    Biden's $1.9tn Covid relief bill marks an end to four decades of Reaganism | Analysis

    Joe Biden reflected recently on the last time a Democratic administration had to rescue an economy left in tatters by a Republican president.“The economists told us we literally saved America from a depression,” Biden told the House Democratic Caucus last week. “But we didn’t adequately explain what we had done. Barack was so modest; he didn’t want to take, as he said, a ‘victory lap’. I kept saying, ‘Tell people what we did.’ He said, ‘We don’t have time. I’m not going to take a victory lap.’ And we paid a price for it, ironically, for that humility.”The 46th US president is often lauded for his humility but don’t expect him to repeat Obama’s mistake. Once his $1.9tn coronavirus relief bill is signed, he is set to take an extended victory lap by travelling the country to promote it.Biden will have short and long sales pitches. First, that help is on the way after the hellish year of a pandemic that has killed more than 528,000 people in the US and put many millions out of work.The stimulus, among the biggest in history, includes $400bn to fund $1,400 direct payments to most Americans (unlike Donald Trump, Biden’s signature will not appear on the cheques), $350bn in aid to state and local governments and increased funding for vaccine distribution.Politically, it is an open goal. The risks of inaction were immense; the risks of action are modest. Opinion polls show that three in four Americans support the stimulus, making congressional Republicans’ implacable opposition all the more jarring. But given that voters tend to have short memories – academic research and midterm election results suggest that Obama got little credit for the 2009 rescue – Biden is wise to press home his advantage.Second, he will also be on a mission to restore faith in government. Confidence in it “has been plummeting since the late 60s to what it is now”, Biden noted in his remarks last week. His legislation, called the American Rescue Plan, can correct that with the biggest expansion of the welfare state in decades.Advocates say it will cut the number of Americans living in poverty by a third and reduce child poverty by nearly half. It contains, at $31bn, the biggest federal investment in Native American programmes in history. It also delivers the most important legislation for Black farmers in half a century, allocating $5bn through debt relief, grants, education and training.Jim McGovern, the Democratic congressman who chairs the House rules committee, has said: “This bill attacks inequality and poverty in ways we haven’t seen in a generation.”The White House has called it “the most progressive piece of legislation in history”. Biden knows better than anyone what that means.When he was born, in 1942, the president was Franklin Roosevelt, architect of the New Deal, an epic set of programmes, public work projects and financial reforms to provide relief from the Great Depression. When Biden was a student at the University of Delaware, Lyndon Johnson embarked on his project of the “Great Society”, flexing the muscles of government for poverty alleviation, civil rights and environmental protections.But then came the monumental pushback. As a senator, Biden witnessed the Watergate scandal tarnish the political class as Richard Nixon became the first president to resign. Then came Ronald Reagan and his famous quip: “The nine most terrifying words in the English language are: I’m from the government and I’m here to help.”Reagan oversaw a major tax overhaul in 1986, resulting in cavernous inequality and a massive budget deficit. He described Johnson’s “Great Society” as a fundamental wrong turn and set about dismantling it. Reagan was so successful in making the political weather that Biden himself bought into the ideology.In 1988 he wrote in a newspaper column: “We are all too familiar with the stories of welfare mothers driving luxury cars and leading lifestyles that mirror the rich and famous. Whether they are exaggerated or not, these stories underlie a broad social concern that the welfare system has broken down – that it only parcels out welfare checks and does nothing to help the poor find productive jobs.”This orthodoxy held and dominated the political centre ground. In 2017, Trump followed Reagan’s lead with a $1.5tn bill that slashed taxes for corporations and the wealthy, including himself and his allies. That was his first big legislative win; Biden’s could hardly be more of a polar opposite.The American Rescue Plan is not without disappointments for progressives, notably the lack of a $15-per-hour minimum wage, a harbinger of how difficult an evenly divided Senate will be for Biden to handle.     Nancy Pelosi hails 'historic' Covid relief bill as House prepares to vote

    The House speaker, Nancy Pelosi, has hailed the massive $1.9tn Covid relief bill as “historic” and “transformative” as the House stood poised to give the legislation final approval with a vote on Wednesday morning.Joe Biden, who will mark a year since the pandemic brought shutdowns across the nation with a primetime speech on Thursday, has said he will sign the bill as soon as it lands on his desk.The House vote on the bill, which includes checks for most American households, comes after the Senate passed a modestly reworked version of the package on Saturday and will clinch Biden’s most significant early legislative achievement.“It’s a remarkable, historic, transformative piece of legislation, which goes a very long way to crushing the virus and solving our economic crisis,” Pelosi said during a press conference with senior Democrats on Tuesday afternoon, who took turns extolling what they said was the historic nature of the legislation and its impact on reducing poverty in America. “I’m so excited, I just can’t hide it,” she added.Several Democratic leaders compared it to the passage of the Affordable Care Act, saying the plan would not only “crush” the virus and the economic fallout but would look forward to tackle longstanding racial and gender inequalities in the economy.Smiling under her mask, Pelosi expressed full confidence that Democrats had the votes to pass the bill.Asked about possible defections from progressive members disappointed that the Senate had narrowed a version of the bill, initially proposed by Biden and passed by the House, Pelosi shook her head and said “no” repeatedly. It spends huge amounts on Covid-19 vaccines, testing and treatments, while also aiding state and local governments and schools, assisting small businesses and providing major expansions of tax breaks and programs for lower- and middle-income families.Progressives suffered setbacks, especially the Senate’s removal of a gradual minimum wage increase to $15 hourly by 2025. But the measure carries so many Democratic priorities that final passage was not in doubt, despite the party’s narrow 10-vote House majority.Meanwhile a hefty majority of Americans – 70% – say they are in favor of the coronavirus relief package.     For the last week, Americans paying attention to politics have learned an important truth: Joe Biden may live in the White House, but the conservative Democratic senator Joe Manchin from West Virginia is effectively president. This depressing reality can certainly be fixed, but only if progressive Democrats in Congress are willing to actually change the dynamic – and they have a rare opportunity to do that right now by using their power to raise the minimum wage.But so far, they aren’t choosing to use their power – which is a huge structural problem not just now, but also for the foreseeable future.Some have argued that the way to fix this situation is by ending the filibuster, but that’s a catch-22: it is absolutely a necessary reform, but President Manchin is pledging to veto it. Even if Democrats were to eliminate the filibuster, they would still need Manchin’s stamp of approval for virtually all legislation, given the Senate’s current 50-50 split.The way to fix this dynamic is for a decisive number of House Democrats or Democratic senators to make clear, line-in-the-sand demands, and demonstrate they will vote down Democratic legislation that does not honor those demands. And they must do this specifically on must-pass legislation for which Biden can find zero Republican votes.That is the way to force Biden to stop pretending he has no agency and instead motivate him to use the overwhelming power of the executive branch to press the conservative wing of the party to back down. It is also the way to get Manchin himself to negotiate – right now, he gets to operate with impunity because there is no counterforce.The Covid relief bill provides progressives this game-changing opportunity, and in the process they can heroically deliver not on some unimportant issue or tangential agenda item – but instead on the crucial cause of delivering a desperately needed higher minimum wage to millions of Americans.The debate over the legislation also gives the public a way to see whether self-identified progressive heroes are as serious about actually using power as President Manchin is.The Covid-19 relief bill is a microcosm of the Manchin effectWe can see this opportunity in the current wrangling over a $1.9tn Covid relief package, where Manchin has successfully pressured the executive branch to support further limiting eligibility for survival checks, devising a phase-out policy so absurdly punitive that even reliably partisan Democratic pundits and centrist thinktank wonks can’t support it.The payments – which are $1,400 instead of the $2,000 people were promised – will likely now go to 17 million fewer people than the last round of checks under Donald Trump, as a result of Manchin’s handiwork.Though Biden depicted himself as a legislative master of the Senate during the 2020 presidential campaign, the result of his negotiation – or lack thereof – has been Manchin making austerity demands that position him to the right of his own state’s Republican governor.Meanwhile, the Biden’s White House is signaling that it will ignore pleas from civil rights leaders and not support Kamala Harris to use her power as the Senate presiding officer to advance a $15 minimum wage. Even though there is ample precedent for the vice-president to do this, White House officials do not support this maneuver – presumably because they fear Manchin and the conservative senator Kyrsten Sinema, a Democrat from Arizona, would oppose it.The reason Manchin has become the legislative center of gravity is obvious if unstated: the implicit threat is that if he doesn’t get exactly what he wants, he will cast a decisive vote against the final bill, killing it in one fell swoop because there will almost certainly be zero Republican votes for final passage, no matter what is in the legislation.Manchin, in other words, seems to have all the power and is more than happy to wield it.By contrast, Biden, the most powerful man on the planet, appears to be refusing to wield power. He doesn’t seem to have lifted a finger to try to change the Senate dynamic. He reportedly hasn’t even pushed Manchin on minimum wage at all, which suggests the president is either cartoonishly lazy, believes such an effort would prove fruitless, or actually doesn’t want to deliver on his promises and has found the perfect excuse in the West Virginia senator. Frankly, it is probably some combination of all of those things.The White House insists that it will still continue fighting for a $15 minimum wage in the future. But the reality is that if nothing changes right now, then the likelihood of a significant minimum wage increase in the next few years is incredibly slim.Any standalone, substantial minimum wage bill will face a filibuster requiring 60 votes to overcome it. Despite the White House fantasizing that Republicans might support a serious minimum wage increase, there probably are not 10 GOP Senate votes to break such a filibuster.Meanwhile, if Democrats try to attach a minimum wage increase to a bill that Republicans actually really want to vote for – say, the National Defense Authorization Act – Republicans could move to simply strike it out of that underlying bill, which enough conservative Democrats might agree to, and then the GOP would vote en masse for final passage of the stripped-down legislation.Everyone in Washington knows this script, so a move to attach a minimum wage to a bill like this would likely be a performative gesture, but not a legislative victory.The key: must-pass bills that the Republicans will not vote forThis situation spotlights the central point: must-pass Democratic legislation that has no chance to secure any Republican votes at all may be the foundation of the current Manchin presidency, but they can also be the foundation of a long-overdue progressive realignment in Congress.Manchin’s threat of voting down Democratic legislation is only able to disproportionately determine policy outcomes because there is not a serious ideological threat on the other side serving as a counterweight. Put another way, Manchin is this powerful because he’s willing to wield power and his purported ideological opponents are not.Amazingly, Manchin remains unchecked even though there are enough progressives in Congress to create this necessary countervailing power.In a narrowly divided House in which no Republicans will vote for a Covid relief bill, it would only take somewhere between six and 10 Democratic congresspeople to join together as a bloc and make a game-changing declaration that they will not vote for final passage of a Senate-passed Covid relief bill that does not include a minimum wage increase.Similarly, in the Senate, Bernie Sanders and Elizabeth Warren or Ed Markey could pull their own version of Manchin and make the same declaration, saying they would not vote yes on final passage unless the legislation includes Sanders’ amendment to increase the minimum wage.The relief bill is a must-pass for all Democrats. If Manchin can threaten to withhold his vote, so can Elizabeth, Bernie, and the Squad+They should wield their power.     Such declarations would trigger a political earthquake, tectonically shifting the power structure and the assumptions built into legislative debates.Suddenly, Manchin would not be the political solar system’s sun whose gravity forces everyone to revolve around him – he would be one of two poles, forcing the Biden administration to try to find compromise between them, and pressuring Manchin to move.Suddenly, the Biden White House, the speaker, Nancy Pelosi, and majority leader, Chuck Schumer, would have to carefully weigh how much to give up to Manchin for fear of losing the other bloc of lawmakers on the other side of him. And they would have to do that knowing they can’t triangulate, simply ignore the progressives and replace them with some Republican votes.Suddenly, House progressives’ demand for Harris to ignore the parliamentarian and advance the minimum wage wouldn’t just be rhetoric. With a real threat of progressives voting down a minimum-wage-less Covid bill in final passage, ignoring the parliamentarian would become crucial for Biden himself. He would need to support doing this and use his power to actually pressure Manchin, because he would need to get that minimum wage attached to the bill.With no Republican votes available, progressives would be making clear that would be the only way Biden could hope to pass the Covid relief legislation on which he’s staking his entire presidency.At the table, rather than on the menuIf this would work, then why hasn’t it happened? Almost certainly because congressional progressives are more moral than Manchin – as Representative Ro Khanna articulated in Thursday night’s Daily Poster live chat, they genuinely do not want to delay desperately necessary legislation to help millions of people and extend federal unemployment benefits expiring in 10 days, and the assumption is that Manchin would be more than OK with doing that.But whether from the film Back to the Future or from the experience of the last four years of Donald Trump, we’ve learned over and over again that the only way to defeat bullies is to stand up to them. Congressional progressives must be willing to be as strong, clear and unwavering as Manchin is villainous.They must be willing to follow through on a promise to not just cast votes against a bill Biden wants, but cast decisive votes when there are no Republicans for Biden to peel off – votes that actually take down the legislation unless progressives’ eminently reasonable demands are met.Yes, the Covid relief bill must pass. It includes desperately needed help for Americans who are struggling. And yes, progressives who actually take a stand would be falsely accused of killing the legislation and trampling their own honorable principles of harm reduction that typically leads them to support inadequate legislation because it includes some good stuff (and I have no doubt that for even writing this essay, the Guardian will be instantly – and falsely – accused of not caring about the plight of people struggling though the economic crisis, even though we’ve spent months holding Democrats accountable to their promise of immediate aid).But those arguments don’t fly here. If, as they assert, progressive lawmakers were predicating their votes for the Covid relief bill on an eminently reasonable demand like a long overdue, much-promised raise of the country’s starvation wage, then the legislation’s momentary delay would be the fault of the party and president that refuses to deliver on that promise. It is not the fault of the party’s rank-and-file progressive lawmakers who themselves were elected on the same minimum wage promise and who are simply taking legitimate, reasonable steps to make sure they deliver on the pledge right now.Additionally, precisely because the bill is so desperately needed and a must-pass initiative, there is absolutely no reason to believe it would permanently die. If a Covid relief bill with no minimum wage is voted down in the House, lawmakers can immediately go back and revise the legislation and bring it right back up. We’ve seen that happen before, most prominently during the financial crisis when the Bush administration’s initial bank rescue bill was voted down and then quickly revised and passed.For those who rightly demand a serious minimum wage increase, this is the way to have a real shot at making it happen right now. Representative Alexandria Ocasio-Cortez said that “the entire negotiations of this package, for a lot of people, were predicated on the $15 minimum wage”. The way to actually make that wage increase happen is to follow through and make clear no bill will pass unless it is included. Otherwise, progressives’ votes weren’t actually predicated on the $15 minimum wage at all.This isn’t rocket science. This is game theory 101. This is the ancient idea of countervailing power – and however difficult and scary it may be for progressive legislators, it is the only strategy to end the Manchin presidency before it takes over politics, eliminates the prospect of fundamental change, and delivers an electoral disaster to Democrats in 2022 and 2024.Such opportunities do not come around very often. It is incredibly rare for there to be truly must-pass legislation that no Republicans are willing to sell their vote for. Congressional progressives must be willing to use such an opportunity to make a threat and follow through, knowing that even if they momentarily delay legislation like the Covid relief bill, their party’s leaders will be instantly forced back to the negotiating table to revise it.At that point, progressives would finally be at that table, rather than on the menu – which would at last provide a chance to materially improve millions of Americans’ lives.David Sirota is a Guardian US columnist and an award-winning investigative journalist.     Joe Manchin's stimulus stand exposes dangerous fissures in Democratic ranks

    Seeking to explain his part in dramatically prolonging marathon Senate proceedings before the passage of Joe Biden’s $1.9tn coronavirus relief bill, Joe Manchin may only have succeeded in exposing a dangerous fissure in Democratic ranks.In winning controversial modifications to benefits for struggling Americans, the West Virginia senator said, he had tried to “make sure we were targeting where the help was needed” and to do “everything I could to bring us together”.The latter remark, on Sunday to ABC’s This Week, might have provoked hollow laughter on the left. As Manchin, a powerful centrist in a Senate divided 50-50, toured the talk shows, he also faced up to fierce criticism from Alexandria Ocasio Cortez over his opposition to a $15 minimum wage, a measure dropped from the stimulus bill.The progressive congresswoman from New York has attacked Manchin and Senator Kyrsten Sinema of Arizona, another opponent of the $15 wage, as “two people in this entire country that are holding back a complete transformation in working people’s lives”.“The $15 minimum wage never fit in this piece of reconciliation,” Manchin told CNN’s State of the Union. “Those are the rules of the Senate.” He also said he was in favour of raising the wage to $11 – a figure unacceptable to progressives and indeed the Republicans with whom Manchin insists he is willing to work.On Friday, Manchin mounted a late push to scale back unemployment benefits in the stimulus package, a huge and historic piece of legislation meant to help Americans struggling amid a pandemic which has cratered the US economy. His move prompted hours of negotiations, followed by a compromise and voting through the night.But Biden and the Senate majority leader, Chuck Schumer, refused to criticise Manchin, the senator slapping his podium and emphasising the need for “unity, unity, unity”, particularly as every Republican present voted agains the relief bill.Senator Bernie Sanders of Vermont attempted to include the minimum wage rise in the stimulus bill under budget reconciliation, requiring a simple majority rather than the 60-vote threshold which applies to most major legislation. But the Senate parliamentarian ruled against Sanders – much to progressives’ anger.“I know they made a big issue about this,” Manchin told CNN, “and I understand. Everyone has their right. I respect where [Ocasio-Cortez] is coming from, I respect her input, we have a little different approach.“We come from two different areas of the country that have different social and cultural needs. One was that you have to respect everybody.”The stimulus bill now goes back to the House before heading to Biden’s desk. House leaders have promised smooth passage but five defections would sink the bill. On Sunday Kate Bedingfield, the White House communications director, was asked if she thought progressives would support it.She told CNN the “historic and transformational piece of legislation … is going to cut child poverty and half” and said the White House hoped the left would “make that judgment” based on “what their constituents need”.It seems clear a $15 minimum wage has no hope of clearing 60 votes in the Senate. That super-majority, known as the filibuster, is said by champions including Manchin to protect minority rights – though it came to prominence largely as a way for southern segregationists to oppose civil rights reform.The House has passed HR1, a sweeping voting rights bill meant to counter efforts by Republicans in the states to dramatically restrict voting by groups that favour Democrats. But HR1 seems doomed unless Senate Democrats scrap the filibuster.Even if they did, centrists like Manchin would enjoy immense power. Speaking to NBC’s Meet the Press, the senator cited his own stand on the relief bill.“If what you saw happen with that 50-vote swing and one vote, no matter who, it maybe can make a big difference in a tied Senate, can you imagine doing day-to-day operations this way? Can you imagine not having to sit down … with your colleagues on both sides and have their input?“…I’m willing to look at any way we can. But I’m not willing to take away the involvement of the minority.”He also said he did not favour using reconciliation for voting rights legislation.“I’m not going to change my mind on the filibuster,” he said, “[and] I’m not going to go [to reconciliation] until my Republican friends have the ability to have their say also.”On Fox News Sunday, Manchin said he did support making the filibuster “painful” again, meaning a return to the requirement senators physically hold the floor of the Senate in order to block legislation, a process famously depicted in the James Stewart movie Mr Smith Goes To Washington.Bedingfield confirmed that Biden is also against scrapping the filibuster.Manchin’s power in the Senate was the talk of Washington even before the drama of Friday and Saturday.“I didn’t lobby for this position,” he told ABC. “I’ve never changed. I’m the same person I have been all my life and since I’ve been in the public offices. I’ve been voting the same way for the last 10 years. I look for that moderate middle. The common sense that comes with the moderate middle is who I am. That’s what people expect.“…You’ve got to work a little bit harder when we have this toxic atmosphere and the divisions that we have and the tribal mentality. That’s not to be acceptable. You’ve got to work hard and fight that. Fight against those urges just to cloister in with your group and say, ‘Well, this is where I am.’”Progressives disagree.     Top House Democrat Jim Clyburn: 'No way we'd let filibuster deny voting rights'

    One of the most powerful Democrats in Washington has issued a frank warning to members of his own party, saying they need to find a way to pass major voting rights legislation or they will lose control of Congress.The comments from Jim Clyburn, the House majority whip, came days after the House of Representatives approved a sweeping voting rights bill that would enact some of the most dramatic expansions of the right to vote since the 1965 Voting Rights Act. Even though Democrats also control the US Senate, the bill is unlikely to pass the chamber because of a procedural rule, the filibuster, that requires 60 votes to advance legislation.In an interview with the Guardian this week, Clyburn called out two moderate Democratic senators, Joe Manchin and Kyrsten Sinema, who have opposed getting rid of the filibuster. Republicans across the country are advancing sweeping measures to curtail voting rights and letting expansive voting rights legislation die would harm Democrats, Clyburn said.“There’s no way under the sun that in 2021 that we are going to allow the filibuster to be used to deny voting rights. That measure would restore a key provision of the Voting Rights Act, gutted by the supreme court in 2013, that required places with a history of voting discrimination to get election changes cleared by the federal government before they took effect.“Here we are talking about the Voting Rights Act he worked so hard for and that’s named in his honor and they’re going to filibuster it to death? That ain’t gonna happen,” Clyburn said.But the likelihood of that bill becoming law is doubtful under current procedures. Democrats expect Republicans to find a reason to filibuster it after its expected passage through the House of Representatives and consideration in the Senate. Thus Clyburn is calling for some kind of workaround of the filibuster in the current legislative climate, in which the Senate is split 50-50 and use of the legislative obstructing mechanism is all too common.“I’m not going to say that you must get rid of the filibuster. I would say you would do well to develop a Manchin-Sinema rule on getting around the filibuster as it relates to race and civil rights,” Clyburn said.Clyburn said he has not discussed changing the filibuster with Biden, who has expressed support for keeping the filibuster in place.The reality of their slim majority and the regularity of legislation dying through filibuster has caused Democrats to opt to pass the Biden administration’s Covid relief package through a budgetary process called reconciliation, which is not subject to the filibuster-proof 60-vote threshold. Clyburn wants to see the same thing with civil rights.“You can’t filibuster the budget,” Clyburn said. “That’s why we have reconciliation rules. We need to have civil and voting rights reconciliation. That should have had reconciliation permission a long, long time ago.”He noted: “If the headlines were to read that the John R Lewis Voting Rights Act was filibustered to death it would be catastrophic.”Clyburn’s comments underscore the difficulty the federal government has in moving any bill because of arcane legislative roadblocks. Broadly popular proposals like a minimum wage increase or a voting rights bill seem dead on arrival. And that has left veteran Senate Democrats skeptical that even a bill protecting Americans’ rights to vote has a chance.     In 1963, when the newly sworn in Lyndon Baines Johnson was advised against using his limited political capital on the controversial issue of civil and voting rights for Black Americans, he responded: “Well, what the hell’s the presidency for?”The US is again approaching a crucial decision point on the most fundamental right of all in a democracy: the right to vote. The result will either be the biggest advance since LBJ’s landmark civil rights and voting rights acts of 1964 and 1965, or the biggest setback since the end of Reconstruction and start of Jim Crow in the 1870s.The decisive factor will be President Joe Biden.On one side are Republicans, who control most state legislatures and are using false claims of election fraud to enact an avalanche of voting restrictions on everything from early voting and voting by mail to voter IDs. They also plan to gerrymander their way back to a US House of Representatives majority.After losing the Senate and the presidency, they’re determined to win back power by rigging the rules against Democrats, disproportionately Black and brown voters. As a lawyer for the Arizona Republican party put it baldly before the supreme court, without such restrictions Republicans are “at a competitive disadvantage relative to Democrats”.On the other side are congressional Democrats, advancing the most significant democracy reform legislation since LBJ – a sprawling 791-page For the People Act, establishing national standards for federal elections.The proposed law mandates automatic registration of new voters, voting by mail and at least 15 days of early voting. It bans restrictive voter ID laws and purges of voter rolls, changes studies suggest would increase voter participation, especially by racial minorities. It also requires that congressional redistricting be done by independent commissions and creates a system of public financing for congressional campaigns.The legislation sailed through the House last week, on a party line vote. The showdown will occur in the Senate, where Republicans are determined to kill it. Although Democrats possess a razor-thin majority, the bill doesn’t stand a chance unless Democrats can overcome two big obstacles.The first is the filibuster, requiring 60 votes to pass regular legislation. Notably, the filibuster is not in the constitution and not even in law. It’s a rule that has historically been used against civil rights and voting rights bills, as it was in the 1960s when LBJ narrowly overcame it.Democrats can – and must – finally end the filibuster now, with their 51-vote majority.But if they try, they face a second obstacle. Two Democrats – Joe Manchin of West Virginia and Kyrsten Sinema of Arizona – have said they won’t vote to end the filibuster, presumably because they want to preserve their centrist image and appeal to Republicans in their states. A few other Democrats are lukewarm to the idea.Well, I’m sorry. The stakes are too high. If Democrats fail to enact the For the People Act, Republicans will send voting rights into retreat for decades. There’s no excuse for Manchin and Sinema or any other Senate Democrat letting Republicans pull America backwards towards Jim Crow.And no reason Biden should let them. It’s time for him to assert the kind of leadership LBJ asserted more than a half-century ago on civil and voting rights.Johnson used every tool at his disposal, described by the journalist Mary McGrory as “an incredible, potent mixture of persuasion, badgering, flattery, threats, reminders of past favors and future advantages”.He warned the Georgia senator Richard Russell, a dedicated segregationist: “Dick, I love you and I owe you. But … I’m going to run over you if you challenge me on this civil rights bill.” He demanded his allies join him in pressuring holdouts. Senator Hubert Humphrey of Minnesota, later Johnson’s vice-president, recalled: “The president grabbed me by my shoulder and damn near broke my arm.”Historians say Johnson’s importuning, bribing and threatening may have shifted the votes of close to a dozen senators, breaking the longest filibuster in history and clearing the way for passage of the Civil Rights Act of 1964 and Voting Rights Act of 1965.We are once again at a crucial juncture for civil rights and voting rights that could shape America for a half-century or more. Joe Biden is not LBJ, and the times are different from the mid-1960s. But the stakes are as high.Biden must wield the power of the presidency to make senators fall in line with the larger goals of the nation.     Biden hails 'giant step' as Senate passes $1.9tn coronavirus relief bill

    Joe Biden hailed “one more giant step forward on delivering on that promise that help is on the way”, after Democrats took a critical step towards a first major legislative victory since assuming control of Congress and the White House, with a party-line vote in the Senate to approve a $1.9tn coronavirus relief bill.After a marathon voting session through the night on Friday and into Saturday afternoon, Democrats overcame unified Republican opposition to approve the sweeping stimulus package. The final tally was 50-49, with one Republican senator absent.One of the largest emergency aid packages in US history now returns to the House for final approval before being signed into law by Biden. Nancy Pelosi, the House speaker, has said she expects to approve the measure before 14 March, when tens of millions of Americans risk losing unemployment benefits if no action is taken.The House majority leader, Steny Hoyer, said the Senate version of the American Rescue Plan would be considered “on Tuesday … so that we can send this bill to President Biden for his signature early next week”.Biden and Democrats will look to move on to other priorities, including voting rights reform and an ambitious infrastructure package.The bill aimed at combating the Covid-19 pandemic and reviving the US economy will provide direct payments of up to $1,400 to most Americans; extend federal unemployment benefits; rush money to state, local and tribal governments; and allot significant funding to vaccine distribution and testing.Republicans attacked the bill as a “liberal wishlist” mismatched with an improving economic and public health outlook as more are vaccinated and infections plateau.“Our country is already set for a roaring recovery,” said Mitch McConnell, the Senate minority leader, on Friday, citing a jobs report that showed 379,000 jobs added in February. “Democrats inherited a tide that was already turning.”But Democrats and the White House were quick to push back, pointing to more than 9 million Americans out of work and millions more struggling to pay for rent and food.On Saturday, with Vice-President Kamala Harris looking on, Biden spoke to reporters at the White House.“I want to thank all of the senators who worked so hard to do the right thing for the American people during this crisis and voting to pass the American rescue plan,” he said. “It obviously wasn’t easy, wasn’t always pretty, but it was so desperately needed. Urgently needed.”Biden has been criticised for not holding a press conference since taking office. On Saturday he attempted to leave without taking questions. To shouted questions, he avoided direct criticism of Senator Joe Manchin of West Virginia or Republicans.The marathon “vote-a-rama” session on amendments that preceded the final vote featured the longest vote in Senate history, just shy of 12 hours, on Friday, as Democrats scrambled to strike a deal with Manchin, a moderate who mounted a last-minute push to scale back unemployment benefits.Bowing to Manchin, a compromise kept benefits at $300 a week instead of $400, as proposed by Biden and approved by the House. However, the benefits will be extended until October rather than August, and Democrats added a provision to provide up to $10,200 in tax relief for unemployed Americans.Speaking to reporters on Saturday, the Senate majority leader, Chuck Schumer, repeatedly hailed his caucus and deflected invitations to criticise Manchin, the target of anger among House progressives.“People have new differences all the time,” he said, when asked why Manchin had not levelled his demand earlier, adding: “Unity, unity, unity. That’s how we got this done.”Schumer was asked if another bill might be needed.“It’s a very strong bill,” he said, “part of it will depend on Covid. How long will it last, will there be a new strain.”Experts have warned of a potential fourth surge as variants emerge and predominantly Republican states reopen their economies and abandon basic public health measures.“Part of it will depend on the economy,” said Schumer. “It has some underlying weaknesses that need bolstering. How deep and weak are those. Our No 1 lodestar is going to be helping the American people and if they need more help, we’ll do another bill. If this bill is sufficient, and I think it’s going to help in a big way, then we won’t.”At the White House, Biden praised Schumer: “When the country needed you most you lead, Chuck, and you delivered.”Despite deep political polarization and staunch Republican opposition, the legislation has broad public appeal. A poll by Monmouth University found that 62% of Americans approve of the stimulus package, including more than three in 10 Republicans.In tweets on Saturday, former president Barack Obama said: “Elections matter … this is the kind of progress that’s possible when we elect leaders across government who are devoted to making people’s lives better.”Yet the endeavor tested the fragile alliance between progressives and moderates as Democrats attempt to wield their power with only the barest control of Congress.Early on Friday, the Senate rejected a proposal by the Vermont senator Bernie Sanders to include a $15-an-hour minimum wage increase, a top liberal priority and a key plank of Biden’s economic agenda. The Senate parliamentarian had deemed the provision inadmissible under the rules of a special budget process Democrats are using to bypass Republican opposition.Despite widespread public support for raising the federal minimum wage, Democrats remain divided. On Friday, eight joined Republicans in blocking the amendment, which would have required 60 votes to pass.“Let me be very clear: we are not giving up on this,” Sanders said. “We are going to come back with vote after vote. And one way or the other we are going to pass a $15 minimum wage. That is what the American people want and that is what the American people need.”The approval of the bill in the Senate came after hours upon hours of voting on a torrent of amendments, most offered by Republicans with the goal of forcing Democrats to take a position on measures designed to be politically troublesome.Proceedings had already been much delayed on Thursday, when the Republican Ron Johnson, of Wisconsin, forced Senate clerks to read the 628-page bill in its entirety – a task that took nearly 11 hours.At the White House, Biden quoted Sanders as he hailed the bill as “progressive” and delivered a familiar appeal for national – and party – unity, if with a shot at his predecessor, Donald Trump.“When I was elected,” Biden said, “I said we’re going to get the government out of the business of battling on Twitter and back in the business of delivering for the American people, of making a difference in their lives, giving everyone a fighting chance, of showing the American people that their government can work for them, and passing the American Rescue Plan, we’ll do that.“You know it may sound strange but … I really want to thank the American people … quite frankly, without the overwhelming bipartisan support of the American people this would not have happened.“… Every public opinion poll shows that people want this, they believe it is needed.     A far-right threat shut down US Congress this week. Why aren't we talking about it? | Cas Mudde

    You might have missed it, but this week the House of Representatives canceled its meetings after the Capitol police warned of “a possible plot to breach the Capitol”. Most international media did not even cover it, and this extraordinary decision barely made the front pages of most US newspapers. In fact, the Washington Post covered it in its “Metro” section. Ironically, the New York Post, a rightwing tabloid, captured the significance best with its screaming headline “House Democrats surrender to QAnon, scrap March 4 session amid fortified Capitol”.What was the alleged threat that made the Democrats decide to cancel House meetings, something that has not happened since the attacks of 9/11? Even on 6 January, when pro-Trump rioters literally attacked the US Capitol, Congress returned to its session. According to news coverage, intelligence sources told Congress there was online chatter within QAnon circles that Donald Trump was going to be inaugurated for a second term on 4 March, the original inauguration date set in the constitution. Some federal sources also believed that militia members were involved, although it is unclear whether they had actually announced or promoted violence.Unfortunately, we will likely never know the real extent of the threat; intelligence agencies operate in almost complete secrecy in the US, with little congressional oversight, and almost no transparency to the broader public. But let’s assume, for argument’s sake, that there was indeed a far-right militia or militias that were planning to ensure that the former president was “inaugurated” this March. Are we really to believe that this threat was so serious that the state could not protect one of the most important institutions of its democratic system?Of course, that is exactly what seemed to happen earlier this year, on 6 January. But as investigations into that event have shown, the main reason the far-right mob was able to successfully storm the Capitol was the stunning incompetence of the Capitol police as well as White House sabotage of plans to support the police with national guard forces. But Trump has left the White House and Joe Biden has said he takes the threat of far-right domestic violent extremism very seriously. Moreover, Washington DC has been transformed into a garrison city in the wake of January’s so-called insurrection.Biden’s inauguration was protected by 26,000 members of the national guard, in addition to members of Washington DC’s almost 4,000-strong Metro police department and the 2,300-strong United States Capitol police – not to speak of the Secret Service and other intelligence, law enforcement and security forces. Even today, 7,000 members of the national guard remain in the nation’s capital and barbed-wire fences have gone up around key buildings, including the White House. How big was this week’s threat that thousands of heavily armed soldiers, who are sent off to fight wars abroad, were deemed incapable of defending the House of Representatives against it?If the threat were indeed so formidable, much more far-reaching measures would be in order. We would need a state of emergency, to protect the democratic system, and to mobilize local, state and federal intelligence, law enforcement and military (national guard, but, who knows, even regular military), to ensure that the state reclaims the monopoly of violence. If, however, the threat is not really so great, and the available troops in and around DC are able to deal with it, then why would it be necessary to cancel the meetings of one of the key institutions of the democratic system?First, it makes the state look very weak … Second, it makes the far right in general, and the broader QAnon subculture, look very strongIt is important to remember that the Senate did not cancel its meetings. I am sure Democratic members of Congress are more afraid of the far-right mob than their Republican counterparts (although they have also been targeted), but even if this overreaction was not a cynical political move to highlight the threat of the far right, it was a disastrous decision for US democracy.First, it makes the state look very weak. The great German social scientist Max Weber defined the state on the basis of its “monopoly on violence” and the House Democrats just openly questioned this. And if the exceptionally privileged and protected members of the House of Representatives do not feel safe against the far right, how can regular Americans, in particular targeted minorities like African Americans and Hispanic communities, feel safe?Second, it makes the far right in general, and the broader QAnon subculture, look very strong. After all, they single-handedly bought the House of Representatives to its knees. Despite obsessive media attention, less than 10% of Americans support the QAnon conspiracy. Moreover, the movement has been seriously weakened by the public backlash and state repression in the wake of the storming of the Capitol, as well as Biden’s inauguration. The complete lack of action on inauguration day may have been the clearest demonstration of that.Let’s be clear: the far right constitutes the most serious challenge to US democracy today. While the key threat comes through electoral and legislative politics, via a Republican party that has decided to stay loyal to Trumpism, there also remains a significant threat of physical violence. However, I have seen no credible or convincing evidence of an existential threat to the key institutions of the state. In other words, while the far-right threat is serious, and has long been ignored and minimized, the vast intelligence, law enforcement, military and security apparatus of the most powerful country in the world should be more than able to deal with it, even without infringing on the rights of its citizens.Whatever their motivations, the capitulation to the far right by House Democrats has weakened rather than strengthened US democracy. If they want to protect the state and its citizens from the far right, which is a troubling reality, they should beef up the protection of Congress and continue to hold their sessions in defiance of these threats.
