    A State Budget With an Unexpected Twist: No Red Ink

    Gov. Kathy Hochul announced a $216.3 billion spending plan as officials projected balanced state budgets through 2027.Good morning. We’ll look at Gov. Kathy Hochul’s state budget, which came with an unexpected twist. Kathy Hochul’s $216.3 billion budget proposal was what was not in it: a mention of big shortfalls, long a standard phrase in municipal budgets.My colleagues Grace Ashford and Luis Ferré-Sadurní write that Hochul is riding a windfall of federal funding and a jump in tax revenues, both of which fueled projections of balanced state budgets for the next five years.Her plans for spending the money are far-reaching. She called for significant one-time infusions of cash, including $2 billion in pandemic recovery initiatives and $2.2 billion in property tax relief for homeowners. She also laid out plans for increased spending on education, health care and infrastructure, including $32.8 billion for highways, bridges and other transit projects over five years.Hochul committed to placing 15 percent of the state’s operating expenses into reserves — a record number, but less than the 17 percent recommended by many independent budget analysts.[Surprise in $216 Billion Budget Plan: New York Is Awash in Money]Robert Mujica, the governor’s budget director, said no tax increases were contemplated. She will have to negotiate with the State Legislature by April 1, when the state’s 2023 fiscal year begins. That is almost three months before the state’s Democratic primary, so the budget could help Hochul as she runs for a full term. She has already raised nearly $21.6 million, her campaign said on Tuesday, a record for a statewide race in New York.Some fiscal experts immediately criticized Hochul for not doing more to address the state’s population losses, which have led to concerns that the state’s tax base will shrink. “It’s a missed opportunity to provide a clear signal that New York is serious about making its tax rates more competitive relative to states that people are migrating toward,” said Peter Warren, the research director at the Empire Center, a conservative-leaning think tank.The budget also cleared the way for an additional three casinos in New York State, probably downstate. That would accelerate the current casino plan by a year and bring in significant revenue sooner.Still, much of the revenue not promised by the federal government is projected to come from high-income earners. That again raises the question of whether they will remain in New York and what the future of remote work will be.     Kathy Hochul's Speech Is a Road Map to the Campaign That Lies Ahead

    Gov. Kathy Hochul sought to exude decisiveness in crisis, previewing her efforts to run as the steady-hand candidate as she seeks her first full term.As Gov. Kathy Hochul delivered her most consequential speech since becoming chief executive of New York, she did not discuss the contested Democratic primary she is navigating to retain her seat, nor did she mention the likelihood of an expensive general election against a well-funded Republican.But in tone and substance, her address on Wednesday and accompanying 237 pages of policy proposals offered a road map to how she is approaching both dynamics.In her State of the State remarks, her first as governor, Ms. Hochul often emphasized core Democratic priorities, from combating climate change to expanding access to affordable child care. But she also moved to blunt more conservative messaging on matters of public safety, the economy and the culture wars that have raged around how to handle the coronavirus pandemic.“During this winter surge, our laser focus is on keeping kids in school, businesses open and New Yorkers’ lives as normal as possible,” she said, even as some Republicans seek to paint the Democratic Party as the party of lockdowns.Ms. Hochul assumed the governorship last August, taking over after former Gov. Andrew M. Cuomo resigned in disgrace, and she is running for her first full term as governor this year at yet another moment of staggering challenges for the state.As coronavirus cases spike, parents grapple with uncertainty around schools,and the Omicron variant upends the fragile economic recovery, Ms. Hochul acknowledged the pain and exhaustion gripping many New Yorkers. But she also emphasized a record of accomplishment, in particular around vaccination rates, and sought to exude competence and decisiveness in crisis, offering a preview of her efforts to run as the steady-hand, above-the-fray candidate.A number of Democrats are seeking to challenge that image.Representative Thomas Suozzi of Long Island, a former Nassau County executive who has positioned himself to Ms. Hochul’s right on some issues and in tone, is sharply questioning her executive experience. He sometimes refers to the state’s first female executive as the “interim governor” — a move that could backfire with some voters — and he is working to cut into her base in the suburbs.“New York needs a common-sense governor who has executive experience to manage Covid, take on crime, reduce taxes and help troubled schools,” Mr. Suozzi said in a statement after her speech.Jumaane D. Williams, the New York City public advocate who lost the 2018 lieutenant governor’s race to Ms. Hochul by 6.6 percentage points, is running as a self-declared “activist elected official” with close ties to New York’s left-wing political movement, which can play an important role in energizing parts of the primary electorate. He said on Wednesday that some of her proposals were not sufficiently “bold” to meet the challenges of the moment — a view echoed by leaders of a number of left-wing organizations.“Discussion of these issues is important, acknowledged and appreciated,” Mr. Williams said in a statement. “But that discussion must be accompanied by the political courage to envision and enact transformational change for New York City and across the state.”Former Mayor Bill de Blasio of New York City has also taken steps toward a run.Attorney General Letitia James had been Ms. Hochul’s most formidable opponent, but she dropped her bid for governor last month, and on Wednesday she stood next to the governor, applauding. Ms. James’s exit cleared the way for Ms. Hochul to rapidly lock down more institutional support from unions and elected officials, and she is expected to post a formidable fund-raising haul later this month.Ms. Hochul, who has referred to herself as a “Biden Democrat,” on Wednesday sounded by turns like a centrist who welcomes big business and an old-school politician keenly focused on the needs of working-class New Yorkers.For example, she called for efforts to bolster the salaries of health care workers “so those doing God’s work here on Earth are no longer paid a minimum wage.”Ms. Hochul, who wore an all-white outfit to honor the women’s suffrage movement at her inauguration, did so again on Wednesday.Cindy Schultz for The New York TimesBut at another point, she pledged that New York would be “the most business-friendly and worker-friendly state in the nation.”Ms. Hochul laid out a number of measures to bolster the social safety net, and she also endorsed some left-leaning criminal justice proposals, including a “jails-to-jobs” program and other efforts to help formerly incarcerated people access employment and housing.She also pledged to pursue a five-year plan to offer 100,000 affordable homes, though some housing advocates thought she should have offered far more comprehensive protections since the state’s eviction moratorium is poised to expire. And she laid out a bevy of climate, infrastructure and transportation-related initiatives.If many aspects of the speech played into concerns of rank-and-file Democratic voters and union officials, Ms. Hochul also repeatedly made overtures to a broader ideological and geographical swath of voters who will power the general election.     The Rise of Eric Adams and Black New York

    It was winter in Black New York, and the last thing Eric Leroy Adams wanted to do was join the New York City Police Department.It was the early 1980s and waves of joblessness and crime were sweeping over working-class swaths of the city. In Black neighborhoods, the Police Department, still overwhelmingly white, had become an occupying force, deepening the misery and the injustice.Inside a Brooklyn church, the Rev. Herbert Daughtry, a veteran of the civil rights movement, told a young Mr. Adams, then a local college student, that it was time to join the N.Y.P.D. The community, Mr. Daughtry said, needed someone to make change from the inside.“You gotta be out of your mind,” Mr. Adams recalls telling Mr. Daughtry.On Jan. 1, when Mr. Adams, 61, is sworn in as mayor, Mr. Daughtry’s vision will be realized. Working-class Black New York, which makes up the heart of the Democratic base but has long been shut out of City Hall, will finally have its moment.To many, the future mayor is still an enigma. The Black Democrat talks of law and order, but also Black Lives Matter. He courts Wall Street, then travels to Ghana to be spiritually cleansed. He parties late into the night alongside the rapper Ja Rule and the former Google C.E.O. Eric Schmidt. His talent and intellect are obvious. But he sounds nothing like Barack Obama.What exactly Mr. Adams intends to do once at City Hall is unclear. What is certain for now is that Mr. Adams knows who sent him there.New York’s Black Democratic base had endured a plague and marched for Black lives. They had kept the city going, along with municipal workers of all backgrounds, while wealthier New Yorkers remained safely at home. They had felt the rise in violence in their neighborhoods, and seen the resurgence of white supremacy under President Donald Trump. Their choice for mayor was Eric Adams.In his victory speech in November, Mr. Adams said his election belonged to the city’s working poor. “I am you. I am you. After years of praying and hoping and struggling and working, we are headed to City Hall,” Mr. Adams boomed. “It is proof that people of this city will love you if you love them.”New York’s first Black mayor, David Dinkins, died last year at the age of 93. A soft-spoken Marine, in his signature bow tie, he made plain he intended to serve the entire city, which he famously called a “gorgeous mosaic.” Mr. Dinkins served just one term in office after he was ousted by Rudy Giuliani in 1993 in an election fraught with racist backlash. It was a bitter defeat Black New York would never forget.Mr. Dinkins was part of a storied tradition of Black politicians from Harlem that included Adam Clayton Powell Jr., Charles Rangel, Percy Sutton, and Basil Paterson. The political club swung Black votes in the city for more than a generation.Mr. Adams’s pathway to Gracie Mansion runs through a different New York.He was born in the Brownsville area of Brooklyn, among the poorest neighborhoods in the city. Later, the family moved to South Jamaica, a largely Black enclave in Queens. Like many of his neighbors, Mr. Adams grew up poor, the fourth of six children of Dorothy Mae Adams, a single mother who worked cleaning houses, and later, at a day care center.At 15, Mr. Adams was arrested on a criminal trespass charge for entering the home of an acquaintance. He has said he was beaten so severely by police officers that his urine was filled with blood for a week.Several years later, Mr. Adams met the Rev. Herbert Daughtry. The pastor was recruiting young Black New Yorkers to organize Brooklyn’s struggling communities as part of the National Black United Front, a Black empowerment group.“It was a tough time,” Mr. Daughtry, now 90 years old, said in a phone interview. Mr. Adams stood out. “He was rather precocious,” Mr. Daughtry said. “He didn’t just want a job. He was concerned about the lack of progress, the gang violence, the addiction.”Mr. Adams joined the N.Y.P.D. in 1984 and served in the Police Department for 22 years. He co-founded 100 Blacks in Law Enforcement Who Care, a group that protested police brutality. He also served as president of the Grand Council of Guardians, a statewide group of Black law enforcement officials.He was protesting police brutality in the late 1980s when he met the Rev. Al Sharpton. Both were the sons of single mothers who had arrived in New York from Alabama.And both men said they reveled in eschewing the snobbishness exuded by the Black elite: a small but dazzling world of the powerful — if not always wealthy — shaped by historic college fraternities and sororities, and exclusive societies like the Boulé (boo-lay) and The Links. The groups were created in the depths of segregation to help members network and uplift the Black community. Some of the organizations are over a century old.“Me and Eric used to tease each other,” Mr. Sharpton told me recently. “I used to say, ‘You’re the guy with the patrolman’s hat and I’m the guy with the conked hair style like James Brown, and we do not care if the bougies don’t like us,’” he said. “We used to laugh about that.”Mr. Dinkins was a member of Sigma Pi Phi, known as the Boulé. That fraternity, among the most exclusive of the bunch, counted Rev. Dr. Martin Luther King Jr. as a member. Percy Sutton, once the highest ranking Black elected official in New York, belonged to Kappa Alpha Psi — one of the “Divine Nine” historically Black fraternities and sororities. Representative Hakeem Jeffries is also a member of Kappa Alpha Psi. Former Representative Charles Rangel is a member of Alpha Phi Alpha but only joined Boulé several years ago (“They never invited me” before that, he said). Vice President Kamala Harris is a member of Alpha Kappa Alpha.“I’m not part of any of those things, you know what I’m saying?” Mr. Adams told me. “But the energy and spirit they bring, we need that.”By 2006, Mr. Adams had risen to the rank of captain, but his public advocacy had made him a thorn in the side of the N.Y.P.D.’s clubby, white male brass. He left the department and was quickly elected to the State Senate. In 2013, he was elected Brooklyn borough president, a largely ceremonial role — but a good launching pad for a campaign for mayor.In the decades since David Dinkins had left office, the center of Black life and political power had shifted firmly from Harlem to Brooklyn. Letitia James, the state attorney general, is from Brooklyn. Jumaane Williams, the city’s public advocate, is also from Brooklyn. Representative Hakeem Jeffries represents part of the borough, as well as a part of Queens.Making the rise of these Black politicians possible was a decades-long shift to an increasingly diverse electorate from one that had once been dominated by white voters. Some white Democrats have proven more willing to vote for Black candidates. The changes have turned Brooklyn into a political powerhouse.In 2013, that Brooklyn coalition, led by Black voters, sent Mayor Bill de Blasio to Gracie Mansion.Then, in early 2020, the pandemic hit New York City, claiming tens of thousands of lives. It killed people from all walks of life, but hit especially hard in the minority and immigrant communities in the Democratic base. Every level of government, including City Hall, had failed them.A year later, the Democratic primary included three major Black candidates. One of them, Maya Wiley, a progressive, garnered significant support. But working-class Black New York went with Mr. Adams, handing him a narrow victory. Basil Smikle, director of the public policy program at Hunter College, said they wanted someone who understood their everyday lives. “The Dinkinses and the Obamas of the world, yes it’s aspirational, we’d all like our children to grow up to be them,” said Mr. Smikle, who is Black. “But to what extent do you know how people are living?”Mr. Adams’s political showmanship doesn’t hurt.In 2016, when Mr. Adams became a vegan, reversing a diabetes diagnosis, he touted the diet as a way to liberate Black Americans from the history of slavery and published a cookbook.Years earlier, in the State Senate, Mr. Adams produced a dramatized video from his office encouraging parents to search their children’s belongings for contraband. “You don’t know what your child may be hiding,” Mr. Adams tells the camera, pulling a gun out of a jewelry box. The political stunt left political insiders giggling. But it demonstrated how deeply connected Mr. Adams was to the voters he represented.“It is comical, but let me tell you, my mom would probably be nodding her head for the entire video,” said Zellnor Myrie, 35, who holds Mr. Adams’s former Senate seat, and was raised in the district by his mother.Much of what appears to be paradoxical about Mr. Adams is, to Black Americans, just familiar.“All of us have been at dinner with some uncle who talks about ‘Black on Black’ crime,” said Christina Greer, associate professor of political science at Fordham University. “We know Eric Adams.”Yet, Mr. Adams is familiar to New Yorkers of many backgrounds. They recognize the swagger of the beat cop; the blunt cadence of southeast Queens, with its languorous vowels; the hustle and ambition found all over New York.Starting Jan. 1, he will be mayor for the entire city. His support is expansive and includes large numbers of Asian, Latino and Orthodox Jewish voters. If he can cement this coalition, he may become a formidable force nationally in a Democratic Party hungry for stars.Mr. Adams has also shown a savvy for courting The New York Post, announcing his pick for police commissioner — Nassau County chief of detectives Keechant Sewell, a Black Queens native — in the right-wing tabloid. Better to feed the beast, Mr. Adams understands, than let it maul you.At his inner circle, though, is a tight-knit group of Black New Yorkers who have waited a generation for their shot to run City Hall.Outside a public school in Brooklyn recently, Mr. Adams stood with David Banks, a veteran Black educator he tapped to serve as schools chancellor. “If 65 percent of white children were not reaching proficiency in this city, they would burn the city down,” Mr. Adams said to the enthusiastic, largely nonwhite crowd.From the moneyed corners of Manhattan to the gracious brownstones of Cobble Hill, there is a creeping sense of shock: The new mayor is not necessarily speaking to them.     Horse Carriage Ban in New York? De Blasio Wants to Try Again.

    As he enters his final weeks in office, Mayor Bill de Blasio is resurrecting an old campaign promise to ban horse-drawn carriages in New York City.When Bill de Blasio first ran for mayor of New York City, he promised to ban horse-drawn carriages “on Day 1.”Eight years later, with just six weeks left in office, Mr. de Blasio is trying one last time to fulfill that pledge.His administration is developing legislation that would phase out the use of the carriages in Central Park and replace them with “show cars,” according to a series of internal City Hall emails marked “confidential” that were sent between late October and last week and reviewed by The New York Times.The promise to ban horse-drawn carriages, along with an ultimately successful plan to implement universal prekindergarten, was among a handful of major proposals that animated Mr. de Blasio’s successful mayoral bid. Mr. de Blasio and some advocates argue that it is inhumane to use horses for transportation in a modern city filled with cars.Now, as the mayor contemplates a run for governor next year, he has returned to his core campaign issues: In an appearance on MSNBC on Thursday morning, he proposed statewide, year-round, all-day school, a vision that he said would “revolutionize education in the State of New York.”Mr. de Blasio has yet to announce his plan to ban horse-drawn carriages, which would require approval by the City Council, but it has been quietly moving forward. In the emails, city officials said they were aiming to have the legislation ready by Dec. 16, when the City Council is expected to hold its last full meeting of the year.Danielle Filson, a spokeswoman for the mayor, said he had always wanted to ban horse-drawn carriages, and that he hoped the City Council would again consider it.The mayor’s office has directed the Economic Development Corporation to contract with a consulting firm, Langan Engineering, to conduct an analysis of the proposal, with a focus on its environmental, transportation, and socioeconomic impacts, according to the emails. The firm’s managing principal did not respond to requests for comment.It remains unclear if there is any appetite in the City Council to ban horse-drawn carriages. “The Council has not received a proposal from the mayor,” Shirley Limongi, a spokeswoman for the Council, said in a statement. “We will review anything we do receive.”The City Hall emails do not define “show cars,” but proponents of banning the carriages have previously pushed to replace them with electric-powered vehicles resembling old-time carriages.In 2018, Appaloosa Management Charitable Foundation, named for a horse breed and run by the billionaire hedge fund manager David Tepper, retained lobbyists to push for such a plan, according to city records and a city official, who was not authorized to speak publicly. Little came of the effort.This April, New Yorkers for Clean, Livable, and Safe Streets, the leading advocates for the ban, retained the lobbying firm Blue Suit Strategies to push Mr. de Blasio to pursue a similar plan, city lobbying records indicate. The organization is paying the firm $7,000 per month.The group, known as NYCLASS, helped fund a campaign to topple the 2013 mayoral candidacy of Christine Quinn, then the City Council speaker and Mr. de Blasio’s rival, in part because she did not support a ban on horse carriages. The campaign was credited with helping to undermine the candidacy of Ms. Quinn, who was considered the early front-runner.In the ensuing years, NYCLASS pushed Mr. de Blasio to fulfill his promise. But efforts to pass legislation went nowhere, including in 2016, when the mayor failed to push through a bill that would have reduced the number of horses on city streets and confined them to Central Park.The group has gotten involved in more recent political efforts. Eric Adams, the Democratic front-runner, called his Republican opponent, Curtis Sliwa, racist and a “Mini-Me of Donald Trump.” Mr. Sliwa has criticized Mr. Adams as an elitist and “Bill de Blasio 2.0.”It should be no surprise that the two candidates also have very different visions for the city as it emerges from the pandemic.Mr. Adams, the Brooklyn borough president, wants to trim the police budget by cutting back on overtime pay; Mr. Sliwa, the founder of the Guardian Angels subway patrol group, wants to hire 3,000 more officers. Mr. Adams is a cyclist who wants to build 300 miles of new protected bike lanes; Mr. Sliwa wants to remove bike lanes. Mr. Adams wants to keep vaccine mandates for city workers and indoor dining; Mr. Sliwa would reverse both.There are some areas of common ground: Both want to expand the gifted and talented program for elementary schools instead of ending it. Both have called for hundreds more “psychiatric beds” at hospitals to be used for people with mental health problems who are living on the streets. Both want to bring back the Police Department’s plainclothes anti-crime unit, which was disbanded under Mayor de Blasio.The candidates have also proposed somewhat overlapping economic recovery initiatives focused on getting New Yorkers back to work and removing regulations for small businesses.Whoever wins on Tuesday will face enormous challenges when he takes office in January. But the subway is facing a looming financial emergency, with ridership significantly below prepandemic numbers.Like his predecessors, the next mayor’s influence over the subway system will be limited: The subway and its daily operations are overseen by the Metropolitan Transportation Authority, which is largely controlled by the governor.Still, both Mr. Adams and Mr. Sliwa say that it is crucial to restore confidence in the subway system and bring back riders. To do so, they are both targeting public safety underground. Though subway crime was down for the first nine months of the year relative to the same period in 2020, felony assaults there are up not just compared to last year, when ridership was very low, but also compared with 2019. A string of high-profile attacks has pushed the issue to the forefront.Both candidates want to deploy more police officers in the subways and direct homeless and mentally ill people off the trains and toward services. Mr. Sliwa, who has falsely stated that subway crime has reached all-time highs, wants to add 5,000 city police officers to patrol the system, some of them redirected from other duties. He also proposes relocating mentally ill and homeless people from the trains to psychiatric facilities or homeless shelters, though he has not explained how he would do so.Mr. Adams, a former transit police officer, wants the Police Department to shift officers from other roles to subway patrol, though he has not stated a specific figure. He also seeks to restore the department’s homeless outreach unit, which was defunded by Mr. de Blasio, and have mental health professionals team up with police officers. He also seeks to invest in better cell service, Wi-Fi and surveillance cameras in stations to help deter crime.The mayor’s largest sway over transportation in the city is in control over its streets, where there have been severe congestion and a surge in traffic deaths. Here, the candidates have markedly different approaches.Mr. Adams has thrown his support behind the state’s plan to enact congestion pricing in parts of Manhattan, which would charge a fee on vehicles in the area and aim to both reduce traffic and provide new funding for the transit system. Mr. Sliwa opposes it.Mr. Adams says he favors redesigning streets to address safety issues, including by encouraging alternatives to car travel. Over four years, he wants to build 300 new miles of protected bike lanes and 150 miles of new bus lanes and busways with a particular focus on transit deserts and busy corridors like Linden Boulevard in Brooklyn.Mr. Sliwa has accused the city of a war on vehicles and has proposed removing underutilized bike lanes that he says could better serve as parking spots. He has called for eliminating speed cameras but wants the Police Department to enforce traffic laws more actively and would provide funding to help it do so.— Michael GoldEducationThe first day of the academic year at P.S. 25 Bilingual School in the South Bronx.Anna Watts for The New York TimesMr. Adams’s most concrete education proposal may also be one of his least-discussed plans: blow up the school calendar and introduce year-round schooling. A 12-month academic year would be logistically complex and likely to be unpopular with some families and teachers. It would also require an overhaul of the teachers’ union contract, and significant funding to pay for many more educators to work outside of the traditional year.Mr. Adams has also made screening young students for dyslexia and other learning disabilities a priority. Asked how he would approach the task of desegregating schools, Mr. Adams said he would focus on making sure that children with disabilities and other challenges were not separated from their peers unnecessarily. He also said he would dedicate more funding to struggling school districts, a strategy used by Mr. de Blasio that produced disappointing results under his $773 million Renewal program for low-performing schools.The Democratic nominee has said he would keep the city’s gifted-and-talented program, despite Mr. Blasio’s announcement that he would seek to eliminate the current system. Mr. Sliwa has also said he would keep gifted classes.Mr. Adams also reiterated his support for keeping the admissions exam that dictates entry into the so-called specialized high schools, and said again that he would add five more specialized schools. Mayor Michael R. Bloomberg tried a similar strategy in an effort to diversify the schools in the early 2000s, but the schools have enrolled fewer Black and Latino students in recent years. Mr. Adams also said he would “replace” the current admissions process for competitive middle and high schools, without offering more details.Mr. Sliwa said he would transform struggling schools by bringing vocational training programs into more high schools and add financial literacy courses to high school curriculums.Asked how he would combat racial segregation in schools, Mr. Sliwa said he would focus on reducing class sizes, an expensive project that several mayors have struggled to implement, and increase teacher bonuses, particularly for educators willing to teach in low-performing schools. Mr. de Blasio has already tried the latter proposal, with mixed results. And the powerful United Federation of Teachers has viewed bonuses based on performance with skepticism for many years, frustrating Mr. Bloomberg and, to some extent, Mr. de Blasio.— Eliza ShapiroHealth CareA vaccination site in August in the South Bronx. The mayoral candidates differ on their approaches to vaccine mandates. James Estrin/The New York TimesBoth Mr. Adams and Mr. Sliwa say they share a goal of making health care more accessible and affordable for average New Yorkers. But many of the details of their ideas — and how they want to go about making them happen — differ.Mr. Adams said his top priority would be to focus on ending the racial inequities that made Covid-19 “a tale of two pandemics, where Black and brown New Yorkers died at twice the rate of white New Yorkers.” He wants to enroll all New Yorkers who lack health insurance in low-cost plans run by the city’s public hospitals. He also wants to create more community health centers, put housing assistance and social services in hospitals and introduce a citywide network that would better distribute care for indigent patients between private and public hospitals, particularly in emergencies.Healthy eating is a particular passion of Mr. Adams. He is motivated by his own experience of waking up almost blind, with full-blown diabetes, at age 56 and says he reversed his illness by switching to a vegan, unprocessed-food diet. He has written a book, “Healthy at Last,” about his journey, and wants to scale up a clinic at Bellevue Hospital that he helped spearhead which focuses on treating disease by changing lifestyles.“One of the most important things we can do to prevent chronic diseases is to provide better access to quality, healthy food for underserved New Yorkers,” he said.Mr. Sliwa has not published a health care platform. But in a statement, he said his focus would be bringing down costs for working-class New Yorkers “across all demographics, from our young to elderly.” To do this, he focused on involving the private sector, with “public-private partnerships to increase access to medicine, treatment and other remedies” Like Mr. Adams, he also wants to encourage healthy eating and exercise in public schools.The plight of mentally ill homeless New Yorkers is a particular concern of Mr. Sliwa’s as the founder of the Guardian Angels, which has spent decades patrolling the city’s subways. “Increased access to psychiatric resources will ensure that no New Yorker is left behind in our road to emotional and physical recovery,” he said.The candidates are at odds on coronavirus vaccine mandates. Mr. Adams said he wanted to “double down” on the city’s vaccine mandates and its “Key to NYC” policy, which requires vaccination for indoor dining and entertainment. Mr. Sliwa has railed against such mandates at political rallies, though he is vaccinated and says he wants others to be. “Vaccine mandates only serve to hamper down our revitalization efforts for small businesses and restaurants,” he said in a statement.— Sharon OttermanLaw EnforcementMr. Adams seeks to cut back the Police Department’s budget while Mr. Sliwa wants to expand the force.Dakota Santiago for The New York TimesNew York’s next mayor will inherit a police department — the largest police force in the country — at what is perhaps its most critical juncture in recent memory. Following a national reckoning over police brutality spurred by mass protests over the murder of George Floyd, public pressure has mounted to trim back police department budgets and shrink forces, even as violent crime rates have reached historical highs in big cities across the country.In New York, the crisis has been particularly acute: 2020 was the bloodiest year for the city since the notorious 1990s, and while gun violence rates have leveled, they remain well above prepandemic levels. Transit crime has risen, in part because of emptier subways.Much of the department’s future depends on whether the budget shrinks. The City Council voted last year to shift $1 billion from the N.Y.P.D.’s annual budget, a decision that incensed police unions and advocates of criminal-justice reform alike. On this, the two candidates could not be more opposed: Mr. Adams advocates strategically cutting back the Police Department’s budget and footprint; Mr. Sliwa wants to reverse budget cuts and expand the force.“I believe we can save at least $500 million annually through strategic civilianization of N.Y.P.D. units,” Mr. Adams told The Times, referring to officers spending significant parts of their day doing civilian jobs or clerical work, like moving trucks and barricades, or doing crowd control.Mr. Adams called the increase in gun violence “the most pressing challenge facing the New York City Police Department.” He said that the Police Department was bloated and that he would pare back its overtime, but he also endorsed reinstating gang and gun task forces, the latest iteration of which were disbanded last year amid mounting public complaints that the units were abusive.Mr. Adams also supports creating a requirement that new officers live in the five boroughs and an incentive for current officers — who are allowed to live in surrounding counties — to move back into the areas they police.Mr. Sliwa, meanwhile, wants to fully reinstate $1 billion to the budget and hire more police officers, who he says should be diverted to high-crime areas. More than in any other large American city, New York’s extreme income inequalities were brutally exposed.The city’s unemployment rate is 9.8 percent, down slightly from early summer but still stubbornly high and nearly double the national rate. Two major drivers of the economy in the city — office workers and tourists — remain at home, cutting off significant sources of spending.And if office workers continue to work remotely after the pandemic, even if it is just a few days a week, it would most likely reshape the city’s economy for years to come.Mr. Adams and Mr. Sliwa have proposed somewhat overlapping recovery initiatives, both pledging to use the city government to help get New Yorkers back to work and to eliminate regulations they claim hurt small companies and deter the creation of new businesses.Mr. Sliwa has sought to cast his major campaign proposal of a property tax overhaul as potential fuel to jump-start the economy. His plan would provide tax deductions to some homeowners, place a 2-percent cap on annual property tax increases and eliminate tax breaks for wealthy institutions like hospitals, universities and Madison Square Garden.The plan would require approval from the State Legislature. It also mirrors an initiative announced by Mr. de Blasio in early 2020 to overhaul the property tax system, which ultimately lost political momentum when the pandemic emerged.Another top initiative by Mr. Sliwa would to test the feasibility of establishing universal basic income; he aims to set up a pilot program that would provide $1,100 a month to 500 New Yorkers.To help small businesses, Mr. Sliwa said the city would offer up to $45,000 in low-interest loans and extend tax incentives to companies with fewer than 50 employees that operate in the city outside Manhattan.Under Mr. Adams, the city would create a jobs program driven by real-time data from private businesses about their current openings and the skills they require, connecting applicants with employment opportunities that best match their skills. The city would also streamline its own hiring system with an online portal that would simplify the process of applying for municipal jobs.The ultimate goal, Mr. Adams said, would be to position New York City as a leader in the jobs of the future, especially in scientific research and cybersecurity, two industries that were growing before the pandemic. More than a quarter of city residents spend more than half their income on housing, and the number of single adults in the city’s main shelter system has risen 60 percent during Mr. de Blasio’s tenure.On housing, Mr. Adams says he will focus on adding more lower- and middle-income homes in wealthier neighborhoods with good transit access and good schools — what he calls a reversal of gentrification. He would push to legalize unpermitted basement and cellar apartments, an idea that has proved difficult to execute in the past. Mr. Sliwa favors building more housing in manufacturing zones.The pandemic has left hundreds of thousands of New Yorkers struggling to pay rent. A state moratorium on evictions has kept many in their homes, but it is set to expire in January, threatening some renters with homelessness. Mr. Adams says he will let the State Legislature reassess the need to extend the moratorium, while Mr. Sliwa would press the state to better distribute millions of dollars in rent relief to landlords to address residents’ rent debt.The city’s public housing system, NYCHA, is also in dire trouble: It faces a backlog of over $40 billion in capital needs. Mr. Adams says he will push to let developers build on existing NYCHA land — a plan that he said could address less than a quarter of those needs. Mr. Sliwa says he will make sure repairs are done faster, and train and employ NYCHA residents to make repairs themselves.While both candidates emphasized the need for more permanent housing, Mr. Sliwa also wants to increase the capacity of the city’s shelters, which many homeless people avoid because they say they are dangerous and unpleasant. Mr. Sliwa says he would add police officers and social workers to make shelters safer. Mr. Adams opposes expanding shelters.The homelessness crisis is also a mental- health crisis. People with serious mental illnesses who live on the streets and in the subways have committed violent assaults and hate crimes that have grabbed headlines and raised alarms in recent months.Both Mr. Adams and Mr. Sliwa stress the importance of reversing a decline in hospital psychiatric beds and accelerating the creation of so-called supportive housing that includes on-site social services for mentally ill people.
