    Lucy Lang Sought Change at the Manhattan D.A.’s Office. Now She Wants to Lead It.

    Lucy Lang has spent most of her career as a criminal-justice reformer. But is she too close to the system to bring about real change?Lucy Lang is a squeaky wheel, a meddler, a self-described noodge.A granddaughter of the philanthropist Eugene Lang, she is bent on the constant improvement of her surroundings. In the dozen years she spent working at the Manhattan district attorney’s office, she developed a reputation for pushing reforms that created new opportunities for those charged by prosecutors — but she was also stymied by a leadership team that did not always want things to change as fast as she did.Now Ms. Lang, 40, wants to be in charge of that change, running against seven other Democrats to replace her old boss, Cyrus R. Vance Jr., as the Manhattan district attorney. In April, she gave her own campaign half a million dollars, according to campaign finance reports, in hopes of staying competitive with two leading candidates, Tali Farhadian Weinstein and Alvin Bragg. While little quality polling has come out in the race, the few available surveys have shown her trailing only Ms. Weinstein in popularity.But as a longtime employee in the district attorney’s office, she is also the candidate who has worked most closely with Mr. Vance, who has been something of a punching bag for the other contenders. They have criticized what they say is his relative slowness in making the criminal justice system less punitive for lower-income New Yorkers, while being too lenient on the wealthy and powerful.All of this sets up an apparent contradiction for Ms. Lang’s campaign: She cites her experience working in the office led by Mr. Vance, even as she insists that she is the right person to reform that office.Veterans of the office characterized Ms. Lang as someone skilled at bringing about meaningful reform from inside the system. Karen Friedman Agnifilo, a former deputy to Mr. Vance, said that while her old boss was more progressive than his critics say, Ms. Lang deserved praise for her sustained commitment to change, especially in seeking ways to reduce the reliance on jails and prisons.“She and a couple of other junior people took it upon themselves — and this is a highly unusual thing to do — they took it upon themselves to come to me and give me their ideas and thoughts and suggestions about how the office could be better,” Ms. Agnifilo said.But Ms. Lang’s opponents remain skeptical.“It’s not like she was an A.D.A. in this bureau or that bureau,” said Dan Quart, another candidate and a longtime state assemblyman who has been critical of Mr. Vance. “She was in the room when they made policy decisions.”Asked about her time at Mr. Vance’s office, Ms. Lang was diplomatic.“I could see that the world was changing and that the office wasn’t quite keeping pace,” she said. “Although there were respects in which there were great advances being made.”Ms. Lang, seen here greeting a voter in an apartment building, started at the district attorney’s office working under Robert Morgenthau.Hilary Swift for The New York TimesAn unusual curiosityThe oldest child of the actor Stephen Lang — perhaps best known for playing the vicious Col. Miles Quaritch in “Avatar” — and Kristina Watson, a painter, Ms. Lang was born in Manhattan and raised in the West Village and in Westchester.Early on she showed an unusual curiosity about other people. At her family’s annual Memorial Day picnic, she would go from blanket to blanket, asking strangers to share their food, then joining them to chat — an openness that friends say helps explain her later success at climbing the ladder at the Manhattan district attorney’s office.Like her grandfather and her father, she went to Swarthmore, where she studied political and legal philosophy and served as captain of the lacrosse team. (“I’m not a good athlete,” she said, “but I just like being on a team.”) Then, inspired in part by her aunt, the lawyer and philanthropist Jane Lang, she enrolled at Columbia Law School.Two experiences during her student years drove Ms. Lang to become a prosecutor: In 2004 she worked for Judge Jed S. Rakoff as he presided over a death penalty case, and the following winter, a childhood friend of Ms. Lang’s was killed by the friend’s own brother. She said that seeing her friend’s family take on dual roles — relatives of both the victim and the defendant — gave her a sense of how both groups can be harmed by prosecutors.“I just saw it as a real opportunity for public servants to do things differently, to support people better,” she said.After graduating in 2006, she went to work for Robert Morgenthau, the venerable Manhattan district attorney, starting in the appeals division. Along the way she built a friendly relationship with Mr. Morgenthau; she later co-wrote one of his final opinion articles.By 2010, when Mr. Vance took over the office, she was working in the trial division. It was there that she first noticed a small problem: Doctors were reluctant to testify in criminal court, concerned that doing so could make them subject to civil liability. It was the sort of specific, concrete issue she loved to tackle. Working with an emergency room doctor at Weill Cornell Medicine, Ms. Lang created a curriculum to teach doctors about criminal trials.Even as her cases became more intense — she started working murder trials in 2013 — Ms. Lang’s ambitions for improving the office became grander. After she won a wiretap case against 35 people for selling angel dust, heroin and cocaine, she successfully pitched the office’s leadership team on a program promoting alternatives to incarceration for young offenders. (It later became a unit that provides some defendants the chance to participate in community-based programs in lieu of prison.)By that time, Ms. Lang said, she was not nervous presenting to the office’s leaders; she knew them all.In January 2017, Ms. Agnifilo promoted Ms. Lang, giving her a special position leading policy at the office. That fall, Ms. Lang piloted the first version of what would become the Inside Criminal Justice initiative, a series of seminars that brought prosecutors and incarcerated people together to talk about the justice system and how to improve it.Jarrell Daniels, a participant in the initiative who had recently been released from prison, was so intrigued by the program that he asked to return to the facility to continue with it. He remembered sitting around a table in a cramped conference room, watching as the participants grilled Ms. Lang.“She’s either brave or she’s crazy, or she might be both,” he remembered thinking.“She sat there kind of poised as they gave it to her about the district attorney’s office and vented about their personal experiences with the justice system,” he said. “Although that wasn’t what she was there for, she kind of allowed them to share their piece.”‘What are we waiting for?’Ideas about the criminal justice system changed rapidly during Mr. Vance’s time in office.In 2010, he was seen as one of the more liberal district attorneys in the country. When he leaves office, at the end of this year, he will do so as a seeming moderate — not because he has necessarily changed, but because a wave of more recently elected prosecutors have moved aggressively to take on what they consider fundamental injustices in the system. (Mr. Vance’s defenders respond that he has cut prosecutions by nearly 60 percent and established one of the nation’s first conviction integrity programs, among other accomplishments.)More than a dozen of those recently elected prosecutors have endorsed Ms. Lang’s candidacy, including Marilyn Mosby, the state’s attorney in Baltimore. She said that Ms. Lang was one of the more prominent people behind the scenes in the progressive prosecutor movement, particularly through her work at the Institute for Innovation in Prosecution, a role she took on in 2018 and left last year.Ms. Mosby said that Ms. Lang’s ideas tended to scramble the power dynamics of the system, bringing together prosecutors — those with the most power — and incarcerated people, who have the least.“Her having an understanding and appreciation for that was something I found rather compelling,” Ms. Mosby said. “Not a lot of prosecutors have that.”Ms. Lang insists that despite her years working within the legal establishment, she is no incrementalist — she argues that she has made “systemic” change. But opponents to her left, like Mr. Quart and another candidate, Tahanie Aboushi, have raised questions about whether she, or any experienced prosecutor, can be relied upon to uproot a system in which they thrived.“While I appreciate that Lucy is leaning into reform as much as a career prosecutor can, an entire career of inside-the-box thinking is going to get us minor refinements to what we already have,” said Ms. Aboushi’s campaign manager, Jamarah Hayner. “And that’s just not good enough.”Even Ms. Lang’s fans acknowledge that she was sometimes hampered by the inertia of the office bureaucracy. She is particularly closemouthed about her relationship with Mr. Vance — she declines to criticize him, but insists that had he decided to run for re-election, she would have run against him.Ms. Agnifilo said that while she knows Ms. Lang “respects” Mr. Vance, she understood why it was tricky for her, as a candidate, to be too associated with him, given some of the criticism he has faced. She added that when she and Ms. Lang would argue at work, it wasn’t about the direction that the office should head in, but the speed at which it should do it.“I appreciated the fact that some of these things were so important that she was like, ‘What are we waiting for?     Three more mayoral candidates highlighted fresh plans to address a recent spate of shootings that has overtaken the contest just six weeks before the primary.One mayoral candidate, Kathryn Garcia, said that she would let New Yorkers trade in guns for $2,000 in cash.Another, Shaun Donovan, said he would demand the city’s five district attorneys fast-track gun cases.A third, Maya Wiley, considered one of the more left-leaning candidates in the race, stuck to her message, pledging to appoint a civilian police commissioner.Following a shooting in Times Square on Saturday that injured three bystanders, including a child and a tourist, nearly all of the leading mayoral candidates used campaign appearances this week to describe how they would reduce crime without discriminating against New Yorkers of color.The frenzy of barnstorming comes at a potentially pivotal moment in the most important New York mayor’s race in a generation. With just six weeks to go before the Democratic primary, New York is still facing an economic crisis and other fallout from the pandemic. Yet the city’s rising wave of shootings has taken center stage.It has transformed the race for Manhattan’s chief prosecutor, too, shifting a contest that in January was almost wholly focused on making the criminal justice system more fair.In recent weeks, some of the former prosecutors in the race have taken pains to emphasize the importance of public safety, and Liz Crotty, the most consistently safety-focused candidate, was endorsed by four different police unions and a former police commissioner, Raymond W. Mayor Bill de Blasio, who is now in his final year in office, routinely blames the rise in shootings on the mass unemployment wrought by the pandemic, and a coronavirus-related slowdown in court proceedings. His police commissioner, Dermot F. Shea, has an alternate theory: that the criminal justice reforms recently enacted by the state government make it too hard to jail people suspected of crimes.Criminologists say that it is difficult to say with any precision what has led to the increase in gun violence, which has risen sharply in cities across the country.Several experts said that the surge in violence might be related to the pandemic. After she left her position as counsel to Mr. de Blasio, he appointed her as chair of the Civilian Complaint Review Board, which has some oversight of police disciplinary matters.Ms. Wiley, who is Black, said she knows what it means to both fear the police and to fear crime, and she decried the “false choice” between being “safe from crime” and being “safe from police violence.”She said that with her as mayor, the false choice would end. She would send more resources to the board she once chaired, and she would appoint a civilian police commissioner who did not rise “through a culture of silence” at the police department. She said she would appoint a commission to revise the police guide so that it clearly penalizes excessive force.And while she took pains to humanize police officers — “police officers are people,” she said — she also said the police force is far too large, and she would cancel two years of new police cadets.Back in Brooklyn, outside of the 90th Precinct station house in Williamsburg, Ms. Garcia, Mr. de Blasio’s former sanitation commissioner, said that her administration would make getting illegal guns off the street a priority. Among other things, she would expand the Police Department’s gun violence suppression division, which focuses on the trafficking of illegal guns, and induce New Yorkers to trade in guns by increasing the rebate per gun to $2,000 from $200.“We want New Yorkers to have the money to buy necessities and pay rent, not guns,” Ms. Garcia said.Three other candidates had held crime-related news conferences earlier this week. Two have not held events to discuss the issue: the New York City comptroller, Scott M. Stringer, and Dianne Morales, a former nonprofit executive who has proposed to cut the Police Department’s operating budget by more than half.Alicka Ampry-Samuel, a councilwoman who represents the Brownsville neighborhood in Brooklyn, said she endorsed Mr. Adams for mayor because he would amplify initiatives that were already underway to reduce gun violence, such as an experiment called the Brownsville Safety Alliance, in which police withdrew from a crime hot spot for five days and were replaced by groups that work to defuse gun and gang violence.“We do know when people get shot in Brownsville because they are always talking about it,” she said, taking issue with Mr. Donovan. “I would love for folks to talk about solutions.” More

    Why Police Accountability Is Personal for This Manhattan D.A. Candidate

    Alvin Bragg has had encounters with the police both in the streets and in the courts. He wants to change the system from within.The first time Alvin Bragg began thinking about police accountability was not long after an officer put a gun to his head, when he was a 15-year-old in Harlem in the 1980s.Nearly 30 years later, as a prosecutor at the state attorney general’s office in 2017, Mr. Bragg found himself confronting the same issue, overseeing the case against Officer Wayne Isaacs, who was off duty when he killed Delrawn Small in the early morning in Cypress Hills, Brooklyn.The officer was charged with murder and manslaughter. Video of the shooting, prosecutors argued, appeared to contradict the officer’s account. The jury acquitted him anyway.“I felt dejected, demoralized, really upset for the family,” Mr. Bragg recalled. “I felt like our system had not worked.”Now, the issues of police accountability and public integrity that Mr. Bragg confronted as a prosecutor are at the center of his campaign to lead one of the most important district attorney’s offices in the country. Mr. Bragg, 47, a Democrat, is one of nine candidates vying for the office, and is among those seeking to balance concerns about public safety against a progressive push to make the criminal justice system less punitive.In seeking to position himself as the candidate most capable of changing the system from the inside, Mr. Bragg has leaned on his personal history — including both his street-corner and courtroom encounters with the police. And Mr. Bragg, who is the only Black candidate running, would be the first Black person to lead an office where, researchers have found, race continues to be a critical factor in nearly every part of the process.But his history leading the unit that tried Officer Isaacs — a unit charged with investigating police killings of unarmed civilians — undermines a record that sounds better than it looks, his opponents and their supporters charge. Under Mr. Bragg, the unit, then called the Special Investigations and Prosecutions Unit, investigated 24 cases and brought back zero convictions. (It has not fared any better since he left, three years ago.)Officer Wayne Isaacs, center, was found not guilty after a 2017 trial; Mr. Bragg said the verdict still troubles him.  Dave Sanders for The New York Times“The Manhattan district attorney needs to be able to manage the most complicated and difficult cases, and that includes holding police accountable,” said Lucy Lang, another candidate in the race, who at a debate last week attacked Mr. Bragg’s record on police accountability. “Unfortunately, in the 24 cases of police killings that came before him, Alvin wasn’t able to hold a single officer accountable.”Mr. Bragg said that his record leading the unit, now called the Office of Special Investigation, showed only that the law makes it extremely difficult to successfully prosecute police officers.Experts agree. Though there are exceptions, including the recent conviction of Derek Chauvin for the murder of George Floyd, Mr. Bragg’s record with the unit at the attorney general’s office is not unusual. It remains extremely difficult to charge, let alone convict, police officers.Peter Neufeld, head of the Innocence Project, which works to overturn wrongful convictions, said that Mr. Bragg was fighting within a system that was heavily weighted against him. (Mr. Neufeld endorsed Mr. Bragg last month.)“It doesn’t make sense when looking at somebody who is taking on an adversary with both hands tied behind his back to measure his win-loss record,” he said.Close to homeMr. Bragg grew up on 139th Street in the heart of Harlem. Born in 1973, on the cusp of the city’s fiscal crisis, he said he learned at an early age which blocks were safe and which were not, the places he could go and the places that were best avoided.His mother, a math teacher, kept a close eye on him and made sure he focused on school, drilling him on his multiplication tables on the M10 bus and asking him to stay within the confines of their block. His father, who worked for the New York Urban League, regaled him with stories about the Willis Reed-era New York Knicks and encouraged him to get outside.There could be trouble, even close to home. When Mr. Bragg was 10 years old, he had a knife put to his neck by some teenagers in the middle of the day, in what he described as a “hazing,” but a very scary one.And then there were the police. About five years later, he was walking with a friend when an unmarked police car began driving the wrong way on Adam Clayton Powell Boulevard, he said. Three officers emerged from the car. One put a gun to Mr. Bragg’s head. They asked if he was dealing drugs and started going through his pockets.“You didn’t need to go to law school to know this was unlawful,” Mr. Bragg said. His interest in criminal justice started there.He went to Harvard and Harvard Law School and clerked for the federal judge Robert Patterson Jr., where he first began to see the way that prosecutors could work on behalf of public safety. After several years working as a criminal defense and civil rights lawyer, he became a prosecutor at the New York attorney general’s office, looking at public corruption and white- collar crime. He later worked under Preet Bharara, then U.S. attorney for the Southern District, as a federal prosecutor in Manhattan, before returning to the attorney general’s office, where he focused on police misconduct.Mr. Bharara, who has endorsed Mr. Bragg, said that he had been set apart while a federal prosecutor by his concerns about police accountability and public corruption.“He’s not jumping on the bandwagon in connection with the race for office,” Mr. Bharara said. “He’s cared about these things for a long time.”Mr. Bragg, who met volunteers in Union Square this month, has sought to balance progressive ideas about the criminal justice system with public safety concerns.Andrew Seng for The New York TimesCivil Rights and Public SafetyMr. Bragg is one of nine candidates, eight Democrats and one Republican, running to replace Cyrus R. Vance Jr. as the chief prosecutor in Manhattan, a position that carries immense power to affect the criminal justice system in New York City.He has said that his overall focus will be on decreasing the number of people behind bars, that he will create a new unit to investigate police misconduct, move resources toward prosecutors investigating economic crime and overhaul the sex crimes unit. He has proposed a plan that would work to stem the flow of guns into New York from out of state.Many of Mr. Bragg’s ideas reflect the move to the left in prosecutorial elections in cities around the country in recent years — a shift that has ushered in a new breed of progressive prosecutor.Initially the race in Manhattan seemed to follow that pattern, as the majority of the Democratic candidates promoted lenient approaches to certain low-level crimes.But in recent months, as gun violence has continued to rise in New York City and another leading Democratic candidate, Tali Farhadian Weinstein, has stressed the importance of prosecuting crime, tension has grown between those pushing for leniency and those emphasizing public safety. (As of January, Mr. Bragg had raised more money than anyone other than Ms. Farhadian Weinstein and on Saturday, a racial justice organization, Color of Change, said it would spend $1 million promoting his candidacy.)Mr. Bragg has found a synthesis, based on his biography, that he hopes will persuade voters.“People care about both,” he said. “They want civil rights and public safety. Being safe is your first civil right, and we can’t have safety without community trust, which is based on civil rights.”And so he relies on his record — even when his opponents say it is unflattering. Under pressure from Ms. Lang during last week’s debate, he called the unit that has garnered zero convictions “the most transformative, transparent unit in this space in the history of this country.”Mr. Bragg has argued that the way his office worked with the victims’ families marked the beginning of a productive alliance between prosecutors and protesters, both pushing for justice. The unit was created after Eric Garner’s death in police custody in 2014; Mr. Bragg has been endorsed by Mr. Garner’s mother, Gwen Carr.Mr. Small’s brother, Victor Dempsey, said that Mr. Bragg had consulted him throughout the case against Officer Isaacs. He has endorsed Mr. Bragg’s candidacy.“Alvin has been a tremendous part in my advocacy work and my family’s advocacy work because he kind of gave us the impetus to keep fighting,” he said.But not all of Mr. Small’s family has backed Mr. Bragg. Victoria Davis, his sister, has endorsed Ms. Lang, who worked as a prosecutor under Mr. Vance.In a recent conversation, Ms. Davis said that she did not feel Mr. Bragg had done everything he could for her brother, who she said was demonized during the officer’s trial because of a tattoo. “I think he wasn’t humanized,” she said of her brother.Mr. Bragg still dwells on the acquittal of Officer Isaacs. He agreed with Ms. Davis that the defense team had successfully dehumanized Mr. Small, transforming him into what Mr. Bragg called a “Black boogeyman,” a tactic that predated the modern criminal justice system.“The part that is sad is that it works,” he said. “That racial imagery is a tie that binds throughout our history. Ultimately that’s the original sin, and we’ve got to address that.” More

    Rising concerns over crime have led candidates to issue strong appeals for public safety, less than a year after the city was under pressure to defund the police.A shooting in Times Square, a spike in gun violence and a spate of high-profile attacks on subway riders have pushed concerns over crime and public safety to the forefront of the New York City mayor’s race, altering the trajectory of the contest as the June 22 primary approaches.A year after the rise of the “defund the police” movement amid an outcry over racial injustice, the primary will offer one of the first tests of where Democratic voters stand as the country emerges from the pandemic but confronts a rise in gun violence in major cities like New York.The shooting on Saturday in Times Square, the heart of tourism and transit in New York City, injured three bystanders, including a 4-year-old girl, a woman from New Jersey and a Rhode Island tourist who had been hoping to visit the Statue of Liberty.Two of the leading mayoral candidates rushed to the scene.Andrew Yang, the former presidential candidate, held a Sunday morning news conference where he declared that “nothing works in our city without public safety, and for public safety, we need the police.” Eric Adams, the Brooklyn borough president, went to Times Square twice: on Saturday, hours after the shooting, and again the following afternoon.On Monday, Raymond J. McGuire appeared there as well, walking a careful line between calling for stronger policing and discussing how, “as a 6-foot-4, 200-pound Black man in America,” he understands how the police can violate civil rights.The rising concerns over crime have given those candidates a fresh opening to make forceful cases for public safety and the role it plays in New York’s recovery from the pandemic.The moment is also testing whether the most left-wing candidates in the race, whose far-reaching proposals to rein in the power of the New York Police Department reflected widespread protests over racial injustice last year, will resonate in the same way when the city may be at a different kind of inflection point.As of May 2, 132 people have been killed compared with 113 this same time last year, a 17 percent increase, according to Police Department statistics. There have been 416 shooting incidents compared with 227 this time last year, an 83 percent increase.In one sign of just how central matters of public safety are becoming in the race, at least three different candidates plan to discuss the issue on Tuesday. Maya D. Wiley, a former counsel to Mayor Bill de Blasio, is slated to unveil her policing plan; the former federal housing secretary, Shaun Donovan, is expected in the Brownsville neighborhood of Brooklyn, which has been hit especially hard by gun violence over the last year, to discuss “his plans to eliminate the out-of-state gun pipeline”; and Kathryn Garcia, the city’s former sanitation commissioner, intends to roll out a gun violence prevention proposal.“We’re in a very precarious position,” said the Rev. Al Sharpton, the civil rights leader. “People are afraid of the cops and the robbers. We have both of them that we’ve got to deal with. And anyone that cannot come up with a comprehensive plan that threads the needle of both should not be running for mayor.”Mr. Sharpton said he intends to press mayoral candidates on issues of both overpolicing and gun violence at a forum in coming weeks.More than any other candidate in the race, Mr. Adams offers the clearest test of the potency of a message centered on public safety, which he describes as the “prerequisite” to prosperity.     After Times Square Shooting, Adams and Yang Stress Support for N.Y.P.D.

The victims did not know each other, the police said.A police official identified the suspect in the shooting as Farrakhan Muhammad, 32, a seller of CDs, and said he had been shooting at his brother, who was not hit. The official, who spoke on the condition of anonymity, said Mr. Muhammad had prior arrests in incidents in Midtown involving making threats in 2018 and grabbing a man by the neck and throwing him into a garbage can in 2020.     Some candidates in the Democratic primary want to cut $1 billion or more from the police budget, while others have more moderate proposals, frustrating activists.When the former Minneapolis police officer Derek Chauvin was found guilty this week of murdering George Floyd, the Democrats running for mayor of New York City, unsurprisingly, offered a unanimous chorus of support.The two leading moderates in the race — Andrew Yang and Eric Adams — said that justice had been delivered, but that the verdict was only the first step toward real police accountability. Maya Wiley and Scott Stringer, two left-leaning candidates, seized the moment more overtly, appearing with other mayoral hopefuls at a rally at Barclays Center in Brooklyn, the site of many of last year’s Black Lives Matter protests.“For once, we got a little bit of what we deserve — to be seen as people who deserve to breathe,” Ms. Wiley said to a crowd, within hours of the verdict.But the candidates’ unanimity disappears when it comes to their approaches to running the New York Police Department, the nation’s largest. From the size of the police budget to disciplining rogue officers, the candidates offer starkly different visions.In the wake of the Floyd case and other recent police killings, several candidates on the left, including Ms. Wiley and Mr. Stringer, have adopted the goals of the “defund the police” movement and want to significantly cut the police budget and divert resources into social services.Another candidate, Dianne Morales, a former nonprofit executive who also attended the rally at Barclays, has embraced that movement more fully, calling for slashing the $6 billion budget in half and for eventually abolishing the police altogether. She and others argue that having fewer officers would reduce violent encounters with the police.But Mr. Yang and Mr. Adams, more centrist candidates, strongly oppose reducing the police force and instead are calling for more expeditious decisions on police discipline and for improving accountability.The debate is happening at a precarious moment for New York City, which is facing a troubling rise in gun violence: Last year was the city’s bloodiest in nearly a decade, and the number of shooting victims doubled to more than 1,500.Shootings typically spike as the weather gets warmer, and the coming months will reveal whether the increase in violence over the last year was an aberration linked to the pandemic or the beginning of a worrisome trend.If gun violence increases in May and June, in the weeks leading up to the June 22 primary that is likely to decide the city’s next mayor, it could have an outsize impact on the race. The race is dominated by low-profile progressives who could reshape law enforcement in New York City.The race to become Manhattan’s next district attorney is shaping up to be one of the most important in decades, a watershed contest that is likely to fundamentally change the mission of the prominent office and may affect the future of former President Donald J. Trump.Yet the eight candidates are all relative unknowns, and, with no public polling, there is no clear front-runner. The victor is likely to win the general election in November without having received a majority of votes in the Democratic primary.Most of the candidates believe prosecutors should be sending fewer people to prison, especially for minor crimes, and that the office should play an active role in creating a less punitive, less racially biased criminal justice system.The election is being watched as a test of what a borough considered to be a liberal bastion wants from its head prosecutor, and just how deeply voters want the criminal justice system to change.“The Manhattan D.A.’s office is justifiably seen as one of the premier offices in the country,” said Eric H. Holder Jr., the United States attorney general under President Barack Obama. “What happens in the D.A.’s office will have an outsized influence on the path of reform around the country.”The current officeholder, Cyrus R. Vance Jr., announced earlier this month that he would not seek re-election.Mr. Vance, who has no plans to endorse a candidate, has held the position for three terms and was the handpicked successor of Robert M. He was sent to prison for 22 years. Ms. Aboushi has said she wants to keep the district attorney’s office from harming families like her own.Along with Ms. Orlins, she has committed to cutting the office in half. She has also stressed the use of alternatives to prison. She has won support from the left and has been endorsed by the Working Families Party, a power player in New York.Ms. Aboushi, who has worked at her family’s law firm since 2010, would be the first woman, Muslim and nonwhite candidate to hold the office. Two of the candidates, Tahanie Aboushi and Eliza Orlins, have vowed to reduce the size of the Manhattan district attorney’s office, currently the largest local prosecutor’s office in the country, by 50 percent or more in order to limit its power.One potential strike against those candidates — as well as Dan Quart, a state assemblyman — is their lack of prosecutorial experience, which each has touted as a virtue. When it comes to a possible case against Mr. Trump, veterans of the office have argued, there is little substitute for having handled complicated investigations and high-pressure prosecutions.But some progressive Democrats say that the candidacies of Ms. Aboushi, Ms. Orlins and Mr. Quart reflect a hunger for changes in how prosecutors handle cases in Manhattan that acknowledge the harm the system has done to Black people and other marginalized communities.Janos Marton, a leader in New York’s movement to reduce incarceration, was a candidate to replace Mr. Vance until he dropped out of the race in December. He said Mr. Vance and his assistants, despite having tried at times, had not kept pace with reforms prosecutors were adopting elsewhere, like in Philadelphia, Chicago and even Brooklyn.“They enacted really punitive policies against low-income communities of color and even the reforms that they occasionally would embrace were quite far behind the curve,” he said.The investigation into the Trump organization is ongoing. Last month, The New York Times reported that Mr. Vance had enlisted a former federal prosecutor with expertise in organized crime and white collar crime to help with the inquiry. If it results in charges, Mr. Vance’s successor will almost certainly oversee the case.Mr. Vance’s announcement will inevitably prompt considerations of his legacy.
