    Gloria Johnson Announces Bid for Marsha Blackburn’s Senate Seat

    Gloria Johnson, who barely avoided expulsion for her role in a gun control rally in the State Legislature, is hoping to unseat Senator Marsha Blackburn, a Republican.Gloria Johnson, a Democratic state representative from Tennessee who narrowly avoided being expelled from the Legislature in April after taking part in a gun control protest on the statehouse floor, announced plans on Tuesday to run for the U.S. Senate seat held by Senator Marsha Blackburn, a Republican.Ms. Johnson, 61, received a flood of national attention after she joined two other Democrats, Representatives Justin Jones and Justin J. Pearson, to interrupt debate on the floor of the Republican-controlled Tennessee House of Representatives and rally for stricter gun control measures in late March, just days after a shooting at a Christian school in Nashville that killed six people.In retribution, Republicans moved to expel the three Democrats — sometimes called the Tennessee Three — from the Legislature. Mr. Jones and Mr. Pearson were both ousted. Ms. Johnson was stripped of her committee assignments but avoided expulsion by just one vote. (Both men were later voted back into their positions.)Last week, the State Legislature held an emotional and chaotic special session meant to be devoted to public safety that ended without agreement on any significant new restrictions on firearm access.In a video announcing her Senate campaign, Ms. Johnson led with that issue, playing clips of news coverage of the Nashville shooting and highlighting her involvement in the gun control protest.“When my friends and I believed mothers and fathers who lost children at Covenant deserved a voice, and we fought for it, they expelled them,” she says in the video.Ms. Johnson, who represents parts of Knoxville, was first elected to the Tennessee House in 2012, then lost subsequent elections in 2014 and 2016 before again winning in 2018. For the 2024 Senate race, she is running in a contested Democratic primary against Marquita Bradshaw, an environmental justice activist who unsuccessfully ran for U.S. Senate in 2020.Both hope to unseat Ms. Blackburn, 71, who in 2018 became the first woman elected to represent Tennessee in the Senate.In her video, Ms. Johnson suggested that Ms. Blackburn was beholden to “extremists and billionaires,” criticizing her views on abortion.Senator Blackburn’s campaign spokeswoman, Abigail Sigler, accused Ms. Johnson in a statement of being a “radical socialist” who “would be a puppet” for President Biden and progressive Democrats.     After Success in Seating Federal Judges, Biden Hits Resistance

    Senate Democrats vow to keep pressing forward with nominees, but they may face obstacles in states represented by Republicans.WASHINGTON — After early success in nominating and confirming federal judges, President Biden and Senate Democrats have begun to encounter stiffer Republican resistance to their efforts to reshape the courts.Tennessee Republicans have raised objections to Mr. Biden’s pick for an influential appeals court there — the administration’s first judicial nominee from a state represented by two Republican senators — and a circuit court candidate is likely to need every Democratic vote to win confirmation in a coming floor showdown.The obstacles threaten to slow or halt a little-noticed winning streak for the Biden administration on Capitol Hill, where the White House has set a rapid pace in filling vacancies on the federal bench, even surpassing the rate of the Trump era, when Republicans were focused almost single-mindedly on confirming judges.In contrast to the administration’s struggle on its legislative agenda, the lower-profile judicial push has been one of the highlights of the first year of the Biden presidency. Democrats say they intend to aggressively press forward to counter the Trump judicial juggernaut of the previous four years, and they may have limited time to do so, given the possibility of losing control of the Senate in next year’s midterm elections.“We are taking this seriously,” said Senator Richard J. Durbin, Democrat of Illinois and the Judiciary Committee chairman, who plans to advance nominees through the end of the year and beyond. “We are going to move everything we can legally move.”Mr. Biden, a former Judiciary Committee chairman with deep expertise on the confirmation process, has sent the Senate 64 judicial nominations, including 16 appeals court picks and 46 district court nominees. That is the most at this point of any recent presidential term dating to Ronald Reagan. Twenty-eight nominees have been confirmed — nine appeals court judges and 19 district court judges.By comparison, Mr. Trump had sent the Senate 57 judicial nominees, 13 of whom were confirmed, by mid-November 2017. At the end of four years, Mr. Trump had won confirmation of three Supreme Court justices, 54 appeals court judges and 174 district court judges.Mr. Biden’s nominees are extraordinarily diverse in both legal background and ethnicity. The White House and liberal interest groups have been promoting public defenders and civil rights lawyers in addition to the more traditional choices of prosecutors and corporate lawyers. According to the White House, 47 of the 64 nominees are women and 41 of them identify as people of color, allowing the administration to record many firsts across the judiciary.“The diversity is really greater than anyone could have hoped for,” said Russ Feingold, a former senator and the head of the American Constitution Society, a progressive group that has been active in recommending nominees to the White House. “People are ecstatic.”The vast majority of the Biden nominees so far have been put forward for appeals and district court seats in states represented by two Democratic senators, in close consultation with those lawmakers, smoothing the way to confirmation. They are replacing mainly judges appointed by Democratic presidents.“He is picking the low-hanging fruit,” said Russell Wheeler, a visiting fellow in governance studies at the Brookings Institution and a longtime expert in tracking judicial nominations.According to figures from Mr. Wheeler and the White House, 15 of Mr. Biden’s 16 appeals court nominees were for vacancies in the District of Columbia or in states represented by two Democratic senators. Forty-three of the 46 district court nominees were for seats in states represented by two Democrats or the District of Columbia. Three others were in Ohio, which is represented by a senator from each party, and received the support of the Republican, Senator Rob Portman.But Mr. Biden will need to venture into more challenging territory if he wants to sustain his drive by producing nominees in states represented by Republicans. Most Republicans are likely to be tough sells when it comes to their home turf.After the White House on Nov. 17 nominated Andre B. Mathis, a Memphis lawyer, to the U.S. Court of Appeals for the Sixth Circuit, Tennessee’s two Republican senators, Marsha Blackburn and Bill Hagerty, complained that the administration had not “substantively” consulted with them on the selection. One person familiar with the process said that the two had backed an experienced Black judge with Democratic ties for the opening but that the person was passed over for Mr. Mathis, who is also Black.“We attempted to work in good faith with the White House in identifying qualified candidates for this position, but ultimately the White House simply informed us of its choice,” the senators said in a statement.In nominating Mr. Mathis, the White House noted he would be the first Black man from Tennessee to sit on the Sixth Circuit and the first Black nominee for the court in 24 years. Administration officials said his combination of civil and criminal experience was a plus.“We were grateful to discuss potential candidates from the Sixth Circuit with both Tennessee senators’ offices starting several months ago, and we are enthusiastic about Andre Mathis’s historic nomination,” said Andrew Bates, a White House spokesman.In the past, senators’ opposition to a judicial nominee from their state would be enough to derail the confirmation. Under an arcane Judiciary Committee practice, the two senators would either return what is known as a “blue slip” — a piece of paper signifying that they had been consulted about the nomination, in line with the Constitution’s requirement for the president to seek the Senate’s “advice and consent” — or withhold it, effectively blocking the selection.But Republicans ended that tradition during the Trump era and Democrats are unlikely to restore it, freeing the White House to go its own way if it chooses, though administration officials say they intend to confer in good faith with Republican senators.While Republicans can slow the process and try to put up other roadblocks, changes in Senate rules mean that Democrats can advance and confirm judges with a simple majority vote. But doing so requires Democrats, who control the 50-50 Senate through Vice President Kamala Harris’s tiebreaking power, to hold together and be willing to devote floor time to a nominee.Democrats summoned Ms. Harris last month to break a tie to allow another nominee, Jennifer Sung, to clear the Judiciary Committee after the panel deadlocked on her nomination to the U.S. Court of Appeals for the Ninth Circuit. Republicans criticized Ms. Sung over a blistering letter she signed in 2018 opposing the nomination of Brett M. Kavanaugh to the Supreme Court.The letter from Yale Law School students, alumni and educators called Justice Kavanaugh an “intellectually and morally bankrupt ideologue intent on rolling back our rights and the rights of our clients.” Ms. Sung apologized for the letter during her confirmation hearing in September and conceded it was overheated. Republicans still unanimously opposed her nomination, making her the first Biden nominee to require a floor vote.Republicans have objected to many of the president’s judicial picks, calling them too liberal and insufficiently grounded in the Constitution. But most of the nominees have drawn at least a smattering of Republican support for confirmation — though in the past, judicial candidates often did not require roll call votes at all.Republicans have offered Mr. Biden and Democrats grudging praise for their efforts, comparing it favorably with the sluggish pace of the Democratic-held Senate in confirming judges selected by the Obama administration when Mr. Biden was vice president.“Obviously, we made a priority of it and I think Democrats realize they missed an opportunity during the Obama administration,” said Senator John Cornyn of Texas, a senior Republican member of the Judiciary Committee.One reason for the shift is that Democrats are well aware they may have a limited window.Their control of the Senate is at real risk next year, and a Republican takeover would drastically impede Mr. Biden’s ability to install judges over the final two years of his term. Senator Mitch McConnell, Republican of Kentucky and now the minority leader, showed how that could work beginning in 2015, when Republicans gained the majority and slow-walked Obama administration nominees, refusing even a hearing for a Supreme Court pick.“They realize they might not be filling any vacancies come January 2023,” Mr. Wheeler said. It was a measurable phenomenon, even: Republican women voted to the left of their male counterparts in Congress.But as the G.O.P. began to radicalize, becoming not just a small-government party but an anti-government party — a government delegitimization party — this taming effect ceased to be. Moderates of both sexes cleared out of the building. A new swarm of firebrands rushed in. Not only did female Republican elected officials become every bit as conservative as their male counterparts; they began, in some cases, to personify the party’s most outlandish tendencies.This is the thought I keep returning to when I think about Marjorie Taylor Greene: That there is something depressingly familiar about her. She’s the latest descendant in a lineage of Republican women who embrace a boffo radicalism, who delight in making trouble and in causing offense.In her own freshman class, Greene has an outrageous comrade in Lauren Boebert, who once said she hoped QAnon was real and tried, post Jan. 6, to walk onto the House floor with her Glock.Before Greene and Boebert, there was Representative Marsha Blackburn, now a senator, who declared a preference for the title “Congressman” and co-sponsored a 2009 bill requiring presidential candidates to provide copies of their original birth certificates. (In 2019, her first year in the Senate, she was deemed its most conservative member by GovTrack.) There was Representative Michele Bachmann, who went on national television and repeated a story about the HPV vaccine supposedly causing “mental retardation”; openly fretted that President Barack Obama wanted to do away with the dollar; and called herself “a foreign correspondent on enemy lines,” reporting on the nefarious doings of the Democrats.There was Sarah Palin, who spellbound the base with her vaudevillian ad-libbing, sassy anti-intellectualism, denunciations of the lamestream media and laffy-taffy stretching of the facts. “She would say things that are simply not true, or things that were picked up from the internet,” Steve Schmidt, a former top adviser to John McCain’s 2008 campaign, told “Frontline.”Even when I was a young reporter covering Congress, the Newt Gingrich revolution ushered in a number of outrageous women who thrilled to their roles as troublemakers and conspiracists. North Carolina’s Sue Myrick wrote the foreword to “Muslim Mafia: Inside the Secret Underworld That’s Conspiring to Islamize America.” Helen Chenoweth, like Blackburn, asked to be called “Congressman”; held an endangered-sockeye-salmon fund-raising bake; and said armed wildlife agents in black helicopters were invading her home state, Idaho.Michele BachmannCredit…Chris O’Meara/Associated PressMarsha BlackburnCredit…Pool photo by Stefani ReynoldsSue MyrickCredit…Doug Mills/The New York TimesElise StefanikCredit…Erik S Lesser/EPA, via ShutterstockYou could argue that these women were in a better position to embody anti-government, populist sentiment than men. A decade ago, the Republican pollster Linda DiVall told The Atlantic that voters were more inclined to think female politicians “won’t be in the back room dealing with special interests.”Now recall Sarah Palin at the 2008 convention, railing in her Wasilla twang against “the good-old boys” brokering their secret deals. Recall Michele Bachmann in 2011, telling Jake Tapper, “What people see in me is that I’m a real person, I’m authentic.” And think of Marjorie Taylor Greene in these last couple of years, yammering on about the nefarious plots of the deep state, Jewish lasers and false flags. She’s here to tell you what’s going on in that back room — and that she’s going to put an end to it.After the 2018 midterm elections, when 10 Republican congresswomen lost their seats, New York’s Elise Stefanik (once a reasonable human being, now another Harvard Graduate for Sedition) told Republican leaders that the party had to make electing women a priority. Kevin McCarthy, the House minority leader, agreed to help; outside groups and Stefanik’s own PAC did, too. Their efforts worked. Eighteen new Republican women showed up to the House this January.But in order to get elected, those women needed to win their primaries. And to win their primaries, they needed to present themselves as every bit as tough and conservative (socially and otherwise) as their male primary opponents — and to win over a subgroup of the electorate that historically has been less inclined to vote for women in the first place.This, in turn, led to what I think is an interesting paradox: These women are playing simultaneously into male Republican stereotypes of power — loving their guns, defending their country from the migrant hordes — and stereotypes of femininity, to reassure the Republican faithful that they’re still real women. Think of Palin, presenting herself as a mama grizzly with a shotgun. Motherhood was front and center in her self-presentation. Ditto for Lauren Boebert (mother of four, loves her Glock). Ditto for Bachmann (mother of five, partial to AR-15s).Greene loves her guns, too — so much that she was willing to harass a survivor of a school shooting, which may not have qualified as maternal behavior, now that I think of it.Hmm. Maybe we’ve rounded a corner. Maybe any kind of behavior from Republican female politicians now goes.Either way: A number of these politicians, including Palin and Bachmann, crashed and burned. But what if their evanescent political lives paved the way for more powerful male politicians?Corrine McConnaughy, a research scholar in politics at Princeton, stopped me in my tracks by asking whether Sarah Palin’s repeated complaints about the elite media made it easier for Donald Trump to frame himself as a victim of Fake News. Better for a woman to blaze the way on victimhood first, right, lest it be seen as unmanly? (Yes, Nixon also complained that the media were out to get him. But mainly in private.)Sarah PalinCredit…Mark Hirsch/Getty ImagesMcConnaughy didn’t know the answer. Neither do I. But it’s a great question. In hindsight, it certainly seems clear that folksy, populist, prevaricating Palin — a tabloid fixture and reality television star — cleared the way for Trump.Perhaps the media bear a tiny bit of responsibility for the coverage Greene is getting. We’re going through terrible outrage withdrawal. (“Have you seen CNN’s ratings recently?” Dan Senor, once an adviser to Mitt Romney, asked me not long ago.) So here is Greene, offering us a bottomless Mary-Poppins-carpet-bag of old videos that spew hate and derangement. She’s our methadone.Then again, she truly is monstrous.You can also ask whether unconscious gender bias plays a role in the coverage of Greene. Television loves a brassy hot mess. Greene’s despicable words and actions deserved censure and punishment, certainly. But it’s not as if there aren’t a ton of male Republican kooks in this Congress, too: Louie Gohmert, Jim Jordan, Matt Gaetz, Mo Brooks … the list is long.Me, I remain fixated on the new breed of Republican female politician that Greene continues to represent. As the political scientists Monica C. Schneider and Angela L. Bos have argued, we don’t yet have, as a culture, a firm idea of how a female elected official looks or acts, though we have stereotypes galore for male politicians (and men and women more generally).Hillary Clinton’s supporters were fond of the adage, “the future is female.” That may one day be true.
