    Biden Must Call Off the Bombing of Afghan Cities

    Ten provincial capitals in Afghanistan have fallen to the Taliban in just a week, while fighting continues in four more. US military officials now believe that Kabul, the Afghan capital, could fall in one to three months. 

    It is horrific to watch the death, destruction and mass displacement of thousands of terrified Afghans and the triumph of the misogynist Taliban that ruled the nation 20 years ago. But the fall of the centralized, corrupt Afghan government propped up by the West was inevitable, whether this year, next year or 10 years from now.

    US President Joe Biden has reacted to America’s snowballing humiliation in the graveyard of empires by once again dispatching US Envoy Zalmay Khalilzad to Doha, Qatar, to urge the government and the Taliban to seek a political solution. At the same time, the US has dispatched B-52 bombers to attack at least two of Afghanistan’s 34 provincial capitals.

    In LashkarGah, the capital of Helmand province, the bombing has already reportedly destroyed a high school and a health clinic. Another B-52 bombed Sheberghan, the capital of Jowzjan province and the home of the infamous warlord and accused war criminal Abdul Rashid Dostum, who is now the military commander of the US-backed government’s armed forces. Meanwhile, the New York Times reports that US Reaper drones and AC-130 gunships are also still operating in Afghanistan. 

    The Fall of the Afghan Army

    The rapid disintegration of the Afghan forces that the US and its Western allies have recruited, armed and trained for 20 years at a cost of nearly $89 billion should come as no surprise. On paper, the Afghan national army has 180,000 troops. In reality, most of them are unemployed Afghans desperate to earn some money to support their families but not eager to fight their fellow citizens. The army is also notorious for its corruption and mismanagement.

    The army and the beleaguered and vulnerable police forces that man isolated outposts and checkpoints around the country are plagued by high casualties, rapid turnover and desertion. Most troops feel no loyalty to the corrupt US-backed government and routinely abandon their posts, either to join the Taliban or just to go home. When the BBC asked General Khoshal Sadat, the national police chief, about the impact of high casualties on police recruitment in February 2020, he cynically replied: “When you look at recruitment, I always think about the Afghan families and how many children they have. The good thing is there is never a shortage of fighting-age males who will be able to join the force.” 

    But a police recruit at a checkpoint questioned the very purpose of the war, telling the BBC’s Nanna Muus Steffensen: “We Muslims are all brothers. We don’t have a problem with each other.” In that case, she asked him, why were they fighting? He hesitated, laughed nervously and shook his head in resignation. “You know why. I know why,” he said. “It’s not really our fight.”

    Since 2007, the jewel of US and Western military training missions in Afghanistan has been the Afghan commando corps or special operations forces, who comprise only 7% of Afghan national army troops but reportedly do 70% to 80% of the fighting. But the commandos have struggled to reach their target of recruiting, arming and training 30,000 troops. Poor recruitment from Pashtuns, the largest and traditionally dominant ethnic group, has been a critical weakness, especially from the Pashtun heartland in the south. 

    The commandos and the professional officer corps of the Afghan army are dominated by ethnic Tajiks. This community consists of the successors to the Northern Alliance, which the US supported against the Taliban 20 years ago. As of 2017, the commandos are estimated at only 21,000. It is not clear how many of these Western-trained troops now serve as the last line of defense between the US-backed puppet government and total defeat. 

    The Taliban’s speedy and simultaneous occupation of large amounts of territory all over the country appears to be a deliberate strategy to overwhelm and outflank the government’s small number of well-trained, well-armed troops. The Taliban have had more success winning the loyalty of minorities in the north and west than government forces have had to recruit Pashtuns from the south, and the government’s small number of well-trained troops cannot be everywhere at once.

    But what of the United States? Its deployment of B-52 bombers, Reaper drones and AC-130 gunships is a brutal response by a failing, flailing imperial power to a historic, humiliating defeat.

    The US does not flinch from committing mass murder against its enemies. Just look at the US-led destruction of Fallujah and Mosul in Iraq and Raqqa in Syria. How many Americans even know about the massacre of civilians that Iraqi forces committed when the US-led coalition finally took control of Mosul in 2017? This came after Donald Trump, while campaigning in 2015, said that the US should “take out the families” of Islamic State fighters.

    Twenty years after George W. Bush, Dick Cheney and Donald Rumsfeld committed a full range of war crimes — from torture and the deliberate killing of civilians to the “supreme international crime” of aggression — Biden is clearly no more concerned than they were with criminal accountability or the judgment of history. But even from the most pragmatic and callous point of view, what can continued aerial bombardment of Afghan cities accomplish, besides a final but futile climax to the 20-year-long slaughter of Afghans by tens of thousands of American bombs and missiles?

    The intellectually and strategically bankrupt US military and CIA bureaucracy has a history of congratulating itself for fleeting, superficial victories. The US quickly declared victory in Afghanistan in 2001 and set out to duplicate its imagined conquest in Iraq two years later. Then, the short-lived success of the 2011 regime change operation in Libya encouraged the US and its allies to let al-Qaeda affiliates loose in Syria, spawning a decade of intractable violence and chaos and the rise of the Islamic State (IS). 

    In the same manner, Biden’s unaccountable and corrupt national security advisers seem to be urging him to use the same weapons that obliterated the Islamic State group’s urban bases in Iraq and Syria to attack Taliban-held cities in Afghanistan. But Afghanistan is not Iraq or Syria.  First, fewer Afghans live in cities. Second, the Taliban’s base is not in major cities, but in the rural areas where the other three-quarters of Afghans live. Despite support from Pakistan over the years, the Taliban are not an invading force like IS, but an Afghan nationalist movement that has fought for two decades to expel foreign invasion and occupation forces from their country. 

    In many areas, Afghan forces have not fled from the Taliban, as the Iraqi army did from IS in 2014, but joined them. On August 9, the Taliban occupied Aybak, the sixth provincial capital to fall, after a local warlord and his fighters reportedly agreed to join forces with the Taliban.

    That very same day, the government’s chief negotiator, Abdullah Abdullah, returned to Doha for further peace talks with the Taliban. His American allies must make it clear to him, his government and the Taliban that the US will support every effort to achieve a peaceful political transition. 

    The New Syndrome

    But the United States must not keep bombing and killing civilians to provide cover for the Afghan government to avoid difficult but necessary compromises at the negotiating table to bring peace to the long-suffering, war-weary people of Afghanistan. Bombing Taliban-occupied cities and the people who live in them is a savage and criminal policy that President Biden must renounce.

    The defeat of the US and its allies in Afghanistan now seems to be unfolding even faster than the collapse of South Vietnam between 1973 and 1975. The public takeaway from the US defeat in Southeast Asia was the “Vietnam syndrome,” an aversion to overseas military interventions that lasted for decades.

    As we approach the 20th anniversary of the 9/11 attacks, we should reflect on how the Bush administration exploited the US public’s thirst for revenge to unleash this bloody, tragic and utterly futile war in Afghanistan. The lesson of America’s experience in that country should be a new “Afghanistan syndrome,” a public aversion to war that prevents future US military attacks and invasions, rejects attempts to socially engineer the governments of other nations, and leads to a new and active American commitment to peace, diplomacy and disarmament.

    America’s Afghan War Is Over. But What About Iraq and Iran?

    At Bagram air base, Afghan scrap merchants are already picking through the graveyard of US military equipment that was until recently the headquarters of America’s 20-year occupation of their country. Afghan officials say the last US forces slipped away from Bagram in the dead of night, without notice or coordination. 

    The Taliban are rapidly expanding their control over hundreds of districts in Afghanistan, usually through negotiations between local elders, but also by force when troops loyal to the Kabul government refuse to give up their outposts and weapons. A few weeks ago, the Taliban controlled a quarter of the country. Now it’s a third. They are taking control of border posts and large swathes of territory in the north of the country. These include areas that were once strongholds of the Northern Alliance, a militia that prevented the Taliban from unifying the country under their rule in the late 1990s.

    People of goodwill all over the world hope for a peaceful future for the people of Afghanistan, but the only legitimate role the United States can play there now is to pay reparations, in whatever form, for the damage it has done and the pain and deaths it has caused. Speculation in the US political class and corporate media about how the US can keep bombing and killing Afghans from “over the horizon” should cease. The US and its corrupt puppet government lost this war. Now it’s up to the Afghans to forge their future. 

    Iraq

    So, what about America’s other endless crime scene: Iraq? The US corporate media only mention Iraq when our leaders suddenly decide that the over 150,000 bombs and missiles they have dropped on Iraq and Syria since 2001 were not enough, and dropping a few more on Iranian allies there will appease some hawks in Washington without starting a full-scale war with Iran.

    But for 40 million Iraqis, as for 40 million Afghans, America’s most stupidly chosen battlefield is their country, not just an occasional news story. They are living their entire lives under the enduring impacts of the neocons’ war of mass destruction.

    Young Iraqis took to the streets in 2019 to protest 16 years of corrupt government by the former exiles to whom the United States handed over their country and its oil revenues. The protests were directed at the Iraqi government’s corruption and failure to provide jobs and basic services to its people, but also at the underlying, self-serving foreign influences of the US and Iran over every Iraqi government since the 2003 invasion.

    A new government was formed in May 2020, headed by Iraqi Prime Minister Mustafa al-Kadhimi, previously the head of Iraq’s intelligence service and, before that, a journalist and editor for the Al-Monitor website. Kadhimi has initiated investigations into the embezzlement of $150 billion in Iraqi oil revenues by officials of previous governments, who were mostly former Western-based exiles like himself. He is now walking a fine line to try to save his country, after all it has been through, from becoming the front line in a new US war on Iran.

    Recent US airstrikes have targeted the Hashd al-Shaabi, known in English as the Popular Mobilization Forces (PMF). The PMF, which is made up of mostly Iraqi Shia armed groups, was formed in 2014 to fight the Islamic State (IS). At the time, IS had seized territory spanning both Iraq and Syria, breaking the border between the two countries and declaring a caliphate. The PMF comprises about 130,000 troops in 40 or more different units. Most of them were recruited by pro-Iranian Iraqi political parties and groups. Now, the PMF is an integral part of Iraq’s armed forces and is credited with playing a critical role in the war against IS.

    Western media represent the PMF as militias that Iran can turn on and off as a weapon against the United States. But the PMF has its own interests and decision-making structures. When Iran has tried to calm tensions with the US, it has not always been able to control the PMF. General Haider al-Afghani, the Iranian Revolutionary Guard officer in charge of coordinating with the PMF, recently requested a transfer out of Iraq. He complained that the PMF paid no attention to him.

    Ever since the US assassination of Iran’s General Qasem Soleimani and PMF commander Abu Mahdi al-Muhandis in January 2020, the PMF has been determined to force the last remaining US occupation forces out of Iraq. After the killing, the Iraqi national assembly passed a resolution calling for US forces to leave Iraq. Following US airstrikes against PMF units in February 2021, Iraq and the US agreed in early April that American combat troops would soon depart. 

    But no date has been set, no detailed agreement has been signed, many Iraqis do not believe US forces will leave, nor do they trust the Kadhimi government to ensure their departure. As time has gone by without a formal agreement, some PMF forces have resisted calls for calm from their own government and Iran and stepped up attacks on US forces. 

    At the same time, the Vienna talks over the Iran nuclear agreement have raised fear among PMF commanders that Iran may sacrifice them as a bargaining chip in a renegotiated nuclear agreement with the United States. So, in the interest of survival, the commanders have become more independent of Iran and cultivated a closer relationship with Kadhimi. This was evidenced in Kadhimi’s attendance at a huge military parade in June to celebrate the seventh anniversary of the PMF’s founding.

    The next day, the US bombed PMF forces in Iraq and Syria, drawing public condemnation from Kadhimi and his cabinet as a violation of Iraqi sovereignty. After conducting retaliatory strikes, the PMF declared a new ceasefire on June 29, apparently to give Kadhimi more time to finalize a withdrawal agreement. But six days later, some of them resumed rocket and drone attacks on US targets.

    Whereas Donald Trump only retaliated when rocket attacks in Iraq killed Americans, a senior US official has revealed that President Joe Biden has lowered the bar, threatening to respond with airstrikes even when Iraqi militia attacks do not cause US casualties. But US air strikes have only led to rising tensions and further escalations by Iraqi militia forces. If American forces respond with more or heavier airstrikes, the PMF and Iran’s allies throughout the region can respond with more widespread attacks on US bases. The further this escalates and the longer it takes to negotiate a genuine withdrawal agreement, the more pressure Kadhimi will get from the PMF and other sectors of Iraqi society to show US forces the door.

    The official rationale for the US presence and that of NATO training forces in Iraqi Kurdistan is that the Islamic State is still active. In January, a suicide bomber killed 32 people in Baghdad. The group still has a strong appeal to oppressed young people across the Arab and Muslim world. The failures, corruption and repression of successive post-2003 governments in Iraq have provided fertile soil.

    Iran

    But the United States clearly has another reason for keeping forces in Iraq, as a forward base in its simmering war on Iran. That is exactly what Kadhimi is trying to avoid by replacing US forces with the Danish-led NATO training mission in Iraqi Kurdistan. This mission is being expanded from 500 to at least 4,000 forces, made up of Danish, British and Turkish troops. 

    If Biden had quickly rejoined the nuclear agreement with Iran after taking office in January, tensions would be lower by now and the US troops in Iraq might well be home already. Instead, Biden obliviously swallowed the poison pill of Trump’s Iran policy by using “maximum pressure” as a form of “leverage,” escalating an endless game of chicken the United States cannot win — a tactic that Barack Obama began to wind down six years ago by signing the JCPOA.

    The US withdrawal from Iraq and the Iran nuclear deal are interconnected, two essential parts of a policy to improve US–Iranian relations and end Washington’s antagonistic and destabilizing interventionist role in the Middle East. The third element for a more stable and peaceful region is the diplomatic engagement between Iran and Saudi Arabia, in which Kadhimi’s Iraq is playing a critical role as the principal mediator.    

    The fate of the Joint Comprehensive Plan of Action (JCPOA), as the Iran deal is formally known, is still uncertain. The sixth round of shuttle diplomacy in Vienna ended on June 20 and no date has been set for a seventh round yet. Biden’s commitment to rejoining the JCPOA seems shakier than ever. Ebrahim Raisi, the president-elect of Iran, has declared he will not let the Americans keep drawing out the negotiations.

    In an interview in June, US Secretary of State Antony Blinken upped the ante by threatening to pull out of the talks altogether. He said that if Iran continued to spin more sophisticated centrifuges at higher and higher levels, it will become very difficult for the United States to return to the original deal, which was signed in 2015 under Obama. Asked whether or when the US might walk away from negotiations, he said, “I can’t put a date on it, [but] it’s getting closer.”

    What should really be “getting closer” is the US withdrawal of troops from Iraq. While Afghanistan is portrayed as the “longest war” the United States has fought, the US military has been bombing Iraq for most of the last 30 years. The fact that the US military is still conducting “defensive airstrikes” 18 years after the 2003 invasion and nearly 10 years since the official end of the war proves just how ineffective and disastrous this US intervention has been.

    Biden certainly seems to have learned the lesson in Afghanistan that the US can neither bomb its way to peace nor install puppet governments at will. When pilloried by the press about the Taliban gaining control as US troops withdraw, Biden said: “For those who have argued that we should stay just six more months or just one more year, I ask them to consider the lessons of recent history.” He added: “Nearly 20 years of experience has shown us, and the current security situation only confirms, that ‘just one more year’ of fighting in Afghanistan is not a solution but a recipe for being there indefinitely. It’s the right and the responsibility of the Afghan people alone to decide their future and how they want to run their country.”  

    The same lessons of history apply to Iraq. The US has already inflicted so much death and misery on the Iraqi people, destroyed so many of its beautiful cities and unleashed so much sectarian violence and IS fanaticism. Just like the shuttering of the massive Bagram base in Afghanistan, Biden should dismantle the remaining imperial bases in Iraq and bring the troops home.

    The Iraqi people have the same right to decide their own future as the people of Afghanistan. All the countries of the Middle East have the right and the responsibility to live in peace, without the threat of American bombs and missiles always hanging over their heads. 

    Let’s hope Biden has learned another history lesson: that the United States should stop invading and attacking other countries.

    How Biden Helped Hardliner Raisi Win in Iran

    It was common knowledge that a US failure to rejoin the Joint Comprehensive Plan of Action (JCPOA) before the Iranian presidential election would help conservative hard-liners to win. Indeed, on June 18, the conservative Ebrahim Raisi was elected as the new president of Iran.

    Raisi has a record of brutally cracking down on government opponents, and his election is a severe blow to Iranians struggling for a more liberal, open society. He also has a history of anti-Western sentiment and says he would refuse to meet with US President Joe Biden. While incumbent President Hassan Rouhani, considered a moderate, held out the possibility of broader talks after the US returned to the JCPOA, Raisi will almost certainly reject broader negotiations with Washington.

    Could Raisi’s victory have been averted if Biden had rejoined the Iran nuclear deal right after coming into the White House and enabled Rouhani and the moderates in Iran to take credit for the removal of US sanctions before the election? Now we will never know. 

    The US withdrawal from the agreement under Donald Trump in 2018 drew near-universal condemnation from Democrats and arguably violated international law. But Biden’s failure to quickly rejoin the deal has left Trump’s policy in place, including the cruel “maximum pressure” sanctions that are destroying Iran’s middle class, throwing millions of people into poverty, and preventing imports of medicine and other essentials, even during a pandemic. 

    US sanctions have provoked retaliatory measures from Iran, including suspending limits on its uranium enrichment and reducing cooperation with the International Atomic Energy Agency (IAEA). Trump’s, and now Biden’s, policy has simply reconstructed the problems that preceded the JCPOA in 2015, displaying the widely recognized madness of repeating something that didn’t work and expecting a different result.

    If actions speak louder than words, the US seizure of 27 Iranian and Yemeni international news websites on June 22, based on the illegal, unilateral US sanctions that are among the most contentious topics of the Vienna negotiations, suggests that the same madness still holds sway over US policy.

    Biden Takes His Time

    Since Biden took office on January 20, the critical underlying question is whether he and his administration are really committed to the JCPOA or not. As a presidential primary candidate, Senator Bernie Sanders promised to simply rejoin the nuclear deal on his first day as president. Iran has always said it was ready to comply with the agreement as soon as the United States rejoined it.

    Biden has been in office for five months, but the negotiations in Vienna, Austria, did not begin until April 6. His failure to rejoin the agreement on taking office reflected a desire to appease hawkish advisers and politicians who claimed he could use Trump’s withdrawal and the threat of continued sanctions as “leverage” to extract more concessions from Iran over its ballistic missiles, regional activities and other questions. 

    Far from extracting more concessions, Biden’s foot-dragging only provoked further retaliatory action by Iran, especially after the assassination of an Iranian scientist and sabotage at Iran’s Natanz nuclear facility, both probably committed by Israel. 

    Without a great deal of help, and some pressure, from America’s European allies, it is unclear how long it would have taken Biden to get around to opening negotiations with Iran. The shuttle diplomacy taking place in Vienna is the result of painstaking negotiations with both sides by former European Parliament President Josep Borrell, who is now the European Union’s foreign policy chief.

    The sixth round of shuttle diplomacy has now concluded in Vienna without an agreement. President-elect Raisi says he supports the negotiations, but would not allow the US to drag them out for a long time. 

    An unnamed US official raised hopes for an agreement before Raisi takes office on August 3, noting that it would be more difficult to reach an agreement after that. But a State Department spokesman said talks would continue when the new government takes office, implying that an agreement was unlikely before then. 

    Will They or Won’t They?

    Even if Biden had rejoined the nuclear deal, Iran’s moderates might still have lost this tightly managed election. But a restored JCPOA and the end of US sanctions would have left the moderates in a stronger position. It would have also set Iran’s relations with the United States and its allies on a path of normalization that would have helped to weather more difficult relations with Raisi and his government in the coming years.

    If Biden fails to rejoin the JCPOA, and if the US or Israel ends up at war with Iran, this lost opportunity to quickly rejoin the deal during his first months in office will loom large over future events and his legacy as president.

    If the United States does not rejoin the JCPOA before Raisi takes office, Iran’s hard-liners will point to Rouhani’s diplomacy with the West as a failed pipe-dream, and their own policies as pragmatic and realistic by contrast. In the US and Israel, the hawks who have lured Biden into this slow-motion train-wreck will be popping champagne corks to celebrate Raisi’s inauguration, as they move in to kill the JCPOA for good, smearing it as a deal with a mass murderer.

    If Biden rejoins the JCPOA after Raisi’s inauguration, Iran’s hard-liners will claim that they succeeded where Rouhani and the moderates failed and take credit for the economic recovery that will follow the removal of US sanctions. 

    On the other hand, if Biden follows hawkish advice and tries to play it tough, and Raisi then pulls the plug on the negotiations, both leaders will score points with their own hard-liners at the expense of majorities of their people who want peace. In doing so, the United States will be back on a path of confrontation with Iran. While that would be the worst outcome of all, it would allow Biden to have it both ways domestically, appeasing the hawks and telling liberals that he was committed to the nuclear deal until Iran rejected it. Such a cynical path of least resistance would very likely be a path to war.

    Move Faster

    On all these counts, it is vital that Biden and the Democrats conclude an agreement with the Rouhani government and rejoin the JCPOA. Rejoining it after Raisi takes office would be better than letting the negotiations fail altogether, but this entire slow-motion train-wreck has been characterized by diminishing returns with every delay, from the day Biden took office. 

    Neither the people of Iran nor the people of the United States have been well served by Biden’s willingness to accept Trump’s Iran policy as an acceptable alternative to Barack Obama’s, even as a temporary political expedient. To allow Trump’s abandonment of Obama’s agreement to stand as a long-term US policy would be an even greater betrayal of the goodwill and good faith of people on all sides — Americans, allies and enemies alike.

    Biden and his advisers must now confront the consequences of the position their wishful thinking and dithering has landed them in. They must make a genuine and serious political decision to rejoin the JCPOA within days or weeks.

    The World Needs a People’s Vaccine

    A recent Yahoo News/YouGov poll found that worries about the COVID-19 pandemic in the United States are at their lowest level since it began. Only half of Americans are either “very worried” (15%) or “somewhat worried” (35%) about the virus, while the other half are “not very worried” (30%) or “not worried at all” (20%). But the news from around the world makes it clear that this pandemic is far from over, and a story from Vietnam highlights the nature of the danger.

    Vietnam is a COVID success story, with one of the lowest rates of infection and death in the world. Vietnam’s excellent community-based public health system prevented the coronavirus from spreading beyond isolated cases and localized outbreaks, without a nationwide lockdown. With a population of 98 million people, Vietnam has had only 8,983 confirmed cases and 53 deaths. However, more than half of Vietnam’s cases and deaths have come in the last two months, and three-quarters of the new cases have been infected with a new “hybrid” variant that combines the two mutations detected separately in the Alpha (UK) and Delta (India) variants.

    Vietnam is a canary in the pandemic coal mine. The way this new variant has spread so quickly in a country that has defeated every previous form of the virus suggests that this one is much more infectious.

    COVID-19 Variants

    This variant must surely also be spreading in other countries, where it will be harder to detect among thousands of daily cases, and will therefore be widespread by the time public health officials and governments respond to it. There may also be other highly infectious new variants spreading undetected among the millions of cases in Latin America and other parts of the world.

    A new study published in The Lancet medical journal has found that the Alpha, Beta (South Africa) and Delta variants are all more resistant to existing vaccines than the original COVID-19 virus, and the Delta variant is still spreading in countries with aggressive vaccination programs, including the United Kingdom. 

    The Delta variant accounts for a two-month high in new cases in Britain and a new wave of infections in Portugal, just as developed countries ease restrictions before the summer vacation season, almost certainly opening the door to the next wave. The UK, which has a slightly higher vaccination rate than the United States, had planned a further relaxation of restrictions on June 21, but that is now in question.    

    China, Vietnam, New Zealand and other countries defeated the pandemic in its early stages by prioritizing public health over business interests. The US and Western Europe instead tried to strike a balance between public health and their neoliberal economic systems, breeding a monster that has now killed millions of people. The World Health Organization (WHO) estimates that 6 to 8 million people have died, about twice as many as have been counted in official figures. 

    Vaccinating the World

    Now, the WHO is recommending that wealthier countries that have good supplies of doses postpone vaccinating healthy young people and instead prioritize sending vaccines to poorer countries where the virus is running wild. President Joe Biden has announced that the US is releasing 25 million doses from its stockpiles, most of which will be distributed through COVAX, the WHO’s global vaccine-sharing program, with another 55 million to follow by the end of June. But this is a tiny fraction of what is needed. 

    Biden has also agreed to waive patent rights on vaccines under the World Trade Organization’s (WTO) TRIPS rules, formally known as the Agreement on Trade-Related Aspects of Intellectual Property Rights. But that has so far been held up at the WTO by Canada and right-wing governments in the UK, Germany, Brazil, Australia, Japan and Colombia. People have taken to the streets in many countries to insist that a TRIPS Council meeting on June 8-9 must agree to waive patent monopolies.

    Since all the countries blocking the TRIPS waiver are US allies, this will be a critical test of the Biden administration’s promised international leadership and diplomacy. So far, Biden’s team has taken a back seat to dangerous saber-rattling against China and Russia, foot-dragging on the nuclear deal with Iran, and war-crime-fueling weapons peddling to Israel and Saudi Arabia.

    Ending international vaccine apartheid is not just a matter of altruism or even justice. It is a question of whether we will end this pandemic before vaccine-resistant, super-spreading and deadlier variants fuel even more toxic new waves. The only way humanity can win this struggle is to act collectively in our common interest.

    Public Citizen has researched what it would take to vaccinate the world and concluded that it would cost only $25 billion — 3% of the annual US budget for weapons and war — to set up manufacturing plants and distribution hubs across the world and vaccinate all of humanity within a year. Forty-two progressives in Congress have signed a letter addressed to President Biden to urge him to fund such a plan.

    If the world can agree to make and distribute a people’s vaccine, it could be the silver lining in this dark cloud. The ability to act globally and collectively in the public interest is precisely what we need to solve so many of the most serious problems facing humanity. For example, the UN Environment Program (UNEP) warns that we are in the midst of a triple crisis of climate change, mass extinction and pollution. Our neoliberal political and economic system has not just failed to solve these problems. It actively works to undermine efforts to do so, granting people, corporations and countries that profit from destroying the natural world the freedom to do so without constraint. 

    Neoliberalism

    That is the very meaning of laissez-faire — to let the wealthy and powerful do whatever they want, regardless of the consequences for the rest of us or even for life on Earth. As economist John Maynard Keynes reputedly said in the 1930s, laissez-faire capitalism is the absurd idea that the worst people, for the worst reasons, will do what is best for us all. Neoliberalism is the reimposition of 19th-century laissez-faire capitalism, with all its injustices, inequality and oppression, on the people of the 21st century, prioritizing markets, profits and wealth over the common welfare of humanity and the natural world our lives depend on.     

    Berkeley and Princeton political theorist Sheldon Wolin called the US political system, which facilitates this neoliberal economic order, “inverted totalitarianism.” Like classical totalitarianism, it concentrates ever more wealth and power in the hands of a small ruling class, but instead of abolishing parliaments, elections and the superficial trappings of representative government as classical totalitarianism did, it simply coopts them as tools of plutocracy, which has proved to be a more marketable and sustainable strategy.

    But now that neoliberalism has wreaked its chaos for a generation, popular movements are rising up across the world to demand systemic change and to build new systems of politics and economics that can actually solve the huge problems that neoliberalism has produced. 

    In response to the 2019 uprising in Chile, its rulers were forced to agree to an election for a constitutional assembly, to draft a constitution to replace the one written during the Augusto Pinochet dictatorship, one of the vanguards of neoliberalism. That election has now taken place, and the ruling party of President Sebastian Pinera and other traditional parties won less than a third of the seats. So, the constitution will instead be written by a super-majority of citizens committed to radical reform and social, economic and political justice.

    In Iraq, which was also swept by a popular uprising in 2019, a new government seated in 2020 has launched an investigation to recover $150 billion in Iraqi oil revenues stolen and smuggled out of the country by the corrupt officials of previous governments. In 2003, former exiles flew into Iraq on the heels of the US-led invasion “with empty pockets to fill,” as a Baghdad taxi driver told a Western reporter at the time. While American forces and US-trained Iraqi death squads destroyed their country, they hunkered down in the Green Zone in Baghdad and controlled and looted Iraq’s oil revenues for the next 17 years. Now, maybe Iraq can recover the stolen money its people so desperately need and start using its oil wealth to rebuild that shattered country.

    In Bolivia, also in 2019, a US-backed coup overthrew its popular indigenous president, Evo Morales. But the people of Bolivia rose up in a general strike to demand a new election and Morales’ Movement for Socialism (MAS) party was restored to power. Now, Luis Arce, the economy minister under Morales, is Bolivia’s president.

    Around the world, we are witnessing what can happen when people rise up and act collectively for the common good. That is how we will solve the serious problems we face, from the COVID-19 pandemic to the climate crisis to the terminal danger of nuclear war. Humanity’s survival into the 22nd century and all our hopes for a bright future depend on building new political and economic systems that will simply and genuinely “do what is best for all of us.”

    For the US, Rules Don’t Exist

    The world is reeling in horror at the latest Israeli bombardment of Gaza. Much of the world is also shocked by the role of the United States in the crisis, as it keeps providing Israel with weapons to kill Palestinians, including women and children, in violation of US and international law. The US repeatedly blocks action by the UN Security Council to demand ceasefires or hold Israel accountable for its war crimes.

    In contrast to US actions, in nearly every speech or interview, Secretary of State Antony Blinken keeps promising to uphold and defend the “rules-based order.” But he has never clarified whether he means the universal rules of the United Nations Charter and international law or some other set of rules he has yet to define. What rules could possibly legitimize the kind of destruction we just witnessed in Gaza, and who would want to live in a world ruled by them?  

    Violating the UN Charter

    We have both spent many years protesting the violence and chaos the United States and its allies inflict on millions of people around the world by violating the UN Charter’s prohibition against the threat or use of military force. We have always insisted that the US government should comply with the rules-based order of international law.

    The United States’ illegal wars and support for allies like Israel and Saudi Arabia have reduced cities to rubble and left country after country mired in intractable violence and chaos. Yet American leaders have refused to even acknowledge that aggressive and destructive US and allied military operations violate the rules-based order of the UN Charter and international law.

    Donald Trump, the former US president, was clear that he was not interested in following any “global rules,” only supporting American national interests. His national security adviser, John Bolton, reportedly prohibited National Security Council staff attending the 2018 G20 summit in Argentina from even uttering the words “rules-based order.” 

    So, you might expect us to welcome Blinken’s stated commitment to the “rules-based order” as a long-overdue reversal in US policy. But when it comes to a vital principle like this, it is actions that count. The Biden administration has yet to take any decisive action to bring US foreign policy into compliance with the UN Charter or international law.

    For Secretary Blinken, the concept of a “rules-based order” seems to serve mainly as a cudgel with which to attack China and Russia. At a UN Security Council meeting on May 7, Russian Foreign Minister Sergei Lavrov suggested that instead of accepting the already existing rules of international law, the United States and its allies are trying to come up with “other rules developed in closed, non-inclusive formats, and then imposed on everyone else.”

    From the Yalta Agreement to Today

    The UN Charter and the rules of international law were developed in the 20th century precisely to codify the unwritten and endlessly contested rules of customary international law with explicit, written rules that would be binding on all nations. The United States played a leading role in this legalist movement in international relations, from The Hague peace conferences at the turn of the 20th century to the signing of the United Nations Charter in San Francisco in 1945 and the revised Geneva Conventions in 1949. This included the new Fourth Geneva Convention to protect civilians, like the countless numbers killed by American weapons in Afghanistan, Iraq, Syria, Yemen and Gaza.

    In 1945, after returning from Yalta, President Franklin D. Roosevelt described the plan for the United Nations to a joint session of Congress. The Yalta Agreement, he said, “ought to spell the end of the system of unilateral action, the exclusive alliances, the spheres of influence, the balances of power, and all the other expedients that have been tried for centuries — and have always failed.” Roosevelt went on to “propose to substitute for all these a universal organization in which all peace-loving nations will finally have a chance to join. I am confident that the Congress and the American people will accept the results of this conference as the beginning of a permanent structure of peace.”

    But America’s post-Cold War triumphalism eroded US leaders’ already half-hearted commitment to those rules. The neocons argued that they were no longer relevant and that the US must be ready to impose order on the world by the unilateral threat and use of military force — exactly what the UN Charter prohibits. Madeleine Albright, the secretary of state under the Clinton administration, and other Democratic leaders embraced new doctrines of “humanitarian intervention” and a “responsibility to protect” to try to carve out politically persuasive exceptions to the explicit rules of the UN Charter. 

    America’s “endless wars,” its revived Cold War on Russia and China, its blank check for the Israeli occupation of Palestinian Territories, and the political obstacles to crafting a more peaceful and sustainable future are some of the fruits of these bipartisan efforts to challenge and weaken the rules-based order.

    Today, far from being a leader of the international rules-based system, the United States is an outlier. It has failed to sign or ratify about 50 important and widely accepted multilateral treaties on everything from children’s rights to arms control. Its unilateral sanctions against Cuba, Iran, Venezuela and other countries are themselves violations of international law. The Biden administration has shamefully failed to lift these illegal sanctions, ignoring UN Secretary-General Antonio Guterres’ request to suspend such unilateral coercive measures during the COVID-19 pandemic.

    Rules-Based Order

    So, is Secretary Blinken’s “rules-based order” a recommitment to Roosevelt’s “permanent structure of peace,” or is it in fact a renunciation of the UN Charter and its purpose, which is peace and security for all of humanity?

    In light of President Joe Biden’s first few months in power, it appears to be the latter. Instead of designing a foreign policy based on the principles and rules of the UN Charter and the goal of a peaceful world, Biden’s policy seems to start from the premises of a $753-billion US military budget, 800 overseas military bases, endless US and allied wars and massacres, and massive weapons sales to repressive regimes. Then it works backward to formulate a policy framework to somehow justify all that.

    Once a “war on terror” that only fuels terrorism, violence and chaos was no longer politically viable, hawkish US leaders — both Republican and Democratic — seem to have concluded that a return to the Cold War was the only plausible way to perpetuate America’s militarist foreign policy and multi-trillion-dollar war machine. But that raised a new set of contradictions. For 40 years, the Cold War was justified by the ideological struggle between the capitalist and communist economic systems. But the Soviet Union disintegrated and Russia is now a capitalist country. China is still governed by its Communist Party, but it has a managed, mixed economy similar to that of Western Europe in the years after World War II — an efficient and dynamic economic system that has lifted hundreds of millions of people out of poverty in both cases.

    So, how can these US leaders justify their renewed Cold War? They have floated the notion of a struggle between “democracy and authoritarianism.” But the United States supports too many horrific dictatorships around the world, especially in the Middle East, to make that a convincing pretext for a Cold War against Russia and China. An American “global war on authoritarianism” would require confronting repressive US allies like Egypt, Israel, Saudi Arabia and the United Arab Emirates, not arming them to the teeth and shielding them from international accountability as the United States is doing.

    Just as American and British leaders settled on non-existent “weapons of mass destruction” (WMDs) as the pretext they could all agree on to justify their war on Iraq in 2003, the US and its allies have settled on defending a vague, undefined “rules-based order” as the justification for their revived Cold War on Russia and China. But like the emperor’s new clothes in the fable and the WMDs in Iraq, the United States’ new rules don’t really exist. They are just its latest smokescreen for a foreign policy based on illegal threats and uses of force and a doctrine of “might makes right.” 

    We challenge President Biden and Secretary Blinken to prove us wrong by actually joining the rules-based order of the UN Charter and international law. That would require a genuine commitment to a very different and more peaceful future, with appropriate contrition and accountability for the United States’ and its allies’ systematic violations of the UN Charter and international law, and the countless violent deaths, ruined societies and widespread chaos they have caused.

    The US Is Complicit in the Atrocities Israel Commits

    American media usually report on Israeli military assaults in the Occupied Palestinian Territories and Gaza as if the US is an innocent, neutral party to the conflict. In fact, a majority of Americans have told pollsters for decades that they want the United States to be neutral in the Israeli-Palestinian conflict. 

    But US media and politicians betray their own lack of neutrality by blaming Palestinians for nearly all the violence and framing flagrantly disproportionate, indiscriminate and, therefore, illegal Israeli attacks as a justifiable response to Palestinian actions. The classic formulation from US officials and commentators is that “Israel has the right to defend itself.” For these same officials, Palestinians do not have the right to defend themselves even as the Israelis massacre hundreds of civilians, destroy thousands of homes and seize ever more Palestinian land.

    The disparity in casualties in Israeli assaults on Gaza speaks for itself. At the time of writing, the current Israeli bombing of Gaza has killed at least 213 people, including 61 children and 35 women. Rockets fired from Gaza by Hamas militants have killed 12 people in Israel, including two children. 

    In recent years, Gaza has seen numerous deadly conflicts. In the 2008-09 war, 1,417 Palestinians were killed while nine Israelis died. In 2014, 2,251 Palestinians (including 1,462 civilians) and 72 Israelis (one Thai and six Israeli civilians) were killed. US-built F-16s dropped at least 5,000 bombs and missiles on Gaza, and Israeli tanks and artillery fired 49,500 shells — mostly massive six-inch shells from American-made M-109 howitzers. In 2018, in response to largely peaceful “March of Return” protests at the Israel–Gaza border, Israeli soldiers killed 183 Palestinians with live ammunition and wounded over 6,100. This included 122 Palestinians who required amputations, 21 paralyzed by spinal cord injuries and nine who suffered permanent loss of vision.

    As with the Saudi-led war on Yemen and other serious foreign policy problems, biased and distorted news coverage by US media leaves many Americans not knowing what to think. Many simply give up trying to sort out the rights and wrongs of what is happening and instead blame both sides. They then focus their attention closer to home, where the problems of society impact them more directly and are easier to understand and do something about.

    So, how should Americans respond to horrific images of bleeding, dying children and homes reduced to rubble in Gaza? The tragic relevance of this crisis for Americans is that, behind the fog of war, propaganda and biased media coverage, the US bears an overwhelming share of responsibility for the carnage taking place in Palestine. US policy has perpetuated the crisis and atrocities of the Israeli occupation by unconditionally supporting Israel in three ways: militarily, diplomatically and politically. 

    Militarily

    On the military front, since the creation of the Israeli state in 1948, the US has provided $146 billion in foreign aid, nearly all of it military-related. It currently provides $3.8 billion per year in military aid to Israel. In addition, the United States is the largest seller of weapons to Israel. Its military arsenal now includes 362 US-built F-16 warplanes and 100 other US military aircraft, as well as a growing fleet of the new F-35s; at least 45 Apache attack helicopters; M-109 howitzers; and M270 rocket-launchers. At this very moment, Israel is using many of these US-supplied weapons in its devastating bombardment of Gaza.

    The US alliance with Israel also involves joint military exercises and joint production of Arrow missiles and other weapons systems. The American and Israeli militaries have collaborated on drone technologies tested by the Israelis in Gaza. In 2004, the United States called on Israeli forces with experience in the Occupied Palestinian Territories to give tactical training to American special operations forces as they confronted popular resistance to the hostile US military occupation of Iraq. 

    The US Army also maintains a $1.8-billion stockpile of weapons at six locations in Israel, pre-positioned for use in future US military strikes in the Middle East. During the Israeli assault on Gaza in 2014, even as Congress suspended some weapons deliveries to Israel, the US approved handing over stocks of 120mm mortar shells and 40mm grenade launcher ammunition from the US stockpile for Israel to use against Palestinians in Gaza.

    Diplomatically

    Diplomatically, the United States has exercised its veto in the UN Security Council 82 times —  45 of those have been to shield Israel from criticism or accountability for war crimes or human rights violations. In every single case, the US has been the lone vote against the resolution, although a few other countries have occasionally abstained. It is only the United States’ privileged position as a veto-wielding permanent member of the Security Council, and its willingness to abuse that privilege to shield its ally Israel, that gives it this unique power to stymie international efforts to hold the Israeli government accountable for its actions under international law. 

    The result of this unconditional US diplomatic shielding of Israel has been to encourage increasingly barbaric Israeli treatment of the Palestinians. With the United States blocking any accountability in the Security Council, Israel has seized ever more Palestinian land in the occupied West Bank and East Jerusalem, uprooted more and more Palestinians from their homes, and responded to the resistance of largely unarmed people with ever-increasing violence, detentions and restrictions on day-to-day life. 

    Politically

    On the political front, despite most Americans supporting neutrality in the conflict, the American Israel Public Affairs Committee (AIPAC) and other pro-Israel lobbying groups have exercised an extraordinary role in bribing and intimidating US politicians to provide unconditional support for Israel. The roles of campaign contributors and lobbyists in the corrupt American political system make the United States uniquely vulnerable to this kind of influence peddling and intimidation. This is the case whether it is by monopolistic corporations and industry groups like the military-industrial complex and Big Pharma, or well-funded interest groups like the National Rifle Association, AIPAC and, in recent years, lobbyists for Saudi Arabia and the United Arab Emirates.

    On April 22, just weeks before this latest assault on Gaza, the overwhelming majority of congresspeople, 330 out of 435, signed a letter to the chair and ranking member of the House Appropriations Committee opposing any reduction or conditioning of US monies to Israel. The letter represented a show of force from AIPAC and a repudiation of calls from some progressives in the Democratic Party to condition or otherwise restrict aid to Israel. 

    President Joe Biden, who has a long history of supporting Israeli crimes, responded to the latest massacre by insisting on Israel’s “right to defend itself” and inanely hoping that “this will be closing down sooner than later.” His ambassador to the UN, Linda Thomas-Greenfield, also shamefully blocked a call for a ceasefire at the Security Council. 

    Congressional Action

    The silence from Biden and most of the US representatives in Congress at the massacre of civilians and mass destruction of Gaza is unconscionable. The independent voices speaking out forcefully for Palestinians, including Senator Bernie Sanders and Representatives Rashida Tlaib, Omar and Alexandria Ocasio-Cortez, show us what real democracy looks like, as do the massive protests that have filled streets all over the country.

    US policy must be reversed to reflect international law and the shifting American public opinion in favor of Palestinian rights. Every member of Congress must be pushed to sign a bill introduced by Representative Betty McCollum over Israeli actions. The bill insists that US funds to Israel are not used “to support the military detention of Palestinian children, the unlawful seizure, appropriation, and destruction of Palestinian property and forcible transfer of civilians in the West Bank, or further annexation of Palestinian land in violation of international law.” Congress must also be pressured to quickly enforce the Arms Export Control Act and the Leahy laws to stop supplying any more US weapons to Israel until it stops using them to attack and kill civilians.

    The United States has played a vital and instrumental role in the decades-long catastrophe that has engulfed the people of Palestine. American leaders and politicians must now confront their country’s and, in many cases, their own personal complicity in this conflict. They must act urgently and decisively to reverse US policy to support full human rights for all Palestinians.
