    U.K. to Accuse China of Cyberattacks Targeting Voter Data and Lawmakers

    The British government believes China has overseen two separate hacking campaigns, including one that yielded information from 40 million voters.The British government is expected to publicly link China to cyberattacks that compromised the voting records of tens of millions of people, another notable hardening of Britain’s stance toward China since its leaders heralded a “golden era” in British-Chinese relations nearly a decade ago.The deputy prime minister, Oliver Dowden, will make a statement about the matter in Parliament on Monday afternoon, and is expected to announce sanctions against state-affiliated individuals and entities implicated in the attacks.The government disclosed the attack on the Electoral Commission last year but did not identify those behind it. It is believed to have begun in 2021 and lasted several months, with the personal details of 40 million voters being hacked.The Electoral Commission, which oversees elections in the United Kingdom, said that the names and addresses of anyone registered to vote in Britain and Northern Ireland between 2014 and 2022 had been accessed, as well as those of overseas voters.The commission previously said that the data contained in the electoral registers was limited and noted that much of it was already in the public domain. However, it added that it was possible the data “could be combined with other data in the public domain, such as that which individuals choose to share themselves, to infer patterns of behavior or to identify and profile individuals.”In addition to the infiltration of the Electoral Commission, Mr. Dowden is expected to confirm that the Chinese targeted several members of Parliament with a record of hawkish statements about China.     Under Pressure, U.K.’s Sunak Tries Another Cabinet Reset With a Swerve to Center

    After more than a year as prime minister, Rishi Sunak, a Conservative, has failed to close a yawning gap in the polls. On Monday he did something new.Prime Minister Rishi Sunak of Britain fired one of his most senior and divisive ministers on Monday, in a reshuffle of his top team that unexpectedly brought a centrist predecessor, David Cameron, back into government.The departure of Suella Braverman as home secretary and the surprise return of Mr. Cameron as foreign secretary were the latest in a series of convulsions that have rocked the governing Conservative Party since the fateful Brexit referendum that Mr. Cameron called in 2016, and signaled the peril facing Mr. Sunak as he nears a general election expected next year.After 13 years in Downing Street, the Conservatives’ grip on power appears to be slipping, with the party trailing Labour by around 20 points in the polls against a challenging economic backdrop, with sluggish growth and inflation eroding living standards, and a public sector under acute strain after years of Conservative-led austerity.Mr. Sunak has tried various gambits to address his party’s unpopularity with voters, weakening environmental targets, pledging to defend motorists and promising tougher sentencing for serious criminals. Mr. Hunt’s resistance to offering tax cuts has antagonized a wider group of Conservative lawmakers.     As Sunak Makes His Case to Britons, the Economy Could Undermine It

    Britain’s Conservative government faces a morass of problems, some new, others longstanding, that are stymying Prime Minister Rishi Sunak.Prime Minister Rishi Sunak hopes to hold onto power by selling himself as the repairman for a broken Britain. On Wednesday, he got a faint sign that the repair work was gaining traction: the government announced that Britain’s inflation rate in June was 7.9 percent, a decline from the previous month.But the rate is still higher than that of Britain’s European neighbors and more than twice that of the United States. And it is just one of a morass of economic problems — from spiraling debt to labor shortages to sputtering growth — that are stymying Mr. Sunak as he makes the case that his Conservative Party, in government for the past 13 years, deserves to stay there after an election that he must call by January 2025.The Conservatives will face an early test of their political fortunes on Thursday, with three by-elections, special elections to fill seats in Parliament vacated by Tory lawmakers. The party is girding itself for a long day.“They’re running out of runway,” said Tim Bale, a professor of politics at Queen Mary University of London. “These by-elections are likely to be a referendum on the government, and they could lose all three.”Shoppers in London last month. He has thrown off the supply-side ideological experimentation of his predecessor, Liz Truss, and the have-your-cake-and-eat-it style of her predecessor, Boris Johnson.But Mr. Sunak’s return to fiscal prudence has yet to reinvigorate Britain’s growth. On the contrary, inflation is forcing the Bank of England to hike interest rates aggressively to avert a wage-price spiral. The tight-money policy threatens to tip the economy, already stagnant, into recession. And it is inflicting pain on millions of Britons who face soaring rents and higher rates on their mortgages.Inflation, economists agree, is likely to continue to drop in the next six months, perhaps even enough to meet Mr. Sunak’s goal of halving the rate to 5.2 percent by year-end. But Britain’s other problems — anemic growth, low productivity, a labor shortage, and a crumbling National Health Service — are not likely to be fixed in time for him to claim a full turnaround before he faces the voters.“Low productivity and low growth make economic policy challenging,” said Mahmood Pradhan, head of global macro economics at Amundi, an asset manager. “It reduces fiscal space. It’s a very tight straitjacket to be in.”With deteriorating public finances, Mr. Sunak can neither spend heavily to raise wages for striking doctors or railway workers, nor can he offer tax cuts to voters. As things stand, he is already at risk of missing another of his five pledges: to reduce national debt. As a result, Mr. Sunak finds himself in an awkward paradox: a free-market Conservative heading into an election with a government that is imposing the greatest tax burden on the electorate since World War II.Critics argue he has no one to blame but himself. Mr. Sunak supported the fiscal austerity of the Conservative-led government of David Cameron and his chancellor, George Osborne, which hurt Britain’s productivity and hollowed out its public services. And he championed Brexit, which cut into its trade with the European Union, scared off investment and worsened its labor shortage.“He’s quite rare in being directly associated with both Cameron-Osborne austerity and Johnsonian hard Brexit,” said Jonathan Portes, a professor of economics and public policy at Kings College London. “Many other senior Tories could plausibly claim that they didn’t really buy into one or the other. Not Sunak.”This week’s by-elections attest to Mr. Sunak’s predicament. One seat belonged to Mr. Johnson, who resigned from Parliament after a committee recommended suspending him for misleading lawmakers about his attendance at parties during the coronavirus pandemic lockdowns. Another was held by an ally of Mr. Johnson, who also quit, and the third by a lawmaker who resigned after allegations of drug use and sexual misconduct.While Mr. Johnson’s soiled legacy and Conservative Party scandals will play a role in these races, analysts say the cost-of-living crisis will be the dominant theme. Few governments, Professor Bale noted, win elections when real wages are eroding, as they are in Britain. In the latest polls, the opposition Labour Party leads the Conservatives by close to 20 percentage points.The specter of a sweeping defeat has put Mr. Sunak under pressure from Tory backbenchers to offer voters relief in the form of tax cuts or help in paying their mortgages. The most analysts expect, however, is for him to promise a reduction in income taxes next spring, to be deferred until after the election.As Mr. Sunak likes to remind people, not all of Britain’s problems are unique or self-inflicted. Like many other countries, it suffered from supply bottlenecks after pandemic lockdowns ended, from rising food prices and from the lingering impact of soaring energy prices after Russia invaded Ukraine.Yet Britain’s core inflation rate — which excludes volatile energy and food prices and is a gauge for domestic price pressures — has remained high at 6.9 percent, compared to 4.8 percent in the United States and 5.4 percent in the eurozone.“That does suggest these inflation dynamics have become more embedded than they have in other countries,” said Kristin Forbes, a professor of management and global economics at the Massachusetts Institute of Technology, and a former member of the Bank of England’s rate-setting committee.Britain, she said, had the misfortune of being hit by both the energy spike, like its neighbors in Europe, and strong domestic inflationary pressures because of a tight labor market, like the United States.Commuters cross London Bridge last week. Unlike most countries, Britain still has more people out of the labor force than before the pandemic. A majority say they can’t work because of long-term illnesses, a problem exacerbated by the crisis in the N.H.S. With so many job vacancies, wages are rising rapidly, which further fuels inflation.Mr. Sunak has offered to increase public sector wages by 5 percent to 7 percent to end strikes that have closed Britain’s schools and crippled the health service. But that has yet to quell the labor unrest.Britain has so far avoided a recession, surprising some economists. But its resilience could crack, as people curtail spending to pay their rising mortgage bills. Already, about 4.5 million households have had to swallow rate increases since the Bank of England started raising interest rates in December 2021. The rest, another 4 million, will be affected by higher rates by the end of 2026.As with other Western leaders, Mr. Sunak’s fortunes may be largely out of his hands. Last month, the Bank of England, stung by the virulence of inflation, unexpectedly raised interest rates by half a percent, to 5 percent. Traders are betting that rates will climb further still, to about 5.8 percent by the end of the year — implying several more rate increases that would mean higher financing costs for businesses and households and hurt economic growth even more.“The more tightening we see, the risk of recession rises,” said Mr. Pradhan, who served as a deputy director of the International Monetary Fund. “It wouldn’t take very much to tip the U.K. economy into recession.” More

    How Political Primaries Drive Britain’s Dysfunction

    In the United States, too, the rise of inside-party primaries has empowered candidates at the extremes, and the result is likely to be a greater disconnect with the public.The rise and fall of Liz Truss, Britain’s six-week prime minister, embodies a seismic and long-mounting change in British politics, though its cause and consequences may not always be obvious.Ms. Truss was only the fourth British leader to win the job through a particularly American practice newly common in her country: a party primary.As in most parliamentary democracies, British parties, for most of their history, chose their leaders, and therefore the prime minister, through a poll of party officials.But in recent elections, Britain has shifted that power to party bases, which now select party leaders in elections somewhat like those held in the United States for party nominations.This was intended to empower voters over back-room party bosses, elevating politicians who would be more representative and therefore more electable. But the consequences have been very different.As in the United States, British primary voters tend to be more ideologically fervent and less inclined to moderation than are party bosses or even the median party supporter, surveys find.This has, in both countries, tended to elevate candidates who are more extreme, with research suggesting that the effect has been to make politics more polarized and dysfunctional. Ms. Truss, and the policies that seemingly ended her brief tenure, have become prime examples.Britain’s Conservative Party selects leaders first by winnowing down candidates in the traditional way: voting among party lawmakers. In four out of five such rounds, Ms. Truss was only the third-most selected candidate. In the fifth round, she came in second to Rishi Sunak, who is seen as more moderate.But, since 2001, the party has put its final two leadership candidates to a vote among dues-paying members. Ms. Truss’s libertarian ideas were seen as risky and extreme among party officials. He is now being mentioned as a successor to Ms. Truss.Those voters — about 172,000 of them — bear little resemblance to the average Briton. Roughly two in three are male. Two in five are 65 or older, double the proportion in the general population. Three in four voted to leave the European Union in the 2016 Brexit referendum, compared with only 52 percent of Britons, and 58 percent of all Conservative supporters.Ms. Truss’s economic ideas may have wooed those primary voters, but her policies, and the economic shudder that followed them, alienated much of the rest of the country. Even many Conservative supporters, most of whom do not qualify to vote in primaries, told pollsters that they intended to vote for other parties.In this case, the political shift brought about by primary voters’ pull toward an extreme was stark and, with Ms. Truss having resigned under party pressure, ultimately brief.But it is of a piece with what a growing body of political science research suggests are deeper and longer-term changes brought about by the rise of party primaries in a few democracies.A Quietly Seismic ShiftDavid Cameron, a former British prime minister, deepened his party’s commitment to primaries.Pool photo by ReutersBritain’s first leadership primary open to party members was held by Labour in 1994, part of an effort by that party to emphasize a connection to everyday citizens.The Conservatives followed in 2001, responding to deep election losses, said Agnès Alexandre-Collier, who studies British party politics at the University of Burgundy in France. Conservatives also began holding primaries for some individual seats in Parliament.This was intended to elevate Conservative politicians, Dr. Alexandre-Collier said, who would be “more modern, closer to the people, more in touch with the population, because the Conservatives were seen to be disconnected, out-of-touch elites.”Primaries were a relatively untested concept in Europe. The United States had only begun inviting voters into the process of selecting party nominees in the 1970s and ’80s.American party officials had long used control over nominations to block candidates who did not embrace party orthodoxy — and, often, to bar racial and religious minorities. Many Americans objected to this as undemocratic and divisive, pressuring parties to open up.In Britain, it was David Cameron, then the Conservative leader, who in 2009 deepened his party’s commitment to primaries, surrendering party control over nominations in dozens of races.“This will have a transformative effect on our politics, taking power from the party elites and the old boy networks,” he said at the time. A year later, he became prime minister.But in both the United States and Britain, primaries brought other changes, too.Party officials tend to overwhelmingly prefer moderate candidates over ideological ones, research has found. This holds true even in uncontested districts, suggesting that the preference runs deeper than electability considerations.To activists looking to push their parties further left or right, this can look like a conspiracy to block change. In 2016, partly as an effort to stave off these threats, Mr. Cameron held the referendum that ultimately resulted in Britain’s departure from the union.This is why some political scientists now argue that a straight line can be drawn from the Conservatives’ use of primaries, and the power it handed to a small and ideologically committed faction of voters, to Brexit.Britain’s Labour Party has also changed.Jeremy Corbyn, a left-wing lawmaker long at odds with his party’s leadership, won a leadership vote in 2015 thanks to heavy support from primary voters.But Mr. Corbyn took a soft line on Brexit, which saw his party’s support drop in polls and angered party officials who wanted Labour to champion a policy of remaining in Europe.Still, even as Labour officials tried to eject Mr. Corbyn, primary voters kept him in power. During his five-year leadership, Labour failed to win a majority although Conservatives struggled through leadership crises and economic turmoil.“Internal democracy can undermine a party’s ability to select candidates who can win general elections,” Georgia Kernell, a U.C.L.A. political scientist, wrote in a Washington Post essay, referring to Mr. Corbyn.“Party activists rarely represent the population,” she added. “Nor do they often represent the party’s own voters.”Weaker PartiesWhen Donald J. Trump’s rise in their party’s 2016 primary.Those who have not subsequently fallen in line, like Representative Liz Cheney, who called Mr. Trump a threat to democracy, have often seen their careers ended by primary challenges.“It’s counterintuitive, but democratizing parties will ultimately harm democracy,” Jennifer N. Victor, a George Mason University political scientist, wrote in 2018, just as Democrats announced changes to curtail party bosses’ influence over primary nominations.“Democracy requires institutional forces of coordination to enforce collective action,” Dr. Victor said. “It comes in many forms. All of them can be called leadership.”“Without them,” she added, “we’re all just in ‘Lord of the Flies.’”Still, in countries where voters now expect to select their party’s leaders, reverting that authority back to party insiders, even if their choices were sometimes more representative of the electorate, would surely feel to citizens like an unacceptable loss of democratic rights.Voter-led primaries remain unusual in the world.One exception was, briefly, France, whose two traditionally dominant parties held primaries for nominations to the 2017 presidential contest.Voters in France’s right-wing party, which had been expected to win, chose a scandal-plagued candidate who was friendly with President Vladimir V. Putin of Russia, and who lost. The winner of the left-wing party’s primary went on to take only 6 percent of the national vote.“This experiment was seen as an absolute failure,” Dr. Alexandre-Collier said. “It gave priority to the most populist leaders,” she added, as primaries have tended to do across countries.Both parties quietly ended the practice, returning candidate selection in France to party officials.     Truss Forms a Cabinet Diverse in Background but Not in Ideology

    Britain’s new prime minister, Liz Truss, has recruited cabinet members from diverse backgrounds, though her inner circle retains a hard Conservative edge.LONDON — One attended Britain’s most famous private high-school, Eton College, another is a top-drawer lawyer, and the third holds a senior rank as an Army reservist. The résumés of those handed the three top cabinet posts by Britain’s new prime minister, Liz Truss, are typical of generations of high-achievers in her ruling Conservative Party.What is different is that none of the three are white.In choosing her top team, Ms. Truss has created a strikingly diverse cabinet. The country also has its first female deputy prime minister.“What is extraordinary is the pace of change, how this is already normal, and this isn’t contentious,” said Sunder Katwala, the director of British Future, a research institute that focuses on immigration, integration, race and identity. “There aren’t people going around saying ‘give us our country back.’”Still, Ms. Truss’s inner circle, while progressive in its ethnic makeup, also has a hard ideological edge, which critics say makes it unlikely to pursue policy friendlier to Britain’s minority population, or for refugees arriving on the country’s shores.Indeed, some argue that the diversity among cabinet ministers gives Ms. Truss the cover to pursue even more radical approaches, such as a plan to send some asylum seekers to Rwanda — a policy now the responsibility of Suella Braverman, the new home secretary, whose father came to Britain from Kenya in 1968.Suella Braverman, the new home secretary, leaving the first cabinet meeting.Tolga Akmen/EPA, via Shutterstock“There’s a difference that makes no difference, and a change that leads to no change,” said Kehinde Andrews, a professor of Black studies at Birmingham City University, citing as one example the Conservatives’ immigration policy and the Rwanda plan.“The fact is that you should judge it on the policy,” he said, “and the government’s track record is horrendous.”Ms. Braverman’s legal background — she is a barrister — is relevant to her new position because the government is fighting a battle in court with opponents who have stalled the Rwanda flights. She has already established herself as a hard-liner and has called for Britain to limit the influence of the European convention on human rights, which protects basic human rights and which was written into domestic British law in 1998.The chancellor of the Exchequer, Kwasi Kwarteng, shares Ms. Truss’s faith in free markets, desire to cut taxes and approach to deregulation. His parents, an economist and a lawyer, came to Britain from Ghana as students in the 1960s. Cerebral and self-confident, Mr. Kwarteng attended Eton College and then won a place at Cambridge University, where he excelled academically.The new foreign secretary is James Cleverly, whose mother came to the Britain from Sierra Leone, and who rose to the rank of lieutenant colonel as an Army reservist. Ms. Truss held the position before she became the prime minister.Tolga Akmen/EPA, via ShutterstockCritics point out that, unlike the overwhelming majority of Britons, Mr. Kwarteng, Ms. Braverman and Mr. Cleverly were all educated at private schools (albeit sometimes with financial aid, as in Mr. Kwarteng’s case) — proof that social class, rather than race or gender, is perhaps the more telling dividing line in British politics.For all that, Ms. Truss’s appointments put Britain indisputably ahead of many other European countries in the diversity of its political elite. On Wednesday, Ms. Truss used her first appearance in Parliament to point out that she is the third female Conservative prime minister, while the opposition Labour Party has never elected a woman as leader.“It is quite extraordinary, is it not” Ms. Truss said, “that there does not seem to be the ability in the Labour party to find a female leader, or indeed a leader who does not come from north London?” — a reference to Keir Starmer, the party leader, and his predecessor, Jeremy Corbyn, both of whom represent parliamentary constituencies in same part of the capital.In fact, the diversity of the cabinet can be traced to a former prime minister, David Cameron, who, after becoming party leader in 2005, altered the selection process for potential Conservative lawmakers. That effectively forced local parties to choose parliamentary candidates from lists with a bigger proportion of female, Black and minority ethnic backgrounds.“Look what’s happened to the Conservative Party,” Mr. Cameron said in an interview with The New York Times in 2019. “It used to be people like me: white, posh, male, rural southerners. It has now got a gender balance. Among those he named to his cabinet, he noted in the interview, was Sajid Javid, whose Pakistani immigrant father drove a bus.“The fact that the old fusty Conservative Party is managing to produce people like that says a lot,” he said.Britain’s first Black cabinet minister, Paul Boateng, was appointed in 2002, but until recently there was little change at the highest reaches of government. When in 2010 a member of the House of Lords, Sayeeda Warsi, was appointed to the cabinet she was the first British politician of South Asian heritage to take up such a position. It was another four years before an elected lawmaker of South Asian heritage, Mr. Javid, joined the cabinet.In part, the gains in government by people of color reflect social change and advances through education. On average, ethnic minority pupils have outperformed white Britons at school in recent years. In every year from 2007 to 2021, white pupils had the lowest entry rate into higher education.“Cameron’s effective intervention catalyzed and sped up some that was happening in Britain,” said Mr. Katwala of British Future.
