    Despite Pope Francis’s wishes, there’s little appetite for richer nations to help the poorest

    Pope Francis’s vast funeral in Rome on Saturday featured a certain amount of politicking amid the splendour, against the magnificent backdrop of St Peter’s Basilica.If the meeting between Volodymyr Zelenskyy and Donald Trump results in progress towards a less inequitable peace than the one currently envisaged by the US, perhaps that will be fitting, given the late pontiff’s consistent calls for an end to war.But in Washington last week, at the International Monetary Fund and World Bank, where the architecture is far less glorious, campaigners struggled to find much backing among the powerful for another aspect of Francis’s worldview – his calls to make 2025 a Jubilee year of debt forgiveness for the world’s poorest countries.A quarter century on from the hugely consequential Jubilee 2000 movement – in which churches played a major role – the pope had asked a commission chaired by the economist Joseph Stiglitz to report on the issue next month. Debt relief is also likely to be discussed at the UN financing for development conference in Seville in late June.But there was little optimism in Washington that any country is prepared to offer the necessary moral and political leadership to force the issue up the agenda. Certainly, it will not be the UK, which played a crucial role in the Jubilee 2000 campaign under Gordon Brown, but has shown little interest in the issue since imposing brutal cuts to aid spending, to boost defence.Meanwhile, ample evidence was shared in Washington to show how the situation is rapidly deteriorating. The IMF’s analysts warned that Trump’s dramatic shake-up of the global trading system, the final shape of which remains impossible to guess, will depress economic growth and ratchet up the risks of financial crisis.For emerging economies, the outlook is especially bleak. Many had already been left heavily indebted, after grappling with the Covid pandemic. And as the IMF’s Global Financial Stability Review made clear, one side-effect of the market chaos triggered by Trump’s “liberation day” is likely to be tighter financial conditions.That will make it harder, and more costly, for countries to refinance their debts – a problem the IMF said could be compounded by fresh volatility in the currency markets.The more is spent on debt repayments, the less is available for important areas of government spending that are necessary for development. As Achim Steiner, the head of the UN’s development arm, the UNDP,said on the sidelines of the spring meetings: “The debt servicing is essentially a defunding. We’re defunding, or forcing countries to take money out of their social and welfare and education budgets and health budgets just to service their debt. This is for obvious reasons bad: it’s not sustainable and ultimately contributes further to locking countries in into this stagnation.”He added: “If you are defunding your own education system, you’re locking yourself into a generation that is going to fall behind.”skip past newsletter promotionafter newsletter promotionA report by the British thinktank Development Finance International into tackling inequality in eastern and southern Africa, published at the spring meetings, found that 40% of countries in the region spent more on debt servicing last year than on healthcare and education combined. Since 2022, 80% have cut social spending as a share of their budget.This comes at a time when the economic impacts of the climate crisis are already being felt, in the soaring costs of extreme weather events for example. There is a consensus, at least outside the White House, that significant investment will be needed to manage the transition away from fossil fuels.Another report launched in Washington last week – from the expert panel on climate and finance, a joint project of the Colombian, French, Kenyan and German governments – warned of a “vicious circle”, between the “debt, climate and nature crises”.“Debt pressures and environmental vulnerabilities are most pronounced in the poorest and most credit-constrained countries … yet these countries account for only a tiny fraction of the consumption and emissions driving nature loss and climate change,” they said.Even the IMF itself suggested last week that debt restructuring may need to be part of the toolkit to respond to the rapidly changing economic and financial situation.“The path forward demands clarity and coordination. Countries should work constructively to promote a stable and predictable trade environment, facilitate debt restructuring, and address shared challenges,” it said in its World Economic Outlook.But campaigners complain that the IMF’s debt restructuring process, the Common Framework, is cumbersome and time-consuming – and can still leave beneficiaries with high servicing costs, because it does not contemplate debt write-offs.Scott Bessent, the US Treasury secretary, when he was not taking anti-woke side swipes at the IMF and the World Bank, said he would like to see the IMF get more involved in restructuring struggling countries’ debt. In a much-analysed speech, he said the IMF should “more proactively push official bilateral lenders to come to the table early, to work with borrower countries to minimise periods of debt distress”.Some development campaigners seized on his comments as a positive sign that the US would not stand in the way of multilateral efforts to ease the burden for the world’s poor.But others warned that in saying that he wanted to “make the IMF again”, and calling for it to be a “brutal truth teller”, Bessent appeared to be yearning for a return to the bad old days of economic shock theory, when the fund swept into struggling countries and imposed a prescription of harsh spending cuts and privatisation.Meanwhile, as they geared up to amplify Francis’s calls for a jubilee, some in Washington last week privately warned it may take a large-scale default to force the world’s powerful to accept the need to lift developing countries’ debt burdens.     What did Pope Francis think of JD Vance? His view was more than clear | Jan-Werner Mueller

    We might never quite know what Pope Francis said to the US vice-president during their very brief meeting on Sunday. In the widely shared video clip, it was hardly audible. The morning after, Francis died, and Vance jetted to visit India, finding time to tweet that his heart went out to the millions of Christians who loved Francis (implying, I suppose, that not all Catholics loved him) and patronizing the dead pontiff by calling one of his homilies “really quite beautiful”).Francis had been as outspoken as could be without naming names, when he criticized Vance in his February letter to US bishops; but he was not just registering his rebuke of Trump and Vance’s cruel treatment of refugees and migrants; he was reacting to a broader trend of instrumentalizing religion for nationalist and authoritarian populism.In February, Vance had an online “close-quarters street fight” with Rory Stewart, the former UK Conservative minister, diplomat and now professor in the practice of grand strategy at the very university from which Vance obtained his law degree. At issue was what to most of us wouldn’t seem an obvious source of social media outrage: the correct reading of St Augustine’s notion of ordo amoris, the right ordering of love.In January, Vance had alluded to the concept in an interview with the Trump courtier Sean Hannity; according to the Catholic convert, it was a “Christian concept” that love and compassion start with family, then extend to neighbors, then nation, and, last and least, reach fellow human beings as such.Stewart had registered skepticism, observing that Vance’s stance was “a bizarre take on John 15:12-13 – less Christian and more pagan tribal. We should start worrying when politicians become theologians, assume to speak for Jesus, and tell us in which order to love.” The infamously very online Vance hit back with: “Just google ‘ordo amoris’.” In typically snarky fashion, Vance then questioned Stewart’s IQ and added that “false arrogance” of the Stewart type “drives so much elite failure over the last 40 years” (never mind what would constitute appropriate or correct arrogance).As plenty of learned observers remarked at the time, complex theological questions will not have bumper-sticker-size answers. But eventually a figure not entirely irrelevant for Catholics weighed in with a view that perhaps carries indeed more weight than those of others. Francis, in a letter to US bishops, instructed the flock that “Christian love is not a concentric expansion of interests that little by little extend to other persons and groups. In other words: the human person is not a mere individual, relatively expansive, with some philanthropic feelings!”He added, driving home the rebuke without naming names, that “the true ordo amoris that must be promoted is that which we discover by meditating constantly on the parable of the ‘Good Samaritan’ … that is, by meditating on the love that builds a fraternity open to all, without exception.” Apparently, Cardinal Pietro Parolin was dispatched on Saturday to explain all this to Vance again.Vance is not the only far-right populist who has smuggled nationalism into what he touts as the correct notion of Christianity. Viktor Orbán, a great model for Vance and other self-declared US “post-liberals” (meaning: anti-liberals), has been declaring for years that a proper understanding of “Christian Democracy” is not only “illiberal”, but nationalist.That would have been news to the many Catholics who experienced nation-building projects in Germany and Italy during the 19th century as outright oppressive. After all, Catholics were suspected of putting loyalty to Rome ahead of civic duties (a suspicion still very much alive in the US when JFK ran for office). Bismarck started the Kulturkampf (the original meaning of culture war) against Catholics in the 1870s; the Vatican forbade the faithful to participate in the political life of unified Italy.Far-right populists claim that only they represent what they call “the real people”. Of course, they have to explain who “the real people” are (and, who by contrast, does not truly belong). Many have instrumentalized Christianity for that purpose. Giorgia Meloni, in her autobiography, states: “The Christian identity can be secular rather than religious.” What matters is not believing (let alone actual Christian conduct), but only belonging. It’s what the social scientist Rogers Brubaker has called “Christianism”, in contrast with actual Christianity.Some far-right populists have tried to square their Catholicism with their populism by criticizing the hierarchy as a somehow illegitimate, or at least hypocritical, elite. Italy’s Matteo Salvini, who likes to flaunt the Bible and a rosary when riling up the masses of “real” Italians, pioneered this move; Vance copied it when he insinuated that there was something corrupt about church leadership; concretely he had accused US bishops of resettling “illegal immigrants” in order to obtain federal funds (an accusation deemed “very nasty” by Cardinal Timothy Dolan).The point is not that the correct understanding of Catholicism (or Christian Democratic political parties, as they have existed in Europe and Chile) has always been liberal; that’s hardly plausible. The point is that Francis reaffirmed that Catholicism is not compatible with the “America first” (and humanity last) view of the Trumpists.

    JD Vance had ‘exchange of opinions’ with senior cardinal, Vatican says

    The US vice-president, JD Vance, had “an exchange of opinions” with the Vatican’s secretary of state over current international conflicts and immigration when they met on Saturday, the Vatican has said.The Vatican issued a statement after Vance, a Catholic convert, met Cardinal Pietro Parolin and the foreign minister, Archbishop Paul Gallagher. There was no indication he met Pope Francis, who has resumed some official duties during his recovery from pneumonia.The Holy See has responded cautiously to the Trump administration, in keeping with its tradition of diplomatic neutrality.It has expressed alarm over Donald Trump’s crackdown on immigration and cuts in international aid, and has called for peaceful resolutions to the wars in Ukraine and Gaza.Those concerns were reflected in the Vatican statement, which said the talks were cordial and that the Vatican expressed satisfaction with the administration’s commitment to protecting freedom of religion and conscience.“There was an exchange of opinions on the international situation, especially regarding countries affected by war, political tensions and difficult humanitarian situations, with particular attention to migrants, refugees, and prisoners,” the statement said.“Finally, hope was expressed for serene collaboration between the state and the Catholic church in the United States, whose valuable service to the most vulnerable people was acknowledged.”The reference to “serene collaboration” appeared to refer to Vance’s accusation that the US conference of Catholic bishops was resettling “illegal immigrants” in order to obtain federal funding. Top US cardinals have pushed back strongly against the claim.Parolin told La Repubblica on the eve of Vance’s visit: “It is clear that the approach of the current US administration is very different from what we are used to and, especially in the west, from what we have relied on for many years,.”As the US pushes to end the war in Ukraine, Parolin reaffirmed Kyiv’s right to its territorial integrity and insisted that any peace deal must not be “imposed” on Ukraine but “built patiently, day by day, with dialogue and mutual respect”.Vance was spending Easter weekend in Rome with his family and attended Good Friday services in St Peter’s Basilica after meeting Italy’s prime minister, Giorgia Meloni. On Saturday, after the Vance family’s introduction to Parolin, they had a private tour of the Sistine Chapel.It was not immediately clear where they would celebrate Easter. Pope Francis, for his part, according to official liturgical plans released on Saturday, indicated he hoped to attend Easter mass on Sunday, which usually draws thousands to St Peter’s Square.The pope and Vance have tangled over immigration and the Trump administration’s plans to deport people en masse. Francis has made caring for those who migrate a hallmark of his papacy and his progressive views on social justice issues have often put him at odds with members of the more conservative US Catholic church.The pope also changed church teaching to say that capital punishment was inadmissible in all cases. After a public appeal from Francis just weeks before Trump took office, Joe Biden commuted the sentences of 37 of the 40 people on federal death row. They envision a counter-revolution in which they take over government bureaucracy and institutions such as universities from within, replacing entrenched “elites” with their own and acting upon their vision of the “common good”.Just days before the pope was admitted to hospital in February, Francis criticised the Trump administration’s deportation plans, warning that they would deprive people of their inherent dignity. In a letter to US bishops, he also appeared to respond to Vance directly for having claimed that Catholic doctrine justified such policies.Vance had defended the administration’s America-first crackdown by citing a concept from medieval Catholic theology known in Latin as ordo amoris.     Pope criticizes Harris and Trump and tells US Catholics to choose ‘lesser evil’

    Pope Francis on Friday criticized Donald Trump over his plan to deport millions of immigrants and Kamala Harris over her stance supporting abortion rights.Asked about the US presidential election on his flight back to Rome from Singapore, the pope said not welcoming migrants is a “grave” sin, and likened having an abortion to an “assassination“.He said US Catholics would have to “choose the lesser evil” when they vote in November, without elaborating.Francis was speaking in a press conference with journalists after a 12-day tour across south-east Asia and Oceania. Although the pope did not use Trump and Harris’s names, he referred specifically to their policies and their genders. Despite criticizing both candidates, he said Catholics should vote.“Not voting is ugly,” the 87-year-old pontiff said. “It is not good. You must vote.“You must choose the lesser evil,” he continued. “Who is the lesser evil? That lady, or that gentleman? I don’t know. Everyone, in conscience, [has to] think and do this.”American Catholics, numbering roughly 52 million nationwide, are often seen as crucial swing voters.     The Guardian view on liberal Christians: is this their moment? | Editorial

    “No one is saved alone,” writes Pope Francis in Let Us Dream, a short book of Covid-related reflections published last month. Those words carry an obvious Christian resonance. But the meaning that the pope intends to convey is primarily secular. The pandemic, he believes, has underlined our shared vulnerability and mutual dependency. By shocking us out of everyday indifference and egotism, our present troubles can open up the space for a new spirit of fraternity. A fresh emphasis on looking out for each other, claims the pope, can become the theme of a more generous and caring post-pandemic politics.Let Us Dream is a pastoral, spiritual book that aspires to address a lay audience as well as a religious one. In its emphasis on civic solidarity, tolerance, concern for the poor and the environment, it is also the latest attempt by Pope Francis to shift the dial of 21st-century Christianity away from the culture wars that have consumed it.There is an obvious temptation to respond wryly: “Good luck with that.” In a number of high-profile ways, 2020 was another depressing year for liberal-minded Christians. The Polish Catholic church worked hand in glove with the state in an attempt to effectively ban abortion and trample over LGBTQ+ rights. The strong disapproval of a majority of Poles, who have no wish to live in a theocracy, cut no ice. In neighbouring Hungary, the Reformed, Lutheran and Catholic churches kept stumm as Viktor Orbán’s government continued to bully minorities in the name of “illiberal Christianity”. During the lead-up to November’s US presidential election, Donald Trump’s cynical weaponisation of the abortion debate helped ensure strong Christian backing for the most profane, religiously illiterate president in the country’s history. And this week, Pope Francis himself indicated his disapproval of the legalisation of abortion in his native Argentina.But this stark summary of the church at odds with the liberal world does not tell the whole story. In Britain, as elsewhere, Christian churches, alongside mosques and synagogues, played a frontline role in the community activism that kept people and families afloat during months of acute uncertainty and hardship. It is from that wellspring of fellow feeling and altruism, the importance of which is suddenly front and centre in our lives, that Let Us Dream believes a “new humanism” can emerge. For those who share that aspiration, whether secular or religious, there are genuine grounds for hope in 2021.A liberal CatholicThe election to the White House of Joe Biden, a Democrat who is also a practising Catholic, is the best news liberal Christians have had for a long time. In a book published last month, the conservative Australian cardinal George Pell said Mr Trump was “a bit of a barbarian, but in some important ways he’s ‘our’ (Christian) barbarian”. The end of that cynically transactional relationship between Mr Trump’s White House and the religious right signals new possibilities. In his victory speech, Mr Biden quoted from Ecclesiastes, saying that for a divided America, “it was a time to heal”. When he has discussed his faith, the president-elect has tended to talk about altruism, decency and personal integrity, steering clear of provocative dividing lines.Mr Biden has backed access to abortion and same-sex marriage. He will, as a result, be relentlessly targeted by conservative Catholic critics and evangelicals. The president of the US Conference of Catholic Bishops, José Gomez, has convened a working group to address the “difficult and complex” situation of dealing with a liberal Catholic in the White House. But the Catholic vote was split evenly between Mr Biden and Mr Trump. And, crucially, Pope Francis is likely to have the new president’s back.This relationship could constitute an important new axis of liberal influence in the west. After a recent phone call between the two, a statement from Mr Biden’s transition team said the president-elect “expressed his desire to work together on the basis of a shared belief in the dignity and equality of all humankind, on issues such as caring for the marginalised and the poor, addressing the crisis of climate change and welcoming and integrating immigrants and refugees into our communities”. This was to more or less tick off the list of priorities the pope has attempted to set, while under constant assault from religious conservatives. The disruption of the recent alliance between Christianity and rightwing populism carries significant implications not only for America, but for the battle against global poverty, the climate emergency and the migration crisis.Fraternity as the new frontierMr Biden’s election is not the only hopeful sign for Christians who long for their leaders to look beyond the narrow preoccupation with reproductive rights and sexuality. Last year was marked by two significant theological documents, one from the eastern church and one from the west. Towards a Social Ethos of the Orthodox Church, published during Lent, is a radical clarion call for Orthodox Christians to engage with deepening inequalities in developed societies, and to confront wealthy nations with their moral obligations to refugees. The tone is set by the opening words of the text: “Our spiritual lives … cannot fail to be social lives.” Endorsed by Bartholomew I, the spiritual leader of the Orthodox church, the document recalls that “[the] early and Byzantine church had a bold voice on social justice”. This, it states, must be revived and renewed. Pope Francis’s recent encyclical, Fratelli Tutti (Brothers All), was written in the same spirit. Ideas of fraternity and friendship are developed as a necessary complement to the familiar political categories of liberty and equality. The argument is summed up in Let Us Dream, where the pope writes: “Without the ‘we’ of a people, of a family, of institutions, of a society that transcends the ‘I’ of individual interests, life … becomes a battle for supremacy between factions and interests.”Intriguingly, variations on this theme have been explored in a string of recent publications, both secular and religious. In his valedictory work Morality: Restoring the Common Good in Divided Times, the late chief rabbi, Jonathan Sacks, criticises the modern priority of “I” over “we”. Robert Putnam and Shaylyn Romney Garrett’s The Upswing and Michael Sandel’s The Tyranny of Merit both attempt to map out a civic territory that avoids the twin dangers of selfish individualism and illiberal populism.In recent years, Christian leaders have too often been silent, complicit or cravenly proactive, as the Bible has been deployed as a weapon in conservative culture wars. The image of Trump marching through teargassed streets to brandish a bible outside a Washington church encapsulated a kind of capitulation. But in the new year, liberal Christians have grounds for cautious optimism. In the necessary project of carving out a new space for a less polarised, more fraternal public square, they have a vital role to play. More

    How Pope Francis's encyclical could shake up the US election | Catherine Pepinster

    They make up one of the most important constituencies of American voters, so it’s no wonder that Catholics have been specifically courted by both Joe Biden and Donald Trump during the US presidential campaign. Four years ago, according to the Pew Research Center, 52% of them voted for Trump, compared with 44% for Hillary Clinton. And with Biden himself being Catholic, you might expect substantial numbers of the tens of millions of American Catholics who possess a vote to consider switching sides to one of their own. But now this Catholic vote has got a whole lot more interesting. This weekend, Pope Francis travelled to Assisi to honour Saint Francis, the saint he most admires, for his dedication to the poor, and to sign his new encyclical. Encyclicals are the key teaching documents of popes in which they often focus on global issues, not just the internal concerns of the church. In 2015, Francis produced Laudato Si’, on the environment, where he put all his moral weight behind those advocating the need to take action against climate breakdown. This time round his new document, Fratelli Tutti, published on Sunday, describes a post-pandemic world, and the need for greater fraternity and solidarity. Its message means the pope has waded right into some of the key issues dominating the US presidential election.Like British monarchs, popes are supposed to be above party political matters, and Pope Francis has certainly not done anything as crass as name names in his encyclical, although he’s not above overt criticism. Ahead of the 2016 election, he described Trump’s plan to thwart migrants by building a wall between the US and Mexico as “not Christian”.In this weekend’s document he makes it clear that populism and nationalism – of the kind Trump typifies – are damaging, warning that “a concept of popular and national unity influenced by various ideologies is creating new forms of selfishness and a loss of the social sense under the guise of defending national interests”.With Catholics making up such a large proportion of voters, about 20%, both Democratic and Republican campaigners are keen to appeal to them. Trump’s camp stresses abortion and matters of religious liberty, while Biden has often spoken of the way in which his own Catholic faith has helped him in dark times, and he’s not averse to making the personal political. “The next Republican that tells me I’m not religious, I’m going to shove my rosary beads down their throat,” the Cincinnati Enquirer once reported him as saying. His team stresses Catholic teaching that focuses on the poor and the vulnerable.So the Democrats may well be cheered by the pope’s warning in Fratelli Tutti that lack of concern for the poor and vulnerable “can hide behind a populism that exploits them demagogically for its own purposes, or a liberalism that serves the economic interests of the powerful”, noting that in both cases, “it becomes difficult to envisage an open world that makes room for everyone, including the most vulnerable, and shows respect for different cultures”.It’s also clear that Francis has seen through the neoliberal experiment and its alleged trickle-down benefits that have only served to create a class of the super-rich and left behind the people who are most in need – such as people with disabilities and, indeed, those who rely on state-provided education and healthcare. “If a society is governed primarily by the criteria of market freedom and efficiency, there is no place for such persons, and fraternity will remain just another vague ideal,” he warns.For Francis, fraternity is much more than an ideal, but a necessity if the world is to become a better place. But while his idealism sets Trump followers’ teeth on edge, he can also make Democrats on the left uncomfortable, too. There is no advocacy here of big government and welfare state narratives either. Instead, he is focused on the local and the small. And at the heart of his teaching in this document and all his papal pronouncements over the past seven years has been a strong stance on the right to life that takes him all the way from completely rejecting capital punishment to vetoing abortion, too.Fratelli Tutti will make for awkward reading for Trump, and his gun-toting, pro-electric chair supporters, including prominent Catholic attorney general William Barr who reintroduced federal executions for the first time since 2003. Yet it will also be tricky for Biden and the large constituency of Catholic Democrats who have compromised on abortion. In that sense Fratelli Tutti cannot be classed as giving a wholesale papal imprimatur to Biden.
