    How a Christian Cellphone Company Became a Rising Force in Texas Politics

    GRAPEVINE, Texas — Ahead of what would usually be a sleepy spring school board election, a mass of fliers appeared on doorsteps in the Fort Worth suburbs, warning of rampant “wokeness” and “sexually explicit books” in schools, and urging changes in leadership.The fliers were part of a broad effort to shift the ideological direction of school boards in a politically crucial corner of Texas, made possible by a campaign infusion of more than $420,000 from an unlikely source: a local cellphone provider whose mission, it says, is communicating conservative Christian values.All 11 candidates backed by the company, Patriot Mobile, won their races across four school districts, including the one in Grapevine, Texas, a conservative town where the company is based and where highly rated schools are the main draw for families. In August, the board approved new policies limiting support for transgender students, clamping down on books deemed inappropriate and putting in place new rules that made it possible to be elected to the school board even without a majority of votes.The entry of a Texas cellphone company into the national tug of war over schools is part of a far more sweeping battle over the future of Texas being waged in the suburbs north of Dallas and Fort Worth.The company’s efforts have been seen as a model by Republican candidates and conservative activists, who have sought to harness parental anger over public schools as a means of holding onto suburban areas, a fight that could determine the future of the country’s largest red state.“If we lose Tarrant County, we lose Texas,” Jenny Story, Patriot Mobile’s chief operating officer, said. “If we lose Texas, we lose the country.”Glen Whitley, the top executive in Tarrant County, Texas, recognizes the rising political clout of Patriot Mobile in his part of the state. He said the company appeared to be setting its sights next on city council races next year.“They’re coming after Fort Worth,” Mr. Whitley said.Patriot Mobile representatives are a frequent presence on the conservative political circuit across the country, taking praise from Steve Bannon at the Conservative Political Action Conference, buying tables at nonprofit fund-raisers and meeting with candidates from inside and outside of Texas.Modeled after a progressive, California-based cellphone provider founded in the 1980s, the company unabashedly embraces its partisan agenda, donating money to anti-abortion and other conservative causes. Lately, it has begun spending money on behalf of Republican political candidates.Peter Barnes, who helped start Credo Mobile, the California cellphone company that funded progressive causes, said he long expected that other firms would follow a similar path.“The business model is pretty simple and we expected that something similar would emerge on the right,” he said of the plan for channeling profits into politics. “But it didn’t — until now.”In North Texas, Patriot Mobile’s political spending has supported digital advertising, door hangers and campaign mailers as well as get-out-the-vote efforts on behalf of its chosen candidates.Patriot Mobile openly embraces its partisan agenda, donating money to anti-abortion and other conservative causes. Along one cubicle hangs a Texas flag with silhouettes of assault rifles and the words “Come and Take It,” in a nod to a well-known slogan from the Texas revolution.“We just said, ‘Look, we’re going to put God first,’” said Glenn Story, the founder and chief executive, sitting in his office on a recent afternoon, a guitar signed by Donald Trump Jr. hanging on the wall. “Which is why I haven’t erased that from the board,” he said, pointing to a list of core values written on a whiteboard, beginning with “Missionaries vs. Mercenaries.”Under Glenn Story, the chief executive, Patriot Mobile has become a growing influence in communicating conservative Christian values in Texas. School boards across the country are increasingly becoming political battlegrounds, attracting larger sums of money and national groups into what had once been largely invisible local contests.Patriot Mobile’s political activities are focused on suburban Tarrant County, north of Fort Worth, in large part because the county has been trending blue, narrowly carried by President Biden in 2020 and by the former Democratic congressman and current candidate for governor, Beto O’Rourke, during his 2018 Senate run.Long a bastion of well-regarded schools, conservative churches and largely well-off, white neighborhoods, the area nurtured strong Tea Party groups during the Obama administration and, more recently, those that supported a Republican primary challenger to the right of Gov. Emil Lippe for The New York TimesThe new policies voted on in the Grapevine-Colleyville Independent School District have divided parents and raised concern among some teachers, some of whom said they feared becoming targets of the new school board.One of the new board members suggested as much during a Republican forum over the summer, saying the board had a “list” of teachers who she believed were activists promoting progressive ideas about race and equity.“They are just poison and they are taking our schools down,” the board member, Tammy Nakamura, said.Some teachers have begun removing books from their classrooms rather than abide by new rules that require titles to be posted online so that they can be publicly reviewed. The district canceled its annual Scholastic book fair after previous concerns about books that were “mis-merchandised” and were not age-appropriate, a district spokeswoman said.“You now have the school board approving library books, and I feel that is completely micromanaging the administration,” said Jorge Rodríguez, a school board member who voted against the new policies, adding that more than a quarter of the district’s 14,000 students were economically disadvantaged. “We’re here to educate kids and this is not helping.”The top spokesman for the district resigned a few months after being hired, citing the “divisive” atmosphere. But the attacks on teachers were too much for her, Ms. Horne said. “It got personal.”But for Mario Cordova, another parent in the district, the new school board leadership has rightly given more control over curriculum and reading material to parents, many of whom were dismayed by what they saw their children learning in remote schooling during the pandemic.“Parents across the district voted for a change on the board last May and are happy to see them follow through,” Mr. Cordova wrote in an email. Opponents of the changes are “crying wolf,” he added. “This crowd has convinced themselves they cannot teach children without incessant conversations about sex and gender.”For many parents and teachers, an early sign that their schools had become a political battleground came last year with complaints over the first Black high school principal at Colleyville Heritage High School.Some parents contended that the principal, Dr. James Whitfield, had been promoting “critical race theory” and were rankled by an email he sent, days after the death of George Floyd, expressing solidarity with Black Lives Matter protesters and a desire to create greater equity.“He’s going to start a diversity advisory committee? At our school? He’s going to say that Black Lives Matter?” said Dr. Whitfield, describing the reaction he encountered. The fight made national headlines and the district eventually reached a settlement with Dr. Whitfield that included his departure as principal.The district superintendent has said the decision was not about race.The fight over comments that Dr. James Whitfield made supporting Black Lives Matter protesters when he was principal of Colleyville Heritage High School made national headlines. Emil Lippe for The New York TimesA few months after Dr. Whitfield’s departure, opponents of a diversity plan in neighboring Southlake won control of the local school board, with help from a political action committee, Southlake Families. One of the founders was Ms. Wambsganss, a parent in Southlake schools and a former television news anchor. Another was Tim O’Hare, who is the Republican nominee in November’s election to lead Tarrant County.Parents both in Southlake and in Grapevine-Colleyville have been offended by the sexual content, including explicit descriptions of sexual activity, in some books offered to students, as well as certain discussions of gender and race, said Ms. Wambsganss, now at Patriot Mobile.“Parents do not believe that gender issues should be discussed in K through 12,” she said. “Especially Christian parents do not want multiple genders discussed with their children by someone who is not their parents.”She added: “I always say, it’s not about homosexuality. It’s not about heterosexuality. Stop sexualizing kids in either of those arenas.”The victories by Patriot Mobile-backed candidates surprised some parents who did not agree with the new direction in the district.On a recent morning, a dozen of those parents and community members gathered at the local botanical garden. For many, it was the first time they had met after finding one another through one of the many proliferating Facebook pages dedicated to the school district conflicts.“I ask myself every day, what did I bring my children into,” said Katherine Parks, who moved to the area from France.Marceline, a student at Grapevine High School, helped organize a walkout.Emil Lippe for The New York Times“We were Swift Boated by these people,” said Tom Hart, a Republican former city councilman in Colleyville, referring to the political attacks that helped sink John Kerry’s presidential campaign in 2004. “We cannot combat $400,000 in funding from the outside.”As parents met to strategize, some students at Grapevine High School, where the Gay-Straight Alliance club was shuttered for lack of a faculty sponsor, have already begun to find ways to protest. A student started a book club for reading banned books. A group of friends organized a walkout.“We can find solidarity, and we can find safety in each other,” said Marceline, who asked that only their first name be used out of concern for possible reprisals. “Because we cannot trust the adults.”About 100 students joined in the walkout. No similar protest has taken place at nearby Colleyville Heritage High School, and for many students, the beginning of the school year has proceeded, more or less, as it always has.In Grapevine, books and the discussion of gender and race continue to be hotly debated topics.Emil Lippe for The New York Times More

    Public Schools Will Be on the Ballot in November

    I believe America needs high-quality education that’s available to all children as an engine of economic mobility and as a building block for preparing the next generation of engaged citizens. I also know that in general, public school parents — like me — are satisfied with their children’s education, even if they aren’t exceedingly confident in the system. As I wrote in March: “It’s a bit like the adage about Congress: People tend to like their own representatives (that’s why they keep sending them back year after year) but tend to have a dim view of Congress overall.”That said, I’m concerned about what seems to be a creeping loss of faith in public schools. As Anya Kamenetz put it recently, “Extended school closures during the coronavirus pandemic effectively broke the social compact of universal, compulsory schooling.” For some, that contract has not been repaired, and they still fear that public schools can’t meet an acceptable standard — not just for their children but for everyone.And I’m worried that some proponents of public schooling, and some politicians, have given short shrift to this breakdown. At times, they’ve seemed to wave away parental fears about kids falling behind by characterizing the concept of learning loss as a “hoax” or suggesting that parents shouldn’t have a say in what schools teach. But if, for example, your third grader is now struggling to read because remote first grade was a disaster, that’s very real and could have long-term ramifications.As the midterms rapidly approach, and both houses of Congress have the potential to flip to Republican control, I wonder if Democrats have paid enough attention to disenchanted parents. In July, The 74, a news site that covers education issues, ran a story with the headline: “Rash of New Polls Raises Red Flags for Democrats on Education.” The gist of it is that voters used to trust Democrats more than they trusted Republicans on education, and that trust has eroded significantly over the past few years. Perhaps that’s not fair, but voters get to have the final say.Other polls show that education is a more salient issue than it was before the pandemic. In an overview of issues from the 2018 midterms, Pew Research didn’t include education when surveying voters about what they considered “very big” problems; the closest one mentioned was “affordability of a college education.” In Pew’s 2022 midterm overview, however, education ranked sixth, with 58 percent of registered voters saying it’s a matter that’s “very important” to them. This election year, according to Pew, voters care more about education than abortion, immigration and climate change. (Notably, this poll was conducted during the first two weeks of August, after Roe v. Wade was overturned.)All of this dovetails with what the longtime pollster and communications analyst Frank Luntz, known for his work with Republican candidates and campaigns, has been hearing in focus groups over the past couple of years: Many children are still reeling from the challenges of the pandemic, and not all parents have faith that the public school system can help their kids recover. “I’ve done work with so many education reform efforts, and parents just felt forgotten,” he said.Luntz added that some parents say: “It’s my number one issue, my major source of frustration. I’m furious at the Democrats for turning it into an ideological issue and at the Republicans for dropping it, and for turning to other things.” Even if they don’t change their votes, they are moving with their feet: A recent survey cited by The 74 found: “Between spring 2021 and spring 2022, there was a 9 percent drop in families saying their children are enrolled in traditional public schools.”While most children are still educated in the traditional public school system and many parents either can’t afford to pull their kids or have limited options if they do so, I wanted to hear directly from parents about why their children had left traditional public schools for charters, private schools and home schooling in the past few years. I put a call out for these families in one of my newsletters earlier this month and so far 143 readers have responded. Obviously, this wasn’t a scientific poll — there are about 90,000 traditional public schools in the United States. But I read every email and I had follow-up phone conversations with 17 parents.Among the parents who emailed, there was a good deal of racial, religious and geographic diversity. There was less diversity, however, when it came to socioeconomic status and levels of formal education.Nearly every parent I spoke to acknowledged, unprompted, how privileged they were to be able to move their children to a new situation, and lamented that this wasn’t an option for all families. Most described themselves as Democrats, supportive of public schools in general and supportive of teachers in particular. Some described their own experiences as students, and how attending quality public schools had changed their lives for the better.Their reasons for taking their kids out of public schools varied, but I noticed some recurring themes:Parents feel alienated by school board politicization. Parents expressed upset about the heated rhetoric they observed over masking, debates about the perceived influence of critical race theory (C.R.T.) and other hot-button topics, and about school systems they felt no longer shared their values. For instance, some parents, typically in more liberal areas, said they felt their districts were prioritizing things like social and emotional learning over the basics of reading, writing and math. Others, who tended to live in more conservative parts of the country, were offended by book banning and anti-C.R.T. frenzy.Rose Berg, who lives in Bee Cave, Texas, moved her two children to private school for this year. She had moved to an Austin suburb because its public schools were said to be excellent, but after conservative PAC-backed candidates were elected to the school board and “the threat of book banning loomed,” she had no doubt that switching to private school was the right decision. She also said gun violence was a major concern, and her move away from public school was “a direct reaction to Uvalde.”Parents whose children have learning differences feel abandoned. Getting your children’s needs met when they don’t fit the public school mold has always been hard, and the pandemic made it harder. Several parents I spoke to have moved their kids into specialized schools because they felt their children weren’t getting what they needed in public schools, despite the fact that they are legally entitled to appropriate support through the federal Individuals With Disabilities Education Act, or IDEA, which in the 2020-21 academic year covered 15 percent of all public school students, according to the National Center for Education Statistics.Some of these parents were happier now that their children were in specialized schools. Others expressed that even though their kids were doing well at new schools, cordoning off children with learning differences from everybody else is bad for society as a whole.Jenna Gibilaro’s family moved from Brooklyn to Orlando, Fla., to find schooling that she felt met the needs of her older son, who has autism. She told me over the phone that from her perspective, district officials “set up roadblocks” to getting appropriate services. This has the effect of discouraging families of children with learning differences from staying in the system. “That’s the sense I got,” she said.Parents who are essential workers had to choose between their jobs and public schools. Elizabeth Bell, a nurse who lives in Tulsa and was the director of operations at a hospital group during the pandemic, moved her daughter to private school because neither she nor her husband could work from home for a prolonged period of time to support their child’s remote schooling. Unlike local public schools in her area, she said, private schools were back open with Covid risk mitigation strategies in place. Part of what’s keeping her kid in private school is that public school aftercare options aren’t as available as they were before the pandemic, and their jobs don’t end at 2:30.Private school tuition is a strain on her family and they’ve had to reorganize their finances. She says she still believes in public schools, but worries their mission has been compromised.Of those who identified as Democrats, a handful said they wouldn’t vote for progressive candidates, were less inclined this year to vote at all or would even consider voting for Republicans on the local level who were committed to strengthening schools. There’s still time for politicians up and down the ballot to highlight their plans for and commitment to improving public education, and to make sure parents know their concerns are being heard.But we’re only weeks from Election Day.While I think the leaching of trust in public education may not be so dire that it determines something like control of Congress, Luntz isn’t so sure. “It’s not slow. It’s fast,” he said. “That is the difference between you writing the story three years ago and you writing the story today. They were losing faith in 2020, 2019; they lost faith in 2022.     Four Opinion Writers on How the G.O.P. Fringe Took Over American Politics

    Lawmakers in Ohio this week proposed legislation that would restrict discussion of sexual orientation and gender identity in schools, borrowing from Florida’s “Don’t Say Gay” law. It’s the latest in a raft of culture-war legislation in Republican statehouses aimed against abortion, transgender rights, L.G.B.T.Q. rights and critical race theory.Meanwhile, Democrats are struggling to advance a national agenda amid spiraling inflation and energy prices.The Times columnists Jamelle Bouie and Ezra Klein join the Times Opinion podcast hosts Jane Coaston and Lulu Garcia-Navarro to discuss these and other issues.Their conversation, recorded Thursday morning, is available in the audio file and the transcript below.Four Opinion Writers on How the G.O.P. Fringe Took Over American PoliticsThe following conversation has been edited.Lulu Garcia-Navarro: Ezra, I’m going to start with you. The thing that strikes me about these Republican bills is that they’re staking ground on some things that are not necessarily popular with the majority of voters. That would seem to suggest to me that there’s political risk in doing them, but instead these laws have been copied from G.O.P. statehouse to G.O.P. statehouse. Why do you think that’s happening, in your view?Ezra Klein: So I think there are a couple of levels you can think about these bills on. One is to think about what you might imagine as the modal Republican strategy for a year like this. Every Republican could spend the next couple of months just saying, “Huh, gas prices are pretty high, aren’t they?” And that would be it. They would win the midterms. It would be done.And instead, the Republican Party, in part due to the incentives of modern media, in part due to the example offered by Donald Trump and how he shot to prominence and then ultimately to the presidency, has become extraordinarily attention-hungry among its rank-and-file legislators. And so if you can create the next culture-war kernel by passing a really brutal piece of legislation — and these are brutal pieces of legislation that will hurt a lot of very just ordinary kids who need some help — then you can catapult to the center of the national debate.So I don’t think Mitch McConnell wants to be having this conversation. I don’t think Kevin McCarthy wants to be having this conversation. I think they want to talk about how Joe Biden is a failure. But the Republican Party doesn’t have that kind of control over its own structure and its own institutional members now. And so at a time when there’s a lot of tailwinds for them, they are nevertheless pulled along by the more extreme and attention-driven members of their own caucus.Lulu Garcia-Navarro: It’s kind of like applying the attention economy to legislation. Jamelle, what are your thoughts?Jamelle Bouie: I largely agree that this is an attempt to do something like what Trump did: capture attention, generate energy amongst one’s most fervent supporters. Sort of draw the opposition into an argument and hope that you’re able to frame the argument in your direction, and capture the attention of people who may just be marginally paying attention to the whole thing.There’s a good case to make that Republicans can be successful at this precisely because they have this very sophisticated media apparatus: not just Fox News, but a broad constellation of outlets and different modes of delivery that allow them to, if not shape a message from its inception, then shape how its supporters receive any given message or any given piece of information.Having said that, I do think that Republicans are making something of a strategic mistake based on a misunderstanding of how Donald Trump was able to get into a position to win the presidency in the first place. And that is, Trump — as much as he calibrates anything — calibrated the kinds of offense that he caused. And so he both leveraged and utilized nativism, and racism, and these sorts of things, but he also presented himself as pretty liberally minded on L.G.B.T. rights, even though that his likely appointments and nominations were not going to be that. He himself presented himself as, I’m a New York libertine, so of course I have no problem with the L.G.B.T. community.He presented himself obviously as more of a moderate on economic policy, on the social safety net, which also appealed to voters who like Medicare, and like Medicaid, and like Social Security, and don’t want to give those things up to vote for a Republican. And I think that the Republican politicians, Republican officials, they may be generating a lot of fervent enthusiasm amongst their strongest supporters. But it’s unclear to me whether this is going to really make an impact with voters at large.I mean, I live in Virginia, and we just had our gubernatorial election last year. And for as much attention as the C.R.T. stuff got in the Virginia gubernatorial race, later analysis suggests that it wasn’t the C.R.T. stuff that drove Glenn Youngkin’s victory. It was traditional kind of midterm backlash to the party in power. And also, Youngkin ran on lowering the grocery tax and increasing teacher pay. So, bread-and-butter issues are what helped attract a lot of voters to him.Lulu Garcia-Navarro: So you’re saying that maybe these very controversial things that the G.O.P. is enacting are kind of a sideshow to what really matters for voters. Jane, I want you to jump in, because G.O.P. strategy aside, these laws are having real-world consequences, as Ezra said, that will be hard to undo. It wasn’t so long ago that same-sex marriage was legalized in this country, and it seemed that things had turned a corner. Why do you think this is the issue the G.O.P. are trying to mainstream, and where do you think it’s going?Jane Coaston: Well, I mean it’s because we live in hell.But it is interesting how repetitive this strategy is. I went back to some old Times pieces talking about the Southern Baptist Convention’s boycott of Disney, because Disney started offering same-sex health care benefits in 1995. I think that for anyone who is L.G.B.T. and over the age of 30, this all seems very repetitive.Ezra noted that one of the challenges that the G.O.P. is having now is that they’ve got this wave of people who are just screaming, “OK, groomer,” at literally any L.G.B.T. person on the internet. And then you’re having National Review articles, like, “Maybe don’t say that?” And no one’s listening.But I think that part of this is because these issues have to do, one, with a conceit of what L.G.B.T. people are and how L.G.B.T. people become L.G.B.T. I think we’ve seen over the last couple of days, some social conservatives who essentially argue that bills like in Florida, which keep being posited as being about sex ed — they aren’t about sex ed. There’s no mention of sex education or sexual activity in that bill. It mentions sexual orientation and gender identity. But the idea is that if you simply do not ever let people know that there is such thing as gay or trans people, then people will not be gay or trans.Rod Dreher, the conservative writer said that, oh, no, no, when we’re talking about grooming, we’re not talking about pedophiles — which is ridiculous. But he essentially said that, oh, it means that an adult who wants to separate children from a normative sexual and gender identity to inspire confusion in them, which just reminds me of Anita Bryant in 1978, essentially arguing that homosexuals must recruit, and that all children are cisgender and heterosexual until something happens.I guess I just keep thinking, like, I saw the movie “Mannequin” once when I was a kid. And that was it! It just did it. I saw Kim Cattrall and that was it, I was off to the races.But I also think that for as much as Trump held a Pride flag and made some bones out of performatively not caring about the “debate” about L.G.B.T. rights and L.G.B.T. people, that’s not to say that people within the conservative caucus stopped caring. They are still mad about Bostock. They’re still mad about Obergefell.For people who are troubled by trans rights, and specifically the rights of trans kids, I think that you’re seeing a lot of people who are like, “Oh, you’re just being homophobic. You’re yelling at teachers who mention that they’re gay. You’re very upset about gay and lesbian kids, gay and lesbian parents.” That’s something that we keep needing to relearn: that there is no part of the L.G.B.T. community that’s OK for some social conservatives. It’s not as if like, “Trans rights went too far, but we’re totally fine with gay couples. We’re totally fine with everything like that.” That might have been how it was parlayed, but that was never true.Lulu Garcia-Navarro: You all seem to agree on this fundamental point that there’s a great deal of danger for the G.O.P. in pushing these culture-war issues.Jane Coaston: I mean, I want to be clear here because I don’t think that the danger is not to the Republican Party. I think that there’s a good chance that at the end of this year they win in the midterms having an entirely different messaging set. What I do think is that the real risk is to L.G.B.T. people and to see L.G.B.T. people as a danger once again. This is the caravan, but even more so because this has been going on for 50 years.Ezra Klein: I want to add something also to that, that Jane’s comments jogged for me, because one of the dangers is the composition and motivating energies of the Republican coalition. And I think a story you could tell about conservatives over the past 10, 15, 20 years is this constant mainstreaming, this constant effort to figure out how to harness the energy of the most toxic parts of their coalition that two years earlier they were pushing to the side. So birtherism is a relatively fringe movement that becomes the core of the party. They nominate the guy who is leading the birther charge a few years after most of the more sober politicians are pushing it to the side. And this, “OK, groomer” stuff, this is the mainstreaming of QAnon. I think it’s important to be very clear about this.I mean, to coin a term here — I’m in California, so there’s a fair amount, or was a fair amount, of Woo-Anon out there, like yoga-doing QAnon followers — but this is “Trad-Anon,” right? This is a point where the traditional Christian conservative coalition is finding a way to meet the QAnon energy and come up with this strange —Jane Coaston: It’s a secular fundamentalist religion. It’s QAnon, but they’ve taken — you don’t hear talk about traditional marriage anymore. You don’t hear talking about sincerely held religious beliefs. This is not the RFRA fight of 2015, 2016. This is QAnon, but an areligious QAnon.Ezra Klein: Well, it’s both, right? Because on the one hand, you have a Rod Dreher version of it, which is very, very Christian, “We’re trying to protect traditional gender roles.” It’s why he’s out there tweeting that Viktor Orban in Hungary is now the leader of the entire West. And on the other side you have this groomer thing, which is an attempt to take QAnon’s view — which is one reason it’s resonating on the far right — that all of politics is an effort by Democrats to protect pedophiles and then find some way to sort of wink, wink that you’re on board with that view of politics while saying it’s actually a little bit about something else.And so this is just one of the dimensions of it that I find really unnerving. Countries live or fall on how well they police the fringes in their political parties. And the Republican Party is so unbelievably bad at doing it. And every two years you think they can’t possibly be worse at not keeping out the worst elements of their party. And they show you, no, no, no, no, they’re going to bring those people into the core, too.Lulu Garcia-Navarro: Jamelle, I want to ask you this, though, because we’ve been talking a lot about the G.O.P., but what can be said about the Democrats? Because what is always fascinating to me is that you have Democrats that have policies that enjoy broad support. But they can’t seem to get their agenda passed while they are in power. I mean, one thing is the G.O.P. and what they’re doing. But it seems like the Democrats can’t seem to get traction on things that enjoy broad support.Jamelle Bouie: I think there are a few things here. I mean, in terms of getting policies through Congress, they just don’t have the votes. They’re reliant on their majority in the Senate — in particular on one senator, Joe Manchin, whose entire political brand kind of depends on him publicly being an obstacle to Democratic priorities, and then another senator, Kyrsten Sinema of Arizona, who seems to want to try to cultivate a kind of John McCain maverick energy, which for her also means publicly and visibly standing in the way of Democratic priorities.And so I think this picture would look very different if there was one more or two more senators, right? If Cal Cunningham in North Carolina had won, if Susan Collins’s opponent in Maine had won, we’d be looking at a very different situation than we are now.But I think beyond the problem of winning elections and having a larger majority, which is just ultimately what the issue is here, I do think Democrats have adopted a faulty idea of what is going to drive political success. It’s very clear that the idea Democrats had going into 2021 was if they just delivered economic growth, and they delivered policies, and they kept their heads down and did hard work, then that would produce a public that was inclined to re-elect Democrats.But what seems to be happening, what Republicans seemed to have figured out, is that the actual popularity of the things you’re saying may be a little less important than your ability to seize attention, drive conversations, create a strong impression in the minds of people. And I don’t think Democrats have really been doing that. And I think that the arguments over these bills are actually a good example of it.I think the Democratic Party is having a hard time figuring out exactly how to go about pushing against this stuff because it runs into this theory of the case they have. There doesn’t seem to be an inclination to really just swing — to make what may sound like outlandish accusations, but that push strongly against the messaging and the rhetoric coming from the Republican Party.Ezra Klein: I think that Jamelle gets that right, on both the levels. The reason the Democrats can’t pass bills is they don’t have enough votes to pass them. It’s as simple as that. It’s not a messaging problem, fundamentally. Although, I will say that the point of Joe Biden is that he was going to be good at negotiating with egotistical, hard-to-deal-with members of the U.S. Senate.And I do worry about a sense of resignation that has set in at the White House around Joe Manchin. I would like to see more constant efforts at trying than I’m currently seeing. They seem to be letting their poor relationship with Manchin simply deteriorate when they need to be figuring out how to fix it. And at least from my reporting, what I can tell, I’m not seeing it.Lulu Garcia-Navarro: But Ezra, I want to ask you this about the Democrats. I mean, it is a numbers game. Of course it is. But on the other hand, I don’t see Democratic leaders really standing up and saying, this is the ground that I’m going to die on, this is the hill that has to be crested, in the same way that the Republicans are on these very controversial bills.Ezra Klein: So, one, I don’t think that it’s the national Republicans who are trying to make the controversial bills the center of it. But to this broader point you’re making, and to something Jamelle said, the Democratic leaders have had a theory that they’re going to push popular bills. They’re going to try to pass those bills and they’re going to try to run on them.And that theory basically has failed. They passed the American Rescue Plan. It was a very popular bill. They tried to run using it to generate more momentum for Build Back Better. They did not get Build Back Better passed, and now the child tax credit is expiring. And now they’ve fundamentally lost agenda control.So it’s like, the agenda is now Russia, which is a world event. They can’t do anything about that. And I think broadly speaking, Joe Biden’s been doing a good job, with the exception of occasional ad-libs. And then there’s inflation, which they’re also really struggling with and to some degree bear some responsibility for.What they are not doing is the other side of populism, which I think of as unpopularism. And agenda control in American politics comes from courting, choosing, engaging in controversy. For something to dominate the news, it needs the energy of not just support but opposition. That’s why some of these G.O.P. bills in Florida and elsewhere are dominating the news in the way they are.There are things that Joe Biden could do that would have that internal electricity. They could cancel student loan debt. I don’t know that they think that’s a good idea at the moment. But if they decided to actually try, which is something Chuck Schumer wants them to do, something Elizabeth Warren wants them to do, that would be controversial enough that it would reshape the agenda. American politics would be seized by arguments over whether or not canceling student loan debt is a good idea, and that might be territory more favorable to them. I do not myself understand what fights Democrats want the 2022 election to be over. They seem to me to be in a fundamentally quite reactive place right now —Jamelle Bouie: Yes.Ezra Klein: — responding to world events, responding to every month’s economic news drop. And at some point, if they want to do anything differently than that, they’re not just going to have to choose which popular things they say. They’re going to have to choose which controversial things they say, such that Republicans and others engage on the other side, and the locus of American political conflict moves back onto ground they’ve chosen.Jamelle Bouie: An example of this, pulling from what we’ve been talking about, is if Joe Biden were to, on Friday, give a national speech — from the Oval Office, from the Rose Garden, wherever, a big national set piece speech denouncing the Republican Party as embracing gross homophobia, this would be controversial. People would get upset. But it would seize the agenda. It would reorient things toward talking about these issues on ground that might be more favorable to Democrats. And I see no indication that Democratic leaders are even thinking in those terms.Lulu Garcia-Navarro: Jane, I want to think about this idea of unpopularism, that the Democrats, as Ezra says, are not wanting to push something that might not have broad support. But of course, there is someone who loves to do that a lot: Trump. And I am wondering about what you see his role is coming up in the 2022 midterms. Because we have him endorsing a lot of candidates, including Sarah Palin for Congress this week, targeting some major G.O.P. incumbents who have stood up to him, like Lisa Murkowski and Gov. Brian Kemp of Georgia, all the while still peddling the big lie. How much influence do you see him having these days? And how should we regard Trump as a force in politics, a force in society — and, I guess, are those two the same thing?Jane Coaston: I know that I’m probably the only extreme sports fan on here. But I feel like sometimes when we’re talking about Democratic strategy, it’s like, if only they would run the offense we think they should run, they would win. I actually don’t know what Democrats should do or what would be best. There’s what I would want them to do, and I don’t know if it would work.But as to Trump, I think what you’re going to see is actually a decline in his influence, because he absolutely will not move on past the 2020 election. He can’t do it. He is physically unable to do so. And you’re seeing with his endorsements in the upcoming cycle — actually a number of his endorsements aren’t doing very well.You’re seeing this in Georgia. You’re seeing this in other places, with Herschel Walker or something like that where, yes, Mitch McConnell has said that he’s got his support, but there is some concern, I think, on the ground that that could be another losing race. Because, again, if your litmus test for Trump has nothing to do with anything that is taking place in 2022, but all has to do with whether or not you’re willing to say that Trump actually won the 2020 election …He is a losing one-term president who is existing interminably as a losing one-term president. It is important to note that Democrats want him to be more influential than he actually is because he is a major vote-driver for Democrats, as we’ve seen in Georgia and elsewhere.And so I think that you’re seeing a lot of Republicans who are like, “Can we move on, can we move on,” and Donald Trump will not. Donald Trump will talk about how, oh, Ron DeSantis is fine, but I would absolutely beat him in 2024. He will do interviews. He will put out very bad failing social media networks. And so I think how he should be considered is, he is an angry man who won’t move on and who won’t go away. And no matter what Republicans want him to say or want him to do, he will not be on any party line that is not his own.Lulu Garcia-Navarro: Trump’s influence is solidified in one very particular place, and that’s on the conservative Supreme Court. And today, a big win for Democrats — the confirmation of Judge Ketanji Brown Jackson. I want to bring her into this because it actually fits into what we’ve been discussing. Because the G.O.P. slammed her in the hearings with a lot of partisan attacks about C.R.T., asking her to define what a woman is and QAnon-adjacent questions about child pornography. And yet, in polling, people said that they hated the attacks, and she has a majority of support. So, Jamelle, what should we take away from that?Jamelle Bouie: We should take away from that that these attacks are not some sort of, pardon the expression, trump card. That when you have someone like Judge Jackson, who looks like a perfectly lovely woman, and is obviously very qualified and obviously very successful, and you have Ted Cruz shouting about how she is friendly to criminals and child pornographers. I think that for ordinary people who aren’t paying super close attention — they’re really just taking in images and impressions — it just looks ridiculous. And it seems unconvincing.To go back to what we’ve been talking about, I think that something similar may happen with these bills. Screaming that your kids’ gay third-grade teacher is a pedophile or a groomer when you know that this person has been absolutely lovely to you, your child and your family — it’s not going to fly, I think, for most people or for people outside of this narrow bubble.One thing I will say about the experience of Judge Jackson and her nomination and how this has all played out, is I think it is a point in favor of the argument that back in 2016 President Barack Obama made a grave mistake in nominating Merrick Garland for the Supreme Court in an attempt to find bipartisan support. Not because Garland was not qualified to be on the court — although I think I have somewhat idiosyncratic views about what it means to be qualified — but because Garland didn’t engender really any kind of popular support in his favor. No one was excited by him. Just another boring guy you put on the Supreme Court.I think what Jackson has in her favor is simply that she’d be the first Black woman on the court. And that excites people. That makes people enthusiastic. And that makes people much more willing to buckle down in her defense than they would otherwise be.And so I think one lesson to take away from this, should Joe Biden get another Supreme Court nomination, either in the next two years or if he serves another term, is that for as much as it’s clear that Democratic Party elites and people at the highest echelons of this stuff very much believe that a Supreme Court nominee must be someone with a lot of judicial experience, etc., etc., they should also be looking for people who would actually excite the public, who would get people interested and excited about what’s going on in the court. Those are the sorts of nominees they should be looking for and putting forth and putting in public. Even if that nominee may fail, the mere fact of generating that enthusiasm is an important thing.I think this actually connects to our broader conversation about Democrats, which is that Democrats need to stop thinking of politics as some sort of mechanistic system in which, like, Good Input A gets you Good Result B. It’s much more fluid, much more chaotic in that oftentimes you just need to swing. You need to aim at people’s passions and see what happens. Maybe it’ll work. Maybe it won’t. But I think connecting the people’s passions and their enthusiasms, can be much more successful than trying to be openly and outwardly and ostentatiously respectable.Ezra Klein: Democrats are very taken, I think in general at the moment, with something political scientists like to call the median voter theorem, which is to say that the key thing in politics is getting to that median voter, the voter right in the middle, who’s the most ideologically moderate, and convincing them. And if you get that 50 percent plus one, or maybe you correct for the Senate bias, or it’s 55 percent plus one — whatever it might be — then you win.And there is some truth to that. I think that a lot of folks on the left and critics of Democrats underrate the importance of ideology and policy positioning in politics. There really are moderates. But the flip side of that, to what Jamelle is saying, is that you have to reach the median voter. They have to hear what it is you’re saying. And the thing about the voters you need to reach is they’re often not paying super close attention. The people who are paying super close attention almost, by definition, have already made up their minds, otherwise they would not be paying such close attention because they wouldn’t care that much.And so you need to do things that don’t just control the agenda but actually echo through the country. And that requires you to have not just a theory of what it is voters will find popular, but what it is that they will talk about, what it is the media will talk about. And this maybe goes to a big through line of this whole conversation. Democrats have a lot of theories of policy. They have a lot of theories of politics. They just do not have a theory of attention. And what I would say for the Trumpist Republican Party is it mostly doesn’t have a theory of policy. It has a middling theory of politics, and it is overwhelmed by its own theory of attention. And I don’t think there’s some kind of grand strategic plan happening over there.But I think that one way to think about the asymmetry, or maybe the inversion of the two sides right now, is that Republicans know how to get attention, but they don’t know how to be strategic about it. And Democrats know how to be strategic, but they don’t know how to get attention.Lulu Garcia-Navarro: I want to pivot to a piece of news that is less domestic culture wars, and more of a global culture war. The Boston Marathon announced this week that Belarusian and Russian citizens who reside in those countries are not allowed to run in the race as a response to the war. The Boston Athletic Association, which runs the Boston Marathon, announced that they were “horrified and outraged” by the war, and they believe that they must do what they can to “support the people of Ukraine.”I have a lot of thoughts about this, but I’d like to hear yours. I’m going to start with Jane, as I know you’re a sports aficionado. So I want your thoughts on this.Jane Coaston: I personally think that this is not quite like freedom fries territory. But I do think it seems to be targeted at a very small group of people — as you said, it was Belarusian and Russian citizens who do reside in those countries. But Belarusian and Russian citizens who don’t reside in those countries will be allowed to run, but they’re not going to recognize their affiliation or flags.I think it’s worth remembering that the process to enter or qualify for the Boston Marathon started for many people a year ago. You do not just decide to run the Boston Marathon. You are either running for a charity or you have a time in another marathon that qualifies you to run in Boston. And I’m trying to think, what is this going to do? Vladimir Putin is not going to be like, “Oh, no, a Russian citizen was not able to run a 2:03 at the Boston Marathon. I will ne’er sin no more!”I think that there is an element to so much of our politics, especially on foreign policy, where we’ve got the “we got to do something” impulse. But one of the challenges is that there isn’t something that the Boston Marathon organizers, or people who run an opera house, or people who work in the art world — there’s not something they could do exactly that will in their view adequately punish the aggressions of the Russian government. It falls flat. And I think it’s kind of repulsive.Lulu Garcia-Navarro: I have to say, Jane, I agree with you. I think this was a real misstep. I don’t know that banning citizens of particular countries because they actually live in the countries of their citizenship, and those leaders are autocratic and there isn’t the freedom to protest or do any of the things that you would think of in a democracy, is actually beneficial to the cause of freeing Ukraine. But I’m interested in, Jamelle, your thoughts, and then Ezra.Jamelle Bouie: I don’t disagree. It makes no real conceptual sense why you would do this. So Russian and Belarusian citizens who live in their countries cannot run in the Boston Marathon. OK. That doesn’t put any pressure on the leaders of those countries. If anything, it may encourage the view amongst the citizenry that the West is against them, that the West isn’t simply against the government or to the government’s actions, but actually actively against the citizens themselves. And it may prompt people to double down in their support for the government. So it just seems counterproductive.Issue a statement. Condemn. Say that government officials can’t participate, they can’t watch, they can’t be there. If you want to go as far as to say, you can’t fly the flag, I actually think that’s probably fair because the flag is a symbol of the government as well. But banning the citizens, like Jane said, it seems like just doing something for the sake of doing something, and it doesn’t really seem very constructive. It doesn’t even seem like it was particularly well thought-out, like anyone was thinking about what you actually are trying to accomplish by doing this.Lulu Garcia-Navarro: Ezra?Ezra Klein: I have a hard-and-fast rule that on any sports story I just think whatever Jane thinks. So on the specifics of this, I think whatever Jane thinks, and everything she said sounded correct to me.From a consequentialist perspective, we need to think a bit about whether we are creating pressure on citizens in these countries to pressure their governments, or whether we are hardening their support for their governments. And recognizing that they live in highly censored, highly manipulated media ecosystems, I think we have to be pretty thoughtful about whether we’re just giving grist to their leaders to manipulate them more. And for the people who are only half in and out of that ecosystem — because Russian and Belarusian control over media is not absolute — whether we’re actually doing things that are going to make those wavering feel more nationalistic.There’s a very big difference between strategically trying to win over a population and just trying to punish a country because it at a certain point just feels like we need to keep punishing. And, look, I want to punish Putin and those behind this war in every way that is possible. And I broadly support the sanctions, despite the tremendous pain they’re causing, because I do think that they are creating pressure in the long-run for Putin to end this. But I don’t know that doing things that actually target Russian citizens — without any obvious mechanism for pressuring the regime — makes a lot of sense.And I’m worried about some of the news I hear and some of the polling I see coming out of Russia. You can only believe what you can believe in it, but that there is rising support for Putin, that there is a rising belief that the entire West is arrayed against Russia. And that this might actually, in terms of the domestic political pressures Putin faces, be making him more worried about the hard-liners who think he needs to go further, further, further and show Russian strength in the face of Western opposition rather than what our initial effort was, which was to try to get the more Westernized Russians — these oligarchs with their lofts in London — to pressure Putin to bring an end to this. So I worry that our view of this has, without anybody noting it, kind of flipped.     If You Think Republicans Are Overplaying Schools, You Aren’t Paying Attention

    The warning signs are everywhere. For 30 years, polls showed that Americans trusted Democrats over Republicans to invest in public education and strengthen schools. Within the past year, however, Republicans have closed the gap; a recent poll shows the two parties separated on the issue by less than the margin of error.Since the Republican Glenn Youngkin scored an upset win in Virginia’s race for governor by making education a central campaign issue, Republicans in state after state have capitalized on anger over mask mandates, parental rights and teaching about race, and their strategy seems to be working. The culture wars now threatening to consume American schools have produced an unlikely coalition — one that includes populists on the right and a growing number of affluent, educated white parents on the left. Both groups are increasingly at odds with the Democratic Party.For the party leaders tasked with crafting a midterm strategy, this development should set off alarms. Voters who feel looked down on by elites are now finding common cause with those elites, forming an alliance that could not only cost the Democrats the midterm elections but also fundamentally realign American politics.The Democrats know they have a problem. One recent analysis conducted by the Democratic Governors Association put it bluntly: “We need to retake education as a winning issue.” But reclaiming their trustworthiness on education will require more than just savvier messaging. Democrats are going to need to rethink a core assumption: that education is the key to addressing economic inequality.The party’s current education problem reflects a misguided policy shift made decades ago. Eager to reclaim the political center, Democratic politicians increasingly framed education, rather than labor unions or a progressive tax code, as the answer to many of our economic problems, embracing what Barack Obama would later call “ladders of opportunity,” such as “good” public schools and college degrees, which would offer a “hand up” rather than a handout. Bill Clinton famously pronounced, “What you earn depends on what you learn.”But this message has proved to be deeply alienating to the people who once made up the core of the party. As the philosopher Michael Sandel wrote in his recent book “The Tyranny of Merit,” Democrats often seemed to imply that people whose living standards were declining had only themselves to blame. Meanwhile, more affluent voters were congratulated for their smarts and hard work. Tired of being told to pick themselves up and go to college, working people increasingly turned against the Democrats.Today, as the middle class falls further behind the wealthy, the belief in education as the sole remedy for economic inequality appears more and more misguided. And yet, because Democrats have spent the past 30 years framing schooling as the surest route to the good life, any attempt to make our education system fairer is met with fierce resistance from affluent liberals worried that Democratic reforms might threaten their carefully laid plans to help their children get ahead.In California, plans to place less emphasis on calculus in an effort to address persistent racial and socioeconomic disparities in math achievement have spawned furious backlash. So, too, did the announcement last fall that New York City schools would be winding down their gifted and talented program, which has been widely criticized for exacerbating segregation — an announcement that Mayor Eric Adams has begun to walk back.Mr. Youngkin was one of the first to recognize that these anxieties could be used for political gain, and he carefully tailored his messaging to parents from both affluent families and the conservative movement. In his appeals to the Republican base, he railed against critical race theory and claimed that allies of George Soros had inserted “operatives” on local school boards. To centrist parents, he pledged to undo admissions policy changes aimed at bolstering diversity at Virginia’s prestigious Thomas Jefferson High School for Science and Technology, where graduates regularly go on to attend Ivy League universities.These promises seem to have worked. A recent focus group conducted by a Democratic polling firm showed that education was the top issue cited by Joe Biden supporters who had voted or considered voting for Mr. Youngkin. Participants referred to an array of complaints about education, including a sense that the focus on race and social justice in Virginia’s schools had gone too far, eclipsing core academic subjects. Similar charges echoed through the San Francisco school board election last month as Asian American voters, furious over changes to the admissions process at a highly selective high school, galvanized a movement to oust three school board members.How can Democrats claw out of this bind? In the near term, they can remind voters that Republican efforts to limit what kids are taught in school will hurt students, no matter their background. The College Board’s Advanced Placement program, for example, recently warned that it will remove the AP designation from courses when required topics are banned. Whatever the limitations of the AP program, students from all class backgrounds still use it to earn college credit and demonstrate engagement in rigorous coursework. Democrats could also take a page from Mr. Youngkin’s playbook and pledge, as he did, to invest more “than has ever been invested in education,” an issue that resonates across party lines.But if Democrats want to stop bleeding working-class votes, they need to begin telling a different story about education and what schools can and can’t do. For a generation, Democrats have framed a college degree as the main path to economic mobility, a foolproof way to expand the middle class. But now kids regularly emerge from college burdened with crushing student debt and struggling to find stable jobs. To these graduates and to their parents it is painfully obvious that degrees do not necessarily guarantee success. A generation ago, Mr. Clinton may have been able to make a convincing case that education could solve all people’s problems, but today Democrats risk irrelevance — or worse — by sticking with that tired mantra.So, yes, strong schools are essential for the health and well-being of young people: Schools are where they gain confidence in themselves and build relationships with adults and with one another, where they learn about the world and begin to imagine life beyond their neighborhoods. But schools can’t level a playing field marred by racial inequality and increasingly sharp class distinctions; to pretend otherwise is both bad policy and bad politics. Moreover, the idea that schools alone can foster equal opportunity is a dangerous form of magical thinking that not only justifies existing inequality but also exacerbates our political differences by pitting the winners in our economy against the losers.Democrats can reclaim education as a winning issue. They might even be able to carve out some badly needed common ground, bridging the gap between those who have college degrees and those who don’t by telling a more compelling story about why we have public education in this country. But that story must go beyond the scramble for social mobility if the party is to win back some of the working people it has lost over the past few decades.Schools may not be able to solve inequality. But they can give young people a common set of social and civic values, as well as the kind of education that is valuable in its own right and not merely as a means to an end. We don’t fund education with our tax dollars to wash our hands of whatever we might owe to the next generation.     Who’s Unhappy With Schools? People Without School-Age Kids.

    Tucked into a New Yorker article by Jill Lepore about the spate of school board fights over just about everything was a statistic that caught my eye. Despite all the ink spilled lately about clashes over masking, critical race theory and which books to assign (or ban), American parents are happy overall with their children’s education. Lepore explains:In “Making Up Our Mind: What School Choice Is Really About,” the education scholars Sigal R. Ben-Porath and Michael C. Johanek point out that about nine in 10 children in the United States attend public school, and the overwhelming majority of parents — about eight in 10 — are happy with their kids’ schools.Though I am quite happy with my children’s public school, am surrounded by parents who are mostly happy with their kids’ public schools and, when I was a kid, attended a public school that my parents were basically happy with, I was still surprised the number was that high.I would have thought that the latest numbers about parental satisfaction might be lower because of all the pandemic-related chaos. But according to Gallup, which has tracked school satisfaction annually since 1999, in 2021, “73 percent of parents of school-aged children say they are satisfied with the quality of education their oldest child is receiving.” More parents were satisfied in 2021 than they were in 2013 and 2002, when satisfaction dipped into the 60s, and in 2019, we were at a high point in satisfaction — 82 percent — before the Covid pandemic dealt schools a major blow.Digging deeper into the Gallup numbers revealed that the people who seem to be driving the negative feelings toward American schools do not have children attending them: Overall, only 46 percent of Americans are satisfied with schools. Democrats, “women, older adults and lower-income Americans are more likely than their counterparts to say they are satisfied with K-12 education,” Gallup found. My hypothesis is that it’s a bit like the adage about Congress: People tend to like their own representatives (that’s why they keep sending them back year after year) but tend to have a dim view of Congress overall.Polling done by the Charles Butt Foundation shows a similar dynamic playing out in Texas, a state where book bans have been well publicized and an anti-critical race theory bill was signed into law in December. The third annual poll, which was of 1,154 Texas adults, found:The share of public school parents giving their local public schools an A or B grade is up 12 percentage points in two years to 68 percent in the latest statewide survey on public education by the Charles Butt Foundation. In contrast with the increase among parents, there’s a decline in school ratings among those without a child currently enrolled in K-12 schools. Forty-eight percent of nonparents now give their local public schools A’s and B’s, versus 56 percent a year ago.This isn’t to say that our education system, broadly speaking, is humming along perfectly. There are so many ways it can improve, particularly in serving students in schools with higher poverty rates and those with physical disabilities and learning differences. But it does mean that we should take stories with a grain of salt when they present the American education system as a fact-free zone, no longer focused on teaching the basics, that parents are or should be fleeing from in any significant or sustained way. As the Gallup polling also showed, home-schooling is back to its prepandemic rate of 4 percent, and data from the National Center for Education Statistics found that by far the steepest drops in public school enrollment during the 2020-21 school year were among children in pre-K or kindergarten. These kids likely will not be away from public schools permanently; their start was merely delayed. It should also make us a bit more reflective about election results that are framed as a result of displeasure with schools. TargetSmart, which bills itself as a Democratic political data and data services firm, analyzed records showing who voted in Virginia’s 2021 gubernatorial election, which has been touted as a win for the Republican, Glenn Youngkin, that was based on unhappiness over the way the previously Democratic-led state handled the pandemic in schools.TargetSmart found:Turnout among voters age 75 or older increased by 59 percent, relative to 2017, while turnout among voters under age 30 only increased by just 18 percent. Notably, turnout of all other age groups combined (18-74), which would likely include parents of school-aged children, only increased by 9 percent compared to 2017 … This “silver surge” is an untold story that fundamentally undermines the conventional wisdom that Covid-19 protocols in schools and fears about critical race theory in curriculum determined the outcome of the election.All of this at least raises the question of whether some of the people driving the outrage, even animus, against schools might not have much skin in the game and might not have any recent experience with teachers or curriculum. As we head into the midterms, at the very least we should resist easy conclusions about who is angry about what’s happening in our public schools and whether it has anything to do with the reality of what’s going on day to day for millions of children and their families.Tiny VictoriesParenting can be a grind.     Stay Woke. The Right Can Be Illiberal, Too.

    Those of us who sustainedly criticize the excesses of the Great Awokening are often told that we’re making a mountain out of a molehill. That the real problem is censorship not from the left but from the right. That censorship from the left is largely a matter of pile-ons by anonymous Twitter denizens or college kids expressing themselves, while censorship from the right involves menacing officials dedicated to eliminating, for instance, discussion of race in schools.The characterization of the problem on the left strikes me as somewhere between uninformed and willfully blind. Yes, left-leaning students might demonstrate their free-speech intolerance within the cozy confines of their campuses, but one day they graduate into the real world and take that rehearsed intolerance with them. Superprogressive views may predominate in certain settings, but the presumption, held by too many, that their woke outlook doesn’t even warrant intellectual challenge in the public square is an extension of the broader “dis-enlightenment” I described back in October.That said, I’m genuinely open to the idea that censorship from the right is more of a problem than I have acknowledged. The truth may be, as it so often is, in the middle, and a legal case from the past week has made me think about it.Making sense of things requires synthesis, identifying what explains a lot rather than perceiving a buzzing chaos of people suddenly crazed, which is an implausible and even effort-light approach to things. In that vein, our problem today is illiberalism on both sides.We will salute, then, U.S. District Court Judge Mark Walker, who last week ruled, in a 74-page opinion, in favor of six professors at the University of Florida who were barred by school officials from acting as expert witnesses in cases challenging state policy on issues ranging from restrictive voting laws to Republican Gov. Ron DeSantis’s attempt to withhold funds from schools with mask mandates. (There are also recent reports that U.F. faculty members have been cautioned against using the words “critical” and “race” in the same sentence to describe the curriculums they teach, apparently to head off discussion of critical race theory and its effects on education in a way that might draw a backlash from state legislators or others in the Florida government.)Judge Walker analogized the actions of University of Florida officials to the removal in December of a statue commemorating the Tiananmen Square massacre from the campus of the University of Hong Kong. He echoed the plaintiffs’ argument that “in an apparent act of vorauseilender Gehorsam,” or anticipatory obedience, “U.F. has bowed to perceived pressure from Florida’s political leaders and has sanctioned the unconstitutional suppression of ideas out of favor with Florida’s ruling party” — admonishing the defendants in a footnote that “if those in U.F.’s administration find this comparison upsetting, the solution is simple. Stop acting like your contemporaries in Hong Kong.”The judge summed up by noting that “the Supreme Court of the United States has long regarded teachers, from the primary grades to the university level, as critical to a healthy democracy.” He added, “Plaintiffs’ academic inquiry ‘is necessary to informed political debate’ and ‘is of transcendent value to all of us and not merely to the teachers concerned,’” emphasizing that “when such critical inquiry is stifled, democracy suffers.”Let’s not forget, either, what happened to the schoolteacher Matthew Hawn last summer: He was fired by school administrators in Tennessee for leading classroom discussions with high school juniors and seniors (in a course called Contemporary Studies; it’s not as if this had been a chemistry lab) on concepts such as white privilege and implicit bias, not long after passage in the state of a ban on teaching critical race theory. As I’ve argued, ideas rooted in that theory do, in refracted form, make their way into how some schoolteachers teach, and it’s legitimate to question the extent of this. But that hardly justifies Hawn’s getting canned for things such as assigning a widely read article by Ta-Nehisi Coates. Hawn is pursuing an appeal of his dismissal, and if justice is on his side, he should win it.I’m not doing a 180 here or letting those I term the Elect off the hook. The illiberal tendency on the left is just as oppressive and requires equal pushback: The University of North Texas music professor Timothy Jackson, a founder of his school’s Center for Schenkerian Studies, studies the work of the German Jewish music theorist Heinrich Schenker, whose early-20th-century work figures prominently in music theory. In a 2019 speech to the Society for Music Theory, Philip Ewell, a Black music professor at Hunter College characterized Schenker as a racist and wrote in a 2020 article for Music Theory Online (a publication of the Society for Music Theory) that “Schenker’s racist views infected his music theoretical arguments,” that “there exists a ‘white racial frame’ in music theory that is structural and institutionalized” and that by extension, music theory and even the academic field of musicology are racialized, if not racist.In 2020, Jackson led the publication of an issue of The Journal of Schenkerian Studies dedicated to addressing Ewell’s case, publishing five articles defending Ewell’s case and 10 critiquing it. As The Times reported last year, Jackson was hardly gentle in his pushback, arguing that Ewell’s “denunciation of Schenker and Schenkerians may be seen as part and parcel of the much broader current of Black antisemitism” and partly attributing the dearth of Black classical musicians to fewer Black people who “grow up in homes where classical music is profoundly valued” and that fostering music education in public schools is the proper remedy.The result was, by today’s standards, predictable: Hundreds of students and scholars signed a letter condemning the issue. After an investigation, the university relieved Jackson of his supervision of the journal and, according to Times reporting, didn’t rule out further disciplinary action.The point here is less whether Jackson’s argument and the issue it appeared in were the quintessence of tact on race issues than whether he deserves to lose his career status and reputation because of them. Nor is the point whether Ewell’s argument was enlightened; one is (or should be) free to subscribe to it. Or not. My view is that while the field of musicology is correct, generally, in examining itself for remnants of racist bias, Ewell’s specific take is flawed.No, the point is that the through line between Jackson’s treatment at North Texas and the treatment of the Florida law professors is that instead of their views being addressed as one side of heated, complex debates, their views were squelched as unutterable heresies.Jackson has sued, and if justice is on his side, he should win. I could cite a great many cases similar to his.To many, I suspect, what happened to the University of Florida professors and to Hawn is more frightful than what happened to Jackson. However, that sentiment is a matter of one’s priorities, not a neutral conception of what justice consists of. Too many of us suppose that people should not be allowed to express opinions they deem unpleasant or dangerous and are given to demonizing those who have such opinions as threats to our moral order.On the right, even if you’re wary of critical race theory’s effect on the way many kids are taught, it is both backward and unnecessary to institutionalize the sense that discussing race at all is merely unwelcome pot stirring (and if that’s not what you mean, then you need to make it clear). On the left, illiberalism does not become insight just because some think they are speaking truth to power. Resistance to this kind of perspective is vital, no matter where it comes from on the political spectrum.Have feedback?     Attack of the Right-Wing Thought Police

    Americans like to think of their nation as a beacon of freedom. And despite all the ways in which we have failed to live up to our self-image, above all the vast injustices that sprang from the original sin of slavery, freedom — not just free elections, but also freedom of speech and thought — has long been a key element of the American idea.Now, however, freedom is under attack, on more fronts than many people realize. Everyone knows about the Big Lie, the refusal by a large majority of Republicans to accept the legitimacy of a lost election. But there are many other areas in which freedom is not just under assault but in retreat.Let’s talk, in particular, about the attack on education, especially but not only in Florida, which has become one of America’s leading laboratories of democratic erosion.Republicans have made considerable political hay by denouncing the teaching of critical race theory; this strategy has succeeded even though most voters have no idea what that theory is and it isn’t actually being taught in public schools. But the facts in this case don’t matter, because denunciations of C.R.T. are basically a cover for a much bigger agenda: an attempt to stop schools from teaching anything that makes right-wingers uncomfortable.I use that last word advisedly: There’s a bill advancing in the Florida Senate declaring that an individual “should not be made to feel discomfort, guilt, anguish or any other form of psychological distress on account of his or her race.” That is, the criterion for what can be taught isn’t “Is it true? Is it supported by the scholarly consensus?” but rather “Does it make certain constituencies uncomfortable?”Anyone tempted to place an innocuous interpretation on this provision — maybe it’s just about not assigning collective guilt? — should read the text of the bill. Among other things, it cites as its two prime examples of things that must not happen in schools “denial or minimization of the Holocaust, and the teaching of critical race theory” — because suggesting that “racism is embedded in American society” (the bill’s definition of the theory) is just the same as denying that Hitler killed six million Jews.What’s really striking, however, is the idea that schools should be prohibited from teaching anything that causes “discomfort” among students and their parents. If you imagine that the effects of applying this principle would be limited to teaching about race relations, you’re being utterly naïve.For one thing, racism is far from being the only disturbing topic in American history. I’m sure that some students will find that the story of how we came to invade Iraq — or for that matter how we got involved in Vietnam — makes them uncomfortable. Ban those topics from the curriculum!Then there’s the teaching of science. Most high schools do teach the theory of evolution, but leading Republican politicians are either evasive or actively deny the scientific consensus, presumably reflecting the G.O.P. base’s discomfort with the concept. Once the Florida standard takes hold, how long will teaching of evolution survive?Geology, by the way, has the same problem. I’ve been on nature tours where the guides refuse to talk about the origins of rock formations, saying that they’ve had problems with some religious guests.Oh, and given the growing importance of anti-vaccination posturing as a badge of conservative allegiance, how long before basic epidemiology — maybe even the germ theory of disease — gets the critical race theory treatment?And then there’s economics, which these days is widely taught at the high school level. (Full disclosure: Many high schools use an adapted version of the principles text I co-author.) Given the long history of politically driven attempts to prevent the teaching of Keynesian economics, what do you think the Florida standard would do to teaching in my home field?The point is that the smear campaign against critical race theory is almost certainly the start of an attempt to subject education in general to rule by the right-wing thought police, which will have dire effects far beyond the specific topic of racism.And who will enforce the rules? State-sponsored vigilantes! Last month Ron DeSantis, Florida’s governor, proposed a “Stop Woke Act” that would empower parents to sue school districts they claim teach critical race theory — and collect lawyer fees, a setup modeled on the bounties under Texas’ new anti-abortion law. Even the prospect of such lawsuits would have a chilling effect on teaching.Did I mention that DeSantis also wants to create a special police force to investigate election fraud? Like the attacks on critical race theory, this is obviously an attempt to use a made-up issue — voter fraud is largely nonexistent — as an excuse for intimidation.OK, I’m sure that some people will say that I’m making too much of these issues. But ask yourself: Has there been any point over, say, the past five years when warnings about right-wing extremism have proved overblown and those dismissing those warnings as “alarmist” have been right?The Times is committed to publishing a diversity of letters to the editor.     How Loudoun Schools Got Caught in Virginia’s Political Maelstrom

    Loudoun County tried to address racism and promote diversity within its schools. Then it found itself on Fox News.LEESBURG, Va. — Long before the father was tackled by sheriff’s deputies at the school board meeting, before there was shouting to reopen classrooms and before “parents matter” became the central slogan of the most closely watched campaign in the post-Trump era, Loudoun County was just another American suburbia taking a hard look at its schools.The county, at the edge of the Virginia sprawl outside Washington, had grown much more diverse. White students were no longer in the majority, and educators were trying to be more aware of how racism could affect their students’ education.The district hired a consulting firm to help train teachers about bias. It tried to hire more teachers of color. And a high school changed its mascot from the Raiders, named for a Confederate battalion, to the Captains.But there were rumblings of resistance.Vocal parents protested the district’s antiracism efforts as Marxism.Some teachers disliked the trainings, which they found ham-handed and over the top.And evangelical Christians objected to a proposal to give transgender students access to the restrooms of their choice — complaints that were magnified when a male student wearing a skirt was arrested in an assault in a girl’s bathroom.Loudoun County High School changed its mascot from the Raiders, a nod to a Confederate battalion, to the Captains, in 2020.Jason Andrew for The New York TimesWithin a year, Loudoun County had become the epicenter of conservative outrage over education. Several hundred parents, in a district of 81,000 students, managed to pummel their school board and become a cause célèbre for opposing the district’s handling of race and gender issues.Along the way, they got plenty of help from Republican operatives, who raised money and skillfully decried some of the district’s more aggressive efforts, even buying an ad during an N.F.L. game.The media also jumped in, feeding the frenzy. The story rebounded from one outlet to another, with conservative media leading the way, from The New York Post to The Daily Wire to Fox News, which aired 78 segments on the racial issues at Loudoun schools from March to June this year, according to Media Matters, a left-leaning group that scrutinizes media coverage.By November, these skirmishes had been transformed into a potent political movement — parents’ rights — that engulfed the state’s schools and the governor’s race. The Republican candidate, Glenn Youngkin, successfully tapped into the fury, adopting the slogan “parents matter.”“Glenn became a vessel for their anger,” said Jeff Roe, the founder of Axiom Strategies, Mr. Youngkin’s campaign consultant.Glenn Youngkin tapped into the fury over schools, with the slogan “parents matter.”Pete Marovich for The New York TimesThe campaign identified early on, he said, that education was a key issue that could make inroads in Democratic strongholds. Mr. Youngkin’s opponent, the former governor Terry McAuliffe, won Loudoun County, but by a far narrower margin than President Joe Biden had won last year.Ian Prior, a Republican political operative who lives in the county and has been at the center of the fight, called education the “one unifying issue out there that kind of gets everybody.”Now, Republicans and Democrats are dissecting how these educational issues can be used in the midterm elections next year.Loudoun may well be their case study.A District, Struggling With ChangeIn the not-too-distant past, Loudoun County was dominated by farmers and Republicans. In recent years it has experienced a wave of residential growth to 420,000 people, becoming more suburban, increasingly diverse and, at the same time, more liberal.The student body has changed, too. Twenty five years ago, 84 percent of the students were white; today, 43 percent are, owing partly to an influx of immigrants working in technology jobs. Currently, 7.2 percent of students are Black.The shift hasn’t been easy. In 2019, for example, an elementary school asked students, including a Black student, to emulate runaway slaves during a game mimicking the Underground Railroad, drawing criticism from the local NAACP.Parents also said they encountered racist treatment, both subtle and overt. Zerell Johnson-Welch, who is Black and Latina, moved to the district in 2008 with her husband and three children.One day, her daughter came home upset, she said.“She was in an advanced math class,” Ms. Johnson-Welch said. “A kid yelled out, ‘Why are you in this class?’” — using a racial epithet to emphasize that she did not belong.Loudoun County commissioned a study by a consulting firm, the Equity Collaborative, which bore out such stories, concluding that Black, Hispanic and Muslim students had been the focus of racial slurs and that Black students were disciplined more frequently than others.Members of the Loudoun County NAACP and the Loudoun Freedom Center called for the school board to address racial equity concerns at a news conference in 2019.Patrick Szabo/Loudoun NowLoudoun set out on a plan. In addition to changing the high school mascot, the school system released a video apologizing to Black residents for past racial discrimination. The schools devised a protocol for dealing with racial slurs and other hate speech. And teachers underwent training in cultural sensitivity.There was backlash.Some teachers objected to a chart in their training that listed different groups as either “experiences privilege” or “experiences oppression.” Christians were privileged, for instance, while non-Christians were oppressed.Monica Gill, an American history teacher at Loudoun County High School, also objected to an animated video called “The Unequal Opportunity Race,” in which white people get a head start, while people of color must wait and then face obstacle after obstacle.The video, she said, was an overgeneralization that itself embraced a racial stereotype.“I didn’t grow up in white privilege,” Ms. Gill said. “I worked hard to get through college, and it wasn’t handed to me by any stretch.
