    When Will Boris Johnson Be Committed?

    The UK has finally cast off all its shackles and is ready to assert its freedom under the creative leadership of Boris Johnson, the man who made Brexit happen. Things are a little complicated for the moment, but once COVID-19 can be tamed, British creativity will find its cruising speed.

    Brexit has been official only since January 1, 2021. It’s far too soon to expect any concrete results. Creative leadership needs a little bit of time to get going. Faced with a challenge, Britain’s creative managers will do the first thing all creative managers do, especially those with a sense of how the law works. They will search for loopholes and storm their way through them. Rest assured, Johnson’s government is already hard at work.

    One example is the “working time directive,” an initiative, as reported by the Financial Times, that will rescind the 48-hour workweek limitation imposed by European law. This new directive is part of a promised “post-Brexit overhaul of UK labour markets.” This reform in the name of improved productivity theoretically violates the last-minute agreement signed a month ago with the EU but, apparently, there’s a loophole. The EU will have the right to protest only if it can “demonstrate the changes had a material impact on competition.” Let them try. That will keep the bureaucrats busy and it will take years to begin to make the case.

    The government claims this measure will help both businesses and workers in the UK, but Ed Miliband, Labour’s shadow business secretary, begs to differ: “In the midst of the worst economic crisis in three centuries, ministers are preparing to tear up their promises to the British people and taking a sledgehammer to workers’ rights.”

    Another example concerns the post-colonial habit of wealthy nations that have for decades been shipping their plastic waste to poor countries. Karen McVeigh in an article for The Guardian, “’Loophole’ will let UK continue to ship plastic waste to poorer countries,” describes how the post-Brexit UK is “failing to honour its promise to curb shipments of plastic waste to developing countries.” This is all the more astonishing as Johnson’s Conservative Party, in a brave attempt to prove its ecological credentials, had taken a firm position condemning the practice. McVeigh writes: “Britain will continue to allow plastic waste to be exported to developing countries, despite a Tory party manifesto commitment to banning the practice, and promises of no regression of environmental standards post-Brexit.”

    Contextual Note

    The point of a party’s manifesto has never been to define an ambitious legislative program that it intends to pass, but rather to give an idea of how its members imagine a utopian society might look. That’s what interests voters during an election campaign. It proves that the party has what can be called “a vision,” which has become a standard political commodity that can be fabricated practically instantly by experienced spin doctors.

    The European Union had already taken an initiative on the question of plastic waste. The Tories vociferously claimed to agree with it and announced their commitment to implementing it. The European law became applicable at the beginning of this year. It requires the banning of “all non-recyclable plastic waste being shipped to developing nations from 1 January.” 

    One of the reasons both the Europeans and the British Tories found this so convincing is that, apart from the catastrophic effects on the environment of the countries to which the waste is shipped, much of the plastic ends up polluting the oceans and seas of the world, including those that surround the isle of Britain. Now that the UK is nothing but an island, there is a selfish reason for the reform. But, as the world should now realize, selfish environmental reasons rarely trump selfish monetary reasons.

    The government’s lawyers have taken a lesson from the recent legal history around the issue of sexual assault. They have drafted a condition that makes everything acceptable, so long as it is consensual. It even has a name: “prior informed consent.” In other words, the UK is committed to respecting the idea that “no means no.” McVeigh offers the details: “UK exports will now be made under a new system of ‘prior informed consent’, under which the importer has to agree to accept the waste, and has the opportunity to refuse it.”

    Historical Note

    The FT article quotes a government spokesperson, who clearly believes in Britain’s future vocation as an innovator that may serve as a model for others. It may fall short of a return to empire, but some people still remember the cultural leadership of the UK in the 1960s and 1970s. That was when the UK offered the world The Beatles, The Rolling Stones, Carnaby Street, Monty Python, the Skinheads and punk rock. As per the British government, “Leaving the EU allows us to continue to be a standard-setter and protect and enhance UK workers’ rights.” 

    As they have done for the past four years, the Johnsonite Tories see this as a turning point not only in the history of the British Isles, but a major event in world history. European standards were unbearably bureaucratic and led to sclerosis. The new deregulated standards of the UK are flexible and innovative, the stuff of a shining future.

    Some may feel that this sounds like an appeal to the past, to the Thatcher years. That would be understandable coming from Margaret Thatcher’s party. But in terms of its capacity to produce plastic waste, the UK has no need to return to the glories of the past. It is already a leader. “Britain is one of the biggest producers of plastic waste in the world, second only to the US.” With 67 million inhabitants, the UK represents a little more than one-fifth of the population of the United States. Holding second place in such a competitive world is quite an accomplishment.

    The article lists some of the countries to whom Britain exports its waste: Malaysia, Pakistan, Vietnam, Indonesia and Turkey. Finding a way to take advantage of poor countries is baked into British imperial culture. A Greenpeace political campaigner complained that “creating a loophole to allow the dumping of our plastic trash on environments and communities bodes very badly. This is not leadership, it’s failing to do the bare minimum.” What Greenpeace fails to appreciate is that, like limits on working hours, this measure is meant to make British businesses more competitive. Reducing the amount of plastic sold to consumers might hurt sales and profit margins.

    The government makes the case that this is nothing more than a big misunderstanding. A spokesperson for the Department for Environment, Food and Rural Affairs confirmed the government pledge “to ban the export of all plastic waste to non-OECD countries.” Promises are for the future, not the present. After all, there was no precise timetable on the pledge. Instead, the department confirmed that “it had commissioned research to better understand existing UK plastic waste recycling capacity and would consult in due course on how to deliver its manifesto commitments.” Research by bureaucracy takes time. That was one of the main reasons Boris Johnson wanted to leave the European Union. Its bureaucracy made it difficult to expedite important business.

    The problem Karen McVeigh cites is, therefore, clearly exaggerated. Even though Europe managed to get the law in place for the first day of this year, the much more efficient decision-making of a liberated, unbureaucratic Britain will only need several more months, years or, who knows, decades. After all, research is complicated and expensive, especially when you’re on your own and have to rely on your limited resources.

    What the UK government wants us to understand is that the commitment is there. That should be enough. It will remain there with the same firm intention to carry it out until the date that the policy can be put into effect, whenever that may be, if, of course, no other unexpected event prevents that from occurring. In which case it will be reconsidered, more research will be conducted and subsequently a new commitment for future action will be announced.

    Brexit Trade Deal Brings Temporary, If Not Lasting, Relief

    “What we call the beginning is often the end / And to make an end is to make a beginning.” So said Ursula van der Leyen, the president of the European Commission, announcing the completion of Brexit negotiations on Christmas Eve, quoting from T.S. Eliot’s “Little Gidding,” the final quartet of his last great poem. Van der Leyen’s words perfectly capture the defining trait of the EU-UK Trade and Cooperation Agreement (TCA): It is a platform for further ambition in cross-border partnership between the UK and EU rather than a ceiling on current ambitions.

    Relief was the predominant emotion amongst the business community on both sides of the Channel before the New Year. Now that the dust has settled and attention has turned to the detail of the deal reached, there should be no illusions that the TCA ends EU-UK negotiations. We set out below what, in high-level terms, the TCA means for EU-UK trade in goods and services, and where there are gaps to fill and questions to still be answered over the coming months and years.

    What Does the TCA Mean for Trade in Goods?

    Firstly, the good news. Under the TCA, there are no tariffs or quotas on cross-border trade in qualifying goods between the United Kingdom and the European Union. In this regard, the TCA goes further than any EU trade agreement negotiated with a third country. This is a hugely positive outcome for businesses with UK and EU supply chains, particularly in sectors such as the automotive and agri-food industries, where tariffs imposed on so-called World Trade Organization terms under a no-deal Brexit would have been high.  

    However, it is crucial for those involved in cross-border trade to appreciate that only goods that are of EU or UK origin benefit from zero tariffs and zero quotas under the TCA. Rules of origin are a key component of every trade agreement and determine the “economic nationality” of products. Under the TCA, a product will attract a tariff if a certain percentage (beyond a “tolerance level”) of its pre-finished value or components are not of either UK or EU origin. The tolerance levels vary from product to product and require careful analysis. Therefore, businesses will need to understand the originating status of all the goods they trade between the UK and the EU to ensure they benefit from the zero tariffs and quotas under the agreement. Businesses will also need to ensure that their supply chains understand the new self-certification procedures to prove the origin of goods.

    Beyond the qualified good news on tariffs and quotas, the deal is less helpful in that full regulatory approvals are required for goods being imported into the EU from the UK and vice versa. While in certain important sectors (automotive, chemicals and pharmaceuticals) the UK and the EU agreed on specific rules to reduce technical barriers to trade, the UK government did not achieve its longstanding negotiating objective of securing broad mutual recognition on product standards.

    Therefore, from January 1, 2021, all products exported from the EU to the UK will have to comply with the UK’s technical regulations and will be subject to any applicable regulatory compliance checks and controls. Similarly, all products imported from the UK to the EU will need to comply with EU technical regulations and will be subject to all applicable regulatory compliance obligations, checks and controls.

    There will also be specific changes to food and plant safety standards under the TCA. UK agri-food exporters will have to meet all EU sanitary and phytosanitary (SPS) import requirements with immediate effect. In this sector, UK exports will be subject to official controls carried out by member state authorities at border control posts. Similarly, EU agri-food exporters will have to meet all UK SPS import requirements, following certain phase-in periods the UK government has provided.

    Far from being a “bonfire of red tape” promised by certain advocates of Brexit before the 2016 referendum, the TCA introduces a “bonanza of new red tape” for businesses who wish to sell their products in both UK and EU markets. On January 8, UK Cabinet Office minister, Michael Gove, acknowledged that there would be “significant additional disruption” at UK borders over the coming weeks as a result of customs changes and regulatory checks.

    What Does the TCA Mean for Trade in Services?

    As has been widely noted by commentators, the deal on services is far thinner than on goods. More than 40% of the UK’s exports to the EU are services, and the sector accounts for around 80% of the UK’s economic activity. As an inevitable consequence of leaving the EU single market, UK service suppliers will lose their automatic right to offer services across the union. UK business will have to comply with a patchwork of complex host-country rules which vary from country to country and may need to establish themselves in the EU to continue operating. Many have already done so.

    The level of market access will also depend on the way the service is supplied. There are four “modes” for this. Services can be supplied on a cross-border basis from the home country of the supplier, for example over the internet; to the consumer in the country of the supplier, such as a tourist traveling abroad and purchasing services; via a locally-established enterprise owned by the foreign service supplier; or through the temporary presence in the territory of another country by a service supplier who is a natural person.

    All of this means that UK-established businesses will need to look at domestic regulations on service access in each EU member state in which they seek to operate, and vice versa for EU-established businesses seeking market access in the UK.

    A Basis for Ongoing Negotiations

    The TCA does not mark the end of EU-UK negotiations, and in some areas these discussions start immediately. For example, the agreement has provided an end to so-called passporting of financial services under which banks, insurers and other financial service firms authorized in the UK had automatic right to access EU markets and vice versa.

    The EU and the UK have committed to agree on a memorandum of understanding that will establish a framework of regulatory cooperation in financial services by March this year. With an end to passporting, it is likely that there will be more friction in cross-border financial services, but the extent of that friction depends on the outcome of future negotiations between EU and UK governments and regulators.

    To take another example of importance to the UK economy, the TCA does not provide for the automatic mutual recognition of professional qualifications. As of January 1, UK nationals, irrespective of where they acquired their qualifications, and EU citizens with qualifications acquired in the UK, will need to have their qualifications recognized in the relevant EU member state on the basis of that state’s domestic rules. However, the TCA leaves the door open for the EU and the UK to agree on additional arrangements in the future for the mutual recognition of qualifications, something that professional bodies will be pushing for immediately.

    Whilst there has been understandable relief from politicians, businesses and populations on both sides of the Channel suffering from Brexit fatigue that a deal — any deal — has been reached, the sheer extent to which the TCA envisages ongoing negotiations between the UK and the EU on issues both large and small over the months and years ahead has not been widely appreciated.

    Britain’s Commitment to Retaining the Spoils of History

    This past weekend, The Guardian unearthed a story from the past that throws an oblique light on the present. It began with an odd couple and led to the creation of a real one. The odd couple is the American actor George Clooney and the current UK Prime Minister Boris Johnson. Their conflict aired in public at the time marks the origin of the making of a real couple: Clooney and his future bride, the human rights lawyer Amal Alamuddin.

    In 2014, Clooney made a public statement about a controversy that had been raging for decades over the presence in London of what are called the Elgin Marbles or, more properly, the Parthenon Sculptures. These are a collection of ancient Greek statues and carvings removed from the most famous monument of ancient Athens by the Scottish aristocrat, Thomas Bruce, earl of Elgin. 

    This transfer of ancient artwork took place at the beginning of the 19th century, when the Ottoman empire controlled Greece. Lord Elgin was Britain’s ambassador to the Ottoman empire, who clearly was more interested in Greek history and art than the Ottomans themselves. He requested permission to sketch the remains of what had been left in partial ruin and even obtained weakly formulated permission to “to take away any pieces of stone with old inscriptions or figures thereon.”

    He employed artists to do the sketching but took on board personally the business of taking away the pieces with inscriptions and figures. As traditional Muslims, the Ottomans were not merely iconoclasts, but aniconists, denouncing the representation of sentient beings. They may have felt relieved that some of the “graven images” were being removed from a territory they controlled. Bruce dutifully collected what interested him and sent them to England, where for nearly two centuries they have been on display in the British Museum.

    While promoting the release of his film “The Monuments Men,” about the Nazi theft of great European artwork, consistent with the theme of the movie Clooney voiced his support for the Greek claim that the artwork should be returned to Athens. Clooney’s remarks drew the attention of London’s mayor at that time, a certain Boris Johnson. Boris felt very strongly that the town over which he presided should be recognized as the rightful owner of the Greek artwork. 

    Summoning up his patented talent for stale puns and personal put-downs, Johnson told The Telegraph: “Someone urgently needs to restore George Clooney’s marbles.” This turned into a public scandal as Johnson went further, accusing Clooney of “advocating nothing less than the Hitlerian agenda for London’s cultural treasures.”

    Valuable items produced by one culture that are considered even more valuable when pilfered from their original setting and possessed by another culture, in part because they stand as a symbol of former dominance.

    Contextual Note

    Since those events in 2014, several things have happened. Johnson eventually became Britain’s prime minister, thanks primarily to a series of shambolic episodes surrounding the still ongoing dog-and-pony show Boris put together in 2016, known as Brexit. Clooney married later that year. 

    The actor explained to The Observer that, after Johnson’s outburst, he needed to be briefed on the status of the controversy surrounding the Parthenon marbles. He accordingly arranged to meet the lawyer who was pleading the case for the return of the artwork. The lawyer’s name was Amal Alamuddin. Without Johnson’s denunciation of an American interloper in London’s business, the now happy couple might never have met.

    In the same edition of The Guardian, a casual reader could have happened upon another article, with the title “Wealthy MP urged to pay up for his family’s slave trade past,” which is also about the British habit of plundering the riches of other regions of the world in the days of empire. The authors, Paul Lashmar and Jonathan Smith, recount how Richard Drax, the Conservative MP for South Dorset, recently inherited a plantation in Barbados that owed its prosperity in former times to the brutal exploitation of African slaves.

    Modern voices, including the Barbadian historian of slavery, Sir Hilary Beckles, are now demanding “reparatory justice” for the crimes of Drax’s ancestors. Beckles reminded Drax of the historical truth that “Black life mattered only to make millionaires of English enslavers and the Drax family did it longer than any other elite family.” The Guardian notes that Drax recognizes these facts from his family’s past. But like many Britons, he has been taught to think of history as a subject of study that serves primarily to fascinate schoolchildren with inspiring stories of heroism from the past. 

    Serious people, as the MP clearly understands, must focus on the issues of the day. Brexit for instance, which Drax has consistently voted for, as well as aggressive Britain’s military combat operations overseas. After all, all modern combat engaged by Britain, essentially in the Middle East, aims at telling darker-skinned people who’s boss. It’s in his family’s tradition.

    Historical Note

    The Guardian notes that Drax “is probably the wealthiest landowner in the House of Commons, with 5,600 hectares of farmland and woodlands. The estate’s finances are largely opaque to the public gaze and involve at least six trusts and other disconnected financial entities.” With such resources, Drax has had plenty of time to reflect on the logic of history and to develop an understanding of his own position in it, both as the scion of a colonial family and a legislator in a modern democracy.

    Drax explains the state of his understanding: “I am keenly aware of the slave trade in the West Indies, and the role my very distant ancestor played in it is deeply, deeply regrettable, but no one can be held responsible today for what happened many hundreds of years ago. This is a part of the nation’s history, from which we must all learn.” With his repeated “deeply,” Drax appears to echo the Lewis Carroll’s Walrus feasting on the oysters he had earlier befriended.

    I weep for you,’ the Walrus said:

          I deeply sympathize.’

    The Rise of the Digital Émigré

    The French word “émigré” specifically refers to people who leave their home country for political reasons, a self-exile of sorts. In that sense, it’s a very different term from “immigrant,” “expat” or “nomad.” In history, émigrés have fled abroad to escape from revolutions in France, the United States and Russia. Many aristocrats escaped war-torn European countries amid the chaos of the Second World War. In the early 1920s, cities such as Shanghai and Paris were havens for émigré communities. Now, a century later, political changes have created a new wave of émigrés. I call them digital émigrés.

    For example, 2020 has brought an unprecedented rise in American citizens leaving the United States to seek new lives abroad. In fact, the number of Americans who gave up their US citizenship skyrocketed to 5,816 in the first half of 2020, compared with 2,072 in all of 2019, according to research from New York-based Bambridge Accountants.

    This trend has been accelerated not only by America’s poor handling of the pandemic, but also the rise of Trumpism and more generalized far-right political attitudes, plus uncertainty about health care and worries about newly emboldened militia groups across the country. Those who leave may include parents looking for safer countries to bring up their children or members of marginalized groups worried about the rise in racist political ideologies.

    Across the Atlantic, a similar dynamic is happening in the UK. Brexit has been a massive push factor for British digital émigrés. The number of British citizens moving permanently to European Union countries rose by 30% since the 2016 referendum. According to research, half of this number decided to leave within three months of the original vote. By now, some will already be almost eligible for citizenship in their destination country, which in some cases takes a minimum of five years.  

    Other Brits fled at the last minute, during the transition period of 2020, while their EU rights were still valid. At the time of writing, some are still planning an escape before the end of 2020. There has also been a 500% increase in British citizens who have taken up citizenship of one of the 27 EU countries. This is a predictable response to the actions of a UK government forcibly removing people’s long-held rights.

    These trends in both the UK and US indicate that people are no longer prepared to tolerate the consequences of damaging political decisions. In the past, it was harder to uproot one’s life and leave for another country. For starters, international moves require having a source of income, which can be challenging to find when you don’t speak the language, don’t have connections and aren’t familiar with the local culture.

    Fortunately for 21st-century digital émigrés, the rise in remote working, and particularly in doing business online across borders, has provided the necessary freedom to make rapid international relocations. What’s more, the pandemic has boosted this trend by further legitimizing online working, compelling more employers to accept it as the norm. Countries needing immigration have seen the remote working trend as a golden opportunity to attract skilled professionals to their shores. A number of countries, including Estonia and Bermuda, have introduced digital–nomad visas. Others, such as Portugal and the Czech Republic, have special pathways to residency for foreigners who generate income from outside the country.

    In the case of Portugal and, more recently, Greece, generous tax breaks are available for those who make money online. For those countries, the beauty of the setup is that the foreigners’ money can help revitalize the local economy without taking jobs on the ground away from citizens.

    Indeed, the digital émigré trend is gaining such momentum that governments are beginning to take notice. If a large number of educated and skilled citizens leave their country permanently, taking their tax money with them, it could have severe implications for that country’s economy. Perhaps governments should keep this more firmly in mind when they decide to enact policies that deprive people of important rights, such as the freedom to live, work, study and retire across European Union countries. 

    Governments should tread carefully in this “digital first” world, where borderless working is rapidly becoming the norm. Remote working and online business empower digital émigrés to vote with their feet. These highly educated and skilled professionals can easily relocate their entire lives to destinations that more closely match their values, goals and lifestyle choices.

    Britain’s Refugee Policy Is a Fantasy of Fear

    In December 1938, French Foreign Minister Georges Bonnet told German Foreign Minister Joachim von Ribbentrop of a French plan to deport 10,000 Jews to Madagascar, a French colony. After the defeat of France in June 1940, the idea was taken up by the German Foreign Office. On July 3, 1940, Franz Rademacher, an official in the Foreign Ministry’s Department of Internal Affairs, produced a report entitled “The Jewish Question in the Peace Treaty,” in which he wrote: “The imminent victory gives Germany the possibility, and in my opinion also the duty, of solving the Jewish question in Europe. The desirable solution is: All Jews out of Europe.”

    His main suggestion was that France “must make the island Madagascar available for the solution of the Jewish question,” that the 25,000 French citizens living there already should be resettled and compensated, and that “all Jews deported to Madagascar will from the time of deportation be denied the citizenship of the various European countries by these countries.” The idea was received enthusiastically by Adolf Eichmann’s section of the Reich Main Security Office, the umbrella organization for the German police and security forces, including the SS and its intelligence agency, the SD. His office noted in a memorandum sent to Rademacher on August 15, 1940, that “To prevent lasting contact between the Jews and other nations a solution in terms of an overseas island is superior to all others.”

    In preparation for deporting Jews to Madagascar, groups of Jews from Alsace-Lorraine and the areas of Baden and the Saarland (into which Alsace and Lorraine were incorporated following the defeat of France) were transported in sealed trains to the Gurs concentration camp in the south of France, to be held there in catastrophic conditions under which many, especially the elderly, died, prior to their journey overseas.

    Stages of Dehumanization

    The propaganda value of the Madagascar Plan was, from the Germans’ point of view, huge: They planned to trumpet their “humanity” in granting the Jews self-government — under German supervision, of course — on the island while preventing the creation of a Jewish “Vatican State of their own in Palestine,” as Rademacher put it. Furthermore, the Jews would “remain in German hands as a pledge for the future good conduct of the members of their race in America.”

    The Nazis never managed to deport French or German Jews to Madagascar, as their failure to defeat Britain meant that the British Navy retained control of the Indian Ocean. But the Madagascar Plan had its value: It was an important mental stage in the process by which the Nazis moved from schemes to remove Jews from Germany, then from Europe altogether and then, during the war, to murdering Jews in situ, where they lived, and finally creating specially-designed extermination camps to which Jews were sent from across Europe, beginning with the Jews of occupied Poland.

    Notions that the Jews would be left to create their own self-governing society were pure eyewash. The scheme was inherently genocidal in that there were no plans to provide for the deportees on their arrival. As the Holocaust historian Christopher Browning writes, the Madagascar Plan, which, “like a spectacular meteor … blazed across the sky of Nazi Jewish policy, only to burn out abruptly,” was “an important psychological step toward the road to the Final Solution.”

    In the last few days, the UK press has reported that civil servants have been instructed to look at creating offshore centers for “processing” migrants and asylum seekers. The places mooted have been Moldova, Morocco, Papua New Guinea and the South Atlantic islands of Ascension and St. Helena, both British territories. None are straightforward options, for reasons of corruption and internal strife (Moldova, especially over Transnistria); lack of willingness on the part of the local authorities (Morocco), or sheer distance (PNG, to which there are no direct flights from the UK, is 8,500 miles away).

    But the island solutions are the most remarkable. So remote that it is used solely as a transit point for goods on their way to the Falkland Islands, Ascension, like St. Helena, has a minute population, lies 5,000 miles from the UK, and the cost of building and staffing such a center would be astronomical. One begins to wonder whether these plans have been thrown out to the public in order to make the more likely decision to use decommissioned ferries and oil rigs in UK waters seem sensible.

    A Threat Within and Without

    There are important differences between the Nazis’ plans to deport Jews from Europe to Madagascar and the UK Home Office’s investigations into sending migrants as far as possible offshore. I am not suggesting that what the UK government is talking about is genocidal or that the idea is borne of hatred and fear of a specific group of people believed to be part of a worldwide conspiracy to destroy the British people, in the way that leading Nazis believed that Jews were a threat to the Aryan “race.” The Jews were believed to be a threat within, who had to be expelled; migrants to the UK are perceived as a threat from outside, whose entry into the country must be prevented, albeit a “threat” that resonates with those who believe that the UK is already being “Islamized,” meaning that the danger already lies within.

    Nevertheless, the logic of what the Home Office is talking about does stem from the sort of fantasies and fears that have driven the persecution of minorities throughout modern history. The notion that the UK is full and cannot accept more immigrants, despite more than 40,000 deaths from COVID-19; the idea that migrants have chosen to come to Britain because they “know” they will receive better housing and welfare than long-established locals; the fear that migrants bring disease and crime, and that they will refuse to adapt to “our way of life” — all of this lies behind current and mooted policies that are as irrational as they are infantile.

    The Australian policy of holding migrants in PNG or on Nauru in appalling conditions has resulted in spiraling mental and physical illnesses. The spending of huge sums of money by Frontex and by the UK Border Guard in the Mediterranean and the English Channel has not stopped migrants from traveling, and the hypocrisy of blaming people traffickers is eye-watering given that such criminal gangs only exist because of the lack of proper channels for migration.

    It has been shown many times that the migrants who make the journey are among the most enterprising and energetic people in the world, desperate only to make better lives for themselves. Treating them like criminals will make them, many of whom already extremely vulnerable, ill. The cost to the taxpayer of running these centers will be far greater than the gain to the economy of allowing migrants in and letting them work.

    Above all, the idea of sending migrants to far-flung places is a policy of fear and paranoia — a fear of pollution and paranoia about difference. It is a ludicrous, though deeply harmful concept, and one which will not stop migrants trying to get to the UK. Most important, it is one whose logic points only in the direction of increasingly radical measures. When we have a government that is willing to break international law in one context, how long will it be before the UK breaks it in another, with respect to human rights legislation or the 1951 UN Refugee Convention, even if only in a “specific and limited” way?

    COVID-19 Drives Conspiracy Theories and Islamophobia

    For the past decade, I have been researching the impact of Islamophobia on social media. After the outbreak of COVID-19, I was commissioned, alongside my colleague Roxana Khan Williams, by the chair and independent members of the Anti-Muslim Hatred Working Group to produce an evidenced-based research report that looks at the impacts of conspiracy theories perpetuated by the radical right and how these norms have impacted Muslims.

    For me, it was very clear that COVID-19 could be acting as a trigger event that would galvanize hatred against Muslims, but I needed to find out whether this has already started amid the pandemic. After examining a range of social media posts, we found that Islamophobic tropes pushed the narrative that Muslims were solely responsible for spreading COVID-19. This narrative was perpetuated by, firstly, dehumanizing Muslims; secondly, through creating a “them and us” narrative; and, finally, by driving forward the message that Muslims are not to be trusted.

    It was clear that some of these narratives being pushed by the radical right had created Islamophobic online cyber hubs that had linked Muslims to the spread of COVID-19. This was being shown through the visual anti-Muslim memes and fake news stories shared across social media.

    We also found a shift in online trends that started by arguing that Muslims were superspreaders of the virus and then quickly moving on to the notion that they were also to blame for the virus in the first place. For example, according to digital human rights group Equality Labs, the hashtag #CoronaJihad had appeared nearly 300,000 times in global conversations on mainstream social media sites (excluding Facebook) in just one week between March 31 and April 6.

    In Britain, one video, shared on the Tommy Robinson News channel on the messaging app Telegram, alleges to show a group of Muslim men leaving a secret mosque in Birmingham to pray. Despite the fact the video is fake and West Midlands Police have confirmed the mosque is closed, it has been watched over 14,000 times.

    These issues led to offline incidents because people have used fake narratives on social media to portray all Muslims as being part of the problem. For example, in another viral tweet posted on March 26, a user claimed to have spoken to his local mosque in Shrewsbury, UK, and was “horrified” to find that this Mosque was still open. He added that the people inside could be “super spreaders” of the virus and urged the police to act.

    After a fact-finding exercise, it was quickly revealed by the police that there was no mosque in Shrewsbury. This example, along with numerous others, reveals how individuals can create fake news stories which, if left unchecked, can spread quickly on social media. We also found that online narratives were rooted in anti-Muslim bigotry through the dehumanization of Muslims. These themes of dehumanization also link back to how Muslims are being described as “vermin” and “disease.”

    We also found the depiction of British Muslims on social media becoming synonymous with them being a “risky and problem-group.” A number of fake news stories featured claims that Muslims are flouting social distancing measures to attend mosque. One picture, for example, taken outside a Leeds mosque, appears to show Muslims breaking the rules of lockdown despite this having been taken two weeks before the official lockdown began.

    Overall, the COVID-19 pandemic has created unity among groups and communities that have come together at this unprecedented moment. However, at the same time, it has caused wider divisions among smaller communities and groups, and has been used as a weapon by the radical right in promoting conspiracy theories, raising questions about how our society can come together to tackle the ills of social media.

    As lockdown measures ease, the worry is that we will start to see a rise in offline incidents. Unless we can get to grips with people’s attitudes online, we risk seeing more problems emerge. Social media companies can do much better and start the process of identifying perpetrators and working with the police and other agencies to combat the rise of Islamophobia online.

    Boris Johnson Pushes Unreason to an Extreme

    The Guardian offered its readers what is certainly the most comic and hyperreal sentence of the week when it reported that “Boris Johnson accused the EU of preparing to go to ‘extreme and unreasonable lengths’ in Brexit talks as he defended breaching international law amid a mounting rebellion from Tory backbenchers.”

    Whether their names are Johnson, Donald Trump, Jair Bolsonaro, Silvio Berlusconi, Rodrigo Duterte, Elon Musk or Kanye West, each in his own patented way has perfected the art of outrageous hyperreality that thrives on projecting a personality that is extreme and unreasonable. The phenomenon goes beyond politics. In fact, it originates in the world of entertainment. West, an American rapper, did as much to inspire President Trump’s approach to politics as Trump did to convince West he could have a future in politics.

    The Guardian’s readers may be left wondering what kind of exceptionally outrageous behavior could merit Johnson, the British prime minister, calling European negotiators’ behavior “extreme and unreasonable.” Even during his career as a journalist before moving into politics, Johnson specialized in extreme and unreasonable exaggeration in his reporting of the news.

    In 2016, Johnson also went from the extreme of preparing an article for publication in The Telegraph in which he argued in favor of Britain remaining in Europe and warned that leaving the EU would provoke an “economic shock,” to leading the wing of the Conservative Party in the “leave” campaign for Brexit. That permitted him to identify himself with the cause of Brexit and assume the leadership of that faction of a party officially committed to remaining as a member of the European Union. He sensed that it would be the shortest route to Downing Street as he witnessed the wavering fortunes of David Cameron, the prime minister at the time.

    So, what terribly extreme and unreasonable actions are the Europeans guilty of in Johnson’s eyes? Very simply, they disapprove of his proposed “internal market bill,” which calls for unilaterally overturning the withdrawal agreement Johnson signed last year to presumably settle the initial political conditions of the UK leaving the European Union. On Johnson’s own initiative, that agreement drew a border between Northern Ireland and Great Britain, which together make up the United Kingdom. 

    The law he is now proposing would permit him to effectively erase that border, leading to the necessity of creating a hard border between the Republic of Ireland and Northern Ireland. Keeping that border open as provided by the 1998 Good Friday Agreement — a deal that ended the violence between Catholics and Protestants — was the required condition for reaching any kind of permanent solution to the withdrawal of the UK from the European Union.

    Now, key members of Johnson’s cabinet have begun to revolt, as this is a clear violation of the terms of the withdrawal agreement that took so long to hammer out. Britain’s former ambassador to the US, Kim Darroch, now points out that the bill will be “hugely damaging to our international reputation.” He warned that “it could deter other countries from entering into agreements with the UK in the future.” He wasn’t alone. Five former British prime ministers have also expressed concern over the move. Darroch speculated on what might happen “if people think the Brits are just going to say: we didn’t like this on reflection, and we would like to rewrite this part unilaterally.”

    Historical Note

    During the centuries when the British dominated the world and owned an empire on which the sun never set, as a people they acquired the reputation of being committed to “fair play.” The French, who never had an entente with the British that was deeper than merely cordial, to this day identify the British as a people who want to be respected for maintaining the cultural value of fair play, at least as it applies to sports.

    The French have never been naive. They have always recognized that their British neighbors were perfectly capable of perfidy. To this day, the French will ironically trot out the expression “perfide Albion” to explain Britain’s positions concerning other nations. But Albion’s traditional perfidy was always subtle, carrying an air of reasonableness and delivered with what appeared to be a complicit smile. Boris Johnson’s is both extreme and unreasonable.

    Empires will always be suspected of perfidy, if only because everyone understands that they can, on a whim, betray treaties and agreements — and even their own stated principles and values — as they rely on their military prowess and financial clout to carry them through. To some extent, this becomes the law of empires, their way of indicating that the countries they deal with have a greater interest in being nice to them than they do in being nice to the others. 

    The irony this time — and some see it as a tragedy — lies in the fact that Britain hasn’t been an empire for at least 70 years. Johnson has become little more than Shakespeare’s “poor player who struts and frets his hour upon a stage” and someday soon will be heard no more. The burning question, when it comes to Johnson, Rodrigo Duterte and Donald Trump — whose exit may be announced in November — is this: What will the damaged landscape look like when those leaders specialized in upending their own cultures are gone?

    As the world breathlessly awaits the major events that affect every nation in the world — starting with the US presidential election in November and including the unabating drama of the waxing and waning of hopes to see the end of the COVID-19 pandemic — the British have the added angst of speculating about just how irreparably damaging what appears to be an inevitable “hard Brexit” on January 1, 2021, is likely to be. One thing seems to be sure: it will be both extreme and unreasonable.
