    Democrats Back Biden, But No Consensus About Plan B for 2024

    Leaders with White House aspirations all say they’ll support the president for another term. But there is no shortage of chatter about the options if he continues to falter.NEW ORLEANS — Addressing reporters at a meeting of the Democratic Governors Association, Gov. Roy Cooper of North Carolina gave an emphatic answer when asked whether he expected President Biden to seek a second term — and whether he believed that was in the best interests of his party.“I do and I do,” Mr. Cooper said on Friday, adding, “I fully expect him to seek re-election and I will support him, and in fact we’re going to win North Carolina for him.”But just three minutes later, Mr. Cooper — the only Democratic governor to twice win a state that former President Donald J. Trump carried in both of his campaigns — was sketching out what could be the makings of a Cooper for President message to primary voters.He trumpeted his repeal of his state’s so-called bathroom bill targeting transgender people, an executive order granting paid parental leave to state employees and another order putting North Carolina on a path to carbon neutrality by 2050. “That’s why Democratic governors are so important,” he said, alluding to next year’s midterm elections.Publicly, Mr. Cooper and other Democratic leaders are focused on what will be a difficult 2022 if Mr. Biden’s popularity does not pick up. However, it is 2024 that’s increasingly on the minds of a long roster of ambitious Democrats and their advisers.With Mr. Biden facing plunging poll numbers and turning 82 the month he’d be on the ballot, and Vice President Kamala Harris plagued by flagging poll numbers of her own, conversations about possible alternatives are beginning far earlier than is customary for a president still in the first year of his first term.None of the prospects would dare openly indicate interest, for fear of offending both a president who, White House officials say, has made it clear to them that he plans to run for re-election and a history-making vice president who could be his heir apparent. No president since Lyndon Johnson in 1968 has opted not to run for re-election.Still, a nexus of anxious currents in the Democratic Party has stoked speculation about a possible contested primary in two years. On top of concerns about Mr. Biden’s age and present unpopularity, there is an overarching fear among Democrats of the possibility of a Trump comeback — and a determination that the party must run a strong candidate to head it off.Should Mr. Biden change his mind and bow out of 2024, there is no consensus among Democrats about who the best alternative might be.Vice President Kamala Harris is the obvious choice for Democrats if Mr. Biden does not run in 2024. In a party that celebrates its diversity and relies on Black and female voters to win at every level of government, it would be difficult to challenge the first Black and first female vice president.Yet recent history provides few examples of vice presidents who have claimed the White House without a strenuous nomination fight. The last two vice presidents to win the presidency, George H.W. But Ms. Raimondo, a leader of her party’s moderate wing, recently told an associate she was “out of the politics business.”Yet should Mr. Biden rule out a second campaign, there are also Democrats who believe the party would be better off turning to a leader from outside Washington rather than recruiting from within a weary administration.At the governor’s conference in New Orleans over the weekend, circumspect questions about Mr. Biden’s age and Ms. Harris’s vulnerabilities dotted the corridor and cocktail conversations.Mr. Cooper already has donors encouraging him to consider a bid, according to Democrats familiar with the conversations.Should Gov. Gretchen Whitmer of Michigan survive a difficult re-election next year in one of the most critical presidential battlegrounds, she, too, will immediately be nudged to consider a bid.“She’s been a terrific governor at a very difficult time,” said Senator Debbie Stabenow of Michigan, suggesting Ms. Whitmer could be a strong candidate while also taking care to note that “our vice president is extremely talented.”Gov. J.B. Pritzker of Illinois, a billionaire who has worked to stabilize his state’s finances and enact progressive policies, like a $15 minimum wage, since his election in 2018. A longtime financial benefactor of national Democrats, Mr. Pritzker may face a competitive race for re-election in 2022.While allies say that Mr. Pritzker has expressed no specific intention to run for president in 2024 if Mr. Biden bows out, he has talked privately about his interest in seeking the White House at some point should the opportunity arise.His advisers tried to tamp down the prospect, at least for now. “Governor Pritzker is focused on addressing the challenges facing the people of Illinois and is not spending any time on D.C.’s favorite parlor game: Who will run for President next,” said Emily Bittner, his spokeswoman. She said the governor “wholeheartedly supports” Mr. Biden and Ms. Harris and expected them to be re-elected.Still, the talk is abundant — at least in private.Mr. Trump’s vengeance campaign against Gov. Brian Kemp of Georgia, for example, has Democrats wondering whether Stacey Abrams could take advantage of the Republican disarray to win the state’s governorship and then mount a presidential bid.Recognizing that such speculation could be used against Ms. Abrams in the governor’s race, her campaign manager insisted last week that if she were elected next year, Ms. Abrams would serve a full term.     ‘Mayor Pete’ Review: Politics Is Local

    This film, which follows Pete Buttigieg on his campaign for the 2020 Democratic presidential nomination, rarely captures him in what looks like an unselfconscious moment.We already knew Pete Buttigieg was good on camera. For “Mayor Pete,” the documentarian Jesse Moss followed Buttigieg — the current transportation secretary and former mayor of South Bend, Ind. — during his campaign for the 2020 Democratic presidential nomination. But the resulting portrait rarely captures him in what looks like an unselfconscious moment.Maybe Buttigieg is always on. “In my way of coming at the world, the stronger an emotion is, the more private it is,” he says in an interview for the film. He chafes against consultants’ advice that he “let loose” and be himself — because letting loose, he says, would not be being himself. The movie does show him singing a “Schoolhouse Rock” tune as he signs papers at his mayor’s desk.But Moss — a director of “Boys State,” in a sense a companion look at political novices finding their voices — hasn’t succeeded in becoming a fly on the wall, if such a thing is possible during a heavily photographed campaign. (“The War Room” focused on strategists, not the candidate.) Showing Buttigieg at one public appearance after another, “Mayor Pete” more often plays like outtakes from the trail than an inside glimpse.Occasionally the movie encounters situations that appear as if they weren’t intended to be filmed, as when Buttigieg’s husband, Chasten, points out that he’s not going to be positioned as prominently as other candidates’ spouses in Iowa. Later, in South Carolina, Chasten encourages his weary spouse to deliver yet another speech (“Everything you’re going to say is new to them”). But the shift may help the Biden administration move quickly to reinstate national fuel-efficiency standards that would control planet-warming auto pollution, this time with support from industry giants that fought such regulations for years.“After four years of putting us in reverse, it is time to restart and build a sustainable future, grow domestic manufacturing, and deliver clean cars for America,” said Gina McCarthy, the senior White House climate change adviser. “We need to move forward — and fast.”The auto giants’ announcements come on top of a 2020 commitment by five other companies — Ford, Honda, BMW, Volkswagen and Volvo — that they would abide by California’s tough standards. And last week, G.M. pledged to sell only zero-emissions vehicles by 2035, a move that would put the company in line with another recent California policy banning the sales of internal-combustion vehicles by that year.Tuesday’s move also marked a stark reversal for California’s influence on Washington policymaking. After President Donald J. Trump rolled back Obama-era auto pollution rules that had been modeled after California’s state-level rules, he then blocked the state’s authority from setting such rules. Now Mr. Biden is expected to use California as a model for swiftly reinstating national rules.“We’re going to continue to play an important role in pushing the federal government and the auto companies,” vowed Jared Blumenfeld, the California secretary of environmental protection, who added that Mr. Biden had recently spoken with Gavin Newsom, California’s governor, about using the state’s auto emissions polices as a guide to federal policies.California Gov. The Obama-era standards, which were modeled on California’s, would have required auto companies to make and sell vehicles that reached an average fuel economy of about 54.5 miles per gallon by 2025. The standards, which would have eliminated about six billion tons of planet-warming carbon dioxide pollution over the lifetime of the vehicles, stood as the single largest federal policy ever enacted to reduce climate change.The Trump administration last year rolled back that standard to about 40 miles per gallon by 2026 — a move which would have effectively allowed most of that carbon dioxide back into the atmosphere. California, however, reached a separate deal with the five automakers, in which they agreed to reach a standard of 51 miles per gallon by 2026. The Trump administration, backed by G.M. and other automakers, blocked California’s legal authority to set those standards.Now that G.M., Toyota and Fiat Chrysler have dropped out of that lawsuit, Biden administration officials have one less speed bump ahead of a new federal standard. On Wednesday, the Senate confirmed the new Transportation Secretary, Pete Buttigieg. In his confirmation hearing, Mr. Buttigieg, the former mayor of South Bend, Ind., and a 2020 presidential contender, vowed to make tackling climate change a guiding principal of his tenure — a first for a transportation secretary.And he will be aided by a new top official who helped broker the California deal with the five automakers: Steven Cliff, formerly the deputy executive officer with the California Air Resources Board, has been appointed by Mr. Biden to lead the Transportation Department’s National Highway and Traffic Safety Administration, the agency that will oversee the rewrite of the new auto fuel economy standards.“He’s probably the most knowledgeable person anywhere on the planet about how these auto companies align on this and how we push on this,” Mr. Blumenfeld said.Ms. McCarthy is expected to meet this week with the heads of several major auto companies and representatives from the United Auto Workers and other unions as she begins to sketch out the details of the new rules.Though the California deal sets a standard of 51 miles per gallon for model year 2026, the coming Biden rule will likely take a year or more to complete.
