    A Republican 2024 Climate Strategy: More Drilling, Less Clean Energy

    Project 2025, a conservative “battle plan” for the next Republican president, would stop attempts to cut the pollution that is heating the planet and encourage more emissions.During a summer of scorching heat that has broken records and forced Americans to confront the reality of climate change, conservatives are laying the groundwork for future Republican administration that would dismantle efforts to slow global warming.The move is part of a sweeping strategy dubbed Project 2025 that Paul Dans of the Heritage Foundation, the conservative think tank organizing the effort, has called a “battle plan” for the first 180 days of a future Republican presidency.The climate and energy provisions would be among the most severe swings away from current federal policies.The plan calls for shredding regulations to curb greenhouse gas pollution from cars, oil and gas wells and power plants, dismantling almost every clean energy program in the federal government and boosting the production of fossil fuels — the burning of which is the chief cause of planetary warming.The New York Times asked the leading Republican presidential candidates whether they support the Project 2025 strategy but none of the campaigns responded. Still, several of the architects are veterans of the Trump administration, and their recommendations match positions held by former President Donald J. Trump, the current front-runner for the 2024 Republican nomination.The $22 million project also includes personnel lists and a transition strategy in the event a Republican wins the 2024 election. The nearly 1,000-page plan, which would reshape the executive branch to place more power into the president’s hands, outlines changes for nearly every agency across the government.The Heritage Foundation worked on the plan with dozens of conservative groups ranging from the Heartland Institute, which has denied climate science, to the Competitive Enterprise Institute, which says “climate change does not endanger the survival of civilization or the habitability of the planet.”Mr. Dans said the Heritage Foundation delivered the blueprint to every Republican presidential hopeful. An NPR/PBS NewsHour/Marist poll conducted last month found that while 56 percent of respondents called climate change a major threat — including a majority of independents and nearly 90 percent of Democrats — about 70 percent of Republicans said global warming was either a minor threat or no threat at all.Project 2025 does not offer any proposals for curbing the greenhouse gas emissions that are dangerously heating the planet and which scientists have said must be sharply and quickly reduced to avoid the most catastrophic impacts.Asked what the country should do to combat climate change, Diana Furchtgott-Roth, director of the Heritage Foundation’s energy and climate center, said “I really hadn’t thought about it in those terms” and then offered that Americans should use more natural gas.Natural gas produces half the carbon dioxide emissions of coal when burned. But gas facilities frequently leak methane, a greenhouse gas that is much more powerful than carbon dioxide in the short term and has emerged as a growing concern among climate scientists.The blueprint said the next Republican president would help repeal the Inflation Reduction Act, the 2022 law that is offering $370 billion for wind, solar, nuclear, green hydrogen and electric vehicle technology, with most of the new investments taking place in Republican-led states.The plan calls for shuttering a Department of Energy office that has $400 billion in loan authority to help emerging green technologies. It would make it more difficult for solar, wind and other renewable power — the fastest growing energy source in the United States — to be added to the grid. Climate change would no longer be considered an issue worthy of discussion on the National Security Council, and allied nations would be encouraged to buy and use more fossil fuels rather than renewable energy.In July, Phoenix experienced a record-breaking streak of above-100-degree days. Ash Ponders for The New York TimesThe blueprint throws open the door to drilling inside the pristine Arctic wilderness, promises legal protections for energy companies that kill birds while extracting oil and gas and declares the federal government has an “obligation to develop vast oil and gas and coal resources” on America’s public lands.Notably, it also would restart a quest for something climate denialists have long considered their holy grail: reversal of a 2009 scientific finding at the Environmental Protection Agency that says carbon dioxide emissions are a danger to public health.Erasing that finding, conservatives have long believed, would essentially strip the federal government of the right to regulate greenhouse gas emissions from most sources.In interviews, Mr. Dans and three of the top authors of the report agreed that the climate is changing. But they insisted that scientists are debating the extent to which human activity is responsible.On the contrary, the overwhelming majority of climate scientists around the world agree that the burning of oil, gas and coal since the Industrial Age has led to an increase of the average global temperature of 1.2 degrees Celsius, or 2.2 degrees Fahrenheit.The plan calls on the government to stop trying to make automobiles more fuel efficient and to block states from adopting California’s stringent automobile pollution standards.Ms. Furchtgott-Roth said any measures the United States would take to cut carbon would be undermined by rising emissions in countries like China, currently the planet’s biggest polluter. It would be impossible to convince China, to cut its emissions, she said.Mandy Gunasekara was chief of staff at the E.P.A. during the Trump administration and considers herself the force behind Mr. Trump’s decision to withdraw the United States from the 2015 Paris climate accord. She led the section outlining plans for that agency, and said that regarding whether carbon emissions pose a danger to human health “there’s a misconception that any of the science is a settled issue.”The plan does not offer any proposals for curbing the greenhouse gas emissions that are dangerously heating the planet.Leigh Vogel for The New York TimesBernard L. McNamee is a former Trump administration official who has worked as an adviser to fossil fuel companies as well as for the Texas Public Policy Foundation, which spreads misinformation about climate change. He wrote the section of the strategy covering the Department of Energy, which said the national laboratories have been too focused on climate change and renewable energy. In an interview, Mr. McNamee said he believes the role of the agency is to make sure energy is affordable and reliable.Mr. Dans said a mandate of Project 2025 is to “investigate whether the dimensions of climate change exist and what can actually be done.” As for the influence of burning fossil fuels, he said, “I think the science is still out on that quite frankly.”In actuality, it is not.The top scientists in the United States concluded in an exhaustive study produced during the Trump administration that humans — the cars we drive, the power plants we operate, the forests we destroy — are to blame. “There is no convincing alternative explanation supported by the extent of the observational evidence,” scientists wrote.Climate advocates said the Republican strategy would take the country in the wrong direction even as heat waves, drought and wildfires worsen because of emissions.“This agenda would be laughable if the consequences of it weren’t so dire,” said Christy Goldfuss, chief policy impact officer for the Natural Resources Defense Council, an environmental group.Republicans who have called for their party to accept climate change said they were disappointed by the blueprint and worried about the direction of the party.“I think its out-of-touch Beltway silliness and it’s not meeting Americans where they are,” said Sarah Hunt, president of the Joseph Rainey Center for Public Policy, which works with Republican state officials on energy needs.Firefighters battling the Agua Fire in Soledad Canyon near Agua Dulce, Calif., last month.David Swanson/Agence France-Presse — Getty ImagesShe called efforts to repeal the Inflation Reduction Act, which is pouring money and jobs overwhelmingly into red states, particularly impractical.“Obviously as conservatives we’re concerned about fiscal responsibility, but if you look at what Republican voters think, a lot of Republicans in red states show strong support for provisions of the I.R.A.,” Ms. Hunt said.Representative John Curtis, Republican of Utah, who launched a conservative climate caucus, called it “vital that Republicans engage in supporting good energy and climate policy.”Without directly commenting on the G.O.P. blueprint, Mr. Curtis said “I look forward to seeing the solutions put forward by the various presidential candidates and hope there is a robust debate of ideas to ensure we have reliable, affordable and clean energy.”Benji Backer, executive chairman and founder of the American Conservation Coalition, a group of young Republicans who want climate action, said he felt Project 2025 was wrongheaded.“If they were smart about this issue they would have taken approach that said ‘the Biden administration has done things in a way they don’t agree with but here’s our vision’,” he said. “Instead they remove it from being a priority.”He noted climate change is a real concern among young Republicans. By a nearly two-to-one margin, polls have found, Republicans aged 18 to 39 years old are more likely to agree that “human activity contributes a great deal to climate change,” and that the federal government has a role to play in curbing it.Of Project 2025, he said, “This sort of approach on climate is not acceptable to the next generation.” More

    This Is the Most Frightening Part of the Trump Indictment

    Buried in the federal indictment of Donald Trump on four counts tied to his attempt to overturn the results of the 2020 presidential election is one of the most chilling paragraphs ever written about the plans and intentions of an American president.It concerns a conversation between Patrick Philbin, the deputy White House counsel, and Co-Conspirator 4. On the morning of Jan. 3, 2021, Co-Conspirator 4 accepted the president’s offer to become acting attorney general, a job he ended up never holding. That means Co-Conspirator 4 is almost certainly Jeffrey Clark, whom Trump hoped to install as attorney general because Clark “purportedly agreed to support his claims of election fraud,” as a report in The Times put it.Later that day, Co-Conspirator 4 spoke with Philbin, who told him that “there had not been outcome-determinative fraud in the election and that if the defendant” — President Trump — “remained in office nonetheless, there would be ‘riots in every major city in the United States.’” To which Co-Conspirator 4 is said to have responded, “Well, that’s why there’s an Insurrection Act.”You may recall that Trump considered invoking the Insurrection Act — which enables the use of the military to suppress civil disorder, insurrection or rebellion — to quell the protests that followed the police killing of George Floyd. Trump wanted thousands of troops on the streets of Washington and other cities, and he had repeatedly urged top military and law enforcement officials to confront protesters with force. “That’s how you’re supposed to handle these people,” Trump reportedly said. “Crack their skulls!”We don’t know Trump’s exact plans for what he would have done if his schemes to overturn the election had been successful. We don’t even know if he had a plan. But the fact that he surrounded himself with people like Clark suggests that if Trump had actually stolen power, he might well have tried to use the Insurrection Act to suppress the inevitable protests and resistance, which could have killed hundreds (perhaps even thousands) of Americans in an attempt to secure his otherwise illegitimate hold on power.That this was even contemplated is a testament to Trump’s striking contempt for representative self-government itself, much less the Constitution. With his self-obsession, egoism and fundamental rejection of the democratic idea — that power resides with the people and isn’t imbued in a singular person — Trump’s attempt to subvert the American constitutional order was probably overdetermined. And it’s not hard to imagine a world in which his defeat was a little less decisive and key Republicans were a little more willing to bend to his will. There, in that parallel universe, Jan. 6 might have gone in Trump’s favor, if it was even necessary in the first place.The thin line between Trump’s success and failure is why, despite the protests of conservative media personalities and Republican politicians, this indictment had to happen. There was no other choice. Even if his opponents must ultimately defeat him at the ballot box, it would have been untenable for the legal system to stay quiet in the face of an effort to put an end to the American experiment in republican self-government. Trump is the only president in the history of the United States to try to nullify an election and prevent the peaceful transfer of power. Extraordinary actions demand an extraordinary response.The criminal-legal system is now moving, however slowly, to hold Trump accountable. This is a good thing. But as we mark this development, we should also remember that the former president’s attempt to overthrow our institutions would not have been possible without those institutions themselves.Most people who cast a ballot in the 2016 election voted against Trump for president. But in the American system, not all votes are equal. Instead, the rules of the Electoral College gave a small fraction of voters in a few states decisive say over who would win the White House. The will of a majority of the people as a whole — or at least a majority of those who went to the polls — meant nothing compared with the will of a select few who, for reasons not too distant from chance, could decide the election.Trump won fewer votes, but the system, in its wisdom, said he won his first election anyway. Is it any wonder, then, that in 2020, when a majority of the voting public rejected his bid for power a second time, the former president immediately turned his attention to manipulating that system in order to remain in power? And make no mistake, Trump’s plot hinged on the complexities of the Electoral College.“Following the election, President Trump worked ruthlessly to convert loss into victory, exploiting pressure points and ambiguities in the protracted and complex process, partly constitutional and partly statutory, that we refer to collectively as the Electoral College,” observed the legal scholar Kate Shaw, who is also a contributing Opinion writer to this newspaper, in a 2022 article for The Michigan Law Review. This “baroque and multistep process,” she continued, “afforded Trump a number of postelection opportunities to contest or undermine, in terms framed in law and legal process, the results of an election he had plainly lost.”Rather than try to call out the Army or foment a mob, Trump’s opening gambit in his attempt to overturn the election was to contest our strange and byzantine system for choosing presidents — a system that runs as much on the good faith of the various participants as it does on law and procedure. And so, before Jan. 6, there was the attempt to delay certification of electors, the attempt to find new electors who would vote in Trump’s favor, the attempt to pressure Republican-led state legislatures into seizing the process and deciding their elections for Trump and the attempt to pressure the vice president into throwing the election to the House of Representatives, where statewide Republican delegations would give Trump the victory he couldn’t win himself.But it’s not just that our process for choosing presidents is less resilient than it looks. In addition to its structural flaws, the Electoral College also inculcates a set of political fictions — like the idea that a “red” state is uniformly Republican or that a “blue” one is uniformly Democratic — that can make it easier, for some voters, to believe claims of fraud.There is also the broader problem of the American political system when taken in its entirety. There is the inequality of voting power among citizens I mentioned earlier — some votes are worth much more than others, whether it’s a vote for president, senator or member of the House — and the way that that inequality can encourage some voters to think of themselves as “more equal” and more entitled to power than others.Trump is pathological, and our political system, to say nothing of one of our two major political parties, has enabled his pathology. We do not know how the former president will fare in the courts, and it is still too early to say how he will do in the next election if he stands, for a third time, as the Republican nominee for president.But one thing is clear, if not obvious: If we truly hope to avoid another Jan. 6, or something worse, we have to deal with our undemocratic system as much as we do with the perpetrators of that particular incident. Whatever benefits our unusual rules and procedures are supposed to have are more than outweighed, at this point in our history, by the danger they pose to the entire American experiment. But her pleas for common sense and experience in the White House often leave crowds wanting more.Ms. Haley, 51, the former South Carolina governor and United Nations ambassador, has been on the campaign trail in Iowa and New Hampshire as she seeks to challenge Donald J. Trump, the front-runner.Her stump speeches often stick to core Republican themes. Here are five of her most reliable applause lines in recent appearances.“When I’m president, we will no longer give foreign aid to countries that hate America. That’s a promise.”Ms. Haley, the only Republican woman running in the presidential race, has sought to lean into hawkish stances on China and her foreign policy credentials in an attempt to break out of a crowded field. A favorite anecdote on the stump tells of her tenure under Mr. Trump when she compiled a book revealing that the United States was giving money to countries that often did not support its interests. The story’s function is twofold, positioning her as a tough-talking envoy willing to break from the Washington establishment and someone not afraid to tell Mr. Trump harsh truths.“Instead of 87,000 I.R.S. agents, we’ll put 25,000 Border Patrol and ICE agents on the ground, and we will let them do their job.”The promise — and its reception — underscore the fixation of the Republican base with the nation’s Southwestern border. She also echoes misleading claims from Republican lawmakers that Democrats are seeking to hire an army of tax auditors under the Internal Revenue Service to scrutinize the financial filings of middle-class families. Like many of the other Republican candidates, Ms. Haley sides with Mr. Trump on border and immigration policy, pledging to build a wall, defund sanctuary cities and bring back a Trump-era program requiring asylum seekers to wait out their cases in Mexico. “Because guess what? Nobody wants to remain in Mexico,” she adds, sometimes garnering laughs.“We will make sure that every member of Congress has to get their health care through the V.A. You watch how fast it gets fixed.”Perhaps no other line in Ms. Haley’s stump speech draws a more passionate response from audiences than this one. She has pledged to tackle veteran homelessness and high suicide rates and to improve veterans’ access to health care. The issues are personal for Ms. Haley, whose husband, Michael, is a major in the South Carolina Army National Guard and served in Afghanistan in 2013. This summer, Ms. Haley joined other military spouses in seeing their partners off, as they deployed to Africa with the Army National Guard. The military tour is expected to last a year and for most of the G.O.P. primary race.“Don’t you think it’s time we have term limits in Congress? We have to do it. We have to have term limits in Congress, and I think we need to have mental health competency tests for anyone over the age of 75.”Ms. Haley, who has couched her campaign message in a call for “a new generation of leaders,” long sought to distinguish herself from competitors by taking an early stance on the issue of age limits among political leaders. Her shots are most directly aimed at President Biden, 80, whose age is cited as a top concern, as he seeks re-election. In an interview with Fox News, she suggested that Mr. Biden, would not live until the end of his second term if re-elected. On the stump, she often suggests that a vote for Mr. Biden is a vote for Vice President Kamala Harris.“No more gender pronoun classes in the military. It is demoralizing to make them do that.”Ms. Haley has faced blowback from Democrats, women’s rights groups and transgender rights activists for proposing that transgender girls playing in school sports is the “women’s issue of our time,” and for appearing to suggest that allowing “biological boys” in girls’ locker rooms was connected with the high rate of teenage girls who have considered suicide. She has since modified her statements so as not to link the two separate issues, but she has not dropped her focus on gender issues and implications that women are being erased. “Johns Hopkins recently came out and defined what a woman was,” she said in Hollis, referring to the research university. “Did you see it?     With DeSantis Reeling, What About Tim Scott?

    Last Sunday, I argued that despite his stagnation in the polls, for Republicans (and non-Republicans) who would prefer that Donald Trump not be renominated for the presidency, Gov. Ron DeSantis of Florida remains pretty much the only possible alternative.Naturally the week that followed was the worst yet for DeSantis, beginning with a campaign staff purge that featured a Nazi-symbol subplot and ending with the candidate doing damage control for his suggestion that Robert F. Kennedy Jr. might run his Food and Drug Administration.The worst news for DeSantis, though, was new polls out of Iowa showing Senator Tim Scott of South Carolina creeping up on him, with around 10 percent support, to the governor’s roughly 15 percent.One of my arguments a week ago was that no other Republican, Scott included, had yet shown any capacity to build the support that even a stagnant DeSantis enjoys. But if the governor falls into a sustained battle for second place, he’s probably finished, and Trump can probably just cruise.Unless that battle results in a DeSantis collapse and a chance for someone else to go up against the front-runner. After all, why should DeSantis be the only non-Trump hope just because he seemed potent early on? Why not, well, Tim Scott?Say this for Scott: He has an obvious asset that DeSantis is missing, a fundamental good cheer that Americans favor in their presidents. Say this as well: He has the profile of a potent general-election candidate, an African American and youthful-seeming generic Republican to set against Joe Biden’s senescence. Say this, finally: Scott sits in the sweet spot for the Republican donor class, as a George W. Bush-style conservative untouched by the rabble-rousing and edgelord memes of Trump-era populism.But all of these strengths are connected to primary-campaign weaknesses. To beat Trump, you eventually need around half the Republican electorate to vote for you (depending on the wrinkles of delegate allocation). And there’s no indication that half of Republican primary voters want to return to pre-2016 conservatism, that they would favor a generic-Republican alternative to Trump’s crush-your-enemies style or that they especially value winsomeness and optimism, as opposed to a style suited to a pessimistic mood.The reason that DeSantis seemed like the best hope against Trump was a record and persona that seemed to meet Republican voters where they are. His success was built after Trump’s election, on issues that mattered to current G.O.P. voters, not those of 30 years ago. He could claim to be better at the pugilistic style than Trump — with more to show for his battles substantively and more political success as well. On certain issues, Covid policy especially, he could claim to represent the views of Trump’s supporters better than Trump himself. And with DeSantis’s war on Disney, nobody would confuse him for a creature of the donor class.All this set up a plausible strategy for pulling some Trump voters to DeSantis’s side by casting himself as the fulfiller of Trump’s promise — more competent, more politically able, bolder, younger and better suited to the times.This strategy was working five months ago, and now it’s failing. But its failure doesn’t reveal an alternative pitch, and certainly Scott doesn’t appear to have one. Indeed, as The Bulwark’s Jonathan Last points out, Scott isn’t really casting himself as a Trump alternative; he’s mostly been “positioning himself as an attractive running mate for Trump, should the Almighty not intervene” and remove the former president from the race.So for him to surpass DeSantis and become Trump’s main adversary could be what Last describes as a “catastrophic success.” It might lead to a weird sacrificial-lamb campaign, in which Scott contents himself with the quarter of the primary electorate that currently supports him in head-to-head polling against Trump. Or it could push him to come up with a pitch to be Trump’s successor. But it’s hard to see what would make that pitch stronger than the one that isn’t currently working for DeSantis.After all, the governor has a substantial record of policy victories; Scott has rather fewer. DeSantis has been successful in a contested political environment; Scott is a safe-seat senator. DeSantis was arguably as important a Republican as Trump during the crucial months of the Covid era; Scott was insignificant. DeSantis has struggled to expand his policy pitch beyond Covid and anti-wokeness; Scott doesn’t even have that kind of base to build on.For DeSantis to defeat Trump would make sense in light of the G.O.P. landscape as we know it. For Scott to win would require a total re-evaluation of what we think we know about Republicans today.Such re-evaluations happen, or else Trump himself wouldn’t have been president. Success creates unexpected conditions; if Scott surpasses DeSantis, he will have the chance to make the most of them.But for now, his climb in the polls looks like a modest victory for his own campaign and a bigger one for Trump’s.The Times is committed to publishing a diversity of letters to the editor.     Why Ron DeSantis Isn’t Beating Donald Trump

    As he flails to reverse a polling decline that is beginning to resemble a rockslide, Gov. Ron DeSantis must be feeling a little clueless about why his political fortunes are crumbling so quickly. Attacking wokeness and bullying transgender people seemed to work so well in Florida, so why aren’t national Republicans in awe of the divisions he’s deepened? Making repeated appearances with racial provocateurs never stopped him from getting elected as governor, so why did he have to fire a young aide who inserted Nazi imagery into his own video promoting Mr. DeSantis’s presidential campaign?But the political bubble inhabited by Mr. DeSantis is so thick — symbolized by the hugely expensive private-plane flights that are draining his campaign of cash, since he and his wife, Casey, won’t sit with regular people in a commercial cabin — that he has been unable or unwilling to understand the brushoff he has received from donors and potential voters and make the changes he needs to become competitive with Donald Trump in the Republican primaries.For years, Mr. DeSantis has created an entire political persona out of a singular crusade against wokeness, frightening teachers and professors away from classroom discussions of race, defending a school curriculum that said there were benefits to slavery, claiming (falsely) that his anti-vaccine crusade worked and engaging in a pointless battle with his state’s best-known private employer over school discussion of sexual orientation and gender identity. He had the support of the Florida Legislature and state Republican officials in most of his efforts and presumably believed that an image of a more effective and engaged Trump would help him beat the real thing.But it’s not working. A Monmouth University poll published on Tuesday showed Mr. Trump with a 20-point lead over Mr. DeSantis in a head-to-head match, and the advantage grew to more than 30 points when all the other candidates were thrown in. Major donors have started to sour on him, and The Times reported on Thursday that they are disappointed with his performance and the management of his campaign, which he says he will somehow reboot.“DeSantis has not made any headway,” wrote the poll’s director, Patrick Murray. “The arguments that he’d be a stronger candidate and a more effective president than Trump have both fallen flat.”The most obvious fault in his strategy is that you can’t beat Donald Trump if you don’t even criticize him, and Mr. DeSantis has said little about the multiple indictments piling up against the former president or about his character. Granted, there are downsides to a full-frontal attack on Mr. Trump at this point, as other Republicans have become aware, and Mr. DeSantis still needs to establish some kind of identity first. But he can’t become an alt-Trump without drawing a sharp contrast and holding Mr. Trump to account for at least a few of his many flaws. There are graveyards in Iowa and New Hampshire full of candidates who tried to ignore the leader through sheer force of personality, and even if he had one of those, Mr. DeSantis hasn’t demonstrated the skills to use it. Both men will speak Friday night at the Lincoln Dinner in Des Moines, and if Mr. DeSantis leaves his rival unscathed, it’s hard to imagine how he goes the distance.The deeper problem, though, is that Mr. DeSantis is peddling the wrong message. Only 1 percent of voters think that wokeness and transgender issues are the country’s top problem, according to an April Fox News poll — essentially a repudiation of the governor’s entire brand. Race issues and vaccines are also low on the list.Lakshya Jain, who helps lead the website Split Ticket, which is doing some really interesting political analysis and modeling, said Mr. DeSantis misinterpreted what Florida voters were saying when they re-elected him by a 19-point margin in 2022.“The economy was doing well in Florida, and Democrats didn’t put up a good candidate in Charlie Crist,” Mr. Jain told me. “I’m not sure the majority of Florida voters really cared what he was saying on wokeness. It’s not really an issue people vote on.”The economy, naturally, is what people care most about, but Mr. DeSantis hasn’t said much about his plans to fight inflation (which is already coming down) or create more jobs (which is happening every month without his help). Clearly aware of the problem, he announced on Thursday that he would unfurl a Declaration of Economic Independence in a major speech in New Hampshire on Monday (a phrase as trite and tone-deaf as the name of his Never Back Down super PAC).That appears to be the first fruit of his campaign reboot, but there are good reasons he doesn’t like to stray from his rigid agenda, as demonstrated by his occasionally disastrous footsteps into foreign policy. Bashing Bidenomics means he’ll immediately have to come up with an excuse for why inflation is so much higher in Florida than the nation as a whole. Though the national inflation rate in May was 4 percent compared with a year earlier, it was 9 percent in the Miami-Ft. Lauderdale-West Palm Beach area for the same period and 7.3 percent in the Tampa-St. Petersburg-Clearwater area.The primary reason for that is the state’s housing shortage, an issue that Mr. DeSantis largely ignored during his first term and has only belatedly taken a few small steps to address. When the issue inevitably comes up on the campaign trail, you can bet that Mr. DeSantis will find some way of blaming it on President Biden. That way he can quickly pivot to his preferred agenda of rewriting Black history, questioning science and encouraging gun ownership.He really can’t help himself; just this week he said he might hire the noted anti-vaccine nut Robert F. Kennedy Jr. to work at the Food and Drug Administration or the Centers for Disease Control and Prevention. Then he got into an online fight with Representative Byron Donalds, Florida’s only Black Republican member of Congress, over the state’s astonishingly wrong curriculum on slavery, and a DeSantis spokesman called Mr. Donalds a “supposed conservative.”Great way to expand your base.     British Conservatives’ Commitment to Green Policy Is Tested

    British conservatives kept a seat in a recent election by opposing an ultralow emissions zone, and some are now questioning ambitious emissions-reduction targets.Britain, blanketed by cool, damp weather, has seemed like one of the few places in the Northern Hemisphere not sweltering this summer. Yet a fierce political debate over how to curb climate change has suddenly erupted, fueled by economic hardship and a recent election surprise.The surprise came last week in a London suburb, Uxbridge and South Ruislip, where the Conservative Party held on to a vulnerable seat in Parliament in a by-election after a voter backlash against the expansion of a low-emission zone, which will penalize people who drive older, more polluting cars.The Conservatives successfully used the emission zone plan as a wedge issue to prevail in a district they were forecast to lose. It didn’t go unnoticed in the halls of Parliament, where even though lawmakers are in recess, they have managed to agitate over environmental policy for four days running.Britain’s Conservative government is now calling into question its commitment to an array of ambitious emissions-reduction targets. Tory critics say these goals would impose an unfair burden on Britons who are suffering because of a cost-of-living crisis. Uxbridge, they argued, shows there is a political price for forging ahead.With a general election looming next year, the Tories also see an opportunity to wield climate policy as a club against the opposition Labour Party, which once planned to pour 28 billion pounds, or about $36 billion, a year into green jobs and industries but scaled back its own ambitions amid the economic squeeze.On Monday, Prime Minister Rishi Sunak said he would approach environmental policies in a “proportionate and pragmatic a way that doesn’t unnecessarily give people more hassle and more costs in their lives.”It was a strikingly circumspect statement given Britain’s self-proclaimed leadership in climate policy, which goes back to Margaret Thatcher and includes hosting the annual United Nations climate conference in 2021. And it clearly reflected the new political thinking in the aftermath of the Uxbridge vote.Government officials insist Mr. Sunak is not giving up on a ban on the sale of fossil-fuel-powered cars by 2030. Britain remains committed to a benchmark goal of being a net-zero — or carbon neutral — economy by 2050, which is enshrined in law. But on Tuesday, a senior minister, Michael Gove, said he wanted to review a project to end the installation of new gas boilers in homes.Traffic at the edge of the London Ultra-Low Emission Zone this month.Neil Hall/EPA, via ShutterstockEven before Mr. Sunak’s comments, critics contended that Britain’s historically strong record on climate policy had been waning.The Climate Change Committee, an independent body that advises the government, recently said Britain “has lost its clear global leadership position on climate action.” The group cited the government’s failure to use the spike in fuel prices to reduce energy demand and bolster renewables. It also noted Britain’s consent for a new coal mine, and its support for new oil and gas production in the North Sea.Last month, Zac Goldsmith quit as a minister with a climate-related portfolio, blaming “apathy” over the environment for his departure, though he was also a close ally of the former prime minister, Boris Johnson. In a letter to Mr. Sunak, Mr. Goldsmith wrote, “The problem is not that the government is hostile to the environment, it is that you, our prime minister, are simply uninterested.”Climate experts said Britain’s economic troubles fractured what had been a broad political consensus on the need for aggressive action. The schism isn’t just between the two main parties: Even within the Conservative and Labour parties, there are fissures between those who continue to call for far-reaching goals and those who want to scale back those ambitions.“This used to be an issue of across-party consensus; now it is not,” said Tom Burke, the chairman of E3G, an environmental research group. “The Tories have gone out of their way to turn it into a wedge issue, and I think that’s a mistake.”In Uxbridge, however, the strategy worked. The district, with its leafy streets and suburban homes, has one of the capital’s highest ratios of car dependency. That made plans by London’s Labour mayor, Sadiq Khan, to expand an ultra-low-emissions zone to encompass the district a potent issue for Conservatives, who opposed widening the zone.While the plan aims to improve London’s poor air quality, rather than reach net-zero targets, it was vulnerable to accusations that was piling on costs to consumers — in this case drivers of older, more polluting, vehicles.“It’s a really big impact at a time when people are concerned more generally about the cost of living,” said David Simmonds, a Conservative lawmaker in neighboring district of Ruislip, Northwood and Pinner. “In the short term, a lot of people who don’t have the money to buy an electric vehicle or a compliant vehicle are caught by this.”Zac Goldsmith quit as a minister with a climate-related portfolio.Matt Dunham/Associated PressThe surprise Conservative victory also sent alarm bells ringing within Labour. It caused tension between Mr. Khan, who insists the expansion will go ahead, and the party’s leader, Keir Starmer, who seemed to want a delay.“We are doing something very wrong if policies put forward by the Labour Party end up on each and every Tory leaflet,” Mr. Starmer said after the defeat. “We’ve got to face up to that and learn the lessons.”Even before the by-election, Labour had backtracked on its plan to invest billions a year on green industries. It blamed rising borrowing costs, which spiked during the ill-fated premiership last year of Liz Truss. Now, instead of rolling out spending in the first year of a Labour government, the party said it would phase it in.Labour’s fear was that voters would conclude the incoming government would have to raise taxes, which would give the Tories another opening. “Economic stability, financial stability, always has to come first, and it will do with Labour,” Rachel Reeves, who leads economic policy for the Labour Party, told the BBC.Such language is worlds away from a year ago, when Ed Miliband, who speaks for Labour on climate issues, told Climate Forward, a New York Times conference in London, that “the imprudent, reckless thing to do is not to make the investment.”He did, however, also argue that consumers should not carry all the burden of the transition. “The government has to collectivize some of those costs to make this transition fair,” said Mr. Miliband, a former party leader.Climate activists said Labour had made a mistake by highlighting the costs of its plan at a time of tight public finances. Mrs. Thatcher was one of the first world leaders to talk about the threat to the planet from greenhouse gases in 1989. A former prime minister, Theresa May, passed the net-zero pledge in 2019, and Mr. Johnson, as mayor of London, conceived the low-emission zone that boomeranged against Labour in Uxbridge, which Mr. Johnson had represented in Parliament, last week.Alice Bell, the head of climate policy at the Wellcome Trust, noted that some Tory lawmakers were rebelling against Mr. Sunak because they were worried about losing their seats by appearing to be against firm action on climate change.Extreme weather, she said, would continue to drive public opinion on climate change. While Britain’s summer has been cool, thousands of Britons have been vacationing in the scorching heat of Italy and Spain, to say nothing of those evacuated from the Greek island of Rhodes in the face of deadly wildfires.“I’m wondering if we’re going to have some people coming back from holiday as climate activists,” Ms. Bell said.     In Louisiana, Gov. Edwards Staves Off Certain Conservative Policies for Now

    John Bel Edwards, the only Democratic governor in the Deep South, has successfully vetoed bills that have glided into law elsewhere in the region. Soon, he’ll leave office.The Republican supermajority in the Louisiana State Legislature pushed through a bill this year banning gender-transition care for minors, along with other legislation banning Covid vaccine requirements in schools and any classroom discussion of gender identity and sexual orientation.It was the kind of aggressive social policy agenda that has gained traction in conservative states across the country. But unlike in most such states, where Republican bills glide into law, lawmakers in Louisiana had to return to the Capitol last week, more than a month after the session ended, to try to claw the legislation back from the brink of failure.The reason: John Bel Edwards, the lone Democratic governor in the Deep South. He has used vetoes with some success as a bulwark against conservative legislation in a state where Republicans have had a lock on the legislature for more than a decade.In Louisiana, governors have a history of successfully wielding vetoes; most years, lawmakers have not even bothered trying to override them.But this year, legislators decided to test that power, reconvening to consider overriding more than two dozen vetoes at a moment when Republicans have tightened their control of the legislature and when Mr. Edwards, who is finishing his second term, is on his way out.“You voted for this before,” State Representative Raymond J. Crews, a Republican, told his colleagues on Tuesday as he asked them to support overriding the veto of his bill, which would require schools to refer to transgender students by the names and genders on their birth certificates. “I hope you’ll do that again.”Louisiana Gov. Trump won by 20-point margins in 2016 and 2020, Mr. Edwards’s political survival has hinged on the appeal of his biography — he is a West Point graduate and a sheriff’s son — and on his blend of social conservatism and progressive achievements, including expanding Medicaid, that fits Louisiana’s unique political landscape.He has angered many in his own party with his vehement opposition to abortion rights and his restraint in criticizing Mr. Trump, who as president went to great lengths to campaign against Mr. Edwards’s re-election.Still, even Democrats who are critical of Mr. Edwards have seen him as a vital barrier against conservative policies that have easily advanced in neighboring states.“I do think that there’s always room for being a more vocal ally and a more staunch ally to our community,” Quest Riggs, who helped found the Real Name Campaign, an L.G.B.T.Q. advocacy group in New Orleans, said of the governor. “But on the other hand, his vetoes have been a political tool that has been necessary to offset the mobilization by the evangelical right in Louisiana.”Last year, lawmakers succeeded in overriding a governor’s veto for the first time in three decades, reinstating a Congressional map that Mr. Edwards had objected to because it included only one district with a majority of Black voters despite the fact that one-third of the state’s population is Black. Last month, the U.S. Supreme Court cleared the way for a legal challenge to the map to move forward.Many recognize a strong possibility of a Republican succeeding Mr. Edwards. Louisiana has an all-party “jungle primary” in October, and polls show Jeff Landry, the state’s deeply conservative attorney general, as the front-runner.Cooper Neill for The New York TimesAlso last year, Mr. Edwards allowed a bill that excluded female transgender students from school sports to become law without his signature, predicting a veto would be overridden.Mr. Edwards said last week that he had issued 319 vetoes in his eight years as governor, and that 317 of them had been sustained. “Usually, we have been able to find common ground to move Louisiana forward,” he said.On Tuesday, lawmakers blitzed through the vetoed bills, including measures that denied parole for dangerous offenders and prevented “foreign adversaries” from owning agriculture land.Overriding a veto requires a two-thirds majority vote in both houses, and the Republicans have a supermajority by just a thin margin. Two Republican state representatives were absent on Tuesday, and a few in the House and Senate crossed party lines to oppose some overrides, infuriating their more conservative colleagues.When the ban on gender-transition care came up, lawmakers described conflicting perceptions of what it means to protect children. Supporters of the bill said it would safeguard young people from treatments they claim are dangerous and untested, even though there is broad agreement among major medical associations in the United States that such care can be beneficial for many patients.Critics of the ban argue that it would imperil a small, vulnerable population of young people by denying them medically necessary care. Most of the 20 other states that have passed similar legislation are facing lawsuits, and judges have already temporarily blocked a few of the bans.In the House, the vote to override the veto passed 76 to 23, with seven Democrats joining the Republicans. In the Senate, it passed 28 to 11. Republicans seized the sole successful override as a victory.“We sent a clear signal,” Mr. Landry, the attorney general and candidate for governor, said in a video posted online, “that woke liberal agendas that are destructive to children will not be tolerated in Louisiana.”Lawmakers and observers contemplated how the political climate would be different during next year’s legislative session, particularly if Republicans were to maintain their supermajority and win the governor’s race.“What happens when they don’t have to hold back anymore?” said Robert E. Hogan, a political science professor at Louisiana State University, referring to Republican lawmakers if Democrats lose the governor’s race. “You’ll have a governor that’s powerful and on your side.”That prospect has inspired trepidation among some, especially within the L.G.B.T.Q. community, but has amplified ambitions among conservatives.Mr. Seabaugh, who is leaving the House because of term limits but is running for a Senate seat, envisions passing some of the same bills next year without the threat of a veto and rolling back Mr. Edwards’s agenda. “I don’t think we can do it all in one year,” Mr. Seabaugh said, “but I’m sure going to try.” More
