    Does the US Have Leverage to Advocate for Women’s Rights in Afghanistan? 

    After the US withdrawal from Afghanistan, women’s rights in Afghanistan came under consistent attack by the Taliban, with many women activists captured, tortured, killed and reportedly raped. Unfortunately, the extent of these crimes is unknown due to a lack of comprehensive media coverage. However, the AFINT news channel reports that at least 200 people had been detained, tortured, raped and banned from traveling by the Taliban in the past six months. This number includes 102 women and 98 men, of whom 50 are journalists, 92 are civil activists, two are singers and 40 are prosecutors and judges in the previous government. 

    Over the past six months, Afghan women have continued to protest against the Taliban policies, provoking a brutal response. One of the detainees told AFINT: “Unfortunately, there is sexual harassment by the Taliban. The Taliban think that a woman who protests for her rights or has worked before they came to power is a prostitute. So, they consider these women as sex slaves.” While it may be impossible to change the Taliban’s mindset, international and regional pressure is key to helping Afghan women and holding the current regime accountable.

    To deal with the international pressures, the Taliban turned the women’s rights issues into a bargaining chip against the international community to gain recognition and force engagement. The US, in particular, consistently calls on the Taliban to respect women’s rights. But does the US have enough leverage over the Taliban to force them to revise their treatment of women?

    Power Is Everything 

    Since the overthrow of the Afghan government last August, the US remained engaged with the Taliban, although Washington does not recognize the regime as legitimate. Although the Taliban views the US as the loser in this conflict, many within the group’s leadership believe that they have to interact with Washington to gain recognition. 

    The Taliban’s Deputy Foreign Minister Sher Mohammad Abbas Stanikzai said in December: “If the US embassy reopens in Kabul, all European countries will be here in half an hour. We are working hard in this regard, and since I have been a member of the negotiating team with them (the Americans), I am sure from their morals and behavior that, God willing, they will be back soon.”

    From the Taliban’s perspective, power is everything. As far as they can control the country, the US has to respect them and will have to recognize them. This assumption leads the group to not compromise on women’s rights. Instead of revising their policies, they detained women activists and then released some of them following pressure to do so during the Oslo talks in January.

    The US has profound concerns about the Taliban’s relations with other terrorist groups such as al-Qaeda and the Islamic State branch in Afghanistan, but human rights, women’s rights and an inclusive government are all part of the US agenda in its interaction with the country’s new leadership. In his talk at the United States Institute of Peace, Thomas West, the US special representative for Afghanistan, emphasized these values as crucial for the US-Taliban relationship. 

    However, it is imperative to keep in mind that any compromise from the international community on women’s rights that suggests to the Taliban that their harsh policies may be accommodated will only exacerbate the situation for women in Afghanistan. 

    International Commitment

    For more than 20 years, the US and international community repeated their strong commitment to supporting women in Afghanistan, creating the expectation that it should continue doing so after the Taliban takeover. However, many Afghan women saw the US agreement with the Taliban as a betrayal.

    International pressure is the critical factor for holding the Taliban accountable. When the women activists disappeared without explanation, the Taliban denied its involvement for months. The United Nations and US diplomats repeatedly called on the Taliban to find the missing women.

    In the end, the Taliban released several well-known women activists despite denying involvement in detaining them. The group also published videos of forced confessions by the activists. Totalitarian regimes use this tactic against human rights activities for propaganda and to mislead the public; exposing the Taliban’s double game will not be easy and will require international commitment and cooperation. 

    There are several measures that can be helpful in holding the Taliban accountable, and the US can play a central role. First, the diplomatic contacts with the Taliban should not be interpreted as hope for recognition; rather, diplomacy should be used only for contact and assessing responsibilities.

    Second, international consensus on women’s rights and supporting the idea of an inclusive and legitimate government in Afghanistan is key. This is significant for women’s rights and negotiation for building a broad-based government to reflect Afghan society, which is instrumental for avoiding another round of conflict.

    Third, increasing the activities of international organizations in Afghanistan to support women and monitor their situation under the Taliban is necessary. Currently, there is no access to different corners of the country where crimes against women may be committed. Fourth, financial support to organizations championing women’s education and activities will be vital for women’s voices and Afghan social society to resist the Taliban’s fascist approach.

    The US can exert pressure on behalf of Afghan women to demand that their rights to work and education are honored. Any degree of leniency toward the Taliban will make the situation worse for women. If the US shows a faltering resolve or sends a misleading message, the international consensus on human rights will disappear.

    Time for a Sober Look at the Ukraine Crisis

    Recent wars and crises show us how dangerous it can be when dishonest political elites unite with a powerful media to direct an uninformed public. It might be difficult to comprehend the combination. But unfortunately, even tragically, that’s exactly the combination that enabled wars to be launched in Vietnam, Afghanistan, Iraq, Libya, Yemen and is now being used in the case of Ukraine.

    Remember the Gulf of Tonkin lie? It cost more than 3 million Vietnamese their lives, murdered in cold blood, using the most lethal weapons American war industry could produce and sell. An identical modus operandi was used as recently as 2003 to start the Iraq War. The lies about Saddam Hussein’s WMDs cost the lives of a million Iraqis, and counting. Last year, the US finally drew the curtain on its 20-year war in Afghanistan, at a cost of over $2.3 trillion and nearly 50,000 civilian lives. How is that possible? Because the public is ignorant and, therefore, easily fooled by decision-makers and powerful media.

    Same Playbook

    It’s the same playbook, again and again. The media refocus public attention from a country to a specific individual, presenting them as a bogeyman from whom the people are to be liberated. Now the war is not against a nation in which millions will die but against an individual. It’s easy to turn your ignorant people against one person. In Vietnam, it was Ho Chi Minh, in Afghanistan, Mullah Omar and his Taliban, and Hussein in Iraq.

    Take a look at the Ukrainian crisis: The conflict is not with Russia — it’s with Vladimir Putin. The narrative is, will Putin invade? Why is Putin amassing his — not Russia’s — army? The Russian president is the new bogeyman. And what do the nice people at NATO want? Just freedom for Ukraine to join NATO, which incidentally includes Kyiv’s right to allow NATO armies to amass on its territory, on Russia’s doorstep. How could there possibly be something wrong with that? Right? Wrong!

    Here are some real thoughts for our domesticated friends on the other side of sobriety. It might even help free them from the confinements of their media and actually take a global, rather than a parochial, view of their problems.

    Suppose Ukraine, after joining NATO, becomes emboldened and decides to challenge Russia (or is it Putin?) in Donbas or Crimea? Both have a sizeable Russian population and, like all of Ukraine and Russia, were part of the former Soviet Union. What will NATO do? Trigger Article 5 and embark on a direct military confrontation against Russia on Ukraine’s side? Or will it unprecedentedly abandon a NATO member in war and risk breaking up the alliance, giving French President Emmanuel Macron’s description of NATO more credence?

    If war breaks out over Ukraine, as some never-seen-action, gung-ho rocking-chair warriors want, what will happen in Asia? What if China decides that the moment is right to take over Taiwan and the whole of the South China Sea? Will our Western warriors start a war with China while fighting Russia?

    In the Middle East, where Washington’s client states are on the run, will they be able to rely on American protection, which they desperately seem to need despite hundreds of billions spent on military hardware? What will happen if their regional adversaries decide to go full scale on them, creating a wider conflict across the Arab world because all hell has broken loose in Europe and the South China Sea?

    And who is doing the actual saber-rattling? The leadership of major European countries — the front-line states — is scared, not by Russia invading Ukraine but of their own Anglo-Saxon war-mongering allies in London and Washington. The Europeans realize that these are the same people who pushed the world to disastrous wars repeatedly, killing countless millions but losing each one of these conflicts — unless, of course, the purpose of war is exclusively to kill and destroy.

    Trusting these same people with decisions of war and peace is like using the same failed mindset and same failed plan but hoping for different results. This has never worked. It will never work.

    Sitting on a Powder Keg

    These are realistic scenarios in a world sitting on a powder keg with everyone wanting to redraw geopolitical maps. Are these global ramifications even considered in the West? Does the public in the West even know or understand these global realities? The media there are busy entertaining the public with war scenarios and military hardware. No one is telling them that if the war starts; we will know where and when it started, but we won’t know where or when it will stop. Of course, we will be able to estimate how destructive it will be, assuming that it still matters.

    The path to war is littered with bravado, brinkmanship and ego. We then lose control of events, and all that is required is a spark, or a single bullet, like the one that murdered Archduke Franz Ferdinand and created an uncontrollable chain reaction leading to a war that killed 40 million people.

    Following the fall of the Soviet Union, we drifted from a bipolar world that maintained decades of no major wars to a destructive unipolar system of unstoppable wars and invasions. With the reemergence of Russia and the rise of China, we now see a tripolar world in the making, with a number of regional superpowers such as India, Pakistan, Iran and Turkey coming into their own. There is no going back on this.

    Attempts to prevent others from rising will only result in destructive wars. The sooner our friends across the big pond recognize and learn to coexist with that new world order, the better it is for everyone. This is not to say their time is up, rather that time has come to share power, and they must accept that new reality. The alternative is disastrous. Germany tried to control the world and become its dictator. We know how that ended. Lessons learned — time for sobriety.

    And here is a thought: Taking one’s nation to the edge of the cliff requires brinkmanship. Taking a step back requires leadership.

    Iraq Still Feels the Consequences of US Assassinations

    The assassination of Iranian Major General Qasem Soleimani, the head of the Islamic Revolutionary Guard Corps’ (IRGC) elite Quds Force, and Abu Mahdi al-Muhandis, an Iraqi militia commander, head of Kataib Hezbollah and de facto leader of the Popular Mobilization Forces (PMF), by a US drone strike outside Baghdad International Airport in January 2020 continues to reverberate across Iraq.

    The killings, ordered by then US President Donald Trump, have served to exacerbate the severe security challenges the government of Prime Minister Mustafa al-Kadhimi already faces. The PMF, without al-Muhandis’ leadership, is becoming increasingly splintered, threatening even more insecurity for ordinary Iraqis who are trying to recover from nearly two decades of war and terrorism.

    Growing Security Challenges

    Security is a prerequisite for the prosperity, welfare and economic development of any society. However, as long as Iran continues its extensive influence over Iraq and uses Iraqi territory as a venue to play out its conflict with the United States, security cannot be achieved.

    After the assassinations of Soleimani and al-Muhandis, the PMF appeared to be even more aggressively pursuing Iranian Supreme Leader Ali Khamenei’s strategic goal, namely the withdrawal of all US troops from Iraq. The US Embassy, the Baghdad Green Zone and US military bases have been repeatedly targeted by PMF militias. The US responded in kind and bombed PMF positions in various parts of the country, further escalating an already fragile security situation.

    Meanwhile, al-Kadhimi, viewed by his critics as catering to Washington, blamed the US for violating Iraqi sovereignty by launching unilateral operations inside the country. At the same time, he faced strenuous demands from the Americans for his government to do more to stop PMF attacks on US targets.

    The withdrawal of foreign military forces had been approved by the Iraqi parliament just two days after the high-profile assassinations. Following the US-Iraqi strategic dialogue that launched in June 2020, the US evacuated some of its bases that have been in place since 2003, handing them over to the Iraqi army. But a final withdrawal agreed to be completed by the end of last year has stalled, and the remaining 2,500 US troops have stayed on, no longer in a combat role but rather to “advise, assist and enable” the Iraqi military.

    This quasi-exit was met with a stern reaction from the PMF, who threatened to treat the US forces as aggressors if they did not withdraw completely from Iraq. “Targeting the US occupation in Iraq is a great honor, and we support the factions that target it,” was how a spokesperson for one of the PMF militias put it. Such threats underline the risk of further confrontations between the militias and the US and the potential for more insecurity for ordinary Iraqis.

    The targeting of Baghdad’s airport on January 28, with at least six rockets landing on the runway and areas close to the non-military side, causing damage to parked passenger planes, underlines just how fragile the security situation remains.

    The PM and the PMF

    The conflicts over differences between the PMF and the government are another reason for growing insecurity in the post-assassination period. The PMF has a competitive relationship with the prime minister’s government, and this competition has only intensified over the past two years. PMF groups consider al-Kadhimi to be pro-US, seeking to reduce the influence of Shia militant groups in Iraq.

    Initially, in March 2020, major Shia factions rejected his nomination, accusing him of being inordinately close to the US. The Fatah Coalition, composed of significant Shia groups close to Iran, later accepted his candidacy. Still, tensions remain as al-Kadhimi strives to strike a balance between Iran on the one hand and the US and its allies on the other.

    The prime minister believes that the PMF should exit the political stage. He also believes that the PMF should be freed from party affiliation and be fully controlled by the government. This would mean that their budget would come from the federal government and not from private sources or other states. In this regard, al-Kadhimi is seeking to strengthen government control over border crossings to fight corruption and smuggling.

    The crossings are used by militias, including those reportedly active at Diyala’s border crossing into Iran. If the government effectively controls these vital channels, financial inflows from smuggling, which strengthens the militias, will decrease in the long term while federal coffers will directly benefit.

    The dispute between the PMF and the prime minister escalated in May of last year when police arrested Qasem Mosleh, the PMF commander in Anbar province, over the assassination of a prominent Iraqi activist. In response, the PMF stormed and took control of the Green Zone. Al-Kadhimi, not wanting to escalate the conflict, found no evidence against Mosleh and released him after 14 days.

    In November 2021, al-Kadhimi himself was targeted in an assassination attempt following clashes between various Iraqi parties during protests against the results of the parliamentary elections. Despite its failure, an armed drone attack on the prime minister’s Baghdad residence presented a disturbing development for contemporary Iraq and was attributed to a PMF militia loyal to Iran.

    Internal Struggles

    The assassination of al-Muhandis had a huge impact on the PMF. He was a charismatic figure able to mediate more effectively than anyone else between various Iraqi groups, from Shia clerics in Najaf to Iraqi government politicians and Iranian officials. After his death, the militia groups in the PMF face internal division.

    The PMF’s political leadership, including its chairman, Falih Al-Fayyadh, has tried to present itself as committed to the law and accepting the authority of the prime minister. In contrast, two powerful PMF factions, Kataib Hezbollah and Asaib Ahl al-Haq, have taken a hardline stance, emphasizing armed resistance against US forces. Tehran’s efforts to mediate between the leaders of the two factions and the Iraqi government have yielded few results.

    Meanwhile, internal disagreements over the degree of Iranian control caused four PMF brigades to split off and form a new structure called Hashd al-Atabat, or Shrine Units. Their avowed intention is to repudiate Iranian influence while supporting the Iraqi state and the rule of law.

    Another divide in the PMF has opened up between groups such as Kataib Hezbollah on the one hand, and Badr, Asaib Ahl al-Haq and Saraya al-Salam on the other, due to poor relationship management by Kataib Hezbollah in the PMF Commission after Muhandis’ death. While it is unsurprising that a number of critical PMF functions like internal affairs and intelligence are controlled by Kataib Hezbollah given that Muhandis founded the group before assuming the PMF’s leadership, he managed to exercise control in a manner that kept other factions onboard.

    But Kataib Hezbollah’s imposition, in February 2020, of another one of its commanders, Abu Fadak al Mohammadawi, to succeed al-Muhandis on the PMF Commission alienated key groups such as Badr and Asaib. Clearly, a severely factionalized and heavily armed PMF continues to pose a significant security threat in the country.

    Announcing the assassinations on January 3, 2020, Donald Trump said of Soleimani that “we take comfort knowing his reign of terror is over.” Two years on from the killing of the IRGC general and the PMF boss, ordinary Iraqis beset by violence and insecurity take no such comfort.

    Will the Taliban End Up Under the Influence?

    Yahoo News Senior Editor Mike Bebernes asks the big question on everyone’s mind after the American debacle in Afghanistan: “Does the U.S. have any real leverage over the Taliban?” After summarizing the immediate political background of the topic, he compares the speculative answers of a variety of pundits.

    Bebernes distinguishes between what he calls optimists, who “say the U.S. has enormous leverage to hold the Taliban to their commitments,” and the pessimists, who apparently believe that the interests of the two countries have so little in common that it isn’t worth bothering about the concerns of such savage people. In other words, as Donnie Brasco would say, “Forget about it!”

    The optimists typically cite the weakness of the Afghan economy and the problems the Taliban will face without US cooperation. Others think that a common concern with fanatical terrorist groups may create an opportunity for mutual understanding. Bebernes suggests that the Taliban government is likely to “seek support in combating its own terror threat from groups like [the Islamic State in Khorasan Province], which some experts believe will create another point of leverage for the U.S.”

    One of the pessimists appears to believe that, as in the Cold War, there may become what General Turgidson in “Dr. Strangelove” would have called a “leverage gap” between the US and Russia or China. “Other world powers could undercut America’s leverage.”

    Contextual Note

    The trauma Americans experienced after Saigon, nearly half a century ago, and Kabul today has provoked what might be called the first “leverage crisis” in US history. For more than two centuries, the United States has carved out, largely unimpeded, its areas of influence in various parts of the world. Areas of influence eventually evolved into “spheres of influence.”

    Following World War II, American strategists realized they could conquer, economically if not politically, the great sphere itself, the earthly globe. The globalization of what was originally the US version of Europe’s capitalist economy, along with a reinforced ideology thanks to thinkers from the University of Chicago, led every strategist within Washington’s Beltway to assume that the globe itself could become America’s hegemonic domain.

    Exercising geopolitical and economic hegemony required two things: physical presence — provided essentially by multinational firms and American military bases — and a toolbox of influence, which could take the form alternatively of overt and covert military action or economic sanctions. Ever since the collapse of the Soviet Union, the US State Department has wielded those tools with a sense of ever-increasing impunity as it proceeded to intimidate both its allies and nations that refused to acknowledge their tributary status with regard to US influence. For the past four decades, the US has relied on either warfare — invasion, occupation and bombing campaigns, unlimited in time and scope — or increasingly severe economic sanctions to reaffirm what was officially formulated as influence, but exercised with a spirit of hegemonic control.

    The debacle in Afghanistan reveals a deeper trouble at the core of strategic decision-making in Washington. The new emphasis on the concept of leverage can be read as an admission that the toolbox to manage a sphere of influence has lost much of its efficacy. For decades, the idea of applying and reinforcing influence dominated Washington’s strategic thinking. It is now being replaced by the much more fragile idea of exercising leverage. Both the State Department and the media pundits appear puzzled about what that might mean.

    The concept of leverage comes from the field of mechanics. It describes the function of a lever. “Levers convert a small force applied over a long distance to a large force applied over a small distance.” Twenty years of yet another futile, expensive and demonstrably stupid war appears to have taught Washington that it no longer has the control over distance that it formerly believed it had. Its wasteful actions have also diminished its force.

    Making leverage work in mechanics requires some careful analysis, preparation and effective execution. These are efforts the strategists, planners and decision-makers, convinced of the indomitable force of their influence, have consistently failed to carry out in a competent way. Could it be too late for them to learn the art of leverage? Or is the very fact that they are now obliged to think in terms of leverage rather than influence so humiliating an experience that they will fail to engage?

    This may be the occasion for US President Joe Biden to leverage the vaunted “power of our example” rather than the “example of our power” that he so regularly mentions in his speeches. That would require some real geopolitical creativity. And does he really believe that the US could live up to that standard? Few commentators have remarked that Biden, true to his own tradition, plagiarized that line from Evan Augustine Peterson III, J.D., who originally used it in 2005 to condemn the Iraq war that Biden had so forcefully promoted as chairman of the Senate Armed Services Committee.

    Historical Note

    In 1823, President James Monroe promulgated the Monroe Doctrine that continues to this day to dominate US relations with the entire American continent. It became a permanent feature of the mindset of US strategists, who without a trace of tragic irony routinely consider Latin America in its entirety, right down to the Tierra del Fuego, as Washington’s “backyard.” Peter Hakim, a senior fellow of the Inter-American Dialogue, in a Foreign Affairs in 2007 article with the title, “Is Washington Losing Latin America?” dared to express the feelings not only of the US political class, but also those of the USA’s neighbors. “Perhaps what most troubles Latin Americans is the sense that Washington just does not take the region seriously and still considers it to be its own backyard,” he wrote.

    In 1823, Latin America’s population consisted of three broad socio-cultural and ethnic components: indigenous people who occupied most of the mountainous interior; descendants of Iberian Europeans (Spanish and Portuguese) who, following their 15th and 16th-century conquests, dominated the political and economic structures; and imported African slaves (primarily in Brazil). All three were as distant from the dominant Anglo-Saxon culture of the US as anyone could imagine. These were the populations President Monroe wanted to “protect” from hostile action by European powers.

    Through its own expansion justified in the name of “manifest destiny,” the US had demonstrated how it would deal with indigenous Americans. Primarily through genocidal warfare. It demonstrated its attitude toward Africans, deemed useful purely for economic exploitation as slaves. As for the Spanish and Portuguese-speaking populations who created the culture that prevailed across all the coastal regions of Latin America, they belonged at best to the category of second-class Europeans. The fact that the majority were mestizos (mixed-race) defined them irrevocably as third-class. At least they could thank their hybrid status for being spared the fate of the true indigenous, who could at any moment, even in recent times, be subjected to genocidal treatment.

    In 1904, President Theodore Roosevelt refined the Monroe Doctrine by adding the Roosevelt Corollary. It “stated that in cases of flagrant and chronic wrongdoing by a Latin American country, the United States could intervene in that country’s internal affairs.” If during the 19th the Monroe Doctrine functioned mainly as a barrier to European incursion, by the beginning of the 20th century, the US had come to understand the value for its burgeoning capitalist economy of controlling what came to become a continental sphere of influence. Controlling meant having the power to organize the economy of the countries under its influence.

    Following the Second World War and the collapse of nearly all the vestiges of European colonization, the US discovered that the entire globe could potentially become its sphere of influence. Some have called the period of the Cold War the Pax Americana, simply because the standoff with the Soviet Union never became a hot war between the two massively armed superpowers. But throughout the period there were proxy wars, clandestine operations and regime change campaigns galore that meant the heat was never really turned down.

    What a comedown it must be today to have to debate how to exercise leverage.
