into the embezzlement of $150 billion in Iraqi oil revenues by officials of previous governments, who were mostly former Western-based exiles like himself. He is now walking a fine line to try to save his country, after all it has been through, from becoming the front line in a new US war on Iran.

    Recent US airstrikes have targeted the Hashd al-Shaabi, known in English as the Popular Mobilization Forces (PMF). The PMF, which is made up of mostly Iraqi Shia armed groups, was formed in 2014 to fight the Islamic State (IS). At the time, IS had seized territory spanning both Iraq and Syria, breaking the border between the two countries and declaring a caliphate. The PMF comprises about 130,000 troops in 40 or more different units. Most of them were recruited by pro-Iranian Iraqi political parties and groups. Now, the PMF is an integral part of Iraq’s armed forces and is credited with playing a critical role in the war against IS.

    Western media represent the PMF as militias that Iran can turn on and off as a weapon against the United States. But the PMF has its own interests and decision-making structures. When Iran has tried to calm tensions with the US, it has not always been able to control the PMF. General Haider al-Afghani, the Iranian Revolutionary Guard officer in charge of coordinating with the PMF, recently requested a transfer out of Iraq. He complained that the PMF paid no attention to him.

    Ever since the US assassination of Iran’s General Qasem Soleimani and PMF commander Abu Mahdi al-Muhandis in January 2020, the PMF has been determined to force the last remaining US occupation forces out of Iraq. After the killing, the Iraqi national assembly passed a resolution calling for US forces to leave Iraq. Following US airstrikes against PMF units in February 2021, Iraq and the US agreed in early April that American combat troops would soon depart. 

    But no date has been set, no detailed agreement has been signed, many Iraqis do not believe US forces will leave, nor do they trust the Kadhimi government to ensure their departure. As time has gone by without a formal agreement, some PMF forces have resisted calls for calm from their own government and Iran and stepped up attacks on US forces. 

    At the same time, the Vienna talks over the Iran nuclear agreement have raised fear among PMF commanders that Iran may sacrifice them as a bargaining chip in a renegotiated nuclear agreement with the United States. So, in the interest of survival, the commanders have become more independent of Iran and cultivated a closer relationship with Kadhimi. This was evidenced in Kadhimi’s attendance at a huge military parade in June to celebrate the seventh anniversary of the PMF’s founding.

    The next day, the US bombed PMF forces in Iraq and Syria, drawing public condemnation from Kadhimi and his cabinet as a violation of Iraqi sovereignty. After conducting retaliatory strikes, the PMF declared a new ceasefire on June 29, apparently to give Kadhimi more time to finalize a withdrawal agreement. But six days later, some of them resumed rocket and drone attacks on US targets.

    Whereas Donald Trump only retaliated when rocket attacks in Iraq killed Americans, a senior US official has revealed that President Joe Biden has lowered the bar, threatening to respond with airstrikes even when Iraqi militia attacks do not cause US casualties. But US air strikes have only led to rising tensions and further escalations by Iraqi militia forces. If American forces respond with more or heavier airstrikes, the PMF and Iran’s allies throughout the region can respond with more widespread attacks on US bases. The further this escalates and the longer it takes to negotiate a genuine withdrawal agreement, the more pressure Kadhimi will get from the PMF and other sectors of Iraqi society to show US forces the door.

    The official rationale for the US presence and that of NATO training forces in Iraqi Kurdistan is that the Islamic State is still active. In January, a suicide bomber killed 32 people in Baghdad. The group still has a strong appeal to oppressed young people across the Arab and Muslim world. The failures, corruption and repression of successive post-2003 governments in Iraq have provided fertile soil.

    Iran

    But the United States clearly has another reason for keeping forces in Iraq, as a forward base in its simmering war on Iran. That is exactly what Kadhimi is trying to avoid by replacing US forces with the Danish-led NATO training mission in Iraqi Kurdistan. This mission is being expanded from 500 to at least 4,000 forces, made up of Danish, British and Turkish troops. 

    If Biden had quickly rejoined the nuclear agreement with Iran after taking office in January, tensions would be lower by now and the US troops in Iraq might well be home already. Instead, Biden obliviously swallowed the poison pill of Trump’s Iran policy by using “maximum pressure” as a form of “leverage,” escalating an endless game of chicken the United States cannot win — a tactic that Barack Obama began to wind down six years ago by signing the JCPOA.

    The US withdrawal from Iraq and the Iran nuclear deal are interconnected, two essential parts of a policy to improve US–Iranian relations and end Washington’s antagonistic and destabilizing interventionist role in the Middle East. The third element for a more stable and peaceful region is the diplomatic engagement between Iran and Saudi Arabia, in which Kadhimi’s Iraq is playing a critical role as the principal mediator.    

    The fate of the Joint Comprehensive Plan of Action (JCPOA), as the Iran deal is formally known, is still uncertain. The sixth round of shuttle diplomacy in Vienna ended on June 20 and no date has been set for a seventh round yet. Biden’s commitment to rejoining the JCPOA seems shakier than ever. Ebrahim Raisi, the president-elect of Iran, has declared he will not let the Americans keep drawing out the negotiations.

    In an interview in June, US Secretary of State Antony Blinken upped the ante by threatening to pull out of the talks altogether. He said that if Iran continued to spin more sophisticated centrifuges at higher and higher levels, it will become very difficult for the United States to return to the original deal, which was signed in 2015 under Obama. Asked whether or when the US might walk away from negotiations, he said, “I can’t put a date on it, [but] it’s getting closer.”

    What should really be “getting closer” is the US withdrawal of troops from Iraq. While Afghanistan is portrayed as the “longest war” the United States has fought, the US military has been bombing Iraq for most of the last 30 years. The fact that the US military is still conducting “defensive airstrikes” 18 years after the 2003 invasion and nearly 10 years since the official end of the war proves just how ineffective and disastrous this US intervention has been.

    Biden certainly seems to have learned the lesson in Afghanistan that the US can neither bomb its way to peace nor install puppet governments at will. When pilloried by the press about the Taliban gaining control as US troops withdraw, Biden said: “For those who have argued that we should stay just six more months or just one more year, I ask them to consider the lessons of recent history.” He added: “Nearly 20 years of experience has shown us, and the current security situation only confirms, that ‘just one more year’ of fighting in Afghanistan is not a solution but a recipe for being there indefinitely. It’s the right and the responsibility of the Afghan people alone to decide their future and how they want to run their country.”  

    The same lessons of history apply to Iraq. The US has already inflicted so much death and misery on the Iraqi people, destroyed so many of its beautiful cities and unleashed so much sectarian violence and IS fanaticism. Just like the shuttering of the massive Bagram base in Afghanistan, Biden should dismantle the remaining imperial bases in Iraq and bring the troops home.

    The Iraqi people have the same right to decide their own future as the people of Afghanistan. All the countries of the Middle East have the right and the responsibility to live in peace, without the threat of American bombs and missiles always hanging over their heads. 

    Let’s hope Biden has learned another history lesson: that the United States should stop invading and attacking other countries.

    The Libyan Government Faces Numerous Challenges

    On February 5, the Libyan Political Dialogue Forum (LPDF), a 75-member body, supervised by the United Nations, approved Abdul Hamid Dbeibeh’s list of officials to temporarily run national affairs. Their mandate will last until presidential and parliamentary elections take place on December 24. The list includes Mohammed al-Manfi as chairman and Musa al-Koni and Abdullah Hussein al-Lafi as members of the Presidential Council. Dbeibeh became the prime minister of Libya.

    On March 10, Dbeibeh presented his cabinet to members of parliament and won the confidence of 132 deputies out of the 133 who attended the session in Sirte. The internationally recognized national unity government based in Tobruk was subsequently sworn in, but it faces many challenges. These include political, military, economic, and social and human rights issues.

    Political Challenges

    Dbeibeh is a businessman-turned-politician from Misrata, a port city that is around 200 kilometers to the east of Tripoli, the Libyan capital. During his time in business, he was involved in political circles as a trusted person of the ruling Arab Socialist Union. In 2007, Muammar Gaddafi, the ruler of Libya at the time, charged Dbeibeh with the task of running the state-owned Libyan Investment and Development Company (LIDCO). The firm was responsible for some of the country’s biggest public works projects. After the Libyan revolution of 2011, which led to the overthrow and subsequent death of Gaddafi, the Libya al-Mustakbal (Libya Future) movement was founded by Dbeibeh.

    The prime minister has succeeded in forming a broad-based coalition government that has brought together representatives of most stakeholders from the political, regional and tribal scenes in Libya. Dbeibeh crystallized a state of relative consensus between the different parties that have lived during a state of dissonance and a raging power struggle. This culminated in Major General Khalifa Haftar’s declaration of war on Tripoli in April 2019. Haftar’s heavy losses, his failed coup against civilian rule, the suffering of Libyans from war and their forced displacement pushed the bickering parties to negotiate and reach a political agreement. This deal was endorsed by the United Nations mission, under the pressure of countries such as the United States, Germany, Britain and Italy. The formation of the new Libyan government is based on a fragile consensus dictated by necessity. The sustainability of this is a challenge in itself, requiring a high degree of governmental harmony and solidarity.

    Dbeibeh’s team now faces the challenge of bridging the gap between the various actors on Libya’s political scene and bringing them together under a single banner. This national project entails the extension of state sovereignty over the whole of Libyan territory and the consolidation of civil peace, taking into account public interest. The new government is also required to implement the roadmap drawn up by the LPDF. Most importantly, this includes the unification of sovereign institutions to elect new leaders to manage the transitional phase. It also involves creating conditions for organizing legislative and presidential elections at the end of the year.

    The formation of the national unity government represented a historic moment that was the result of talks between the most prominent political actors in Libya. It served as a political solution to the Libyan crisis and a transition from a situation of war to one of peace.

    Despite the peaceful transition of power from Fayez al-Sarraj, the prime minister under the Government of National Accord (GNA), to Dbeibeh, some political figures have not fully grasped the scope of change taking place in Libya. Instead, they have resisted the shifts in government to preserve their influence and personal and factional interests.

    An example of this is the case of Aguila Saleh Issa, the speaker of parliament and president of the House of Representatives (HOR). Issa was expected to vacate his role, as decided by the forum, to allow a new figure from the south to be head of the legislative body. The aim is to create a balance between the different regions of Libya. Yet the speaker has clung on to his position.

    Issa has a long history of obstructing the path for a peaceful settlement to the Libyan crisis. In 2016, the US Treasury’s Office of Foreign Assets Control (OFAC) adopted sanctions against him. He was accused of being “complicit in, actions or policies that obstruct, undermine, delay, or impede, or pose a significant risk of obstructing, undermining, delaying, or impeding, the adoption of or political transition to the GNA.” In addition to this, parliament remained divided and suspended during his term and only met on rare occasions.

    Military Challenges

    On the military front, the UN Security Council has called on all parties to abide by the ceasefire agreed in Geneva under the UN in October 2020. Yet in March this year, a UN report stated that the arms embargo in Libya is “totally ineffective.” The Geneva agreement issued a 90-day deadline for foreign mercenaries to leave the country. The stated period has since passed, but Libya is still teeming with local and international armed groups.

    This complex situation poses a major challenge to the national unity government. Officials are primarily concerned with forcing all parties to respect the ceasefire and stop the imports of weapons by land, sea and air. In addition to this, millions of weapons — smuggled or stolen — are handled illegally in Libya.

    The state needs to regain its authority and have a monopoly on the use of weapons. This requires forcing the armed brigades in the east and west to hand over their equipment to the Ministries of Defense and Interior. This approach calls for dissolving Libyan militias, draining their sources of funding, rehabilitating their members and reintegrating them into official security and defense structures. This includes institutions such as the police, army, civil protection or border control, which have specific laws and codes of conduct and a clear hierarchy subject to civilian leadership.

    The government will likely face resistance from armed groups. The brigades loyal to General Haftar, who considers himself above the state and does not accept the command of civilian leadership, will present a particular challenge.

    Mercenaries also pose a risk. There are an estimated 20,000 foreign fighters in Libya, according to former UN Envoy Stephanie Williams. Most of them are stationed in the east of Libya and in the oil crescent, a coastal area that hosts most of the country’s oil export terminals. The fighters include Sudanese, Chadian, Syrian and Russian nationals earning high salaries.

    Their deportation presents a further challenge because the groups are part of a network of power relations involving other countries. Russia, Turkey, Egypt and France have used fighters and technical experts as bargaining chips to ensure their share of reconstruction projects and natural resources in Libya. The Libyan government needs to create a situation where locals reject the presence of mercenaries and put pressure on them to leave.

    The support of the European Union, the United States and Britain is also important. Such global powers must intensify diplomatic and field efforts on these armed groups to surrender their positions and weapons to the Libyan government. If this can be achieved in a manner that guarantees the sustainability of peace and stability, foreign investors might view Libya as a safe country for commercial and economic activity.

    Economic, Social and Human Rights Challenges

    The Dbeibeh government has inherited an economy that has been weakened by war and financial and administrative corruption. The economy has been severely affected by the deliberate halting of oil production and export by tribes and militias loyal to Haftar. It has also been impacted by depleted parallel institutions and informal trade as well as the smuggling of fuel and other basic materials. “Due to the closure of oil wells and restrictions put by pro-Haftar armed groups, the Libyan economy suffered a loss of $5 billion in January 2020,” Mucahit Aydemir reports. “From 2016-2019, the country has already lost more than $100 billion, as Ibrahim Cadran, an Haftar ally interrupted the oil excavation in the east of the country.”

    It is assumed that the national unity government will set an audited public budget and liberate oil fields from foreign, tribal or militia domination. The interim leaders should also seek to restore the export of oil, the country’s primary source of income. Undertaking these urgent, necessary reforms will allow the provision of cash liquidity, secure salaries and help the Libyan dinar (LD) recover, if only relatively. According to the World Bank, the dinar “continues to suffer in the parallel market because of political uncertainties and macroeconomic instability. In the first two quarters of 2020, the LD in the parallel market lost 54 percent of its value.”

    On the social and human rights front, it is imperative for the new government to provide citizens with essential services, such as clean water, electricity, gas, medicine and basic foodstuffs, and to fight the wastage of public money and increasing prices. In March, UN Special Envoy Jan Kubis said the “country is facing an acute electricity crisis this summer and there are risks to its water security as well.” He added that “UN agencies estimate that over 4 million people, including 1.5 million children, may face being denied access to clean water and sanitation if immediate solutions are not found and implemented.”

    In addition, the coronavirus was confirmed to have spread to Libya on March 24, 2020, when the first case was reported in Tripoli. Libya is vulnerable to the effects of the pandemic due to the impact of the last civil war, which led to a dire humanitarian situation and the destruction of the country’s health infrastructure. In April, Libya launched its vaccination program against COVID-19, but, as with most countries in Africa, the supplies of doses remain low. At the time of publishing, the country had recorded more than 195,000 infections and over 3,200 deaths.

    In light of risks to the country’s health care, an effective strategy must be implemented to combat COVID-19. This must take into account sufficient steps to prevent the spread of the coronavirus, import the necessary number of vaccine doses and guarantee access to health services for those suffering from the COVID-19 disease.

    It is also important for authorities to release political prisoners, deal with cases of enforced disappearances, extrajudicial killings and end impunity for those committing crimes. Those forcibly displaced during the civil war must also be allowed to return to their homes and resume their professional lives in a safe environment. The building blocks for a project of transitional justice as a prelude to a practical, inclusive and fair system of reconciliation must also be pursued.

    The time available to the Dbeibeh government is limited and the challenges it faces are plenty. But this should not prevent the interim administration from being able to introduce changes and pave the way for political, economic and human rights reform. However, this will be possible only if officials are united and cooperate to serve the public and if international support continues for the national unity government. Most importantly, to succeed, the government will need the support of Libyans themselves.

    Yet as restrictions ease and economies pick up pace, the sense of normality that many hope for is one of the few luxuries energy producers cannot afford. In the race to comply with mounting political pressure to reduce carbon emissions while simultaneously securing their energy futures, the Sino-Gulf alliance may become the new center of gravity for global energy markets.

    The pandemic has undoubtedly cast a dark shadow on energy. The International Energy Agency (IEA) recently revealed that energy demand will not return to pre-pandemic levels until 2023 in its most optimistic outlook or 2025 in the case of a delayed economic recovery. However, a return to pre-COVID demand does not necessitate a return to pre-crisis growth. Predicted growth in demand between 2019 and 2030 is estimated at 4% in the delayed recovery case, compared to 12% in a COVID-free world.

    Nevertheless, the pandemic has also highlighted the importance of a reliable and accessible electricity supply. The IEA predicts that the electricity sector, whose demand outpaces other fuels, will support economic recovery and account for 21% of global final energy consumption by 2030. This push for electricity is widely driven by the various global emission reduction targets, increased use of electric vehicles and heat sources in advanced economies, and greater consumption from emerging markets.

    Leader of the Pack

    Of the countries driving this growth, China is leading the pack and is predicted to be the main driver of energy demand over the next decade. Following his call for an “energy revolution,” President Xi Jinping has sought to reposition China as a key player in global energy markets. While the Chinese are currently the world’s biggest consumers and producers of coal-fired electricity, Xi’s pledge to make China carbon neutral by 2060 means that energy demands are increasingly being met via renewables.

    China is predicted to account for 40% of global renewable expansion, leading in the realm of nuclear power, biofuel production and will account for almost half of globally distributed photovoltaic power. In addition to this, Chinese demand is also predicted to account for 40% of global electricity sector growth by 2030, up from 28%. It was as a consequence of East Asia’s growing appetite for clean energy that, in 2016, global electricity investment outpaced that of oil and gas for the first time in history.

    However, as with everything, there will be winners and losers. While electricity is on the up, sluggish global oil demand has led to falling oil prices. With demand predicted to plummet in the 2030s, there is a growing urgency for Gulf Arab states to diversify as oil becomes more of a burden than a blessing. Yet, in their hurry to claim their stake in the new energy world order, Gulf countries may begin to look east rather than west for a friend to rely on.

    China and the Gulf

    Sino-Gulf relations are not a new occurrence. As the world’s largest importer of oil and natural gas, these two commodities dominate Chinese trade relations and have been the basis of the Saudi-led Gulf alliance. The Gulf Cooperation Council supplies over 30% of China’s oil imports, with Saudi Arabia topping the list, accounting for over 16% of the oil import total. Nevertheless, in a world that is increasingly turning its back on oil, GCC states and China may increasingly look to each other to secure their respective energy futures.

    From the establishment of the China–Arab States Cooperation Forum (CASCF) in 2004 to the China–GCC Strategic Dialogue in 2010, Sino-Gulf relations have grown from strength to strength. As such, it was hardly supplying when China gave the GCC a starring role in its Belt and Road Initiative. Announced in 2013, this global infrastructure project that seeks to boost physical connectivity, financial integration, trade and economic growth has become the core pillar of China’s increasingly active foreign policy approach under Xi.

    During the Sixth Ministerial Conference of the CASCF in 2014, Xi spoke about the Gulf Arab states as “natural cooperative partners in jointly building” the BRI. This set the stage for a flood of multi-billion-dollar investments and agreements between China and the Gulf states, advancing the Belt and Road Initiative in the Arabian Peninsula and deepening economic ties.

    Chinese investment activity in the Gulf has followed the “1+2+3” Sino-Arab cooperation framework. This features energy cooperation as its central axis, investment and infrastructure, and accelerating breakthroughs in three high-tech sectors, namely aviation satellite, nuclear energy and new energy. However, there is no doubt that the BRI aims primarily to strengthen this central pillar of energy cooperation. Aptly described as “oil roads,” the initiative will enable China to establish the necessary infrastructure, transport and refinery facilities needed to secure its energy future and keep GCC coffers full.

    These ambitious plans will be of greater significance in the years to come. Despite the economic and energy market turmoil triggered by the pandemic, Sino-Gulf relations show no signs of slowing. Rather, the pandemic may have made way for a greater mutual dependence between China and the Gulf states. This is particularly true for the GCC, whose economic wellbeing depends heavily on the revival of global oil markets. China may prove to be the answer to Gulf ministers’ prayers, stimulating growth by providing a guaranteed revenue stream for the region’s main export, no doubt stabilizing GCC economies.

    Beyond the energy sector, however, the two regions offer a wealth of investment opportunities that will likely deepen relations, particularly as the GCC economies realize their various diversification plans. The synergies between the GCC’s various “vision” agendas and China’s BRI are extensive, thus acting as a major point of collaboration. The two are already in the final stages of concluding the long-awaited China–GCC free trade agreement, a move that would no doubt propel economic cooperation and open the doors to a vast array of trading opportunities. Saudi Arabia has already taken active steps to consolidate this BRI-vision cooperation by signing various agreements and memorandums of understanding with China. Riyadh has since considered the BRI to be “one of the main pillars of the Saudi Vision 2030,” consequently making China “among the Kingdom’s biggest economic partners.” 

    Closer Partners

    It is thus clear that, willingly or unwillingly, recent global events have further pushed China and GCC into each other’s arms. Sino-Gulf relations can be expected to gain serious traction in the next few years, especially in the realm of energy cooperation, which is likely to continue to spearhead this strategic alliance as a sector of great mutual importance. Meanwhile, as China seeks to entrench itself in the Gulf, it may find itself caught in the middle of the regional power struggles that threaten stability, namely the Iran-Saudi rivalry. President Xi, however, shows no intent of mixing business with politics, as seen in his recent regional tour, which saw him visit both Saudi Arabia and Iran among others.

    Nevertheless, if China wishes to grow its presence in the Gulf, ensuring regional peace will undoubtedly become a priority for Beijing. Chinese neutrality may be exactly what is needed to defuse regional tensions and maintain a level of accord that keeps the feud below boiling point. Yet despite Sino-Gulf relations taking center stage in the near future, China will not be replacing the United States as the dominant foreign power in the Middle East any time soon. Beijing’s focus on economic rather than political matters makes China, to use the words of Prince Turki bin Faisal Al Saud, “not necessarily a better friend, but a less complicated friend.”

    Iran’s Hardliners Are Back

    To some critics, US elections are managed affairs. According to this cynical view, the “powers that be” narrow the field of candidates, the two parties don’t represent the real range of public opinion in the country, and periodic elections are just shadow plays staged by powerbrokers behind the scenes. In this way, US democracy is a sham.

    Although certainly distorted by the powerful, US democracy is not entirely scripted. If nothing else, the victory of Donald Trump in 2016 should have dispelled this particular misconception since the array of forces within the Republican Party, the intelligentsia and Wall Street were initially unified against him. By the same token. the come-from-behind victory of Black Lives Matter activist Cori Bush in her House race in Missouri in 2020 also demonstrates, on a smaller scale, that US elections cannot be predicted in advance.

    Iranian elections, on the other hand, are generally considered semi-democratic at best. Here, a true deep state of clerics and security organs really does stage-manage the elections in often quite transparent ways. This year, for instance, the Guardian Council of clerics and lawyers qualified only seven presidential candidates out of the 592 that registered. Forty women threw their hats into the ring, but the council rejected all of them. It also made sure that no viable reformist candidates would compete in the race.

    As a result, hardliner Ebrahim Raisi handily won the election last week. Just as US President Joe Biden was declaring in his first European trip that “America is back” — by which he meant that an internationally engaged America is back — the recent Iranian election has been an opportunity for the Iranian conservatives known as principlists to declare their return to power. Raisi will take over from the reformist President Hassan Rouhani, who had staked his political career on a nuclear deal with the United States and a reduction of US economic sanctions, which was initially a winning bet. Thanks to Trump’s rejection of that nuclear deal and his ratcheting up of sanctions, however, the reformist agenda lost credibility, if not among the population then at least among Iran’s ruling elite.

    Many Iranian voters were so disgusted by what was on offer in the recent election that they refused to vote. The turnout, under 50%, was the lowest since the revolution of 1979. Perhaps most telling was the candidate who came in second place. Actually, it wasn’t a person at all: it was “void.” More than 4 million votes were declared invalid.

    Combined with the number of voters who stayed home, those who voided their ballots sent a signal that they, at least, know a sham when they see one. If one wants to be optimistic, the low-turnout election reveals just how strong the pro-democratic constituency is in the country. And ironically, this poor showing demonstrates that elections do matter in Iran since the Guardian Council had to go to great lengths to guarantee its preferred outcome.

    When Trump won in 2016, he set about transforming US foreign and domestic policy. The swing in Iranian governance from reformist to conservative might be expected to produce a similar sea change in how Iran deals with the economy, its nuclear program and the outside world. But Raisi may end up selling the reformist agenda better than the reformists themselves.

    The Nuclear Deal

    The United States and Iran have just concluded a sixth round of negotiations on reviving the Iran nuclear deal, formally known as the Joint Comprehensive Plan of Action (JCPOA). It’s just possible that the two sides, in negotiations facilitated by the European Union, will come to an agreement before Raisi assumes the presidency in August. Iranian Foreign Minister Javad Zarif, for instance, is upbeat about a quick and positive conclusion to the talks.

    But even if such an early agreement is not forthcoming, there’s no reason to expect that Iran will suddenly pull out of the negotiations. True, the JCPOA was integral to the reformist program, and the reformists were just voted out of office. But Ayatollah Ali Khamenei backed the agreement in 2015 and continues to do so. Raisi himself has expressed support for the deal, with the caveats that it was America’s fault for jeopardizing the agreement and that he’s no fan of negotiations for the sake of negotiating.

    Raisi is looking to tread a fine line. His election campaign was based largely on improving the Iranian economy, and that will require the reduction and eventual elimination of nuclear-related sanctions. At the same time, he has made clear that he’s not interested in following the reformist agenda of using the nuclear deal as a cornerstone of rapprochement with the West. He stated this week that Iran’s missile program is not up for discussion — something that might have figured in post-JCPOA negotiations — and he is not looking to meet with President Biden.

    “The Americans trampled on the JCPOA and the Europeans failed to live up to their commitment,” Raisi pointed out. “I reiterate to the US that you were committed to lifting the sanctions — come back and live up to your commitments.”

    That’s a fair assessment of what happened under Trump (the trampling part) and what has so far failed to happen under Biden (the lifting of sanctions part). Still, if both sides return to the JCPOA even without future agreements, it would be an improvement over the dangerous impasse of the last few years.

    So, the message is acceptable. The messenger, however, is problematic. Accused of gross human rights violations from his time as a prosecutor in the 1980s and a judge after that, Raisi was included in a 2019 Treasury Department sanctions list. So, Iran’s new president is going to face some difficulties traveling to the West and will not likely give a speech at the UN General Assembly meetings in New York as his predecessors routinely did. Given his reception in the West, it’s not surprising that Raisi is unenthusiastic about a detente with his detractors.

    Yet because Raisi will now be presiding over a state that hews closer to the conservative views of the clerical establishment, there will be less political infighting at the top and Raisi may very well be able to sell an agreement at home more effectively than the reformists.

    The Economy

    The Iranian economy is a mess. Before the COVID-19 pandemic hit, the country experienced significant contractions in GDP of 6% in 2018 and nearly 7% in 2019. With Trump applying maximum pressure on Iran, Europe was supposed to pick up the slack. In fact, trade with Europe dropped by an astonishing 85% after 2017 as European countries buckled under the threat of secondary sanctions from the Trump administration.

    The rise in prices for consumer goods, particularly gas, prompted widespread protests throughout Iran at the end of 2019, to which the government responded with force. US-imposed sanctions, the disruptions of COVID-19 and chronic budget deficits have all contributed to the inflation that generates a good deal of public discontent in the country.

    In the late 1990s and the 2000s, Iran experienced a huge expansion of its middle class from below 30% of the population to nearly 60%. This middle class generally supported the modern, outward-looking agenda of reformists like Rouhani, who served two presidential terms beginning in 2013.

    Instead of cultivating that constituency, however, the Trump administration undercut the reformists by withdrawing from the JCPOA in 2018 and applying punitive measures that hurt the middle class. This was not a case of unintended consequences. As Ryan Costello explains at Responsible Statecraft, elements of the US far right quite consciously supported hardliners in Iran as the political figures most likely to unwittingly precipitate an uprising and, ultimately, the collapse of the regime. The maximum pressure campaign of the Trump years was designed with the same ends in mind.

    Instead of mobilizing another Green Movement, which protested the last hardliner to preside over Iran’s political system, Mahmoud Ahmadinejad, the return of the conservatives to power will more likely provoke apathy or even eventually support for anti-Western policies. “A decade of economic stagnation caused by sanctions and broken international promises has brought Iran’s middle class to a point that it may reconsider its future as a force for political moderation and globalization,” economist Djavad Salehi-Isfahani concludes.

    Raisi, meanwhile, has promised to fight corruption and economic mismanagement in the Iranian economy. He has his work cut out for him. The country ranks 149 out of 180 countries on Transparency International’s Corruption Perceptions Index. Bribery and favoritism are widespread, while a number of officials have been prosecuted for embezzlement and influence-peddling. It’s going to be difficult to root out corruption since the system basically runs on clientelism. The new patrons who take over the government apparatus expect to siphon off a portion of the state’s wealth for distribution through their patronage system.

    As a result, Raisi might find it easier to improve Iran’s economy by negotiating a reduction of external sanctions than a reduction of internal corruption.

    Regional Relations

    One of the side benefits of the Biden administration’s rethink of relations with Saudi Arabia is that it has forced Riyadh to hedge its bets in the region. Trump lavished praise on the Saudis, even as they were killing Yemenis, assassinating a Washington Post columnist and jailing human rights activists. Under Trump, the United States and Saudi Arabia bonded on their anti-Iran agenda.

    Now, with the Biden administration pulling back from its support for the Saudi-led war in Yemen and criticizing the Saudi record on human rights, Riyadh has begun secret negotiations with Iran to mend their relationship. Those discussions, which began last month in Baghdad, cover a number of flashpoints, but particularly the places where the two countries are competing for influence such as Yemen and Iraq.

    Shortly after his electoral victory, Raisi announced that he wanted to improve relations with the Gulf Arab states. He singled out Saudi Arabia, which severed diplomatic ties with Iran in 2016. “There are no obstacles from Iran’s side to re-opening embassies,” Raisi said. “There are no obstacles to ties with Saudi Arabia.”

    A rapprochement between these two regional hegemons, however superficial, could significantly improve the prospects for reducing tensions in the region. And that, in turn, could be good news for a Biden administration that so desperately wants to shift its attention away from Middle East conflicts.

    In contrast to hawks like Elliott Abrams, I certainly do not root for the hardliners to win in Iranian elections. I believe that the Iranian system, led by the reformists, can evolve in a more democratic, more peaceful and more equitable direction.

    But in the short term, the victory of Ebrahim Raisi might just be good news. After all, he supports the nuclear deal, needs the reduction of US sanctions to fulfill his economic promises and is open to better relations with his neighbors. Imagine if Ahmadinejad, Iran’s version of Trump, had returned to power. Fortunately, the Guardian Council disqualified him as well. That’s not a bad lesson for Congress, as it confronts the possibility of Trump’s return to public office.

    How Biden Helped Hardliner Raisi Win in Iran

    It was common knowledge that a US failure to rejoin the Joint Comprehensive Plan of Action (JCPOA) before the Iranian presidential election would help conservative hard-liners to win. Indeed, on June 18, the conservative Ebrahim Raisi was elected as the new president of Iran.

    Raisi has a record of brutally cracking down on government opponents, and his election is a severe blow to Iranians struggling for a more liberal, open society. He also has a history of anti-Western sentiment and says he would refuse to meet with US President Joe Biden. While incumbent President Hassan Rouhani, considered a moderate, held out the possibility of broader talks after the US returned to the JCPOA, Raisi will almost certainly reject broader negotiations with Washington.

    Could Raisi’s victory have been averted if Biden had rejoined the Iran nuclear deal right after coming into the White House and enabled Rouhani and the moderates in Iran to take credit for the removal of US sanctions before the election? Now we will never know. 

    The US withdrawal from the agreement under Donald Trump in 2018 drew near-universal condemnation from Democrats and arguably violated international law. But Biden’s failure to quickly rejoin the deal has left Trump’s policy in place, including the cruel “maximum pressure” sanctions that are destroying Iran’s middle class, throwing millions of people into poverty, and preventing imports of medicine and other essentials, even during a pandemic. 

    US sanctions have provoked retaliatory measures from Iran, including suspending limits on its uranium enrichment and reducing cooperation with the International Atomic Energy Agency (IAEA). Trump’s, and now Biden’s, policy has simply reconstructed the problems that preceded the JCPOA in 2015, displaying the widely recognized madness of repeating something that didn’t work and expecting a different result.

    If actions speak louder than words, the US seizure of 27 Iranian and Yemeni international news websites on June 22, based on the illegal, unilateral US sanctions that are among the most contentious topics of the Vienna negotiations, suggests that the same madness still holds sway over US policy.

    Biden Takes His Time

    Since Biden took office on January 20, the critical underlying question is whether he and his administration are really committed to the JCPOA or not. As a presidential primary candidate, Senator Bernie Sanders promised to simply rejoin the nuclear deal on his first day as president. Iran has always said it was ready to comply with the agreement as soon as the United States rejoined it.

    Biden has been in office for five months, but the negotiations in Vienna, Austria, did not begin until April 6. His failure to rejoin the agreement on taking office reflected a desire to appease hawkish advisers and politicians who claimed he could use Trump’s withdrawal and the threat of continued sanctions as “leverage” to extract more concessions from Iran over its ballistic missiles, regional activities and other questions. 

    Far from extracting more concessions, Biden’s foot-dragging only provoked further retaliatory action by Iran, especially after the assassination of an Iranian scientist and sabotage at Iran’s Natanz nuclear facility, both probably committed by Israel. 

    Without a great deal of help, and some pressure, from America’s European allies, it is unclear how long it would have taken Biden to get around to opening negotiations with Iran. The shuttle diplomacy taking place in Vienna is the result of painstaking negotiations with both sides by former European Parliament President Josep Borrell, who is now the European Union’s foreign policy chief.

    The sixth round of shuttle diplomacy has now concluded in Vienna without an agreement. President-elect Raisi says he supports the negotiations, but would not allow the US to drag them out for a long time. 

    An unnamed US official raised hopes for an agreement before Raisi takes office on August 3, noting that it would be more difficult to reach an agreement after that. But a State Department spokesman said talks would continue when the new government takes office, implying that an agreement was unlikely before then. 

    Will They or Won’t They?

    Even if Biden had rejoined the nuclear deal, Iran’s moderates might still have lost this tightly managed election. But a restored JCPOA and the end of US sanctions would have left the moderates in a stronger position. It would have also set Iran’s relations with the United States and its allies on a path of normalization that would have helped to weather more difficult relations with Raisi and his government in the coming years.

    If Biden fails to rejoin the JCPOA, and if the US or Israel ends up at war with Iran, this lost opportunity to quickly rejoin the deal during his first months in office will loom large over future events and his legacy as president.

    If the United States does not rejoin the JCPOA before Raisi takes office, Iran’s hard-liners will point to Rouhani’s diplomacy with the West as a failed pipe-dream, and their own policies as pragmatic and realistic by contrast. In the US and Israel, the hawks who have lured Biden into this slow-motion train-wreck will be popping champagne corks to celebrate Raisi’s inauguration, as they move in to kill the JCPOA for good, smearing it as a deal with a mass murderer.

    If Biden rejoins the JCPOA after Raisi’s inauguration, Iran’s hard-liners will claim that they succeeded where Rouhani and the moderates failed and take credit for the economic recovery that will follow the removal of US sanctions. 

    On the other hand, if Biden follows hawkish advice and tries to play it tough, and Raisi then pulls the plug on the negotiations, both leaders will score points with their own hard-liners at the expense of majorities of their people who want peace. In doing so, the United States will be back on a path of confrontation with Iran. While that would be the worst outcome of all, it would allow Biden to have it both ways domestically, appeasing the hawks and telling liberals that he was committed to the nuclear deal until Iran rejected it. Such a cynical path of least resistance would very likely be a path to war.

    Move Faster

    On all these counts, it is vital that Biden and the Democrats conclude an agreement with the Rouhani government and rejoin the JCPOA. Rejoining it after Raisi takes office would be better than letting the negotiations fail altogether, but this entire slow-motion train-wreck has been characterized by diminishing returns with every delay, from the day Biden took office. 

    Neither the people of Iran nor the people of the United States have been well served by Biden’s willingness to accept Trump’s Iran policy as an acceptable alternative to Barack Obama’s, even as a temporary political expedient. To allow Trump’s abandonment of Obama’s agreement to stand as a long-term US policy would be an even greater betrayal of the goodwill and good faith of people on all sides — Americans, allies and enemies alike.

    Biden and his advisers must now confront the consequences of the position their wishful thinking and dithering has landed them in. They must make a genuine and serious political decision to rejoin the JCPOA within days or weeks.

    To Embrace Biden’s Democracy Agenda, Start With Turkey

    European Union leaders are getting ready to discuss Turkey once again. The timing of the European Council meeting on June 24-25 is crucial, taking place just after the G7, NATO and EU-US summits. Following four years of discontent between Brussels and Washington, this has been an exercise in reassurance, looking to reinvent multilateralism for the 21st century.

    At the summits, the allies discussed rules for various policy areas, including economy, trade, climate, security and defense, while seeking a common stance against autocracies, particularly Russia and China. If US President Joe Biden and his European allies are serious about standing up to undemocratic regimes, the place to start is Turkey, which the European Council should shift its focus to right away.

    Turkey’s relations with its Western allies have been deteriorating for years. European decision-makers blame this on Ankara’s democratic backsliding and its unilateral foreign policy, which increasingly runs counter to European interests. Developments in Syria, Libya, the Eastern Mediterranean and Nagorno-Karabakh, however, have shifted almost the entire focus to foreign policy.

    The EU’s desire to reduce tensions in its neighborhood has eclipsed questions of democracy and rule of law. That is what is behind its proposal for a “positive agenda” with Turkey that is “progressive, proportional and reversible.” It is thus conditional on Turkey’s external actions — good regional relations in line with international law — but not clearly linked to the state of democracy. While the European Parliament flagged this in its recent report, a firm stance by the European Council is missing.

    Commitment to Democracy, Everywhere

    In March, concerns mounted in the EU when President Recep Tayyip Erdogan withdrew Turkey from the Council of Europe’s Istanbul Convention on preventing violence against women. This was clearly the continuation of a long-term trend limiting basic rights and freedoms. The new presidential system in Turkey has eliminated most of the checks and balances. Civil society is under immense pressure. Democratically elected representatives have been removed and prosecuted. Last but not least, the state prosecutor has applied to the constitutional court to ban the opposition Peoples’ Democratic Party (HDP). According to Freedom House, Turkey is “not free,” just like Russia and China.

    This situation threatens the credibility of the transatlantic allies’ commitment to democracy, rule of law, and basic rights and freedoms. According to the summit’s communiqué, the G7 is committed to upholding a rules-based international system and defending values. That is also the promise of NATO and the transatlantic allies.

    Selective application would undermine that commitment: The rules apply to a rising China challenging Western economies, but not if you can get a bargain with Turkey in the Eastern Mediterranean. Those who prioritize geopolitics over principles might argue that Turkey receives less criticism as a NATO ally and strategically important accession candidate on the EU’s doorstep. Yet even if the European Union dropped the entire democratic conditionality framework, it would still risk being affected negatively by democratic backsliding and erosion of rule of law. Recent examples include Turkey’s unlawful detention of EU and US citizens and arbitrary decisions to move refugees to its borders with Greece in 2020. Not to speak of the future risks to European investments.

    European leaders may think that criticizing domestic repression in Turkey would put positive foreign policy developments at risk. There are no guarantees, however, that advances in the Eastern Mediterranean or relations with Greece, Cyprus or other member states will not be suddenly reversed, for example, to rally nationalists behind the current government.

    EU leaders must know that there can be no guarantees for the union as long as instability prevails in Turkey. The situation in the country has been exacerbated by deficits in democracy and rule of law. If European leaders choose to settle for a fragile status quo rather than promoting core values, they may still end up at odds with Turkey, while undermining the values they keep vowing to defend.

    Serious About Democracy? Time to Speak Up

    European leaders will try to buy time again, as they did at the European Council meetings in October and December 2020 and March 2021. But there is a window of opportunity. Ankara is on a charm offensive with its Western allies, needing an economic boost and trying to avoid European and American sanctions. While the government is determined to stay in charge, power struggles are emerging within the state apparatus. This is definitely the right time to set the tone, one that focuses on democracy.

    Action on Turkey is also needed to show the broader world that the G7, European Union and NATO mean what they said at the recent summits. Democracy will be an important component of external action. If the European Union cannot apply this principle to such a close neighbor, ally and EU accession candidate, what does that say about the democracy agenda?

    Is This the Dawn of a New Day in Israel?

    On May 19, 1999, when Ehud Barak defeated Benjamin Netanyahu in the general election, tens of thousands of Israelis gathered in Rabin Square in Tel Aviv to celebrate. Barak, the new prime minister, declared that it was the “dawn of a new day.” He also had plans in mind: withdraw Israeli troops stationed in Lebanon since 1982 and also try to make peace with the Syrians and Palestinians.

    On June 13, 2021, a new generation had a chance to celebrate in that same square as a new government took charge of Israel. Many of them participated in ongoing demonstrations against Netanyahu, the now-former prime minister, over the past year as he faces charges of bribery, fraud and breach of trust. These Israelis came to celebrate another “dawn of a new day,” though with less ambitious goals.

    The New Government

    There is nothing in the new government’s guidelines about what to do concerning the Israeli occupation of Palestinian territories or how to resolve the Israeli-Palestinian conflict. But that doesn’t mean there is nothing to celebrate.

    Israel is embarking on a new venture, perhaps unprecedented in the annals of international political history. The country now has a right-center-left coalition government whose goal is to restore at least a semblance of sanity, democratic norms and civil discourse to a highly polarized society. In just two years, Israel has held four elections without a decisive result that ate away at the very foundations of Israeli democracy, causing a loss of faith in the electoral process.

    As prime minister for 12 years, Netanyahu became more illiberal, building alliances with other corrupt, illiberal allies such as Donald Trump, Jair Bolsonaro, Narendra Modi and Viktor Orban. In response, his opponents in Israeli society and the Knesset grew to a crescendo. There is no question that the people who took to the streets as Netanyahu’s corruption trial began earlier this year provided the tailwind for the possibility of establishing this unusual “government of change.”

    Progressive Israelis

    So, what is there to celebrate, particularly from the point of view of a progressive Israeli? The first and most important thing is that Netanyahu is gone, at least for the foreseeable future. His presence in the seat of power had dominated the Israeli discourse and body politic. Removing him from power through the ballot box has opened up space for new ideas and leaders to emerge.

    In what may potentially be a revolution in Israeli politics, an Arab party has joined the ruling coalition. The United Arab Party (UAR), led by Mansour Abbas, is a full-fledged partner in a broad group of parties in the Knesset. The more progressive Joint Arab List, led by Ayman Odeh, would have been a better fit, but Benny Gantz squandered that opportunity in 2020. Gantz, the Blue and White leader, failed to form a coalition with their support after the elections last year.

    Still, the UAR, though an Islamist party, is not necessarily identifiable with the Muslim Brotherhood and Hamas, despite claims in the media. Its original leader, Sheikh Abdullah Nimar Darwish, broke away from the northern branch of the movement when he decided the party should reject violence and participate in Israeli politics. He also promoted Jewish-Arab civic cooperation and peace between Israelis and Palestinians. However, it is not clear how ready the movement currently is to help promote peace talks.

    It is also important that, for the first time in 20 years, the left-wing Meretz party is in the coalition, with three ministers in the government. The party was a primary partner to the efforts of Yitzhak Rabin and Shimon Peres in the 1990s, which led to the Oslo agreement breakthrough in the Israeli-Palestinian conflict.

    Most importantly, Esawi Frej, an Arab-Israeli from the town of Kfar Kassim, is the minister for regional cooperation. Frej, a member of the Knesset for Meretz, is only the second Muslim minister in Israeli history. He may be able to use that position to try to leverage the Israeli agreements signed in 2020 with four Arab countries — coupled with the existing treaties with Egypt and Jordan — to create positive movement in the Israeli-Palestinian arena.

    Naftali Bennett

    When it comes to Prime Minister Naftali Bennett, while he is apparently not corrupt like Netanyahu, I don’t have many expectations. It is highly doubtful that any of those celebrating in Rabin Square voted for his right-wing nationalist party, Yamina. Fortunately, Bennett will not be able to act upon any of the ideas he has previously promoted — including the annexation of Area C of the West Bank, which makes up 60% of the Palestinian territory — since Yamina holds only six out of the 61 seats in the Knesset that provided the thin majority for the new government. Though without those seats, the government could not have been formed. 

    Bennett is bound by an agreement with Yair Lapid, head of the centrist Yesh Atid party. As the architect of the “government of change” coalition with 17 seats in the Knesset, Lapid will replace Bennett as prime minister in August 2023 in a power-sharing agreement and can veto any of the current leader’s ideas.

    My former neighbor, journalist Ran Adelist, recently wrote that he has a dream that Bennett — a religious-nationalist who lives in the suburban town of Ra’anana with his secular wife — will see the light and understand that the only rational way to preserve Israel as a Jewish and democratic state is to accept the idea of a two-state solution with the Palestinians. That view was shared by journalist Noga Tarnopolsky, who in a New York Times article described a surprising conversation she had with Bennett before he became prime minister. One can only hope.

    But perhaps there is a possibility of more than just hope. Lapid, who will be foreign minister for the first two years before becoming prime minister, spoke at a conference organized by Mitvim, the Israeli Institute for Regional Foreign Policies.”I believe that a breakthrough on the Iranian issue depends on the Palestinian issue.  We need to work to advance a diplomatic agreement with the Palestinians, only as part of a regional discussion,” he said. “Can we separate the Iranian problem from the Palestinian problem? Without progress vis-à-vis the Palestinians, can we enlist the [support of] the Saudi public, the U.S. Congress, American Jewry, the European Union, and money from the Gulf states? Netanyahu says we can. I tell you we can’t. Most security officials say we can’t.”

    So, maybe Lapid, as foreign minister and then as prime minister, together with Frej as minister for regional cooperation and others, can initiate some moves in that direction. The US government, the EU, the Gulf states and the liberal majority of American Jewry should take notice and help initiate some much-needed progress. One thing is clear: There can be no illusions that the Palestinian question can be ignored, as was clearly demonstrated by the recent events in Jerusalem and the 11-days of fighting we just went through. 

    Although the Knesset session that confirmed the new government was a disgrace — interrupted by constant inflammatory heckling by back-benchers from Netanyahu’s Likud, the extreme-right Religious Zionist Party and the ultra-Orthodox — at least we didn’t have a Capitol Hill-style insurrection in Israel. Even Netanyahu, who vowed to do everything to overthrow the government and return to the premiership, said that the votes by members of the Knesset were counted accurately. His complaint was that his erstwhile right-wing colleagues from Yamina, the New Hope party and Yisrael Beiteinu had deceived their voters and joined together to form “a leftwing government.”
