    New Pact Would Require Ships to Cut Emissions or Pay a Fee

    A draft global agreement sets a fee for cargo ships, which carry the vast majority of world trade, to pay for their greenhouse gas emissions.Amid the turmoil over global trade, countries around the world reached a remarkable, though modest, agreement Friday to reduce the climate pollution that comes from shipping those goods worldwide — with what is essentially a tax, no less.A draft accord reached in London under the auspices of the International Maritime Organization, a United Nations agency, would require every ship that ferries goods across the oceans to lower their greenhouse gas emissions or pay a fee.The targets fall short of what many had hoped. Still, it’s the first time a global industry would face a price on its climate pollution no matter where in the world it operates. The proceeds would be used mainly to help the industry move to cleaner fuels. It would come into effect in 2028, pending approval by country representatives, which is widely expected.The agreement marks a rare bit of international cooperation that’s all the more remarkable because it was reached even after the United States pulled out of the talks earlier in the week. No other countries followed suit.“The U.S. is just one country and that one country cannot derail this entire process,” said Faig Abbasov, shipping director for Transport and Environment, a European advocacy group that has pushed for measures to clean up the maritime industry. “This will be first binding decision that will force shipping companies to decarbonize and switch to alternative fuels.”The agreement applies to all ships, no matter whose flag they fly, including ships registered in the United States, although the vast majority of ships are flagged in other countries.     The Vicious Cycle of Extreme Heat Leading to More Fossil Fuel Use

    A new report illustrates a concerning dynamic: Record heat last year pushed countries to use more planet-warming fossil fuels to cool things down.Last year was the hottest on record, and global average temperatures passed the benchmark of 1.5 degrees Celsius above preindustrial times for the first time. Simultaneously, the growth rate of the world’s energy demand rose sharply, nearly doubling over the previous 10-year average.As it turns out, the record heat and rapidly rising energy demand were closely connected, according to findings from a new report from the International Energy Agency.That’s because hotter weather led to increased use of cooling technologies like air-conditioning. Electricity-hungry appliances put a strain on the grid, and many utilities met the added demand by burning coal and natural gas.All of this had the makings of a troubling feedback loop: A hotter world required more energy to cool down homes and offices, and what was readily available was fossil-fuel energy, which led to more planet-warming emissions.     Exxon Chief to Trump: Don’t Withdraw From Paris Climate Deal

    Darren Woods was one of only a few Western oil executives attending a global climate conference in Baku, Azerbaijan.Darren Woods, the chief executive of Exxon Mobil, cautioned President-elect Donald J. Trump on Tuesday against withdrawing from the Paris agreement to curb climate-warming emissions, saying Mr. Trump risked leaving a void at the negotiating table.Mr. Woods, speaking at an annual U.N. climate summit in Baku, Azerbaijan, described climate negotiations as opportunities for Mr. Trump to pursue common-sense policymaking.“We need a global system for managing global emissions,” Mr. Woods said in an interview with The New York Times in Baku. “Trump and his administrations have talked about coming back into government and bringing common sense back into government. I think he could take the same approach in this space.”Mr. Woods also urged government officials to create incentives for companies to transition to cleaner forms of energy in a profitable way.“The government role is extremely important and one that they haven’t been successfully fulfilling, quite frankly,” he said.Mr. Woods’s presence in a stadium teeming with diplomats is all the more noteworthy because of who is not here in Azerbaijan, a petrostate on the Caspian Sea that was once part of the Soviet Union.     In Silicon Valley, a Rogue Plan to Alter the Climate

    SARATOGA, Calif. — A silver Winnebago pulled up to a self storage warehouse on the outskirts of a Silicon Valley suburb and three renegade climate entrepreneurs piled out, all mohawks, mustaches and camouflage shorts.Working swiftly, the men unlocked a storage unit crammed with drones and canisters of pressurized gas. Using a dolly, they wheeled out four tanks containing sulfur dioxide and helium, and stacked them on the floor of the camper van. Then, almost as quickly as they arrived, they were on the road, headed for the golden hills near the Pacific Ocean.With their jury-rigged equipment and the confidence that comes with having raised more than $1 million in venture capital, they were executing a plan to release pollutants into the sky, all in the name of combating global warming.“We’re stealth,” said Luke Iseman, one of the co-founders of Make Sunsets, delighting in their anonymity as he rode in the back. “This looks like just another R.V.”Make Sunsets is one of the most unusual start-ups in a region brimming with wild ideas. Iseman, 41, and his co-founder, Andrew Song, 38, claim that by releasing sulfur dioxide into the stratosphere, they can reflect some of the sun’s energy back into space, thereby cooling the planet.It’s a gutsy undertaking, yet it has at least a partial grounding in science. For 50 years, climate scientists have suggested that releasing aerosols into the stratosphere could act as a buffer and reduce the heat from the sun.     In Paris, the Olympics Clean Up Their Act

    How do you produce a global sporting event, with millions of people swooping down on one city, in the age of global warming?That is the test for the Paris Olympics this summer.The organizers say they’re putting the games on a climate diet. These Olympics, they say, will generate no more than half the greenhouse gas emissions of recent Olympics. That means tightening the belt on everything that produces planet-warming emissions: electricity, food, buildings, and transportation, including the jet fuel that athletes and fans burn traveling the world to get there.An event that attracts 10,500 athletes and an estimated 15 million spectators is, by definition, going to have an environmental toll. And that has led those who love the games but hate the pollution to suggest that the Olympics should be scattered around the world, in existing facilities, to eliminate the need for so much new construction and air travel. That’s why Paris is being watched so closely.It is making more space for bikes and less for cars. It’s doing away with huge, diesel-powered generators, a fixture of big sporting events. It’s planning guest menus that are less polluting to grow and cook than typical French fare: more plants, less steak au poivre. Solar panels will float, temporarily, on the Seine.But the organizers’ most significant act may be what they are not doing: They aren’t building.     Michael Regan, the E.P.A. administrator, said the Biden administration would meet its climate goals despite tweaking regulations on automobiles and power plantsPresident Biden’s climate ambitions are colliding with political and legal realities, forcing his administration to recalibrate two of its main tools to cut the emissions that are heating the planet.This week the Environmental Protection Agency said it would delay a regulation to require gas-burning power plants to cut their carbon dioxide emissions, likely until after the November election. The agency also is expected to slow the pace at which car makers must comply with a separate regulation designed to sharply limit tailpipe emissions.Michael S. Regan, the administrator of the E.P.A., said on Friday that changes to the two major regulations wouldn’t compromise the administration’s ability to meet its target of cutting United States emissions roughly in half by 2030.
