    Gov. Tim Walz of Minnesota is intensifying his preparations for the vice-presidential debate on Oct. 1, with Transportation Secretary Pete Buttigieg serving as a stand-in for his opponent, Senator JD Vance of Ohio, according to five people with direct knowledge of the preparations, who insisted on anonymity to discuss the private efforts.Mr. Buttigieg, one of the Democratic Party’s most skilled communicators and a fixture on Fox News, played a similar role for Kamala Harris in 2020, acting as Vice President Mike Pence in her mock debate sessions. In Lewiston, Maine, a bridge closed after the pavement buckled from fluctuating temperatures.America’s bridges, a quarter of which were built before 1960, were already in need of repair. But now, extreme heat and increased flooding linked to climate change are accelerating the disintegration of the nation’s bridges, engineers say, essentially causing them to age prematurely.The result is a quiet but growing threat to the safe movement of people and goods around the country, and another example of how climate change is reshaping daily life in ways Americans may not realize.“We have a bridge crisis that is specifically tied to extreme weather events,” said Paul Chinowsky, a professor of civil engineering at the University of Colorado Boulder who researches the effects of climate change on infrastructure. “These are not things that would happen under normal climate circumstances.     6 Things to Watch For at the Democratic Convention

    The Democratic National Convention, which opens Monday in Chicago, will be a test for the party and its new standard-bearer, Vice President Kamala Harris, who has never been so center stage. The next few days should signal how Ms. Harris intends to define her candidacy, and will help determine whether the party can remain unified despite deep divisions over issues including the war in Gaza.Here are six things to watch for this week.Harris presents herself: Ms. Harris’s acceptance speech on Thursday offers her a chance to introduce herself to what will likely be, along with her debate or debates with Mr. Trump, one of the biggest audiences she will have before Election Day. Her challenge, Democrats say, is to balance loyalty to Mr. Biden and assuming control of her party.Her speech is an opportunity to show the extent to which she intends to carve out her own political identity and demonstrate how a Harris presidency would be different from a Biden presidency. And the go-lucky Mr. Walz promised to do anything for the team.When Vice President Kamala Harris gathered some of her closest advisers in the dining room of the Naval Observatory on Saturday, they had more choices than time.Her team had just wrapped up the fastest, most intensive vetting of potential running mates in modern history, a blitz of paperwork and virtual interviews that had concluded only on Friday. The advisers were there to present their findings on a list that still technically ran six deep to Ms. Harris, who had less than 72 hours to sift through it to make her final decision.One by one, the circle of her most trusted confidants ran through the pros and cons of each possible No. 2. The sessions went long enough to be broken up with sandwiches and salads as the team eventually focused on the three men she would meet the next day for what would prove to be pivotal in-person interviews: Gov.     All New U.S. Cars Must Carry Automatic Brakes by 2029

    The technology is already sold on most vehicles, but a new federal safety regulation raises the standards. Starting in 2029, a new federal safety regulation will require all new cars and trucks in the United States to be sold with automatic emergency braking — sensors that hit the brakes to avoid a collision if the driver does not.The new rule, which was made final on Monday, imposes more stringent requirements than the automatic emergency braking technology now sold on most vehicles, and even goes past the point of present technological feasibility, automakers said. The National Highway Traffic Safety Administration set a September 2029 date for compliance, saying it was confident that the systems would be ready by then.Under the standards, outlined in a 317-page document, all “light vehicles,” which include cars, large pickup trucks and sport utility vehicles, will have to be able to automatically hit their brakes to avoid hitting another vehicle at speeds of up to 62 miles per hour. The system will also have to at least begin to apply the brakes at speeds up to 90 m.p.h. if a collision is imminent. That’s higher than the maximum U.S. speed limit of 85 m.p.h. Introduced in 2011, they typically use cameras, radar or both to identify other vehicles, pedestrians or obstacles in front of a car.They usually alert the driver if a collision is possible, then force the application of the brakes if needed.Carmakers have said they needed no prodding to adopt the systems, pointing out that, in 2016, they voluntarily agreed to make the technology standard in all new cars and trucks. About 90 percent of new vehicles on sale now have some form of automatic emergency braking.Regulators said on Monday that carmakers had expressed concern about “taking away the driver’s authority” at high speeds.The industry’s main lobbying group, the Alliance for Automotive Innovation, “viewed the expectation that manufacturers are capable of providing undefined levels of avoidance at all speeds as neither practicable nor reasonable,” regulators said.The Biden administration estimated the rule’s cost at an average of $23 per vehicle.
