    Will Britain Become Scot-Free?

    Among the consequences of Boris Johnson’s greatest accomplishment, Brexit, the question looms of the possible imminent fracturing of the union of nations known as the United Kingdom. The act of shattering one union — the EU — may have launched a trend. 

    As the second most important political entity of the British union, Scotland sees its quest for independence as symmetrical with Britain’s withdrawal from Europe. The Scots have long felt as oppressed by the English as the Brexiters felt oppressed by Brussels. Moreover, Scotland has traditionally felt a strong kinship with Europe. It once took the form of the Auld Alliance, established in 1295 by France’s Philippe IV, as both nations opposed England. The idea of the alliance resurfaced in the troubled period after James II, the last of the Stuart kings of England, was forced to flee to France following the 1688 Glorious Revolution.

    More recently, following the hesitating but finally successful integration of Great Britain into the EU in 1975, Scotland reveled in its European status. In June 2016, the Brexit referendum that then-Prime Minister David Cameron agreed to hold shocked the world by producing a victory for the “leave” camp. Scotland, however, unambiguously favored remaining in the European Union by a score of 62% to 38%. Nicola Sturgeon, Scotland’s first minister, immediately saw a reason to hold a second referendum for Scottish secession from the UK, an initiative that had been attempted but failed in 2014. Today, the polls indicate a clear majority of Scots will vote for independence. This time around it will be justified by the UK’s effective withdrawal from Europe. Scotland feels a deeper loyalty and kinship to Europe than to England.

    The Scots are nevertheless divided. Breaking with England would revert to a situation that hasn’t existed since 1707, the year the Treaty of Union was signed. Creating a border between Scotland and England in the 21st century will likely be more of a challenge than the knotty quandary still facing Northern Ireland concerning the unsettled question of a border that may need to be enforced with the Republic of Ireland, which is still part of the EU. The Roman Emperor Hadrian may have presciently anticipated the question of Scottish independence when he ordered the construction of his famous wall in 122 AD.

    As disappointment with Brexit increases and polling shows the Scots as likely to show the same alacrity to exit their union as the Brexiters did with regard to the European one, the minority of Scottish “remainers,” known as unionists, are beginning to worry. To understand the nature of their panic,Al Jazeera quotes one unionist, Sheena Francovich, a retiree from Argyllshire on Scotland’s west coast: “As far as I’m concerned, we had a vote [in 2014] and we voted to stay part of the UK and that’s end of story. Nobody has ever convinced me that [independence] would make any economic sense. If there was another vote and people did vote [Yes] it would be a sad, sad day.”

    Contextual Note

    Brexit has been officially in place for a month and a half. One commentator highlighted the gap that has become evident between the promises Prime Minister Boris Johnson made five years ago and the reality of what is turning into a new winter of discontent: “During the 2016 Brexit campaign, proponents promised businesses that leaving Europe would mean liberation from suffocating regulations and infernal bureaucracy that supposedly prevailed across the Channel. It was all a lie. Post-Brexit, British companies that trade with the EU now deal with expensive disruptions to their businesses, and watch as their export profits plunge.”

    Boris Johnson and his cohorts cannot complain that it’s all because they haven’t had enough time to prepare. The Europeans were ready to allow the UK more time, but it wasBoris who insisted that it was crucial to “get Brexit done.” The long-term consequences of Brexit, including the eventual dismantling of the United Kingdom, are unknown. But the short-term consequences have given an idea of the scope of the material and economic damage. It will take longer to assess the psychological and cultural damage. 

    This will, of course, be compounded by the incalculable effects of the COVID-19 pandemic, not just on the economy, but on the entire youth of the nation. This is occurring at a curious moment of history, marked in recent decades by the vaunted interdependence associated with the idea of globalization. The edifice has begun to shatter, with nothing stable in view to replace it. Sheena Francovich may be right to say that any nation’s independence makes no “economic sense” — but neither does dependence.

    On Sunday, for the first time, pro-independence parties have won a majority in Catalonia’s regional parliament, putting pressure on Spain to take into account a powerful centrifugal force that has been building for some time. The Catalans are already watching closely the drama unfolding in Scotland, hoping the much clearer case for Scottish independence prevails. Fragmentation as a reaction to decades of forced globalization may become a dominant trend of the 21st century.

    It doesn’t even stop there. The world has entered into a new era of uncertainty concerning the way people imagine their future. This has always been the biggest intangible factor of stability for any society. Political and cultural disarray has become the norm throughout the West and across much of the globe, including another “united” nation, the USA. The events of January 6 in Washington, DC, may portend the disunifying of the entity celebrated as “one nation, indivisible,” a scenario difficult to imagine. There are nevertheless telltale signs of serious cracks in the national narrative that, unlike the Liberty Bell in Philadelphia, famous for its crack, offer no reassurance about a tranquil future.

    Historical Note

    The UK became united only slowly and in a largely haphazard way. When Elizabeth I, the Virgin Queen, died in 1603 leaving no successor to perpetuate the Tudor line, the rules of monarchy required seeking a new king among her cousins, the Stuarts. The nearest of kin was the reigning king of Scotland, James VI, son of Mary Stuart, Mary Queen of Scots, who was martyred by her cousin Elizabeth for remaining loyal to the Catholic faith. Elizabeth’s father, Henry VIII, to seal his divorce from Catherine of Aragon, had assumed the equivalent of papal authority over the newly created Anglican Church. 

    The accession of the king of Scotland, who now became James I of England, established the Stuart family as future heirs to the throne. All did not go well. James’s son, Charles I, was dethroned and decapitated by Oliver Cromwell after a civil war in which the Roundheads (the anti-Anglican Puritans) defeated the Cavaliers (the royal army).

    When, following the restoration of the monarchy, James II, son of Charles II and grandson of James, declared his Catholic faith and, to add insult to injury, had a son with his Catholic wife, the defenders of Protestant England were upset enough to stage a coup. A bloodless revolution took place. The Protestant establishment celebrated it as the Glorious Revolution. Luckily for the revolutionaries, James II’s first daughter, Mary, had had the good sense to marry a Dutch Protestant, William of Orange, and the couple were called back from the continent to reign over England.

    Mary’s sister Anne became queen in 1702. Under her reign, the Acts of Union were ratified by the English and Scottish parliaments respectively, creating the United Kingdom of Great Britain. The 18th century witnessed the rapid expansion of the British empire. Scotland tagged along with the triumph, though sometimes grudgingly. The last attempt at securing Scotland’s independence was led by the Stuart pretender, Bonnie Prince Charlie, who had returned to Scotland from France via Ireland. The Scots and their allies were defeated ingloriously at the 40-minute battle of Culloden in 1746 by the equally inglorious duke of Cumberland, known to this day as “Stinking Billy.”

    Though the Scots quickly gave up on the hope of a Stuart restoration, they have never really forgotten the humiliation of Culloden. Brexit, for many Scots, is another Culloden.

    What Has Amazon Been Withholding?

    Everyone knows that Amazon is a successful, profitable, world-conquering and, therefore, obscenely rich company. It has made Jeff Bezos the richest man in the world. He keeps getting richer by the day. With his fortune, Bezos doesn’t need to be as careful with his cash, in contrast with normal human beings, who know how important is to save up for a rainy day. That may help to explain why Bezos has just stepped away from his post as CEO. Still, the culture Bezos created at Amazon during his reign insists on being extremely careful with its money. We now learn that this is true even when it’s cash that belongs to other people.

    The New York Times features an article with this headline: “Amazon to Pay Fine for Withholding Tips From Delivery Drivers.” The first sentence gives the gist of the story: “Amazon agreed on Tuesday to pay $62 million to the Federal Trade Commission to settle charges that it withheld tips to delivery drivers over a two-and-a-half year period, in a case that highlights the federal government’s increased interest in gig-economy workers.”

    Today’s Daily Devil’s Dictionary definition:

    Withhold:

    1. When practiced by a government’s tax authorities: to retain the amount of money that is calculated as taxes that must be paid.
    2. When practiced by Amazon: to steal money owed to workers who have no idea what is going on.

    Contextual Note

    With any New York Times article, it is important to pay attention to the verbs. In this sentence, “withhold” appears alongside “agree,” “pay” and “highlight,” a word typically used to introduce the broad theme the article will develop. At no point in the article does the article use the verb that most people would use to describe Amazon’s deed — “steal.” Instead, it describes how the stealing took place: “Amazon had promised its Flex delivery drivers that they would receive 100 percent of all customers’ tips. But starting in 2016, the F.T.C. said, Amazon secretly lowered the hourly delivery wages, which were advertised at $18 to $25, and tried to mask the smaller wages by using customer tips to cover for the smaller hourly pay.” This time, the key verbs are “promised,” “receive,” “lowered,” “mask” and “cover.” Taken together, those verbs may suggest prolonged criminal acts.

    Once Amazon realized the theft had been noticed, it did what any common thief would be inclined to do when hauled before a court. The company promised to reform and proposed a friendly settlement to compensate the victims and avoid scandal. As The New York Times tell us, “Amazon stopped the practice in 2019, after it became aware of the F.T.C.’s investigation.” Just like any burglar or pickpocket would then gladly do, Amazon “settled without admitting wrongdoing.” Why admit wrongdoing when the crime only took place over a period of two and a half years?

    The settlement demonstrated Amazon’s generosity. It amounted to “tens of millions of dollars,” which of course is small change for a company with a market cap of around $1.7 trillion. Such a small amount hardly deserves the qualification of theft. The misdemeanor merits the label The Times seems content with: “inadvertent withholding.”

    By the end of the article, the only reference to unlawful activity appears in a quote from Rohit Chopra, at the Federal Trade Commission: “Amazon is one of the largest and most feared corporate empires on the planet, and it is critical that global regulators carefully scrutinize whether the company is amassing and abusing its market power through unlawful practices.” Even this mention of “unlawful practices” falls far short of suggesting that Amazon may be guilty of an actual crime. It is now accepted wisdom, as determined by the Supreme Court and reaffirmed by Senator Mitt Romney, that “corporations are people.” But corporations are never punished in the way people are punished. Just ask Jean Valjean.

     Historical Note

    In 18th-century England, capitalism began to take form. Part of its job was to, write a new set of rules for human management. At about the same time, reformers began to call into question slavery, a standard feature of the brutal colonialism that had been fueling European prosperity for at least 200 years. The reason capitalists themselves began to find slavery and serfdom intolerable was the fact that those who controlled the means of production felt some vague sense of responsibility for the well-being of the slaves, who were a form of property that required maintenance. 

    At the beginning of the 19th century, economist David Ricardo described the new industrial approach to employment: the subsistence theory of wages. Market forces became the deciding factor, replacing the relationship of human dependency between employers and labor: “Ricardo wrote that the ‘natural price’ of labour was simply the price necessary to enable the labourers to subsist and to perpetuate the race.” This vision of economic production led to the abolition of slavery. But its real purpose was to liberate employers from any sense of vestigial responsibility for the livelihood of workers, who were merely anonymous, interchangeable suppliers of a new notion of “manpower” rather than humans who might, at odd moments, require the attention of the employer, if only because they tend to be more productive when healthy.

    An approach based exclusively on criteria of subsistence proved untenable for a simple reason: Humans are cultural beings rather than pure economic actors. Both individually and collectively, they can exercise intelligence. They may even succeed in analyzing power relationships and put pressure on the marketplace itself. 

    When capitalists found themselves confronted by the complexity of human psychology and cultural reality, they had to imagine sophisticated strategies to defend the law of subsistence wages. That could have led to the kind of theorizing that is now promoted as “social responsibility,” which many leaders like to praise while avoiding the practice. In most managers’ minds, the subsistence theory remains a foundational idea. Employers do what is necessary to keep wages as close to subsistence level as possible. Amazon is the perfect example.

    One solution is robotization. The subsistence requirements of robots are not only minimal, but devoid of psychology. Robots don’t complain of any form of abuse and they don’t talk to each other — two of the factors that led to the kind of pressure that led to reforms concerning employment itself and working conditions. Amazon has been robotizing as much as it can and will continue to do so in the future. Future generations of artificial intelligence will accelerate the trend.

    The New York Times tends to admire rich people and successful companies, though it also allows itself to criticize them, especially when they give to Republican causes or promote Republican talking points. As the owner of The Washington Post, Bezos appears to be on the same side of the fence as The Times, squarely in the establishment Democrat camp. The Times tends to see Bezos as a hero to be admired for his skill and his wealth.

    In its role as an objective reporter of the facts in the news, The Times nevertheless makes a point of acknowledging the real world. In 2015, the paper of record did a thorough piece on Bezos’s management approach at Amazon. The article provided multiple examples of the deeply inhuman management culture Bezos created: “Amazon is in the vanguard of where technology wants to take the modern office: more nimble and more productive, but harsher and less forgiving.” It mentions Bezos’ “eagerness to tell others how to behave; an instinct for bluntness bordering on confrontation; and an overarching confidence in the power of metrics.” It quotes an employee saying that “If you’re a good Amazonian, you become an Amabot … a term that means you have become at one with the system” — an Amazon robot.

    The overall tone of the 2015 article is one of rapt admiration of the originality and assertiveness of a modern, pitiless meritocratic management style that seeks global conquest. The kind of management that can “withhold” tips from anonymous drivers to boost its own highly positive bank balance. This week’s article on the settlement with the FTC offers Amazon the final word, quoting Amazon’s statement that its pay for contract workers was among the “best in the industry,” and that, after the settlement with the drivers, the company is “pleased to put this matter behind us.” The wealthy are always pleased to put embarrassing matters behind them.

    The Nation-State vs. The Climate

    For the past year, many commentators have assumed that once the COVID-19 pandemic fades away, the world’s governments will understand that another global task awaits them: addressing the consequences of climate change. COVID-19 has already upset those calculations, at least in terms of timing. Even when things appeared to be improving during the summer of 2020, none of the governments, even the ones that seemed most successful in controlling the pandemic, showed an interest in thinking about future challenges. Instead, they focused on how the consumer economy might get back to its “normal” pattern of continuous growth and how the accumulated debt provoked by the crisis could be accounted for.

    Initially, the realization that our societies can continue to function in non-optimal conditions, even after the shutdown of a significant proportion of economic activity, led to speculation about how we may no longer really need to spend hours in traffic jams, submit to choking air pollution and jump from one plane to another to get our pressing business done. A change of lifestyle seemed in the works. The idea emerged that we could to some degree adapt to something less frenetic than what had become the high-tension consumer society obsessively committed to exponential growth.

    The confusion wrought by an accelerating — and a more devious than anticipated — pandemic, now accompanied by the increasingly ambiguous hope that the arrival of vaccines will bring closure, has left all those hopes of lifestyle change in a state of suspended animation. 

    While no one can now predict what the economy will look like at the end of 2021 and whether the businesses forced to press the pause button for the better part of a year will function, most people are aware that the clock is still ticking on the climate crisis. The Guardian now informs us that humanity is crying out for an answer: “The biggest ever opinion poll on climate change has found two-thirds of people think it is a “global emergency.”

    Today’s Daily Devil’s Dictionary definition:

    1. For human beings, an existential threat.

    2. For politicians, a minor annoyance that urgently needs to be sidelined.

    Contextual Note

    Most people will not be surprised by the results of this survey, for the simple reason that the numbers tell us what most people actually think. In contrast, if we polled the governments of the world to find out how many had begun acting to counter this global emergency, the answer would be zero or close to zero. Until January 20 of this year, the most powerful economy in the world had decided to not even think about the question.

    To demonstrate that at least thinking was now possible, on January 27, newly elected US President Joe Biden reaffirmed his commitment to return to the Paris Climate Agreement and “signed a sweeping series of executive actions — ranging from pausing new federal oil leases to electrifying the government’s vast fleet of vehicles — while casting the moves as much about job creation as the climate crisis.”

    For the moment, Biden’s plan is modest, to say the least. He has put more emphasis on purchasing emission-free vehicles (presumably made in the USA) with a view to creating jobs than on the work of transforming an economy built to deplete resources and deregulate the climate. One of his initiatives seeks to “identify new opportunities to spur innovation,” which is also more about economic growth and the creation of jobs than it is about economic paradigm shift.

    The Times offers this realistic reminder: “Mr. Biden called on the campaign trail for overhauling tax breaks to oil companies — worth billions of dollars to the oil, coal and gas industries — to help pay for his $2 trillion climate change plan, although that plan is expected to face strong opposition in Congress.” Recent history tells us that Congress is extremely accomplished at engineering bailouts and tax cuts for oil companies, but singularly lacks experience in actually taxing them. In contrast to the predicted inaction of the new administration, The Guardian notes the eagerness and sense of self-sacrifice of the ordinary people polled: “Even when climate action required significant changes in their own country, majorities still backed the measures.”

    Historical note

    For five hundred years, the world has been organized around two concepts: the nation-state and a globalized economy. The development of a global economy required the existence of nation-states with effective central governments. The emerging nation-states rapidly evolved to become mature managers of their own increasingly industrialized economy. They did so precisely because of their ability to mobilize the resources of a global economy. That implied setting the rules permitting them to exploit, effectively and efficiently, other people and their resources. The model of the nation-state could not have taken its modern form without pursuing a policy of deliberate colonialism tending toward economic empire.

    Along the way, modern nation-states, most of which began as monarchies, evolved into either democracies or people’s republics. This essentially meant offering a stake in the gains to the nation’s population to ensure its acceptance of a system that was built on exploiting other populations and resources. If many of the citizens of these democracies did not directly profit from the colonial system that defined the global economy, they at least had indirect access to some of the gains thanks to manufacturing and the gradual development of a consumer society. They could also feel privileged and culturally superior to those who were exploited overseas. This became a major psychological contributor to the stability of modern nation-states.

    It has also led to a state of severe, endemic instability for the entire planet. All political power lies in the individual nation-states who compete for their maximum share of global resources. No state is willing to give ground to another or even to a well-organized group of nations. No effective global conscience, let alone global government, is possible. At the same time, the people of the earth, and especially the young whose lives will extend decades into the future, are beginning to understand that something must be done while realizing that their own nation-state is not likely to make it happen.

    The United States has consistently preferred to defend the status quo of an economy. After all, it sets the economy’s rules — thanks to the dollar, its omnipresent military and its successful engineering of a global consumer economy. Republicans have built climate denial into their civic credo. Democrats have done what is necessary to appear more open than Republicans. But the party stalwarts, with Biden as the archetype, have shown no commitment to going further than seeming marginally more committed than the Republicans.

    This poll demonstrates how the current global system based on the idea of competing democratic nation-states has betrayed the fundamental principle of democracy. When the ideology of democracy began to prevail in the late 18th century, its stated intention was to ensure that the interests of the people would prevail. Because all political logic was confined within the boundaries of individual states, the shared interests of the people of the earth could be forgotten or dismissed as irrelevant.

    That is what we are seeing today. Distancing himself from Donald Trump, Joe Biden promises to marginally reduce the massively disproportionate contribution of the US to global warming. To do so, he must emphasize job creation rather than seek a response to a global emergency. This solution implies more manufacturing, not less damage to the environment. With its global hegemonic position, the US is the only nation that can lead and set the tone for the rest of the world. The sad reality is that Biden and the Democrats cannot even lead at home. In all likelihood, the timid measures Biden is proposing will be blocked or watered down by the Republican opposition.

    Two-thirds of humanity are crying out for a solution to two obvious crises. The nation-states have demonstrated their ineptness at addressing the pandemic. Populations, even in peaceful countries like the Netherlands, are already revolting. What the nation-states have failed to do for their own populations reveals how unlikely it is that they can respond to the needs of all of humanity. It may be time to rethink all of our institutions. Or rather, it may be too late.

    CBS published the astonishing results of a poll conducted a week after the uprising at Capitol Hill on January 6. It revealed just how deeply alienated Americans feel. This may be nothing more than the immediate effect of the botched transition between Donald Trump’s and Joe Biden’s administrations. But CBS hints that it may be durable: “Of potential threats to their way of life — from foreign adversaries to economic forces to natural disasters — Americans today say the biggest threat comes from inside the country, from ‘other people in America, and domestic enemies.’”

    The imaginary idea that because a population consumes — and often over-consumes — the same industrial products, its habits of consumption imply the harmonious existence of a common culture, converging values and shared goals.

    Contextual Note

    The most glaringly depressing statistic from the poll shows that 54% of Americans identify “other people in America” as “the biggest threat to America’s way of life.” Interestingly, the fear of “foreign threats” — a category that presumably includes terrorism — is highlighted by only 8% of those polled. Such findings demonstrate the effect of the culture wars that have been brewing for decades. Whether this will lead to open conflict, similar to the January 6 insurrection, or whether it simply settles into a pattern of increasingly irreparable degradation of human relations at work or in public places, nobody knows. In either case, the nation is facing a troubled future.

    CBS pessimistically concluded that “Americans are bracing for more political violence, not just in the next week at Mr. Biden’s inauguration … but also over the coming years.” Some will now be heartened by the fact that no political violence occurred on the day of the inauguration. They may conclude that the fear of trouble “over the coming years” is equally exaggerated. But there are significant signs that things may get worse before they get better.

    At least one finding of the poll pointed in what seems a positive direction. Although 52% said they were “scared” about the future, nearly half of those polled (49%) said that they were still “hopeful.” That includes some who said they were both scared and hopeful. That might mean people are becoming vigilant and ready to take positive action. But being scared of one’s neighbors cannot bode well for the stability of society. Faced with the choice between “optimistic” and “pessimistic” about the next four years under Biden, 58% chose optimism. On the other hand, only 13% claimed to be “excited,” which should surprise no one, since Biden has never been known for his exciting personality. Somewhat more troubling is the fact that 26% claim to be angry, especially among people whose “way of life” includes owning guns, cultivating assertiveness and speaking up to get satisfaction for one’s demands.

    How likely is it that this feeling among so many people may produce serious conflict? And which are the groups most likely to upset the nation’s tranquility? The New York Times focuses on the threat from the conspiratorial far right, recently emboldened by Donald Trump’s presidency and apparently willing to rally behind any banner Trump may choose to unfurl in the next few years. The implications go beyond the US, since right-wing populism has become a global movement, also stimulated by Trump’s example. 

    Under the title “An ‘apocalyptically minded’ global far right,” The Times warns of the existence of “a web of diffuse international links.” That makes the internal threat appear even more threatening. The Times notes that, to assess the danger, in the coming weeks and months, officials will be closely observing this trend. Some expect a reinforcement of the already powerful security state. That may have the effect of aggravating the sense of threat rather than alleviating it.

    Historical Note

    Every American with a television remembers that Superman famously deployed his superstrength in the cause of “truth, justice and the American way.” By “the American way,” the authors of the TV series that appeared in the 1950s were apparently referring to the American way of life. But in the midst of the Cold War, it could also have meant “not the Soviet communist way.” In other words, quite simply, God-fearing capitalism.

    By the mid-20th century, the character of Superman — originally created in 1938 on the brink of the Second World War — came to resemble a supernatural religious crusader, a post-Christian incarnation of a new kind of divinity who had the material powers associated with an omnipotent god and who used them to defend the way of life of the faithful. He was both godlike — coming from the heavens — and committed to defending America’s culture and lifestyle.

    The faithful were those who believed in consumer capitalism, which had become the closest thing to an official national credo. Capitalism could achieve this status because it wasn’t a religion. It had no theology other than Adam Smith’s mysterious “invisible hand,” a concept that did in fact evoke associations with religion. Since capitalism lacked an overt theology, it could be adopted as a quasi-official religion to the extent that it didn’t violate the First Amendment proscription of an established religion. An established credo was okay so long as it wasn’t a religion.

    How did the vast majority of Americans implicitly acquire their faith in an “American way” that couldn’t even be defined? Edward Bernays may be the man to thank for that. He is credited with inventing the profession of public relations. Bernays was employed by President Woodrow Wilson, for whom he coined the phrase that has been used ever since to define a pillar of US interventionist foreign policy: “Make the world safe for democracy.” He also launched the idea of propaganda as a synonym for advertising.

    But Bernays did much more than change the tone and ambition of US foreign policy. He created the modern American way of life by giving shape to the ultimate goal of capitalism: the realization of the utopia known as the consumer society. Bernays transformed the psychology of selling, which quite logically also transformed an economy that became increasingly dedicated to hooking consumers on convenience products. In his book “Propaganda,” he explained: “Those who manipulate this unseen mechanism of society constitute an invisible government which is the true ruling power of our country.”

    Americans in the 1950s assumed there was something called the American way of life and never questioned the unseen manipulators who had created it and imposed it on them, essentially through the entertainment media and the advertising that accompanied it. The 1960s witnessed the first challenge to the world of consumerism when the hippies revolted against the conformism that constituted the core of consumerism. But the power of the system Bernays had created was such that in the following decades the consumerist way of life would simply integrate the most marketable elements spawned by the counterculture.

    Half a century after the hippies, the consumer society faces a new challenge: the global menace of climate change. The COVID-19 pandemic has aggravated the sense that the consumerist way of life is rapidly decomposing. In its never-ending political assault on government regulations, the right wing in the US has consistently framed the question of liberties in consumerist terms. It is built on the freedom of choice, such as refusing energy-efficient light bulbs, and the freedom to pollute by maximizing the unbridled production of consumer goods.

    When neighbors see their neighbors as the enemy, the kind of problem-solving necessary to address global warming, economic inequity and other visible problems becomes impossible. But rather than encourage reflection, commercial media and social media prefer to incite citizens to focus on blaming those who don’t share their values and seeing them as a threat to their way of life.

    A Tale of Two Historical Adversaries

    As Joe Biden settles into the White House and the Democrats in Congress play out the final act of their formal confrontation with the man now known as Citizen Trump, observers will begin focusing on another drama, one that the Democrats and their preferred media have obsessively elevated to the top of the hierarchy of concerns at the very moment when a global pandemic has undermined the health of humanity and a climate crisis threatens the health of the planet. What is that drama? Russia’s role in the great SolarWinds hack.

    Much of the credibility of the Democratic Party hinges on justifying what increasingly resembles a conspiracy theory designed to offer the Democrats psychological thrills comparable to those that QAnon offers to Republicans. The difference is that, apart from Citizen Trump himself, the members of the Republican Party obsessed by QAnon are mostly marginal personalities, such as newly elected Representatives Marjorie Taylor Greene and Lauren Boebert. In contrast, proponents of the Democratic conspiracy theory include, no less, Hillary Clinton and Nancy Pelosi. They appear to believe that Trump not only commanded the attempt to occupy the Capitol, but coordinated the operation with Vladimir Putin.

    President Joe Biden has not personally embraced the Democratic obsession with Russia. As the elected president and now leader of the party, Biden will have to clarify the state of play on the Russia question that has come to define the party during its four years of opposition to Donald Trump. Paradoxically, though deemed a puppet of President Putin, Trump’s “America First” orientation seriously damaged the theoretically cordial relations that existed since the end of the Cold War between Russia and the United States. An objective observer could only conclude that Trump may have appreciated Putin’s style, but — apart from fragilizing NATO, which he did for purely financial reasons — his policies did little to accommodate Putin’s politics.

    The Democrats want Biden to flamboyantly punish Russia for every real or imaginary sin they can think of, if only to avenge Hillary Clinton’s defeat in 2016. The problem is that the first order of business on the new president’s agenda is not about punishment, but collaboration. Biden must rectify one of the most egregious errors made by Trump, who refused to extend the New START — the last nuclear treaty between the US and Russia remaining in effect, which expires this year.

    Most reasonable people would like to see the risk of nuclear war reduced even if it cannot be eliminated. Democrats, unlike Trump, consider themselves reasonable people and, therefore, are intent upon extending the expiring treaty. The New York Times makes this clear while worrying that the question is more complex than simply reaching an agreement: “While Mr. Biden has long favored the extension, there was debate among his top aides about how long it should be. He chose the most time available under the treaty’s terms, in hopes … of preventing a nuclear arms race at a time the new president expects to be in a state of near-constant, low-level competition and confrontation with Moscow around the world — and particularly in cyberspace.”

    Jen Psaki, the White House press secretary, reduced this complex reasoning to something the media could understand: “This extension makes even more sense when the relationship with Russia is adversarial as it is at this time.”

    Not in total conformity with a powerful nation’s expectations and requirements and therefore susceptible to being severely punished militarily or economically.

    Contextual Note

    The quandary Biden is now facing has nothing to do with nuclear security. It concerns the theme The Times and other media have been pushing since early December: the SolarWinds cyberattack now thought to have affected at least 250 US federal agencies and businesses. To this day, the experts have been left guessing about who did it and to what end. The Democrats and, of course, The Times immediately proclaimed that it was Russia. Proof is never required because, as most Democrats now believe, hacking is an integral part of the Russian genome (bad science is often brought in to bolster this kind of specious reasoning).

    To make the case, all the pundits require is finding someone in the government or the “serious” media to affirm that, whatever the complaint, they consider it “likely” that the Russians were responsible. CNN, for example, correctly designates “The computer intrusion campaign that has been linked to Russia.” This phrase is designed to make readers assume that Russia did it. But “linked to” means nothing more than speculated about. Anyone versed in the basics of criminology should understand that, even when there is a “likely” suspect, if no concrete proof exists to accuse them and the investigation has failed to unearth a clue as to the motive, taking legal action against that suspect simply makes no sense and would be considered an abuse of justice.

    The frustration of not being able to prove one’s suspicions marks the point at which imaginary genetic reasoning can easily take over. It also opens the door to geopolitical conspiracy theories. What precise instructions, we must ask, did Vladimir Putin give to Donald Trump in the telephone conversation Hillary Clinton believes the two men had on January 6, as the assembled troops of the colluding presidents were assaulting the Capitol?

    Historical Note

    The Times rightly points out that the suspicion of Russia has complicated Joe Biden’s decision-making. It “puts Mr. Biden in the awkward position of seeking to extend the nuclear treaty — which Mr. Putin has already said he is willing to renew — while very publicly discussing the need to make Russia pay a price for the hacking.” In serious criminology, attempting to evaluate the “price to pay” for a crime when the very nature of the crime is in doubt would be extremely unprofessional. It is tantamount to conducting the trial before making the charges. That has, of course, become a kind of a historical norm in US foreign policy. From the Gulf of Tonkin incident to waging war on Afghanistan instead of targeting the likely criminal organization, al-Qaeda, American politicians have consistently botched their criminology to precipitate a war.

    The Times article grudgingly admits that the SolarWinds hack was more likely traditional spying rather than the “act of war” some politicians have been shouting about. Reuters quotes “U.S. Senator Dick Durbin calling it ‘virtually a declaration of war’ and U.S. Senator Marco Rubio saying that ‘America must retaliate, and not just with sanctions.’” Does the fact that if may have been spying rather than political or military aggression make it excusable? After all, everybody spies.

    The true criminologist might reframe the investigation by asking two basic questions. The first is, who among all possible suspects is really good at sophisticated cyber spying? The second is, what data was being breached and why would the perpetrator be interested in it? To the first question, there are several serious leads, including Russia. But the list also includes China (Trump’s claim), Israel and the US. The last two have been eliminated because they are not adversaries of the US. But is spying only adversarial? Our criminologist knows that, despite official denials, the NSA spies on Americans. So do Facebook and Google. What those two platforms glean appears to be valuable.

    Cyber spying feeds the world of Big Data, essential for managing economies and economic relations. Israel, perhaps the world’s most sophisticated purveyor of cyber spying, spies on any target of interest, as an Al Jazeera documentary recently revealed. If the investigators had an idea of the purpose of the spying, the criminologists might have a clearer idea about which of the many suspects are truly “likely.”

    The Times’ characterization of the relationship with Russia as a “near-constant, low-level competition and confrontation” is an interesting innovation that may reveal something about the Democrats’ conception of psychological warfare. If the glorious Cold War of the past, when the Soviet Union looked like an empire, could be accurately characterized as constant, high-level competition and confrontation, then the new Cold War still focused on Russia represents a certain form of progress. “Constant” has become “near-constant” and “high-level” has become low-level. That should be reassuring.

    The other question to ask about the Biden administration is this: Will the effort at constant, high-level confrontation now be directed at China? And can the declining US empire simultaneously handle two cold wars alongside a potential civil war at home?

    When Will Boris Johnson Be Committed?

    The UK has finally cast off all its shackles and is ready to assert its freedom under the creative leadership of Boris Johnson, the man who made Brexit happen. Things are a little complicated for the moment, but once COVID-19 can be tamed, British creativity will find its cruising speed.

    Brexit has been official only since January 1, 2021. It’s far too soon to expect any concrete results. Creative leadership needs a little bit of time to get going. Faced with a challenge, Britain’s creative managers will do the first thing all creative managers do, especially those with a sense of how the law works. They will search for loopholes and storm their way through them. Rest assured, Johnson’s government is already hard at work.

    One example is the “working time directive,” an initiative, as reported by the Financial Times, that will rescind the 48-hour workweek limitation imposed by European law. This new directive is part of a promised “post-Brexit overhaul of UK labour markets.” This reform in the name of improved productivity theoretically violates the last-minute agreement signed a month ago with the EU but, apparently, there’s a loophole. The EU will have the right to protest only if it can “demonstrate the changes had a material impact on competition.” Let them try. That will keep the bureaucrats busy and it will take years to begin to make the case.

    The government claims this measure will help both businesses and workers in the UK, but Ed Miliband, Labour’s shadow business secretary, begs to differ: “In the midst of the worst economic crisis in three centuries, ministers are preparing to tear up their promises to the British people and taking a sledgehammer to workers’ rights.”

    Another example concerns the post-colonial habit of wealthy nations that have for decades been shipping their plastic waste to poor countries. Karen McVeigh in an article for The Guardian, “’Loophole’ will let UK continue to ship plastic waste to poorer countries,” describes how the post-Brexit UK is “failing to honour its promise to curb shipments of plastic waste to developing countries.” This is all the more astonishing as Johnson’s Conservative Party, in a brave attempt to prove its ecological credentials, had taken a firm position condemning the practice. McVeigh writes: “Britain will continue to allow plastic waste to be exported to developing countries, despite a Tory party manifesto commitment to banning the practice, and promises of no regression of environmental standards post-Brexit.”

    A solemn promise intended to be kept unless it turns out to be costly or inconvenient.

    Contextual Note

    The point of a party’s manifesto has never been to define an ambitious legislative program that it intends to pass, but rather to give an idea of how its members imagine a utopian society might look. That’s what interests voters during an election campaign. It proves that the party has what can be called “a vision,” which has become a standard political commodity that can be fabricated practically instantly by experienced spin doctors.

    The European Union had already taken an initiative on the question of plastic waste. The Tories vociferously claimed to agree with it and announced their commitment to implementing it. The European law became applicable at the beginning of this year. It requires the banning of “all non-recyclable plastic waste being shipped to developing nations from 1 January.” 

    One of the reasons both the Europeans and the British Tories found this so convincing is that, apart from the catastrophic effects on the environment of the countries to which the waste is shipped, much of the plastic ends up polluting the oceans and seas of the world, including those that surround the isle of Britain. Now that the UK is nothing but an island, there is a selfish reason for the reform. But, as the world should now realize, selfish environmental reasons rarely trump selfish monetary reasons.

    The government’s lawyers have taken a lesson from the recent legal history around the issue of sexual assault. They have drafted a condition that makes everything acceptable, so long as it is consensual. It even has a name: “prior informed consent.” In other words, the UK is committed to respecting the idea that “no means no.” McVeigh offers the details: “UK exports will now be made under a new system of ‘prior informed consent’, under which the importer has to agree to accept the waste, and has the opportunity to refuse it.”

    Historical Note

    The FT article quotes a government spokesperson, who clearly believes in Britain’s future vocation as an innovator that may serve as a model for others. It may fall short of a return to empire, but some people still remember the cultural leadership of the UK in the 1960s and 1970s. That was when the UK offered the world The Beatles, The Rolling Stones, Carnaby Street, Monty Python, the Skinheads and punk rock. As per the British government, “Leaving the EU allows us to continue to be a standard-setter and protect and enhance UK workers’ rights.” 

    As they have done for the past four years, the Johnsonite Tories see this as a turning point not only in the history of the British Isles, but a major event in world history. European standards were unbearably bureaucratic and led to sclerosis. The new deregulated standards of the UK are flexible and innovative, the stuff of a shining future.

    Some may feel that this sounds like an appeal to the past, to the Thatcher years. That would be understandable coming from Margaret Thatcher’s party. But in terms of its capacity to produce plastic waste, the UK has no need to return to the glories of the past. It is already a leader. “Britain is one of the biggest producers of plastic waste in the world, second only to the US.” With 67 million inhabitants, the UK represents a little more than one-fifth of the population of the United States. Holding second place in such a competitive world is quite an accomplishment.

    The article lists some of the countries to whom Britain exports its waste: Malaysia, Pakistan, Vietnam, Indonesia and Turkey. Finding a way to take advantage of poor countries is baked into British imperial culture. A Greenpeace political campaigner complained that “creating a loophole to allow the dumping of our plastic trash on environments and communities bodes very badly. This is not leadership, it’s failing to do the bare minimum.” What Greenpeace fails to appreciate is that, like limits on working hours, this measure is meant to make British businesses more competitive. Reducing the amount of plastic sold to consumers might hurt sales and profit margins.

    The government makes the case that this is nothing more than a big misunderstanding. A spokesperson for the Department for Environment, Food and Rural Affairs confirmed the government pledge “to ban the export of all plastic waste to non-OECD countries.” Promises are for the future, not the present. After all, there was no precise timetable on the pledge. Instead, the department confirmed that “it had commissioned research to better understand existing UK plastic waste recycling capacity and would consult in due course on how to deliver its manifesto commitments.” Research by bureaucracy takes time. That was one of the main reasons Boris Johnson wanted to leave the European Union. Its bureaucracy made it difficult to expedite important business.

    The problem Karen McVeigh cites is, therefore, clearly exaggerated. Even though Europe managed to get the law in place for the first day of this year, the much more efficient decision-making of a liberated, unbureaucratic Britain will only need several more months, years or, who knows, decades. After all, research is complicated and expensive, especially when you’re on your own and have to rely on your limited resources.

    What the UK government wants us to understand is that the commitment is there. That should be enough. It will remain there with the same firm intention to carry it out until the date that the policy can be put into effect, whenever that may be, if, of course, no other unexpected event prevents that from occurring. In which case it will be reconsidered, more research will be conducted and subsequently a new commitment for future action will be announced.

    Joe Biden’s Inaugural History Lessons

    In his inaugural address, President Joe Biden endlessly insisted on the idea of “unity.” He repeated the word nine times. In the various media’s account of the event, commentators endlessly repeated a different word, one that Biden himself cited when he said: “This is our historic moment of crisis and challenge, and unity is the path forward.”

    Today’s Daily Devil’s Dictionary definition:

    Historic:

    1. An adjective that calls attention to the special status or original character of an event witnessed by the media, signifying that the event may remain in the public’s memory at some later point in history, thanks principally to the media’s insistence that the unfolding event is far more important than it may appear to any serious historian.

    2. Predictably hyperreal.
    Contextual Note

    US presidential inaugurations are predictable events. They happen every four years. Except in the case of a sitting president’s reelection to a second term, they mark a transition between two different personalities and two contrasting administrations. That fact alone will always have some minor historical significance. But the event itself is choreographed to follow essentially the same formal scenario from one administration to the next. Apart from this year’s social distancing, a reduced crowd and the wearing of masks, nothing in the event itself justifies calling Biden’s inauguration ceremony historic.

    Biden’s inauguration program contained some of the unique features required by the glitz and glamor of today’s hyperreality. Lady Gaga sang the national anthem and Jennifer Lopez offered some complimentary patriotic entertainment. There was a rap-influenced poem recited by a young female black poet, Amanda Gorman, the first-ever national youth poet laureate. But nothing about its staging or content was original or unpredictable enough to merit the epithet historic. So why did all media commentators lose themselves in using that word to describe it?

    They did have one good reason, though most reporters opted to spend more time on the first-ever enthronement of a female vice president, Kamala Harris. Though an unexciting politician as her performance in the Democratic primaries revealed, Harris offers two rare attributes besides being a woman. Their combined effect adds to the sense of this being a unique moment in history. She is the daughter of two foreigners, one black (her Jamaican father) and the other Asian (her Indian mother, and Tamil, to boot). 

    Oddly, no commentators seem aware of a true historical curiosity: that of the two individuals of African heritage to have risen to the presidential or vice presidential position — Barack Obama and Harris — neither are descendants of the American slaves who constitute the core of African American ethnicity. That means, from a historical point of view, there is still a gap to be filled.

    The real reason Biden’s inauguration could be called historic was the absence of his predecessor, Donald Trump. But even that was not only predicted — by Trump himself — but also predictable, given his narcissism. The 45th president’s absence had no effect on the protocol of the event. It did, however, affect, at least unconsciously, everyone’s perception of the moment. For the first time in five and a half years, Americans had to face the odd fact that Donald Trump was no longer at the core of the news cycle.

    For 22 minutes, Biden proceeded to produce a thoroughly unhistoric speech, rife with timeless clichés rather than the timely observations one might expect from a historic moment. Biden has always preferred pompous banalités and self-plagiarism to original thought. He predictably recycled his litany of crowd-pleasing but meaningless rhetorical formulas, already devoid of sense but even more so when repeated for the thousandth time. 

    As expected, there was the eternal (and historically false): “We have never, ever, ever failed in America when we have acted together.” At least he made it slightly more compact than on all the previous occasions. He drew applause with his stale chiasmus, “We will lead not merely by the example of our power but by the power of our example,” without realizing that a witty rhetorical figure loses its quality of wit when parroted over and over again. Inauguration audiences are trained to be solemnly polite. So, predictably, applause replaced the groans that Biden’s oft-repeated trope deserved.

    The absence of a sense of true historical significance failed to deter the commentators. “A historic moment, but also a surreal one,” wrote Peter Baker in The New York Times, noting that unlike other inaugurations it “served to illustrate America’s troubles.” He seems to have forgotten a notable and recent precedent: the inauguration of Donald J. Trump, who famously evoked “American carnage” at the core of his inaugural address. 

    Trump’s speech four years ago was authentically surreal, as was so much that Trump thought, did or tweeted in the following four years. Trump himself, beyond his surreal acts, was the epitome of hyperreality, in the sense that he existed as a parody of the “normal” hyperreality of US politics. He permanently drew his audience’s attention to a political system built like a movie set façade and acted out following the rules of a scripted pro wrestling melodrama. Trump’s premature departure from Washington, DC, was exceptional, if not historic. But is there any justifiable reason to believe that Biden’s plodding return to normal hyperreality can be called “historic”?

    Historical Note

    Inaugurations are, by definition, theatrical exercises. As transitional moments, they mark a date in history, but that doesn’t make them historical. The one inauguration that still makes that claim —because it has remained in the collective memory — was John Fitzgerald Kennedy’s performance in 1961. That was poised to be historic because Kennedy was the youngest president ever elected and the first to break what should be called the WASP barrier. As a Roman Catholic of Irish descent, Kennedy was the first who didn’t fit the obligatory presidential mold of being white, Anglo-Saxon and Protestant.

    But what people associate with that January 1961 event is the memorable line from Kennedy’s address: “Ask not what your country can do for you — ask what you can do for your country.” In contrast with Biden, Kennedy had never used that line before. It took people by surprise. First there was the syntax. It possessed Miltonic solemnity by eschewing the now obligatory “do” that structures negative commands in English. People normally say, “don’t ask” rather than “ask not.”

    Kennedy made the injunction sound like a divine commandment. In reality, it was as empty of meaning as any of Biden’s formulas. Americans don’t need a president to tell them whom to ask and not to ask. There is no shame in asking your country to do something, even if it never gets done. Get the wealthy to pay their share of taxes, for example. They might even ask the country not to do something, such as launch a nuclear showdown over the presence of Russian missiles in Cuba or wage a war in Vietnam. And many people do spontaneously ask what they can do for their country, though their request is usually accompanied by the demand for some form of payment. Both Kennedy and Biden responded to the public’s expectations in an inaugural address of rhetoric that “elevates the spirit” and encourages feelings of generosity and solidarity. Because it is such a standard feature of inaugural addresses, the presence of such sentiments can hardly be considered historic. On the other hand, Trump’s “American carnage” was historic, simply because nobody expected it.

    CNN desperately sought an original thought in Biden’s speech, something to relate to the “historic” nature of the event. Chris Cillizza wrote: “About halfway through his inauguration speech, President Joe Biden said something very important about the work of Washington — and how he envisions his presidency.” What did he find? Unlike Kennedy’s positive incitement to action, he selected Biden’s negative admonition: “Politics doesn’t have to be a raging fire destroying everything in its path. Every disagreement doesn’t have to be a cause for total war.”

    That’s where the US finds itself today. It lives with the hope that disagreement will not produce war. And yet, a culture war has been raging for decades, inflamed by the media. For the first time in a century and a half, there is a sense that a messy civil war may break out. That truly is historic.
