    Emmanuel Macron, France’s Islamophobe-in-Chief

    France’s president, Emmanuel Macron, may be unique on today’s world stage in an era marked by the rise of populism. He came to power in 2017 as a centrist maverick. He had no established party, ideology or tradition to guide him or fight for his future agenda. And yet, in the midst of that uncertainty, the rules of France’s Fifth Republic’s presidential regime gave him a stable position to govern from for a full five years. It was an enviable position. The media could not accuse the centrist Macron of the political sin of the age: populist extremism.

    In 2016, following Brexit and Donald Trump’s election in the US, populist extremism appeared to have overtaken the English-speaking world. It was rapidly spreading across Europe and elsewhere. The most obvious populists are branded right-wing. They demonstrate a taste for nationalism, authoritarianism and majoritarianism. They include Donald Trump, Jair Bolsonaro, Boris Johnson, Rodrigo Duterte, Narendra Modi and Viktor Orban. The left-wing populists appear as reformers and even revolutionaries, ready to upset the status quo and alienate any number of vested interests. They include Bernie Sanders, Hugo Chavez, Evo Morales and Andrés Manuel López Obrador.

    In 2017, Macron miraculously parted the waters of the French political Red Sea when he managed to split the political spectrum down the middle, neutralizing the traditional ruling parties on the right and left. As a centrist, he claimed to be capable of embracing the diversity of the nation. During his electoral campaign, he reached out to Barack Obama, who publicly supported him. This bolstered the image of Macron as an open-minded, globalizing liberal. The former Rothschild banker also had his neoliberal credentials, affirming his identification with the mainstream values of the existing economic superstructure, the traditional enemy of both right-wing and left-wing populists.

    So why is Macron now embracing Islamophobia, the policy most clearly associated with right-wing populism? Can it be that the centrist Macron, who has built the strongest part of his reputation on the anti-nationalistic idea of strengthening the European Union, is at heart a populist? 

    Writing in The Conversation, Charles Barthold and Marin Fougère describe what may be called the populist method of French president: “Macron crafts his speeches to cater to the emotions and demands of the public, be it through ramping up the rhetoric on climate change or pushing for further European Union integration — whether or not he actually has the policies to match his words.” He shares with pure populists a deep sense of electoral opportunism. He simply lacks the fanatically loyal base that they cultivate and seek to excite.

    With the trial of the authors of the 2015 Charlie Hebdo attack in the news, Macron has decided to use his pulpit to instruct the nation about the largely discredited thesis Samuel Huntington famously launched in 1993: the clash of civilizations. In what sounds like a call to arms, Macron says “we must attack radical Islamism.” He offers this deliberately vague but hugely provocative historical judgment: “Islam is a religion experiencing a crisis today, everywhere in the world.”

    The usual diagnosis made by those undergoing a crisis against those whom they seek to use as a scapegoat to explain their own crisis.

    Contextual Note

    Macron attempts to clarify the nature of the crisis when he explains that it concerns “tensions between fundamentalisms.” What does he mean? Is he referring to the rivalry between Sunnis and Shia? Are the “religious and political projects” he mentions those of the governments of Saudi Arabia and Iran? He never clarifies this. His aim is less to elucidate historical trends than to exploit a sense of fear.

    The full text of Macron’s speech reveals his intentions. He introduces his remarks on the crisis of Islam by proudly pointing to his own “humility.” He admits he is not a specialist. In other words, what he is about to say has no scientific authority. Instead, he generously offers “to share his understanding of things as he sees them.” After all, who needs experts when everyone knows that what counts are the subjective feelings of a leader? The method resembles Donald Trump’s, who routinely excoriates experts as frauds. The gentler and subtler Macron uses the prestige of his office to simply leave the experts on the sidelines.

    Macron follows this up with a laughably incoherent allusion to a nation he calls “our friend, Tunisia.” He explains that “Thirty years ago, the situation was radically different in the application of this religion, the way of living it, and the tensions that we live in our society are present in this one which is undoubtedly one of the most educated, developed in the region.” Is he more surprised by the fact that some things change over time or that some educated people may not think and act in the same way he does? Both can be attributed to a special form of French, and Macronian, hubris.

    Macron resorts to the method of sounding logical when he announces: “There is therefore a crisis of Islam.” “Therefore” implies that the evidence he has presented concerning Tunisia is conclusive. The debate is over. He has made his case. That enables him to lament a “reinvented jihad” which he oddly defines as “the destruction of the other.” He then describes the litany of horrors routinely cited by Islamophobes across the globe. He even obeys the command enjoined by hosts of Fox News or Bill Maher to “say the words” and identify the evil: “We must name it.” Naming is blaming, and clearly Islam is to blame, a message he expects the non-Muslim voting majority of France to appreciate.

    Macron clearly believes Islamophobia is a winning strategy. But France, unlike the United States, is a nation that also appreciates intellectual nuance. And so the president goes on to admit, in a way that Trump would never be tempted to do, that his nation bears some of the blame for today’s evils by allowing ghettoes to be created and failing to realize mixité, a French word for integration. He even refers to the failure of France to come to terms with the trauma of its colonial past, while at the same time demonstrating his own obvious failure to do so.  

    Historical Note

    Macron’s party, La République en Marche! (Republic on the Move, or EM!), is an example of what the French call bricolage, meaning basically cobbling things together and hoping they work. The fact that his party is still more or less intact says less about Macron’s political skills than it does about the sclerosis of the Fifth Republic’s political institutions and the dominant, if not regal role of the president.

    From the start, EM! was a dog’s dinner. Now it is at risk of spilling out of the bowl at any moment. That may explain why Macron occasionally feels the need for a populist fix, and Islamophobia is the only reliable fix for a centrist. For decades the Le Pens, both father and daughter, have deftly exploited the growing anti-immigrant sentiment of the working class. Thanks to that strategy, Le Pen’s National Rally (formerly National Front) managed to capture what was once the Communist Party’s working-class constituency after it had fallen into irrelevance.

    The difference between Macron’s electorally convenient Islamophobia and Marine Le Pen’s becomes clear in his discourse. He wants Muslims to integrate, to become ordinary French people, whereas Le Pen — like Trump in reference to certain young, darker-skinned legislators — simply wants them to “go home.” Presumably, Macron and Le Pen would be satisfied if the Muslims simply stayed out of sight. But that would pose another problem. It would remove the convenient distraction of blaming another culture for the failures of one’s own.  

    France and other European nations share with the United States an underlying problem rooted in their history. Just as the US has never managed to come to grips with its slaveholding past, former European colonial empires have never worked out how to deal not just with their own colonial history. To some extent, this reflects and incapacity to deal with history itself, whose reality they prefer to deny. This is especially true of France, a nation that, like the US, believes its own political culture of human rights and the championing of freedom represents universal norms. Both the French and the Americans should ask themselves this question: Who is experiencing the deepest crisis today? The answer should be obvious.

    Mitch McConnell and the Newspeak of Democracy

    US Senate Majority Leader Mitch McConnell has the reputation of acting as a powerful unifier of his party’s troops in the Senate. He has demonstrated his ability to convince fellow Republicans of what needs to be done (or prevented from being done) and how to move forward with urgency (or not move at all), as circumstances require.

    McConnell, a Republican senator, famously blocked sitting Democratic President Barack Obama’s attempt to nominate Judge Merrick Garland to the Supreme Court after the death of Justice Anthony Scalia in February 2016. He did so on the grounds that it was an election year. Now, McConnell is faced with a similar situation, but this time his aim is to force rapid confirmation of President Donald Trump’s candidate, Judge Amy Coney Barrett, less than a month before a presidential election that risks unseating the Republican president.

    From the announcement of Justice Ruth Bader Ginsburg’s death on September 18, the task of pushing through Barrett’s confirmation already appeared to be a daunting task. It would require every bit of talent and energy McConnell is capable of, especially after learning that he was guaranteed only the slimmest of margins in a vote of the full Senate. Still, the odds of success looked good, at least until the nation learned on October 2 that President Trump had tested positive for COVID-19 and would be hospitalized. Worse, two Republican senators also tested positive.

    As everyone knows, the valor of great heroes will always be tested by the gods. Sensing the panic that might follow concerning the continuity of government itself, McConnell wasted no time reassuring an anxious nation that everything would continue as planned. After speaking to the president, he reported via Twitter the good news: that the president was healthy enough to govern and that Barrett’s confirmation was still on course.

    On Friday, McConnell tweeted: “He’s in good spirits and we talked business — especially how impressed Senators are with the qualifications of Judge Barrett. Full steam ahead with the fair, thorough, timely process that the nominee, the Court, & the country deserve.”

    Contextual Note

    McConnell provides a textbook example of a rhetorical device called a tricolon: “a series of three parallel words, phrases, or clauses.” Some teachers call it the “rule of three,” observing that three aligned items are “always stronger and more memorable than one.” It is the key to sounding authoritative.

    The senator insists that his precipitation, in this case, is “fair” because some people dared to suggest it contradicted the sacred principle he himself had invoked in 2016 to justify delay. At the time, McConnell insisted that only the newly elected president had the legitimacy to nominate a candidate. “The American people are perfectly capable of having their say on this issue, so let’s give them a voice. Let’s let the American people decide,” he said.

    In effect, a US presidential election is the only time the will of the people of the entire nation is expressed. And so, in 2016 democracy prevailed. Trump was elected. McConnell had his way, effectively preventing the confirmation of Judge Garland. Alas, it wasn’t “the people” who offered Trump the keys to the White House but the Electoral College. In their clear majority, the people had voted for Hillary Clinton, the Democratic presidential nominee. 

    So much for fair. What about the idea of thorough? The New York Times reports that “Republican officials said they had no doubt that senators would find a way to muscle through the nomination over Democrats’ protests.” In US culture, the idea of “thoroughness” often implies exactly that: using muscle to overpower any opposition, making the result irreversible. The adversary must be thoroughly defeated. The terminator must be thoroughly terminated.

    Finally, “timely” normally contains the idea of optimal timing to produce an acceptable result in the general interest. For McConnell, it seems to mean any timing that achieves his own goals. In the current context, a timely confirmation must take place before November 3. This ensures that even if the will of the people in 2020 results in the election of Democrat Joe Biden, the more sacred will of the Electoral College in 2016 will be honored. The meaning of words sometimes evolves. In 2016, timely meant “not now.” In 2020, it means “immediately.”

    Historical Note

    Any lucid observer would agree that politicians tend to be disingenuous. Sometimes it is for laudable reasons, such as conveying an optimistic message in dire times to bolster the public’s morale. But more commonly, it reflects the simple fact that most of their public discourse is motivated by their electoral strategy rather than the logic of government or the needs of the people.

    This has become accepted as the normal hypocrisy of politicians. Mitch McConnell may be twisting the meaning of words, but he is guilty of nothing more than everyday political hypocrisy. In contrast, Donald Trump is one of those rare politicians who, lacking any serious training in political culture, consistently rises above the habit of everyday hypocrisy by boldly and brazenly prevaricating. Trump will never miss an opportunity to deny the obvious or affirm the absurd. 

    President Trump’s success over the past four years may have created a trend that has now infected others. Democratic Senator Chris Murphy demonstrated this trend on October 2 when, in an interview with CNN about Trump’s temporary absence due to COVID-19, he asserted that the president “is going to rely on his surrogates. And unfortunately, one of his surrogates is Vladimir Putin.”

    When politicians make statements as comically over the top as this on national television without being challenged by their hosts in the media, the very notion that a stable frame of reference exists in public life risks disappearing irretrievably. What emerges is the impression that democracy and the ritual of elections constitute little more than an entertaining facade, a form nor of reality TV but of hyperreality TV, produced by people whose business is to seek, manage and manipulate power. Nothing they say has meaning other than as a badge of power. The more brazen the lying, the more respect they earn for demonstrating their competence in playing with the levers of power.

    In recent years, the concept of democracy has come to designate little more than the toolbox successful politicians use to convince the populace that they are fulfilling their will, even when contradicting it. What better illustrates this truth than Brexit in the UK? Theresa May and Boris Johnson, the two prime ministers who succeeded the hapless David Cameron, argued that the official result of the poorly designed and clearly manipulated 2016 referendum asking people to answer “leave” or “remain” to a question no one could understand definitively represented “the will of the people.” Similarly, Trump has consistently claimed that any policy he supports, however absurd, reflects the will of the people who voted in 2016.

    In his book, “The Will of the People: A Modern Myth,” political theorist Albert Weale claims that “around the world, political parties and movements – on both the left and on the right – invoke the will of the people.” He compares the idea of “the will of the people” to unicorns, flying horses and the sunken continent of Atlantis.

    Gideon Rachman, writing for the Financial Times last year, detected a common thread to Trump’s and Johnson’s approach to governing. He saw their insistence that the result of one election or referendum in 2016 justified every one of their own most extreme policies as “signs that the laws and conventions that underpin liberal democracy are under attack in both the UK and the US, two countries that have long regarded themselves as democratic role models for the world.”

    Both the US and the UK are on the brink. We still have no idea of how Brexit will play out in 2021. What happens in the US after November 3 is anybody’s guess, but the result is unlikely to be pretty. Democracy, in its unnatural marriage with capitalism, is reeling from the unexpected structural and economic effects of a pandemic. It has aggravated capitalism’s unbridled tendency to upset human life everywhere in the world. The consequence of that is undeniable: It has become increasingly difficult for any politician to conduct business in a way that is fair, thorough and timely.

    The Science of Voter Suppression

    Great traditions persist for centuries even as they change their style. New York’s Tammany Hall and its colorful leader “Boss Tweed” in the late 19th century perfected the art of “manufacturing votes” to elect the people they preferred and run the show in their manner. It set the standard followed by many other local political bosses across the nation.

    In his film “Kansas City,” Robert Altman presented a special world of corrupt 1930s politicians, black and white gangsters and late-night jam sessions in KC clubs. The film demonstrates the well-documented fact that “the Kansas City area has a rich legacy of election fraud, stretching from before the Civil War to after World War II.” More recently, former Kansas secretary of state and failed gubernatorial candidate, Kris Kobach, perfected a system he shared with Republican governors that arbitrarily suppressed voters in different states based on the principle that any two people who happened to have the same name must be fraudulently voting in two different states.

    Ever since Donald Trump’s victory in the 2016 presidential election, Democrats have focused on Russian interference to explain Hillary Clinton’s defeat. Greg Palast, who exposed Kris Kobach and Georgia’s Brian Kemp, among others, has found evidence that points to Trump’s 2016 victory being a result of voter suppression. According to Palast, if all the ballots had been counted, Hillary Clinton most likely would have won the state of Michigan. Some 75,355 ballots, mostly from majority-black precincts, were discarded. For some mysterious reason, Democrats have never raised that issue, presumably because there was no way of placing the blame on Russia.

    With a new election approaching, some Democrats may have realized that their party establishment having over-exploited the theme of Russian meddling has to look for a culprit elsewhere. Motivated by the fear of another close election that might favor Trump in the Electoral College, they have found another theme related to meddling to explain their Clinton’s defeat in 2016.

    Jamie Ross, a journalist at The Daily Beast, cites an “enormous data leak” obtained by the UK’s Channel 4 News that exposes an operation mounted by the 2016 Trump campaign that consisted of using Facebook ads to persuade black voters to stay home rather than vote for Hillary Clinton. The article’s subtitle sums up the scandal: “A huge data leak shows that three million Black Americans were unknowingly added to a list of people that Team Trump wanted to keep away from polling places.” Jamal Watkins, vice president of the National Association for the Advancement of Colored People, is cited as saying that “It’s not ‘may the best candidate win’ at that point, it’s ‘may the best well-funded machine suppress voters and keep them at home thereby rigging the election so that someone can win.’”

    Like the kerfuffle surrounding the Russians, the vehicle for meddling was Facebook. Because Facebook was willing to release private data to Cambridge Analytica — a British political consulting firm at the heart of this still-ongoing data breach scandal — who then made that data available to its clients, the Trump campaign could target black voters with ads or articles critical of Hillary Clinton. Though there is no direct evidence of this practice and even less of its effect, Ross asserts that “it’s likely that it was used to help the campaign micro-target people on Facebook in the months leading up to Election Day in 2016.”

    Anything that is “likely” must qualify not just as “rigging” but as a form of voter suppression. Ross reminds readers that Facebook has recently “cited its new rules prohibiting voter suppression,” presumably justifying his characterization of an act designed to demotivate voters as voter suppression.

    A traditional practice that has been refined into an obligatory scientific tool of the two major political parties in the United States, though used more extensively and with far more skill by Republicans than Democrats.  

    Contextual Note

    The Daily Devil’s Dictionary sees three problems with calling this operation “voter suppression.” The first is that the supposed crime has only been qualified as “likely.” This is unconfirmed news. It may deserve a mention in passing, but not as the basis of a news story.

    The second is that whatever it is and whatever its ultimate effects, it cannot be called voter suppression. Discouraging people from voting by exposing them to a negative message about a candidate is standard practice in political campaigning. It may be disingenuous and, when channeled through Facebook, passably devious, but it is little more than an original form of political advertising.

    Finally, it implies that virtuous Democrats would never attempt to “micro-target people on Facebook.” Given the professionalism of modern political campaigns conducted by both major parties, that seems very “unlikely.” No one would doubt that the Republicans are always ready to go the extra mile — as they did by engaging Cambridge Analytica and profiting from Facebook’s complicity — but Democrats have always tried their best to hone their own skills. They may simply be more discreet in doing so.

    Evidence of Democrats practicing voter suppression can be found throughout the recent history of political campaigns. The hallowed practice of gerrymandering by both parties has more similarities with voter suppression than negative ads on Facebook. Former Democratic Party Chairwoman Donna Brazile admitted that the party deployed various means to rig the 2016 primaries in favor of Hillary Clinton. There have been documented cases of voter suppression by the Democratic Party establishment, though it was directed not at Republicans but at the Democratic candidate, Bernie Sanders.

    Can it be that the Republicans are specialized in voter suppression for general elections and Democrats for primaries? In any case, recent events — from the hanging chads and butterfly ballots in Florida in the 2000 election to Donald Trump’s outcry against mail-in ballot fraud as a pretext for canceling the result of this year’s election — have shown that American democracy, to the extent that democracy is defined by the act of voting, is seriously broken. The damage goes well beyond simple cases of Facebook advertising.

    In March, The Atlantic published an article by Ibram X. Kendi describing how the political establishment has systematically discouraged young voters from voting. Kendi writes: “Both Republicans and moderate Democrats share a joint interest in not increasing the voting rates of young people. Republicans lose general elections to Democrats when young people vote in high numbers. Moderate Democrats lose primary elections to progressive Democrats when young people vote in high numbers.”

    A sclerotic system designed principally to protect those who settled into a position of power within government and their parties has effectively disenfranchised entire generations, often sanctimoniously referred to as “the future of the nation” but clearly felt by those in power to be a threat to the sovereignty of the elite they identify with.

    Historical Note

    The Republicans have an advantage over the Democrats when it comes to voter suppression to the extent that large swaths of Democratic voters are easier to identify and target. Most minorities, especially blacks and Latino voters, have over the years consistently supported Democratic candidates in preference to Republicans. Since at least the presidency of Franklin D. Roosevelt, the Democrats have directed their appeal to the working class in contrast with the Republicans, whose ideology aligned with business interests.

    The effective rule of the WASP elite (White Anglo-Saxon Protestants) permitted the creation of a class system in which racial and ethnic minorities were left to fester in the bottom rungs of society. The lowly economic and social status of blacks and Mexicans led them to line up behind a Democratic Party that seemed more sensitive to their needs. This turned out to be very convenient for the Republican specialists in voter suppression. Thanks to the statistical distribution of family names, especially for the Hispanics, and even first names, since African Americans have always been more creative and less conformist in naming their children, targeting “duplicate” voters could be done with a simple computer program.

    Some youngsters who study “political science” in college — with its focus on political systems, laws, ideology and economic theory — and manage to drift into politics, end up discovering that their job will really be about “electoral science” rather than political science. They will learn that politics nothing to do with the art of governing but focuses on the science of winning. In other words, it is mostly about intellectual suppression.

    Climate Disruption and the American Obsession with Control

    For this week’s debate between US President Donald Trump and his Democratic challenger Joe Biden, the moderator, Chris Wallace, has ambitiously proposed six topics. They presumably represent what he believes are the most important and urgent issues to clarify for the two candidates. The topics are: Trump’s and Biden’s records, the Supreme Court, COVID-19, the economy, race and violence in our cities, and the integrity of the election.

    John Branch and Brad Plumer may feel that something is missing in Wallace’s list. They are the authors of a lengthy New York Times article that appeared last week under the title “Climate Disruption is Now Locked In. The Next Moves Will Be Crucial.” Perhaps Wallace reasoned that attempting to debate climate change would make no sense since everyone knows Trump simply denies that there is an issue to debate. In such a debate he might just follow Jordan Peterson, who in five minutes dismissed the entire climate issue as “an absolutely catastrophic nightmarish mess” on which it is not worth wasting our precious time.

    But there may be another reason for Wallace’s hesitation. It raises other more important issues, too complex to evoke in the type of reality TV show we call a presidential debate. Branch and Plumer describe the severity of the problem: “Managing climate change, experts said, will require rethinking virtually every aspect of daily life: how and where homes are built, how power grids are designed, how people plan for the future with the collective good in mind. It will require an epochal shift in politics in a country that has, on the whole, ignored climate change.”

    The one type of historical event that modern democracies have no means of dealing with and no hope of addressing even if the entirety of their voting populations acknowledged the need.

    Contextual Note

    After listing some of the types of disasters — droughts, fires, tropical storms — that are observable today and whose frequency is increasing, the authors raise the most fundamental question that concerns “humanity’s willingness to take action.” In other words, like politics itself, it is all about the resolution to act. The proverb reassures us: Where there’s a will, there’s a way. The problem the authors evoke but never really address lies in identifying the agent with the will and how it might be empowered to act.

    The article claims that “climate disruption” has now appeared on “center stage in the presidential campaign.” Trump denies there is a problem, but Biden has announced the measures he would take to address the issue. They include “spending $2 trillion over four years to escalate the use of clean energy and ultimately phase out the burning of oil, gas and coal,” building “500,000 electric vehicle charging stations” and “1.5 million new energy-efficient homes and eliminate carbon pollution from the power sector by 2035.”

    Sophie Austin reports for Politifact that most environmentally sensitive commentators have expressed approval of Biden’s plan. But she adds that “some climate activists say his plan doesn’t go far enough to reduce carbon emissions and protect Indigenous lands from fossil fuel pollution.” Dan Gearino notes on the Inside Climate News website that, while the Biden plan is praiseworthy on paper, it doesn’t appear to be the candidate’s highest priority: “This doesn’t mean climate change and clean energy are top-tier issues for the candidates,” Gearino writes. Branch and Plumer call the next moves “crucial.” Biden appears to consider talk about the next moves crucial.

    Historical Note

    The Times authors maintain that the only solution will be an epochal shift. That means reversing historical trends embedded deep in the culture. They should be looking well beyond politics toward changes in culture, lifestyle and the rules that govern economic relationships. But, as often happens with The New York Times, its perspectives never seem to go beyond national policies and politics. “Nations,” they write, “have dithered so long in cutting emissions that progressively more global warming is assured for decades to come, even if efforts to shift away from fossil fuels were accelerated tomorrow.”

    Nations cannot cut emissions. They can legislate by establishing quotas. They can tax certain activities and commodities to discourage emissions. But, apart from, for example, reducing the size of their bloated militaries, champion consumers of fossil fuel, nations and their governments do not have the power to cut emissions. People have that power. But at the very minimum that means, as the authors have insisted, “rethinking virtually every aspect of daily life.” 

    Thinking and rethinking may be enough to satisfy journalists, but if it doesn’t lead to action. It serves no other purpose than to provide copy for the media. Don’t journalists spend most of their ink transcribing what politicians “think” before agreeing that nothing ever gets done? Thinking things through, Hamlet style, can sometimes aggravate the problem, creating the equivalent of social melancholia.

    Doing rather than simply thinking implies radically redefining relationships with other people and the environment, including reframing our dependence on technologies and consumable goods most people may not be ready to relinquish. The authors insist that while the problem is grave, it’s not too late. Something can be done. They reassuringly quote an environmental historian: “It’s not that it’s out of our control. The whole thing is in our control.”

    Some analysts of US culture have identified establishing and maintaining control as the culture’s dominant core value. This nevertheless creates an unsustainable paradox. For three-quarters of a century, Americans have used the dollar to establish control over the global economy. When President George W. Bush pulled out of the timid resolutions for climate control of the Kyoto Protocol in 2001, he cited as his compelling reason that “mandates in the Kyoto Treaty would affect our economy in a negative way.”

    Donald Trump and the entire Republican Party have never veered from Bush’s logic, justified with this specious line of reasoning: “We do not know how much our climate could or will change in the future. We do not know how fast change will occur, or even how some of our actions could impact it.” In other words, Americans don’t like to think about what they can’t control. They prefer to focus on the one thing they believe they control: the economy. Of course, those who observed how well Bush controlled the economy in 2007-08 or Trump did in 2020 may object that if that’s what they mean by control, maybe they should just give up their global military empire, retreat to their bunkers and let Adam Smith’s invisible hand retake control.

    After reassuring readers that everything is “in our control,” the article makes its own “epochal shift” when it tells us that “climate scientists have shown that our choices now range from merely awful to incomprehensibly horrible.” The authors reassure us that even if control isn’t total, we can be satisfied with partial control, which could be deemed a good enough solution for control-obsessed Americans: “The best hope is to slow the pace of warming enough to maintain some control for humanity.” By invoking “humanity,” they also seem to be admitting that it is no longer about the US running the show on its own. Returning to the theme, largely neglected in the article, of accepting to change our lifestyle, the authors then pinpoint the real problem: “Whether Americans can adopt that mentality remains an open question.” The rest of humanity has no choice because, unlike Americans, they have no reason to believe in their capacity to control everything.

    Unsurprisingly, The Times article ends with a reassuring conclusion, though in this case it retains a timid touch of ambiguity. After admitting that “climate change’s biggest problem may be the sense that it is beyond our control,” the authors cite a climate scientist who offers this philosophical wisdom: “What’s beautiful about the human species is that we have the free will to decide our own fate. We have the agency to take courageous decisions and do what’s needed. If we choose.” In other words, endowed with free will, we are beautifully free to retake control. The only remaining question is this: Who precisely is the “we” with the “agency to take courageous decisions”?

    The Extinct Race of “Reasonable Viewers” in the US

    Reporting on a defamation trial brought against Fox News host Tucker Carlson, Business Insider notes a rare but significant crack in the facade of contemporary media that could, if we were to pay attention, help to deconstruct the reigning hyperreality that has in recent decades overwhelmed public discourse in the US.

    To maintain its control not just of our lives but of our perception of the environment and culture in which we live, the political class as a whole, in connivance with the media, has created the illusion that when people speak in public — and especially on TV or radio — they are essentially engaged in delivering their sincere opinion and sharing their understanding of the world. They may be mistaken or even wrong about what they claim, but the public has been taught to give any articulate American credit for standing up for what they believe.

    We have been told that this respect for public personalities’ freedom of expression serves a democratic purpose. It allows for productive debate to develop, as different interpretations vie and eventually converge to establish a truth that legitimately supports variable faces and facets. Though they generally try to avoid it, when Americans happen to hear the opinion or the analysis of a person they don’t agree with, they may simply oppose that point of view rather than listen to it, but they also tend to feel sorry for that person’s inability to construe reality correctly.

    In other words, the default position concerning freedom of speech has traditionally maintained that a person’s discourse may be wrong, biased or misinformed, but only in exceptional cases should the sincerity of the speaker be called into question. For this very reason, US President Donald Trump’s supporters may think that many of the things he says could be erroneous, but they assume that their hero is at least being sincere. They even consider that when his ravings contradict the science or reasoning of other informed voices, his insistence is proof of his sincerity. They admire him for it.

    In contrast, Trump’s enemies want us to believe he is unique and the opposite of the truthtellers on their side. But Trump is far from alone. He just pushes the trend of exaggerating the truth and developing unfounded arguments further than his opponents or even his friends. And because he shakes off all challenges, his fans see him as that much more authentic and sincere than everyone else.

    And so the hyperreal system maintains itself without the need of resorting to objective reality. That may explain why the ruling of the judge in favor of Carlson seems to jar with the rules of the hyperreal game. A former Playboy model accused Carlson of defamation. Here is how Business Insider framed the case: “A federal judge on Wednesday [September 23] dismissed a lawsuit against Fox News after lawyers for the network argued that no ‘reasonable viewer’ takes the primetime host Tucker Carlson seriously.” In the judge’s words, “given Mr. Carlson’s reputation, any reasonable viewer ‘arrive[s] with an appropriate amount of skepticism’ about the statements he makes.”

    Contextual Note

    The idea of a “reasonable viewer” is similar to the equally nonexistent “homo economicus,” a concept dear to economists who want the public to believe that markets represent the ultimate expression of human rationality. They imagine a world in which all people do nothing other than pursue their enlightened and informed self-interest.

    The judge in the Carlson case is one of those rare Americans who understand that all the news — and Fox News par excellence — is entertainment. But what he fails to acknowledge is that broadcast “news” has become a consciously tendentious form of entertainment that privileges emotion over reason and has an insidious impact on people’s civic behavior. 

    Whether it’s Fox News, MSNBC or CNN, no complex story exists that cannot be reduced to the kind of binary conflict its viewers expect to hear about and resonate to. That means nothing could be more unreasonable than to believe there is such a thing as a “reasonable viewer,” especially one who refuses to take Carlson “seriously.”

    In other words, the judge is right to highlight the fundamental triviality — or, worse, the hyperreal character of most TV news and Carlson in particular — but wrong to think it appeals to “reasonable” viewers or that reasonable viewers, if they exist at all, are even aware of it.

    Historical Note

    Throughout the history of the US in the 20th century, media fluctuated between a sense of vocation in reporting fundamentally factual stories and one of serving the needs of propaganda either of the government or of political parties. There has long been a distinction between “liberal” and “conservative” newspapers, though throughout the 20th century, the distinction applied more to the editorial pages in which columnists had the liberty to express their particular bias than to reporting of the news itself.

    Quentin Fottrell, in an article for Market Watch published in 2019, described the process by which, in his words, “U.S. news has shifted to opinion-based content that appeals to emotion.” He sums up the findings of a study by the Rand Corporation in these terms: “Journalism in the U.S. has become more subjective and consists less of the detailed event- or context-based reporting that used to characterize news coverage.”

    Significantly, the Rand study found that the very language used in reporting had evolved: “Before 2000, broadcast news segments were more likely to include relatively complex academic and precise language, as well as complex reasoning.” This points to the core issue in the shift that has taken place. Over the past 20 years, “broadcast news became more focused on-air personalities and talking heads debating the news.” This indicates a deliberate intention of news media to appeal to emotion rather than reason, even to the exclusion of any form of critical thinking.

    Fottrell notes the significance of the year 2000, a moment at which “ratings of all three major cable networks in the U.S. began to increase dramatically.” When the focus turns to ratings — the unique key to corporate income — the traditional vocation of informing the public takes a back seat. He quotes a patent attorney who studied media bias and found that the “extreme sources play on people’s worst instincts, like fear and tribalism, and take advantage of people’s confirmation biases.”

    The “worst instincts” are also known as the lowest common denominator. According to the logic of monopoly that guides all big corporations in the US, the standard strategy for a news outlet is to identify a broad target audience and then seek to develop a message that stretches from the high-profile minority who have an economic or professional interest in the political agenda to the dimmest and least discerning of a consumer public who are moved by “fear and tribalism.”

    It’s a winning formula because the elite segment of the target audience, a tiny minority of interested parties who are capable of understanding the issues and the stakes, willingly participate in the dumbing down of the news with the goal of using emotion to attract the least discerning to the causes they identify with and profit from economically and politically. 

    Just as the average Fox News viewer has no objective interest in Donald Trump’s tax cuts for the rich or his permanent campaign to gut health care but will be easily incited to see the president as the champion of their lifestyle, the average MSNBC viewer will endorse the Wall Street bias of establishment Democrats always intent on eschewing serious reforms, citing the fact that they are too expensive. They do so only because MSNBC has excited their emotions against the arch-villain Trump.

    It isn’t as if reasonable viewers didn’t exist. The news networks have banished them to pursue their interests on the internet or simply replaced anything that resembles reason by pure emotion.

    How Anti-Semitism Has Lost Any Connection With Reality

    A Business Insider article by Oma Seddiq highlights the latest example of US President Donald Trump’s obsessive insistence on treating American Jews as citizens of Israel. Jewish voices have once again rebuked the president, though apparently to no avail. Seddiq’s article bears the title “’Textbook anti-Semitism’: American Jews condemn Trump for repeatedly telling them that Israel is ‘your country.’”

    No dictionary, not even a devil’s dictionary, can feel comfortable defining a term that describes a tradition with such horrific historical associations. But today’s post-Holocaust world of political marketing has so distorted all discourse relating to Israel that it is now impossible to disentangle three distinct concepts: ethnic identity, religion and national politics. Consequently, the meaning of anti-Semitic — now simply an all-purpose insult — changes according to the person using it.

    Typically, the reason for proffering the insult has nothing to do with ethnicity or theology. It’s always about politics. The insult has become so potent in political arguments that its meaning is reduced to whatever the polemical objective of the speaker happens to be.

    Anti-Semitism:

    A label that points to an undefined trait or attitude possessed by anyone with opposing political views who appears to make general assumptions about anything related either to the Jewish people or the state of Israel.

    Contextual Note

    During a call with American Jewish leaders last week, Donald Trump has uttered this sentiment: “We really appreciate you, we love your country also and thank you very much.” This is problematic for several reasons. Beyond the fact that Trump sees all American Jews as citizens of another country, the “we” and the “you” he mentions are both dangerously ambiguous. “We” can be restrictive, indicating Trump himself, or inclusive, as in “we the people,” embracing the entire nation. In whose name is he speaking? Moreover, by referring to American Jews collectively as “you,” he both sets them apart and imposes a solidarity of political identity that is manifestly false.

    The Jewish strategist Sophie Ellman-Golan complained: “It’s really important that we separate out American Jews and Israel — we are not one in the same. It’s anti-Semitic to suggest that we are.” There may be an anti-Semitic strain to Trump’s worldview, but not here. On other occasions, Trump has shown sympathy for virulently anti-Semitic activists. Everyone remembers those “very fine people” in Charlottesville.

    Instead, Trump, who never tires of praising Israel, strives to appear radically pro-Semitic. The absurdity of his remarks demonstrates little more than the well-established fact that the president is incapable of understanding anything about any category of people, whether the factor of identity is permanent or temporary. Because some protesters in the streets are violent, Trump judges that all protesters are violent. And because the violence is directed against the contestable practices of existing institutions Trump identifies with, he accuses all protesters of sedition — a legal term that means rebellion against the state.

    Similarly, because Israel is officially a Jewish state, Trump believes all American Jews consider themselves citizens of Israel. What applies to one applies to the entire group. And because Trump invariably aligns his foreign policy with Israel’s, he sees no problem with what his critics call the trope of “dual loyalty.” Instead, he encourages it because it puts them in opposition to Trump’s opposition in the US, especially those who criticize his unconditional alliance with Israeli Prime Minister Benjamin Netanyahu.

    The real problem with the way anti-Semitism is bandied about in the media today is that the term has become a toxic brand that can be used against anyone, including those who are called “self-hating Jews.” This often simply means those who dare to critique Israel. In the US, even the Jewish Bernie Sanders has been suspected of anti-Semitism because he has distanced himself from Israel.

    When Jeremy Corbyn dared to deviate from British geopolitical orthodoxy, defenders of the idea of an inviolable alliance with Israel — even inside his party — branded him an anti-Semite. Much of the respectable media followed suit. They did so not after taking into account the complex intersection of religious belief, ethnic belonging and political loyalty, but only because it appeared to be the easiest way to demolish the left wing of the Labour Party.

    Historical Note

    Anti-Semitism is an undeniably shameful feature of Western history. Its roots date back to the rupture that marked the birth of Christianity — a religion that emerged from Judaism after the Romans crucified Jesus. From the time of St. Paul’s writings that established the major themes of the new theology, Christianity had to justify its break with the Judaic tradition even while acknowledging a very real historical continuity. Initially, Christians saw themselves as religious separatists with no reason to cultivate hatred for the Jews, especially after the Romans dispersed the Jews from their homeland in the Middle East and effectively dismantled all Jewish political infrastructure.

    The virulent anti-Semitism that culminated with Germany’s Third Reich developed rapidly in Europe throughout the Middle Ages, accelerating with the First Crusade, launched in 1095. The feudal system required the population, from yeomen to serfs, to accept their allegiance to the local nobility. Kings and princes ruled over expanses of territory federating multiple domains belonging to nobles. Those feudal kingdoms later evolved into nation-states.

    Jews had no place in a Christian feudal system founded on an agricultural economy. Christians regarded the Jews as a people that had self-excluded themselves from the Christian community. Jews had little choice but to group in cities where they were confined to ghettos, from which they could nevertheless provide some vital services to Christians, including moneylending.

    In the 11th century, England’s Norman King William the Conqueror provided a model for “managing” the Jews, mainly for the purpose of the royal military economy. Jews had the right to lend money at interest, whereas for Christians it was a sin. With no ordinary feudal ties, all Jews were deemed direct subjects of the king. This royal privilege eventually led to moments when a king, having profited from the financial facility offered by the Jews, could use an invented pretext to punish the Jewish community, confiscate their property and cancel their debts. It was a form of political opportunism that used anti-Semitic sentiment as a pretext for plunder.

    Given the somber history that would follow — exclusion and exile, blood libels, forced conversion, ghettoization, pogroms in the 19th and 20th centuries — all of it leading up to Hitler’s audacious “final solution,” the term “anti-Semitism” should always be taken seriously. It has played an active role in the evolution of modern nations in the Western world. But today, for purely political and sometimes basely electoral reasons, people have taken to using it as a facile insult to brand their opponents with an intention that everyone reflexively recognizes as shameful.

    Because the label has changed from a historically accurate description of horrendously calculated and brutally executed actions to what has become today a vague suspicion of a lack of suitable deference to Israel, the term anti-Semitism has literally lost any connection with reality. Calling Trump an anti-Semite illustrates the absurdity of the trend. The Donald’s delight in making unjustified pronouncements about American Jews doesn’t stem from anti-Semitism. It’s just that he’s a narcissist, utterly insensitive to the reality of others.

    In contrast, this past week offered an example of what has now become standard dog-whistle anti-Semitism coming from the American right. In a discussion on Fox News of violence in American cities, Newt Gingrich singled out the Democratic donor, George Soros, as the unique cause of the breakdown of law and order. Soros has long been a preferred target of anti-Semites because he finances liberal causes. Gingrich knows that and so does Fox News. Embarrassed and wishing to avoid the accusation of complicity, the Fox News hosts shut Gingrich down for such an obvious anti-Semitic trope.

    Anti-Semitism exists among the population, probably far more on the right than the left. Modern governments can no longer have recourse to it as official policy, but ordinary citizens and individual politicians can resonate to its xenophobic appeal. The term itself has thus become an abused and abusive rhetorical weapon used by all kinds of polemicists. And, for the moment, the media appears far too timid to attempt deconstructing that rhetoric.

    Boris Johnson Pushes Unreason to an Extreme

    The Guardian offered its readers what is certainly the most comic and hyperreal sentence of the week when it reported that “Boris Johnson accused the EU of preparing to go to ‘extreme and unreasonable lengths’ in Brexit talks as he defended breaching international law amid a mounting rebellion from Tory backbenchers.”

    Whether their names are Johnson, Donald Trump, Jair Bolsonaro, Silvio Berlusconi, Rodrigo Duterte, Elon Musk or Kanye West, each in his own patented way has perfected the art of outrageous hyperreality that thrives on projecting a personality that is extreme and unreasonable. The phenomenon goes beyond politics. In fact, it originates in the world of entertainment. West, an American rapper, did as much to inspire President Trump’s approach to politics as Trump did to convince West he could have a future in politics.

    The Guardian’s readers may be left wondering what kind of exceptionally outrageous behavior could merit Johnson, the British prime minister, calling European negotiators’ behavior “extreme and unreasonable.” Even during his career as a journalist before moving into politics, Johnson specialized in extreme and unreasonable exaggeration in his reporting of the news.

    In 2016, Johnson also went from the extreme of preparing an article for publication in The Telegraph in which he argued in favor of Britain remaining in Europe and warned that leaving the EU would provoke an “economic shock,” to leading the wing of the Conservative Party in the “leave” campaign for Brexit. That permitted him to identify himself with the cause of Brexit and assume the leadership of that faction of a party officially committed to remaining as a member of the European Union. He sensed that it would be the shortest route to Downing Street as he witnessed the wavering fortunes of David Cameron, the prime minister at the time.

    So, what terribly extreme and unreasonable actions are the Europeans guilty of in Johnson’s eyes? Very simply, they disapprove of his proposed “internal market bill,” which calls for unilaterally overturning the withdrawal agreement Johnson signed last year to presumably settle the initial political conditions of the UK leaving the European Union. On Johnson’s own initiative, that agreement drew a border between Northern Ireland and Great Britain, which together make up the United Kingdom. 

    The law he is now proposing would permit him to effectively erase that border, leading to the necessity of creating a hard border between the Republic of Ireland and Northern Ireland. Keeping that border open as provided by the 1998 Good Friday Agreement — a deal that ended the violence between Catholics and Protestants — was the required condition for reaching any kind of permanent solution to the withdrawal of the UK from the European Union.

    Now, key members of Johnson’s cabinet have begun to revolt, as this is a clear violation of the terms of the withdrawal agreement that took so long to hammer out. Britain’s former ambassador to the US, Kim Darroch, now points out that the bill will be “hugely damaging to our international reputation.” He warned that “it could deter other countries from entering into agreements with the UK in the future.” He wasn’t alone. Five former British prime ministers have also expressed concern over the move. Darroch speculated on what might happen “if people think the Brits are just going to say: we didn’t like this on reflection, and we would like to rewrite this part unilaterally.”

    Historical Note

    During the centuries when the British dominated the world and owned an empire on which the sun never set, as a people they acquired the reputation of being committed to “fair play.” The French, who never had an entente with the British that was deeper than merely cordial, to this day identify the British as a people who want to be respected for maintaining the cultural value of fair play, at least as it applies to sports.

    The French have never been naive. They have always recognized that their British neighbors were perfectly capable of perfidy. To this day, the French will ironically trot out the expression “perfide Albion” to explain Britain’s positions concerning other nations. But Albion’s traditional perfidy was always subtle, carrying an air of reasonableness and delivered with what appeared to be a complicit smile. Boris Johnson’s is both extreme and unreasonable.

    Empires will always be suspected of perfidy, if only because everyone understands that they can, on a whim, betray treaties and agreements — and even their own stated principles and values — as they rely on their military prowess and financial clout to carry them through. To some extent, this becomes the law of empires, their way of indicating that the countries they deal with have a greater interest in being nice to them than they do in being nice to the others. 

    The irony this time — and some see it as a tragedy — lies in the fact that Britain hasn’t been an empire for at least 70 years. Johnson has become little more than Shakespeare’s “poor player who struts and frets his hour upon a stage” and someday soon will be heard no more. The burning question, when it comes to Johnson, Rodrigo Duterte and Donald Trump — whose exit may be announced in November — is this: What will the damaged landscape look like when those leaders specialized in upending their own cultures are gone?

    As the world breathlessly awaits the major events that affect every nation in the world — starting with the US presidential election in November and including the unabating drama of the waxing and waning of hopes to see the end of the COVID-19 pandemic — the British have the added angst of speculating about just how irreparably damaging what appears to be an inevitable “hard Brexit” on January 1, 2021, is likely to be. One thing seems to be sure: it will be both extreme and unreasonable.

    The Tug of War in Washington Around the War in Afghanistan

    The struggle has been going on for four years and is once again approaching a possible turning point. On one side you have a majority of Democrat and Republican legislators united with the intelligence community in the team called “proponents of a massive US military presence across the globe.” On the other side, an unpredictable US president who, since his 2016 election campaign, has consistently confirmed his intention to pull back the troops still engaged in the greater Middle East by the two presidents who preceded him.

    The tug of war continues between these two opposing forces as the place of the United States as “leader of the free world” appears up for grabs. (“Free” in the preceding sentence can be defined as “subject exclusively to corporate control” as corporations are deemed the only legitimate wielders of power.)

    It has been a full 19 years since President George W. Bush launched his first campaign of perennial military occupation that the media labeled the “war in Afghanistan,” as if it was just another struggle between two opposing national armies. Bush still called it a war, but by ennobling it with the moniker the “global war on terror,” he made sure that, at least concerning public expectations, it was a war whose narrative didn’t require rational battle plans, declarations of victory, surrenders or truces. Nor did it require any of those singular moments that have defined past wars, producing all those “important dates” on the calendar that future generations of schoolchildren can memorize and then regurgitate as their responses to multiple choice questions on the tests that will decide whether or not they have mastered the logic of history.

    For anyone familiar with the mechanisms that require a constantly expanding military budget, US President Donald Trump’s insistence on reducing the footprint of the American military in the greater Middle East is heresy. Do Americans really think their continued presence is vital in Afghanistan? They said the same thing about Vietnam in 1973 when they abandoned Saigon to the Vietnamese communists. What disaster followed? The Vietnamese developed their country within a global economic context dominated by the United States and the two nations have since become best of friends, even though the communist party still officially runs Vietnam.

    In 2001, Bush launched the war that was intended to drive the Taliban from power in Afghanistan. Regime change didn’t take long to complete. Though officially banished from power, the Taliban have remained the most powerful political force in the country. Driven by his impatience, Trump imagined that the only solution might come from recognizing that state of affairs and reaching an agreement with the Taliban. After several false starts, negotiations began again on September 12. This propension for dialogue with the enemy does not sit well with those Americans who see their nation’s role in the world as the defenders of democracy, who because they believe in that ideal deserve absolute trust. For these strategic thinkers, history has shown that the Taliban are untrustworthy and simply do not merit the confidence of the always respectful and trustworthy United States. 

    Reviewing the reactions of the camp committed to maintaining the US presence, Sean D. Naylor, Yahoo’s national security correspondent, cites retired Admiral William McRaven, former commander of Joint Special Operations Command. He tells us that McRaven opposes the negotiations because he is “skeptical that the Taliban would follow through on its commitments.”

    Contextual Note

    McRaven was blunt in his appreciation, using a tired cliché to express his conviction that no official agreement should be taken seriously. “I’m not personally convinced that any deal with the Taliban will be worth the paper that it’s written on.” Joining McRaven in his opposition to negotiations, Michael Morell, former deputy director of the CIA, asserted that his “assessment is that the Taliban would take over the country again in a matter of months.”

    For those unfamiliar with CIA jargon, “assessment” is synonymous with “my self-interested opinion.” Pursuing with the same vocabulary, Morell added that despite the terms of the envisaged peace deal that explicitly forbid it, “my assessment is that they would provide safe haven to al-Qaida.”

    This seals the case that in the intelligence community, the word “assessment” literally means “opinion” and not much more. Like a banker analyzing the curves of a real estate market in 2007 who believed it would keep growing forever, or like a schoolboy ready for a history test, Morell remembers the reasons Bush cited to attack the Afghan government in 2001: they had given “safe haven to al-Qaida.” If they did it once, they’ll do it again. Morell may be right, but he should also know that it was the US that gave the initial impetus to the creation and development of al-Qaida when they mobilized Osama bin Laden against the Soviets who had taken control of Afghanistan in 1979.

    The language feast continues when McRaven suggests that keeping troops in Afghanistan may be “a high price to pay” before adding this thought: “But what we have learned in the military is how to do this in a way that hopefully will not lose a lot of great soldiers.” The generals hope; the soldiers die. It’s just a question of when to pat yourself on the back when the numbers announced by the media remain sufficiently low.

    Historical note

    William McRaven and Michael Morrell have every reason to be suspicious of the value of commitments by any political entity. International understanding and world peace depend on trust and the respect of agreements reached by the political leaders of all nations. To wield clout in this complex world of international relations, financial power and military might may be sufficient to impose a nation’s policies in specific contexts, but the capacity to conduct business with every other nation in the world depends on the ability to maintain a reputation for keeping one’s commitments.

    The US has proved its capacity to wield financial power and military might, though not always to convincing effect. In his book, “In the Shadows of the American Century,” historian Alfred McCoy wrote, “Future historians are likely to identify George W. Bush’s rash invasion of Iraq, in 2003, as the start of America’s downfall.” It was the misuse of American power under Bush that began a precipitous decline in the reputation of the US as a political model and as a legitimate defender of the rule of law.

    That meant that to redress the balance, it became more important than ever for the US to show its determination to respect commitments. But as Annalisa Merelli, writing for Quartz, documented with a long list of examples, “the US is an unreliable international partner—and it has long been one, even before the current administration pulled out from the Trans-Pacific Partnership (TPP) and the Paris agreement on climate change, and threatened to end NAFTA. History is dotted with treaties that the US has signed but not ratified, signed and then unsigned, and even refused to sign after pushing everyone else to sign.”

    Americans find this hard to understand because the media rarely, if ever, track the international reputation of the US in its proclaimed role as “leader of the free world.” They prefer to see the constant betrayals of trust as inevitable and regrettable but, at the same time, forgettable results of the differences between the two sacred political parties — Democrats and Republicans. Each has a different view of the world and, once in power, quite naturally seeks to impose that view, if only to keep their campaign promises to voters (and donors). International agreements always take a backseat to electoral tactics. 

    Joe Biden, the Democratic presidential nominee for the US election in November, has expressed his admiration of McRaven’s “moral courage” and his pride in being associated with him. McRaven, who supported Hillary Clinton in the 2016 election and has openly criticized Donald Trump, has a clear vision of the future that gives a good indication of what Biden’s foreign policy may look like. He affirmed that the US will “probably need to be in Afghanistan for a very long time.” Nineteen years has clearly not been long enough.
