    Small Business Owners Are Still Struggling in New York

    “I feel like it’s 50-50,” said the owner of a Brooklyn coffee shop who is finding it hard to rebound from the pandemic.Good morning. It’s Friday. We’ll look at how small businesses are holding up as the city tries to move out of the pandemic. We’ll go kayaking with a congressional hopeful who is one of more than a dozen Democrats running in the Aug. 23 primary in just one district. And, speaking of the primary, today is the last day to register to vote in it.Lanna Apisukh for The New York TimesKymme Williams-Davis opened a coffee shop in Brooklyn called Bushwick Grind in 2015. She spent $200,000 renovating the space she rented and added a kitchen. She specialized in coffee brewed from locally roasted fair-trade beans.Bushwick Grind did well until the pandemic hit and the shop had to close for nine months.But as my colleague Lydia DePillis wrote, running a small business hasn’t gotten any easier since Bushwick Grind reopened. Foot traffic has yet to rebound. Williams-Davis’s expenses for coffee and other ingredients have skyrocketed, in part because farmers from upstate New York she used to depend on are saving on gas by driving to the city less often.And enough employees have quit to add another complication to the demands of trying to operate at full strength.All that has left her uncertain about the future and Bushwick Grind’s chances for survival. “I feel like it’s 50-50,” she said, “because if I don’t find a way to reduce my liability and retain capital, I won’t be able to make it too much longer.”Williams-Davis’s concerns are widespread. The nonprofit Small Business Majority, in a survey this month, found that nearly one in three small businesses could not survive without additional capital or a change in business conditions. That finding was echoed in a survey by Alignable, a social network for small-business owners, which found that 43 percent of small businesses in New York were in jeopardy of closing in the fall, 12 percentage points more than a year ago.Chuck Casto of Alignable blamed patchy return-to-work policies that have left many Manhattan offices empty and nearby small businesses hurting. Some 41 percent of small businesses in New York could not pay their rent in full or on time in July, according to Alignable. That was up seven percentage points from last month. Only Massachusetts had a higher delinquency rate, and by only one percentage point.During the shutdown, Williams-Davis covered the rent by subletting the space, and she landed a contract to deliver 400 meals a day to city vaccination sites when she reopened. The contract gave her the cash flow to qualify for a loan so she could buy her own space.But she hasn’t come close to closing on a deal. Here’s how he says that came about:Years ago, someone Elizabeth Holtzman did not know died and left modest bequests to her and two other pioneering congresswomen from New York, Bella Abzug and Shirley Chisholm.Holtzman, who was once the youngest woman elected to Congress, spent the money on a kayak, a dark green Walden that she uses in the summer to paddle around the Peconic River on eastern Long Island, where she often spends weekends.So when I first asked Holtzman this spring about her unusual decision to come out of a long political retirement and run for Congress at age 80, she suggested that perhaps we hit the water. As a political reporter, I’ve walked with candidates as they greeted voters outside supermarkets, in restaurants and at parades. I polished off plates of Mississippi ribs with a former cabinet secretary running in the Deep South. I even spent an afternoon in northern Montana with Senator Jon Tester as he tried to fix a grain auger, a large piece of farm equipment used to move his crops. But never before had a politician asked me to kayak.I am no kayaking expert, but of course I said yes to Holtzman.We agreed to meet at Pier 2 in Brooklyn Bridge Park on a sizzling summer evening earlier this month. We rented kayaks, snapped on life vests and headed out to a stretch of protected water off the Brooklyn waterfront. The Brooklyn Bridge floated above us. The skyline of the financial district towered across the East River, and there was a magical moment when the Statue of Liberty appeared across the harbor.Back on dry land a little later, she talked about deciding to get into the race because she was enraged by the leaked draft of the Supreme Court’s decision overturning Roe v. Wade. “I said to myself, you know, I don’t have to sit on the sidelines,” she told me.If she wins, half a century after she set her first record, Holtzman would probably be the oldest non-incumbent ever elected to Congress. She is no stranger to long shots and record-breaking campaigns: Her victory in 1972 came against Emanuel Celler, a 50-year incumbent backed by the Brooklyn Democratic machine. Later, she was the first (and still only) woman elected district attorney in Brooklyn and New York City comptroller. (She was nearly New York’s first female senator, but lost to Alfonse D’Amato in 1980 in a close race.)Before we paddled back to Pier 2, we also talked about her family, Jewish immigrants who fled Russia and arrived at Ellis Island; about her work for Mayor John Lindsay; about the improving conditions in the East River; and about good kayaking spots around New York.Ms. Holtzman is keenly aware that, in a summer when Democrats are fretting about the age of President Biden and other Democratic leaders in Washington, there are concerns about her age.     Republicans Pounce on Schools as a Wedge Issue to Unite the Party

    Rallying around what it calls “parental rights,” the party is pushing to build on its victories this week by stoking white resentment and tapping into broader anger at the education system.After an unexpectedly strong showing on Tuesday night, Republicans are heading into the 2022 midterm elections with what they believe will be a highly effective political strategy capitalizing on the frustrations of suburban parents still reeling from the devastating fallout of pandemic-era schooling.Seizing on education as a newly potent wedge issue, Republicans have moved to galvanize crucial groups of voters around what the party calls “parental rights” issues in public schools, a hodgepodge of conservative causes ranging from eradicating mask mandates to demanding changes to the way children are taught about racism.Yet it is the free-floating sense of rage from parents, many of whom felt abandoned by the government during the worst months of the pandemic, that arose from the off-year elections as one of the most powerful drivers for Republican candidates.Across the country, Democrats lost significant ground in crucial suburban and exurban areas — the kinds of communities that are sought out for their well-funded public schools — that helped give the party control of Congress and the White House. In Virginia, where Republicans made schools central to their pitch, education rocketed to the top of voter concerns in the final weeks of the race, narrowly edging out the economy.The message worked on two frequencies. Pushing a mantra of greater parental control, Glenn Youngkin, the Republican candidate for governor in Virginia, stoked the resentment and fear of some white voters, who were alarmed by efforts to teach a more critical history of racism in America. He attacked critical race theory, a graduate school framework that has become a loose shorthand for a contentious debate on how to address race. And he released an ad that was a throwback to the days of banning books, highlighting objections by a white mother and her high-school-age son to “Beloved,” the canonical novel about slavery by the Black Nobel laureate Toni Morrison.But at the same time, Mr. Youngkin and other Republicans tapped into broader dissatisfaction among moderate voters about teachers’ unions, unresponsive school boards, quarantine policies and the instruction parents saw firsthand during months of remote learning. In his stump speeches, Mr. Youngkin promised to never again close Virginia schools.While Terry McAuliffe, the Democratic nominee, and his party allies eagerly condemned the ugliest attacks by their opponents, they seemed unprepared to counter the wider outpouring of anger over schools.Glenn Youngkin, Virginia’s governor-elect, pushed a message on education that stoked the resentment of white voters while speaking to broader frustrations with schools.Kenny Holston for The New York TimesFor weeks before the Virginia election, Republicans pointed to the school strategy as a possible template for the entire party. Mr. Youngkin’s narrow but decisive victory on Tuesday confirmed for Republicans that they had an issue capable of uniting diverse groups of voters. The trend was most evident in Mr. Youngkin’s improvement over former President Donald J. Trump’s performance in the Washington suburbs, which include a mix of communities with large Asian, Hispanic and Black populations.Representative Kevin McCarthy, the House majority leader, listed education as a main plank of his party’s plan to reclaim power, with promises to introduce a “Parents’ Bill of Rights.”“If the Virginia results showed us anything, it is that parents are demanding more control and accountability in the classroom,” he wrote in an election-night letter to his caucus.Steven Law, the president of American Crossroads, one of the most active outside groups working to elect Republicans to the House and Senate, said the strategy was ripe for replicating in races across the country.“It’s always possible to overdo something,” he added, cautioning that Republicans would be unwise to pursue attacks that appear hostile to teachers themselves. “But very clearly there’s a high level of concern among parents over political and social experimentation in schools that transcends ideology.”While the conservative news media and Republican candidates stirred the stew of anxieties and racial resentments that animate the party’s base — thundering about equity initiatives, books with sexual content and transgender students on sports teams — they largely avoided offering specific plans to tackle thornier issues like budget cuts and deepening educational inequalities.But the election results suggested that Republicans had spoken about education in ways that resonated with a broader cross-section of voters.In Virginia, the Youngkin campaign appealed to Asian parents worried about progressive efforts to make admissions processes in gifted programs less restrictive; Black parents upset over the opposition of teachers’ unions to charter schools; and suburban mothers of all races who were generally on edge about having to juggle so much at home over the last year and a half.“This isn’t partisan,” said Jeff Roe, the Youngkin campaign’s chief strategist. “It’s everyone.”Democrats largely declined to engage deeply with such charged concerns, instead focusing on plans to pump billions into education funding, expand pre-K programs and raise teacher pay.In Virginia and New Jersey, the Democratic candidates for governor adopted the approach of Gov. Gavin Newsom of California, who faced a recall challenge that exploited similar lines of attack but beat it back by leaning into vaccination and mask mandates in schools. Ahead of the midterms, many of the educational issues are sure to linger.Already, the effects of remote learning on parents have been severe: School closures drove millions of parents out of the work force, led to an increase in mental health problems among children and worsened existing educational inequalities. Many of those effects were borne most heavily by key parts of the Democratic base, including women and Black and Latino families.Strategists, activists and officials urged Democrats to prepare for the Republican attacks to be echoed by G.O.P. candidates up and down the ticket.Virginia was among the East Coast states that were slowest to reopen their schools.     Mike Bloomberg: New York City Can Recover

    The future of New York City is being called into question. Neighborhoods have lost residents to the suburbs. Businesses have closed. People are on edge about public safety. And families are mourning the loss of loved ones.This was the situation in the fall of 2001, after hijackers destroyed the World Trade Center and brought the city to its knees. And it’s the same situation today, with a pandemic raging and millions of people once again wondering if this city’s best days are behind it.Unemployment remains in double digits, retail and office vacancies have soared, and the tourism industry is in dire straits, with the economic pain falling hardest on low-income families. Yet we have good reason to be hopeful, because what was done once can be done again — and better, by heeding the lessons of the past.Over the past eight years, I have been careful to stick to my pledge not to comment on my successor’s administration. Mayors don’t need their predecessors chiming in from the sidelines, and I don’t intend to start now. But I do believe New York City’s success in rebuilding Lower Manhattan after Sept. 11 and revitalizing all five boroughs can help the next mayor as he takes office in January and confronts the same two overarching challenges we faced 20 years ago.The first is urgent: improving vital services New Yorkers rely on every day, including policing, transportation, sanitation and education. In the months after Sept. 11, we were acutely aware the public needed confidence that we would not allow the city to enter a downward spiral, as it did in the 1970s, so we immediately focused on improving quality of life by making neighborhoods safer and cleaner, turning around public schools, and reducing street homelessness.To keep residents and businesses in the city, the next administration must come out of the gate with programs and policies to bolster those same essential services. Funding will be tight, but manageable; the revenue shortfall we faced was more than three times as large, as a percentage of the budget, as the one the next mayor is projected to inherit.The second broad challenge is more difficult, and inevitably in tension with the first: focusing on the city’s future years from now. Ultimately, the mayor will be judged not by the next day’s newspapers, but by the next generation. It’s his job to look beyond the light at the end of the tunnel and start building more tracks, even when it’s unpopular to do so.Two examples from Lower Manhattan come to mind.Not long after being sworn in, I canceled a planned subsidy for a new headquarters for the New York Stock Exchange, even though it was threatening to move out of the city. I didn’t think it was a smart use of scarce resources, but the prospect of the exchange leaving Wall Street raised fears that other large financial institutions might go, too, especially with much of Lower Manhattan in ruins.The easy and politically safe thing to do would have been to leave the subsidy in place. But for decades, the city had been overly reliant on the banking and financial services industry. When Wall Street caught a cold, the saying went, the city got sick. So instead of bribing large firms to stay in Manhattan, we invested in projects in all the boroughs that would attract new businesses in different industries, including bioscience, tech, and film and television. Years later, those and other industries — and the jobs and revenue they created — helped us weather the Great Recession far better than most cities did.The next administration may face similar demands for subsidies from companies that threaten to leave the city. But there are better ways to retain and create jobs than giveaways, especially by investing in critical infrastructure, starting with the subway.In partnership with the state, the mayor can work to get trains on a full schedule again, which would help employers in every industry bring back their workers. It would help thousands of small businesses and their employees reclaim their customers. And it would provide confidence to those who may be thinking about opening a business of their own.Whatever policies the next mayor pursues, the crucial idea is that putting a city back on its feet economically requires more than aiding existing businesses. It requires creating the conditions for new ones to open and expand, further diversifying the economy.The second example from Lower Manhattan concerns housing. In the wake of the attacks, many people wanted to turn the entire World Trade Center into a memorial — or simply to rebuild what was there. I thought both would be a mistake, and I was pilloried for suggesting that housing be constructed at the site. But our administration wanted to transform Lower Manhattan from a 9-to-5 business district into a diverse, 24/7 neighborhood.City leaders had been trying to do that since the 1950s, but their focus had been primarily on developing buildings, including the original World Trade Center, rather than attracting people. We flipped the script by encouraging new housing development and creating the things all residents want: parks, schools and cultural opportunities, including a performing arts center at the World Trade Center that is now nearing completion.As our vision took shape, more families and young people moved downtown, more businesses opened, more jobs were created, and more visitors arrived. The last development site of the World Trade Center will be a tower that includes more than a thousand units of housing.The next administration will have its own opportunities not only to recover from the pandemic, but to reimagine areas of the city. Of course, it’s never easy to take on vocal and powerful groups that say, “Not in my backyard.” But across New York, there are parking lots, warehouses, rail yards and other properties that offer the next mayor opportunities to create housing for all incomes and jobs for all skill levels.Such projects require ambition and political courage. As a candidate, Eric Adams has shown both. That’s why I’m supporting him in the mayoral election this fall. His pragmatism and willingness to take on tough issues — and his experience as a police officer who understands the importance of public safety — will serve him well in City Hall. And I hope that Bloomberg Philanthropies will have a chance to support his administration, because this is an all-hands-on-deck moment.In government, collaboration is as important as competence, and the redevelopment of the World Trade Center site — including the construction of the Sept. 11 Memorial and Museum — showed how crucial strong partnerships are to achieving a vision. Working with nine different governors of New York and New Jersey, we built the memorial and museum to serve as a powerful tribute to those we lost, and to teach future generations about the extraordinary heroism and sacrifices that inspired and united the world.There were tensions and obstacles, of course. But a healthy working relationship between the mayor and governor is crucial to the success of major projects.Now, even before he takes office, Mr. Adams has a chance to begin building a close relationship with the state’s new governor, Kathy Hochul. They will not always see eye-to-eye, but we need them to work hand-in-hand.As the sun set on Sept. 11, 2001, it was hard to imagine the city could rebound as quickly and strongly as it did. But by pulling together, thinking creatively, planning ambitiously, and working toward a clear vision of the future — one that is true to the values of our city, including our welcoming embrace of immigrants and refugees — we began a period of rebirth and renewal unlike any in history.Now, we can do it again.     Why the Recall in California May Replace Newsom with a Republican

    The populist politics that may eject Gov. Gavin Newsom of California, a Democrat, from office before his term is out are more than a century old. Progressive reformers took power in California in 1911 promising, in the words of then newly elected Gov. Hiram Johnson, to restore “the people’s rule” and destroy “the former political master of this state,” the Southern Pacific Railroad.As part of their program, the progressives convinced voters to enact the initiative and referendum, promising that those electoral tools would prevent private interests from ever again subverting the people’s will. They also enshrined in the state Constitution “an admonitory and precautionary measure which will ever be present before weak officials,”: the recall.Though they worked to strengthen democracy, the well-meaning reformers created a weapon that, one hundred years later, could be wielded by an aggrieved minority to thwart the will of the people whom turn-of-the-century progressives aimed to protect. The relative ease of California’s recall process is just one of many long-term factors that, combined with Mr. Newsom’s inconsistent leadership, has created the possibility that California, one of the bluest states in the nation, may soon find itself with an extremely conservative Republican governor. A recent poll gives Mr. Newsom only a 3 percent edge among likely voters in the recall election, scheduled for Sept. 14. If he gets anything less than 50 percent, then the top vote-getter among his opponents — at this point, the Trump-backing, mask- mandate-opposing radio host Larry Elder, with only about 20 percent support among likely voters polled — would replace him.America’s constitutional landscape, at both state and federal scale, contain provisions that can be bent to fulfill anti-majoritarian agendas. Like the filibuster in the U.S. Senate, the Senate itself and the Electoral College, California’s recall process allows a determined minority to overrule the will of the voters. The state constitutional amendment promoted by Governor Johnson that established the recall set a relatively low bar for its use. Recall proponents need attain the signatures of only 12 percent of voters in the most recent election for governor. (Many other states set the minimum at 25 percent.) Still, despite dozens of attempts, recall organizers almost always failed to get enough signatures within the 160 days prescribed by law. The one exception occurred in 2003, when voter anger over rolling electrical blackouts led to the successful recall of another Democrat, Gov. Gray Davis and his replacement by Arnold Schwarzenegger, the Hollywood celebrity and a Republican. The recall proponents of 2021 would have failed as well, but a judge agreed to give them an additional 120 days because the pandemic made it difficult to obtain signatures in person.The extension gave recall proponents enough time to target right-wing voters and encourage them to send in their petitions. Partisan polarization, as pronounced in California as in the rest of the nation, is another long-term reason for Mr. Newsom’s current state of political peril. California is a deep blue state: Joe Biden won 64 percent of the presidential vote in 2020, Mr. Newsom won 62 percent of the vote for governor in 2018, and the Republican Party claims only 24 percent of registered voters. But some areas of the state, particularly the Sierra Nevada foothills and the sparsely populated counties in the state’s Far North, are home to right-wing activists who abhor Mr. Newsom’s liberal policies on immigration, marriage equality, gun control and income taxes.Living in an overwhelmingly Democratic state, these conservative residents feel angry, alienated and powerless. Some even want to secede and form a new state with like-minded rural conservatives in southern Oregon. Residents of California’ northernmost counties, whose hand-painted signs proclaim that drivers on Interstate 5 north of Redding are entering the “State of Jefferson,” signed the recall petition in astonishing numbers. In Lassen County, more than 18 percent of registered voters signed, as opposed to less than 2 percent in San Francisco County. These conservative voters are more likely to believe that the 2020 election was stolen from the Republicans and that mask and vaccine mandates are examples of tyranny. Some of them believe that any Democratic executive is by definition illegitimate.Mr. Newsom was the first governor in the nation to issue a mask mandate, and his early pandemic response won him high approval ratings from most Californians. But the state’s shifting guidance on masks, as well as on business and school reopenings, caused some of those early supporters to change their minds. The governor made his biggest personal mistake last November, when he and his wife joined other guests without masks to celebrate the birthday of a lobbyist friend. Not only did the governor violate his own face-covering policy, he did so at one of Northern California’s most expensive restaurants, the French Laundry, in Napa Valley. The pictures of the event crystallized an image of him as an elitist and a hypocrite, and helped the recall campaign surge to more than 442,000 signatures in just one month from a little more than 55,000. Though Republicans see Mr. Newsom as the worst kind of tax-and-spend, gay-friendly, immigrant-loving liberal, many left-leaning Californians find him to be ineffectual at solving the structural problems of the state. Income inequality, they note, is increasing, despite some redistributive efforts by the governor and the state Legislature, and the number of homeless residents has reached historic levels. Fires destroy the homes of thousands of Californians every year, and make the air unbreathable for tens of millions more.Yet Mr. Newsom has accomplished a great deal, especially given the size of the various crises — involving the climate, the economy and public health — that he faces. He has pledged to spend hundreds of millions of dollars to try to prevent future wildfires, and forced the private utility PG&E, which has admitted blame for starting some of the worst blazes, to spend billions to compensate victims and to forgo dividend payments to shareholders for three years. He’s also signed the largest funding package for affordable housing and aid to the homeless in state history. Hiram Johnson and the progressives wanted to empower the voters to recall corrupt public officials, not punish those who struggled because they faced enormous public health and environmental emergencies.If liberal Californians cannot muster enough enthusiasm to send in their ballots against the recall, they might wake up on Sept. 15 to find themselves with a new governor-elect who has just a sliver of voter support. Such a result would almost certainly prompt a movement to change or even abolish the recall.     As New York City Reopens, Its Recovery Will Hinge on the Next Mayor

    The Democratic candidates are making radically different bets about the mood and priorities of New Yorkers as the city moves toward reopening after the pandemic.The signs of New York City’s recovery are everywhere: Vaccinations are on the rise; restaurant and bar curfews are ending; occupancy restrictions are easing in offices, ballparks and gyms. By July 1, Mayor Bill de Blasio says the city should be “fully reopened.”After more than a year of death and economic devastation, New York is lurching into a new and uncertain phase of recovery — and the candidates vying to be the city’s next mayor are making radically different bets about the mood and priorities of New Yorkers, and how best to coax the city back to life.As the mayoral candidates barrel toward the June 22 Democratic primary, sharp distinctions are emerging around how to address this immense task.Andrew Yang, the former presidential candidate and current front-runner, has positioned himself as the city’s ultimate cheerleader in the race, and he has made accelerating the reopening of the city a central plank of his messaging. Scott M. Stringer, the city comptroller, describes a series of crises facing New York and promises to be a progressive mayor who will “manage the hell out of the city.”Maya Wiley, a civil rights lawyer who is particularly focused on matters of racial justice, often urges a “reimagining” of a more equitable city following the pandemic. And Eric Adams, the Brooklyn borough president, suggests that public safety is a prerequisite for progress and speaks often of his experience as a Black former police captain who pushed for change within the system.“I don’t want to hear people say, ‘We want to have New York City be just happy again,’” Mr. Adams said at a recent campaign appearance in Queens, even as he promised brighter days ahead. “To too many New Yorkers, the city was never happy.”The matter of how the city recovers plainly resonates with New Yorkers: A recent Spectrum News NY1/Ipsos poll found that 34 percent of likely Democratic primary voters surveyed viewed reopening businesses and the economy as the top priority for the next mayor, second only to stopping the spread of Covid-19 and closely followed by crime and public safety.Eric Adams has emerged as the candidate most focused on public safety.Shannon Stapleton/ReutersThe challenge for all the candidates is to offer the right mix of experience and empathy, energy and vision, to engage a diverse electorate that experienced the coronavirus crisis and its fallout in very different ways.More than any other candidate, Mr. Yang expects that New Yorkers, after a desperately challenging year, want a hopeful mayor with a simple message about reopening the city quickly.Part of Mr. Yang’s lead in the sparse public polling available can be attributed to name recognition from his presidential campaign, but a number of veteran Democratic strategists say he has also settled on a tone that resonates with many voters eager to move on from the pandemic.“It’s the spring of 2021, not the spring of 2020, and New Yorkers are increasingly optimistic and hopeful about the future,” said Howard Wolfson, a longtime adviser to former Mayor Michael R. Bloomberg, who is neutral in the race. “So far, Andrew Yang is the person who has best captured that sentiment.”He and his competitors agree that New York must be reopened as a more vibrant and equitable place than it was when it closed, and they are putting forth a wide range of policy prescriptions and arguments around leadership skills to illustrate how they would do just that.Mr. Yang, who says he wants to be the anti-poverty mayor, has unveiled a range of policy proposals around vital city issues, many of which begin with a simple prescription: accelerate the opening of the city and cheer on New York’s promise. On Tuesday, for instance, he urged the state to loosen restrictions on bars and restaurants, saying that reopening those establishments was “mission critical.” He has also proposed a basic income program for the poorest New Yorkers, a less expansive version of the universal basic income he promoted as a presidential candidate.But a big part of his strategy also involves attending reopening events — like Opening Day at Yankee Stadium — and declaring that New York must be open for business. He has promised to host “the biggest post-Covid celebration in the world.”The test for Mr. Yang will be whether voters believe he has sufficient managerial experience and knowledge of the city to execute the complicated rebuilding efforts that he likes to applaud. And his efforts to cheer on city businesses do not always land: He recently had a disastrous appearance before a prominent L.G.B.T.Q.     Could Ron DeSantis Be Trump’s G.O.P. Heir? He’s Certainly Trying.

    Florida’s governor has elbowed his way to the front of the line of 2024 Republican hopefuls by leveraging a brand of “competent Trumpism” (as one ally put it) and hitting back at critics of his pandemic leadership.MIAMI — No one had to tell Ron DeSantis that his mock debates had bordered on disastrous. His answers rambled. He seemed uninspired.By the time he got to the greenroom of the biggest political stage of his career, a Republican primary debate for Florida governor in June 2018, he had made a risky decision.“I thought about everything we did in debate practice,” his campaign manager, Brad Herold, recalled Mr. DeSantis’s telling him. “I’m going to throw it out and do my own thing.”At the debate’s start, the audience applauded louder for his better-known opponent, Adam Putnam. By its end — after he had cast Mr. Putnam as a vestige of old Republicanism and delivered a rat-a-tat of one-liners — Mr. DeSantis had taken command of the crowd.Nearly three years and a pandemic later, Mr. DeSantis’s inclination to keep his own counsel and drive hard at reopening Florida has made him perhaps the most recognizable Republican governor in the country and a favorite of the party faithful. In turn, he has become a polarizing leader in the resistance to lengthy pandemic lockdowns, ignoring the advice of some public health experts in ways that have left his state’s residents bitterly divided over the costs and benefits of his actions.Now, with Florida defying many of the gloomy projections of early 2020 and feeling closer to normal as the pandemic continues to dictate daily life in many other big states, Mr. DeSantis, 42, has positioned himself as the head of “the free state of Florida” and as a political heir to former President Donald J. Trump. Mr. DeSantis owes a mightier debt than most in his party to Mr. Trump, who blessed his candidacy when he was a nobody congressman taking on the staid Florida Republican Party.Mr. DeSantis’s political maneuvering and extensive national donor network have allowed him to emerge as a top Republican candidate to succeed Mr. Trump on the ballot in 2024 if the former president does not run again. The governor’s brand of libertarianism — or “competent Trumpism,” as one ally called it — is on the ascent. Other possible 2024 rivals, like former Secretary of State Mike Pompeo and Senator Marco Rubio, were relegated to appearances a night earlier.The governor has also taken steps to shore up his political standing around his handling of the pandemic, summoning reporters to the State Capitol on Wednesday to blast — complete with a slide-show presentation titled “FACTS VS. SMEARS” — a report in CBS News’s “60 Minutes” that did not have sufficient evidence to prove a pay-to-play dynamic between Mr. DeSantis’s administration and Covid-19 vaccine distribution for white and wealthy Floridians.His record on the virus is, in fact, mixed. By some measures, Florida has had an average performance in a pandemic that is not yet over. Yet his decisions helped keep hospitals from becoming overwhelmed with coronavirus patients. He highlights that he helped businesses survive and allowed children to go to school.What his critics cannot forget, however, is how he resisted some key public health guidelines. An op-ed article endorsing masks that his staff drafted under his name in mid-July was never approved by the governor for publication. The restrictions he now dismisses as ineffective, such as local mask mandates and curfews, which experts say in fact worked, were imposed in most cases by Democratic mayors with whom he hardly speaks.Given the ways people admire or despise him, however, the nuances seem beside the point.He infuriates passionate critics who believe he operates shrewdly to tend to his own interests. They fear that approach contributed to confusing public health messages, vaccine favoritism for the wealthy and the deaths of about 34,000 Floridians. “DeathSantis,” they call him. I’m a conservative, and at a place like that, that’s not common.”A history major, Mr. DeSantis lugged around a backpack full of books. He studied for both academics and athletics, scrutinizing ballplayers on TV. The Yale baseball team elected him captain.His résumé got only more sterling. He spent a year teaching history at a Georgia prep school before landing at Harvard Law.
