    The War on Terror Was Never Turkey’s Fight

    Do you know where you were on August 14, 2001? Perhaps not, since it isn’t a defining day in world history in quite the same way as September 11, 2001, or 9/11, as it’s become known. Yet in the Turkish political landscape, August 14, 2001, can now be seen as something of a watershed moment.

    It was on this day that the Justice and Development Party (AKP) was founded. One of its founding members was a man named Recep Tayyip Erdogan. It was the latest in a long list of parties catering to a religiously devout and socially conservative constituency in Turkey. All the previous ones had been banned.

    What makes August 14, 2001, so significant is the simple fact that the AKP was never banned. Despite the party’s daring to tread on secularist principles that few others had dared, this time, the country, with strong European Union support, had no appetite for military-backed bans.

    Turkey Says No

    Just as September 11 didn’t really come out of a clear blue sky for anyone observing the tide of Islamist militancy, so too the success of the AKP in Turkey did not come unannounced. It was a long time in the making, but its assumption of power, so soon after 9/11, has been defining for the country.

    By 2003, when George W. Bush’s war on terror was swinging into action in Iraq, the AKP took control of Turkey‘s government. Despite repeated attempts to shutter the party and even a failed 2016 coup, the AKP remains in power. As perhaps the most successful Islamist party in the Middle East, its relationship to both the events of 9/11 and the ensuing war on terror has always been a strained one. The Turkey of the 20th century would have been an unquestioning supporter of US policy. The new Turkey was not.

    I was in Turkey on 9/11 and I saw the immediate reaction of ordinary people to the attacks on the World Trade Center and the Pentagon. In the hours after the towers fell, there were wild, yet in retrospect on-the-mark rumors that the US was about to bomb Afghanistan. The mood among ordinary Turks was not one of support.

    Visceral anger and anti-American sentiment were clearly palpable. While not outright cheering al-Qaeda, it was obvious that most people wouldn’t take the US side in a fight. This mood was reflected when Washington eventually went to war with Iraq and hoped to use the airbase at Incirlik in southeastern Turkey.

    The parliamentary vote that vetoed the use of the base for flights into Iraq was a pivotal one. It was the first strong sign of demonstrable national action in reflection of a national mood. In the post-Cold War world, Turkey’s Islamist government was ready to plow its own furrow.

    Who Defines Terrorism?

    The years that have followed have seen an ambiguous and often highly contorted relationship with the war on terror. Sometimes, Turkey has used the anti-terrorism concept to its own ends, as have many other US allies. At other times, it has turned a blind eye to activity that surely fell under the banner of terrorism.

    The Arab Spring of 2010 offered Islamists across the Middle East their big moment. Secular autocrats, long propped up by the West, tottered. Turkey’s Islamist government was one of the most vocal and active in attempting to ride this wave that they hoped would bring Islamist governments to a swathe of countries.

    Initially, the signs were good. The Muslim Brotherhood won the first free and fair elections in Egypt. Meanwhile, in neighboring Syria, the long-suppressed Islamist movement threatened to overwhelm the dictatorship of Bashar al-Assad. For a time, Turkey became a beacon of hope and a model for how the rest of the Middle East might evolve.

    Turkish flags were being waved by demonstrators in Syria, and President Erdogan became the most popular leader in the region, loved by people far beyond his own nation. Then the Egyptian coup destroyed the Brotherhood, and Russia and Iran stepped in to save Assad’s regime in Syria. The mood soured for Turkey.

    In an attempt to rescue something in the Syrian conflict and in response to the collapse of domestic peace talks between the government and the Kurdistan Workers’ Party, Turkey’s border became a very porous route for jihadists entering into Syria. In time, these jihadists named themselves the Islamic State and declared a caliphate. This audacious move severely upped the stakes on al-Qaeda’s attempts of 2001, with an even more brutal brand of terrorism. Turkey’s ambiguous attitude to these developments was hardly a war on terror.

    Yet by this stage, the concept behind the war on terror had become so nebulous and the AKP’s relations to the US so strained by Washington’s support for the Kurds in Syria, that it was a case of realpolitik all the way. To any accusation of soft-handedness toward terrorists, Turkey pointed to US attitudes vis-à-vis Kurdish militants.

    President Erdogan has, over time, began to carve a space for himself as an anti-Western champion, a leader of some kind of latter-day non-aligned movement, a spokesman for Muslim rights worldwide. This political and cultural position has made Turkey’s place in a liberal, democratic world order highly questionable.

    What seems clear in retrospect is that both 9/11 and the subsequent war on terror were never Turkey’s fights. Due to the longstanding Turkish alliance with the US and NATO, these have been constantly recurring themes in Turkish politics. But the events that have been so central to US policymaking for the past two decades have generally been used to advance Ankara’s own strategic goals in light of the assumption of power and entrenched hegemony of the Islamist movement in Turkey’s contemporary politics.

    Is Operation Enduring Freedom Doomed to Endure Forever?

    Those were heady days in the US stock market. I would wake up by 5 am and watch CNBC before the stock market opened for trading at 6:30 am Pacific time. It was no different on the morning of September 11, 2001. Little did I know that catastrophic things were about to happen that would change the world.

    At 8:45 am Eastern time, an American Airlines flight had crashed into the north tower of the World Trade Center in New York City. Within minutes, CNBC stopped discussing stocks and started covering the incident, which, at that moment, no one knew if it was an anomalous accident or an attack of some kind.

    Three minutes after 9 am Eastern, as I watched incredulously at the events unfolding, I saw a United Airlines passenger aircraft fly right into the south tower of the twin towers. In under an hour, the south tower collapsed, resulting in a massive cloud of dust and smoke. By now, there was no doubt that America was under attack.

     “We will remember the moment the news came, where we were and what we were doing,” said President George W. Bush in an address to Congress on September 20. Images from that Tuesday morning are still etched in my memory, happening, as it were, just nine days after my second child was born.

    In all, 2,996 people of 78 nationalities lost their lives in four coordinated attacks conducted by al-Qaeda using hijacked commercial, civilian airliners as their weapons, making 9/11 the second-biggest attack on American soil — second only to the genocidal assault on Native Americans committed by the nation’s immigrant settlers.

    Operation Enduring Freedom: America’s War on Terror

    Addressing the nation the following day, Bush called the attacks “more than acts of terror. They were acts of war.” He promised that “the United States of America will use all our resources to conquer this enemy.” The president went on to assure Americans that this “battle will take time and resolve, but make no mistake about it, we will win.”

    Twenty years later, the US has left Afghanistan and Iraq in a chaotic mess. The question remains: Did the United States win the war on terror the Bush administration launched in 2001? This was a war that has cost more than $6.4 trillion and over 801,000 lives, according to Watson Institute for International and Public Affairs at Brown University.

    In October 2001, the US-led coalition invaded Afghanistan and overthrew the Taliban government that had harbored al-Qaeda. Soon after, al-Qaeda militants had been driven into hiding. Osama bin Laden, the mastermind behind the 9/11 attack and leader of al-Qaeda, was killed 10 years later in a raid conducted by US forces in Abbottabad, Pakistan.

    In a shrewd move, Bush had left himself room to take down Iraq and its president, Saddam Hussein, using an overarching definition for the war on terror. In his address to Congress on September 20, Bush also stated: “Our war on terror begins with Al-Qaeda, but it does not end there. It will not end until every terrorist group of global reach has been found, stopped and defeated.”

    True to his words, in 2003, the United States and its allies invaded Iraq under the premise that it possessed weapons of mass destruction. Bush settled his score with Hussein, ensuring he was captured, shamed and subsequently executed in 2006.

    Despite reducing al-Qaeda to nothing and killing bin Laden, despite wrecking Iraq and having its leader executed, it is impossible to say that the US has won the war on terror. All that Washington has managed to do is to trade the Islamic State (IS) group that swept through Syria and Iraq in 2014 for al-Qaeda, giving a new identity to an old enemy. Following the US and NATO pullout from Afghanistan last month, the Taliban, whom America drove out of power in 2001, are back in the saddle. In fact, the Taliban’s recapture of Afghanistan has been so swift, so precise and so comprehensive that the international community is in a shock, questioning the timing and prudence of the withdrawal of troops.

    Setting an expectation for how long the war or terror was likely to last, the secretary of defense under the Bush administration, Donald Rumsfeld, remarked in September 2001 that “it is not going to be over in five minutes or five months, it’ll take years.” Rumsfeld, who christened the campaign Operation Enduring Freedom, was prescient, as the war enters its third decade in a never-ending fight against terrorism.

    The Winners and Losers

    Ironically, Operation Enduring Freedom has only resulted in an enduring loss of American freedom, one step at a time. I still remember that I had walked up to the jet bridge and received my wife as she deplaned from a flight in 1991. Another time, when she was traveling to Boston from San Francisco, I was allowed to enter the aircraft and help her get settled with her luggage, along with our 1-year-old. It is inconceivable to be allowed to do such a thing today, and I would not be surprised if readers question the veracity of my personal experience. In many ways, al-Qaeda has succeeded in stripping Americans of the sense of freedom they have always enjoyed.

    More than Americans, the biggest losers in this tragic war are Iraqis and Afghans, particularly the women. Afghan women, who had a brief respite from persecution under the Taliban’s strict Islamic laws and human rights abuses, are back to square one and justifiably terrified of their future under the new regime. The heart-wrenching scenes from Kabul airport of people trying to flee the country tell us about how Afghans view the quality of life under the Taliban and the uncertainty that the future holds. 

    To its east, the delicate balance of peace — if one could characterize the situation between India and Pakistan as peaceful — is likely to be put to the test as violence from Afghanistan spreads. To its north in Tajikistan, there isn’t much love lost between Tajiks and the Taliban. Tajikistan’s president, Emomali Rahmon, has refused to recognize the Taliban government, and Tajiks have promised to join anti-Taliban militia groups, paving the way for continued unrest and violence in Central Asia.

    If History Could be Rewritten

    In 2001, referring to Islamist terrorists, Bush asked the rhetorical question, “Why do they hate us?” He tried to answer it in a speech to Congress: “They hate what they see right here in this chamber: a democratically elected government. Their leaders are self-appointed. They hate our freedoms: our freedom of religion, our freedom of speech, our freedom to vote and assemble and disagree with each other.”

    Islamic fundamentalists couldn’t give two hoots about a form of government or a people’s way of life thousands of miles away. The real answer to Bush’s question lies deeply buried in US foreign policy. America’s steadfast support of Israel and its refusal to recognize the state of Palestine is the number one reason for it to become the target of groups like al-Qaeda and IS.

    America’s ill-conceived response to the Soviet invasion of Afghanistan in 1979 during the Cold War led to the creation of al-Qaeda. It was with US funds and support that the anti-Soviet mujahideen fought America’s proxy war with the Soviets. Without US interference, al-Qaeda may never have come into existence.

    During the Iran-Iraq War of the 1980s, the US bolstered Saddam Hussein by backing his regime against the Iranians. When Hussein became too ambitious for America’s comfort and invaded Kuwait in 1990, George H.W. Bush engaged Iraq in the Persian Gulf War. The US motive at that time was primarily to protect its oil interests in Kuwait.

    The US created its own nemesis in Saddam Hussein and Osama bin Laden and spent $6 trillion to kill them. In the process, US leaders have reduced Iraq and Afghanistan to shambles and created a new monster in the Islamic State.

    Sadly, history can never be rewritten. The US has proved time and again that its involvement in the Middle East and Muslim world is aimed at advancing its own political interests. The only question that remains is: Can the US adopt a policy that would not aggravate the situation and, over time, deescalate it, without creating yet another Hussein or bin Laden? Without a radically different approach, Operation Enduring Freedom is doomed to endure forever, costing trillions of dollars each decade.

    The Media Embrace the Martyrdom of Afghan Women

    How long will it take to understand what “politics as usual” means in Afghanistan? Following the Taliban’s near-complete takeover of the country, there are no answers, much speculation and more questions emerging every day that goes by. A government has now been officially announced, but what it will actually do is unknown. The Taliban have claimed victory in the battle over the Panjshir Valley, but that may only be the first phase of a prolonged struggle.

    It may require more patience than the legacy media is capable of to understand what direction the Taliban’s policies will take. In the meantime, multiple interests, both inside and outside Afghanistan, will be seeking to influence its future orientations. In the short term, the media will continue to speculate on two levels. The first consists of seizing upon specific incidents deemed to demonstrate what the “real” intentions of the government will be. The second is to assume that the Taliban will simply repeat their policies that preceded the US-NATO invasion 20 years ago.

    The safest prediction today consists of affirming that there will be a significant period of confusion. At its extreme, it could evolve, as General Milley seems to believe, into civil war. In all cases, the persistence of instability will lead to further uncertainty among the experts themselves about what might finally emerge over the next three to five years.

    The easiest solution for the media in the West is to highlight the issue of women’s rights or simply the Taliban’s treatment of women. It has consistently provided the issue at the core in the West’s propaganda campaign in favor of a permanent military campaign against the Taliban. Once US President Joe Biden made the decision to act definitively on putting an end to the US military presence in Afghanistan, it has emerged once again to encourage those who want the US to return to the battlefield.

    Some non-mainstream commentators have pointed to the fact that, back in 1979, President Jimmy Carter’s administration initiated the CIA’s campaign to mobilize Muslim fundamentalism in opposition to Afghanistan’s elected socialist government. That government had enshrined women’s rights in its constitution, but due to its socialist leanings, it appeared too dangerously close to Russia’s influence for the comfort of the Beltway’s strategists.

    The clandestine operations were designed to destabilize that government. This had the effect of drawing the Soviets in to restabilize it. That prompted the CIA to accelerate its support for a mujahadeen revolt against the regime. This in turn laid the groundwork for the Taliban takeover in 1996. In the meantime, the Soviet Union had collapsed, which meant that the US could stop worrying about both Afghanistan and its women. This allowed the Clinton administration to concentrate instead on reestablishing order in Yugoslavia and keeping Saddam Hussein under control via devastating sanctions.

    Amidst the near absolute uncertainty that reigns today in Kabul, a small number of activist women, knowing how responsive Western media is likely to be, have dared to challenge the government. They are certainly right to make their voice heard in an effort to remind the new government of its promise to respect women’s rights. But does it really make sense to present it as a protest movement before there are any practices to protest against? Protesting against policies of the past could backfire on the women in the present. The Taliban may feel that “the lady doth protest too much.” What better way for the Taliban to brand them as hysterical and unworthy of playing a partnership role in governing?

    Western media is predictably tuned into this drama and reports every small detail. “Recent weeks have seen the Taliban send mixed signals about the place of women in Afghan society,” writes Al Jazeera’s Ali M. Latifi. After vowing a commitment “to the rights of women within the framework of Sharia [Islamic law],” the tune seemed to change. Later in the same month “the group’s spokesman, Zabihullah Mujahid, said women who work with the government should stay at home until they can ensure their safety on the streets and in offices.”

    Contextual Note

    How contradictory are the two positions that appear to be “mixed signals”? To justify the request that women return to their homes, the spokesman explained their concern that “our forces who are new and have not been yet trained very well may mistreat women … We don’t want our forces, God forbid, to harm or harass women.”

    Is this hypocrisy or brutal honesty? Until a government is formed and its policies put into practice, no one can tell. On the face of it, it should be taken seriously rather than dismissed as a dodge or a lie. Today, there is no stable authority that can effectively contain the fanatical and vengeful individuals within the Taliban movement, which has existed for the past 20 years as an insurgency thriving on resentment toward the foreign invaders.

    In a revealing article with the title, “The Taliban invited The Telegraph to tea,” Jennifer Aldrich quotes a young Taliban fighter who claims that the protesting “women are Westernised and they want a Western government and they are against Islamic law. In Islam there’s great respect for women. I wonder why they are protesting.”

    Was Kipling right when he proclaimed that “East is East and West is West and never the twain shall meet”? Afghanistan is the latest illustration of another principle: that when the West actively seeks to meet the East — as it has been doing for centuries — it is generally armed with sophisticated technology and an exasperating lack of empathy or even curiosity about Eastern cultures. This is uniformly followed by a defeat or a humiliating retreat, with little learned along the way.

    Historical Note

    Why have the themes of Western feminism come to dominate the debate over Afghanistan’s future? Wars in the past were never fought over such narrow cultural goals. In retrospect, the Second World War has been framed around the idea that Western democracies were committed to rescuing the Jews from Hitler’s persecution. In reality, that motive played no significant role in the Allied decision to go to war with Germany.

    The case of the Civil War in the US is similar. The abolition of slavery was a consequence of the war. Slavery itself was not directly the issue that sparked the conflict. Had the South not sought to expand a slave-based economy westward, Abraham Lincoln, even though he may have personally disapproved of slavery, would have been happy to continue a peaceful co-existence with the South.

    The West is focusing on the plight of Afghan women for two reasons. First, it is a story that plays well in Western media. It sounds moral and virtuous. It flatters Westerners by highlighting the superiority of their civilization. But it also correlates with the need felt in the highest levels of government and business to keep the economy focused on defense and national security. It highlights stark cultural contrasts that can be presented as a threat to “our way of life.” What better justification for excessive military preparedness, including the capacity to conduct preemptive strikes and invade backward nations?

    French President Emmanuel Macron has criticized the US withdrawal, committing to “standing with those who fight for freedom and women’s rights.” In one curious twist of logic, the argument has come back to bite him. As Libyan psychiatrist Ahmed Sewehli tweeted, “This place where women are ordered what to wear and if they don’t conform they can’t study or work and can even be arrested…is called France.”

    Of course, the last time women had Western-style rights in Afghanistan, written into the 1964 constitution, was under a government that the US worked to overthrow by stoking fundamentalism. British journalist Matt Kennard has published a confidential memo of the UK Embassy in Kabul in 1980 that reveals the true strategy of the Western powers. It encourages clandestine military support for the mujahadeen and even seeks to glamorize them in this observation: “The picture of Islamic freedom fighters is much more acceptable to world public opinion than that of stubborn reactionaries determined to maintain a system of feudal antiquity.”

    It has always been about optics, not about rights.

    How 9/11 and the War on Terror Shaped the World

    On September 11, 2001, 19 militants associated with the Islamist terrorist group al-Qaeda hijacked four planes and launched suicide attacks on iconic symbols of America, first striking the twin towers of the World Trade Center in New York and then the Pentagon. It would be the deadliest act of terrorism on American soil, claiming nearly 3,000 lives.

    The attacks not only shocked the world, but the images of planes crashing into the World Trade Center came to define a generation. In a speech on October 11, 2001, then-President George W. Bush spoke of “an attack on the heart and soul of the civilized world” and declared “war against all those who seek to export terror, and a war against those governments that support or shelter them.” This was the start of the global war on terror.

    The Story of the 9/11 Attacks and Retaliation

    Osama bin Laden, the Saudi leader of al-Qaeda, inspired the 9/11 attacks. Khalid Sheikh Mohammed, a Pakistani Islamist terrorist and the nephew of the truck driver convicted for the 1993 World Trade Center bombing, masterminded the operation. The 9/11 Commission Report described al-Qaeda as “sophisticated, patient, disciplined and lethal.” It held that the enemy rallied “broad support in the Arab and Muslim world.” The report concluded that al-Qaeda’s hostility to the US and its values was limitless.

    The report went on to say that the enemy aimed “to rid the world of religious and political pluralism, the plebiscite, and equal rights for women,” and observed that it made no distinction between military and civilian targets. The goal going forward was “to attack terrorists and prevent their ranks from swelling while at the same time protecting [the US] against future attacks.”

    To prosecute the war on terror, the US built a worldwide coalition: 136 countries offered military assistance, and 46 multilateral organizations declared support. Washington began by launching a financial war on terror, freezing assets and disrupting fundraising pipelines. In the first 100 days, the Bush administration set aside $20 billion for homeland security.

    On October 7, 2001, the US inaugurated the war on terror with Operation Enduring Freedom. An international coalition that included Australia, Canada, Denmark, Germany, Japan, the UK and other countries, with the help of the Northern Alliance comprising various mujahedeen militias, overthrew the Taliban, which was sheltering al-Qaeda fighters, and took over Afghanistan.

    The war on terror that began in Afghanistan soon took on a global focus. In 2003, the Bush administration invaded Iraq despite the lack of a UN mandate. Washington made the argument that Iraqi dictator Saddam Hussein was developing weapons of mass destruction, represented a threat to world peace, and harbored and succored al-Qaeda and other Islamic jihadists. None of this proved to be true. Hussein’s regime fell as speedily as Mullah Omar’s Taliban.

    Victory, however, was short-lived. Soon, insurgency returned. In Afghanistan, suicide attacks quintupled from 27 in 2005 to 139 in 2006. Globally, the war on terror saw a “stunning” rise in jihadist activity, with just over 32,000 fighters split among 13 Islamist groups in 2001 burgeoning to 100,000 across 44 outfits in 2015. Terrorist attacks went up from an estimated 1,880 in 2001 to 14,806 in 2015, claiming 38,422 lives that year alone — a 397% increase on 2001.

    Boosted by the US invasion of Iraq, al-Qaeda spawned affiliates across Asia, Africa and the Middle East, a decentralized structure that remained intact even after the US assassination of Osama bin Laden in 2011 dealt al-Qaeda a severe blow. One of its Iraqi offshoots morphed into what became the Islamic State (IS) group following the withdrawal of most US from Iraq under President Barack Obama in 2011.

    After declaring a caliphate in 2014, IS launched a global terrorist campaign that, within a year, conducted and inspired over 140 attacks in 29 countries beyond Syria and Iraq, according to one estimate. Islamic State acolytes went on to claim nearly 30,000 lives across the Middle East, Europe, the United States, Asia and Africa, controlling vast amounts of territory in Iraq and Syria, before suffering defeat by internationally-backed local forces in 2019.

    In Afghanistan, despite the war’s estimated trillion-dollar price tag, on August 15 the Taliban have taken control of the capital Kabul amid a chaotic US withdrawal, raising fears of al-Qaeda’s comeback. Last year, the Global Terrorism Index concluded that deaths from terrorism were still double the number recorded in 2001, with Afghanistan claiming a disproportionately large share of over 40% in 2019.

    Why Do 9/11 and the War on Terror Matter?

    While the failures and successes of the war on terror will remain subject to heated debate for years to come, what remains uncontested is the fact that the 9/11 attacks and the ensuing war on terror have forged the world we live in today.

    First, they have caused tremendous loss of blood and treasure. Brown University’s Costs of War project places an $8-trillion price tag on the US war on terror. It estimates that about 900,000 people “were killed as a direct result of war, whether by bombs, bullets or fire,” a number that does not include indirect deaths “caused by way of disease, displacement and loss of access to food or clean drinking water.”

    Second, numerous countries, including liberal democracies such as the US and the UK, have eroded their own civil liberties and democratic institutions with the avowed goal of improving security. Boarding airplanes or entering public buildings now invariably involves elaborate security checks. Mass surveillance has become par for the course. The US continues to keep alleged terror suspects in indefinite detention without trial in Guantanamo Bay.

    Third, many analysts argue that the attacks and the response have coarsened the US. After World War II, Americans drew a line in the sand against torture. They put Germans and Japanese on trial for war crimes that included waterboarding. In the post-9/11 world, torture became part of the American toolkit. Airstrikes and drone strikes have caused high collateral casualties, killing a disputed number of innocents and losing the battle for the hearts and minds of local populations.

    These strikes raise significant issues of legality and the changing nature of warfare. There is a question as to the standing of “counterterrorism” operations in international and national law. However, such issues have garnered relatively little public attention. 

    Fourth, the 9/11 attacks and the ensuing war on terror have coincided with the spectacular rise of China. On December 11, 2001, the Middle Kingdom joined the World Trade Organization, which enabled the Chinese economy to grow at a speed and scale unprecedented in history. Analysts believe that distraction with the war on terror hindered the US response to the revolution occurring in global international relations and power dynamics.

    Under Barack Obama, the US initiated an explicit pivot to Asia policy that sought to shift focus from the war on terror and manage the rise of China. Under Donald Trump, Washington unleashed a trade war on Beijing and concluded a peace deal with the Taliban. Joe Biden has believed that, since the early days of the war on terror, US priorities have been too skewed toward terrorism and that Afghanistan is a secondary strategic issue, leading to a decision to withdraw troops to mark the 20th anniversary of 9/11.

    Biden has argued that the US has degraded al-Qaeda in Afghanistan and eliminated bin Laden. Despite worrying echoes of George W. Bush declaring the “mission accomplished” in Iraq in 2003, from now on, Biden wants the US to remain “narrowly focused on counterterrorism — not counterinsurgency or nation building.”

    While the terrorist threat still consumes US resources, Washington is now shifting its strategic attention and resources to China, Russia and Iran. The Biden administration has deemed these three authoritarian powers to be the biggest challenge for the postwar liberal and democratic order. The 20-year war on terror seems to be over — at least for now.

    Liberalizing India’s Economy Is Critical for Global Stability

    The COVID-19 pandemic is increasing inequality globally and even advanced economies have not been spared. Before the pandemic began in 2020, inequality was on the rise. Decades of globalization, loose monetary policy and the rise of oligopolies have contributed to this phenomenon. In many ways, globalization has kept inflation down. When Walmart imports Chinese goods, Americans get more for less.

    China can manufacture cheaply because labor costs are low. The Chinese Communist Party (CCP) also runs an authoritarian regime. The regime has repressive land and labor laws with scant regard for human rights. Legally, the CCP owns all the land in China and can appropriate any property it wants. Similarly, workers have little recourse to courts and sometimes work in slave-like conditions.

    A rising China is challenging the postwar global order. Democracies, including the United States, are finding it difficult to meet the challenge for two reasons. First, loose monetary policies in recent years have brought back the specter of inflation. Second, no economy other than China’s can meet the supply needs of advanced economies. From laptops to toys, most goods are made in China.

    Labor arbitrage has defined globalization from its early years. Companies set up factories where wages tend to be lower. This increases revenues and profits, making consumers and shareholders happy. Given rising inflationary expectations, advanced economies need labor arbitrage to keep costs of goods down. At the same time, these democratic societies want to decouple their supply chain from China.

    With the size of its young workforce, India has a unique opportunity to become the new workshop of the world and emerge as a stabilizing global force in a multipolar world. To grasp this historic opportunity, it has to liberalize its economy wisely.

    The Legacy of the Past

    India could do well to heed the lessons of the past. The Soviet Union, Western Europe and the US emerged as strong economies after World War II by leveraging their manufacturing base. The war economy had led to a relentless focus on infrastructure, mass production and industrialization. In the case of Western Europe, the Marshall Plan helped put shattered economies back on track.

    Over time, these advanced economies deindustrialized and production started shifting to emerging economies. China’s rapprochement with the US allowed it to enter the postwar Western economic system. Reforms in 1978 were critical to its success. The fall of the Soviet Union in 1991 created a brave new world where companies chased cheap production. China, with its size, scale and speedy centralized decision-making, emerged as the big winner.

    As production moved to China, workers lost jobs in advanced economies and other industries did not emerge to retrain and employ them. The Rust Belt in the US has become a synonym for down-at-heel places left behind by globalization. Even as workers grew poorer, shareholders grew wealthier, exacerbating inequality.

    Today, the United States finds itself in a complicated position with China. On the one hand, the Middle Kingdom steals intellectual property, transgresses international law and challenges the US. On the other hand, it supplies American consumers with cheap goods they need. America’s economic stimulus during the pandemic has, in fact, reinforced the country’s dependency on China. So, Washington cannot hold China’s feet to the fire and penalize its bad behavior. Beijing follows its policy of pinpricks short of outright conflict.

    The US dollar is the reserve currency of the world. Since the days of Alan Greenspan, the Federal Reserve has followed a loose monetary policy. After the 2007-08 financial crisis, the US adopted the Japanese playbook from the 1990s and introduced quantitative easing. In practice, this means buying treasury and even corporate bonds to release money into the economy after interest rates touch zero. Such increased liquidity in the US has led to bloated company valuations and allowed the likes of Amazon or Uber to expand their operations. The cost of capital has been so low that profitability in the short or even medium run matters little.

    Loose monetary policy has enabled the US to counter China’s state-subsidized companies to some degree. Yet both policies have distorted the market. The US can only continue with loose monetary policy as long as inflation is low. Should inflation rise, interest rates would also have to rise. This might trigger a stock market collapse, increase the cost of capital for its companies and weaken the global dominance of the US economy.

    To persist with its economic model and simultaneously contain China, the US needs to curb inflation. This is only possible by shifting some if not all production away from China. Mexico, Vietnam and Bangladesh are possible alternatives. Mexico has a major drug, violence and governance problem. Vietnam and Bangladesh benefit from huge Chinese investment. Therefore, they might not be the best hedge for securing supply chains from the Middle Kingdom, especially if the companies manufacturing in these countries are Chinese.

    As a vibrant democracy with a formidable military, India offers the US and the West a unique hedge against China. For geopolitical reasons alone, manufacturing in India makes sense. However, doing business in the country continues to be difficult because of red tape, corruption, erratic policymaking, a colonial bureaucracy with a socialistic culture and more.

    India’s Nehruvian past still hobbles the nation’s economy. The country adopted socialist command-and-control policies using a colonial-era bureaucracy that prevented the economy from achieving high economic growth. Manufacturing suffered the most. To start a factory, any entrepreneur needed multiple licenses that cost time, money and energy. Poor infrastructure made it difficult for manufacturers to compete with their East Asian counterparts. While wages were low in India, the cost of doing business made many manufacturers uncompetitive.

    Acquiring land in India is still a challenge. The experience of the Tata group in Singur revealed both political and legal risks that still exist. Similarly, convoluted labor laws made hiring and firing onerous, rendering companies inflexible and unable to respond quickly to market demand. Liberalization in 1991 improved matters, but the state continues to choke the supply side of the Indian economy.

    In the second half of the 1990s, liberalization lost momentum. Coalition governments supported by strong interest groups stalled reforms. In fact, India drifted back to left-leaning policies starting 2004 and this severely limited economic growth. For instance, many industrial and infrastructure projects were killed by ministers to protect the environment. India’s toxic legacy of Nehruvian socialism persisted in terms of continuing state intervention. The country never meaningfully transitioned from an agricultural to an industrial economy and still suffers from low productivity. This in turn has constrained consumption and slowed down growth.

    India’s much-heralded information technology sector only grew because it was new. The government did not exactly know what was going on and, as a result, there were fewer regulations to constrain this sector. Fewer regulations meant that the likes of Infosys and Wipro had greater autonomy in decision-making and fewer bribes to pay.

    Reduce Red Tape

    The first thing that India needs is an overhaul of its colonial-era bureaucracy that resolutely strives to occupy the commanding heights of the economy. It foists endless red tape on business, strangles entrepreneurship and takes too long to make most decisions. Government service is seen as lifelong employment. Once people become bureaucrats, they have little incentive to perform. Like their colonial predecessors, they lord over citizens instead of serving them. Rarely do they craft sensible policies. Even when a government comes up with a good policy, bureaucrats implement it poorly when they are not sabotaging it actively. This must change. Bureaucrats must be accountable to citizens. Performance-linked promotions and dismissal for underperformance are long overdue.

    Over the years, politicians have tried to deliver benefits and services to citizens to win reelection. To get around a corrupt, colonial and dysfunctional bureaucracy, they instituted direct benefit transfers for welfare schemes, emulating other emerging economies like Brazil. This move is necessary but not sufficient. India needs sound economic policymaking directed by domain experts in each administrative department.

    Only members of the Indian Administrative Service (IAS) occupy key positions in the finance ministry. Instead, India needs economists, chartered accountants, finance professionals and those with varied skill sets in this ministry. The treasuries of the US, Britain, Germany and almost every advanced economies have this diversity of talent in their upper echelons.

    There is no reason why economic policymaking in 21st-century India should be monopolized by an archaic IAS. The government has made noise about the lateral entry of professionals into policymaking, but tangible results have been few and far between.

    If the bureaucracy holds India back, so does the judiciary. Nearly 37 million cases are pending in the courts. It takes around six years for a case to be resolved in a subordinate court, over three years in the high courts and another three years in the supreme court. A case that goes all the way to the supreme court takes an average of 10 years to resolve. Many cases get stuck for 20 to 30 years or more.

    India needs to reform its judicial system if its economy is to thrive. Justice is invariably delayed, if not denied, and it also costs an arm and a leg. Not only does it add to transaction costs, but it also undermines business confidence. Virtual courts have already shown the way forward during the pandemic. A higher number of judges using both in-person and online technology could reduce the seemingly unending number of pending cases.

    Create Efficient Markets

    To improve labor productivity and consumption, the government must reduce inflation and improve purchasing power. For decades after independence in 1947, India was united politically but divided economically. Producers in one state could not sell in other states without paying taxes and, in some cases, bribes. In agricultural markets, they could not even sell in other districts. India’s new goods and services tax (GST) might be imperfect, but it has already made a difference. Even during a pandemic, interstate goods movement rose by 20% and menu costs, a term in economics used for the costs of adapting to changing prices or taxes, dropped because tax filings were done online.

    The 2016 Insolvency and Bankruptcy Code has led to major efficiency gains. Now, lenders can recover their debt more speedily. Bankruptcy proceedings are now much simpler even if haircuts remain high. Unsurprisingly, India has risen in the World Bank Doing Business rankings from 130 in 2016 to 63 in 2020.

    As Atul Singh and Manu Sharma explained in an article on Fair Observer in 2018, non-performing assets of Indian banks have led to a financial crisis. The government could do well to adopt some if not all the reforms the authors suggested. Given rising inflationary pressures because of rising oil prices, India’s central bank can no longer cut rates. So, the government has to be creative in tackling its banking issues and free up liquidity for Indian businesses with great potential to grow. Banks burnt by poor lending in the past and fearful of corruption charges as well must discover the judgment and appetite to lend to deserving businesses in a fast-growing economy that needs credit for capital formation.

    A little-noticed need of the Indian economy is to strengthen its own credit rating systems and agencies. Capital flows are aided by accurate corporate and political risk assessment. The US enjoys a global comparative advantage in attracting investments thanks to the big three homegrown agencies: S&P, Moody’s and Fitch. These agencies tend to fall short in their India assessment. The standards they set give American companies an advantage over Indian ones.

    Therefore, both the private sector and the government must strengthen Indian rating agencies such as CRISIL and ICRA. These agencies are improving continuously. They now have access to increased digital high-frequency data, which they can interpret in the domestic context. As a result, Indian agencies can benchmark corporate or sovereign risk better than their American counterparts for domestic markets. A better benchmarking of risk is likely to deepen the bond market and cause a multiplier effect by enabling companies to raise money for increased capital expenditure.

    For decades, India followed a socialist model of agriculture, doling out large unsustainable subsidies. As Singh and Sharma explained in a separate article, the Soviet model was the inspiration for the Indian one. Indian agriculture denuded groundwater, emptied government coffers and lowered farm productivity. The current reforms allow farmers to grow what they want and sell wherever they want to bypass parasitic middlemen. The new legislation emulates the US farm bills and promises to boost agricultural production, lower inflation and increase exports. This legislation might also lower rural hunger and improve India’s human capital in the long term.

    India has to transition hundreds of millions from agriculture to industry. Currently, 58% of the country’s population is dependent on agriculture and contributes just 20% to gross domestic product (GDP). All advanced and industrialized economies have a much lower percentage of their populations engaged in agriculture. In the US, the figure is 1.3% and in Vietnam, 43% work in agriculture. The last time the US had 50% of its population engaged in agriculture was in 1870.

    Improve Infrastructure

    To facilitate movement from agriculture to industry, India must invest in infrastructure and urbanization. For decades, its infrastructure has been woefully inadequate. Indian cities are known to be chaotic and do not provide basic services to their citizens. Recently, India launched a $1.9-trillion National Infrastructure Pipeline that is engaged in a rollout of road, rail, seaport and airports to connect centers of manufacturing with points of export. This focus on infrastructure has to be consistent and relentless.

    India could emulate Chinese cities like Chongqing and Shenzhen that could be home to industry and hubs of trade, both domestic and international. Projects like the smart city in Dholera, 80 kilometers from Gujarat’s capital of Ahmedabad, are the way forward. Similarly, the new Production Linked Incentive scheme is the sort of policy India needs. The Tatas are setting up a plant to manufacture lithium-ion batteries under this scheme. Not only could Indian industry meet the needs of a fast-growing market, but it could also be a source of cheap imports for many other countries.

    India must not only focus on metropolises, but also smaller cities and towns where the cost of living is lower. Digitalization of work will allow people to stay in such urban areas. Of course, they will need investment and organization for which India must tap capital and talent not only nationally but internationally. For instance, pension funds in North America and Europe are seeking growth to meet their increasing liabilities. If India could get its act together, investment into Indian markets could be significant.

    A key part of infrastructure that needs reform in a low energy consumption society is the power sector. Gujarat’s growth is underpinned by increased production and improved distribution of electricity. The rest of the country must emulate this westernmost state and Gujarat itself must bring in further reforms. Renewable energy sources such as gas, solar, wind and hydro must grow further. A nationwide energy market would bring in efficiency gains and boost growth.

    A focus on renewable energy also brings risks and opportunities. Currently, China controls critical metals and rare earths required in electric vehicle and battery manufacturing. Beijing has an effective monopoly over 80% of the world’s cobalt, 50% of lithium, 85% of rare earth oxides and 90% of rare earth metals. A decarbonized future cannot be intrinsically linked to an authoritarian state that has a history of not playing by free market rules.

    India’s $1.1-billion “Deep Ocean Mission” offers a unique opportunity for the country to provide energy security to democratic nations in North America, Europe and elsewhere. As they transition to clean technologies, India can provide a safer, more reliable and benign alternative to an increasingly belligerent China.

    In 2021, India has a historic opportunity to enter a new economic arc. The global conditions could not be more favorable. Advanced economies are looking to decouple from China without triggering inflation. India is the only country with the size and the scale to be an alternative. Its large youth population and rising middle class are powerful tailwinds for high economic growth. Indeed, India owes it not only to its citizens, but also to the rest of the world to get its act together and become a force for global stability at a time of much volatility and uncertainty.

    After Afghanistan, How Probable Is Peace?

    As the world speculates about the future of Afghanistan, some key figures in the West — with a vested interest in how things evolve militarily — are today claiming to show the clairvoyance that has consistently failed them in the past. Many have criticized President Joe Biden’s decision to withdraw from the battlefield. Even more have complained about how it was managed.

    Republicans feel duty-bound to denounce a policy that only Lynn Cheney objected to when the Republican President Donald Trump promoted it. One “highly decorated British Army officer” complained that “6,500 people died, including 3,000 deaths at Twin Towers, and we didn’t achieve a single thing.” Special Operations Staff Sergeant Trevor Coult went further, claiming that Biden “is a danger while he is president.”

    Numerous Democrats attached to the military-industrial funding machine have objected to the very idea of abandoning the costly struggle. Representative Jim Langevin, of Rhode Island, penned an op-ed in Foreign Policy portraying the decision as a betrayal of a moral commitment to “our Afghan allies of 20 years” and “to our military service members and their families … who gave the ultimate sacrifice.” And, of course, he couldn’t forget “the women and girls of Afghanistan who are now experiencing a devastating new reality.”

    He seemed less concerned when for 20 years the majority of Afghan women and girls experienced another form of devastating reality: receiving bombs delivered by surgical drones, seeing their doors kicked in by well-armed soldiers, listening to drones buzzing overhead and wondering where they might strike, failing to understand which local warlord in the pay of the CIA might protect them or aggress them, or simply watching unutterable chaos unfold day after day.

    AFP reports on the opinion General Mark Milley expressed in an interview with Fox News: Now that the US troops are no longer there to enforce the law and maintain order, the chairman of the Joint Chiefs of Staff predicts further chaos, worse than ever before. After questioning the ability of the Taliban, even before they have formed a government, “to consolidate power and establish effective governance,” Milley offers his assessment of what’s to come. “I think there’s at least a very good probability of a broader civil war,” he asserts.

    Making certain his audience will understand the degree of fear his warnings should inspire, he adds that it “will then in turn lead to conditions that could, in fact, lead to a reconstitution of Al-Qaeda or a growth of ISIS or other … terrorist groups.”

    Contextual note

    Military officers, including generals, may hide the truth about reality on the ground. As the Afghanistan Papers revealed, that happened consistently for over two decades. But even when painting a rosy picture of success or an assessment of troop performance, a soldier’s choice of language leaves some room for the truth. That is why most governments usually prefer that the military not engage too directly with the media.

    General Milley made clear what he means when he described the chaos to come as “at least a very good probability.” Both of his chosen expressions — “at least” and “very good” — reveal less about reality on the ground and more about how he hopes to see the situation evolve, calling for preparedness and possibly new operations. He wants Fox’s audience to understand that this is only a pause in the mission of the US to help other nations achieve the serenity of the global superpower that will always be a model for the rest of the world and lead by its example.

    A totally neutral and objective observer who happened to be equally convinced of the likelihood of a civil war in Afghanistan would have formulated it differently, most likely asserting something along the lines that “a strong possibility of a broader civil war cannot be discounted.” Proverbial wisdom tells us that “where there’s a will, there’s a way,” but the authorities of a nation defined by its military clout tend to improve on that by suggesting that “where there’s a will, there’s a way of framing it in such a manner as to convince people of the way we have decided must be followed.”

    General Milley is no warmonger. No reasonable person would compare him to the legendary Curtis Lemay who summed up his philosophy about conflict — in this case with Russia during the 1962 Cuban Missile Crisis — with these words: “We should go in and wipe ’em out today.”

    Fortunately, no senior officer in the military would be tempted to think or act that way now. In contrast with the Cold War mentality, one of the lessons of all recent wars is that the US military is less motivated by the idea of winning wars than simply instilling the idea in the average American taxpayer’s mind that the nation needs a powerful, well-funded, technologically advanced military establishment to comfort the belief in American exceptionalism.

    In his interview with Fox News, General Milley shows no inclination to criticize Biden’s decision. He defends the way the withdrawal was conducted, laying all the blame on the Afghan government and its troops while claiming that everything was conducted according to plan. He cites the “corruption in the government” and its lack of legitimacy, “a fundamental issue that stretches back 20 years.”

    Concerning the collapse of the army and the police force, he makes a truly interesting remark: “We created and developed forces that looked like Western forces,” adding significantly that “maybe those forces were not designed appropriately for the type mission.” 

    General Milley follows up that last observation with what almost sounds like a resolution for action in the future: “That was something that needs to be looked at.” Many commentators have remarked that at the core of the 20-year fiasco lay a persistent form of cultural ignorance. By referring to this question as “something that needs to be looked at,” Milley appears to be placing it on some unequivocally remote back burner. In military parlance, “what needs to be looked at” is what will never be looked at unless someone at the highest level of authority suddenly wakes up to acknowledge the necessity.

    Historical Note 

    In short, an episode of history has just come to an end. In the coming weeks and months, reflection on it will be mired in wild speculation about what might have been done differently, accompanied by accusations of irresponsibility and failure of accountability. And if recent history is any guide, accountability will be successfully evaded, if only because holding one identifiable person accountable opens the floodgate to calling into question the entire system of which they were a part.

    In 2009, voters for Barack Obama expected to see some form of accountability for nearly everyone in the Bush administration, guilty of multiple sins that included war crimes, the criminal transfer of wealth to the 1% and the gutting of the middle-class economy. There were zero prosecutions and instead a message about looking forward rather than backward and letting bygones be bygones.

    There are many lessons to be learned from the debacle in Afghanistan and a need for accountability that extends backward to the Bush administration. But none of the lessons can compete with the only essential idea the leaders and actors of the military-industrial complex will continue to put forward in the months to come: that we must be ready to repeat the patterns of the past and respond to the inevitable emergence of the equivalent of al-Qaeda again. We must be afraid of the next wave of terrorism, and we must be ready to respond. The logic of 2021 is the same as the logic of 2001 — and will undoubtedly lead to similar scenarios.

    And why should the logic be different? Military budgets have never been higher, and every new Congress is ready to raise the stakes. Many of us who grew up during the Vietnam War assumed that, once it was over, nothing like that 10-year nightmare could ever occur again. Instead, we have just sat through the equivalent of a Hollywood remake that lasted twice as long.

    Welcome to Our Extreme World

    Admittedly, I hadn’t been there for 46 years, but old friends of mine still live (or at least lived) in the town of Greenville, California, and now, well, it’s more or less gone, though they survived. The Dixie Fire, one of those devastating West Coast blazes, had already “blackened” 504 square miles of Northern California in what was still essentially the (old) pre-fire season. It would soon become the second-largest wildfire in the state’s history. When it swept through Greenville, much of downtown, along with more than 100 homes, was left in ashes as the 1,000 residents of that Gold Rush-era town fled.

    I remember Greenville as a wonderful little place that, all these years later, still brings back fond memories. I’m now on the other coast, but much of that small, historic community is no longer there. This season, California’s wildfires have already devastated three times the territory burned in the same period in 2020’s record fire season. And that makes a point that couldn’t be more salient to our moment and our future.

    A heating planet is a danger, not in some distant time, but right now — yesterday, today, and tomorrow. Don’t just ask the inhabitants of Greenville, ask those in the village of Monte Lake, British Columbia, the second town in that Canadian province to be gutted by flames in recent months in a region that normally — or perhaps I should just say once upon a time — was used to neither extreme heat and drought, nor the fires that accompany them.

    In case you hadn’t noticed, we’re no longer just reading about the climate crisis; we’re living it in a startling fashion. At least for this old guy, that’s now a fact — not just of life but of all our lives — that simply couldn’t be more extreme and I don’t even need the latest harrowing report of the UN’s Intergovernmental Panel on Climate Change (IPCC) to tell me so.

    Whether you’ve been sweating and swearing under the latest heat dome; fleeing fires somewhere in the West; broiling in a Siberia that’s releasing startling amounts of heat-producing methane into the atmosphere; being swept away by floodwaters in Germany; sweltering in an unprecedented heat-and-fire season in Greece (where even the suburbs Athens were being evacuated); baking in Turkey or on the island of Sardinia in a “disaster without precedent”; neck-deep in water in a Chinese subway car; or, after “extreme rains,” wading through the subway systems of New York City or London, you — all of us — are in a new world and we better damn well get used to it.

    Floods, megadrought, the fiercest of forest fires, unprecedented storms — you name it and it seems to be happening not in 2100 or even 2031, but now. A recent study suggests that, in 2020 (not 2040 or 2080), more than a quarter of Americans had suffered in some fashion from the effects of extreme heat, already the greatest weather-based killer of Americans and, given this blazing summer, 2021 is only likely to be worse.

    By the way, don’t imagine that it’s just us humans who are suffering. Consider, for instance, the estimated billion or more — yes, 1 billion — mussels, barnacles and other small sea creatures that were estimated to have died off the coast of Vancouver, Canada, during the unprecedented heatwave there earlier in the summer.

    A few weeks ago, watching the setting sun, an eerie blaze of orange-red in a hazy sky here on the East Coast was an unsettling experience once I realized what I was actually seeing: a haze of smoke from the megadrought-stricken West’s disastrous early fire season. It had blown thousands of miles east for the second year in a row, managing to turn the air of New York and Philadelphia into danger zones.

    In a way, right now it hardly matters where you look on this planet of ours. Take Greenland, where a “massive melting event,” occurring after the temperature there hit double the normal this summer, made enough ice vanish “in a single day last week to cover the whole of Florida in two inches of water.” But there was also that record brush fire torching more than 62 square miles of Hawaii’s Big Island. And while you’re at it, you can skip prime houseboat-vacation season at Lake Powell on the Arizona-Utah border, since that huge reservoir is now three-quarters empty (and, among Western reservoirs, anything but alone).

    It almost doesn’t matter which recent report you cite. When it comes to what the scientists are finding, it’s invariably worse than you (or often even they) had previously imagined. It’s true, for instance, of the Amazon rainforest, one of the great carbon sinks on the planet. Parts of it are now starting to release carbon into the atmosphere, as a study in the journal Nature reported recently, partially thanks to climate change and partially to more direct forms of human intervention.

    It’s no less true of the Siberian permafrost in a region where, for the first time above the Arctic Circle, the temperature in one town reached more than 100 degrees Fahrenheit on a summer day in 2020. And yes, when Siberia heats up in such a fashion, methane (a far more powerful heat-trapping gas than CO2) is released into the atmosphere from that region’s melting permafrost wetlands, which had previously sealed it in. And recently, that’s not even the real news. What about the possibility, according to a new study published in the Proceedings of the National Academy of Sciences, that what’s being released now is actually a potential “methane bomb” not from that permafrost itself, but from thawing rock formations within it?

    In fact, when it comes to the climate crisis, as a recent study in the journal Bioscience found, “some 16 out of 31 tracked planetary vital signs, including greenhouse gas concentrations, ocean heat content, and ice mass, set worrying new records.” Similarly, carbon dioxide, methane and nitrous oxide “have all set new year-to-date records for atmospheric concentrations in both 2020 and 2021.”

    Mind you, just in case you hadn’t noticed, the last seven years have been the warmest in recorded history. And speaking of climate-change-style records in this era, last year, 22 natural disasters hit this country, including hurricanes, fires and floods, each causing more than $1 billion in damage, another instant record with — the safest prediction around — many more to come.

    “It Looked Like an Atomic Bomb”

    Lest you think that all of this represents an anomaly of some sort, simply a bad year or two on a planet that historically has gone from heat to ice and back again, think twice. A recent report published in Nature Climate Change, for instance, suggests that heat waves that could put the recent ones in the US West and British Columbia to shame are a certainty and especially likely for “highly populated regions in North America, Europe, and China.” (Keep in mind that, a few years ago, there was already a study suggesting that the North China plain with its 400 million inhabitants could essentially become uninhabitable by the end of this century due to heatwaves too powerful for human beings to survive.) Or as another recent study suggested, reports The Guardian, “heatwaves that smash previous records … would become two to seven times more likely in the next three decades and three to 21 times more likely from 2051-2080, unless carbon emissions are immediately slashed.”

    It turns out that, even to describe the new world we already live in, we may need a new vocabulary. I mean, honestly, until the West Coast broiled and burned from Los Angeles to British Columbia this summer, had you ever heard of, no less used, the phrase “heat dome” before? I hadn’t, I can tell you that.

    And by the way, there’s no question that climate change in its ever more evident forms has finally made the mainstream news in a major way. It’s no longer left to 350.org or Greta Thunberg and the Sunrise Movement to highlight what’s happening to us on this planet. It’s taken years, but in 2021 it’s finally become genuine news, even if not always with the truly fierce emphasis it deserves.

    The New York Times, to give you an example, typically had a recent piece of reportage (not an op-ed) by Shawn Hubler headlined, “Is This the End of Summer as We’ve Known It?” Hubler wrote: “The season Americans thought we understood — of playtime and ease, of a sun we could trust, air we could breathe and a natural world that was, at worst, indifferent — has become something else, something ominous and immense. This is the summer we saw climate change merge from the abstract to the now, the summer we realized that every summer from now on will be more like this than any quaint memory of past summers.” And the new IPCC report on how fast things are indeed proceeding was front-page and front-screen news everywhere, as well it should have been, given the research it was summing up.

    My point here couldn’t be simpler: In heat and weather terms, our world is not just going to become extreme in 20 years or 50 years or as this century ends. It’s officially extreme right now. And here’s the sad thing: I have no doubt that, no matter what I write in this piece, no matter how up to date I am at this moment, by the time it appears it will already be missing key climate stories and revelations. Within months, it could look like ancient history.

    Welcome, then, to our very own not-so-slow-motion apocalypse. A friend of mine recently commented to me that, for most of the first 30 years of his life, he always expected the world to go nuclear. That was, of course, at the height of the Cold War between the US and the Soviet Union. And then, like so many others, he stopped ducking and covering. How could he have known that, in those very years, the world was indeed beginning to get nuked, or rather carbon-dioxided, methaned, greenhouse-gassed, even if in a slow-motion fashion? As it happens, this time there’s going to be no pretense for any of us of truly ducking and covering. 

    It’s true, of course, that ducking and covering was a fantasy of the Cold War era. After all, no matter where you might have ducked and covered then — even the Air Force’s command center dug into the heart of Cheyenne Mountain in Colorado — you probably wouldn’t have been safe from a full-scale nuclear conflict between the two superpowers of that moment, or at least not from the world it would have left behind, a disaster barely avoided in the Cuban Missile Crisis of 1962. (Today, we know that, thanks to the possibility of “nuclear winter,” even a regional nuclear conflict — say, between India and Pakistan — could kill billions of us, by starvation if nothing else.)

    In that context, I wasn’t surprised when a homeowner, facing his house, his possessions, and his car burned to a crisp in Oregon’s devastating Bootleg Fire, described the carnage this way: “It looked like an atomic bomb.”

    And, of course, so much worse is yet to come. It doesn’t matter whether you’re talking about a planet on which the Amazon rainforest has already turned into a carbon emitter or one in which the Gulf Stream collapses in a way that’s likely to deprive various parts of the planet of key rainfall necessary to grow crops for billions of people, while rising sea levels disastrously on the East Coast of the United States. And that just begins to enumerate the dangers involved, including the bizarre possibility that much of Europe might be plunged into a — hold your hats (and earmuffs) for this one — new ice age!

    World War III

    If this were indeed the beginning of a world war (instead of a world warm), you know perfectly well that the United States like so many other nations would, in the style of World War II, instantly mobilize resources to fight it (or as a group of leading climate scientists put it recently, we would “go big on climate” now). And yet in this country (as in too many others), so little has indeed been mobilized.

    Worse yet, here one of the two major parties, only recently in control of the White House, supported the further exploitation of fossil fuels (and so the mass creation of greenhouse gases) big time, as well as further exploration for yet more of them. Many congressional Republicans are still in the equivalent of a state of staggering (not to say, stark raving mad) denial of what’s underway. They are ready to pay nothing and raise no money to shut down the production of greenhouse gases, no less create the genuinely green planet run on alternative energy sources that would actually rein in what’s happening.

    And criminal as that may have been, Donald Trump, Mitch McConnell and crew were just aiding and abetting those that, years ago, I called “the biggest criminal enterprise in history.” I was speaking of the executives of major fossil-fuel companies who, as I said then, were and remain the true “terrarists” (and no, that’s not a misspelling) of history. After all, their goal in hijacking all our lives isn’t simply to destroy buildings like the World Trade Center, but to take down Earth (Terra) as we’ve known it. And don’t leave out the leaders of countries like China still so disastrously intent on, for instance, producing yet more coal-fired power. Those CEOs and their enablers have been remarkably intent on quite literally committing terracide and, sadly enough, in that — as has been made oh-so-clear in this disastrous summer — they’ve already been remarkably successful.

    Companies like ExxonMobil knew long before most of the rest of us the sort of damage and chaos their products would someday cause and couldn’t have given less of a damn as long as the mega-profits continued to flow in. (They would, in fact, invest some of those profits in funding organizations that were promoting climate-change denial.) Worse yet, as revealing comments by a senior Exxon lobbyist recently made clear, they’re still at it, working hard to undermine US President Joe Biden’s relatively modest green-energy plans in any way they can.

    Thought about a certain way, even those of us who didn’t live in Greenville, California, are already in World War III. Many of us just don’t seem to know it yet. So, welcome to my (and your) extreme world, not next month or next year or next decade or next century, but right now. It’s a world of disaster worth mobilizing over if, that is, you care about the lives of all of us and particularly of the generations to come.

    US and South Korea Renew Commitment to Promoting Democracy

    The summit in May between Joe Biden and Moon Jae-in delivered numerous positive outcomes that advanced the United States and South Korea as a future-oriented alliance. The two allies redoubled their cooperation in areas that are becoming more and more crucial globally, including emerging tech, climate change and space policy.

    The expanded multidimensional collaboration marked meaningful progress in the transition of the US–South Korea relationship from that of a traditional military alliance to a more versatile, modernized partnership. But perhaps even more noteworthy was the joint commitment to strengthening regional governance and championing human rights, especially women’s rights. 

    Making a Statement

    To begin with, the Biden and Moon administrations reinforced their common vision of promoting regional governance centered on liberal values in the Indo-Pacific. Broad-brush commitments from the 2019 joint statement by the US and the Republic of Korea (ROK) — such as encouraging regional digital transparency and advancing openness, sovereignty and the rule of law in the Indo-Pacific — solidified into more explicit terms during the recent meeting in Washington.

    For instance, both sides agreed to oppose all activities that undermine, destabilize and threaten the rules-based order; uphold freedom of navigation and stability in the South China Sea and the Taiwan Strait; support open and inclusive regional multilateralism, including the Quadrilateral Security Dialogue (Quad); and build clean 5G and 6G telecommunications networks. The allies also established the KORUS Global Vaccine Partnership, a tangible step toward strengthening regional leadership and governance through public health and vaccine distribution.

    For Washington, getting South Korea to acknowledge and emphasize the importance of liberal norms in the South China Sea and the Taiwan Strait, as well as demonstrate mutual support for the Quad, was a welcome change. Out of fear of damaging strategic ties with China, its largest trading partner and an important broker of regional diplomacy with North Korea, leaders in Seoul have largely avoided publicly siding with the US on China-related issues.

    South Korea’s traditional wariness is based on experience. In 2016, after Seoul deployed the THAAD missile defense system, which China perceives as a vehicle for US strategic surveillance of Chinese interests, Beijing imposed informal economic boycotts against South Korea and cut off bilateral defense talks. Against this backdrop, the Biden-Moon statement from the summit, which contains language that can be viewed as contrary to Chinese interests (such as supporting the Quad and upholding liberal norms around disputed East Asian seas), signaled that Seoul is growing more confident in standing up for its own values and supporting a free and open Indo-Pacific, regardless of Beijing’s preferences and despite the possibility of retaliation. 

    Human Rights

    In addition to regional governance, human rights marked another issue where Washington and Seoul renewed commitment at the summit. The joint statement comprised several pledges that soundly reflected the alliance’s devotion to human rights. This included expanded financial aid for Northern Triangle countries, commitment to aiding North Korean citizens, support for the ongoing democratic movement in Myanmar, and standing for justice against racism and hate crimes targeting Asian Americans. But particularly eye-catching was the alliance’s unusually strong emphasis on empowering women and enhancing gender equality.

    The Biden-Moon statement acknowledged “women’s full participation” as the key to resilient democracy and presented several important commitments for women’s empowerment. The two presidents mentioned exchanging best practices to reduce the gender wage gap, empowering women in the fields of science, technology, engineering and mathematics (STEM), and combating abuses against women, including domestic violence and cyber-exploitation.

    When it comes to workplace equality, both allies stand well below the average for member states of the Organization for Economic Cooperation and Development (OECD) on issues like gender wage gap disparity and female leadership (or the glass ceiling phenomenon), with South Korea ranking last. Tied to this is gender disparity in STEM, which limits greater labor diversification and which has also been a concern for both the United States and South Korea. Violence against women is a challenge both societies face.

    These are all vital areas of improvement for both countries to elevate their state of gender equality and overall democracy. The specific mention of these issues in the joint statement is encouraging for women’s rights advocates. 

    Falling Short

    Despite this promising turn, shared awareness of gender equality issues does not mean much if not put into action. Inconsistent progress on this front has been a problem for both allies. Women’s empowerment was a key goal at the summit in 2015 between Barack Obama and Park Geun-hye. But while the US remained committed to these shared objectives, South Korea fell short. While things have improved in South Korea, with its gender equality ranking rising from 118 to 102 under Moon, the US saw a backslide under former President Donald Trump, going from 45th to 53rd place globally, according to the World Economic Forum.

    However, under the Biden administration, which prioritizes gender equality, the US will likely make significant progress in the future. Promoting gender equality is an indispensable element of the universal human rights agenda. As two sophisticated democracies championing human rights, both the US and South Korea are responsible for making enduring efforts to empower women. Under any administration ruled by whichever political coalitions, the value of women’s rights should not be undermined. 

    On top of striving to tackle gender inequality at home, the US and South Korea should lay out more concrete bilateral initiatives and build a high-level communication channel to discuss progress regularly and hold each other accountable for tangible progress toward their commitments. Gender inequality remains a longstanding obstacle to regional growth in Asia. At the regional level, the US–ROK alliance could revisit and expand on its pledges from the 2020 East Asia Summit regarding women’s economic empowerment and participation in security and peacekeeping issues.

    After all, the Biden and Moon administrations’ renewed cooperation on regional governance in the Indo-Pacific and gender equality established a good framework for the US–ROK alliance to expand its influence and spread democratic values throughout Asia. Both sides should make sure to diligently implement the commitments going forward.
