    Will Multilateralism Be Great Again?

    A few weeks ago, six eminent world leaders — including UN Secretary-General Antonio Guterres, European Commission President Ursula von der Leyen and German Chancellor Angela Merkel — called for the revitalization of multilateral cooperation. They reminded us of the UN Millennium Declaration, which was signed by 189 countries in 2000. The declaration expressed the confidence of the international community that multilateral policies could defeat global challenges such as “hunger and extreme poverty, environmental degradation, diseases, economic shocks, and the prevention of conflicts.”

    The declaration marked the heyday of multilateral optimism. But contrary to the millennial vision of global governance, international affairs today are dominated by entrenched mistrust between governments.

    Sadly, the above-mentioned article by the six world leaders does not explain what went wrong in the 21st century. Without such an analysis, however, appeals for changing course risk being little more than aspirational talk. To really make multilateralism great again, we have to ask: Why did things go astray?

    The Adverse Effects of Nasty Surprises

    Harold Macmillan, the British prime minister between 1957 and 1963, is frequently quoted as having said that what he feared most in politics were “Events, dear boy, events.” This catchy phrase points to the proverbial overlooked elephant that has rampaged through international affairs in the last two decades. Apparently, unexpected events, escalating into major crises and global disruptions, have driven the international community apart and contributed decisively to the demise of multilateralism.

    To their credit, the world leaders are aware of this. They accurately state that major crises remind us of how interdependent we are, referencing the global financial crisis of 2008 and the current COVID-19 pandemic. However, there have been far more important disruptions in the past two decades: the 9/11 attacks in 2001; the popular revolts in the Middle East in 2011, which escalated into civil wars in Libya, Syria and Yemen; the eurozone crisis; Russia’s annexation of Crimea in 2014; the 2016 Brexit referendum in the United Kingdom; and the presidency of Donald Trump in the United States. More could easily be added to the list.

    These disruptions shattered international cooperation. Economic crises intensified cleavages within as well as between societies. Austerity and social inequality championed populist and anti-liberal sentiments that were expressed through battle cries of “take back control” and “America First.” Following 9/11, the 2003 war in Iraq split the West, whereas the military confrontations in Libya and Syria continue to divide the international community. Russia was suspended from the G8 after its territorial aggression against Ukraine, closing an important channel of communication with the Kremlin.

    The cumulative effect of these disruptions has been a significant decline in the willingness of governments to collaborate. International organizations and multilateral agreements have become political battlegrounds. Many administrations, including those in the United States, China, Russia, India, the United Kingdom and the European Union, prioritize policies such as decoupling, self-sufficiency and strategic autonomy. Consequently, the COVID-19 pandemic is unfolding as a dual crisis of global connectivity and global governance.

    Credible Foresight Creates Trust in Multilateral Cooperation

    In their article, the world leaders shied away from the conclusion that global disruptions are not only a result of, but also an important catalyst for many governments retreating from multilateralism. That is why they are missing the low-hanging fruit for policy innovation: Avoiding nasty surprises by cultivating anticipatory governance — for instance, by investing in multilateral foresight and forecasting capabilities.

    Hardly any of the major disruptions in international affairs have come as a surprise. Genuine “black swans” are very rare: The 9/11 Commission Report pointed out that several American agencies had been collecting evidence that al-Qaeda was planning attacks; there were plenty of reports from the Middle East and North Africa region analyzing the widespread dissatisfaction with repressive governments and bad governance; experts had frequently warned about the global financial crisis, the eurozone and the pandemic; and the referendum in the United Kingdom and the elections in the United States could only have had one of two outcomes. So, the lack of preparations for the unexpected results had more to do with wishful thinking than surprise.

    The exception to the rule is the annexation of Crimea. That the Kremlin would drastically change course instead of waiting out the developments in Kiev, which had proved a winning strategy for Moscow after 2004, came as a real surprise. But in all other cases, plenty of unheeded warnings lined the road to the tragedy of multilateralism.

    Of course, governments’ reluctance to trust forewarnings is understandable. The track record of expert predictions is not that impressive. Quite often, they turn out to be wrong. And crying wolf has consequences: Policymakers might be criticized by their opponents, the media, courts of auditors or the public when they order, for example, vaccines but a pandemic does not materialize as expected. This happened in 2009 with the swine flu scare, when policymakers in Europe and the United States learned a lesson that partly explains the inadequate preparations for COVID-19.

    But some predictions are better than others. Research has shown that the best forecasters achieve up to 30% higher prediction accuracy than analysts with access to classified material. Diversity and multi-perspectivity are important criteria for the success of forecasting teams that consistently outperform their competitors. Policymakers should harvest this knowledge. Investing in multilateral foresight and forecasting capabilities promises not only to increase timely awareness of future events. Collectively anticipating risks and opportunities could also stimulate international cooperation and joint policymaking.

    The Missing Pieces to Avoid a Climate Disaster

    After stepping down as Microsoft CEO in 2000, Bill Gates gradually shifted his focus to the operations of the Bill & Melinda Gates Foundation, which set out to improve global health and development, as well as education in the US. Partially through his role with the foundation, Gates came to learn more about the causes and effects of climate change, which was contributing to and exacerbating many of the problems he and his wife were looking to remedy.

    Outside of the foundation, he has become more vocal about climate change and has founded and funded a number of ventures that address innovation challenges connected to climate change. His recently published book, “How to Avoid a Climate Disaster,” continues this path. It summarizes what the last decades have taught him about the drivers of climate change and plots a path of necessary actions and innovations.

    Greenhouse Gas Emissions

    The book spends only a few initial pages making the argument for the anthropogenic nature of climate change, as it is clearly intended for readers who accept the scientific consensus for it. Early on, Gates asserts that the mere reduction of greenhouse gas (GHG) emissions is not sufficient to avoid a climate disaster. The only real goal, according to Gates, must be achieving net-zero emissions, taking as much GHG out of the atmosphere as we put in, year by year. 

    However, significant political, economic and infrastructural hurdles have to still be overcome to electrify personal transport. Decisions to exit or curtail carbon-free nuclear power production seem to largely be following public opinion rather than science. These examples demonstrate that scaling viable, existing carbon-neutral solutions is already hard. Finding and utilizing affordable green alternatives to problems where we currently have none is even harder.

    Gates points to the fact that without finding scalable carbon-neutral ways of producing steel, cement or meat, we will not be able to arrive at a net-zero economy in the 21st century. Even if humanity was able to produce all of its energy in carbon-neutral ways and cut carbon emissions from transport, agriculture and deforestation, as well as from heating and air conditioning by half, we would still be left with more than half of the GHG emissions we currently produce. This point is further exacerbated once we consider the growing global population and rising wealth and consumption in populous countries like China, India or Nigeria.

    What’s More Important Than Innovation?

    Innovation, for Gates, does not stop with technology. It is of little help if a revolutionary technological solution is developed, but there is no way or incentive for an individual person, company or city to use it. Innovation, to use Gates’ words, “is also coming up with new approaches to business models, supply chains, markets, and policies that will help new innovations come to life and reach a global scale.” Ideas like carbon taxation and regulation, which are often cited as crucial incentives for climate innovation, may trouble some free market enthusiasts, but, as Gates argues, it is important to realize that getting to net-zero is also a “huge economic opportunity: The countries that build great zero-carbon companies and industries will be the ones that lead the global economy in the coming decades.”

    Gates heavily utilizes the concept of a “Green Premium,” which he understands as the extra cost of a carbon-neutral alternative compared to today’s carbon-producing equivalent. For example, today, the Green Premium of an advanced biofuel is 106%, making biofuel 206% as expensive as gasoline. He stresses that innovation cannot only aim to develop carbon-neutral alternatives. It must also make them competitive and accessible, lowering green premiums as far as possible and driving infrastructural and political incentives.

    It should not come as a surprise that Gates approaches the challenge of getting to net-zero as a capitalist and a technology optimist. He firmly believes that a dollar in the Global North is better spent on carbon innovation than on disincentivizing the utilization of carbon-intensive products and services — a doctrine that his own investments certainly follow. However, spending public climate funds on research and development in cement production or generation IV nuclear reactors, rather than on bike paths in Berlin, Paris or New York, will be a difficult sell.

    A Clear Roadmap

    Bill Gates has received criticism of varying degrees of legitimacy for many of the stances he has taken, going back to the United States v. Microsoft antitrust litigation and beyond. With “How to Avoid a Climate Disaster,” however, he has achieved what many of our political leaders have not: clearly defining and communicating a holistic and evidence-based roadmap that leads us to a net-zero carbon future and mitigates the most horrific scenarios of runaway, anthropogenic climate change.

    “Show me a problem, and I’ll look for a technology to fix it,” Gates proclaims. Being a believer not only in his own, but also humanity’s ability to innovate its way out of the gloomiest odds, he remains optimistic, whilst conceding the momentous nature of the challenge we face: “We have to accomplish something gigantic we have never done before, much faster than we have ever done anything similar.”

    Why the US Return to the WHO Matters

    In compliance with major statements made repeatedly during his electoral campaign, US President Joe Biden, on his first day in office on January 20, signed two important executive orders — among 15 others, a record number — signaling the United States’ return to the international arena, to global cooperation and multilateralism. One of these orders was for the United States to rejoin the 2015 Paris Agreement on climate change, and the other was to reestablish the country’s full membership and support to the World Health Organization (WHO).

    Both acts were hugely symbolic, especially since they occurred within hours of Biden’s inauguration, as they set a fundamentally new tone in US foreign policy and sent a strong signal to the world, paraphrased as: We are back, count on us. But other than being symbolic, these acts constitute a material and substantial backing of global efforts to address two of the 21st century’s most severe world crises — the COVID-19 pandemic and climate change — under the aegis of the United Nations.

    When the Trump administration announced in July 2020, in the middle of the most devastating pandemic in at least a century, that the US would withdraw from the WHO — having already frozen payments of mandatory membership dues and thereby violating international law months earlier — that move was widely regarded as not only hugely counterproductive but as outright insane.

    The World Needs the US as Well

    Clearly, the country hit hardest by the pandemic — both in terms of total infections and deaths — is better off as a member of the very global community that ensures the fast sharing of research, data and best practices, coordinates responses, and comes together to devise evidence-based solutions to the world’s most pressing public health issues, be it malaria, tuberculosis, HIV or COVID-19. But the international community needs the US as well.

    In fact, the US has been the single most important independent variable in international relations and global affairs since President Franklin D. Roosevelt’s signing of the Declaration of the United Nations on January 1, 1942. Hence, a WHO without the active participation and support of the US government is unthinkable. This engagement extends well beyond funding. Since its inception in 1948, the US has been the single largest contributor to the WHO — which budgeted $4.84 billion for the biennium 2020-21, not including COVID-19-related expenses — with a steady share of 22% of the organization’s assessed core budget and significant additional voluntary contributions made every single year.

    Yet the active support of medical research data, analysis, know-how, logistics, supplies and people power to the WHO’s multifold programs and emergency operations by the US, such as during the West African Ebola crisis of 2013-15, is priceless and virtually irreplaceable. Indeed, a great sense of relief was voiced in unison by scientists, senior government officials and UN leaders alike when the Biden administration applied common sense and restored the United States’ bond with the WHO on the day of its inception. This step will have an immediately relevant and measurable impact on the global response to SARS-CoV-2, the virus that causes COVID-19.

    With the unfreezing of previously withheld payments and the allocation of additional, fresh sums of money targeted at global health emergency relief efforts, research and development, and the provision of supplies and teams, the global fight against COVID-19 will experience an important boost. This will be particularly important in the context of WHO’s COVAX initiative, which is a historic, unprecedented fundraising effort to make effective and safe vaccines available to all countries, especially developing ones. Moreover, COVAX entails a proprietary vaccine development program, including the building of manufacturing capabilities, and provides technical and logistical support to countries in need.

    COVAX Initiative

    The new US administration has quickly become COVAX’s largest funder and pledged to donate surplus vaccine stocks in addition to its financial contributions. Also, efforts to assist developing countries by deploying on-the-ground technical assistance where needed are underway.

    However, COVAX still has a long way to go to meet its goal of buying supply so that 2 billion doses can be fairly and equitably distributed by the end of 2021. To date, financial support by OECD countries to the facility has been lukewarm at best, although the US and Germany stand out. The apparent lack of solidarity and tangible support by wealthy nations is disappointing and recently prompted UN Secretary-General Antonio Guterres to call global vaccine distribution “wildly uneven and unfair,” describing the goal of providing vaccines to all as “the biggest moral test before the global community.”

    In the case of the COVID-19 pandemic with its rapidly-emerging mutations and variants, quick, unequivocal and substantial support — both financial and technical — to developing countries and those behind in getting access to effective vaccines is not only a moral obligation for developed countries, but also a mere matter of rationality and self-interest.

    As long as over 100 countries globally have not even received a single dose of a COVID-19 vaccine, even the most ambitious and aggressive vaccine rollout campaigns in wealthy countries may be in vain as new variants of SARS-CoV-2 can emerge and cause new viral strains at any time. The Biden administration, along with other governments, is well advised to massively support multilateral solutions and collective action. It is the only reasonable, promising approach to tackling the world’s biggest crises in the 21st century.

    Guillaume Faye, the “Golden One” and the Metapolitical Legion

    March 7 marked two years since the death of Guillaume Faye, the former number two of the French nouvelle droite (new right). His death wasn’t big news in the media. In academic research, Faye exists mostly in the shadows of the so-called number one of the new right, Alain de Benoist.

    This lack of attention to his work contrasts with sharp uptake of his writings in contemporary far-right groups around the world. Faye’s critique of the metapolitics of the nouvelle droite has proved to be very influential.

    In the first of a three-part series, I will zoom in on Faye’s conceptualization of metapolitics and the birth of what I call metapolitics 2.0. In the second part, I will show how “The Golden One,” a Swedish bodybuilder, YouTuber and new-right metapolitical influencer, is emblematic of this new metapolitical battle. In the final article, I will further reflect on the role of algorithmic knowledge in contemporary metapolitics.

    Guillaume Faye and Metapolitics 2.0

    In his book, “Archeofuturism,” Faye argued that the nouvelle droite “had simply overlooked the fact that the cultural battle [Antonio] Gramsci promoted was associated with the political and economic battle.” Metapolitics, according to Faye in his metapolitical dictionary, is not only about “the social diffusion of ideas and cultural values for the sake of provoking a long-term, political transformation.” Metapolitics, he argued, is an “indispensable complement to every direct form of political action, though in no case can it or should it replace such action.”

    Even more, in contemporary societies, Faye stressed, politics is a crucial scene for the metapolitical battle as politicians have privileged access to the media. Faye regretted, for instance, that the nouvelle droite never connected with the far-right National Front from Jean-Marie Le Pen onward. (Note that Faye explicitly stresses the importance of media and media attention in the context of metapolitics.)

    Faye’s conception of metapolitics as necessarily connected to politics, activism and media was taken up by many key figures in the contemporary far right. For example, the white nationalist intellectual, publisher and editor-in-chief of Counter-Currents, Greg Johnson, reproduced Faye’s critique extensively in his 2012 reader devoted to the establishment of the “North American New Right,” as well as in his 2013 book, “New Right vs. Old Right” and in several blogs and essays on Counter-Currents.

    Johnson reentextualizes Faye’s work in a different, US context addressing American readers and making an abstraction of Faye’s anti-Americanism. He argues that the North American new right should take Faye’s lessons on board. He even made that explicit in his definition of the new right: “The North American New Right is an intellectual movement with a political agenda’ that because of its ‘aims to change the political landscape’ does not ‘enjoy the luxury of ignoring party and electoral politics.” Johnson thus fully subscribes and reproduces Faye’s assessment of the nouvelle droite and sees in it as a foundation to establish a North American new right.

    Faye’s understanding of metapolitics as more than just production of theory (and Johnson’s reentextualization of it) has been taken up by different websites and activists within the alt-right and the global new right. From the start, metapolitics had an important role within the alt-right. In the context of the liberal society, several key figures argue that metapolitics is at the heart of the new-right cultural construction of that future society.

    “Any political struggle must be preceded, legitimised, and supported by a metapolitical struggle,” says Arktos publisher Daniel Friberg. This metapolitical strategy is also visible in the classical metapolitical structures influenced by the nouvelle droite — think-tanks like Richard Spencer’s National Policy Institute, congresses, books, papers and essays. But particularly in the US, it was also embedded in vlogs, memes and offline practices influenced by digital culture and in activism for former President Donald Trump.

    In the American uptake of metapolitics, not only did the goal change (a vitalistic reconstructing of American society), but the conceptualization of metapolitics did too. The “prosumer,” and thus not only the intellectual or politician, became a metapolitical actor. “[O]ne individual on an American college campus who tapes a sign reading ‘It’s OK to be White’ to a lamppost,” says the Arktos editor-in-chief, John Bruce Leonard, acts metapolitically because his action seeks “to shift or shatter” the political conventions. The intellectual, the politician, the activist and the prosumer are now all imagined as part of the new right metapolitical battle, all helping “to prepare the way for the regime which will supplant democracy. The deepest work of the metapolitician of the Right is therefore necessarily anti-democratic: he seeks to produce a society in which metapolitics, save in its conservative aspect.”

    Not Limited

    Contemporary new right metapolitics is not limited to a purely intellectual strategy. It encompasses every ideological intervention toward the construction of that future reborn society. It is this broad conception of metapolitics as embodied in meme warfare, offline activism, “influencer culture” and politics that is dominant in the alt-right and the global new right.

    Even more, just because the new right denounces parliamentary democracy, politicians are only understood within the logic of metapolitics. “Parliamentary efforts,” says Friberg, “can never be more than complements to broader cultural and political work. The results of elections are but products of how public opinion has been formed and how, what and in what manner information has been spread between these elections.”

    In the 21st century, it is Guillaume Faye’s broad conceptualization of metapolitics that was taken up and stretched to include digital activism.

    Alternative for Germany Is Failing to Keep Up

    If not for the familiar awkwardness of social distancing rules, the scene at the digital party conference of Germany’s Christian Democratic Union (CDU) would have been fit for a daytime game show. With the theme from “Who Wants to Be a Millionaire” playing in the background and the CDU‘s secretary-general, Paul Ziemiak, reading the results from online balloting to determine who would become the party chairman… and drive off in a brand new Volkswagen. Armin Laschet, the premier of North Rhine-Westphalia, and Friedrich Merz, a former CDU parliamentary leader, stood at one end of the TV studio. If not for coronavirus guidelines, they would have probably been holding hands, saying: I hope it’s me who wins, but I’m honored just to stand here with you.

    With 521 of the 991 votes, Laschet was named the new CDU leader on January 16. Although the exaggerated melodrama may invite some mockery and agonized groans from readers, the designation of the new CDU leader is the first key party event before the federal elections in September, which will be pivotal for Germany’s far right.

    Angela Merkel‘s long tenure as German chancellor will draw to a close this year. After leading the country through the 2008 financial crash and the 2015 refugee crisis, Merkel will likely leave office just as Germany vaccinates most of its adult population. Germany’s handling of the COVID-19 pandemic has elevated the popularity of Merkel. Similarly, polling suggests the CDU has benefited from the government’s efforts. Whereas the party polled as low as 19% (25% with its Bavarian sister party, the Christian Social Union) in 2019, it now has upward of 30% (and as much as 37% with the CSU) of support.

    Germany’s Far Right

    At the same time, the far-right Alternative for Germany (AfD) is failing to keep up. Unlike countries such as the United States where COVID-19 skeptics and conspiracy theorists have coalesced on one side of the political spectrum, in Germany, these critics have merged into broad and unexpected coalitions over the course of the crisis. Yet crucially, these coalitions have not resulted in a dealignment or realignment of party loyalties. Rather, they are short term and held together only by grievances about coronavirus restrictions. Consequently, the AfD has not gained sufficient support from these mobilizations and has slipped a couple of percentage points — from its 2017 result of 12.6% to support hovering at around 11%.

    Given developments within the AfD over the last two years, its political stagnation is not surprising. In late 2019, a court in the eastern state of Thuringia ruled that it is not defamatory to call the AfD politician Bjorn Hocke a “fascist” as that — as was argued before the court — seems an accurate description of his politics. Further self-inflicted damage followed when the party’s leader in Brandenburg, Andreas Kalbitz, was expelled in May 2020 for previous membership in an extremist youth organization called the Heimattreue Deutsche Jugend. The party’s somewhat formalized far-right wing (Der Flugel) was classified as extremist by the Federal Office for the Protection of the Constitution (BfV). The BfV recently moved to expand its investigation, categorizing the entire AfD as a “suspected case” of anti-constitutional activity. This designation permits close observation and monitoring of party members’ activities.

    AfD Would Lose Seats

    All these developments, combined with an attempt by far-right extremists to invade the Bundestag, the lower house of parliament, have stunted the AfD‘s growth. The party entered the Bundestag in 2017 as the third-largest faction. Subsequent polling even reported its support surged to 18% in 2018. Yet if the election were held today, the party would likely lose at least a dozen seats.

    The question of Angela Merkel‘s successor as chancellor is not yet decided. Laschet is in poll position, but the CDU must perform well in regional elections in Baden-Wurttemberg and Rhineland-Palatinate in order to repel an internal challenge from Markus Soder, the minister-president of Bavaria and leader of the CSU.

    Yet regardless of that outcome, the 2021 elections look set to knock the AfD and Germany’s far right back on its heels. There is no chance of banishing it from the Bundestag, but the federal election in September could deprive the AfD of its position as the largest party of the opposition, from where its representatives’ language has been intentionally provocative and their behavior notoriously disruptive.

    The Italian Job: Can Mario Draghi Master It?

    A political crisis was the last thing Italy needed during the COVID-19 pandemic. Yet a personal conflict between the leader of Italia Viva, Matteo Renzi, and the previous prime minister, Giuseppe Conte, led to the collapse of the coalition in mid-January. President Sergio Mattarella then commissioned 73-year-old Mario Draghi, the former head of the European Central Bank (ECB), to form a technocratic government, which he will preside over as prime minister.

    According to Mattarella, it would have been risky to organize early elections during the pandemic. Indeed, new elections would have delayed the fight against the pandemic. In addition, the prospect of a right-wing populist government would also probably have had a negative impact on the financial markets — a risk that had to be avoided in an already challenging situation.

    Draghi is inheriting a difficult situation. In Italy, the health, economic and social crises triggered by the pandemic have exacerbated the country’s enormous structural problems. Italy’s “seven deadly sins” — as Italian economist Carlo Cottarelli called them — are tax evasion, corruption, excessive bureaucracy, an inefficient judicial system, demographic problems, the north-south divide and difficulty in functioning within the eurozone. As a result of the pandemic, gross domestic product (GDP) fell by almost 9% in 2020, public debt rose to around 160% of GDP and more than 400,000 jobs were lost. The inability of the traditional parties to find solutions for the economic problems keeps support for the right-wing populist coalition (Lega, Fratelli d’Italia, Forza Italia) at almost 50%.

    Even though almost all major political forces have declared their intent to cooperate with the Draghi government, the framework of a technocratic government offers the right-wing populists a target. It is quite conceivable that they will accuse Draghi of lacking democratic legitimacy. It will also be a challenge for the new head of government to govern without his own parliamentary majority.

    Managing the Health Crisis Without Austerity

    The top priority of the new leadership will be to manage the health crisis. This includes speeding up vaccinations and supporting schools and the labor market. This means applying for — and successfully using — funds from the financial assistance plan of the European Union to mitigate the economic and social consequences of the COVID-19 pandemic. The expected €200 billion ($243 billion) or so from this fund could benefit the economic recovery as well as the planned structural reforms in public administration, taxation and the judiciary, which will give the new government more room for maneuver in economic policy.

    Unlike the last technocratic government under Mario Monti between 2011 and 2013, the fact that Draghi will not have to enact politically-costly fiscal consolidation with possible negative effects on GDP growth can also be seen as an opportunity. This is mainly due to broad market confidence in Draghi and the fact that his government is operating from the outset under the protective umbrella of the ECB, which will not allow the cost for servicing public debt to rise excessively. The eurozone’s fiscal rules have also been temporarily suspended; this makes it possible to support the economy through fiscal policy measures.

    Finally, it should not be forgotten that, despite the structural problems, the Italian economy has many strengths: Italy is one of the most industrialized countries in Europe and the second-largest exporter after Germany. If some obstacles to growth are removed and, for example, credit is released by the Italian banking sector, the pace of recovery could pick up significantly. Draghi’s experience from the finance ministry and in central banking could help him set a decisive course.

    Who Will Succeed Mario Draghi?

    Nevertheless, given the major challenges facing Draghi’s technocratic government, one should be cautious about expectations. The next general election is less than two and a half years away, and it cannot be ruled out that it will be brought forward. That is very little time to address structural problems that have existed for decades.

    To avert a victory for the right-wing populists, the new head of government will do everything he can to prevent early parliamentary elections until the current moderate majority in parliament has elected President Mattarella’s successor. The latter’s term ends in February 2022, and it cannot be ruled out that Draghi himself will succeed Mattarella. He could use his authority and power as president to stabilize politics, as is the traditional role of the Italian president.

    In 2012, Draghi saved the eurozone as head of Europe’s most important financial institution. In the current crisis, even if supported by figures from across a broad political spectrum, he will act as head of one of Europe’s most politically-fragile governments — an incomparably less favorable starting position.

    Draghi will make the best possible use of his time as head of government. That much is certain. However, given the massive level of support for the populists, the most important question is: After Draghi, will someone take the helm who will continue his reforms or reverse them? Not only Italy’s future but also that of the entire eurozone depends on it.

    American Democracy: We Have Misread the Signs of the Coming Storm

    The January 6 storming of the US Capitol by supporters of President Donald Trump in an attempt to overturn the results of the 2020 election has left many of us pondering the future of democracy in the United States. The symbol of American democracy withstood the onslaught this time, but the question remains whether the rule of law, free elections and a free press will prevail, or whether the country will succumb to the whims of mob rule and authoritarianism? The outcome of the second impeachment trial of former President Trump on charges of insurrection will shape the answer to that question.

    We have watched the rise of authoritarianism in Poland, Hungary, Brazil and other former democratic regimes, assuming that our institutions and our Constitution were too strong to be compromised by right-wing populist movements. Looking back over the past five decades, it is clear we missed or misread the signs of the coming storm.

    Beginning with Richard Nixon’s “Southern strategy,” to Ronald Reagan’s “government is the problem,” to the acceleration of neoliberalism and globalization under Bill Clinton and George W. Bush, to the rise of the Tea Party during the Obama administration, the threads of extremism were being woven into the tapestry that Trump donned in 2016. This underlying malaise became the core of the movement that erupted in insurrection on Capitol Hill.

    Knowing the history of its evolution does not explain why the passions associated with each of these threads created a violent revolt. One author who was particularly prescient on this question is Eric Hoffer, sometimes called the working man’s philosopher. Writing not from the ivory tower of an elitist, but from his working-class background, in 1951, he articulated in “The True Believer” what has been described as the best analysis of the origins of fanatical or extremist movements. Two points are particularly salient in understanding Trumpism and today’s political environment.

    First, Hoffer writes, “though hatred is a convenient instrument for mobilizing a community for defense, it does not, in the long run, come cheap. We pay for it by losing all or many of the values we have set out.” The language of the extreme right has become more vitriolic as individuals become caught in the information vortex of social media. In the echo chambers on the internet, ideas become overwhelmed by angry rhetoric demonizing those who have legitimate differences on issues.

    The vocabulary of dissent becomes more hateful, a rigid us-versus-them construct is formed, and a collective narcissism fed by a narcissistic leader emerges based on a sense of aggrievement. Differences become reasons for a “war” or a “battle” to reclaim control of the future so that it will resemble the past. The language of war cheapens the values of democracy, which, while encouraging passionate stances on issues, requires resolution through thoughtful and respectful dialogue and the rule of law.

    The language for fomenting an insurrection has been there for all to read prior to the emergence of Trump as president, but as a nation, America ignored the warning signs, content that the future would advance securely without addressing the social fractures of its past. After all, we have been reassured by Francis Fukuyama that we are at the end of history. What we seem to ignore — what Hoffer recognized in 1951 — is that a leader with authoritarian tendencies can give shape to an insurrection movement by stoking the seething discontent and perceived injustices of the past, a leader with clearly definable traits. Hoffer’s enumeration of the required traits of such a leader is chilling for it describes Trump so clearly:

    “Exceptional intelligence, noble character and originality seem neither indispensable nor perhaps desirable. The main requirements seem to be: audacity and a joy in defiance; an iron will; a fanatical conviction that he is in possession of the one and only truth; faith in his destiny and luck; a capacity for passionate hatred; contempt for the present; a cunning estimate of human nature; a delight in symbols (spectacles and ceremonials); unbounded brazenness which finds expression in a disregard of consistency and fairness; a recognition that the innermost craving of a following is for communion and that there can never be too much of it.”

    Given what we know about President Trump’s character and leadership style and compare it to Hoffer’s list, his role in encouraging, throughout his time in office, what finally transpired on January 6 is not surprising — nor should his unprecedented second impeachment be. Now the challenge to secure a resilient democracy is to learn from our recent history. The outcome of the impeachment trial and the Republicans’ subsequent behavior will determine the resolve of our political system to thwart authoritarian passion. Democracy requires a Republican Party grounded in principles and policy rather than one guided by personalities, conspiracies and seditious impulses. 

    More broadly, how do we transform groups with collective narcissistic mentalities into proponents of deliberative democratic action? How do we stay alert to the ascent of autocratic leaders with the character flaws Hoffer has enumerated? If we do not address these two questions, the ashes of the Capitol Holl insurrection will be the foundation for future mass movements of violent political disruption. Maintaining a vibrant democracy in the United States requires vigilance and the recognition that exceptionalism does not make us invulnerable to the autocratic impulses of our past.

    Is China the New Champion of Globalization?

    On January 25, addressing a virtual World Economic Forum, China’s President Xi Jinping not only strongly advocated for a multilateral approach to the COVID-19 pandemic but insisted on the virtues and systemic benefits of free trade and globalization. Jeopardizing those elements may introduce conflict into the international system, Xi warned, clearly referring to, although not mentioning, the United States. This is not the first time Xi has credited himself as the “champion of globalization,” in particular when attending meetings in Davos. In 2017, in the early days of Donald Trump’s presidency, with the long shadow of barriers to trade and isolationist policies just starting to appear on the horizon, China’s president made important remarks encouraging free trade and opening up the markets.

    However, with Trump out and Joe Biden now in the Oval Office, there seems little to suggest any substantial change in US policy, at least in the foreseeable future. If the US isn’t particularly eager to work with China toward free trade and multilateral cooperation, the European Union, and Germany in particular, quickly opted for a completely different approach, signing a key investment deal with Beijing at the end of last year. The Comprehensive Agreement on Investment (CAI) will grant a greater level of market access for investors than ever before, including new important market openings.

    Washington did not miss the opportunity to express its concerns about a deal that suddenly and unexpectedly sidelined the United States at a moment when, after four years of relative anarchy and opportunism, restarting transatlantic relations should be a priority. Writing in the Financial Times, Gideon Rachman recently pointed out how little sense it makes to rely on a US security guarantee in Europe while undermining its security policy in the Pacific, considering how much Europe has benefitted from the fact that for the past 70 years, the world’s most powerful nation has been a liberal democracy. Germany, in fact, was able over the last decades to exercise a sui generis role of Zivilmacht (civilian power) by framing its national interest in geoeconomic terms, encouraging German exports worldwide while outsourcing its defense to the reassuring presence of US troops.

    To better understand Xi’s quasi-imperial stance at the World Economic Forum, it has to be placed not only against the backdrop of the recent investment deals with the European Union or with the 15 countries of the Asia-Pacific region, but on the big news that China is on course to overtake the US as the world’s biggest economy by 2028, five years ahead of earlier predictions, mainly due to the asymmetric impact of COVID-19. While it is clear that China has successfully contained the Sars-Cov-2 outbreak and the Chinese economy is now recovering at a higher speed than other countries, it is also true that a lack of transparency and delays in sharing information with the international community about the virus have contributed to an acceleration of the pandemic at a global level.

    Nonetheless, in the current debate over shaping more efficient emergency policies, China is still emerging as the model to follow and imitate, despite being unpopular. There is little doubt that in the “social imaginary” of liberal societies, as reports from Europe and the US suggest, authoritarian regimes are seen by many as more efficient and better prepared to deal with crises than democracies. Yet we must not forget that this efficiency comes at the inevitable cost of political and civil rights.

    Xi Jinping is well aware that the Biden administration can finally change course for the US and its allies, forging a united and progressive front after years of populist, nativist and authoritarian politics. Perhaps this element can help understand Xi’s assertiveness at the World Economic Forum better than the recent economic successes. After all, political and civil rights are China’s Achilles’ heel. Criticism of the Communist Party, let alone advocating for basic human rights such as freedom of speech or the rule of law, inexorably leads to repression that falls with equal severity on the rich metropolis of Hong Kong and the poor areas of Xinjiang, sweeping up ordinary citizens and billionaires alike, from Joshua Wong to Jack Ma.

    Can China credibly profess the virtues of globalization to achieve harmony and balance in an international system if it doesn’t adhere to international law? Can Beijing speak of cooperation to solve global problems when it has withheld vital information about the threat of the COVID-19 pandemic? As Xi Jinping continues to steer the Middle Kingdom out of its historical isolation, avoiding challenging the United States for the position of world leader will be difficult, given China’s demographics and economic status. Will these two Weltanschauungen, two comprehensively different conceptions of the world, sooner or later present the international community with a choice?
