    Texas, Spurred By Trump, Announces Election Audit in 4 Counties

    Eight and a half hours after former President Donald J. Trump made a public demand for Gov. Greg Abbott of Texas to back legislation to create a “forensic audit of the 2020 election,” the Texas secretary of state’s office announced a “comprehensive forensic audit” of the results from four of the state’s largest counties.The quick response by state officials in Texas, which Mr. Trump carried last year by more than five percentage points, was the latest example of the former president’s enduring influence over the Republican Party, particularly when it comes to his efforts to undermine public confidence in the legitimacy of his loss last year to President Biden.“Governor Abbott, we need a ‘Forensic Audit of the 2020 Election,’” Mr. Trump said in a midday open letter to Mr. Abbott. “Texans know voting fraud occurred in some of their counties.”Texas is currently without a secretary of state, after the May retirement of Ruth Ruggero Hughs. Mr. Abbott, a Republican, has yet to appoint a successor.Nevertheless, the office released a two-sentence statement late Thursday stating that it would examine ballots from the 2020 election in Collin, Dallas, Harris and Tarrant Counties. The news release called those counties the “two largest Democrat counties and two largest Republican counties” in the state, but of the four, only Collin County backed Mr. Trump against Mr. Biden in the 2020 election. The statement said the audit process had already begun.Since Arizona Republicans began a review of more than 2 million ballots in Maricopa County, Trump-aligned Republicans across the country have sought to replicate the effort. In Wisconsin, a former State Supreme Court justice is investigating the election results and said Monday that an audit of ballots is possible. Pennsylvania Republicans last week sought driver’s license data and Social Security numbers for every voter in the state as part of an inquiry into the 2020 election there.The various reviews have not uncovered any significant evidence of fraud or impropriety in the vote counting. But they have created a new kind of security risk as third parties gain access to voting equipment and raised questions about the use of public resources to investigate Republican conspiracy theories.To date, there have been no serious allegations that the Texas election was flawed.Texas Democrats called the audit the latest attempt by Mr. Abbott and the state’s Republicans to cater to Mr. Trump.“This is all an organized effort to overturn the will of the people in an effort to fuel the ‘Big Lie’ and stroke Trump’s ego,” said Gilberto Hinojosa, the chairman of the Texas Democratic Party.     Beto O’Rourke Draws Closer to Entering Texas Governor’s Race

    Mr. O’Rourke has been calling Democratic leaders in Texas to tell them he is seriously considering challenging Gov. Greg Abbott in 2022. HOUSTON — Beto O’Rourke, the former El Paso congressman who became a darling of Democrats after nearly defeating Senator Ted Cruz in 2018, is inching closer to announcing a run for governor of Texas, according to three people who have spoken with him.In recent weeks, Mr. O’Rourke has been making calls to Democratic leaders across Texas to inform them that he is seriously considering taking on Gov. Greg Abbott, a Republican who is up for re-election next year. And he has begun talking to supporters about having them join his campaign staff. A decision could be made in the coming weeks, the three people said, possibly as soon as October. Democrats in Texas have been urging Mr. O’Rourke to get into the race for governor almost from the moment he dropped out of the 2020 race for president, a quixotic effort that stumbled early and failed to gain traction amid a crowded primary field. But despite his troubles on the national stage, Mr. O’Rourke has maintained a deep wellspring of support in Texas, where many Democrats still display the black-and-white Beto signs from the 2018 campaign on their lawns and on their cars. Mr. O’Rourke did not respond to calls or text messages seeking comment. David Wysong, a longtime adviser to Mr. O’Rourke, cautioned that “no decision has been made” on a run for governor. The three people who discussed their conversations with Mr. O’Rourke are Democratic officials who spoke on condition of anonymity to talk about conversations that were meant to be private.No Democrat has been elected governor of Texas since Ann Richards in 1990. And no prominent Democrat has emerged to take on Mr. Abbott next year. The governor, who has built up a war chest of more than $55 million, has appeared more concerned with insulating himself from challengers on his right in a Republican primary than worrying about the general election. But Democrats see a potential opening. Over the last few months, Texas has bounced from crisis to crisis — including a surge in pandemic deaths and a winter failure of the electric grid — while Republican leaders in Austin have steered the state even farther to the right on issues from guns to elections to abortion. In a survey last month, a majority of Texans told pollsters they thought the state was heading in the wrong direction.Amid the political turmoil, Mr. O’Rourke has stayed active in the state. “He’s been not just making pronouncements, he’s been out there knocking on doors, leading marches, setting up rallies all over the state,” said Gilberto Hinojosa, the chairman of the Texas Democratic Party. Mr. Hinojosa said the Supreme Court’s decision to let a strict new abortion law passed by the Texas Legislature go into effect had galvanized many Democrats in the state. The new law effectively bans the procedure after six weeks of pregnancy and is structured in such a way as to avoid an immediate court challenge.“This whole abortion legislation has changed the dynamics incredibly,” he said. In the 2018 campaign, Mr. O’Rourke showed that he was able to energize Democrats, raise significant sums of money and campaign aggressively across Texas, a large and notoriously difficult place to run a statewide campaign. Even in defeat, his margin against the incumbent Mr. Cruz — 51 to 48 percent — helped lift Democratic candidates in local races and led to gains in the State Legislature that year. The prospect of a run by Mr. O’Rourke against Mr. Abbott — reported by Axios on Sunday — would present Democrats with the biggest and most direct test yet in their attempts to loosen the Republican grip on power in Texas. During his failed presidential run, Mr. O’Rourke took positions, including a hard line on confiscating assault weapons, that could make him vulnerable in any new campaign in Texas. “Hell yes, we’re going to take your AR-15, your AK-47,” Mr. O’Rourke said during a Democratic debate in Houston in 2019, referring to military-style rifles that have been used in mass shootings.David Carney, a campaign adviser to Mr. Abbott and a longtime Republican political consultant, said that he would not be surprised if Mr. O’Rourke jumped into the race. “O’Rourke has been planning to run since he got crushed in his presidential flop,” Mr. Carney said. “He is a target-rich environment with positions way, way out of the mainstream.” More

    Greg Abbott and Dan Patrick Steer Texas Far to the Right

    Different in style and background, Gov. Greg Abbott and Lt. Gov. Dan Patrick have come together, for different reasons, to push an uncompromising conservative agenda.One is a former State Supreme Court justice who acts with a lawyer’s caution; the other a Trumpist firebrand who began his political career in the world of conservative talk radio. They have sparred at times, most recently this winter over the deadly failure of their state’s electrical grid.But together, Gov. Greg Abbott and Lt. Gov. Dan Patrick, the two most powerful men in Texas, are the driving force behind one of the hardest right turns in recent state history.The two Republicans stand united at a pivotal moment in Texas politics, opposing Democrats who have left the state for Washington in protest of the G.O.P.-controlled Legislature’s attempt to overhaul the state’s election system — blocking Republicans from advancing any bills to Mr. Abbott’s desk. Any policy differences between the governor and lieutenant governor have melted away in the face of the realities of today’s Republican Party, with a base devoted to former President Donald J. Trump and insistent on an uncompromising conservative agenda.“The lieutenant governor reads off the playbook of the far right, and that’s where we go,” said State Senator Kel Seliger, a moderate Republican from Amarillo. “The governor less so, but not much less so.”Now, if Mr. Abbott and Mr. Patrick hope to sustain momentum for Texas Republicans — and if the ambitious two men hope to strengthen their career prospects — they must navigate a political and public relations battle over voting rights involving an angry base, restive Republican lawmakers and a largely absent yet outspoken Democratic delegation.Mr. Abbott, 63, a lawyer who has held or been campaigning for statewide office since 1996, has shifted to the right as he prepares for a re-election bid next year that will involve the first challenging Republican primary he has ever faced. While Texas voters broadly approve of his leadership and he is sitting on a $55 million war chest, far-right activists and lawmakers have grumbled about his perceived political moderation. And Mr. Abbott is viewed by some in Texas as eyeing a potential presidential run in 2024, which could further sway his political calculations.Mr. Patrick, 71, who started one of the nation’s first chains of sports bars before becoming a radio host and the owner of Houston’s largest conservative talk station, holds what is perhaps the most powerful non-gubernatorial statewide office in the country, overseeing the Senate under Texas’ unusual legislative rules. His years of tending to the conservative base are paying off for him now: He is running unopposed for renomination, after leading Mr. Abbott and the state down a more conservative path than the governor has ever articulated for himself.Both leaders are highly cognizant of what the Republican base wants: Stricter abortion laws. Eliminating most gun regulations. Anti-transgender measures. Rules for how schools teach about racism. And above all there is Mr. Trump’s top priority: wide-ranging new laws restricting voting and expanding partisan lawmakers’ power over elections.Republicans continue to hold most of the cards, but they face the prospect of appearing toothless amid frustrating delays and rising calls from conservatives to take harsh action against the Democrats.The divergent styles of the governor and lieutenant governor could be seen in how they reacted to the news on Monday that Democrats were leaving the state. Mr. Abbott told an Austin TV station that the lawmakers would be arrested if they returned to the state and pledged to keep calling special sessions of the Legislature until they agreed to participate. Mr. Patrick — whose social media instincts could be seen as far back as 2015, when he began his inaugural speech by taking selfies with the crowd — mocked the Democrats by posting a photo of them en route to the Austin airport, with a case of beer on the bus.“They can’t hold out forever,” Mr. Patrick said of Democrats during a Fox News appearance Thursday. “They have families back home, they have jobs back home and pretty soon their wives or husbands will say, ‘It’s time to get back home.’”For the moment, Mr. Patrick has far more power in shaping and moving bills through the State Senate than the governor does. While Mr. Abbott convened the special session of the Legislature and dictated the topics to be discussed, he is not an arm-twister and, with the Democrats gone, there are no arms to be twisted.“The lieutenant governor is riding very high in the Texas Senate and he has regular appearances on Fox and I think he is running pretty freely right now,” said Joe Straus, a moderate Republican from San Antonio who served as the speaker of the Texas House for a decade until, under pressure from conservatives, he chose not to seek re-election in 2018. “He is very influential in setting the agenda at the moment.”Representatives for Mr. Abbott and Mr. Patrick declined interview requests for this article. This winter, Mr. Patrick implicitly criticized the governor’s stewardship of the state’s electrical grid after a snowstorm caused widespread power failures that led to the deaths of more than 200 people. But though Mr. Abbott is now aligned with Mr. Patrick against the state’s Democrats, he is drawing criticism, even from some Republicans, for pushing his agenda as a matter of political expediency, now that he is facing a crowd of primary challengers from the right. His rivals include Allen West, the former congressman and chairman of the state Republican Party, and Don Huffines, a former state senator who was an outspoken critic of Mr. Abbott’s initial coronavirus restrictions.The governor needs to win at least 50 percent in the primary to avoid a runoff that would pit him against a more conservative opponent — a treacherous position for any Texas Republican.“These are issues that the grass roots and the Republican Party have been working on and filing bills on for 10 years,” said Jonathan Stickland, a conservative Republican who represented a State House district in the Fort Worth area for eight years before opting out of re-election in 2020. “Abbott didn’t care until he got opponents in the Republican primary.”Paul Bettencourt, who holds Mr. Patrick’s old Senate seat and hosts a radio show on the Houston station that Mr. Patrick still owns, was blunt about who he thought was the true leader on conservative policy. “The lieutenant governor has been out in front on these issues for, in some cases, 18 years,” Mr. Bettencourt said.Mr. Abbott’s allies say his priorities have not shifted with the political winds. “To me and anyone who pays attention, it shouldn’t surprise anyone that Greg Abbott is a conservative and he is a border security hawk,” said John Wittman, who spent seven years as an Abbott aide. The governor is being more heavily scrutinized on issues like guns and the transgender bill, Mr. Wittman said, because “these were issues that bubbled up as a result of what’s happening now.”Mr. Patrick, then a state senator, defeated the incumbent during a Republican primary for lieutenant governor in 2014.Smiley N. Patrick and other Republicans say the elections legislation will simplify voting procedures across a state with 254 counties and 29 million people.The two Republican leaders have been largely aligned this year on legislative priorities beyond an electoral overhaul. Mr. Patrick has been the driving force for social issues that animate right-wing Texans, pushing for new restrictions on transgender youths and ordering a state history museum to cancel an event with the author of a book that seeks to re-examine slavery’s role in the Battle of the Alamo, a seminal moment in Texas history.Mr. Abbott used an earlier walkout by Democrats over voting rights as an opportunity to place himself at the center of a host of conservative legislation, including a proposal for additional border security funding during the special session that began last week. This follows a regular session in which Texas Republicans enacted a near-ban of abortions in the state and dropped most handgun licensing rules, among other conservative measures.Mr. Abbott’s position, however, has left him without much room to maneuver to reach any sort of compromise that could end the stalemate and bring the Democrats home from Washington. So far he has vowed to arrest them and have them “cabined” in the statehouse chamber should they return to Texas — a threat that has not led to any discussion between the two sides.Mr. Straus, the former State House speaker, said the episode illustrated a significant decline of bipartisan tradition in Texas, one he said was evident under the previous governor, Rick Perry.“I was speaker when Governor Perry was there as well and we had some bumps with him too, but he was always able to work with the Legislature,” Mr. Straus said. “He was able to do this without sacrificing his conservative credentials.     The Battle Over State Voting Rights Is About the Future of Texas

    The current skirmish is the latest in a tug of war being waged between the state’s increasingly Democratic cities and its deeply conservative rural areas.HOUSTON — The flight of Texas Democrats to Washington, a last-ditch effort this week to stop Republicans from passing new statewide voting rules, is perhaps the most dramatic illustration of a broad national fight over access to the ballot.But it is something more than that in Texas. The battle over voting rights is also the latest in a tug of war over the future of what it means to be Texan, one being waged between the state’s rapidly diversifying and increasingly Democratic cities and its deeply conservative rural areas, which wield overwhelming power in the State Capitol.The tension grew during the coronavirus pandemic, when cities like Houston, Dallas and Austin clashed with Gov. Greg Abbott, a Republican, over mask mandates and business restrictions. But it had already been increasing for years, with each political session marked by Republican state officials rolling back progressive changes made in cities led by Democrats.The most direct new restrictions sought by Texas Republicans, who have maintained control of the state for nearly two decades, are a reaction to local polling innovations, notably in Houston, the state’s largest city, and surrounding Harris County.The county introduced drive-through voting for the first time in November, when people were concerned that traditional polling places would spread the coronavirus, and it proved popular, accounting for more than 130,000 votes. Access also expanded at eight polling sites that held a day of 24-hour voting.Officials believed that drive-through polling, which has been used in three subsequent municipal and state elections in Harris County, would soon expand to other areas. “In a place like Houston and Texas that loves cars so much, why shouldn’t we offer drive-through voting?” said Christopher Hollins, who served as interim election chief in the county last year and oversaw the expansion of voting options during the presidential election.Turnout increased in Harris County as it did throughout the state, and out of more than 11 million votes cast, President Biden got within about 600,000 votes of winning Texas — the closest a Democrat has come in decades.Now Texas cities are ground zero in the fight over whether to expand access to the vote, as state Democrats did during the pandemic, or curtail it, as Republicans are seeking to do with a measure that would ban 24-hour and drive-through polling.Drive-through voting was offered in Harris County, which includes Houston, last fall.Go Nakamura for The New York TimesThe conflict is a national one, heightened by former President Donald J. Before the previous legislative session, in 2019, the speaker of the Texas House at the time shared an animus toward cities in a private conversation with a Republican lawmaker and a conservative activist.“My goal is for this to be the worst session in the history of the Legislature for cities and counties,” the speaker, Dennis Bonnen, a Republican who represented a district just south of Houston, said in a conversation that was secretly recorded.His comments about cities reflect a commonplace view among some Republicans in Texas, even if they are not always as pointedly expressed. Republican operatives and officials described the dynamic as one of concern over the progressive turn in the state’s cities, a change in culture and politics that has accelerated rapidly over the past decade.And the changes have begun spreading into the suburbs. Populous counties outside of Houston and Austin that once reliably voted Republican have swung in recent years toward the Democrats, said Mark Jones, a professor of political science at Rice University.“With the bluing of the major urban counties and the blushing of many of the major suburbs, what has allowed the G.O.P. to continue to win statewide has been its increasing dominance in the state’s rural counties,” Dr. Jones said.Most states have similar divisions between blue cities and red rural areas. But in Texas, the divisions have taken hold only relatively recently — Houston voted for a Republican, George W. Bush, for president in 2004 — adding to the alarm among Republicans and anticipation among Democrats that the state could soon be up for grabs.In the meantime, said Richard Peña Raymond, a Democratic state representative from Laredo, cities are being punished by the Republican majority in the Capitol for daring to extend voting opportunities, particularly in places where it benefited low-income communities of color and disabled people.“They are trying to thin out the crowd,” Mr. Raymond said of the Republicans in the state. “And that’s just wrong.”Republicans have disputed such characterizations. They have said their efforts to pass the voting bill are a way to instill confidence in future elections and to make uniform the rules that govern Texas elections.“It increases transparency and ensures the voting rules are the same in every county across the state,” the lieutenant governor, Dan Patrick, said in a statement after the State Senate passed its version of the voting measure on Tuesday.Signage in Austin ahead of the presidential election.Tamir Kalifa for The New York TimesThe Senate bill, and one before the House, includes provisions to ban 24-hour voting and drive-through voting; limit third-party collection of ballots; increase criminal penalties on election workers for violating regulations; grant more freedom of movement to partisan poll watchers; and require large counties — which include the state’s largest cities — to make available a livestream video during vote counting.Democratic lawmakers have described the changes as a means of voter suppression in a state with a long history of such tactics.But without enough votes to block the bills, more than 50 Democrats, representing the state’s largest cities and suburbs, opted to leave the state in order to deny Republicans the quorum necessary for the House of Representatives to conduct its business. Mr. Abbott has threatened to arrest Democrats to bring them back to the State Capitol, though his jurisdiction to do so stops at the state line.“Everything that the Democratic cities do, particularly if it’s progressive, they attack it and they say cities can’t do that,” Eddie Rodriguez, a Democrat representing Austin, said on Wednesday as he rushed between meetings in Washington. “Which is ironic because they were the party of local control.”Like other Democrats, he vowed to remain outside Texas until Aug. 7, when the 30-day special session ends.Back in Austin, Mayes Middleton, a Republican representing Galveston, awaited the Democrats’ return and bemoaned their flight as hypocritical.“The Democrats say that the state should not dictate how counties run their election laws, but at the same time, they’re in Washington trying to have the federal government dictate how Texas should run its elections,” Mr. Middleton said. “We’ve got to let Texas run Texas.”Edgar Sandoval More

    Texas Leaders Are Having Problems. Time to Attack the Feds!

    Gov. Greg Abbott of Texas has been going through a bumpy stretch of late. Last year he irked many of his conservative brethren by imposing a mask mandate and other public safety measures aimed at slowing the spread of the coronavirus — suspiciously non-MAGA moves that prompted some Republican state lawmakers to discuss trimming his executive authority. Then there was the state’s pathetic handling of this year’s winter storm, which left at least 150 (and possibly hundreds more) Texans dead and millions shivering in the dark without power. The governor’s initial stab at damage control — falsely blaming the outages on green energy sources — prompted pushback from those more concerned with facts than partisan palaver.These are not the sort of stumbles the governor wants voters pondering as he prepares for his 2022 re-election fight. Already he is facing a primary challenge from the right by Don Huffines, a former state senator. And there is chatter about a possible run by the right-wing bomb thrower Allen West, an ex-congressman from Florida who migrated to Texas and won election as chairman of the state G.O.P. last year. A loud critic of the governor’s pandemic leadership, Mr. West stepped down as chairman this month to ponder his next political move.How is an ambitious guy like Mr. Abbott navigating this turbulence? Simple. He’s borrowing a political play long favored by foreign adversaries who find themselves in sticky situations: Attack the U.S. government as a way to distract from one’s troubles and rally the public against an external foe.Thus the governor has been making much ado about his big plans to deal with the influx of migrants across his state’s border with Mexico. Accusing the Biden administration of abdicating its national security duties, Mr. Abbott has announced that Texas is — wait for it — going to build a wall. The governor is using $250 million in general revenues as a down payment. For the rest of the cost, he is turning to online crowdfunding. If anyone wants to donate land along the border, he thinks that would be swell, too.Mr. Abbott is not yet prepared to address some of the logistical nitty-gritty — like what to do about the land near the border that people aren’t inclined to donate or that the federal government owns. Those are quibbles for another day. For political purposes, what matters is that he has found an issue that resonates with conservatives and, with a little luck, gets them riled up enough at the feds that they forgive, or even forget, his bumbling.Vilifying Washington is a time-honored tradition among state and local leaders — especially Republicans, for whom big government is an enduring boogeyman. This play works all the better in Texas, where state pride runs hot and on any given day some political clique is agitating to return the state to its glory days as an independent republic. The unofficial state motto — Don’t mess with Texas! — applies double to busybody federal authorities. (Unless they’re doling out disaster aid, of course.)Texas’ attorney general, Ken Paxton, is another master of this two-step. He was elected in 2014 and quickly drew national attention as a conservative warrior. He led the legal crusade to dismantle Obamacare and opposed various environmental regulations and immigration policies that he considered a liberal assault on Texas.During this time, Mr. Paxton was jowl deep in his own legal drama. His first year in office, he was indicted by a grand jury on charges of securities fraud and failing to register with the state securities board. He managed to win re-election in 2018, albeit narrowly, and the case has continued to drag out. He maintains his innocence and (surprise!) suggests the charges are politically motivated.Last fall, Mr. Paxton’s legal troubles exploded. Seven members of his staff, including top aides, announced that they had asked federal authorities to investigate him for “violating federal and/or state law, including prohibitions related to improper influence, abuse of office, bribery and other potential criminal offenses.” The F.B.I. is reportedly looking into whether he inappropriately did favors for a wealthy political donor who hired a woman with whom the attorney general, who is married, was said to have had an affair. Mr. Paxton has denied all wrongdoing and claims the accusations are intended to derail an ongoing inquiry into other officials.Many leaders would be cowed by such a development. Not Mr. Paxton. After the presidential election, he became a high-profile peddler of former President Donald Trump’s lies about election fraud. In December, Mr. Paxton filed a long-shot suit against four states that had helped give Joe Biden the win, effectively asking the U.S. Supreme Court to set aside the states’ election results (which had already been certified). The court rejected the case like the cheap PR stunt it was.As weak as Mr. Paxton’s suit was — so weak that the Texas state bar is looking into whether it constituted professional misconduct — it delighted at least one person: Mr. Trump. Some political observers even speculated that Mr. Paxton was angling for a pre-emptive presidential pardon for whatever federal charges he might be facing.A pardon didn’t materialize, but the question of the attorney general’s political future remains. He is up for re-election next year, and his personal legal controversies could prove problematic. His fund-raising late last year was looking pitiful until his election suit. “In the days after mounting the unsuccessful legal bid, Paxton raked in nearly $150,000 — roughly half of his entire campaign haul in the last six months of 2020,” reported The Dallas Morning News.The more Mr. Paxton plays up his role as a dauntless MAGA fighter, the better his chance of persuading pro-Trump Texans to stick with him. He may stand accused of multiple crimes, but at least he’s not going to let the courts or the Biden administration or any deep state sympathizers boss him around.     Texas Voting Bill Nears Passage as Republicans Advance It

    The bill, which includes some of the strictest voting measures in the country, would head to the desk of Gov. Greg Abbott if it passes. He is expected to sign it into law.The Republican-controlled Texas House of Representatives is poised to take up a bill on Sunday that would impose a raft of new voting restrictions in the state, moving a step closer to the expected full passage of what would be among the most far-reaching laws in Republicans’ nationwide drive to overhaul elections systems and limit voting.The bill, which passed the State Senate early Sunday, would tighten what are already some of the country’s strictest voting laws, and it would specifically target balloting methods that were employed for the first time last year by Harris County, home to Houston. In addition to banning drive-through voting and 24-hour voting, which were used by nearly 140,000 voters in Harris County during the 2020 election, the bill would prohibit election officials from sending absentee ballots to all voters, regardless of whether they had requested them; ban using tents, garages, mobile units or any temporary structure as a polling location; further limit who could vote absentee; and add new identification requirements for voting by mail. Partisan poll watchers would also have more access and autonomy under the bill’s provisions, and election officials could be more harshly punished if they make mistakes or otherwise run afoul of election codes and laws. The bill, which was hashed out in a closed-door panel of lawmakers over the past week as the spring legislative session neared its conclusion on Monday, was rushed to the State Senate floor late Saturday in a legislative power play orchestrated by Republican lawmakers and Lt. Gov. Dan Patrick. Suspending rules that require a bill to be public for 24 hours before a final vote, they set off hours of debate before the Senate passed the bill just after 6 a.m. on Sunday by an 18-to-13 vote. Democrats denounced the dark-of-night legislative maneuver on a measure that Senator Borris L. Miles, a Democrat from Houston, said people in his largely Black and Latino district called “Jim Crow 2.0.”“They do ask me, every time I’m in the neighborhood, is this 2021 or is this 1961?” Mr. Miles said on the Senate floor. “And why are we allowing people to roll back the hands of time?”The House, which did not move to suspend the 24-hour rule, is set to convene at 1 p.m. local time, and will debate the bill before voting on it. No further changes to the legislation can be made. Gov. Greg Abbott, a Republican, is widely expected to sign the bill. Texas is one of several Republican-led states — including Iowa, Georgia and Florida — that have moved since the 2020 presidential contest to pass new laws governing elections and restricting voting. The impetus is both Republicans’ desire to appease their base, much of which continues to believe former President Donald J. Trump’s lies about a stolen election, and the party’s worries about a changing electorate that could threaten the G.O.P.’s longtime grip on power in places like Texas, the second-biggest state in the country.In a statement on Saturday, President Biden called the proposed law, along with similar measures in Georgia and Florida, “an assault on democracy” that disproportionately targeted “Black and Brown Americans.” He called on lawmakers to address the issue by passing Democratic voting bills that are pending in Congress. “It’s wrong and un-American,” Mr. Biden said. “In the 21st century, we should be making it easier, not harder, for every eligible voter to vote.”Republican state lawmakers have often cited voters’ worries about election fraud — fears stoked by Mr. Trump, other Republicans and the conservative media — to justify new voting restrictions, despite the fact that there has been no evidence of widespread fraud in recent American elections.And in their election push, Republicans have powered past the objections of Democrats, voting rights groups and major corporations. Companies like American Airlines, Dell Technologies and Microsoft spoke out against the Texas legislation soon after the bill was introduced, but the pressure has been largely ineffective so far.The final 67-page bill, known as S.B. 7, proved to be an amalgamation of two omnibus voting bills that had worked their way through the state’s Legislature. It included many of the provisions originally introduced by Republicans, but lawmakers dropped some of the most stringent ones, like a regulation on the allocation of voting machines that would have led to the closure of polling places in communities of color and a measure that would have permitted partisan poll watchers to record the voting process on video. Still, the bill includes a provision that could make overturning an election easier. Texas election law had stated that reversing the results of an election because of fraud accusations required proving that illicit votes had actually resulted in a wrongful victory. If the bill passes, the number of fraudulent votes required to do so would simply need to be equal to the winning vote differential; it would not matter for whom the fraudulent votes had been cast. Democrats and voting rights groups were quick to condemn the bill.“S.B. 7 is a ruthless piece of legislation,” said Sarah Labowitz, the policy and advocacy director at the American Civil Liberties Union of Texas. “It targets voters of color and voters with disabilities, in a state that’s already the most difficult place to vote in the country.”But Republicans celebrated the proposed law and bristled at the criticism from Mr. Biden and others. “As the White House and national Democrats work together to minimize election integrity, the Texas Legislature continues to fight for accessible and secure elections,” State Senator Bryan Hughes, one of the bill’s sponsors, said in a statement. “In Texas, we do not bend to headlines, corporate virtue signaling, or suppression of election integrity, even if it comes from the president of the United States.”The bill took its final form after a contentious, monthslong debate; back-room negotiations; procedural errors by legislators; and extended, passionate debate by Democrats, who have tried to stall the bill’s passage through political and legislative maneuvers.Gov. One recent study by Northern Illinois University ranked Texas last in an index measuring the difficulty of voting. The report cited a host of factors, including Texas’ in-person voter registration deadline 30 days before Election Day, a drastic reduction of polling stations in some parts of the state, strict voter identification laws, a limited and onerous absentee voting process, and a lack of early voting options.In the preamble to the new bill, the authors appear to pre-emptively defend the legislation from criticism, stating that “reforms to the election laws of this state made by this Act are not intended to impair the right of free suffrage guaranteed to the people of Texas by the United States and Texas Constitutions, but are enacted solely to prevent fraud in the electoral process and ensure that all legally cast ballots are counted.”In March, Keith Ingram, the director of elections in the Texas secretary of state’s office, testified that last year’s election in the state had been “smooth and secure.” He added, “Texans can be justifiably proud of the hard work and creativity shown by local county elections officials.”A day before the Texas bill emerged, a new report pointed to the vast sweep of Republicans’ nationwide effort to restrict voting.As of May 14, lawmakers had passed 22 new laws in 14 states to make the process of voting more difficult, according to the report by the Brennan Center for Justice, a research won Texas easily — Mr. Trump carried the state by more than 630,000 votes and the party maintained control of both chambers of the Legislature — turnout soared in cities and densely populated suburbs, which are growing increasingly Democratic. In Harris County, one of the biggest counties in the country, turnout jumped by nearly 10 percent.Republicans’ initial version of the bill put those densely populated counties squarely in the cross hairs, seeking to ban measures put in place during the 2020 election that helped turnout hit record numbers. The initial bill banned drive-through voting, a new method used by 127,000 voters in Harris County, as well as 24-hour voting, which was held for a single day in the county and was used by roughly 10,000 voters.While those provisions were left out of an earlier version of the bill as it made its way through the Legislature, they were reinstated in the final version of the bill, though the bill does allow for early voting to begin as early as 6 a.m. and continue until as late as 9 p.m. on weekdays. It also maintains at least two weekend days of early voting. More than any other state, Texas has also gone to great lengths to grant more autonomy and authority to partisan poll watchers. The observers have been a cornerstone of American voting for years, viewed as a watchdog for election officials, but their role has grown increasingly contentious, especially in Texas. Republican poll watchers have been egged on in particular by Mr. Trump, who implored them to go to major cities across the country and hunt for nonexistent voter fraud.Across Texas during the 2020 election, there was an increase in anecdotal complaints of aggressive poll watchers, often on the Republican side, harassing both voters of color and election officials.The new bill would make it a crime to refuse to admit the observers to voting sites or to block their ability to fully watch the process. It says poll watchers must be able to “sit or stand [conveniently] near enough to see and hear the election officers.”It would also make it easier for partisan poll watchers to successfully pursue legal action if they argue that they were wrongfully refused or obstructed.In addition, the bill would limit who can vote absentee by mail in Texas, which does not have universal, no-excuse absentee voting. The bill states that those with a disability may vote absentee, but a voter with “an illness, injury or disability that does not prevent the voter from appearing at the polling place on election day” may not do so.Amid the new restrictions are multiple provisions that provide greater transparency into election administration. Counties must now provide video surveillance of ballot-counting facilities, and they must eventually make those videos available to the public. Discussions with voting equipment vendors must also be available to the public.During the debate before Sunday’s vote in the State Senate, Senator Royce West, a Democrat from Dallas, raised concerns that a provision barring voting before 1 p.m. on Sundays would limit “souls to the polls” organizing efforts that are popular with Black churches. Mr. Hughes said that clause was intended to allow poll workers to go to church.Mr. West noted that a separate bill passed by the Legislature will allow the sale of beer and wine starting at 10 a.m., two hours earlier than current law permits.“We’re going to be able to buy beer at 10 o’clock in the morning, but we can’t vote until one o’clock,” Mr. West said.Austin Ramzy and Anna Schaverien contributed reporting.     Could Matthew McConaughey Be All Right, All Right, All Right for Texas?

    HOUSTON — When I first heard the rumors that Matthew McConaughey was considering a run for governor of Texas, my reaction was fury. Did he not recall Kinky Friedman, the musician-comedian-novelist-gadfly whose candidacy in 2006 helped blow up the Democratic vote and gave us Rick Perry as governor for 14 years?Did he not understand that being governor of the second largest state involves a lot more than cogitating, as Mr. McConaughey does in a commercial sitting at the wheel of a Lincoln MKC, how to get around Old Cyrus the bull, who blocks his path on a desolate West Texas highway? You can’t always back up, turn around and “take the long way,” mister.Just what, I wondered, has Mr. McConaughey been smoking?Celebrities turned politicians have a very mixed record. See: Davy Crockett, Arnold Schwarzenegger, Jesse Ventura, Ronald Reagan and, of course, the 45th president. But in a state as dazed and confused as Texas, we don’t need David Wooderson sitting in the statehouse telling us everything is going to be all right, all right, all right.Or do we? Our previous and current governors, Mr. Perry and his successor, Greg Abbott, have done nothing while claiming just that. Maybe Mr. McConaughey could do better.It isn’t news to anyone that many Texans abhor government interference. Mr. Perry seems to think that extends to keeping warm when temperatures drop to record lows. After a cataclysmic storm knocked out the state’s power grid in February, he said, “Texans would be without electricity for longer than three days to keep the federal government out of their business” — a sentiment probably not shared by the friends and families of the 111 people (or more) who died of hypothermia and other storm-related causes.The current legislative session — with Republicans in full control — has been grim. You can’t say they mind government interference when things like women’s reproductive systems or voting rights are involved.What some Republicans call “election integrity” (and others call voter suppression) has been high on the agenda. Despite protests from once powerful conservatives in the business community, the Legislature is looking at proposals that would put new restrictions on early voting, empower partisan poll watchers and the like. And there are moves to make abortion even more difficult for women to obtain in a state that has already imposed severe limits on the procedure and to restrict the rights of Texas’ transgender children and their parents to make their own medical decisions.It was amid this bleak news that I started reconsidering my attitude toward a possible Governor Bongo (For the uninformed: Mr. McConaughey was once arrested at his home in Austin, stoned and naked, for an exuberant session of bongo drumming in the wee hours).Yes, thinking that things couldn’t possibly get worse is never a great way to choose a candidate. But I don’t seem to be alone in thinking that a man who has played a lawyer in the movies might be better for Texas than the lawyers who play at being leaders in the Capitol. An April poll from The Dallas Morning News and the University of Texas at Tyler, revealed that Mr. McConaughey would trounce Mr. Abbott, 45 percent to 33 percent, with 22 percent opting for “someone else” — let’s hope Willie Nelson keeps his hat out of the ring.Since last November, Mr. McConaughey has been hinting about a run. I didn’t consider his memoir, “Greenlights,” a campaign biography, but it could certainly serve that purpose. Some of his pals who interviewed him on the virtual book tour could even serve in his administration: Brené Brown, a self-help dynamo and research professor at the University of Houston, could bring shame awareness education to just about any regulatory board. The voluble Woody Harrelson could replace any Abbott toady remaining on the Public Utility Commission.Mr. Abbott has categorically refused to tap the bloated Rainy Day Fund to help Texans who suffered in the storm, while Mr. McConaughey’s “We’re Texas” virtual concert raised over $7 million in a matter of hours for freeze relief. (A headline in Texas Monthly declared that “Matthew McConaughey and Beyoncé Did More for Texas Than Ted Cruz.”) He can also be a lot more inspirational than his predecessors on his YouTube channel and Instagram; when he wears his glasses and slicks back those sable waves, he looks at least as gubernatorial as Mr. Perry.Mr. McConaughey’s politics are a bit of a mystery, though we can assume that marijuana legalization might get a boost if he were in charge. He’s been fairly vocal about gun control without going nuclear like Beto O’Rourke. But a recent review of Mr. McConaughey’s voting record by The Texas Tribune revealed he’s been a no-show for primary races since 2012.Of the tactics on both sides of the politician spectrum he has said that “it curdles my stomach, man — I have not appreciated it.” Would Mr. McConaughey run as a Democrat or a Republican? That’s as much a mystery as the meaning of his soliloquy at the end of “True Detective.”Texas may not be ready for a philosopher king as a candidate, much less governor, but it sure would be fun to watch Mr. McConaughey debate Mr. Abbott and ambush him with a sensible line like this one from “Greenlights”: “I’ve found that a good plan is to first recognize the problem, then stabilize the situation, organize the response, then respond.”Or this one, delivered with Mr. McConaughey’s interstellar spelling: “Knowin the truth, seein the truth and tellin the truth are all different experiences.”May the best man win, man.The Times is committed to publishing a diversity of letters to the editor.
