    How Republicans Still Rely on the Trump Brand to Fund-Raise

    Trump pint glasses. Trump T-shirts. Trump memberships. Six months after the former president left office, his party’s fund-raising success depends heavily on his vaunted name.Even in defeat, nothing sells in the Republican Party quite like Donald J. Trump.The Republican National Committee has been dangling a “Trump Life Membership” to entice small contributors to give online. The party’s Senate campaign arm has been hawking an “Official Trump Majority Membership.” And the committee devoted to winning back the House has been touting Mr. Trump’s nearly every public utterance, talking up a nonexistent Trump social media network and urging donations to “retake Trump’s Majority.”Six months after Mr. Trump left office, the key to online fund-raising success for the Republican Party in 2021 can largely be summed up in the three words it used to identify the sender of a recent email solicitation: “Trump! Trump! Trump!”The fund-raising language of party committees is among the most finely tuned messaging in politics, with every word designed to motivate more people to give more money online. And all that testing has yielded Trump-themed gimmicks and giveaways including Trump pint glasses, Trump-signed pictures, Trump event tickets and Trump T-shirts — just from the National Republican Senatorial Committee in the month of July.“The Republican Party has never had small-dollar fund-raising at this scale before Donald Trump,” said Brad Parscale, who was Mr. Trump’s first campaign manager in 2020 and is still an adviser, “and they probably never will at this scale after Donald Trump.”The strategy is clearly paying financial dividends, as three main G.O.P. federal committees raised a combined $134.8 million from direct individual contributions in the first six months of 2021, nearly matching the $136.2 million raised by the equivalent Democratic committees, federal records show.But the endless invocations of the former president underscore not only his enduring appeal to online Republican activists and donors — the base of the party’s base and its financial engine — but also the unlikelihood that the G.O.P. apparatus wants to, or even can, meaningfully break from him for the foreseeable future.The stark reliance on Mr. Trump’s name to spur small donations amounts to a tangible expression of the party’s inescapable dependency on him — one that risks preventing a reckoning over the losses the G.O.P. suffered in the last four years, including Mr. Trump’s own, which he has denied by clinging to false theories of election fraud.In July, the Trump-themed gimmicks and giveaways included pint glasses, signed pictures, event tickets and T-shirts.National Republican Senatorial CommitteeRepublican strategists said the party’s messaging and the influx of money reflect Mr. Trump’s continued hold on the hearts and wallets of the grass-roots, despite the party losing the House, the Senate and the White House in his single term.“The governing class of the Republican Party would just as well see him move on,” said Scott Reed, a Republican strategist and former top political adviser for the U.S. Chamber of Commerce. “It’s been ‘enough is enough.’ But he still keeps a firm grip on the grass-roots.”With Democrats in full control of Washington, some Republicans are hoping their party can rally chiefly against President Biden and the Democrats in the 2022 midterms. Yet Mr. Biden’s name has been as absent from the G.O.P. pleas for cash as Mr. Trump has been pervasive, a warning sign that Republicans are struggling to stir the kind of impassioned opposition to him that they had once generated to former President Barack Obama, and that Democrats had uniting their party against Mr. Trump four years ago.Since May 1, the Republicans’ Senate campaign arm has invoked Mr. Biden’s name in the sender line on its emails just four times; Mr. Trump’s name has appeared there 185 times.The Republican National Committee treated Mr. Trump’s June 14 birthday almost like a national holiday, sending out no less than 19 emails about it, starting more than five weeks in advance. The House campaign arm joined in, too: “Why haven’t you signed Trump’s Bday Card?!” read one text message. “We’ve texted 6x & it’s only 5 days away!”The heavy use of Mr. Trump’s name has at times been a source of friction with the former president, who has begun ramping up fund-raising for his own political action committee, called Save America. As a businessman, Mr. Trump spent years leveraging and licensing his name for cash, slapping it on buildings and products, and he and some of his advisers have been irked by the exploitation of his image by party committees that do not always align with his political interests.In March, his lawyers sent a cease-and-desist letter to the three main Republican committees demanding they stop using his name and likeness. But back-channel discussions defused the situation as party officials insisted they had every right to refer to him but promised not to use his signature without permission. Still, some party committees continue to push the limits by wording messages to appear as though they are coming from Mr. Trump.Current and past party operatives said Mr. Trump’s name simply raises the most money. Every click and contribution is carefully cataloged, and committees can compare how much is raised using different messages and messengers. Those with Mr. Trump’s name simply outperform, operatives said.“President Trump and his policies remain a major driver for small-dollar donors,” said Michael McAdams, communications director for the National Republican Congressional Committee.During one stretch in June, roughly 90 percent of that committee’s fund-raising texts mentioned Mr. Trump. Some solicitations have appealed to supporters’ love of Mr. Trump; others have tapped into their fear of disappointing him.At one point this spring, the committee warned donors against opting out of recurring monthly contributions through a prechecked box: “If you UNCHECK this box, we will have to tell Trump you’re a DEFECTOR.”Fund-raising text messages from the National Republican Congressional CommitteeIn a late 2020 memo, WinRed, the party’s main online donation-processing platform, said that donation pages that mentioned the word “Trump” reaped, on average, twice as many donors as pages that did not. WinRed still gives Mr. Trump top billing on its home page, featuring him above the actual party committees. Mr. Trump also continues to be featured prominently in many Democratic fund-raising pitches.While former presidents do typically maintain a following among the grass-roots — Mr. Obama is still featured on the donation pages of some Democratic Party groups — Mr. Trump is uniquely omnipresent in the Republican digital ecosystem.Tim Cameron, a Republican digital strategist, said one reason is that much of the Republican online donating infrastructure sprang up during the Trump era — after years of neglect and being outraised by the Democrats. “It’s how these lists were built,” he said.Hogan Gidley, who worked as an adviser to Mr. Trump at the White House, said the party — which still is populated by vestiges of a Trump-skeptical establishment that sees his incendiary approach to politics as a poor fit for swing districts and states — risks backlash and anger if it uses the Trump brand to bankroll causes and candidates not aligned with the pro-Trump movement.“This is where the party is,” Mr. Gidley said. “You can ride that wave or you can try to swim against it but the wave is going to win.”Mr. Trump and the party are sometimes directly at odds.The party’s Senate campaign arm, for instance, is supporting the re-election of Senator Lisa Murkowski, the Alaska Republican who voted to convict Mr. Trump of impeachable offenses. Mr. Trump is supporting her challenger, Kelly Tshibaka. Mr. Trump has also regularly attacked Senator Mitch McConnell of Kentucky, the Republican leader, including in a speech to party donors this spring, calling him a “stone cold loser.”Mr. McConnell has ignored the slights. The online store of the party committee charged with returning Mr. McConnell to the majority currently has 21 of 23 items for sale featuring Mr. Trump’s name or face; zero feature Mr. McConnell. Mr. Trump has regularly attacked Senator Mitch McConnell of Kentucky, the Republican leader.Stefani Reynolds for The New York TimesThe party’s Senate committee has also hired Gary Coby, the architect of Mr. Trump’s 2020 digital operation who continues to work with Mr. Trump, as a fund-raising consultant, according to people familiar with the matter.Mr. Trump has begun ramping up his fund-raising operation, sending regular texts and emails that effectively compete with the party apparatus. Mr. Trump’s PAC is back advertising on Facebook, too, even as the platform has banned Mr. Trump from posting there himself.Of the all party organizations, the Republican National Committee has perhaps the trickiest line to toe because it is charged with neutrally overseeing the 2024 presidential nomination process, whether or not Mr. Trump runs.The R.N.C. worked in tandem with the Trump re-election campaign last year, raising hundreds of millions of dollars through shared accounts. A New York Times investigation in April showed how the Trump operation had used prechecked recurring donation boxes to lure unwitting donors into giving again and again — resulting in a wave of fraud complaints and demands for refunds.It turns out that some donations-on-autopilot continued all the way through June 2021, when party officials stopped processing donations to their shared account, the Trump Make America Great Again Committee. That account raised $2.6 million in June almost entirely through recurring donations, according to a person familiar with the matter, of which 75 percent was earmarked for Mr. Trump’s PAC and 25 percent to the R.N.C.But though those donations were stopped, the Trump messaging has continued, with the party hawking “Back to Back Trump Voter” shirts in recent days — yours “FREE” with a $50 donation.“He’s so good for small-dollar fund-raising,” said Liz Mair, a Republican strategist who has been critical of Mr. Trump in the past. “The party cannot financially afford to separate.” More

    Democrats Try to Win Back Latino Voters After 2020 Election

    Did Democrats take the Hispanic vote for granted in 2020? Some in the party think they did, and can’t afford the same mistakes going forward.Alejandra Gomez was surprised, but pleased, by a flurry of phone calls from the White House in the spring, offering updates on its efforts toward an immigration overhaul. Officials also asked what her Arizona-based advocacy group thought of its work on voting rights and how the pandemic relief package was affecting the state.“It’s absolutely different than what we’ve seen before,” Ms. Gomez said, comparing the efforts to those of previous Democratic administrations, which typically waited to reach out only during re-election campaigns.She wasn’t alone. Leaders of the National Association of Latino Elected and Appointed Officials were taken aback when both the president and vice president committed to speaking at their conference in June, the first time in the event’s decades-long history that the top two White House officials had agreed to speak in a non-election year.And in Wisconsin, Voces de la Frontera, a group that represents low-wage immigrant workers, was thrilled when the White House reached out to arrange a conversation between their members and Marty Walsh, the secretary of labor, during a swing he made through Milwaukee.“We had an opportunity for all our members to come listen to him and for him to listen to us,” said Christine Neumann-Ortiz, the executive director of the organization. “That’s a good cue that they haven’t forgotten us after the elections.”For years, Latino activists and organizers complained that Democratic efforts to woo their community often seemed like an afterthought, a motley collection of Spanish-language advertisements, haphazardly translated campaign literature and a handful of outreach staff members tacked on to campaigns.But after last year’s election, when Republicans peeled away significant amounts of Latino support across the country, Democratic leaders are trying a more aggressive approach.Led by a White House that recruited top Latino organizers to high-level staff positions, and with the first lady, Jill Biden, taking a particular interest in reaching out to Latino voters, the new effort bridges the party, encompassing policy, communications and political organizing. The outreach encompasses a broad number of community leaders and social media stars, such as Eugenio Derbez, a Mexican comedian, and meetings with Hispanic faith leaders.The efforts reflect how vital Latino voters are to the party’s success, but also the extent of the work needed to win back a group that makes up nearly 20 percent of the population. Democrats have long viewed these voters — a diverse group that includes dozens of countries of origin and a wide range of socioeconomic status — as a mostly monolithic bloc that could be taken for granted, operating as though the most important factor was simply turnout; if Latino voters cast ballots, the reasoning went, they will vote Democratic.But 2020, with a record 18.7 millions ballots cast by Latino voters, proved just how wrong that theory was. Though roughly 60 percent chose President Biden, the movement toward Donald J. Trump plunged Democrats into a period of soul-searching.While there has not been a conclusive detailed analysis, exit polling and focus groups from both parties show that Mr. Trump won over Hispanic voters without a college degree who were critical of shutdown orders amid the pandemic and believed the former president would be a better steward of the economy. Republicans also did well with Cubans, Venezuelans and Colombians in South Florida who viewed Democrats as sympathetic to socialism, as well as Mexican Americans in South Texas and other regions who backed his border policies. Evangelicals made up a sizable portion of Latino Trump supporters based on their opposition to abortion.The Democratic Party is now trying to use data to better understand Latino voters, and to try to develop a more granular understanding of how different national backgrounds, economic status and other factors change voting behavior.As a candidate and president-elect, Mr. Biden has had uneven success with Hispanic outreach. In early 2020 primaries, he trailed his rival Bernie Sanders among Latino voters. Top Latino officials were frustrated during his campaign last year by the absence of Hispanic officials in his inner circle.Some activists are quietly criticizing the new efforts as lackluster, and point out that while outreach has increased, there has not been a major policy victory on a critical issue like an immigration overhaul. But they acknowledge that there is a growing recognition that winning over Latino voters will take more than stops at taco shops and inserting mangled Spanish slogans into stump speeches.“In terms of their engagement, they are doing a much better job at this point than during the first Obama administration,” said Arturo Vargas, the chief executive officer of the National Association of Latino Elected Officials, who recently briefed White House staff members on the organization’s policy priorities. “We didn’t get this kind of outreach under Obama.”“I would hope the lesson has been learned that you cannot take the Latino vote for granted,” Mr. Vargas added. “We’ve been saying that for decades, and I think that has now fallen on ears that are open.”Democrats’ efforts are also geared toward persuading voters to see benefits of the party’s policies, particularly in key places like South Florida and the Rio Grande Valley of Texas, where more defections could cost them congressional seats.Arturo Vargas, chief executive officer of the National Association of Latino Elected Officials, said the Biden administration’s outreach so far was an improvement over President Barack Obama’s first term. Chip Somodevilla/Getty ImagesSince Mr. Biden entered office, the White House has held dozens of meetings, many of them virtually, with leaders across the country. It is also finding ways to reach out directly to Latino voters and not rely solely on advocacy groups.The administration has blanketed Spanish-language television and reached out to Spanish and English language publications read by Latino voters — even in often overlooked pockets in Oklahoma, Louisiana, and Minnesota. A senior administration official appears on “Al Punto,” the Sunday morning show hosted by Jorge Ramos, twice a month.Encouraged by her Latino chief of staff to step up her involvement, Dr. Biden made her first morning television appearance on Hoy Día, a Telemundo news show, and a series of stops in Latino neighborhoods from Salt Lake City to Osceola, Fla.There are biweekly calls with Latino organizations on vaccination efforts and economic policies, as well as one-on-one meetings and briefings on more specific issues. Officials responsible for hiring held months of weekly calls with outside organizations to help develop a pipeline of Latino candidates for administration posts. The effort has been successful: A number of Latino organizers and strategists now hold high-level posts in the White House and the cabinet.White House aides say that many of the top policy priorities will benefit Latino voters significantly; the child tax credit, for instance, could have an outsize impact on a Latino population that is disproportionately young. In private polling of Latino voters shared with The New York Times, Building Back Together, a group run by Biden allies, found that economic concerns and public health were the top-ranking issues, with immigration ranking third.Top aides said they were particularly pleased that their efforts on vaccination had appeared to pay off, as the gap between Latino and white Americans receiving vaccinations has narrowed. Latinos have been particularly hard hit by the pandemic, in part because they make up a disproportional number of essential workers, and have seen life expectancy decrease significantly.“It’s definitely by design,” said Emmy Ruiz, the White House director of political strategy, “In everything that we do, there’s a Latino frame to it.”It’s an approach that differs from the past. During the Obama administration, much of the outreach came after the midterms and was focused largely on health care legislation and Deferred Action for Childhood Arrivals, which allowed young undocumented immigrants to legally live and work in the United States.Still, the effort falls short of what many Latino leaders hope to see, particularly in the wake of last year’s election, when the Hispanic vote caught many Democratic officials by surprise.“This moment requires a full-court press,” said Carlos Odio, a co-founder of Equis Labs, a research group that has spent the last several months examining the shifts among Latino voters during the last election cycle. “My concern is that there is a belief that last year was an anomaly, and that it is just going to go back to normal. That’s especially troubling if Republicans go back to campaigning for those votes.”Some of the push is pre-emptive, designed to ensure that Latino voters recognize that Democrats are at least trying to pass an immigration overhaul.There is widespread support for legislation to grant Dreamers a path to citizenship, including among Latino Republicans. Even among Latino voters who do not view immigration as their top issue, the majority say they would not vote for a candidate who opposes such legislation, according to polling from Building Back Together.Supporters of President Donald J. But Hispanic Republicans say the situation in the United States has worsened in the last year, according to recent polling from the Pew Research Center.“Democrats are at code red — they see it, they get it and they are scrambling to get all hands on deck,” said Daniel Garza, the executive director of Libre, a conservative Latino group. Still grappling with the 2020 results, Democratic strategists have blamed several factors for the losses: concern about crime, fears of socialism stoked by the Trump campaign, and even the “machismo” of Latino men.To try to avoid another drop in support during the midterms, Democratic campaign committees are already investing millions to install organizers in heavily Latino districts in Florida, Texas, Arizona and Georgia.“When you have a group that is so new, so big and is growing at such high rates, it requires constant conversation,” said Matt Barreto, a Democratic pollster who has focused on Latino voters for decades and is involved in the Building Back Together efforts. “We want to have years of conversation so that when a campaign comes, we’re not trying to scream at people.” More

    Biden to Campaign for Terry McAuliffe in Virginia

    President Biden made a gleeful return to the campaign trail on Friday evening, joining former Gov. Terry McAuliffe of Virginia, who is seeking to regain his old job in November, for his first campaign event since his inauguration.In a park in Arlington County, a short drive from Washington, Mr. Biden appeared to be back in his electoral element, shedding his necktie, whipping up the crowd and repeatedly casting Mr. McAuliffe as a crucial ally in his fight for a sprawling agenda to remake American capitalism.“I need him,” Mr. Biden said as Mr. McAuliffe beamed behind him. “I need him.”Mr. McAuliffe easily won the Democratic nomination for the Virginia governor’s race in June, hoping to return to the office four years after he served his term. The state does not permit governors to run for consecutive terms.Mr. Biden won Virginia handily last year on his way to the White House, but some Democrats are worried about Mr. McAuliffe’s prospects this year against the Republican nominee, Glenn Youngkin, a political newcomer and former private equity executive. Mr. Youngkin has the ability to spend millions of dollars of his own money to help make the race competitive.Trading his more serene presidential demeanor for a fiery campaign one, Mr. Biden sought to tie the coming elections to his own political project. Instead of his typical practice in White House speeches of leaning into the microphone and whispering to emphasize his points, the president leaned in and shouted.“We’re going to have to go out and win, win this thing, win races up and down the ticket,” he implored the crowd.Mr. Biden repeatedly praised his coronavirus relief bill, the American Rescue Plan, including the direct checks that were sent to low- and middle-income workers. He also pitched his suite of proposals to overhaul American capitalism, including reducing prescription drug prices by allowing Medicare to negotiate with pharmaceutical companies and making two years of community college free for all students, paid for by raising taxes on corporations and high earners.In each case, Mr. Biden called Mr. McAuliffe a partner in his vision. “Terry and I share the same basic truth,” Mr. Biden said. “Trickle-down economies never work.”He leaned on policy to draw contrasts with Republicans. “In this election and in 2022, the question the American people are going to be asking is whether or not we’re helping them and their families,” Mr. Biden said. He added: “We have to show we do understand, and we’re delivering for them. And we’re keeping our promises.”Republicans sought to criticize Mr. McAuliffe over the visit. In a news release on Friday, the Republican National Committee called Mr. Biden and Mr. McAuliffe “swampy career politicians with failed records who are now tripping over themselves to embrace the radical left as quickly as possible.”Mr. McAuliffe, who mulled a presidential run in 2020 but passed and endorsed Mr. Biden, has sought to make the race a referendum on former President Donald J. Trump, who has backed Mr. Youngkin enthusiastically. Mr. Trump remains popular with Republicans in the state’s rural areas but has alienated moderates in the Washington suburbs.Mr. McAuliffe has sought to tether Mr. Youngkin to Mr. Trump, joking that he would pay for the fuel for Mr. Trump to visit the state and campaign for Mr. Youngkin. And the former governor has embraced Mr. Biden, expressing hope that the president will campaign for him multiple times before November.In his speech introducing Mr. Biden, Mr. McAuliffe accused Mr. Youngkin of founding his campaign “on an election integrity plan that was based on Donald Trump’s conspiracy theory about the 2020 election, and for five months that is the only plan that he had on his website.”“Let me clear it up for you,” Mr. McAuliffe said. “Joe Biden won that election.”Mr. McAuliffe later drew cheers for vowing to raise Virginia’s minimum wage to $15 an hour within the next three years, an echo of Mr. Biden’s unsuccessful attempts to raise the federal minimum wage to that level.Then he yielded to Mr. Biden, who commanded the stage for almost exactly a half-hour. When the president finished — with a more energetic-than-normal version of his typical request for God to bless America and its troops — he turned to embrace Mr. McAuliffe, then wheeled back to the crowd, smiling and waving.     Skilled in Strategy (and Grudges), Top Biden Adviser to Depart White House

    Anita Dunn, who is returning to her Democratic consulting company next month, has long faced questions about how her influence in the White House intersects with her company’s corporate work.WASHINGTON — For the past 17 months, since shaking up his campaign after an embarrassing fourth-place finish in the Iowa caucuses, Joseph R. Biden Jr. has relied on Anita Dunn, a veteran Washington consultant, for both guidance and grudge-holding.Ms. Dunn, 63, provided direction when Mr. Biden’s campaign was flailing. Later, she refused to give Julián Castro, a former housing secretary, a requested speaking slot at the Democratic National Convention, still upset about his debate-night jab at Mr. Biden’s mental acuity, according to people familiar with the snub. And in the West Wing, she has had a hand in shaping every major policy push so far.Now Ms. Dunn is set to return to her powerful Democratic consulting company, leaving a hole in Mr. Biden’s small inner circle as the highly infectious Delta variant is ripping through unvaccinated communities and the fate of Mr. Biden’s bipartisan infrastructure deal is teetering on the edge of collapse.“She brings stability and a faithfulness to strategy,” said David Plouffe, the former Obama campaign manager. “You see it in the White House, where they’re very disciplined on their approach to Covid, to the economy, to the use of the president. That discipline and not swinging at every pitch is really classic Anita.”Ms. Dunn has prepped the president for every interview and news conference since she took over his campaign and driven the administration’s buttoned-up approach to dealing with the news media. She is widely credited with elevating women to senior positions in the West Wing. And she is adamantly opposed to Mr. Biden regularly taking questions from reporters, which she believes does little to advance his agenda. She prefers town hall events.But for all her discipline and expertise, Ms. Dunn’s presence in the Biden administration, and in the Obama administration before that, has raised questions about how her influence in the government intersects with the corporate work of her company, which represents clients seeking to influence policy.Ms. Dunn has only separated herself from SKDK, the corporate and political consulting company she helped found and is returning to next month, for brief periods of campaign and government work. And the fact that she is exempt from filing public financial disclosures required of full-time presidential appointees has drawn criticism from some ethics watchdogs.Her presence in the West Wing is also evidence of how Mr. Biden has prioritized his reliance on trusted figures with decades of Beltway experience, even as he promised to end the access-peddling that proliferated during the Trump administration. (This week, Thomas J. Barrack Jr., a close friend of former President Donald J. Trump and one of his top 2016 campaign fund-raisers, became the latest in a series of former Trump fund-raisers, advisers and associates to face criminal charges. SKDK emphasizes that it does not lobby but does political and media consulting.Ms. Dunn and her husband, Robert Bauer, a former White House counsel who still serves as the personal lawyer for both Mr. Biden and former President Barack Obama, have long been part of the infrastructure of national Democratic politics in Washington.After the 2020 election, Ms. Dunn intended to return to her position as managing director at her company, which represents Pfizer, AT&T and Amazon, among other corporate behemoths as well as nonprofits like the N.A.A.C.P.Mr. Biden and his wife, Jill Biden, however, had other plans.     Washington dismissed warnings that democracy was unraveling under President Jovenel Moïse, leaving a gaping leadership void after his assassination.As protesters hurled rocks outside Haiti’s national palace and set fires on the streets to demand President Jovenel Moïse’s resignation, President Trump invited him to Mar-a-Lago in 2019, posing cheerfully with him in one of the club’s ornate entryways.After members of Congress warned that Mr. Moïse’s “anti-democratic abuses” reminded them of the run-up to the dictatorship that terrorized Haiti in decades past, the Biden administration publicly threw its weight behind Mr. Moïse’s claim on power.And when American officials urged the Biden administration to change course, alarmed that Haiti’s democratic institutions were being stripped away, they say their pleas went unheeded — and sometimes never earned a response at all.Through Mr. Moïse’s time in office, the United States backed his increasingly autocratic rule, viewing it as the easiest way of maintaining stability in a troubled country that barely figured into the priorities of successive administrations in Washington, current and former officials say.Even as Haiti spiraled into violence and political upheaval, they say, few in the Trump administration took seriously Mr. Moïse’s repeated warnings that he faced plots against his life. It publicly continued the Trump administration policy that Mr. Moïse was the legitimate leader, infuriating some members of Congress with a stance that one senior Biden official now calls a mistake.“Moïse is pursuing an increasingly authoritarian course of action,” Rep. Gregory Meeks, now the chair of the House Foreign Affairs Committee, said in a joint statement with two other Democrats in late December, warning of a repeat of the “anti-democratic abuses the Haitian people have endured” in the past.“We will not stand idly by while Haiti devolves into chaos,” they said.In a February letter to Secretary of State Antony J. Blinken, they and other lawmakers called on the United States to “unambiguously reject” the push by Mr. Moïse, who had already ruled by decree for a year, to stay in power.     Republicans Now Have Two Ways to Threaten Elections

    The story of voting rights in the United States looks less like a graph of exponential growth and more like a sine wave; there are highs and lows, peaks and plateaus.President Biden captured this reality in his address on Tuesday at the National Constitution Center in Philadelphia, where he spoke on the gathering threat to our democracy from the Republican Party’s twin efforts to suppress rival constituencies and seize control of state voting apparatuses.“There is an unfolding assault taking place in America today,” Biden said. “An attempt to suppress and subvert the right to vote in fair and free elections, an assault on democracy, an assault on liberty, an assault on who we are — who we are as Americans.”Biden is right. Americans today are witness to a ferocious attack on voting rights and majority rule. And as he points out, it is as focused on “who gets to count the vote” as it is on “who gets to vote.”Biden is also right to say, as he did throughout the speech, that these attacks are “not unprecedented.” He points to Jim Crow and the “poll taxes and literacy tests and the Ku Klux Klan campaigns of violence and terror that lasted into the ’50s and ’60s.”For obvious reasons, Jim Crow takes center stage in these discussions. But we should remember that it was part of a wave of suffrage restrictions aimed at working-class groups across the country: Black people in the South, Chinese Americans in the West and European immigrants in the North.“The tide of democratic faith was at low ebb on all American shores after the Grant administration, and it would be a mistake to fix upon a reactionary temper in the South as a sectional peculiarity,” the historian C. Vann Woodward wrote in “Origins of the New South, 1877-1913.”For as much as Jim Crow dominates our collective memory of voting restrictions, it is the attack on suffrage in the North in those last decades of the 19th century that might actually be more relevant to our present situation.The current assault on voting is a backlash, in part, to the greater access that marked the 2020 presidential election. More mail-in and greater early voting helped push turnout to modern highs. In the same way, the turn against universal manhood suffrage came after its expansion in the wake of the Civil War.A growing number of voters were foreign-born, the result of mass immigration and the rapid growth of an immigrant working class in the industrial centers of the North. “Between 1865 and World War I,” writes the historian Alexander Keyssar in “The Right to Vote: The Contested History of Democracy in the United States,” “nearly twenty-five million immigrants journeyed to the United States, accounting for a large proportion of the nation’s World War I population of roughly one hundred million.”A vast majority arrived without property or the means to acquire it. Some were the Irish and Germans of previous waves of immigration, but many more were eastern and southern Europeans, with alien languages, exotic customs and unfamiliar faiths.“By 1910,” notes Keyssar, “most urban residents were immigrants or the children of immigrants, and the nation’s huge working class was predominantly foreign-born, native-born of foreign parents, or Black.”To Americans of older stock, this was a disaster in waiting. And it fueled, among them, a backlash to the democratic expansion that followed the Civil War.“A New England village of the olden time — that is to say, of some forty years ago — would have been safely and well governed by the votes of every man in it,” Francis Parkman, a prominent historian and a member in good standing of the Boston elite, wrote in an 1878 essay called “The Failure of Universal Suffrage.”Parkman went on:but, now that the village has grown into a populous city, with its factories and workshops, its acres of tenement-houses, and thousands and ten thousands of restless workmen, foreigners for the most part, to whom liberty means license and politics means plunder, to whom the public good is nothing and their own most trivial interests everything, who love the country for what they can get out of it, and whose ears are open to the promptings of every rascally agitator, the case is completely changed, and universal suffrage becomes a questionable blessing.In “The Shaping of Southern Politics: Suffrage Restriction and the Establishment of the One-Party South, 1880-1910,” the historian J. Morgan Kousser takes note of William L. Scruggs, a turn-of-the-century scholar and diplomat who gave a similarly colorful assessment of universal suffrage in an 1884 article, “Restriction of the Suffrage”:The idea of unqualified or “tramp” suffrage, like communism, with which it is closely allied, seems to be of modern origin; and, like that and kindred isms, it usually finds advocates and apologists in the ranks of the discontented, improvident, ignorant, vicious, depraved, and dangerous classes of society. It is not indigenous to the soil of the United States. It originated in the slums of European cities, and, like the viper in the fable, has been nurtured into formidable activity in this country by misdirected kindness.Beyond their presumed immorality and vice, the problem with new immigrant voters — from the perspective of these elites — was that they undermined so-called good government. “There is not the slightest doubt in my own mind that our prodigality with the suffrage has been the chief source of the corruption of our elections,” wrote the Progressive-era political scientist John W. Burgess in an 1895 article titled “The Ideal of the American Commonwealth.”This claim, that Black and immigrant voters were venal and corrupt — that they voted either illegally or irresponsibly — was common.Here’s Keyssar:Charges of corruption and naturalization fraud were repeated endlessly: electoral outcomes were twisted by “naturalization mills” that, with the aid of “professional perjurers and political manipulators,” transformed thousands of immigrants into citizens in the weeks before elections.Out of this furious attack on universal male suffrage (and also, in other corners, the rising call for women’s suffrage) came a host of efforts to purify the electorate, spearheaded by progressive reformers in both parties. Lawmakers in Massachusetts passed “pauper exclusions” that disqualified from voting any men who received public relief on the day of the election. Republican lawmakers in New Jersey, targeting immigrant-dominated urban political machines in the state, required naturalized citizens to show naturalization documents to election officials before voting, intentionally burdening immigrants who did not have their papers or could not find them.Lawmakers in Connecticut endorsed an English literacy requirement, and California voters amended their state Constitution to disenfranchise any person “who shall not be able to read the Constitution in the English language and write his name,” a move meant to keep Chinese and Mexican Americans from the ballot box. The introduction of the secret ballot and the polling booth made voting less communal and put an additional premium on literacy — if you couldn’t read the ballot, and if no one was allowed to assist, then how were you supposed to make a choice?If suffrage restriction in the South was a blunt weapon meant to cleave entire communities from the body politic, then suffrage restriction in the North was a twisting maze of obstacles meant to block anyone without the means or education to overcome them.There were opponents of this effort to shrink democracy. They lost. Voter turnout crashed in the first decades of the 20th century. Just 48.9 percent of eligible voters cast a ballot in the 1924 presidential election, an all-time low. “There were fewer Republicans in the South because of Jim Crow voter suppression, and fewer Democrats in the North because of the active discouragement of working-class urban immigrant voters,” the historian Jon Grinspan notes in “The Age of Acrimony: How Americans Fought to Fix Their Democracy, 1865-1915.” “The efforts of fifty years of restrainers had succeeded. A new political culture had been born: one that had been cleaned and calmed, stifled and squelched.”It would take decades, and an epochal movement for civil rights, before the United States even came close to the democratic highs it reached in the years after Appomattox.With all of that in mind, let’s return to Biden’s speech.There was an urgency in what the president said in defense of voting rights, a sense that now is the only time left to act. “Look how close it came,” he said in reference to the attack on Congress on Jan. 6 and the effort to overturn the election. “We’re going to face another test in 2022: a new wave of unprecedented voter suppression, and raw and sustained election subversion. We have to prepare now.”Right now, of course, there is no path to passage for a voting bill that could address the challenges ahead. Not every Democrat feels the same sense of urgency as the president, and key Democrats aren’t willing to change the rules of the Senate in order to send a bill to Biden’s desk.It is possible that this is the right call, that there are other ways to block this assault on the franchise and that the attack on free and fair elections will stay confined to Republican-controlled states — meaning Democrats would need only a strategy of containment and not a plan to roll back the assault. But as we’ve seen, there is a certain momentum to political life and no guarantee of a stable equilibrium. The assault on voting might stay behind a partisan border or it might not.In other words, to borrow a turn of phrase from Abraham Lincoln on the question of democracy, this government will either become all of one thing or all of the other.The Times is committed to publishing a diversity of letters to the editor.
