    Britain’s New Voter ID Rules Are Raising Hackles

    Critics say the Conservative government’s new requirements are meant to discourage voting by young people and members of minority groups, who are likely to be Labour voters.The rituals around voting have changed little for decades in Britain, where electors give their names and addresses to polling station staff, are checked off a list and then handed a paper ballot to mark and cast in a box.But on Thursday a new requirement will be added for those choosing thousands of elected representatives for municipalities in England: proof of identity.And while voters in many countries take that obligation for granted, the move has unleashed a political storm in Britain.Critics claim the change could reduce turnout, discourage young people from voting and disenfranchise some minority voters and others who are less likely to have a passport or driver’s license.Requiring proof of ID could deter people either from going out to vote or from actually doing so if the new checks lead to long delays at polling stations, they say.And one quirk of the new system that has particularly incensed the critics is a concession allowing some older people to use as ID the cards that entitle them to free or reduced-fee travel, while preventing younger folk to use their travel cards in the same way.Given that older voters are statistically more likely than the young both to vote and to support the Conservative Party, led by Prime Minister Rishi Sunak, some opposition politicians fear a finger on the scales. This is bad for our democracy,” he wrote on Twitter.A similar push has proved contentious in parts of the United States. Several states where Republicans control the legislature and the governor’s seat have introduced new identification requirements as well as broader voting restrictions.But in Britain the furor also reflects the country’s longstanding resistance to identity cards, which are a common feature in many of its continental European neighbors.A 2005 effort by Prime Minister Tony Blair to introduce national identity cards was abandoned in the face of staunch opposition. (Mr. Blair still urges their adoption, although now in digital form.)Britons did carry identity cards during World War II, though they were abandoned in 1952 after a famous case in which Clarence Willcock, a dry cleaner from north London, refused to show documentation to a police officer who pulled over his car. When the matter came to court, a judge ruled in Mr. Willcock’s favor.Acceptable documents for modern-day voters will include a driver’s license or passport, and the government says it is simply following standard practice in most Western nations to protect the integrity of the electoral system.An official survey found that 96 percent of the electorate held a form of ID with a photo that respondents thought was still recognizable. That number fell to 91 percent when including only those with ID cards that had not expired.Those who lack the necessary documentation could apply for a new form of photo ID that the government calls a voter authority certificate.Prime Minister Rishi Sunak defended the regulations in Parliament on Wednesday, saying they were “commonplace” throughout Europe and in Canada.Dan Kitwood/Getty ImagesHowever, there were just 85,689 applications for those cards, representing 4.3 percent of the estimated two million people who did not have valid photo ID, according to openDemocracy, an independent media platform that focuses on the political process.In requiring proof of identity, the government is offering a solution to a nonexistent problem, critics say. The Electoral Commission, the independent body that governs elections in Britain, said that in recent years there had been “no evidence of large-scale electoral fraud.”Of the 1,386 suspected cases reported to police between 2018 and 2022, nine led to convictions and six cautions were issued. In most instances, officers either took no further action or resolved the matter locally, it said.Critics fear that any barrier to participation in the electoral process will particularly affect minority groups. Clive Lewis, a Labour lawmaker, argued that those people already felt excluded from the political process, adding that “voter ID will make it even harder for marginalized groups to vote.”And a parliamentary committee noted “the widely voiced concerns about the potential impact of the introduction of mandatory voter ID on certain societal groups and for some with protected characteristics, including people with disabilities, members of LGBTQ+ communities, Black and ethnic minority groups and older people.”Questioned in Parliament on Wednesday, Mr. Sunak said that a voter ID requirement was “common in European countries, it’s common in Canada and it’s absolutely right that we introduce it here too.”John Curtice, a professor of politics at the University of Strathclyde, said most countries in the Organization for Economic Cooperation and Development would expect people to show ID when they vote, as they must in Northern Ireland, where rules were introduced to deal with voting irregularities there.“From an international perspective you could say you should be doing it. From a domestic perspective the issue is, what’s the problem?” he said, noting that few cases of electoral fraud had been successfully prosecuted.Professor Curtice added that some categories of acceptable identification “look a little curious,” in particular the use of travel cards by older people.Ideally, such changes should have been made on a cross-party basis with the agreement of opposition politicians, he said.Another risk is that turning away voters who fail to provide valid ID could spark disputes, perhaps raising the suspicions about the fairness of election results that they were designed to allay. That is most likely in municipal elections, where turnouts tend to be low and just a handful of votes can decide the outcome of some contests.As to the likely scale of any impact, Professor Curtice said it was hard to predict.“The honest answer is that we don’t know and that we may never know,” he said, “unless there is an enormous drop in turnout, and that is particularly in places where fewer people have passports.” More

    Political observers from his own side say he has been “ruthless” in reshaping the party as it looks to reclaim power.LONDON — The leader of Britain’s opposition, Keir Starmer, can often seem more like the technocratic human rights lawyer he once was than the no-holds-barred politician now reshaping the Labour Party with an eye toward making it more electable.But as his former allies on the left wing of his party have discovered, appearances can be deceptive.Mr. Starmer prompted a bitter rift recently when he banned his leftist predecessor, Jeremy Corbyn, from running as a Labour lawmaker, leaving the former leader claiming democratic procedures had been trampled and warning that his supporters were “not going anywhere.”But beneath the ugly media brawl, the unceremonious purging of Mr. Corbyn was a substantive victory for Mr. Starmer, strengthening his already firm grip over the party. Three years after taking over, he has quietly but efficiently marginalized Labour’s once ascendant left-wing, enforced strict discipline over his top political team and grabbed control of the party machinery, including its selection of Labour candidates for Parliament.“So far the processes that he has put in place have been utterly ruthless, and the left underestimated him,” said John McTernan, a political strategist and onetime aide to the former prime minister, Tony Blair.The lesson for his enemies is perhaps not to mistake Mr. Starmer’s courteous and mild-mannered bearing — or absence of fanfare — for a lack of willingness to play political hardball.“Keir Starmer is not narrating what he’s doing,” Mr. McTernan added. “He’s just doing it.”Mr. Starmer banned his predecessor, Jeremy Corbyn, center from running as a Labour lawmaker.Henry Nicholls/ReutersTom Baldwin, a senior adviser to another former Labour leader, Ed Miliband, agrees. “In his absolute determination to remove all obstacles to victory, Keir Starmer is more ruthless and competitive than any Labour leader I’ve ever seen,” he said.He added: “Tony Blair had a very clear view about where he wanted to go, but did he chuck any of his predecessors out of the party? At that zenith of his political career Mr. Corbyn, often likened to Senator Bernie Sanders of Vermont, basked in the adulation of enthusiastic young supporters, some of whom sang his name at the Glastonbury rock festival.Two years later the bubble burst and Labour suffered its worst general-election defeat since 1935, while Mr. Corbyn’s leadership was tarnished by cases of antisemitism in his party.There followed a highly critical report by the Equality and Human Rights Commission into Labour’s handling of antisemitism complaints. In 2020, when Mr. Corbyn claimed that the scale of the problem was “dramatically overstated” by opponents, Mr. Starmer suspended him from Labour’s parliamentary group, forcing him to sit as an independent.It was at Mr. Starmer’s behest that Labour’s governing body, its National Executive Committee, completed the political purge of the former leader last month, provoking a surprisingly muted reaction from the party’s left wing that underscored its dwindling influence.Jon Lansman, a founder of Momentum, a left-wing pressure group within the Labour movement, told Times Radio that Mr. Starmer “unfortunately is behaving as if he was some kind of Putin of the Labour Party. That is not the way we do politics.”But asked if he would campaign for Mr. Corbyn were the former leader to run for election not as a Labour Party candidate but as an independent, Mr. Lansman replied: “No, I certainly wouldn’t. After all, Mr. Corbyn was not the first left-winger to be exiled to Labour’s equivalent of Siberia. In 2020, Mr. Starmer fired a lawmaker, Rebecca Long-Bailey, from his top team after she shared on Twitter an interview with Maxine Peake in which the actress claimed that the U.S. police tactics that killed George Floyd were learned from Israeli secret services.The silence from internal critics spoke of the political transformation Mr. Starmer has achieved seemingly out of public sight.Elected to Parliament in 2015, Mr. Starmer never adhered to the hard left of the party but nonetheless served in Mr. Corbyn’s top team and campaigned to make him prime minister.When Mr. Corbyn quit as leader in 2019, Mr. Starmer straddled the internal factions, reassuring the left by arguing that Labour should not “oversteer” away from his predecessor’s agenda.Mr. Corbyn’s supporters say that is exactly what Mr. Starmer has done, while other critics argue he has offered no vision to excite voters, seeming content to capitalize on the current Conservative government’s unpopularity.But breaking with Mr. Corbyn, as part of a wider “detoxification” strategy, seems to have helped opinion poll ratings that now put Labour well ahead of the Conservatives.National voting must take place by January 2025.     Rishi Sunak Pursues Deal on Northern Ireland

    Amid political change in Scotland, Prime Minister Rishi Sunak went to Belfast to work on a trade agreement with the European Union.LONDON — Rarely have Britain’s politics looked so shambolic: a revolving door of prime ministers in Downing Street; the sudden resignation of Scotland’s formidable longtime leader, Nicola Sturgeon; and the lack of a functioning government in Northern Ireland. Yet beyond the disarray, there are the glimmerings of a path to a more stable United Kingdom.On Friday, the current prime minister, Rishi Sunak, met with pro-unionist leaders in Northern Ireland’s capital, Belfast, to enlist their support for an agreement with the European Union on post-Brexit trade arrangements in the territory. That has buoyed hopes that Mr. Sunak could present the deal to the British Parliament as early as next week.If the prime minister is able to secure a deal — a big if — it could open the door to restoring the power-sharing government in Belfast. And that, in turn, could quiet the voices of those calling for Northern Ireland to break away from Britain and unite with the Irish Republic.“If the protocol can be made to work, it would be very good for Northern Ireland,” said Bobby McDonagh, who served as Ireland’s ambassador to Britain, referring to the Northern Ireland Protocol, which governs trade between the North and the E.U. “If it doesn’t work, and if there were some sort of border erected on the island of Ireland, nothing could do more to reignite a debate about Irish unity.”In Scotland, the departure of Ms. Sturgeon, a clarion voice for Scottish independence, has left that movement at loose ends. But taken together, Mr. Sunak’s high-stakes diplomacy with Belfast and Brussels, and Ms. Sturgeon’s abrupt departure in Edinburgh, could slow the centrifugal forces that have threatened to unravel the United Kingdom in the aftermath of Brexit.“Sunak is trying to put the pieces of the jigsaw puzzle back together,” Mr. McDonagh said. “He’s doing his best to restore some sanity to British politics, but we don’t know whether he’ll have the strength to carry this through.”Some of it is out of his hands: the Scottish National Party will choose a new leader in the coming weeks, and the charisma and leadership abilities of that person will be critical to the fate of the independence movement. On Northern Ireland, Mr. Sunak faces obstacles from pro-unionist leaders in Belfast, who seek to maintain political links with Britain, as well as from his own lawmakers in London. The Democratic Unionist Party, or D.U.P., is demanding that Britain effectively scrap the protocol, which gives the North hybrid trade status as a part of the United Kingdom that has an open border with the Irish Republic, a member of the European Union.An even bigger threat could come from the pro-Brexit wing of the Conservative Party. Some of those lawmakers have threatened to oppose any agreement that would leave the European Court of Justice with jurisdiction over Northern Ireland. They argue that the court, which guarantees that European law is applied in all member states, infringes British sovereignty.Though details of a potential deal remain closely guarded, analysts and diplomats said they appeared to distance, if not eliminate, the role of the European court by prioritizing other mechanisms to resolve legal disputes.More tangibly, it seeks to remove paperwork and other barriers to goods flowing from mainland Britain to Northern Ireland. Unionists complain that these barriers drive a wedge between them and the rest of the United Kingdom. Under the terms being discussed, food and other goods destined for shelves in the North would pass through a “green lane,” requiring no customs declarations.Whether these compromises would pass muster with the unionists was still unclear. That is in part because Sinn Fein, the Irish nationalist party, is now the biggest party in the North’s assembly, which gives it the right to name a first minister.The creation of that government was a key achievement of the 1998 Good Friday Agreement, which ended decades of sectarian bloodshed in Northern Ireland. Restoring the government, experts said, was important not just to improve daily life in the North but also to prevent sectarian tensions from resurfacing.“When the government institutions don’t function, you see a rise in support for Irish unification,” said Katy Hayward, a professor of politics at Queen’s University in Belfast. “When they are functioning, you see a decline in support.”Beyond Northern Ireland’s domestic politics, Professor Hayward said Mr. Sunak’s effort to reset Britain’s relationship with the European Union was critical to tamping down separatist passions in both the North and Scotland.The Scottish independence movement was galvanized by Brexit, which was unpopular in Scotland as well as in Northern Ireland. The regular tiffs between Mr. Sunak’s predecessor, Boris Johnson, and European leaders like President Emmanuel Macron of France played better in England than they did in Scotland or Northern Ireland.“Those tensions create a space that unionists and nationalists can fill,” Professor Hayward said. “If it’s possible to bring back certainly and stability in the U.K.-E.U. relationship, that will help calm the waters within the U.K.”Mr. Sunak plans a weekend diplomatic blitz to seal the deal with Brussels. He is scheduled to meet with Ursula von der Leyen, the president of the European Commission, and other European leaders at the Munich security conference. He may also meet there with Vice President Kamala Harris and speak by phone with President Biden, who has urged Britain to settle its differences with the European Union.Mr. Biden hopes to visit Belfast in April to celebrate the 25th anniversary of the Good Friday Agreement. A stopover in London could hinge on whether Mr. Sunak is able to secure an agreement by then. Mr. Sunak told Mr. Biden last November that his goal was to deliver it before the anniversary.For Mr. Sunak, it is perhaps his stiffest test yet. Having replaced the scandal-scarred Mr. Johnson and the ill-fated Liz Truss, he has a tenuous grip over a divided party. Among the fears of his allies is an 11th-hour intervention by Mr. Johnson, who made the Brexit deal that Mr. Sunak is trying to overhaul and could mobilize opponents in London and Belfast.“If he gets an agreement on the protocol, we’re going to be over the hump with the E.U. but not necessarily with the D.U.P.,” said Jonathan Powell, who was involved in negotiating the Good Friday Agreement as chief of staff to Prime Minister Tony Blair.Regardless, Mr. Powell said, “We’re approaching a period of transition in British politics. But even as he moves forward, Mr. Sunak is haunted by his two ousted predecessors, Liz Truss and Boris Johnson, both of whom are mounting noisy rehabilitation campaigns, potentially at his expense.Mr. Sunak framed his latest moves, just after he marked 100 days in office, as a way to meet goals he set out last month, which include cutting inflation in half, reigniting economic growth and shortening wait times in hospitals. He also named a reliable insider to chair the Conservative Party, after being forced to fire the previous chairman, Nadhim Zahawi, over his personal tax affairs.But Mr. Sunak’s critics fell into predictable cavils about “rearranging the deck chairs on the Titanic.” The Conservative Party, they noted, remains mired behind the opposition Labour Party by double digits in polls. Restructuring government bureaucracy could cause months of policy paralysis. And the drumbeat of bad news, from nationwide strikes to overcrowded emergency rooms, continues without relief.If that is not enough, he is also being harried by Mr. Johnson and Ms. Truss. Both have gleefully disregarded any notions of fading quietly to the backbenches after their truncated stints in Downing Street. Kemi Badenoch, a rising star on the party’s right who was international trade secretary, kept that portfolio while gaining responsibility for business policy, a change intended to align trade strategy with the priorities of British business.Rather than sacrificing anyone, the reshuffle brought in a new minister, with Lucy Frazer taking charge of culture, media, and sport.In some ways, Mr. Sunak’s most eye-catching appointment was that of Lee Anderson as the party’s deputy chairman. A combative, outspoken lawmaker who was a longtime member of the Labour Party before switching to the Conservatives, Mr. Anderson is rarely out of the headlines.Most recently, he caused outrage by claiming that many people who go to food banks do not need them; they simply lack the cooking and budgeting skills to make their own affordable meals. Her argument could raise the pressure on Mr. Sunak to cut taxes, just months after his government mothballed Ms. Truss’ agenda.In a long essay in the Sunday Telegraph over the weekend, Ms. Truss blamed her downfall on virtually everything except herself.“Fundamentally, I was not given a realistic chance to enact my policies by a very powerful economic establishment, coupled with a lack of political support,” she wrote. “I assumed upon entering Downing Street that my mandate would be respected and accepted. On Tuesday, his aides played up the policy advantages of the new ministries. Mr. Sunak’s attraction to Silicon Valley, and desire to replicate it in Britain, was evident in his creation of a department for science, innovation, and technology.Mr. Shapps’s energy department seemed especially timely, given Britain’s ordeal with soaring gas prices. It will seek to ensure long-term security of energy supplies, aides said, which could protect the country from future spikes in inflation.But while the new ministries have logic behind them, shake-ups can distract officials, thrusting them into turf wars over who does what. Those problems, she said, were “compounded by inflation and a big squeeze on public sector pay.’’Most of these underlying weaknesses will remain, even if the government resolves the pay dispute with nurses and ambulance drivers. “Even if Rishi Sunak and Jeremy Hunt write a big check to the National Health Service, that doesn’t solve the capacity problem quickly,” she said, referring to the current chancellor.Similarly, Mr. Sunak has a limited number of options for reviving the economy even if inflation tapers off and interest rates stop rising. Last fall, Mr. Hunt reversed the tax cuts announced by Ms. Truss, replacing them with a raft of tax increases and spending cuts. They have tactics in common, too.LONDON — For years, Boris Johnson and Donald J. Trump were viewed as populist twins — flamboyant, scandal-scarred, norm-busting figures, acting in a trans-Atlantic political drama. With both out of office, at least for now, a more timely and intriguing comparison is between Prime Minister Rishi Sunak and President Biden.Though they differ by obvious metrics — young vs. old, conservative vs. liberal — Mr. Sunak and Mr. Biden are using strikingly similar methods to govern in the wake of their larger-than-life predecessors. Both have tried to let the steam out of their countries’ hothouse politics by making a virtue of being, well, a little boring.The similarities are more than stylistic: Both lead parties that are divided between centrist and more extreme forces, whether to the right, for Mr. Sunak, or the left, for the American president. But it leaves him with no more than two years to rescue his party before the next election, and he faces the headwinds of soaring inflation, rising interest rates, labor unrest and a recession. The chances of his running again rose after the midterms, not to mention the president’s proposal to rearrange the Democratic Party’s primary calendar, so that South Carolina, which resurrected his presidential fortunes in 2020, will now vote first, ahead of the Iowa caucus.There is no evidence that Mr. Biden and Mr. Sunak talked politics in their first face-to-face meeting as leaders at a summit in Indonesia last month. Indeed, given their disparity in age, background and politics, there is little indication they will develop the kind of rapport enjoyed by, say, Mr. Blair and President Bill Clinton. When the Tories elected Mr. Sunak as leader, Mr. Biden hailed it as a “groundbreaking milestone,” though he added, “As my brother would say, ‘Go figure.’”At the moment, the oddsmakers are betting against Mr. Sunak. There is even speculation that if the Conservatives get thrashed in local elections next May, his enemies might move against him and try to reinstall Mr. Johnson. But Mr. Sunak’s allies hope for a Biden-like surprise, which could give him a solid base for the next general election (it must take place by January 2025).Given Labour’s formidable lead in opinion polls — and a Labour leader, Keir Starmer, who rivals Mr. Sunak in competence over charisma — few analysts see a path for Mr. Sunak to a convincing victory. But some think the outcome could be much closer than some of Labour’s supporters now expect. For one thing, Mr. Sunak’s poll ratings exceed those of his battered party, which is the reverse of Mr. Biden and the Democrats before the midterm elections.“There is a big difference between what voters think of the Conservative Party and what voters think of Sunak,” said Peter Kellner, a polling expert. “The big question now is whether the Tory Party drags Sunak’s ratings down, or Sunak drags the Tory Party’s ratings up.”Those are the same questions handicappers were asking about Mr. Biden in the anxious days leading up to the midterms. If both he and Mr. Sunak are in still office in 2025, it will be proof that boring is not only back, but political gold. More
