    Stacey Abrams Says She’s Running for Georgia Governor

    Ms. Abrams, a Democratic voting rights activist, will aim to unseat Gov. Brian Kemp in a rematch of their contentious 2018 race for governor.Stacey Abrams, the Georgia Democrat whose narrow loss in the governor’s race in 2018 catapulted her to national prominence as a voting rights advocate, said Wednesday that she would run again for governor in 2022, setting up a high-profile potential rematch with Gov. Without a viable challenger to Mr. Kemp, the former president has backed the Senate run of Herschel Walker, a former University of Georgia football star.Representative Marjorie Taylor Greene, a Georgia Republican who has caused several controversies in Congress, has also disrupted the state’s political class in the name of Mr. Trump’s grievances.After Ms. Abrams’s announcement, Republicans immediately sought to cast her as an out-of-touch national figure and the face of the Democratic Party.Mr. Kemp wrote on Twitter that if Ms. Abrams had been governor during the pandemic, “Georgia would have shut down, students would have been barred from their classrooms, and woke politics would be the law of the land and the lesson plan in our schools.”He added that “next November’s election for Governor is a battle for the soul of our state,” reversing a theme Mr. Biden used in his 2020 campaign.Dueling statements issued on Wednesday by governors’ groups from both parties made clear that Democrats and Republicans now had their marquee matchup for 2022. Less than an hour after Ms. Abrams announced her bid, the Democratic Governors Association said that “it’s clear Brian Kemp’s days as governor are numbered.” People for the American Way, a progressive advocacy group, endorsed her within 90 minutes.On the Republican side, party leaders sought to present a united front, irrespective of Mr. Trump and his personal vendettas. In January, the state’s Republicans had been split among loyalties to Mr. Kemp, Mr. Raffensperger, the state’s two Senate incumbents and Mr. Trump.In recent months, according to Republicans in Georgia, Mr. Kemp and his allies have staved off a credible primary challenger — and sought to win back Mr. Trump’s base — by positioning Mr. Kemp as the only person capable of beating Ms. Abrams.“Stacey Abrams is once again using Georgia to boost her own star while she plots a path toward her real career goal: President of the United States,” Maddie Anderson, a spokeswoman for the Republican Governors Association, said in a statement. “Stacey Abrams spent her time touring the country in search of fame and fortune.”Over the last decade, Ms. Abrams has risen quickly from toiling voting rights activist and Democratic state legislator in the Republican bastion of Georgia to a household political name nationally.At the end of 2013, she founded the New Georgia Project, a nonprofit voting rights group, which claimed to have registered more than 200,000 voters in the run-up to her candidacy for governor in 2018. Before the 2020 election, Ms. Abrams leveraged both the New Georgia Project and her second organization, Fair Fight Action, to expand registration efforts.By last year’s election, the groups said they had registered roughly 800,000 voters in Georgia, and Democrats credited them with helping lay the groundwork for flipping the state blue at the presidential level. Two Democratic victories in Georgia’s Senate runoff in January only enhanced Ms. Abrams’s status among Democratic voters, complete with a new mantra: “Trust Black women.”In an interview with The New York Times after the election, Ms. Abrams said the iconography had made her uncomfortable, as did the phrase.“I appreciate the necessity of that battle cry,” she said. “And in my approach, in Georgia in particular, Black women have been instrumental. But I chafe at this idea that we then objectify one group as both savior and as responsible party” if Democrats lose elections.Voting rights will again become a dominant electoral issue in a state that has a long history of discrimination at the polls, and that has sought to restrict voting access in recent years. From 2012 to 2018, for example, Georgia shuttered more than 214 voting precincts around the state, according to an investigation by The Atlanta Journal-Constitution. Of the 53 counties that have closed voting locations, more than half have significant African American populations, making up at least 25 percent of residents.Ms. Abrams sued the state of Georgia after her loss to Mr. Kemp in 2018. The lawsuit is ongoing, and a trial date has been set for next year.In addition to her political advocacy, Ms. Abrams has also published two books since 2018, the latest in a line of published works that has included both nonfiction and romance novels — often under the pen name of Selena Montgomery.Ms. Abrams published “Our Time Is Now,” a nonfiction book about voter suppression and political strategy, in 2020.     McAuliffe Showed How You Lose Gracefully in Virginia

    Glenn Youngkin’s victory over Terry McAuliffe in the Virginia governor’s race surprised many people in a state that has been trending blue for years. Republican candidates also won the other top races in the state, for lieutenant governor and attorney general.All three races were high-profile, closely fought affairs. Yet there were no claims of fraud by the losers, no conspiracy theories about Venezuelan despots rigging voting machines, no spurious lawsuits demanding recounts. As of Wednesday afternoon, at least, the State Capitol in Richmond stands untouched.How refreshing to see adults accepting defeat with grace.And the stakes were plenty high. Democrats across the country had grown increasingly anxious over the polls coming out of Virginia, and for good reason. It’s considered a bellwether for the midterm elections, and Tuesday’s vote served as the first major referendum on the Biden era.The McAuliffe campaign’s reaction to his crushing loss? Gird yourselves. “Congratulations to Governor-elect Glenn Youngkin on his victory,” Mr. McAuliffe said in a statement Wednesday morning. “I hope Virginians will join me in wishing the best to him and his family.”Come again? Republican turnout was way up in key precincts; surely Mr. McAuliffe was teeing up to make some wild accusation about partisan operatives stuffing ballot boxes. “While last night we came up short, I am proud that we spent this campaign fighting for the values we so deeply believe in,” the statement said.It’s almost like listening to a foreign language, isn’t it? Over the past year, Americans have been subjected to an endless temper tantrum by one of the country’s two major political parties — a party now led by people who have apparently lost the capacity to admit defeat. One year to the day since the polls closed in 2020, Donald Trump still hasn’t formally conceded that election. He couldn’t even muster the dignity and decorum to hand over the presidency to Joe Biden in person, skipping town on Inauguration Day like a crook on the lam.This can’t-accept-defeat mentality began in earnest before the 2016 election, which Mr. Trump said was rigged even after he won, and it has set the tone for all that has come since. It emboldened the absurd and dangerous campaign of lies about election fraud in 2020, which notably focused on the big cities where larger numbers of Black voters live. It led directly to the deadly Jan. 6 riot that Mr. Trump incited at the U.S. Capitol. And it continues to infect the party 10 months later, as top Republicans still refuse to acknowledge Mr. Biden as the legitimately elected president and Republican-led states pass laws to make it easier for their legislatures to overturn the will of the voters if they don’t like the result.Speaking of election fraud, Republicans have been strangely quiet on the topic this time around. Interesting how that works: When a Democrat wins, it’s ipso facto proof of fraud. When a Republican wins — presto! — the election is on the level. This is how so many top Republicans managed to keep a straight face in 2020 as they argued that votes for Mr. Biden were fraudulent even while votes for winning Republican candidates farther down the same ballot were magically untainted.Hey, Republicans! This does not have to be so hard. All you have to do is value American democracy more than you value your own party’s hold on power. I guarantee that Democrats want to win just as badly as you do, and yet they take their lumps like grown-ups.Here are some examples to learn from: In 2016, Hillary Clinton conceded less than a day after polls closed, even though she was running neck and neck with Mr. Trump in key swing states and was sitting on a popular-vote lead that would eventually swell to nearly three million votes. President Obama called Mr. Trump in the middle of the night to congratulate him; this is the most basic stuff of peaceful democratic transitions, and yet Mr. Trump could never bring himself to do it.Or recall what Vice President Al Gore did on Dec. 13, 2000, conceding one of the closest elections in more than a century after the Supreme Court ruled 5 to 4 to stop the vote counting in Florida. “I accept the finality of this outcome, which will be ratified next Monday in the Electoral College. And tonight, for the sake of our unity as a people and the strength of our democracy, I offer my concession,” Mr. Gore said in a nationally televised address that should stand as one of the most important moments in American history.Alas, Republicans these days seem more intent on deflecting criticism than on hearing it. Cue the references to Stacey Abrams, who refused to concede the 2018 Georgia governor’s race after losing to her Republican opponent, Brian Kemp. Agreed, that wasn’t good. It also wasn’t good that Mr. Kemp, as the secretary of state at the time, was in charge of running the election in which he was a candidate. After her defeat, she and others accused him of suppressing turnout by purging Georgia’s rolls of more than 1.4 million inactive voters. It’s worth noting that Ms. Abrams was not the incumbent and that no major Democratic figures publicly supported her refusal to concede.Losing is hard. It happens to everybody. But a concession is not just a symbolic gesture. It is the sine qua non of representative democracy — a literal enactment of the loser’s acceptance of the legitimacy of his or her opponent. When a single candidate refuses to concede, it’s corrosive. When a sitting president and much of his party refuse to, it can turn deadly, as the world saw on Jan. 6.I’m no fan of Mr. Youngkin, but he won fair and square, just as Mr. Biden did a year ago. Maybe Mr. Youngkin’s victory will remind his party that it can still prevail in closely fought elections and accept the ones they lose.     8 Black Women Who Are Mayors in Some of the U.S.'s Biggest Cities

    When Kim Janey failed in September to qualify for the mayoral runoff election in Boston, effectively ending her time as the city’s top leader, her political rivals rejoiced and her supporters were dismayed. But her loss affected one group in particular: the collective of seven other Black women who are mayors of large cities. It’s currently a record number.Black women mayors lead eight of the 100 cities with the largest populations in the United States, according to data from the Center for American Women and Politics (CAWP) at Rutgers University. Their disparate communities stretch across both coasts, the Midwest and the South, from Boston, San Francisco and Chicago to New Orleans, St. Louis and Washington, D.C. Some of their cities have large Black populations but others do not. And the women have forged a quiet fellowship because of their relative scarcity and similar experiences of managing the myriad facets of a big city as mayors in a shifting political landscape.That these eight Black women have achieved this milestone is both remarkable and a long time in the making, say analysts of Black politics. The number of female mayors of any race in major U.S. cities has more than tripled in the last decade, from just nine in 2011 to 31 today, according to CAWP, which began tracking this data in 1997. But within that number, the rise of Black women has been particularly dramatic.“This is the age of Black women in politics,” said David Bositis, a scholar of Black politics and a voting rights expert witness in federal and state courts. “This has been culminating for a long time.”According to CAWP, the first Black female mayors of the 100 largest American cities — Lottie Shackelford of Little Rock, Ark., and Carrie Saxon Perry of Hartford, Conn. — were elected in 1987. Ms. Shackelford was in disbelief on her inauguration day, she recalled in a recent interview: “Is this really true? For decades, there were no more than two or three Black female mayors serving at the same time. That number only began to shift six years ago, rising to four in 2015, seven in 2018 and eight this year. And even as more Black women have won mayoral races across the country, the numbers of Latina and Asian American female mayors of major cities have continued to hover around one to three at a time.In interviews with the current Black female mayors — Ms. Janey in Boston; Keisha Lance Bottoms in Atlanta; Muriel Bowser in Washington; London Breed in San Francisco; LaToya Cantrell in New Orleans; Tishaura Jones in St. Louis; Lori Lightfoot in Chicago; and Vi Lyles in Charlotte, N.C. — all eight women said they were heartened by their collective achievement, but had no illusions about the barriers still standing in the way of Black women in U.S. politics.“It doesn’t mean that racism magically disappears. It doesn’t mean that sexism magically disappears,” said Ms. Janey of Boston.Ms. Bowser in D.C. was the first of the eight to be sworn in, in 2015. Ms. Janey took her oath in March of this year and Ms. Jones assumed office in April. Six of the eight — Ms. Breed, Ms. Lyles, Ms. Jones, Ms. Lightfoot, Ms. Cantrell and Ms. Janey — are the first Black women to serve as mayors of their cities.LaToya Cantrell, the mayor of New Orleans.Imani Khayyam for The New York TimesThis breakthrough moment may be a fleeting one. In Atlanta, a city where nearly half of the population is Black, Ms. Bottoms announced earlier this year that she would not be running for a second term. Two Black candidates — Kasim Reed, a man and the city’s former mayor, and Felicia Moore, a woman and the current city council president — are leading the race to replace her in the Nov. 2 election, according to a recent Atlanta Journal-Constitution poll. In Boston, Ms. Janey, who was appointed acting mayor earlier this year, came in fourth in the preliminary election this fall, failing to secure a spot in the runoff; the frontrunner to replace her, Michelle Wu, is an Asian American woman and a current city councilor. Even without Ms. Janey, though, the number of Black women mayors may not diminish. India Walton, a Democrat, is currently running for mayor of Buffalo; if elected, she would be the first woman — and first Black woman — to lead New York’s second-largest city.Political experts attribute the rise in Black female mayors, and Black women in other elected positions, to a number of factors, including a changing electorate, grass roots activism and increased support from so-called gatekeepers, including political parties, major unions and other organizations that can help boost a candidate through fund-raising and endorsements.This trend has accelerated in the last five years, Debbie Walsh, the director of CAWP, said: “There has been increased activism in recruiting and supporting women of color who are running for office, certainly on the Democratic side. More and more of these gatekeepers are engaging and seeking out Black women candidates.”One political scientist also points to young Black women’s early exposure to civic engagement through sororities and other clubs, describing their political rise as “Black girl magic.”“One of the things that I’m finding in my research is that the overwhelming majority of Black female mayors belong to a sorority — and they learned about activism in college because these sororities emphasize community service,” said Sharon Wright Austin, a professor of political science at the University of Florida and editor of the forthcoming book “Political Black Girl Magic: The Elections and Governance of Black Female Mayors.”Keisha Lance Bottoms, the Atlanta mayor.Anissa Baty for The New York TimesVi Lyles, the mayor of Charlotte, N.C.Liam Woods for The New York TimesEven as more cities have elected Black women as mayors, other executive government positions — for which mayorships of major cities have traditionally been steppingstones — have remained out of reach. No Black woman has ever been elected governor or president. Only two Black women have ever been elected to the Senate and, with the election of Kamala Harris as the nation’s first Black, female and Asian American vice president, there are currently no Black female Senators in office.Dr. Austin sees the increasing number of Black female candidates for these positions as encouraging nonetheless. “Before, it used to be that Black women didn’t run. They were the organizers and the campaign volunteers, but the men were the ones who were running for office,” she said. “But now you’re seeing Black women not only organizing campaigns and working in communities but having the confidence that they can run for office themselves.”Dr. Austin cited Stacey Abrams, who narrowly lost the 2018 governor’s race in Georgia, as emblematic of the kinds of Black female candidates who are shifting the balance. Ms. Abrams rose to prominence after her loss thanks to her efforts to highlight voter suppression and mobilize Black voters in Georgia, and she has been credited with helping to flip the state for Democrats in the 2020 presidential election and 2021 Senate runoffs.“You could argue that these candidates were unsuccessful because they didn’t win the election but you can’t really say that their campaigns are failures,” Dr. Austin said. “Because each time a woman runs, it’s sending a signal to other women that they can run, too.”Some experts say that perhaps no other politician has a more direct and profound impact on people’s lives than a mayor, particularly in cities that operate under the strong-mayor model of governance used in most major American cities (including all but one of the cities — St. Louis — currently run by a Black woman). In this kind of system, mayors can hire and fire police chiefs, manage the city’s budget, enforce municipal policy, negotiate city contracts and in some cases even oversee cultural institutions and public transportation.London Breed, the mayor of San Francisco.Bethany Mollenkof for The New York Times“Mayors are arguably the most important politicians in any American citizen’s life,” said Ravi Perry, a professor of political science at Howard University. “Everything that we actively deal with as citizens mostly is litigated and legislated at the local level.”Once in office, however, Black female mayors recounted how they’ve often found themselves continuing to battle the same stereotypes that made it so difficult for them to secure their positions in the first place. Many of the current mayors talked about experiencing everyday bias, from coded language and leading questions about their qualifications to more outright discrimination.Ms. Bottoms of Atlanta said she is often asked who is advising her — implying, she feels, that she is incapable of making decisions on her own. “It was not enough that I stood on my own two feet,” she said. “It had to be someone else or something else that was responsible for me.”Women in these executive leadership positions, and particularly women of color, are often held to impossibly high standards, experts say, making it harder for them to accomplish their policy goals or win re-election. “It’s a scenario we call a glass cliff,” said Ms. Walsh, the CAWP director. “Expectations are set too high. And then, when they don’t meet them, it’s a steeper fall for those women.”Part of the challenge for many of these leaders may also be the increasingly diverse electorates that have sent them to office, Andrea Benjamin, a professor of African and African American studies at the University of Oklahoma, explained. “Historically we know that Black mayors were first elected in majority Black cities. In moments of strength, happiness and adversity, they lean on each other.“There’s definitely a sisterhood there,” said Ms. Jones of St. Louis, adding that seeing strong Black women leading major cities bolstered her resolve in her own campaign.The mayors have text threads. They do group video chats and share jokes. They watch each other on T.V. and read each others’ statements, seeking lessons in leadership applicable to their own cities. Ms. Lyles even sent Ms. Bowser a baby gift.The support system provides a private space for shared insights, both professional and personal. “I think that all of us recognize that we’re walking in the same shoes,” Ms. Lyles said.In essence, the women lift each other up. For Ms. Bottoms, this sometimes means sending a text just to say: “Hey girl, I’m thinking about you. Keep your head up.”Many of the mayors also said they felt a sense of responsibility that extended beyond the realm of local governance.They know that millions of Black women and girls are watching them, seeking inspiration.     A Bill Destined to Fail May Now Spawn More Plausible Options

    The For the People Act had little chance of testing the limits of what if anything is still possible in Washington. Oddly, it was so far from passage that it may provide some hope, because so many avenues remain to be pursued.The demise of the For the People Act — the far-reaching voting rights bill that Republicans blocked in the Senate on Tuesday — will come as a crushing blow to progressives and reformers, who have portrayed the law as an essential tool for saving democracy.But it was a flawed bill that had little chance of testing the limits of what if anything is still possible in Washington. Voting rights activists and Democratic lawmakers may even find that the collapse of this law opens up more plausible, if still highly unlikely, paths to reform.The law, known as H.R. 1 or S. 1, was full of hot-button measures — from public financing of elections to national mail voting — that were only tangentially related to safeguarding democracy, and all but ensured its failure in the Senate. Its supporters insisted the law should set the floor for voting rights; in truth, it set the floor at the ceiling, by guaranteeing a level of voting access that would be difficult to surpass.At the same time, reformers did not add provisions to tackle the most insidious and serious threat to democracy: election subversion, where partisan election officials might use their powers to overturn electoral outcomes.Instead, it focused on the serious but less urgent issues that animated reformers at the time the bill was first proposed in 2019: allegations of corruption in the Trump administration, the rise of so-called dark money in the aftermath of the Supreme Court’s decision in Citizens United, or the spate of voter identification laws passed in the aftermath of President Barack Obama’s election victories.Even a cursory look at the effort by former President Donald J. Trump to subvert the 2020 election revealed a number of vulnerabilities in the electoral system, from the risk that a partisan election administrator might simply refuse to certify an unfavorable election result to the possibility that a vice president might choose not to count a certified electoral slate. None of those vulnerabilities were addressed.Those concerns have only escalated over the last several months as Republicans have advanced bills that not only imposed new limits on voting, but also afforded the G.O.P. greater control over election administration. The new powers include the ability to strip secretaries of state of some of their authority and remove members of local election boards. Originally, the bill was seen as a “political statement,” a progressive “wish list” or a “messaging bill,” not as the basis for a realistic legislative effort.It was not designed to appeal to the moderate Senate Democrats, who progressives nonetheless hoped would eliminate the filibuster even as they insisted on different proposals and a bipartisan approach.Yet oddly, the bill was so far from passage that reformers still have cause for some semblance of hope. Nearly every stone was left unturned.As a result, many other avenues for reform remain to be pursued. None seem likely to be enacted in today’s political climate. It does not address election subversion any more than H.R. 1 does. And it still seeks sweeping changes to voting, ethics, campaign finance and redistricting law. But it offers Republicans a national voter identification requirement, while relenting on many of the provisions that provoke the most intense Republican opposition.Mr. Manchin’s proposal nonetheless provoked intense Republican opposition. Senator Roy Blunt of Missouri derided it as a “Stacey Abrams” bill. Mitch McConnell, the minority leader from Kentucky, appeared to suggest that no federal election law would earn his support.More generally, it is hard to imagine how Republicans could be enticed to accept stringent limits on gerrymandering, given the lopsided partisan consequences of such a ban.But the strategy behind the Manchin proposal could nonetheless serve as a basis for serious legislative efforts: Democrats can offer Republicans provisions they actually want on voting, like new photo identification requirements, and see what that buys them.The willingness of Ms. Abrams, who leads the Georgia-based voting rights group Fair Fight, to support the Manchin compromise, despite its embrace of voter ID measures — an archetypal voter suppression provision — suggests that there John Lewis Voting Rights Act, which would again subject Southern states to obtain federal clearance before making changes to their voting system — a requirement that a 2013 Supreme Court decision gutted.Restoring the preclearance condition is of considerable symbolic significance, but it offers far less to reformers than the Manchin compromise. It does nothing to address the laws that Republicans have enacted this year. It would do little to protect against election subversion. It does not check Republican efforts outside the South. And it relies on the federal court system, which has a more limited view of the Voting Rights Act than reformers would like.But unlike H.R. 1, restoring federal preclearance does have the support of Mr. Manchin and Lisa Murkowski, a Republican from Alaska. Mr. Manchin also seemed willing to embrace a variety of largely unspecified changes that might make preclearance somewhat more amenable to the Republicans, including an objective test to determine whether jurisdictions should be subjected to or relieved from preclearance and limits on the power of the attorney general. It remains doubtful that any changes would attract significant Republican support, but it also remains untested.A final avenue is an even narrower bill, comprising only provisions that attract bipartisan support. It remains to be seen whether even a single idea falls into this category. But many of the hypothesized proposals for addressing election subversion might have some chance to find Republican support, like reforms to the rules for counting electoral votes, and funding for election administration.Other potential areas of agreement are a requirement for paper ballots; ballot chain-of-custody requirements; standards for certification of federal elections and establishing voter eligibility; and clarifying whether and when judges or local officials can defy a state legislature.None of these proposals necessarily advantage either political party. All would have a chance to avoid the central, politicized debate over voter suppression and voting rights.Realistically, even the most innocuous proposals would have a challenging path to passage. The window for bipartisan cooperation on these issues may have closed several months ago, as memories of the Jan. 6 attack on the Capitol by Trump supporters were supplanted by politically charged fights over voting rights and voter suppression. Republicans have few incentives to support a bill, even if watered down considerably.Yet all of these new avenues for reformers have something simple in common: They involve an earnest attempt to win 60 votes in the Senate, something that H.R. 1 did not. Many progressives scoff at the idea, but if moderate Democrats can be taken at their word, then reformers never had a choice but to at least try to find Republican support.Voting rights activists on Tuesday called for a new push to ensure voting rights, and Senator Chuck Schumer, the majority leader from New York, pledged to keep fighting, calling the Senate vote “the starting gun, not the finish line.”Perhaps reformers will surprise themselves and pull off a rare legislative win. More likely, their effort will fail and they can hope that their failure will demonstrate the impossibility of bipartisanship to Senate moderates, perhaps reopening the conversation about eliminating the filibuster.Wherever the effort might end, a more realistic legislative push begins with an earnest effort to write a bill that is more responsive to the current threats to the system and is designed to win enough votes to pass.     Stacey Abrams to Begin Campaign in Support of For the People Act

    Stacey Abrams, the former Georgia Democratic candidate for governor, and the voting organization she leads are beginning a monthlong advocacy campaign to rally young voters of color to support the For the People Act, an expansive federal elections bill.The effort, called Hot Call Summer, will be anchored in a texting campaign, in which the group aims to reach at least 10 million voters in battleground states that have either passed new laws with restrictions on voting or are advancing such bills. Ms. Abrams’s group, Fair Fight Action, will also host virtual events and fund a paid media campaign to support the push.“With voting rights under attack in 48 out of 50 state legislatures across the country, the moment has never been more urgent, and it will take all of us to ensure that Congress passes the voting rights protections our country and democracy desperately need,” Ms. Abrams said in an email to supporters that was obtained earlier by CBS News. She called on supporters in every state to “make sure that EVERY U.S. Senator is hearing from their constituents about the urgent need” to pass the legislation.The campaign kicks off just days after Senator Joe Manchin III, a moderate Democratic senator from West Virginia, announced that he would not support the federal voting legislation, making passage extremely unlikely in the evenly divided Senate.Republican-led states across the country are continuing to introduce and pass laws that would erect new barriers to voting. Republicans in Texas have vowed to pass a voting bill in a special session this summer, and voting bills are progressing through the Republican-controlled legislatures in New Hampshire and Michigan.Ms. Abrams has made voting rights one of her central platforms. In Georgia in 2018, she came within 55,000 votes of being elected the first Black governor in the United States, and within 18,000 votes of forcing a runoff with her Republican rival, Brian Kemp, in an election that drew almost four million ballots. When she ceded to Mr. Kemp, she maintained her allegations that he had used his position as Georgia’s secretary of state to engage in voter suppression.Ms. Abrams is seen as a likely Democratic candidate for governor in Georgia in 2022. She is scheduled to participate in three virtual town hall events, including one with Katie Hobbs, the Arizona secretary of state and candidate for governor, and Jason Frierson, the Nevada Assembly speaker. Both are Democrats.The Fair Fight campaign joins other national and state organizational efforts in trying to combat the new voting laws being passed by Republican-controlled legislatures.     How Brian Kemp Is Rebounding Against Trump’s Wrath

    After resisting Donald Trump’s demands to overturn Georgia’s election results, Gov. Brian Kemp was an outcast in his own party. Now he’s embraced the state’s new voting bill as a way to rebuild his standing.Three years ago, Brian Kemp was elected governor when Republicans embraced his nearly decade-long quest to restrict voting access in Georgia. Now he has tied his re-election hopes to making voting in the state even harder.After infuriating former President Donald J. Trump by resisting his demands to overturn the state’s election results, Mr. Kemp became an outcast in his own party. He spent weeks fending off a daily barrage of attacks from right-wing media, fellow Republican lawmakers and party officials, and Mr. Trump vowed to retaliate by sending a hard-right loyalist to oppose him in the primary next year.But the sweeping new voting bill Mr. Kemp signed two weeks ago has provided a lifeline to the embattled governor to rebuild his standing among the party’s base. The bill severely curtails the ability to vote in Georgia, particularly for people of color. Mr. Kemp has seized on it as a political opportunity, defending the law as one that expands voting access, condemning those who criticize it and conflating the criticism with so-called cancel culture.It’s an argument he believes may restore him to the good graces of Georgia Republicans after being publicly derided by Mr. Trump, a predicament that has proved fatal to the career aspirations of other ambitious conservatives.Since signing the bill into law on March 25, Mr. Kemp has done roughly 50 interviews, 14 with Fox News, promoting the new restrictions with messaging that aligns with Mr. Trump’s baseless claims that the election was rigged against him.“He knows that this is a real opportunity and he can’t blow it, because I don’t think he gets another layup like this again anytime soon,” said Randy Evans, a Georgia lawyer whom Mr. Trump made ambassador to Luxembourg, and is also a close ally of Mr. Kemp.A political ascent would represent an unlikely turnaround for Mr. Kemp, making him the most prominent Republican to find a way to overcome Mr. Trump’s campaign of retribution, and perhaps providing an early test of the former president’s ability to impose his will on the party’s electoral future. Mr. Kemp’s argument is designed to pump adrenaline into the conservative vein, by focusing on two of the most animating topics of the political right: election mechanics and an ominous portrayal of the Democratic left.“They folded like a wet dishrag to the cancel culture,” he said, responding to businesses that publicly objected to the legislation, in an interview on Fox Business on Tuesday. “It is woke in real life, and Americans and Georgians should be scared. I mean, what event are they going to come after next? What value that you have — the way that you live your life — are they coming after next? Are they going to come after your small business?”Mr. Kemp declined an interview request.Whether Mr. Kemp will be able to make amends with Mr. Trump remains unclear. Late Tuesday, the former president signaled how difficult it would be to win him over, releasing a statement slamming Mr. Kemp and Georgia Republicans for not going far enough to restrict voting access in the new law.“Kemp also caved to the radical left-wing woke mob who threatened to call him racist if he got rid of weekend voting,” Mr. Trump said. “Well, he kept it, and they still call him racist!”Mr. Kemp was the subject of right-wing attacks after resisting demands to overturn Georgia’s election results.John Bazemore/Associated PressIf Mr. Trump’s animosity lingers, he has the potential to complicate Mr. Kemp’s re-election effort by endorsing a rival and attacking the governor. Some political allies of Mr. Kemp are trying to broker a truce. Mr. Evans, for instance, is in South Florida this week aiming to engage in a delicate round of diplomacy that would get Mr. Trump on board with Mr. Kemp. He said he’s talking to Mr. Kemp daily but isn’t particularly optimistic.“There are some times,” Mr. Evans said, “when the hate is so deep and so ingrained that there’s nothing, and that’s when you just have to go to divorce. There’s no gift, no diamond, no car, no flowers, no nothing that will ever repair it.”Mr. Trump’s harsh stance notwithstanding, there are many conservatives in the state who remain fixated on the losses by Mr. Trump and the state’s two Republican senators, and are happy to see Mr. Kemp finally joining their fight, no matter how opportunistic it might seem.“I’ve not seen our party in Georgia as united in five and half years,” said Chip Lake, a longtime Republican strategist in the state. “This has allowed people who are angry at Brian Kemp for not doing enough for Donald Trump to get back on board with Brian Kemp.”Not every Republican has signed on. Debbie Dooley, a conservative activist in Georgia, said that the Republican base remembered Mr. Kemp’s denying Mr. Trump’s request to call for a special session to address the presidential election results, and that it remained eager to punish him for what it views as failing to fully investigate claims of fraud.“He is hoping Trump voters forget he was a coward,” she said. “He undermined us at every turn during investigation of election fraud, and now because he is talking tough in regard to M.L.B., Delta and Coke, he thinks we will forgive him. We won’t.”The most recent polling, conducted before Mr. Kemp signed the voting bill, showed that 15 percent to 30 percent of Georgia Republicans disapproved of his time as governor, largely because of his performance during the 2020 election.The new law Mr. Kemp is championing makes it harder to acquire an absentee ballot, creates new restrictions and complications for voting and hands sweeping new power over the electoral process to Republican legislators. It has drawn harsh criticism from local companies like Coca-Cola and Delta, and prompted Major League Baseball to move its All-Star Game out of suburban Atlanta as a form of protest.Mr. Kemp has used the rebukes to fire up the Republican base. He made little effort to calm tensions with some of his state’s most prominent corporate leaders, and said that baseball executives had “caved to fear, political opportunism, and liberal lies” in deciding to relocate the All-Star Game. Through it all, he has positioned himself as a fierce defender of Georgia’s sovereignty, saying, “Georgians will not be bullied.’’Mr. Kemp’s embrace of the voting law appears to have helped his standing among Georgia Republicans. Former Representative Doug Collins, Mr. Trump’s preferred intraparty rival for the governorship, is now leaning toward a 2022 Senate bid instead, according to strategists and activists in the state. The two remaining Republicans weighing a bid are not as well known and would face a tougher time mounting a serious challenge to Mr. Kemp, who has already banked more than $6.3 million for his re-election campaign. He’s now fund-raising off the voting bill, wrapping his re-election website in a plea for funds to help “defend election integrity.”“Activists in my own county who were dead set to finding someone to primary him are saying maybe he does deserve another chance,” said Jason Shepherd, the chairman of the Republican Party in Cobb County, who is running to lead the state party. “It’s going to make people less likely to wade into the race.”Mr. Kemp was first elected in 2018 after receiving President Donald J. Both say they are assessing the political landscape and expect to make a decision soon. The two men took different approaches to Mr. Kemp, underscoring how quickly the politics have shifted for the governor.In an email, Vernon Jones said Mr. Kemp’s appeal to the base was “too little, too late,” casting him as profiting off a cause he neglected in November.“Governor Kemp sat back and allowed the legislature to come in and hammer out the new bill, and then in an effort to mislead the public, he chose himself as the poster boy for election reform in Georgia,” he said. Yet Burt Jones praised Mr. Kemp’s management of the moment, admitting that “what has gone on the last week has not hurt him among his base.”Every week that potential challengers deliberate over whether to enter the race gives Mr. Kemp more time to make his case to grass-roots conservatives.“You can’t beat somebody with nobody,” said Mr. Lake, the Republican strategist. “As every day goes by, you’re getting farther and farther away from Donald Trump’s presidency and Brian Kemp gets stronger with the base.”In many ways, Mr. Kemp’s embrace of the legislation signifies a return to the conservative language — and voting issues — that defined his political career.     New Jersey to Extend Early In-Person Voting

    New Jersey, a state controlled by Democrats, will offer more than a week of early in-person voting for the first time before November’s election.Months after a divisive presidential election pushed voting rights to the fore, the issue has become a key political battlefield.Bills restricting ballot access are moving quickly in Republican-led states even as President Biden and his fellow Democrats in Washington press for passage of the most ambitious voting rights legislation in decades to help blunt their effect.In New Jersey, the Democratic governor, Philip D. Murphy, is about to sign a bill authorizing early in-person voting, sending a clear signal that making it easier to vote is crucial for a healthy democracy.It will be done in a ceremony laden with symbolism: Mr. Murphy will be joined on Tuesday in a videoconference by Stacey Abrams, whose decade-long effort to enroll voters in Georgia helped Mr. Biden win the state and cemented the Democrats’ slim majority in the United States Senate.New Jersey lawmakers’ final approval of two bills that expand voter access were not surprising in a state where Democrats control the State House and Democratic voters outnumber Republican voters by more than one million. And the practice of early in-person voting is hardly novel: New Jersey will become the 25th state to allow voters to cast ballots in person before elections for a period that includes a weekend day.But Thursday’s final votes came on the same day that Georgia became the first major battleground state to restrict voting access since the tumultuous 2020 presidential contest, adopting a law that added voter identification requirements for absentee voting, limited drop boxes and expanded the Legislature’s power over elections.Republicans have already passed a similar law in Iowa, and are moving forward with efforts to limit voting in states including Arizona, Florida and Texas.Mr. Biden, criticizing voting restrictions that appear designed to appease a conservative base still outraged by the results of the presidential election, said that Georgia’s new law made “Jim Crow look like Jim Eagle.”“What an ironic moment,” said New Jersey Assemblyman Andrew Zwicker, a Democrat who was a prime sponsor of the early-voting legislation. “While New Jersey is doing one thing, Georgia is doing the exact opposite.”New Jersey’s legislation requires each of the state’s 21 counties to open three to seven polling places for machine voting in the days before an election. For the Nov. 2 contest, there would be nine days of early in-person voting, including two weekends, ending the Sunday before Election Day. The bill calls for fewer days of early voting before primaries.“Our accountability over government, opportunities to better our lives and the chance to elect our representatives all depend upon our ability to access the ballot,” said Senator Nia Gill, a Democrat who represents parts of Essex and Passaic Counties and was a sponsor of the bill.Separate legislation that was also approved on Thursday calls for drop boxes for paper vote-by-mail ballots to be spaced out more evenly throughout counties, ensuring that there are access points closer to residential neighborhoods.“Across our nation, there is a concerted effort to limit access to the ballot box among eligible voters,” Mr. Murphy said in a statement. “Those efforts are un-American and fly in the face of the principles that generations of Americans, from soldiers to civil rights activists, have fought for and in many cases given their lives to defend.”Some county elections leaders, while supportive of the intent of the early-voting bill, had urged lawmakers to delay implementation until after November’s election, when the governor and all members of the Legislature are up for re-election. The bill will require most counties to purchase new voting machines and electronic poll books, and could cost upward of $50 million.Some New Jersey Republicans objected to the cost and the timeline for implementing the legislation, which cleared the Assembly earlier this month and passed in the Senate on Thursday, 28 to 8, largely along party lines.Senator Kristin M. Corrado, a Republican and a former county clerk who managed elections in Passaic County for more than seven years, said she supported early in-person voting. But, she said, she voted against the measure mainly out of concern that there would not be enough time before Election Day to update the voter rolls, purchase new machines and sync them to new electronic poll books.“I hope we’re not setting everyone up for failure, but we’re just not there,” she said. “We don’t have the machines. We don’t have the poll books. We don’t have the workers.”Senator Declan O’Scanlon Jr., a Republican who represents much of the Jersey Shore, said he opposed the bill for similar reasons.“Like many things we do in Trenton, we’re doing it incompetently,” he said. “It’s impossible to do it instantly, yet we make no allowance in the bill for any delay.”Still, supporters of expanding voting rights said they were hopeful that county election officials could successfully complete the necessary preparations in seven months.“We applaud the Legislature’s commitment to removing obstacles to the ballot in recognition of the simple truth that our democracy is better when all voices can participate,” Jesse Burns, executive director of the League of Women Voters of New Jersey, said in a statement.Henal Patel, a director at the New Jersey Institute for Social Justice, a nonprofit that advocates racial and social justice, said the inclusion of voting on two Sundays would encourage more nonwhite churchgoers to cast ballots as part of a nationwide tradition known as “souls to the polls.”“Early in-person voting encourages participation by more people, increases satisfaction, and results in shorter lines on Election Day,” Ms. Patel said in a statement.During the pandemic, voting in New Jersey has occurred primarily with vote-by-mail ballots. Last fall, every registered voter in the state was sent a paper ballot, which could be mailed back or delivered by hand to drop boxes or election offices, resulting in record-setting voter turnout in November.Under the new legislation, drop boxes would be positioned farther apart and efforts would be made to include more in poor communities.“Passing legislation for early voting and allowing more equitable drop-box placement will expand our democracy for New Jersey’s Black voters, who have historically faced obstacles to the ballot,” Richard T. Smith, president of the state chapter of the N.A.A.C.P., said in a statement.Ms. Abrams, the former minority leader of the Georgia Statehouse, spent a decade building a Democratic political infrastructure in the state, first with her New Georgia Project and then with Fair Fight, the voting rights organization she founded after losing a campaign for governor in 2018.Her efforts contributed to January’s election of two Democratic U.S. senators in Georgia, Raphael Warnock and Jon Ossoff, swinging the balance of power in the Senate back to the Democrats.Mr. Zwicker, who represents parts of several counties near Princeton, said he was excited by Ms. Abrams’s expected participation in Tuesday’s bill signing.“If there’s anything good about doing things online, it’s that you can do things like this,” he said. “Talk about a single person changing the course of our country’s history with the work she did in Georgia.
