    NYCHA’s Outgoing Watchdog, Bart Schwartz, on the Difficult Work Ahead

    For five years, Mr. Schwartz monitored the New York City Housing Authority and tried to root out problems and corruption. In a final report and interview, he said he was hopeful.When the federal government chose Bart M. Schwartz to watch over New York City’s troubled public housing system, home to more than 360,000 residents, he knew the job would be difficult. The agency, after all, had been caught lying about lead inspections, faced several other scandals, and was routinely criticized for mismanagement.Since he started in 2019, he has dealt with leaking sewage raining down from a ceiling and hundreds of meetings with frustrated tenants. He helped uncover a sprawling bribery and corruption scheme that broke a record for the Justice Department.And yet, he remains optimistic that change is possible for the New York City Housing Authority.     A Shrinking Town at the Center of France’s Culture Wars

    A plan to revitalize the town of Callac by bringing in skilled immigrants has divided it and made it an emblem of a nation’s anxiety over its identity and decline.CALLAC, France — A shrinking town set among cow pastures in Brittany seems an unlikely setting for France’s soul searching over immigration and identity.The main square is named after the date in 1944 that local resistance fighters were rounded up by Nazi soldiers, many never seen again. It offers a cafe run by a social club, a museum dedicated to the Brittany spaniel and a hefty serving of rural flight — forlorn empty buildings, their grills pulled down and windows shuttered, some for decades.So when town council members heard of a program that could renovate the dilapidated buildings and fill much-needed jobs such as nurses’ aides and builders by bringing in skilled refugees, it seemed like a winning lottery ticket.“It hit me like lightning,” said Laure-Line Inderbitzin, a deputy mayor. “It sees refugees not as charity, but an opportunity.”As in many towns across France, Callac’s population has been in slow decline for decades.Andrea Mantovani for The New York TimesBut what town leaders saw as a chance for rejuvenation, others saw as evidence of a “great replacement” of native French people that has become a touchstone of anger and anxiety, particularly on the hard right.In no time, tiny Callac, a town of just 2,200, was divided, the focus of national attention and the scene of competing protests for and against the plan. Today it sits at the intersection of complex issues that have bedeviled France for many years: how to deal with mounting numbers of migrants arriving in the country and how to breathe new life into withering towns, before it is too late.As in many towns across France, Callac’s population has been in slow decline since the end of the Trente Glorieuses, the 30-year postwar growth stretch when living standards and wages rose. Today, around half the people who remain are retirees. The biggest employer is the nursing home.A wander around downtown reveals dozens of empty storefronts, where florists, dry-cleaners and photo studios once stood. The town’s last dental office announced in July it was closing — the stress of continually turning new patients away, when her patient list topped 9,000, was too much for Françoise Méheut.“I am selling, and no one is buying,” said Françoise Méheut, a dentist in Callac. “If there was a dentist among the refugees, I would be thrilled.”Andrea Mantovani for The New York TimesShe stopped sleeping, she burst into tears over the dental chair and she turned to antidepressants before finally deciding to retire early.“It’s a catastrophe,” Dr. Méheut said. “I have the impression of abandoning people.”“I am selling, and no one is buying,” she added of her business. “If there was a dentist among the refugees, I would be thrilled.”While many in town say there are no jobs, the council did a survey and found the opposite — 75 unfilled salaried jobs, from nursing assistants to contractors, despite the local 18 percent unemployment rate.The council still hopes to carry out its plan in cooperation with the Merci Endowment Fund, an organization created by a wealthy Parisian family that had made its fortune in high-end children’s clothing and wanted to give back.In 2016, the matriarch of the family volunteered to host an Afghan refugee in the family mansion near the Eiffel Tower. Her three sons, seeing the joy he brought to their mother’s life and the talents he offered, wanted to expand the idea broadly.The Merci fund has already bought the building where the town’s last book store closed in August. It now plans to reopen the store for the community, while housing a first family of asylum seekers in the upstairs apartment.Andrea Mantovani for The New York Times“The idea is to create a win-win situation,” said the eldest son, Benoit Cohen, a French filmmaker and author who wrote a book about the experience called “Mohammad, My Mother and Me.”“They will help revitalize the village.”The Merci project has proposed handpicking asylum seekers, recruiting for skills as well as a desire to live in the countryside. Then, the Cohens promise to develop a wraparound program to help them assimilate, with local French courses and apartments in refurbished buildings.The plan also called for new community spaces and training programs for all — locals and refugees together — something that most excited Ms. Inderbitzin, the project’s local champion on the council and a teacher in the local middle school.The town has more than 50 nonprofit clubs and associations, including one that runs the local cinema, and another that delivers food to hungry families in town.The town council recently bought a former school, and announced it planned to convert it into the “heart” of the Merci project.Andrea Mantovani for The New York Times“Social development for all — that’s in Callac’s genes,” said Ms. Inderbitzin. “It’s a virtuous circle. They could bring lots of energy, culture, youth.”Not everyone is as excited at that prospect. A petition launched by three residents opposing the project has more than 10,000 signatures — many from far beyond Callac.But even in town, some grumble about lack of consultation or transparency. They worry Callac will lose its Frenchness and will trade its small-town tranquillity for big-city problems. Others question the motives of a rich family in Paris meddling in their rural home.“We aren’t lab rats. We aren’t here for them to experiment on,” said Danielle Le Men, a retired teacher in town who is starting a community group to stop the project, which she fears will bring “radical Islam” to the community.Catching wind of the dispute, the right-wing anti-immigrant party Reconquest, run by the failed presidential candidate Éric Zemmour, organized a protest in September, warning the project would bring dangerous insecurity and complaining that it would introduce halal stores and girls in head scarves.“We aren’t lab rats. We aren’t here for them to experiment on,” said Danielle Le Men, a retired teacher in town who is launching a community group to stop the project.Andrea Mantovani for The New York TimesA block away, counterprotesters crowded the main square. “To the fascists who wave the red banner of a hypothetical replacement,” Murielle Lepvraud, a local politician with the radical left France Unbowed party, told the crowd, “I respond, yes, your ideas will soon be replaced.”More than 100 shield-wielding riot police officers kept the groups apart.Even many of those who have experienced Callac’s decline firsthand remain unconvinced.“All the young people left, because there are no jobs here,” said Siegried Leleu, serving glasses of kir and beer to a thin crowd of white-haired gentlemen gathered around her bar, Les Marronniers, on a Friday afternoon.There was a time, she said, when she offered billiards and karaoke and kept the taps running late. But with the town’s youth departed, she recalibrated her closing time to match her remaining clientele’s schedule — 8 p.m.“Why would we give jobs to outsiders?” she said. “We should help people here first.”“All the young people left, because there are no jobs here,” said Siegried Leleu, right.Andrea Mantovani for The New York TimesStanding on the street outside his small bar, which doubles as a cluttered antiques store, her neighbor, Paul Le Contellac, assessed the proposal from another angle.His uncle married a refugee who had fled Spain with her family during the civil war and found shelter in this village. Later, when France was occupied by Nazi Germany, his grandmother harbored resistance fighters in her attic.“This is a town that has always welcomed refugees,” said Mr. Le Contellac. “Callac is not ugly, but it’s not pretty either. It needs some new energy.”Andrea Mantovani for The New York TimesToday, as the pandemic appears to wane, the number of asylum seekers arriving to France is climbing again, threatening to restore the issue’s volatility.Since the height of the migration crisis several years ago, the government of President Emmanuel Macron has attempted to split the difference on its immigration policy.On the one hand, it has aimed to deter asylum applicants by increasing police at the border and by cutting back some state services.On the other, for those who are accepted as refugees, it has poured resources into French lessons and employment programs to ease their integration.The government has also tried to disperse asylum seekers outside of Paris, where services are strained, housing is hard to find and large tent camps have sprung up.Recently, Mr. Macron announced that he wanted to formalize the policy in a new immigration bill, sending asylum seekers from the dense urban centers, already plagued with social and economic problems, to the “rural areas, that are losing people.”The plan is a lot like that being put in place already in Callac, which, paradoxically, has been receiving refugee families since 2015, about 40 people at present, with little or no notice, like many small French towns.Mohammed Ebrahim, right, and his wife, Rabiha Khalil, second left, both of Kurdish origin, arrived from Lebanon nearly a year ago. Callac has been receiving refugee families since 2015.Andrea Mantovani for The New York TimesMohammad Ebrahim heard the noise of the warring protests from his living room window, but had no idea what the commotion was about — certainly not about him, his wife and four children, who arrived a year ago.Kurds who escaped Al Qaeda in Syria, they have felt nothing but welcome, flashing photos on their cellphones of community meals and celebrations they have been invited to. But the perks of village hospitality are offset by the logistics of living in the countryside without a car. Training, medical appointments, even regular French classes are all far away.When he hears the plan to offer wraparound services and school in Callac, Mr. Ebrahim smiles broadly. “Then we could go to French class every day,” he said.Callac may now prove to be a testing ground of whether a more structured approach can work and divisions be overcome.“This became about French politics,” says Sylvie Lagrue, a local volunteer who drives refugees to doctor’s appointments and helps them set up their internet. “Now, everyone hopes this will quiet down, and we continue with the program.”Though the project still has no official budget, timeline or target number of asylum seekers to be resettled, the town council nevertheless is tiptoeing ahead.It recently bought a hulking abandoned stone school, rising like a ghost in the middle of town, and announced it planned to convert it into the “heart” of the project — with a refugee reception area, as well as a community nursery and a co-working space.The Merci fund has already bought the building where the town’s last book store closed in August.     The Man Who Many Democrats Wish Would Not Run

    Representative Tom Suozzi could be re-elected to Congress. But he is running for governor instead.Good morning. It’s Wednesday. We’ll look at Representative Thomas Suozzi, a centrist Democrat who is giving up his House seat to try to unseat another centrist Democrat, Gov. Kathy Hochul. We’ll also look at plans to renovate Penn Station and redevelop the surrounding neighborhood.Stephanie Keith for The New York Times“I could stay in Congress the rest of my life if I wanted to and keep on getting re-elected, I believe,” Representative Thomas Suozzi said — and many Democrats wish he would.Among them: Representative Hakeem Jeffries of Brooklyn, who is widely talked about as a potential speaker of the House. And former Gov. Eliot Spitzer, who beat Suozzi handily in a primary 16 years ago. And Hillary Clinton, who urged Suozzi to do his part to help keep Democratic control of the House.Running for governor would not further that objective. But Suozzi is building a campaign around fighting crime, cutting taxes and claiming that Gov. Kathy Hochul is not up to the job.My colleague Nicholas Fandos says the race is probably Hochul’s to lose. She has a double-digit lead in recent polls, far more cash to spend and the support of a Democratic establishment eager to see New York’s first female governor win a full term. But Suozzi seems to be finding an audience among New Yorkers who have doubts about Hochul. “New Yorkers are just not going to forget about this poor judgment she’s exercised,” Suozzi said the other day after Hochul’s handpicked lieutenant governor resigned amid corruption charges.The question is whether he can attract the broad spectrum of voters needed to win.Suozzi, a former Nassau County executive whose congressional district stretches across Nassau into Suffolk County and also includes two chunks in Queens, is clearly targeting Mayor Eric Adams’s coalition of working-class Black and Latino voters around New York City. He chose Diana Reyna, a former city councilwoman who was the first Dominican woman elected in New York State, as his running mate. Fernando Ferrer, the former Bronx borough president, is his campaign chairman.But at times Suozzi seems to have gone out of his way to alienate another powerful block of primary voters — progressives. Other prominent Democrats dislike the tone of his attacks on the state’s first female leader, whom he often refers to as an unqualified “interim governor.”“What he seems to be saying is, ‘I should be governor because I can do it better,’” said Jay Jacobs, the state Democratic Party chairman. “The underlying implication is that he is a male and she is a female. I asked my colleague Matthew Haag, who covered the revitalization with Dana Rubinstein, to explain what’s in the works.How much is it going to cost? Who’ll be on the hook if the project doesn’t go as Gov. Kathy Hochul expects it to?It’s best to think of the overall project in two parts: Penn Station and the 10 skyscrapers.The reconstruction of Penn Station, along with cosmetic improvements there and an additional tunnel under the Hudson River, is expected to cost $30 billion to $40 billion. The new towers, with more than 18 million square feet, would be privately financed. Most of the towers would be built on properties owned by Vornado Realty Trust, one of the city’s largest real estate groups.New York State is leading the upgrades at Penn Station, and state officials said that New York’s share of those costs is expected to be just a fraction of the total — around $10 billion — because New Jersey and the federal government would also contribute. But nothing has been written in stone, so the cost, and how it would be shared across all stakeholders, could change. If it goes as planned, construction would start in 2024 at Penn Station and be completed in 2032.To pay for the work at Penn Station, Hochul wants to build the 10 skyscrapers around Penn Station, which will mostly contain office space but will also include hotel rooms, retail space and residences. The revenue brought in by the buildings would be used to pay off the construction costs at Penn Station.The last tower would be finished in 2044, creating a 12-year window between the completion of Penn Station and the last building. If revenue from the new buildings falls short of what would be needed to pay off the debt, taxpayers would be forced to cover the bill.If there were a shortfall, the city would be protected because the state would cover the costs, state officials said. Still, it would be taxpayers on the hook.But there are doubts from some quarters. What did the city’s Independent Budget Office fault about the plan? And what is the Independent Budget Office, anyway?The Independent Budget Office, the agency that monitors city budget and tax revenues, said it was nearly impossible to analyze the plan on its merits. The agency said there was a dearth of information, especially about projected construction costs and estimated revenues from the towers.State officials told us that they shared the budget office’s desire to get a full accounting of the costs and claimed that all the numbers would be finalized before the project is approved in the coming months by the Empire Development Corporation, the state agency overseeing the project.The renovations announced by Hochul appeared to be a reduced version of what her predecessor, former Gov. Andrew Cuomo, had envisioned. So New York State is in charge. What about City Hall?When Cuomo unveiled the scope of the development, there was immediate concern among local residents, elected officials and community leaders that it was too big. After Cuomo resigned and Hochul took office, she put her imprint on the project with some modest changes. But the broad parameters of the project — 10 towers and a new Penn Station — stayed largely the same as under Cuomo’s plan.While New York State is leading the project, City Hall has taken a back seat. A spokesman for Mayor Eric Adams told us he still supports the project but “in a fiscally responsible way.”Community opposition has continued. What do critics of the plan say?The budget office report echoed many criticisms raised by opponents, including those of Layla Law-Gisiko, a community board member in Midtown Manhattan.     California’s Housing Crisis Looms Large for Gavin Newsom

    Having survived a recall vote, the governor is free to focus on the state’s homeless population and housing shortage. He has more room to maneuver than he did when he first took office.The median home price in California has eclipsed $800,000. Tenants in the state are among the most cost-burdened in the country. Each night more than 100,000 residents sleep outside or in their cars. A crisis, a disaster, the religion of sorrow, a disgrace — whatever journalists and politicians call it, people across the state, including all the major candidates for governor in the recall vote this week, agree that the situation is untenable.The question is what, if anything, the governor can do about it. It’s something that Gov. Gavin Newsom has spent the past three years talking about. And now that he has won a decisive victory in the recall election, which cost close to $300 million and consumed the state’s and governor’s attention for several months, Mr. Newsom is turning his attention back to problems like housing.In many ways the answer there is different from what it was when he took office in 2019.Right now the focus is Senate Bill 9, which would allow duplexes in neighborhoods throughout the state and is one of the hundreds of unsigned bills that piled up on Mr. Newsom’s desk during the recall campaign. But even if Mr. Newsom signs it, which he is widely expected to do in the coming days, his legacy on housing is likely to be less about laws passed on his watch than his administration’s ability to enforce them. That’s because the executive branch has gained much more power over state housing policy than it had even a few years ago, after years of state frustration with how difficult the local governments make it to build housing in California.Mr. Newsom’s administration has come to embrace the role, taking action like suing cities for not building enough to keep up with population growth and creating a team to ensure that cities approve new housing. The moves are part of a nationwide shift in power — away from city councils and toward statehouses — over the $1 trillion annual residential construction market.“It used to be that housing was run by the local planning departments and California governors didn’t really pay attention,” said Ben Metcalf, managing director of the Terner Center for Housing Innovation at the University of California, Berkeley. “That has changed.”Mr. Newsom, a Democrat, has tried to get through the pandemic emergency by extending the state’s eviction moratorium even as the federal one lapsed, and pouring money from the state’s budget surplus and various coronavirus relief packages into homeless funding and programs like an effort to turn hotels into supportive housing.But California remains one of the most difficult places in America to build housing, causing a supply-and-demand imbalance. It is the leading edge of a nationwide problem that is pricing middle-income families out of ownership and has one in four rental households paying more than half its pretax income on rent.A polling site in El Centro, Calif., on Tuesday, when a statewide vote kept Gov. Gavin Newsom in office.John Francis Peters for The New York TimesPlanners, economists and both political parties have long called for states to use their power to ease the housing shortage by breaking local logjams. They point out that suburban governments have little incentive to fix the problem since they are accountable to homeowners who prefer that prices only go up. That conundrum has vexed would-be housing reformers since at least the 1970s, and emerged during California’s recall campaign in the Republican debates, where candidates talked a lot about adding more housing but shied away from discussions of where that housing would go.These often contradictory comments were a perfect encapsulation of Californians’ mood: They are universally unhappy with the state’s cost of living and the tent cities that have appeared along freeways, in parks and on beaches. But homeowners remain fiercely protective of their power to say what gets built near them. Kevin Faulconer, a former San Diego mayor and a Republican candidate in the recall election, all but ran away from his own pro-density policies in California’s second-largest city by saying, “When we see some of these pieces of legislation that want to eliminate single-family zoning in California, that’s wrong.”Mr. Newsom has tried to walk this same line. In 2018, he campaigned on a “Marshall Plan for housing” that had a goal of delivering 3.5 million new housing units by 2025. He came to regret the figure once he was in the governor’s chair, and it became fodder for his leading recall opponent, the talk show host Larry Elder, who seized on it as an example of broken promises. Mr. Elder did not need sophisticated research to find fault with the number: In a state that permits around 100,000 housing units a year, delivering 3.5 million — 35 years of housing at the current pace — is close to a physical impossibility.Mr. Newsom has been mostly quiet about big zoning legislation ever since. He did not take a position on Senate Bill 50, a contentious measure that would have allowed apartment buildings in neighborhoods across the state. And he was largely quiet about Senate Bill 9 as it passed through both houses of the State Legislature and lingered on his desk.Mr. Newsom, at a rally on Monday in Long Beach, Calif., has emphasized enforcement of existing housing laws.Doug Mills/The New York TimesWhat he has done instead is enforce existing laws more aggressively than his predecessors did. Two weeks after Mr. Newsom assumed office, California’s attorney general sued Huntington Beach for failing to plan for sufficient new housing. Since then, the state’s Department of Housing and Community Development has sent hundreds of letters telling cities to change or simplify their planning codes to comply with state law.The governor’s most recent budget allocated $4.3 million to staff a “housing accountability unit” made up of planners and lawyers who will monitor local governments’ housing decisions and intervene when they’re not following state law.Zoning defines a neighborhood’s physical character and who might be living next door, so it has captured most of the attention in California’s housing debate. But over the past few years, the Legislature quietly passed a slew of smaller measures that when strung together have radically changed the relationship between state and local government. The new rules change how much housing cities have to plan for, make it harder for them to stop developers from building and ultimately deprive them of funding and local control if they drift too far from state mandates.Because they transfer more oversight of housing from localities to Sacramento, the question of how aggressively those laws are enforced has fallen to the executive branch. It’s one thing for the state to pass laws to desegregate neighborhoods, set aside more land for subsidized housing and require cities to permit backyard cottages. If enforcing them isn’t a priority — which has long been the case with housing laws — they are bound to be ignored.In an interview after the recall vote, Jason Elliott, a senior counselor to Mr. Newsom who works on housing policy, rattled off a series of bill numbers and the esoteric text of planning codes to point out dozens of housing regulations that remain mostly unused. Environmental measures that support increasing density to reduce car trips. Various laws allowing backyard units. A way for developers to sue cities that don’t follow their own zoning rules. These are the types of statutes the new housing accountability unit will try to enforce.“I’m never going to say we’re done passing laws and we can’t do more,” Mr. Elliott said. “But what we really need to do if we want to see units spring up is get several dozen people thinking about this and only this, and empower them to reach out to cities.”Will Mr. Newsom ever get anywhere near 3.5 million new units? No. Even if it were politically possible, it would strain lumber and labor supplies.It took California several decades to get into a housing crisis this bad. Lofty rhetoric and promises for millions of units make do for a campaign slogan, but the reality looks more like a process of slowly digging out. More
