    Shades of 2016: Republicans Stay Silent on Trump, Hoping He Fades Away

    Just like when Donald J. Trump was a candidate in 2016, rival Republicans are trying to avoid becoming the target of his attacks or directly confronting him, while hoping someone else will.It was a familiar scene on Sunday when Senator John Thune, Republican of South Dakota, tried to avoid giving a direct answer about the caustic behavior of former President Donald J. Trump.Mr. Trump had called Senator Mitch McConnell, the minority leader, “dumb” and used a coarse phrase to underscore it while speaking to hundreds of Republican National Committee donors on Saturday night. When Mr. Thune was asked by Chris Wallace, the host of “Fox News Sunday,” to comment, he chuckled and tried to sidestep the question.“I think a lot of that rhetoric is — you know, it’s part of the style and tone that comes with the former president,” Mr. Thune said, before moving on to say Mr. Trump and Mr. McConnell shared the goal of reclaiming congressional majorities in 2022.Mr. Thune was not the only Republican straining to stay on the right side of the former president. The day before Mr. Trump delivered his broadsides against Mr. McConnell, Senator Rick Scott of Florida, the chairman of the National Republican Senatorial Committee, presented Mr. Trump with a newly created award for his leadership.And Nikki Haley, the former ambassador to the United Nations under Mr. Trump who enraged him when she criticized his actions in connection to the Jan. 6 riot, and indicated the party needs to move on, has also been trying a delicate dance to work back into a more neutral territory.This week, she told The Associated Press that she would not run if Mr. Trump did, a display of deference that underscored the complications the former president represents to Republicans.Like many Republicans, Mr. Thune, Mr. Scott and Ms. Haley were navigating the impulses of a former president who talks privately about running again in 2024, and who is trying to bend the rest of the party to his will, even after the deadly riot by his supporters at the Capitol on Jan. 6. He retains a firm hold on a devoted group of Republican voters, and party leaders have discussed the need to continue appealing to the new voters Mr. Trump attracted over the past five years.To some extent, their posture recalls the waning days of Mr. Trump’s first primary candidacy, in 2015 and 2016. While Mr. McConnell and a few other Republicans have been directly critical of Mr. Trump’s conduct following the Capitol riot, most are trying to avoid alienating the former president, knowing he will set his sights on them for withering attacks, and hoping that someone or something else intervenes to hobble him.Even as Mr. Trump makes clear he will not leave the public stage, many Republicans have privately said they hope he will fade away, after a tenure in which the party lost both houses of Congress and the White House.Senator Mitch McConnell, the Republican minority leader, was critical of Mr. Trump after the Capitol riot in January.Amr Alfiky/The New York Times“It is Groundhog Day,” said Tim Miller, a former adviser to Jeb Bush, the only candidate to repeatedly challenge Mr. Trump during the early stages of the Republican presidential primaries in 2016.“I always thought that was like a rational choice in 2015,” Mr. Miller said, referring to the instinct to lay back and let someone else take on Mr. Trump. “But after we all saw how the strategy fails of just hoping and wishing for him to go away, nobody learned from it.”Throughout that campaign, one candidate after another in the crowded field tried to position themselves to be the last man standing on the assumption that Mr. Trump would self-destruct before making it to the finish line.It was wishful thinking. Mr. Trump attacked not only Mr. Bush but several other candidates in deeply personal terms, including Senator Marco Rubio of Florida, Senator Ted Cruz of Texas and the businesswoman Carly Fiorina. Only Mr. Bush sustained a response, though he eventually left the race after failing to gain traction; Mr. Cruz, in particular, told donors during a private meeting in late 2015 that he was going to give Mr. Trump a “big bear hug” in order to hold onto his voters.They all tried to avoid being the target of his insults, while hoping that external events and news media coverage would ultimately lead to his downfall. Instead, Mr. Trump solidified his position as primary voting began.“He intimidates people because he will attack viciously and relentlessly, much more than any other politician, yet somehow people crave his approval,” said Mike DuHaime, who advised former Gov. Chris Christie of New Jersey in that primary race. Mr. DuHaime recalled Mr. Trump attacking Mr. Bush’s wife in one debate, only for Mr. Bush to reciprocate when Mr. Trump offered a hand-slap later in that same debate.“Trump did self-destruct eventually, after four years in office,” Mr. DuHaime said. “But he can still make or break others, and that makes him powerful and relevant.”Even John Boehner, the former speaker of the House whose criticisms of Mr. Trump in his memoir, “On the House,” have garnered national headlines, told Time magazine this week that he voted for Mr. Trump in 2020 — well after the former president had spent months falsely suggesting the election would be corrupt.Nikki Haley, the former United Nations ambassador, has said she will not run for president in 2024 if Mr. Trump does.Meg Kinnard/Associated PressIn his speech before R.N.C. donors on Saturday night, Mr. Trump, in addition to attacking Mr. McConnell, also criticized a host of perceived enemies from both parties; among them was former Vice President Mike Pence, whose life was in danger on Jan. 6 because he was in the Capitol to certify the electoral votes. Mr. Trump reiterated that Mr. Pence, who recently signed a book deal, should have had “the courage” to send the electoral vote tallies back to the states, despite the fact that the vice president had made clear that he did not think he had the authority to do so.Jason Miller, an adviser to Mr. Trump, disagreed with the comparison to 2015, saying that Mr. Trump had more dominance over the base of the Republican Party now than he did then, according to public polling, and a greater number of senior Republican officials speaking out against him five years ago.“In 2021, there are no candidates trying to take out President Trump, just some occasional sniping from menthol-infused nitwits like John Boehner,” he said.Still, Mr. Trump does not have the complete control over the party that he did during four years in office. His critics include leading Republicans like Mr. McConnell and Representative Liz Cheney of Wyoming, the No. 3-ranking Republican in the House. Asked on Fox News on Tuesday if she would vote for Mr. Trump if he ran in 2024 Ms. Cheney replied “I would not.’Ms. Cheney, whom Mr. Trump has threatened as a target of his anger, also said her fellow Republicans shouldn’t “embrace insurrection.”And not all Republicans think that ignoring Mr. Trump is a mistake. One senior party member, speaking on the condition of anonymity because he didn’t want to engage in a lengthy back and forth with Mr. Trump, said that with the former president out of office and off Twitter, his reach is limited.The Republican said there had been anecdotal evidence from members of Congress during the recess that Mr. Trump was less omnipresent for voters in their districts than he had previously been.While Mr. Trump was ascendant in 2015 and 2016, said an adviser to another Republican who may run in 2024, that wasn’t the case now. And if party leaders fight with him publicly or try to take him on, it could only strengthen him, the Republican argued, giving him more prominence.What’s more, the first senior Republican argued, Republican lawmakers have found common cause not just in battling President Biden’s policies but in the backlash to the Georgia voting rights law. Those fights have continued without Mr. Trump, and will accelerate, the Republican said, without being driven by the cult of personality around the former president.Other Republicans are privately hopeful that the criminal investigation into Mr. Trump’s business by the New York district attorney, Cyrus Vance Jr., will result in charges that hobble him from running again or even being a major figure within the party. People who have spoken with Mr. Trump say that he is agitated about the investigation.While all of that may represent just a slow turn away from Mr. Trump, those Republicans believe the turn has begun.David Kochel, a Republican strategist and supporter of Mr. Bush during the 2016 campaign, sounded less optimistic.He noted that even the horror of Jan. 6 did not break the hold Mr. Trump has on other elected officials, and that several anchors on Fox News — the largest conservative news outlet — had consistently downplayed the attack on air, numbing viewers to what took place as time passes.In an interview on Fox News with the host Laura Ingraham late last month, when asked about the security around the Capitol, Mr. Trump said: “It was zero threat right from the start. It was zero threat.”He added: “Some of them went in and there they are hugging and kissing the police and the guards. You know, they had great relationships.     Democrats Were Lukewarm on Campaign Biden. They Love President Biden.

    Joe Biden never captured the hearts of Democratic voters in the way Barack Obama once did. But now that he is in office, he is drawing nearly universal approval from his party.The old cliché has it that when it comes to picking their presidential candidates, Democrats fall in love. But the party’s primary race last year was hardly a great political romance: Joseph R. Biden Jr. drew less than 21 percent of the Democratic vote in the Iowa and Nevada caucuses and a dismal 8.4 percent in the New Hampshire primary.While Mr. Biden went on to win his party’s nomination, he was never widely seen as capturing the hearts of Democratic voters in the way Barack Obama and Bill Clinton once did. For many of his supporters, he seemed simply like their best chance to defeat a president — Donald J. Trump — who inspired far more passion than he did.Yet in the first few months of his administration, Mr. Biden has garnered almost universal approval from members of his party, according to polls, emerging as a kind of man-for-all-Democrats after an election year riddled with intraparty squabbling.He began his term this winter with an approval rating of 98 percent among Democrats, according to Gallup. This represents a remarkable measure of partisan consensus — outpacing even the strongest moments of Republican unity during the presidency of Mr. Trump, whose political brand depended heavily on the devotion of his G.O.P. base.And as Mr. Biden nears his 100th day in office, most public polls have consistently shown him retaining the approval of more than nine in 10 Democrats nationwide.Pollsters and political observers mostly agree that Mr. Biden’s popularity among members of his party is driven by a combination of their gratitude to him for getting Mr. Trump out of office and their sense that Mr. Biden has refused to compromise on major Democratic priorities.“He has this ability to appeal to all factions of the party, which is no surprise to the centrists, but somewhat of a surprise to the progressives,” Patrick Murray, the director of polling at Monmouth University, said in an interview.During the primary, Mr. Biden was the establishment figure, a Washington centrist in a diverse field that included a number of younger and more progressive rivals. While he won a plurality of Democrats, he struggled to win support from the party’s younger and more liberal voters.But as president, he has been governing much like a progressive without abandoning his longtime public identity as a moderate.“He has found a winning formula, at least for now,” said David Axelrod, who served as a chief strategist to Mr. Obama. “His tone and tenure reassure moderates and his agenda thrills progressives.”To that end, Mr. Biden has avoided taking up liberals’ most politically thorny proposals — like expanding the Supreme Court or canceling $1 trillion in student debt — while sticking to a public posture of bipartisan outreach and measured language. But his policy agenda has given progressives plenty to cheer, including the dozens of executive orders he has signed and the ambitious legislative agenda he has proposed, beginning with the passage of one of the largest economic stimulus packages in American history.Some progressives say the crises facing the country and the urgency of solving them have helped Mr. Biden, who was being evaluated against what Democrats saw as months of inaction by the previous administration.“Democrats were demanding shots in the arms and true economic help from the government,” said Faiz Shakir, who is a political adviser to Senator Bernie Sanders and managed Mr. Sanders’s 2020 presidential campaign. “There was incredible unity in the Democratic Party of rising to the moment and acting quickly.”Mr. Shakir pointed to the passing of a popular $1.9 trillion relief package shortly after Mr. Biden took office, a bill he muscled through without any Republican support — opting for Democratic unity over bipartisan compromise. The president’s embrace of stimulus payments as part of that legislation — a policy that put money in the pockets of 127 million Americans — within weeks of taking office certainly didn’t hurt his standing, Mr. Shakir said.“It just had so many benefits for so many people,” he said.That bill was especially well liked within Mr. Biden’s party: A Quinnipiac University poll conducted just before it passed found that it enjoyed support from 97 percent of Democrats. As a result, the president has been able to unify his party around major initiatives tied to liberal investments in the social safety net.“The Democratic Party has shifted itself,” Mr. Murray said. “It has become more progressive, and you even have centrists who are on board with a few things that they wouldn’t have been happy with a few years ago.”But Mr. Biden may also be benefiting from some forms of progress that were not entirely of his own making. Millions of Americans are being vaccinated daily, moving the country closer to emerging from the coronavirus pandemic. As the United States moves slowly but steadily toward herd immunity, forecasters anticipate a quickly expanding economy, with even Republicans like Senator Mitch McConnell of Kentucky, the minority leader, predicting a financial boom that could last into 2023.Mr. Biden took steps to hasten virus vaccine production, but some of his political success on that front can be attributed to savvy public positioning. By tamping down expectations for vaccine distribution during his first weeks in office, when Mr. Biden beat his own expectations, his team conjured an image of a White House working overtime to leave the efforts of the previous administration in the dust.Though Mr. Trump laid the groundwork for widespread vaccine production with his Operation Warp Speed program, it is Mr. Biden who may be reaping the political benefit from that push — especially within his own party.Indeed, Democrats’ antipathy for Mr. Trump has a lot to do with their fondness for the new president, said Whit Ayres, a veteran Republican pollster. “Democrats utterly detested Donald Trump and Joe Biden saved them from Donald Trump, and so they love him,” Mr. Ayres said. “If you look at the overall job approval, not just among Democrats, Biden’s job approval is the inverse of Donald Trump’s.”Mr. Biden is hardly the first president to enjoy broad support from his party upon taking office. It is typical for commanders in chief to start their first term with a broadly positive approval rating, as Mr. Biden did, although that is always subject to the pull of gravity after the first few weeks are over.But in the history of Gallup polling going back to the mid-20th century, Mr. Biden is the first president to have started his term with the approval of more than 90 percent of partisans.To a degree, this reflects the fact that as the two major parties have grown more entrenched in their ideological identities, voters at the center have become slightly less likely to identify with either one. As a result, there has been a recent uptick in the share of Americans calling themselves political independents.“The partisan tribalism is such that you really are, in many ways, a true believer if you’re still going to call yourself a Democrat or a Republican,” Mr. Murray said. “What you’re left behind with is people who are going to be more staunch in their partisanship.”Just a few decades ago, a president with sky-high approval within his party would also be relatively popular outside it. But Mr. Biden’s approval rating, though positive over all, remains low among Republicans and stuck in the low-to-mid-50s among independents.“If you go back a generation and somebody has a 95 percent approval rating within their own party, that probably means they have about 50 percent approval among voters in the other party,” Mr. Murray said. “We don’t have that. We have this partisan split. His overall job rating is just above 50 percent. It’s still positive, but we would expect in former days that that would translate to a 60-percent approval rating.” More

    Democrats Are Torn Over Working With G.O.P. After Capitol Riot

    An uneasy détente has emerged between congressional Republicans and Democrats after the Jan. 6 attack, but relationships are badly frayed.WASHINGTON — When a Republican lawmaker approached Representative Veronica Escobar, a Democrat, on the House floor recently with a routine request that she sign on to a resolution he was introducing, she initially refused.Ms. Escobar personally liked the man, a fellow Texan, and she supported his bill. But she held the Republican, who had voted to overturn the results of the 2020 presidential election just hours after rioters stormed the Capitol, partly responsible for the deadly attack and questioned whether she could work with him.Moments after declining, however, Ms. Escobar had second thoughts.“Go ahead and count me in,” Ms. Escobar recalled telling the man, whom she declined to identify in an interview. “But I just want you to know that what you all did — I haven’t gotten past it. And it was wrong, and it was terrible. And it’s not something that I think we should gloss over.”In the immediate aftermath of the assault on the Capitol that left five dead, irate Democrats vowed to punish Republicans for their roles in perpetuating or indulging former President Donald J. Trump’s fiction of a stolen election that motivated the mob that attacked the building. There was talk of cutting off certain Republicans entirely from the legislative process, denying them the basic courtesies and customs that allow the House to function even in polarized times.Democrats introduced a series of measures to censure, investigate and potentially expel members who, in the words of one resolution, “attempted to overturn the results of the election and incited a white supremacist attempted coup.” But the legislation went nowhere and to date no punishment has been levied against any members of Congress for their actions related to Jan. 6.What has unfolded instead has been something of an uneasy détente on Capitol Hill, as Democrats reckon with what they experienced that day and struggle to determine whether they can salvage their relationships with Republicans — some of whom continue to cast doubt on the legitimacy of President Biden’s victory — and whether they even want to try.“I don’t want to permanently close that door,” Ms. Escobar said. “But I can’t walk through it right now.”Republicans have felt the breach as well. Representative Michael Waltz, Republican of Florida, who did not vote to overturn Mr. Biden’s victory but joined a lawsuit challenging the election results, said feelings ran raw after the mob violence at the Capitol.“I had some candid conversations with members that I have a good relationship with. There was a lot of heated emotion,” Mr. Waltz said. Still, he said, “I didn’t experience a freeze.”He recently teamed up with Representative Anthony G. Brown, Democrat of Maryland, to round up 70 Republicans and 70 Democrats for a letter to the Biden administration laying out parameters for an Iran nuclear deal.The dilemma of whether to join such bipartisan efforts is particularly charged for centrist Democrats from conservative-leaning districts, who won office on the promise of working with Republicans but say they find it difficult to accept that some of those same colleagues spread lies that fueled the first invasion of the Capitol since the War of 1812.Adding to the tensions, most Republicans insist that they did nothing wrong, arguing that their push to invalidate the election results was merely an effort to raise concerns about the integrity of the vote. Are you no longer kicking Republicans off your bills?”A spokesman for Mr. Smith did not respond to a request to elaborate on the incident.Representative Abigail Spanberger, Democrat of Virginia, who was in the House gallery on Jan. 6, said she had taken it upon herself to try to facilitate a reconciliation — or at least an airing out of differences.“It’s been a really challenging time,” she said. “Literally, people were murdered in our workplace. For some people, that is deeply troublesome, and for some people, they want to move on faster than others are ready.”In the days after the attack, the wounds it laid bare seemed almost too deep to heal. As the mob tore closer to lawmakers on Jan. 6, Representative Dean Phillips, a mild-mannered Minnesota Democrat known for fostering bipartisan relationships, shouted at Republicans, “This is because of you!”Afterward, lawmakers nearly came to blows on the House floor and got into heated arguments in the hallways. Some Democrats were so nervous that their Republican colleagues might draw weapons on the floor that House leaders set up metal detectors outside the chamber, drawing loud protests from gun-toting lawmakers in the Republican Party.Representative Zoe Lofgren, Democrat of California and the chairwoman of the Administration Committee, released a review of Republicans’ incendiary remarks on social media before the attack.Some Democrats, particularly the most progressive lawmakers from safe districts who rarely found occasion to work with Republicans even before the riot, have pressed to penalize the G.O.P. systematically in its aftermath, arguing that there can be no return to normalcy. When Representative Sean Casten of Illinois moved to punish a Republican who had voted to overturn the election results by forcing a recorded vote on his bill to rename a post office — the kind of measure that normally sails through unchallenged — only 15 other Democrats joined Mr. Casten in opposing it. As some rank-and-file Democrats sought to expel the Republican conspiracy theorist Marjorie Taylor Greene of Georgia from the House, Speaker Nancy Pelosi said the move was “not a leadership position.” (Leaders did, however, take the unusual step of stripping Ms. Greene of her committee seats.)The reluctance stems, at least in part, from politics. Democrats owe their majority to a group of lawmakers from competitive districts who say their constituents elected them to work with Republicans to get legislation done.“Retreating or closing myself off to any kind of conversations or working with folks on the other side of the aisle — it doesn’t feel like an option for me,” said Representative Sharice Davids, the only Democrat in the Kansas congressional delegation. “Even when it feels hard.”Representative Susan Wild, Democrat of Pennsylvania, was in the House gallery on Jan. 6 and had what she believed was a panic attack as she crouched on the floor and heard the noise from the mob grow closer. But she said in an interview that she had “moved past the election issue,” adding that she was “not one to hold grudges.”“I haven’t talked to a single Republican about that day. Nothing. At all,” said Ms. Wild, who has resumed working with Pennsylvania Republicans on legislation, even though most of them voted to overturn the election. “I don’t want it to get in the way of other things that I want to work on with them. I know that it would, because I would be angry.”Many House Republicans have refrained from discussing the attack, while some have tried to rewrite history and argue that they never claimed the election was “stolen,” despite their objections. One tried to remove mentions of the assault from a resolution honoring the police officers who defended the Capitol that day. Some have continued to deny that Mr. Biden was legitimately elected, while still others have sought to deflect attention from the riot or downplay the factors that drove it.When the House Armed Services Committee held a hearing recently to examine domestic extremism in the military, Representative Pat Fallon, Republican of Texas, complained that the session was “political theater” and a waste of the panel’s time.The chairman, Representative Adam Smith of Washington, tartly replied that the topic deserved discussion, since “20 percent of the people that have been arrested from the Capitol Hill riots had a history of serving in the military.”Representative Rodney Davis of Illinois, the top Republican on the Administration Committee, objected to Ms. Lofgren’s report cataloging his colleagues’ incendiary social media posts. One Democrat, Representative Brad Schneider of Illinois, recently removed a Republican from a bill the two had worked on together for years, in line with his new policy of collaborating only with lawmakers who publicly state that Mr. Biden was legitimately elected.But he said he had drawn some optimism from a blunt conversation with Representative Jody B. Hice, Republican of Georgia, whom he has worked with on environmental issues, about a speech Mr. Hice gave questioning his state’s electoral votes for Mr. Biden.Mr. Hice said in a statement that he was proud that he and Mr. Schneider could “put aside our differences” on “many of the hot-button political debates of the day” to work together.Still, Mr. Schneider said that many other Republicans were still questioning Mr. Biden’s legitimacy — and that some were even continuing to put lawmakers at risk with incendiary remarks.“The fact that there is — how many at this point? — that it’s not an insignificant number who are still trying to have it both ways, makes it harder to get something done in Congress,” he said.     Expanding Supreme Court Could Undermine It, Breyer Says

    Justice Stephen G. Breyer warned on Tuesday that expanding the size of the Supreme Court could erode public trust in it by sending the message that it is at its core a political institution.Justice Breyer, 82, is the oldest member of the court and the senior member of its three-member liberal wing. He made his comments in a long speech streamed to members of the Harvard Law School community. He did not address the possibility that he might retire, giving President Biden a chance to name a new justice while the Senate is controlled by Democrats. But his talk had a valedictory quality.He explored the nature of the court’s authority, saying it was undermined by labeling justices as conservative or liberal. Drawing a distinction between law and politics, he said not all splits on the court are predictable and that those that are can generally be explained by differences in judicial philosophy or interpretive methods.Progressive groups and many Democrats were furious over Senate Republicans’ failure to give a hearing in 2016 to Judge Merrick B. Garland, President Barack Obama’s third Supreme Court nominee. That anger was compounded by the rushed confirmation last fall of Justice Amy Coney Barrett, President Donald J. Trump’s third nominee.Liberals have pressed Mr. Biden to respond with what they say is corresponding hardball: expanding the number of seats on the court to overcome what is now a 6-to-3 conservative majority. Mr. Biden has been noncommittal, but has created a commission to study possible changes to the structure of the court, including enlarging it and imposing term limits on the justices.Justice Breyer said it was a mistake to view the court as a political institution. He noted with seeming satisfaction that “the court did not hear or decide cases that affected the political disagreements arising out of the 2020 election.” And he listed four decisions — on the Affordable Care Act, abortion, the census and young immigrants — in which the court had disappointed conservatives.Those rulings were all decided by 5-to-4 votes. In all of them, the majority included Chief Justice John G. Roberts Jr. and what was then the court’s four-member liberal wing to form majorities.“I hope and expect that the court will retain its authority,” Justice Breyer said. “But that authority, like the rule of law, depends on trust, a trust that the court is guided by legal principle, not politics. Structural alteration motivated by the perception of political influence can only feed that perception, further eroding that trust.” More

    It affects everyone from Joe Manchin to Joe Biden.Why is the Republican Party so determined to constrain the franchise?One answer is provided by the changing demographics of the children in the nation’s public schools, a leading indicator of shifts in the racial and ethnic makeup of the country.According to the National Center for Education Statistics,The percentage of public school students who were white was 64.8 percent in 1995, and this percentage dropped below 50 percent in 2014 (to 49.5 percent). N.C.E.S. projects that in 2029, White students will make up 43.8 percent of public school enrollment.The changing racial and ethnic makeup of the schools, something visible to parents and to anyone who walks by at recess, is a leading indicator of the day (in roughly 2045) when non-Hispanic whites of all ages will drop under 50 percent of the U.S. population, soon to be followed by the day when whites become a minority of the electorate (although that will depend on how voters self-identify — among other things, data suggests that many mixed race Americans identify as white).Hispanics and Asian-Americans are driving the ascendance of America’s minority population, while the Black share of the population will increase by a small amount. Pew Research estimates that over the 50 year period from 2015 to 2065, the non-Hispanic white share of the population — as defined by the U.S. census — will drop from 62 to 46 percent, while the Hispanic share will grow from 18 to 24 percent and the Asian-American share from 6 to 14 percent. The Black share will go from 12 to 13 percent.Richard Alba, a sociologist at the City University of New York, and other experts have argued that predictions of a white minority in a little over 20 years have created a false narrative because it fails to account for the numerous second- and third-generation children of interethnic and interracial marriages, many of whom see themselves (and are seen by others) as white.False or not, the white minority prediction has become a dominant political narrative — particularly insofar as Republicans exploit this characterization — and in the process this framing has become a central element in the worldview of many conservative whites.How does the expectation of a majority-minority America affect the thinking of white Americans?Maureen Craig at N.Y.U. and Jennifer Richeson, at Yale, reported in their 2018 paper “Majority No More? The Influence of Neighborhood Racial Diversity and Salient National Population Changes on Whites’ Perceptions of Racial Discrimination” thatWhite Americans considering a future in which the white population has declined to less than 50 percent of the national population are more likely to perceive that the societal status of their racial group — in terms of resources or as the “prototypical” American — is under threat, which in turn leads to stronger identification as white, the expression of more negative racial attitudes and emotions, greater opposition to diversity, and greater endorsement of conservative political ideology, political parties, and candidates.Biden, more than either of his three Democratic predecessors — Jimmy Carter, Bill Clinton and Barack Obama — is putting this white reaction to the test.Not only is Biden actively supporting voting rights reform designed to protect and strengthen Black and Hispanic political participation, but he has taken assertive stands on racial issues, both in terms of appointments and in supporting racially targeted provisions in his stimulus and infrastructure legislation.The question for Biden is whether a Democrat can firm up the party’s multiracial coalition with a double-edged strategy. First, winning over enough working class whites by disbursing substantial benefits in his stimulus and infrastructure legislation; and, second, by targeting generous programs to racial and ethnic minorities to reduce disparities in income and education.The underlying question is whether more white voters will turn against Biden in the 2022 midterm elections as they turned against Clinton in 1994 and Obama in 2010.A large number of white people already believe that they suffer higher levels of discrimination than Black people and other minorities do.Craig and Richeson write:Organizational messages that are favorable to racial diversity have also been found to enhance the sense among whites of personal and group discrimination against them compared with race-neutral messages.In addition, many Republican and conservative-leaning whites are convinced that as minorities become more powerful, the left coalition will become increasingly antagonistic to them. Craig and Richeson write:This research suggests, in other words, that whites are likely to perceive more antiwhite discrimination under circumstances in which they perceive that their group’s position in society is under threat.Nour Sami Kteily, a professor of management and organizations at Northwestern’s Kellogg School of Management, emailed to say that he and Richeson have been conducting a study that asks whites how much they agree (7) or disagree (1) with statements like:If Black Americans got to the top of the social hierarchy, they would want to stay on top and keep other groups down.andIf Black Americans got to the top of the social hierarchy, they would put all of their effort toward creating a more egalitarian social system for all groups.On average, whites fell at the midpoint but, Kteily wrote, there waslarge variation associated with being Republican vs. Democrat, with Republicans being more likely to believe that Black Americans would use power to dominate. The difference is highly statistically significant.In a December 2019 article, “Demographic change, political backlash, and challenges in the study of geography,” Ryan Enos, a political scientist at Harvard, wrote:The relationship between diversity and reactionary politics should be considered one of the most important sociopolitical issues facing the world today — it is a near certainty that almost every developed country and many developing countries will be more diverse a generation from now than they are today.Thus, Enos continued,if increasing diversity affects political outcomes, the relationship can point in two consequentially different directions: toward increased diversity liberalizing politics or toward increased diversity causing a reactionary backlash.The 2020 election of Biden combined with Democratic control of the House and Senate have contained, at least momentarily, the reactionary backlash, but a liberalized politics has not yet been secured.     Trump’s Latino Support Was More Widespread Than Thought, Report Finds

    While Latinos played a major role in Democratic victories last year, Donald Trump’s outreach to them proved successful in states around the country, not just in certain geographic areas.Even as Latino voters played a meaningful role in tipping the Senate and the presidency to the Democrats last year, former President Donald J. Trump succeeded in peeling away significant amounts of Latino support, and not just in conservative-leaning geographic areas, according to a post-mortem analysis of the election that was released on Friday.Conducted by the Democratically aligned research firm Equis Labs, the report found that certain demographics within the Latino electorate had proved increasingly willing to embrace Mr. Trump as the 2020 campaign went on, including conservative Latinas and those with a relatively low level of political engagement.Using data from Equis Labs’ polls in a number of swing states, as well as focus groups, the study found that within those groups, there was a shift toward Mr. Trump across the country, not solely in areas like Miami or the Rio Grande Valley of Texas, where the growth in Mr. Trump’s Latino support has been widely reported.“In 2020, a segment of Latino voters demonstrated that they are more ‘swing’ than commonly assumed,” the report stated.Ultimately, Mr. Trump outperformed his 2016 showing among Latino voters, earning the support of about one in three nationwide, even as Joseph R. Biden Jr. won those voters by a roughly two-to-one margin over all, according to exit polls.All told, close to 17 million Latino voters turned out in the general election, according to a separate analysis published in January by the U.C.L.A. Latino Policy & Politics Initiative. That represented an uptick of more than 30 percent from 2016 — and the highest level of Latino participation in history.With the coronavirus pandemic and the related economic downturn taking center stage on the campaign trail, Equis Labs found that many Latino voters — particularly conservatives — had focused more heavily on economic issues than they had four years earlier. This helped Mr. Trump by putting the spotlight on an issue that was seen as one of his strong suits and by drawing some attention away from his anti-immigrant language.In focus groups, Equis Labs’ interviewers noticed that Mr. Trump’s history as a businessman was seen as a positive attribute by many Latino voters, who viewed him as well positioned to guide the economy through the pandemic-driven recession. Partly as a result, the analysis found, many conservative Latino voters who had been hanging back at the start of the campaign came around to supporting him.Driving up turnout among low-propensity voters — something that Senator Bernie Sanders had sought to do during his campaign for the Democratic nomination — did not necessarily translate into gains for Democrats in the general election, the study found. People who were likely to vote generally grew more negative on Mr. Trump’s job performance over the course of 2020, but among those who reported being less likely to participate in the election, his job approval rose.This finding is likely to fuel hand-wringing among Democratic strategists who worried that Mr. Biden had not done enough to court skeptical Latino voters ahead of November.The movement toward Mr. Trump appeared mostly “to be among those with the lowest partisan formation,” the analysts wrote. “We know enough to say these look like true swing voters. Neither party should assume that a Hispanic voter who cast a ballot for Trump in 2020 is locked in as a Republican going forward. Nor can we assume this shift was exclusive to Trump and will revert back on its own.”Chuck Coughlin, a Republican pollster in Arizona, said he was unsurprised by the results of the Equis Labs report, given what he said had been a concerted effort by the Trump campaign to win Latino support.“You saw it in the rallies out here,” he said. “They did a rally down in Yuma. They did a rally at the Honeywell plant out here. All of those featured Hispanic small-business owners. They were working that crowd.”He said the Trump campaign’s messaging on economic and social issues had resonated for many Latino voters, particularly older ones. “They’re pro-business, they’re pro-gun, they don’t like higher taxes, they don’t trust the government,” he said. “It’s the same constituency that you see among Anglo Trump voters.”While the report didn’t closely analyze voters by their nations of origin, it did demonstrate that Mr. Trump’s relative success among Latino voters compared with four years earlier was not limited to areas with large populations of Cuban-Americans, Venezuelan-Americans and other demographics that have typically trended more conservative.Carmen Peláez, a playwright and filmmaker in Miami who helped lead the campaign group Cubanos con Biden, said that after the election, many observers had sought to ascribe Mr. Trump’s improvement among Florida Latinos to a shift among Cuban-Americans in the southern part of the state.The findings from Equis Labs validated her experience last year, she said, which showed that Latinos of all nationalities had been targeted online with advertisements and messages that scared them away from Democrats.“People love blaming the Cubans, but you can’t just blame the Cubans,” she said. “There is a cancer in our community, and it’s disinformation, and it’s hitting all of us.”Ms. Peláez said Democrats had habitually taken Latino voters for granted by mistakenly assuming that they knew those voters’ political habits and attitudes. Cuban-Americans, for example, are often painted with a broad brush as conservative.“It was assumed all Latinos would be pro-immigration or they were taken for granted because they were assumed to be a lost vote,” she said. “There’s never a lost vote if you are really willing to engage.     The Fate of Biden’s Agenda Hangs in the Balance

    And it isn’t all about the filibuster.Every 10 years, after the collection of census data, states are required to redraw the boundaries of their congressional districts to ensure that they remain equal in population.The process — as readers of this newspaper know — is vulnerable to gerrymandering, in which districts are redrawn to give favored parties, office holders or constituencies an advantage in elections.At the moment, Democrats control the House by a slim 219-211 majority, with five seats vacant. The loss of just five seats in 2022 would flip control to the Republican Party, which would then be empowered to block President Biden’s agenda.Both geographically and politically, the deck is stacked against Democrats, forcing the party and its leader to adjust election strategies every 10 years.This time around, states with Republican governors and Republican legislative majorities contain more than twice as many congressional districts as states under full Democratic control.Further compounding Democratic difficulties, Jowei Chen and Jonathan Rodden, political scientists at the University of Michigan and Stanford, write in the 2013 paper “Unintentional Gerrymandering”:In many urbanized states, Democrats are highly clustered in dense central city areas, while Republicans are scattered more evenly through the suburban, exurban, and rural periphery.As a result, according to Chen and Rodden, “when districting plans are completed, Democrats tend to be inefficiently packed in homogeneous districts.”Despite winning the White House and the Senate, Democrats suffered a major setback in 2020 as their plans to wrest control of one or both branches of key state legislatures fell short. Democrats failed to take control of the statehouses in Pennsylvania, Michigan, Iowa and Texas, and of both branches in North Carolina — all states with large congressional delegations.Still, there is hope.First and foremost, Democrats have become competitive in many of the high-growth areas that benefit from redistricting; they have done so by pulling ahead of Republicans among voters with college degrees, who make up a disproportionate share of these prosperous communities.In addition, a total of 18 states have switched from partisan to independent redistricting. And finally, Republican attempts at voter suppression have proven at times to backfire, prompting higher turnout among minorities and increased Democratic Party mobilization.“One might be tempted to think that seat gains largely driven by economic prosperity favor Republicans while seat losses are found in impoverished and declining Democratic areas,” SoRelle Wyckoff Gaynor and James G. Gimpel, political scientists at the University of Maryland, write in their Feb. 21 article “Reapportioning the U.S. Congress: The shifting geography of political influence.”In practice, Gaynor and Gimpel argue, Democrats have “adapted most impressively to compete and win in the newly emergent districts in Florida and the Far West,” narrowly eking out victories for control of Congress.As states await census data to guide redistricting, there is one wild card in the mix: the possible enactment of voting rights reform, HR 1 or the For the People Act of 2021 — the measure that passed the House on March 3 on a 220-210 vote, but faces the threat of a filibuster in the Senate.I asked Nicholas Stephanopoulos, a law professor at Harvard whose specialties include election law, about the bill. He emailed me to say thatThe voting legislation currently before Congress would revolutionize the redistricting process if it passed. It would require all states to use truly independent commissions, effective immediately. Separate from this structural reform, the bill would also include quantitative partisan bias thresholds that maps wouldn’t be allowed to exceed. These thresholds would have real teeth.At the same time, Stephanopoulos continued, the legislation would put the brakes on voter suppression laws:The bill affirmatively requires a series of participation-enhancing policies for congressional elections: automatic voter registration, same-day voter registration, at least 15 days of early voting, expanded mail-in voting, restrictions on voter purges, restrictions on photo ID requirements, etc.David Lublin, a political scientist at American University, similarly described the transformative potential of HR1 in an email:The proposed legislation before Congress could have a huge effect in two ways. First, by putting in place a new trigger for the Voting Rights Act, Section 5 would become operative again and the Biden administration could use it to block discriminatory maps as well as an array of laws designed to suppress voting.Second, Lublin continued, by preventingmembers of either party from using district boundaries to entrench their advantage through redistricting. Even though Republicans would undoubtedly benefit from the geographic concentration of Democrats and racial redistricting, it would prevent egregious abuses.In the case of Republican voter suppression laws, Nicholas Valentino and Fabian G. Neuner, political scientists at Michigan and Arizona State Universities, found in their February 2016 paper “Why the Sky Didn’t Fall: Mobilizing Anger in Reaction to Voter ID Laws” thatSurprisingly, empirical evidence for significant demobilization, either in the aggregate or among Democrats specifically, has thus far failed to materialize. We suspect strong emotional reactions to the public debate about these laws may mobilize Democrats, counterbalancing the disenfranchising effect.In an email, Neuner cautioned that “our research is about short-term evocations of anger that may spur mobilization and it is not clear how long such anger can be sustained.”Black voters have proven exceptionally determined in the face of electoral adversity, including Supreme Court rulings weakening the Voting Rights Act of 1965 and voter suppression legislation.Kyle Raze, a graduate student in economics at the University of Oregon, studied turnout patterns in the wake of the 2013 Supreme Court ruling in Shelby County v. Holder. The court declared Section 5 of the 1965 Voting Rights Act, which required jurisdictions with a history of discrimination to get preclearance from the Justice Department for any change in election law, unconstitutional. Shelby opened the door to the enactment of voter suppression measures.Raze, in his February 2021 paper, “Voting Rights and the Resilience of Black Turnout,” writes thatDespite well-founded fears to the contrary, the Shelby decision does not appear to have widened the turnout gap between Black and White voters in previously covered states.Instead, Raze foundan accumulating body of evidence that suggests that voters mobilize in response to increases in the cost of voting when those increases are perceived as threats to the franchise.While 2020 census data is not yet complete, it will determine the specific allocation of House seats to each state. Justin Levitt, a law professor at Loyola Marymount University, provided The Times with estimates of the number of House seats over which each party will exercise redistricting control. Levitt wrote in an email:It looks like Democrats will control 73 congressional seats this cycle, Republicans will control 188, and 167 will be under split partisan control, plus 7 in states with one district.These numbers represent a considerable improvement for Democrats compared with a decade ago, Levitt observes, when the party “controlled 44 seats, with Republicans controlling 213.”The Gaynor-Gimpel article I discussed earlier describes the shape of old and new districts in past decennial redistricting.
