    The Future Doesn’t Look Good

    Let me be blunt. This wasn’t the world I imagined for my denouement. Not faintly. Of course, I can’t claim I ever really imagined such a place. Who, in their youth, considers their death and the world that might accompany it, the one you might leave behind for younger generations? I’m 76 now. True, if I were lucky (or perhaps unlucky), I could live another 20 years and see yet a newer world born. But for the moment at least, it seems logical enough to consider this pandemic nightmare of a place as the country of my old age, the one that I and my generation (including a guy named Donald J. Trump) will pass on to our children and grandchildren. 

    Back in 2001, after the 9/11 attacks, I knew it was going to be bad. I felt it deep in my gut almost immediately and, because of that, stumbled into creating TomDispatch, the website I still run. But did I ever think it would be this bad? Not a chance.

    I focused back then on what already looked to me like a nightmarish American imperial adventure to come, the response to the 9/11 attacks that the administration of President George W. Bush quickly launched under the rubric of the “global war on terror.” And that name (though the word “global” would soon be dropped for the more anodyne “war on terror”) would prove anything but inaccurate.

    After all, in those first post-9/11 moments, the top officials of that administration were thinking as globally as possible when it came to war. At the damaged Pentagon, Secretary of Defense Donald Rumsfeld almost immediately turned to an aide and told him, “Go massive — sweep it all up, things related and not.” From then on, the emphasis would always be on the more the merrier.

    Bush’s top officials were eager to take out not just Osama bin Laden’s al-Qaeda — whose 19 mostly Saudi hijackers had indeed attacked the US in the most provocative manner possible (at a cost of only $400,000 to $500,000) — but the Taliban, too, which then controlled much of Afghanistan. And an invasion of that country was seen as but the initial step in a larger, deeply desired project reportedly meant to target more than 60 countries.

    Above all, President Bush and his top officials dreamed of taking down Iraqi autocrat Saddam Hussein, occupying his oil-rich land and making the US, already the unipolar power of the 21st century, the overseer of the greater Middle East and, in the end, perhaps even of a global Pax Americana. Such was the oil-fueled imperial dreamscape of Bush, Dick Cheney, Rumsfeld and the crew (including that charmer and now bestselling anti-Trump author John Bolton).

    Who Woulda Guessed?

    In the years that followed, I would post endless TomDispatch pieces, often by ex-military men, focused on the ongoing nightmare of our country’s soon-to-become forever wars (without a “pax” in sight) and the dangers such spreading conflicts posed to our world and even to us. Still, did I imagine those wars coming home in quite this way? Police forces in American cities and towns thoroughly militarized right down to bayonets, MRAPs, night-vision goggles and helicopters, thanks to a Pentagon program delivering equipment to police departments nationwide more or less directly off the battlefields of Washington’s never-ending wars? Not for a moment.

    Who doesn’t remember those 2014 photos of what looked like an occupying army on the streets of Ferguson, Missouri, after the police killing of a black teenager and the protests that followed? And keep in mind that, to this day, the Republican Senate and the Trump administration have shown not the slightest desire to rein in that Pentagon program to militarize police departments nationwide. Such equipment (and the mentality that goes with it) showed up strikingly on the streets of American cities and towns during the recent Black Lives Matter protests.

    Even in 2014, however, I couldn’t have imagined federal agents by the hundreds, dressed as if for a forever-war battlefield, flooding onto those same streets (at least in cities run by Democratic mayors), ready to treat protesters as if they were indeed al-Qaeda (“VIOLENT ANTIFA ANARCHISTS”), or that it would all be part of an election ploy by a needy president. Not a chance.

    Or put another way, a president with his own “goon squad” or “stormtroopers” outfitted to look as if they were shipping out for Afghanistan or Iraq but heading for Portland, Albuquerque, Chicago, Seattle and other American cities? Give me a break! How un-American could you get? A military surveillance drone overhead in at least one of those cities as if this were someone else’s war zone? Give me a break again.

    Never in my wildest dreams did I think I’d live to witness anything quite like it or a president — and we’ve had a few doozies — even faintly like the man a minority of deeply disgruntled Americans but a majority of electors put in the White House in 2016 to preside over a failing empire.

    How about an American president in the year 2020 as a straightforward, no-punches-pulled racist, the sort of guy a newspaper could compare to former segregationist Alabama governor and presidential candidate George Wallace without even blinking?

    Admittedly, in itself, presidential racism has hardly been unique to this moment in America, despite Joe Biden’s initial claim to the contrary. That couldn’t be the case in the country in which Woodrow Wilson made D.W. Griffith’s “Birth of a Nation,” the infamous silent movie in which the Ku Klux Klan rides to the rescue, the first film ever to be shown in the White House. Nor the one in which Richard Nixon used his “Southern strategy” — Republican presidential candidate Barry Goldwater had earlier labeled it even more redolently “Operation Dixie” — to appeal to the racist fears of Southern whites and so begin to turn that region from a Democratic stronghold into a Republican bastion. Nor in the land where Ronald Reagan launched his election campaign of 1980 with a “states’ rights” speech (then still a code phrase for segregation) near Philadelphia, Mississippi, just miles from the earthen dam where three murdered civil rights workers had been found buried in 1964.

    Still, an openly racist president (don’t take that knee!) as an autocrat-in-the-making (or at least in-the-dreaming), one who first descended that Trump Tower escalator in 2015 denouncing Mexican “rapists,” ran for office rabidly on a Muslim ban and for whom black lives, including John Lewis’, have always been immaterial? A president now defending every Confederate monument and military base named after a slave-owning general in sight, while trying to launch a Nixon-style law-and-(dis)order campaign? I mean, who woulda thunk it?

    And add to that the once unimaginable: a man without an ounce of empathy in the White House, a figure focused only on himself and his electoral and pecuniary fate (and perhaps those of his billionaire confederates). A man filling his hated “deep state” with congressionally unapproved lackies, flacks and ass-kissers, many of them previously flacks (aka lobbyists) for major corporations. (Note, by the way, that while The Donald has a distinctly autocratic urge, I don’t describe him as an incipient fascist because, as far as I can see, his sole desire — as in those now-disappeared rallies of his — is to have fans, not lead an actual social movement of any sort. Think of him as Benito Mussolini right down to the look and style with a “base” of cheering MAGA chumps but no urge for an actual fascist movement to lead.)

    And who ever imagined that an American president might actually bring up the possibility of delaying an election he fears losing, while denouncing mail-in ballots (“the scandal of our time”) as electoral fraud and doing his damnedest to undermine the Post Office that would deliver them amid an economic downturn that rivals the Great Depression? Who, before this moment, ever imagined that a president might consider refusing to leave the White House even if he did lose his reelection bid?

    Tell me this doesn’t qualify as something new under the American sun. True, it wasn’t Trump who turned this country’s elections into 1% affairs or made contributions by the staggeringly wealthy and corporations a matter of free speech(thank you, Supreme Court). But it is Trump who is threatening, in his own unique way, to make elections themselves a thing of the past. And that, believe me, I didn’t count on.

    Nor did I conceive of an all-American world of inequality almost beyond imagining. A country in which only the truly wealthy (think tax cuts) and the national security state (think budgets eternally in the stratosphere) are assured of generous funding in the worst of times.

    The World to Come?

    Oh, and I haven’t even mentioned the pandemic yet, have I? The one that should bring to mind the Black Death of the 14th century and the devastating Spanish Flu of a century ago, the one that’s killing Americans in remarkable numbers daily and going wild in this country, aided and abetted in every imaginable way (and some previously unimaginable ones) by the federal government and the president.

    Who could have dreamed of such a disease running riot, month after month, in the wealthiest, most powerful country on the planet without a national plan for dealing with it? Who could have dreamed of the planet’s most exceptional, indispensable country (as its leaders once loved to call it) being unable to take even the most modest steps to rein in the COVID-19 disease, thanks to a president, Republican governors and Republican congressional representatives who consider science the equivalent of alien DNA? Honestly, who ever imagined such an American world? Think of it not as “The Decameron,” that 14th-century tale of 10 people in flight from a pandemic, but the Trumpcameron or perhaps simply Trumpmageddon.

    And keep in mind, when assessing this world I’m going to leave behind to those I hold near and dear, that COVID-19 is hardly the worst of it. Behind that pandemic, possibly even linked to it in complex ways, is something so much worse. Yes, the coronavirus and the president’s response to it may seem like the worst of all news as American deaths crest 160,000 with no end in sight, but it isn’t. Not faintly on a planet that’s being heated to the boiling point and whose most powerful country is now run by a crew of pyromaniacs.

    It’s hard even to fully conceptualize climate change since it operates on a time scale that’s anything but human. Still, one way to think of it is as a slow-burn planetary version of the atomic bombings of Hiroshima and Nagasaki.

    And by the way, if you’ll excuse a brief digression, in these years, our president and his men have been intent on ripping up every Cold War nuclear pact in sight, while the tensions between two nuclear-armed powers — the US and China — only intensify and Washington invests staggering sums in “modernizing” its nuclear arsenal. (I mean, how exactly do you “modernize” the already-achieved ability to put an almost instant end to the world as we’ve known it?)

    But to return to climate change, remember that 2020 is already threatening to be the warmest year in recorded history, while the five hottest years so far occurred from 2015 to 2019. That should tell you something, no?

    The never-ending release of greenhouse gases into the atmosphere has been transforming this planet in ways that have now become obvious. My own hometown, New York City, for instance, has officially become part of the humid subtropical climate zone and that’s only a beginning. Everywhere temperatures are rising. They hit 100 degrees (37.7 C) this June in, of all places, Siberia. (The Arctic is warming at twice the rate of much of the rest of the planet.) Sea ice is melting fast, while floods and mega-droughts intensify and forests burn in a previously unknown fashion.

    And as a recent heatwave across the Middle East — Baghdad hit a record 125 degrees (51.6 C) — showed, it’s only going to get hotter. Much hotter and, given how humanity has handled the latest pandemic, how will it handle the chaos that goes with rising sea levels drowning coastlines but also affecting inland populations, ever fiercer storms, and flooding (in recent weeks, the summer monsoon has, for instance, put one-third of Bangladesh underwater), not to speak of the migration of refugees from the hardest-hit areas? The answer is likely to be: not well.

    And I could go on, but you get the point. This is not the world I either imagined or would ever have dreamed of leaving to those far younger than me. That the men (and they are largely men) who are essentially promoting the pandemicizing and over-heating of this planet will be the greatest criminals in history matters little.

    Let’s just hope that, when it comes to creating a better world out of such a god-awful mess, the generations that follow us prove better at it than mine did. If I were a religious man, those would be my prayers.

    And here’s my odd hope. As should be obvious from this piece, the recent past, when still the future, was surprisingly unimaginable. There’s no reason to believe that the future — the coming decades — will prove any easier to imagine. No matter the bad news of this moment, who knows what our world might really look like 20 years from now? I only hope, for the sake of my children and grandchildren, that it surprises us all.

    Can China Duplicate the US Military-Industrial Complex?

    With the 2020 US election approaching, the Republicans, led by President Donald Trump and Secretary of State Mike Pompeo, appear to have decided that there are only two issues worth pursuing. The first,  which they hope the American public will swallow, would be the visibly diminished cognitive capacity of Democratic nominee Joe Biden that has, they claim, turned him into a Marxist and Bernie Sanders’ poodle.

    The second issue is more likely to stir up the jingoistic emotions of the electorate. It consists of portraying China as an evil empire and perpetrator of pandemics. Pompeo has been trotting the globe, raising the rhetorical tone to make sure everyone understands how deserving China is of any punishment Trump may decide to inflict on it in between now and the first week of November.

    China certainly merits everyone’s attention, simply because it’s there, it’s imposing, it’s growing in influence and it has already clearly shifted the global geopolitical balance in parallel with America’s ongoing hegemonic decline. It’s a theme that resonates with the working class. From a purely electoral point of view, countering the evident rise of China seems like the most obvious theme for Trump to push. After all, his stance of getting tough with China played a big role in the 2016 election.

    Irrespective of elections, every pundit involved in evaluating geopolitical game plans has been homing in on the faceoff between the US and China. Anja Manuel and Kathleen Hicks, writing for Foreign Affairs, have produced a fascinating piece of tendentious ideological reasoning in an article with a provocative title, “Can China’s Military Win the Tech War?” It has the merit of focusing on what is truly the most crucial point of rivalry between the US and the Middle Kingdom: technological prowess in the coming decades.

    Alas, their article reads like an exercise in fuzzy neoliberal logic, adorned with an orgy of Silicon Valley venture capital jargon, imbued with romanticized entrepreneurial idealism. Its trendy vocabulary tells us more about a new culture shared between Wall Street, Silicon Valley and Washington, DC, than it does about the geopolitical theme it purports to clarify. The authors assail the reader with these bold concepts: “innovative startups” “collaborative disruption,” “agile and innovative,” “critical innovation,” “emerging technologies,” a “sense of urgency” linked to “today’s competitive … environment,” and “incentives for innovators.”

    China’s rise as a supplier of technology poses a major problem because, in today’s world, technology and defense have become one and the same thing. We learn that “as China’s defense capabilities have grown, some Western policymakers have started to wonder whether the United States needs to adopt its own version of civil-military fusion, embracing a top-down approach to developing cutting-edge technologies with military applications.”

    And here is the crux of the problem: “Chinese President Xi Jinping formalized the concept of civil-military fusion as part of the extensive military reforms laid out in his 2016 five-year plan.”

    Contextual Note

    Manuel and Hicks start their discussion in this introductory sentence: “As the Chinese government has set out to harness the growing strength of the Chinese technology sector to bolster its military, policymakers in the United States have reacted with mounting alarm.” Thinkers in the West are now wondering whether the Chinese top-down, authoritarian model of decision-making might not be superior to the point of constituting a model the US needs to emulate. The authors set out to prove the contrary.

    The article highlights President Xi Jinping’s Central Commission for Integrated Military and Civilian Development whose “goal is to promote the development of dual-use technology and integrate existing civilian technologies into the arsenal of the People’s Liberation Army (PLA).” Manuel and Hicks seem to have missed the most obvious point — that Xi has simply taken the American system and stood it on its head. Since World War II, the US has traditionally followed the pattern of developing military technology, which is then made available to private companies to exploit commercially as civilian technology.

    The article also fails to notice how the Chinese have profited from the American system. The US uses its commercial marketplace to validate the types of civilian technology that prove successful. The Chinese can then either copy or reverse engineer the same technology for their civilian market before adapting it to military use. This means the Chinese are getting the best of both worlds. They let the marketplace in the West filter out the civilian applications that work, sparing themselves the research.

    Sensing a possible weakness, the authors, undaunted, turn to the catechism of their neoliberal ideology. It contains an article of faith based on the unfounded (and clearly mistaken) belief that private enterprises will always be paragons of efficiency as opposed to governments that will always function as fountains of inefficiency. “China’s bureaucratic and authoritarian approach to civil-military fusion is likely to waste considerable time and money. By trying to control innovation, Beijing is more likely to delay and even stifle it,” Manuel and Hicks write. We are safe. The liberal economy of the US owns a monopoly on innovation.

    The authors conclude that the US should not seek to emulate the Chinese model. They do, however, concede that “Washington does need a strategy to strengthen its national security technology and industrial base.” That sounds like encouragement of government inefficiency, but Silicon Valley jargon comes to the rescue. The US needs a strategy “centered on collaborative disruption that generates the right incentives for innovators, scientists, engineers, venture capitalists, and others,” they add. The following sentence offers more jargon in lieu of logic, but especially wishful thinking. The authors call for “forward-looking changes in the Defense Department and smart investments across government.”

    Curiously, Manuel and Hicks seem to recognize the obstacle. They see a “risk not because of China but because of a lack of agility and creativity among U.S. planners and policymakers.” This is the ultimate expression of neoliberal ideology. Entrepreneurs are agile and creative. Government planners and policymakers are useless bureaucrats, a fact they reaffirm with this remark: “The Defense Department’s long lead times and slow decision-making remain significant obstacles to innovation.”

    Perhaps even more astonishingly naive is their plea to push the already existing logic of revolving door corruption. As a solution to US inertia, they recommend “more opportunities to hire people directly from industry or research institutions into the senior civilian government or even the military ranks,” as well as wishing to expand “the number of temporary fellowships for private-sector experts to spend a year or two in government.” Those are permanent features of the military-industrial complex that have contributed massively to its corruption.

    Historical Note

    Insisting that if China wants to catch up, it should emulate the United States, Anja Manuel and Kathleen Hicks offer a potted history of the development of America’s military-industrial complex. They cite the founding of labs in the 1930s to develop supercomputing, the military’s post-war collaboration with Texas Instruments and Fairchild Semiconductor to develop microprocessors and the creation in 1958 of the “Defense Advanced Research Projects Agency (DARPA), which helped develop GPS and the Internet.” They then proudly cite the Silicon Valley-based Defense Innovation Unit, founded in 2015, which “has helped innovative startups gain a foothold at the Pentagon.”

    The authors recommend little more than the logic that has prevailed for the past 70 years. They maintain that “partnering effectively with the private sector can save taxpayer dollars.” In reality, it means companies will continue to see their R&D funded by taxpayers, with no risk and, of course, the opportunity to reap profits from future business in civilian technology. That translates as no benefit to taxpayers but colossal rewards for shareholders.

    Manuel and Hicks insist on the necessity of “collaborative disruption,” which “will require upfront investments and streamlined approaches for getting the best commercial technology into the Department of Defense.” This language is designed to appeal to Silicon Valley venture capitalists. It may also appeal to the same political class that has profited personally and politically from the growth of the military-industrial-financial complex. In other words, it is more of the same, but with updated vocabulary. Whether, as the authors hope, the US can by these means “secure the advantage in defense capabilities on its own terms” over China remains to be seen.

    The Brain Malfunction Affecting the US and Its Respectable Media

    Ever since Dwight Eisenhower denounced the military-industrial complex in no uncertain terms, the intelligence community (IC) can be seen as the literal brain of an immense, tentacular but poorly-structured system of economic and political governance. The clandestine nature of its activities within an officially democratic system of government means that this reality will never be publicly acknowledged. 

    Without IC, the Democratic Party could not have entertained the nation for four years with the Russiagate show. One of the unintended consequences of the media’s obsession with alleged Russian interference in US elections has been to highlight both the central role of the IC brain and its fatal weaknesses.

    The New York Times and The Washington Post have relied on the IC to provide the substance of unending streams of stories revealing the functions of the brain. MSNBC and CNN have rivaled against each other to recruit and then display the insight of former intelligence chiefs, presenting them as paragons of objectivity.

    The NY Times provided an example of this last week in an article by Robert Draper concerning the latest National Intelligence Estimate (NIE), a classified report on Russiagate. A close reading of Draper’s analysis reveals some of the subtleties both of how the IC brain works and how The Times has become the voice of that brain.

    Here is an example in which Draper quotes veteran national intelligence office, Christopher Bort: “The intelligence provided to the N.I.E.’s authors indicated that in the lead-up to 2020, Russia worked in support of the Democratic presidential candidate Bernie Sanders as well. But Bort explained to his colleagues … that this reflected not a genuine preference for Sanders but rather an effort ‘to weaken that party and ultimately help the current U.S. president.’”

    Contextual Note

    Draper and Bort want Americans to understand that Vladimir Putin’s Russia is committed to one thing alone: maintaining their man, Donald Trump, as the US president. If Russia speaks kindly of Senator Bernie Sanders, it can only be a tactic to comfort Trump’s reelection. It certainly cannot be the hope that, if elected, Sanders might be less rigid than past presidents — including both Trump and Barack Obama — in terms of his Middle East policy, for example. Elections are not about concrete issues. They are only about personalities and loyalties.

    As the brain of the system, the IC has the role of defining acceptable and unacceptable codes of behavior for itself and for the population as a whole. It can define, for example, what is “genuine.” Unlike moral codes, the behavioral code it defines is a single ethical criterion called “interest.” This is particularly evident in the realm of foreign policy, where actions can always be justified as the defense of “American interests.”

    The system’s most obvious feature is the nature of what fuels it: money. But the IC doesn’t understand money as an allocated budget measured in dollars and cents. Instead, money exists in a far more abstract sense, taking it beyond any form of traditional reckoning. The IC uses unlimited amounts of unaccounted-for means of payment to conduct operations designed precisely to optimize the national and global environment in ways that will boost the production of unaccounted for streams of profit.

    The profit will ultimately accrue to the commercial beneficiaries of the system. These are the famous “American interests,” though they are never specifically named. The system functions as a community structure but with no dimension of personal kinship. In its opaqueness and focus on money, it resembles the mafia, but devoid of the cumbersome sense of honor that can sometimes get in the way of straight business.

    The IC has traditionally steered clear of electoral politics. Because the US is technically a democracy, the IC must play the role of the influencer rather than a manipulator. The task of manipulation has been confined to the media, essentially privately-owned tentacular structures whose role is to orient and stabilize an ideology and worldview shared by the population. Influenced by the brain, the media define what is normal (good and reassuring), what is tolerable (not so good but non-threatening) and what is extreme (to be banished or shamed). Such a system is designed to ensure the stability that will permit the perpetuation of profits for the entire corporate class, of which the media is a part.

    In normal times, the IC prefers to remain invisible. But Trump’s election victory in 2016 forced the Democratic Party and its sympathizers in the media to bring it into the spotlight. Together, they provided the American public with four years of Russiagate entertainment. They also revealed how close the ties are between the Democratic Party and the brain of the oligarchic system.

    Historical Note

    In a Foreign Affairs article published on August 5 bearing the title, “There Is No Russian Plot Against America” and the subtitle, “The Kremlin’s Electoral Interference Is All Madness and No Method,” seasoned analyst Anna Arutunyan examines the history of Russia’s purported interference in the 2016 US presidential election. In contrast with Christopher Bort, who, among other things, claimed to know that Russia did not have “a genuine preference for Sanders,” the author warns that “ascribing motive and intent is a tricky business, because perceived impact is often mistaken for true intent.”

    Arutunyan notes that the intelligence community has unearthed plenty of evidence of “activities of Russian actors with ties to the Kremlin during the 2016 election.” But the IC possesses “comparatively little information about the real impact of these measures on the election’s outcome—and still less about Moscow’s precise objectives.” In other words, the brain is doing only half its job. It fails to see the connection between what it sees as causes and the reality of the effects produced.

    The author concludes that the campaign to subvert the 2016 election was essentially “a series of uncoordinated and often opportunistic responses to a paranoid belief that Russia is under attack from the United States and must do everything it can to defend itself.”

    Concerning the motives, Arutunyan describes a chaotic environment encouraging the “activities of this or that activist, or special forces group, or businessmen and entrepreneurs—these people are always active in fields like this. It’s what they do.” And what do they want? “They are trying to earn money or political capital that way,” she writes. 

    As for the 2020 election, she speculates: “If there is another Russian operation, expect contrarian messages targeting both candidates’ campaigns and highlighting generally divisive issues such as the United States’ response to the coronavirus pandemic. The messaging will not be coherent, and it will have no further purpose than to provoke arguments.”

    Could this be Vladimir Putin’s ultimate stroke of genius? The Russian president understands how to exploit, with the least amount of effort, the fact that Americans love nothing more than to argue, insult, cancel, shame and, by any other means possible, put in their place fellow Americans who don’t agree with them. It requires far less effort than dialogue or debate. Addressing the issues implies listening, revising one’s judgments, seeking nuanced understanding of complexity, and finally agreeing on collaborative actions adapted to the nature of the challenge.

    If the 2020 election continues to focus on nothing more than the increasingly visible inadequacies of the two candidates — Donald Trump and Joe Biden — their failure to understand the historical context in which they are living and their lack of vision for the future, Putin’s strategy will have paid off. 

    The big question facing electors today seems to be: Which of the two men is the most cognitively impaired? Which has the worst history of corruption? Neither appears to want to focus on the concrete measures required to address the issues that Americans are struggling with today, whether it’s race, the economy or health care. 

    On the other hand, there will be plenty of room for arguments. But the satisfaction of a good dispute may not appease those about to be evicted or deprived both of the prospect of finding a job and, in the midst of a pandemic, the guarantee of health care that would accompany it.

    A Double Twist in Russiagate

    The New York Times never tires of finding new pretexts to repeat the same message. Its journalists have been regularly updating it with the same lack of substance over the past four years. The latest iteration, published on August 7, bears the title, “Russia Continues Interfering in Election to Try to Help Trump, U.S. Intelligence Says.”

    In the very first sentence, the author, Julian E. Barnes, presents it as breaking news, the release of a “first public assessment” of a never-to-be-doubted source: “intelligence officials.” The intelligence revealed turns out to be little more than confirmation of the theme familiar to Times readers: “that Moscow continues to try to interfere in the 2020 campaign to help President [Donald] Trump.”

    In their vast majority, Times readers are anti-Trump and mostly lifelong Democrats. For a moment last year, The New York Times seemed to admit the failure of the Mueller investigation into Russian interference in the 2016 election to validate its favored thesis. In March 2019, The Guardian sensibly published an op-ed with the title, “Enough Russia: after Mueller, it’s time for Democrats to focus on America.” Its subtitle read: “With this distraction finally out of the way, it’s time to deal with issues that the majority of the electorate actually cares about.”

    Now, 18 months on, The Times, faced with the serious task of getting Joe Biden elected and defeating Trump, cannot avoid returning to its past habits. Still, to keep a stale story alive and make it look like news, something new had to be added. It needed a twist. Senator Angus King, a member of the Senate Intelligence Committee, revealed the scoop. It isn’t just Russia. It’s also China and Iran. In other words, Russiagate on steroids.

    The senator framed it by saying that William Evanina, the director of the National Counterintelligence and Security Center, “has basically put the American people on notice that Russia in particular, also China and Iran, are going to be trying to meddle in this election and undermine our democratic system.” King spoke in reference to a statement made by Evanina on August 7 regarding the release of an intelligence report over foreign interference in this year’s US presidential election.

    Contextual Note

    Any serious journalist with a sense of logic should question King’s reasoning when he asserts that foreign powers are “trying to meddle in this election and undermine our democratic system.” After all, in the age of social media, anyone and everyone can try to meddle. Trying doesn’t imply succeeding. But the jump from “meddle” to “undermine” poses a more fundamental logical problem.

    The three foreign nations cited — Russia, China and Iran — certainly have the capacity to meddle. Everyone does. That reality existed even before social media. Furthermore, meddling is what all reasonably solid national structures are expected to do. Why else would they have intelligence services? What does the CIA do?

    But can they undermine? That requires more than simply trying to meddle. Undermining means hollowing out the ground below to destabilize the structure. It requires means that go well beyond spreading rumors and publishing lies. For the past four years — as The Times’ executive editor, Dean Baquet, admitted in private — there has been no causal link established between Russians “trying to meddle” and the effective undermining of American democracy. Publications that encourage the belief that meddling is tantamount to effective undermining are guilty, at the very least, of faulty logic.

    The real irony in this attempt to produce new scoops with stale news is that the real scoop of this entire four-year drama emerged two days later. On August 9, a whistleblower, Steven P. Schrage — a former White House, State Department and G8 official — came forward in an interview with Maria Bartiromo on Fox News to put the entire Russiagate narrative in a new perspective, essentially validating President Trump’s thesis known as “Spygate.” Although Fox News can legitimately be suspected of pro-Trump bias, this is an important emerging story covered by the respected investigative journalist, Matt Taibbi.

    At the end of the Fox News interview, Schrage makes this interesting comment: “This is about officials undermining our democracy and it needs to be known long before the election.” If what he describes is true, this is not a case of meddling from afar but, as he says, actively undermining the workings of US democracy from the inside.

    Historical Note

    The latest intelligence report that The New York Times used as the basis of its story attempts to create a new historical perspective. Building on the belief embraced by the Democratic Party for the past four years that there is a secret link between Donald Trump and Vladimir Putin, the intelligence community now adds China and Iran to the list of meddling nations.

    The designation of three villains may harken back to George W. Bush’s 2002 strategy when he launched the trope of a three-pronged “axis of evil.” It worked for President Bush on the eve of his invasion of Iraq in 2003. It led to the successful multiplication of unsuccessful wars in the Middle East, a fact that has dominated the trajectory of US history ever since. Because the uncertainty of facing off against a single enemy entails the risk of losing — a humiliation the US endured in Vietnam — having three enemies to choose from strengthens the case of a power that wishes to project its strength, fearlessness and unparalleled spirit of domination. 

    As a candidate for the presidency in 2000, Bush had demonstrated his keen awareness of having at least one identifiable enemy when he said, in his inimitable style: “When I was coming up, it was a dangerous world, and you knew exactly who they were. It was us versus them, and it was clear who them was. Today, we are not so sure who the they are, but we know they’re there.”

    Following the fall of the Soviet Union in 1991, under the Clinton administration, the US no longer had an identifiable enemy. Bush provided three in 2002. The IC now wants to make sure that we have three today, with China replacing North Korea, a nation with whom Trump seems to have made some kind of peace.

    The intelligence community’s report is embarrassingly vague on all its findings. But that doesn’t seem to bother The Times. We read, for example: “They may also seek to compromise our election infrastructure for a range of possible purposes.” A sentence relying on “may” can be logically extended to state the opposite with the same degree of truth: Then again, they may not.”

    The Time mentions that the report “was short on specifics, but that was largely because the intelligence community is intent on trying to protect its sources of information.” Who needs specifics? And there is a noble intention of “trying to protect” sources. “Trying” is like “may.” It admits of its opposite.

    The Times itself acknowledges the lack of substance in the report. “Outside of a few scattered examples, it is hard to find much evidence of intensifying Chinese influence efforts that could have a national effect.” This sudden critical acumen may be due to the fact that the intelligence community finds that China would prefer meddling in favor of Joe Biden, assessing that “China prefers that President Trump … does not win reelection.” The Democrats should be alarmed. What would happen if Biden were to win the election and the Republicans spent the next four years complaining that it was all due to Chinese meddling?

    The article is filled with sentences containing the verb “try.” “Russia tried to use influence campaigns during 2018 midterm voting to try to sway public opinion, but it did not successfully tamper with voting infrastructure,” The Times reports. And what about “nevertheless” alongside “could try” in the following sentence? “But nevertheless, the countries could try to interfere in the voting process or take steps aimed at “calling into question the validity of the election results.”

    If anything, the report makes clear that the intelligence community, like The New York Times, is “trying” very hard to get across its message. It is easy to identify its targets. As Matt Taibbi notes, “The intelligence leak claiming Russia supported Bernie Sanders over Vice President Biden in 2020’s critical Nevada Democratic caucuses, shows how our national security powers could just as easily be deployed against Democrats as against Republicans.”

    Steven P. Schrage perhaps deserves the final thought: “Nothing excuses foreign meddling in U.S. elections. Yet it is hypocritical and absurd to use that as an excuse to hide abuses by U.S. intelligence, law enforcement, and political officials against our own citizens.”

    Was the Bombing of Hiroshima and Nagasaki the Mother of All War Crimes?

    This year marks the 75th anniversary of the nuclear bombings of Hiroshima and Nagasaki. This is reason enough to mull over its meaning and its implications. In a recent article for Fair Observer, Peter Isackson has made a strong case that the annihilation of the two Japanese cities by American bombers represents the “mother of all war crimes.” Given the long history of atrocities committed during times of war, I find this a rather bold statement that should not go unchallenged.

    The case for the defense rests on two claims. First, the demonstration of American nuclear capabilities heralded in a period of stability, which quite likely saved Western Europe’s nations from being overrun and conquered by the Soviet Union and subjected to its rule. Second, Hiroshima and Nagasaki are far from exceptional as war crimes go, if indeed the bombing of the two cities was a war crime at all.

    Balance of Terror

    In my younger years, in a very different world, I served for a couple of years in the German air force. I never flew a plane. I spent most of my time on duty in a tower close to the border to what at the time was the Czechoslovakian Socialist Republic (CSSR), a member of the Warsaw Pact and a satellite of the Soviet Union. We did electronic surveyance of the CSSR airspace, following Czech and Slovakian fighter planes as they performed their exercises as best as they could (more often than not they couldn’t, lacking basic motivation). It was a tedious job, boring as hell, particularly when the weather was bad and the pilots were grounded.

    Excitement, however, surged once a month, when we waited for the arrival of Russian long-range bombers. They took off from Minsk in what at the time was the capital of the Belarusian Soviet Socialist Republic. Their mission: attack the towers along the West German border with the CSSR and the German Democratic Republic. We saw them coming, small dots on our radar screens. When they were in front of our tower, there was a small red blip, a fleeting flicker, and we knew if this had been der Ernstfall — an actual real-life attack — we would all be dead, gone up in smoke in a small nuclear mushroom.

    At the time, we did not think much of what had just happened. It was part of a game, along the lines of MAD magazine’s “Spy vs Spy” — inane, a waste of time, and somehow not very real. It was not until the fall of the Berlin Wall, the collapse of the regime in Prague and the unraveling of the Soviet empire that we learned that the game had been much more serious and potentially deadly than what we suspected. There were plans on the other side of the border to overrun West Germany, conquer Western Europe and subject it to Soviet rule. Among the scenarios was a nuclear attack on Bonn, West Germany’s sleepy capital, designed to decapitate West Germany’s political elite.

    What prevented the Soviets and their toadies from carrying out their plans was not human compassion but a realist assessment of the distribution of military forces and the resolve of the Western allies to use them. At the time, this was called MAD — mutually assured destruction. It was grounded in the notion that any attack on the part of the Soviets would immediately trigger a full response of Western nuclear forces, resulting in the complete annihilation of the Soviet Union. The leadership in Moscow was fully aware of this logic. They did not like this “balance of terror,” but they ultimately submitted to its logic. Others, by the way, did not.

    Andrey Gromyko, the Soviet Union’s long-term foreign minister, claims in his memoirs that at one time, Chinese leader Mao Zedong tried to get the Soviet Union to launch a nuclear attack on the United States, arguing that “his country could survive a nuclear war, even if it lost 300 million people, and finish off the capitalists with conventional weapons,” thus guaranteeing the triumph of communism. Unsurprisingly, the Soviets were not convinced and increasingly distanced themselves from Beijing.

    The logic of mutually assured destruction fundamentally altered the behavior of great powers, at least with respect to each other. It is to be hoped that the logic of the “balance of terror” is going to be enough to keep the US and China level-headed in the future, despite rapidly growing tensions between the two.

    The Breakdown of Civilization

    Unfortunately enough, war crimes are the norm rather than the exception when it comes to armed conflict. The claim that Hiroshima and Nagasaki are ontologically different rests on a technological assumption. For some reason, nuclear weapons are fundamentally different from conventional ones. I am not sure what constitutes the basis of this assumption. Take the firebombings of the German cities of Dresden and Hamburg during the Second World War, which cost the lives of tens of thousands of ordinary people — women, children, the elderly. Take the massacre of Babi Yar, in Ukraine, where in two days nearly 34,000 Jews were killed by German Einstazgruppen. Or, going back further in history, take the death toll during the Thirty Years War, which cost the lives of half of the population of what is today Germany.

    Massacres of the most atrocious form are hardly an invention of the 20th century, as Goya’s renditions of the barbarities visited on his fellow countrymen during the war against the French between 1808 and 1814, depicted in most horrifying detail. This was a war against an enemy that invaded the country in the name of the Enlightenment and revolutionary fervor. Or, as the Germans would say, Und willst du nicht mein Bruder sein, so schlag ich dir den Schädel ein — If you don’t want to be my brother, I will smash your skull.

    For the victims of war crimes — more often than not civilians — it probably does not really matter how they were killed and why they were killed. It is quite understandable — human all too human, as Nietzsche would say — that horrendous deeds provoke retribution. The firebombing of German cities, the rape of German women caught be advancing Soviet armies — both are understandable given the atrocities committed by Germans during the war, in the name of Hitler and the Third Reich. Most Germans, or so most recent research suggests, were more than comfortable supporting a regime that guaranteed them a modicum of prosperity. Few asked where it came from.

    For that, Germans were punished in the most horrendous fashion. Berlin, Hamburg, Dresden and Cologne and many other towns and cities went up in flames, leaving behind a landscape hardly different from Hiroshima and Nagasaki. The bombing of Hamburg was named Operation Gomorrah, after the Biblical city destroyed by “sulfur and fire” for its sins, and, according to historian Keith Lowe, was on completely different level than the German raids on Coventry and London, “comparable with what happened in Nagasaki.” It was a just retribution for the crimes committed in their name, a retribution for the tens of millions of victims who paid with their lives for Hitler’s ambitions to conquer the world.

    I would suggest that the annihilation of Hiroshima and Nagasaki was the retribution for the crimes committed by Japanese forces, in the name of racial superiority hardly different from Nazi ideology, against the peoples subjugated during the war. I have grave doubts that the victims of the Nanjing massacre or of the hundreds of young Asian “comfort women” pressed into sexual slavery by Japanese forces would consider the destruction of Hiroshima and Nagasaki a war crime, but rather than an act of just retribution for Japanese atrocities committed during the war.

    Whether or not the United States was justified in meting out redistribution is a different question. After all, given America’s self-declared status as a leading Christian nation, it should perhaps have heeded the words of the Bible exhorting believers not to take revenge, “but leave room for God’s wrath, for it is written: ‘It is mine to avenge; I will repay,’ says the Lord” (Romans 12:19). But then, Americans have a tendency to pay lip service to the scripture while doing the opposite in real life.

    The bombing of Hiroshima and Nagasaki was one of these turning points in history that define a whole epoch. It demonstrated, once and for all, humanity’s ability to destroy itself. Had Hitler been in a position to get hold of “the bomb,” he surely would have used it to obliterate London, Moscow, perhaps even New York. The same goes for Stalin, only this time it would have been Berlin that would have gone up in a mushroom. If the bombing of Hiroshima and Nagasaki was a war crime, it was nothing more than another episode in a long history of atrocities committed in the course of wars, not more, not less — an episode which reaffirms once again the sad reality that the veneer of civilization is merely skin deep.

    The Mother of All War Crimes

    As Americans once again struggle with the very idea of having a history, let alone reflecting on its significance, an article in The Nation originally published in 2015 marks the anniversary of the bombing of Hiroshima and Nagasaki. It offers its readers a reminder of an event that no one has forgotten but whose monumental significance has been consistently distorted, if not denied.

    Japan’s surrender in 1945 officially ended World War II. It marked a glorious moment in history for the United States. But most serious historians agree on one fact that everyone has insisted on forgetting. The war would have ended without the demonstration of American scientific and military prowess carried out at the expense of hundreds of thousands of Japanese lives.

    If history has any meaning, humanity should have applied to August 6, 1945, the very words President Franklin D. Roosevelt used at the beginning of America’s war with Japan following the attack on Pearl Harbor on December 7, 1941. More than Pearl Harbor, August 6, 1945, should be remembered as “a date which will live in infamy.” 

    In the article originally published to mark the 70th anniversary of the events that led to the end of World War II, the author, Gar Alperovitz, reminds us that almost every US military leader at the time counseled against dropping the bomb. It cites the testimony of Admiral William Leahy, President Harry Truman’s chief of staff; Henry “Hap” Arnold, the commanding general of the US Army Air Forces; Fleet Admiral Chester Nimitz, commander-in-chief of the Pacific Fleet; and Admiral William “Bull” Halsey Jr., commander of the US Third Fleet.

    All these senior officers agreed that “the first atomic bomb was an unnecessary experiment.” Even Major General Curtis LeMay, who nearly 30 years later tried to push John F. Kennedy into a nuclear war with the Soviet Union during the Cuban missile crisis in 1962, agreed that “the atomic bomb had nothing to do with the end of the war at all.”

    General Dwight Eisenhower, the future president, also believed “that Japan was already defeated and that dropping the bomb was completely unnecessary.” But Eisenhower added this consideration of profound geopolitical importance, which directly contradicts the official pretext given by the government and repeated in the official narrative, that thousands of American soldiers would die in the final assault on Japan. “I thought that our country should avoid shocking world opinion by the use of a weapon whose employment was, I thought, no longer mandatory as a measure to save American lives,” he said.

    Contextual Note

    World War II marked a sea-change in geopolitics. It literally ushered in the era of technological rather than purely military and economic hegemony. The real point of the bomb was to provide a graphic demonstration of how technological superiority rather than mere economic and military clout would define hegemony in the decades to come. That’s why the US has been able to consistently lose wars but dominate the global economy.

    “President Truman’s closest advisers viewed the bomb as a diplomatic and not simply a military weapon,” Alperovitz writes. It wasn’t just about ending the war but modeling the future. Truman’s secretary of state, James Byrnes, “believed that the use of atomic weapons would help the United States more strongly dominate the postwar era.” He seemed to have in mind the “military-industrial complex” that Eisenhower would later denounce.

    Eisenhower’s prediction about world opinion in the aftermath of the nuking of Japan was apparently wrong. Polls taken in 1945 showed that only 4% of Americans said they would not have used the bomb. Relieved to see the war over, the media and governments across the globe made no attempt to mobilize world opinion against a manifest war crime.

    On the basis of the letters to the editor of The Times, one researcher nevertheless reached the conclusion that, in the UK, a majority of “civilians were outraged at the atomic bombings of Hiroshima and Nagasaki.” This probably reflects opinion across most of Europe. The Vatican roundly condemned the use of nuclear weapons, even two years before the bombing of Japan and then again after the war, but it had little impact on public opinion.

    Focused on the drama of the Nuremberg trials rather than the mass destruction in Japan, the nations of the world very quickly adjusted to the fatality of living with the continued presence of nuclear bombs. They even accepted the bomb as a stabilizing norm in what quickly became the Cold War’s nuclear arms race. After all, the idea of mutuality in the strategy of mutually assured destruction seemed to keep things in some sort of precarious balance. 

    With history effectively rewritten in a manner agreeable to the hegemony-minded governments of the US, American soft diplomacy — spearheaded to a large extent by Hollywood — did the rest. The American way of life almost immediately became a global ideal, only peripherally troubled by Godzilla and other disturbing radioactive mutants.

    Takeshi Matsuda explained in a 2008 article in the Asia-Pacific Journal: “By the end of World War II, the U.S. government had recognized how important a cultural dimension of foreign policy was to accomplishing its broad national objectives.” Those “national objectives” had clearly become nothing less than global hegemony.

    Historical Note

    Post-World War II history contains a cruel irony. An inhuman nuclear attack on Japanese civilians became perceived as the starting point of a new world order under the leadership of the nation that perpetrated that attack. The new world order has ever since been described as the “rule of law.” 

    Because the new order relied on the continued development of nuclear weapons, it might be more accurate to call it a “rule of managed terror.” It was built on the notion of fear. Over the following decades, the vaunted rule became increasingly dependent on a combination of expanding military might, mass surveillance, technological sophistication and the capacity of operational weapons to strike anywhere with great precision but without human intervention.

    In his article, Gar Alperovitz quotes a pertinent remark in 1946 of Admiral William “Bull” Halsey Jr., who called “the first atomic bomb … an unnecessary experiment. … It was a mistake to ever drop it … [the scientists] had this toy and they wanted to try it out, so they dropped it.” But Halsey was mistaken. The scientists didn’t drop the bombs. The politicians — especially Harry Truman, with whom the buck was destined to stop — ordered it. And bomber pilots did the dropping. But Halsey’s intuition about the rise of technology as the key to hegemony was correct.

    Whether Truman understood what was happening, or whether he was an unwitting tool of a group of American Dr. Strangeloves (the former Nazis were already being recruited), no historian has been able to determine. Fox News journalist Chris Wallace, in his book on Truman and the bomb, claims that the president “agonized over it,” as well he should have. 

    The problem that remains for those who seek to understand the significance of our global history is that once the deed was done, Truman’s and everyone else’s agonizing ended. Shakespeare’s Macbeth famously “murdered sleep,” but America’s official historians, in the years following Hiroshima, succeeded in putting the world’s moral sense to sleep.

    Humanity is still on the verge of nuclear annihilation. Some of the bellicose discourse we hear today may be bluff. But the US military has elaborated concrete plans for a nuclear war with China, and preparations for that war are already taking place. As journalist John Pilger points out, US Secretary of State Mike Pompeo has been pushing hard to foment a war mentality among the American public, partly because it is part of Trump’s reelection strategy and partly because Pompeo is “an evangelical fanatic who believes in the ‘rapture of the End.’”

    World opinion, if our democracies knew how to consult it, would undoubtedly prefer the plain and simple annihilation of our nuclear capacity. But the dream of a democracy of humanity, in the place of competing nation-states, dwells only in an obscure political and psychological limbo, existing as something between an empty promise and wishful thinking.

    Is Europe More United Than the US?

    During the Trump era, America increasingly seems like a motley collection of states brought together for reasons of territorial contiguity and little else. The conservative South is ravaged by a pandemic. The liberal Northeast waits patiently for elections in November to oust a tyrant. A rebellious Pacific Northwest faces off against federal troops sent to “restore order.” The Farm Belt, the Rust Belt and the Sun Belt are like three nations divided by a common language.

    The European Union, on the other hand, really does consist of separate countries: 27 of them. The economic gap between Luxembourg and Latvia is huge, the difference in median household income even larger than that between America’s richest and poorest states (Maryland and West Virginia).

    European countries have gone to war with each other more recently than the American states (a mere 25 years ago in the case of former Yugoslavia). All EU members are democracies, but the practice of politics varies wildly from perpetually fragmented Italy to stolid Germany to ever-more illiberal Hungary.

    Despite these economic and political differences, the EU recently managed to perform a miracle of consensus. After 90 hours of discussion, EU leaders hammered out a unified approach to rebuilding the region’s post-pandemic economy.

    The EU is looking at an 8.7% economic contraction for 2020. But the coronavirus pandemic clearly hit some parts of the EU worse than others, with Italy and Spain suffering disproportionately. Greece remains heavily indebted from the 2008-09 financial crisis. Most of Eastern Europe has yet to catch up to the rest of the EU. If left to themselves, EU members would recover from the current pandemic at very different rates and several might not recover at all.

    That’s why the deal is so important. The EU could have helped out its struggling members by extending more loans, which was basically the approach after 2009. This time around, however, the EU is providing almost half of the money in the new recovery fund — $446 billion — in grants, not loans. The $1.3-trillion budget that European leaders negotiated for the next seven years will keep all critical EU programs afloat (like the European structural and investment funds that help bridge the gap between the wealthier and the less wealthy members).

    Sure, there were plenty of disagreements. The “frugal four” of the Netherlands, Denmark, Austria and Sweden argued down the amount of money allocated to the grant program and the budget numbers overall. Germany has often sided with the frugal faction in the past, but this time Chancellor Angela Merkel played a key role in negotiating the compromise. She also managed to bribe Hungary and Poland to support the deal by taking “rule-of-law” conditionality off the table. Both countries have run afoul of the EU by violating various rule-of-law norms with respect to media, judiciary and immigration. Yet both countries will still be able to access billions of dollars from the recovery fund and the overall budget.

    Until recently, the EU seemed to be on the brink of dissolution. The United Kingdom had bailed, Eastern Europe was increasingly authoritarian, the southern tier remained heavily in debt, and the pandemic was accelerating these centrifugal forces. But now it looks as the EU will spin together, not spin apart.

    The United States, on the other hand, looks ever more in disarray. As Lucrezia Reichlin, professor of economics at the London Business School, put it, “Despite being one country, the U.S. is coming out much more fragmented than Europe.”

    The Coming Storm

    The Trump administration has been all about restarting the US economy. President Donald Trump was reluctant to encourage states to lock down in the first place. He supported governors and even armed protesters demanding that states reopen prematurely.

    And now that the pandemic has returned even more dramatically than the first time around, the president is pretending as though the country isn’t registering over 60,000 new infections and over a thousand deaths every day. Trump was willing to cancel the Florida portion of the Republican Party convention for fear of infection, but he has no problem insisting that children hold the equivalent of thousands of mini-conventions when they return to school.

    Europe, which was much more stringent about prioritizing health over the economy, is now pretty much open for business.

    The challenge has been summer tourism. Vacationers hanging out on beaches and in bars are at heightened risk of catching the COVID-19 disease — which is caused by the novel coronavirus — and bringing it home with them. There have been some new outbreaks of the disease in Catalonia, an uptick in cases in Belgium and the Netherlands, and a significant increase in infections in Romania. Belgium is already re-instituting restrictions on social contacts. Sensibly, a number of European governments are setting up testing sites for returning tourists.

    The EU is determined not to repeat what’s going on in Florida, Texas and California. It is responding in a more deliberate and unified way to outbreaks leading to an average of 81 deaths a day than the United States is responding as a whole to a very nearly out-of-control situation producing more than 900 deaths a day.

    The US isn’t just facing a deadly resurgence of the pandemic. Various economic signals indicate that the so-called “V-shaped recovery” — much hyped by the Trump administration — is just not happening. More people are again filing for unemployment benefits. People are reluctant to go back to restaurants and hang out in hotels. The business sector in general is faring poorly.

    “The sugar rush from re-openings has now faded and a resurgence of domestic coronavirus cases, alongside very weak demand, supply chain disruptions, historically low oil prices, and high levels of uncertainty will weigh heavily on business investment,” according to Oren Klachkin, lead US economist at Oxford Economics in New York.

    The Organization of Economic Cooperation and Development (OECD) released a report in July that offered two potential scenarios for the US economy through the end of the year. Neither looks good. The “optimistic scenario” puts the unemployment rate at the end of 2020 at 11.3% (more or less what it is right now) and an overall economic contraction of 7.3%. According to the pessimistic scenario, the unemployment rate would be nearer to 13% and the economic contraction at 8.5%.

    Much depends on what Congress does. The package that Senate Republicans unveiled last week is $2 trillion less than what the Democrats have proposed. It offers more individual stimulus checks, but nothing for states and municipalities and no hazard pay for essential workers.

    Unemployment benefits expired a few weeks ago, and Republicans would only extend them at a much-decreased level. Although Congress will likely renew the eviction moratorium, some landlords are already trying to kick out renters during the gap. The student loan moratorium affecting 40 million Americans runs out at the end of September.

    The only sign of economic resurgence is the stock market, which seems to be running entirely on hope (of a vaccine or a tech-led economic revival). At some point, this irrational exuberance will meet its evil twin, grim reality. On the other side of the Atlantic, the Europeans are preparing the foundation for precisely the V-shaped recovery that the United States, at the moment, can only dream about.

    The Transatlantic Future

    What does a world with a stronger Europe and a weaker America look like? A stronger Europe will no longer have to kowtow to America’s mercurial foreign policy. Take the example of the Iran nuclear deal, which the Obama administration took the lead in negotiating. Trump not only canceled US participation, but he also threatened to sanction any actors that continued to do business with Iran. Europe protested and even set up its own mechanisms to maintain economic ties with Tehran. But it wasn’t enough. Soon enough, however, the United States won’t have the economic muscle to blackmail its allies.

    The EU has certainly taken a tougher stance toward China over the last couple years, particularly on economic issues. But in its negotiations with Beijing, the EU has also put far greater emphasis on cooperation around common interests. As such, expect the European Union to take full advantage of the US decline to solidify its position in an East Asian regional economy that recovers far more quickly from the pandemic than pretty much anywhere in the world.

    Europe is also well-positioned to take the lead on climate change issues, which the United States has forfeited in its four years of catastrophic backsliding under Trump. As part of its new climate pact, the EU has pledged to become carbon-neutral by 2050. The European Commission is also considering a radical new idea: a carbon tax on imports. In the future, if you want to be competitive in selling your products in the European market, you’ll have to consider the carbon footprint of your operation.

    Of course, the EU could do better. But compared to the US, Russia or China, it’s way out in front. The European Union is not a demilitarized space. It has a very mixed record on human rights conditionality. And its attitudes toward immigration range from half-welcoming to downright xenophobic.

    But let’s say that Europe emerges from this pandemic with greater global authority, much as the US did after World War II. A lot of Americans, and most American politicians, will bemoan this loss of status. But a world led by a unified Europe would be a significantly better place than one mismanaged by a fragmented United States.

    Was the First Gulf War the Last Triumph of Multilateralism?

    This week marks the 30th anniversary of Iraq’s invasion and occupation of Kuwait. Desperate to pay off his nation’s seemingly insurmountable debt, acquired as a result of his invasion of and the futile 8-year war with Iran that had just ended, Saddam Hussein saw oil-rich Kuwait as the solution. Iraq had never recognized Kuwait’s sovereignty, claiming it had been hived off by the British during its occupation of Iraq in the early 20th century. Moreover, as he and many Iraqis asserted, it really was Iraq’s “19th province.”

    The World Without American Leadership

    Saddam deployed Iraqi troops to the border in July of 1990, prompting concern among neighboring Arab countries and the United States. In a much-reported meeting with then-US Ambassador April Glaspie late in July, he was asked about his intentions. Glaspie took pains to explain that the US had “no opinion” on Arab-Arab disputes, further expressing the US hope that the Iraqi-Kuwait border question might be resolved soon and without the use of force. (Egypt has been trying to mediate the dispute.) Saddam interpreted her response as an American green light to invade, as egregious a misinterpretation of a diplomatic communication as there ever was.

    A Multilateral Approach

    Within hours of the August 2 invasion, the UN Security Council convened and ordered Iraq’s immediate withdrawal. It was ignored by Saddam, as were multiple subsequent UNSC resolutions. Saddam did not believe that the US or any other nation would take action to defend the small patch of desert at the end of the Persian Gulf, despite its outsize oil wealth and massive reserves.

    He was wrong. Under the leadership of President George H. W. Bush and his able secretary of state, James Baker, the US organized a 34-nation coalition, including many Arab states and NATO allies. Armed with a UNSC resolution authorizing “all necessary means” if Saddam did not withdraw his forces by the January 15 deadline, the US and other coalition forces began assembling in Saudi Arabia, which many feared would be the next target of Saddam’s ambitions. Facing more than 650,000 troops and a massive US, British and French air assault, Iraqi forces were driven out of Kuwait. The three-day campaign cost coalition forces some 300 deaths, including 146 Americans. Iraqi casualties were never officially ascertained, but estimates range from 20,000 to 26,000 killed and 75,000 injured. Over 1,000 Kuwaitis also died, mostly civilians.

    The Kuwait incursion proved even more humiliating and costly than Iraq’s ill-fated invasion of Iran. Numerous and increasingly costly sanctions (including on critical oil exports), intrusive UN weapons inspectors and expansive no-fly zones in the country’s north and south decisively placed Iraq in pariah-nation status in the world. Ultimately, it set the stage for the American invasion and occupation of Iraq and Saddam’s removal in 2003.

    Leadership When It Counted

    The First Gulf War marked a significant achievement for American diplomacy, one that would be difficult to replicate today. Though Saddam remained unmoved by American warnings and UNSC resolutions and sanctions, the international community proceeded deliberately but measuredly before employing force. The UNSC’s approval of Resolution 678, which authorized the use of force, obtained 12 affirmative votes, including from four of the five permanent members (China abstained) and only two negatives (Cuba and Yemen).

    Deft diplomacy on the part of Bush and Baker attracted 33 other nations to the coalition that expelled Saddam’s forces. Secretary of Baker met on several occasions with Saddam’s foreign minister, Tariq Aziz, to resolve the crisis. This was a marked contrast to George W. Bush’s approach to, and eventual invasion of, Iraq in 2003, which failed to secure UNSC approval and incurred considerable worldwide condemnation.

    Importantly, despite a virtually open road to Baghdad and against the urgings of some in the US at the time, in 1991 President Bush withdrew all US forces from Iraq and did not seek to remove Saddam. This proved to be critical in maintaining the unprecedented coalition he had organized to address a Middle East crisis. Bush Sr. was able to capitalize on that achievement by assembling world leaders in Spain later that fall for the Madrid Conference, which brought together many of the same Arab countries from the coalition, plus Israel and the Palestinian Authority, and co-sponsor the Soviet Union to address the Arab-Israeli conflict. The conference became a stepping stone for increased action on the part of many Arab countries, the Palestinians and Israel, and the progress that followed.

    The Era of Great Power Rivalry

    The First Gulf War itself and what followed demonstrated what principled, deft and concerted diplomacy on the part of the US can achieve. Clearly, the task remains significantly short of its ultimate goal. But the hope of that seems all the more distant as the US under President Donald Trump eschews the Bush/Baker approach to multilateral diplomacy in favor of narrow, one-sided bilateral diplomacy. The latter has proven to be a contributing factor in the region’s — and perhaps the world’s — decided move toward “great power” competition.

    Nations as diverse as Russia, China, Turkey, Iran, Saudi Arabia, the UAE and others now vie for increased influence and even dominance in the Middle East and elsewhere. Never a partisan in great power competition, the US now stands strangely quiet on the sidelines as these nations attempt to carve out spheres of influence, from the Crimea and Ukraine, to South and Central Asia, the Far East and the Middle East. For some of the peoples of the Middle East — Syria, Yemen and Libya — this has meant misery and devastation, and for the rest of the region, instability, uncertainty and fear. US-led multilateralism at a time when it stood unparalleled in military, political and economic power in the world helped address a genuine Middle East crisis 30 years ago. In that sense, America’s and the world’s actions in Iraq may very well have been the mythical “good” war in the Middle East, as much an oxymoron as that may sound.

    In an era of great-power maneuvering, it would be inconceivable to imagine now a similar response in the event of another crisis between nations of the region, say Iran and Saudi Arabia. With rival major powers choosing sides, one could more easily envision competing alliances being drawn up, culminating in the sort of conflict the world saw in Europe in World War I.

    Great-power competition seldom, if ever, leads to stability or peace. World War I amply proved that. The example of the First Gulf War, however, proved that multilateralism, especially when led by a powerful but principled nation, can diffuse escalating tensions, avert greater disaster and provide at least the prospect and a framework for peace and stability.
