But they had another target as well: the core policy of President Barack Obama’s first-term agenda.Party leaders from President Biden on down are citing Mr. Obama’s strategy on his most urgent policy initiative — an $800 billion financial rescue plan in 2009 in the midst of a crippling recession — as too cautious and too deferential to Republicans, mistakes they were determined not to repeat.The pointed assessments of Mr. Obama’s handling of the 2009 stimulus effort are the closest Democrats have come to grappling with a highly delicate matter in the party: the shortcomings in the legacy of Mr. Obama, one of the most popular figures in the Democratic Party and a powerful voice for bipartisanship in a deeply divided country.The re-examination has irked some of the former president’s allies but thrilled the party’s progressive wing, which sees Mr. Biden’s more expansive plan as a down payment on his ambitious agenda. And it has sent an early signal that Mr. Biden’s administration does not intend to be a carbon copy of his Democratic predecessor’s. Times, all concede, have changed.“This time, the feeling was, ‘We’re not very willing to negotiate what we think is needed,’” said former Senator Byron Dorgan, a Democrat from North Dakota who retired ahead of the 2010 midterm elections. “In 2009, I think the feeling was, ‘Oh we wanted more, but we didn’t get what we wanted.’”The careful dance around Mr. Obama and his accomplishments continues a dynamic from the Democratic presidential primary. While taking care not to disparage his administration, several candidates stressed the need for the party to embrace a more take-no-prisoners political approach with Republicans; others criticized Mr. Obama’s policies on immigration: though he used an executive order to aid the Dreamers, he also pushed deportations and border detentions.It also highlights the rapid change in Washington over a decade of partisan brawling. Both Mr. Obama and Mr. Biden came into office on promises of unity and bipartisanship in the face of an economic crisis, but Mr. Biden is the beneficiary of a changed landscape in the party. Democrats are now more cognizant of Republican obstruction, less deferential to the deficit hawks and energized by a growing progressive wing that has pulled the party’s ideological midpoint to the left.A decade ago, Mr. Obama’s strategy reflected the Democratic Party’s mainstream, an insistence on negotiating with Republicans, keeping the Senate filibuster and trimming his own ambitions for a nation that he and others worried could handle only so much change after electing its first Black president. He has not publicly responded to the recent criticism of his stimulus strategy, and through a spokesman he declined a request to comment for this article.But for friends and allies who are close to him, the characterizations of Mr. Obama’s 2009 efforts sting.Some describe it as an attempt, in a different political era, to act as Monday-morning quarterback, and bristle that figures who were involved in the 2009 negotiations — like Senator Chuck Schumer or Mr. Biden — have now publicly expressed regret over them. Others describe it as the natural course of politics: past actions being used as a baseline for improvement.Valerie Jarrett, Mr. Obama’s former senior adviser, said the administration was acting on the evidence and the political possibilities of the time.“This was the worst economic recession since the Great Depression,” she said. “And therefore, there wasn’t a body of evidence about the size of the package and the impact it would have.” She also mentioned a political incentive: “It was important to show the country early in President Obama’s time in office, he was willing to work with Republicans.”Rahm Emanuel, the former Chicago mayor who served as Mr. Obama’s first chief of staff, said Democrats would do well to compare themselves with their Republican presidential counterparts, and not with other Democrats.“It’s really about Obama versus Bush, and Biden versus Trump, not the other way around,” Mr. Emanuel said. “We built long-lasting, robust economic growth. That meant that any legislation would need a filibuster-proof 60 votes.“Between Republican attacks and Democratic complaints I was reminded of the Yeats poem ‘Second Coming,’” Mr. Obama wrote in the book. “My supporters lacked all conviction, and my opponents were full of passionate intensity.”But Mr. Obama’s own public comments since his presidency hint at a changing worldview. At the funeral for Congressman John Lewis, the civil rights icon who died in 2020, Mr. Obama seemed to endorse ending the Senate filibuster as a way to expand voting rights — a move he had long avoided. He said during the Democratic primary that while he was proud of his presidential campaigns, the landscape had changed and required more expansive policy proposals.“I want candidates now to propose beyond what we were able to get done then, because the politics have changed,” he said at a 2019 fund-raiser.That task is now left to Mr. Biden, who lacks the cult of personality that surrounded his former boss but is also less interested in cultivating one. Trump guilty of inciting an insurrection was planted one day last fall, when he received an email from a friend that was full of the then-president’s false claims about a stolen election.Alarmed that Mr. Trump’s lies were gaining credence, Mr. Cassidy, a Louisiana Republican, became part of a small minority in his party — and one of only a few officials in the South — to acknowledge President Biden’s victory. Months later, after Mr. Trump’s campaign to overturn the election culminated in the Capitol riot, Mr. Cassidy was one of only seven Republican senators who voted on Saturday to convict him.Taken at face value, Mr. Cassidy — a conservative, newly re-elected physician with a quirky streak — has little in common with the other six senators who broke with their party and found Mr. Trump guilty in the most bipartisan vote for a presidential impeachment conviction in United States history. Most were facing intense backlash on Sunday from Republicans in their states livid about the vote, as have the 10 House Republicans who supported the impeachment last month.But the senators were united by a common thread: Each of them, for their own reasons, was unafraid of political retribution from Mr. Trump or his supporters.“Two are retiring, and three are not up until 2026, and who knows what the world will look like five years from now,” said Whit Ayres, a veteran Republican pollster. “It looked pretty different five years ago than it did today. All seven of them have a measure of independence that those who have to run in 2022 in a closed Republican primary just don’t have.”For Mr. Cassidy, it was a sense of outrage at the former president’s actions, starting long before the assault on Jan. 6, that played the dominant role. In an interview on Sunday, Mr. Cassidy said Mr. Trump had “trumpeted that lie” about the election for months, then sat by for hours as lawmakers and his own vice president were under attack in the Capitol and did nothing — other than to call Republican senators to ask them to continue challenging the election results.“That anger simmers in the background,” Mr. Cassidy said. “My whole life, reading about great men and women who sacrifice for our country, who sacrifice so that we could have the freedoms that we have here today — and the idea that somebody would attempt to usurp those and destroy them?”“It still angers me,” he continued. “It just angers the heck out of me.”Many Republicans privately shared Mr. Cassidy’s rage, but the fact that only seven of them were ultimately willing to find Mr. Trump guilty underscored the extraordinary fealty the former president still commands in the party. The Louisiana Republican Party on Saturday moved to censure him for his vote, and Mr. Cassidy said people would be “aghast at how negative” the comments on his Facebook page had become.But he also said that he had received “a heck of a lot of support” in texts and calls from constituents — and that he expected that sentiment to grow.“The president spent two months building this up,” Mr. Cassidy said. “It’s going be hard; people just don’t flip on a deeply held belief from someone who they trust just like that. But the more the facts come out, the more that people will move to this position.”For his colleagues who are retiring, voters’ reactions were less of a concern. Neither Mr. Burr nor Mr. Toomey was a particularly vocal critic of Mr. Trump while he was in office, and both skewed fiercely conservative on policy matters, especially Mr. Toomey, a fiscal hawk and former president of the pro-business Club for Growth.But both have tangled with the former president in their own ways. That should also be the number of days until the Republican Party begins the post-Trump era, and Trump-disdaining Republicans like me can fully re-engage with it.But it isn’t. If he remains, we will be left with no choice but to leave the party, even though right now might otherwise be the exact time to double down, not ditch, and reassert conservative principles. The costs of people like me leaving could be grave, not just for the party but for American politics.Many former Republicans who deeply dislike Mr. Trump have already done so. Steve Schmidt, who ran John McCain’s 2008 presidential campaign, announced last year that he was becoming a Democrat. Representative Justin Amash of Michigan left the Republican Party in 2019 and has urged others to ditch it for a third party (perhaps the Libertarian Party). Evan McMullin, who ran for president as an independent in 2016, has urged fellow NeverTrumpers to “further develop an intellectual and political home” that is “outside of any party,” and told them that “if the Republican Party continues on its current path, launch a party to challenge it directly.”And yet, there are real pragmatic and practical reasons for Trump-loathing Republicans not to take a walk and in fact to step up our involvement with the party.For starters, if Mr. Trump’s elevation to head of the Republican Party showed anything, it demonstrated that it is far easier to influence its direction when you are part of it. Before 2016, the party was for free trade, legal immigration and, above all, a strong national defense, hawkish on Russia and in favor of global defense alliances. In a relatively short amount of time, with Mr. Trump as leader, the party drastically changed its position on those issues.But people forget that as pronounced as the mutation of the party under Mr. Trump was, it was not without precedent. In my lifetime, since the mid-1970s, the party has endorsed presidential candidates who often emphasized different views of conservatism. Each of them — from Gerald Ford to Donald Trump — changed the character of the Republican Party, some more, like Ronald Reagan, and some less, like George H.W. Bush.Sure, they were all generally less tax-happy than their Democratic rivals and favored more conservative judges. But they — and their respective power bases — also didn’t agree on everything, and sometimes disagreed on a lot. Frequently, they were battling one another to attain dominance within the party. But they all achieved a period of power and control because they stayed and engaged in those battles.This is what Republicans like Gov. Larry Hogan of Maryland, Gov. Charlie Baker of Massachusetts and Senators Susan Collins of Maine and Mitt Romney of Utah understand — and they were all on the ballot during the Trump years and won handily.If you leave, the people you abhor stay and get to run the whole show. If you stay, you can at least ask questions, offer criticisms, block some objectionable actions and fly the flag for people like you. And things will change — perhaps not immediately for the better, but inevitably.Still, right now, a lot of us are feeling more like Senator Lisa Murkowski of Alaska, who seems to be exploring the view that if Mr. Trump does not resign and Republicans don’t help to eject him, she cannot exist as a Republican anymore. As the conservative blogger and my friend Ed Morrissey, who after the Capitol incursion chose to “disaffiliate” from the party, wrote, “It’s impossible to act as though Republicans are republican, especially while its leadership makes clear that it doesn’t care one whit about the party’s own foundational principles.”That may be where many of us — those of us who were explicitly NeverTrump, and even those who were willing to cut the president a lot more slack — wind up.One problem is that, eventually, voters will want change. And when Democrats have been in charge of too many things for too long, even a Republican Party that has moved in a direction that many would describe as, well, deplorable will prove electable.This is what we saw some of in California and Florida last year. California is dominated by Democrats and has been seen to be moving in an ever increasingly liberal direction. But in November, voters there reinstalled Republicans in a bunch of swing congressional districts.In Florida, some Hispanic voters decided that if it was a choice between an authoritarian-inclined Republican Party or a Democratic Party with several high-profile, media-attention-grabbing members willing to proclaim themselves as socialists, they’d take the authoritarians.I don’t want to leave the Republican Party.
